百年古蹟 X 風華再現

A Restoration of Elegance 臺中州廳自日據時期以來均屬政治、文化與經 濟核心地域,臺中市於2010年12月25日合併升格為 直轄市,原政府機能多遷至新市政中心。 為創造本計畫更新單元再生契機,本府將公開 評選實施者實施都市更新事業,除活化區內古蹟與 歷史建築群,亦得導入適宜之文化創意產業及商業 服務機能,提升文化資產價值及促進地方經濟發展 ,進而帶動舊市區發展。

Taichung Prefectural Hall has served as a political, cultural and economic hub since the Japanese colonial period. On December 25, 2010, Taichung City merged with Taichung County and was upgraded to a special municipality under the direct jurisdiction of Taiwan's central government. At that time, most original governmental functions were moved from the Taichung Prefectural Hall to the new Taichung City Hall. To generate opportunities related to this renewal project, the Taichung City Government will publicly select contractors to carry out urban renewal tasks. In addition to the restoration of city historical sites and buildings, the contractors will be required to introduce appropriate cultural and creative industries and business and service functions in order to boost cultural heritage value and promote local economic development, thereby furthering development of the old downtown area.

臺灣之心-臺中 Taichung: The Heart of Taiwan 臺中市位於臺灣之中心位置,在臺灣高鐵串連下,西部都 會區形成一日生活圈,臺中市地處最重要的樞紐位置,儼然成 為「臺灣之心」。 臺中市憑藉獨特的藝術文化特色與經濟實力,成為首屈一 指的魅力之都,榮獲2012年全球頂尖7大智慧城市(The TOP 7 of 2012)、2013年全球21大智慧城市(The SMART 21 of 2013) 之殊榮,顯見臺中市已逐漸走向國際舞台。 Thanks to its central Taiwan location and the Taiwan High Speed Rail system, Taichung City is the center of a “one-day living circle” that encompasses the entire western Taiwan metropolitan area. As a key hub within this circle, Taichung has indeed become the “Heart of Taiwan." With its unique artistic and cultural attributes and economic strength, Taichung City has become a city of charm, and its recognition among the Intelligent Community Forum’s 2012 TOP 7 and 2013 SMART 21 cities is evidence of its progressive movement onto the global stage.

X 交通運輸網絡

| Transportation

交通運輸網絡 Transportation 臺中市得天獨厚的地理區位優勢,便捷的交通運輸網絡更 是促進經濟發展的重要助力;其完善的運輸系統,如高速公路 、快速道路、臺中市生活圈道路系統、大臺中快捷巴士(BRT) 、都會捷運系統、高速鐵路、鐵路運輸、臺中港海運及清泉崗 空運等,為臺中市提供迅速便利的交通運輸。 本計畫早期因鄰近臺中車站,交通便捷造就周邊地區繁榮 發展,現今,臺中車站除鐵路運輸,本計畫亦有高速鐵路接駁 車直達臺中州廳,未來將成為鐵路運輸及都會捷運系統主要轉 乘站,並緊鄰大臺中快捷巴士(BRT)停靠站,顯見本計畫交通 便捷之優勢。

In addition to its excellent geographical advantages, Taichung City’s convenient transportation network is of great importance to its economic development. Moreover, its comprehensive transportation systems—including highways, expressways, the Taichung City “living circle” road system, Taichung Bus Rapid Transit (BRT), Metropolitan Rapid Transit (MRT) system, High Speed Rail (HSR), railroads, Taichung Port maritime transportation, and air transportation via Ching Chuan Kang Airport—provide rapid and convenient transportation options to/from and within the city. In earlier times, the project area’s location adjacent to Taichung Rail Station meant that convenient transportation connections promoted the prosperity and development in the surrounding area. Presently, in addition to the railway, Taichung Station also provides HSR shuttle bus services connecting directly to Taichung Prefectural Hall, making it a main transfer point between the HSR and MRT systems. In addition, it is adjacent to a BRT station, underlining this project’s advantage of convenient transportation links.

Intelligent Community | 智慧城市 X

智慧城市 Intelligent Community 臺中市於2013年由塔林(愛沙尼亞)、多倫多(加拿大)等城市脫穎而出獲得全球智慧城市首獎,除憑藉創新科 技之產業經濟發展,文化創意產業亦為一大亮點。 本計畫文化資產豐富,實為其發展之一大優勢,周邊舊有建築活化再利用之相關例證不勝枚舉,如宮原眼科與 臺中第四信用合作社等,以舊有建築結合現代化之市場行銷及文化創意發想,成功為舊有建築注入新活力,蛻變為 臺中市新地標。 本計畫富有文化資產氛圍之優勢,透過導入適宜文化創意產業,結合創新及城市行銷,為臺中市晉升智慧城市 一大助力。 In 2013, Taichung City stood out among cities such as Tallinn (Estonia) and Toronto (Canada) to win recognition as Intelligent Community of the Year. In addition to economic development related to its innovative technology industry, its cultural and creative industry was also a key factor in this honor. The rich cultural heritage behind this project is a great advantage for city development. There are various successful examples of the restoration and reuse of old buildings, including the Miyahara and Taichung 4th Credit Cooperative projects, which have combined modern marketing and cultural creativity with vintage buildings to successfully bring a new vitality to old structures and create fresh Taichung landmarks. This project’s advantage of a rich cultural heritage will be a tremendous boost towards further upgrading Taichung City into an intelligent community with its introduction of appropriate cultural and creative industries and the integration of innovation and city marketing.

| Economics

經濟脈動 Economics 臺中市為臺灣中部地區重要經濟核心,工商業居領導地位,高科技人才集聚,中部科學園區臺中基地與臺中工 業區及臺中市精密機械科技創新園區相輔相成,致力於精密機械、半導體、光電及生技等高科技研發,吸引國際大 廠進駐,就業機會及人才匯集於此。 臺中州廳光復後為中臺灣政經中心,各大百貨、銀行進駐,商業活動頻繁,諸如周邊一中商圈、三民商圈、自 由光電商圈等。

Being the key economic hub of central Taiwan, Taichung City’s industries and businesses have become clusters of high-technology talent. The Taichung Base of the Central Taiwan Science Park cooperates with the Taichung Industrial Park and Taichung Precision Machinery Innovation Technology Park to focus on research and development related to precision machinery, semiconductors, optoelectronics and biotechnology, attracting international corporations and cultivating job opportunities and talents. Following the restoration of Taiwan, Taichung Prefectural Hall became a political and economic center for central Taiwan. Major department stores and banks set up in the area and commercial activity thrived in the Yizhong and Sanmin business districts and Ziyou Optoelectronic Business District.

休閒遊憩 Recreation 臺中市豐富之都市綠帶,素有都市翡翠項鍊之稱, 豐富且多樣化之休閒遊憩場域,為臺中市魅力來源,透 過都市綠帶串連全臺僅有之國立自然科學博物館、國立 臺灣美術館、國立公共資訊圖書館及臺中公園、中正公 園、草悟道及秋紅谷等大型都市綠地。 臺中州廳為市定古蹟,其建築特色及周邊歷史氛圍 ,為吸引遊客到此參觀之主要因素,本府亦提供導覽解 說服務,臺中公園、中正公園及草悟道等休閒遊憩場域 皆鄰近臺中州廳;隨著臺中市捷運與BRT的興建,鄰近 景點交通更加便利。本計畫古蹟與歷史建築活化再利用 ,將再造臺中市休閒遊憩新場域。 Taichung City’s lush green belts have been referred to as an “urban emerald necklace”, with an abundance and diversity of city recreational spots being the source of its charm. An urban green belt links the National Museum of Natural Science, National Taiwan Museum of Fine Arts, National Library of Public Information, Taichung Park, Zhongzheng Park, Calligraphy Greenway and Maple Garden. Taichung Prefectural Hall is a city historic site and the architectural features and historical atmosphere at and around it are the main attractions for tourists. The city government also provides tour-guide services here. Adjacent to the hall are Taichung Park, Zhongzheng Park and Calligraphy Greenway, and the completion of the under-construction MRT and BRT systems will make it more convenient to visit these attractions. The restoration and reuse of historical sites and buildings in this project will create new recreational spots for Taichung City.

| Cultural and Creative Industry

文化創意產業 Cultural and Creative Industry 臺中市歷史悠久孕育豐富的文化創意產業,本計畫鄰近素有太陽餅街美稱之自由路、三民路婚紗街、繼光街、青 草街、電子街等,為保留臺中市傳統文化創意產業本府每年定期舉辦「太陽餅文化節」、「繼光街年貨大街」等活動, 皆為豐饒富美之心靈饗宴。

The long history of Taichung City nourishes its rich cultural and creative industry. The project is adjacent to Ziyou Road, also known as the street of Sun cake, Sanmin Road, also known as the street of wedding gowns, Jiguang Street, the street of herbs and the street of electronic products. To preserve the traditional cultural and creative industry of Taichung City, the city government annually holds “Sun Cake Cultural Festival” and “New Year's Goods on Jiguang Street” which are abundant feasts of the mind.

都市計畫(草案)說明 Urban Planning (Draft)

本計畫之都市計畫由機關用地變更為臺中州廳專用 區,目前細部計畫(草案)再細分為五種分區,分別為 第一種臺中州廳專用區(建蔽率 4 0 %,容積率 1 2 0 %) 、第二種臺中州廳專用區(建蔽率 4 0 %,容積率 2 5 0 %) 、第三之一種及第三之二種臺中州廳專用區 (建蔽率 6 0 %,容積率 3 5 0 %)、第四種臺中州廳專用 區(建蔽率 6 0 %,容積率 2 8 0 %)。 (參見圖 3、圖 4、表 1)

The current detailed plan (draft) is divided into five districts: First Specific District of Taichung Prefectural Hall (40% building coverage ratio; 120% floor area ratio), Second Specific District of Taichung Prefectural Hall (40% building coverage ratio; 250% floor area ratio), first section of the Third Specific District of Taichung Prefectural Hall and second section of the Third Specific District of Taichung Prefectural Hall (60% building coverage ratio; 350% floor area ratio), and Fourth Specific District of Taichung Prefectural Hall (60% building coverage ratio; 280% floor area ratio). 實施者工作範圍及要求 01.修正都市更新事業計畫、擬定都市更新權利變換計 畫、擬定古蹟與歷史建築修復及再利用計畫;計畫 實施、整體規劃設計、地上物興建、古蹟歷史建築 修復、相關審議、許可與登記、負責營運等項目。 02.繳納開發權利金、營運權利金、先期行政作業費、 地租、房租。 03.設定地上權契約與委託經營契約期滿,後續產權移 轉作業。

02.財務能力 a.實收資本額 (1) 以單獨申請方式者,其實收資本額應達新臺 幣5億元以上。 (2) 以合作聯盟方式者,其授權代表公司之實收資 本額應達新臺幣3億元以上,且各成員實收資 本額之總合不得低於新臺幣5億元。 b. 申請人最近3年之財務結構皆應符合以下情形: (1) 申請人之公司淨值不低於實收資本額。 (2) 流動資產不低於流動負債。 (3) 總負債金額不超過淨值4倍。 (4) 債信能力:申請期限截止日前最近3年內無退 票記錄,但公司成立未滿3年者,則為所有年 度。

投資期限

01.更新單元A設定地上權50年。 02.第一次委託經營年限為20年,契約期間均依規定按 時繳交土地租金、建築物租金、開發權利金、營運 權利金、違約金,且無重大違約事由者,委託經營 期限屆滿前得向臺中市政府申請優先續約,每次續 約之委託經營年限受限土地法第25條規定將不逾10 年,最終期委託經營期間屆滿日,不逾更新單元A設 定地上權存續期間屆滿日。 03.更新單元B成果備查後,依臺中市政府指定範圍設定 地上權,總期限不逾更新單元A地上權存續期間。

(4) Credit Capacity: Prior to the application deadline, there should be no record of bounced checks within the most recent 3 years. However, if a company has been in existence for less than 3 years, there shall be no record of bounced checks

+ Investment Term 1. The surface rights for Renewal Unit A is 50 years. 2. The first delegated management term is 20 years. Contractors shall pay land rent, building rent, development royalties, operation royalties and penalty fees as regulated. Those without any major violations can apply to Taichung City Government for a contract renewal prior to the end of the delegated management term. In accordance with Article 25 of the Land Law, the delegated management term shall not exceed 10 years for each contract renewal. The ultimate expiration of the delegated management term shall not exceed the duration of surface rights of Renewal Unit A. 3. Renewal Unit B shall have surface rights in accordance with the designated area of Taichung City government, and its total term shall not exceed the duration of surface rights of Renewal Unit A.

+ Investment Qualifications 1. General Qualifications

Applicants may be a single company or a cooperative alliance formed by two or three companies. China-based companies or companies invested in another country are not allowed to apply.

(2) The floor area (basement area excluded) of projects over the most recent 10 years should be 20,000㎡. (3) Contractors, firms and units related to the restoration or reuse of historical sites and buildings shall conform to Articles 9, 10, 11 and 12 of “ Regulations on Restoration and Reuse of Historical Sites”.
