MESSAGE FROM THE GENERAL SECRETARIAT Life without standards would be most difficult. We experience that they all around us and have become a fundamental part of our lives. Standards are everywhere and an essential part of our lives. As SMIIC we are all working hard to develop the necessary standards for the OIC Countries. Experts coming from all over the OIC exert a lot of effort to build the required standards in SMIIC Committees. Standards development is a hideous and elaborative work since it goes through many phases, needs to meet many requirements and requires the consent process of all the SMIIC Member States. It was an absolute pleasure to work with delegates who have demonstrated great dedication for the technical work carried out last year in SMIIC Committees and as a consequence, nearly 30 projects have been studied on and 7 of them have proceeded to the Draft Standard stage. Whilst working on standards, SMIIC also has a metrology and accreditation as field of activity, The Management of the Accreditation Council is working hard to complete the infrastructure and prerequisite documents and has already had 4 meetings in total this year. Metrology Council is working hard to determine the needs of our Members. As the General Secretariat, we will continue to make sure that all activities of SMIIC are conducted in line with our extensive roadmap SMIIC Strategy 2016-2020 and our priority is to improve SMIIC’s function as a platform for channeling international knowledge and expertise to develop consensus-based standards with high quality for global use.

INTRODUCTION Common standards in standardization, metrology and accreditation is vital for accelerating the development

SMIIC STRATEGY 2016-2020 SMIIC Strategic Plan 2016-2020 is a roadmap for the implementation of the objectives and activities of the Institute. Supplementary secondary and tertiary documents to SMIIC Strategy including the Key Performance Indicators (KPIs), initiatives and projects and governance methods have also been prepared for the proper implementation of the Strategic Plan.

to certify the extent of accuracy and precision with which any calibration laboratory offers services, through its staff of experts,

to supply metrology services by making the most efficient use of the existing potentialities in the Member States and priority issues in the field of metrology to be solved through coordinated research,

and to prepare a SMIIC MC Strategy Plan annually in consistency with the SMIIC Strategic Plan.
Under these circumstances, a survey questionnaire called SMIIC MC Metrology Infrastructure Requirements Survey 2018-2020 was prepared by the SMIIC MC Chairmanship and sent to the Member States to be able to realize SMIIC MC mission as mentioned above. It was aimed to see the whole picture in the Member States and put it on the table and make much more effort and contribution to improve the Member States’ capability in the field of Metrology. In this way a network will be constituted to satisfy all types of requirements coming from our stakeholders in this field. Regarding the Questionnaire only half of the Members responded to the survey.

ACCREDITATION ACTIVITIES There has been new structural changes in the area of accreditation to the Accreditation Committee which has been transformed and an Accreditation Council (AC) has been established. The First Meeting of the Management of SMIIC Accreditation Council (AC) was held in İstanbul, Republic of Turkey on 26-27 February 2018 and hosted by SMIIC General Secretariat. The Management of SMIIC Accreditation Council decided to establish a Task Force Group (TFG) for studying of draft Terms of Reference of SMIIC Accreditation Council (AC).

b) SMIIC Auditor Foundation Training Program 2018-Central Asia SMIIC Auditor Foundation Training Program 2018-Central Asia was held in Bishkek, Kyrgyz Republic. The training was attended by 30 participants from private and public sector from Kyrgyz Republic, Tajikistan, Kazakhstan and Uzbekistan. The training was given in English and Russian. The program was co-organized by SMIIC and The Ministry of Economy of the Kyrgyz Republic.
