Calls to reject quarry over major traffic flow concern By George Welch PLANS for a quarry the size of 165 football pitches near Clifton Hampden have been dealt a blow because it would cause “severe harm” to road safety and threaten air quality. That’s according to the county council’s highways authority, which has recommended the plan be rejected. About 2.5million tonnes of sand and gravel would be extracted over 10 years from the 104-hectare Fullamoor Quarry, should permission be granted at a planning meeting next week. But the highways authority is against the quarry construction after carrying out detailed surveys and modelling work on junctions in Culham and Sutton Courtenay, as well as queue length surveys at the staggered crossroads of the A415, B4015 and High Street. Principal highways engineer Geoffrey Arnold claimed the quarry would generate more traffic through a ‘sensitive’ part of the highway network at the signal controlled junction of Abingdon Road and Tollgate Road. Engineers fear queues would be slow to disperse and drivers would perform unorthodox manoeuvres, blocking straight-ahead travel and potentially causing gridlock. Mr Arnold said: “The A415 is an important corridor in the local

highway network and it is of paramount importance that appropriate priority is given to this A-road to maintain operational capacity. “The Highway Authority considers the traffic impact of this development as unacceptable and will cause severe harm so as to justify the refusal of planning permission.” Swindon-based Hills Quarry Products said its project is necessary for “essential construction materials required to support the substantial development proposed in the area”. South Oxfordshire District Council, Clifton Hampden and Burcot Parish Council, the neighbouring villages of Long Wittenham, Culham and Appleford, Abingdon Town Council and the UK Atomic Energy Authority, which manages the Culham Science Centre, have all voiced opposition to the quarry. Leading the opposition is Bachport, Burcot and Clifton Hampden for the Protection of the River Thames. Spokesperson Giles Baxter said: “The Highway Authority’s objections to the quarry come as no surprise to us. “All along we have argued, supported by our own surveys and modelling, that a quarry would add to extra traffic to an already over-burdened main road causing problems at Culham bridges, Clifton Hampden and the bridge.” Oxfordshire County Council is due to discuss the application on Monday.
