Committee gives green light to housing plans ALMOST 900 homes have been given the go-ahead by Oxford City Council to be built in Barton, following a decision by the East Area Planning Committee on Tuesday night. Eight Labour and Liberal Democrat councillors voted in favour for 885 homes and a primary school to be built in West Barton, with Green Party councillor David Williams abstaining. Outline permission has now been granted to developers Grosvenor Britain, which will include 40 per cent social housing within the development. Council leader Cllr Bob Price said: “The approval is a fantastic step forward in delivering a vibrant and exemplar new sustainable community in Oxford. “We’re hopeful that the new homes and community facilities me up

PLANS for an “ambitious” new neighbourhood in Barton – set to include nearly 900 homes – have been submitted by Oxford City Council. The outline planning application was tabled by the council and developers Grosvenor to develop the 36-hectare site to the west of Barton. More details of the design are expected to be announced in due course. Councillor Bob Price, Leader of Oxford City Council, said: “This is a major step towards the creation of an enlarged Barton community, providing much-needed homes for rent and for purchase, together with the social, retail and community facilities that will complement existing Barton facilities. “Great care is being taken with the design of the new homes and their link to the parks and green areas within and at the edge of the development. “I feel confident that this planning application will lead to the creation of a really good place to live, and I would like to thank the architects and engineers who have created the vision for the Barton of the future.” The initial idea was conceived in 2009, with public consultations starting the following year. Plans were modified slightly in the early stages, when residents objected to houses fronting the A40. Cllr Price confi rmed there would now be a buffer area between the main road and the

The new mobile clinic has been launched by healthcare company Solutions4Health, which will help people who struggle to get to traditional clinics in the area. Known as the SmokeFreeLife service, the project aims to help at least 200 people a year to give up smoking. Leena Sankla, project director of Solutions4Health, said: “Research shows that smokers are four times more likely

to quit successfully when they have professional support. “Our four week quitter’s programme gives smokers the best chance of quitting for good.� Around 18 per cent of Oxfordshire’s adults are smokers, and the nationwide Stoptober campaign encourages people to give up for a whole month to increase their chances of quitting for good. County Council member for public health and voluntary services, Hilary Hibbert-Biles, said: “As an ex-smoker myself, I fully appreciate how hard it is to give up this addiction. “However, the health benefits

OXFORD Pride communications manager Terry Talbot has spoken out about homophobic assaults in the city, after she was attacked during the festival’s main event on Saturday. While at Oxford Pride, Terry, who is disabled, was punched on the spine by a drunken man, who was then removed from the site by security. It comes after an assault was reported to police about a homophobic incident last Tuesday, when a man was pushed, punched and kicked by two men on Cornmarket Street. Terry then spoke of a third attack that took place about a month ago in Oxford, when two men violently beat up another man because he was gay. “It’s probably linked to the gay marriage debate,â€? said Terry. “I never heard of people being assaulted last year - why was I not punched last Pride?â€? “I wouldn’t want to put the community in fear, but compared to last year, I ďŹ nd it more than coincidental there were three attacks during the marriage debate. “We object to abuse in any form, and I hope Oxford does not ever become like Canada in the 90s, which I lived through. “I feel safe in Oxford, but then again I don’t want to take it for granted either, because I was assaulted in daylight with 3,000 people there.â€? A police spokesperson said only one homophobic incident had been reported during Oxford Pride, and so far no arrests have been made. The website www.stophateuk.org provides support for people who have been assaulted or abused as a result of their sexuality, disability or race, which Terry was keen to point out. She continued: “The incidents are a rarity in Oxford, and in Canada I’ve seen it to the extreme in the past, and it was deadly. “Despite what’s happened, nowhere here have I ever seen or heard of anybody being gay-bashed in Oxford before now.â€? • More pictures and full report of festival on page 8

ACCORDING to a new survey, less than a third of people realise that Type 2 diabetes can lead to serious health complications. The survey, commissioned by Diabetes UK ahead of this week’s launch of a national awareness campaign, revealed that less than a third of people were aware that it could lead to amputation, heart attack, blindness and stroke. In Oxfordshire there are an estimated 24,621 people suffering from diabetes, while 4,586 are undiagnosed. Barbara Young, chief executive of Diabetes UK, said: “You only have to spend five minutes talking to someone who has lost their sight or has lost a leg as a result of Type 2 diabetes to realise the devastating impact the condition can have. “I worry that until we fi nally lay to rest the myth that Type 2 diabetes is a mild condition, it will continue to be seen as something that is not worth being concerned about. This is a misconception that is wrecking lives and is the reason that as a country we are sleepwalking towards a public health disaster of an almost unimaginable scale.�

Cllr Haines said: “I was very disappointed with the decision, because the infrastructure needs to go in before the houses are built, otherwise all the complications are going to start. “A lot of people still have sewage in their gardens from flooding five years ago, and I really did think we would have a stronger response than what we did. “What I shall do now is stand at the main council meeting against it, and I might even go to 10 Downing Street with petitions and explain how bad the situation is for Marston, and the amount of people worried over it.â€? These are difficult conversations but Oxfordshire people know what matters most to them and their

communities, and we need to hear from them before making decisions.” At present, 57 per cent of county council funding comes from central government grants, which are forecast to be cut significantly from 2014 to 2018. With restrictions placed on council tax, Oxfordshire County Council could have to save an extra £61m on top of the £74m it had already planned to save up until that point.

College to ring in Bridge of Sighs’ 100th birthday with celebrations… HERTFORD College’s iconic Bridge of Sighs is celebrating its centenary this year, with a series of events taking place at the weekend to showcase the Oxford landmark. SCHOOLCHILDREN in the county have bucked the national trend and impressed in recent tests to measure levels of progress. Eleven-year-olds in Oxfordshire improved by five per cent in comparison to last year and can boast a figure of 90 per cent in expected levels of progress from Key Stage One in reading. Nationally there was a two per cent drop in expected reading levels to 88 per cent while Oxfordshire’s schoolchildren also made expected progress in maths and were joint second in writing with 93 per cent achieving the expected improvement level. Cllr Melinda Tilley, cabinet member for Children, Education and Families at Oxfordshire County Council, was delighted with the news. “I am hugely impressed at the increases in numbers of students making the expected progress from Key Stage One to Key Stage Two,” she said. “It is also encouraging that Oxfordshire is either joint fi rst or joint second for expected progress in reading, writing and maths when compared to our statistical neighbours.” The county’s pupils also performed well in the amount of students achieving Level 4 and higher in reading, writing and maths and Cllr Tilley is now striving for results to improve upon the 77 per cent mark that has been achieved over the last few years. She said: “While it is pleasing, we will continue to strive for even better results in the coming years. There is still a lot of hard work ahead.”

• Thomas Franklin was found unconscious in Hinksey Park on Saturday A 23-year-old man who died after being found with serious injuries in an Oxford park has been named. Thomas Franklin, of Abingdon Road, was found unconscious near the tennis courts and allotments in Hinksey Park at about 8.10am on Saturday morning. He had suffered injuries to his head and upper body, and

was taken to the John Radcliffe Hospital where he died. It is believed he had been lying in the park for some hours. Police are not treating his death as suspicious, and an inquest was opened and adjourned on Monday. A post-mortem examination concluded Thomas had died from multiple injuries, which appeared to be consistent with

a fall. Numerous tributes have been left in the park, which included flowers and a can of energy drink. Police are asking for any witnesses who saw or heard anything that may assist with the investigation to contact detective inspector Paul Miller on the non-emergency number 101.

MORE homes and busi-nesses are set to benefitt from the introduction of high-speed broadband across the e county. 20-year-old is knocked unconscious POLICE are appealing for information after a 20-year-old man was punched in the face and knocked unconscious following an assault in the early hours of Sunday morning. The victim was with his 19-yearold girlfriend in St Aldates at around 3.20am when he was approached by the suspect, who then punched him. A second suspect then appeared, and both kicked the victim in the head while he was unconscious. The girlfriend was also struck in the face during the incident. The offenders were then joined by a third man, who wasn’t involved in the attack, and all three walked away from the scene towards the Abingdon Road. Both offenders were white, in their early twenties of average height. The ďŹ rst suspect was of stocky build, with short brown or dark blond hair, and was wearing a white T-shirt and dark blue jeans. The second was of slim build, with short brown hair and wearing dark blue jeans with a black or grey T-shirt. The victim was treated for his head injury at the John Radcliffe Hospital. If anyone has information about the incident, they should contact the police non-emergency number 101.

Tenants with difficulties set to benefit OXFORD City Council is hoping to improve tenancy services for people with physical and sensory difficulties, following a recent meeting about the subject. Members of the council’s Tenant Scrutiny Panel met with Oxfordshire Unlimited, a group who focus on supporting people with such difficulties, to fi nd out how services can be made more accessible. Cllr Scott Seamons, board member for housing, said: “Working together, the two groups are ensuring that tenants with physical and sensory difficulties are able to share how it affects their use of council services. “We are grateful for the work they have done and we hope they will continue to help us provide world class standards for a world class city.� Deputy chair of Oxford Unlimited Lilian Sherwood said the link-up would be “valuable� to the council. “Our members have a valuable experience and knowledge on disability access, opportunities and discrimination that they wish to share with the local authority, with the aim to help the services they provide.� Marie Dawson, an Oxford Unlimited member, added: “I feel there is a great opportunity to help our members and to share their knowledge of access across the city.�

Guest house suspects freed THREE men who were arrested as part of an investigation into an Oxford guest house have been released from their bail. Police arrested the men, aged 81, 49 and 48 after a warrant was executed at the Nanford Guest House, Iffley Road, in June. They have been released without charge.

THORNHILL Park and Ride is now officially fully open for business after multi-millionpound improvements were made to the Headington site. A new £1.2million bus service, 500 extra spaces, free Oxonbike cycle hire, cafe facilities and improved signs have helped to spruce up the site. The new bus service, known as Headington Connect, began on Monday. It will link Thornhill and Water Eaton Park and Rides, the latter to begin in November, to the John Radcliffe, Nuffield Orthopaedic Centre and Churchill Hospitals, Oxford University Old Road Campus and Oxford Brookes Gipsy Lane campus. Stagecoach will run the services, adding to the existing options offered by Oxford Bus Company with the 400 and 500 buses travelling to the city centre via Headington. The new 700, 800 and 900 bus services will run initially for three years and replace the current 600 service from Thornhill Park and Ride to the Churchill

OXFORD has been crowned the winner of the Thames and Chiltern in Bloom 2013 Regional Awards city category, improving their score by 10 points from last year to fend off fierce competition from Reading. They were given a Silver Gilt, which is awarded to a high standard entry which meets virtually all of the judging criteria. News Bites Recycling on up MORE than 70 per cent of all waste was recycled from the county council’s centres over the last year. Household Waste Recycling Centres, like the one on the Old Abingdon Road, accept metal, wood, cardboard, textiles, electrical items, batteries and even CDs and DVDs. This year’s figure is a big improvement on the 59.7 per cent that was recycled from the centres during 2011/12.

Charity drive OXFORD’S ASK Italian restaurant has raised £663 for Great Ormond Street Hospital Children’s Charity. As part of the ASK Italian Grand Tour, which started in Aberdeen at the beginning of the month and is finishing at Great Ormond Street Hospital tomorrow, staff members and the local community have been asked to cycle, run and swim over 2,500 miles. The tour visited Oxford on September 17 which raised money by offering raffle tickets to diners and giving them a chance to win an Italian food hamper.

North Ward LABOUR’S Louise Upton won last week’s North Ward byelection for the vacancy on Oxford City Council. Cllr Upton received 367 votes, narrowly beating Lib Dem candidate Tim Bearder by 30. Sushila Dhall (Green) got 262 votes while John Patrick Walsh (Conservative) received 100.

ALCOHOL-RELATED incidents in Oxford and across the Thames Valley region have been highlighted in a live Tweetathon during the weekend, run by the police on Friday night. Dozens of tweets were posted by the Thames Valley Police twitter account @ThamesVP from 4pm on Friday to 4am on Saturday, to make people aware of the issues of excessive alcohol consumption. It was carried out as part of the Association of Chief Police Officers (ACPO) week of action to highlight alcohol harm. Incidents tweeted about in Oxford included a man arrested on suspicion of stealing phones from pub-goers and another arrested for drink-driving. The tweets gave examples of typical calls the police control room receives on a Friday night in regard to alcohol-related incidents, with the hope of making people think about their responsibility when out socialising. As well as the Tweetathon, 12 fake ID operations were carried out in Oxford last week, with 11 asking for identification but only one refusing the fake ID. ley Police, said: “It is not illegal to accept fake ID, although it is obviously illegal to serve those who are under 18 and generally the ones who carry it. “The operations gave us the perfect opportunity to show retailers what different types of ID look like; what is acceptable and what needs to be present on each to confi rm it is genuine. “Retailers or licensed premises who sell to underage people risk a fi ne of up to £5,000 and losing their license to sell alcohol.” Out of 95 licensed premises visited across the Thames Valley region, only 43 challenged the test purchaser for ID, of which 36 thought the fake ID presented was genuine. Mr Clarke added: “While it was disappointing that so many licensed premises failed to spot the fake ID, it is far more disappointing that such a large proportion didn’t even request it in the fi rst place. University gets BHF research funding to the tune of £500k HEART researchers at Oxford University have been awarded a prestigious grant by the British Heart Foundation (BHF) to help continue their good work. The BHF have given the researchers £500,000 and Prof Jeremy Pearson, associate medical director at the BHF, was full of praise for the work that has already been carried out. “Treatments for heart disease have come on leaps and bounds over the past 50 years,” he said. “But there is still much more to be done and these pioneering projects are helping to advance our fight against heart disease.” The announcement coincides with the Great British Bag-athon which is the charities biggest stock donation appeal. The idea is to raise one million bags of unwanted things in September, raising vital funds for the fight against heart disease. Professor Pearson added: “Thanks to generous donations to our Oxfordshire shops, the people of Oxford have helped us fund this cutting-edge research. “They can help us to fund more research at the University of Oxford by having a clear out and donating even more this year. If you want to dampen the sound, you pull a wire and move a curtain across! “It’s a really fantastic venue because you can adjust the room, so it’s a perfect place to limber up and play something intimate.� Richard’s love of South American music is well known, and he has been to Paraguay on a few occasions to meet with musicians

and promote his own work. He added: “I went out there to launch my fi rst Paraguayan album, and it went very well but I came home with a suitcase full of music by people I’d met while I was over there. “I’m going back in November to play a piece I’ve written and to do some more touring. The music worked its way into my UK tour as well; there’s always little sprinklings of exotic South American stuff sneaking it’s way in.â€? Richard is also preparing for the release of his new album ‘Christmas Guitars’, which is coming out on October 21. “It’s the longest I’ve spent on any album,â€? said Richard. “I spent six months recording it, and one of the pieces features a narration by Barry Cryer, who’s a mate of mine. “I’m doing 25 concerts to promote that album. A new sizzling supermini! DURING the 1980s and 1990s the Peugeot 205 was considered one of the greatest hot hatches of its time - beating rivals from Ford, Vauxhall and Volkswagen. Subsequent 206 and 207 offerings – although faster - somehow failed to live up to their illustrious forebear. Enter the new 208 GTi. Along with parking sensors, automatic wipers/lights, dual zone air-conditioning, standard kit includes a seven-inch colour touch screen, which controls various infotainment functions: radio, Bluetooth hands-free kit or music fi les via a USB connection or audio streaming. Throughout the cabin there are reminders of the car’s sporting pedigree, with GTi badges adorning front seats and a flatbottomed steering wheel. Parts of the trim feel a bit ‘plasticky’, although the dash is relieved by swathes of redstitched leather.

REVIEW: PEUGEOT 208

There’s a decent driving position, and the sport seats offer plenty of back and lateral support. Rear headroom is a bit restricted for six-footers, but the boot boasts a useful 285 litre capacity. The 1.6-litre turbocharged petrol motor delivers 197 bhp and 275Nm of torque. Coupled with a six-speed close ratio gearbox, the 208 GTi can blast to 0 to 62mph in 6.8 seconds. Despite the fi reworks, a light kerb weight (1160kg) helps to keep the hot little Peugeot clean and efficient: emitting 139g/km of CO2 and returning a claimed 47.9 combined mpg. Despite all the grip and road holding ability, the chassis pro-

vides a fi rm yet supple ride. Refi nement levels are good, especially for a sporting model, with well suppressed road and wind noise. For a hot-hatch, the 208 GTi’s steering and pedals are noticeably light, although this makes it an absolute doddle around town. The Gearstick gate has a slightly clunky lever operation, but actual gear changes are positive and accurate. VERDICT: Although not comparable with the raw uncompromising potency of the iconic 205 GTi, Peugeot’s new sizzling supermini has been briefed with a different remit: to offer performance and playfulness when required combined with enough comfort and refi nement to be a viable everyday proposition. Consequently the 208 GTi is stylish, fun and an appealing allround hot hatch package.
