Linde Engineering is working on the first commercial hydrogen powered trains and the first hydrogen powered ferry in Norway, and in Belgium the Port of Antwerp-Bruges is almost ready to start using the first hydrogen powered tug boat.

There was much discussion over which hydrogen carrier would play the most significant role, with the consensus being a combination of all carriers, including ammonia and liquid organic hydrogen carriers (LOHCs), would be needed.

The project is expected to cost US$80 million (€77.1 million) by 2025, and will be carried out in several stages. Phase I, to increase capacity of the plant, build the new hydrant system and connect it to the existing system, is already underway, and will be operational in 2025. Phase II will extend the hydrant system with an extra 20 fuelling positions, and will be launched in 2029. Phase III, with a further 27 fuelling positions, is expected in 2036.

Lima International Airport is Peru’s main airport, hosting 23 million passengers on 198,000 flights in 2019. Its annual fuel requirement for that year was 1.28 million m3

PHMSA has issued a Notice of Probable Violation (NOPV) and Proposed Compliance Order to Colonial Pipeline, after inspections of Colonial Pipeline’s procedures and records turned up multiple probable violations of federal pipeline safety regulations. This includes a probable failure to adequately plan and prepare for manual shutdown and restart of its pipeline system, despite PHMSA warning the company of noncompliance following inspections in 2020. According to the NOPV this failure to plan contributed to the widespread impacts following the cyberattack.

BUCKEYE TO BUY BEAR HEAD CLEAN ENERGY PROJECT

US independent crude oil storage and transportation company Converge Midstream is taking Magellan Midstream to court, accusing it of ongoing anticompetitive practices relating to its Houston Crude Oil Distribution System (HDS).

It’s time for an end to those abusive practices,’ says Dana Grams, Converge’s CEO. ‘Not only is Magellan’s conduct illegal, but it also stifles competition, increases costs to crude oil shippers and markets, and raises the cost of gasoline and other refined products for hardworking people across the country at a time when American businesses and families are already struggling with higher energy prices and surging inflation.’

‘Nova Scotia’s unique geographical characteristics give the region the potential to become one of the most productive renewable and green energy development areas in the world,’ says Buckeye CEO Todd J Russo.

US liquid storage and transportation company Buckeye Partners is to buy Bear Head Energy, which is developing a clean energy project in Point Tupper, Nova Scotia, Canada.

Magellan’s acquisitions of pipelines around the Houston area have given it control of ‘the last mile’ of distribution, when products are delivered to end users and export facilities. Under Texas law, Magellan is a ‘common carrier’, which gives it right-of-way on private property, but also requires it to make

US energy company Energy Transfer has signed two more sale and purchase agreements for its Lake Charles LNG project in Louisiana, US, with Gunvor Singapore and SK Gas Trading.

In April 2021, Energy Transfer signed two SPAs with Chinese firms ENN Natural Gas and ENN Energy Holdings for 1.8 million tpa and 900,000 tpa of LNG respectively, also for the Lake Charles facility. The total amount of LNG contracted from Lake Charles LNG is now 5.1 million tpa.

Magellan’s ‘elaborate and unreasonable’ demands for the connection meant that it cost double the usual amount for such a project, and that its current practices violate the settlement.

‘Converge is on the right side of the facts and the law. Nobody wanted this dispute to go this far, but Magellan’s ongoing and continuing unwillingness to act in good faith and against the law left Converge with only one option – to challenge Magellan’s actions in court,’ says Benjamin L Bailey of law firm Bailey & MagellanGlasser.has yet to publicly comment on the new allegations.

Energy transfer will supply 2 million tpa of LNG to Gunvor for a period of 20 years, on a free-on-board (FOB) basis with the price linked to the Henry Hub benchmark, plus a fixed liquefaction charge. First deliveries are expected in 2026, subject to a final investment decision (FID) on the Lake Charles project.

ENERGY TRANSFER SIGNS TWO LNG SPAS FOR LAKE CHARLES

Under the terms of the SPA, Energy Transfer LNG Export will supply SK Gas Trading with 400,000 tpa of LNG, and as with the deal with Gunvor, on an FOB basis with the price linked to the Henry Hub benchmark, plus a fixed liquefaction charge. The SPA has a term of 18 years. Again, first deliveries are expected in 2026, subject to a final investment decision (FID) on the Lake Charles Tomproject.Mason, president of Energy Transfer LNG, says the company is ’pleased with the level of interest’ from international customers and from domestic natural gas producers who will benefit from expanding US exports of natural gas, adding: ‘These factors increase our confidence for taking FID by the end of this year.’

The unified port provides adds €21 billion to Belgium’s GDP, or 4.5%. It is the largest throughput port for vehicles, has the largest chemical cluster in Europe and is one of the leading container ports (159 million tpa).

The port is also looking at digitalisation. Antwerp has been developing the Nextport digital platform, and this will be expanded to Bruges.

brings strengths in container handling, breakbulk and chemical products, while Bruges is a major port for RoRo traffic, container handling and the transshipment of LNG. The Port of Antwerp-Bruges has connections throughout the world.

The ports of Antwerp and Zeebrugge in Belgium have merged to form the Port of Antwerp-Bruges, which is the largest export port in Europe, with 147 million tpa.

The ambition of the Port of AntwerpBruges is to be the first green energy port in Europe, and it plans to be carbon neutral by 2050. Bruges already hosts an energy terminal through which 50% of European LNG arrives, and this could easily be converted to accept hydrogen imports. Chemical giant Ineos has indicated that it will develop a hydrogen project in Antwerp and the port hopes to attract other green economy and energy transition businesses. Antwerp’s carbon capture, storage and reuse project, Antwerp@C, will see 2.5 million tonnes of CO2 captured from industry by 2025.

achieving their plans. Firstly, hydrogen must be certified to ensure that imported hydrogen ‘is recognised as a value-adding part of the solution’. Secondly, the financial gap between renewable and low-carbon hydrogen and its derivatives, compared to conventional, carbonemitting alternatives, must be closed.

Phase 2 will run to 2025. Uniper plans to develop a permanent port solution for the FSRU in parallel to the existing UVG, and provide additional unloading and handling facilities for products for the energy transition, like ammonia, creating socalled Green Wilhelmshaven. Ammonia could be converted to hydrogen at onsite crackers or transported away by rail.

German energy company Uniper has begun pile-driving work at Wilhelmshaven, Germany, for the country’s first LNG terminal.

Initially this infrastructure will be within the coastal industrial clusters, and then between ports and inland industrial clusters, supplying the likes of steel, chemical and cement plants, and filling stations for trucks and barges.

The 250 m berth, which was originally built in 1976, handles products including vegetable oils and fertiliser feedstocks. It can receive vessels with a draught of up to 10.5 m. Following the expansion, it will be able to handle two bulk carriers at the same time, up to 200 m long and with a DWT of 60,000 tonnes.

Uniper will invest €65 million in the project, which will have an initial LNG import capacity of 7.5 billion m3 per year, around 8.5% of Germany’s needs. The parties signed a letter of intent to charter two floating storage and regasification units (FSRUs). Additionally, the federal government and the state of Lower Saxony signed an agreement to expand Wilhelmshaven into a green energy hub for Germany, which Uniper is supporting with the LNG project and its Green Wilhelmshaven project.

The energy hub will be developed in two phases. Phase 1 will see an FSRU connected to the existing Umschlagsanlage Voslapper Groden (UVG) sea bridge. The UVG will be adapted for this purpose and a ship-toshore interface connecting the FSRU to

The hydrogen will be supplied through local production and imports, as Europe cannot produce enough hydrogen to meet the projected demands and climate targets by 2030 and 2050. Pilipinas Shell Petroleum Corporation (PSPC) has broken ground on a new petroleum products import terminal in Darong, Southern Mindanao in the Philippines.

The terminal will have a capacity of 67 million L, and is expected to be operational by Q3 2024. It will be PSPC’s fourth import terminal, and it’s third largest in the Philippines, after the 263 million L Shell Import Facility Tabangao (SHIFT) in Batangas and the 90 million L North Mindanao Import Facility (NMIF) in Cagayan de Oro City.

The new tank, at Park’s Walsh Point terminal, has been part-financed by the A$260 million (€176 million) Boosting Australia’s Diesel Storage fund launched by the Australian government in July 2021 to expand onshore diesel storage by 40% and ensure fuel security. Park expects work on the tank to be completed with the middle of 2023, with the tank operational by the end of that year.

CHJV has signed a co-operation agreement with the Port for the exports and together with the refurbished tanks, this will establish a new Perth Basin oil export route, open to third parties as well as the JV partners.

Cliff Head Joint Venture (CHJV) partners Triangle Energy and Pilot Energy are upgrading two oil tanks at the onshore Arrowsmith Stabilisation Plant (ASP), the first step towards finalising the Perth Basin oil export route.

ORICA AND H2U JOIN FORCES FOR GLADSTONE GREEN AMMONIA

The two parties have signed a memorandum of understanding to explore opportunities for a domestic green ammonia offtake and supply agreement. H2U would supply green ammonia from its proposed Yarwun plant, part of the H2-Hub, to Orica’s Yarwun manufacturing plant. They will also look at the possibility of developing a largescale green ammonia export terminal at the Port of Gladstone, which would use Orica’s existing ammonia storage capacity at the Fisherman’s Landing Wharf and the associated connecting infrastructure in the Gladstone State Development Area.

H2-Hub Gladstone is expected to cost A$4.7 billion (€3.21 billion) and will produce green ammonia and hydrogen. Its planned capacity of 3 GW of electrolysis and 5,000 tonnes per day of green ammonia production will be powered entirely by new-build solar and wind resources in the Queensland region of the National Electricity Market. It may also improve supplies of renewable energy, with the integration of new renewable generation assets in central Queensland. Front-end engineering and development (FEED) is expected to start by the end of 2022, with a final investment decision in 2023 and operations in 2025.

Australian mining and infrastructure company has teamed up with Asia Pacific green hydrogen firm H2U Group to initiate the first phase of the H2-Hub Gladstone green ammonia project in Queensland, Australia.

The signing of the MoU was attended by Iran’s oil minister Javad Oji, NIORDC CEO Jalil Salari, and BMI managing director Mohammadreza Farzin.

The Shahid Nader Mahdavi terminal will be constructed in in Bandar Abbas in Hormozgan province, and will have 18 tanks with a total capacity of 600 million L. It will be the largest such facility on Iran’s southern coast. The terminal will serve the new Shahid Soleimani and Mehr Persian Gulf refineries as well as other existing refineries, and according to NIRDC will ensure the continuation of production and security of supply in Iran. It will also increase the strategic storage capacity of the country.

Oman Oil Marketing Company (OOMCO) has signed an agreement with Omani biodiesel manufacturer Wakud to introduce biodiesel blends into Oman’s fuel market.

The leak was contained by retention tanks, according to Reuters. It did not spill into the surrounding areas and no pollution has yet been detected. A spokesperson told the newswire that it could take a few days to pump the oil back into the tanks. A number of fuel tanks at an oil storage depot in Bryansk, Russia caught fire at around 2am local time on 25 April 2022. Russian news agency TASS reports that fire and rescue teams were sent to the scene. A spokesperson from Russian Emergency Situations Ministry told TASS that there have been no casualties. Reports suggested that a nearby Rosneft refinery was also on fire, citing videos showing the two blazes posted on Twitter, but this was not confirmed by Russian authorities. An investigation has been launched. Bryansk is near to the Ukrainian border and some unverified reports suggest that the fires are the result of a Ukrainian attack. However, neither the Ukrainian nor Russian authorities mentioned such a possibility.

No injuries were reported.

Operations ceased at Pemex’s 330,000 bpd Salina Cruz refinery, following a fire in a gasoline tank on 16 April 2022 which took 24 hours to extinguish. The fire started in the upper part of tank TV-102 in the pumping and storage area of the refinery complex. Processing units in the refinery were gradually shutdown to ensure safety.

Pemex’s own firefighters and those of the regional emergency unit, Grupo Regional de Atención y Manejo de Emergencias Sur (GRAME SUR), extinguished the flames, and cool the remaining product and tanks. A source told Argus that 33,000 bbl of gasoline burned during the incident. As of 18 April, 26 refinery units remained closed, according to the source.

Construction/Expansion/Acquisition: Nola Oil Terminal is constructing phase one of its terminal in Plaquemines on the Mississippi River. The terminal will be the first in the region capable of handling the New-Panamax and Suezmax vessels, up to 366 m long and up to 170,000 DWT.

which owns an LPG terminal in Quintero Bay, Chile, importing LPG mainly from the US. It is one of the largest LPG terminals on the Pacific coast of South America.

Construction/Expansion/Acquisition: Harvest Midstream is to buy the remaining 25% interest it does not already own in Arrowhead ST Holdings (ASTH), from its joint venture partner. The ASTH system includes around 515 miles (830 km) of pipeline with a throughput capacity of 380,000 bpd, linking Eagle Ford Basin producers and Corpus Christi.

Construction/Expansion/Acquisition: Blueknight Energy Partners has bought an asphalt terminal and 200-acre industrial park from an unnamed seller. It will also expand an existing asphalt terminal, including inbound rail logistics, blending equipment for polymer modified asphalt, and additional tank storage.

Comment:

OTH says that the tanks will allow it to relocate and consolidate products of existing customers and optimise the use of current storage capacity for new customers and products.
