UNION HISTORY

Founded: 2005

Playing Strip: Red and Blue The Tasman Rugby Union was officially formed in December 2005 as an amalgamation of the Nelson Bays and Marlborough Rugby Unions. This was primarily done to allow the region to field a team (the Tasman Mako) in New Zealand’s premier provincial rugby competition. The Tasman Rugby Union is now able to offer greater resources to coaches, administrators and players at all levels and clear pathways for development and representative honours. In 2013 the Tasman Mako won the Championship trophy gaining promotion to the Premiership competition. Since entering the Premiership, the Mako have been finalists in 2014, 2016 and 2017, and Champions in 2019. The Tasman Men’s Sevens team also won the National Sevens title in 2018. MARLBOROUGH SUB UNION

Founded: 1888

Playing Strip: Red jersey, white shorts, red socks with white hoops (Red Devils) The Marlborough Rugby Football Union was formed in 1888 with Lansdowne Park officially opened two years later. Notable moments at Lansdowne include a victory over the much vaunted French team in 1968, defense of the Ranfurly Shield following the famous victory in 1973 over an All Black studded Canterbury team, and winning back- to- back national sevens titles in 1975 and 1976. The” Red Devils” sub union representative side currently wears a red jersey, white shorts and red socks with white tops. NELSON BAYS SUB UNION

Founded: 1969

Playing Strip: Blue jerseys, white shorts, blue socks with white hoops (Griffins) Nelson was host to New Zealand’s first official game of rugby in 1870. Fifteen years later the Nelson Rugby Football Union was formed, becoming the nation’s sixth provincial union. Golden Bay Motueka operated its own union from 1920 until 1969 when it joined with Nelson to form Nelson Bays. Nelson Bays has twice won the NPC division two competition (1999 and 2004) and has also achieved wins against touring international sides, Tonga in 1969, Italy in 1980 and a draw with Scotland in 2000. The Sub Union representative team, “The Griffins” continues to wear the Red Griffin logo and play in the Blue and White Nelson Bays uniform. THE SEDDON SHIELD The Seddon Shield tournament was first held in 1906 and originally involved teams from Marlborough, West Coast, Buller and Nelson. Each team contributed to a fund to purchase a trophy in memory of Prime Minister Richard Seddon, a keen rugby supporter, who died that year. Golden Bay Motueka was added in 1922 subsequently amalgamating with Nelson to form Nelson Bays and returning the Shield to a four team competition in 1969. Marlborough currently hold the shield.

INTRODUCTION The Tasman Rugby Union and its affiliated sub-unions have a proud history of fostering rugby talent and a commitment to grassroots rugby throughout the Tasman Region. The TRU has a strategic obligation in improving communities through rugby focused initiatives, and during the rugby season communities rally around local rugby clubs to support their local players in sport. Rugby must be played within the spirit in which it was intended. Therefore it must be played both to the letter and within the spirit of the laws. The responsibility for ensuring that this happens lies not with one individual – it involves coaches, captains, players, clubs, schools, referees and spectators. It is for this reason the TRU Code of Ethics is created to provide a framework for clubs and schools to ensure every person that decides to interact with rugby union has an enjoyable experience while doing so. This will ensure that rugby union continues to create better communities, through better rugby experiences.

HOST RESPONSIBILITY FOR CLUBS FIXTURE DEFINITION Host responsibility begins 1 hour before the first fixture at the venue/venues and concludes at the closing of the clubrooms. AFTER MATCH SPEECHES After match speeches should be conducted in a personable and respectable manner. No derogatory or malicious comments should be spoken by all parties involved. FIRST AID PROVISION A minimum requirement is that an Adult with a current first Aid Qualification, equipped with a first Aid Kit, and a cell phone must be at the ground and be easily identified as the First Aid Provider. (This person CANNOT have any other duties with a participating team and may cover a number of pitches at the SAME venue.) MATCH DAY MANAGER Each club shall be responsible for appointing a Match Day Manager(s) for all rugby matches. Match Day Managers are usually the Club Captain or a committee person that holds respect within the club environment. For Senior Rugby: each team must have three (3) bibs:

• Water • Water • Medical The Match Day Manager(s) will ensure:

Visiting teams and match officials are met. Teams and referee changing rooms are open. Provision of locks and keys for changing rooms. All grounds have barriers/safety ropes/safety padding in place Ensure that the independent first aider is present and identifiable. Policing of all people to ensure they remain behind the safety ropes, other than those referred to in match day protocol – Authorised persons allowed inside the ropes. Ensure all coaches, assistant coaches, managers and players stay in the team allocated area (refer to attached field setup play) while game is in progress Any side-line abuse of referees, or unruly behaviour is immediately addressed and offenders appropriately dealt with or sanctioned in accordance to the processes as outlined under Referee Abuse and spectator behaviour. No alcohol is being consumed within the playing enclosure (within 5 metres of the field outer markings)

Each team/club nominate a suitable person who will assist the match day manager to deal with any crowd issues from their club supporters

FIELD PREPARATION Clubs will ensure that fields are adequately roped to ensure the safety of players, spectators and match officials. Ropes are to be a minimum of 3 metres from each touchline and run the length of the playing area, from dead ball line to dead ball line (refer to field setup options - appendix i) Where a ground has two fields within 8 metres of each other and both fields are being used, the area between the two fields is to be roped off. The area is not to be used for spectator viewing of the matches. Club officials, selectors, medics or referee association officials may use such an area. (Applies to Jubilee Park, Awarua Park and Lord Rutherford Park) Match Day Managers are to ensure that any stretching/pushing of the ropes does not lead to spectators encroaching into the 3 metre area. If this cannot be managed, the ropes are to be positioned further away from the touchline.

Ensure post pads are fitted, field flags are in position and ground markings are adequate. The referee will not start the game until the above is completed and up to standard. MATCH DAY PROTOCOL Authorised people that are permitted inside the ropes: • Match Day Manager

All team management and players are to be positioned as per appendix 1: Club rugby field set up. Note: It is the responsibility of team coaches and managers to ensure their team strictly complies with these requirements. Non Authorised persons may only enter the playing area: • To attend to an injured player during stoppages – St John, other medical professionals or team officials only. • To assist in the carriage of an injured player from the field – St John, other medical professionals or team officials, plus any nominated assistant(s). The game is not to commence until: • Barriers/ropes/safety pads are in place.

• Match Day Manager is present. The Referee is required to stop the game if: • Unauthorised persons remain inside the ropes

• Any referee abuse or general disorderly behaviour of spectators is not being addressed by the Match Day Manager

• Any abusive/disruptive spectator or team member does not abide by any requests made of them by the Match Day Manager.

• Any player ordered from the field does not immediately leave the playing enclosure.

NON COMPLETION OF FIXTURE If the referee has to either Stop or Call off a game the referee must complete relevant form and forward it to the TRU Office within 48 hours of the match ending. The Match Day Manager may also submit an Incident Report on the form in appendix ii. MYRUGBY APP / TEAM RESULTS At the conclusion of every match, team mangers must confirm the result with the referee and submit the team list & result via the MyRugby App. SERIOUS INJURY REPORTS ALL serious injuries must be reported to the Union via the TRU App immediately following an incident. The definition of a serious injury is:

1. A head or spinal injury that results in the player being admitted to hospital 2. An injury or event (e.g. a heart attack) that results in the death of a player during match play or rugby training 3. An injury that is expected to result in some permanently disability (e.g. loss of use of a limb, loss of an eye) It’s important that all serious injuries are reported immediately to ensure that New Zealand Rugby Foundation can provide co-ordinated support to the injured player and their whanau, and communications support to all affected parties REFEREE ABUSE AND SPECTATOR BEHAVIOUR Any incident of referee abuse, disorderly behaviour or alcohol consumption by spectators or team members within the playing enclosure, is to be addressed in the first instance by the team appointed Crowd Controller (if applicable) and then the appointed Match Day Manager. If required, the Match Day Manager is to seek the assistance and gain support of other club officials and/or the match referee to ensure the enforcement of sanctions provided to any offending parties are complied with. If any of the above incidents occur during a match, including Referee Abuse or general disorderly behaviour of spectators, the Match Day Manager should adopt the following process: • Approach the offending parties to identify them. Request the offending parties to cease the behaviour concerned. Indicate to them that if they do not comply they WILL be asked to leave the playing enclosure. • If they fail to comply, call for assistance of other club officials and/or the match referee. Referee to support sanction provided. The offender is asked to leave the complex. • If non-compliance continues, the referee is to call the match off. ABUSE DEFINITIONS Abuse is defined as to attack with coarse or insulting, rude, threatening or maligning language or behaviour. Verbal Abuse is as follows: • Any form of foul language.

• • • • • •

Any form of threatening language. Racial & religion vilification. Continual complaining/sledging. Personal insults. Dissent by players. Any insults or personal attacks published in all forms of media including all social media in or on a club affiliated domain.

Physical Abuse is as follows: • Pushing.

• • • • • •

Bumping. Spitting. Kicking. Punching. Any form of attempt of the above. Any form of threatening behaviour.

NOTE: At no times shall the Match Day Manager, Crowd Controller, assistants or the match referee confront any offending parties physically. REPORTING OF REFEREE ABUSE OR SPECTATOR BEHAVIOUR On all occasions that for any of the reasons outlined: A spectator is ejected from the ground The match has to be stopped The match has to be called off Both the Match Day Manager and the match referee (if called upon to assist) shall forward a Referee Abuse Form to Tasman Rugby Union within 48hrs of the match ending, detailing a summary of the incident(s) plus information leading to the identification of the offending party concerned. COMPLAINTS In the first instance resolutions for issues should be sought through club representatives. If a satisfactory resolution cannot be found through these channels then the following procedure may be applied. Any complaints or citing’s regarding foul play by one player against another during a fixture that has gone undetected by match officials must be made in writing, on an official TRU complaints form, and submitted to the TRU office within 48 hours of completion of the fixture. The complaint shall be directed to the TRU Office who will in turn inform the Complaints Review Officer, who will establish if the complaint is to be upheld. If the Complaints Review Officer determines that there are grounds for the complaint, the matter will be passed to the chairman of the Judicial Committee for a hearing. Referee Protocol Foul play that is sighted by match officials will be acted upon at the time of the offence and relevant paperwork completed by the match official if necessary. Referees are to adhere to the match day protocol and report any breaches to the TRU either via the App or on a paper form within 36 hours of the fixture. The referee is not permitted to waive the procedures contained in this policy. If they do so they accept responsibility as the match official for the consequences that occur and realise they could have taken measures to rectify the situation.

INITIAL COMPLAINTS PROCEDURE—SENIOR RUGBY A Judicial Officer or Judicial Committee shall have jurisdiction to hear and determine a complaint of illegal and /or Foul Play against a Player (“a Complaint”) in respect of any act of illegal and/or Foul Play which has not been detected by the Match Officials in a Match for which the Union has jurisdiction. A Complaint under Rule 19 – NZ Rugby Black Book may be made by: • The CEO of the NZRU or his nominee;

• The CEO of the Union or his nominee or Citing Commissioner (where appointed by the Union);

• The Secretary of a Club involved in the Match; • The Union’s Referee Association; and • All other persons A complaint under Rule 19 shall contain the following information: • The date and place of the alleged illegal and/or Foul Play;

• The name of the Player in respect of whom the Complaint is made (and his jersey number) and the team he was playing for at the time of the alleged illegal and/or Foul Play; The name of the opposing team; and

• • Full details of the alleged illegal and/or Foul Play.

(1) On receipt of a Complaint (other than a Complaint brought with leave under Rule 21 92), the CEO of the Union shall immediately refer the Complaint to the Union Complaints Review Officer. (2) On receipt of a Complaint brought with leave under Rule 21 (2), the CEO of the Union shall proceed as required by6 Rule 24(4) as if notification has been received from the Union Complaints Review Officer that the Complain should proceed to a hearing before the Judicial Officer or Judicial Committee. Technical Zone & Side-Line Management The Technical Zone (TZ) has been adopted by the Tasman Rugby Union to allow match officials to manage all aspects of a game in a safe and respectful manner. Technical Zone Set-up: Technical Zones must be marked prominently with either painted lines, cones, ropes or control barriers. Each team must be allocated a TZ measuring 7m x 1.5m (see diagram). Both TZ must be located on ONE side of the field only. They are to be situated at least 3 meters and no more than 7 meters back from the touch line. One edge must be in line with the 10-metre line and the other 3 meters from half way line. Technical Zone & Side-Line Management Protocol: Only Coaches, Manager, Reserves, Medical Personnel & Water Carriers are permitted in the TZ Teams must remain within the TZ during the match. TZ management & side-line behavior is the responsibility of both the Match Manager & Team Managers.

TASMAN SENIOR CLUB RULES These rules apply to both the Marlborough & Nelson Bays Sub Unions of the Tasman Rugby Union 1. Overview and Structure 1.1 These Rules: (a) (b) (c) (d)

apply to the playing of Senior Rugby in the region; and are administered by the TRU and TTGG any Tasman Trophy fixtures are governed by the TTGG any game which is solely part of a Sub Union competition is governed by the appropriate Sub Union.

1.2 These rules shall: (a) regulate and govern all Senior Rugby club contests in the TRU; and (b) apply to all clubs, coaches, managers and players involved in Senior rugby in the region. 2. Definitions and Interpretation 2.1 In these rules: Appeal Committee

means the body established by TRU to hear and determine appeals against decisions of the Judicial Committee.

Code of Ethics

means the code adopted and upheld by the TRU.

Judicial Committee

means the body appointed by TRU to conduct inquiries into coach, management and player conduct and implement the judicial procedures set out in the NZR disciplinary rules.

MRSU

means the Marlborough Sub Union of the Tasman Rugby Union, comprising a member from each affiliated club, school or affiliated body in the region.

MRSUCOD

means the Marlborough Sub Union Council of Delegates

NBSU

means the Nelson Bays Sub Union of the Tasman Rugby Union.

NBSUCOD

means the Nelson Bays Sub Union Council of Delegates comprising a member from each affiliated club, school or Affiliated body in the region.

NZR

means the body known as New Zealand Rugby and having Jurisdiction over rugby in New Zealand.

NZR Handbook

means the handbook put out by the NZR regulating the playing of rugby in New Zealand and in force at the Particular time.

Operations Manager

means the person fulfilling the role of Operations Manager at TRU at the particular time.

Referees Appointments Officer

means the person specified by the Referees Association as being responsible for allocating referees to matches.

Region

means the whole of the Nelson and Marlborough provinces.

Rules

means these rules, as amended from time to time and includes the NZR handbook and rule that has a corresponding meaning.

Senior

means non age group rugby but includes U21s if it exists.

Special Requests Committee

means the Committee established by the NBSUCOD or MRSUCODand empowered to act on its behalf to deal with matters which require urgent determination or attention.

TRU

means Tasman Rugby Union (who will delegate authority according to paragraph 1.1c)

TTGG

The Tasman Trophy Governance Group consisting of the Operations Manager, the Chairperson of the MRSU, and the Chairperson of the NBSU.

2.2

These rules shall be interpreted and applied in a fair and liberal manner consistent with their intent and in accordance with what the decision maker believes to be in the best interests of Senior rugby in the region.

2.3

Any dispute regarding the interpretation or application of these rules shall be determined by the Chief Executive Officer of the TRU. Such person may take such advice as he/she thinks fit and the decision shall be final and binding.

3. Regulation of Matches 3.1

No club shall play any match without the prior consent of the TRU and all matches played are subject to any conditions imposed by TRU.

3.2

Any club/team travelling outside of the region or overseas must first obtain the approval of TRU and must comply with any condition(s) imposed by TRU. All such clubs and teams shall be subject to any regulations as stated in the NZR handbook.

3.3

All clubs shall have registered colours and uniforms approved by or on behalf of TRU. No approved uniform is to be changed without the prior approval of the TRU.

3.4

Teams shall play in their club’s registered colours and uniform with correctly numbered jerseys except:

(a)

where there is a similarity in colours such that a potential for confusion/mistakes exists, the travelling team shall provide themselves with alternative colours approved by TRU that remove the confusion/mistake.

(b)

where a club has two (2) or more teams in a grade, they may differentiate those teams with suitable alternative jerseys approved by TRU. Alternative playing colours can be provided by TRU if requested one (1) week in advance of the fixture.

3.5

Every club shall ensure that all matches comply with these rules and the Code of Ă‹thics.

4.

Rules for Club Competitions

4.1

All matches are under the control of TRU and all team entries into a competition must be approved by TRU. TRU shall define/amend grades, as it considers necessary from time to time.

4.2

Clubs shall notify the Operations Manager in writing the teams they wish to enter into various grades, prior to the closing date (as advised by TRU) each year before the start of competition. TRU may direct any team to a grade it considers appropriate/desirable.

4.3

The Operations Manager will complete a draw for each round of competition in all grades for approval by TRU. Details of draws shall be advised to clubs prior to the commencement of each competition.

4.4

Fixtures may be arranged on the principle of reciprocal home games, but shall always have regard for the best interests of the TRU when allocating fixtures/venues.

4.5

Unless TRU, acting in accordance with Rule 2.2, decides otherwise, in each grade of competition, each team will play every other team in that grade at least once in each round.

4.6

Prior to the start of each season, TRU will organise the format of the competition/ championship structure and advise all teams involved.

4.7

TRU shall set the value of competition points for each match during each season prior to the commencement of competition. The team scoring the most competition points shall be the winner of the round/competition (whichever is appropriate). Current competition points (which shall remain in place unless TRU determines otherwise) are set as follows: -

Win: 4 points Draw: 2 points Loss by seven (7) points or less: 1 point Loss by more than seven (7) points: 0 points Bonus Points - Four or more tries scored in a match: 1 point

a)

Points from ALL Tasman Trophy Fixtures will also count in the relevant Sub Union Competition Table ( including any deductions for defaulted fixtures).

b)

The competition points table in any grade may be dropped at the end of a full round, with a trophy to be awarded to the winner of the grade and the competition points tally to restart for the next round of competition (as determined by TRU prior to the start of the season).

(c)

4.8

In the event of two or more teams being tied on the same points, their positions will be determined in accordance with the following criteria, which will be applied in the order in which they appear until the tie is broken:. (i)

where any two teams are tied

a)

the team that won their previous match (against each other) will have the higher position

b)

the team with the higher points differential shall have the higher position.

(ii)

where three or more teams are tied:

a)

the team with the most competition points against the other tied teams will have the higher position.

b)

the team with the greatest points differential will have the higher position

(iii)

if the tie cannot be broken by the criteria set out in subclauses (i) and (ii) above then;

a)

the team which scored the most tries in the competition will have the higher position

b)

the team that scored the most points shall have the higher position.

c)

a coin toss will take place.

Any competition may be terminated at the discretion of TRU.

5. Defaults 5.1

All matches shall commence at the time, date and place appointed by TRU. Any variation to match time/date/venue, is subject to the approval of the opposition coach, the appointed referee and the Operations Manager. If play does not commence within ten (10) minutes of the appointed time, the referee having blown his whistle may declare: The team that is unable or unwilling to proceed to have lost by default. TRU will uphold the referee’s decision, unless TRU is satisfied that the defaulting team has established that exceptional circumstances existed at the time of the default that warrant the game not being defaulted.

5.2

Any club/team unable to keep its engagement (defaulting) in any match must give notice to: the Operations Manager, Referees Appointments Officer and the opposition club coach and/or Secretary prior to 12.00 pm (noon) of the day prior to the match. In the event of default the game and maximum competition points (5) shall be awarded to the opposition team. The Score will be recorded as 50 – 0 to the opposition team. For all Division 1 and Tasman Trophy fixtures the defaulting team will also lose 5 competition points.

5.3

Any default shall be noted so that if the defaulting team was the away team, they will still be required to travel when they are next due to play in the same season the team to which they defaulted.

5.4

For any Senior Rugby Fixture, any club which defaults a game will be fined an amount set by the NBSUCOD or MRSUCOD (up to $500-00), which is to be paid to the opposing club as a reimbursement for expenses incurred/potential revenue forfeited. If the conditions are met as in Rule 5.2: i.e. the club/team must give notice to : the operations manager, referees appointments officer and the opposition club coach and/ or Secretary prior to 12:00 pm (noon) of the day prior to the match, then the penalty shall be a maximum of $300, if these conditions are not met the maximum fine shall be $500.

5.5

The minimum number of players a team may field without defaulting a match is fifteen (15), however teams turning up to play a match with insufficient players yet willing to play will not be subject to the default fine set out in Rule 5.4.

6.

Team Lists

6.1

At the end of each match, a team card is to be provided to the referee by the coach or manager of each team containing the names and initials of each player and all reserves. The referee will fill in the result on each team card, sign it and return it to the respective team representative.

6.2

Each club/team is responsible to ensure the team card is returned to the Operations Manager (scanned & emailed or text a photo) by 10am on the Monday following the match (or 2 days after the match - if the match is played on any day other than a Saturday). If the Operations Manager does not receive a team card as required, the offending club may be fined an amount of $25 per team card outstanding, as determined by TRU.

6.3

From information provided on each team card the Operations Manager will maintain a register showing the classification and grading of every player and the games they have played. At each NBSUCOD and MRSUCOD meeting the Operations Manager will report to the meeting with regard to outstanding team cards.

6.4

The appointment of referees for matches will be made by the Referees Appointments Officers. All appointments of referees for representative matches and for interchanges with other Unions shall be recommended to and approved by TRU.

7.

Registration of Players

7.1

All teams must register all players on their Club Sporty website noting: surname, first name and date of birth. The TRU will keep a register of all players. New players must be registered prior to playing; this is to be done by completion of NZR registration form via club Sporty Websites.

7.2

If requested, evidence must be provided by a player’s club confirming that a player has complied with the Rules regarding: clearances/transfer, residence, grading or age. Any player will be regarded as an “unregistered player” until they have complied with the Rules.

7.3

Any team playing an unregistered player will be deemed to have lost the game and a win will be credited to the other team, along with five (5) competition points. If both teams are found to have played unregistered players, each team will have five (5) competition points deducted from their points tally. No right of appeal to this ruling will be allowed. Teams, which play an unregistered player, may also be fined an amount up to $500 by TRU at the next appropriate meeting. ALL players must complete the NZR Player Registration Form each year. (If completed on paper this form must be lodged with TRU.) (This is compulsory and provides Insurance Cover for death or permanent injury while playing Rugby.) Any player who has not completed this form will not be allowed to play until the form is completed and lodged.

8.

Transfer of Players

8.1

A player may not play for another club except for the one to which they are registered.

8.2

A player may transfer from one club to another club or play for a club different to that for which he/she has played in the last two (2) years with the prior approval of TRU under the following conditions: (a) (i)

The player must produce a written clearance from the club they are leaving: giving consent to the transfer; and

(ii)

confirming that the player is not in arrears with their subscription.

(iii)

This clearance must be received by TRU at least 24 hours prior to the player playing for their new club; and

(b)

The player must also have completed and provided to the Operations Manager all TRU or NZR transfer forms.

8.3

A player who is refused a clearance to transfer may appeal to TRU.

8.4

After a player has participated (as a player or as a reserve) in four (4) competition matches or 1 June in any year, whichever occurs first, that player may not transfer clubs within TRU unless under exceptional circumstances, as determined by TRU.

8.5

Any new player arriving from outside the Region must comply with all registration rules and must meet all transfer conditions. Any non-contracted player must be playing within the Region before the fourth round of the games prior to the semi-finals.

8.6

The TRU reserves the right to place TRU contracted players arriving in the Region after the start of the final round in a club they deem appropriate.

8.7

Should a club be unable to field a team in a specific grade for which they have registered, any registered members of that team may transfer to a club fielding a team in that grade , subject to the approval by TRU and compliance with the normal transfer conditions (noted above).

8.8

The following are exceptions for transfer/registration rules but must be advised to the Operations Manager prior to the match:

Secondary School students home on vacation from outside the region are permitted to play for any one club, for a team/grade for which they are eligible. Secondary School students on school holiday that reside within the region are permitted to play for a club (where they have had previous affiliation) in a grade for which they are eligible with the permission of the school they are currently attending. Tertiary Students and Armed Services employees home on leave are permitted to play for a club (where they have had a previous affiliation) in a grade for which they are eligible.

9.

Classification and Grading of Players

9.1

TRU handles and administers the classification of all players.

9.2

All players will be classified at the start of each year based on the team lists/ classification list provided to TRU at the start of each year.

9.3

TRU shall have power to reclassify any player at its discretion.

9.4

A player eligible to play in an age grade team but who has been playing in an open grade is eligible to be reclassified to the appropriate age grade, but will be required to be officially re-graded.

9.5

Clubs fielding a Division 1, Division 2 and/or Under 18 grade team in a TRU Competition are able to rotate their players between the two grades, based on selections for player form and fitness. However once a player has started in 6 matches in a higher division he may not play down again during the season. For the purposes of this Rule “started” means the player was in the initial, run-on 15.

9.6

Clubs fielding a Division 2 and Under 18 grade team are able to rotate their players between the two grades, based on allowing maximum participation, player safety and satisfactory team numbers for matches, with good sportsmanship displayed in all instances.

9.7

Tasman Mako contracted players from the current or previous season are not eligible to be regraded into a lower division at any time during the season.

10.

Rolling Substitutions

This Rule is only applicable to Senior Women 10.1

The use of rolling substitutions (i.e a player can be subbed off and then return to the field at a later time) is allowed to maximise players game time for all squad members.

10.2

The substitutions may only be made with the permission of the match referee at a suitable stoppage in play.

11.

Judiciary Procedures

11.1

A player sent off is automatically suspended from all Rugby for two matches from the date of sending off. The suspension is subject to the following:

11.2

(Sin Binning/Sending Off Procedures)

(a)

A player ordered off has the right to request a hearing. This is treated as an appeal against the automatic suspension.

(b)

If the player requests a hearing within 48 hours of the ordering off, a hearing will be held by the Judicial Committee within six days of the ordering off.

(c)

If the player requests a hearing after 48 hours of the ordering off but within seven (7) days of receiving a copy of the referee’s report on the ordering off, a hearing will be held by the Judicial Committee.

(d)

If a member of the Judicial Committee or the complaints review officer consid ers that the automatic suspension imposed under Rule 11.1 is not an adequate sanction in any particular circumstance, a hearing will be held to determine the appropriate sanction in the particular circumstance

A player temporarily suspended (yellow card) on two occasions in any matches within the TRU during a season will be advised in writing that a third temporary suspension in the same season will result in an automatic one match suspension. The automatic suspension is subject to the following:

(a)

the player may within 48 hours of receiving notice of the suspension (but not any later request a hearing. The player may not play until either the hearing has been concluded and a decision delivered or he/she is permitted by the Judicial Committee to play pending the hearing.

11.3

The Judicial Committee may, in its discretion, increase the automatic suspension referred to in Rules 11.1 or 11.2(a) above.

11.4

Rights of appeal exist in respect of decisions of the Judicial Committee. The person or organisation appealing must pay to TRU an appeal deposit of $500 within 48 hours of lodging the appeal. If the appeal deposit is not paid within that time, the appeal is deemed to be abandoned. The Appeal Committee has the power to order that all or part of the appeal deposit be refunded.

11.5

If there is any inconsistency between what is set out above and the disciplinary provisions in the NZR Handbook, the latter will prevail

12.

Protests and Disputes

12.1

All protests and disputes relating to any matter under the Code of Ethics or the Rules. Shall be made and lodged in writing to TRU, via the Operations Manager, prior to (in the case of a protest) or within 48 hours of the match in question (in the case of a dispute)

12.2

Decisions on matters under protest or in dispute will be made by TRU as expediently as is practicable. The TRU decision is final unless it exercises its discretion to refer the matter to the Special Requests Committees or TTGG for determination.

12.3

If a specific cause for protest is known before a match begins the protesting team shall advise the team (opposing team) of the protest (and its cause) and if the matter is not addressed the protest shall be lodged, in writing with the referee or an official of the TRU. The match must proceed at the time set down. If the team at fault is unwilling or unable to remedy the cause of the complaint, the game will be played “Under Protest” and the protest shall be considered at the next meeting of TRU.

13.

Semi-Final/Final/Play Off Rules

13.1

For a player to be eligible to play in a semi final or final that player must have played for that team in not less than four (4)) round robin matches in the same competition. For the purposes of this Rule the term “played” includes reserves. The following are exempt from this Rule: (a)

any TRU ITM contracted player who only needs to play in at least TWO (2) round robin games

(b)

any person exempted by the appropriate Special Requests Committee or TTGG acting in accordance with Rule 2.2.

13.2 In the event of a draw at full-time in a semi-final or final.

• There will be a two (2) minute break to allow the teams to change ends. • The team who kicked off at the start of the game will kick off. • The teams will play an extra ten (10) minutes each way. (The Half time break will be 2 min. and injury time will be added to each half.)

• The normal rules about Substitutions/injury replacements continue as usual. • The winner will be the team scoring the most points. • If on completion of this extra time there is still a draw, the following criteria will be applied in order to find a winner; 1. 2. 3. 4. 5. 6. 7.

The team scoring the most tries in the whole match (including extra time). the team that won their match in the preceding round. The team with the best points differential. The team who scored the most tries in the Round Robin. The team who scored the most points in the Round Robin The team with the highest finals ranking. If still indecisive or in the event of unforeseen circumstances, the TRU may declare joint winners for a final or make such decision as it deems equitable.

13.3

All sides must name a squad of 22 before semi-finals and finals, 24 hours before the start of the game; changes to this squad may only be made with the approval of the Operations Manager.

13.4

Location Of Semi- finals and Finals (a) For the Tasman Trophy- the higher qualifier for semi-finals is able to nominate the venue for the playing of the fixture. The final will be held at either Lansdowne Park or Trafalgar Park, depending on the Sub Union of the highest qualifier. (b) For Marlborough Sub Union:- Semi finals and Finals will be held at Lansdowne Park unless the higher qualifier for a semi final in Div 2 is the “flagship” team for their club, in which case this team can choose the venue for that semi final. (c) For Nelson Bays Sub Union:-Semi finals are at the home ground of higher qualifier; Final of Div 1 is at Trafalgar Park: Final of div 2 is at Trafalgar Park unless the highest qualifier is a Country team who may nominate a venue.

14.

Match Balls

14.1

TRU reserves the right to provide and enforce the use of official sponsor’s competition match balls.

14.2

At every Division 1 match, each team shall provide two (2) match balls for their game. In all other grades each team shall provide one (1) match ball. Failure to conform to this Rule could result in the loss of five (5) competition points if TRU so determines.

TASMAN AGE GRADE RULES These rules apply to both the Marlborough & Nelson Bays Sub Unions of the Tasman Rugby Union Rules For Age-Group Rugby. These rules are the regulations and bylaws drawn up by both NBSUCOD and the MRSUCOD for the playing and controlling of the game of Rugby Union at Age group level (between Under 14 and Under 18) played within Tasman Rugby Union. They apply to all clubs, schools, affiliated bodies, coaches, teams and players involved with these levels of rugby within the Tasman Union. The Operations Manager is deemed to be the organiser of the competition and it is that person to whom all correspondence should be addressed. The TTGG will consist of the Operations Manager and the Chairman from the MRSU and the Chairman of the NBSU and is empowered to make decisions on behalf of T.R.U.

1.

REGULATIONS OF MATCHES

a)

When reading “TRU”, authority is referred to the Operations Manager, acting on behalf of these committees in the best interests of rugby in the TRU region.

b)

No club shall play any match without the prior consent of the TRU and any matches played are subject to any conditions imposed by them.

c)

Any club/team travelling internally or overseas requires the approval of the TRU and are subject to any regulations as stated in the NZR Handbook at any time.

d)

All clubs shall have approved registered colours and uniform. changed or worn without the prior approval of the TRU.

e)

Teams shall play in their Club’s registered colours and uniform with correctly numbered jerseys except:

No uniform is to be

1. Where there is a similarity in colours that a potential for confusion / mistakes exists, then the travelling team shall provide themselves with alternative colours. 2. Where a club has two (2) or more teams in a grade, they may differentiate them with suitable alternative jerseys. (Alternative playing colours can be provided by the TRU if requested one week in advance of the fixture).

f)

Every Club and school shall ensure that all matches played will comply with the Code of Ethics

2.

RULES FOR CLUB COMPETITIONS:

a)

All matches are under the control of the TRU and all team entries into a competition require approval by them. The TRU shall define / amend grades, as it considers necessary from time to time.

b)

Clubs shall notify in writing to the Operations Manager the teams they wish to enter into various grades, prior to the closing date (as advised by the TRU ) each year before the start of the competition. The TRU may direct any team to a grade it considers appropriate / desirable.

c)

The TRU may delegate control of various grades to the Nelson Bays Junior Advisory Board (NBJAB) or Marlborough Sub-Union Junior Advisory Board (MRSUJAB) as it considers necessary / desirable.

All competitions under the control of the JAB shall be run in accordance with the rules of their Committee and the Rules of the TRU d)

The Operations Manager will complete a draw for each round of competition in all grades for approval by the Sub-Union Council of Delegates and/or Board. Details of draws shall be advised to clubs / schools prior to the commencement of each competition.

e)

Fixtures may be arranged on the principle of reciprocal home games, but the TRU shall always have regard for the best interests of the Rugby Union when allocating fixtures / venues.

f)

In each grade of competition, each team will play every other team in that grade at least once in each round where feasible. Prior to the start of each season, the TRU will organise the format of the competition / championship structure and advise all teams involved.

g)

The TRU shall set the value of competition points for each match during the season prior to the commencement of competition. The team scoring the most competition points shall be the winner of the round/competition (whichever is appropriate).

h)

The competition points table in any grade may be dropped at the end of a full round, with a trophy to be awarded to the winner of the grade and the competition points tally to restart for the next round of competition (as determined by the TRU).

i)

In the event of a two or more teams being tied on equal points, there will be a play-off if feasible.

j)

If a play off is not feasible, the team that won their previous match (against each other) will be declared the winner.

K)

If still indecisive or in the event of unforeseen circumstances, TRU may declare joint winners or make a decision it deems equitable.

l)

Any competition may be terminated at the discretion of the TRU.

3.

DEFAULTS

a)

All matches shall commence at the time, date and place appointed by the TRU; Any variation to match time/date/venue is subject to the approval of the opposition coach, the appointed referee and the Operations Manager.

b)

If play does not commence within ten minutes of the appointed time the Referee may declare “the team that is unable or unwilling to proceed have lost by default”.

c)

Any team having to default because of a lack of numbers MUST refer to the Game On guidelines (see page 53) in all instances.

d)

In the event a game still cannot progress, the defaulting team must give notice to their opposition coach/manager; the Operations manager and the Referee appointments officer before 12 noon of the day PRIOR to the match.

e)

In the event a game is defaulted, the non defaulting team shall receive the win.

f)

Any default shall be noted so that if the defaulting team was the away team, they will be required to travel when they are next due to play that opposing team within the same season.

g)

If a game is defaulted, and paragraph d) has not been fulfilled, the matter is referred to the Operations Manager who may impose a fine of up to $50.

4.

TEAM LISTS / MATCH RESULTS

a)

At the end of each match the referee will check the result with managers prior to submitting to confirm the score. Managers must submit a team list to the TRU via the My Rugby App containing all player and all reserves at the completion of the match.

b)

If the Operations Manager does not receive a submitted team list & score as required, the offending club may be fined an amount of $25 per team list outstanding and /or the loss of competition points as determined by the Operations Manager.

c)

From information provided on each team list the Operations Manager will maintain a register showing the classification and grading of every player and the games they have played. The Operations Manager will report to the TRU with regard to outstanding team lists. In the event of a match being called off by a referee, the referee must report the matter to the Operations Manager within 48 hours. The referee may be required to attend a Judiciary Committee hearing resulting from the action taken.

d)

The appointment of referees for matches will be made by the Appointments Officer of the Sub-Union’s Rugby Referees Association, as affiliated members of TRU. All appointments of referees for representative matches and for interchanges with other Unions shall be recommended to and approved by the TRU.

e)

Score Blow-out (by-law): Applicable to Under 11 up to and including Under 18

35-point margin: After the try and conversion has been completed the referee will blow time off and mention that the 35-point margin has been reached. The referee will ask the coaches to CONSIDER the following options: Subbing the players who are making the biggest impact, and/ or exchanging the best players from the winning team for players in the opposing team.

50-point margin: After the try and conversion has been completed the referee will blow time off and mention that the 50-point margin has been reached. One or more of the following processes MUST occur; Subbing the players who are making the biggest impact, and/or exchanging the best players from the winning team for players in the opposing team. At any stage both coaches, in consultation with the referee, can agree on a winner before continuing to play. At the 50-point margin, the winning team will automatically be decided, and changes must occur. 5.

REGISTRATION OF PLAYERS:

a)

All teams must register all players on Sporty and provide the TRU with team registration lists to the Operations Manager. The TRU will keep a register of all players.

b)

ALL players must complete the online NZR Player Registration Form each year which is compulsory and provides Insurance Cover for death or permanent injury while playing rugby. Any player who has not completed this form will not be allowed to play until this is completed. New players must be registered prior to playing; this is to be done by completion of NZR registration form online. Full name and date of birth details to be sent to the Operations Manager prior to commencement of the game.

c)

If Requested, evidence must be provided by the players club confirming that the player has complied with the rules regarding: Clearances / Transfer, Residence, Grading or Age Any player will be regarded as an “unregistered player� until they have complied with these Rules.

d)

Any team playing an unregistered player will be deemed to have lost the game and a win will be credited to the other team, along with competition points which could have been secured from the game. If both teams are found to have played unregistered players, each team will have competition points deducted from their points tally. No right of appeal to this ruling will be allowed. Teams which contain an unregistered player may also be fined by the TRU.

6.

TRANSFER OF PLAYERS

a)

A player may not play for any other team than the one they were listed on at the start of the season.

b)

Should a club be unable to field a team in a specific grade for which they registered, any or all of its registered members of that team may transfer to another team or club, subject to the approval of TRU or the Operations Manager.

c)

Temporary transfer of players between school or club teams of the same grade where a club/school has 2 or more teams in that grade is ONLY allowed subject to formal approval by the Operations Manager. ( This approval must be sought by 12 Noon on the day Prior to the fixture and under no circumstances will an age-grade representative player from the previous season be eligible to be temporarily transferred.)

d)

A temporary transfer within the same club/school is allowed of a player from the agegrade below.

e)

For Age-grade Semi-finals and Finals every player must have played at least 4 games for that team during the season.

f)

The Following are exceptions for Transfer/Registration rules but the Operations Manager must be advised before 12 Noon on the day prior to the fixture :

7.

CLASSIFICATION AND GRADING OF PLAYERS

a)

The TRU handles and administers the classification of all players.

b)

Each Team will provide a complete Team list prior to the start of the competition to the Operations Manager. This list must contain the Full Names of every player and his/her date of Birth.

c)

Every player must be younger than the maximum age for that grade on 1 st January of that year. The player may be required to produce proof of age documentation or be suspended until such proof is provided.

d)

Addition of weight limits for smaller players. These enable players to play in a lower grade than they are age-eligible for without being considered as a dispensated player as long as they fulfil the following conditions. All Weights to be taken prior to 1 May by a TRU representative

e)

The TRU shall have the power to re classify any player.

f)

Any player who has played 4 or more games in a higher grade may not play back in a lower grade( even if they are age-eligible) until that player has sought and been granted re-classification by TRU

g)

If a player plays in a grade for which they are not listed then they will be regarded as an Un-Registered player and the team concerned will be penalised accordingly.

h)

In age group grades no re-grading of players will be allowed after 1st July unless there are exceptional circumstances.

i)

A Player eligible to play in an age-group team, but who has been playing in an open grade is eligible to be re-classified but he must formally apply for re-classification and not play until such re-classification has been approved by TRU

SPECIAL REGULATIONS AROUND UC CHAMPIONSHIP TEAMS j)

Teams competing in the Crusaders region UC Championship Competition will be required to register a squad of 18 players by 1st May each year. Players outside this 18 must register for an appropriate age-grade team within the same school or sub-union.

DISPENSATION

Please note any player classified under rule 7d) is NOT considered a dispensated player. a)

Age dispensation for players to play in a grade for which they are not eligible should be considered a privilege (not an automatic right), and requires application AND approval by TRU, before 1st May.

Factors considered when such requests are made include: · Age · Weight · Playing History · Players attitude and ability · Is a correct age grade team available

· Safety of the opposition players. · Betterment of the competition. c)

Dispensations which are granted can be reviewed by TRU.

An over-age player who plays in a team without dispensation is considered an “Unregistered player” and the team is liable to the penalties outlined in Rule 5 c).

There may be a maximum of three(3) dispensated players in any team for that team to be classified as a “Competition Team”. (Under 18 grade teams may have a maximum of 4 dispensated players)

f)

The TRU may approve more than three(3) dispensated players ( or 4 in the Under 18 grade) in a team but this team will be considered as a “Non-Competition Team” and will be ineligible to qualify for semi-finals or final in that grade. They will be awarded points for each of their games in round-robin play. Such requests are only likely to be approved in exceptional circumstances.

TRU will maintain a register of all dispensated players.

h)

Dispensated players must be clearly identified to the opposition coach prior to the commencement of EVERY match. They must be asterisked on the team card

SUBSTITUTIONS and PLAYING TIME The Use of Rolling Substitutes is NOT allowed in age grade games unless Game On is applied. Players can only be substituted at ¼ time, ½ time, and ¾ time. JUDICIARY PROCEDURES

a)

A player sent off is automatically suspended from all rugby for two (2) matches from the date of sending off. The suspension is subject to the following: I. II.

A player ordered off has the right to request a hearing. This is treated as an appeal against the automatic suspension. If the player requests a hearing within 48 hours of the ordering off, a hearing will be held by the Judicial Committee within six days of the ordering off. If the player requests a hearing after 48 hours of the ordering off but within seven days of receiving a copy of the referees report on the ordering off, a hearing will be held by the judicial committee. If a member of the Judicial Committee or the complaints review officer considers that the automatic suspension imposed under rule 10a) is not an adequate sanction, a hearing will be held to determine the appropriate sanction.

A player temporarily suspended (yellow card) on two occasions in any matches within TRU during a season will be advised in writing that a third temporary suspension in the same season will result in an automatic one(1) match suspension. The automatic suspension is subject to the following:

the player may within 48 hours of receiving notice of the suspension (but no later) request a hearing. The player may not play until either the hearing has been concluded and a decision delivered or he/she is permitted by the Judicial committee to play pending a hearing.

c)

The Judicial Committee may, in its discretion, increase the automatic suspension referred to in (a) and (b) above.

d)

Rights of appeal exist in respect of decisions of the Judicial Committee. The person or organisation appealing must pay to TRU an appeal deposit of $500 within 48 hours of lodging the appeal. If the appeal deposit is not paid within that time, the appeal is deemed to be abandoned. The Appeal Committee has the power to order that all or part of the appeal deposit be refunded.

e)

If there is any inconsistency between what is set out above and the disciplinary provisions in the NZR handbook, the latter will prevail.

PROTESTS & DISPUTES

a)

All protests and disputes relating to any matter under the Code of Ethics or these Rules shall be made and lodged in writing to TRU, via the operations manager, prior to (in the case of a protest) or within 48 hours of the match in question (in the case of a dispute).

b)

Decisions on matters under protest or in dispute will be made by the TRU as expediently as is practicable. The TRU decision is final unless it exercises its discretion to refer the matter to the TTGG for determination.

c)

If a specific cause for protest is known before a match begins, the protesting team shall advise the team (opposing) of the protest ( and its cause) and if the matter is not addressed the protest shall be lodged, in writing with the referee or an official of the TRU. The match must proceed at the time set down,. If the team at fault is unwilling or unable to remedy the cause of the complaint, the game will be played “Under Protest” and the protest shall be considered by TRU

SEMI-FINAL / PLAY OFF RULES

a)

For a player to be eligible to play in a semi-final or final that player must have played for that team in not less than four (4) round robin matches in the same competition. For the purposes of this Rule the term “played” includes reserves.

b)

All teams must submit a team list to the Operations manager before 12 pm of the day prior to the fixture listing all 22 players. If unable to field 22 for any reason you MUST apply to the Operations Manager for a special request that will be put in front of the TTGG for determination.

In the event of a draw at full time or tied points in the round-robin play off / semi-final system:

GUIDELINES FOR LOW PLAYER NUMBERS Small Blacks U6-U13 This is a guideline in the event your team does not have the required numbers for a game 1. Call the opposition coach or Manager I.

If your team does not have the necessary numbers for a game through injury, illness or unavailability, the coach must call their opposition teams coach or manager to inform. Through a discussion, coaches can agree on the playing numbers. If the coach or manager cannot be contacted, please call the opposition clubs delegate. A decision must be agreed upon no less than 30 minutes prior to the game kicking off.

Teams must not borrow players from another team other than their opposition team (this includes players from their own club or another club) without the agreement of the opposition coach. Teams match numbers. If playing 15-a-side and you only have 14 players, you can play 14 v. 14 or borrow one opposition player to play 15-a-side. If a team refuses to borrow or loan players, then the game must proceed with even numbers. Balancing playing numbers and ability is encouraged. This means the team loaning players shouldn’t just give their weakest players to their opposition.

3. Breach of Guideline I. II.

The offending team, if caught borrowing players from another team (not their opposition team), will be called into the Tasman Rugby Union with their club delegate for a Judicial Meeting. If deemed necessary, the TRU can impose a fine on the offending teams club.

Dispensations are granted at the discretion of the TRU.

All dispensated players must be identified to the opposition coach or manager prior to the commencement of EVERY match.

Any player who has played 4 or more games in a higher grade may not play back in a lower grade (even if they are age-eligible) until that player has sought and been granted re-classification by the Tasman Rugby Union.

SCORING/RESTART: • A try is scored by grounding the ball on or over the goal-line.

• The non-scoring team will restart play with a free pass (NZR ruling) • The opposing team will be back five (5) meters from half-way. TACKLE: • A tackle occurs when a tag is ripped/removed from an opponent’s waist-belt

• The ball-carrier must pass the ball within three (3) steps of the tackle/rip occurring. • AFTER THE BALL CARRIER HAS PASSED THE BALL the Defender (ripper) must HAND BACK the flag (not throw it away) to the player who passed the ball, who then re-attaches it to their belt before they rejoin play. If either of these players don’t adhere to this, they will be penalized and a free pass will be awarded to the non-offending team at the place of the infringement. The Referee will penalise the player if they continue to run after a tackle/rip.

OFF-SIDE: • Off side only occurs at a rip. When a rip is made, all players from the Defender’s (Ripper’s) team must get back until they are 3 metres behind where the rip was made. GREAT WHITES RULES—UNDER 12 & 13 These Laws largely complement laws outlined in the Small Blacks Development Model. SCORING/RESTART: • A Try is scored by grounding the ball on or over the goal-line

• The non-scoring team will restart play with a drop-kick from half way. • The opposing team will be ten (10) meters from half way • Conversions not to be taken further out than the 15 metre line SCRUM: • Eight players, even numbers on both sides, even numbers at all times. Safety is paramount. • The side putting the ball into the scrum does not automatically win the ball, i.e. scrum can be contested. • Pushing in the scrum at this grade/level is allowed. No more than ½ meter can be gained by pushing at this level. • The opposing team can not advance until the half-back has played the ball.

• There is an off-side line five (5) meters behind the hindmost feet of the scrum. • The opposing half-back must not advance past the middle line, i.e. scrum tunnel. • No. 8 can pick up the ball from the base of the scrum as per normal rugby rules LINEOUT: • Lineout can be contested. If the ball is not caught or goes over the back, the ball becomes ‘fair-game’. • No short lineouts.

• NO lifting in the lineout. • If the throw isn’t straight, advantage applies to the non-offending team, otherwise normal law applies.

• The two (2) lines must be one (1) metre apart and five (5) metres from the side-line. • Back-lines must stand ten (10) meters from the line of touch (centre line). TACKLE: • A player must not tackle an opponent whose feet are off the ground.

• The tackled player must release the ball when either the player and/or the ball is grounded.

• The tackle/contact must be effected from the mid-chest line (nipple-line) or below • Swinging a player by their jersey and fending to the face, neck or head are not permitted. RUCK/MAUL: • Players must not join from the side.

These numbers are maximums. Games must proceed with even numbers. Balancing playing numbers and ability is to be encouraged. 15 a-side must be full field. ½ Field = goal to 10m (across the field) – Portable goalposts are recommended. Full size posts on one touchline need to have post pads on them. Score blowouts have a detrimental effect on both teams. If the score reaches 35 points, coaches should consider swapping or subbing dominant players. At 50 points, they MUST do one of those options. U11 to U13 conversions are not to be taken further out than the 15m line.

Swinging a player by their jersey and fending to the face are not allowed and must be penalised. All players must play at least half a game. Contest hook only at U11 Contest and pushing only at U12 and U13. Safety is paramount. The push is limited to half a metre maximum & cannot wheel past 45˚on the angle.

TASMAN RUGBY UNION JUNIOR RUGBY INCIDENT RESPONSE PROCESS In the event of unacceptable on-field or side-line behaviour the Tasman Rugby Union (TRU) have formatted an incident process.

ON-FIELD MISCONDUCT

SIDE-LINE MISCONDUCT

Step 1: Where an on-field incident is witnessed by a Match Official (M/O), standard protocols will apply: Talk to the offending player & issue a warning Recommend a temporary suspension by issuing either a Yellow Card (sin-bin) or Red-Card (order off). The referee will send an incident report to the TRU Operations Manager following this who will act on it accordingly.

Step 1: Where side-line abuse or misconduct is witnessed during a game by: A coach or manager, they may approach the oppositions team management after the fixture to address the incident. If an agreement cannot be met by both parties, they can then approach the Club Delegate to inform them of the incident. A spectator, they should report the incident directly to their Club Delegate. The Delegate will then liaise with the opposing club/team’s Delegate and request that this matter be addressed.

Step 1b: On-field incidents not witnessed by the Match Officials. After the game, if an incident is witnessed by a coach or manager, they may approach the oppositions team management to address the incident. If an agreement cannot be met by both parties, they can then approach their Club Delegate to inform them of the incident. If witnessed by a spectator, they should report the incident directly to their Club Delegate. The Delegate will then liaise with the opposing club/ team’s Delegate and request that this matter be addressed. Step 2: On the day the Club Delegate or Match Day Manager may exercise the right to: Approach the management & address the issues Recommend the coach suspends the player based on the level of offence Remove the player from the team (for repeat offences) upon which the TRU may be asked to be involved

Step 2: On the day the Club Captain or Match Day Manager may exercise the right to: Approach the offender & address the issues Ask the offender to leave the field of play and/or the venue Suspend play until offender leaves peacefully Suspend the offender from further participation (in the case of a coach/manager, suspend them from team duties) Involve police if the behaviour is of a criminal act at which time the union may be asked to be involved.

Step 3: Post Match – A written response detailing the incident & the outcome must be provided to the opposition clubs delegate & the TRU Operations Manager. The Club Committee(s) should approach & treat each incident on merit & level of offence, looking to be consistent with their findings & subsequent actions. Step 4: TRU Involvement – It is only if situations cannot be resolved through the above processes that the Union will then become involved to review the incident. The Union will not immediately enter any situation that is bought to our attention by any member of the public, parent, coach or other-wise until we are satisfied that the above steps have been taken. The Union will, instead, refer all incidents back to the respective Club Delegates in the first instance. DEFINITION OF ABUSE Abuse is defined as to attack with coarse or insulting, rude, threatening or maligning language or behaviour.
