Director General of the Bureau of Foreign Trade, Shih-Chao Cho:

We’ll Build up Green Trade Image for Taiwan and Achieve High Export Growth of Green Products within 3 Years!

Q: What’s the theme of the Green Trade Project Pavilion at this year’s TiGiS? How may the pavilion benefit to visitors? A: The Green Trade Project Pavilion has two key themes: First, it will exhibit excellent products and services awarded by the first "Taiwan Green Classics Award", allowing domestic and international buyers to realize that Taiwan has the abilities to provide very high-quality products and services with green concepts. Second, from the pavilion design, use of materials, and green applications in food, clothing, building, transportation, people will learn how to practice the concepts of energy saving and carbon reduction in their daily lives.

Q: Please share with us what you personally feel the most challenging task is? A: I personally think the most challenging task is: the world has not achieved the agreement for the definition and scope of green products. Our colleagues together with the relevant units are working hard, hoping to find out a definition and a list of green products that most suited to Taiwan. This is not a task that can be done within a short period of time;

Q: To sum up, what can TiGiS 2011 bring to the participants? A: TiGiS is an industry-based exhibition, so we can best hope that through this occasion, Taiwan’s manufacturers will interact and communicate with international buyers. And, through these face-to-face contacts, they can generate long-term cooperation and unlimited green business opportunities. In the end, the world can see more high-quality companies and products from Taiwan. Of course, we also hope that through the activities, seminars and exhibitions, all participants may realize that the concepts of energy saving and carbon reduction can be simply implemented in their daily lives. Most importantly, we want to emphasaiwan’s products and services are not just “great” but also “green”! A lot of green products from Taiwan can help people to achieve the mission of environmental protection.

A: International trade has always been an important part in Taiwan's

Q: In the process of promoting green trade, which challenges or difficulties the domestic industry is facing? A: From our experience of implementing the Green Trade Promotion Project, we found that Taiwanese manufacturers in general have strong consciousness for environmental protection; even some of them are designing and/or producing good green products. However, most companies unfortunately are not good at marketing; they have no idea regarding how to highlight the features of their products or services. This is where we need to offer strong support and assistance. We hope that through our professional counseling, manufacturers’ high-quality products can be promoted to the world in the most effective way. Another challenge is that most companies do not fully understand other countries’ energy- or environmentrelated norms and regulations. The counseling channels are not enough yet, making them unable to predict the possible green trade barriers. We will provide as many analyses and references as possible to help them overcome these barriers due to other countries’ "New Deals".

Q: What do you think is Taiwan’s direction in the megatrend of "green economy"?

however, it is highly connected to the tasks we are trying to implement; therefore, I think this should be one of the biggest challenges we are facing now. In addition, because of the European and American debt crisis, which has led to a slowdown in the global economy, it is also a challenge to promote green products and export services at this point of time. But I have to say, it will be an opportunity for us.

F

or the past 50 years, the global economy had maintained a high speed of growth, but at the same time accelerated the deterioration of the environment. Therefore, the United Nations Environment Programme (UNEP) promoted the "Green Economy Initiative" in 2008, expecting to utilize the green economy model to bring benefits to our society, economy and environment. After that, many countries have begun to put forward "Green New Deal", making the development of the green industry as a new engine for economic growth. It is very obvious that "green" has become the core value of a country’s industrial and economic policies. Director General of the Bureau of Foreign Trade, Shih-Chao Cho, when accepting the editorial team’s interview, said that in order to master this wave of green trend and make "green growth" a new driving force for Taiwan’s industries, the Green Trade Promotion Project has been implemented since this year. The specific tasks include manufacturer counseling, talent training and marketing promotion. It is expect that within 3 years, the national image of green trade for Taiwan can be established, domestic manufacturers’ green trade businesses can be expanded, and goal of high export growth of green products can be achieved. The following is a summary of the interview:

economic growth. We also stand an indispensable position in the globe’s supply chain. Therefore, I think Taiwan’s direction in the trend of “green economy” will be “providing high-quality green products and services to help solving global energy and environmental problems", which is also the mission of the Green Trade Promotion Project. We hope to make the world see the vision of “Taiwan Greening Your Life”.

Displayed green products, services and material applications are also divided into four categories of food, clothing, building and transportation. Its LED theme highlighting the country’s achievements in the LED industry is also very eye-catching. The leading role that Taiwan has played in the green industry is therefore undoubted! In addition to the diversified and sufficient show exhibits, another attracting focus of TiGiS is the first Green Classics Award. The award ceremony was held this morning (Oct. 26). In recognition of the domestic enterprises to provide high-quality green products and to promote Taiwan’s green services, the Bureau of Foreign Trade, Ministry of Economic Affairs held the first Green Classics Award, bringing together various green businesses into a selective and high-standard competition. The awards are divided into two categories - “Green Classics Products” and “Green Classics Services”. Winners will be granted a green classics symbol from the Ministry of Economic Affairs and be able to participate in many promotional activities related to global marketing. After two and a half months of competition and evaluation, only 19 companies with 36 products won the "Green Classics Products" awards and 3 companies with 3 services received "Green Classics Services" awards, showing the high standard and fierce competition. Among these winners, both Taiwan Semiconductor Manufacturing Company (TSMC) and DA.AI Technology won the "Green Classics Products" and "Green Classics Services" awards, showing their full range of green achievements. Besides, 7 companies including Everlight, Realtek, VIA Technologies, AU Optronics, Far Eastern New Century, Nexgen Technologies, TYC Brother Industrial were all awarded more than one award, demonstrating their strength in green research and development. The Bureau of Foreign Trade said that all these winners are definitely the role models of

n view of the climate change and the urgent need for sustainable development, Taiwan is now moving towards a low-carbon and eco-friendly economy. More attention has been paid to the requirements of carbon emission reduction and ecologically-friendly green products and services. And since new environmental standards lead to new business opportunities, the prospect of green trade is promising. The Bureau of Foreign Trade under the Ministry of Economic Affairs of Taiwan initiated a flagship project, the Green Trade Promotion Project, to promote green trade. This project comprises experts and practitioners from think tanks, industries, public sectors and consultancies. The main task force of this project is composed of the personnel from Chung-Hua Institution for Economic Research (CIER) and Industrial Technology Research Institute (ITRI) to help Taiwan’s green-product manufacturers and service providers have better connection with the global market. The Green Trade Project Office (GTPO) was established in March 2011 to achieve the aforementioned missions. The GTPO provides a wide range of services, including environmental policy analysis, training courses, business consulting, and international marketing. The following are the list of tasks of the GTPO: ■ Enhancing Taiwan’s competitiveness and increasing local companies’ green awareness; ■ Promoting made-in-Taiwan green products and services abroad; ■ Assisting Taiwanese enterprises to seek international green business opportunities; ■ Presenting the excellencies of Taiwan’s well-established green supply chain. The GTPO is constituted of the divisions like Coordination Division, Training and Education Division, Policy Analysis Division, Integrated Marketing Division and Consulting Services Division. For instance, the goal of the Integrated Marketing Division is to enhance Taiwan’s visibility and promote Taiwan’s green image while the Consulting Services Division is to cultivate green competence of Taiwanese companies. The GTPO regularly holds seminars in Taipei, inviting well-known local and foreign speakers. Topics of seminars are related to green consumption, green technology, green regulations, green purchasing and green procurement. The GTPO also holds Green Summit each year to address the megatrends in green growth policy and green trade. Knowing more about the GTPO, please visit the website at: http://www.greentrade.org.tw

Wind

Power of

C

limate change concerns, coupled with high oil prices and government support, are driving increasing renewable energy legislation, incentives and commercialization. Of all the renewable energy natural resources, such as sunlight, wind, rain, tides, and geothermal heat, wind power is the most mature one among renewables, and its costs are close to those of traditional generation, which helps itself to generate most attentions and expectations. Taiwan has good wind sites along the west coast and on the offshore island of Penhu. The total potential of wind power is at least 3,000 MW (including off-shore). Taiwan started to promote the application of wind power aggressively since 2000, when the Ministry of Economic Affairs (MOEA) implemented a 5-year wind power demonstration project through the service provided by Industrial Technology Research Institute (ITRI). With the launch of a 2-megawatt wind turbine, Taiwan has become the globe’s eighth largest producer of large-scale wind turbines since last year. Moreover, MOEA has recently announced that a thousand of wind turbines will be set up by 2030, achieving equipment volume of 4,200 MW, equal to three nuclear power plants. The production value of the whole industry in Taiwan is expected to reach NTD 500 billion! At the 2011 Taiwan International Green Industry Show (TiGiS 2011), the organizers especially arranged the Wind Energy Pavilions at TWTC Exhibition Hall 1 Area B to demonstrate the up-mid-down stream of wind energy. Taiwan Wind Energy Association (TwnWEA) and Taiwan Wind Turbine Industry Alliance (TWTIA) invited 13 companies and/or research units which have devoted to large wind turbine manufacturing and development to form Wind Power Energy Pavilion. These 13 organizations are: Powertronics, Sinodynamics, True Ten, Gold Aim, TECO, KTR Taiwan, Swancor, Formosa Heary, ART'S Tech, Luxe Electric, Fu Hsin, Industrial Technology Research Institute (ITRI) and National Chiao Tung University. On the other hand, Taiwan Small & Medium Wind Turbine Association (TSWA) also led Area Green Energy, FUKUTA, BOLTUN, Power General, Fung Gin Da and HI-VAWT to showcase the small- and medium-sized wind turbines at Small & Medium Wind Turbine Pavilion. This is a great opportunity to fully understand how to utilize the power of wind to save our planet. Don’t miss it!
