Kilwa district is blessed witth a great divversity of herittage sites, botth cultural an nd natural. Recognizing aand safeguard ding this herittage is more tthan a mere n nice to do, iit is essentiall to our grow wth as a peopple. For the past p years, Kiilwa has beenn well known n from its b benevolent hiistory of trade e dominance aall over the w western Indian Ocean coast and from the e presence o of beautiful architectural a structures thhat not only prove the exxistence of thhe historical town but eexpress who w we are and who we were inn the past. Att the inception n of the proje ct, it was really evident tthat Kilwa hass a lot to show w to the heritaage communitty all over the e world. II have learneed that this inventory puts forward a broad, long te erm vision forr our heritage in Kilwa D District. Throu ugh public con nsultation wee have learned d and identifie ed Kilwa as a pprecious area endowed w with very valu uable heritage e that could, ttherefore make Kilwa Distrrict a centre foor heritage sttudies and aa hub for tou urism activities, not only in the southern n circuit but to the whole country. The inventory h has defined heritage h broadly to encom mpass our culttural heritage e such as ruinns, artefacts, buildings, h human curren nt activities such as fishingg, salt farming and crafts works; our w naatural heritage e that has b been identifieed includes wa ater, forests, aanimal and birds. FFrom this inveentory thereffore, each of uus has a responsibility to b be a steward of heritage. A All level of ggovernment, every busine ess, every orgganization, evvery commun nity and indeeed every Kilw wan must sshare in its prreservation an nd celebrationn. U Unfortunatelyy, for many pa ast years, onlyy the Ministryy of Natural R Resources andd Tourism, through the A Antiquities Division, has invvested heavilyy in our famo ous World Herritage Site, thhat is the Ruin ns of Kilwa K Kisiwani and tthe Ruins of SSongo Mnara, while the Kilw wa District Au uthority has nnever seriouslyy engaged iin this importtant field. How wever, it is goood to learn th hat this inventory work hass involved the e Ministry, tthe Local Authority and the communityy at large. It iss our responssibility, thereffore to ensure e that this vvaluable workk is linked to ffuture Kilwa ddistrict plans, actions and in nitiatives and should be streamlined iin our daily op perations, the e way we workk together to manage our h heritage issuees and resourcces. FFrom this inveentory it is obvious that Kilw wa has unique heritage tha at we need too seriously pre eserve and u use for our fu uture socio‐ecconomic deveelopment. By so doing, thiss heritage wil l define who we are, it w will enrich ou ur quality of liife, attract to urists, draw m migration to o our beautiful beaches, con ntribute to o our economicc well‐being an nd hence makke Kilwa District a desirable e place to live and work. Donatius M.K. Kamamba Director of Antiquities, Ministry for Natural Resources and Tourism Recognition of the Value and importance of cultural heritage resources is not new among the Tanzanian communities. Before the Colonial era our ancestors conserved their significant cultural heritage, which included sacred places, traditional tools, customs and settlements. This heritage was managed by respected individuals or clans in the communities and was passed on from one generation to the next to keep memories of the communities’ history. Cultural heritage resources are an identity to any nation. Tanzania is endowed with many cultural resources with international status. Some have publicized the country worldwide. Such resources include the Oldupai Gorge and Laetoli footprints in Arusha; Kilwa Kisiwani and Songo Mnara ruins in Lindi; and the Rock Art Paintings in Kondoa, Dodoma which are inscribed on the UNESCO World Heritage list. Kilwa Kisiwani and Songo Mnara Islands, inscribed on the World Heritage List in 1981, were inhabited since the ninth Century AD. During their prosperity in the 14th and 15th Centuries, the islands were the wealthiest of the Swahili city states and controlled the lucrative trade routes along a considerable stretch of the East African coast. The Kilwa Kisiwani and Songo Mnara ruins have been under the threat of natural decay, plant infestation and roots destruction; wind erosion; sea wave destruction and human activities on or near the property. Hence in 1999, the Ministry of Natural Resources and Tourism designed a project in collaboration with UNESCO, the French Embassy, the Japanese Embassy and Kilwa District Authorities to start from 2002 to 2005. During this period, the Ruins were inscribed on the World Heritage danger list. This listing helped to obtain support from a number of technical and financial partners including African World Heritage Fund, UNESCO World Heritage Centre, World Monuments Fund, Norwegian Government, International Labour Organization, World Bank, French Government, American Government and the Ministry of Natural Resources and Tourism. All these supports dwelled on the consolidation of the ruins; community awareness and involvement; capacity building to staff and villagers in tour guidance and entrepreneurship. The present funding from the European Union emphasises, among others, on the inventorying of the cultural and natural heritage in the Kilwa District. The inventory prepared under the implementation of the Kilwa project is an important undertaking that furnishes the Division with detailed information of the key natural and cultural heritage resources within Kilwa District. This information will help to identify and privatize the sites potential for conservation and development; conservation and management priorities; potential partnerships and linkages depending on the type of heritage identified. The inventory will assist the Division to create an accessible computer‐based resource of the country’s immovable cultural heritage for the day to day reference. It will provide a much faster and more efficient mode of access which can be rapidly searched, easily updated and corrected and will set up links to the photographic archives. It is a commendable job that needs to be supported and utilized after its completion.

European Union Ambassador in Tanzania The story of Kilwa is thrilling. It is beautiful, exciting, sometimes sad, yet full of promise. The great traveller Ibn Battuta, when setting foot in Kilwa in 14th century, wrote that it was one of the most beautiful cities in the world, and he had seen Tangiers, Constantine, Alexandria, Cairo, Jerusalem and many more! Kilwa grew to be a substantial city and the leading commercial warehouse on the southern half of the Swahili coast. It was the gateway for an intensive exchange of goods between Africa and the rest of the world. Chinese porcelain has been found as far inland as Zimbabwe, and an African giraffe was one brought to China as a gift to the Emperor. Kilwa became the most powerful city on the East African coast in the 15th century, and was successively coveted by the Portuguese, the Arabs and the rulers of Oman. This history also left some scars. Slave trade and successive occupations left scars and destruction on buildings, people and the landscape. The city eventually turned into a quiet village, but the remaining beautiful architectural sites are now under UNESCO's World Heritage List. However, we have hope for Kilwa. In Europe many beautiful cities have been revived, building on their heritage for a brighter future. Successful recipes for these cities to be reborn include: cultural heritage preservation, creative industries, sustainable tourism management, and assistance for people to set up small and medium enterprises. I am pleased to see that the government of Kilwa is moving in that direction and is working hard to revive Kilwa. The project with the International Centre for Earth Construction (CRAterre‐ENSAG) that the European Commission has decided to support, as shown off in this excellent brochure, is another source of hope for Kilwa. Its aims at empowering the local population of Kilwa to manage its cultural and natural heritage in a way that will trigger increased economic and social development. Through a focus on documenting, enhancing and promoting natural and cultural heritage outside the World Heritage boundary, this project is complementary to the remarkable efforts the Government of Tanzania, UNESCO, the French Embassy and other leading heritage organisations; which are working to preserve the ancient ruins and buildings of Kilwa. Visitors who flock to Kilwa and enjoy its pristine beaches must prolong their stay for the people of Kilwa to fully benefit from their presence. Providing them with a diversified offering of natural and cultural attractions and increased tourist infrastructure will certainly contribute to this. Through the training of tour guides, the setting‐ up and management of local guesthouses and the creation of an Information Centre, the inhabitants of Kilwa will directly benefit from this project and from a growing tourism industry.

IIt is with this in mind that tthe Europeann Union decide ed to embark on a major ccooperation program to ssupport culture for develop pment in Tanzzania. The firsst phase of th his programmee has been th he support tto creative an nd cultural in ndustries, in aall fields from m dance to th heatre, visual arts, films, music m and ccrafts. Eleven projects are ongoing and aare starting to o make Tanzanian artists shhine even brigghter. The ssecond phasee of the progrramme is the Support to Preservation P and a Promotioon of Cultural Heritage. EEight projectss were awarde ed to receive ggrants, including the suppo ort to Kilwa. TThese projectts support the e restoration of heritage ssites in Tanzan nia, the trainiing of tour gu uides, and tthe creation of tourism infrastructuree to encouragge a growing g and attracttive tourist in ndustry in TTanzania. Theese include th he project "H Heritage Centtre on the Sitte of the form mer Slave Market and P Preservation o of Christ Churrch Cathedral"", led by the W World Monum ments Fund; "PPromotion of earth and h human heritage of Ngoronggoro by valoriisation of the Oldupai and Laetoli sites", led by the Nggorongoro C Conservation Area Authority; the projecct "Dar es Salaaam Centre fo or Architectura ral Heritage", led by the A Architectural Association of o Tanzania; aand the proje ect "Cultural Heritage H Consservation, Tou urism and SSustainable Development D in the Southeern Highlandss of Tanzania a", led by thee Tumaini University of IIringa. W We will be working w closelyy with all theese projects to support the em in achieviing their obje ective of a sstronger and more vibrantt cultural secttor in Tanzania, especially tthrough explooiting opportu unities for ssynergies and d fertilisation b between thes e initiatives. TThe European n Union is co onfident that we will see fruits of economic growthh, cultural ce elebration, p peace and a ggreater knowle edge of the hiistory and herritage through hout Tanzaniaa, and specificcally in the b beautiful areaa of Kilwa, as tthese projectss grows from strength to strength.
