remediator James Pace of Tallahassee will write monthly on different household maintenance and repair topics. According to the U.S. Department of Energy, your water heater accounts for about 13 percent of the average utility bill. Here are a few ways that you could save a couple of those dollars.

If your water heater is more than 15 years old, you should consider upgrading to a more efficient unit. There are several types of water heaters to choose from – electric, gas, tankless, heat pump, solar, etc. Upgrading to a gas unit is a great option, but a new EnergyStar-rated electric unit could save you a sig-

nificant amount on your electric bill, anywhere from 10 to 50 percent. You can visit www.engerystar.gov for more information about upgrading. A gas (tank) water heater is a very good option, not to mention the fact that if the power goes out you can still get that hot shower in the morning.

Parade of Homes May is a wonderful—and full—month. May Day to Memorial Day we have lots of occasions to celebrate and to enjoy. One of the nicest is the opening of the Tallahassee Builders Association’s 2014 Parade of Homes on Mother’s Day weekend. This year there are 27 homes entered. The homes are scattered from Southwood to Golden Eagle, Hartsfield Hill to Mission San Miguel, and just about everywhere in-between. Prices range from $183,000 to $900,000. From location to price, there is a home in this Parade to meet just about anyone’s needs. The builders are also competing for awards. There will be an award in each of six price categories, and a Best of Show award. Last year’s Best of Show winner was built by Hartsfield Construction, which has two homes entered again this year. Each home that is entered in the Parade also has a “best feature” ribbon—look for these as you walk through the homes. Florida Green Building Coalition is sponsoring a “Highest Scoring Green Home” award in two size categories. There are 10 homes competing for the Green awards. These homes are noted in the Parade book by the FGBC and ENERGY STAR logos on the home’s page. These homes are identified as being at least 15% more sustainable, durable, and energy- and water-efficient than Florida Building Code requires. Tallahassee Board of REALTORS® is sponsoring the “REALTORS® Choice” awards in each of the six price categories. REALTORS® judge the homes based on value and salability. REALTORS® are the ones that work, day in and day out, with buyers and are on top of the most market-driven features. Award winners will be featured in this column next Sunday. Hours for the Parade are 10 a.m. to 6 p.m. on Saturday and noon to 6 p.m. on Sunday. The parade runs May 10-11 and May 17-18 this year. Parade books are free and available at Publix. You can call the City of Tallahassee Utility’s Department at 891-4968 or go to http://www.talgov.com/ you/you-products-index.aspx and schedule an energy audit or to get more information on energy-savings options. Drain your water heater once a year to clean out the calcium and lime deposits; this can save you about $2 to $3 per month. Theses minerals will settle out and solidify around your lower heating element and it will slowly lose heating capacity and efficiency. Regular maintenance can extend the life span of your water heater. Adding a timer on your water heater can save you $6 to $10 a month, depending on the cost of your electricity. Lower the water heater temperature setting to 125 degrees F. This can save you another $2 to $4 per month, depending on your

original temperature setting. Do not set it below 120 degrees because this may allow bacteria to grow inside your water heater. There are several other ways to save a little more money here and there when it comes to your water heater. You can add low-flow shower heads and fix leaks right away. Even taking shorter showers can save you money. If you follow only couple of these suggestions above, you could save $120 to $204 a year. Over the normal life span of your water heater that a savings of $1,200 to $2,040 over 10 years. Now, I don’t know about you, but that sounds good to me. You’ve decided to buy a house. One step is getting financially prepared. There are certain things you don’t want to do when buying a home. First, stay away from credit. Don’t sign up for that store credit card. Unless your car breaks down, now is not the time to get a new one. New payments affect your debt-toincome ratio, so if it’s a major expense, wait. Second, leave the money and accounts you have as they are. Unusual withdrawals or deposits may be flagged. Should you have to move money, have proper documentation. Next, stay current on bills. A single 30-day late payment can critically af-

Title insurer firms get big tax break from state lawmakers Taxes slashed by 70 percent By Charles Elmore The Palm Beach Post

State legislators slashed taxes 70 percent on title insurance companies in the wake of generous political contributions, but consumers are unlikely to enjoy a dime of savings soon – if ever. “This is nothing but a windfall for the title insurers,� said state Sen. Tom Lee, R-Brandon. A state judge ruled the same tax break illegal in September when a major title insurer tried to get it by suing revenue officials. So sympathetic legislators rewrote the law. If signed by Gov. Rick Scott, the legislation diverts more than $5 million a year from the state treasury and puts it in the pockets of companies including those in the nation’s largest title insurance group, Fidelity National of Jacksonville. Consumers hoping it translates into rate relief might not want to hold their breath. A state review considering the first change in Florida title insurance rates since 1992 will not affect rates until 2017 at the earliest, state regulators say. Even then, “potential savings are unknown� because tax is just one of many factors involved, said Harvey Bennett, spokesman for the state’s Office of Insurance Regulation. This is happening because, at the industry’s lawmakers urging, changed the rules for taxing premiums but not for regulating them. Insurers will be taxed only on the 30 percent of premiums they retain from consumer payments at real estate closings, not the 70 percent title agents get. Industry lobbyists portrayed it as an issue of “fairness.�

But the agents’ share is still considered part of the premium for purposes of regulating rates. State regulators must go through a cumbersome process to collect data from title agents spread all over the state to change rates. That’s one reason – in addition to effective industry lobbying and a cooperative legislature – why Florida rates have not changed since Bill Clinton was president. groups Consumer have questioned whether Florida home buyers are being overcharged by hundreds of millions of dollars a year because rates do not reflect, for example, big changes in technology that make checking title records far easier. Florida has not revised title insurance rates in more than two decades because regulators have been “unable to collect sufficient information,� the state’s Office of Program Policy Analysis and AccountGovernment ability found half a dozen years ago. The report cited a “growing need� to re-examine rates. Title insurance is designed to guard against problems with records showing who owns a property. It is typically required by mortgage lenders to protect their own financial interests, meaning buyers or sellers are forced to pay for it at nearly every real estate closing in the state. Lee sponsored a successful amendment that said title insurers in Florida must collectively create 600 new jobs by 2016 or they lose the tax break after that. That would test claims the favorable treatment could attract more insurers to base themselves in Florida. The tax break also passed under the main budget bill without the jobs requirement, Lee

said, though he believes his amendment applies if there’s any question about a conflict. Florida title costs have come out 50 percent to 80 percent more expensive than those of neighboring states and nearly double those of Iowa, Bankrate-

.com surveys have found. Some say Florida presents unusual risks for fraud. Yet The Palm Beach Post found Florida title insurance losses amounted to only 9 percent of premiums paid in 2012, compared to 10 percent in Georgia and 15

percent in Alabama. Title insurers and agents gave more than $500,000 to state politicians including Scott in the 2008 and 2010 election cycles, The Post found, with more than $184,000 going to the state Republican Party.

Fidelity alone has given $150,000 to legislators and groups since losing in court last fall, including $25,000 to an organization set up by state Sen. Wilton Simpson, R-Trilby, who pushed for the bill, the Orlando Sentinel reported.

Parade of Homes shines spotlight on local construction Awards presented to top homes By Dave Hodges HomeFinder.com Weekly editor

Area residents have a standing invitation today and next weekend to check out the 2014 edition of the Parade of Homes. The free event, sponsored by the Tallahassee Association, Builders consists of 27 entries reflecting a full range of home sizes, prices and styles – from a three-bedroom house in Summerlake by Premier Fine Homes at $183,090 to Big Bend Builders’ $900,000 showcase with every enhancement imaginable. The TBA will present awards for the top homes, and this year residents may vote for their favorites. The Parade entries receiving the most votes from the public will be eligible for the Consumers’ Choice Awards. Voting instructions are given on the map page that is included with the Parade of Homes program booklets, which are available at area Publix supermarkets. Builder Doug Barton, chair of this year’s Parade of Homes, anticipates the various entries will get plenty of visitors – giving builders a starting point for conversations about what potential buyers might want. “Almost every one of our clients has seen us in the Parade, so it’s very important to us. I don’t know how you would replace it with any other form of marketing,� said Barton, who has a fourbedroom house on display at 3309 Martin Hurst Road. Premier is the builder best represented in the event this year with five houses. Besides Summerlake, the Premier entries are in Cortona Hills, Bull Run, SouthWood and the

new neighborhood Velda Oaks, which is off Velda Dairy Road in Bradfordville. Blue Star Homes has two entries for 2014. One is a three-bedroom, twobath house of 1,578 square feet in Tippecanoe Hills, one of the newest residential communities in northwest Tallahassee. The other Blue Star entry is in Tallahassee Trails, a conservation community in southeastern Leon County that has miles of managed trails, ponds and abundant wildlife, the company says. The four-bedroom house has 1,857 square feet. Also on the tour is a home in the new neighborhood Windsor Trace

on Thomasville Road just north of Midtown. Windsor Trace is the first Southern Living-inspired residential community in Florida – designed and built according to principles the magazine advocates. The Windsor model there by Pitman’s Custom Construction, a Southern Living custom builder, is a two-story house with fully furnished guest quarters above the garage. The house totals four bedrooms, 4.5 baths and has 2,910 square feet. The Parade of Homes continues through May 18. Saturday hours are 10 a.m. to 6 p.m., and the homes are open Sundays from noon to 6 p.m.

Persian carpets and other “rugs of the East” are firmly established as elegant design elements – subtle and often-unheralded – that loudly whisper refinement and good taste. Historically, many of us think of them in terms of the imagery of medieval Europe: They were considered great status symbols in the 1500s and, some 200 years beyond, were too precious to put on floors. Instead, they adorned tables, chests and walls. But the story of Oriental rugs goes back so much further – try 3000 B.C., when Nomadic tribes in Mongolia and Turkey used hair from their camels and sheep to weave carpets to keep earthen floors their warm, and 1000 B.C., when rugs with an impressive 300 knots per square inch were already in existence. In Persia, especially, the artistry of the carpet developed so much that, today, a dizzying variety of distinctive patterns and styles is linked to at least 40 rug-making Iranian cities or villages. Ori-

ental rugs have been prominently depicted in literature, art and music for thousands of years. “We have a long history of admiring Oriental rugs,” says Fort Worth interior designer Joe Minton. “They’re a beautiful thing to use in a room. I just really love them and I’ve come to know a lot about them because I have used them in my business for 40 years. ... I like to educate people about them.” There’s pride of ownership, of course, but also discomfort – the latter, because of the oft-reported idea of village women and children toiling away at looms, tying tiny knots all day to weave these intricate patterns of Persian florals onto artistic tapestries that others might tread upon with nary a thought. Child labor continues to be an issue the carpet-weaving industry grapples with, especially in India, Pakistan and Afghanistan. A true Oriental rug is “hand-knotted,” woven one knot at a time – a tribute to the patience and craftsmanship of the weavers. The terms “hand-tufted” and “handmade” are misleading – those can still be machine made. It is said that the average weaver ties as many as 10,000 knots per day, and a 9-by-12-foot

Persian rug that has 500 knots per square inch takes four or five artisans, working six hours a day and six days a week, about 14 months to complete. My medium-sized, cream-colored creation is a Kashan, I’m told, and like me, it is, at least, a semi-antique. It was jokingly dubbed my “dowry rug” when my dad purchased it several decades

ago during a two-year period that our family lived in Iran. I was 13, an age when many Iranian girls from wealthy families – in a not-so-distant past – were routinely married off to old men of their fathers’ choosing. Although I treasured this exotic souvenir of time spent abroad, I also tucked it away for decades. It’s a decision that folks

with strong footholds in the rug-making world call “a crying shame.” “Rugs are like paintings,” says Ben Shabahang, owner of Shabahang Empire Rugs in Southlake, Texas. “It’s art. But that doesn’t mean you tuck it away and ignore it.” In his own home, Shabahang says, he keeps Oriental carpets in just about every room of the house. “They’re everywhere, and they’re all different he explains. styles,” “Each one is beautiful in its own way. They give me and my family enjoyment every day because we use them. ... What other kind of artwork can you walk on and know that it just keeps getting better?” At first glance, my Persian carpet is a twin to one that resides in California with my sister. Our dad purchased them together, and they bear the trademark elongated center medallion surrounded by vines and Persian florals that make them instantly recognizable to those in the know as products of the city of Kashan. Of course, the symbolism and history of the intricate pattern were lost on us, the artistry of the weavers a hard thing to fathom. Whether mistakes or artistic deviations, these

types of “flaws” are a hallmark of Oriental rugs: Two women from a nomadic tribe might start weaving a rug from opposite sides, adding their own touches as they work, while weavers of Persian prayer rugs are known to purposefully weave irregularities into their creations – a little speck of bright orange in a rug full of browns, for instance – as a reminder that humans cannot duplicate the perfection of Allah. As for my old visions of children toiling away to make my rug – and other rugs like it – Shabahang and other local rug retailers say it's important for rug retailers to research their suppliers and, similarly, for consumers to find rug dealers whom they trust, to ask questions about their carpet sources and not to be comfortable with retailers who give evasive, vague or inadequate answers. A third-generation rug dealer and entrepreneur, Shabahang says he eliminated the child labor issue from his business by opening small factories of his own in India and “completely cutting out the middleman.” His operations reportedly house about 40 looms and proPersian-designed duce rugs the old-fashioned way, with two to four people working each loom.

Luxury stores to bring Buckhead project to life Renowned retailers move in

ATLANTA — Welcome to Atlanta, Jimmy Choo and Christian Louboutin. The luxury designers, whose much sought-after shoes and accessories are the calling cards of the super fashionable, are the latest retailers to sign on as tenants at Buckhead Atlanta, the more than $1 billion mixed-use destination replacing the city’s onetime favorite party district. It’s a sign that the former Streets of Buckhead – once a “hole in the ground” eyesore that many worried would never be completed after the recession jeopardized its future – could become the the mega-destination business community has long billed as a potential game changer in Atlanta retail. according to And Buckhead Atlanta developer Dene Oliver, more good news about the project could be coming. Oliver, chief executive officer of OliverMcMillan, confirmed Wednesday that many high-end retailers and restaurateurs are coming to the development off Peachtree Street and Pharr Road. Future plans for the eight-acre, six-block site may include a boutique hotel, more office space and additional residential housing, including condos. Oliver has previously announced the development will house new corporate headquarters for fashion giant Spanx. “Some of the brands (we’re announcing) here today are bellwethers in luxury,” said Oliver, adding that Atlanta was competing not just with other

U.S. cities, but globally, especially against hot markets in Asia. Other retailers announced Wednesday include Italian fashion retailer Helmut Lang, opening the designer’s first Atlanta location, as well as purse consignment store Bella Bag. Oliver confirmed luxury brands that were previously speculated about will be attached to the 1.5 million-squarefoot project, including Brunello Cucinelli, Hermes, L'Occitane and restaurants Le Bilboquet, Lugo Caffe and Shake Shack. Stores will begin opening in September, with all tenants in place by 2015. The announcement comes amid a wave of development news. Georgia State University and real estate developer Carter – unrelated to Streets of Buckhead developer Ben Carter – unveiled Wednesday a proposal to redevelop Turner Field’s 77 acres into an athletic hub and mixed-use development upon the Atlanta Braves’ departure. The school is one of four parties interested in the site, according to Atlanta officials. Emil Gullia, a senior director at real estate firm Franklin Street, said drawing brands such as Louboutin, which has just a handful of stores in the country, is a testament to Atlanta’s economy. The city suffered a much longer economic slump than its peers, so luring destination stores signals that money is once again flowing. “It is a litmus test of the strength of Atlanta and the rebound of the city as a whole,” he said. California-based OliverMcMillan took over Streets of Buckhead in 2010 from Ben Carter, the original owner of the property whose $1.5 billion vision of a luxury retail destination included buildings and hotels.

Many would agree with naturalist David Attenborough that nature “is the greatest source of visual beauty.” And that includes the creepy crawlies: From snakes’ skins to the intricate physiology of the smallest bug, we can’t help but be impressed by the beauty of creatures that buzz, flit and slither. Artists and designers have long used insects, reptiles and other small animals as inspiration. Let’s grab our nets and catch a few of the most intriguing recent examples: In his “Pheromone” series, artist and designer Christopher Marley of Salem, Oregon, marries his passion for crisp design with a fascination for insects, sea organisms and birds by arranging them simply yet artfully on plain backgrounds in shadow boxes. A stripey mountain kingsnake seems poised to meander north of the frame in which he resides. A prion urchin looks like a tiny alien spacecraft, sprung from the confines of the ocean floor. Dozens of beetles are arranged like the iridescent squadron of an entomological army. Butterform kaleidoscopic flies prisms. The displays are an arresting mix of science and art.
