FortisTCI to showcase zero emission electric car THIS Saturday (April 28) FortisTCI will unveil to the public an emission free electric car, as part of the company’s electric vehicle (EV) and charging station pilot programme. According to an announcement made by the utility company on Tuesday, the programme includes
a six to 12 month feasibility study that will provide insight into the new technology for interested customers in the TCI. The electric vehicle that will be showcased on Saturday morning at 10am, at Fortis’ Leeward Highway location, is a Nissan Leaf Acenta that
Malix Cox charged with murder of Andreika Stubbs A SECOND man, Malix Cox, has officially been charged before the court with the murder of the young mother Andreika Stubbs. Cox appeared before Chief Magistrate Tanya LobbanJackson in Court One on Tuesday (April 24) and was remanded to Her Majesty’s Prison. The 20-year-old is also charged with causing grievous bodily harm to a 17-year-old male who was injured during the March 23 shooting in the parking lot of Versace bar on Leeward Highway that resulted in Stubbs’ death. Other charges are discharging a firearm and discharging ammunition. He will appear in Grand Turk Supreme Court for his sufficiency hearing on June 1. Cox is now co-accused and charged along with 23-year-old Anthony Francis in the crime. Francis was charged and
is 100 percent electric, the company said. It features a 30kWh battery which when fully charged can drive up to about 100 miles. FortisTCI president and CEO Eddinton Powell said: “While the EV market has yet to evolve in the TCI, EVs are now being adopted globally and across the Caribbean as an alternative to gasoline and diesel engines. “These cost-effective ‘greener’ zero emission vehicles are poised to transform the transportation industry and the energy sector. “FortisTCI is preparing to meet the future energy demands of our customers in both traditional and non-traditional ways.” He also noted that this strategic approach is in line with the company’s commitment to offering environmentally sustainable energy solutions to the TCI. As a first step in introducing the vehicle, the vehicle services team at FortisTCI participated in EV repair and replacement training from April 9 to 12. The training was facilitated by Megapower, a Barbados based

company that offers EV sales and services across the Caribbean. On Friday, April 13, FortisTCI also hosted a training session for emergency responders that covered topics such as an introduction to EVs and response to accidents involving these types of vehicles. The EV and charging station pilot programme is the latest environmentally sustainable energy solution in which FortisTCI is investing. In 2017, the company installed and commissioned its first grid-tied solar energy systems on two commercial properties on Providenciales.
The company offers grid-tied solar programmes to both commercial and residential customers across the TCI. By the end of this year, FortisTCI will also launch its one megawatt (1MW) large-scale, utility-led solar project. This development is planned in conjunction with the Rocky Mountain Institute-Carbon War Room, a global leader in creating clean, resilient, and affordable energy solutions by working with utilities and governments. The 1MW project will encompass several sites across the Turks and Caicos Islands. (Delana Isles)

Police partner with Interpol to curb human trafficking BY OLIVIA ROSE LOCAL law enforcement officials recently joined forces with international policing organisation Interpol to help curb human trafficking in the territory. Minister of Border Control Hon Sean Astwood cleared the air about the recent arrival of Interpol personnel and their covert activities at a press conference on Friday, April 20. He said that during the period April 3 to 9 Operation Libertad was conducted in a bid to address TCI’s human trafficking problems. The minister stressed that the operation was an Interpol initiative but was not led by officials from Interpol. It was spearheaded by the Royal Turks and Caicos Islands Police Force and comprised of a team from the Immigration Department. “Like any operation, intelligence gathering, and surveillance was undertaken in advance and proper search warrants were obtained,” Minister Astwood said. “We are all aware that persons are invariably attracted to these Islands because of an attractive earning currency, stable economy and several other factors.
Human trafficking a heinous crime
“However, intelligence also suggest that some migrants may be exploited sexually, domestically and through low paying jobs.” The minister said that the recent operation will not only to bring the offenders to justice but restore the dignity of the victim and deter people from getting involved in these illegal activities. “They serve as a warning to those who have the desire to involve themselves in such activities. “Because of this special operation, 27 persons were apprehended, detained for interviews and eventually 25 persons were repatriated.” Astwood added: “Operations,
such as Libertad, have strategic benefit to the Turks and Caicos Islands as they aim to mitigate against national reputational fallout as it relates to human trafficking and from a humanitarian perspective to ensure protection of victims of human trafficking in accordance with the laws of the Turks and Caicos Islands.” Interpol is the world’s largest international police organisation, with 192-member countries working together to fight international crime. Just last week, the Turks and Caicos Islands Human Rights Commission expressed concern over the trafficking and sexual exploitation of women from the Dominican Republic, Venezuela and Columbia. The watchdog said human trafficking is modern day slavery and it is ripe in the TCI with enablers throughout the territory. It further stated that women are usually provided with visas or work permits and are brought to the TCI under the pretext of legitimate working opportunities such as bar maids, nannies, waitresses, and dancers only to find themselves, unwillingly in most cases, plying sexual favours, engaging in prostitution or being victims of other forms of forced labour.

Gov’t is ‘committed’ to fixing the NHIB “While challenges exist, we’re moving to fix the problems,”
BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson has said the Government is committed to fixing the issues plaguing the National Health Insurance Board (NHIB). Her statement comes after a recent thorough review of the board’s performance and management recommended its total dissolution. On Monday (April 23) the premier, who is also finance minister, alongside officials from the NHIB and the Ministry of Health provided an update on the Government’s ongoing efforts. Following the damning Stephen Turnbull report in March, the Government committed to an actuarial review of the board that would ultimately decide its fate. The results of this report which will “form and inform key government decisions” are expected to be released in May, according to the premier who was speaking at her office. “We commit to critically analysing each recommendation and to making the decisions that would ensure the financial viability of the plan.” She further disclosed that the National Health Insurance Plan (NHIP) has been operating on a deficit budget for a few years which has resulted in the Government providing a $12 million bailout. “Our Government has ensured financial support of the NHIB to the tune of $12 million; $10 million of which has already been dispersed in the recently passed supplementary budget. “These funds have been used to significantly reduce the organisation’s liabilities to its local and overseas providers. “At this point the NHIB is 70 to 80 percent of clearing all outstanding liabilities for the financial year 20172018.” The remaining 20 percent is expected to be cleared by the end of April. The premier said the Ministry of Finance will be monitoring the expenditure of the NHIP through weekly reporting arrangements.

Also, weighing in on the hefty expenditure of the board, chairman Delton Jones said that the average total expenditure over the last three years was $61 million. “Hospital related payments accounted for about 51 percent of the average NHIP expenditure, followed by treatment abroad with 35 percent, pharmaceutical and local provider costs averaged about six percent and two percent respectively,” he said. This hefty expenditure is indicative of the persistent underfunding of the programme at a time when there has been increasing healthcare costs, Jones said. CONTRIBUTING FACTORS A plethora of issues have contributed to the administrative and financial breakdown of the NHIB over the years, the premier said. She acknowledged that these shortcomings have not emerged overnight and highlighted several contributing factors. “We recognise that the challenges are not merely management based but has also been significant underfunding of the organisation since its establishment as well as inadequate assessment of risk and controls, information technological support and compliance systems.” Coupled with these issues she pointed to the project agreement between the TCI Government and InterHealth Canada which has also
contributed to the problems affecting the organisation. “We further recognised that the lack of focus on primary healthcare and prevention has also caused the significant healthcare burden on chronic non-communicable diseases in the Turks and Caicos Islands which poses a growing healthcare financing challenge. “My Government recognises that there are no quick fixes to these challenges and the wider population together with internal coordinated effort is required to change the unhealthy lifestyle habits that lead to ill-health and addressing each of the internal challenges in the NHIB. “While challenges exist, we’re moving to fix the problems.” STRINGENT MEASURES The premier stressed that since taking over as minister responsible for the National Health Insurance Board earlier this year, she has ensured that key recommendations have been taken forward. “I’ve ensured that regular bimonthly meetings have been held between myself, the board and the management of the NHIB. “Recently legislation to amend the composition of the board and move forward and making recommendations of board members has been given priority to ensure effective management oversight of the organisation.”
Staff have increased compliance efforts to ensure businesses pay contributions in a timely manner so that employees will not be denied healthcare, the premier said. “Additionally, a cursory review of the IT systems shows serious deficiencies and as such requires a more in-depth review and my Government is committed to providing the funding for this review and the changes that will help in the better management of NHIB. “Finally, a step-up public education and awareness programme will be rolled out in the coming weeks.” She said that many positive steps have been taken to turn the NHIB into an organisation that will be the “pride and joy” of the people of the TCI. “However, I would like to say that the NHIB already have included in their provisional budget for approval additional clinical staff to manage the treatment abroad programme for the year 2018-2019 to improve the effective and efficient management as well as patient experience. “We are also moving to fill critical vacancies that have affected the organisation capacity to respond to the needs of beneficiaries and to align with the strategic priorities of our Government. “We are currently concluding the recruitment of the executive management which includes the CEO the CFO and the chief medical officer. “During the next two weeks we will begin recruiting for six other vacancies - the IT manager, senior registration officer, PR marketing officer, executive assistant, legal officer, human resource manager, and once the budget is approved there is provision for additional vacancies.” To allay any fears of the NHIP staff, which is currently made up of about 30 people, Cartwright Robinson said she will meet with
them in the coming weeks. “Let us not for one minute think that nothing is happening at the NHIB. “Our Government has been working alongside the board to fix the issues and turn the organisation around.” She acknowledged and encouraged the “hard-working and dedicated staff” at the NHIB and thanked them for their dedication. “We recognise that they have a pivotal role in turning the organisation around and will be a part of all key decisions.” The premier said that 2018 marks the ninth anniversary of the board and plan which it administers. “Over the years the NHIP has played a critical role and providing increased access to essential medication and care for the entire population of the Turks and Caicos Islands. “The national health insurance example has been used by our neighbours in the region such as the British Virgin Islands, Bahamas and Grenada to name a few establishing their own national health insurance schemes.” She stressed that the TCI has made great strides in attaining universal healthcare and every effort should be made to maintain this noteworthy achievement. “Schemes such as the NHIP have been lauded by the Pan American Health Organisation for their role in guaranteeing universal access to healthcare, universal access is an issue that plagues many countries in the region and in the world and forms part of the United Nations sustainable development goals. “The Government that I lead recognises that if the Turks and Caicos is to continue to progress and prosper it can only be achieved through a healthy and productive population.”

Gov’t to focus resources on primary healthcare BY OLIVIA ROSE A CONCERTED effort is being made to prioritise primary healthcare in a bid to reduce the financial burden on the treatment abroad programme. The skyrocketing cost of the programme and the prevalence of non-communicable diseases has compelled the government to gear its energy towards improving facilities and promoting healthy lifestyle practices. Speaking at a press conference on Monday (April 23), Minister of Health Hon Edwin Astwood said greater focus needs to be placed on disease prevention and early detection to decrease the burden on secondary care. He pointed out that it is more cost effective and efficient to invest in resources required for primary healthcare facilities and to undertake prevention work to curtail the prevalence of non-communicable diseases, as opposed to focusing on the far costlier curative aspect of medical care. “Investment in this area has been lacking in the past, however my Government will prioritise primary health once again in order to improve universal access to quality healthcare for all residents of the Turks and Caicos Islands.” Astwood went on to shed light on the Government’s efforts to ensure that primary healthcare facilities, particularly those on outlying islands, are adequately equipped to properly serve the communities. “Other initiatives are also coming on stream which include investment and upgrade of primary healthcare facilities’ infrastructure.”

Also, the new clinic in Bottle Creek, for which construction is expected to begin momentarily, completion of the model of primary healthcare to the implementation of technical assistance from PAHO and the operation of TCI’s first mobile clinic. HEALTHY LIFESTYLE The minister underscored the dire need for the populace to adopt healthy lifestyle practices as fundamental to the overall approach to health and wellness across the territory. “The Ministry of Health and Agricultural Sports and Human Services is now placing greater focus on healthy lifestyle initiatives planned by the ministry and partnering with local non-

Minister of Health Hon Edwin Astwood spoke about the programme review at a press conference on Monday (April 23). “This will ensure that the provisions for treatment that fall outside the scope of the current National Health Insurance Ordinance are reviewed as well as reviewing the mechanisms and procedures for clients requiring rehabilitation not available locally and the approval of high cost of clinical cases,” he said. “The review will also take into consideration the benefits package as well as the cost and
sustainability of the treatment abroad programme. “It will also consider persons who may seek gastric bypass (gastro sleeves). We know many persons find themselves in a biological position where weight loss is difficult.” Focus will also be placed on expanding the network of healthcare providers within and outside the region where cases cannot be managed locally and regionally. The treatment abroad programme, which is funded by the TCIG but administered by the National Health Insurance Plan, allows beneficiaries to access services which are not available locally through regional network providers.

Minister Astwood acknowledged that the Government has a responsibility to ensure residents have access to sustainable, comprehensive and high quality healthcare services. “My Government is keen to see that healthcare provided to the population of the Turks and Caicos Islands is not only cost effective but is also of high quality, in keeping with the practices both locally and overseas. “I believe that by placing focus on primary healthcare it can help us to achieve a healthier more productive nation.” The Government is seeking to further prioritise and strengthen primary healthcare delivery across the territory through the recruitment of additional staff.
PROVO’s taxi drivers have reached a settlement with the TCI Airport Authority, but only after staging a twoday demonstration at Providenciales International Airport. The protest over what the drivers called “unfair competition” took the form of a sit-down causing many tourists to be stranded at the airport. Ron Higgs, president of the United Taxi Alliance, said “we will do it again if we have to”. What are your thoughts?
Taking a stand
It’s a human right to defend their livelihood and good job to them, for standing for something. As Turks and Caicos Islanders we have been passive for too long and look what passiveness got us. We are being overrun by capitalist and parasites, just because they figure we don’t stand. Well it’s a new phenomenon and I think standing should be the order of our new world, to balance society and the rights of individuals and groups. Let’s give the taxi drivers some credit, strike and sit downs happen all around the world and we are no lesser.
Fat cats
Although the issue is not directly with the TCI Airport Authority, it had a responsibility to listen them out since they operate directly out of the facility. But those fat cats are too preoccupied with their fancy vehicles and expensive dinner dates to be bothered with the poor man’s plight.
Greater good
Notwithstanding any party’s right to peaceful civil disobedience, there has to be some way to resolve disputes like this taxi issue, and the recent slowdown by immigration officers at the airport, without putting the ‘pain’ on the tourists and travellers that are the lifeblood of this country’s economy. However legitimate the taxi drivers’ and immigration officers’ disputes may be (the first apparently over the right to pick up fares at the airport, and the second seemingly
to do with the introduction of a new staff scheduling system and unpaid overtime), the forum for their resolution should not and cannot be through the inconveniencing of our travellers. It may very well be that the TCI Airport Authority was unduly insensitive to the drivers’ complaints, and that Government was well behind in paying for earned overtime, and thus these agencies must then bear the bulk of the blame for allowing the disputes to spill over into the airport itself. The failure of the Royal Turks and Caicos Islands Police Force to force the taxi slowdown off the airport premises and approach roads is yet another example of their limpwristed approach to anything that involves even the slightest degree of conflict. What ever happened to the concept of ‘for the greater good’?
Right on
They had every right to protest. Their livelihood is at stake and they did they right thing by drawing the authorities’ attention to the issue. They were respectful and communicated their grievances in sociably acceptable manner. Right on cabbies!

More than 400 deported during first quarter BY OLIVIA ROSE A WHOPPING 432 people have been sent back to their birth countries during the first quarter of 2018, as the Government continues its aggressive clampdown on illegal immigration. Minister of Border Control and Employment Hon Sean Astwood revealed the figures at a press conference held at the Office of the Premier in Providenciales on Friday (April 20). Astwood, accompanied by Premier Sharlene Cartwright Robinson, said illegal immigration is a vexing problem which the Government continues to grapple with. He shared a snapshot of enforcement activities since July 2017 when illegal immigrants were given a 14-day ultimatum to leave the territory. Despite major setbacks due to the impact of the September hurricanes which saw a cease in operations for humanitarian reasons, 1,335 people were repatriated in 2017 compared to 491 in 2016, according to the minister. Repatriation statistics revealed that most of the repatriated migrants were from Haiti, the Dominican Republic, Jamaica, and America. A handful of people from other countries made up the remainder of the repatriations. The majority of the Haitians who were deported arrived in the territory on sloops, according to the statistics. Minister Astwood said: “During the Month of January, a total of four sloops landed in Providenciales from Haiti, one in Five Cays area and three in the North West Point area. “During the Month of January 2018, the Immigration Enforcement Unit and Royal Turks and Caicos Islands Police (RTCIPF) apprehended 70 persons and repatriated 66. “During the Month of February 2018, one sloop was apprehended by the Marine Branch while attempting to enter the TCI illegally. “This incident resulted in 83 males and 15 females being repatriated to Haiti. Persons repatriated age ranged from 17 years to 43 years.” He pointed out that Operation Guardian, a joint operation which includes the Royal Turks and Caicos Islands Police Force, labour officers, planning, business licence, environmental health and the immigration departments, came in to force on February 5. Several business establishments including Somewhere café, Provo Stevedoring, Delicious Dishes, Provence Restaurant, Shay Café, Danny Bouys, Business Design Image and Genderly’s Salon were inspected. “These actions resulted in several employees being removed from jobs as their working was contrary to the conditions on their status in the country.” Additionally, 33 people were apprehended during district inspections conducted in Five Cays,

Blue Hills, Leeward and Downtown Providenciales. “During the month of February 2018, nine persons were placed before the courts on charges such as unlawful entry, remaining in Islands beyond the permitted time, employing persons contrary to Immigration Ordinance and failing to comply with directions contrary to the Immigration Ordinance,” the minister said. “During February 2018, seven persons were apprehended on Grand Turk and one on North Caicos. They were all repatriated.” Minister Astwood noted that March was a particularly challenging month in many aspects. The first two weeks of the month saw five illegal vessel landings which prompted maritime assistance from the United Kingdom and the arrival of the Royal Navy ship RFA Mounts Bay. “Operations in March 2018 were conducted with the RTCIPF in various areas of Providenciales including Dock Yard, (Kew Town) Freddy Yard, (Leeward Highway) Snake Hill, (Blue Hills) Darka Yard, (Blue Hills) New Sub Division (Five Cays), main areas of Five Cays, Leeward Gates and job sites in the Leeward Area. “To mitigate against the number of undetected landings, special night patrols were conducted by immigration and police officers. “These efforts saw 343 persons apprehended and repatriated to six countries.” Operation Guardian continued through April and saw 77 people being apprehended and processed. ‘NO MORE HARBOURING’ The Department of Immigration, Labour and Business Licensing stepped up its “silent raids” which saw many businesses that are suspected of hiring illegal immigrant workers being visited and their files combed through.
Minister Astwood reiterated his call for businesses, especially those in the private sector, to desist from hiring illegal immigrants. He also reminded the public that it is an offence to assist or shelter illegal migrants and that the fine for such is $20,000 on summary conviction or a term of imprisonment. “Some persons have heeded the warning while others continued to engage in such activities have felt the

effects of their actions.” He urged all migrant workers to take the necessary precautions to ensure that they are operating within the confines of the laws that govern the territory. And he said that while officers are expected to be fair and firm, the onus rests with the individual to ensure that they hold legal status within the Islands. “The onus is on you to have the
relevant documents to verify your status, ensure that work permits renewals are submitted at least 90 days in advance of expiration, that you are granted visas and temporary work permits operate within the stated terms of your visit privileges and time frames and that those who have agreed to provide surety and bond for visitors, that you undertake your obligations seriously and act upon accordingly,” he stated.
Fibre optics to open doors for major growth BY OLIVIA ROSE MAJOR network upgrades which will see fibre optics linked to homes and an expansion of Digicel’s LTE platform are nearing completion. Chief operating officer Addison Stoddard said the company’s ongoing network revamping is expected to propel the Islands to the forefront of technology. The upgrades, which form part of the telecoms firm’s $15 million thrust to build back better after network hurricane damage, will allow customers across the territory to experience high speed television and broadband services. In a statement issued on April 19, Stoddard said customers across Grand Turk and Providenciales will soon enjoy Fibre to the Home (FTTH). Meanwhile customers across all of the islands are enjoying lightning fast LTE with the expansion of this latest technology to South Caicos, Salt Cay and Middle Caicos. Stoddard said: “We are thrilled to be able to connect

He said that Digicel will make its way to customers in Blue Hills to conduct installations in homes from May 1. Installers will then move on to Venetian Road from May 18 and Five Cays from May 31 to connect homes to the new FTTH service. Areas such as Grand Turk, Long Bay and Cooper Jack Bay will have their installation dates announced in the coming weeks. Since the passing of hurricanes Irma and Maria a number of Digicel customers remain without internet and cable service.

Post Cabinet meeting statement THE LEASING of Crown land, business licence approvals and district board appointments were all discussed during the latest meeting of the Cabinet. Governor John Freeman chaired the ninth meeting on Wednesday (April 25) at the Hilly Ewing Building in Providenciales. All ministers were present except the minister of home affairs, transportation and communication and the minister of tourism, environment, heritage and gaming. At this meeting Cabinet: -Advised the governor to approve the issuing of a public tender notice for the lease of Crown land parcels 20313/22, 20313/23 and 20314 in South Caicos in accordance with Section 34 of the Crown Land Ordinance. -Advised the governor to approve the grant of a 25 year lease over Crown land parcel 60603/18 in Providenciales to Allan Grant on behalf of Allan’s Trucking for the
construction of a mechanics shop and storage facilities. -Advised the governor to approve the issuing of a public tender notice for the lease of Crown land parcel 60804/142 in Providenciales in accordance with Section 34 of the Crown Land Ordinance. -Advised the governor to approve the re-parcelling of Crown land parcel 10203/309 and parcel 10203/157 subject to agreement between the proprietor and administrator of parcel 10203/157 and TCIG. -Approved a proposal, subject to amendments being made and returned to Cabinet, for an amnesty on penalties on outstanding arrears of hotel and tourism tax payable under the Hotel, Restaurant and Tourism (Taxation) Ordinance to be presented in due course to the House of Assembly for approval. -Endorsed TCI’s membership of the OECD Inclusive Framework on Base Erosion and Profit Sharing (BEPS) and authorised

Primary school students learn donkey awareness THIRD, fourth, fifth and sixth graders of Provo Primary School were on Wednesday (April 25) the excited recipients on some key donkey facts. Students paid rapt attention as TCI Aware’s president Michael Fenimore
shared with them the history of donkeys in the Caicos Islands, their likes, dislikes and the plight of the oft neglected animals in the TCI. The charity is raising funds to construct an open animal sanctuary that will provide food,
water and medical care for the donkeys, horses and mules in Grand Turk. But, as Fenimore also pointed out to his young audience, his charity’s mandate is also to foster awareness and compassion for these animals, from the youngest to the oldest
minds. Showing their support, the students came together to raise cash for Fenimore’s charity, which was handed over by the students and third grade mistress Mani Nycdka. (Delana Isles)

CRIME UPDATE Grand Turk man seriously injured in two vehicle smash up
CARL Williams of Grand Turk, is currently in a medical facility in the Bahamas after having sustained severe injuries to his body during a serious vehicular incident in the capital. Williams is said to be recovering from his injuries after the being knocked off of his motorcycle by a green Jeep, at about 5.30pm on Friday, April 20, while driving along Osbourne Road. Williams was immediately rushed to the Cockburn Town Medical Centre for treatment, but later had to be flown out to the Bahamas as his injuries were very severe. The green Suzuki Vitara Jeep driven by 42-year-old attorney Ya McCartney received damages to the rear right passenger door and glass, while the motorcycle received damages to the front handlebar and front bumper.
Man injured in vehicular accident on Provo
Another vehicular incident, this one in Providenciales, has left one man injured and a woman and child unharmed. The accident occurred on Monday (April 23) on Bay Road in Blue Hills. Officers from the Traffic Department, EMTs and fire and rescue officials immediately responded to the scene. According to traffic police, a blue Ford Explorer collided with a grey Honda Accord which was driving on the opposite side of the road. The woman driver of the blue Ford Explorer along with a small child, was not injured, while the male driver of the Honda Accord car was taken to the Cheshire Hall Medical Centre for treatment. Both vehicles received extensive damage. Traffic cops are continuing their investigations into the accident.
Two charged with dangerous driving, lack of insurance
Police in Providenciales have arrested and charged a young man with two counts of dangerous driving and using a vehicle without insurance. The 20-year-old man was arrested and charged on April 14 in relation to a vehicular accident that occurred on Saturday, March 31. Meanwhile, another man, 38, has been charged with similar offences of dangerous driving and using a motor vehicle without insurance. He was charged in relation to a vehicular incident that occurred on Saturday, April 14.
Several young men arrested for drug possession
On April 14, police arrested and charged a 22-year-old man with the offence of possession of controlled drugs. Another man, 24, is also facing drug charges after his arrest on April 14. The second man is charged with unlawful possession of a controlled drug namely, cannabis. He was released on $3,500 bail and is scheduled to appear before the Magistrates’ Court soon. Police in Providenciales have also arrested and charged a third man, 26, with possession of controlled drugs, and possession of controlled drugs with intent to supply.
He was released on $3,000 station bail.
Man charged with burglary
A 37-year-old man was formally arrested and charged with the burglary of a home on Aviation Drive, Providenciales. The burglary was reported on March 16. The man is still in police custody, as they continue their investigations into the incident.
School burglars strike again
Police in Providenciales are investigating a burglary that was reported to the 911 Centre on April 15 by officials of the Champions for Christ School. The burglar (s) is said to have gained entry through a window in the school building, stealing several food and beverage items from its canteen. Yet another school, the Ianthe Pratt Primary School in the Bight was burgled on April 15. It was reported to police that the culprit(s) stole two black cell phones, value unknown. Both crimes are still under investigation.
Woman robbed by masked men
Providenciales Police are investigating a Kew Town robbery that was reported on Tuesday, April 17, around 4am. According to the female complainant, she was approached by two armed men who demanded money. Stolen were a TCI birth certificate, important land documents and $500 cash.
South Dock fire displaces 14
Police are still seeking information into an arson incident that was reported to the 911 Centre on Wednesday, April 18, around 9pm. The fire is suspected to have been deliberately set to buildings in the South Dock Road area. Acting promptly, fire officials were able to extinguish the fire, with no reports of injuries. Five wooden structures were completely destroyed, leaving 14 persons who occupied the buildings displaced.
Grace Bay bakery burgled, cash and electronics stolen
Investigations are being conducted into a burglary committed at the Grace Bay bakery that was reported on Saturday (April 21). According to police reports, the bakery was secured the night before, and upon arrival on Saturday the owner met the bakery ransacked. Missing were two white apple iPads valued $300 each and one black security safe containing cash. Further investigations are being carried out.
Cash stolen from slot machines at Five Cays bar
On Sunday (April 22) police on Providenciales were called to a bar in Five Cays after reports of a burglary. According to reports, the bar manager said upon her return to the bar later on Sunday, she noticed that the establishment had been burgled, with $2,000 stolen from the slot machines. Police are still investigating.
COURT ROUNDUP Convicted rapist busted with drugs in anus TWENTY-five-year-old Jerry Welch has been busted by prison officials for smuggling drugs into the penitentiary. Welch, who is serving an eight year sentence for buggery and the rape of two young women, tried smuggling cannabis into HM Prison in his anal region. Prison officers made the discovery when Welch returned to the general prison compound from the farm, an outside work area attached to the prison. The incident took place on Friday, April 13. Welch was charged and taken to court where he pleaded guilty. He will be sentenced by the Grand Turk resident Magistrate Kamar Henry Anderson next month.
Lawyer sues TCIG, AG, and police
In Grand Turk Supreme Court, Chief Justice Margaret Ramsay-Hale has over the past week been adjudicating several civil cases. A number of those cases are civil cases filed by attorney at law, Noel Skippings. Skippings is suing the Turks and Caicos Islands Government and the attorney general on behalf of Veronica Penn and Domingo Skippings, both Grand Turk natives and on behalf of himself. Domingo Skippings is suing the police and the Government in relation to a high speed chase in the capital, whereby police are alleged to have knocked him down and driven over him with their official police vehicle. Skippings was paralysed for several months and is still recovering. Details on the attorney and Penn’s civil suit have so far not been revealed. A further update on those cases will be published next week.
Man remanded for firearm assault charges
Clinton Holbert Jr of Grand Turk has been remanded to prison for the misuse of an imitation firearm with intent to cause fear. The victim in the case is Treverson Saunders. Holbert Jr is also charged with causing unlawful and malicious grievous bodily harm on Saunders. The accused was initially arrested and later placed on police bail pending Treverson’s recovery and while the investigation was ongoing. However, he was later rearrested
and taken before the court on Wednesday (April 25) where the Grand Turk Magistrate remanded him until his sufficiency hearing in early June. The allegations against the defendant date back to March 14 this year, and were committed in the capital.
Two Jamaicans sentenced to five months each for illegal entry
Garfield Taylor and Kenrick Rochester both pleaded guilty when they appeared before the Chief Magistrate Tanya Lobban-Jackson last week. The men admitted to entering the Turks and Caicos Islands unlawfully by boat along with other illegal persons who have yet to be detected and or captured. They were sentenced to five months each and will serve their time at Her Majesty’s Prison in Grand Turk before being deported back to Jamaica.
Prison officer suspended after criminal charges
Etherton Meeklight, a Jamaican prison officer at HM Prison in Grand Turk, has been suspended after he was criminally charged with an offence not related to his line of duty as a prison official. Though details of the offence(s) are sketchy at this time, reports are that the charge stemmed from an altercation involving Dominican woman at a bar in Grand Turk. Further investigations are being conducted and Meeklight is currently awaiting a court date.
Appellate court rejects burglar’s appeal
Samuel Augustine has lost his appeal against a burglary conviction and sentence. On its final day of sitting on Wednesday (April 25) the Court of Appeal ruled against the appellant. The court will give its written reasons for dismissing the appeal and affirming the conviction and sentence when it returns in August. Following the decision, Augustine was returned to HMP to finish his 11 year sentence. The man was convicted by a jury, and sentenced by Justice Joan Joyner for the robbery and wounding with intent carried out on security guard Calvin Lightbourne, outside Scotiabank ATM in Providenciales.

We, the people, in Grand Turk Dear Editor, It is high time the Government put the needs of our people first not foreign businesses. The small business community in Grand Turk is neglected. Recently, we have had practically every politician and the media fighting about beach access in Provo, however the boat operators and beach in Grand Turk have been asking the Government for years now to support us on four critical issues as it is vital to the success of our business. 1) Beach access near the loading zone on White sands beach. Currently local vendors and boat operators do not have public access to the beach within a reasonable distance to loading zone. The public access was taken away by Carnival. Who approved this? 2) Build a proper boat ramp at south dock near Jack’s Shack area. Currently, the cement pavement is constantly buried with sand. This prevents local boat operators from
pulling their boats from the water onto land with a boat trailer. We have two options; either pay a local big equipment operator to pull up our boats or drive them around to North Creek. When there is inclement weather North Creek is not safe to get into or out of. Why should we the boat operators be subjected to this condition? Why is this accepted? 3) Provide the marine and fisheries department in Grand Turk with a decent vessel. Currently, the marine department does not have a speed boat stationed on Grand Turk. We have one, two and sometimes three cruise ships docked in Grand Turk on any given day. This means there are hundreds of tourists in and on the waters. If there is an emergency, the marine and fisheries are NOT EQUIPPED to provide proper assistance. Can anyone explain why this is acceptable?
Expose the British and vindicate the administration
4) Provide proper boat moorings (if fees are being assessed to boat operator’s licenses). Currently, boat operators are required to provide their own ‘makeshift’ moorings. These are not inspected or maintained by the fisheries department. However, we are required to pay yearly fees for moorings. Does this make sense? It appears our voices don’t matter and have landed on deaf ears. Are we not important? Are small boat operators services not needed to support the tourism product? These are all questions the Government must provide a valid response too. I’m appalled that Carnival Cruise Lines can practicality dictate what they want but we the people have no voice and no advocate fighting for our cause. They have made it so difficult to CONTINUED

Dear Editor, We are all aware of the British age old game of convenient colonialism, hence no conscious politician or voter for that matter should be in any haste whatsoever to validate any British claims or assertions against an elected government in an overseas territory. The governor however has exposed himself and afforded our premier a clear and unobstructed opportunity to expose the British and vindicate her and her PDM administration from what is tantamount to flagrant and brazen allegations of falsehood, apathy and incompetence in her Government. She is now free to produce the Cabinet papers presented by her and her ministers proposing the rehabilitation projects for our airport terminal, school buildings, community centres, government buildings and so on, that were devastated by hurricanes Ike, Irma and Maria. The premier must expose the governor by showing to the public when these proposals were presented to Cabinet and overridden by the governor himself.
In the case where it may have been any civil servants, obstructionists, as permanent secretaries, or other financial officers, department heads or managers, she should produce her written directives or requests and expose them too. This has escalated way beyond a word and blame game; the ability and credibility of the premier and her Government has been placed on the line by Her Majesty’s Government and she has wherewithal to easily and convincingly defend that and put this matter to rest leaving no doubts whatsoever in the minds of both her supporters, non-supporters and haters. I often wonder why we allow ourselves to be inextricably entangled in webs that may so easily be disentangled. The governor apparently unknowingly opened the door so the premier can walk in and expose them all and put them to shame. Our premier has one car, not five Cadillacs with neon licence plates advertising ‘I am the El Supremo’. Our gal is not building a mansion with your tax dollars or trying to close down our commercial dock. She is not selling the farm land top soil to Dellis Cay. The people voted for change. Change back to what worked for eight years and was voted to work for four more in 2003. In 2003 the votes were stolen by crooked cronies paid to switch a narrow election. The rest is history. Governor Jim Poston passed away from the results of what was liberally applied to him by you know who. When Tauwhare suddenly left, he said we could find him tucked away in some London backroom.
This governor expedites Premier Sharlene Cartwright Robinson but he really needs to light a fire under British justice. The sun long sets on the former empire. Maybe Britain is just having fun with what’s left. British Tories followed the Trump route by dropping out of the EU. British Labour had followed the USA’s Clinton’s North American Free Trade Agreement (NAFTA) thing to give up USA manufacturing jobs. NAFTA was supposed to help Canada and Mexico. Now the Canadian dollar hits new lows as the Mexicans swarm into the USA to take jobs from poor US citizens trying to get ahead. No wonder Hilary lost votes in former great manufacturing cities of the USA. She only did well in the heart of welfare land. Meanwhile back in the TCI we need to review where we are. We need
to fix more hurricane damage and continue building roads and schools. Again, I ask what about the unfinished government building in Middle Caicos. We need to do something with it or we will attach a bronze plaque. The plaque will have a one word message: ‘THINK!’ Has this governor been installed by left over elements of the British Labour government still smarting from the British looming exit from the EU? We recently watched former UK prime minister Tony Blair speak his sour grapes. Does Britain have leftover Labour selected civil servants in the Foreign and Commonwealth Office now giving government conservatives a hard time? The brothers Misick invented the concept.

TCI adds new vaccine to health programme A VACCINE proved to prevent cervical cancer will be added to TCI’s immunisation programme this year. The Ministry of Health made the announcement in a statement on Wednesday (April 25) recognising 2018’s World Immunisation Week and Vaccination Week in the Americas. It also revealed that an electronic immunisation registry will be rolled out this year, and a vaccine that prevents pneumococcal disease will be introduced by 2020. “The TCI has been doing well in achieving and maintaining high coverages in the protection of its population from vaccine preventable diseases,” the statement
read. “The expanded programme on immunisation is in its 41st year and since its inception has seen much growth and achieved many milestones. “We have seen the addition of both new and improved vaccines to the programme locally and regionally.” April 23 to 27 marks the 16th anniversary of Vaccination Week in the Americas and the 6th World Immunisation Week. This year the theme is inspired by the 2018 FIFA World Cup soccer games in Russia and the slogan is ‘Strengthen your defence! #getvax #vaccineswork’.
Since its inception, more than 720 million people of all ages have been vaccinated against vaccine preventable diseases. “The vaccination week initiative has been used to integrate other promotional and preventive health procedures into vaccination activities as well as highlight the importance of maintaining the achievements obtained in the region through vaccination,” the statement said. The goals of vaccination week are to: -Improve access to vaccination for people of all ages through outreach to the underserved communities. -Increase vaccination coverages
of all vaccines. -Raise awareness about vaccine preventable diseases and the importance of being immunised. -Promote vaccination in the whole family. -Boost other public health activities. The Americas have been the global leader in the elimination of vaccine preventable diseases for many years. It was the first to eradicate small pox and the first to eliminate polio, measles, rubella, congenital rubella syndrome and neonatal tetanus. “It is important for the region to sustain the elimination efforts particularly because of our risk of
importation of these diseases from other areas such as Europe, Asia and Africa through travel,” the Ministry of Health said. Outreach activities will be held in day care centres, schools and communities across the TCI during World Immunisation Week. Vaccines are offered free of charge at all government operated clinics to people of all ages. Explaining the unexplainable Dear Editor, A piece in the Dec 23 2017 - Jan 5, 2018, TC Weekly News titled: ‘AG seeks to clarify Governor’s statutory body oversight’ reads: “Attorney General Rhondalee Braithwaite Knowles has offered a ‘clarification’ of the Government’s legislative proposal to grant the Governor oversight over statutory bodies in the Turks and Caicos Islands. “During a House of Assembly meeting on Monday (December 18) the Attorney General, on the instruction of the premier, told members of the House that the proposed bill to amend the Public Finance Management Ordinance actually seeks to ‘strengthen the role of government over statutory bodies.’” Please take a minute to let that sink in fellow TC Islanders. We are in serious trouble when it is the AG who has to come out, on the instruction of the premier, to ‘dress up’ and sell us something the governor wants to do. If this move is so wonderful for the people of the TCI, why is it the governor, top man sent by the Crown, has not come out and announced it himself but instead opting to have two TC Islanders do it for him. Moreover, are they being instructed to do this by the governor and his bosses, or is this of their own freewill? Whatever it is, this is quite distressing. I for one feel quite let down more than I have for most things that have occurred in the TCI in the past three and a half decades since going away. Yes, this year makes 35 years since I left to attain my education and career. In that time, many TC Islanders, including these two individuals of the highest profile
positions of ‘premier’ and ‘attorney general’, have done the same. So, we should be way ahead now, should we not? But consider this. At my leaving, all those years ago, those in the top roles of local governance did whatever the Crown’s agent, the governor, wished done. Now 35 years later, education and career milestones notwithstanding, these top-profilers are doing the same thing today. Now do you see why this is so distressing and disappointing? Moreover, who is representing the people of the TCI and based on this conduct can we honestly say that these two individuals are? Anyone familiar with TCI Constitution should know that the AG does not represent the people of the territory. They, like the governor, represent the interests of the Crown and are the legal authority charged with seeing that those interests are carried out. So, let us not be fooled into thinking that because Mrs Braithwaite-Knowles is a TC Islander like the rest of us, she shares the same goals of the general TCI populace as far as her duties are concerned. She does not! But there should be no animosity or angst towards her because of this. This is the reality of her job in this pathetic, outdated and nonprogressive colonial framework that our country has been burdened with for four centuries now. It is for this very reason I have insisted that our Crown land not be under the AG office as it has been since the interim government took over, following the last Commission of Inquiry. Despite the fact that it is called
‘Crown land’, it is the property and birthright of the people of the Turks and Caicos Islands. Granted, elected officials at the time disqualified themselves from this responsibility. But this was no reason to put our most valuable resource under this office that does not represent the people of the TCI. I have maintained that it should have been put under the office of the National Trust and its Director, Ms Ethlyn Gibbs. Her job is to secure and preserve our national heritage and as such she should have been made the ‘governess’ of overseeing preservation of our precious lands. Not the AG! This should be corrected immediately. Now, as the article states, Premier Sharlene Cartwright Robinson instructed the AG to make this explanation on behalf of the governor about this radical statutory board change. That, in itself, should set off alarm bells. She was elected by the majority of the TCI electorate to represent and push for their interests, unlike the AG. That being the case, can this leader look TC Islanders in the face and tell them that this action she is directing of gifting such crucial local governance functions to a man not chosen by our people, and not tied to any commitment to ensuring our well-being, is for their benefit? It has been a constant that the People’s Democratic Movement (PDM) has steadfastly maintained a healthy distance from the British ‘overseeing’ colonial machinery. A wise move, as one must be a fool to believe that unfamiliar and unchosen men of a different colour and race have come all the
way across the ocean to secure our interests. By this action, is the current PDM leader and Premier, Mrs Cartwright Robinson, abandoning this selfpreservation tactic that is a PDM hallmark? If so what would the party’s original founder, JAGS McCartney, think of her? Really. Can those of us who know him see JAGS directing a government official to go out and convince the people that their fellow-citizens should be separated from powers they have, and those powers handed to a British governor? JAGS always pulled me aside to hear my thoughts and share his. As such I know him well. No more than anyone else, but enough to know that the sun, moon, AND stars would have to fall from the sky before he
would do any such thing. And what should those who chose this premier and her party to represent them think of her, and this version of their party? Granted the statutory boards do need serious overhaul to enhance transparency and accountability. But are we to believe that it is only a white man who can offer these much-needed improvements? What a disappointment, as it endorses the very thing that has burdened the shoulders of the TCI peoples for four centuries. Colonialism! Youngsters plant a tree at Cheshire Hall Plantation in Providenciales
Community plants trees at National Trust site ABOUT two dozen native trees have been added to the Cheshire Hall Plantation landscape to replace those lost during last year’s hurricanes. Members of several TCI organisations met at the National Trust site in Providenciales to help with the project last Friday (April 20). The tree planting event was sponsored by Beaches Turks and Caicos, which provided the trees, and was hosted by the Turks and Caicos National Trust. Trust director Ethlyn GibbsWilliams said: “Today is about showing appreciation for what we have inherited from Mother Nature, while educating others on how to preserve our natural habitat.” Students and teachers from Clement Howell High School’s Environmental Club and the Government’s pine recovery project manager Bryan Manco also assisted with the planting. The activity coincided with international Earth Day, celebrated every year on April 22, and was a follow-up to the Earth Day 100 Trees Initiative which started in 2016. According to a Government press release on Tuesday (April 24), the National Trust was grateful to receive the gift of trees as the site lost 30 percent of its trees to hurricanes Irma and Maria. Among the trees planted were
seagrapes, silver buttonwood, green buttonwood, ruellia, hibiscus and Caribbean Caicos pine. The Caicos pine is an endemic tree, regarded as the national tree of the TCI, and is an important part of the territory’s ecosystem. A recovery project is currently underway. “The Turks and Caicos National Trust is an ardent supporter of environmental protection and advocates for safeguarding the country’s natural heritage,” the statement read. “This Earth Day tree planting exercise will certainly encourage the efforts of the National Trust in propagating native plants in the nursery at the historical site.” Earth Day, or the International Day for Mother Earth, is the largest civic day in the world that promotes the importance of trees and keeping the earth clean and green. Trees have a very important role in absorbing carbon, cleaning and cooling the air, stabilising soils, recycling nutrients for agriculture and supporting habitats for wildlife. Beaches PR manager Elanor Krzanowski said: “Earth Day is intended to inspire awareness and appreciation for the Earth’s natural environment, so we found it fitting to host a native tree planting project at the one of our most cherish historical sites.”

Centre pupils enjoy high school tour PUPILS from a specialist school in Providenciales visited Clement Howell High School recently where they were given a tour and enjoyed a music session. Ashley’s Learning Centre caters to children with disabilities and provides them with a safe and productive learning environment. It was founded by Angela Williams Valerio who needed an educational facility for her daughter who has autism and quickly expanded to welcome several other youngsters. In recognition of Autism Awareness Month, a teacher and students from the centre visited the local high school, according to a Government statement on Wednesday (April 25). The school often sends teachers to assist with lessons at Ashley’s Learning Centre and Tourism Club students also volunteer with the children. When the centre pupils arrived, the high school principal and students welcomed the group and joined the tour with them. “The groups of students who
came enjoyed interacting with the students from Clement Howell and they were excited to be in ‘regular school’,” the statement read. They met other teachers in the staffrooms, toured the labs and ended with a session at the music room. “The students were able to play instruments and for those who are already knowledgeable of playing the instruments, they showed their skills.” The teachers wore t-shirts to celebrate the initiative and also organised a small fundraising effort in order to make a contribution to the centre on behalf of the school. ExtraOrdinary Minds - Ashley’s Learning Centre is a small, nonprofit institution created to nurture and develop young children with mild to severe disabilities. The income of the school goes entirely to the payment of the staff. Some of the children attend the centre at no cost. Attendees included party members, former leaders and other interested parties.
PNP seeks to propel principled leadership during seminal event BY DELANA ISLES LAST weekend members of the Progressive National Party (PNP) embarked on a conference intended to pave the way for a younger and brighter leadership. The seminar comes just a few short months following current party leader and leader of the opposition Charles Washington Misick’s decision to step back and give the younger generation a shot at charting the course to 2020. Over the course of two days April 20 and 21 - members were invited to listen to and engage with a series of high profile speakers from the Turks and Caicos Islands, the Bahamas and Jamaica. Feature speaker for the conference was Dr Luz Longsworth, pro-vicechancellor and principal of the
University of the West Indies Open Campus. Her research focus at the teaching institution is in the fields of leadership development and organisational transformation in higher learning. Other speakers were Pastor Bradley Handfield of the Community Fellowship Central Assemblies of God who presented on principled centred leadership and Lillian Swann-Misick, former member of the House of Assembly who spoke on authentic leadership. Bahamas opposition appointed senator Jobeth Colbey-Davis, who represents a new voice in politics in that country, also spoke, as did Kyle Smith, president of the Chamber of Commerce who gave a presentation on fostering youth leadership. Finally, Carlos Simons, senior partner at Miller, Simons and
O’Sullivan law firm, spoke on the rule of law and leadership. In her presentation on level five leadership, Dr Longsworth questioned why is there a need to have a conversation, and if there is a genuine search for change. “Leaders have to be aware that life is not the same as it was, and the same solutions and models cannot solve the problems of today or even imagine the problems of tomorrow.” She also spoke on how, in today’s changing landscape, leaders can create a framework of stability for their people. She mentioned the technological changes, environmental sustainability, and social changes in terms of integration and identity, the latter of which she pointed out is not unique to the Turks and Caicos Islands.
She outlined that when looking at leadership, one should take into account the who, what and the how of leadership. “You’re looking at what is the focus of the leadership, therein,” Dr Longsworth noted. She also stated that in the 21st century the leadership tools that worked before cannot and should be adapted in moving forward. Focusing on the five levels of leadership, Dr Longsworth first outlined the Jim Collins concept of level five leadership. “Collins said in any team you have five levels of leaders, level one is the highly capable individual, that’s the person who contributes through their talents, they have their knowledge, their skills…they come to work early. “Level two is where that person
becomes a contributing team member, they are not just doing their jobs. “Doing your job is good, but then you have to contribute to the team’s progress, you start contributing to individuals’ abilities to achieve group objectivity, you work effectively with others. “Level three speaks about the competent manager, that’s the person who can organise the resources, that is the person who can organise people and pursue the objectives of the organisations. “Level four is the effective leader, that’s the person that has a vision, can catalyse commitment to that vision and pursue the vision and stimulate high performing standards. “Level one to four we all know those persons. “Level five, that is the person

that builds greatness that will last. That’s the person who transforms the organisation. That person does so through humility on one hand and professional will on the other hand. “Humility is one side of achieving greatness, but it’s not the only side to achieving greatness.” Dr Longsworth noted that other factors in level five leadership include things like having the right people on the bus. She also advised that all levels of leadership are important to achieving the overall goal, and ought to be taken seriously. Throughout her hours long presentation, Dr Longsworth interacted constantly with the audience, engaging them on their understanding and perceptions about what it takes to be a leader. CALL OF THE LEADER During his presentation, Kyle Smith focused on an aspect that has been the call of the current party leader, Washington Misick since announcing his imminent retirement as party leader - that of fostering and encouraging youth leadership within the PNP party. Smith noted that the greatest concern for the TCI lies with the future of Belonger youths where the

majority (178 out of 330) do not see a future in the TCI. Conversely, he added, migrant children have expressed a very positive outlook when it comes to living in the Turks and Caicos Islands. “Although I stand here as Kyle Smith the current president of the Chamber of Commerce Providenciales, I want to make it evidently clear that I also stand here as a non-partisan individual, a Turks and Caicos Islander, an activist and social entrepreneur. “I stand here because I am a believer and advocate of change, an advocate that believes in the power of our people, our youth and their vital role in the growth of our Turks and Caicos.” He noted that fostering youth leadership is a topic that spans and baffles generation after generation. Fostering: to encourage or promote the development of something, regarded typically as good. Youth: The appearance, freshness, vigour, spirit etc, characteristics of one who is young. Leadership: The action of guiding a group or organization, Smith explained. “As an agent for change the question that stood out for me as I pondered these definitions over and
over, through and through was: how do you encourage a future - forward thinking - approach to leadership that offers inclusion of our fresh, vibrant spirited people in the exercise of country building.” Smith said that the answer to that question, did not come right away, but when it did it was a glaring moment right before his eyes. “That moment came when I realised that we cannot understand where we are going if we don’t know where we have come from. “We cannot begin to foster true leadership in the country if we have no knowledge of our leadership journey. “We can also not foster true leadership if there is not active inclusion of our past leader in the aiding and construction of growth to our future leaders.” He said that his curiosity led him to question a few things, such as: through each generation of leadership does the data suggest that there is a resistance to change? “Does or will the data suggest that the youthful prospective leaders are not interested in leadership? “Does the data show that there is a disconnect from one generation to the next? “Does the data show
consciousness of past and present leaders to the need for continuity and succession? “At what age did some of our most inspiring leaders lead? “Are we at a point of convergence? “Does leadership inspiration skip or jump a generation? “Does or will the data suggest that the youthful prospective leaders are not interested in leadership? “Of course, they are but they also are not,” Smith pointed out. He said that many of the TCI’s youthful leaders are not prepared to sacrifice their independence to lead in a path of conformity. “Does the data show that there is a disconnect from one generation to the next? “Yes. I wonder if it is because they are not prepared to let go. In fact, when you look at the difference in ages there is definitely a disconnect. “Is it because there is a lack of preparation or lack of interest. “Yes…if there wasn’t resistance then we would have had more millennial leaders.” He said that there is no consciousness between the past, present and future leaders, stating that as long as the path to leadership is towing party lines, there will never be true leadership consciousness.

“As long as my grandparents and parents continue to vote down the line and not with substance there will be no substance to future leadership. “As long as the path for the youth is to engage in the existing orthodox approach, we will have more of the same.” Smith also reflected on the average age that past leaders began their leadership journeys, noting that the average age of some of the TCI’s top leaders such as chief ministers and premiers was that of 37.5. Norman Saunders 24, Nathaniel Francis, 68, Jags McCartney, 31, Oswald Skippings, 22, Derek Taylor, 37, Washington Misick 40, Dr Rufus Ewing, 43, Michael Misick, 25, Sharlene Cartwright Robinson, 45. Bringing the overall average age of leadership pool over generations to 39, Smith said. He stated that context and challenges of leading today have changed dramatically, as such there needs to be a radically different approach to the way leadership is fostered amongst the youth. Smith pointed out that as the idea of fostering new youth leadership is now a topic of discussion, it has to occur with little resistance and resentment.

Volunteers collected rubbish from roads, pathways, the marina, community gathering spots like Queen’s Parade Grounds and local residences. They were led in their efforts by reservations manager Eka Arsani and cost controller Paul Elliott. “As a local South Caicos resident and past student of Marjorie Basden High School, it was indeed my pleasure to participate and work alongside some of the students and volunteers,” Elliott said. “I was thrilled to hear about the opportunity to participate in a clean-
up campaign and I look forward to many more.” Earth Day, which is aimed at supporting environmental protection and promoting sustainability, is celebrated annually by the Turks and Caicos Hotel Association. The association hosts the annual TCI Shines event in conjunction with resorts throughout the TCI where volunteers clean up litter to preserve the territory’s natural beauty. According to a press release from Sailrock Resort on Thursday (April 26), volunteers were “thrilled” to participate because they understand the importance of sustainability and supporting a clean environment in a small community. The resort donated supplies
such as garbage bags, gloves for protection, drinking water and provided equipment for the volunteers. “Sailrock Resort, which previously founded the South Caicos Heritage Foundation to support the South Caicos community following hurricane Irma, remains committed to continuing their efforts of preserving and supporting the rich history and culture of South Caicos,” the press release read. ONCE your toddler is mobile there’s a whole new world for her to explore! But you will want to make sure she is safe as she learns about the great outdoors. Here are some safety tips for when you’re out and about: Never leave your toddler unsupervised in the garden. Make sure that you or another trusted adult is always around to keep an eye on her. Check that the area has no sharp objects, such as gardening tools or broken bottles. Watch your toddler particularly closely if she is playing in a paddling pool or near water. If you have a pond, fence it off, cover it securely or fill it in. Make sure your toddler can’t get out onto the road or into other gardens. Fix any gaps in fences and make sure that there are no exposed nails. If garden railings or hedges have openings wider than three inches, block them up with boards or safety netting. Create a separate pet area in your garden. If this isn’t possible, clear up any mess before your toddler goes on the grass.
If you have a dog flap, make sure it is locked when your toddler is around. It may offer an easy escape route into the garden. Check your garden for poisonous plants and remove them or fence the area off. Even if you put them out of reach, the berries or leaves may fall on the floor. Berries can also be a choking hazard. Don’t leave power tools, gardening implements or chemicals, such as weed killer and fertiliser, lying around the garden. When you’re having a barbecue, keep your toddler well away from the grill. If you have a sandpit keep it covered. Otherwise neighbourhood pets are likely to see it as their own personal bathroom! Don’t forget to use a sunscreen with an SPF of at least 30 when the weather is hot. Take extra care around plants with sharp thorns, such as bougainvillea and agave, and consider fencing them off or removing them. Bear in mind that gravel and small stones can be choking hazards for your toddler.

The 5 foot 11 inches Trinidadian contestant edged out 15 others including Suriname’s Daphne Veldkamp in the keenly contested finals. Speaking of her experience during the show, Riley said she learnt invaluable lessons along the way. “I have learnt that I am stronger than I know. I had to bring my A game as my fiercest competition Daphne gave me a run for my money, literally, especially after she won the best picture challenge during last week’s episode.” According to a press release from Flow on Thursday (April 26), the season four winner sees this as another big step in the pursuit of her passion for modelling. ENVIRONMENT and Housing Minister Romauld Ferreira on Monday officially announced his ministry’s initiative to ban single-use plastics and Styrofoam in the country by January 1, 2020 - a move he said would have a significant impact on waste at the New Providence Landfill. Mr Ferreira also spoke about the long-term health and environment impacts from single-use plastics such as disposable utensils, straws and shopping bags - and Styrofoam, which contribute to street and ocean litter as well as health disorders when chemicals from these products are leached into food. Speaking at a press conference held at the Bahamas Chamber of Commerce, Mr Ferreira said the first round of public consultations on the ban is projected to start at the end of April. A memorandum of understanding was also signed between the minster and Chamber of Commerce yesterday. The target deadline for the required legislation is August this year. The ministry is also working on making the release of balloons into the air illegal, as these contribute to ocean pollution. This initiative is being hailed as “the first step towards developing a national waste management strategy

for The Bahamas”. When asked how much of an impact the ban would have on the current state of the landfill, Mr Ferreira said it would be very significant. He also added progress has been made on the selection of a new operator of the landfill, with hopes to make an announcement by June. “As it stands now, a significant portion of the waste that we get at the landfill is single use plastics-- plastic
bags, etc,” he said. “So in terms of its significance, once we get to the point where we could significantly reduce it coming into the country, then we would have significantly reduced the amount of waste we generate for that category.” In terms of the impact on businesses that rely on the use of plastic bags and Styrofoam, as well as local distributors of these products, the ministry believes this will ultimately be a “win-win” situation.
Britain to set up compensation scheme for “Windrush” migrants BRITAIN will compensate some Caribbean immigrants who have lived legally in Britain for decades and have wrongly been labelled illegal immigrants because of trouble documenting their status, interior minister Amber Rudd said this week. The government will also waive fees associated with becoming a citizen and ensure these long-term British residents do not have to pass Britain’s citizenship test, Rudd told parliament. Instead, she said individuals would be assigned a case worker who would decide on nationality, and the burden of proof has been shifted so the government would take a more lenient approach. “The state has let these people down,” Rudd said. “None of this can undo the pain already endured, but I hope it demonstrates the government’s commitment to put these wrongs right going forward.” Thousands of people from the “Windrush generation” were invited to Britain to plug labour shortfalls

Royal wedding: William to be Harry’s best man for Meghan marriage PRINCE Harry has asked his brother Prince William to be his best man at his wedding to Meghan Markle, Kensington Palace has said. Prince Harry had been the Duke of Cambridge’s best man at his wedding to Kate Middleton in 2011. The wedding will take place at St George’s Chapel, Windsor, on 19 May. More than 600 guests have been invited to the ceremony with 1,000 members of the public being welcomed to the grounds of Windsor Castle. A further 200 guests - including the Spice Girls - have been invited to the couple’s evening reception. In a statement, Kensington Palace said: “The Duke of Cambridge is honoured to have been asked, and is very much looking forward to supporting his brother.” The palace also tweeted a picture of the pair of Princes when they were boys wearing police helmets. Suspect in Toronto van attack expressed anger at women before rampage THE man identified as the van driver who traumatised Toronto was a socially troubled computer studies graduate who briefly joined Canada’s military last year and posted a hostile message toward women on Facebook moments before his deadly rampage, according to accounts by police and his acquaintances on Tuesday. The suspect, Alek Minassian, 25, was charged in a Toronto court with 10 counts of first-degree murder and 13 counts of attempted murder one day after the van rampage along the sidewalk of a busy Toronto street. Police have said that Minassian, a resident of the Richmond Hill suburb of Toronto, appeared to have intentionally struck the victims in what was likely to count as Canada’s deadliest vehicular assault. Government officials have said the attack did not appear to be an act of terrorism but have not ruled it out. The rampage shattered a peaceful Monday afternoon when a white Ryder rental van roared down Yonge Street, a main Toronto thoroughfare, and plowed into pedestrians along a nearly 1-mile stretch. Macron attacks nationalism in speech to US Congress FRENCH President Emmanuel Macron has used his speech to the joint houses of the US Congress to denounce nationalism and isolationism. Mr Macron said such policies were a threat to global prosperity. The speech was widely interpreted as a thinly veiled attack on President Donald Trump’s America First agenda. Mr Macron also raised differences on global trade, Iran and the environment, seemingly in contrast to the warm friendliness of his visit. The French president was given a three-minute standing ovation as he took his place in the chamber for his speech. He hailed the “unbreakable bonds” of the US and France, forged in “liberty, tolerance and equal rights”. He has developed a strong relationship with President Trump, and was in Washington as the first foreign leader to be afforded a US state visit by the Trump White House. But the French president’s comments showed that the pair do not agree on all subjects. Mr Macron said isolationism, withdrawal and nationalism “can be tempting to us as a temporary remedy to our fears. But closing the door to the world will not stop the evolution of the world. It will not douse but inflame the fears of our citizens”. He added: “We will not let the rampaging work of extreme nationalism shake a world full of hopes for greater prosperity.” Mr Macron said that the US had invented multilateralism and now needed to reinvent it to create a new 21st Century world order. He said the UN and the NATO military alliance might not be able to fulfil their mandates and assure stability if the West ignored the new dangers arising in the world. On trade, Mr Macron said that
“commercial war is not the proper answer”, as it would “destroy jobs and increase prices”, adding: “We should negotiate through the World Trade Organization. We wrote these rules, we should follow them.” Mr Trump has in the past said that trade wars are good and easily won. He has taken on Europe and China with new tariffs, saying the US has suffered from unfair trade practices. On another issue of difference, Iran, Mr Macron said his country would not abandon a nuclear deal with Tehran that was agreed by world powers when President Barack Obama was in office but which Mr Trump has branded “terrible”. Mr Macron said: “This agreement may not address all concerns, and very important concerns. This is true. But we should not abandon it without having something more substantial instead.” But he added: “Iran shall never possess any nuclear weapons. Not now. Not in five years. Not in 10 years. Never.” On the environment, he said by “polluting the oceans, not mitigating CO2 emissions and destroying biodiversity we are killing our planet. Let us face it, there is no Planet B”. Donald Trump last year withdrew the US from the Paris global climate accord, another landmark Obama achievement, saying it was a “very bad deal for the US”. The accord, signed by nearly 200 countries, aims to cut damaging emissions. Mr Macron’s wide-ranging address highlighted numerous political and cultural links, citing American Revolutionary War officer Marquis de Lafayette, writer and feminist Simone de Beauvoir, Abraham Lincoln, author Ernest Hemingway, the founder of French romanticism François-René Chateaubriand and both Presidents Roosevelt. World News Windrush: Amber Rudd facing fresh calls to quit AMBER Rudd is facing fresh calls to quit as home secretary after it emerged officials were set targets for the removal of illegal immigrants. On Wednesday Ms Rudd denied targets were used, when she faced MPs investigating the problems faced by the Windrush generation. She has now admitted to “local targets” for “internal performance management” but said she had not known about them. She vowed to ban them if they were being used “inappropriately”. But Labour’s shadow home secretary Diane Abbott said Ms Rudd should resign as a matter of “honour” after confirming the existence of the targets, which union officials have said are prominently displayed on posters at regional immigration centres. She told BBC News Ms Rudd was “trying to blame officials” but that was not how the Home Office worked and the “direction will have come from the centre”. She did not see how Ms Rudd could survive in her job, she added, “unless she is only there as a human shield for Theresa May”. Asked how the targets had impacted on Windrush migrants, Ms Abbott said: “Immigration officials may have been looking for soft targets in the shape of West Indian pensioners who don’t have hot shot lawyers.” Her Labour frontbench colleague, Dawn Butler, told the BBC’s Daily Politics Mrs May was “presiding over a government that has policies that are institutionally racist”. The SNP’s home affairs spokeswoman Alison Thewlis also called for Ms Rudd’s resignation, saying she was presiding over a department “out of control” and it was “no surprise” targets existed as there was “a litany of callous

it has been a long journey but I’m happy with the outcome. My team is now the SIAC Women’s Champions once again. It feels good to be apart and to have contributed to that. I was kind of shaky going into both the 100&200 finals because I went in as the fastest loser for the 100 and I went in 5th for the 200. But was able to capture two medals for both races. You probably never heard of me on the 4x4 but I did the 2nd leg like always and I ran my heart out on it today I knew we would win but I wanted to make sure that they had a lead that wouldn’t be able to close. 4x1 same thing, got the baton and did my thing on the backstretch for my team we came out with the win in that too. I’m just ready to reload and be ever better next year I have a lot of things to work on still.”

MADDOX Zaidan-Jones scored three of his five goals in the second period to propel the Projetech Predators to an 8-4 win against the Coco Bistro Bruins when action in the Provo Hockey League (PHL) continued last Saturday at the Graceway Sports Centre. Zaidan-Jones’s dominance started in the opening minutes given that he carried his team to a 2-0 lead within the first eight minutes. The Bruins, who were down 1-3 after the opening period, made a run in the second, but the Predators closed the game with three consecutive strikes. NATIONAL athlete Helcy-Ann Sauver registered two bronze medals in individual sprints and assisted her team to two gold medals in the relays which helped them to the SIAC Women’s Conference Championships title last weekend. In what was her best athletic season to date, the freshman moved rapidly from rankings of 19 and 16 in the 100M and 200M. “I went from being 19th and 16th in the conference to number 1&2 and at the end of the conference racked up two individual medals and two team medals.” Sauver won bronze medals in the 100M in a time of 12.54s and 25.34s in the 200M. She also ran the second leg in both the 4X100M and the 4X400M. “The championships finally over,

Commonwealth Games Federation flip resulted in Haye-Smith’s late exclusion
A late decision by the Commonwealth Games Federation to support a ban by the IAAF resulted in the exclusion of 400M specialist Yanique HayeSmith from the Turks and Caicos national team, according to president of the TCAAA Edith Skippings. The wife of the local Commonwealth Games Association president Alvirto ‘Ali’ Smith was aiming to make her official TCI debut after she was initially given the all clear to travel to Australia, but the international CG body made a U-turn on the decision due to a transferal freeze that had been in place by the IAAF since February 2017. The 27-year-old has been patiently waiting to become a TCI athlete since immigrating here in 2013. Haye-Smith had told this publication that if the TCAAA had been more proactive, she could have become eligible before the freeze last year. “Jamaica had released me from 2014 before the freeze and the President of the TCAAA never responded to the IAAF that her country accepted me. Even though I was only a resident at the time. Only if she had replied to the IAAF before the freeze I would have gotten the chance last year at the World
Championship and this year at the Commonwealth Games to compete for TCI. So I’ll have to wait another year to compete for Turks and Caicos,” a frustrated Haye-Smith had told the Weekly News after sitting out the Games in Australia. The TCAAA head however stated that it was protocols and a lack of belonger status which dictated HayeSmith’s faith. “We could not accept her because she had no status, so there could be no transfer of allegiance. And we spoke with the relevant person at IAAF, they said that they could not accept her until she gets her belonger status,” Skippings recently told the Weekly News. Haye-Smith received her belonger status in December last year and will be up for consideration when the IAAF meet in July.
MORE COULD HAVE BEEN DONE Current first VP of the TCAAA Alvirto Smith told the Weekly News this week that although there were certain protocols in place had the TCAAA been more proactive, HayeSmith could have gotten past the IAAF freeze of 2017. He said that in 2014 when

Jamaica released the athlete, the TCAAA received two tasks to follow up on: to inform the IAAF that they had accepted the former Jamaican sprinter and to provide a proof of status to the international body. He said that although at the time Yanique was only a resident, her citizenship was being worked on and had the TCAAA informed the IAAF
that they had accepted the sprinter; the international body would have opened a file of transferal. “Had Edith completed the response in 2014, a file would have been open for Yanique, pending review once all the remaining items were attached. We followed up every week from when she (Yanique) submitted her interest to transfer in April 2014. Edith sat on the info.” Smith added that correspondents from the IAAF indicated that the body did not have on record a request from Turks and Caicos Islands to review Haye-Smith’s eligibility from 2014 (or any time after that leading up to February 2017). “We made a request to Edith for a letter of support to fast track Yanique Citizenship Application. She refused to assist.” Skippings though is of the opinion that only belonger status would have resulted in the IAAF transferal and passed on a correspondent from the IAAF’s council member Helen Delany who communicated with the TCAAA in April this year. “Whilst the IAAF received confirmation of Ms Haye-Smith’s
release from Jamaica in 2014, as communicated to the TCAAA at the time, a transfer of allegiance application cannot be processed until the athlete has acquired citizenship (of the new member ie Turks & Caicos). Based on the correspondence provided to us, we understand that Ms Haye-Smith’s citizenship was granted in December 2017. This would have been the stage at which to submit a transfer of allegiance request to the IAAF but as you are aware, the IAAF’s rules regarding eligibility (transfers of allegiance) were revoked in February 2017. This means at present there are no rules permitting an athlete who has already represented one country in international competition as part of a national team to represent another, and we have not accepted any transfer requests following this date,” Delany stated. Once given the all clear, Skippings said that Haye-Smith would be a regular inclusion in the TCI team. “As long as she is given the all clear she will be welcomed into the team. After July then she’ll know her faith.”vv
