SCOPE This report gives information about the Standards and Metrology Institute for Islamic Countries (SMIIC), its activities and major developments in 2016.

INTRODUCTION The
SMIIC
General Secretariat has continued to place
considerable emphasis on strengthening the infrastructure of SMIIC as well as coordinating the future relationship and effective cooperation with its Member States and regional/international organizations.
It would highlight the particular efforts made with regard to active participation of SMIIC Member States for cooperation in the fields of standardization, metrology and accreditation.
In addition, the Report will highlight the implementation of the resolutions of SMIIC General Assembly (GA) and Board of Directors (BOD).

12th Meeting of the SMIIC Board of
Directors
(BOD)
was
held in the Istanbul, Republic of Turkey on 23 May 2016. The General Secretariat presented a comprehensive report on the latest developments and activities of SMIIC since the last BOD meeting. During the meeting, the financial auditor report and the 2017 budget proposal were discussed. The SMIIC Strategic Plan 2016-2020, in order to establish policies and objectives for SMIIC, was discussed and approved by the BOD Members. Furthermore, General Secretariat was asked to identify necessary supplementary documents including the Key Performance Indicators (KPIs), initiatives and projects and governance methods for the proper implementation of the Strategic Plan.
9th Meeting of the SMIIC General Assembly (GA) was held in the Istanbul, Republic of Turkey on 24 May 2016. The General Secretariat presented a comprehensive report on the latest developments and activities of SMIIC since the last GA. Reports of the Technical Committees (TCs) and SMIIC Committee on Standards for ConformityAssessment (SMIIC/CCA) were also presented. Detailed information regarding the latest developments and activities of SMIIC Metrology Committee (MC) was presented by the MC Secretary. During the meeting, the financial auditor report and the 2017 budget proposal along with the Member’s Mandatory Contribution to 2017 SMIIC Budget were approved.

BOARD OF DIRECTORS & GENERAL ASSEMBLY MEETINGS

Meeting
of
the
SMIIC
Board of Directors (BOD) was held in Istanbul, Republic of Turkey on 16 December 2016. Membership
applications
of
Republic of Azerbaijan, Republic of Djibouti, and Republic of Iraq as members and Kingdom of Thailand as observer were approved and the number of SMIIC Member States has increased to 33 along with 3 Observers. During the meeting, a task force group was established to study and finalize the revision of the SMIIC Internal Documents. Furthermore, Implementation and Major Strategic Initiatives documents of SMIIC Strategic Plan 2016-2020 that encompasses a period of two years were discussed by the Board members.
10th Meeting of the SMIIC General Assembly (GA) was held in Istanbul, Republic of Turkey on 17 December 2016. The

Secretariat
presented a comprehensive report providing a general view for the future program and actions of SMIIC from policy perspective. Reports of the Technical Committees (TCs) and SMIIC Committee on Standards for Conformity Assessment (SMIIC/CCA) were also presented. Metrology

Committee Chair briefed the GA on the latest activities of their committees by speech/presentation. During the meeting, two supplementary documents of SMIIC Strategic Plan 2016-2020 were approved and it was decided to extend the term of office of existing thirteen (13) members of the Board of Directors (BOD) until the end of 2017.

OIC/SMIIC standards are developed by experts, within TCs. TCs are made up of representatives of industry, NGOs, governments and other stakeholders, who are determined by SMIIC members. Each TC deals with a different area.
SMIIC Standardization Department has been taking necessary actions in consultation with the secretaries and members of the committees about the structure and effective operation of the mentioned TCs.
With a view to speeding up the works of the TCs, General Secretariat sent letters asking from Secretaries of the Technical Committees to prepare or revise the committee strategic business plans, taking into account the new developments of the business environment of their committees’ field of technical activity and send them to General Secretariat. They were also requested to search and add new work items to the work program of their technical committee taking into account needs of the sector. General Secretariat will follow up the tasks given to the Technical Committees and evaluate the committees that do not fulfil the said tasks in the given period.
SMIIC Information System (IS) Training After the establishment of SMIIC IS, which is designed to provide an electronic collaborative environment for the technical work of SMIIC’s committees in accordance with SMIIC Directives and a database for general activities of the Institute, a training course for SMIIC IS User Administrators and SMIIC Technical Committee Chairmen and/or Secretaries was given in 19-21 April 2016.

SMIIC Committee on Standards for Conformity Assessment SMIIC Committee on Standards for Conformity Assessment (SMIIC/CCA) has been established for preparation of guides/standards on criteria for bodies involved in testing, calibration, certification, inspection, accreditation, their operation and assessment, other related standards and especially halal conformity assessment and accreditation guidelines or standards. SMIIC/CCA consists of representatives from 12 Member States and 2 Observer Members.
SMIIC/CCA held its first Meeting in Ä°stanbul, Republic of Turkey on 23-24 March 2016 where it was decided that the SMIIC Technical Committees (TCs), Metrology Committee (MC) and Accreditation Committee (AC) as well as International Islamic Fiqh Academy (IIFA) and Islamic University in Uganda (IUIU) will become liaisons of SMIIC/CCA.

ACCREDITATION ACTIVITIES SMIIC Accreditation Committee SMIIC Accreditation Committee (AC) was established in the 1st General Assembly (GA) Meeting of SMIIC held on 02-03 August 2010 with the objectives of:

Establishing an accreditation system for the OIC Member States.
•
A wide awareness of the accreditation concept within the OIC member states.
•
Supporting member states intellectually for their efforts in establishing and developing their accreditation agencies.
•
Forming human capital particularly specialized in the accreditation field.
•
Contribution in Islamic countries’ knowledge formation in this very field and hence in industrial sector.
SMIIC Accreditation Committee (AC) is responsible for supporting actions for establishing a sound accreditation system OIC-wide and raise awareness of the accreditation concept within the OIC Member States.

COORDINATION MEETINGS WITH MEMBER STATES Chairman of the Board of Directors and Secretary General held consultation meetings with Saudi Standards, Metrology and Quality Organization (SASO) and Jordan Standards and Metrology Organization (JSMO) in October 2016 and Moroccan Standards Institute (IMANOR) and National Institute of Standardization and Industrial Property (INNORPI) in November 2016. General Secretariat attaches great importance to views and feedbacks of Member States and that is why we will continue to pay visits to other members as well to be in close cooperation.

SMIIC WEB DESIGN Launching of New Website A new website which covers all required information in a more sophisticated design was developed as one of our priorities during the last year. The new website is integrated with SMIIC Information System (IS) which helps members as users to easily find information they are looking for. Furthermore, new website will also allow the online sale of OIC/SMIIC standards worldwide.

WORLD HALAL SUMMIT 2016 The World Halal Summit (WHS) was organized in Istanbul on 15-17 December 2016 under the auspices of the President of the Republic of Turkey. SMIIC took place in this summit as a supporting organization and organized a session on topic “Halal Food Industry Conference”.
As a sub theme of the program, it was intended to place emphasis on creating Muslim consumers’ awareness of consuming halal products, engaging in halal production and services in all fields and bringing market leaders and halal product experts.
The summit brought together thousands of people from all over the world along with prominent speakers from leading countries on Halal. World Halal Summit 2016, as the biggest halal event in the sector, provided a platform where the views and experiences of international speakers from 26 countries were shared with the audience.
