MESSAGE FROM THE BOARD PRESIDENT Greetings, and welcome! Welcome to the new Tahoe Donner Board year – an exciting and challenging year, for sure.

Welcome, new members and residents

Our recent survey indicates that the number of full-time Tahoe Donner residents has doubled and now accounts for about 30% of homes. Second homeowners are enjoying extended stays during this COVID-19 era. Thirty-five home sales sold just this summer. Another 60 home sales are pending in escrow. Twenty lots have sold (closed or in escrow) for new construction. Realtors report these are nearly all full-time relocations. More full-time residents. More working families. More people enjoying Tahoe Donner.

Welcome, David Mickaelian, new general manager

David is quickly making a difference. The board-management relationship is excellent. David is quickly assessing our people, processes and policies. We have a great team. David puts teamwork to practice and leads by example. Management is also rapidly bringing many process and policy improvements forward to the board.

Welcome, challenges

Challenge 1: Town of Truckee Shortterm Rentals (STR) Ordinance. STRs, a frequent topic in letters to the board and on Nextdoor (yes, I do monitor Nextdoor – one of many ways to track what’s on members’ minds) are a passionate topic at Tahoe Donner. The Town of Truckee is fast-tracking the issue in the form of an STR ordinance. Challenge 2: Demands on amenities. Amenities are the number one reason

people buy a home at Tahoe Donner. Use will likely change with the surge in extended stays and full-time residents. Management is composing a strategic plan, analyzing amenity and membership data, collecting member input and conducting an in-depth cost study to support an effective amenity access policy revamp. This will be months in the making. In the meantime, the 2021 budget is due in 60 days. Challenge 3: Capital Projects. There are two challenges here: (i) planning and funding for modern facilities that address our changing membership makeup and (ii) immediately establishing sizing and design to replace our nearly 50-year-old lodge at the Downhill Ski Resort. Challenge 4: 2021 budget in the face of COVID-19 with its unique unknowns as well as our dependency on weather. To address these challenges, the board will hold a full day of workshops on September 18 to address: • Responding to the Town of Truckee on the proposed STR ordinance • The replacement of the aging lodge at the Downhill Ski Resort There will also be three 2021 budget workshops: September 10 and 24 and October 22 covering capital needs and operations including amenity plans. Budget approval is October 23.

SANDY GAUTSCHI The Golfer of a Lifetime By ALI DICKSON

“My favorite day when we lived at Tahoe Donner was to get up in the morning, play two or three sets of tennis and come home for lunch – my husband played tennis, not golf. Then, I’d play 18 holes of golf in the afternoon and go fishing.” – Sandy Gautschi, 94 years old

good teacher. He could hit golf balls within feet of each other, and he was so good at picking out errors. Bob Klett. I owe him a lot.” She took her first lesson from Bob, and life was never the same.

MVG: Most Valuable Golfer As her love of golf grew, she was drawn further away from tennis. Additionally, as she watched her own family grow, they would spend summer vacations in the Tahoe area, including Tahoe Donner. “We were totally impressed with what Tahoe Donner had to offer with recreation.” These vacations led them to eventually purchasing their own Tahoe Donner home in 1976. Especially after hip replacements that made tennis less enticing, golf was on the forefront of Sandy’s mind. She quickly became a regular at Tahoe Donner Golf Course and developed a reputation through her ability and kindness. Her husband preferred tennis to golf, and Sandy enjoyed being able to play tennis at Tahoe Donner with him in the morning before having a quick lunch and heading out to the golf course in the afternoon. Joining Tahoe Donner golf clubs, she found passion and excitement from the other members. “The kindness of the people and the sincerity in learning to improve golf drew me to Tahoe Donner’s golf clubs. They are amazing. It astounds me that these women all want to get better. They don’t just like where they are at – they want to improve.”

A Course Legend If you’ve played at Tahoe Donner Golf Course – or anywhere in the Truckee-Tahoe area, really – there is a good chance you’ve been on the course at the same time as Sandy Gautschi. In her 94 years of life, she has held a list of impressive titles: daughter, mother, wife, teacher, friend and mentor. A new title now graces her living room in the form of a certificate, having been presented in July with the Lifetime Achievement Award through the Tahoe Donner Women’s 9-Holers Golf Club.

With a sweet disposition, a funny sense of humor and an infectious outlook on life, Sandy grew up in Menlo Park in a loving and active family. An avid tennis player in college, she became a physical education teacher in Palo Alto. “I was hired to teach PE at a high school,” Sandy remembers, “and one of the requirements was to teach golf, which I had never played. It’s hard to teach something if you have never done it before. “A fellow PE teacher from Palo Alto School District was probably the most consistent golfer I’d ever known in my life. I had a really

Outside the course, you could find Sandy working at Tahoe Forest Gift Shop. Friend Criss Rojas remembers, “Sandy was president of the hospital auxiliary and ran the gift shop. She was the buyer, and you would see her carrying large boxes filled with merchandise through the hospital. She did all this while playing 18 holes of golf a couple of times a week. “On her golf days, halfway through the round, she would bring out a bag of homemade cookies to share with her fellow players. It was always a treat to play with Sandy. She opened her home to Gift Tree volunteers and golfers for a Saturday brunch or Christmas cookie exchange. She is one of the most generous people I know.” Fran Macomber, who is an 86-year-old 18-hole golfer and has known Sandy since


1980, reminisces how Sandy was an active club member. Often listed as a tournament director, Sandy was the president of the TD Women 18 Hole Golf Club in 1985. Beyond the course, she was also on the Tahoe Donner Board of Directors. Though she has since moved from Tahoe Donner, her granddaughter owns a home within the association, meaning Sandy can play on her league. She aims to get on the greens as much as she can.

Nothing Short of Incredible Sandy’s reputation quickly grew, and club members saw her as a force of golfing nature. Coral Cavanagh, a fellow club member, says, “It’s an early treat when new club members get to play with Sandy. She helps them get started, and I think she might also be scoping out what their developmental needs are as golfers.” Hilary Ward, fellow golf club member, shares, “Sandy could always see what you were doing wrong but would never say anything unless you welcomed the instruction. She is an asset to the golf group and an inspiration to us all, always with a positive attitude and ready to play!” Tahoe Donner clubs have given Sandy and countless other members the chance to create unforgettable skills and memories. “To change things, you have to get involved,” she urges. “Show up – show your interest. The kindest group of ladies I’ve ever belonged to happened through a club. They always astound me.” No one could speak of Sandy without recalling a particular play that showcased her unparalleled talent, though Sandy remembers the play more humbly. “My eagle on number 11 on Tahoe Donner is my proudest achievement. Instead of a five, I hit a three. It was sheer luck, but I can remember it like it happened yesterday. Sheer, unadulterated luck.” If you ask anyone else, luck had nothing to do with it.

The Power of “Nice” The life Sandy lives is one of contagious kindness, compassion and gratitude. “You have no idea how pleased I am with my life. I could not ask for a better family to come from or a better family to raise. I have Olympic athletes in my family who are wonderful swimmers and water polo players. My son

went to school for a football scholarship. My life has been wonderful, just wonderful. What more can I say?” If you can take a golf lesson, such as the private and semi-private lessons that Tahoe Donner Driving Range provides, Sandy notes that it makes all the difference in the world. Above all, though, ability comes second to having fun. “I see people on the course getting angry and throwing their clubs, and I just wonder, ‘Why are you doing that?’ I always say ‘nice’ is the best thing you can bring to the course.” COVID-19 has changed the way most of us live our lives, but Sandy’s eye remains on

the golfing prize. “Boy, have I stayed home. I have good help and good health. It’s been very nice, but I’m tired of me. This darn virus has just driven me crazy.” Nothing can stop her from a good game of golf, though, and nothing should. The best medicine, it seems, is being on the greens. “I got to play golf yesterday,” she said with a glint in her eye and a smile breaking across her face, “so I feel fine.” To become a little more like Sandy, Tahoe Donner Driving Range offers private and semi-private lessons available daily, and golf clubs are available for a range of ages and abilities. GOLF COURSE PROJECT PROGRESS By ALI DICKSON

The Tahoe Donner Golf Repair + Replacement Project was in the works long before construction first began this spring. Approvals, preparation and new grasses had to grow before any physical change could be made on the course. With construction now well underway, we ask that you enjoy this project from afar and stay off the course. As we look to the 2021 season, progress now will pay off for golfers of all skill levels, and improvements include: • Improved Turf + Playing Surfaces • Relocated Cart Paths • Increased Playability

• Better Playability of Landing Areas due to Drainage Work • Tee Expansion + Forward Tees • Faster Pace of Play

UPDATES

The course has come a long way since construction began in May, and progress over the summer included:

As of August, the sodding of all greens has been completed. We would like to thank our hardworking crews and staff for their determination this summer as they continue the course renovation. STAY OFF THE GREENS Tahoe Donner staff, members and volunteers have put years of time, effort and financial resources into creating a much-anticipated golf course renovation. Funding over eight years generated over $2 million to sufficiently address a variety of necessary updates. If you walk your dog, run, lay, play sports or otherwise recreate on the grass, it will cost the association extra funds and efforts to finish this project. Please do your part and stay off the course this season.

TDPUD ELECTRIC OUTAGES + CUSTOMER PREPAREDNESS By TRUCKEE DONNER PUBLIC UTILITY DISTRICT

Thunderstorms, animals, transmission and wildfire mitigation cause summer outages. People who live in Truckee or visit frequently understand that power outages caused by big storms and our natural environment are a part of mountain living. Truckee Donner Public Utility District’s (TDPUD’s) dedicated staff work hard to prevent power outages and respond quickly when they do occur. While the causes of winter outages are somewhat obvious (i.e. big winter storms and the aftermath), the causes of summer outages can be harder to understand. These outages occur primarily for the following reasons: • Weather, including thunderstorms and high winds • Animals getting into our equipment • NV Energy transmission outages • Changes in operations to prevent wildfires TDPUD is a transmission-dependent utility of NV Energy. This means that power is not generated locally, and TDPUD relies on NV Energy’s transmission system for our electrical supply. While NV Energy’s reliability is generally good, transmission outages do occur and are beyond TDPUD’s control. For example, a transmission outage was the cause of an outage one Sunday night this summer, which impacted customers in Tahoe Donner and Donner Lake. In addition, TDPUD wildfire mitigation safety practices increase the duration of power outages during wildfire season, which extends

into the summer and fall months. New California laws and regulations require that TDPUD modify operations to minimize the chance of ignition. In many cases, TDPUD is required to visually patrol all circuits in an outage to ensure that restoring power does not cause a fire. The end result is a longer outage during wildfire season. “TDPUD takes reliability very seriously and has made significant improvements over the years,” said Joe Horvath, TDPUD electric utility director. “Unfortunately, outages do happen, and necessary wildfire mitigation safety practices mean somewhat longer outages as we keep our community safe during wildfire season.” TDPUD does have a web-based outage management system where customers can get information on electric outages. Also, TDPUD’s customer service team and call center are always available to receive customer calls. Tahoe Donner Strategic Plan COMMUNITY INPUT FOR A STRONGER COMMUNITY

Tahoe Donner is embarking on the creation of a five-year strategic plan this fall, and we’ll be coming to you for help guiding the plan. Strategic planning is the activity used to set priorities for accomplishing the intended outcomes and goals for Tahoe Donner and to determine the action plans and resources required to achieve our mission and vision. By taking a critical look at fundamental issues that require attention and focusing on what members, staff and partners are looking for in an organization over the next five years, the Tahoe Donner board can create a blueprint for a stronger future. While plans are like a road map and may change to reach a destination, the moves created are intentional and proposed for deliberate progress.

The Tahoe Donner 2020 Strategic Plan will be drafted based on four key pillars of input and direction, including:

XC SKI CENTER Winter is just around the corner, and Tahoe Donner is planning for a safe and fun ski season. We are diligently working to open the Cross Country Ski Center as soon as Thanksgiving – conditions permitting. Look forward to hitting the trails, but expect limited indoor operations to reduce the risk of COVID-19 transmission. We will be following guidelines from the CDC and local agencies as well as drawing resources from the National Cross Country Ski Areas Association. SENIOR ALPINE SKI CLUB

Club activities continue to be on hold, but that doesn’t mean you can’t get out and enjoy some great local trails like Gold Lake Basin. There are numerous wonderful USFS roads and Off-Highway Vehicle (OHV) trails in the basin.

Our ski club has been enjoying our gorgeous weather and a variety of outdoor social distancing activities this summer as we continue to hope the pandemic affecting our entire country and world eases so we can enjoy yet another memorable ski season this coming winter.

We’ve made the most of summer weather with league play Thursday mornings and social play on Tuesdays. While our beautiful home course is under renovation, we’re enjoying the hospitality at nearby facilities. We play nine holes on league days, alternating between Historic Old Brockway Golf Course in Tahoe Vista and Ponderosa Golf Course in Truckee. On Tuesdays, we hit the links at Northstar for 9 or 18 holes. If you have questions about our club or would like more information, contact Club President Judi Roberts at judi@greenroberts.com.

Two of our favorite fire lookouts are located around Gold Lake Basin: Mills Peak and Sierra Buttes. The fire lookouts are accessed via maintained dirt roads and need a medium clearance SUV (Subaru, Explorer, etc.) to get to the spectacular views. Other trails in the area have challenging boulders to navigate (like Gold Valley OHV Trail and Snake Lake) and require a lifted short-wheelbase 4WD vehicle to easily get through. In either case, always travel in remote areas with a friend in a second vehicle, as cellphones often don’t have a signal.

A few of us recently did the Gold Valley Trail from Plumas-Eureka State Park to Packer Lake. We were rewarded with amazing views down to Deer Lake and the Sierra Buttes - breathtaking! The large black cows fitted with cowbells along Pauley Creek added a fun sound element to the trip. Just remember that if you see a trail labeled “OHV,” it is not suitable for SUVs. Over 20 of our members and guests kayaked and paddleboarded our stunningly blue Lake Tahoe August 5, followed by a BYO lunch with drinks and snacks provided by our club. A colorful array of kayaks and boards paddled from Kings Beach down to Crystal Bay and back on a sunny 80-degree day with light winds and high spirits.

We also attended a twilight golf outing at the Old Brockway course, followed by a sumptuous dinner at Spindleshanks restaurant. Activities in September include another group bike ride and picnic in the Tahoe Donner-Truckee region linking some of our incredible bike paths in our area. In late September, we are planning another kayaking trip on the west shore, perhaps a full-moon evening excursion if the weather permits. I would like to thank all of the members who have brought their properties into compliance and have maintained them. A lot of work has been completed, and Tahoe Donner Association is really starting to look in excellent shape as far as fire safety is concerned. With the fire season we experienced in 2007, many property owners expressed their concern about the level of fire safety on private lots. The board of directors listened to these concerns and adopted a four-year program to inspect all properties, both developed and undeveloped. The goal of this program was to inspect approximately 1,500 properties per year and, by the end of the summer season, have them in compliance with state laws, local ordinances and

association Covenants and Restrictions. The original 4-year program was completed in 2011. The goal from 2012 through 2018 was to inspect 750 properties per year under an 8-year program. Starting in 2019, the board of directors put into place a new 6-year program with a goal of inspecting 1,000 properties per year. For the 2021 program, we will inspect some of the properties located in the southeast portion of the subdivision. The streets we are going to visit include: Bavarian Way, Chamonix Road, Kitzbuhel Road, Hidden Circle, K T Court, Mougle Lane, Munich Drive, Nordic Lane, Sitzmark Way, Tundra Drive and Zurich Place. The inspection area will also cover portions of Bennett Flat Road, Falcon Point Place, Hansel

Avenue, Julian Avenue, Lausanne Way, Muhlebach Way, Northwoods Boulevard, Schussing Way and Saint Bernard Drive. This serves as written notice as required by the Tahoe Donner Association Covenants and Restrictions that these inspections will occur between the middle of September and the middle of November this year. Members in the inspection area will also receive a letter in the mail stating that their property will be inspected for the 2021 program. These inspections will occur between the hours of 8AM and 5PM. We plan to complete 50-100 inspections per day during this period. Inspectors will walk through the property in order to complete the inspection. Starting in December 2020, compliant property owners will be notified.

The Tahoe Donner Giving Fund Committee is offering our most sincere thanks to each person and business that donated to our July 2020 Campaign. With your caring attitude and thoughtful contributions, we raised $48,051 of gross funding to support non-profits and scholarships for students in the greater Truckee area. Additionally, separate donors stepped up to cover our costs associated with running the campaign. September is grant-making time, and we now have the funds to participate with the Tahoe Truckee Community Foundation in reviewing the applications and awarding the grants. You did it! In total, we received 159 generous contributions. Donors designated $10,500 for scholarships, and the remaining amount was allocated for local non-profits in the form of grants. Watch for the announcement of those grants in the November issue of Tahoe Donner News.

WORKING TO FOSTER GOOD NEIGHBOR RELATIONS + ADDRESS CONCERNS By ANNIE ROSENFELD, Tahoe Donner Director of Risk Management and Real Property We have seen a marked uptick in complaints made to Tahoe Donner over the last two months, doubling our prior year’s numbers. There were 167 complaints filed in July and 118 filed in June. The total number of complaints reflects the types of complaint categories. Multiple types of complaints can be made on a property.

COMPLAINT SOURCE

The total increase in complaints and neighbor concerns is mirrored, anecdotally, from other enforcement agencies like the fire department and Town of Truckee compliance and enforcement staff. Remember, we all have a shared responsibility to preserve the character of our community.

TOWN OF TRUCKEE ACTION As noted, the increase of nuisance activities and short-term rental regulation is not singular to Tahoe Donner. The Truckee Town Council and staff reported at the August 11 town council meeting that the increase in

neighbor complaints was town-wide. As a result of increased nuisance and short-term rental-related issues, the council’s direction to staff was to: • Draft an ordinance addressing short-term rental regulations that focus on nuisance issues (such as overflow parking, trash, loud noise, occupancy levels, etc.) and community-wide nuisance abatement regulations (such as a noise ordinance not only applicable to STRs) • Create a permit program, fee structure and administrative and enforcement strategy for implementing and enforcing new STR requirements

• We received several public comments and questions regarding whether HOAs would be exempt from the regulations and permit program – the council provided direction that the ordinance and permit program should be applicable town-wide and would not exempt HOAs • Council directed staff to bring a draft ordinance to council in six weeks • Staff will prepare a draft ordinance that will be released for a public review and comment period of approximately two weeks, anticipated in late August or early September
