NEW TRAVEL POLICY

T
he Turks and Caicos Islands Government (TCIG) has implemented a new travel policy for Government officials, which, on paper, seeks to minimise costs and cut-out non-essential travel, but still gives Ministers and Civil Servants tremendous latitude and lax accountability when it comes to reporting their expenses. Under the new policy which Cabinet approved and became effective on November 26th, Business Class travel for official trips are reserved for Members of Cabinet, the Chief Justice, the Speaker of the House of Assembly, and the Leader of the Opposition, while Economy Class is to be used for all other official domestic and overseas air travel by other Government officials. Members of Cabinet, the Chief Justice, the Speaker and the Opposition Leader are entitled to have one additional Government officer accompanying them where this will “facilitate the performance of that person’s duties to and at the destination”. The policy also states that the expenses of a Minister’s spouse/partner when accompanying the Minister on their official duties “may occasionally be paid from public funds provided that it is clearly in the public interest that he or she should accompany the Minister. In such cases, the agreement of the Premier must be obtained on each occasion before travel, and where expense is significant, the Premier should consult the Deputy Governor.
PROVO AIR CENTRE FILLED WITH JETS
Provo Air Centre, which is owned and operated by prominent local businessman Lyndon Gardiner, was a hive of activity over the Thanksgiving weekend, accommodating several luxury jets. NASTY LEEWARD HIGHWAY ACCIDENT: Occupants of this motorcar may still be counting their lucky stars after they managed to escape with their lives, this was after its driver, who was hit from behind by another motorist, lost control, causing it to crash into this light pole in the vicinity of the Wine Cellar on Leeward Highway on Monday (November 24, 2014). It was reported that the driver of the other vehicle temporarily lost control of his car as well. His vehicle careened across the median and onto the opposing lane. He however, managed to regain control and sped from the scene. The Cheshire Hall Medical Centre reported that two females, who were passengers in the vehicle, were brought to the hospital with minor injuries. They were treated and released that same night.

According to the new policy, every effort must be taken to minimize the cost of travel and the number of officials travelling domestic or overseas on official business. As part of this, consideration should be given to whether or not attendance at meetings and conferences outside of the Islands is necessary. The document stated: “If so, the minimum number of officials should be sent. Where Government Officers or other persons are approved to accompany a Minister on official domestic or overseas air travel to assist in the performance of the Minister’s duties, the number of such officers or other persons is to be kept to a minimum. Generally, the number of persons travelling and the cost of travel should be minimized. Wherever possible, use of Central Video Conference facilities should be used in an effort to minimize travel and travel cost.” It continued: “No overseas air travel is to be undertaken unless it is demonstrated that such travel is essential to the furtherance of the Government’s interest and the resulting absence will not affect the daily functioning of the Ministry/ Department/Agency. Attendance at domestic and overseas conferences and courses is not to be approved unless it is essential to the efficient
performance of Government business and required to meet the established outcomes for a financial year. A logical case setting out these details should be incorporated within the request for travel proposal. Teleconferencing, videoconferencing and other advances in communications must be considered where cost effective as an alternative to domestic or overseas air travel.” The new travel policy also said that all overseas air travel undertaken for the primary purpose of conducting official government business by Ministers and Members of The House of Assembly (on the recommendation of the designated Minister) must be approved by Cabinet subject to available funds on the recommendation of the Premier. More than five years after the suspension of the Turks and Caicos Islands (TCI) Constitution, it is now clear that the United Kingdom’s excursion into TCI’s internal affairs is more about finding lucrative employment for retired and semi-retired British civil servants, policemen, and lawyers, than cleaning up corruption. Readers might think that conclusion is cynical, and it may be, but all I ask is that you give me five minutes, as the evidence could not be more compelling. First, if the UK Government wanted to clean up corruption in the TCI, it could not have done a worse job. The best solution would have been to send a few Scotland Yard detectives to the TCI, posing as investors , to confirm that bribes were being solicited or, as the SIPT suggests, demanded by Ministers as the price to play. If that was done, and if there was rampant and systemic corruption as Sir Robin Auld has suggested, irrefutable evidence of the SIPT’s allegations could have been easily recorded, putting the FCO’s case beyond all doubt, and charges and trials could have been brought and completed within a year, avoiding the need for expensive and protracted investigations and prosecutions by retired and semi-retired former British civil servants, all while living it up in five-star beachfront resorts at the TCI taxpayers’ expense. Second, what we got instead is a bizarre show in the form of a Commission of Inquiry (“COI”), held at a five-star beachfront resort, and presided over by retired British judge Sir Robin Auld, along with a cast of other British characters. While that exercise was entertaining, it was very expensive entertainment. It shut the country down for months, with Government being distracted and dysfunctional for several months before the COI and for many months afterwards. Likewise with many member of
the community. Even worse yet, it put Auld’s subjects on alert that they were the targets of the Foreign and Commonwealth Office (FCO). If the FCO wanted to catch criminals and tackle corruption, that was the worst way to do so, but don’t draw any conclusions yet. Third, following Auld’s COI, UK law firm Edwards Wildman was engaged to recover assets, for which it has charged the TCI more than $13M, to collect just over $19.5M in cash. That firm now attends international conferences on corruption, bragging about the hundreds of acres it has recovered for the people of the TCI, describing its efforts as one of the most extensive asset recovery programs in the world. What it fails to mention is that despite ‘the extensive scope of its work’, it has left untouched the largest allegations of misappropriation of public assets in the history of the TCI, involving contracts in the hundreds of millions and land in the thousands of acres. You don’t need to be too imaginative to guess that the lucky recipient of that myopia just happens to be a powerful and politically-connected British subject, with tentacles reaching to the highest levels of the UK’s Conservative Party. Fourth, in addition to Edwards Wildman’s TCI gravy train, Helen Garlick, a semi-retired former employee in the UK’s Serious Fraud Office (SFO), was also hired by the FCO in 2009. She had been ‘sacked’ by British Prime Minister Tony Blair in 2006, over an expensive two-year investigation, which the UK Government forced her to shut down. In August 2009, after languishing in private practice for three years, but more or less behaving, the FCO returned the favour, and asked Garlick to quote on heading up criminal investigations and possible prosecutions of Auld’s COI subjects; a financial opportunity she jumped on, quoting six million dollars for a two year contract. Once engaged, with no effective oversight, Garlick’s joyride has gone from madness to even greater madness,
with her hiring dozens of retired, white, former officers of London’s MET, along with a half dozen or so white English lawyers. What started out as a two-year engagement, with a trove of evidence handed to her SIPT by Auld, and given to him by the very persons Garlick was investigating, more than five years and fifty million dollars later, has turned into a fleecing of the TCI taxpayer. Fifth, as for the FCO’s seriousness about fighting corruption, the SIPT has been consistently side-tracked by matters outside their remit, including Ponzi schemes and stamp duty prosecutions, all while on the public’s purse. Finally, and we suggest that it is now safe to draw conclusions, even when attending to its corruption investigations, shockingly, white AngloSaxon developers who Garlick says paid bribes, have consistently been the recipients of backroom deals involving the sale of Get Out of Jail Cards. In all but one case the expats Garlick says paid bribes have gotten off entirely free, with at least three well known cases of persons she says paid bribes now actively involved in promoting local businesses, with several key persons sitting at the very top of the local tourism industry. After more than five years, with trials nowhere in sight, Garlick’s shambolic investigations have turned out to be more of a racket than part of a criminal justice system. Unlike The Auld Show, the SIPT’s investigations are not just painful to watch, they are offensive to the TCI’s sense of right and wrong, and Garlic’s SIPT has brought the entire TCI judicial system into disrepute. Large swathes of the public now believe that even the Judiciary is a joke, at best blindly overseeing a rigged criminal justice system, and at worst, being the handmaiden of a prosecutor who has written, and is implementing, the selective enforcement of this country’s criminal laws. In 2009 Garlick’s SIPT was welcomed to these Islands by a large segment of the community like
a rock star. More than five years later, she is the target of picketers, with even her defendants’ most ardent enemies distancing themselves from what has been a disgraceful abuse of investigative authority and a shameful lining of her pockets at the taxpayer’s expense. This might have all been dismissed as gross incompetence and sloppiness if Garlick’s SIPT had indulged in a two-year investigation, as originally contracted, but what we have here is a lavishly funded investigation that is more than half a decade in the works, that was given a head start, involving dozens of senior UK police officers, that have cost TCI taxpayers tens of millions of dollars. My view, to put it bluntly, is that this fleecing of the TCI public, while turning a blind eye to the biggest incidences of corruption, is an egregious form corruption in itself. Yes, corruption. I also have a theory, which is that it is also a clever scheme pushed by Garlick’s SIPT to keep their gravy train rolling, permitted because of the UK’s stated policy of exporting its legal services, its long standing desire to reward washed up and/or retired British civil servants and technocrats, and its indifference to corruption that benefits Anglo-Saxon Britons. Trial by jury, CFO role dominate Constitutional review meetings

The role of the Chief Financial Officer and automatic right to trial by jury were two of the most hotly-debated topics recorded by the Constitutional Review Committee commissioned by the House of Assembly, to conduct a public review of the current Constitution. Dan Malcolm, Chairman for the Committee made the disclosure during the official handing over of the document to Premier Hon. Dr. Rufus Ewing at the Premier’s Office in Providenciales on Thursday (November 27, 2014). During the regime of Interim Administration, a law was passed that would allow the court to decide whether or not trial by jury can be held against certain individuals who are charged. The court recently decided that trial without jury should be held against some of the country’s former politicians, including ex-premier Michael Misick and his deputy Floyd Hall. The Administration also passed the CFO Bill that will give the CFO the final decision on monetary decisions in the Turks and Caicos Islands. The ordinance also gives the appointed CFO the authority to override any monetary decisions made by the elected government that he or she does not believe is in the best interest of the Turks and Caicos Islands. The CFO has the final say nationally on the annual budget documentation. Malcolm said that he document, scheduled to be debated on December 15, when the House convenes, is far more advanced that the 2006 Constitution, which the UK Government yanked upon the seizing control of the local government in 2009. Donald Walters killed in accident
The Leeward Highway has claimed another life, this time 64 year-old Donald Walters, a Jamaican national and longstanding citizen of the Turks and Caicos Islands, who was killed on Friday night (November 21, 2014). Walter, the brother of popular Blue Hills resident Kenneth Walters, who operates the Keyse’s Variety Store in that community, reportedly died at the scene of the accident after his Blue Ford Ranger veered off the road and slammed into a Fortis TCI utility pole, cutting power to scores of homes, especially in the Leeward, Bight and Grace Bay area, for the better part of three hours. Reports are that at about 9p.m., Walters was heading in a westerly direction along the highway, when he apparently lost control of the vehicle, which hit the light pole, the impact which cut it in two. The police said that, first responders, who later arrived on the scene, pronounced Walters dead. It is understood that his body had to be cut from the mangled vehicle. To restore power to the residents in the area, Fortis TCI workmen had to plant a new pole and before transferring the lines. Walters’ children, who live in Jamaica, were scheduled to arrive in the Turks and Caicos Islands last weekend, to begin making funeral arrangements. His daughter, Tanae Walters, poured out her heart on social media sight Facebook shortly after being learning of her father’s death. She told her friends her father’s life was characterized by love, kindness and selflessness. The SUN reached out to Walter’s family, and they offered this response on his life: “Daddy, this is really too soon. I never knew I would not get to see you again, hug you and say I love you! Daddy, you were the most gentle, loving and kind person I ever
knew (sic), always willing to give your all just to help others. Even when they have wronged you, you still gave your all to helping them. As I lay here with tears in my eyes and thinking about the news I have gotten. I have not truly faced the reality yet,” she wrote. Walter’s death brings to six, the number of persons died on the roads in Providenciales for the 2014. “A life that has lived that has touched the hearts of many, is a life that’s worth missing. Donald knew no boundaries. His love extended beyond the vast expanse of relatives to an extended family of friends. “His wonderful character could not only be experienced by individuals in Jamaica; so another area needed to be embraced by the radiance of his presence; so another course was chartered when he migrated to the Beautiful By Nature Islands, Turks and Caicos, where he settled in Providenciales for over 30 years and became a successful businessman, due to the top class plumbing he offered to many developments done within the TCI. “Therefore, he has left an indelible mark not only in the Construction field, but also on the lives of everyone with whom he associated. His legacy, a hallmark will now serve as a blueprint for those
whom he partnered with over the years. “Although, his journey ended late Friday evening, on November 21, 2014, and unfinished tasks are left behind, those with whom he has left his footprints, will undoubtedly keep the flame alive to complete the tasks that he was unable to accomplish and will continue to be in the hearts of many who really loved and appreciated him dearly—his wife, children, relatives and even close friends. Donald, ‘Mi Husband’, Daddy, Sleepy, Uncle Donny, you will be greatly missed. We love you. May your soul live forever.”

American Airlines shutting down ticket office in TCI By Vivian Tyson
American Airlines is to shut down its Turks and Caicos Islands ticketing office based in Providenciales, and focus primarily on online bookings, which it said had become the preferred booking choice for thousands of customers. Martha Pantin, Director of Communications for American Airlines, and who is based in Florida, confirmed the closure to The SUN on Tuesday (November 25, 2014). Pantin explained that since the airline has seen a vault in the number of persons using credit cards to book on line, and an ever declining number of customers visiting the office to book their flights, the fiscally prudent thing to do is to shut down its ticket office and focus on online booking. “Yes, we are closing our ticket office. Job losses expected as RBC exits Caribbean wealth management business
The latest decision by Royal Bank to exit its international business in the Caribbean is another sign that Canadian banks are cutting their losses in the region and cleaning house, an analyst said after RBC confirmed its making changes at its wealth management division. “What we’re seeing is the banks are doing a thorough evaluation of their business mix and figuring out what makes sense long term and what is probably best left in the hands of someone else,” said Craig Fehr, an analyst with Edward Jones in St. Louis, Missouri. One media report stated the restructuring would affect about 300 employees, a figure that RBC refused to confirm. “While regrettably there will be some job losses, it would be premature at this stage to estimate the number of employees that will be impacted as we are currently considering a number of strategic options for these businesses,” said RBC spokeswoman Claire Holland in an email. Canada’s largest bank said the Caribbean move, which follows the sale of its Jamaican operations earlier this year at a loss, will affect international wealth management teams in Toronto,
Montreal and the U.S., will result in an undetermined number of job losses, according to the Canadian Press. RBC said these efforts will help the bank focus on serving high net worth. It added that the overall restructuring will affect RBC’s Wealth Management division. Its RBC Suisse business in Europe will also undergo a strategic review. This move by RBC follows a similar one announced earlier this month by Scotiabank, which is planning to cut 1,500 jobs — about twothirds of them in Canada. None of its domestic branches is slated for closure but Scotiabank said its international banking arm will shut 120 of its foreign branches, including in Mexico and the Caribbean region. CIBC, which has maintained a presence in the Caribbean since the 1920s, said in September that it planned to focus on managing expenses amid challenges in the region. Fehr said Canadian banks are taking the prudent step of reorganizing their businesses, as the sector prepares for lower profitability. “I think we’re moving into the next phase of the economic cycle — particularly domestically — where
Canadian consumers will probably demand less of personal loans and certainly mortgages,” Fehr said. “So the bread and butter source of profitability for Canadian banks is perhaps losing some of its momentum, so they’re perhaps looking for different avenues for growth and employ capital to different areas going forward.” The banks may also be reorganizing ahead of the likely possibility of higher interest rates coming from the Bank of Canada sometime in 2015. The central bank’s key short-term interest rate has been at 1.0 per cent since September 2010, making it relatively inexpensive for the banks’ customers to borrow money to make major purchases such as real estate and vehicles. “We’re seeing all bank management take a look at their businesses. For the last several years, they learned how to operate in this low interest rate environment,” said Fehr. “I now think it’s a prudent move on behalf of the banks to try and identify how and where they can position their businesses in an environment where rates ultimately start to rise.” Like several other major Canadian banks, RBC is undergoing a change in upper management after the retirement of long-time chief executives.
RBC’s newly appointed CEO Dave McKay took over in August from Gord Nixon. Scotiabank’s CEO Brian Porter took over the top job from Rick Waugh last November. CIBC’s Victor Dodig became CEO in September and TD’s Bharat Masrani officially became the bank’s chief executive on Nov. 1. RBC is Canada’s largest bank, offering a wide range of financial services including personal and commercial banking, large-scale capital funding, investor services, and insurance. RBC’s pullout from the Caribbean international wealth management business follows this year’s sale of its Jamaican banking division, at a loss. Despite the RBC Jamaica items, the bank had a profit of nearly $2.4 billion in the quarter ended July 31, including a record $285 million at Wealth Management, up 22 per cent from a year earlier. The bank’s fourth-quarter and fiscal 2014 annual results on Dec. 3. As of the end of July, it’s nine-month profit was $6.67 billion including $100 million in losses related to the sale of RBC Jamaica and $32 million for postemployment benefits and restructuring in the Caribbean between Nov. 1 and July 31.

Tourists highlighting TCI garbage problem on social media
The piles of garbage that sometimes lined our streets and bushes have not gone unnoticed by the thousands of tourists that visit our shores each year. The Turks and Caicos Hotel and Tourism Association (TCHTA), announcing its sixth annual TCI Shines Clean-Up Campaign, scheduled for December 6, 2014, has revealed that visitors have been taking to the Mecca of travel sites – TripAdvisor - to air their comments and some of those comments are not good at all. The TCHTA said that visitors, in recent time, have become more verbal about their travel experiences, which they are not afraid to post on those travel sites, and the TCI has not escaped some of the stinging criticisms. “With visitors becoming more opinionated and vocal about their holiday experiences, sharing their reviews on sites like TripAdvisor, a destination free of litter is what the Association seeks to achieve in order to reduce the number of negative comments about the destination,” the TCHTA said in a news release. One does not have to look to hard to find wastes discarded along our sidewalks and nearby bushes, as it

A Beaches Turks and Caicos Resort and Spa environment staff, told The SUN that their team took a brief marine excursion a few metres off shore recently and were astounded by the level of garbage discovered in the
water. “We saw beer bottles, beer bottle cases, plastic bags and a whole host of other debris. This seems like persons often go on the water after partying, dispose of their wastes in the ocean without regard for the impact that it will have on marine life, the people we welcome to our country each year and ultimately us,” the resort environmental officer said. The TCHTA said that although its members and other volunteers are looking to gather a great deal of garbage off the streets of Providenciales, they are hoping to collect fewer than the approximately 200 bags that it normally collects each year. “Although the TCHTA, its members and numerous volunteers are prepared to collect over 200 bags of garbage on the clean-up day, the group is however hoping that after 6 years of advocating and promoting a litter-free environment that the initiative will result in fewer bags being collected,” the TCHTA said. TCHTA Executive Director Stacy Cox said that with the this year’s Tourism Environmental Awareness Month being celebrated under the theme, “Tourism is key - unlock its
possibilities”, the organization wants to emphasize the importance of protecting the environment, which she said will ensure growth in the country’s top industry for years to come. Cox warned of tremendous industry stagnation, and, or crash if residents fail to realize the importance of tourism to the TCI economy. “Having more volunteers but fewer bags for this year’s “TCI Shines” cleanup campaign will tell us that our litterfree education drive for the past six years has not been in vain. We dream of a day when TCI residents would dispose of all litter, be it an empty food container or an old fridge, the right way. If every resident picks up and disposes of just one item of litter a day we would see a vast improvement in the cleanliness and appearance of our streets,” she said. She is hoping that the objective to educating the youth on the importance of protecting the environment, through the forging or relationships with schools on Providenciales, will bear fruit. “We can only hope that lessons learned during our “TCI Shines” campaigns stay with them for generations to come,” she said.

Turks and Caicos Islands expands UK office
Premier Hon. Dr. Rufus Ewing The Turks and Caicos Islands government will officially unveil the expansion of its British Office on Baker Street, London on Friday, December 5th, 2014. The office, according to the Premier, is to give the Turks and Caicos Islands greater representation in the United Kingdom beyond tourism. He said that the office extension will not only allow the Turks and Caicos Islands to better market its tourism product in the UK but also provide assistance TCI citizens living there, including students. He said also that it will give the government easier access to the Foreign and Commonwealth
office, the European Union and other bodies. The premier said that anyone from the Turks and Caicos Islands, including dignitaries, could visit that office and seek assistance. He was quick to point out that the facility will not function as a consular office, since the Turks and Caicos Islands is not an independence country, but stated that it should serve most of the functions that a consulate would do. “It can also act as a central point for potential investors, be it from Europe or Asia, to interface with Turks and Caicos representatives in the UK,” the premier said.
He said that there are funds in the budget to bankroll the employment of a Turks and Caicos representative in that office, but that has not yet been done. He said that when that particular person is employed he or she would report directly to the office of the premier. “That person would be employed, hopefully, pretty soon. We were hoping that we could employ them before the reception in the UK at our office. But it is looking like it may not, but I am still pressuring our people to get it done,” he said. Premier Ewing said that the reception which will mark the event, will cater to a number of dignitaries, comprising heads of UK overseas territories and UK officials, stating also that TCI students currently studying in the United Kingdom, have already been invited. “The reception will be the first reception that we will have as part of the joint ministerial council meetings. Most of those territories normally have them. The BVI has one, Cayman normally has one; this would be the first time that the Turks and Caicos will be having one. “We will be focusing on promoting our tourism, as well as our financial services sector and our investment. And so, we will have a number of persons from our financial services sector that will be attending the reception in the UK and also meeting with investors. “We will be inviting our students in the UK to attend the reception; get them to attend and be a part of the whole event. We want to make our presence felt in the UK, the way the BVI is felt or the way that Gibraltar is felt in the UK,” the Premier said. The premier will also meet with Foreign Minister William Hague on matters especially on border security, immigration and other matters. The Premier leaves the territory on November 29, and return on December 9.

Alpha Christian Academy Stages Alpha Week Bible Character Day During the week of November 24, 2014, the Alpha Christian Academy Primary School staged Alpha Week. The activities included the children dressing up as various characters, having health and fitness day and culminated with a church service. On Tuesday, they were asked to dress in the costume of their favourite characters. Wednesday was designated as “Hat and Nutrition Day”. The children were asked to be creative with their hat designs; it was also a day when the students ate no junk foods. On Thursday, they were asked to dress as Bible characters. The Bahamas fends off critics over new migrant rules

Under the new immigration rules in the Bahamas, that took effect Nov. 1, everyone must have the passport of their nationality and, if they are not a Bahamian, a valid residency or work stamp. NASSAU, Bahamas — On the first day new immigration rules took effect this month in the Bahamas, officers in green fatigues swept through poor sections of the capital filling two yellow school buses with dozens of people who couldn’t document their right to be in the island chain. The government, amid fierce criticism of the raid, later insisted the timing of the operation was coincidence. Still, the message of the surprise morning raid, in which the officers were accompanied by local media, couldn’t be clearer: The Bahamas aims to become less hospitable to its swelling population of migrants lacking legal status. “The fact is that illegal migration is a huge problem for us,” Foreign Minister Fred Mitchell said in a recent interview. “We spend enormous resources for it. It is a drain on our social services, health care and education and we need to get the matter under control.” The island chain of about 360,000 has a foreignborn population of more than 18 percent, according to an official report released last month. While the precise number of those who migrated illegally is unclear, the islands long have drawn migrants sailing from nearby Haiti. Census figures from 2010 show more than one out of 10 people in the Bahamas is Haitian, up from 3.6 percent in 1970. Mitchell said haphazard enforcement of existing
laws has put too many people in legal limbo and has made the Bahamas a magnet for migrants, arriving often in dangerously overloaded smuggling vessels. But the manner in which the Bahamas is carrying out this tightening of its borders is coming under criticism from human rights activists, who complain of arbitrary and heavy-handed enforcement that is sparking fear in the shantytowns where many migrants live. “People are afraid to go to work,” said Annette Martinez, a human rights lawyer documenting the situation with local activists. “They say ‘We are afraid because at any moment the immigration officers will come or their bosses will identify them as foreigners.’” Martinez also said conditions at the detention center where migrants are held are “appalling,” with heavy crowding and poor access to adequate food, sanitation or medical care. The government says it’s working to reduce the population in the detention center and sent two planeloads of migrants to Haiti on Wednesday. “In the Bahamas, they treat Haitians like dogs,” Youtchike Dormeus, an 18-year-old deportee, said as she got off the plane in Port-au-Prince. The country, which denies treating anyone inhumanely, has deported 3,000 people this year. Under the new rules that took effect Nov. 1, everyone must have the passport of their nationality
and, if they are not a Bahamian, a valid residency or work stamp. In addition, the government is tightening the process for employers to receive work permits for non-Bahamians and requiring first-time applicants for residency permits to apply in their home countries. Mitchell says the Bahamas briefed Haiti’s government before the new rules took affect and was assured it could provide the passports and other documents needed by Haitians. He has defended the new policies in blunt terms. “You can’t just jump off a boat with your wet feet and come into the immigration department and apply for a work permit,” he told Parliament. The new rules may be particularly tricky for people who were born in the Bahamas to people who migrated illegally. While the constitution allowed them to apply for Bahamian citizenship, many did not. Now, before they can seek legal status — a process that has no guaranteed outcome — they first will need to obtain passports from “home countries” they may never have seen. A similar situation has been playing out in the Dominican Republic, which borders Haiti and is attempting to regulate a much larger population of people lacking legal status. Heleen Gelin, a 25-year-old Bahamian-born Haitian, has submitted her application for citizenship but says it has been a difficult process, with immigration officials giving conflicting information and she doesn’t know if she will secure legal residency. “I don’t have anything right now,” said Gelin, whose two children also lack legal status. Many without papers are too fearful to speak out against the changes, afraid they will be marked for deportation. Martinez, director of the Human Rights Clinic at the Interamerican University of Puerto Rico School of Law, said the local activists with whom she conducts interviews did not want to be identified because of potential reprisals. The situation in the Bahamas has brought condemnation from Amnesty International and the Robert F. Kennedy Center for Justice and Human Rights. Daphne Campbell, a Florida state representative of Haitian descent, has called for a boycott of the Bahamas. Government officials say the new restrictions remain popular among Bahamian citizens. “It’s becoming a national security issue for us and for our neighbors and we have to do something about it,” Mitchell said.
British warship seizes £36m of cocaine in the Caribbean Cocaine worth an estimated £36m has been seized by the Royal Navy after a high-speed chase across the Caribbean. Smugglers began to throw their cargo overboard but were surrounded by patrol boats guided by the Plymouthbased frigate HMS Argyll. The 850kg (1,900lbs) seizure is the third by HMS Argyll in as many months. The seizures have resulted in 1,600kg (3,500lbs) of cocaine - with an estimated street value of £68m - being confiscated, the Royal Navy said. The type 23 frigate has been conducting drug patrols in partnership with the UK’s National Crime Agency, the US Coast Guard and other nations. It is currently taking part in Operation Martillo, a 15-nation effort to prevent access to central America by air and sea by criminal gangs. The aim is to stop the illegal movement of drugs from south America
The latest seizure means the ship has confiscated about 1,600kg of cocaine in three months to the rest of the world, the navy said. After receiving a tip-off from a US customs aircraft, HMS Argyll sailed 70
miles to intercept the suspect vessel during the operation late last week. HMS Argyll conducts drug-
busting patrols together with the UK’s National Crime Agency, the US Coast Guard and other partner nations. Lieutenant Matthew Turner, who was in charge of the bridge during the latest chase, said: “It was an intense couple of hours as we were trying to out-think and out-manoeuvre a small boat which can change direction in an instant. “I think our training, during which we push the ship and ourselves to the limit, really helped us to make this operation such a success.” HMS Argyll’s Commanding Officer, Commander Paul Hammond, added: “This night time drugs seizure had no helicopter support and was our most challenging, and satisfying yet. “The Royal Navy has helped remove a large quantity of drugs from circulation, and that, along with our disaster relief and engagement work has helped demonstrate the value for money a modern day warship provides.”

St. Kitts passport applicants can easily change their name, the source said, and the passport doesn’t require prior names to be included in the document. The source said the majority of St. Kitts passport buyers are from Syria and Iran and that “questionable individuals” have received St. Kitts passports. Starting Nov. 22 at noon, anyone using a St. Kits passport will need to fill out visa forms and get background checks to enter Canada. The Canadian government says the passport distribution system in St. Kitts makes up about 25% of the GDP of the country of 50,000 people. “While this visa imposition is not related to any specific or imminent threat,” the government source told QMI, “it should be seen as an important signal that protecting the safety and security of Canada and Canadians is a top priority for the government.” The small tropical island is located between the British Virgin Islands and Guadeloupe and its economy is dependent on tourism. St. Kitts citizens who pose no threat to Canada shouldn’t be overburdened by the new requirements, the source said. About 800 St. Kitts nationals visit Canada annually.
Bad weather Contributed To Myles Munroe’s Fatal Jet Crash A preliminary report into the jet crash that killed Bahamian Dr. Miles Munroe and eight others on November 9th, 2014 revealed that the world-famous pastor’s Lear jet crashed during its second attempt at landing in bad weather. The report from the Air Accident Investigation & Prevention Unit of the Bahamas Civil Aviation Department also confirmed widespread media reports that the plane struck a crane near the Freeport airport then crashed into a pile of garbage. The report which was compiled by investigator Delvin Major, said the aircraft uploaded 160 gallons of fuel from Odyssey Aviation, a fixed base operator (FBO) at Lynden Pindling International Airport prior to its departure. The aircraft made contact with Freeport Air Traffic Control (ATC) as required and was given the current weather conditions and cleared for the instrument approach. According to the report: “The aircraft
was unable to land on first attempt, due to heavy rain showers and reduced visibility. The crew executed a missed approach procedure and continued outbound and entered the published holding pattern at 2,000 feet. Some time after entering the holding pattern, ATC reported the weather as improving and thus a second approach was requested by the crew and granted by ATC. During the return for the second instrument approach, ATC reported the weather as again deteriorating due to rain and haze. While attempting to find the runway visually during the second approach, the aircraft descended and subsequently struck a towering crane at the Grand Bahama Shipyard. The impact occurred with two support beams above the crane operator’s cab approximately 115 feet mean sea level (MSL). After losing the outboard portion of the right wing and fuel tank, as a result of the impact, the aircraft continued its downward, uncontrolled
descent, crashing inverted into a mound of garbage at the City Services Limited, (a garbage and metal recycling plant) which is located adjacent to the Grand Bahama Shipyard. The aircraft finally came to a stop after impact with a metal generator-housing unit located at the recycling plant.” The aircraft was equipped with a Fairchild Model GA100 Cockpit Voice Recorder (CVR) and 2 Honeywell International N1 Digital Electronic Engine Control monitors which were recovered and sent to the National Transportation Safety Board in Washington DC and Honeywell Int’l in Wichita Kansas respectively, for readout. Both pilots were licensed and certified by the US Federal Aviation Administration and both were in possession of valid first class medical certificates as required by regulations. Police in Tobago investigate murder of German couple on beach PORT OF SPAIN - Police are investigating the murder of an elderly German couple found hacked to death on a beach near their home in the southern Caribbean island of Tobago on Saturday. Hubertus Keil, 74, and his wife Birgid, 71, had been visiting Tobago, part of the twin island nation of Trinidad and Tobago, for the last 15 years and were well known locally, the Tobago House of Assembly said in a
statement published in local media on Sunday. “Their deaths come as a shock to all of Tobago,” the statement added, noting that crime locally was on the decline. “The police have already set up a high-level team to pursue the investigation, with the aim of bringing to justice whoever is responsible for the Keils’ deaths,” it said. Media reports said the bodies
appeared to have suffered chop wounds. Police said the couple arrived on Oct. 25 and had been staying at their home in Bacolet on the southwest coast. They were last seen alive on Friday evening. Police said a gardener arrived at their home on Saturday morning and when he could not find them, went to a nearby beach, where he discovered the body of Birgid Keil. Tamir E. Rice was shot by a patrol officer on Saturday after a 911 call reported someone pointing a gun at people at the Cudell Recreation Center. The caller said the gun could be a fake. The video shows the boy walking and pointing the gun in different directions before entering a gazebo. A patrol car with two officers pulls up to the gazebo. The first to get out, identified by a city official as Timothy Loehmann, 26, shoots almost immediately. In a news conference broadcast by NBC, Cleveland Police Deputy Chief Ed Tomba said the time between the car pulling up and Rice being shot was 1.5 to 2 seconds. There is no audio on the video, but the officers said they told Rice to raise his hands three times before he was shot, police said. He died on Sunday. Asked why the car pulled up so close, Tomba said “That’s a legitimate question,” which is part of the investigation. In a statement about the video, Rice’s family said, “It is our belief that this situation could have been avoided and that Tamir should still be here with us.” The family asked the community to remain calm and keep protests peaceful. Cleveland police said Loehmann and the second officer, Frank Garmback, 46, were both on leave. A union representative said the officer who shot Rice had been on the force for under a year. Rice had an Airsoft-type replica gun that resembles a semiautomatic pistol, but typically shoots plastic pellets, police said.

Toyota recalls more cars over new airbag issues
Toyota Motor Corp. recalled more than 40,000 vehicles in Japan on Thursday as part of a worldwide scare over defective air bags and is investigating a new type of air bag problem that could lead to further recalls. Toyota’s recall for driver-side air bags is the
latest in the widening safety problems related to Takata Corp. air bags. Toyota’s recall involves three models: Vitz, Yaris and RAV4 vehicles made in 2002 and 2003. Daihatsu Motor Co. said it’s also recalling more than 27,000 Mira compact models in Japan for the same air
bag problem linked to an inflator. Takata air bags can inflate with excessive force, sending metal shrapnel toward the driver and passengers. Toyota is also investigating a new type of air bag problem in a 2003 vehicle that could lead to further recalls.

Pilots report increasing close calls with drones The government is getting a surge of complaints about drones interfering with larger aircraft. According to CBS News transportation correspondent Jeff Pegues, the Federal Aviation Administration told CBS News it is receiving 25 reports every month from pilots who have seen drones or model planes near their aircraft. With drones becoming more affordable and ever more popular, operators are increasingly flying them into the airspace of planes and helicopters. In September, the New York Police Department’s aviation unit had a close call with a drone in Brooklyn -- just the sort of incident that concerns the FAA. Since the beginning of this year, there have been nearly 200 reports of drones or model planes coming close to manned aircraft in over 30 states across the country. On a few occasions, the FAA said pilots have been forced to alter their course. These near collisions come as the agency tries to safely manage drones within
the national airspace. “These aircraft sometimes are very small, and they have very high performance characteristics, and so they’re difficult for another pilot to see,” FAA administrator Michael Huerta said. “Our whole approach is, how can we accommodate activities that don’t pose a safety hazard as we learn more about the technology and look to ultimately integrate it safely?” The FAA is working to develop rules and regulations for the commercial use of drones. In the meantime, the agency says it has partnered with federal, state and local law enforcement agencies to identify “unsafe and unauthorized [Unmanned Aircraft Systems ] operations.” While police have made some arrests, getting the charges to hold up in court has been a problem. “Some instances, we’ll make an arrest or we’ll issue an administrative codes violation summons, and you know, the process doesn’t follow through,” deputy New York City police chief Salvatore DiPace said.
Microsoft employs robots as security guards
Several 1-1/2-meter - tall, 136-kilogram robots have recently started patrolling Microsoft’s compound in California’s Silicon Valley as security guards. Autonomous movable platforms equipped with lasers, cameras and various sensors are already being used for operations such as looking for explosive devices or earthquake victims. But the U.S. software giant has taken robotic surveillance a step further with its
fleet of bullet-shaped automatons. The K5s, as they’re called, move around outdoor areas, garages and parking lots, scanning situations with their HD cameras and a whole range of sensors, much like human guards would do. They can read cars’ license plates, check them against a database, and detect and report unusual activities to a supervisor. The robotic guards are not armed. Instead, they are
programmed to assess situations and defuse them or sound an alarm and summon human support. The battery in each robot runs for 24 hours, after which the device returns to a station for a 20-minute recharge. Tennis Competition at Provo Golf Club Tennis in the Turks and Caicos Islands continues to grow thanks to Reinaldo Garcia and his many young aspiring tennis players at the TCI Tennis Academy. IAAF tweaks Reggae Boyz to qualifying system for face Argentina next year World Championships THE International Association of Athletics Federations (IAAF), the global governing body for track and field, has altered the qualifying system for the World Championships that will be held in Beijing, China, next year. According to a release issued Wednesday, the “key elements of the new system is that the IAAF shall establish the ideal number of athletes (and relay teams) to start in each event of the championships and shall ensure that such ideal numbers are met through a qualification system which, essentially, combines entry standards (only one standard) and invitations based on rankings”. The release further said the “entry and participation principles have been thoroughly reviewed by the IAAF and a new qualification system has been introduced”. However, they said “as in the past, there are still some special qualification opportunities and it will still be possible for member federations without any qualified athletes to be represented with one unqualified athlete (subject to certain conditions)”. There are four ways an athlete can qualify for the World Championships. They are: * achieving the entry standard within the qualifying period of January 1, 2014 to August 10, 2015 for 10,000m, marathon, race walks, relays and combined events and October 1, 2014 to August 10, 2015 for all other events; *Automatically by achieving the entry standard within the qualification period, in accordance with criteria decided by IAAF, finishing positions at designated competitions such as the area champions in all the individual events (except for the marathons); * Defending champions or Diamond Race or Hammer Throw Challenge winner; * Being the best ranked athletes at the end of
the qualification period to fill the remaining quota places by event. This does not apply to the 5,000m, 10,000m, marathons and race walks where entries will continue to be administered by entry standards only, the release stated. Junior and youth athletes will be allowed to take part with restrictions. The new rules allow juniors aged 18 or 19, on December 31, 2015, to compete in any event except the marathon and 50K race walk, while youth athletes aged 16 or 17 as of the end of the 2015 calendar year may compete in any event “except the throwing events, the combined events, 10,000m, marathon and the race walks”. No one under the age of 16 will be allowed to compete. Member federations will still be able to enter a maximum of three athletes in each individual event, as long as they have attained the qualifying standard, while a fourth athlete, the defending champion or the Diamond Race winner could also be added. The restriction that if a country has both the defending champion and Diamond Race winner, only one would be able to accept the invitation, still applies. Each federation will also be allowed to enter one reserve for each event, on condition the athlete has attained the qualifying standard. For relay events, “a maximum of six athletes may be entered for each relay team. All athletes already entered in the corresponding individual events (100m or 400m) including the eventual reserve shall automatically count towards the six entries of the team. Any four athletes among those entered for the competition, whether for the relay or for any other event, may then be used in the composition of the team for the first round”.
Sarwan withdraws from T&T four-day squad Batsman Ramnaresh Sarwan has withdrawn from the Trinidad & Tobago squad for the Professional Cricket League four-day competition due to personal reasons and will return to Guyana. Sarwan was T&T’s overseas pick during the player draft organised in October and was one of the players who was not selected by his territorial squad of Guyana. Sarwan had missed T&T’s opening game against Barbados last week and was expected to sit out the second-round match against Leeward Islands, which starts on November 21. The Trinidad & Tobago Cricket Board has said it will consider options regarding Sarwan’s replacement and hoped that the batsman will return to the team for the one-day competition. “The T&TCB said it is their sincerest hope that the former West Indies Test player can resolve the issues he currently faces with a view to his possible return for T&T in the Nagico Super50 limited-overs regional tournament in January,” the board said in a release. Caribbean champions Jamaica will face off with the giants of South American football in the prestigious Copa America scheduled for June next year in Chile. The Reggae Boyz have been drawn to play back-to-back matches against Uruguay, Argentina and Paraguay in a group B, presenting a major challenge for the Caribbean powerhouse. Uruguay have won the Copa America 15 times, while Argentina have been title holders on 14 occasions and Paraguay twice. Jamaica are the first Caribbean team to be invited to the competition, the oldest continental tournament in football, celebrating 98 years of rivalry. “I know it’s going to be an extremely great challenge, but as Jamaicans, we usually perform at our best when the odds are stacked against us, or when our backs are against the wall,” said Jamaica Football Federation (JFF) president, Captain Horace Burrell, who attended the draw at Quinta Vergara in Vina del Mar, Chile, Monday evening. “Argentina defeated us 5-0 in the World Cup, and though they were a great team then and perhaps a greater team now with the likes of (Lionel) Messi within their ranks, we intend, as the first Caribbean team to play in the prestigious Copa America, to give it the best shot at a payback.” In Group A, hosts Chile, guest team Mexico, Ecuador and Bolivia will do battle, while six-time world champions Brazil, Colombia, Peru and Venezuela will cross swords in Group C. Assad Fudadin added to West Indies Test squad Assad Fudadin, the Guyana batsman, has been added to West Indies Test squad for the tour to South Africa in December and January as a replacement for Darren Bravo, who withdrew because of personal reasons. Fudadin, 29, has played three Tests for West Indies, against New Zealand and England in 2012, when he made 122 runs in five innings with one halfcentury. He recently scored a century for West Indies A against Sri Lanka A in Moratuwa, in October. Rio Olympic mascot is a yellow cat-like figure
RIO DE JANEIRO - A bright yellow cat-like figure, which also combines elements of monkeys and birds, is the mascot of the 2016 Olympics in Rio de Janeiro. The smiley-faced mascot represents the animal life of Brazil. The mascot for the Paralympics is a mopped-headed doll with leafy hair, meant to represent the vast diversity of the flora in Brazil. The mascots made their first official appearance on Monday at a school in the Santa Teresa neighborhood, which is a mix of precarious slums and homes for millionaires. The school is named for former International Olympic Committee President Juan Antonio Samaranch. “Their purpose is to delight and engage the audience, particularly the children,” Carlos Nuzman, head of the Rio organizing committee, said of the mascots. “In addition, the mascots will always be remembered by the people.” A public poll will be conducted to name the two from a shortlist of possibilities. The possibilities for the Olympic mascot are: Oba, Tiba Tuque and Vinicius The choice for the Paralympic mascots are: Eba, Esquindim and Tom. They must be voted on in pairs: Oba and Eba, Tiba Tuque and Esquindim, and Vinicius and Tom. Votes for the names can be cast on the organizing committee’s website and Twitter feed. The winning names will be announced on Dec. 14.
The cuddly, cartoon-like mascots are also big business. Organizers hope that Olympic merchandise, much of it carrying the mascot logo, will generate sales of 1 billion reals ($400 million). The organizing committee will receive about 15-20 percent of the sales of branded merchandise, with the rest going to licensed manufacturers and vendors. Income from merchandising makes up a chunk of the $3 billion operating budget. Half of that budget is to come from the sale of local sponsorships. The Olympic merchandising campaign will comprise about 12,000 products aimed mostly at children. About 90 percent of sales are expected from the domestic market. “Our mascots represent the diversity of our people, our way of life and our natural environment,” said Beth Lula, the organizing committee’s brand director. Olympic officials expect the mascot to represent 25 percent of merchandising sales. The mascot for this year’s World Cup in Brazil an armadillo named Fuleco - generated little interest. Some blamed this on pre-World Cup protests, and repeated delays and distractions in preparing venues. In addition to the operating budget, Rio is spending about $20 billion in a mix of private and public money to prepare sports venues and urban infrastructure. Brazil spent about $15 billion on the World Cup.
