MESSAGE FROM THE BOARD PRESIDENT

Dear Neighbors,

This is not a column I had expected to write, yet I am proud to be writing it. This may be one of the most heartfelt messages I have written to you, my Tahoe Donner neighbors, during my tenure as president.

As previously announced, our General Manager David Mickaelian, resigned last month to pursue a new career opportunity. His departure has been amicable. Most importantly, the staff and board have not missed a beat.

When we received David’s notice, Vice President Benjamin Levine and I met with each of the senior staff who were available as summer vacation season wrapped up. Some staff even took time away from their vacations to meet with us. Universally, we were impressed with the quality of our team and their dedication to Tahoe Donner, their peers, and our members.

My first emotional reaction was concern over potential disruption to the momentum on the many initiatives underway to continuously improve association operations and member enjoyment. I was also concerned for disruption to the great working relationship I had as president with the GM. Those reactions quickly evaporated as we met with staff. There is no disruption to momentum, and we enjoy a great relationship with all staff.

This column is written about two weeks before publication. As you read this, I expect that we will have already announced an interim management structure and

will have the recruitment process for a permanent GM underway. We will also have had our August board meeting, be planning an evening member forum on the work-inprogress update to Amenity Access Policy, have a draft of the 2024 workplan in process, and be well underway on the 2024 budget, with several scheduled open committee and board meetings to complete our 2024 preparations by the end of next month. This is my sixth year on the board. During my tenure, we have once before gone through a GM transition, endured COVID-19, reinvigorated Tahoe Donner in recovery from COVID-19, and worked through many contentious controversies. We have also seen operational improvements, improvements at our amenities, and a renewed focus on member enjoyment. This board and staff have the character, skills, and tenacity to navigate this transition. The team is as cohesive as ever. The community is as vibrant as ever. We are focused on our future.

On behalf of the board, we wish David well in his new endeavors. We thank staff for their dedication and perseverance as we transition. We also thank you, our members—neighbors—for your continuing support of the staff, board, and committee volunteers as we work together to deliver the quality and enjoyment we deserve and expect as owners in Tahoe Donner.

JOIN THE PICKLEBALL CRAZE!

There’s a reason why pickleball is the fastest-growing sport in the country. Aside from being incredibly fun, it's suitable for all ages and abilities and is a great way to get moving. With a smaller court, a perforated ball and small, lightweight paddles, the game is played much more leisurely than tennis but can also provide hours of entertainment and a great workout!

A GROWING SPORT FOR OVER 60 YEARS

Believe it or not, the sport of pickleball has been thoroughly enjoyed by enthusiasts since its invention in 1965 by former Washington Congressman Joel Pritchard and his friend, Bill Bell. Cobbled together from the wiffle ball belonging to a child’s plastic bat and ball set, ping pong paddles and a badminton net, the two friends came up with the game as a way to entertain their children, but very soon realized its appeal as a sport the whole family could play.

Not long after, an official court was constructed, and a corporation was formed to protect and grow the game as an official sport. Referred to as the newest “racket sport” by Tennis Magazine in 1976, official rules of the game were published in 1984 by the United States Amateur Pickleball Association, which is committed

to the growth and advancement of the sport. Since then, pickleball has continued to gain in popularity as a recreational sport for all ages and skill levels.

A FUN ALTERNATIVE TO TENNIS

Combining elements of tennis, badminton and ping pong, pickleball is an ideal activity for entertainment and exercise. With smaller courts requiring less mobility to maintain a rally or react to opponent advances and a plastic ball that is easy to make contact with, it’s no wonder many are flocking to the courts to experience the game for themselves.

With 10 pickleball courts at the Tennis Center, the sport provides a fun alternative to tennis that gets you outside with your family and friends! A native of Costa Rica, Charlyn has pursued a career in fitness since graduating from college in 2006 in both her home country and the U.S. She is certified in multiple areas of fitness, including as a Zumba Gold® instructor, as a personal trainer with the International Sports Sciences Association (ISSA) and as an L1 CrossFit coach. More recently, her education and practice have brought her to specialize in training seniors to help improve their mobility, strength and overall physical health.

Matthew Beals is an outdoor enthusiast and fitness trainer with over a decade of experience and various certifications, including CrossFit, Strongman, Olympic Weightlifting and kettlebell lifting. Additionally, his background in Chinese martial arts, modern dance and open-water swimming, as well as his expertise as a climbing and mountaineering guide and ski instructor, allow him to provide a wide range of guidance from injury rehabilitation and general wellness to enhancing athletic performance.

Join Kim Ligman for her dynamic six-week Outdoor Cross-Training Boot Camp. JUNIOR GOLF CLUB

The Tahoe Donner Junior Golf Club’s (TDJGC) annual Championship Tournament was held on Aug. 2. Congratulations to Alex Sena, who won the mountain putting course contest. There were three flights: Blue, Yellow and Orange. First-, secondand third-place finishers, respectively, were as follows:

SENIOR ALPINE SKI CLUB

With such a long winter this past season, it’s hard to believe summer is already coming to a close! August was another busy month for the ski club, and we enjoyed a beautiful morning kayaking event on Lake Tahoe, followed by a picnic on the beach. At the end of August, we held our annual membership celebration at the Alder Creek Adventure Center, with a sizzling barbecue from the club and delicious potluck dishes provided by our members. Live music, dancing, a gorgeous sunset and competitive –but mostly hilarious – cornhole games rounded out a perfect “end-of-summer” evening. Stay tuned for fun upcoming events, including our annual Pickleball + Tennis Bash at the Tennis Center in September and a fall celebration in October.

WOMEN’S GOLF CLUB

The 2023 Women’s Invitational was an awesome event! A skills competition was held at the pre-party, then fourperson teams competed as a shamble on the first day and a scramble on the second. On day two, we also enjoyed a “pro shot on 18” by Eli, a future LPGA star from Boise State. For a charitable donation, Eli would hit the tee shot to the green. The weather was perfect, the course was beautiful, and we were pleased to share this wonderful mountain golf environment with our guests. Now for the winners:

MEN’S GOLF CLUB

Like the Tioga Pass Road that recently experienced its latest opening in over a hundred years, we had a late beginning to our season, with our annual opening event, the Ice Breaker, occurring in early July rather than early June. We made up for the delayed start with an event-filled summer that included the Match Play Qualifier, NCGA Qualifiers, the always popular Parent-Child/JuniorSenior tournament and our Wednesday games. The highlight has been the Tahoe Donner team – with home-court advantage – beating the Incline Village team in the second round of the North Tahoe Cup. The Men’s Golf Club has events through October, so there is lots more golf to enjoy.

The Tahoe Donner Karate Club was started in February of 2022 by Sensei Suz Field, fourth-degree black belt. Members are encouraged to participate at their own pace to achieve personalized goals. The IKL martial arts style improves physical fitness, balance, strength and flexibility while students learn self-defense. The club also provides opportunities for participation in karate tournaments, competing in kata and kumite events. Club members are currently of various ranks, ages and abilities. The TD Karate Club is year-round and offered twice weekly. The club also hosts several social events.

QUILT CLUB

Well, summer travel is ending, and it’s time for kids to return to school. It all went by so fast! But with fall being my favorite season in the mountains, I welcome September with open arms. During our last few meetings, we had the chance to increase our fabric stash with two very generous donations from local ladies. We always appreciate the opportunity to repurpose material and give it new life. We have already used some of the fabric for our veterans’ project, making small lap quilts, walker bags and neck pouches. This will keep us busy for a while.

The time, effort and skills that go into making a quilt cannot be tabulated. First, there is the color choice, then the design phase, followed by the fabric cutting, piecing and assembling that create the top piece, which then has to be quilted with batting and a back before the final binding. Making a quilt is a labor of love. And when the final product is donated to a person or charity, that love is transferred as well. That is why we do community projects, hoping it will help and comfort those in need.

• A steep hill with a loose surface and a nasty step where one skilled driver demonstrated getting sideways. The experienced driver used his winch in a timely manner to prevent a rollover and get up the hill safely.

• A rocky hill that provided the opportunity for participants to practice self-winching to pull themselves up.

On Skills Day, TD4WD Club Members took to the trails to practice 4x4 handling and maneuvering skills. Obstacles included:

• A steep hill with a loose surface to practice going as slow as possible while maintaining momentum.

• A boulder crossing requiring a spotter and the execution of a properly timed

• A “rock garden” to practice rock-driving techniques.

Even the obstacle bypasses were challenging for stock vehicles and one, in particular, whose 4WD wasn’t working. We are thrilled to say all drivers made it through safely and learned valuable techniques for future exploration. To join the club, visit TD4Wheelers.org

SUMMER 2023 CAMPAIGN RESULTS

Thanks to all of our generous donors, including those who “voted” with their donations for Tahoe Donner Dog Mayor candidates. The Tahoe Donner Giving Fund Summer 2023 Fundraising Campaign raised more than $40,000 to support scholarships to local students and grants to local nonprofit organizations.

Coming in at second and raising more than $3,500, Yogie, the 4-year-old “Truckee Terrier,” is first in the hearts of her owners Betsy and Mike Noonen, who described her as a “Can-do canine who intends for 2023 to be doggone great! She wants to treat the TD community to as many walks, hikes and squirrel or chipmunk chases as they would like. Yogie loves leashes and never leaves a ‘trace’ of herself on trails and streets. She loves to give back, too, with licks, smiles,

and wags, but also by raising a lot of money for the good work the Giving Fund does in our community.” Thank you, Yogie, Betsy, and Mike Noonen.

Sierra raised more than $4,700 for the Giving Fund, showing the big, caring hearts of this 7-yearold English Chocolate Labrador and her family.

Chris and Cam Seitz promised, “As the Tahoe Donner Dog Mayor, Sierra will proudly represent Tahoe Donner and welcome each of you with a warm smile and a wagging tail. She loves to run and play all day while enjoying TD’s amazing outdoor venues, including hiking TD trails, swimming in Donner Lake, or, best of all, running the cross country ski trails at the Cross Country Ski Center. But more importantly, you’ll find her raising money to help make a difference supporting our community through the Tahoe Donner Giving Fund.”

Third, in the mayoral race with over $3,100 raised, Lucy Moore-Cadei self-reported, “I am a small but mighty 16-pound Shih Tzu/Terrier mix. My favorite activity is playing fetch, even in deep snow. My number one goal in life is to catch a chipmunk or squirrel. While I am no Bernese Mountain dog, I do a great job guarding my neighborhood and stand ready to look out for the best interests of the entire Tahoe Donner Community.” Most unique was the campaign of Copper Levine. As Benjamin Levine describes him, “Copper’s happiest moments were in Tahoe Donner, bounding down the trails, baying after wild animals or bolting into mountain streams. Copper, a rescued beagle, joined our family in 2018. Heartbreakingly, in August, we lost him to a death cap mushroom. May the remembrance of Copper give back to the community that gave him such joy.”

Tahoe Donner Land Management staff would like to thank all members who have brought their properties into compliance with defensible space standards and continue to maintain them each year. The association continues to make great strides in creating and sustaining a fire-safe community.

Tahoe Donner utilizes various programs to ensure private properties remain in compliance with state laws, local ordinances and association Covenants and Restrictions (C&Rs).

NEW FOR 2024

Staff will no longer conduct inspections in the fall for defensible space work to be done in the following year. Properties will now be assessed in the springtime to provide the best and most accurate

information for homeowners who need to complete maintenance that year.

If you would like to complete any work in the fall of 2023, please visit tahoedonner.com/defensible-space to review guidelines for compliance. Homeowners can also request an inspection at defensiblespacereport.org/tahoedonner

If you are planning to perform any work in anticipation of an upcoming inspection, please submit an initial inspection request to receive clearance or a maintenance checklist. It is also recommended that second homeowners or part-time residents visit their properties as soon as conditions allow in the spring of 2024 to get a head start.

For the 2024 Inspection Cycle, all or portions of the following streets will be assessed:

HOW YOU WILL BE NOTIFIED

As required by the association C&Rs, the information provided here serves as a written notice that inspections will occur in the spring of 2024 as soon as conditions allow, usually between the middle of May and the end of June. Inspections will occur between 8AM-5PM. Members whose homes are within the inspection zone will

also receive an email stating that their property will be inspected as part of the 2024 program cycle.

Starting in Spring 2024, compliant property owners will be notified as inspections occur across approximately 1,000 properties. A Notice of Non-Compliance with inspection results will be sent to property owners requiring work to be completed by an established due date between the end of June and August 2024. Homeowners will be given 45 days to correct any issues or provide a copy of an agreement with a contractor covering the scope of work required.

Don’t wait until 2024 or your compliance inspection year. Homeowners should perform regular maintenance to ensure that defensible space projects are manageable each year. Now is a great time to begin tackling big items like limbing up trees and clearing brush as the weather begins to cool and waste removal options are still available.

Authority for these inspections comes from the state of California Public Resources Code 4291, Truckee Fire Protection District Ordinance 94-1 and Tahoe Donner Association C&Rs Article VIII, Section1 (a) iii and iv.

UPDATE YOUR CONTACT INFORMATION

Excessively dense tree cover must be thinned, which generally applies to trees under 10 inches in diameter that are growing without proper spacing from one another or growing under the canopy of larger trees.

Note: Staff will mark trees that need to be removed as homeowners need a permit to remove trees greater than 4 inches in diameter – measured 4 feet off the ground. You may begin removing trees less than 4 inches in diameter – measured 4 feet off the ground – at any time and can save a lot of time and money by doing so now.

To help make this process more efficient, please ensure that your contact info, current email(s) and phone number(s) are up to date. For condo associations, please list the president, manager or acting responsible party as the primary contact for shared properties. This can be done by emailing or calling Member Services at info@tahoedonner.com or (530) 587-9400.

Firewood, lumber or any flammable material should be stacked 30 feet from the structure on your property only. Old, unused or decomposed firewood must be removed. Firewood rounds cannot be left on the property; wood must be split and stacked neatly.

Areas of continuous brush must be broken up. There should be no brush under trees or within 10 feet of the outer limb of the tree, as well as no brush within 10 feet of the structure or anything attached to the structure. From 11 feet to 30 feet, clumps of brush can have a maximum diameter of 5 feet, with 20 feet of separation between clumps. From 31 feet to 100 feet, or the lot line (whichever comes first), clumps of brush can have a maximum diameter of 10 feet, with 15 feet of separation between clumps. Defensible space maintenance should be conducted yearly. The C&Rs require that each lot be maintained to prevent fire hazards. Failure to comply with these inspections may result in a hearing before the Covenants Committee and fines levied until the required work is completed.

FIRE BAN

The Truckee Fire Protection District has implemented an ordinance to suspend backyard-type campfires and charcoal BBQs during fire season. Violation of this ordinance is also a Tahoe Donner violation with associated fines.

HOW TO MAKE A

WHAT

When making a complaint, be prepared to provide:

• Your name, address and email.

• Address of property being complained about.

• Nature of complaint with times occurring.

• Evidence: photos, video, etc.

• Details about how this behavior is affecting you.

• What actions have been taken (e.g. called police).

NO SMOKING

Smoking is prohibited on Tahoe Donnerowned property, including facilities, parking lots and open space.

TRASH

Lock it up in your bear-proof container. Dumping is never allowed anywhere in Tahoe Donner. Trash day is Tuesday, and the recycling/green waste art is on a weekly alternating schedule.

PARK ON PAVEMENT

Parking vehicles off-pavement, on another person’s property or on access easements is prohibited.

SLOW DOWN

The speed limit is predominantly 25 miles per hour in Tahoe Donner. Wildlife, accidents, dogs and children could require sudden stops.

Tahoe Donner will review your complaint and make every effort to contact the owner of the property being complained about, share details about the complaint and request voluntary compliance. We will:

• Call the primary phone number on file and speak to the owner or leave a message.

• If no answer, call additional phone numbers on file to speak with or leave a message for owner or designated contact.

• Email the owner via any email on file.

• Send follow-up email to the complainant confirming attempts to contact owner.

FALL MEMBER SERVICES HOURS

Member Services will be changing its in-person office hours for the fall season.

DONNER LAKE: THEN AND NOW

Tahoe Donner member Steven Meyers recently submitted these two incredible photographs. The first one, taken by his father from Highway 40 in 1947, and the second, taken from the same spot just over 70 years later in 2020, featuring Meyers’ three grandchildren.

Did You Know?

The first toll road along the north shore of Donner Lake was established in 1857, just 10 years after the tragedy of the Donner Party. And in 1864, the Dutch Flat and Donner Lake Wagon Road were built to assist in the construction of the Transcontinental Railroad in Truckee. This road became Donner Pass Road in 1926 and eventually part of Old Highway 40.

TDPUD REQUESTING COMMUNITY INPUT ON INITIATIVES

Truckee Donner Public Utility District (TDPUD) is pursuing strategic initiatives that explore how to best utilize the agency’s expertise and services to improve the quality of life in Truckee. The proposed initiatives are community broadband, service reliability and safety, net carbon reduction and local watershed stewardship. Community input is crucial to this process, and TDPUD wants to hear from customers about what matters most to them. TDPUD is hosting multiple meetings, called Community Circles, to listen to the community and gather feedback. The Tahoe Donner meeting is scheduled for Sunday, Sept. 17 from 3-4:30PM at the Alder Creek Adventure Center.

PREPARE FOR WILDFIRE SAFETY OUTAGES IN TRUCKEE

once again implementing its wildfire safety de-energization program. Referred to as Public Safety Outage Management (PSOM), as part of this program, NV Energy will de-energize transmission lines that deliver power to Truckee – and likely the entire Truckee-North Tahoe region – during extreme weather conditions and elevated fire risk levels.

These PSOM outages may impact TDPUD’s entire customer base for periods ranging from one day to a few days. While TDPUD does not have control over the timing and duration of these outages, it encourages residents to make preparations now in the event of wildfire threats and the occurrence of power outages.

TDPUD customers should sign up for emergency alerts from TDPUD; instructions can be found at tdpud.org/outage. Other Preparations may include installing home backup power sources, identifying backup charging methods for phones and electronic devices, planning for medical needs (including power-dependent breathing machines, wheelchairs, dialysis, etc.), fueling vehicles and planning for the care of household pets.

LAHAINA, HAWAII

During their June vacation, Barbara Elspas and Jason Rusoff stopped under the famous Lahaina banyan tree in Maui. This tree, as with most of Lahaina, was badly burned during the recent wildfires. There are many organization seeking contributions to help with restoration and recovery efforts; please take a few moments and donate today.

Claire Whaley visited her brother in the Auvergne region of central France. Auvergne is considered “deep France” and has a total of 200 volcanoes in the region.
