Officials are on track to restore a piece of Long Island history, bringing an abandoned and forgotten horse-racing site back to life. Brookhaven Town finished purchasing a swath of wooded land off of Canal Road in Terryville at the end of 2013, after Cumsewogue Historical Society President Jack Smith discovered the faint outline of the horse track and dug up information about what was once called the Gentlemen’s Driving Park. The town now owns the entire 11acre site. Today it’s an overgrown path hidden among trees, but the Gentlemen’s Driving Park used to be a place where Victorian Era bettors watched men race around the half-mile loop — counterclockwise — behind horses in carts called sulkies. It was part of a circuit of harness racing tracks in the Northeast,

according to Smith, but likely fell into neglect with the rise of the automobile. But cars have also helped keep the track viable: Smith previously reported that at least through the mid-1950s, kids raced jalopies around the track, preventing it from becoming completely overgrown. Smith said on Monday the effort to restore and preserve the track is moving slowly, but there has been progress since the town finished acquiring the property. There are plans in place to clear the track to about 20 feet wide, although leaving larger trees in place, and to move up the southern curve of the oval, he said. Currently, a small PSEG Long Island facility cuts into that southern tip. Rather than moving the facility or leaving the track incomplete, the town would retrace that small section of track, slightly shortening the TRACK continued on page A11

Suffolk officials launch 24-hour drug abuse hotline By Phil Corso

The path to overcoming opioid addiction will soon be just a phone call away, thanks to a new initiative that the Suffolk County Legislature announced last week. A new full-service substance abuse hotline will serve as what officials called a lifeline to residents battling drug addiction, which lawmakers have been struggling to address across Long Island for years. To get there, the county teamed up with Stony Brook Medicine and the state’s health department as well as the county’s private and public community partners in the substance abuse field to allow residents to call to get screenings, referrals and follow-ups. The Long Island Council on Alcoholism and Drug Dependence will operate the 24-hour hotline and direct callers to those resources. Providing a single phone number to call for a myriad of resources and services is key to assisting those who are battling addiction and their families, officials said. “Like many places in this country, Suffolk County is facing an opioid epidemic of historic proportions,” County Executive Steve Bellone (D) said in a statement. “We need to tackle this epidemic on all fronts — including prevention, treatment and law enforcement.”

Bellone said his administration has made it a top priority to “explore and launch new, evidence-based tools” to help address the region’s fight against heroin and opioid use. “The creation of a local 24/7 hotline is now another tool in our arsenal to assist those who are battling opioid and heroin addiction and their families,” he said. The hotline will become live by April, Bellone said, and the Suffolk County health department will provide oversight and analyze data to monitor its effectiveness and identify trends and emerging issues in the community. “Every second counts to a mother whose son or daughter was found and saved from overdosing,” said Suffolk Legislator Kara Hahn (D-Setauket). The majority leader was the author of several laws credited with preventing more than 1,000 opioid overdoses in Suffolk County since the summer of 2012, including one that gave police access to Narcan, a medicine that stops such overdoses. “And every hour and every day that slips by trying to find quality, affordable, accessible treatment is critical.” Suffolk County Legislature Presiding Officer DuWayne Gregory (D-Amityville) said the initiative is essential, as heroin deaths in the county have nearly tripled since 2010. “This alarming data demands our

immediate attention,” he said. “A centralized hotline for people in crisis is a critical step toward saving lives, but we must do more. My colleagues and I look forward to our continued work with both the county executive and officials from Nassau County as together we fight to stem Long Island’s heroin epidemic.” County Legislator William “Doc” Spencer (D-Centerport) echoed the same sentiments and said the area’s substance abuse issue was pervasive and touched

the lives of more than those who suffered from addiction. “This initiative will provide [the] opportunity for addicts to reach out during their time of need and access treatment and support options easily,” he said. “Often, there is a critical and brief period of time when a person sees clarity and makes the decision to seek help. This hotline can be fertile ground for change and recovery as it can quickly link residents to crucial health care services.”

In criminal cases, house is not always a home By Giselle Barkley

Housing fraud has hit home for some North Shore officials. During Suffolk County Legislator DuWayne Gregory’s press conference on Monday, fellow legislators, local leaders and county and state officials addressed issues with squatters and unsafe structures cropping up across Long Island. According to Gregory (D-Amityville), squatters are using foreclosed homes to take advantage of prospective residents looking for an affordable place to live. In many cases, the actual property owners have abandoned the property and some of the homes are becoming safety hazards. Then there’s the problem of the houses becoming havens for criminal activity. “A lot of these vacant homes are being used for drug deals,” Suffolk County Legislator Sarah Anker (D-Mount Sinai) said. “These vacant homes are a danger in our society.” Suffolk County Police Commissioner Tim Sini added that the homes can also become magnets for prostitution and vandalism. The neglected houses that become sites for criminal activity are commonly called zombie homes. According to Sini, in each hamlet on Long Island there are dozens of zombie

homes or houses that squatters are illegally renting out to unsuspecting tenants. “We know homelessness is a major crisis for our veterans, for our seniors, for our working families,” Suffolk County Legislator William “Doc” Spencer (DCenterport) said. “When we see someone

taking advantage of someone looking to rent or purchase a home, it’s very heinous because a lot of the times, we’re talking about people’s life savings … and this could really disrupt the family.” Many tenants find the properties through Craigslist or similar websites.

During the event, Gregory said a single mother was one of many people scammed when a squatter posed as a property owner and rented out a parcel to her. Although police were unable to arrest that particular squatter before the person fled, officials are working to arrest suspects in such cases. They are also urging people to report vacant homes in their neighborhood. Those tips can help — according to Anker, the Rocky Point Civic Association keeps track of these homes and has reported more than 70 vacant homes in the area. “This is happening all over the county. We want to make sure people are aware of what’s going on and that … when you’re going to rent a property, that you do your due diligence,” Gregory said. “There are people out there, unscrupulous people … who take advantage.” Gregory will host an educational seminar on the issue on Tuesday, March 29, at the Copiague Memorial Public Library on Deauville Boulevard. The seminar runs from 6:30 to 8:30 p.m.

and keep New Yorkers’ drinking water clean and safe.” The discussion over drinking water came in the weeks following a horrific drinking water crisis in Flint, Mich., where officials have been scrambling to combat unsafe and potentially life-threatening water contaminations. The governor also proposed regulations to be imposed on mulch-processing facilities to safeguard natural resources. Cuomo said the Department of Environmental Conservation would propose for public comment draft regulations for mulch facilities to increase oversight and provide enhanced safeguards. The proposed regulations would require facilities to establish water runoff management plans to protect groundwater and place restrictions on pile size and storage to reduce the risk of fires, odor and dust.

Keeping the state’s drinking water clean and safe is a subject anyone can get behind, and New York lawmakers across both major parties did just that. Gov. Andrew Cuomo introduced a series of aggressive water quality initiatives recently in the company of elected officials representing the North Shore in an attempt to better protect public health and the environment. His proposals received great praise from both Democrats and Republicans as a common-sense way to keep New York’s water clean. “Every New Yorker has a fundamental right to clean and safe drinking water,” Cuomo said. “Water is a priceless resource that requires the highest levels of protection, and I am proud to continue this administration’s legacy of standing up for the environment. We are taking aggressive and proactive steps to ensure clean and healthy communities throughout the state — both for current residents and for generations to come.” Joining Cuomo at a Stony Brook University discussion on the state’s newest water initiatives were Suffolk County Executive Steve Bellone (D), state Sen. John Flanagan (R-East Northport), state Assemblyman Steve Englebright (D-Setauket) and more. At that discussion, Cuomo pitched his statewide water quality rapid response team, which he said would work to identify and develop plans to address critical drinking water contamination concerns as well as groundwater and surface water contamination problems. “It’s imperative that we all work together at the local, state and federal levels to protect the public health,” Bellone said. “The actions that Governor Cuomo has announced today are demonstrating

Counterterrorism bill could stop dangerous virus Your turn BY LEE ZELDIN

The mosquito-borne Zika virus has spread at rapid rates across South America, Central America and the Caribbean — infecting individuals in more than 25 countries. Zika has caused widespread alarm across the global community after Brazil reported a rise in the number of cases of microcephaly, a disease that leads tragically to a baby being born with an unusually small head and brain damage, affecting thousands of small children in Latin America. The awful birth defects associated with the virus, and the lack of preventative treatments, have resulted in authorities taking drastic measures in several Latin American countries, including El Salvador, Colombia and Ecuador, where women are being urged to stop having kids altogether. What is so concerning about the Zika virus is how easily it can spread. The virus is spread not only through a mosquito bite, but also by contact with infected blood or sexual contact.

Furthermore, there is currently no vaccine to prevent, or any medicine to treat, the virus. All of these factors have led the World Health Organization to declare the Zika virus a public health emergency. Confirmed cases of the Zika virus have been popping up across the U.S., including at least three confirmed cases here in Suffolk County. Recent estimates show that 200 million Americans live in areas that could see Zika spread through mosquitoes during the warmer months. With the recent outbreaks and the number of Zika cases among travelers visiting or returning to the United States, it’s only a matter of time before this becomes a widespread epidemic right here at home. As evidenced with the Ebola virus epidemic in 2013, which decimated populations across Western Africa, if the proper infrastructure and funding is not put into place before an outbreak hits, the consequences can be truly devastating. That is why we must act now. I recently introduced legislation, the Counterterrorism Screening and Assistance Act of 2016, H.R. 4314, which passed the House Foreign Affairs Committee with bipartisan support on Jan. 7. One critical aspect of this legislation is

that the bill would put in place a monitoring system that would screen for infectious diseases abroad in order to contain and prevent any potential outbreaks. The bill also helps quarantine the virus, authorizing the Secretary of Homeland Security to provide the necessary equipment and supplies to mitigate the risk or threat of infectious diseases, such as Zika. In addition to screening for infectious diseases, my bill would also establish a plan

to close security gaps that currently exist that allow terrorists and foreign fighters to travel internationally, as well as establish international border security standards. Furthermore, a reporting system would be established to monitor efforts of foreign governments to combat terrorism and foreign fighter travel and to suspend foreign assistance to countries not making significant efforts to comply. Moreover, U.S. surplus equipment and supplies would be sent abroad to boost security. The Counterterrorism Screening and Assistance Act of 2016 is a measure that is long overdue to not only protect our homeland from terrorism, but also ensure the U.S. is always prepared to combat the spread of any infectious diseases. I will continue to push for the full passage of my Counterterrorism Screening and Assistance Act in the House, and urge my colleagues to bring this bipartisan bill to the House floor for a vote. Protecting America’s security at home and abroad remains one of my highest priorities in Congress. Congressman Lee Zeldin (R) represents the 1st Congressional District of New York. loop but completing the oval so as to make a walkable path for visitors. “The town is in the process of working on the track to restore the track as closely to the original footprint as possible,” Councilwoman Valerie Cartright (D-Port Jefferson Station) said in a statement this week. “There will be some adjustments needed and the town is actively working on that.” If all goes according to plan, the councilwoman said, the restored track could open late in the summer or early in the fall. “The important thing is that it will be an oval,” Smith said Monday. “We want to keep some of the historical integrity.” His goal is to put informational signs around the track that will teach people about its history. The driving park was adjacent to well-known horse trainer Robert L. Davis’ Comsewogue stables, now the Davis Professional Park. After hearing rumors of such a track in Terryville, Smith discovered it by looking at an aerial image of the neighborhood taken during the winter, when the foliage was less dense. He saw the faint shape in the woods near Canal Road and went walking in to find it. Since that visit, he has uncovered a broken pair of Victorian-era field glasses near the finish line on the track’s west side, which may have been dropped and trampled. He also has a ticket from a racing event on July 4. 1892. Once restoration work is completed, Cartright said the town hopes to work with the historical society and the community “to hold a kickoff event to highlight the track and its history.” For his part, the historical society president has said he would like to hold a fair in which people will re-enact the late 1800s horse races with vintage sulkies or participate in a carriage parade. “We can’t be happier that it’s been preserved,” Smith said.

The National Merit Scholarship Program has named Earl L. Vandermeulen High School senior Eric Kilgore a finalist in its 2016 scholarship contest. Kilgore is among 15,000 students to advance based on his high PSAT score. He now has the opportunity to compete for one of 7,600 National Merit scholarships, which will be offered in the spring. Kilgore is a member of his school’s Science Olympiad, Academic and Mathlete teams. He is also a member of the Latin Club and earned a perfect score on his last two National Latin exams. Outside the classroom, Kilgore is an avid swimmer and competes on the Three Village Swim Club team. He intends to study physics in college in the fall.

She traveled thousands of miles to the same cold, unforgiving mountains in Europe, Canada and the United States. Small mistakes on ice tracks around the world had robbed her of precious tenths and even hundredths of a second. Not this year though, and not for this new Annie O’Shea. The Port Jefferson Station native and standout track and field graduate from Comsewogue High School, where her mother Linda works in the district office, spent a dozen years training, racing and demanding more every year in the high speed sport of skeleton racing to get where she is now. This year, on the International Bobsleigh & Skeleton Federation World Cup circuit, O’Shea finally turned tears of anguish into tears of jubilation — finishing no worse than sixth in each of her last six competitions and, in the process, winning precious medals. “I’ve had some good races here and decent races there in the past, but I’ve O’SHEA continued on page A15

never been able to do it more than once or keep the momentum going,” O’Shea said. The positive energy that helped her generate a breakthrough season has created a “great feeling” for O’Shea. Her run started on her home track of Lake Placid, site of the 1980 Miracle on Ice Olympics, where she often felt pressure to do well. In the second week of January, she sprinted past a cacophony of cowbells and encouraging shouts from a supportive crowd for about five seconds, dove headfirst on her sled and earned her first World Cup gold medal. Her performance easily surpassed her ninth-place finish on the same track a year earlier. From there, it was off to Park City, Utah, where she came in fourth, narrowly missing a medal. Undeterred, O’Shea trekked to Whistler, Canada, where she collected the second silver medal of her career. She won her first silver World Cup medal four years earlier in La Plagne, France. O’Shea ended the season in fourth place overall, a mere seven points away from third. She also finished the World Championship race in Igls, Austria, which includes four different heats, in fifth place, a personal best. “It’s been many, many, many years coming,” O’Shea said. “This is worlds different from how last year ended. I feel like a different person in a really good way.” She attributes much of her successful season to developments that started last summer, when she started working with a life coach. Brett Willmott, her conditioning coach and the associate head track and field

coach at the University of Vermont, said O’Shea took important steps last summer not just mentally, but physically as well. “When she finished the season last year, she was beaten up a little bit,” he said. “Things didn’t go the way she wanted. She had a foot-down moment” where she addressed her challenges head on. By June, the “workouts were going better than they were before.” During the season, she also bought into head coach Tuffy Latour’s philosophy of believing in the process. She has also bonded with a close-knit group of teammates, including rookie Kendall Wesenberg and men’s sliders Matt Antoine and Nathan Crumpton. “She did all the right things and put everything together at the right time,” said Latour. “I push on all the athletes to believe in one step at a time and to mini-

mize their distractions.” Latour said athletes are sometimes their own worst enemies, especially when they are so focused on results that they forget about all the little adjustments they need to make to succeed. Latour suggested that O’Shea has turned a corner and become a “real team leader.” O’Shea said she’s stopped paying attention to the clock and concentrated on staying in the moment. “I focus on what’s right in front of me and not what’s behind me or four corners ahead, because I didn’t get there yet,” she said. O’Shea’s mother recalls all the times she took her daughter to practices for Empire State games. In the last dozen years, she and her husband John made the six-hour trek up to Lake Placid to

watch their daughter live as she flew by overhead on the track. When O’Shea competes in Europe, her mom gets up at 3:30 in the morning to watch her. “When she’s finished with a race, I can always tell whether she’s happy or not,” Linda O’Shea said. The time she spent supporting her daughter is time she “wouldn’t give back for anything.” The 28-year old skeleton racer said she knows her family is always watching her and appreciates their support, particularly during the years when everything didn’t come together the way it did this year. “My mom and dad and sisters all reminded me of how proud they are of me,” O’Shea said. Hearing how happy they are with her success this year “makes me feel like [the medals are] not just for me. It’s for all of us.”

Answer the call TO ThE EDITOR: Everyone has moments when the support and understanding of others seem hard to find, and it is for such moments that RESPONSE of Suffolk County, Inc. was born. RESPONSE of Suffolk County is a nationally accredited, non-profit agency that provides a confidential and anonymous hotline for anyone who needs to talk. RESPONSE is seeking volunteer crisis counselors and will offer a free training program to those interested in becoming the caring voice on the other end of the line. Part one of the training program will be held on Saturday, April 2, and Sunday, April 3, and continues on Saturday, April 9, and Sunday,

April 10. Sessions will run from 9:30 a.m. to 4 p.m. each day and trainees must attend all four sessions. Training will take place in the Stony Brook area. No experience is necessary, only a sincere willingness to learn and grow, and the ability to make a six-month commitment of four hours a week is required. Response provides two types of telephone assistance lines and both are heavily dependent on volunteer talent. The crisis intervention hotline takes over 20,000 calls each year about a wide range of subjects – substance abuse, domestic violence, depression, family conflict, grief and suicidal thoughts, among many others. The support line provides over 5,000 telephone “visits” yearly to individuals who are homebound or have limited social support due to a

physical disability or mental illness. Training for both the hotline and support line counselors includes lecture, role-playing exercises, and private and group supervision. College credit is available and bilingual volunteers are especially needed. Make a difference in our community – one phone call at a time. Help is just a phone call away

A new 24-hour hotline will soon be available to Long Islanders battling addiction, bringing new hope to families struggling to overcome drug-related issues. Suffolk County officials recently announced their hotline, which the Long Island Council on Alcoholism and Drug Dependence will run in order to direct callers to different resources in the area based upon their needs. It could launch by April. While addiction is a growing issue that lawmakers have struggled to address, this hotline will become a new tool to combat it. We can see it assisting many people who previously would not have known where to turn. It could be particularly helpful because it will provide an easy route for a population that is often so isolated that they have trouble digging themselves out of the hole of addiction. Some have been pushed away by their families, or have only old friends who reinforce bad habits. But the hotline will be there in their moment of clarity, no matter the hour, to steer them toward the support they need. can relate to Charlie Brown’s teacher. She speaks — and Charlie and his pals in the “Peanuts” cartoon hear noise without words. As a coach of numerous teams, I have seen that blank look, recognized the glare and the stare and wondered if anyone would notice if I switched to a discussion of lollipops

and subatomic particles. I am near the end of a basketball season. As we were winning a recent game by 20 points, one of the boys on the bench confided that he wished the game was more competitive. In our next game, he got his wish. In a physical contest, the officiating seemed unbalanced. How, several parents articulated with increasing volume as the first half drew to a close, did we get so few foul calls when we could see the red marks on our children’s arms and necks from contact with the opposing players? With concerns about calls, parents and the kids became increasingly vocal. During my halftime talk, I could see the hurt and anger in the kids’ eyes. “How come he can keep pushing me and he doesn’t get called for a foul, and I go near him and the ref blows the whistle?” one of them asked. Officiating isn’t easy. I was an umpire for baseball games

in which every full-count pitch was a borderline strike. It was up to me to decide whether the boy struck out or to send him to first base. Still, in that moment, as the coach of those boys on the basketball court, I was frustrated. I did what I imagine chairmen do: I sent my assistant coach to ask the referees about the calls. It was cowardly, but I wanted to stay on the court and try to manage through this tense contest. I could be the good guy and he could be the one whining. I told the boys to play hard, stay focused and stick together. An eight-point deficit, I insisted, was manageable, especially with an entire half left in the game. But then something happened early in the second half. As the game got close, one of the boys from the other team got fouled on a 3-point shot. He stepped to the line in a quiet gym. Just as he was

getting ready to shoot, one of the parents on my team barked at him, making him alter his shot and causing him to miss. The referee threw out the parent and the boy made the next two free throws. While I didn’t agree with many of the foul calls, I understood the need to eject the parent. With the game close the rest of the way, parents, coaches and players became increasingly animated, sharing the kinds of noises you’d hear at a Red Sox-Yankees game. What’s the right message to offer the kids at the end of a tense game? I got my answer a few days later, when I interviewed Port Jefferson Station’s Annie O’Shea, who has had a breakout year in the World Cup in skeleton racing. Driven by teamwork and an ability to prevent any adversity from turning into negative internal dialogue, O’Shea found

She won gold and silver medals in races against the top international sliders and finished fourth for the entire season in the World Cup. She said she stays focused on each turn, without worrying about the clock, what someone said or anything else that might slow her down. It all started with a positive attitude. That kind of attitude doesn’t come from barking or from screaming about calls from officials. It comes from working together and staying focused. So, did we win? Does it matter?

Time to restore those New Year’s resolutions

his is the critical time, the time when those who cannot hold on any longer have fallen off their New Year’s resolutions track.

That’s most of us. The best of intentions, articulated amid holiday cheers, have a way of trailing off in the cold light of January and February. If you are among those committed few who are going strong and plowing ahead, congratulations. If, however, you are like the rest of us, weak but still wishful, I have some thoughts on the subject of resolutions. Statistics tell us that by Valentine’s Day, 80 percent of people who would like to improve their lives have given up. What we are not told is how many start again. Really, it not necessary for resolutions only to be made beneath mistletoe. If we peter out, we can pick ourselves up and begin anew. The

pressure is off. And here are some tricks to sticking with it this time. Don’t make unrealistic resolutions that are overwhelming. Want to lose 30 pounds? Losing weight is a common idea, but it is hard to break eating habits and it is a slow process. However, breaking the 30 pounds into smaller goals, like 1 pound a week, is doable. And a small success encourages endurance. Try to find a buddy to lose weight with, even going to the gym together. Whatever your goal is, it’s easier with support from someone else and it surely is more fun. It’s harder to go it alone. Some people might prefer to keep their resolutions private,
