Government signs $224m Ritz Carlton agreement ON THURSDAY (April 2), the long awaited signing of the development agreement for the luxury hotel brand Ritz Carlton was finally inked by the Government and the Desarrollos Hotel Group.

Desarrollos has committed to build a $224 million Ritz Carlton hotel, resort, casino and spa in the Grace Bay area of Providenciales, with construction set to start this November and lasting for about three years.

The Government press office announced that the proposed development will consist of 124 luxury hotel guest rooms, penthouses, resort residences and associated facilities.

Walter Stipa, president and CEO of Desarrollos Hotel Group, signed the agreement at the Hilly Ewing building in Providenciales.

The Premier stated: “This European plan style hotel development provides a welcome diversification to the TCI tourism sector as it is more of a traditional hotel, rather than the previously prevalent condominium model in the TCI. “At the same time, it further develops the luxury tourism offering in this destination with the addition of such an important luxury brand in Ritz Carlton.”

businesses of the TCI, especially in our construction sector.”

He added that the announcement clearly consolidates the TCI’s position as one of the fastest growing, and strongest economies in the Caribbean.

“The financial stability of the TCI clearly provides the right environment for international investors to come here and grow their businesses.”

The new resort will be managed by the Ritz Carlton Hotels Company LLC, an international luxury hotel brand operating 84 hotels and resorts in 26 countries.

The Desarrollos Hotel Group has already developed and owns four Marriott Hotels, of which one is the

Ritz Carlton Aruba Resort, Casino and Spa. The Ritz Carlton replaces the previously announced JW Marriott as operators of the new resort.

In 2001 developers Logwood Development Company began to create the luxury Ritz Carlton Molasses Reef hotel and condominiums on the island of West Caicos six miles south west of Providenciales.

The project was designed in 2003 and development on the nine square mile island began to take place in 2006.

But the credit crisis and the collapse of main creditor to the project, US investment bank Lehman Brothers, caused the 70 percent complete development to come to a standstill in 2008.

The developers and the administrator of the original creditor later sold the entire site to a group of European investors.

It included about 30 unfinished condos, originally marketed from $2.5 million to $5.5 million, lining a stunning stretch of beach.

Apex Development Ltd, a real estate development manager based in Providenciales, was appointed to continue the project in 2013.

The company became responsible for the resort development, island infrastructure and utilities, but was no longer working with Ritz-Carlton.

In the Caribbean, Ritz Carlton has hotels in the Grand Cayman in the Cayman Islands, San Juan in Puerto Rico, and St Thomas in the US Virgin Islands.

More money needed for education SHADOW Minister for the education ministry has encouraged the current minister not to be shy in requesting more money for the education sector.

The advice was delivered by PDM member Josephine Connolly during her budget presentation in the House of Assembly last week.

“I encourage you to beg for more money for our children because we need it now.

“Let the sinking fund, which is well over what we had committed, give us back $1 million for our children.

“Let us take the $1 million from the civil recovery programme when there is no recovery and invest it in a student recovery programme.

Those returns will go on for years,” Connolly advised minister Akierra Missick.

She also welcomed the budgeted increase for teachers in the current budget.

“Teachers like the police have

in my view been undervalued and underpaid and I welcome the proposed increases which seem to be in the region of 20 percent.”

Connolly also acknowledged the money set aside for new high school in Long Bay, which she said was a cause she has been fighting for in the

last two budgets.

“In fact in the last budget I warned that there was not enough in the development budget to build the school only to be told I was wrong.

“The subsequent supplementary budget which allocated more funds for the new school proved I was right,” she said.

She further stated that consideration needs to be given to the suitability of children going to school when building works are still being undertaken this September when the school is slated to open.

The member also pointed to the increased allocation for scholarships from $2.6 million to $3.4 million ($800,000), which includes $250,000 for civil service development activities.

“The increase therefore for our children hoping to expand their educational horizons is only $550, 000,” she stated, noting that more needs to be done in this area.

$220m hotel and spa for Cooper Jack A FIVE star hotel, spa and residences costing $220 million are set to be built on a 20 acre site in Cooper Jack in Providenciales.

The Government signed a memorandum of understanding with Cooper Jack Development Limited for the project on Thursday (April 2).

The proposed development will consist of a mixed-use 281-bedroom resort which will feature a five-star stand-alone hotel of 100 bedrooms

and suites, 76 condominium units and three luxury villas.

The total project site area is situated on 20.92 acres.

During the signing Premier Rufus Ewing said: “This new luxury hotel development is indeed indicative of the confidence investors have in the TCI economy and we welcome yet another group that is keen to invest in the TCI. “Additionally, a new hotel

development in the Cooper Jack area now brings about a new frontier of luxury resorts in yet another location away from the Grace Bay area, which means further diversity not only in the sector itself but also in real estate market.”

Minister of Finance Washington Misick was also delighted with the agreement.

He said: “This new development speaks directly to the investment

climate in the country and also its attractiveness to high end developments.

“This is an exciting time in the TCI and we welcome this new development.”

Construction work is expected to begin in the third quarter of 2015 and last for about two years.

Work began earlier this year on the dredging and building of a marina, also located at Cooper Jack

in Providenciales.

Attending the signing were Antonio Dellamano and John McDonald, directors of Cooper Jack Development Limited, Oliver Chapman, attorney for the developers, Government attorney Khalila Astwood, Rochelle Thompson, investment executive with the Government’s Investment Unit, and acting Governor Anya Williams.

FORTISTCI last week announced a further 21 percent decrease in the fuel factor costs in electricity bills received in March.

The decrease, according to FortisTCI, is the sixth consecutive month of reductions as a result of declining fuel costs, both locally and worldwide.

Noise nuisance Dear Editor, I am writing as a second time visitor to Provo. The comments below have been sent to the Turks and Caicos Tourist Board but I have had no response from them.

These comments also appear on TripAdvisor and do not reflect well on the island or its authorities.

The comments pertain to the grand opening on Friday, March 27, of the Caicos Royale Casino in Turtle Cove where we were staying on holiday, along with many other visitors.

Why spend so much money to be drowned in noise?

29 March 2015, 14:21 – “We rented a beachfront house for our extended family for a week.

We spent six nights listening to the ocean and one night listening to over-amplified beats and yelling DJs until 4.15am.

It was from a casino/club half a km away from us, and vibrated us, so it must have disturbed most of the

west end of Grace Bay. What kind of high end tourism island allows that kind of insanity?

Better to find an island that actually believes in nature if they want to use that in their slogan.”

29 March 2015, 15:36 – “Unfortunately on the last night of what was an otherwise peaceful and beautiful vacation, these guys decided it was a good idea to have a grand opening outdoor party with the loudest, worst DJ yelling until 5am.

Staying at a house on the beach, we might as well have been at the party for all the sleep we didn’t get.

I understand that it was a celebration, but with no regard for neighbouring properties, hardly something that should be considered acceptable by the locals and the authorities and nothing I would ever support.

Going until midnight or even 1am would have been okay considering the occasion, 5am totally not cool.

I sincerely hope this doesn’t become a regular scene. Such a shame and contrast to the island’s motto, ‘Beautiful by nature’.”

From what I understand, the police mostly turn a blind-eye to what are clear violations of the Summary Offences Ordinance (2009).

We enjoy a celebration as much as anyone and had a fun evening at the Fish Fry. Although the music there was louder than it needed to be in my opinion, it ended at a reasonable time ie. 9.30pm.

To be subjected to heavy beats and screaming DJs until 5am was not how we envisioned spending our last night.

We travelled a long way to visit your beautiful island but I have to wonder, in the future, is this the sort of island we want to spend our dollars on?

It was revealed years ago that the basic rate of .26 cents pending when Fortis bought PPC included a six cent fuel charge.

If fuel costs tripled, the surcharge needed to go up by 12 cents. Instead it went up by 46 cents and now has gone down only a trickle.

Fortis Cayman which was forced to bid on supplying power right now, charges 26 cents fuel included.

We don't believe the increased size of the grid saves that much due to the law of diminishing returns.

The TCI needs a Utility Commission to look into FortisTCI, Digicel and Lime right now. Why is it that Canadian based corporations are entitled to rip off the TCI? InterHealth Canada was given to us by Premier Ewing and Fortis of Canada by Premier Misick.

Why? Because they needed to be chauffer driven in fancy cars.

CJ refuses to review land deal for new FBO

BY DELANA ISLES LYNDON Gardiner, chairman of InterCaribbean Airways Ltd, has finally broken his silence on a matter he calls ‘a case worse than land flipping’ by the Government.

On Wednesday (April 1), Gardiner spoke with the media following Chief Justice (CJ) Margaret RamsayHale’s decision not to allow a judicial review into the legality of Crown land acquired by M Aviation from the TCI Airport Authority (TCIAA), for a fixed based operation (FBO).

The review was requested by Gardiner’s company last November and came up for a hearing in January this year. The decision was finally handed down Wednesday morning (April 1).

In her decision, the judge ruled that the application was made out of time and that the reasons put forward were insufficient for the company to be granted further time to apply for the review.

The disputed land was initially granted to two Belongers - Shaun Malcolm and Joshua Harvey – by former Governor Gordon Wetherell in May 2011.

The two men had at the time of the grant, entered into an agreement with the principals behind M Aviation – Mortimer Sackler and Michel Neutelings, both of Amanyara Resort - for the operation of an FBO at Providenciales International Airport.

In January, this publication had learned from reliable sources that the Integrity Commission is looking into the matter.

In his application for a review, Gardiner had alleged that the TCIAA and or the Government in or about 2011 identified a volume of land on the south side of the airport for compulsory acquisition for the purpose of public use.

The land is said to have been acquired compulsorily on the basis that it was urgently needed for the airport extension.

However, the true intent for the compulsory acquisition, as has

now been established, was for a commercial venture, and neither for public use nor as an urgent part of the airport expansion, Gardiner stated in court documents.

He told the press this week that the action of the Government in the matter is clearly a case of land flipping.

“I think it’s worse than flipping land, because why should our Government go out and use our money to purchase land so that foreign developers could benefit.

“My view is if those foreign developers wanted that land, they had an opportunity to buy. The Government should not be in the business of brokering land sales and certainly if they are in the business of brokering land sales, then they shouldn’t be in the business of lying to the public about buying the land for A reason and then turning around and using it for B reason,” he stated.

Expressing his disappointment with the judge’s decision, Gardiner said that he is still exploring other options, noting that the possibility of appealing the CJ’s decision is still on the table, as are other options.

He said the case is just one chapter in the on-going saga of how the Government and the TCIAA are abusing the public’s trust and acting contrary to the best interests of Belongers and all residents of the Islands.

“The questions are still valid and will not go away, even if it is uncomfortable to ask them.

“We think the public has a right to know how and why land that belonged to private citizens was forcibly acquired for public use with public funds but ultimately fell into the hands of foreign private investors,” he added.

He stated that before taking the matter to the court, he had appealed to the Government and the Governor’s office for redress, but no satisfaction was forthcoming from either party.

Need for a parallel taxiway Gardiner further stated that the land

should be used, as it was initially acquired, for the purpose of a parallel taxiway to relieve severe air traffic congestion that has plagued the country for a long time.

This congestion, coupled with the lack of radar, is both dangerous and an impediment to the promised growth that the airport renovation was supposed to allow, he added.

He noted that while he clearly has a commercial interest in the outcome of the matter, the negativity that the development of the new FBO is creating on the ability to grow the aviation sector, expand the airport to allow more

traffic into the Islands and to operate at international safety standards need to be put above private interests.

“My action is not to annihilate the competition, I feel that there should be competition, I feel that there should be fair competition.

“There are other areas of the airport where this competition can be and it does not have to be at the only logical area that is destined for a parallel taxiway,” Gardiner stated.

He said that a parallel taxiway trumps all commercial interests for private individuals.

Meanwhile, the application for the judicial review came years after the land deal was brokered, and according to Gardiner, this was due to the inability to obtain information on the transaction.

Opposition leader scrutinises 2015/2016 Budget, finds it lacking ALTHOUGH expressing her party’s gratitude for the pay and re-grading exercise for public workers, Leader of the Opposition said that looking at the savings trend over the past few years, the Government cannot expect people to believe they could not spend money they did not have.

The PDM leader, Sharlene Cartwright Robinson was at the time addressing the House of Assembly following the presentation of the 2015/2016 Budget.

“Having looked at the savings trend over the years and the revenue and contributions to the sinking fund, the Government cannot seriously expect persons to believe the new line that ‘we could not spend monies we did not have’.”

She added that given that not all workers will receive a change in grading and a commensurate increase, the Government should have considered a phased approach and allow a raise for all civil servants.

“We will soon realise, and I hope sooner than later, that raises and minimum wage can only truly be properly addressed when we address the root cause of many lower salaries and that is the absence of specialist skills or trade.”

Healthcare Meanwhile, she stated that healthcare remains a huge portion of the budget ranking at 28.6 percent.

“The minister boasted of his Government’s budgeting some $300,000 for the establishment of an

oversight committee for InterHealth or TCI Hospitals, millions of dollars and years later.

“We cannot ignore critical oversight systems.”

She added that more attention needs to be paid to prevention as she is concerned at the number of critical cases sent overseas lately and even now, many of which are lifestyle diseases.

“A more aggressive and properly funded public healthcare unit can do so much more.

“The point is either we spend more now, or we spend it later. I hope that we will elect to spend now.”

Education She added that while the education sector enjoys some 13.5 percent of the budget and sees a considerable increase in scholarships – the Government must pay more than lip service to education especially at tertiary levels.

This Government’s continuous focus on limited academic numbers and total disregard for the need for a full trade school baffles this nation especially when the labour force dictates the need for greater vocational training, she added.

“I applaud the effort to introduce the controversial Caribbean Vocational Qualification (CVQ) programme but what about those who are out of school and need a trade or skill?

“We cannot continue to raise minimum wage, we must get to the

root and give our people a real skill and trade.”

She said that the Government’s approach to the split of the high school has caused a great stir and there still a need for serious attention to the repair of schools that are suffering in many ways from wear and tear.

Turning her attention the community college, the PDM leader said that the Government still refuses to create policies that will see greater use of the college.

Policing She stated that policing has never been more critical to the Islands, adding that the increase seen in one aspect of crime could have a negative impact on the country’s main revenue earner, tourism.

“I hope that this year we will see an analysis of these (crime) figures and that we will determine whether it is as a result of efforts made.

“I must however call on the people of this country to become active participants in crime fighting and then to plead with the police to make an effort to build the strained relationship with the people of these Islands.”

She further encouraged all elected members in the House to assist in the formation of neighbourhood watches.

Weekly News in January, in court documents Gardiner had stated that the facts regarding the acquisition of the land was exposed on a local online media site and was only known to him sometime in late December early January since the initial filing of the application on November 26.

On Friday, he told the press that it has been very difficult to get information, and that it took him six months to get a copy of the lease.

“I had someone going to the office in Grand Turk literally every day to get the information. Even if I look at the court on an ex parte application, this is something that should have taken a relatively small amount of time, but indeed it took several months.”

He added that what added to the delay was that the development of the FBO was sporadic at times and that he had information that there was some bickering amongst the partners.

“Once I was sure things were not as they appeared to have been and we had concrete evidence to support our position that is when we thought it best to go to the court.

“My company does not believe in bringing frivolous cases, so not until it was ascertained to us of the real circumstances that we took action.”

Responding to a query, Gardiner added that while it may have been a missed opportunity, he would not have taken a case to the court without evidence to support his position.

Going forward, he said that: “If and when additional information comes to my knowledge I will press on with that information as I go forward.”

The evidence Gardiner speaks of, and which he presented to the court for the review, was that a commercial lease registered on January 3, 2012 and varied in March 2013, for public lands was procedurally improper and beyond the powers of the TCIAA under the Airport Authority Ordinance 2009, in that it was not granted on commercial terms

and that it grants a substantial commercial discount to a private company which is owned and controlled outside of the TCI. In court documents, Gardiner further alleged that in the transaction, there is an absence of TCIAA board approval; an absence of publication in the Gazette; non-compliance with section six of the TCIAA Ordinance 2009; an absence of commercial terms; failure to take into account relevant consideration or absence of proper inquiry; an absence of Belonger participation; improper purpose; and procedural unfairness.

He stated that the decisions

by TCIAA to dispose of some or all of the Crown lands in quick fashion to a third party for the benefit of one or more of the listed interested parties, without notice to the applicant or the opportunity to be heard is procedurally improper and fails to comply with the principles of natural justice.

more money must be invested in the policing of the Government’s taxes as tax evaders are free in this climate, many of whom are not hiding and can be seen along the road selling openly.

“We live in a period of high surplus and there are too many illegal stores in too many houses but why focus on this alone?

“There can very well be well established businesses that may also be in breach. While we understand that the Government’s strategy of high taxes and a difficult climate to do business, we cannot support nor attempt to justify a growing black market.”

She said there must be greater effort in the policing of all of the Government’s taxes.

“We are confident that there remains much hidden revenue, loss of revenue at our ports and in businesses.

“The statement by the Customs Department in the budget booklet attributed the high performance to greater policing and compliance.

“That s all the Opposition has been saying since day one. Improve compliance and see what we can yield.”

She added that border control brings in a significant portion of the budget; the department is marred by low wages and poor reputation.

She said there must be greater attention paid to this area and greater policing especially in illegal employment.

“I note with interest the only revenue stream to underperform and poorly is temporary work permits budgeted at $800,000 and realising some $243,000.

“Could it be that the noise in the market is right and that the trend is to now bring in workers as guests as the market says?

“We need to look at this area and see whether persons are in fact

cheating the system and evading taxes. We need to beef up compliance in this area.”

TCI Government versus the people The Opposition leader said that the situation is now that of a battle between the people’s priorities and that of the Government.

“The Government has not done the best job in balancing its priorities with that of the people’s needs. The budget then begs the questions, whose priorities are these?”

She added that the position is abundantly clear that the Government in preparing its budget has relegated it to simply figures without faces.

Its surplus shows that they have not been able to balance the people’s needs and their ambitious goal.

“We see a broken down country running on scanty resources with poor infrastructure and high unemployment and other serious social issues stemming from this and we hear a boasting.”

She said she is fearful that despite this Government’s intention to keep the Sinking Fund even after making the balloon payment and with projected levels of $12 million annually going forward for the next few years, the country will continue to decline socially, in infrastructure and in terms of people’s development.

“In all of this boasting, we are yet to see a new development initiated and progressing under this Government.

“Inward investment is critical and we are yet to see the Government’s policy or fruits of any labour.

“If it weren’t for the groundbreaking of new high school campus in Provo, this Government would not have seen any ground-breakings.”

She said this must change and the best way to grow the economy must be and will always remain through new and fresh inward investment.

Too many abuses in distribution of Crown land – PDM leader LEADER of the Opposition, Sharlene Cartwright Robinson has called on the Government to, as a matter of urgency, review the Crown Land Ordinance.

During her presentation to the budget debate recently, Cartwright Robinson stated that her party will not abandon its call for a comprehensive review of the Crown Land Ordinance and the return of lands to an elected representative (unnamed).

“I say it is an insult and I can say that the process before the period of alleged abuses worked and we cannot understand why the Premier and his Government have not yet brought this important legislation.

“We hear whispers of issues and concerns and no movement.”

She added that while land must be managed and properly monitored and distributed, control of its distribution has been lost from the top to the bottom.

“A people must control their resources and must use their resources to truly empower their people and improve their state in life whether through home ownership (building credit, and personal achievement) and not to the empowerment of business individuals.

“We need to stop playing with this issue and deal with it.”

The Opposition leader said her party stands ready on the issue.

Kevino Smith suspected in firearm incident – police ASSISTANT Police Commissioner Wayne Jones has revealed that the police are still looking for the missing Grand Turk man Kevino Smith who they suspect was involved in a firearm incident just prior to his disappearance.

On Thursday (April 2), Jones and other senior members of the Royal TCI Police Force held a press conference at the Chalk Sound police station to update the media on the progress of their investigations.

When questioned about the absence of the man’s family at the event, Jones said that they were invited but declined to participate.

However, he stated that the search for Smith continues and that they have no intention of stopping.

“We intend to keep this investigation active because I know that the family needs closure to this matter so we intend to keep this investigation active and those search teams that are in Grand Turk will continue to search and whatever information that we receive pertaining to this incident we will check it out thoroughly.”

He said that all leads received so far by the police have been checked and none have yielded any positive results.

Giving a background to the matter, Jones told the press that Smith is a person of interest in connection with a firearm incident, which occurred the same day that he went missing.

He said that on Wednesday March 4, at about 11.45pm a report was made to the Grand Turk police station requesting police assistance

at the residence of the Ashton family in Breezy Bay in Grand Turk.

Two officers were dispatched to the scene where an occupant of the residence reported to them an alleged serious incident involving the use of a firearm.

That same night the officers conducted a search around the surrounding areas for a suspect who was reported to be Kevino Smith, but he was not located.

The Assistant Commissioner said that at 1.11am the next day, officers were called to Smith’s residence on Osbourne Road where an old unused pick-up truck was on fire.

The fire was extinguished with the help of people from within the community but Smith was not at home.

Jones said investigations were then launched into the incidences as Smith became a person of interest to the police.

Another pick-up truck, which is also owned by Smith, was found in Breezy Bay area that same Thursday.

It was taken to Grand Turk Police station for investigation purposes, the senior lawman said.

The following day, at about 11.30am Patti Smith reported to the police station that she had not seen her son Kevino Smith since the Wednesday that week and that he was missing.

A search was carried out throughout the island and the surrounding cays but Smith was not located.

Jones said that a family liaison officer was subsequently appointed

No major projects under PNP PDM member Josephine Connolly has confronted the Minister of Finance about his promises of 2014 to the unemployed youth and of further development in the Turks and Caicos Islands.

In her budget address, the elected member recalled minster Washington Misick’s statement in his 2014 budget address where he said that the Government is now growing the economy and producing jobs and that better days are coming for employment.

She said that contrary to this statement, the unemployed throughout the TCI would argue that they are still waiting for better days and are no doubt reminding themselves of that old quotation that a promise is a comfort to a fool.

“So what happened to the promises of last year?

“The North Creek Marina Project, which according to the minister will mean new jobs in Grand Turk.

Apparently not this year.

“Circle Holdings Ltd, Desarrollos, West Caicos Reserve, all promised projects which have yet to materialise.”

She added that the list is long.

Further pointing out that even after raising the height restrictions on buildings “to a ridiculous 12 stories”, the Government could not get any development started on the Islands.

“It has been two and half years of failures, and the increase in the surplus cannot hide that fact.

“The budgeted revenue for financial year 2016 and financial year 2017 would be significantly higher had our Government been able to find one major project. They tried and they failed,” Connolly added.

She stated that the Government that could not forecast the upturn in Government receipts in 2015, and certainly could not appreciate that an increase in tourist numbers would not help the young unemployed Islanders.

“What this country needed was an increase in hotel rooms which would provide opportunities for Turks and Caicos Islanders in the construction phase and the operational phase.”

However, she added, this Government has been unable to get one significant tourism project off the ground in the last two and half years, not one. (DELANA ISLES)

These were executed on various premises in Grand Turk where a number of properties were taken into police custody for investigative

purposes and forensic examination.

“We are receiving a lot of contradictory information from various sources but our main focus is to find him,” Jones said.

He added that all information received has been checked with no positive results.

“I am appealing to anyone who has information regarding the whereabouts of Kevino Smith to please get in contact with the police.”

The Assistant Commissioner offered no theories that the police may have about the missing man’s disappearance.

Smith is described as being of medium brown complexion, approximately six feet tall, medium build, and weighing about 160 pounds.

He was last seen wearing a black short sleeve shirt with black Dickie’s long pants and his shoulder length hair was braided from front to back.

Roll back the curtains of memory SOMETIMES I think we forget where we came from. I can recall my great grandmother Roselyn Gardiner telling me stories about 1945 hurricane which wrecked the ‘The Flying Cloud’ and took the lives of her husband and eight others because of a lack of reliable communication; no cell phones, TV stations to get live updates.

She told me that the entire community came together and mourned for the dead. She also shared with me the hardness of times these Islands experienced because of lack of development.

There was no electricity, very little household appliances, no running water in the house and jobs were scarce.

Mar (as her grandchildren called her) lived in Bottle Creek for 67 years without electricity and was a happy soul, never complained and raised her children as a single mother.

I lived six days without electricity after hurricane Ike and I thought I was in punishment.

My grandfather James Walkin was a captain of a mail boat known as the ‘Forest Bird’ which faithfully delivered mail and freight between the islands of the Bahamas and the Turks and Caicos Islands.

It took an entire week to move between the islands of Grand Turk and North Caicos and the people of North Caicos depended heavily on him

These days I can take a five minute drive to the grocery store and buy what I want.

My grandmother Amedica Walkin told me that they had to wait three to six months for an ordained Baptist Minister to visit the islands to perform weddings, christenings and other ceremonies which called for an ordained minister.

We currently have more than 20 ordained ministers on North Caicos.

My grandparents told me about the days when people would die and had to be buried immediately because there was no morgue or mortuary company available.

Furthermore, hardness of times often forced families to use the very partitions in their homes to make a coffin to bury their dead.

These days, families have options on what type of funerals they want and how expensive they want it to be.

I can go on and on with stories from my elders on how far this

country has developed and I am confident that other islands have similar stories.

However, the purpose of my short trip down memory lane is to ask: When was the last time you rolled back your curtain of memory?

Recently, we have become too caught up in the blessings afforded to us in the last few decades and forget from whence we came.

Do we reminisce on our past economic struggles which forced hundreds of Belongers to leave their homes and seek a better life in other countries?

There are many people who can share more stories than I ever could because they lived and experienced the hard times in which I refer to.

But I think we all need to ask God to roll back the curtains of memory now and then; show us where he brought us from and where we could have been.

The TCI’s people are humans who like to forget; so please remind us, remind us Oh Lord!

Opposition criticises underspent budget PDM Leader, Sharlene Cartwright Robinson has criticised the Government for continuously underspending their budget, even as the current budget projects more spending but less revenue for 2015/2016.

Reviewing the figures for the past two years, the party leader told the House of Assembly last week, that in the 2013/2014 financial year, the Government spent some $182,988,601 while making $208,728,197.

While in 2014/2015 it spent $175,615,520 while projected revenue was $244,758,977.

“This year the Government intends to spend $202,577, 561 while projecting its revenue at $236,909,079 down some $7.8m while expenditure will go up some $26.9 million.

“You are projected to make less but will spend more.”

She noted that this year marks lower revenue than the previous year by some $8 million and higher spending by over its highest spending year $191,464,960 in 2014/2015.

“Worthy of mention also is that spending was higher under the interim administration while this Government’s budgets have been characterised by high budgeted spending and serious under expenditure.”

She noted that in the 2014/2015 financial year, the Government budgeted to spend $187,624,309, then revised the figure to $191,464,960; with a year-end projected actual spending of $175,615,520.

She noted that they have had large savings or underspending in staff and operating costs.

“They will say that its strategy worked and that they have stabilised the economy but this sort of economics voids of logic.

“Here is what their strategy did, it created an uncertain climate for businesses and residents, it increased the cost of living and the cost of doing business causing a black market, closure, frustration and confusion, it made many already poor persons poorer.”

She recalled that sometime ago in the House, the Government reported that 400 businesses surrendered licences.

“But did they check to see how many lost jobs and income and thereby adding to unemployment?” she questioned.

Underspending strategy revealed “I believe though, that their unwritten strategy was to ignore everything and focus on the sinking fund and the debt entirely.

“This therefore saw many critical needs sacrificed on the altar of strategy.”

She added that many critical positions are not filled; such as positions that can affect TCIG’s revenue, health, image and more.

“I note a serious trend in this year’s [2014/2015] budget now ending and we look now to ministries with the highest savings and under spending the Ministry of Health $2.2 million; the Ministry of Education has had one of the highest underspending $1.3 million; the Ministry of Finance $1.5 million; the Ministry of Home Affairs $802,503; infrastructure, housing and planning $480,462; tourism and heritage underspent by some $323,491; the Governor’s Office $187,000, the Premier’s Office $125,676; police just under $100,000 and the Attorney General’s Chambers by less than $100,000.”

She added that even youth and sports had savings and huge underspending, with sports seeing almost 50 percent savings or underspending.

She said what is noteworthy is that the total expenditure before

Minimum wage increase delayed AN INCREASE in the minimum wage from $5 per hour to $6.25 per hour has been delayed for more than a month.

It was scheduled to take effect on Wednesday (April 1) but will now go ahead on May 15, according to a press release from the Ministry of Border Control and Labour.

The Government’s strategy is still not clear, but is evidenced by increased sporadic taxes, flip flopping on taxes and an obvious intentional underspending, the party leader said.

She said that if the underspending was not intentional, then the entire budgeting process needs to be seriously looked at.

“Why I say that is because there are still many critical issues, projects and staffing requirements to be addressed, delivered and met.

“What is so sad that while many sat on savings, many departments struggled to meet bare minimum.”

Critical issues and projects left outstanding She pointed to the contributions to the development fund which was projected at $14,484,873, but realised only $8,951,942.

This contribution, which was to assist with the delivery of projects, was underspent by almost $6 million.

“Yet we have so many critical capital projects unaddressed and equally so many critical items in operating costs – increased funding at tertiary levels, staffing in enforcement and policing of immigration, revenue collection and business laws, garbage collection and the environment generally.

“Home affairs – juvenile facility, decline in and increased number of applications for welfare assistance by those barely getting by healthcare - ambulances, HRA, clinic stocks of medicines and medical supplies and youth and sports programmes to name a few.”

Surplus challenged She noted that there was a projected surplus of some $13,344,011, it was revised downward mid-year from $18,840,441, but the actual projected outturn is $61,448,042.

She added that the contribution from the surplus to the Sinking Fund projected at $13,443,000 for the past year was projected to be $48,262,980.

“Something is wrong. This Government boasts of such a huge surplus and says that its strategy works which we see to be intentional underspending and taxes.”

The party leader stated that she is certain that the surplus was achieved, not from real savings, but from the complete disregard for real needs for its citizenry whether the ordinary resident or the public servants.

Patricia Duff arrives in Grand Turk with five boxes of donations for Her Majesty’s Prison school

Prison school gifted with supplies THE SCHOOL for juveniles housed at Her Majesty’s Prison in Grand Turk was the recipient of five large boxes of donated books, educational supplies, educational games, paper, pens and pencils this past week.

The items were collected and distributed by long-term Belonger, Patricia Duff, who is also calling on the Government to do more to rehabilitate imprisoned youths.

Duff, who has been regularly collecting donations and visiting HM Prison since 2005, is instrumental in lobbying the Government to reopen the school for juveniles incarcerated at the facility.

She said that over the years she has seen the facility go from strength to strength, however, as there is only one teacher, the education programme is not available to all those who want to attend.

Nevertheless, five inmates recently took CXC exams, four of whom passed with high marks in all subjects.

Unfortunately there is little budget for rehabilitation, therefore the prison self-funded the required books and exam fees, she added.

Grant on the assistance they provided.

“They worked over and above the call of duty to ensure the inmates were able to take the exams,” he said.

Duff said although she is happy with the success, the Government is not offering enough support.

“I am disappointed that there is not a larger budget for the rehabilitation programme at the prison.

“The only way to help offenders back into society is to give them the means to earn an honest living. A little goes an awful long way.”

She added that the proof of the success of the education programme is attested by people she meets in the street. “[They] hail me, remembering I visited them in the school room, and tell me proudly they have a job and are ‘going straight’.

“I really urge the Minister of Education to give more assistance, as more teachers are needed, and the Minister of Finance to provide increased resources in the prison for rehabilitation so we can see a fall in return offenders.”

Duff thanked those who generously made donations: IGA, Unicorn Bookstore, the Salvation Army, the Lawsons and Caicos Express who flew the boxes to Grand Turk free of charge.

New block opens at the Ona Glinton Primary School A FIRE ravaged block at the Ona Glinton Primary School in Grand Turk has been completely renovated and was this past week opened to much fanfare and words of thanks.

Students and faculty of the school hosted a ceremony to officially open the newly constructed school block on Wednesday (April 1) on the school grounds.

The talented students and staff members were treated to songs, poems and an instrumental musical performance.

On Sunday, November 21, 2010 the Ona Glinton Primary School was severely damaged by fire.

Nine classrooms, the computer lab, the guidance counsellors’ office, music office, physical education office and the canteen and tuck shop were destroyed.

The construction of the new block broke ground in 2013.

The newly refurbished building houses five class rooms, a brand new

computer lab and a fully furnished music room.

Also included are fire alarms and smoke detectors, hand washing and sanitizer stations and access to both floors for the physically challenged.

The renovation cost $1.7 million and was fully funded by the Government.

At the opening principal Gwen Harvey said: “A promise made, a promise kept. It took a lot of people coming together for a common goal in order to complete this project properly.

“To see most of these persons here in attendance this morning, celebrating with the staff and students is truly a blessing and further proof that God is good.”

Minister of Education Akierra Missick, who helped cut the ribbon at the opening, conveyed the Government’s commitment to the school and modernising education facilities around the TCI.

Police need more money – Deputy Speaker DEPUTY Speaker of the House of Assembly, Josephine Connolly believes that the Government needs to pump more money into the Royal TCI Police Force if they want officers to be professional and efficient.

Connolly was at the time making her address to the budget in the assembly last week.

She said the Government needs to invest in the equipment the police force requires to be as professional and efficient as any in the Caribbean region.

She added that given the fact that the Turks and Caicos Islands’ economy depends on a low crime rate, the country’s armed force needs to be better than any other country in the Caribbean.

However, she applauded the increase in the operating budget for the police pay from $7 million to $8 million.

“I believe that if we want engaged, efficient police offices we need to reward them for the difficult and sometimes dangerous job that they do.

“My own view is that even after this increase, the salary for the lower ranks is barely a living wage.”

She said that a new contract with the police force is needed, whereby the Government can provide them with the necessary tools to do the job, a living wage and in return the country gets a better and more professional police force.

“I agree with the Appropriations Committee that once the new Commissioner of Police has undertaken a review of the force and its needs to meet new strategies and

programmes, the Government would support the same.”

The Deputy Speaker also stated that her party (PDM) and the country at large are expecting great things from Commissioner James Smith.

MILLS MUSES

The way politicians work it THE NATURE of politicians is to take credit for things that happen, for which they had no responsibility.

A case is built, and the opinion-shaping machine goes into action to convince people that what will soon go on stream is because of their efforts, and shows their interest in them.

When the situation is analysed, the truth reveals that the issue and the actions taken were externally or internally directed, with little to do with the politician’s claim.

False claims result from wishful thinking and the need to project a can-do image.

For example, in the Caribbean when independence was being sought politicians gave the impression that it was because they robustly stood up to officialdom, why independence was conceded.

A political scientist has noted that there was no such fight for independence, and that it was given on a platter.

But this is the way politicians work it. They present themselves as being in the forefront of progress when in fact they made little contribution to what actually happened.

proposed, the political directorate described it as a depreciation.

The point was to make it seem there was a difference, with a softer impact. The description was also meant to tame the public’s reaction, and demonstrated how politicians belittle the public’s intelligence, assuming it won’t know the difference.

They would then get away with it.

Such is the way of the politician.

A further example of the way politicians operate was recently shown in the behaviour of a US senator and presidential hopeful.

He made his declaration at Liberty University and told those present he would abolish Obamacare.

The following day in an interview he indicated that he and his family would sign up for it. Flip-flopping?

Not really. Just business as usual.

Again, in some countries politicians take credit for the growth

of the economy. It is difficult to see how they contributed to it since in many instances it is due to the entrepreneurial activities of private sector groups. But this is how politicians work their show.

Another strategy politicians use is to make a statement, and when challenged say it was taken out of context or that it was not looked at in its entirety.

They impute improper motives to others who refute what was said. This is how they get their groove back.

This is why politics is seen as unholy. And is sufficient reason why politicians should be pressured to tell the truth and be moral in their thoughts and actions.

This will transform the current perception of politics and the way politicians work it.

COMMENTARY

Understanding body language THE STUDY of body language came into the public venue years ago. What people were thinking is demonstrated by the way their face looked and how they held themselves, not necessarily what they said.

Television has provided us with the opportunity to analyse our high profile figures from the way they posture and hold themselves, excluding what they say.

Based on his body language our Premier Rufus Ewing is a very happy man! Confident no matter what he says as he enjoys his authority.

His policies and moves seem to displease everyone on all sides of the TCI. He seems either unaware of this or simply ignores it.

One wonders if his wife and/or daddy are pumping him up.

Merrily he complains that the Russian financial group underwriting the West Caicos

development have gone south.

Why did he admit Russian money entered the TCI? He says the population is poised to grow while it is rapidly shrinking.

He recently made an interesting statement: He has someone checking into certain projects and if they prove needful he will have someone else check further and if the projects are justified, someday, when the TCI has money again he might finance the projects.

Later he tells us the TCIG income is way up, up, up!

According to the body language of the Financial Minister Washington Misick it is nowhere near up enough.

Washington’s posture and face reflects a man under stress. Not a happy camper!

He shouted: “Does anyone appreciate the tremendous debt I inherited?”

Is that a slap at former PNP Finance Minister Floyd Hall? The grimace on Washy’s face tells us it is

Is he frustrated that he did not stop his baby brother from running up the country’s debts while he was managing the bank’s depositors and National Insurance Board (NIB) millions into the ground?

Is he unhappy his gambling house did not get tax free status? Maybe he is worried over the downsizing of his reality office or the loss of his resort?

Maybe, just maybe the British overseas territory BBB plus credit rating is not good enough to sell low interest bonds to get TCI out from

under the debt in less than 20 years.

Every dollar he can glean from the citizens, expats and tourists is not enough to bring the TCI back to where it was in August 2003 when his party took over, beginning this massive mess.

The Opposition who speaks the talk has a body language that broadcasts confidence in their plans and principles but huge frustration in not being able to get their hands on the wheels of the Government to walk the walk.

PDM deputy leader recovering from meningitis DEPUTY Leader for the PDM, Sean Astwood is back in the Turks and Caicos Islands after being airlifted to Nassau, Bahamas, recently for urgent medical attention.

He is currently in stable condition and is recovering speedily, from what he told the Weekly News on Thursday (April 2) was a bout of meningitis.

“I exhibited flu like symptoms and what I thought at the time was a pinched nerve in my shoulder.

“The unfortunate thing is that it could happen to anyone therefore we all must pay close attention to our health.”

He said that he anticipates a full recovery and soon will return to his responsibilities in his community of Five Cays, the People’s Democratic Movement (PDM), the House of Assembly, the Chamber of Commerce, and his companies.

He added: “I have already begun work in all of these areas but will be taking it slowly while I undergo the necessary therapy.”

He thanked the public for the support that they have shown during his absence.

“I would like to thank the people of this country who showed a tremendous wave of support and offered countless prayers.

“I want each of you to know that I love and appreciate you. I could not ask for a better display of love and concern for my wellbeing,” he said.

Astwood added that he hopes that the TCI continues to be a country of caring people and that he is proud to

Astwood was flown to Nassau Bahamas on February 28 and returned to the TCI on March 29.

Officials from the PDM this week sent out a press statement expressing gratitude to the public for their support.

“We are pleased to report that he continues to recover and we are assured of a full recovery. “He is currently spending time with his family and will make a statement in due course,” the release read.

Meningitis is an acute inflammation of the protective membranes covering the brain and spinal cord.

The inflammation may be caused

by infection with viruses, bacteria, or other microorganisms, and less commonly by certain drugs.

It can be life-threatening because of the inflammation’s proximity to the brain and spinal cord; therefore, the condition is classified as a medical emergency.

The most common symptoms of meningitis are headache and neck stiffness associated with fever, confusion or altered consciousness, vomiting, and an inability to tolerate light or loud noises.

Meningitis can be hard to recognise in the early stages as symptoms can be similar to those of the common flu. (DAISY HANDFIELD)

Youth centre plans Easter break activities THE EDWARD C Gartland Youth Centre in Providenciales has organised a calendar full of activities for young people during the Easter break.

Director of the centre Roxann Wake-Forbes said that the programmes are very beneficial because they keep the youths engaged and active.

“So instead of having your kids spending countless hours in front of the computer, watching TV or just sleeping the Easter break away they can be having fun, learning new things or improving on skills they already have.”

A number of the workshops will be held simultaneously.

On Wednesday (April 1) to Thursday (April 2) an art workshop 101 was held from 2pm to 5pm, where the children enhanced their painting skills, learned new techniques in working with canvases while creating their own pieces of art.

A volleyball workshop was also held on Thursday (April 2) from 2pm to 5pm.

Activities will continue next Tuesday (April 7) and Wednesday (April 8) with an Environmental Club Easter workshop from 10am to 1pm.

During the workshop the students will learn how to identify different fish followed by a guided snorkel and also learn the importance of mangroves and mangrove planting.

On Tuesday (April 7) to Thursday (April 9) there will be

a tennis camp where students will learn new skills, improve old skills and conclude with a round robin mini tournament.

The centre will host a basketball camp from Friday, April 10, to Saturday, April 11, where they will be taught skills, development drills, teamwork and multiple intense oncourt workouts.

A dance camp will be held on Tuesday (April 7) to Friday, April 10, from 2pm to 5pm.

A heritage workshop will be held on Friday, April 10, from 1pm to 5pm where students will learn about and visit the local heritage sites of Cheshire Hall, The Hole, Bird Rock Point and Sapodilla Hill.

From Thursday (April 9) to Friday, April 10, students can participate in a jewellery making workshop from 2pm to 5pm.

Wake-Forbes said that with each year that passes they continue to evolve with the changes of the growing community.

“We do our best to meet the needs of our young people and hope that with the continued support of the community we can help our youth stay on the right path.

“We offer a diverse range of programmes free of charge and will continue to do so as long as the need is there.”

Primary students encouraged to eat healthy (CORRECTION - The following article is the correct version of the Sandal’s Foundation Big Breakfast initiative. Please disregard the article printed in our last issue)

IN CONTINUED efforts to promote healthy eating among students in the Turks and Caicos Islands, Sandals Foundation joined forces with registered dietician Tamika Handfield of Nutrition-in-Demand for a healthy eating seminar recently.

Hundreds of students from the Enid Capron Primary School were the happy recipients.

Together with Handfield, the Sandals Foundation took the opportunity to not only provide whole-wheat and brand cereals to over 533 students at the Five Cays based school but also to provide them with healthy fruits and water.

Students were taught the importance of a balanced nutrition

and the benefit of healthy eating so that they can make the healthy choices for themselves.

The entertaining health seminar hosted by Handfield was geared towards empowering, encouraging, and motivating students to get fit.

Inside Canadian banks’ billiondollar Caribbean struggle

ESCALATING lending woes: What started as a corporate lending problem has morphed into a mortgage-market meltdown.

Consumer credit is also suffering.

Just before Christmas, RBC took another $50 million charge related to its Caribbean residential mortgage book, while CIBC has warned that further FirstCaribbean write-downs could come.

Before the crisis, foreigners piled into Barbados, buying up properties on the island’s west coast.

The boom was so fierce that a luxury mall - Limegrove Lifestyle Centre - was built, attracting tenants such as Cartier and Louis Vuitton.

Developments like the Port Ferdinand luxury marina, which can house 120 vessels up to 18 metres long each, also sprung up.

Today, however, both are surrounded by properties with ‘for sale’ signs.

The situation is eerily similar in the Bahamas, where it would take more than a decade to unload all the foreclosed properties at the average annual rate of home sales.

Much of this mess dates back to practices put in place years ago - in some cases, before the Canadian banks made their Caribbean acquisitions.

“The credit adjudication of RBTT left a lot to be desired,” says Richard Young, the former head of Scotiabank Trinidad, who retired in 2012.

“I used to compete with them, so I knew the type of stuff they were doing.”

If, for example, a client had a good relationship with a branch manager, he or she could simply call up and get extra credit, regardless of their banking profile.

“The customers loved it.”

FirstCaribbean, meanwhile, was happy to lend during a property boom. There was a belief in Barbados that real estate prices would go up by 10 percent a year.

Believing the hype was bad enough, but once the bubble popped, CIBC was left holding bad loans tied to houses and land.

Although each bank now has its own restructuring plan, the common denominator is the need to lower costs.

Since revenues aren’t growing, savings have to come from slashing expenses.

That’s easier said than done. RBC, for example, operates in 18 countries and territories in the region.

It is governed by 17 regulators and deals in eight currencies. Negotiating layoffs and centralising back-office functions is a nightmare.

To make matters worse, the Caribbean is an inefficient market. In Trinidad, people joke about waiting years to receive a tax refund.

Roads are so bad that getting around a capital like Port of Spain takes a major chunk out of the workday.

Such inefficiencies have crept into the banking sector. Mobile banking barely exists in the Caribbean.

RBC’s branch - or banking hall, in local lingo - in Port of Spain’s Independence Square is one of the bank’s biggest in the world; it has to be, because West Indians

Positive changes for public finances TAXES were repealed and new regulations put in place on Wednesday (April 1) in a host of changes aimed at improving public finances.

The 7.5 percent Customs FIT (Freight Insurance tax) was trashed – a move which will lower the cost of importing goods to the TCI. The domestic financial service tax, which applied to a wide range of service fees charged by a financial institution to its customers, was also removed.

This 12 percent tax now only applies to money transfers going out of the TCI – in line with the Government’s tax rationalisation strategy.

And following a recent decision made in Cabinet, the

National Insurance Board (NIB) pension regulations were changed to ensure that monthly retirement pensions will be based on the ‘best five years of contributions’ of the past ten qualifying years.

Pensioners will receive a pension calculated on the five years of their highest total amount of insurable earnings.

This will take effect retroactively from January 1, 2015.

Minister of Finance Washington Misick told the House of Assembly last week: “All of these changes are designed to support the development of our economy by reducing the red tape for our businesses, and to support our people in the process.”

would rather wait in line than pay electronically.

The effect on costs is brutal. A recent study of Trinidadian banks found that total operating costs averaged about six percent of total assets; the figure in the European Union was just two percent.

Trinidad isn’t alone. Until Scotiabank opened a new branch in Montego Bay, Jamaica, last fall, the line-up at its existing branch demonstrated that Jamaicans will wait an hour or more to deposit a cheque.

The Canadian way of doing business is also at odds with Caribbean culture.

Terrence Farrell is fluent in both worlds. A native Trinidadian who served as deputy governor of the country’s central bank, he completed his PhD at the University of Toronto.

Many West Indians, he says, will claim “God is a Trini” or “God is a Bajan” - the slang names for Trinidadians and Barbadians.

The meaning: “We are fortunate; things will always work out for the best.”

In Farrell’s view, too many people think: “We don’t need to make any effort, we don’t need to plan, to harness our resources, to work hard.”

West Indians also have incredible national pride. Canadians may view the Caribbean as one coherent region, but each island likes to take digs at the other, and in many cases they really don’t trust one another.

“Bajans operate on two speeds,” according to a Trinidadian saying.

“Slow, and slower.”

A lack of economic diversity Such cultural assumptions are, of course, debatable. But bank investors

can’t ignore the hard facts of the Caribbean’s underlying economic woes; nor can they ignore a changing regulatory landscape.

For tourism, the Canadian, US and UK economies finally look promising - maybe.

“The truth is, you can get sun, sea and sand anywhere nowadays,” warns Pamela Coke Hamilton, an American-educated lawyer who heads the Caribbean Export Development Agency, based in Barbados.

It kills her to say it, because she was raised in Jamaica, but the Caribbean is one of the most expensive sun destinations to visit, and a recent IMF study found the region’s share of global tourism is falling.

Another major problem, Coke Hamilton says, is that the islands mostly offer the same thing, so they simply take tourists from one another.

Today the Cayman Islands is a hot destination, siphoning off highend tourists from Barbados and Bahamas.

A few years from now, Cuba could be the sexy spot - especially if US developers pile in.

Coke Hamilton argues that each country must develop a unique strategy. Health City Cayman Islands, for instance, opened in 2014, designed to lure North Americans looking to shorten surgery wait times, for a price.

On the regulatory front, a recent crackdown on tax evasion, particularly by US lawmakers, has forced banks to abide by new rules.

In 2010, the Foreign Account Tax Compliance Act became law, holding financial institutions to much tougher reporting standards for

offshore assets.

Barbados and the Cayman Islands had been well known as tax havens, giving Westerners good reason to do business and to own properties there.

Globally, regulators are also getting tougher on money laundering - which is done, among other channels, through offshore accounts in the Caribbean - and that’s made banks think twice.

As for the energy market, prices aren’t expected to rebound any time soon - which means Trinidad is in trouble.

In January, American and British energy explorers were still chatting over rum punches in Port of Spain’s hotel bars, but that could quickly change.

The country’s lack of economic diversity has a price.

“In Canada, you’ll have a hit in certain provinces, but [the country] can absorb it a little easier,” says Reshard Mohammed, chief financial officer of Scotiabank Trinidad.

In his country, “a prolonged issue will be more problematic.”

Trinidad does have some substantial buffers its unemployment rate is just 3.2 percent and its ‘A’ sovereign debt rating is the highest in the Caribbean.

But Farrell, who is a director at Trinidadian lender Republic Bank, warns that the government didn’t save much for a rainy day.

Norway, he points out, started producing oil in the 1970s, and its sovereign wealth fund is now worth almost $900 billion (US); Trinidad has been producing energy for 100 years, but its equivalent fund is worth just $5 billion. (Of course, Alberta’s isn’t much better, relatively speaking.)

Police warn against distracted driving IN AN effort to save lives and educate everyone about the dangers of distracted driving, the police have named April as ‘Distracted Driving Month’.

Throughout the month officers will carry out local media interviews, visit schools and host traffic safety presentations.

Police public relations officer Audley Astwood said: “Driving takes one’s full attention and any distraction can have deadly, dangerous consequences.

“Imagine driving for four or five seconds while blindfolded. That can be the effect of looking down to send a text message.

“In the average time it takes to check a text message - less than five seconds - a car travelling 60 mph will travel more than the length of a

football field.”

Citing how drivers can feel urged to immediately respond to an incoming message, Special Constable Astwood is using the motto ‘Silence the distraction’ in new public service announcements.

The campaign aims to get drivers to turn off their phones while driving so they will not be tempted.

“No text, call or social media update is worth a crash,” said Astwood.

“With an average of less than a second to react to an urgent situation, drivers need to have all their attention on the roadway.”

While distracted driving can take on many forms and affects all drivers, young drivers are at a greater risk, Astwood said.

During ‘TCI Teen Safe Driving

Week,’ from April 1 to April 7, the Royal Turks and Caicos Police Force (RTCIPF) will focus on educating teens on reckless and distracted driving – and the fact that it is 100 percent preventable.

“People are realising that everyday behaviours, such as texting or reaching for a dropped item, can be lethal when done behind the wheel,” said Astwood.

The special constable also described a variety of activities he has seen drivers attempt while behind the wheel, including texting or talking on cell phones without a hands-free device, reading books and newspapers, eating, drinking, changing CDs/radio stations, adjusting temperature, applying make-up and using computers.

TCI spreads autism awareness this April

BY DAISY HANDFIELD INTERNATIONALLY April is acknowledged as Autism Awareness Month and the Turks and Caicos Islands annually joins in on spreading mindfulness.

Nicole Cox, director of the Dawn Programme for Behavioural Learning, told the Weekly News on Thursday (April 2) that the programme works all year around with children who have been diagnosed with autism.

She said: “The Dawn Programme is an applied behaviour analysis (ABA) service provider programme, so we already service hands-on children with autism, families and schools who are accommodating children with autism.”

Cox said that they are currently gearing up to start providing some donations of man power by training some young volunteers to work with families.

“We are also planning on donating resource books to elementary schools who have Dawn Programme children enrolled in inclusion programmes.

“So these source materials will be story books that speak to children of primary school age on how to be effective friends and accept peers

who have autism.”

The director said that they hope to provide practical tools to young community members so that they can move beyond simply knowing what autism is into accepting what they can be to the autism community.

“Awareness is a state of mind, it’s not just an event and the sooner we accept that we can play an active role, the more effective we will be as a human community.”

When asked how she felt autism is perceived in the TCI, she said that she thought autism awareness was on an up-fling where people recognise that it is a real disorder and are getting past the taboo and stigma of the label.

“However, the community still does not understand what that label means to them.

“How do I treat people with autism? How can I relate to people with autism? How can I make people with autism part of my life?

“This is where things get hard because you have to shift your mentality to one of inclusion,” she said.

She added that people need to recognise that the autism community is part of their community, not a separate community, and getting

there takes time.

Cox noted that, the most important aspect of awareness of any issue is what you do about it.

April 2 was agreed by the United Nations in 2007 to be acknowledged as world autism awareness day (WAAD), to bring the world’s attention to autism, especially in children.

Events such as, exhibitions showcasing work done by children with autism, educational events for teachers, healthcare workers as well as parents are featured on this day.

Cox said April 1 is not as popular as April 2, when the world is asked by autism powerhouse Autism Speaks to ‘Light it up blue’.

April 1 is a quieter day started by a Facebook effort to remember the autistic children who lost their lives to wandering.

No colours, bracelets, t-shirts or bumper stickers are needed, only that people remember.

She added: “Here’s what you can do on a local level - contact the Hope Foundation, Maxcia L Rigby or Almando Rigby to find out how to schedule education for you or your organisation on what to do if you locate a wandering child with developmental delay.

Accountant society appoints new executive council A SOCIETY that promotes the profession of accountancy has appointed a new executive council.

The TCI Society of Professional Accountants (TCISPA) was incorporated on March 25, 2013, when a core team of accountants laid the foundation for the group to shape the role of the accountant in the Turks and Caicos Islands.

That inaugural body served for a period of two years, having been reelected after the end of the first year.

During this time an outreach programme was undertaken to identify and engage each professional accountant and accounting student within the Turks and Caicos Islands.

On Wednesday, March 25, the TCISPA held its annual general meeting at Shay Café in Grace Bay, Providenciales.

Along with discussions on the development of the profession and educational support programmes, elections were held for officers of the executive council.

Continuing as members of the executive council for another term are chairman Drexwell Seymour, treasurer Ryan Blain and executive member Ruth Forbes.

Newly elected members (for a first term) are secretary Rojer Inglis,

executive members Ralph Patrick and Kinesha Gidden, membership officers Ana-Alicia Coalbrooke and Gareth Butler, and student liaison officer Artavia Bassett.

The executive council expressed its gratitude to outgoing members Keith Burant, Paul Collis, Desiree James and Nick Haywood, all of whom committed their full support to the newly appointed council.

Re-elected President Drexwell Seymour, thanked the membership for his re-election, warmly revisiting the last two years and committing to the service of the society.

He emphasised the role that accountants must play in shaping the culture of the society.

“The challenges ahead are not unique in that we, as accountants, must forge a way for the development of our society.

“However, it will require dedication, commitment and a sense of purpose. It is these qualities that will define my leadership into the foreseeable future and help us to establish the accounting profession as a pillar of strength in the Turks and Caicos Islands.

“Our contribution will encourage the next generation to see this accounting and finance profession as

the avenue of service in our nation.”

The TCISPA had undertaken a programme of outreach to the schools to introduce them to the accounting profession.

During Education Week members visited Clement Howell High School as part of the programme to introduce the accounting profession to the schools.

The visit was enlightening for both groups as the members spent almost one and a half hours in discussion with the students.

Outgoing executive council member Nick Haywood said: “It is wonderful to see enthusiasm in our society, and particularly to see young Turks and Caicos Islanders taking up the reigns.

“I sincerely hope they can take the society to the next level, and to develop the profession within the Turks and Caicos Islands.

“There is a desperate need for more qualified accounting professionals here, and the society is essential in promoting the profession to encourage more young people to consider it as a career opportunity. I wish them every success.”

Last April the Hope Foundation was launched in the TCI to cater to

Chairman and director for the foundation Maxcia Rigby told the Weekly News on Thursday that in acknowledgement of the month, a team will be at IGA supermarket, Smart supermarket and IGA Gourmet selling t-shirts and hats for the whole month of April.

Proceeds raised from the event will go towards an autism classroom that the foundation is in the process of forming in the TCI. She said: “The issues that we are having are acceptance and awareness. They don’t see it as a developmental disorder more of a form of mental retardation.”

Police warn against irresponsible use of social media MEMBERS of the public will be penalised for irresponsible use of social media, according to press officer for the Royal Turks and Caicos Islands Police Force (RTCIPF) Audley Astwood.

On the RTCPF Facebook’s page Astwood said that the posting of erroneous and incorrect reports on social media sites have impacted victims in a very negative way.

“All matters reported to the RTCIPF are taken seriously and investigated fully,” he said.

“Social media is a great way to keep the TCI public informed of incidents in our country and thus is a powerful tool not to be abused.”

He did not identify any particular case, but said that social media sites and the popular Whatsapp messenger platform have been bombarded recently with various unfounded stories.

Corporate governance course held in TCI COMPANY directors from the Island’s banking, insurance and public service sectors gathered to learn about corporate governance this week.

The internationally recognised Chartered Director Programme, sponsored by the TCI’s Financial Service Commission, was a three day intensive learning experience.

The newly formed Caribbean Governance Training Institute (CGTI) hosted the event as part of its bid to promote the highest standards of professionalism in the governance of Caribbean organisations.

Marcel Mongeon, a senior faculty member of CGTI who taught on the programme, said she was honoured to be a part of the training.

“With participants from a cross section of important Government institutions such as the Financial Services Commission and the National Trust to the private sector banks and corporate agents that attended, it was easy to see that good corporate governance is being taken seriously in the TCI. “The initial cohort of those receiving their Chartered Director’s certification will no doubt lead to others who will want to achieve this important personal professional designation as to their corporate governance abilities.”

Corporate governance affects how well – or poorly - an enterprise is run.

Getting an organisation’s governance system right is one of the most important considerations that every board, on behalf of its owners, needs to make.

A well-designed governance system supports and enables highly effective decision making by the company.

In several studies of public

companies with superior governance systems, it was found that they had higher revenues, higher profits, higher ROIs and more generous dividends.

Poorly designed governance structures and processes create disasters and invite the frauds and scandals that usually lead to criminal and civil liabilities.

Good governance is particularly beneficial when it focusses on reducing and managing the most significant risks facing an organisation.

But not just for public companies. Private companies seeking outside capital will benefit from having governance arrangements that give outside funders confidence in the organisation’s integrity and quality of decision making.

Dr Chris Bart, chairman and co-founder of CGTI and an internationally recognised governance guru, added: “Corporate directors in the TCI are to be commended for showing both leadership and vision through their having registered in the Chartered Director Programme.

“It shows their commitment to good governance and for wanting to be highly knowledgeable and competent in carrying out their roles, duties and responsibilities as 21st century directors.”

The Chartered Director Programme is being offered from April 29 to May 1 in Saint Lucia and will return to the TCI in the autumn.

A major international governance conference is being planned for late July.

Until recently, there had not been any formal certification programmes offered in the Caribbean in order to address and increase the competence and qualifications of its directors.

New generating unit arrives at Providenciales plant

Modern engine to boost power production A THIRD Wärtsilä 20V32 generating unit purchased by FortisTCI in August last year arrived in Providenciales on Wednesday (April 1).

This latest engine will replace a recently retired Caterpillar unit at the company’s power plant, offering increased fuel efficiency and enhanced reliability.

The contract for the newest 8.7 Megawatt (MW) engine was signed for on June 10, 2014 and will place the company in a position to meet projected load growth based on economic development forecasts through 2018.

president and chief executive officer, said: “The load on the electricity system is determined by our customers’ aggregate demand, and FortisTCI must be in a position to meet that demand.

“Failure to do so would result in rolling blackouts and an unstable electricity grid, a situation common in our region.

“Moreover, the Turks and Caicos Islands is a high-end tourist destination which must have stateof-the-art electricity infrastructure.

“Because of the high quality of our system, we offer a competitive economic advantage to the Turks

and Caicos Islands, helping to attract direct investment that contributes to the continued economic development of the country.”

The unit will be commissioned in September of this year at the Providenciales plant, which serves customers in Providenciales, North and Middle Caicos, as well as the cays between Providenciales and North Caicos (excluding Parrot Cay).

Wärtsilä engines are among the most technologically advanced in the world and have helped to reduce carbon footprints through lower exhaust emissions over the past several years.

NBA and Digicel representatives support the new venture

Public invited to view Digicel Sportsmax secures NBA rights electors’ register THIS year’s register of electors has been published and the public is invited to check it out.

There are 7,245 verified electors for 2015 – down nine voters from last year’s total of 7,254.

Supervisor of Elections Lister Dudley Lewis published the 2015 Register of Electors on Tuesday (March 31) in accordance with the

Election Ordinance 2012.

He has arranged for the list to be placed at 72 locations across the Turks and Caicos Islands, including the major supermarkets, gas stations, shops, restaurants and community centres.

It has also been issued for inspection at the Governor’s Office, Elections Department, Grand Turk and Providenciales.

DIGICEL and the National Basketball Association (NBA) recently announced a new multiyear partnership that will deliver live games and extensive NBA programming to the Caribbean.

More than 30 Caribbean territories including the Turks and Caicos Islands are expected to receive programming, and Digicel has been named the official partner

of the NBA in the region.

Digicel SportsMax will broadcast up to 48 NBA regular-season games and as many as eight playoff games each season.

According to a press release from Digicel officials this week, the sports channel will also offer fans contentrich programming including the highlights show ‘NBA Action,’ NBA TV, the league’s 24-hour channel,

and select classic games.

The partnership will include NBA broadcasts in Spanish on the CDN SportsMax channel in the Dominican Republic.

By the 2015-16 NBA season, Digicel will launch NBA.com/ Caribbean, the first official NBA online destination for Caribbean fans, which will offer extensive and localised NBA editorial and video content.

The shady lady tree THE SHADY lady tree (Bucida buceras) is a very graceful tree (notice the one in front of the Scotiabank on Leeward Highway).

This tree is commonly known as the black olive tree, is native to Central and South America as well as the Caribbean.

A bushy tree, its leaves are leathery, bluish-green in colour and two to four inches in length.

It is a relatively easy tree to maintain, as it adapts to almost any soil type, and its dense foliage makes it an excellent tree for shade.

The shady lady can reach astounding heights of up to 50 feet

(not sure it will grow that much in the Turks and Caicos Islands) and features small yellow flowers while blooming.

The black olive name can be misleading, as this tree is not actually an olive tree and does not produce the edible black olive fruit.

The shady lady tree thrives in full sun, though it also does well in areas featuring partial shade or sun.

Though the tree can grow in numerous types of soil, including loamy, sandy, clay, alkaline and acidic soil, it generally grows best in rich soil. Any soil that saplings are planted in must drain well, however.

When planting the shady lady, create a hole that is about the same size as the container the sapling was purchased in.

Soil mix, compost and fertiliser are not required when planting the shady lady.

Keep the weed situation around new trees under control through regular weeding.

Saplings should not have to compete with weeds while they grow, so use mulch to control weeds if needed, such as organic or fabric mulch.

At least three feet of area around saplings should be weed-free.

Fertilisation of shady lady trees is not required upon planting but,

rather, when the tree has shown new growth in the springtime.

Work a fertiliser into the soil, or add fertiliser to an irrigation system, if applicable.

Since nitrogen is the most important fertiliser shady ladies require, use an organic fertiliser, compost or balanced liquid fertiliser that includes nitrogen.

‘Balanced’ indicates a fertiliser that features equal amounts of three ingredients, such as a 10-10-10 or 20-20-20 fertiliser. One the tree has established itself, feed three times a year.

Because the main branches of the shady lady are so heavy that they bend down toward the ground,

regular pruning is required to keep the tree from becoming too heavy on top.

Pruning the tree also helps protect it from the elements, particularly during storms.

As with any pruning session, is it essential to remove all dying, dead and diseased branches first.

Prune the tree in the springtime, when the tree has not yet begun its active growing process.

The tree is not dormant during the winter, so pruning it in winter months can result in a growth period that will kill new shoots due to freezing temperatures.

Remove all branches that are within three feet of the ground.

POLICE SAFETY TIPS

Childproofing electronics workshop THE ROYAL Turks and Caicos Islands Police Force (RTCIPF) will be conducting workshops to educate parents and guardians on how to childproof their electronic devices.

The RTCIPF have seen an increase in reports from schools and families about the distribution and possession of inappropriate images.

These images, generally found on student’s mobile phones or Facebook pages, are of a sexual nature.

This practice is often referred to as ‘sexting’ and it is a crime to engage in such activity.

Previous campaigns to combat this issue had police officers speaking to students in schools throughout the country and also at parents and teachers associations

(PTA) meetings. However, often times PTA meetings were poorly attended by parents.

This year’s campaign included police officers speaking at churches and other civic groups.

It is hoped that through creating awareness to parents about the dangers of ‘sexting’ that parents will play a greater role in curbing this problem.

The RTCIPF recognises that many parents do not have the vast knowledge in technology of their children, which put parents at a disadvantage.

Churches, schools and other civil groups can contact me to arrange workshops which are expected to be conducted throughout the months of April and May. Police computer experts will be educating parents and guardians

on how to set parental limits which will restrict children from accessing certain websites and other measures to protect their children.

The RTCIPF are continuing to warn members of the public about the ramification for children depicted in images of a sexual nature as well as the children in possession of these images.

All parents and guardians are urged to have a conversation with their children in relation to the legal and social ramifications this behaviour poses.

The social ramifications for students involved in these matters can cause embarrassment both now and into the future. This can also cause further damage to reputation when applying for employment.

Plastic free shaving ONCE upon a time there was no such thing as plastic and people made do with items made from natural sources such as wood, metal, clay and glass.

Then came along the seemingly wonderful discovery of the first manmade plastic in 1862 called Parkesine which was an organic material derived from cellulose that could be molded when heated and retained shape upon cooling.

New kinds of synthetic materials were invented and the first true plastic, phenol-formaldehyde, was produced by a gentleman in 1909 by the name of Leo Hendrik Baeleland which he gave the trade name of Bakelite.

Since then, plastic in many forms and chemical compositions have transformed our world and lives, from household goods, technology, education and recreation.

Every day the vast majority of the people on the planet use something made from plastic.

As good as plastic can be in many applications, somewhere along the line convenience took over our busy lifestyles and disposable plastics became the norm.

Unfortunately, our love of disposable plastics is weighing heavily on the fragile eco system of the planet due to the fact that plastics never go away, instead breaking down into tiny fragments, threatening

other species and littering the once unspoiled landscapes.

Even ospreys here in the Turks and Caicos Islands have been seen using plastic bags to build their nests.

One such disposable item used in many bathrooms worldwide is the razor, either fully disposable or with disposable heads.

Imagine how many of these pieces of plastic are littering our beautiful islands.

By investing in a good old fashioned safety razor with double edge blades you can not only reduce your consumption of plastic but also save money.

A metal razor can cost about $30 and a pack of 100 blades usually start at around $10, but be sure to buy blades wrapped in paper. No plastic involved and 100 blades will last a very long time.

Many people also find these razors give a closer and smoother shave, especially when used in conjunction with coconut oil.

The only downside to this is when travelling with just carry-on luggage, as the blades will not be allowed within the cabin. So hang onto the plastic razor for exceptional times like these.

Otherwise, make the change today and be part of the growing movement of people who are living more consciously for the sake of the planet and our future.

Weekly Recipe Helen Barkworth-Knight is a teacher and qualified baker with a lifelong love for cooking for friends and family.

She is a mother to Owen, almost two, who has very particular tastes in all things, especially food.

Hence she has become an expert in hiding vegetables in all sorts of dishes!

Melt-in-the-mouth cheesy crackers Yield depends on the size of the cutter (around 32 with a 1” cutter)

INGREDIENTS

• 3oz all-purpose flour • 3oz cold unsalted butter, finely diced • 75g mild cheddar cheese, finely grated

METHOD

• Rub the butter into the flour until it resembles breadcrumbs.

• Add in the cheese and bring the dough together with your hands.

• Wrap the dough in cling film and chill in the fridge for at least 45

minutes.

• Preheat the oven to 350°F and line two cookie sheets with baking parchment.

• Sprinkle the work surface and dough lightly with flour, and roll out to 5mm (approximately quarter of an inch) thick.

• Use a cookie cutter to cut out shapes.

This is a very soft dough, and the crackers spread slightly when baking, so I find that smaller, simpler shapes work best.

• Work quickly to avoid the dough becoming too soft. You can always

work with half the dough at a time, leaving the other half in the fridge, if it is too hot in your kitchen.

• Arrange the shapes on the lined

cookie sheets, leaving room for spreading.

• Bake in the preheated oven for 10 minutes, until lightly golden.

• Cool on the trays, then transfer to a cooling rack to allow the crackers to crisp up. These keep well in the fridge and can be frozen too.

Shop smart, save more at newly opened Graceway Smart THE NEWEST outlet in the IGA International franchise threw open its doors to eager shoppers on Saturday (March 28) in the Butterfield Square in Downtown Providenciales.

On Friday, at a special opening ceremony, several members of the TCI business community and other special invitees were the first to scope out the impressive new Graceway Smart which is located at what used to be IslandPride in the Town Centre mall.

Students of Enid Capron Primary School provided a sweet steel pan rendition of the national song to kick start a brief thanksgiving ceremony by the management of the store.

Dr Albray Butterfield was given the honour of officially cutting the ribbon to the new store and cutting one of the many cakes before guests were invited to sip wine, eat cake and other delicacies, and mingle among the spanking new and full to capacity aisles.

General manager of Graceway, Ken Burns expressed his satisfaction at finally opening a supermarket in the Downtown shopping district, which he said they have shopped

around for, for the past two years.

“Special thanks to Tamell Seymour and his team, great job… they’ve worked pretty tirelessly to put this place together in a short time frame,” Burns said of the new general manager.

He also acknowledged Graceway’s two main suppliers, which were represented at Friday’s ceremony, Supervalu and Sun International, who also helped to put the store together.

“It is an important milestone in the redevelopment of Downtown Provo and we are pleased to be in the area and we are happy to be a part of it.

“We think it would revitalise the Downtown area, that’s what we’re after - to get people to come Downtown, shopping smart.

Burns added that the concept of smart is pretty simple: “We’ve got different product mix in the store, where everything in one aisle is $2,” and the variety will continue to change and improve as they go along.

He noted that the new store contains 2,000 items from the

Essential Everyday brand, which is a mid-tier range product that is comparable with any national brand on the shelves.

“So please try it, if you are not happy with it, we will give you your money back, but it is an excellent product,” he assured.

General manager of Graceway Smart and South Caicos native, Tamell Seymour, was on hand to welcome the guests to the new store.

Seymour has served for a number of years in various managerial positions at Graceway IGA before the promotion to general manager of the new store.

On Friday he thanked his family, friends, well-wishers and especially the shareholders and directors for giving him the opportunity to move the facility forward.

He especially thanked Burns: “I’d also like to thank Mr Ken Burns for giving me this opportunity to actually excel.

“I must mention that since your coming to IGA, we have a vast amount of locals (Turks and Caicos Islanders) taking on management roles.

“And there is one quality that I admire, is that you allow people to make mistakes and that is something that a lot of people don’t allow.”

With a full complement of some 45 staff members, the new store will open its doors at 7am every day and close at 9pm.

The supermarket boasts a onestop-shop experience with the cellular providers Digicel and Lime already set up, with further plans to provide banking/ATM services and water bill payment options for

shoppers.

On Saturday there were thousands of dollars of Smart gift vouchers, gift-bags and several other items up for grabs by shoppers.

Similar to the Graceway supermarkets in Providenciales, the new store offers a wide variety of fruits, vegetables, meats, dairy supplies, dry goods, household supplies, pet supplies, frozen foods, a beauty care centre, automotive supplies, a liquor store as well as a deli and a bakery.

Heart Foundation hosts successful evening

A FUN-filled evening of knowledge, raffles and prizes was held at Beaches Resort last week.

The Turks and Caicos Heart Foundation hosted another successful ‘Go Red’ affair on Friday, March 27.

Keynote speaker for the event was Dr Marcus St John who is a Miami-based cardiologist at Baptist Health South Florida.

A press release from the foundation on Tuesday (March 31) explained that Dr St John, who was born in Grenada and grew up in Barbados, is no stranger to Turks and Caicos Islands.

“This is his second trip to the island. This time he brought his family to spend the weekend,” the release read.

During the evening Dr St John addressed a wide range of issues regarding diseases of the heart and strokes. He shared with the audience the importance of knowing their numbers.

There are five numbers

everyone should know for good health and if they are not in the normal range the person needs to bring them back into range for good health, he explained.

They are blood pressure, blood sugar, cholesterol, body mass index (BMI), and waist circumference.

At the end of his talk Dr St John quizzed the audience and the crowd got all the answers right.

The event was sponsored by Baptist Health South Florida which has been a partner with the Heart Foundation for several years.

Foundation president Karen Malcolm said: “Prevention of heart disease is critical for our society.

“The people of the Turks and Caicos need to manage their numbers, watch what they eat, and engage in physical activity.

Suzuki extends warranty provision CAR manufacturer Suzuki is extending the manufacturer protection for owners to five years.

Nutrition in Demand, a local non-profit organisation aimed at raising awareness of health and healthy eating, hosted a number of activities to mark the month long celebration.

The theme for this year’s observation was ‘Bite into a healthy lifestyle’.

Tamika Handfield, registered dietician and director of the non-profit, said that March is not the only time they bring awareness to the importance of nutrition, but this is a time when health professionals around the world put the spotlight on nutrition.

“This year’s theme encourages you to consume fewer calories, read food labels and get daily exercise; all of which leads to a healthier lifestyle.”

As part of the month’s celebration, Nutrition in Demand held nutrition education and culinary classes with various schools including BEST Institute in Providenciales, Doris Robinson Primary School in Middle Caicos and Adelaide Oemler Primary School in North Caicos.

Lobster season closed until the end of July THE 2014-2015 lobster season closed on Tuesday (March 31), according to the Department of Environment and Maritime Affairs (DEMA).

During the closed season, any person who fishes for, purchases or is in possession of a lobster will be committing an offence that is punishable by a fine of $5,000 or six months imprisonment or both.

DEMA is urging all fishers, restaurant owners, private residents and plant owners to ensure that no crawfish remains in their possession after Tuesday (March 31).

Any contravention of the Fisheries Protection Ordinance Regulations should be reported to DEMA on 338-4170 or emailed to environment@ gov.tc.

Students from BEST Institute show off their smiles after healthy eating

breakfast and the foods they should be choosing for breakfast.

To reinforce the teaching points, the students were also involved in a cooking activity.

They made one hundred percent whole wheat pancakes and, with supervision, were responsible for all the cooking steps involved, measuring, mixing, cracking eggs and cooking.

Using fruits, the children were asked to create faces on their pancakes.

Handfield said: “This was done as a way to show the

children that eating healthy can be fun.”

A student from Adelaide Omeler Primary School said that the visit was fun and that it was an educational day.

“We learned about healthy breakfast foods. Now, when my mom goes to the store, I will tell her to buy whole wheat flour because it actually tastes better than the regular flour.”

Nutrition in Demand also collaborated with Sandals Foundation, the philanthropic arm of Beaches Resorts to bring a healthy eating seminar

to the students of the Enid Capron Primary School in Five Cays.

Hundreds of children at the school received whole grain cereal, low fat milk and fruit as part of the Big Breakfast initiative of the Sandals Foundation.

In addition to all of this, a Public Service Announcement (PSA) was produced for television and radio to further bring awareness to the month long celebration.

A workshop for the Filipino community had to be rescheduled for a later date.

Reef Fund raises thousands at cocktail party AN ENVIRONMENTAL organisation raised a massive $12,405 during a fun evening event last week.

The Turks and Caicos Reef Fund (TCRF) hosted its fourth annual Cocktail Party and Fundraiser on March 25 at the Provo Golf Club.

About 110 people attended the event where they were greeted with a glass of champagne generously donated by the IGA Supermarket and a sampling of hors d’oeuvres.

Special guest Rob Stewart, the producer, director and star of the award-winning film Sharkwater, provided the attendees with information about the important role sharks play in maintaining healthy reefs.

The event raised $12,405 for the TCRF through ticket sales, a silent auction and a raffle for a half-day cruise on

the White Sands, a 42-foot, Africat motor yacht kindly donated by White Sands Cruises.

After expenses, the TCRF has more than $10,400 to invest in its various projects around the Turks and Caicos Islands helping to preserve and protect the environment.

Chairman of the TCRF Don Stark said: “We want to thank everyone who attended for supporting us and the various businesses and individuals who donated items for the silent auction.

“I have to extend a special thank you to the Provo Golf Club management and staff who helped to make the event such a big success and to Rob Stewart for his thoughtprovoking words.

“Congratulations also go out to Joel Goldfarb of New York who was the

“We look forward to continuing to work with Mr Wilson and DEMA on a responsible and comprehensive environmental strategy.”

The organisation’s goal is to put 85 cents of every dollar raised into various projects that are underway throughout the Islands.

“In fact, we raised $12,405 at the event last Wednesday

and, after expenses, we are able to put 84 percent of those dollars, or over $10,400 into project work,” the chairman said.

“Our biggest project at present is the installation, maintenance and expansion of snorkel, yacht and dive boat moorings around all the islands, but especially in the Marine National Parks throughout the TCI. “We also continue to expand our educational programmes with another scholarship this year for a TCI student to attend a summer session at the School for Field Studies on South Caicos and a new elementary education program on the marine environment which we plan to unveil in the fall of 2015.”

The TCRF as founded in 2010 and is an all-volunteerrun organisation that provides funding for education, research and conservation programs to individuals, organisations and agencies that help to preserve and protect the environment of the Turks and Caicos Islands.

US Senator Menendez charged with corruption A TOP US senator, Bob Menendez, has been charged with corruption.

The Democrat from New Jersey is accused of using his influence to illegally benefit a Florida eye doctor, who he admits is a long-time friend.

He is charged with 14 counts including bribery and conspiracy, but insists he did nothing wrong.

Mr Menendez is the top Democrat on the Foreign Relations Committee and an outspoken critic of President Obama’s policies relating to Iran and Cuba.

The 14 counts include conspiracy and making false statements, as well as eight counts of bribery.

He is considered one of the most influential Hispanic American lawmakers in Congress, and is the lead author of legislation that would tighten sanctions imposed against Iran.

The multi-year investigation first came to light in 2013, when federal authorities raided the office of Dr Salomon Melgan - who was also indicted.

Their investigation focused on whether Mr Menendez used his office to advocate in favour of Dr Melgan including by intervening in a Medicare billing dispute.

Dr Melgan attracted more attention last year when government data revealed that he had received more money from Medicare reimbursements in 2012 than any

Californians get mandatory water restrictions THE Golden State could soon refer to the hue of California’s lawns.

Gov. Jerry Brown on Wednesday imposed mandatory water restrictions for the first time on residents, businesses and farms, ordering cities and towns in the drought-ravaged state to reduce usage by 25%.

“We’re in a new era,” Brown told reporters. “The idea of your nice little green grass getting lots of water every day, that’s going to be a thing of the past.”

The 25% cut in usage amounts to roughly 1.5 million acre-feet of water (an acre foot of water equals about 325,000 gallons) over the next nine months, state officials said.

“This historic drought demands unprecedented action,” Brown told reporters, standing on a patch of dry, brown grass in the Sierra Nevada mountains that is usually blanketed by up to 5 feet of snow.

The action comes as the Sierra Nevada snowpack, which Californians rely on heavily during the summer for their water needs, is near a record low.

In addition, Brown’s executive

order will: -- Impose significant cuts in water use on campuses, golf courses, cemeteries and other large landscapes.

-- Replace 50 million square feet of lawns throughout the state with “drought tolerant landscaping.”

-- Create a temporary, statewide consumer rebate program to replace old appliances with water efficient models.

-- Prohibit new homes and developments from irrigating with potable water unless water-efficient drip irrigation systems are used.

-- Ban watering of ornamental grass on public street medians.

-- Require agricultural water users to report more water use information to state regulators, increasing the state’s ability to enforce against illegal diversions and waste.

“It’s a different world,” Brown said Wednesday. “We have to act differently.”

A staggering 11 trillion gallons are needed for California to recover from the emergency.

The estimate is based on NASA satellite data analysis of how much

water the state’s reserves lack.

That’s more than 14,000 times the amount of water it would take to fill the Dallas Cowboys stadium, according to CNN calculations. It’s the amount of water that flows over Niagara Falls in about 170 days’ time.

The entire state faces at least a moderate drought and more than half of the state faces the worst category of dryness, called an exceptional drought, according to the U.S. Drought Monitor.

California isn’t the only state feeling an absence of rain. As of late September, 30% of the Lower 48 faced at least a moderate drought, particularly in the Southwest states neighboring California and in Texas, the Drought Monitor says.

But none of those states is facing the extremes of California, where the drought has been a slowly building natural disaster since 2012.

In fact, Brown last year declared a state emergency, saying his constituents are facing “perhaps the worst drought that California has ever seen since records (began) about 100 years ago.” (CNN)

THE world’s oldest living person, Japan’s Misao Okawa, has died from heart failure at the age of 117.

She died in a nursing home in Osaka, the city she was born in on 5 March 1898.

She is survived by three children, four grandchildren and six greatgrandchildren.

Ms Okawa was recognised in 2013 as the world’s oldest living person, as well as the world’s oldest living woman, by Guinness World Records.

While celebrating her birthday earlier this month, Ms Okawa said that 117 years did not seem such a long time.

She also said the key to a long life was getting at least eight hours of sleep a night and eating sushi - her favourite food.

She said she particularly enjoyed mackerel on vinegar-steamed rice.

Her birthday celebration was shown on national television in Japan.

Born to a kimono-maker, Mrs

Okawa married her husband Yukio in 1919. They lived in Kobe where he ran a business. When he died in 1931. she moved back to Osaka.

She lived across three centuries, seeing four emperors of Japan, six British monarchs, and 20 US presidents.

Craig Glenday, the editor-inchief of Guinness World Records, said previously of Ms Okawa: “Her impressive longevity... is an inspiration and a testament to the Japanese lifestyle.”

Ms Okawa’s name has since been taken down for the entry for the world’s oldest living person on the organisation’s site.

It is not yet known who now holds that record, but the site does state that the oldest living man is Sakari Momoi, also of Japan, who turned 112 in February.

The oldest person who has ever lived according to Guinness was Jeanne Calment of France, who lived 122 years and 164 days. She died in August 1997. (BBC)

French Bishop Jean-Michel Faure, himself consecrated only two weeks ago by the Holocaustdenying British Bishop Richard Williamson, said the new group rejected Pope Francis and what it called his “new religion” and would not engage in a dialogue with Rome until the Vatican

turned back the clock.

Williamson and Faure, who were both excommunicated from the Roman Catholic Church when the former made the latter a bishop without Vatican approval, are ex-members of a larger dissenting group that has been a thorn in Rome’s side for years.

Their splinter movement is tiny – Faure did not give an estimate of followers – but the fact they plan to consecrate bishops is important because it means their schism can continue as a rebel form of Catholicism.

Haitian man fined following ‘legroom war’ with fellow airline passenger A HAITIAN man has been ordered to pay over US$7,000 in the aftermath of an incident that led to a flight being diverted when he reacted angrily to a seat being reclined in front of him.

The case was part of a series of three incidents dubbed the legroom wars, which unfolded over a nine-day period in August and September when passengers lost their temper over reclining seats, forcing US passenger planes to divert.

On Friday, Edmond Alexandre, 60, a resident of Paris, pleaded guilty to interference with flight crewmembers and was sentenced by a federal judge in Boston.

Authorities said Alexandre

became disruptive on his August 27 Miami-to-Paris American Airlines flight when a passenger in front of him reclined the seat.

According to the court statement, Alexandre chased a crewmember and grabbed the attendant’s arm after the individual had tried to calm him.

Federal air marshals subdued Alexandre while the plane was diverted to Boston’s Logan Airport. It continued on to Paris four hours later without Alexandre.

A US district judge sentenced Alexandre to one year of supervised release, a $1,000 fine and restitution of $6,303 to American Airlines. He had faced a maximum potential sentence of up to 20 years in prison. (CMC)

Jamaica cops seize rocket launcher, other weapons JAMAICAN police have taken two men into custody in connection with the recovery of 11 illegal firearms, a rocket launcher and more than 300 rounds of assorted ammunition which were hidden in a barrel being transported by a pickup on Monday.

According to Deputy Superintendent of Police Odean Dennis, about 10:00h on Monday, members of the Trelawny Highway Patrol were on a stop-and-search operation on the Scarlett Hall main road in the parish when the driver of a motor vehicle was ordered to stop.

A search of the vehicle yielded: a 40 mm rocket launcher; an M-16, a Kalashnikov, and a sniper rifle; two 9mm pistols and a .45 pistol; a Uzi and an Intratech sub-machine gun; and two shotguns.

The names of the two persons taken into custody have been withheld pending further investigation.

Meanwhile, the arms recovery brings to 16 the number of illegal

guns recovered by the Trelawny police since the start of the year.

Deputy Superintendent Dennis, who is the crime officer for the Trelawny Police Division, argued that had it not been for the vigilance of the police, the weapons would have slipped through the police dragnet as motorists signalled the presence of the police to the driver of the motor vehicle transporting the illegal weapons.

He pleaded with motorists to desist from flashing their headlights to notify oncoming motorists of the cops’ presence on the road.

“We just want to get across to the public… to stop this practice. Because, from our information, persons would have given the light to these persons who were travelling in the vehicle and they made an effort to elude the police.

If it wasn’t for the alertness of the police, then they would have been able to slip through the police dragnet,” DSP Dennis said.

RE/MAX Cayman sued over alleged $5 million fraud CAYMAN Islands real estate firm RE/MAX is accused in a US lawsuit of participating in a “fraudulent scheme” to scam more than 30 people out of several million dollars by selling them luxury condominiums in an East End resort project that was never built.

The firm is accused of misleading investors in an “aggressive campaign of deception” to convince them to buy property in the failed development known as the Island Resort Project.

The court filing alleges that RE/MAX agents told buyers that financing was in place and that construction was under way, knowing that this was not the case.

Even in the weeks before the developer, Caribbean Island Developments, went “belly up,” agents are alleged to have continued to dissuade purchasers from withdrawing their cash, “lulling them into thinking the project was on track, on time and problem free.”

In a statement to the Cayman Compass through its attorneys on Friday, the firm said the complaint was completely “without merit” and would be vigorously defended.

In the complaint document – an outline of the allegations – it is claimed that RE/MAX took commissions and broker fees of up to 50 percent on the sales – a state of affairs which partly prevented

the investors from being repaid when the project collapsed.

In total, purchasers handed over $5.6 million to Caribbean Island Developments in deposits and pre-payments on condos in the development, of which $1.83 million was passed on to RE/MAX Cayman in commissions and sales bonuses, the document states.

The lawsuit is being brought by the official liquidators of Caribbean Island Developments, which the court filing says went bust in 2011 after the bank foreclosed on a loan and sold the land intended for the development at auction.

Simba Ltd., which trades as RE/ MAX in the Cayman Islands, and its principals Kim Lund and James Bovell, are named as defendants in the suit along with developer Michael Beggs, one of the principals of CID, and Oliver De Hart, who was both a RE/MAX agent and president and director of CID, according to the court filing.

Other defendants in the complaint, filed at a federal court in Chicago, are RE/MAX Holdings, Inc., RE/MAX, LLC, and RMCO, LLC, described as the American franchisors of the Cayman company.

In a statement issued to the Compass on Friday, the real estate firm said Chicago attorney Robert J. Palmersheim of law firm Schopf

& Weiss had been retained to defend them in the U.S. courts and “vindicate their good names and reputation.”

“Mr. Kim Lund, Mr. James Bovell, and RE/MAX Cayman Islands are aware of the lawsuit filed against them in the United States by the Joint Official Liquidators of Caribbean Island Developments Limited.

Neither Mr. Lund, Mr. Bovell, nor RE/MAX Cayman Islands have been served with a lawsuit and thus reserve comment on any allegations brought against them.

“Notwithstanding, the claims have no merit whatsoever and Messrs. Lund and Bovell intend to vigorously defend any such claims at the appropriate time.”

A summary of the complaint, filed with the district court in Illinois, states: “The defendants bilked more than 30 people out of nearly $5.6 million by selling them luxury condominiums in CID’s “Island Resort Project,” a proposed development on the island of Grand Cayman that was never built.”

Initially RE/MAX Cayman agreed not to receive commissions on condo sales on the project until construction was under way. This arrangement was unsuccessful and no units were sold, preventing the developer from obtaining financing to begin construction, it states.

Jamaica opposition leader survives attempt to oust him from office THE leader of the main opposition Jamaica Labour Party (JLP), Andrew Holness, has survived a move to oust him from office in the wake of the controversy that followed the removal and subsequent return of two members of the Senate.

In a secret ballot on Monday, Holness received 13 of the 20 votes cast.

“He has been reaffirmed as leader of the opposition, it was a very good meeting and I’m very convinced that based on what we picked up at the meeting, we are in good stead and we will be moving together as one in the future and we expect great things,” said Derrick Smith, Leader of Opposition Business in the Lower House.

Holness appealed the ruling but the Appeals Court upheld the ruling by the Constitutional Court.

Lawyers for Holness had argued in the Appeals Court that Williams used the wrong procedure to

initiate the court action against the opposition leader.

However, one of the respondents in the appeal, the Attorney General’s department said it was surprised that an argument about procedure was being used.

Holness had initially said the Constitutional Court had erred on matters of law and fact.

According to media report among those voting against Holness were Daryl Vaz, James Robertson, Delroy Chuck, Marissa DalrymplePhillibert, Gregory Mair and Audley Shaw.

However when questioned by journalists, they refused to confirm whether or not they voted in favour of Holness.

But last week, Chuck resigned as a member of Holness-led shadow cabinet, saying that ruling by the Court of Appeal had damaged Holness’ image and that of the JLP. Chuck, who was the spokesman on justice and legal affairs, had also suggested that Holness consider resigning his post. (CMC)

Fit middle-aged men ‘at lower risk for some cancers’

Scientists say the health benefits of palmitoleic acid, the prime Omega 7 acid in anchovies, are only just emerging.

Omega 7 in anchovies could cut risk of stroke and heart attack AN extract of omega oil found in anchovies could hold the key to cutting risk factors for heart disease and stroke by reducing levels of harmful blood fats and boosting “good” cholesterol, according to a new US study.

The findings, published in The Journal of Clinical Lipidology, come from the first human trial of supplements of purified Omega 7 oil, the key fatty acid found in anchovies.

Scientists say the health benefits of palmitoleic acid, the prime Omega 7 acid, are only just emerging.

Dr Michael Roizen, professor of medicine and head of the Wellness Institute at the Cleveland Clinic, said: “I think the major benefit came from decreasing inflammation as well as a beneficial effect on other contributing risk factors to cardiovascular disease, with no side effects that we know of.”

Dr Roizen, who led the study, added: “The trial showed inflammatory markers were reduced and the effect on good fats was a bonus.

“There seems to be a lot of benefit and not much risk – this could help us tackle some of the factors made worse by obesity that can lead to heart disease,” he indicated.

For the study, 60 adult volunteers with mildly raised levels of blood fats and inflammation were randomly assigned to take 220mg of palmitoleic acid once a day, or an inactive supplement, for one month.

At the end of the study, tests showed a 44 percent reduction in C-reactive protein (CRP), a marker of inflammation in the blood, along with a 15 percent cut in triglycerides and an eight percent fall in bad LDL cholesterol – all factors linked to heart disease.

There was also a five percent rise in levels of HDL – good cholesterol – compared with that in the volunteers taking placebos.

Unlike the more widely known beneficial polyunsaturated fatty acids known as omega-3s, omega-7s are monounsaturated fats and have different mechanisms of action.

Palmitoleic acid, the prime omega-7 acid, was found by scientists at Harvard University in 2008 to be the first fatty acid to act as a hormone in the body.

It plays an important role in regulating metabolism and appears to protect against harmful processes associated with obesity-related diseases such as diabetes.

The latest trial was funded

by Tersus Pharmaceuticals which provided the experimental capsules Provinal.

Dr Roizen, who chairs the scientific advisory board for Tersus Pharmaceuticals, said people would have to eat about a can of anchovies every day to get the same amount of omega-7 oil from a daily dose of supplements.

Their high fitness levels also appear to increase their chances of surviving cancer if they are diagnosed later on.

Between 1999 and 2009, 1,310 of the men had been diagnosed with prostate cancer, 200 with lung cancer and 181 with colorectal cancer.

The study found that the men with high levels of fitness in middle-age reduced their risk of lung cancer by 55% and their risk of colorectal cancer by 44%, compared with the men with low levels of fitness - those who took more than 12 minutes to run or walk a mile.

However, the study found that the fit men in middle age did not appear to reduce their risk of prostate cancer.

The authors said the exact reasons for this were unknown but men with high cardiorespiratory fitness may be better at looking after their health and therefore more likely to undergo screening for prostate cancer, making them more likely to be diagnosed.

If initial tests are more accurate they could reduce the number of women who go on to have the invasive test.

Previous research had suggested the tests were effective in high-risk women.

Now a team at the University of California, San Francisco, suggests the blood test could replace current tests for all women.

They correctly identified 38 cases of Down’s syndrome out of nearly 16,000 women tested. The basic risk screening found only 30 cases and had a higher rate of false-positives.

The UK’s national screening committee will assess the new tests in June.

Professor Lyn Chitty, from Great Ormond Street, has been evaluating how they could be introduced across the NHS. She says testing every pregnant woman’s blood is unlikely. However, she says it can and should be integrated into the existing screening so that high-risk women have an extra check before deciding if an invasive procedure is needed.

She told the BBC: “These are really exciting times; this cell-free DNA is changing prenatal care dramatically.

“I think it broadens access to testing. really; a number of women will decline invasive testing because of the risk of miscarriage and they may well take up non-invasive prenatal testing.”

South African to replace Jon Stewart on The Daily Show SOUTH African comedian Trevor Noah is to replace Jon Stewart on The Daily Show, the New York Times reports.

The 31-year-old made his debut as a contributor to the nightly satirical show last December.

His first appearance took aim at racial tensions in the US, saying: “I never thought I’d be more afraid of police in America than in South Africa.”

Stewart announced he would be stepping down in January. He has hosted the influential comedy show for 16 years.

The presenter has yet to set a timetable for his departure, but the selection of a replacement should make the task easier.

Producers will want to give Noah time to settle into this new role before next year’s Presidential election.

Speaking to the New York Times from Dubai, where he is on tour, the comedian expressed disbelief at his appointment.

“You don’t believe it for the first few hours,” he said. “You need a stiff drink, and then unfortunately you’re in a place where you can’t really get alcohol.”

Top Gear: Producer Andy Wilman not quitting the show ‘Family Matters’ actor busted

TOP Gear executive producer Andy Wilman has said he is not quitting the show.

A leaked email from Wilman to staff of the show had seemed to suggest he was resigning, but he said it was a private “note of thanks” marking the end of an era.

Wilman, an old school friend of former presenter Jeremy Clarkson, helped relaunch the show with him in 2002.

Clarkson was dropped by the BBC earlier this month following a “fracas” with a Top Gear producer.

Wilman has issued a statement about the email, saying: “The email I wrote yesterday was not a resignation statement, and nor was it meant for public consumption”.

A spokeswoman for the BBC said his email “was intended as a heartfelt message to people who had worked with him and Jeremy, to recognise the fact that with Jeremy leaving it was the end of an era”.

REGIONAL football governing body CONCACAF has generated more than US$30 million of economic activity in the Cayman Islands since Jeff Webb took over the presidency, according to a report produced by MaplesFS for the organisation.

CONCACAF tournaments and events, as well as the presence of the president’s office in the Cayman Islands, helped pump millions of dollars into the local economy from 2012 to 2014, the report suggests.

Events like the 2013 CONCACAF Summit, which brought soccer officials including FIFA president Sepp Blatter to Cayman, and two regional under-15 tournaments featuring teams from more than 20 countries were highlighted as money-spinning events held in the territory over the past three years.

The report lists 14 courses, meetings and events diverted to Cayman since Webb took office in 2012.

An introduction to the document indicates that it was produced to determine the dual economic impact of CONCACAF events and competitions in the Cayman Islands (2012-2014) and the location of the CONCACAF president’s office in the Cayman Islands (2012-2014).

The report also highlights coaching courses, the expenses of the president’s office and the Women’s Under-20 Championships held here last year, as contributing to some $19 million in direct spending in the country.

The MaplesFS report was commissioned by local television station Cayman 27 and CONCACAF, which is the governing body for 41 football associations in North America, Central America and the Caribbean.

The report highlights the under-15 boys and under-15 girls football tournaments as having the biggest impact on the economy.

The boys tournament will be staged in Cayman again in August and will feature 32 teams and bring an estimated 1,000 people to the island.

Mr. Kirkconnell said government had invested several million dollars in upgrading sports facilities and insisted the tournaments showed the territory was a viable “sports tourism” destination.

“At a national level, the Cayman Islands government is supportive of diversifying our tourism sector and has significantly invested in our sporting facilities to enhance our islands’ ability to attract sports tourism opportunities. Hosting these acclaimed championships in Grand Cayman and Cayman Brac is in line with this objective and will help to build awareness of the Cayman Islands as a viable sports tourism destination in international circles,” said Mr. Kirkconnell.

Father Christopher Bryan and his son Alexander Bryan played together for the Caribbean side in a Group B match at the CONCACAF Beach Championship on Saturday, an 8-3 loss to Mexico.

“I guess we really didn’t know what to expect,” said 54-year-old Christopher Bryan, the former president of the Turks and Caicos Islands Football Association. “It’s our first beach soccer tournament, so we knew the first game would be tough. To hold it to nil-nil at the end of the first period apart from those two seconds. That was a massive achievement for us.”

Alexander Bryan, who was in the starting squad, agreed.

“Exactly what he said,” the 20-year-old remarked. “We just

needed to get ready, warmed up before the next two games. It’s very important. I’m proud of the boys because a lot of them played against St. Kitts [and Nevis] in an international [2018 FIFA World Cup Qualifying match].”

To which the older Bryan responded: “I’m amazed that he’s agreeing with me. First of all because he never listens to anything I say.”

Seriously, though, there are advantages of fathers and sons playing together -- familiarity.

“It’s nice to play with family,” Alexander Bryan expressed. “I can trust him a bit more. I guess it makes us closer. I would say maybe we play better with each other because we know each other so well. So it’s fantastic and I can’t wait until these next two games and maybe to score a few goals between us. It would be a nice memory.

Needless to say, seeing his son wear Turks & Caicos’ colours has made Christopher Bryan, a former international player himself, beam with pride.

“I’m so proud of him,” he said.

“The 11-a-side, he just had his debut against St. Kitts. He played both games,” he said, referring to a pair of 6-2 defeats the Turks & Caicos suffered in World Cup qualifying last week.

After Thursday’s game, Alexander Bryan and several players flew to El Salvador for the beach competition.

“There’s a lot of recovery for most of our boys,” Christopher Bryan

said. “I’m proud. It’s a dream. It’s an international game me playing with my son. I never thought that would happen. Maybe I can carry on with my grandson as well.”

The Bryans are taking the CONCACAF competition quite seriously and are already planning for the future.

“We’re learning as a beach soccer nation,” Christopher Bryan continued. “We’ve been playing for two or three years. We’ve put a structure in. We’ve involved a lot of our younger academy boys in the programme. We have a very, very young team out there. I would say the average age is probably about 20.

The first boy who scored tonight, he’s 15-years-old. The second boy who

scored tonight, Herby Magny, he’s 18. Average is 20. I’m just here in a cameo role. I’m here to just to show the boys the way. I’m also looking ahead to a coaching role as well. To coach national teams, you need to have experience at tournaments.”

When he returns home, Christopher Bryan said that he was going to get more heavily involved into coaching.

“It’s a serious thing for this association,” he stressed. “We’re already looking two years away. We’re looking for Bahamas 2017. As soon as we get back, we’ve got plans in place and we’re really going to push up.”

Turks & Caicos also played Trinidad & Tobago and Guadeloupe.

Over 80 participate in TCI Tennis Academy age-group competitions TCI Tennis Academy recently concluded a series of successful age-group tennis competitions in its aim of promoting the sports while stimulating a healthy lifestyle amongst youths in Provo.

The competitions, organised by head coach Rey Garcia, were hosted at the Provo Golf and Country Club and players in the Academy School Programme were invited to participate.

The groups were structured according to the Tennis 10’s format, which is the official programme of the International Tennis Federation (ITF): using the modified courts, balls and racquets to allow young players to compete and enjoy the game in conditions suitable to their development.

More than 80 children participated in the various round-robin matches, held over multiple weekends.

Parents and supporters ensured a vibrant and festive atmosphere, with the matches contested in good spirits. While the best performers were invited to compete in semifinals, third place playoffs and finals matches, all players were rewarded with a medal for the most improved aspect of their game.

Bien-Aime honoured with S’Hero of the Month award TCI Football Association president Sonia Bien-Aime can add another accolade to her name after being honoured by the US based Elite Club National League (ECNL) as Sports Hero of the month (March).

The award was given to BienAime for her work in female football in the region.

The ECNL also held a Q&A with Bien-Aime: Q: How would you describe a typical day in your shoes?

A: When I am not travelling on football or personal business, my day starts with fitness and exercise at 5.30am until about 7.15am. I head to my office at about 8.30am where my day is usually absorbed by meetings, phone calls and catching up with everything else until late into the evening.

Q: What organisations are you involved with? In what capacity?

A: FIFA – ExCo Member, Deputy Chair of the U17 FIFA Women’s World Cup Organising Committee, Member of the FIFA Women’s World Cup OC and Women’s Football, Member of the U20 FIFA Women’s World Cup OC and Member of the FIFA World Cup OC. Spartans end Nazarene Kings’ playoff hopes THE North Caicos Spartans spoiled the Nazarene Kings’ chance of making their first playoffs after beating them by a single point on Wednesday night at the Gus Lightbourne Sports Complex court.

In the final regular season night of the Provo Amateur Basketball Association (PABA) Night League it came down to the last two seconds of regulation before the game was decided at 54-53. Trevente Williams and Devon Williams led the attack for the winners. Trevente scored 28, while Devon added 19 points and

four rebounds. Dwayne Hamilton led the Kings with a double-double 12 points and 10 rebounds.

While the Kings were sad by the loss, the Hustlerz were overjoyed since they advanced to the eighth and final spot—in their first playoffs.

Advancing further might be a difficult task since they will meet the number one seed and former champions the GT Stallions in the first round. The Stallions had a relatively slow start, but have picked up speed in the last few weeks, crushing all in their path.

Another powerhouse the Predators ended the regular season with their third loss, this time to the Coca Cola Classics. In another one-point clash, the Predators went down 46-47. Ezra Taylor scored 12 points and pulled down eight boards for the winners.

In the unofficial playoff table Classics might meet the Police Badgers, while the Predators and the Five Cays Flyers would most likely clash. The other series pits the Knights against the Steelers.

The playoffs are set to begin on the April 10th.

NATIONAL 400M record holder Angelo Garland started his outdoor season with a 4X400M run last Friday for the Texas A&M University.

The sophomore ran the second leg for his team. He finished with a split of 49.6s while recovering from a hamstring injury.

“It was more of a confidence run for me than anything, because I wanted to test my hamstring. So for me I just wanted to finish the

race and not hurt myself anymore and I did however accomplish both of those.”

Garland, whose best split is 46.5s, said he is not disappointed, and will take the necessary precautions and rest, but when he returns, he will be in “beast mode”.

The 20-year-old has a little less than six weeks to “shape up” before the outdoor championships.

The BWIC male and female volleyball teams won the 2015 school titles.

BWIC teams dominate High School Volleyball Championships THE British WEST Indies Collegiate male and female teams have stamped their authority on school volleyball with emphatic wins in this year’s High School Volleyball Championships.

In the three-team tournament, held on Monday last at the Gus Lightbourne Sports Complex, both teams finished on top—a first for the ever improving BWIC squad.

Clement Howell High School placed second in the male division, while Wesley Methodist took third. In the female division it was

switched with Wesley Methodist finishing second and CHHS finishing third.

Sports coach at the BWIC Keith Cox Jr. said: “I must say teamwork shows how anything is possible when you work together. BWIC is here to stay, and they are making waves on their way up.”

He said that the school should be very proud of achieving a win in the High School Basketball Championships and now wins in volleyball. “Three championships— that speaks volumes.”

Delano Williams Foundation supports CARIFTA bound athletes TCI’s 100M and 200M record holder Delano Williams has outfitted the CARIFTA-bound national team for the second consecutive year.

At a small presentation ceremony on Wednesday afternoon at the National Stadium Ashley Williams, the twin sister of the 2012 World Junior Championships 200M gold medallist, made the presentation to

members of the national team who will compete at the meet in St. Kitts this weekend.

Delano Williams speaking to the Weekly News from Jamaica, where he is attending the UWI and training, said that the foundation was formed to assist young TCI athletes.

“Well the gear was just for the athletes to feel good while they are

performing. I know what it’s like to be at a championship and not look like a name brand athlete with the best brands. So I said to myself I need to fix that. So the DWF was formed and it’s here to serve the youths of the country.”
