GENERAL MANAGER First, all members should be aware of the extreme fire danger conditions in the Sierras. This is an ongoing regional environmental condition we all need to take proactive steps to address in our defensible space practices and programs while also maintaining an individual responsibility approach to “if you see something, say something”! This applies to not just fire danger concerns, but community safety in our neighborhoods and amenities. Inside this issue of Tahoe Donner News, you will find a detachable guide to emergency preparedness, including community evacuation routes. On behalf of all Tahoe Donner employees, I’d like to thank the members, guests and community who voted for us in the recent 2018 Sierra Sun Readers Poll. We’re thrilled to have been awarded 1st Place in the following categories for all North Lake Tahoe and Truckee: Best Family Fun Place, Best Golf Course, Best Nordic/XC and Best Place to Work. TD also won Runner Up in the following categories: Best Marina, Best Beach, Best Campground, and Best Restaurant in Truckee (The Lodge Restaurant & Pub). Congratulations to the many team members who inspired members, guests and the public to tell the world about how much they love Tahoe Donner.

With the onset of fall, we’re reminded of the beauty and change in our mountain paradise. The shortened days and crisper air of fall are subtle at first, and we barely notice them as we grasp for the remnants of summer. Then one day, as if out of the blue, we notice that fall is here, turning the aspen groves gold, necessitating different bins of clothing from the attic or garage, and preparing us for winter, which is coming soon whether we like it or not (most of us do!). Fall reminds us that change, while necessary, can take some adjusting – especially when it feels like it comes out of nowhere. That’s why Tahoe Donner Association works tirelessly to keep members involved in and informed about not just all the fun at the amenities, but potential changes in association operating rules. Member-led committees, task forces and discussion groups are involved in all recommended changes to these community standards to help manage the peaceful enjoyment of our still-growing mountain retreat. At the August 24 board of directors meeting, after a 45-day member comment period, the board adopted new private property rules to help maintain the quality of our (Continued on p. 4)

community. Those rule changes can be found at tahoedonner.com/private-property-rules. An education and enforcement plan will be communicated. On the topic of Short-Term Rentals (STRs), the member-led STR/Amenity Task Force spent months working openly and collaboratively to develop recommended community rules addressing both longtime renting practices and the recognition of the modern needs of the community. Specific potential rule adjustments have been notified to the membership in a 45-day notice printed in Tahoe Donner News, on tahoedonner.com and in weekly emails sent to membership, to ask for member feedback to help inform any final board of director decisions on these rule recommendations. Some of the recommended changes include a $150 STR registration fee, access to a responsive contact person, and restrictions for parking and occupancy. Membership response to this topic has been particularly energized, and the association has worked diligently to ensure that all voices are heard. The board heard member comments at its Aug. 18 meeting, and the task force held an informational meeting about STR changes on Aug. 30. We

continue to welcome comments at arosenfeld@tahoedonner.com. The board may consider and act on the proposed changes at a future meeting, with proper notice. If the board decides to modify the proposed changes in a significant way based on additional member input, a new 45-day member comment period will be undertaken before the board considers further action. “After Labor Day it used to turn into a ghost town up here,” says James Murtagh, golf course operations manager at Tahoe Donner Golf Course. “But word’s gotten out. September is when the course is in the best condition. There are fewer people, the weather is absolutely perfect, and it’s the best time to get out there and enjoy a round of golf.” Along with premium course conditions, a new accolade should inspire a visit this fall – Tahoe Donner Golf Course was just named 2018’s “Best Golf Course in North Lake Tahoe & Truckee” by readers of the Sierra Sun. PRIVATE LESSONS

Take your game to the next level with a private lesson or playing lesson with one of the four instructors, starting at $80 for adults and $40 for kids. “Oneon-one you’re going to get a lot more detailed and personalized attention than in a clinic with a group of 10,” Murtagh says. “You can even play an entire round with an instructor – it’s the ultimate way to evaluate and work on your whole game.”

JUNIORS PLAY FREE

Starting Sept. 10, members under age 18 can play Last Light after 5PM for free when accompanied by a paying adult, or play 18 holes after 12PM for just $25 (cart not included). “We really enjoy developing young golfers,” Murtagh says. “We offer the Junior Golf School in the summer, a junior clinic on Sundays through mid-September, then this great deal for Last Light in the fall. Tahoe Donner is an incredible place to learn to golf.”

DRIVING RANGE

Even if you’ve never swung a golf club, there’s fun to be had at the driving range, “It’s a full driving range,” Murtagh says. “A lot of ranges aren’t considered full – you can only hit maybe a 7 iron at most. But at ours you can hit any club, including the driver.” Tokens start at $5 for members and are available at Trout Creek Rec Center and the Pro Shop.

Along with visual overviews and hole-byhole videos and tips, the app features a customized GPS system that lets players access accurate yardage from anywhere on the course, including bunkers and water hazards. “I love having lunch on the deck at The Lodge, and seeing the smiles on the faces of the other golfers as they return from the 18th hole,” says member Shellie Poplin. The Lodge remains open for a full lunch through Sept. 3, then will offer the T-9 Grill menu for lunch through September. T-9 Grill opens 30 minutes before the first tee time and closes at 4PM during the golf season. The Lodge Pub offers Golfers Happy Hour daily from 2-4PM, featuring drink specials and a $5 food menu.

SOCIAL CLUBS

Four golfing clubs offer an opportunity to add a social element to your love of golf. Tahoe Donner hosts golf tournaments throughout the season for the social golfing clubs, private groups and nonprofit organizations. LABOR DAY + END-OF-SEASON SALES

The Pro Shop is having a huge sale on Labor Day Weekend, with significant savings on clothing, shoes, clubs, bags and more. Then, starting Sept. 28, the End-of-Season Sale will continue until the course closes on Oct. 14. “Everything in the store is going to be on sale,” Murtagh says. “If you can’t find something you need, you aren’t looking hard enough.”

RED FLAG WARNINGS + FIRE WEATHER WATCHES Courtesy of CAL FIRE

When a Red Flag Warning or Fire Weather Watch is issued, what should that mean to you? Stop a moment and consider how the warning or watch is issued, what are the hazards it identifies, and how you can prevent wildfires in the community. The National Weather Service issues Red Flag Warnings and Fire Weather Watches to alert fire departments of the onset, or possible onset, of critical weather and dry conditions that could lead to rapid or dramatic increases in wildfire activity. A Red Flag Warning is the highest alert, and is issued for weather events that may result in extreme fire behavior that will occur within 24 hours. During these times extreme caution is urged by all residents, because a simple spark can cause a major wildfire. A Fire Weather Watch is one level below a warning, but fire danger is still high. A Fire Weather Watch is issued when weather conditions could exist in the next 12-72 hours. The type of weather patterns that can cause a watch or warning include low relative humidity, strong winds, dry fuels, the possibility of dry lightning strikes or any combination of the above. During heightened fire danger, CAL FIRE will place additional firefighters on duty, staff more fire engines and keep more equipment on 24 hours a day to be able to respond to any new fires. CAL FIRE urges Californians to be extremely cautious, especially during periods of high fire danger. It’s important that all residents and visitors take steps to prevent wildfires. One less spark could mean one less wildfire. See below for tips on preventing wildfires.

• All exterior wood and charcoal fires are temporarily banned in Tahoe Donner. Use of exterior wood or charcoal fires will result in a minimum fine of $2,000. • Town of Truckee also banned fires through the end of fire season.

EQUIPMENT USE SA FE T Y

• Never mow or trim dry grass on a Red Flag Warning Day. Mow before 10AM on a day when it’s not hot and windy. • Never use lawn mowers in dry vegetation. • Spark arresters are required in wildland areas on all portable gasoline-powered equipment.

3. DEFENSIBLE SPACE

• Residents should make sure they have 100 feet of defensible space around structures. • Clear dead weeds and vegetation. • Remove leaves and needles from gutters. • Trim branches 6 feet from the ground.

Never pull over in dry grass. Ensure trailer chains don’t drag on the ground. Make sure your vehicle is properly maintained. Have proper tire pressure to avoid driving on wheel rim. Never let your brake pads wear too thin.

5. OTHER

• Make sure cigarette butts are properly extinguished. • Never burn landscape debris like leaves or branches on NO Burn Days, when it’s windy or in areas where burning is not allowed. • Target shoot only in approved areas, use lead ammunition only and never shoot at metal targets. • Report any suspicious activities to prevent arson. TESTED BY ADVENTURERS What’s the difference between a used vehicle and an approved certified pre-owned Land Rover? We can name at least 165. Each vehicle must undergo a robust 165-point inspection and safety check to ensure every one is as good as new and up for any journey that comes its way. WHAT’S NEW FOR THE 2018/19

DOWNHILL SKI RESORT NEW SNOWBIRD CHAIRLIFT

The Downhill Ski Resort is only months away from unveiling its new Snowbird Lift, a fixed-grip triple chair on track to spin opening day with Mother Nature’s cooperation. The new lift replaces the original double chair installed in 1971. Manufactured by Skytrac – a subsidiary of Leitner-Poma of America that specializes in building economical fixed-grip lifts for small to mid-size ski areas across the U.S. – the new Snowbird Lift will provide improved access to beginner terrain, modern and reliable chairlift technology, and compliance with forthcoming ANSI and Cal-OSHA requirements. The project began this summer with the removal of the original lift and its 10 towers positioned in the center of Snowbird Run. With a goal of providing more beginner skier terrain and expanding the Learning Center area, the new lift towers are installed 70 feet to the east and now stand on the skier’s right edge of the run. “The new Snowbird Lift will provide a more enjoyable experience for our guests as well as our instructors,” says Robert McClendon, mountain manager at Tahoe Donner Downhill Ski Resort. “The triple chair is equipped with ‘kid stops’ that will help ensure a safer ride up the chair. Plus, the new chair will allow our ski instructors to efficiently manage lessons with one student on either side while loading and unloading the chair.” Once at the top, the new unloading area will provide more space to safely exit and alleviate congestion. Once heading downhill, skiers and riders will enjoy wider terrain along this popular beginner run, improving mobility across the slope. Unlike its predecessor, the new Snowbird Lift will be fully operational during power outages thanks to backup tertiary power that runs full-time off the grid. Load testing is scheduled with the State of California, and approval is expected in November.

In preparation for winter, the team at Tahoe Donner worked hard this summer on numerous off-season improvements for members to enjoy this upcoming ski season at Tahoe Donner Downhill Ski Resort and the Cross Country Ski Center. LEARNING CENTER + KIDS SKI SCHOOL The Downhill Ski Resort continues to focus on the beginner experience. This winter, the Caterpillar Conveyor (C2) will be relocated near the Ski School Yurt, providing better terrain for beginners to learn how to turn and stop before advancing to the Snowbird Lift. New this year, Ski School will be splitting up its Snowflakes classes into two different age groups: ages 3-4 and 5-6. Classes for ages 3-4 will be shorter at 1 hour and 15 minutes long, and offered four times daily. Ages 5-6 will continue with half-day and full-day classes. “These changes support our continued efforts of encouraging kids to get outdoors and creating a fun environment to learn to ski,” says Dave Walker, director of Ski School at Tahoe Donner. “First impres-


sions are critical, and the shorter Snowflakes classes will help our student’s ability to focus on learning and improve their overall experience.”

COMMITMENT TO GROOMING As the Downhill Ski Resort continues to provide its guests with expertly groomed terrain, a new PistenBully 400 ParkPro Grooming Machine will make its debut this winter. The same model used for the X Games, the 400 ParkPro is known for its power and agility, allowing for more reliable and quality grooming in a variety of conditions, including the resort’s terrain park and park features. Using Tier 4 engine technology to provide lower emissions and more fuel efficiency, the 400 ParkPro is a welcome addition – the results of which are sure to be noticed this winter.

SNOWMAKING In 2016, Tahoe Donner was the first resort in the U.S. to install and use SMI Silent PoleCat Snow Guns for snowmaking, chosen for superior technology that dampens sound levels and reduces energy consumption. This summer, the snowmaking hydrants were installed in concrete ground vaults that can lowered underground when not in use. This will allow for continuous groomed corduroy from the top to the bottom on Snowbird Run and opens the entire run for improved safety and more skiable terrain.

CROSS COUNTRY SKI CENTER EXPANDED GROOMING FLEET

To back its commitment to providing the best skiing in all conditions, the Cross Country Ski Center (TDXC) just added a new addition to its existing grooming fleet. Introducing the multi-talented PistenBully 100 – a smaller, lighter and nimbler snowcat equipped with the most powerful engine in its class. “This powerful, narrower and lighter machine will be the groomer’s choice in many conditions,” says Sally Jones, manager of TDXC. “In early season and low snow conditions, the PistenBully 100 will be able to tread more lightly on the trails to achieve a better skiing surface faster than the larger grooming machines or multiple passes with snowmobiles.” Like the 400 ParkPro, the PistenBully 100 is powered by the more

eco-friendly and fuel-efficient Tier 4 engine, and comes with a diesel particle filter that further reduces pollutant emissions significantly – as much as 90% from Tier 3. Its new tiller has more teeth to process the snow, resulting in a better ski surface once groomed, while the rubber tracks and new compaction roller will allow for precise grooming in thinner conditions. “These machines work great in deep snow too,” says longtime cross country grooming operator Alby Dean. “The more maneuverable machine will help us dig out, pack down and open our trails more efficiently after snow storms.”

NEW TOP PERFORMANCE DEMO AND RENTAL EQUIPMENT TDXC continues to add higher-performance and top-of-the-line ski and boot equipment, and allows guests to try new gear before they buy it. The newer classic ski skin technology made of synthetic mohair for the kick zone instead of grip wax or a waxless pattern is proving popular for both recreational skiers and racers. Experience and compare the reliable traction and smooth glide of these new classic skis. This year’s XC demo fleet includes Fischer Twin Skin Carbonlite, Fischer Twin Skin Race, Salomon S/Race, Salomon Aero 9 Skin and the Atomic S Race Junior. Fall brings the opportunity to complete required maintenance projects for the association’s pools, and this year is no exception. BUZZ: CLUBS QUILT CLUB Tahoe Donner Quilt Club meets the first and third Wednesday of each month. We welcome one and all to our meetings, and there is no skill level requirement! SENIOR ALPINE SKI CLUB Senior Alpine Ski Club summer activities are in full swing, with a pickleball tournament followed by pizza and beer coming up Sept. 13. During the winter, we have ski days planned on Mondays and Thursdays, January through March, rotating among the local ski areas such as Squaw, Alpine, Northstar and Sugar Bowl. Founded for the sake of hands-on stewardship and education, the Trails Club is for everyone who values and enjoys Tahoe Donner’s trails and natural surroundings.

The tournament started at the mountain putting course specifically created for this event. Upon completion of the contest, participants had pictures taken by volunteer Bettye Carmichael. At the end of the round, all players were given an embroidered Tahoe Donner golf towel. One of the highlights of the tournament is the awarding of prizes. In addition to drinks and homemade cookies by Connie, every participant had an opportunity to select a prize from the prize table based on their performance in their respective flight. There was a wide array of prizes, including a new golf bag, free rounds of golf at Tahoe Donner and Coyote Moon, and a jar of Jelly Bellies. The TDJGC and its tournament are funded from local business donations, tournament fees and the annual $10 club dues. We could not operate without the help of parent volunteers who selflessly gave their time. We’d also like to thank adult volunteers Connie Kobayashi, Carol Louderback, Jeanne McGoldrick, Herm Shaver, Cathy Ravano, Bettye Carmichael and Ed Marshall. These adult volunteers give us their time and effort simply to support the TDJGC, and do not have children participating. James Murtagh and his Pro Shop staff have been wonderful supporters whose ongoing efforts allow TDJGC to thrive. TDJGC is a club designed to help young players embrace the game of golf. Whatever your experience level, there is a place for you here. Join us next summer. You will make new friends and have a lot of fun.

Volunteer trail work remains at the core of the club’s mission. For the last two summers, we have been building a new single-track trail running from the Teton Trailhead to the Glacier Trailhead. This new trail will provide a well-built, sustainable alternative to the steep and deteriorating Teton Way Trail. When the Trails Club began this project, we were also given the right to name it. We have finally settled on a name: Teewinot. Teewinot is a peak in the Teton Range, and likely also the original Shoshone name for that range. As this trail in some sense replaces the Teton Trail, we believe this other name for the Tetons is fitting. We will continue building the Teewinot Trail on the third Saturday of the month through at least September. Finally, the Trails Club is proud to see that so many of its members are now active in Tahoe Donner’s governance on the new Trails and Open Space Task Force. Among other things, that task force will be updating the 2013 Trails Master Plan in light of new developments, changing needs and evolving trail usage. TD 4 WHEELERS CLUB July was a busy month for the TD4WD Club. Members participated in Truckee’s 4th of July Parade, a trail run to Bowman Lake and trail maintenance on the Pole Creek OHV route for the US Forest Service.

July’s trail run was a loop trip from Highway 20 to Grouse Ridge Fire Lookout to Bowman Lake and out via Henness Pass Road at Little Truckee Summit. We had a good turnout with 13 Jeeps. It was a skills-building trip with a short, rocky, dry stream crossing where the road was washed out below Bowman Dam, giving a little challenge to new off-road drivers – they all did great!

The annual Pole Creek OHV maintenance run had 14 vehicles and 18 club members accompany Jeff Wiley from the Forest Service to remove two fallen trees, trim brush intruding on the trail and make sure there were no washouts. The trail is now in good shape and open through Nov. 1. Pole Creek to Cabin Creek is a spectacular OHV route to an easy 45-minute hike to the top of Tinker’s Knob. Our Tahoe Donner basecamp is the perfect place from which to explore the beautiful Sierra Nevada, and responsible trail runs are a fun way to get there. 2018 PAVING + DRAINING PROJECT Paving and draining in Tahoe Donner has begun. Operations paused over the Labor Day holiday, but will begin again on September 10.

DONNER PASS ROAD – EAST END PARKING STUDY Collaborating with Tahoe Donner and Donner Memorial State Park, the Town of Truckee will lead a parking study this summer and fall with the goal of understanding parking and beach usage in the area near Beach Club Marina, and addressing parking issues in the vicinity. The study will define strategies to address parking, bicycling and pedestrian congestion in the area, and to enhance the user experience for recreationalists in the area.

TRUCKEE DONNER PUD

The approximate budget for this project is $300,000, with the majority of the funds being expended in Tahoe Donner. TDPUD is responsible for the removal of all limbs and rounds cut during the powerline-clearing project here in Tahoe Donner. 2018 TREE TRIMMING Tree trimming will continue in Tahoe Donner for most of the summer. New line-clearing requirements went into place at the state level this spring, requiring limb clearance to move from 7 feet to 12 feet of clearance. Additionally, tree trunk clearance requirements were moved from 18 inches to 4 feet. This has resulted in a large amount of mandatory tree removal in the subdivision.

TAHOE DONNER GIVING FUND UPDATES By SUZANNE SULLIVAN, Tahoe Donner Giving Fund The Annual Dinner and Silent Auction by and for the Tahoe Donner Giving Fund was a huge success. What an evening! Gorgeous mid-July weather in an equally gorgeous setting. Ninety-three happy voices enjoying old friends and making new ones. A wide assortment of silent auction items went home with generous bidders. The food was out-of-this-world: tri-tip, salmon, fresh grilled veggies and more. Mouthwatering! On the fundraising side, we netted $14,000, which we will disperse during the grant cycle this autumn. And... drum roll... an extremely magnanimous but anonymous person matched some of the auction bids with a $5,000 check. The evening was both a social and fiscal success. Tahoe Donner does care. Thank you.

“I’d rather be in Tahoe Donner Day Camps than in school, it’s way more fun,” he says from his home in Scottsdale, AZ, where his family just returned after spending the summer at their second home in Tahoe Donner. “I miss the campers and the counselors. They’re all really nice and I can’t wait to come back.”

Each FUN DAYZ camp offers unique opportunities for kids ages 7-11 to experience a wide range of activities throughout Tahoe Donner.

Skyler and his seven-year-old sister Marley each spent six weeks in TD Day Camps this summer, exploring local trails, trying countless activities and enjoying every Wednesday at Beach Club Marina on Donner Lake. They’ve each gone to camp in Tahoe Donner every summer since they were just three years old, and have gained independence and developed skills and interests like archery, geocaching, bouldering and paddleboarding.

They want to bring each of their counselors home with them every year. Camp really is their favorite thing to look forward to in summertime.” “Our weeklong summer Day Camps have been very popular, which is why we’re thrilled to offer FUN DAYZ weekend camp this fall,” says Cari MacPhail, TD Day Camps Supervisor. FUN DAYZ camps, which are held Saturdays and Sundays from 9AM-3PM throughout September, focus on Friends Uniting in Nature (FUN), and feature activities similar to those in Day Camps. “Kids ages 7-11 can enjoy pretty much anything Tahoe Donner amenities have to offer,” MacPhail says. “We want to offer fun, safe fall activities for kids who live here year-round or just visit on weekends once school starts up again.” If you want your kids to keep exploring Tahoe and enjoying fun, challenging, unforgettable activities, sign them up for FUN DAYZ camp. But hurry! Space is limited to just 10 campers each day, and at least two spots are already taken. “We’ll be back in Tahoe in September,” Kamy says, “and the kids will definitely want to be back in camp.”

Truckee River Day, now in its 23rd year, has become an important Truckee tradition, bringing the community together to restore our beloved river. So, put on some sturdy boots, dig out your work gloves, and grab some friends. Together we will work to restore the Truckee River, along with its creeks and meadows. The Truckee River watershed is a beautiful place to live and explore but impacts from 150 years of human activities such as logging, grazing and mining threaten water quality and habitat. Severe erosion is polluting our waterways with excess sediment, native species are struggling, and precious habitat is degraded.

Here is the good news – people like you are working to reverse the damage. For over 20 years, hundreds of Truckee River Day volunteers have been transforming the health and resiliency of almost 200 sites. Places like the Middle Martis Wetland, Perazzo Meadows and Coldstream Canyon are now vibrant with native birds, wildflowers and clean water. Year by year, project by project, the Truckee River Watershed Council spearheads these efforts to restore, protect and enhance precious parts of our watershed that sustain the Truckee River.

FIRE SAFETY PROPERTY INSPECTIONS TO TAKE PLACE WITHIN ALL OF UNIT 3 DURING FALL 2018 By BILL HOUDYSCHELL, Tahoe Donner Forester First, I would like to thank all of the members who have brought their proprieties into compliance and maintained them. A lot of work has been completed and Tahoe Donner is really starting to look in excellent shape as far as fire safety is concerned. With the fire season we experienced in 2007, many property owners expressed their concern about the level of fire safety on private lots. The board of directors listened to these concerns and adopted a four-year program to inspect all properties in the association, both developed and undeveloped. The goal of this program was to inspect approximately 1,500 properties a year and by the end of the summer season have them in compliance with state law, local ordinances and association Covenants and Restrictions (C&Rs). We have completed the original four-year program and now we are entering the eighth year of Phase 2. The goal from 2012-2019 is to inspect 750 properties a year under an eight-year program. For the 2019 program we will inspect some of the properties located in the southwest of the subdivision. The streets we are going to visit include: • • • • • • • •

Bear Meadows Court Glacier Way Northwoods Boulevard Rhineland Avenue Skislope Way Slalom Way Snowpeak Way Viking Way

This serves as written notice as required by the Tahoe Donner Association C&Rs that these inspections will occur between the middle of September and the middle of November this year. Members in the inspection area will also receive a letter in the mail stating that their property will be inspected for the 2019 program. These inspections will occur between the hours of 8AM-5PM. We plan to complete 50-100 inspections per

day during this period. Inspectors will walk through the property in order to complete the inspections. Compliant property owners will be notified starting in December 2018. In January and February 2019, non-compliance letters with a copy of the inspection report will be sent to property owners in groups of approximately 30, requiring work to be completed by an established due date between the end of June through August 2019. In midMay through June 2019, a notice reminding property owners of the due date 45 days away will be sent. Authority for these inspections comes from the State of California Public Resources Code 4291, Truckee Fire Protection District Ordinance 94-1 and Tahoe Donner Association C&Rs Article VIII, Section1 (a) iii and iv. Following is a list of items we will be looking for:

DEVELOPED LOTS Around the structure or to the property line: • Pine needles removed from ground at least 10 feet from structure • All pine needles removed from roof • No vegetation within 10 feet of chimney or propane tank • All combustible material removed from under decks and next to structures. This includes stored firewood, which may remain only if covered with a tarp • Nuisance firewood must be managed per guidelines Within 100 feet of structures and property lines: • All dry, flammable vegetation and woody debris between 1/2-inch and 12 inches in diameter removed (not pine needles) • For trees greater than 12 feet – all branches removed 6 feet from ground • For trees smaller than 12 feet – remove

lower branches for half the height of the tree • All dead and beetle-infested trees removed • Break-up “brush fields” so individual bushes are left (allow for space between bushes to be 2.5 times the height of the bushes) • Excessively dense tree cover thinned (generally trees under 8 inches in diameter that are growing without proper spacing from one another or growing under the canopy of larger trees) • Nuisance firewood must be managed For all of the above items, 100 feet applies if your lot is flat. If your lot is on a steep slope, a greater distance may be required.

UNDEVELOPED LOTS All of the following apply for the entire lot: • For trees greater than 12 feet – all branches removed 6 feet from ground • For trees smaller than 12 feet – remove lower branches for half the height of the tree • Excessively dense tree cover thinned (generally trees under 8 inches in diameter that are growing without proper spacing from one another or growing under the canopy of larger trees) • All dead and beetle-infested trees removed • All dry, flammable vegetation and woody debris between 1/2-inch and 12 inches in diameter removed (not pine needles) • Firewood may not be stored on vacant lots Remember: items that pertain to your lot need to be maintained on a yearly basis. The C&Rs require that each lot be maintained in such a manner as to not create a fire hazard. Failure to do so may result in a hearing before the Covenants Committee, with the possible result of a fine being assessed until the required work is completed.

The boardwalk on the south side of the trail broke under the weight of snow in recent winters and is now mostly submerged, and other parts of the trail are eroding into the creek because retaining walls have failed. The trail will remain closed until all necessary repairs are made, as safety is our priority. Designing a long-lasting infrastructure plan that falls within the acceptability of our jurisdictional agencies is the bulk of the project’s delay. The budget is in place to fix this trail, and it is viewed as a priority to all management at Tahoe Donner. To date, Tahoe Donner has spent $80,000 on having the proper state and national agencies

evaluate the project. This includes wetland surveys, property surveys, biologists, archaeologists, civil engineers, structural engineers and more. We anticipate completing the regulatory process and starting construction in 2019. Thank you for your continued patience, as well as your love for this trail, which was “grandfathered” into our trail system before the extensive permitting and regulatory practices were introduced. Once all updates are approved and made, this trail will be around for you and your family to enjoy for many years to come.

INTRODUCING THE MEMBER ENGAGEMENT COMMITTEE In our past Board of Directors Election, onethird of owners cast their vote, yet two-thirds did not. Many elections and other voting processes are won or lost by just a few votes. Was your voice heard? Did you have all the information you needed to make an informed choice? The Member Engagement Committee has three goals: to increase participation in our member voting events; to help inform and educate the membership before and during these voting processes with easily understood, accurate and unbiased information; and to assist with other committee and task force communication efforts upon request. One example of the pressing need to get members educated and inspired to vote concerns our Covenants and Restrictions (C&Rs), which are legally binding upon residents. Each of us received these governing documents, which regulate our services, rules and fees. In a few short months, you will be asked to vote on updates to the current version. It’s extremely important that each and every property owner receives this information, looks carefully at the proposed changes, and then votes. We are here to serve you, our fellow property owners and members. If you have
