Hello there Taroona folk!

Where did that year go? Quite surprisingly Christmas is nearing so the community association is bringing you one final end of year issue of Taroona News containing our latest news. Read about the progress on the protection of the Taroona coastal forest next to the University IMAS development, the Kingborough Council’s recent decision to approve the eastern end of Taroona beach for dog exercise, Chiton updates, Bushfire readiness and much more.

Protection of Taroona coastal blue gum forest and IMAS development You may recall that the October Taroona News reported on community concerns conveyed at a public meeting about the State Government’s proposed sale of the Crown title that forms part of the Taroona Foreshore Reserve and includes an area covered with high conservation value blue gum forest, and a proposed planning scheme amendment to allow commercial use of the IMAS site.

In mid-November the TCA Committee met with University officers and the Orna-Tas CEO, Scott Parkinson on the latest news in relation to these issues.

We were pleased to hear that the University has responded to the community’s call to protect this forested foreshore portion of the Crown title. They are now proposing to subdivide this area from the larger title and rezone it as Environmental Management Zone (EMZ) under the Kingborough Interim Planning Scheme 2015. The EMZ will also be expanded to cover the foreshore walking track north the new pump station. We welcome this proposal as it establishes a firm legal framework for the protection of this area, but from TCA’s perspective more steps could be taken to formally recognise this area as a reserve and consider its joint management with Kingborough Council.

A planning scheme amendment has already been submitted with Kingborough Council that includes rezoning for the area noted above, but also changes the Local Area Objectives in the Community Purpose Zone for the entire IMAS site that will allow for the discretionary use of the land for “Resource Development–aquaculture”, ie the commercialisation of the site. Discretionary use means that every development must be advertised which gives the community an opportunity to comment.

As yet no formal plans have been provided to the TCA for the Orna-Tas development of a commercial breeding hatchery of the tropical rock lobster. However we have been told it will be small and discreet.

Summer rowing highlights ahead Forget the silly season; here is an update of what’s coming your way this summer rowing season.

Excitement is building for Tawe Nunnugah, aka “The Raid”, a 10-day row from Recherche Bay to the start of the Australian Wooden Boat Festival between 30 January and 8 February 2019. A small contingent of Taroona rowers will be delightfully dissolved amongst 120 odd rowers and sailors participating from Oceania and across the globe. A dynamic and fearless Taroona duo will also be piloting one of the safety boats, shepherding the small craft from one idyllic camp spot to another. Welts, blisters, sunburn and frostbite are guaranteed as is the stunning landscape that thrilled French explorers in the early 19th century.

Taroona’s St Ayles Skiff Chiton will be a reserve skiff for this adventure, which will allow other Taroona Rowers who cannot get 10 days off to participate in the Parade of Sail of the Australian Wooden Boat Festival on the last day of the Raid. The plan is the same as previous years where Chiton rowed out to join the Raid fleet mid-river. This is the singular most spectacular event on the rowing calendar, amongst hundreds of craft of all sizes.

Following the AWBF, a Homecoming Regatta will be held at Franklin on 14–15 February to welcome home the boats participating in the AWBF. A departure from previous St Ayles Skiff Championships, the emphasis is on fun rather than raw muscle.

From page 1 The next steps Kingborough Council will assess the planning scheme amendment application. Public representations can be made when it is advertised.

The Council will then send the planning scheme amendment to the Tasmanian Planning Commission (TPC) and public hearings may be held. The TPC will then either approve or reject the amendment.

The TCA committee still has some concerns that the change of use proposed for the area currently zoned Community Purpose could lead to an unknown future of commercialisation of the IMAS site, thereby compromising this relatively quiet residential suburb.

The University will lodge a subdivision application to excise the blue gum forest from the larger title. They are hoping to lodge this application before Christmas. Following the approval of the planning scheme amendment, a discretionary development application will be lodged by the University for the lobster hatchery in conjunction with Orna-TAS. As mentioned we have not yet viewed any plans.

We were also informed that a Master Plan is to be prepared by the University for the overall IMAS site, which will be made available for public consultation.

What does this mean to you?

We aim to keep the community informed. The TCA is yet to determine if it will make a representation on the planning scheme amendment.

Interestingly, the protection of Crayfish Point is a not a new issue. Committee members were recently given a letter that remerged from the late 1960s from a local resident to the Government expressing serious concerns about the loss of the natural values and reserve qualities of Crayfish Point with the impending development of the Fisheries. Fifty years later we are still making a stand to protect what little is left of these remnant forests. We have published an excerpt of the letter for your Xmas reading.

No.2 Nubeena Crescent July 31. 1967 Dear Sir, Months back I drew sketches and plans for developing Crayfish Pt and the Batchelor grave 1810.

Those sketches were shown to Mr Carrington Smith who graciously visited the spot and painted a “picture plan” of the area. This painting is now in your hands by way of Mr Thwaites.

Crayfish Pt is a spot of exquisite beauty and a commanding outlook upon the Derwent estuary, Channel Mouth, Ralph’s Bay and It has further, great historic interest.

The plan over 50 years has been to convert the Nubeena Quarantine Station into a Public Park with Flinders Avenue curving around the point and a rest area surrounded by Norfolk Island pines together with the proper development of the Batchelor grave as planned.

I am most disgusted now to find these plans being upset. A large area is fenced off with a “gaol fence”, the rest area totally desecrated and no provision made for the Avenue. Worst of all, the walk around the headland is encroached upon and now converted into a mud slide passage being so prohibited.

It appears that some group plans a Marine Laboratory at or about the sewer outlet.

I have resided in this area since 1898, and am very accurately versed in the changes over those years. I have seen our beaches at times 12” to 16” deep with commercial scallops not doughboys. I have caught quantities of crayfish of very large size (4/- per score of 24).

Now the scallops have all gone. So have all kelp beds and crayfish. The entire river is denatured with Zinc Works and other effluent. Extermination is well advanced and in place of ruined nature we are to have apparently “experts” and their Laboratory fooling about in a mixture of sewage and sea water.

Lady Franklin 130 years back gave us Betsy Id for scientific research. If she had sense enough to foresee the natural trend, why cannot our experts get to waters that can never be polluted.

I do not mean to be harsh, and certainly not obstructionist, but in writing to you as a controlling authority I do wish to protect such a beauty spot as this is and I also hope for your assistance in promoting for future generations those priceless possessions which are still capable of preservation, and this is one.

Local achievements Former Taroona Primary School and Taroona High School student awarded the Rhodes Scholarship Congratulations to Brook Dambacher who received the prestigious scholarship from Her Excellency Professor the Honourable Kate Warner AC, Governor of Tasmania, in a ceremony at Government House on Tuesday, 30 October 2018.

The Rhodes Scholarship, which recognises leadership, community service and extra-curricular activities as well as academic attainment, will enable Brook to study two degrees at the University of Oxford: a Bachelor of Civil Law and a Masters degree in Environmental Change and Management.

Brook graduated from the University of Tasmania in 2017 with degrees in law and science, where she is now a research consultant on renewable energy initiatives and climate change negotiations. Despite graduating less than a year ago, Brook already has considerable experience with climate change negotiations at an international level.

In 2015, she took up an internship to support poor and vulnerable countries in the lead-up to the Paris Climate Change negotiations and later became a legal advisor to these countries.

Eager for others to benefit from this kind of experience, she co-founded the International Justice Initiative, which enables undergraduate law students to give pro bono advice to support developing countries and civil society on global social justice issues.

Taroona resident wins Tasmanian STEM Teacher 2018 Congratulations also to Nel Smit, long term Taroona resident for recently being awarded the Tasmanian 2018 STEM Teacher (Secondary) for her excellence, dedication and role in building awareness and understanding of climate change to high school students. Nel is currently in Krakow, Poland supporting four Tasmanian students at the Conference of Youth, the 14th International Climate Change Conference in Katowiche (where it has been minus 8 degrees!)

News from the Taroona Volunteer Fire Brigade

Bushfire Ready Neighbourhood Event - Taroona Primary School

Taroona: Be Bushfire Ready The Taroona Bushfire Ready Event held on 6 November was well attended by almost 100 local residents. They learnt about how to plan for bushfire emergencies, when to enact their Bushfire Survival Plan, and where to go for emergency shelter. The most important takehome message was that time is of the essence. Under extreme or catastrophic fire conditions, ember attacks may cause bushfires to jump 10km or more. In such conditions, bushfires in South Hobart can impact Taroona almost immediately (see diagram below). We can predict dangerous fire conditions a few days in advance so there is no reason to be unprepared!

Australian climate is strongly influenced by the El Nino Southern Oscillation (ENSO) and Indian Ocean Dipole (IOD). Model predictions indicate a +1.1° C sea surface temperature anomaly in the eastern Pacific Ocean and a +0.2° C anomaly in the western Indian Ocean for December. Consequently, drier than normal conditions are expected in central Tasmania. The BOM also expects the NE of Tasmania to be hotter than normal. Though the recent rains have help reduce soil dryness along the East Coast, the

warmer temperatures will see soil dryness creeping up. The Hobart region remains fairly dry and given the lower rainfall prediction for

Taroona Community Association Newsletter central Tasmania, we need to keep an eye on fire conditions in the Derwent Valley. Sea surface temperatures are expected to be 1° C warmer than average off the east coast of Tasmania. This will affect wind patterns over Tasmania. Warmer sea surface temperatures suppress the development of high-pressure systems. This means that passing cold fronts will be less likely to generate strong northerly winds that bring hot air from the mainland to Tasmania because of weaker pressure gradients.

Taroona Tennis Club News

Taroona Fire Station Upgrades Construction of our new training/parking area has been completed.

This allows us to run a greater variety of training scenarios in reasonably well-illuminated conditions. Hudson’s Civil Products donated four concrete wheel stops so we could finish the upgrade (we ran out of money). The new parking area and driveway is proving to be a hit with small children learning to ride bicycles!

State volunteer firefighter championships

Re-elected Taroona Tennis Club President, Alan Sutherland The Taroona Tennis Club’s AGM was held on Saturday, November 10th and a new committee was elected. Alan Sutherland enters his second term as Club President. The coming year promises to be very busy for the Club. In February a tennis challenge will be held between Kingston Tennis Club and Taroona. This will be run on a handicap basis and will be a lot of fun. The year 2019 marks the Club’s 60th anniversary, an occasion which will certainly be celebrated. The committee is also starting to consider the replacement of the surface of court 4 by new synthetic grass. This court was changed from gravel to synthetic grass in 1993 and the surface is certainly past its use-by date. There will be a lot of grant application writing and consolidation of Club funds before work can start on court 4 but this upgrade is the Club’s next major project.

We sent a 10-man strong team to participate in the annual Tasmanian Fire Brigades Championships held in Launceston on the Remembrance Day weekend. We found ourselves unexpectedly promoted to Division 1. We did not expect any podium finishes in this Division but surprised ourselves (and others) by coming third in two events. Moreover, we also got the “best presented” senior team award for sportsmanship and teamwork. Aside from that we ended up eating heaps of soft-serve ice-cream cones – the penalty for stuffing up in an event! Great fun was had by all. Thanks to MacPac for sponsoring our team t-shirts.

Taroona brigade members deployed to Qld fires As this is being written, five members of the brigade are being deployed interstate to assist with the devastating bushfires near Rockhampton. Relief crews are doing three-day rotations to assist the Queensland Rural Fire Service battle unprecedented bushfires.

Apart from relieving exhausted fire crews, deployments such as this allow us to gain valuable firefighting experience and learn a few new tricks from our interstate colleagues. No doubt our deployment is largely due to our training and overall commitment!

The Taroona Armistice Centenary Service on 11 November attracted over 150 Taroona residents, including many young people from the Taroona Scouts Group and schools, along with Attorney General Elise Archer MP and Kingborough Deputy Mayor Jo Westwood.

Maureen Robertson’s Knitted Poppy Group had presented a great display of their handiwork on the nearby community garden fence and as a backdrop to the war memorial.

When Chaplain David Lewis finished conducting the emotional and beautiful Remembrance Service, he then conducted a short dedication service of a newly planted pine tree seedling which originated from the Lone Pine of Gallipoli.

The morning tea for all concluded with the unveiling of an oil painting of a Gallipoli soldier, Private John Langdon, donated by artist Andrea Jordan.

Club member Michael Kerr, with DVA grant money support, created and organised the still photo display of WW1 soldiers and family which was presented on the external walls of Anglesea Barracks.

POPPIES AT THE COMMUNITY GARDEN There are over 600 knitted and crochetted poppies attached to the fence at the community garden. This was a wonderful combined effort from the crafty ladies in the Kingborough U3A craft group, the Taroona Sippers and Purlers, the Taroona Garden club and the Taroona Good Karma group, in support of the November Taroona Remembrance event. Thank you very much for your group and individual contributions.

But the champion knitted-poppy producer must go to Margaret James who made over 200 of them!

The Taroona Sippers and Purlers will next meet on Saturday 2nd February 2019 at The Timeless Way cafe in Channel Court. We welcome anyone interested in knitting or crochetting, to join us.

The Australian Field Ambulance carry comrades suffering from trench foot on the Western Front Robert Adams and Errol Jenkins also served in France. Robert was attached to the 15th Field Ambulance and deployed to France in June 1916. He worked his way to the rank of Lieutenant by 1919.

We will remember them One hundred years ago on 11 November 1918, four bloody years of brutal conflict came to an end. Of the 416,809 Australians who enlisted, almost 62,000 were killed and 156,000 wounded, gassed, or taken prisoner. Of the almost 13,000 Tasmanians who served overseas, 2,432 died in action or from other causes.

Eight men from Taroona enlisted – and all survived. William Chadwick, for example, was managing an orchard on Bonnet Hill before the war and living at Acton, close by his parents at Hillgrove (opposite the Shot Tower). He was deployed to the Western Front, and was awarded the Military Medal for his courage on the battlefield. His citation read: “On 29th September 1918 ...[Private Chadwick] kept the Lewis Gun supplied with magazines while under fire from at least five enemy machine guns, until the hostile gun was put out of action. Later ... [he] observed an enemy party working down a Communication trench ... he brought fire to bear on them, causing casualities to the enemy and thus preventing any further advances by them. Under very heavy enemy machine gun fire he covered the advance of our bombers who succeeded in clearing the trench. His courage and coolness prevented a strong party of the enemy from reaching our trench.”

Also amongst the Taroona men were the Butters brothers from what was then called the Browns River Road, at Cartwright Creek near the Grange Quarry. In March 1916, the Weekly Courier wrote that: “the Butters brothers are fine men, and we all hope to see them back in Taroona again when the war is over. They were given a public farewell. Each was presented with a wrist watch and other presents subscribed by locals” Allan and Edward served alongside each other in France with the 15th Artillery Brigade, writing home that they were together “in the thick of the fray” – which did little to allay the anxieties of their family.

Errol served in France as part of the 14th Field Artillary Brigade.

When he returned home in 1919 he ran a dairy farm and had a milk run throughout the Taroona area.

Our members recently started off the holiday period with their Christmas Lunch at the Taroona Bowls Club, and what a great time was had, with entertainment by Faye Willey on the piano and Steve in his glittering Santa gear.

Our next social function will be the monthly barbeque on Friday 18th January at the Community Hall at 1.15 pm. The BBQ is very low key and is repeated on the 3rd Friday each summer and autumn month. Talk with President Trevor Abbott or life member Steve Willey – or just come along.

Taroona Beach dog exercise area approved Kingborough Council have now approved the eastern end of Taroona beach for off-leash dog exercising.

This is the area between the boat ramp and the steps up to the walking track past Batchelors Grave.

Dogs are not allowed elsewhere on the beach, nor on the parkland behind the beach.

This provision of the Dog Control Act was passed 6-4 at a recent Council meeting and came into effect from 30 November for five years.

Residents are reminded of the Kingborough Council’s Code of Responsible Dog Ownership – in particular that dog owners maintain effective control over their dog ensuring that it does not threaten, harass or chase people or other animals, and that they remove and dispose of their dog’s faeces.

Dogs enjoy a run off the leash while their model owner collects their waste!

Snake season puts Taroona dogs in danger • Bleeding (from a bite wound, in urine, from mouth and in faeces) • Swelling at the bite site • Drooling • Shaking/twitching/fitting Bite marks or fang marks are often never found, so if any of the above signs appear, seek veterinary attention immediately: • Get your dog to the vet ASAP – this means the closest vet even if it isn't your usual vet • Call the clinic on the way if possible • Keep your dog as calm and quiet as possible Taroona residents learn how to keep pets (and snakes) safe at a recent free presentation organised by The Dog Clinic and Reptile Rescue In Taroona we are lucky enough to live in an area that combines both city living and nature. However, this can sometimes come at a cost when faced with one of our slithery friends.

In warmer weather snakes tend to be more active and can be found sunning themselves in places often frequented by humans and dogs. Generally snakes will do their best to avoid us, and our canine companions, but sometimes confrontations are unavoidable and can lead to curious dogs being bitten. In Tasmania there are 3 species of snakes – and all are venomous.

The signs & symptoms of snake bite may include: • Sudden weakness, lethargy or collapse (can seem to recover then collapse again) • Vomiting • Dilated pupils • Involuntary toileting

• If you know where your dog was bitten you can try to keep that body part lower than the heart and apply a pressure bandage directly over, or just above, the bite wound • If your dog is not breathing, or you think their heart may have stopped, begin CPR! The anti-venom is the same for all snake species in Tasmania so there is no need to put yourself at risk trying to identify or photograph the snake.

It is best to keep dogs on lead in areas that we may share with snakes and be vigilant when out walking. We have such a wonderful area to explore and share with the native wildlife – we just need to be careful!

Taroona Scout Group thanks the community and Council

As an example of the diversity of experiences, the Joeys, together with 70 other Joeys from Southern Tasmania, enjoyed an exciting pirate adventure, sailing the Derwent River on the Windeward Bound. This was followed by a funfilled treasure hunt where the Joeys used cryptic clues to find the pirates Pirates young and older. hidden around the Salamanca area and receive treasure. The day ended with a barbecue at Marieville Esplanade.

We get involved in activities across the community and in continuing our close relationship with the Taroona Ex-Services Club we attended the local remembrance day service with representatives from every demographic. A Venturer, Scout, Cub and Joey all pitched in together to lay a floral tribute.

The Scout Annual Christmas Tree and Produce Sale has become a legendary event. This year we will be having our sale on Saturday 15th December at the Grange Corner, commencing at 9am. There will be delicious Christmas treats for sale; including jam, cakes, and other things. We very much appreciate the support the community has given us in the past that makes this event a huge success.

Over the years Taroona Scout Group youth have achieved the top awards and that continues with Roland Hemer, Beth Henderson, Zara Canty, and Tom and Will Taylor all having been awarded the Promise Challenge Award, the peak award in the Joey section.

In addition Anya Neumeyer and Lola Fleming achieved the Grey Wolf Award, the peak award for Cub Scouts. There are others very close to gaining section peak awards and next year we hope to have our first Australian Scout Medallions for many years.

A Taroona Venturer, Scout, Cub and Joey lay a floral wreath at the Taroona Remembrance Day Service.

Scouting is all about being prepared for adventures, challenges and life skills that Scouting has to offer, but most importantly, it’s great fun. A key part of Scouting is the award scheme that (from as young as six) youth members can participate in according to their age group. The emphasis is on the youth member’s own interests, and award schemes cover dozens of topics to cater for young minds, eager to learn and explore.

Each Section Award Scheme culminates in a top award, which has been designed to challenge youth members, but still be achievable for those willing to put in additional effort.

Our scientists up the road at IMAS tell us that this species, the greenback flounder Rhombosolea taperina, is found in South Eastern Australia and New Zealand. These fish live on the seafloor, generally in sandy silty sheltered bays, estuaries and inshore coastal waters in depths up to 100m.

They are common in the Derwent River and small juveniles the size of a pea can often be seen during spring along the shores of Nutgrove Beach. The natural diet of greenback flounder are crustaceans and polychaete worms.

Aquaculture of the greenback flounder was investigated during the 90’s and early 2000’s, but it was deemed economically nonviable. They are a lovely fish to grow, the larvae hatch like most marine finfish larvae with eyes on either side of their head, however at metamorphosis (around 30 days post hatch) they take the form of the adult where the fish makes an amazing transformation, the body flattens out and both eyes are now on the dorsal surface of the fish.

The spawning season for greenback flounder is late winter/early spring when the water temperatures drop to around 10 degrees. If you are lucky enough to be scuba diving in bays during winter you may see some of the adults coming into shallow water for spawning.
