ABOUT DECA

With over a 60 year history, DECA has impacted the lives of more than ten million students, educators, school administrators and business professionals since it was founded in 1946. Their strong connection with our organization has resonated into a brand that people identify as a remarkable experience in the preparation of emerging leaders and entrepreneurs. DECA’s programs and activities have constantly evolved as we use the latest technology and apply cutting edge educational research. Our core focus has remained consistent and is captured in our mission.

OUR MISSION DECA prepares emerging leaders and entrepreneurs for careers in marketing, finance, hospitality and management in high schools and colleges around the globe.

GUIDING PRINCIPLES Our guiding principles explain how we fulfill our mission by addressing what we do and the outcomes we expect. DECA enhances the preparation for college and careers by providing co-curricular programs that integrate into classroom instruction, applying learning in the context of business, connecting to business and the community and promoting competition. Our student members leverage their DECA experience to become academically prepared, community oriented, professionally responsible, experienced leaders.

ATTRIBUTES AND VALUES Our attributes and values describe DECA's priorities and standards. We value competence, innovation, integrity and teamwork.

DECA is organized into two unique student divisions each with programs designed to address the learning styles, interest and focus of its members. The High School Division includes 190,000 members in 3,500 schools. Mississippi DECA is proud of the 60 Active Chapters and 1,791 Active members in 2016-2017. The Collegiate Division (formerly known as Delta Epsilon Chi) includes over 15,000 members in 200 colleges and universities. Mississippi DECA is proud of the DECA Inc. is a 501(c)(3) not-for-profit student organization with members in all 50 United States, the District of Columbia, Canada, China, Germany, Guam, Hong Kong, Korea, Mexico and Puerto Rico. The United States Congress, the United States Department of Education and state and international departments of education authorize DECA’s programs.

To: MS DECA Chapters and Advisors Welcome to a new school year with great DECA opportunities and DECA experiences! DECA is a way to make the classroom curriculum come alive. This is our year to “Own Your Future” in DECA. We continue to strive to increase our overall membership and participation in DECA events. We encourage each Chapter to participate in the National Membership Campaign in an effort to increase membership in MS DECA and International DECA. Each officer will reach out to their local chapter, as well as other chapters, to promote National DECA Month. We will also contact schools in an effort to start a new or reactivate a chapter. Each of you can personally help by recruiting at least five new members to your local chapter. Don’t forget professional and alumni members are included in your total count and will be included when determining voting delegate size. Make sure your chapter participates in promoting National DECA Month (November) in your school and community. The 2016-2017 State Action Team has chosen the Muscular Dystrophy Association as the state’s Charity to align with International DECA goals. Each chapter is encouraged to begin their fundraising activities early and continue those activities throughout the year. All chapters who send in documentation of raising $250 or more toward MDA or documentation of 50+ hours of community service (this community service hours would not include raising the money, but would include actual hands-on community service with MDA) will be recognized at the State Career Development Conference. We will continue the activity for Advisors, the Advisor Academy, which will take place on September 8, 2016 at the CM Brewer (FFA) Center in Raymond, MS. The cabins are free, so you can stay overnight on September 7th if wanted. There will be a .5 CEU credit for this event and will cover topics such as: Scholarships, How to run an effective meeting, Fundraising, Test taking, Registration, Changes in competitive events, and Professional Organizations. Another exciting event to look forward to this year is the annual Fall Leadership Conference, October 15-17, 2016. The conference will be held in at the Courtyard By Marriott in Gulfport, MS. Along with our fun activities we have competition, which is vastly approaching. The dates and locations for the District Competitions are as follows: District I – HCC Rankin, Pearl, MS, January 13, 2017 District II – Olive Branch High School, January, January 10, 2017 District III – Itawamba Community College – Belden Campus, MS, January 11, 2017 District IV – JCJC, Ellisville, MS, January 18, 2017 District V – MGCCC – Jeff Davis Campus, January 20, 2017 We hope to see you at Fall Leadership, District Conference, as well as, the State CDC in Jackson, February 15-17, 2017, and ICDC in Anaheim, CA April 26-29, 2017. Please make arrangements for missed state CPAS test if at all possible. We cannot control the date of the International Career Development Conference, but with proper planning, you should be able to work this out with your district. All advisors and students MUST stay in conference hotel(s) for ALL DECA conferences if more than 60 miles away. The only exception is if a school states that “NO student or advisor can stay overnight for a conference”. This must be on school letterhead, signed by the director or principal of the school and verified by MDE. All outstanding balances MUST be paid prior to attending any DECA activities. All Dues must be paid prior to registering for any DECA competitive event. All registration and hotel fees for ICDC MUST take place through MDE – MS DECA to register for the International Career Development Conference and hotel rooms. All students are to remain in their assigned rooms and may not change rooming situations once registration has been submitted. Please review the dress code with each student and each male is aware that he MUST have a blazer, full front buttoned collared shirt and tie in order to appear in front of a judge. Each female is to wear modest pants suit or professional dress with professional shoes. Each participant is aware that they MUST be dressed in professional attire or they will be disqualified at any level of competition. See pages 28-29. NO LEGGINGS OF ANY TYPE ARE ALLOWED EVEN IF UNDER A DRESS. The dress code can be found on page 28-29. A DECA Blazer is not required at the district or state levels; however, a professional blazer and tie is required for all males to compete. Please note your students will not be registered for ANY conference without the inclusion of a check, money order, purchase order, or letter from your Career and Technical Director or Principal stating that the money will be forthcoming. When you register your students, we prepare for that number and our expense does not decrease if your students do not attend. Payment is required for all who are registered but not in attendance. The amount of registration will not change for any students or advisors not participating in all activities. No payments will be accepted the day of the conference, please send all money in early. All payments should be made payable to MS DECA.

MISSISSIPPI DECA CONSTITUTION AND BYLAWS AS AMENDED February 19, 2015 ARTICLE I – NAME The official name of this organization shall be the “Mississippi DECA Association High School Division.” The letters “DECA” may be officially used to designate this association. ARTICLE II – PURPOSES The purposes of this organization are 1. To assist international, state, and local associations in the growth and development of DECA 2. To develop leadership and a respect for education in marketing, business, finance, and hospitality and tourism which will contribute to career and technical competence 3. To promote understanding and appreciation for the responsibilities of citizenship in our free, competitive enterprise system 4. To develop an appreciation for civic and social opportunities ARTICLE III – ORGANIZATION Section A: The Mississippi DECA Association, High School Division, is an organization of local associations, each operating in accordance with a charter granted by Mississippi DECA Association, High School Division, formerly known as the Mississippi Association of Distributive Education Clubs of America, and Mississippi DECA – An Association of Marketing Students. Section B: This Mississippi DECA Association, High School Division, shall be composed of high school students only. This association shall have an Executive Council of officers who shall be elected annually by its voting delegates. The representation of the Executive Council shall be as follows: 1. All State Officers and their advisors. 2. The State DECA Coordinator, Office of Career and Technical Student Organizations. 3. The High School Division shall be divided into districts. “The High School Division shall be realigned at the discretion of the State Advisor based on geographic and membership shifts.”

Section C.

The Mississippi DECA Association of Marketing Students, High School Division, shall have an Advisory Committee as an advisory group to the Executive Council and it shall be composed of the following: 1. The State DECA Coordinator 2. One coordinator from each district of the Mississippi DECA Association of Marketing Students, High School Division, to be selected by the State DECA Coordinator 3. A high school administrator, to be selected by the State DECA Coordinator 4. A business representative, to be selected by the State DECA Coordinator 5. Outstanding officer from previous year--If this person is called upon to attend a conference, it is his/her choice. ARTICLE IV--MEMBERSHIP

Section A. The classes of membership that shall be recognized are as follows: 1. Active members a. Career Pathway, marketing, management, finance, entrepreneurship or hospitality and tourism b. Students enrolled in a career and technical program c. Students enrolled in any Marketing, business, management, finance, entrepreneurship, WBL or hospitality and tourism academic or career and technical course 2. Honorary members – can neither hold office and may not serve as a voting delegate. 3. Alumni members – can neither hold office and may not serve as a voting delegate. 4. Professional members – can neither hold office and may not serve as a voting delegate.

Section B.

The qualifications for members shall be as follows: 1. “Active members” shall be students enrolled in a high school academic or career and technical program of Marketing, Management, Finance, Entrepreneurship, Hospitality and Tourism and Career Pathway Experience or any business or entrepreneurship course as approved by the State Plan for Career Pathway Experience, the Business Cluster, Hospitality and Tourism Cluster or Business Career Academies. Active members must pay dues as established by DECA and will be eligible to hold state or national offices and to participate in the State or National competitive activities. 2. An active member may serve as a voting delegate or may otherwise represent his/her chapter or state in any DECA affair within his/her own division. 3. High school active members shall be 9th, 10th, 11th, or 12th grade students in the Career Pathway Experience classes, Business Cluster classes, Business Cluster Career Academies, Hospitality and Tourism Cluster, or any academic or career and technical business, hospitality and tourism, WBL, or entrepreneurship course. 4. Active members can also include students who have taken a Career Pathway Experience, Business Cluster, Hospitality and Tourism Cluster, Business or Entrepreneurship class and achieved at least a “C” average with no disciplinary or attendance problems. High school students in this category would be a high school student in his/her sophomore, junior or senior year. He/she would be able to serve as a voting delegate, compete in all levels of competition, and/or hold a state or national office of DECA. This option of active membership would be at the direction of each advisor. 5. Honorary members shall be any individual making a contribution to the field of the business or hospitality and tourism cluster or to the Mississippi DECA Association, High School Division. Honorary members must be approved by the Executive Council of the High School Division. 6. Alumni members shall be any individual who has been a member of a DECA chapter during their time in high school or college. 7. Professional members shall be any adult who is working full time in a field of education, marketing, management, hospitality and tourism, or finance. ARTICLE V -- MEETINGS

Section A.

A State Leadership Conference shall be held every year at the time and place selected by the State DECA Coordinator. This State Leadership Conference shall be the official annual meeting of the Mississippi DECA Association, High School Division.

Section B.

Special meetings and committee meeting shall be called by the State DECA Coordinator. 20


Section C.

Parliamentary procedures of all meetings will be governed by the Robert’s Rule of Order, Revised. ARTICLE VI -- OFFICERS

Section A.

All officers, except District Vice-Presidents and Chair of the Board, shall be elected by a majority of the voting delegates at the State Career Development Conference (CDC) of DECA. The state officer test score will count as 1/3 of the total votes. District Vice-Presidents shall be elected by a majority of the voting delegates of their respective districts at the State Career Development Conference. The Chair of the Board shall be elected by the outgoing State officers.

Section C.

All officers shall be elected by secret ballot.

Section D.

Each chapter shall be allowed voting delegates according to the following scale: Members 1 – 15 16- 30 31 – 45 46 – 60 60 – up

Section E.

The officers elected at the State Career Development Conference shall continue to hold office until the close of the next annual State CDC.

Section F.

A record shall be kept of the results. In case of resignation of a State Officer, the runner-up for the said office shall succeed to fill the said vacancy, except for the office of the president. If there is no runner-up, the State DECA Coordinator may choose to appoint a person to fill the vacancy and may fill any office that is not filled at the time of elections.

ARTICLE VII-PROCEDURES FOR NOMINATING STATE OFFICERS Section A.

Any local chapter proposing a candidate for State Office shall submit the student’s name and credentials to the State Coordinator at least 20 days before the first District Conference begins. During the District Conference, all officer candidates will be interviewed and tested; and the approved slate will be announced during the State CDC. If a State Officer who is presently holding office chooses to run for a second-term (granted he/she is eligible), he/she should run for a higher office than the one presently serving, but this is not required Speeches and/or demonstrations on behalf of approved candidates at the State CDC are limited to a maximum of three minutes.

Section B.

Each candidate for State Office shall have the following qualifications: 1. Be an active member of a local DECA Chapter 2. Be an active paid member of the State and National DECA organization 3. Show a working knowledge of how to conduct a meeting by taking a test on the essentials of good parliamentary procedures 4. Have a good speaking voice and make a good personal appearance 5. Have a working knowledge of the State Constitution and By-laws 6. Maintain an ”80” average or better for the two semesters prior to running for office 7. Be a sophomore or junior in the year that he/she is a candidate for a State Office. ARTICLE VIII--FINANCE

Section A.

Local chapters shall be responsible for State and National dues according to the number of individual members.

Section B.

The dues for the Mississippi DECA Association, High School Division, shall be six dollars ($6.00) for each succeeding year unless changed by a majority of the voting delegates at the State CDC. (National membership remain at $8.00)

Section C.

All membership dues shall be made payable to and received by National DECA.

Section D.

All organization funds shall be deposited in the bank that is chosen by the State Department of Education, Office of Accounting.

Section E.

All funds shall be disbursed by check request(s) signed by the State DECA Coordinator.

Section F.

A financial statement shall be submitted upon request.

ARTICLE IX--AMENDENTS Section A.

To amend this constitution, the proposed amendment must be presented in writing by a local chapter through its voting delegates to the Executive Council for action. The Executive Council has the responsibility to correct the proposed amendment but must not alter its purpose. The Executive Council shall present the proposed amendments to the voting delegates prior to the State CDC.

Section B.

Proposed amendments must be voted on at the first scheduled business meeting at the next State CDC. All proposed amendments to be adopted require a threefourths majority approval of the voting delegates present. ARTICLE X--QUORUM

Section A.

A quorum shall constitute a majority of delegates present representing the local chapters.

Section B.

Each chapter shall be allowed a minimum of one and a maximum of five voting delegates, the number being based on the voting. See delegates’ scale under Article VI, Section D. ARTICLE XI--RULES, REGULATIONS AD BY-LAWS

Section A.

No rules, regulations, or by-laws shall be adopted which are contrary to this constitution.

Section B.

Such rules, regulations, and by-laws as deemed necessary in the proper conduct of this organization shall be adopted.

Section C.

The Executive Council shall act as the Constitution and By-Laws Committee. Any proposed rules regulations and by-laws shall be presented to the Executive Council through the voting delegates of the local chapter. The Executive Council has the responsibility to correct these proposals, but it must not alter their purposes. The Executive Council shall then present the rule(s), regulation(s), or by-law(s) change to the voting delegates prior to the State CDC. It shall then be presented for vote during the first scheduled business meeting at the State CDC. To be adopted, it will be required to have a three-fourths majority approval. The proposed change(s) will take effect immediately following the approval.

Please read and sign this form – ADVISOR TO KEEP AT ALL TIMES DECA/COLLEGIATE DECA CONDUCT CODE A good reputation enables members to take pride in their organization. DECA/Collegiate DECA members have an excellent reputation. Your conduct at any DECA/Collegiate DECA function should make a positive contribution to the reputation that has been established. Any conduct less than positive will be dealt with in a timely manner. If these rules are violated, the DECA participant could be disqualified and barred from future DECA events.

1. Your behavior at all times should be such that it reflects credit to you, your parents, your school/college, your state, and DECA/Collegiate DECA. 2. Student conduct is the responsibility of the local chapter advisor. Students shall keep their advisors informed of their activities and whereabouts at all times. DECA/Collegiate DECA name badges must be worn at all times during conferences. If lost, must ask for a replacement for a fee of $5.00 per name badge replaced. 3. You are expected to attend all sessions and other scheduled conference activities. Please be prompt and show respect to others. 4. Members are to report any accidents, injuries, or illnesses to their local advisor immediately. The local advisor must inform the state advisor. 5. Members are expected to observe the designated curfew. (Curfew means being in your assigned room by a designated hour.) 6. If a student is responsible for stealing or vandalism, the student and his/her parents will be expected to pay any and all damages. 7. Members/participants attending any DECA/Collegiate DECA Conferences may not purchase, consume, or be under the influence of alcohol or drugs at any time. Violators will be dealt stringent disciplinary actions. 8. Tobacco products are prohibited at DECA/Collegiate DECA functions and illegal for minors to possess or use them. 9. Students who disregard these rules will be subject to disciplinary actions and sent home at their own expense. The local advisor will notify parents. 10. Members are to abide by the DECA/Collegiate DECA dress code at all business sessions, competitive events, and other conference activities. Students must follow that dress code when outside of hotel room. Students are to be ready for the day once they walk out of their hotel room. 11. No loud music or loud talking in room. 12. Students of the opposite sex are not to be visiting in the same hotel room. They may visit in the lobby if curfew has not passed. My parent/guardian, advisor, and I have read the above Code of Conduct for DECA/Collegiate DECA conferences and agree to abide by these rules. CODE OF ETHICS FOR ADULT ADVISORS/CHAPERONES Name of Chapter/School: Marketing, Management, Finance, Entrepreneurship, Business, CPE, and Hospitality Management education programs (etc.) offer training to those students who have a career objective in the field of business. Individual conduct and appearance is a phase of this training. This phase of the education program becomes apparent at DECA’s Fall Leadership, District Competitions, State Career Development, and International Career Development Conferences. Since a good example is one method of teaching, and students participating in these conferences are impressionable, a Code of Ethics is set for adult advisors and chaperones. It becomes the responsibility of each and every participant to see that proper conduct is adhered to at all times. Violations of these practices and procedures will be referred to the State Advisor. 

Advisors shall conduct daily meetings with participants for progress reports, time schedules and other activities.

Advisors shall keep an agenda for each student so that they may be reached at any time during the conference.

Each advisor shall be responsible for seeing that participants adhere to all conduct practices and procedures including the conduct code found on page 26 AND dress code found on page 29.

The rules as stated in the DECA/Collegiate DECA Conduct Code and the Dress Code are called to your attention for review and should govern the behavior of advisors, chaperones as well as students. It is the advisor’s responsibility to ensure that the dress code and code of conduct of their students is followed at all times. If a chapter is particularly unruly, the whole chapter can be sent home. Individuals who are not dressed properly or act out may be sent home. Individuals and chapters can lose awards for bad behavior or dress.

DECA Online Conference Registration Instructions Multiple Contest Selection - Open System

1. In your web browser, go to the registration URL: https://webportal.registermychapter.com/pickconf/DECA/MS 2. Click the REGISTRATION button to begin registration. You will be brought to the log in screen, but if you have never registered before, you’ll notice text that says, “If you have never registered this chapter before, please click here to add your school”. Click the “here” link to add your school to the database. If you have registered before, please log in with your previous User Name and Password. If you add a duplicate school record to the database it will cause additional work and confusion for yourself and possibly your state advisor. If you have forgotten your user name and/or password, type in your e-mail address in the blank provided at the bottom of the screen, and click Submit. Your user name and password will be emailed to you. 3. The first time in, you will be asked to verify your school information. Please look all of the information over and correct anything that needs to be corrected. Click Submit when you’re finished, and you’ll be presented with the registration screen. 4. The advisor may be automatically registered. All registration MUST include an advisor. 5. Click the ADD NEW NAME button to add a new name to the list. Provide the participant’s last name, first name, and select their status from the drop down list. You may also be asked to select a t-shirt size, or other information. Be sure to check all contests that this individual will participate in. Remember to select voting delegates (if you bring students who are not competing), so be sure to select the correct Status as you enter names.

6. Continue adding names until you have entered all of your participants. As you add participants, if you attempt to enter more participants in an event than are allowed, you will be informed, and not allowed to exceed the event maximum. At any point, you may press the VIEW REGISTRATION button to get an idea of your total invoice amount, and a better understanding of who is registered for which events. 7. When you are finished, click the FINISHED REGISTERING button at the bottom. At this point, you may have several red messages at the top of the screen. Please read these carefully. Your registration will not be complete until these problems have been resolved. For instance, you may be informed that you must have 2 voting delegates. To correct this problem, click the Back To Registration link at the bottom, select the student(s) you want to be voting delegates and click the Edit link beside each student. Change the Status field to Voting Delegate and press Submit to save. You may also need to correct issues with contest entries (having too many, or not enough for a team). When you’re finished making these changes, press the FINISHED REGISTERING button again. 8. If you get a message that states that you have not met the minimum requirements for a team event, then you must click the Back To Registration link, and either add students to those contests that are short, or remove students from those contests that may have too many. When you’re finished making those changes, press the FINISHED REGISTERING button again. 9. After you have corrected any problems that may have appeared, and re-submitted your registration, be sure to Print a copy of this invoice to send in with your payment. Next, press the CONFIRM link at the bottom to confirm that the invoice is correct. A copy of the invoice will be e-mailed to you, and to the site administrator. 10. If you need to edit your registration, you may come back to this location and make changes up until the registration close date. In order to make changes, click on the REGISTRATION button at the left and log in using your user name and password. The list of registered individuals will appear. Simply click the Edit link, and make any changes you need. When you do this, remember to click the FINISHED REGISTERING button to check for problems, and to resubmit the invoice. Be sure to also click the Confirm link to confirm that the changes are correct. 11. Once you are finished with your registration, be sure to either click the LOG OUT link to make sure that the connection is securely closed, or exit your browser. COMPETETIVE EVENTS RULES To compete – Students who which to compete in any of the DECA Competitive events MUST be a paid member of DECA. This includes District, State and International Competitive events. Please refer to the MS DECA Guide or the MDE website on how to become a member. Dress - Students must wear official business attire. Refer to the National DECA Guide and the MS DECA Guide for the dress code. Students will be disqualified if they are not dressed properly and will not be able to present in front of a judge. Replacing a Student Competitor – You may replace one member of an original winning team between district, State conference, and ICDC. You may only replace ONE member of the team. Both members of the team cannot be replaced. One member must remain on all competitive event competitions. Example, team consist of Becky and John, Becky participated at district but, will not be able to participate at State due to a conflict in schedule. You can replace Becky but John must remain as the other team member. This rule applies to all events that require more than one competitor. No individual event replacements are allowed at any time. Students who choose not to advance – If a student in any event chooses not to advance to international conference, it is the advisor’s responsibility to notify the school with the next qualifying student, as well as the State DECA Advisor, so they may advance and attend the conference. A copy of the winners list will be posted as a Google Docs file as well as e-mailed to every DECA Advisor who had students compete in the State Career Development Conference. Written Events – All written events will be turned in at State conference registration table during the registration process ONLY. NO EXCEPTIONS. One copy should be in an official DECA folio (for judge use), plus TWO stapled copies for penalty point determination. For those written events that continue to ICDC, Two copies should be in an official DECA folio, with one photocopy to be used during the presentation. District Conference Advancement – The qualifiers in each event will be called on stage. The qualifiers will receive a medallion. To make advancement fair in all districts, one person per event per 40 members per district will advance to State Conference up to 10 per district. State Conference Advancement – The top 6 finalist in all events will be called on stage. The top three principal, individual, and team decision making events qualify to compete at the International Career Development Conference. The top 2 finalist in all other events will advance to International. The fourth through sixth place finalists qualify as alternates and may qualify for admission to the various academies provided that the Academy Application is on file (see page 35 of the MS DECA Guide). Number participants per event – Maximum number of participants per chapter includes two participants for each individual event and one team per team event. If all slots are full, an additional student or team MUST be submitted via e-mail to Tammie Brewer tbrewer@mdek12.org so that verification of all events submitted can take place and any additional student(s) would be entered manually. For state competition, a student may participate in ONE individual/team or principles event AND ONE written event, but if placement in both events, the student must choose either/or for ICDC. Both team members must choose the same option if in a team or written event.

2016-2017 NEW DECA TOPICS AND EVENT DATES 2017 TOPIC FOR BUSINESS OPERATIONS RESEARCH EVENT The 2017 topic for each career category is the development or enhancement of a social, local, mobile (SoLoMo) strategy. Participants will collaborate with a local business or organization to analyze current social, local, mobile strategies and practices and then present a plan to improve social, local, mobile strategies and practices. RATIONALE A major trend in marketing across industry sectors is an increased emphasis on social, local, mobile (SoLoMo). Businesses and organizations are re-balancing promotional dollars in order to utilize Geo-location technology, develop mobile apps, improve maneuverability, and alter communications strategies in order to more quickly and more effectively reach customers.

2017 PRODUCTS/SERVICES AND TARGET CUSTOMER DESCRIPTIONS FOR PROFESSIONAL SELLING EVENTS New products, services, and target market customers (prospects) will be identified annually. The participant will research an actual company he/she represents and real product(s)/services(s) to be presented. The participant will also research the business/organization that the product/service will be presented to. Then the participant will present the product(s)/service(s) to meet the needs of the customer (prospect). 

For 2016-207, you will assume the role of financial consultant. A client has scheduled a meeting with you because he/she looking to purchase or lease a new car. The client would like for you to share the pros and cons of both purchasing and leasing and make a recommendation that will have the most positive financial impact. For 2016-2017, you will assume the role of a sales manager for a destination management company (DMC). A non-profit meeting manager is planning a four-day meeting for its 25 board of directors in a downtown hotel. However, the meeting manager has asked your DMC to arrange for VIP airport transfers, and three nights of entertainment that takes advantage of the city’s unique culture.

District Conferences Registration – We will continue with online registration for all DECA events. Please complete the registration form online at http://www.decaregistration.com/ms/ and complete the registration for the District you are assigned. Your chapter must attend the correct district competition. Please refer to the MS DECA guide for a complete list of dates. Deadline for registration and any State Officer Application is December 1, 2016. Fee – The registration fee is $15.00 per participant. Advisor registration fee is complimentary, this does not include lunch. A late fee of $15.00 per participant (with a chapter max of $50) will be added after deadline. Attire – All students MUST wear official business attire. Refer to the Mississippi DECA Guide as well as the International DECA Guide for dress code. Students will be disqualified if they are not properly dressed. Any disqualifications will be done at the discretion of the State DECA Advisor or their designee. State Officer Candidate Information – Potential state officer candidates will qualify at district competition. State Conference Registration –Complete the registration form online at http://www.decaregistration.com/MSS/Main.asp. Your students must have placed in the top places in your District Conference in any Principles, Team or Individual Event in order to participate in any of these categories at the State Conference. Deadline for registration is January 27, 2017. Please make sure your student understands the quick turn-around between the district and state conferences. Fee – The registration fee is $40.00 per participant and/or chaperone who is not officially listed as a DECA Advisor with National DECA. Advisor and chaperones who are official DECA members have a registration fee of $20. All advisors/official chaperones are expected to assist in an event at the State Conference. The advisors/chaperones MUST be registered as advisors with National DECA. Please note that it is advised that you each bring additional chaperones as needed to keep watch of students during the competitive events session that you will be working. A late fee of $15.00 per participant will be added after deadline with a maximum per chapter of $50 late fees. Please do not ask for a waiver of the late fee(s). Attire – All students must wear official business attire. Refer to the Mississippi DECA Dress Code as well as the National DECA Guide for dress code. Students will be disqualified if they are not properly dressed. District Officer Candidate Information - The District Officer Candidates will have given their speeches at their respective District Conference. The qualifying District Officer Candidates will be introduced at the Opening Session at the State Conference. State Office Candidates – State Officer Candidates who have qualified at their district conference will be required to give a 2-3 minute campaign speech to the entire delegation during the Opening Session at the State Conference. This speech will be based on the candidate’s campaign theme. Mississippi DECA Advisor of the Year – Teachers, who qualified as their respective District as Advisor of the year, will bring a completed portfolio with attached documentation and submit that portfolio at the registration table when registering members. All Written Events –The portfolio (written event) must be submitted in a DECA portfolio binder. There must be two copies of that event (one in a binder and one stapled copy for penalty points. Chaperones: One Chaperone will be required per every 5 rooms. Chaperones room will be assigned among the student rooms if available. Key packets will be given to Chaperones only with the names of the students on each key packet. Room assignments must not be changed in order for the hotel to transfer incoming calls to the correct rooms. If advisor changes the student’s rooms, then the advisor must let the hotel know of changes. Check - in time is at 3:00pm Upon arrival students should gather on the Mezzanine while chaperone(s) register(s) and keys are distributed. Escalators will be turned off to prevent injury, unnecessary riding or damage. Curfew is at 11:30pm. All students are required to be in their assigned room and noise to be kept at an appropriate level. Chaperones are required to walk the rooms for their group at 11:30pm and at 12:30am. minimum. Students are required to have their rooms in a neat and organized manner. If the house keeping staff is unable to gain access to room due to excessive clutter the room will not be cleaned that day. If additional towels are required they can exchange dirty towels for clean towels at the front desk. Pajamas and head coverings are not permitted in the lobby. Students are required to wear standard School clothing and shoes. Elevators are not to be used for riding of floors. When entering the elevators a specific destination is to be pushed on elevator and the student must exit on the floor designated. The Hotel check out time is 12:00 noon. The hotel will, however, store luggage after check-out and before youth leave the hotel. Please request this service at the front desk if needed. Students are required to check out of their own rooms by 11:00 am in order for advisor/hotel to inspect rooms for damage to furnishings and to complete damage deposit refunds in a timely manner. Students will not be able to re-enter rooms after 11:00 am. after checkout. If it is necessary for the student to re-enter a vacated room due to a forgotten item, the student with chaperone must come to the front desk and a guest service represent will escort them to the assigned room. Telephone Service:  The telephones in your room are not set up to dial outside of the hotel. In order to obtain outside phone service a credit card or a deposit of $25.00 must be left with the front desk.  Room to Room Calls: Simply dial 7 and the three digit room number. If your room number has 4 digits simply dial the room number.  If the red light on your telephone is lit, you have a message. Press 41 on your phone and follow the instructions. Students are required to be governed by advisor in charge of that school’s group. The entire school group may be discharged if one or more student(s) from that school cannot be controlled. a) First time, Student will be asked to refrain from the inappropriate behavior. b) Second time, Student will be asked to refrain from the inappropriate behavior and the Chaperone will be contacted. c) Third time, the hotel will escort the student to the general office (located in the lobby) and the parents will be called to pick up the student. There will not be a refund of room rental due to a dismissal. No Students will be allowed to loiter in the lobby. No one under the age of 18 will be allowed in The Marriott Exercise Room without the onsite supervision of a guardian.

Any students found not adhering to the Hotel polices and standards will result in immediate dismissal from the Hotel. The student will be escorted to the general office (located in the lobby) and the parents will be called to pick up. If more than 1 student from the same school is found not adhering to the Hotel polices and standards the entire school group will be asked to leave hotel property. Mississippi DECA/ Collegiate DECA Sponsorship and Awards Program The major objective of the Sponsorship and Awards Program of the Mississippi Association of DECA/ Collegiate DECA is to prepare high school and post-secondary students to become emerging leaders and entrepreneurs in marketing, finance, hospitality and management. DECA/Collegiate DECA strives to develop maximum student participation, understanding, and participation of our free competitive enterprise system. Through classroom instruction of marketing and youth organization activities, DECA/Collegiate DECA promotes competence, innovation, integrity, and teamwork. Community Service/Charitable Giving This year’s Mississippi Charity is the Muscular Dystrophy Association (MDA) It is the goal of the State Action Team to promote community service and charitable giving by the following: 1. FREQUENTLY ASKED QUESTIONS ABOUT DECA MEMBERSHIP Who can be a DECA member? A change was made to the International DECA Constitution. Now DECA membership is available to all students in grades nine through twelve. (middle school will begin next year) DECA membership is also open to DECA advisors, alumni and professional members. Students who are in college may join Collegiate DECA. Who should join DECA? All students who participate in DECA activities at the local, district, state and/or international levels MUST pay state/provincial/territorial and DECA Inc. dues. These activities include, but are not limited to, conferences, competitive events, online challenges, scholarship applications and more. Board policy states that all members, including advisors, must pay membership dues. Who is a professional member? Professional members are individuals from the community (i.e., business leaders, judges, internship sponsors, counselors, administrators) who are active with the chapter. They must pay the appropriate DECA Inc. and state/provincial/territorial dues. Professional members receive a pin and card, one year subscription to Dimensions (if a current address is provided) and the value of supporting an organization that prepares emerging leaders and entrepreneurs to be college and career ready. Who is an alumni member? Alumni members are individuals who have graduated and wish to remain involved with the program by paying the appropriate DECA Inc. and state/provincial/territorial dues. DECA membership is for one school year. What is the deadline for submitting membership? DECA membership is open year around; however, DECA encourages all chapters to activate their chapter by submitting initial membership by November 15. This ensures that the chapter continues to receive communication, publications and services from DECA Inc. The deadline for members to be eligible to compete at the International Career Development Conference is March 1. Each state/provincial association may have additional membership deadlines. What is the minimum number of members needed on a roster? The minimum chapter size is ten (10) student members and one (1) advisor (or any combination of 11 paid members). The only exception is in the case of a new or reactivated chapter, which has two years to obtain the minimum chapter size. GENERAL GUIDELINES SCHOLARSHIP APPLICATIONS SUBMIT ONE APPLICATION FOR ALL SCHOLARSHIPS $250 CLAYTON MARBLE MEMORIAL SCHOLARSHIP - SPONSORED BY STATE OFFICERS $250 MAME SCHOLARSHIP $250 MS DECA ALUMNI SCHOLARSHIP (Same criteria and rating used for ALL Scholarship Applications) 1. The Scholarship shall be awarded to the student who shows outstanding scholastic ability as well as displays involvement in school and community affairs, regardless of major in college. 2. This scholarship shall be presented to the college of the recipient's choice in the case of the Clayton Marble Memorial Scholarship and directly to the student for the MAME and Alumni Scholarships upon receipt of documentation of current enrollment in college. 3. be a senior in high school be a fully paid member of the Mississippi Association of DECA not be a current State Officer for the Clayton Marble Memorial Scholarship

4. The candidate chosen for each Scholarship shall submit the following in portfolio style: A. B. C.

A letter of recommendation from his/her advisor An official sealed transcript showing at least a "B" average for all high school work through the previous fall semester, (school grading system must be included ) Items listed on the "Leadership Component" requirement (see attached rating sheet).

5. The recipient shall be chosen on the basis of a point system for the following categories: A. B. C.

6. Selected judges will conduct the interview. Interviews shall be given by a minimum of three judges to include: The DECA Chairman of the Board, one MAME representative, and one MS DECA Alumni member. 7. Interviews shall be conducted at fifteen (15) minute intervals. Judges will be given equal opportunity to question each candidate. All interview questions for all Scholarships should be worded to bring out creativity and ingenuity of the candidate. 8. Each interviewing judge shall rate each candidate based on the scale as stated in A, B, and C. a. 1-35 points, personality b. 1-30 points, knowledge of marketing and management c. 1-35 points, the answer of overall questions 9. Interview scores shall be averaged to determine the overall interview score. 10. The written test will consist of 50 multiple choice questions on Marketing and Economic Fundamentals. Maximum points on test are 50. 67


11. The interview score will be added to the test and leadership component scores. The candidate with the highest overall score shall be awarded the Clayton Marble Memorial Scholarship, second place will be awarded the MS DECA Alumni Scholarship and third place will be awarded the MAME Scholarship. 12. In the event of a tie, the candidate with the highest interview score shall be named the recipient. 13. Any chapter that recommends a candidate for a Scholarship shall submit a minimum donation of $20.00 to the DECA scholarship fund for each nominee submitted. Chapters may submit a maximum of three candidates. Chapters not recommending a candidate are also encouraged to contribute to the fund. 14. Scholarship criterion is subject to change only under the supervision of the State Coordinator of Mississippi DECA and a two-thirds vote of the Executive Council. 15. The recipient shall receive the scholarship award check when an official letter of school admission from the registrar's office is received by the State Department. This letter must be received within one-year after the presentation of the scholarship award. 16. In the event that the recipient does not attend school within the one – year period, the scholarship money allotted the recipient will remain the property of Mississippi DECA.
