INTRODUCTION TCBL project includes – as part of WP7 activities – task 7.2, titled ‘Policy Environment’, which aims to analyse the policy background affecting the T&C sector, to provide actionable insights for TCBL Associate enterprises and, more in general, for T&C companies interested in following the TCBL approach. To this end, during the first two years of the project two documents1 were released, analysing relevant policy initiatives and distilling practical insights for T&C companies. As the end of the project is coming, during the fourth year (Y4) the policy activities are focusing on the post-grant phase (Figure 1). In particular, the objective of this handbook is to shed light on possible funding opportunities for the forthcoming for-profit (LTD) and not-for-profit (NGO) TCBL bodies that are going to be generated after the end of Y4 and for any Associate enterprise being part of the TCBL ecosystem. More in detail, this handbook focuses on two time spans: a) the two-year period 2019-2020, for which concrete funding opportunities in Europe have been found, in the background of Horizon 2020 and INTERREG programmes; b) the period after the year 2020, for which the Horizon Europe programme is discussed, even if more detailed information on it are still to be published by the European Commission.

HORIZON 2020 Horizon 2020 is the big EU Research and Innovation programme running between 2014 and 2020. Merging together research and innovation, Horizon 2020 focuses on excellent science, industrial leadership and tackling societal challenges with the ultimate goal of producing science, removing barriers to innovation and making it easier for the public and private sectors to work together in delivering innovation. The programme is structured in eight main work programmes (WP) and comprises many thematic sections: each of them describes the overall objectives, the respective calls for proposals, and the topics within each call. Figure 3 schematises its structure2 and proposes for the years 2019 and 2020 the most significant calls for proposals taking into consideration the TCBL values. The selection has been made according to the following criteria (Figure 2): 1. Accordance to the five policy trends identified in “TCBL policy environment (Y2 update)� handbook3: social innovation, smart specialization, industry 4.0, circular economy, collaboration. 2. Presence of specific reference to textile / fashion / creative industry. 3. Calls addressed to organisations dealing with specific textile materials relevant for TCBL (e.g., recycled, bio-based) or technologies (e.g., additive manufacturing). More precisely, the selected calls for proposals can be grouped into three clusters: 1. Yearly detailed calls (in yellow): 2019-2020 calls with details about topics, budget and deadlines. 2. No detailed calls (in green): 2020 calls for which only the title is currently available. 3. Recurring calls (in pink): EIC pilot calls (i.e., SME instruments and Fast Track to Innovation), which do not contain yearly specific topics but are recurring (e.g., three or four cut-off dates each year).

YEARLY DETAILED H2020 CALLS (2019-2020) The first group of funding opportunities that is going to be discussed focuses on fifteen calls (Table 1) foreseen for years 2019 and 2020, for which information is currently available on the European Commission web site. More specifically, more than half of them belong to the “innovation leadership” work programme, four are part of the “societal challenges” WP and, finally, the last two are associated to the “science with and for society” WP. Table 2 allows not only to have a snapshot of each call, but also to compare them according to specific features. First of all, Table 2 points out that the interest of Associate enterprises in the selected calls is no higher than “medium”. In fact, considering their small size and their business orientation, they are not likely to coordinate a project as it would require an excessive effort if compared with their limited resources. Moreover, neither the Associates nor the LTD is fit with CSA calls. As a matter of fact, the objectives of a CSA are too much misaligned with the business commitment of for-profit organisations, while they could be better in line with the objectives of a NGO. Finally, through the evaluation of the scores obtained in the last three columns (“relevance”) of the table, the selected calls have been ranked (Table 4): as a result, four clusters have been identified by grouping calls with similar relevance level (Table 3). H2020 CALLS FORESEEN IN 2020 The H2020 work programme for the period 2018-2020 contains also provisional indications for calls for proposals that will run during the last year (2020). However, for these calls, only the 13

title is currently available. Despite this lack of information, ISMB analysts made a first examination of them by focusing on the titles and found out the following five calls potentially of interest for entities of the TCBL ecosystem (Table 5). FOCUS ON EIC PILOT The European Innovation Council pilot (EIC pilot) is an initiative born within the H2020 programme that fosters researchers, innovators, start-up and SMEs to develop innovative, highly scalable and marketable ideas different from existing services / products. Looking at the initiative, two main instruments could be appropriate for TCBL in coming years: the SME Instrument and Fast Track to Innovation Action (FTI). They seem to be particularly suitable for for-profit organisations and especially for TCBL Associates. Table 6 compares these two kinds of initiatives. Links to these two initiatives are indicated in the Appendix (Table 13). SME Instrument

In contrast to the initiatives described in the previous chapter (yearly specific), the calls for both the SME Instrument and the FTI Pilot are permanently open, meaning that applicants can submit their proposal at a time of their choice. The FTI Pilot differs from the SME instrument in a number of ways. First, the FTI Pilot does not exclusively target SMEs, while for the SME Instrument the for-profit nature of applicants is an important requirement. This initial hint reveals that FTI could be taken into consideration by the TCBL NGO, the SME instrument is not adequate for this organisation. Moreover, SME instrument allows single applicants to submit proposals: this could be an advantage for TCBL Associates provided with already developed ideas / services / products, which can try to apply for the financing while relying on their internal resources. On the contrary, it could be an obstacle for the future new-born TCBL LTD that more likely will need the help of other bodies to submit a successful and complete proposal. Consequently, the TCBL LTD is going to be interested to participate as Consortium partner (relevance = “medium”) both in the SME instrument and in the FTI Pilot. This latter opportunity requires consortia of a limited size (i.e., minimum 3 and maximum 5 partners) and aims to deliver an innovation to the market within a period of 36 months. The third main difference between these two types of initiatives is related to the fact that the FTI Pilot is a one-stage scheme for helping industry-driven consortia to mature and deliver advanced innovation concepts to the market and into society via a grant within a period of 36 months. On the other side, the SME Instrument foresees three phases: from the stage of studying the commercial and technical viability of a well-developed idea to its launch onto the market (which is not fixed in time), through grants and other types of support. Finally, Figure 5 provides a big picture of EIC pilot initiatives according to the relevance level for TCBL NGO, LTD and Associates analogously to Figure 4.

INTERREG Interreg is one of the key instruments of the European Union (EU) supporting cooperation across borders through project funding. Its aim is to jointly tackle common challenges and find shared solutions in many fields (e.g., health, environment, research, education, transport, sustainable energy). It is composed by three types of programmes (Figure 6): Cross border, named Interreg A. It supports cooperation between adjacent NUTS III regions from at least two different Member States. This kind of action focuses on local issues faced by citizens and businesses crossing borders on a daily basis. Transnational, known as Interreg B. It involves regions from several countries of the EU forming bigger areas where it aims to promote better cooperation and regional development within the Union by a joint approach to tackle common issues. Interreg B supports a wide range of project investment related to innovation, environment, accessibility, telecommunications, urban development etc. Interregional, known as Interreg C. It comprises four programmes: Interreg Europe, Interact, Urbact and Espon. The interregional programmes are geographically “pan-European” covering vast areas. It builds networks to develop good practice and facilitate the exchange and transfer of experience by successful regions. It showcases what regions do well, to the benefit of those still investing.

Considering the whole Interreg programme, there are currently twelve open calls for projects7: two within INTERREG B and ten within INTERREG A. A first analysis of their relevance for the previously mentioned TCBL bodies (NGO, LTD, Associates) has been carried out. However, before going into details, it is important to remember that INTERREG programmes are context (region / country) specific: they can be taken into account only after having verified the eligibility on the basis of the geographical area where the organisation resides. According to ISMB analysts, once the new TCBL organisations – both NGO and LTD – are established, they will be more interested in participating in INTERREG Transnational (B) calls as they are not limited to very restricted regions. Moreover, it goes without saying that INTERREG B calls could attract also the interest of TCBL Associates. Whilst Table 8 maps each of the INTERREG B programmes in relation to specific thematic objectives, Table 7 reports each of the thematic objectives showing the alignment with the TCBL principles. All the links to the INTERREG B programmes are provided in the Appendix (Table 14).

It has to be noted that only two INTERREG B programmes currently foresee calls having deadline in 2019 or 2020 (in yellow in Table 8). However, by going through the specific calls for proposals, they seem to focus on issues not perfectly aligned with TCBL objectives. More precisely:
INTERREG MEDITERRANEAN Third call for proposals: from 30th October 2018 to 31st January 2019. This call is targeted to the priorities: axes 1 (only sub-objective “Blue Growth”) and axes 3 (subobjectives: “Sustainable Tourism” and “Biodiversity protection”). It is clear that this call focuses on priorities that are different from the TCBL ones.
NORTHERN PERIPHERY AND ARCTIC 2014-2020 Within this programme, calls for project applications have been launched regularly, approximately two per year from 2015 (continuous call). The programme comprises four priority areas all focused on sustaining remote and sparsely populated areas in the north Europe. Considering the very specific areas towards which the programme is addressed, ISMB analysts believe it could have limited application for TCBL postgrant exploitation.

On the other side, the INTERREG Cross Border (A) programmes are specific to cross border regions (NUTSIII): due to this reason, it is plausible that they will not be chosen by the forthcoming TCBL organisations (NGO and LTD). Conversely, they could be more suitable for Associates located in the programme areas and interested in new funding opportunities. Table 9 recaps the eleven INTERREG A programmes with open calls9 in the forthcoming two years, underlying a possible alignment with TCBL. The analysis has been carried out for the programmes with available English written websites. Four calls of possible interest for TCBL Associates have been identified: this “possible interest”, however, has to be verified considering the geographical location of Associates. All the links to the selected INTERREG A programmes with open calls are provided in the Appendix (Table 15). Finally, Figure 7 combines the findings of the examination of INTERREG A and INTERREG B programmes conducted so far.

HORIZON EUROPE The analysis of H2020 and INTERREG programmes provides a good understanding of shortterm funding opportunities for organisations working in the ecosystem built around TCBL. However, even if details are still vague, it could be interesting to examine what will happen after the awaited year 2020. In this regard, it is worth mentioning the Horizon Europe 2021-202712, recently announced by the European Commission. The programme proposal was published on 7th June 2018 and will be effective from 1st January 2021. The proposed budget for this new research and innovation programme is of 94.1 billion €. One of the distinctive traits of the new Horizon programme is its mission-oriented policy approach that will help citizens to understand the value of investments in research and innovation and will maximise the impact of investments by setting clearer targets and expected impact when addressing global challenges. These targets will be clearly measurable and need to be achievable with a portfolio of research and innovation measures. The Horizon Europe proposal envisages three pillars, namely: • • •
Open Science Global Challenges and Industrial Competitiveness Open Innovation
In addition, a sector for strengthening the European Research Area is planned through “Sharing Excellence” and “Reforming and Enhancing the European R&I System” (Figure 8).

The originalities of the proposal programme, in comparison to Horizon H2020, are summarised in Figure 9 and are clarified by the following three points: 1. Increased investments in highly skilled people and cutting-edge research (for strengthening EU science and technology); 2. Support to market-creating innovation via the European Innovation Council and the European Institute of Innovation and Technology. This will foster the EU’s industrial competitiveness and its innovation performance;

3. Focus on the EU’s strategic priorities, such as the Paris Agreement on climate change, and tackle global challenges that affect the quality of citizens’ daily lives.

Finally, the Horizon Europe proposal encourages synergies with other future EU programmes and policies to promote faster dissemination at national and regional level and uptake of research and innovation results, among which: EU Cohesion Policy, European Defence Fund, the ITER project on fusion energy, Digital Europe Programme, and Connecting Europe Facility Digital.

CONCLUSIONS This conclusive chapter aims to provide a summary of the main findings stemming from the analysis conducted in this document. It goes without saying that the discussion is based on all previous chapters. The analysis has focused primarily on the two-year period 2019-2020, for which detailed calls are available. Moreover, an overview of Horizon Europe proposal has been presented in order to reflect on the TCBL exploitation using a long-term perspective. The funding opportunities have been evaluated for the two organisations that will be founded after the TCBL grant period (NGO and LTD) and for the TCBL Associate enterprises (and, by analogy, for all SMEs operating in the textile sector interested in following the TCBL approach). Table 10 proposes a synthesis of the funding opportunities more suitable for each type of organisation considered. It is possible to observe that the future TCBL NGO and LTD are going to be more interested in some typical H2020 calls (preferably DT and INNOSUP sub programmes). In contrast, the EIC Pilot initiatives (SME Instruments and FTI Action) are more congenial for Associates; they could also evaluate the feasibility of participating in some INTERREG calls if compatible with their geographical location. Finally, all these organisations are supposed to be interested in the Horizon Europe programme: when the final programme will be published, it will be possible to understand to what extent each organisation can contribute.
