Introduction
This report is part of the course MEGA within the Master of Architecture, Urbanism and Building Sciences, track Building Technology at the Technical University of Delft. The aim of this course is to gain knowledge about designing the tall buildings. The proposed tower is located in the city of the Hague in the Netherlands. The Hague is the home of national government, the parliament, The ICJ (International Court of Justice) and the residence of the royal family. The tower has several facilities to be considered an extension of the International Criminal Court of Justice (ICC), residential apartments, hotel and offices, all these functions have to be fit within maximum footprint of 75*75 meter A main public square in the city is one of the main urban challenges has to be addressed.

1. Design Concept
The city of the Hague population has been declined between 1960 and 1985 by 28% from around 600 thousand to a low of approximately 450 thousand inhabitants because of suburbanization. This figure had remained at this level for 15 years later. In 2000 the number has been increased sharply and its expected to exceed the 600,000 people by 2035. The architectural concept based on achieving the maximum functionality that can cope with this radical changes in the urban topology of the city where could some building abandoned and need to be adapted to its new circumstances. The design is a continuous evolution of the space in a way that can be reconfigured and remain at the same time within the framework. This framework or fundamentals we set is to provide the best quality of living, equality between the occupants, and justice. The intention of the new proposed design for the Tower is to create a simple, clean 8
geometry which complies with the existing architectural values. The free and organic shape of the plan comes in contradiction with the verticality created in the facade which resembles the geometry of the existing building. By creating clear outlines that differentiate the court and the other functions and be combined in one form.

2. Context
The Site is located in the innovation district of the city. This district surrounding the city center and contains over 2.5 million square meters of offices. There 63000 jobs and 30 million visitors annually to this area. In addition, most of retails, startups, hotels and universities campuses are located there. In the North of the site, the sea and park view dominates the skyline. The Central station of the Hague and new Babylon residential and commercial block surrounded the site from south and east.

Utopia is an ideal community or society possessing a highly desirable or near-perfect socio-politico-legal system
