Home buying opportunities are unprecedented By Richard Gaylord 2009 President, Home Builders Association of Raleigh-Wake County

N

Nationwide, housing affordability is at the highest level in at least five years. In fact, the National Association of Home Builders estimates that 55 million American households have the ability to make their dream of homeownership a reality today — up from 38 million two years ago. In the Raleigh area, 64.4 percent of all homes that were sold in the fourth quarter of 2008 were affordable to families earning the median income of $74,900, compared to 60.2 percent This is the perfect storm of at the end of 2007. The choices for home shoppers, however, may start to narrow soon. Sales of both new and resale homes increased in February. This could be an indication that the housing market is reaching a bottom. HBA strengthens political might

1991 – C. Brooks Gulledge During this 50th-anniversary year, many members of the Home Builders Association of Raleigh-Wake County look back with longing to the 1990s. “Those were the days, back when life was good,” says C. Brooks Gulledge, HBA president in 1991. While the decade of the 1990s was marked by a robust economy, for the HBA it started with a roar. Dave Servoss, 1990 president, had made some major staffing changes. So, 1991 was a fresh start with new Executive Vice President James Wahlbrink, Education Coordinator Doug Pruden, Marketing Director Pat Davis and Administrative Assistant Kathryn Prieskorn. “It was an excellent team,” says Gulledge, who is fond of kidding about being the one to deal with the effects of the internal reckoning. Wahlbrink was the former EO for an HBA in Sarasota, Fla., and was used to dealing with local governments, says Gulledge. “We were happy to get him. He had the experience to guide us. “One of the things that kind of turned for us was our ability to work with the local politicians. Before that, they didn’t have much to do with us. It was our chance to have a positive influence on the county and city level. Now we’re still very active in local politics.” All in all, the year was relatively smooth sailing, says Gulledge. Emphasis was placed on boosting membership and moving from 21st largest HBA to 15th. As a result, membership rolls leveled at 900.

1992 – Lyle Gardner The HBA slogan in 1992 was “Build Today...Appreciate Tomorrow.” A better one might have been “Appreciate Affordable Homes Today...Build American Dreams.” “We were fighting then, as now, impact fees,” says Lyle Gardner, HBA president in 1992. Raleigh threatened to levy impact fees to raise money for the school system, but the HBA successfully thwarted the attempt. In 1992, the HBA moved into new offices on Chapel Hill Road in Raleigh. It was the first time the association would own its office building. This one was home for more than 10 years. Gardner recalls several interesting speakers for monthly membership meetings at Mission Valley Hotel. Lt Col.

Scotty Scott, an F-15 fighter pilot based out of Seymour Johnson Air Force Base, showed footage from several of his missions during Operation Desert Storm. Mack Brown, now head coach at The University of Texas at Austin, spoke to the HBA membership when he was coaching at the University of North Carolina. Gardner remembers participating in a National Association of Home Builders campaign in 1996 that may have gone overboard. Builders and associates across the nation began sending their representatives two-by-fours as a way to demonstrate an “alarming” increase in lumber prices. It caused so much mayhem for the U.S. Postal Service that it instituted new size and shipment regulations.

Remembering when...

1999 – Mason Williams By 1999, home building was a hot political potato. “Those were right different days,” says Mason Williams, 1999 HBA president. “The mayor of Cary was trying to run off all the builders with permits. Growth was a bad thing.” Subdivisions had been approved. The lots were on the ground. Yet the town wouldn’t issue the building permits. “We made a few trips over to Cary. It was the epicenter (of discontent), where the politicians ran and were elected on a basically crush builder-developers platform. The general sentiment was that growth was too fast and that it didn’t pay for itself,” says Williams. “And the county today says we will lose $20 million because they’re not issuing building permits.” To counterattack, the HBA commissioned a study by economist Mike Walden. “It showed that, in fact, new building and development did pay for itself and was profitable for municipalities, but it was not a politically acceptable view Jack Litchner, HBA 1995 in the day,” says president, is the target of a good-natured pie-throwWilliams. ing contest to raise BuildThat was PAC funds. the year the HBA also got serious about raising BuildPAC funds. “The local group had been traditionally active in the political arena

and working in regulatory affairs for home building, but was not really able to raise significant funds for political action,” says Williams. “I think my year as president, we changed directions there as much as anywhere. We began to raise real significant funds.” He recalls the evening his predecessor, Jay Beaman, was installed as HBA 2000 president. “We did a challenge to the group that night and raised $17,000 – more than what was raised the entire year before. “Since then, the membership has taken that up, under the leadership of Tim Minton. He’s done a fabulous job, raising in the $75,000, $80,000, $100,000 range. There’s been a huge shift in political awareness. Members know they need to put their money where their mouth is.”

Garage doors Tax credits and garage doors Builders and remodelers need to remind their customers they can purchase a qualifying energy-efficient garage door and earn a tax credit on their income taxes next year. According to Tom Wadsworth, the national spokesman for GarageWowNow.com, a nonprofit information-oriented Web site that focuses on garage doors, the recently passed American Recovery and Reinvestment Act expands a $500 or 10 percent tax credit for purchasing energy-efficient products in 2009 to a 30 percent or $1,500 maximum tax credit for 2009 and 2010. “It’s three times as good as the tax credits enacted in 2005 and 2008. Homeowners now have much more of an incentive to take advantage of this tax break,” he says. To qualify for a credit, homeowners must purchase an insulated garage door that has a U-factor of .30. Unlike an R-value that measures thermal resistance, a U-factor measures how well a product prevents heat from escaping. “In past years, the focus has been on R-

Council awards, tour reflect quality workmanship By Harold Glazer 2009 Chair, Remodelers Council

One of the highlights of the Remodelers Council is the annual STAR (Showcasing Triangle Achievements in Remodeling) Awards. It involves many hours of planning and hard work from a large contingent of our members. The STAR Awards Committee involves the following subcommittees: steering, banquet, judges, music, awards, marketing, dinners, drivers, etc. This year our STAR Awards Committee chair was Peggy Mackowski. With her leadership and the untiring work of Home Builders Association of Raleigh-Wake County Director of Public Relations Leigh Ann Teague, our awards event was a huge success. Many thanks and “Job well done!” to all involved. The awards were presented at our banquet at the new Renaissance Hotel North Hills May 7. More than $10 million worth of remodeling projects was judged and the best of the best was

selected by a diverse group of judges. Monica Laliberte of WRAL-TV gave the opening comments and was mistress of ceremony. Terry Jones of Brooks Building Products won Associate of the Year. Terry has been involved with our council for many years and has been active in membership drives along with ... well ... anything we need. He has always provided his professional resources to assist the council. Peggy Mackowski of Quality Design and Construction was awarded the prestigious Remodeler of the Year award. To say Peggy has been an asset to the Remodelers Council would be an understatement. She served as last years’ council chair and has been involved in more committees than there is space to mention. Congratulations to all the evening’s winners and participants. It was truly an exciting event and a great opportunity for us to show why we are one of the top councils in the nation. behind us, it is time to plan for the next major event – The Remodeler’s Home Tour. The tour of remodeled homes gives the public a look at the creativity and craftsmanship of council members. All Package Terminal Air Conditioner units are required to have a mechanical permit and the proper inspections. Since PTAC units are a permanent heat source, they are required to be sized to provide the minimum indoor heating requirement of 68 degrees for human occupancy. Any space — including the all-aluminum/glass sunroom enclosures — that has a permanent heating system installed is required to meet North Carolina energy codes. This means that building and mechanical permits will need to be obtained for that space. The building permit will be needed to check that the proper insulation has been installed and the mechanical permit for the inspection of the PTAC unit has been obtained. A licensed mechanical contractor is not required for the installation of a PTAC unit, but any type of split system will require a licensed mechanical contractor. If the permit lists the space as “heated space,” there should also be a mechanical contractor listed. If the permit description shows the space is “unheated” and a mechanical system is being installed in the space, the contractor must amend the permit

to show that a mechanical system is being installed. Moreover, remember the addition of a mechanical system requires that the space(s) meet the North Carolina energy codes pertaining to insulation and glazing U-factors. ■ NB Don Boelter is the Wake County building inspections supervisor.
