Runners in high spirits for big race THE weather held off as a big field of over 1,200 runners took on the Basingstoke Half Marathon on Sunday. This was the eighth year the race has been held, with competitors raising money for St Michael’s Hospice and Macmillan Cancer Support as well as their own charities. Matthew Bennet from Southampton Athletic Club was the overall winner with a time of 1:12.33. Hart Road Runners’ Lesley Locks was the fi rst woman home in 10th position overall, completing the course in 1:24.14. See page 3 for full story.

Man watched ‘vile’ child sex abuse via global streaming By Adam Flinn A MAN who watched a four-year-old girl being sexually abused online as it was streamed live to a global audience has avoided prison. Gareth Gascoigne-Leopold, of Rectory Lane in Tadley, was given a five year prison sentence, suspended for two years, at Lewes Crown Court on Friday. The 35-year-old was one of six people from the UK to watch the abuse

in December 2015, broadcast via an online video streaming forum. He was also given a 10-year sexual harm prevention order, and ordered to attend a rehabilitation course and get internet sex offender’s treatment. The girl, who is from Denmark, has since been identified and is being safeguarded by the authorities. Sentencing, judge Recorder Swirsky told Gascoigne-Leopold the “images you watched were vile and the children involved are likely to be
scarred for life”. Gascoigne-Leopold’s arrest is part of a wider investigation being carried out by the National Crime Agency (NCA) into the streaming of child sexual abuse. He was arrested at Gatwick airport having travelled back from Spain in December 2016, and charged with four offences on July 4 this year. These were intentionally encouraging and/or assisting the commission of an offence, possessing an
extreme pornographic image, possessing an indecent photograph/ pseudo-photograph, and possessing a prohibited image of a child. Graham Ellis, from the NCA’s child exploitation and online protection command, said: “The abuse this little girl suffered was unimaginable. That it was also streamed live around the world makes it even more horrific. “The individuals who were logged into the forum to watch this abuse

New name in charge of county’s fire service HAMPSHIRE Fire and Rescue Service has appointed a new chief fire officer to take over the running of the service from the start of next year. Neil Odin will assume control on January 1, following the retirement of current chief Dave Curry. Mr Odin, 44, has been Hampshire’s assistant chief since 2012, and previously worked at West Sussex Fire and Rescue Service for more than 20 years. He said: “I am delighted to be taking on the role of chief fi re officer for Hampshire. “It is a position that I know carries great responsibility, as our service strives to make life safer for every resident. “There is no doubt I take
on the job at a time of great change in the fi re service, but I am looking forward immensely to the challenge of ensuring we continue to supply an exemplary service to our communities and to leading such a great organisation.� The transition process will now take place over the next few months. Chris Carter, chairman of the Hampshire Fire and Rescue Authority, said: “I am very much looking forward to working with Neil when he formally takes up the appointment in January. “Being at the helm of one of the best and most progressive services in the country is a huge responsibility and in Neil we have the right person to lead the service forward.�

Campaign aims to stop inconsiderate parking By Adam Flinn INCONSIDERATE drivers who park badly are being targeted in a new safety campaign being run by Basingstoke and Deane Borough Council and Hampshire Constabulary. ‘Think before you park’ has been set up to tackle the issue of parked cars blocking routes for emergency vehicles, as well as parking on pavements that forces people to walk onto the road. It aims to educate drivers about the dangers poor parking can cause, with leaflets
being left on windscreens which highlight how people could be being put at risk. Vehicles which are causing an immediate danger will be reported to police as usual, while parking officers will issue fi nes where they have the power to do so. Simon Bound, the council’s cabinet member for community safety, said: “We’re working hard to alert residents to the potential dangers of poor parking, such as reducing visibility at junctions and the impact on the safety of schoolchildren. “We’ve heard from lots of

residents who are frustrated at the poor parking of others, but the powers we have to take action are limited.� He continued: “It’s important that everyone takes the time to pause before they park, and to think about whether they could be causing problems for pedestrians, or blocking access for ambulances and bin crews.� The campaign follows a rise in the number of residents contacting the council about inconsiderate parking. Posters and social media will also be utilised in the campaign.
Sergeant Trevor Taylor, of the Basingstoke neighbourhood policing team, said: “We are fully aware that inconsiderate parking can be a real source of frustration for people trying to go about their daily business. “We also know that parking disputes can sometimes lead to more serious offences, such as criminal damage and public order. “While we will take action where appropriate, the answer is not to criminalise everyone but to work with our partners to remind people to think before they park.�
BASINGSTOKE: A man is believed to have been hit with a baseball bat in an assault in Basingstoke in the early hours of Saturday morning. The 20-year-old victim was attacked sometime between 1am and 1.30am in Grove Road. He suffered a suspected broken jaw, dislocated shoulder and deep cuts to his head, and has since been discharged from Basingstoke hospital. A 26-year-old man from Basingstoke was arrested in connection with the incident, and has been released under investigation. Police are appealing for witnesses who may have seen or heard a disturbance. Call the police non-emergency number 101 with information.
M3 boy charged HAMPSHIRE: A 17-year-old boy has been charged following last month’s 11 hour closure of the M3 at Winchester. Motorists were left stuck after the road was shut by police on September 23 when they discovered a “potentially hazardous� substance on the road near St Catherine’s Hill. The boy was charged on Saturday with two counts of arson with intent to endanger life, and two counts of causing danger to road users. The charges also relate to a similar incident at the same spot the previous Saturday. He appeared at Basingstoke Youth Court on Monday, with another hearing scheduled at Winchester Crown Court on Wednesday.

Felicity Edwards, from race organisers Destination Basingstoke, said: “It was a fantastic day, a great atmosphere. “The race brings together the whole community - our businesses with their sponsorship and corporate teams, the running clubs, the charities. “And of course the residents that put up with road closures and get into the spirit of the race by cheering everyone on.” A big team of volunteers from St Michael’s Hospice, Basingstoke’s Brownie and Guide groups, rotary clubs, running clubs and other individuals made sure the race went off without a hitch.

Use right service BASINGSTOKE AND DEANE: Residents are being asked to help the NHS this winter by making sure they use the right health service for their needs. Hampshire Hospitals NHS Foundation Trust has said that 15 per cent of patients who visited the emergency departments at Basingstoke and Winchester hospitals could have been treated by their GP. The trust is asking residents to call the NHS’s 111 phoneline if they are unsure which service they should use, or 999 in an emergency.

Having a ball for Ark MORE than £22,000 has been raised from a Basingstoke law firm’s black-tie ball to put towards Ark Cancer Centre Charity’s fundraising campaign. Clarke & Son Solicitors held its charity ball last month as the culmination of three years worth of efforts to raise money for Ark. Comedian Adger Brown, magician Andy Reay and live music from Boom Town entertained guests, who dug deep to support a live and silent auction on the night. Darren Lovegrove, marketing manager at Clarke & Son, said: “After six months of plan-
ning, everyone at Clarke & Son is delighted that the charity ball was such a success and that everyone had a great time. “The money that was raised will be match-funded by Greenham Common Trust, and this means that the ball will have resulted in a £22,500 donation, which is fantastic.” Ark is raising £5million to build a new cancer treatment centre near Basingstoke. The total raised so far has now reached £1.6m. Mark Jones, director of fundraising and communications for Ark, said: “The support from the Clarke & Son team has been absolutely amazing.”

Workers vote for train strikes By Adam Flinn WORKERS at South Western Railway have voted to strike following a dispute over the future use of guards on the service. More than 80 per cent of those who voted in trade union RMT’s ballot opted for industrial action after the union claimed that franchise holder First MTR had not given “castiron assurances” over the future of guards on their trains. No dates for strike action
have so far been announced. RMT is currently in a similar dispute with Southern Rail, which has seen thousands of passengers affected as train services have been cancelled. The argument with South Western Railway, says RMT, is that they haven’t been given a “water-tight pledge” regarding guards’ services. Mick Cash, general secretary of RMT, said: “RMT has given repeated opportunities for First MTR to give us the assurances we have sought
over the future role of the guards on their trains throughout the length of the new South Western franchise. “They have refused to give us those guarantees and it is that failure which left RMT with no option but to declare a formal dispute with the company and to conduct a ballot for action. “Our members have now voted overwhelmingly for both strike action and action short of a strike and that massive mandate will now be consid-
ered by RMT’s executive who will decide the next steps. “This dispute can be easily resolved if the company is prepared to stick to existing agreements and give staff and passengers alike a guarantee of a second, safety-critical member of staff on all current services.” RMT has said it remains available for talks with First MTR, and a meeting has already been arranged for today. Western Railway said: “We are disappointed that some of our staff have chosen to vote for industrial action. “We have been clear that we plan to retain a second person on our services, as we know that our passengers value the assurance and assistance a second member of on-board staff provides. “None of us want to be in this position and any potential action will cause unnecessary disruption for the customers we serve.”

Hall extension BAUGHURST: The new extension to Heath End Village Hall has been officially opened, following nearly three years of work by trustees. The £96,000 project began after some community groups were being turned away due to a high demand for the space. Flashmob to star in parade A FLASHMOB dance will form part of the celebrations for this year’s Day of the Dead festival in Basingstoke. The extravaganza returns to Top of the Town on Friday, October 27, featuring Mariachi musicians, fi re breathers and illusionists before concluding with the colourful parade. And it is in the parade that the flashmob performance will feature, starring members of local dance schools. Decision due on ‘glampsite’ By Adam Flinn GLAMPING could be coming to the Basingstoke and Deane countryside, depending on the outcome of last night’s development control committee. Councillors had been recommended to approve plans to build a new glamping site at Browning Hill Green, near Tadley. It would contain six ‘glamping pods’ or living vans, which would provide overnight accommodation for two adults in each one, as well as a sepa-
rate house for a site manager. The application was called in to the borough council’s development control committee following a number of objections, including its location on a blind bend in Church Road, its impact on the rural setting, and the possibility of it being further developed in the future. Baughurst and Tadley North councillor Robert Tate said: “This application has generated significant public concern in the ward. “I believe that this pro-
posal should be objected to on grounds of change of land use, development outside settlement boundaries, change of visual amenity, highway issues and sustainability.” Glamping means ‘glamorous camping’, and offers a more luxurious place to sleep than a tent while keeping the campsite setting. Alongside 34 letters of objection from the public to the application, there were also five in support of the plans. These praised the application for bringing a different

agent DGG Planning said: “The use of this land as a glamping site would provide a peaceful and relaxing environment in which visitors can use the pods or living vans. “The pods, amenity cabin and site managers’ accommodation are all moveable and as such would be placed on to the site. “Whilst it is considered that the glampsite would prove a viable rural business, if it was not shown to be viable after three years, they could all easily be removed with minimal impact on their setting.”
BASINGSTOKE’S MP Maria Miller is calling for more to be done to tackle issues for older people in the workplace, including age discrimination. The government’s women and equalities committee which Mrs Miller chairs - is relaunching an inquiry into older people and employment. Individuals, charities and other organisations are being asked to submit evidence to the inquiry on age discrimination issues they have faced or been made aware of. Mrs Miller said: “The problems facing older people at work rarely make the headlines, yet last year nearly 10 million people over 50 were in work. “Helping people over 50 to tackle age discrimination is good for the economy, for employers, and for individual employees. “The government recognises the problems facing over 50s but will its strategy and plans make any difference? “Using the evidence we gather, our inquiry will consider progress so far, the things that stop change, what works, and what more needs to be done.” Further details including how to send submissions to the inquiry can be found at tinyurl.com/yc6ksdr5.

Hart consultation HART: Residents in Hart are being asked to give their thoughts on what should be the district council’s priorities for the next five years. The draft Hart Corporate Plan sets out four key aims, relating to the local economy, the environment, health, and becoming a more efficient and effective council. Boost for centre BASINGSTOKE: Improvements are being made to Basingstoke’s wellbeing centre to make it easier for people to access mental health support. The centre, in Vyne Road, will open for longer during evenings and weekends, while specialist staff will be brought together within the centre. It is part of an £8million contract funded by Hampshire County Council and the NHS covering all 11 wellbeing centres in Hampshire. Hospital open day proves to be a hit By Adam Flinn HUNDREDS of people had a sneak peak at the inner workings of Basingstoke’s hospital on Saturday. Hampshire Hospitals NHS Foundation Trust (HHFT) welcomed 800 visitors for its open day, where they had the chance to fi nd out more about how the hospital operates. Those in attendance had the chance to try out surgical equipment, look around the radiology department, and speak with experts. Injured teddy bears and
dolls were also patched up in the plaster room. There was also a wide range of interactive displays highlighting different work done in the hospital, as well as a jobs fair and tea and cake. The day was officially opened by Basingstoke MP Maria Miller, town mayor Paul Frankum and HHFT chairman Liz Padmore. Ms Padmore said: “There was a real buzz around the hospital and plenty of attractions to keep the whole family entertained. “Everyone seemed to enjoy
the opportunity to take a look behind the scenes, speak to some of our experts and learn about the great work that goes on in the trust. “The passion of our staff for all they do really shone through and I’m extremely grateful to all of the staff who gave up their own time to make the open day possible. “It was a fantastic day and I’d like to thank everyone who came along and supported the event.” Visitors could test out their endoscopy skills at the open day

A special reception was held last month to mark the adoption of the plans for Sherborne St John, Oakley, Overton and Bramley by the borough council. The ReSPECT process sees a person and their health professionals draw up a plan covering which treatments they may or may not want. This is put onto a ReSPECT form, which the person keeps

The idea was praised by Alton resident Roy Ford, who has first-hand experience of the difference considering your options in advance can make following the death of his wife Janet earlier this year. Janet had been diagnosed with liver and pancreatic cancer and found herself unable to move. However the ambulance crew

made the decision for Janet to stay at home so she could spend her final days there, and she passed away a week later. Roy said: “We had never talked much about what we might like to have happen at the end of our lives. “It was luck and compassion that meant the ambulance crew made the decision for Janet to stay at home. “Had Janet thought about this in advance, I know that this is what she would have wanted.”

Road safety session for older drivers OLDER drivers in Basingstoke are being offered advice to help them continue to be safe on the roads or decide when they should stop. Hampshire Constabulary’s Older Drivers Forum is being held in Festival Place today to give advice on road safety, the consequences of not being fit to drive and alternatives to using a car. There are currently almost five million people in the UK aged 70 and over driving, with Hampshire having the highest number outside of London. Chair of the forum, Sergeant Rob Heard, said: “The key message is about not becoming complacent about our driving. “We know many older drivers have a wealth of experience, confidence and tolerance, however as we get older our sight, hearing, reaction times and judgement of speed and distance may not be as sharp as it once was. “Our advice is don’t wait until you have a near miss or an accident to convince you to review your driving ability. Instead, take preventative measures by planning ahead, and seeking advice and support early.” The session in Festival Place is running from 9.30am to 3pm, and is free to attend. There was a big turnout to mark the church’s 100th anniversary last month
100 years of All Saints By Adam Flinn PARISHIONERS and the Bishop of Basingstoke gathered to mark the 100th anniversary of the town’s All Saints Church. Celebrations were held last month to mark 100 years since the church, in Southern Road, was fi nally completed in September 1917. This included a Eucharist of Thanksgiving, where Basingstoke’s bishop David Williams joined in and cut the cake. He said: “It was a pleasure to be part of All Saints centenary celebrations, and an honour to lead the congregation in worship. “The church of All Saints is a beautiful, peaceful and inspiring place and has been
at the heart of the local community throughout its history. “The congregation here ensures that the church is a place of true Christian welcome.” The church was built during the First World War, with its construction being hit by delays as a result. As many young men had joined the war effort, the church was built by stonemasons who were too old to be called up. The Eucharist also included a talk on the history of the church by historian Debbie Reavell, and an exhibition of copies of drawings and plans of the building. All Saints’ vicar Rev Rosalind Rutherford said: “I’m very pleased that Bishop

David was able to join with us in celebration of this significant occasion. “The dedication of a new church in 1917, in the midst of a campaign which resulted in about a quarter of a million casualties on each side, was certainly a sign of Christian hope.
HAMPSHIRE: A record-breaking number of children took part in this year’s Hampshire summer reading challenge. In total 26,638 youngsters aged four to 11 took part in the challenge to read six books borrowed from Hampshire’s libraries over two months. The number is over a thousand more than last year. Andrew Gibson, the county council’s executive member for culture, said: “It’s been great seeing children getting into the spirit of the event.”
Next top poet HAMPSHIRE: The competition is on to find Hampshire’s poet laureate for 2018. It is being run by the Hampshire Cultural Trust, and aims to highlight local writing talent. The winning poet will receive two paid commissions during the year, including work linked to the trust’s programme of events across the county. Trust chief executive Janet Owen said: “We’re looking for a poet who can not only whisk us away with their words, but also someone who can be a champion for poetry and literacy within the community.” It is open to anyone over 18 who lives or works in Hampshire. Ocean is worth every penny of £54k By Tony Yates I WAS loaned a Volkswagen California Ocean for a family summer holiday a few weeks ago – and I took the opportunity to test it’s ability of sleeping four adults in what some say is comfort camping. Now, I know camping is not for everyone and up to a few years ago, I felt the same, but then I bought an old Peugeot campervan which was rubbish – but it did it’s job of keeping my family dry as we camped in Wales. Of course, it was old and I only paid £500 for it and it had 120k miles on the clock – but we loved it. So, when the Ocean arrived with it’s shiny blue paint and modern lines, we were very excited indeed. I will give you a brief rundown on some of the kit you can expect to fi nd inside a modern version of the California. It starts with a DAB Radio with five inch touchscreen and eight speakers, two-seater bench/bed foldable into a bed for two persons, roof berth for additional sleeping, 42litre

cool box, camping table and two chairs, electric hook up, fresh water tank, gas storage compartment, kitchen units, 12v and 230v sockets, two 72Ah auxiliary batteries and a waste water storage tank. The Ocean version of the California is fitted with a 2.0 litre TDI turbocharged 16v diesel engine with DPF – and an excellent seven-speed DSG gearbox, which is stunning even when it was weighted down with all our equipment. The engine pulls really well thanks to 204PS on tap and 450Nm of torque. Remember on it’s own the Ocean weighs in at 3080(kg) which you would assume would have a massive impact on fuel economy – but you would be wrong, as it returns a healthy 42mpg even when you are up and down the many hills in and around Lake Windermere and Coniston. Standard equipment that underpins the Ocean comes in the form of 4MOTION all wheel drive, ABD, BAS & EBD. Along with traction control (TCS & EDL) & ESP. Plus, airbags for the
driver and front passenger with head/ side airbags, remote central locking, side scan and lane assist is also fitted so the safety aspect is perfect. On the inside you get automatic climate control, heated front seats, electric windows, blinds for side windows plus so much more additional equipment that I would need another 600 words just to cover that part off. As I don’t have that kind of space, you will have to make do with me fi nishing off with a short run down on what I think of the VW California Ocean. If you are a couple or a family with two children, then the Ocean is perfect for getting you away with the minimal of fuss – thanks mainly to it pretty much having everything you will ever need, including the kitchen sink. Also, the fact that you can sleep four people in perfect comfort is utterly amazing. Things we liked; we liked the electric roof system that raised and lowered and the additional sleeping space. My children also told me it was ‘very cool to be sleeping in the roof’ and I loved spending some time in there myself

reading to them. As for myself - I like that the Ocean comes already equipped with electric hook up which minimises all the fumbling around in the dark trying to fi nd the right connector. I also liked that everything you will ever need is there to hand with little fuss. Plus if it does rain all week, you have the ability to wind out an awning on the side.

The Ocean did us proud and kept my family safe and warm. But you might be a little surprised by the price. Prices for the model I had on test starts at around £54,678. To sum up; Yes, the high price could be a big problem but in my eyes it’s worth every penny. I promise that you won’t regret a single minute of it.

More of the same from Bison By Adam Flinn IT was a familiar story for Basingstoke Bison as once again they picked up a win and a defeat in their two games over the weekend. A surprise 5-2 defeat at home to Bracknell Bees on Saturday was followed up with a 2-0 win away at Sheffield Steeldogs on Sunday. Both were cup games, with Saturday’s being a National Cup fi xture. The competition has not been kind to Bison this season, having only recorded one win in their five games to sit bottom of group D on two points. A busy fi rst period ended goalless, despite Bison having some opportunities on the powerplay. However it was Bison who did manage to score fi rst on 28:59 as Kurt Reynolds fed Aaron Connolly to break behind the defence and slide the puck
past Alex Mettam for the opening goal. The lead didn’t last long though as Steven Osman got the puck between Dean Skinns’ legs to get the Bees level. And they moved in front a minute later as Jan Bendik fi red home. The fi nal period didn’t get any better for Bison, as fi rst Shaun Thompson scored and then Frantisek Bakrlik added two more to give them a fourgoal advantage. Ryan Sutton pulled one back for Bison in the fi nal minute while they had a two-man advantage, but it was nonetheless a disappointing defeat for the Herd. Things went better on Sunday though as Bison secured a 2-0 win at Sheffield in the Autumn Cup. Dragons leave it late to put a stop to losing run By Adam Flinn THREE late goals saw Basingstoke Town end their run of three consecutive defeats with a 3-0 win over Redditch United at the Camrose on Saturday. All three goals came in the fi nal 15 minutes of the match, which saw a delay early on in the fi rst half after the referee was forced off with a hamstring injury. It means the Dragons have moved back up to 11th in the Southern Premier League table with 15 points. They then followed that up with a 6-2 win away at Fleet Town in the fi rst round of the Bigfreebet.com Challenge Cup on Tuesday night. Saturday’s fi xture at the Camrose came after a run of three away games in a row for Basingstoke, all of which they had narrowly lost. It looked as though it might be another tough afternoon for the Dragons as Redditch made the stronger start, with Dior Angus forcing Colm McAdden into an early save. Spencer Weir-Daley then headed over from close range. The game was then brought to a halt after referee Iain Parsons suffered a hamstring injury, leading to a member of the crowd taking to the field as a replacement.
After a 15-minute delay the game restarted and was fairly quiet until the half-time whistle, with Basingstoke’s best chance coming as Jack McKnight failed to convert Sam Smart’s cross. The home side were beginning to look more dominant following the break, with Dan Bayliss going close twice and Shane Hollamby hitting the inside of the post with a header. With 75 minutes on the clock the deadlock was fi nally broken as Smart was brought down by Gui Mailancol in the box, and Ben Wright converted the subsequent penalty. Three minutes later it was 2-0 as Marcus Johnson-Schuster launched an unstoppable strike into the top left corner for a magnificent goal. And the scoreline was completed soon afterwards as Callum Bunting – making his debut for Basingstoke – collected Smart’s cross before fi ring over Redditch keeper Ethan Ross. Tuesday’s game saw plenty of goals at Fleet, as Basingstoke booked their place in the second round with Bunting getting a hat-trick in just his second game for the club. Wright scored twice while Dan Collier got the other. Basingstoke return to league action at home to Banbury on Saturday afternoon.
