Listings foreclose after final notification By MITCH SNEED Editor

Have you made the equivalent of what has become the Tallapoosa County Revenue Commissioner’s Hall of Shame? One quick way to find out for sure is to check pages 5-8 inside today’s Outlook for the Tallapoosa County Delinquent Tax List. This year there are parcels and their owners listed as those who have not met property tax obligations in the county. Tallapoosa County Revenue Commissioner Eva Middlebrooks said the listing is the final reminder that the taxes must be paid or the property goes to public auction. “The law requires us to advertise the names in the paper for three consecutive weeks before they can be placed up for auction,” said Middlebrooks. “But this isn’t the first notification that property owners should be receiving. We sent out the original bills, then we send out delinquent notices. Then we send the certified court letter. This is kind of the last resort before auction.” Middlebrooks said this year the list includes about 15 more than last year and that there are more than 36,000 parcels in the county. She said that while 264 sounds like a lot, it is really a small percentage of the total parcels. “The last thing we want to do is auction off someone’s property, so that’s why we do all the notices that we do,” Middlebrooks said.

Robert Bentley, engulfed in a firestorm resulting from his allegedly improper relationship with a former senior policy adviser, toured Wetumpka’s Julia Tutwiler Prison for Women on Thursday in an effort to create support for his Alabama Prison Transformation Initiative. Leaders of the ACTII community theater group laid out a proposal to the Alexander City City Council Thursday that would bring performing arts to a downtown venue, bring an aging theater back to life and relieve the city from the expense of costly maintenance and upkeep. To say that the council was receptive to the plan that was laid out by Betsy and Rob Iler would be an understatement. The group introduced a plan that would allow the group to lease the building for $1 a year and take on all costs associated with upkeep, maintenance andutilities and fund all enhancements to the building in keeping with city code. “We appreciate the opportunity to tell you about the vision we have for community theater in Alexander city,” Betsy Iler said. “We believe we have a plan that is a win for everyone. It’s a win for the arts community, it’s a win for the city and we feel like it will be a win for residents.” Betsy explained that they would foster a facility in downtown Alexander City that would welcome and encourage the all-volunteer efforts of participants from throughout the community and provide year-round entertainment that would serve also to draw customers to local restaurants and retail businesses. The theater would create all types of productions and provide local citizens outlets for their creative talents, whether as an actor or performer or in a supporting role. The facility could also be used by others for community events when they fit with the production schedule of the theater group. “This would be a boost to the community,” Betsy Iler said. “To be able to say that we have community theater in Alexander City would be something that would make the area much more attractive to potential businesses and industry. Former Camp Hill Mayor Frank Holley has filed a federal lawsuit against current Mayor Danny Evans and the Town of Camp Hill. Holley’s lawsuit against the town, Mayor Evans and Police Chief Johnny Potts alleges violation of his First Amendment Right to free speech. Court documents filed March 23 in the Middle District of Alabama Eastern Division by Montgomery attorney Julian McPhillips, who is representing Holley, state that Holley spoke out on matters of public concern that are not matters of private interest. We find most of the time it is just some sort of oversight. We just want them to know that if they get a notice, they need to check on it and get it taken care of to avoid larger issues.”

The documents further state that when Potts could not charge Holley with a DUI, he was charged with an illegal lane change and having a pistol without a permit even though Holley had a commission card from the sheriff of Tallapoosa County entitling him to carry a pistol in lieu of a valid permit. The documents allege this was all done in an effort to inhibit Holley’s free speech. Holley is asking for damages from the Town of Camp Hill, Evans and Potts in the six to seven figure amount for negligence and pain. Evans was elected mayor in 2012 and Holley served as mayor for 16 years, from 1976 to 1988 and 1992 to 1996. The town is still involved in a wrongful termination lawsuit brought by former Chief Finley. “We filed it in state court originally,” Jim Pino, who represents Finley, said. “The town moved it to federal court and the judge there moved it back to state court. It is still active.”

Ms. Linda Shyrl Meadows, 51, of Alexander City, passed away on Monday, March 28, 2016 at her residence. The family will receive friends on Friday, April 1, 2016 from 5:00 p.m. to 7:00 p.m. at Radney Funeral Home. Ms. Meadows was born on August 29, 1964 in Alexander City Alabama to Ronnie Bradberry and Jacqueline Faye Patten McElroy. She was very outgoing and loved her animals. Ms. Meadows enjoyed horseback riding and was a member of the Alex City Horse Riding Association. She is survived by her daughter, Kelsey Kendrick (Adam), of Chelsea; son, Christopher Michael Meadows of

meetings. Holley has spoken at many Camp Hill Council meetings, often times asking about audits and other city business. The documents also allege Mayor Evans ordered Camp Hill Police, including former police Chief Roosevelt Finley and the current chief to arrest Holley on anything they could get on him, especially DUI. Holley was arrested on Dec. 14 by Potts after a trip to Dadeville. The lawsuit asserts that Holley was stopped without probable cause on old Highway 280 in Camp Hill and arrested for and charged with driving under the influence. Also during the arrest that Holley was put in a police vehicle in handcuffs in considerable pain due to a shoulder injury that had rrecently undergone surgery, the suit states. Upon arrival at the Tallapoosa County Jail, Holley voluntarily took a breathalyzer that showed Holley’s blood alcohol level was 0.00 according to the documents.

would be a positive for the city, and the downtown area in particular,” Howard said. “It’s definitely a win-win.” Rob Iler said that he hopes in time there will be a great feeling about the theater again. “I would like to think that in time we could have it back to a state where people would say, ‘That building have never looked so good,’” Rob said. Councilman Tony Goss said it sounds like a plan that makes sense. “What do we want?” Councilman Tony Goss said. “We want what’s best for the city and I have to say I like what I’m hearing. This sounds like it would be a good thing all the way around.” Councilman Billy Ray Wall said he’s ready to see an end to the loss of money there. “Seeing how the last two attempts to make money in that building have been a disaster, I’d be happy to be able to say we made a dollar profit,” Wall said. “Sounds like a great idea.” The plan is scheduled to be on the council agenda for a vote on Monday night.

Rebekah Caldwell Mason, who stepped down from her position as the governor’s senior policy adviser yesterday. “I just want the people of Alabama to know that there is nothing there,” Bentley told the unusually large media gathering Thursday. “There is nothing illegal. There is nothing that has ever been done that would affect the people of Alabama or that would affect my job.” The Republican governor was not asked about impeachment proceedings which Rep. Ed Henry of Hartselle, also a Republican, has said he will bring against the governor. However, the governor was asked whether he felt the controversy over his personal life would affect his ability to work with the legislature on the prison initiative and other issues. “These are major problems in the state of Alabama,” Bentley said. “I was elected by the people of this state to help solve problems and that’s what we’re trying to do.” The purpose of the prison initiative, which has passed the Alabama Senate’s General Fund Taxation and Finance Committee and moved to the full Senate, is to reduce overcrowding and improve safety conditions for inmates and corrections officers, allow for additional inmate re-entry programs and to improve operational practices and procedures for ADOC. If passed, the legislation allows for the issuance of the $800 million in bonds for up to 30 years by the Alabama Corrections Institutions Finance Authority with the debt service on the bonds to be paid from savings in the annual ADOC budget which, the governor and Dunn maintained, would result from the new, larger, +

more modern prisons. Bentley said the initiative will allow the state to “save as much as $50 million a year” on corrections and allow the state to float the $800 million bond issue “and pay the bond without asking taxpayers for any more money.” Proponents of the initiative claim it is necessary to prevent future lawsuits like one filed two years ago by the Deparment of Justice against the state for predatory conditions at Tutwiler, settled last year, as well as incidents like twin uprisings of inmates that occurred at Holman Prison in Atmore earlier this month. Tutwiler Prison for Women was built in 1942 and has a design capacity of 550 inmates. The current inmate population is 950, which puts Tutwiler at 173 percent of capacity. Dunn told the governor on Thursday that “half of the inmates have histories of substance abuse, 14 percent have some sort of mental illness and there is a large occurrence of domestic violence in the backgrounds” of the Tutwiler inmates. Bentley, who toured Tutwiler two years ago, said he saw improvements during his tour from his last visit. “I visited here two years ago and I wanted to come back,” Bentley said. “There has been considerable progress. Obviously, the painting was done. And it just seemed more organized that before. Commissioner Dunn and the warden deserve some credit for that.” Tutwiler serves to receive all female inmates into the state prison system. It features a mental health unit, medical infirmary and areas for inmates who are pregnant, old or infirmed. It also features a death-row

unit with a design capacity of four inmates which currently houses five. Under the proposed prison transformation initiative, Tutwiler would be closed and replaced with a new 1,200-bed women’s prison. A DOC outline of the initiative says that the state will build the new facilities “in proximity to current prison locations to reduce the impact on existing workforce.” Dunn reiterated Thursday that the impact on local economies and workforce would be considererd in siting the new facilities. Wetumpka Mayor Jerry Willis, who accompanied the governor’s party and the media on the Tutwiler tour, said the Department of Corrections provided about 700 jobs in the Wetumpka area and that Tutwiler “means a lot” to the area. He said Wetumpka officials had not analyzed the financial impact the facility had on the area. “That would be hard to do,” Willis said. “But it’s

significant.” In addition to the new women’s prison, the initiative calls for the consolidation of 13 of 15 close- and medium-security men’s facilities into three new 4,000-bed, state-of-the-art facilities and the renovation of the remaining old facilities into rehabilitation and re-entry centers which would be focused on preparing inmates for their returns to society.

Protect yourselves from identity theft, tax fraud

I

t appears as though a growing contingent of local educators are becoming the latest numbers added to a staggering statistic. Earlier this week we reported on news that more than 30 employees of the Alexander City Board of Education have had fraudulent tax returns filed in their names. Alexander City Schools Superintendent Darrell Cooper said more names seem to be added to the list every day. The system seems to be doing all it can to track down just where the employees’ information may have been compromised. The school board has been in touch with the Alabama Supercomputer Authority, which provides Internet access and other network services to all of the state’s public K-12 schools, Innovak, which is the provider of the service platform for all of the school system’s financials, the Alabama State Department of Education and the Alexander City Police Department. The bad thing is that there is no limit to the incredible angst, anxiety and strife these employees will suffer from a mess that is not of their own making. The numbers and the rate at which this crime has grown is staggering. The IRS estimates that fraudulent claims amounted to more than $5 billion in 2014 alone. The sad part is that the IRS estimates that attempts were made to fraudulently claim more than $24 billion. While that is a pretty good rate of detecting fraud, that does little to comfort victims like those here in Alexander City. The government has moved up deadlines for employers to get W-2s out so that it will be easier to detect fraud, but officials say that the consumers can only do so much to guard against it. They list the safeguard of personal information, use of a reputable preparer that you know and checking the status of returns throughout the process as steps to take. But officials say the best safeguard is to file your return as soon as you have the forms in your hand, beating would-be crooks to the punch so to speak. Our hearts go out to those victimized. We challenge officials at the state and federal level to redouble their efforts to make sure they are doing all they can to detect and prosecute the predators responsible for these crimes.

APRIL 1, 1999: The best and worst day ever

O

ne of the funniest memories and one of the saddest days of my life both occurred on the same April 1, so I always approach the day with mixed emotions. In honor of my mother, I will get the bad out of the way first, so I can walk away with a smile. My mother was our family’s rock. She was a blend of best friend, culinary genius, nurse, magician, accountant and comedian. She had never met a stranger and raise her five kids with the kind of unconditional love that most children can only dream of enjoying. She was strong, but forgiving and never wavered in her support of her family, Then in a flash, my life changed. I can remember the sequence of events like it happened a few hours ago. It’s hard to believe that it was April 1, 1999. I was sitting at my desk putting out the last page of the A-Section of the Clayton News Daily in Jonesboro, Georgia. The phone rang on the Western Electric desk phone that had a buzzing ring that sounded like it was the Bat Phone. My brotherin-law was on the other end. “Man, I hate to call you at work, but they took your Mom to the hospital just now,” Chris said. “I don’t know exactly what’s going on, but Brenda told me to call you so you can go down there.” Mom had been dealing with some health issues, but she never let on about just how bad her ailments were. The news rattled me, but for some reason that I have never forgiven myself for, I took five minutes to finish the page before I headed out. It was about a 20-minute

drive from Jonesboro to Griffin and when I got there I was met by my sister and niece. I could tell by the looks on their face that I was too late. “She’s gone,” Brenda said before breaking downing in tears. Just as she would have wanted, I stayed strong for them even when I saw her lying on the cold emergency room gurney. I even managed to hold it together for three days and delivered a eulogy that she would have liked. I reminded them of the good times, shared some memories of her that made them laugh and didn’t preach a word. Just like Joan Sneed would have wanted. But the strength didn’t last long. The emptiness and the void grew every day. It’s a feeling I carry still today. There are still things that happen where I will reach for my phone to call her to tell mom about it. I’ve even gone as far as dialing a few numbers before the reality hit me like a bus full of college kids heading to Panama City for spring break. So today, I will likely cry a lot and laugh a little as I take the day to feel sorry that she isn’t still here with us to hug, hold and enjoy. Now for the comic relief. Ten hours before that call came, I pulled off one of the greatest April Fool’s Day pranks of all time. The first President George Bush was coming to Atlanta

for a fundraiser and was due to pass through our county. I saw it as an opportunity to get one over on an old friend who was the director at the Boys and Girls Club where I was a board member. At 7:45 a.m. I called him at home and woke him from a sound sleep. “Dude, I’ve been trying to call you for hours,” I said. “I’m at the club and the advance team for President Bush is trying to get permission for him to come visit the club this afternoon on his way to a fundraiser.” You could hear the wheels spinning in his head. “They want to fax you a list of all the things you need.” When he arrived eight minutes later in sweat pants, a carefully crafted list awaited him giving him all the needs. The list included 24 officers, 45 electrical outlets, a place to park 45 vehicles, an elevated stage and lighting suitable for television. He started burning up the phones to assemble the items. He called Georgia Power, every police chief and sheriff from three counties and every school in the county. We let him go on for about two hours before making the call. “April Fool’s,” I screamed into the phone. I can’t repeat what he said after the 25-second pause. I had to run out the back door as he ran in the front to keep from getting a whipping. But you have to admit, it was a good one. Mitch Sneed is the editor of The Outlook.

Communication is a gift from God

I

t’s a privilege to again be writing in the Outlook. Oh, I know after I retired I took some time off, but after a lot of begging, pleading and cajoling, they finally gave in and said I could write again. To tell you the truth I didn’t think I would have to beg that much, much less, have to buy a 10-year subscription to the paper. I was so excited when they agreed to let me write that I quickly ran and told my sweet wife. She immediately said I couldn’t write about her, the holiday decorations or our marriage. After that I nearly called them back to tell them I had nothing to write about. This writing business may be tougher than I remembered. I explained to her that the editor said I could write on any subject as long as it was catchy, insightful and had a moral. She replied that I was through before I got started because she had read my stuff for years and had never seen any of those things. However, she added that if I mentioned her I could write a couple of pages about my catchy and inspirational visit to the emergency room. There would certainly be a moral about obeying in that story. Not to be discouraged I told

her the editor had promised me a prominent place in the paper each Friday. My deep theological thoughts would be seen by vast multitudes searching for information and truth. She only snorted and said it would probably be between the classified ads and obituaries next to the comics, where it belonged. Man, that girl can be brutal. To help my bruised ego I called a couple of friends and told them I had the opportunity to write for the Outlook again. One said he never remembered me writing before, another remarked that he only read Facebook, and the third said they would put me between the classified ads and obituaries. My wife has a bigger influence than I thought. Oh well, at least they left off the remark about the comics. God gave us the ability to have ideas, form thoughts and then to express them in writing. That is why He gave us the Bible as His written assurance of His love and presence. His

words are inspired to elevate and regenerate our souls. Since every good and perfect gift comes from God, then we must honor Him with these gifts. The Psalmist knew this when he wrote, “Let the words of my mouth and the mediation of my heart be acceptable in thy sight, O Lord, my strength, and my redeemer.” Therefore, with this scripture as a guide everything we say and write ought to reflect God’s gift of expression. Let’s use that inspiring love as a goal in all of our communications. Despite all these encouraging words I look forward to this mental exercise of writing for the Outlook and being eligible for the Pulitzer Prize in creative journalism. As matter of fact I have already selected the place of honor for this soon to be won recognition. My Sweetie said if I ever wanted to win a prize I had better buy a box of Cracker Jacks. For some reason a Cracker Jack box just doesn’t have the same appeal for my place of honor, but I do love to win the prize in each box, don’t you? The No. 4 Benjamin Russell Wildcats scored three goals in the first seven minutes on their way to a dominating 6-1 home win over Trinity Presbyterian on Thursday. The Wildcats (12-3) opened strong, with Grant Hudson scoring two goals and Matt Smith scoring one to put BRHS up 3-0 in the game’s first seven minutes. Austin Teel, head coach of Benjamin Russell, said the coaches have emphasized playing with focus, and the Wildcats did just that in Thursday’s win. “We’ve been preaching the past two weeks about how we approach the game and how focused we are in approaching the game. Sometimes we get lackadaisical and goof off dur-

ing the games, and we can’t do that especially coming back from Spring Break,” Teel said. “I told them it’s business time. We’ve got playoffs around the corner so we have to tend to business and get it done. That’s what they did tonight was focus. They were focused in warmups and it showed. Grogan scored another goal less than 11 minutes later to send the Wildcats into halftime leading 5-0. Benjamin Russell pushed the lead to 6-0 when Franklin Staples scored on a penalty kick with 15 minutes left in the game. Trinity’s only goal was scored by Samuel Farris with little over eight minutes left to play.

Thursday’s win was Benjamin Russell’s second game back from two weeks off from game action, as they defeated Stanhope Elmore 4-2 on Monday. Teel said the Wildcats have been trying to get back into game shape coming off the long break and this week was a good start. “Especially coming back from Spring Break, we’ve focused on fitness and getting back in shape to play these games that were coming up. Monday we started off with Stanhope, a very good team that’s ranked No. 10 in the state,” Teel said. “But we came out ready to play and were tied 2-2 at halftime, but came out and put two more in the back of the net to seal a victory in that game, so I was very proud of them.” Benjamin Russell will take the field again tonight at rival Sylacauga at 7 p.m., weather permitting.

Lady Wildcats fall in road match to No. 3 Trinity By ROBERT HUDSON Sports Editor

The Benjamin Russell Lady Wildcats fell 3-2 to No. 3 Trinity Presbyterian on Wednesday in Montgomery. Benjamin Russell Coach Lee Wagoner said the Lady Wildcats (7-6) played with great effort after falling behind early in Wednesday’s match. “Trinity is a very good team and they were very sound defensively. The few chances that we did have on goal, we finished them,” Wagoner said. “Trinity had gotten up 3-0 on us and we made a big comeback. I’m just proud of the girls’ heart and effort because getting down 3-0 it’s easy to just put your head down and say it’s over with. But they fought back in it and I think we just ran out of time. If we had a little more time, I think we could have caught up with them. I was very impressed with our effort, even in a loss.” Wagoner said there were a few lapses on defense against a good Trinity team that Benjamin Russell will work to correct in practices moving forward. “Trinity is ranked No. 3 in 4A-5A and we’ve beat the No. 1 team in 4A-5A, but Trinity is a really good team. We played well and stepped our game up to match the level of play that they had,” Wagoner said. “A couple of goals that they scored we just weren’t marking defensively and we let free runners into the box and allowed them some easy shots on goal, which is something that we’ve got to clean up in practice going forward.” Wagoner said another positive from Wednesday’s match is that the Lady Wildcats did well adapting their style of play based on the matchups their opponent presented them. “Offensively, we had to play a lit-

The Benjamin Russell golf teams competed in the Sylacauga Invitational earlier this week, with the girls playing on Monday and the boys on Tuesday. Benjamin Russell’s boys finished seventh out of the 15 teams in the Invitational, with Hal Coker, Cade McKeever, Dylan Moncus, Kylee Reeder and Sawyer Scott representing the Wildcats in the tournament. Wes Tate, head boys golf coach of Benjamin Russell, said the Wildcats struggled around the greens, but immediately went back to work trying to improve this week. “We didn’t play really well around the greens. We got out of the tee box pretty good, but around the greens we struggled a little bit there, which is kind of uncharacteristic of us lately,” Tate said. “But we got back to practice yesterday and the guys went to work fixing some things as far as working on their short game right now to get ready for our next match on Tuesday.” Competing for the Benjamin Russell girls on Monday were Logan Johnson, Lorelei McFiggin, Mally McInnis, Carly Royster and Olivia Tinoco, as Tate said the young team is continuing to improve. “It was the girls’ first competitive 18 holes and they competed very well, still work to do but they took a big step in the right direction,” Tate said. Benjamin Russell will host CentralPhenix City on Tuesday at 2 p.m. at Willow Point Golf and Country Club. Tate said the Wildcats hope that match will start some positive momentum moving forward to the sectional tournament on April 25. “We’re looking to play well in sectionals. All of our guys are going to play over the weekend and they’re taking it upon themselves to get better by playing on their own some,” Tate said. “With sectionals, we have to place in the top four to advance to sub-state and right now that’s where we want to be.”

tle bit different style because of the matchups and the personnel that they put on the field, so it forced us to think and play a little differently than we normally do,” Wagoner said. “But we were able to adapt in the game and that was good to see. It showed that we can play different styles of soccer when needed.” Wagoner added he was pleased to see one of the younger players step up and finish a chance on offense, which is an area the coaching staff has been preaching all season.

“One of the other good things is that I’ve been expecting some of our younger girls to step up and score. Daly (Wagoner) had a goal in that game, but McKenzie Davis is an eighth grader for us and she finished off a volley on a corner kick for the other goal,” Wagoner said. “So I’m glad to see some of the younger girls coming around and producing offensively for us.” Benjamin Russell’s next match is scheduled for 6 p.m. today at Sylacauga, weather permitting.
