Doug Parnell defends inherited PNP projects BY DELANA ISLES ELECTED member for the Cheshire Hall constituency, Doug Parnell has defended the PDM’s budgetary listing of several capital projects and programmes that were touted under the former PNP administration. In his budget address last Wednesday, April 19, in the House of Assembly, the PDM member was adamant about his party being the one that could get things done, while their major political opponent can only conceive of things, but never follow through. “We took the reins of government two thirds of the way through a financial year. “Much of the programmes we inherited were already cemented by the time we took over, yes, but much of it, particularly the capital spending programme was not committed by Cabinet. “So they were stalled projects, like the Hon Minister of Infrastructure said, they have to be completed by the PDM Government. “Many of these programmes, without PDM Government guidance would still be waiting for change [money],” Parnell told the House. The elected member was responding to several opposition members who were very critical of the Government’s budgeted capital programme, implying that the budget is unoriginal as it was filled with plans of the former administration. But Parnell, following similar assertions by a number of other Government members in the House, would not let the comments go unchecked. He was quick to point out that the

PNP, as they have admitted while in office, was unable to get several of the disputed projects off the ground due to a lack of bids and monies not being budgeted for them. Pointing to when Chief Minister Derek Taylor left office years ago, Parnell said that Taylor left office with “a massive pipeline of projects” and a budget surplus; adding that it should not surprise anyone that projects were left in the pipeline by the PNP government. However, he stated that unlike the PNP, Taylor had funded the projects he had planned before leaving office. Parnell insisted that the people of the country do not have short memories, and that the PNP members’ attempts to hoodwink them will not work. He stated that the PNP government could not get projects started. “They said their hands were tied by everything - the constitution, the Governor, the Attorney General, the CFO, even the PDM. “And we had to accept unfortunately, so late in the year, that after elections we had a budget that we could tweak….” Parnell continued that where the PNP

had dreams of doing things, the PDM Government will be funding the reality. “The reality is that they wish for things to happen, we make them happen through decisions. Decisions. “So, the bad decisions that they made, such as not providing adequate funding for the prison and social services, we have to come here with supplementary appropriation bills and we change that.” He opined that the PNP could not have gotten any of their better ideas off the ground because they could never unite on any issue in Cabinet. He then addressed the leader of the opposition’s claim during his budget address that the PDM members suffer from “group think,” stating: “No, that is called unity.” The member added: “They wished for the second phase of the development project in an election year, but they didn’t plan it. “They wished for the beginning of the Long Bay High School third phase in an election year to become a reality, but they didn’t plan that either or they didn’t fund it.” He stated that while the PNP members boast in their budget speeches about projects being theirs, they are all unfunded. “You can’t on one hand criticise this Government and on the other hand, the other side of your mouth, take credit for all the things that aren’t funded,” the Government elected member said.

Crime is down by 14%, says Commissioner of Police BY DAISY HANDFIELD CRIME in the Turks and Caicos is down by 14 percent, said Commissioner of Police James Smith in a press conference at the police headquarters in Providenciales on Thursday (April 27). Commissioner Smith broke down the numbers from 2016-17, stating that during that time period a total of 2,626 crimes have been reported in the Turks and Caicos Islands. He added that for the 2015-16 year there were 3,068 crimes reported for all islands, which means 442 victims less this year. The Commissioner stated that in the last two years overall crime in the TCI has fallen by 21 percent, so there are 704 victims less in two years. He said: “There is no doubt that overall crime continues to head in the right direction, however, the increase in criminals using violence and firearms is and has always been a top priority as a serious concern. “It is a trend that my officers are working hard to reverse and that is why we have invested in specialist equipment, new technology…” Smith added that the budget settlement will allow the force to allocate more funds to specific units within the force and assist with the promotion of more officers. “We are using this opportunity to promote experienced, specialised officers to fill the most critical skills gaps that exist in the force, including our Criminal Investigation Department, our Cyber Crime team,

our Tactical Units and our Marine Branch officers.” The Commissioner said that although these changes will be made, it is the root causes of the crimes that needs to be tackled. “This is, as we keep saying, not just a police issue. The large numbers of undocumented, unregulated individuals living in illegal housing, along with the need to strengthen our borders must remain a priority for all of us working and living in the TCI… “We are working with the Government and partners to make sure that we get the best of our resources.” The full breakdown of the statistics will be included next week’s edition of the newspaper.
Projected revenue to fund Gov’t expenditure plan PREMIER Sharlene Cartwright Robinson has announced that monies from several existing and new revenue streams will go towards funding her Government’s expenditure plan for financial year 2017-2018. In her budgetary address last week, the premier said that in addition to the expected revenue, grants from the European Union for EDF 11 and a $20 million loan will fund the country’s development agenda. “As we have indicated in the ‘Change Document’ a comprehensive review of the cost of living and the cost of doing business in the TCI together with a full review of the existing tax structure will be undertaken and measures will be introduced to reduce costs in order to ensure that the Islands retain a competitive advantage.” She added that her Government has already approved the
introduction of administrative charges for the printing of citizen status cards recognising about $700,000 in revenue for this fiscal year. In the 2017-2018 budget year there will be improved focus on enforcement and compliance, particularly, the Compliance Unit of the Revenue Department will be concentrating on regulating the growing vacation rental by owner sector, to derive increased revenue, the Premier said. She added that they are already in receipt of the final draft of the vacation rental development plan and will be working to ensure that many of the recommendations are implemented to maximise the revenue potential of this sector. Further, she added, in the short to medium term, other areas of focus will include a review of the maritime and aviation industry to establish relevant fees and charges; review the financial services sector to identify new and improved product offers,
and given the geographical outlay of the islands to North America the option of medical and sports tourism will be seriously explored. Additionally, she said that with the first upgrade to the Standard Integrated Government Tax Administration System (SIGTAS) since its introduction in 2004, the new platform brings with it a multitude of possibilities. “TCIG is taking advantage of the system with the impending introduction of e-services including e-filing in the Revenue and Immigration Department which will eventually roll out to all revenue generating departments. “This initiative will serve to reduce the paper trail for both TCIG and the customers, reduce long lines and diversity in the way we do business.” Meanwhile, recurrent revenue estimates are forecast at $273 CONTINUED

She told the media that: “In recent days we have learnt during presentations in the House of Assembly that the Member of Parliament for North and Middle Caicos and Tourism Minister Ralph Higgs has seemingly neglected to consider the rule of conflict of interest and is proposing to spend nearly $1 million of public funds on a project that could potentially double the value of a project for which he is a beneficial owner. “This is wrong and must be investigated; Ralph Higgs has been in government for over 30 years and he’s heavily invested in the tourism industry providing resort, refuelling and car rental services. “He has also announced his involvement with the development of hotel property in North Caicos.” Stubbs-Smith argued that this
revelation means that decisions made by Higgs would potentially affect his businesses and the TCI cannot comfortably trust his personal conscience to protect the public interest if it is in contrast with his own. According to the ex-tourism minister the Silver Palms Hotel and Promenade project was initially listed for $550,000, but only when asked for clarification did Higgs confirm the real value at $850,000. Stubbs-Smith emphasised that the people of the Turks and Caicos Islands deserve a fair and free government that places the country’s interest at the forefront. She said: “There is favouritism, nepotism, apartheid, linguistic imperialism, anti-Semitism, Anglophobia, cronyism, conflict of interest and the like, but there are some acts in politics that boil down to simple old self-centred conflict of public interest and possible corruption. “In recent years a number of laws and policies have been enacted to ensure the law makers function in a fair and unbiased manner.
“Much effort has gone to ensure that persons in public life act in the best interest of the TCI and that conflicts of interest or the appearance of such conflict is declared and the person or persons involved recuse his or herself from decisions that would bring about this conflict. “We also formally request that an investigation be launched by the Turks and Caicos Islands Integrity Commission into the effects that the development of the Promenade in Bottle Creek will have on the Higgs hotel development all this in the interest of good governance of our country.” PNP Chairman Royal Robinson also said: “We have a responsibility to inform the public and those persons in the competent authorities to deal with those issues and we find that this is an issue that needs and requires some investigation and we’re asking the Integrity Commission to do its job that is being mandated to do.” Stubbs-Smith called on the Premier to make every effort to ensure that her Cabinet is free of potential conflicts as they may have detrimental effects on the TCI economy and the function of Government. Efforts by this publication to contact the Minister of Tourism for a comment on this matter proved futile.

Government promises population policy IN AN attempt to guide the future growth of foreign residents in the TCI, the PDM Government will soon be developing a population policy. This policy, according to Deputy Premier Sean Astwood, will highlight the areas of opportunity for migrants to live and work in the TCI as well as protect the citizens of the Islands and promote their gainful employment, development and prosperity for decades to come. The promise was made during Astwood’s presentation in the House of Assembly last week during the budget debate. Explaining the need for the policy, the Deputy Premier stated: “Over the years there has been an unprecedented number of work permits issued to foreign nationals without any plan or analysis as to the skills that are required. “This did little but to open the floodgates and in some cases resulted in the displacement of our people in the middle to upper management jobs that would otherwise have been available to them. This trend cannot continue, will not continue, and change, it must.” He added that with increasing developments there will be a continuing need for migrant workers, and that his Government
will facilitate businesses in obtaining the workforce they need. However, he added that the people of the TCI must come first and “we will never apologise for this, as we see this as our greatest responsibility”. The population policy will also be formed on the findings of the National Skills Audit, which he said is 80 percent completed and which will inform what skills and certifications are available in the country and those that are required. “This audit is critical to the future of these Islands and it is long overdue.” The national skills audit, in addition to being used to help form the population policy, must also help form the country’s immigration, health, and education policies, to ensure that these systems are also offering the appropriate programmes and framework that would meet the needs of the current workforce, even while developing a more desirable labour pool for the developing nation. “With these guiding frameworks, it is the aim of my ministry to reduce the timeframe for the processing of work permit applications, across the board, and enable greater scrutiny of applications, to ensure that the persons being requested are
absolutely needed, and capable of fulfilling the work which they are committing to do,” Astwood said. Already there is significant progress in the streamlining of processes within the employment unit, which has brought greater transparency and accountability to the operation and management of the unit. He added that these have in turn brought greater efficiency in the few short weeks that this work has begun. Meanwhile, as it relates to the issue of labour disputes not being completed, Astwood said that his ministry will be undertaking a review of the legal framework and policies, as well as staff resources of the Labour Tribunal in an effort to address this. However, he stated that one of the main reasons there are so many disputes in the work place, is the fact that many employees are not aware of their rights, and either through fear, frustration, or feelings of inadequacy, they are unable to articulate their concerns to their employers in a constructive manner. “We will also be seeking to have more disputes settled by the Labour Commission therefore, lessening the number of cases reaching the tribunal,” he promised.
PDM outlines legislative overhaul BY DELANA ISLES A COMPREHENSIVE social legislative agenda has been promised by the PDM Government, as announced by Premier Sharlene Cartwright Robinson in her budget presentation last week. During the House of Assembly meeting on Tuesday (April 18), the Premier rolled out her Government’s ambitious plan, which includes review of critical legislation as a matter of priority. These include the Crown Land Ordinance, Police Ordinance, Public Service Ordinances and Policies and the Immigration Ordinances. Cartwright Robinson said that these pieces of legislation are already in the drafting stage. “We promised to introduce new legislation to see the return and introduction of several statutory bodies. “The following pieces of legislation remain priority but the Sports Commission has already gained the necessary approval to proceed and this will return this year.” She added that following a review of the National Trust and the Road Safety Ordinance, a further determination will be made as it relates to the Culture and
Heritage Commission and the Public Transportation Authority. “We promised a structured system for consultation and as Premier I have already sought and secured the assistance of my Cabinet colleagues for national consultation guidelines that will seek to involve valued stakeholders input in a structured, accessible and meaningful way in accordance with the statement of good governance principles.” She said that work has already started on the promise to review of legislation passed by the former PNP Government for which no resources were put in place to ensure its enforcement and delivery of services. “We have already received the list to be reviewed and also secured a list of legislation passed in the House of Assembly but for which there is no commencement date. The review of both has already begun.” Meanwhile, as it relates to the civil service, the Premier said that she has already put in motion a structured bilateral meeting with the Governor and the Deputy Governor during which will address matters affecting the civil service. In addition to those sessions, Cartwright Robinson promised to meet with the public service shortly, and will be supporting the effective
operation of the Civil Service Association (CSA) and will hold structured periodic meetings with this body. Other promises included the provision of much needed resources and partnering with the head of the public service to secure service level agreements throughout the service in a corruption free environment. Addressing the lingering issue of gratuity, outstanding disputes with former civil servants, payment options, and other issues of interests for civil servants. “We commit to open and honest dialogue with the public service.” She further updated the House that the promised review of the local government has been budgeted for in this year’s budget. “We are also committed as stated in the Change Document to identifying a local government model that will seek to strengthen local government through an elections process in order to have a more efficient and effective micro level management that will allow a decentralisation of the Government in a more meaningful way.” She also stated that her party’s promise to bring a Freedom of Information legislation will be fulfilled in due course.
BETTER TO SPEND MORE? THE PREMIER in her budget speech last week announced that her Government will be spending more money than the PNP. Could this be good or bad for the country?
Where’s it going?
What are we spending on? Schools? Apprenticeships? Kids’ future? Roads? Improvement of life of all people on island? Fighting crime? Cleaning beaches? Teaching citizens how to protect the environment?
We need better infrastructure
It is time to build and rebuild the infrastructure. The last PNP government and the interim government were faced with the massive debt from the Mike Misick, Floyd Hall and Piper Hanchell years. Had the PDM been elected in 2012 Skippings could have asked Britain to forgive the debt they took on to keep the country from bankruptcy. Would they forgive the debt for Skip the anti-British politician? The people choose the PNP in 2012 so forgiveness was not asked for. True to form Rufus got rich and so did Washy. Now it’s time for the people to get their needed infrastructure.
It depends
It truly depends on what she’s spending it on. If it benefits the people and the country, then go ahead.
Deserves support
Perhaps not so much a case of how much, but on what. Hopefully not a question of ‘never mind the quality but feel the width’. Actually we should back the Premier to the hilt. She deserves our support and the chance.
Must be transparency
That depends on what it is being spent on and for. If it’s going to improve our way of life as a people and better for the country, then fine. And as long as there is transparency.
On the right track
It’s always a good thing to spend on the infrastructural, social, educational and cultural development of a country. If these are the areas the PDM Government plans to invest heavily in, then they’re on the right track!

PDM is taking credit for PNP’s education legacy - Akierra Misick BY OLIVIA ROSE SHADOW Minister for Education Akierra Misick has said the PDM Government is taking credit for the PNP’s legacy. In response to the 2017-2018 education budget presented in the House of Assembly on April 19 by subject minister Josephine Connolly, Misick claimed that it was just a rehash of projects and initiatives initiated during her administration’s tenure. The former education minister said: “As the Minister of Education I had 14 successful projects completed during my term and I’m grateful to see that my legacy will continue through the new Minister of Education. “I listened attentively to my colleague’s address and I even said I can’t even hiss the address because the words sounded like my very own words over the last four years.” She mentioned a holistic approach to education and having to address the needs of overcrowding. “I remember fighting for the EDF 11 funds that this Government will now have the pleasure of spending on. “It is a pleasure to know that the flagship project for this year in education will be the new primary school that I left behind. “Now I don’t really believe in rumours, and my colleagues opposite me who’ve been in the chamber with me know I don’t get fiery in the House. I’m very respectful to the

rules of the House. “But I will bring this to the forefront hopefully that it will be rejected by the other side, that I heard this proposed location of the new primary school on Providenciales will not be where its designed to be which is next to the Long Bay High School. “I hope that is not the case, Mr Speaker, I heard a rumour that it’s going to be in the Richmond Hill/ Kew Town area.
“Which is fine, but the residents of Leeward, the residents of Long Bay, the residents of the Bight are looking for a primary school that they can access to that is not overcrowded, that will ease the burden in their area so that they can have their children benefit from free public education.” Turning her attention to comments made by the Government’s appointed member Maxovonno Thomas, who criticised the former administration for not investing substantially in the
development of the country, she said: “My colleague the Government’s appointed member started off by saying that this opposition when they were in Government did nothing. Nothing for this country. “Let me remind him of what I did as the Minister of Education, let me turn the light on for you, and I’m so pleased to see that they’re being carried on because there were strategic policies in place over the years.” She said that a concerted approach was taken to the enhancement of the education sector not a haphazard approach. “I actually took time to listen to my technocrats, take their advice, take it to my Cabinet and insist that the ministry gets the attention that it needed over the last four years. And I want to urge the new minister to do the same. “I will show the deficiencies in her budget this year and I know it’s not her fault, I know that there are a million and one priorities that a Government must address. “But I believe minister you could’ve fought a little harder and I will highlight the areas where increases should’ve been seen.” ‘I DID THAT’ She continued: “A trip down memory lane - most recent budget 2016-2017 laboratory equipment, I did that, ICT upgrades for schools, I did that, upgrading sporting facilities throughout the islands, I did that,
Downtown ballpark lights, I did that, establishing a green fitness park across the islands in South Caicos, Leeward, I hope the tender for the Long Bay fitness park went out, but nonetheless, I did that.” The former education minister emphasised that many of the projects hailed by the PDM as flagship projects were started by her Government. She said: “Upgrading TCICC campus, I did that, upgrading schools, I did that, construction of the new block at Ona Glinton Primary School, not only did I construct a block I built an early childhood centre which is a model centre for the country, I did that. “Upgrading bathrooms at Mary Robinson’s Primary School, commission the construction of the Eliza Simons Primacy School block which is underway, I did that. “HJ Robinson’s auditorium, I did that, the block at HJ which was burned down and quickly rebuilt from contingency funds, Mr Speaker in six weeks we had a tender out, I did that, but yet they said we’ve done nothing. “The major $1 million upgrade to the Clement Howell High School, because parents kept saying that the school is not in a state for them to send their children to and they refused to put their children in public schooling education that is underway and I’m sure the Government will cut the ribbon and take credit for it but they will remember, I did that.”
Police believe that small group is responsible for most crime in TCI BY DAISY HANDFIELD JAMES Smith, Commissioner of Police, believes that a small group of individuals are responsible for the majority of violent crime that takes place in the Turks and Caicos Islands. He expressed these thoughts during a police press conference held at the police headquarters in Providenciales on Thursday (April 27). Commissioner Smith referred to the statistics which he gave at the press conference, stating that from May 1, 2016, to March 1, 2017, there have been 111 reports of incidents involving firearms. He said: “We suspect that there is a very small group of people committing multiple offences. “The fact that 111 firearms have
been seen could mean that there are 10 firearms for 10 different crimes, but we do not know that for sure. “However, our belief is that we have a very small number of very dangerous career criminals who will stop at nothing to steal and rob.” One of the media houses asked why it is so difficult for police to capture these criminals since police believed that there are small numbers, adding emphasis to the fact that Providenciales is a small island. Smith explained that some of the criminals live in areas that are a bit more challenging to access. “If you yourself go to some of these more challenging areas where, as I mentioned in my initial brief, undocumented individuals live in unregulated and unlawful housing, you will find that what looks like
a little shack leads to another one and another one, sometimes with connecting doors, sometimes with tunnels spaces and of course in the dark; completely unlit,” he said. The Commissioner of Police added that this does not mean that police would not go in these areas, just that the circumstances made it more difficult to locate the individuals and firearms. He said: “…which is why we have invested in other technology and why we have invested in dogs.” Assistant Commissioner of Police Rodney Adams agreed with Commissioner Smith, stating that he too believed that a small group of individuals were out committing most of the crime heard of in the TCI. He said: As the Commissioner has indicated, we suspect that a number

of these offenses are committed by the same group. “This based on the descriptions that we get from a series of these incidents, so it is pretty safe to say
that. “You might have a group committing numerous offences and without doubt these persons are still at large.”

Back to our Roots campaign sees Islanders reintroduced to their culture BY OLIVIA ROSE IN AN effort to reintroduce the people of the Turks and Caicos Islands to their traditions and disappearing culture, the Government is gearing up to launch a ‘Back to our Roots’ campaign. This initiative will take a multisector approach since both the Department of Culture and Ministry of Education will be spearheading the planning and implementation process. Minister of Tourism and Culture, Ralph Higgs, recently revealed that a working group has been established to launch the movement. He noted that a comprehensive programme highlighting proposed activities will be rolled out in the coming months. “This undertaking envisions a long term sustainable nationwide effort to reconnect current and future generations of Turks and Caicos Islanders with activities our forefathers participated in,” he said. Premier Sharlene CartwrightRobinson also weighed in on the importance of this campaign in
preserving the heritage and roots of the people of the TCI. She said: “There needs to be that understanding, especially among our young people, that Turks and Caicos Islanders have always had to work hard, from the salt industry to the fishing industry. “Our children have been exposed to a ‘get rich quick’ mentality that will take forever to reverse, but it is something that we will have to do.” Coupled with this campaign the tourism ministry has set aside some $150,000 for the enhancement of historic sites. This is geared toward strengthening existing tourist and heritage sites across the Turks and Caicos Islands. Higgs said: “These funds would allow the Tourist Board along with the National Trust to identify new cultural and heritage attractions across the Islands to be developed for the enjoyment of residents and tourists alike.” Higgs told reporters that during his first 100 days in office he conducted several familiarisation tours throughout the length and breadth of the country.

A POLICE and Crime Plan booklet, featuring the five key priorities of the police in the coming three years is in the pipeline, says Commissioner of Police James Smith. James Smith shared this information at a press conference at the police headquarters on Thursday (April 27). He said: “This plan will be implemented by using a yearly Strategic Improvement Plan, holding senior staff to account on delivery through monthly performance meetings. “One thing that I think has been missing from the force is a standard of ethics; that perhaps officers have not fully understood the commitment they made from when they joined.” Commissioner Smith said that the document will lay out the principals and standards of professional behaviour that police are expected to adhere to. “In addition, the plan will be supported by a comprehensive Code of Ethics, setting out the principles and standards of professional behaviour for everybody employed by the Royal Turks and Caicos

Extraordinary Minds Learning Centre students receive footwear donation BY DAISY HANDFIELD STUDENTS and staff members at the Extraordinary Minds Learning Centre have received brand new sneakers, donated by well-known American footwear company, Skechers. The donation was made on Monday (April 24) on the school’s grounds located on Aviation Drive in Providenciales. Clyde Terrell, representative of Skechers, said that he was invited by the general manager of the Blue Haven Marina, Adam Foster, and that he was overjoyed to be able to help the TCI community through this donation. Terrell added that when he learnt about the centre and what they represented, he reached out to the CEO of Skechers, Robert Greenberg, who was also touched by the story. Greenberg authorised the donation immediately. Foster explained his role in the donation, stating that Blue Haven Marina helps various charities and those in need on a regular basis.
He said: “We met Angela [Williams-Valerio] at one of the fundraisers over a year ago and when I found out what they were doing we came and built them a playground.” A team from Blue Haven took the entire day off from work on February 25 to build the students of the centre a fully equipped playground to play in. Williams-Valerio, president of the centre, said that she was extremely appreciative for the donation and that the shoes were going to be very practical for the children. “We are so excited and honoured to have received such wonderful shoes. For us it was comfort and beauty,” she said. “You know that children with special needs sometimes do have a lot of issues, whether it is with walking or using their hands. To have such comfortable shoes is an exciting opportunity. “This is not the first time, they have helped us to build the playground and we are glad that they are a part of us and that they came back and did not forget about us.”

‘Crime is everyone’s business’ – Commissioner of Police says force needs more citizen engagement BY DAISY HANDFIELD THE TCI’s Commissioner of Police James Smith has said that tackling crime should be a collaborative effort. Residents and visitors alike need to play their role in fighting crime by taking proper measures to protect their valuables and also by assisting the police when appeals are made to the public, he said. The Commissioner expressed these sentiments during a police press conference on Thursday (April 27) at their headquarters in Providenciales. “A lot of the crimes have occurred because people have been careless and make an opportunity for criminals to take advantage of them. “If you do not secure your home properly, if you do not remove valuables from the front of your seat, if you carry large sum of cash and do not make any investment in protecting that, then you could become a victim. “I want people to think of their behaviour and I want them to think about trusting the police and giving us information to help us tackle the violent people that live here because there are not a huge number of people, there are not a
huge number of violent criminals here,” he said. The Commissioner added that despite what people may say and think, officers are definitely putting in the work to capture and put these top criminals behind bars. He said: “We have top targets that we are tracking and tackling and putting in jail. On top of that, we need to look at the sentencing, we need to look at what happens when people come back out of prison, how we rehabilitate them, how we manage them and how we keep them from reoffending. “This is an all Government and an all people thing.” Smith was unable to discuss the tactics used to capture criminals, but for reassurance he shared that the Superintendent of Police Kenny Grant develops a patrol strategy along with the Tactical Unit Commander and others to deliver effective policing across the country. He added that this initiative was based on a week by week and sometimes day by day analysis on crime patterns in the nation. “We target hotspots and we change our patrol to suit the changing patterns of criminality because it does not remain the same,” he said.

Female prison wardens sexually molested and assaulted by male inmates BY DELANA ISLES TWO female officers stationed at Her Majesty’s Prison in Grand Turk were sexually assaulted by inmates. Information reaching the Weekly News earlier this week indicated that on Sunday, April 23, inmate Clifford Gibson - who is serving a life sentence for the murder of a 16-yearold school boy killed in January 2008 - accosted a female guard by grabbing her in her private area. She reportedly pushed him away and punched him. However, Gibson, on seeing another female warden, is alleged to have grabbed her by the derriere. The inmate was then placed in confinement, pending possible police action. The following day, Monday (April 24), a similar incident occurred, with a more violent outcome for the female victim and her attacker. Reports are that the female officer (one of whom was attacked the previous day) was allegedly pushed, punched and choked by inmate Lorand Prospere as he attempted to tear her clothing off while also forcibly trying to kiss her and grabbing her private parts. Information reaching the Weekly
News is that Prospere was restrained by other prisoners who rushed to her defence. Several inmates and other prison officers are alleged to have physically assaulted him in response to his attack. A relative of the twice assaulted officer took to social media on Monday to express her dissatisfaction with the way the matter was being handled. She alleged that the victim was denied medical attention for hours while she was being interviewed at Grand Turk Police Station, while the prisoner was taken straight to the hospital following the beating he received. “She is extremely traumatised with a swollen face, busted lip and feeling very violated from what she had to experience. “She was refused medical attention and was told that she could not be at the hospital the same time as the inmate thus the reason she was taken to the police station instead. “It took family members to go and get her from the station to seek medical attention, this after being at the station for hours under extreme duress,” the relative reported. She further substantiated reports
that her relative was attacked the day before, stating that at no time following the first incident were any measures put in place to protect the workers from similar attacks. In the wake of the media attention and attempts to contact the responsible minister, the Ministry of Home Affairs released a press statement. However, that statement only acknowledged one of the alleged attacks. It read: “The Ministry of Home Affairs was advised of an incident which occurred at Her Majesty’s Prison yesterday, Monday, April 24, 2017 involving a female officer and a prisoner. “The incident was reported to the police and the matter is currently being investigated. “The officer involved has been given a leave of absence from work and has been offered medical assistance and counselling. “The prisoner is receiving medical attention at the Cheshire Hall Medical Centre in Providenciales. “A full press statement will be released once the investigation has been completed but the ministry is unable to provide any further comment at this time as the incident remains an ongoing police matter.”

THERE are not any ‘no-go zones’ in the Turks and Caicos Islands, said the Commissioner of Police James Smith after rumours surfaced that there were areas in Providenciales that police feared to enter. These sentiments were expressed during a police press conference held at the police headquarters in Providenciales on Thursday (April 27). He said: “I know that we have had many operations in Dock Yard, Five Cays and in Kew Town, along with other places. The outcome has been very positive.” Commissioner Smith added that he has even taken his wife to some of these areas identified as dangerous and they have walked around and still felt safe. Superintendent of Police Kendall Grant elaborated on Smith’s remarks, stating that he and his team have a good relationship with the people of the communities deemed as dangerous.
“We have done a number of raids in those areas and we have a good relationship with persons in those areas. “As you said, it is only a perception. We have our officers going there on a daily basis. “The police communicate with those persons in there and we not only go there when there are calls for assistance. “We pass there regularly speaking with them one-on-one and so I would support that there are no ‘no-go zones’ in Providenciales.” Supt Grant said that the police have no fear of patrolling those areas and that the police team has an ongoing dialogue with residents of some of the mentioned communities. Assistant Commissioner of Police Rodney Adams supported Smith’s and Grant’s comments. He said: “There are no ‘no-go zones’ in Turks and Caicos as a whole and that is our position on that. There are no areas in this country that our staff will not be deployed to.”

A DISTINGUISHED line-up of Caribbean and international speakers keenly captured the attention of attendees at the inaugural TCI Business Outlook Conference held at the Shore Club on Thursday (April 27). Under the theme, ‘Future ready: Opportunities for business in a changing economy,’ presentations were made by Premier Sharlene Cartwright Robinson, Caribbean thought leaders Vincent VanderpoolWallace, Sir Ronald Sanders and Oliver Mills, and globallyrecognised strategy advisor Bob Treadway.

More efficient service from employment ministry, Deputy Premier promises A REBRANDING of service delivery at the Ministry of Border Control and Employment is currently underway in order to make delivery of essential services more prompt and efficient. Deputy Premier and border control minister, Sean Astwood announced last week that effective immediately (April 19), all applications for services from Border Control and Employment will be initiated in the Customer Service Centre, where staff who are trained and continue to undergo coaching and development can inform and assist in a professional and courteous manner. He said that these staff will communicate the new delivery timelines for services as they
are implemented in the coming weeks. In the meantime, the departments will continue the back-office support, research, and processing of the applications for delivery back to the customer service centre for final communication with the customers. He promised no more holds beyond seven days for additional submission of documents, and customers will receive either approval or denial in the target times that will be set. He added that all calls will be routed to the telephone hotline where trained agents can further assist callers on status updates and other information required, thereby improving the ministry’s
response times to both call-in and walk-in customers. “With this new customer centred attitude comes new facilities and new attire. “This budget year will see the relocation of the employment services and customer service centre to the newly renovated Sammy Been building in the upcoming weeks, and the retrofitting of the additional buildings for the relocation of the ministerial offices.” Additionally, Astwood said, budget provisions have also been made for the provision of uniforms and critical gear for all officers. “As we continue to rebrand ourselves there will be investment
in skills building and cross training of officers, so that they are exposed to all areas of the ministry. “We will be able to properly assign resources to the appropriate areas as the demand arises. And this will include frequent familiarisation sessions for officers to remain updated on the ordinances and other legal frameworks and policies of the ministry.” The minister further noted that other initiatives he looks forward to implementing in future years include the construction of a new fully resourced detention centre, an additional coastal radar station and additional advancements in technology for the protection of TCI borders.
The objective to confront challenges and recognise opportunities to enhance business and economic development in the TCI was examined through gripping discourse. New and prevailing approaches to existing and possible social, economic, and geopolitical challenges were also discussed. Topics presented included, ‘The future of the TCI: Outlook for 2017 and beyond’ by TCI’s Premier; ‘The future of tourism in an age of changing technology and business models – Airbandb/VRBO’ by Vincent Vanderpool-Wallace, a much sought after speaker and advisor to both private companies and governments in the tourism and hospitality arena; ‘20/20 foresight: How to look into the future of TCI business over the horizon’ by Bob Treadway, forecaster, consulting futurist, and strategy advisor. Sir Ronald Sanders, a distinguished Caribbean advocate and diplomat, addressed the topic of ‘Globalisation and small island states: Challenges and opportunities for the Caribbean’; TCI educator Oliver Mills discussed ‘Workforce competitiveness and education in the 21st century’; Dr Franklin Hoevertsz, presented on ‘Renewable energy integration’; and John Rutherford, CEO of Invest Turks and Caicos, highlighted TCI’s efforts to attract inward investment. Aid is welcome, but on our own terms Dear Editor, Mr Fulford’s articulate letter in your last edition makes for compelling reading and indeed much of it rings ostensibly true. However as with any situation there is a contra aspect that perhaps merits voicing as well. The prospect of hand outs and aid is very enticing. Eagerly awaited and consumed; our eyes like pulled out organ stops, tongues positively hanging out salivating in anticipation of what is doled out to us. Unfortunately we are not talking about some wealthy, benign aunt here; doling out the old spondulicks to her progeny. Alas everything has a price and having dealt with the EU for over 45 years and seen its way of going on, you quickly realise this. Who pays the piper calls the tune! They have become a monolithic powerhouse, wanting to control countries that accept their offerings. Most people here don’t even realise that most of our laws and regulations (surreptitiously forced upon us here) emanate from either Brussels or Strasbourg via the FCO in London (ever such beneficent and candid souls that they be). So that although we merrily go along to vote in elections thinking this
is the model of genuine democracy in operation, we in fact have a very real and bitter pill to swallow. You are not only being run by a foreign body, but by unelected bureaucrats to boot. It’s the new form of neo-colonialism, as part of the world global order that has evolved. The demise of our offshore industry is in no small measure attributable to the EU and its hideous confederate the OECD. Privacy and freedom are a thing of the past, even if used for legitimate reasons, as protected in our constitution. Somewhat ironically, fraud is now rampant worldwide as a result of this type of ill thought out candour, given the internet and the like. What is so rich about this is that we are not technically part of the EU at all. From the UN accords that exist the UK is seemingly a guardian of its dependent territories until such time as independence is fostered and the child as it were comes of age and is ready to vacate the nest. The guardian isn’t meant to be forcing booze down the child’s throat, simply because it chooses to do so for itself. In other words they shouldn’t be foisting EU laws and regulations upon us and especially without
consulting us. Non-consultation on Brexit being a case in point, as Mr Fulford so poignantly complains.
NO SURPRISE Brexit to most common sense thinking people did not come as a surprise. By way of background, what started in the early 70s as a seemingly acceptable economic arrangement in fact degenerated into a debacle whereby the UK surrendered its sovereignty and its laws to the EU monolith; like Goya’s Saturn devouring its child. The whole thing is a complete mess, whereby it deems one size fits all; look at the disparity between Germany and the fate that has befallen Greece. The Euro has proven a disaster (the only leader who had any backbone to keep the UK sensibly out of that mess was Margaret Thatcher). It is a utopian dream that has spawned disaster; its open border policy, and its farcical meddling in the Middle East being a testimony to that. It’s very much a case of the road to hell being paved with good intentions. Idealism at its worst. As the Romans maintained: “If you want peace then prepare for war.”
Right now it’s probably safer in the TCI than in the EU and to heck with free movement. Although we unintentionally have free movement (illegal immigration) into the TCI, and the FCO, who are responsible, do virtually sweet nothing. However Brexit may still not happen. Notwithstanding the fact that a democratic majority voted for it, those in power, especially powerful moguls, heads of government etc are avidly against it and will do their damnedest to frustrate it despite what most people want. That is the new world order that serves itself and of course ‘knows better’ (actually it’s more lucrative for them, which is usually what this is all about). What really rankles is that the powers in the EU making these decisions are unelected bureaucrats, idealistic academics (living in a parochial bubble) or failed wannabe politicians, often with little or no practical experience of anything; except knowing how to be profligate with expense accounts or fine dining. Mind you the EU works just dandy for the big corporations and banks; who lobby and bribe the EU to get the laws they want. For small businesses it is a
poisoned chalice for the most part. As a German wine grower said: “Why can’t I just be let to get on tending my vines, instead of filling out 100 pages of regulatory answers.” You get the drift. EU AID Coming back to the point, whilst aid is forthcoming, it is very much the donkey cart, carrot and stick scenario. In real terms the EU’s policy towards Caribbean nations can be atrocious; particularly with the tariffs they put in place and which are ruinous to these countries seeking to export to Europe. The EU is all about selfaggrandizement; look at their corrupt agricultural policies enacted. These bureaucratic clowns even have a committee for studying the curvature of imported bananas. Simply job creation for themselves and prejudicial to Caribbean exporting nations. By the way, both the EU and the UK donate billions every year to countries not needing aid, but just to look good and some of those countries do not want it. What they give here is miniscule CONTINUED

The great society WE WORKED, studied and played hard during the great American society of the 1950s, 60s and 70s. We would welcome a return to those unrestrained days. It was before the overregulated ‘Great Society’ envisioned by American president Lyndon B Johnson who guided the USA left in the 1960s. Johnson’s ‘progressive’ vision is now revealed akin to the prewar 1936 national socialism of Adolf Hitler and the communism of Russia’s 1917/1945 Lenin/ Stalin. Again envisioned in 1999/2013 by Venezuela’s Hugo Chavez. Oil rich Venezuela is now on its knees. Johnson, Hitler, Stalin and Chavez all got personally rich for a time. Their country’s citizens initially bought their plans as

In the last US election Bernie Saunders, a communist called progressive, dragged the Democratic Party so far to the left that loud mouth Trump, promising to return the USA to the America of my youth, got elected. I voted John Kasich/Ben Carson. Not Trump, Bernie or Bill/Hillary
- all already filthy rich. Trump rich from daddy, the others from politics. 2016 saw the TCI return via democracy to honest government. In years to come the PDM will have the opportunity to structure the economy of the tiny TCI to benefit all the citizens and residents. I caution Premier Sharlene Cartwright-Robinson from using the word ‘progressive’ to describe what she envisions. Long lasting benefits do not come
from progressive-ism, communism or socialism. Benefits should flow to the folks based on their needs but primarily on their personal ability to contribute via their work and unrestrained efforts. Mandatory contributions, (taxes), paid to the Government by TCI citizens and retired residents can be less than in other democracies. Further, the benefits flowing to TCI citizens can be at a higher level than in other democracies because much of the economy of the TCI flows inward from our investor/visitors. Visitors are attracted to our ‘Beautiful by Nature’ environment. Visitors could also be attracted to our historical sites. Our ancient then Lucayan era, colonial plantation times turning into West Indian emergence need to be recognised, promoted. The organisation charged with this responsibility is our National
Trust. Its needs must be funded and well managed if we are to grow this historical segment of our tourism economy. We also have the untapped resource of creating a retirement economy for our visitors who can bring their retirement income to the TCI as long or lifetime retired residents. To engage this possibility we first need first class healthcare. The Progressive National Party government spent and committed a billion dollars to healthcare. Progressives got rich and the folks got dead. Think about it! We have now re-embarked with a government that should bring the TCI a great society from the inward investments of the 1995/2003 era, soon to rebegin. We anticipate progress but not progressive-ism.

The elegant opening ceremony included warm welcomes from invited guests and local government officials Delroy Williams, Minister of Home Affairs, and Portia StubbsSmith, Member of Parliament. Integrated border management system being boosted in FY 2017/18 THE INTEGRATED border management system initiative that began under the former administration is set to become the key mechanism for the processing of labour clearances, work permits, visas, and permanent residency certificates. This is according to Sean Astwood, Deputy Premier and Minister of Border Control and Employment during last week’s budget address in Grand Turk. He said that a budgetary allocation has already been made for the inclusion of the registration and citizenship processes, as well as the digitising and archiving of files.
Additionally, further allocations have been made in 2017/2018 for the operations of Border Control and Protection in order to strengthen data intelligence and the available manpower resources. The minister said that these e-services will not only streamline processes, but will also provide greater efficiency, and shorter processing time for customer applications. “This border management system will further provide my enforcement officers with real time data and reports on the status of individuals in our country thereby aiding in the combat against illegal migration, illegal residency, and illegal employment.”
He added that to address the threat of international security, terrorism, and the activities of transnational organised crime, his ministry will be implementing an advanced passenger information system, in conjunction with the governments of CARICOM countries, and the government of the United States of America, for the improvement in the security of the territory from exposure to high risk individuals and commodities being transported via air and sea travel into and out of the country. This, he said, will be accomplished through the sharing of passenger information prior to
arrival in and departure from the Turks and Caicos Islands. Astwood stated that with this initiative and the partnership with the CARICOM implementation agency for crime and security, IMPACS, there will be ongoing collaboration, data sharing, and training in intelligence and reporting, which will assist in the capacity building of local officers and those in other law enforcement agencies. “I would also like to inform the people of the Turks and Caicos Islands that I leave the country this coming Monday (April 24), to travel to Barbados where I will be signing the agreement, on behalf of the TCI,
in order to begin preparations for the implementation of this system,” he said. Commending the work of patrol officers who man the Radar Station for their diligence in the detection, and reporting of illegal vessels, Astwood informed that the current detection rate is over 90 percent. “This year some $300,000 has been earmarked for investment in the upgrade to the software and radar equipment, as well as plans for the employment of additional officers to assist in the coverage at the radar station and at the main ports in Providenciales,” Astwood promised.

CDB’s Vybzing youth programme kicks off in TCI – Youths gain entrepreneurial skills and knowledge BY OLIVIA ROSE AT LEAST 30 young people between the ages of 16 and 29 will benefit from entrepreneurial skills and capacity building through a new programme. Vybzing aims to both promote their creative expansion and allow them to tap into opportunities in key economic sectors in the Turks and Caicos Islands. Caribbean Development Bank (CDB) kicked off the programme on Wednesday (April 26) at Beaches Resort and Spa. During the opening ceremony students of Long Bay High School performed the national anthem and national song. Although Minister of Education Josephine Connolly could not attend the morning session due to Cabinet engagements her speech was read. She urged youths to grasp every opportunity available to them that will propel their future. “Our education system performs well and we must give young Turks and Caicos Islanders the development, knowledge and skills they need to be successful in the 21st century. “My Government is committed to raising achievement for all youth; we will continue to invest in you ensuring that you are prepared to be innovators of today and tomorrow. “You are poised not just for jobs of the present and the future but to be the influential owners and executives of this modern era.” She said that lessons learned in this programme are crucial to producing a cadre of people who are proficient in technical and vocational competencies. “Many times students pursue tertiary education and when they return home after studying they are often frustrated; they are frustrated because the courses they pursued do not lend themselves to jobs that are available,” she said. “What we often find is that those areas are saturated, programmes like this give the participants the values skills and academic excellence to consider entrepreneurship.” Also delivering brief welcome remarks before the training session began were facilitators Dr Joanne Tull and Dexter Musgrave who encouraged participants to dream big and to not be afraid of taking risks. Dr Tull said: “I want for you to have an open mind, I want for you to be comfortable, I want for you to relax and allow yourself to think of all the possibilities.
“We are here for the next three days to encourage that process, we will be leading you but by this evening you’ll realise you’re leading us.” Musgrave reminded the youths of the importance of creativity and being assertive while taking the necessary steps to ensure that their goals are brought into fruition. “Sometimes we’re not taught that we can create our own occupation and entrepreneurship provides that opportunity. “So I urge you to take whatever limits you may have come here with off, and let’s allow ourselves to think huge.” Over three days (April 26 to 28) participants will be equipped with the knowledge to define an entrepreneurial mind-set and conceptualise creative business project ideas. SNAPCHAT STORY CHALLENGE The CDB’s 2017 Vybzing Snapchat Story Challenge is being hosted under the theme, ‘Start up and stand up: Creative enterprises as the engine of growth in Turks and Caicos and the region’. Young Snapchatters are invited to create a three-minute video highlighting the increasing importance of the creative industries to the economic and social wellbeing of the Turks and Caicos Islands and the Caribbean region. Participants in the contest have the opportunity to win prizes ranging from $750 to $1,500. There will also be a People’s Choice Award, based on the submission with the most votes on the Vybzing Facebook page. Online voting takes place during the period May 8 to 19. The highest voted Snapchatter will receive $250. The winners will be notified by CDB on May 22 and prizes will be presented on May 25 during the closing ceremony of CDB’s 47th annual board of governors’ meeting. Angela Parris, Vybzing coordinator and CDB’s information services unit manager, said she was excited to see submissions from the youth of the TCI. “The winning entries will be determined by a specially chosen judging panel, who will assess the submissions, based on a number of criteria, including message content and relevance to the theme, innovation and creativity, and originality.” The Snapchat Story Challenge is one of the three activities which will

Recognise and report child abuse, Gov’t urges BY OLIVIA ROSE THE DEPARTMENT of Social Development will be placing increased focus this year on educating the public on the signs of child abuse. The Turks and Caicos Islands joins the rest of the world this April in observing Child Abuse Prevention Month, under the theme, ‘Nurture and protect me. Do not abuse and neglect me.’ Child abuse is a worldwide epidemic; gruesome and heinous crimes are perpetrated against children on a daily basis. Children suffer all forms of abuse, physical, verbal, psychological and emotional as well as neglect and abandonment. Some of these cases of abuse are brought to the attention of the authorities and are brought to justice. However, most cases are underreported as they are shrouded in secrecy and shame. According to a press release, the Department of Social Development is planning to embark on a rigorous awareness programme to educate the public on the available reporting mechanisms in an effort to empower more people to report these instances. It stated: “These children suffer in silence as these situations are either not spoken of or not revealed outside the walls of where the abuse has occurred. “Some victims cannot speak to reveal the abuse or some are so afraid of identifying their perpetrators or revealing their loved ones or close family member(s). “One case is too many. We need to

end the vicious cycle of abuse.” The Turks and Caicos Islands Government has partnered with UNICEF in eliminating all forms of child abuse and child sexual abuse by educating individuals on the role they play in preventing and ending child abuse. The initiative was part of the Earth Day 2017 celebrations, which were celebrated in the TCI under the theme Plant a Bouquet for Earth Day. Young basketball players, parents and members of the trust all took time off on Saturday, April 22, to plant the colourful bougainvillea bushes. Bougainvillea is a genus of thorny ornamental vines, bushes, and trees with flower-like spring leaves near its flowers. Executive director for the
National Trust Ethlyn GibbsWilliams explained that every year the National Trust joins with other countries and organisations of the world to celebrate the day. She said: “I am so pleased that the Rising Stars Basketball Club decided to partner with the Trust. “They were able to obtain plants from donations and we are planting these ornamentals at the entrance to the Bird Rock Point heritage fields.” The executive director stressed the importance of celebrating Earth Day, stating that the earth should be appreciated and celebrated for the natural beauty that it provides. She said that this is especially true in the TCI. “It’s so important for Turks and Caicos to also join with the rest of the world in celebrating Earth Day
because we have been given so much by Mother Nature, so it is only right in showing our appreciation to give back and taking care of these special places. “These places are really sacred to Turks and Caicos, but also very important to global conservation.” Founding member and president of the basketball club Mervin Forbes said that he tries to get the team involved in as many community activities as possible and that he always adds emphasis on the importance of community togetherness. TCI hospitals collaborate with Gov’t to host student clinic exploration programme BY DAISY HANDFIELD INTERHEALTH Canada has collaborated with the Ministry of Education to host the fifth annual clinic exploration programme. The programme gives high school and college students a better understanding of the health profession and the opportunity to explore the different career options available in the medical field. The programme is scheduled to run from July 10 to August 12 and each student will rotate to a different department at least twice a week. One of the objectives of the programme is to form partnerships with local practices in the surrounding communities to help prepare the future generation to meet the increasing demand for quality care practitioners. The programme is offered in two phases - the visual and oral presentation phase and one week summer observation at the TCI’s hospitals. A press conference was held at Cheshire Hall Medical Centre in Providenciales on Tuesday (April
25) where stakeholders involved gave details on the programme. Programme coordinator Dr Jameiko Harvey elaborated on the initiative, stating that the programme would not have been possible without the collaboration between the hospitals and TCIG. “Education and mentorship; these are the two areas that the Turks and Caicos Islands Clinic Exploration Programme has been making a resounding impact on the future healthcare providers. “The Turks and Caicos Islands Clinic Exploration Programme forms part of the Ministry of Health and Human Services initiative of targeting and exposing secondary school students to various careers available within the healthcare sector,” he said. Dr Harvey added that this partnership has opened even greater doors for the students and that on behalf of the Ministry of Health, he is looking forward to strengthening this partnership. He said: “These rotations that these students go on every year are more than just rotations, we are

talking about being able to walk the halls along with prominent doctors in the TCI. “These individuals not just grace the halls with these pioneers, but they also get to pick their brain and it gives students more than just the opportunity to rotate, it gives them the opportunity to feel that one day they can become as successful as those individuals and go off and come back home and contribute to the healthcare sector in the TCI. “It is our goal to reach all who desire to be healthcare professionals in the TCI.” Dr Harvey explained that two of the things that organisers look for in applicants are their GPA levels and their level of discipline.
Dr Denis Braithwaite, Chief of Medical Services also brought remarks, stating that this was indeed an excellent opportunity to raise public awareness on careers in the field of healthcare. She said: “When I speak of careers in the field of healthcare, I am not only talking about nurses and doctors. “I am talking about the biomedical engineers that keep our equipment going, the medical technologists that provide all the data for us as physicians to manage patients effectively… “Just the little of what I said is what we want to open the eyes of the young people here in TCI to.” Minister of Health Edwin
Astwood applauded the programme and said that the initiative will make university courses easier for participating students because they will already have that hands-on training. “This is so important for young people, especially those just going off to college or persons in school. “After going over this programme I believe that these students will be better equipped to tackle what is going to face them in universities,” the minister said. Minister of Education Josephine Connolly thanked all stakeholders involved. All applications must be submitted by May 31, leading up to the start of the programme.
Provo Ocean Warriors held beach clean-up in The Bight BY DAISY HANDFIELD AS PART of a goal to keep the TCI clean, the Provo Ocean Warriors held their annual beach clean-up over the weekend. Organiser of the clean-up and member of the club Jennifer Martel explained that she has been conducting initiatives such as this since last November. She explained that she tries to do them on a monthly basis, targeting some of the most severely affected beaches, in an attempt to preserve the beauty of the Islands as much as possible. The target area for this cleanup was The Bight beach in Providenciales. Martel added that this was the third time that she and her team had visited the beach in this area over the course of six months and that they were disappointed at the amount of trash they have discovered each time. “…the amount of trash even after that short amount of time is astronomical each time. We collect
bags and bags every time. “It is such a delicate environment and we are so close to Coral Gardens and all these other reefs and as soon as the trash goes into the water it does not go away, it stays there and it is damaging our ecosystems... that is what brings people to the TCI, our beautiful waters.” She expressed that she is willing to come out every few months to maintain the clean environment because no one wants to see dirty beaches and litter in the ocean, especially not tourists who are sold on the ‘Beautiful by Nature and Clean by Choice’ brand. Martel explained that this is why she started the clean-up campaign and has been doing it ever since, however, residents have to play a collaborative role in this process. “The most important thing is actually throwing the garbage away. A lot of it is from events such as Fish Fry…here is where we find the most garbage. “If you are at the beach, take a

IN AN effort to reduce health complications attributed to the lack of exercise and proper diet, the Graceway Sports Centre has implemented a boot camp programme. The general manager explained that the whole idea of the boot camp is to change habits from a sedentary lifestyle to exercising and healthy eating. She said: “The boot camp is an important tool for those who have a high level of fitness, but also for those who are looking for a change in their routine or just want to start their fitness journey. “The focus is not necessarily weight loss, although in most cases this occurs, but building strength and improving the physical capacities through various types of exercises.” During the boot camp participants use a range of equipment including heavy and light tires, battle ropes, sledgehammers, kettle bells, sandbags, speed sacks, TRX, agility and boxing equipment. These tools allow trainers to develop the participants’ capabilities and improve their bodies. “Because of the popularity of the boot camp, we have two to three instructors per session assisting the large number of participants - we don’t compromise the quality of our training. “We currently have five instructors participating in the programme, all internationally certified. “We all have CPR and AID/ AED certifications and we are fully prepared for any situation. However, we never had any incidents,” she said.
POOR DIET AND NO EXERCISE General manager of the facility Adina Ciurar spoke to the Weekly News about some of the health complications associated with the lack of exercising and proper diet. She said that people are exposed to many high processed foods, which are high in calories, but poor in nutrients, adding that the immediate consequence is that many people are overfed, but malnourished. She said: “The modern lifestyle often imposes an alert tempo, hence we’re eating foods that can be cooked fast and skip exercising from lack of time, but the price we pay later is hefty. “When we don’t have a healthy and balanced diet, the immediate consequence is the lack of essential nutrients, which are necessary to maintain our health. “Of course, obesity is the number one consequence of not eating healthy and exercising. With the increasing availability of unhealthy foods and convenience foods also came a rise in both adult and childhood obesity. “Obesity puts stress on every part of your body and increases the risk of developing major health problems, including heart diseases, diabetes, high blood pressure, stroke, liver disease, infertility. “A diet rich in refined grains and sugary foods will produce changes in our blood sugar, which can lead over time to insulin resistance and eventually, type two diabetes. “Eating high processed foods, which are rich in in sodium, fat, cholesterol and sugar will increase the blood pressure and cholesterol, which will also increase the risk of heart attack, stroke and coronary artery disease. “Depression and low selfesteem are also consequences of an unhealthy life-style. Even if we don’t consider these as real life threats, but an alarming number of people suffer

Bermuda ranked high in marijuana use DESPITE its illegality, Bermuda has one of the highest uses of cannabis in the world, according to a recent article. According to The Telegraph in Britain, statistics from United Nations Office on Drugs and Crime show that Bermuda is ranked eighth in the world when it comes to cannabis consumption, with 10.9 per cent of
Bermudians using the drug. However, the article also warned that data was not available for all countries, and some figures had been updated more recently than others. The list placed Bermuda between New Zealand and Australia, where cannabis usage was estimated at 11.1 per cent and 10.2 per cent respectively.

Former Haitian rebel leader admits taking millions from drug smugglers FOUR months after declaring he was innocent of drug trafficking and money laundering charges, former Haitian coup leader Guy Philippe has confessed to the crimes. Under a deal that could save him from spending the rest of life behind bars, the notorious former senior police officer pleaded guilty in a court in Florida to one count of conspiracy to commit money laundering. A drug trafficking charge was dropped. Philippe, 49, will be sentenced on July 5. The former high-ranking police commander in the city of CapHaitien admitted that he accepted millions of dollars in bribe money from drug smugglers. Prosecutors say Philippe and other police officers took the money in exchange for ensuring safe passage for cocaine shipments from Colombia and other countries that went through Haiti on their way to Miami and other US destinations. “Philippe cast aside his duty to protect and serve the people of Haiti,” Acting US Attorney Benjamin Greenberg said. “He abused his position of authority as a high-ranking Haitian National Police officer to safeguard drug shipments and launder illicit trafficking proceeds.” According to admissions made in connection with the plea, from the

late 1990s, Philippe knowingly using his position as a high-ranking Haitian National Police Officer to provide protection for the shipments of drugs and drug proceeds arriving into Haiti in exchange for cash payments. He admitted that from approximately June 1999 to April 2003, he received between US$1.5 and US$3.5 million in bribes from drug traffickers, knowing that the payments he received constituted proceeds of cocaine sales that occurred in Miami, Florida, and elsewhere in the United States. Philippe also admitted that he shared a portion of these payments with Haitian National Police officials
and other security personnel to ensure their continued support for future drug shipments arriving into Haiti. He then used these payments to purchase a home in Broward County, Florida, and to support himself as well as his family in the United States. In addition, Philippe wired proceeds derived from the sale of cocaine, in the amount of US$376,000, from banks in Haiti and Ecuador to a joint bank account in Miami. To avoid detection, he used the names of others to wire the funds to his account. Philippe further admitted that he arranged for over US$70,000 in drug proceeds to be deposited into his account that were conducted in a series of deposits, each less than US$10,000, to avoid US federal reporting requirements. Philippe led a 2004 Haitian uprising that ousted then President Jean-Bertrand, Aristide and was indicted along with several others on US drug charges in 2005. He managed to elude capture for more than a decade, including at least 10 attempts to arrest him in Haiti that involved a military operation and a foot chase through the countryside. Philippe was elected to the Haitian Senate in November but was arrested in the capital, Port-au-Prince, in January. (Caribbean360)

According to financial disclosures released in May 2011, Mr Symonette had a net worth of more than $65 million as of December 31, 2007. This is significantly more than the $7.1 million Mr Symonette declared in his financial disclosures on December 31, 1998. However, Mr Symonette is not the
only wealthy candidate on the list. FNM Leader Dr Hubert Minnis, who is hoping to retain his Killarney seat, has a net worth of $12.6m, up from the $10.9m he declared in 2012. The declarations also show that Dr Minnis still has a contract with the Public Hospitals Authority, which is leasing a building from his company Leechez Investments at a rate of $7,500 a month. The contract began in May 2005 before he was a member of Parliament. Prime Minister Perry Christie, the PLP’s incumbent for Centreville, listed his net worth as $2,029,151, which is roughly the same amount he declared in 2012. He was worth about $2.2m according to his declaration in 2007. According to the latest declaration, of his assets Mr Christie listed $226,435 in savings accounts, $27,375 in current accounts and $10,000 in securities. Regional News Cayman Islands elections to be monitored by Commonwealth observers
WITH the Cayman Islands about to engage in its first election under the new system of ‘one man, one vote’ in singlemember constituencies, officials have confirmed that a team of Commonwealth observers will be travelling there to oversee the 24 May general election. Following a successful mission in 2013, the Commonwealth Parliamentary Association (CPA) election experts will monitor the political campaigning, electoral administration, polling, counting, tabulation and post-election complaints or appeals for the 2017 poll. Voter registration is already closed but the team will also retrospectively examine that and the accessibility of the register for the election. The Governor’s Office and the Elections Office are arranging the monitoring through the CPA’s British Islands and Mediterranean Region (BIMR), the same group that observed the 2013 poll. Supervisor of Elections Wesley Howell said that following the last successful CPA deployment, he welcomed the chance to work with the Commonwealth again. “The changes to Cayman’s electoral system make the mission particularly relevant to ensure independent scrutiny of the process,” he added.
The last mission was headed by Mario Galea, a Member of Parliament from Malta. The team concluded that the elections had met the international standards for a democratic, genuine and transparent vote. The mission was mostly welcomed by the politicians and candidates participating in the elections, though then premier McKeeva Bush tried to block it, saying that it would send a signal that there was something potentially wrong with local democracy and accused the UK of trying to embarrass the Cayman Islands. Current premier, Alden McLaughlin, who was opposition leader at the time, said he believed the request by Britain for Cayman to invite observers resulted from a complete loss of trust in the government of the Cayman Islands over the previous four years and the numerous questionable actions of the former premier and his administration. At the time, Bush was in conflict with the governor, the FCO and the police commissioner as he was under investigation in relation to the misuse of his government credit card. He had been charged with corruption related offences but he was later acquitted by a jury following a Grand Court trial.

Vaccination campaign necessary to stop the spread of cholera in Haiti, says researcher A MATHEMATICAL model of cholera transmission in Haiti following the 2010 earthquake suggests that current approaches to cholera control and elimination, which focus primarily on improving sanitation, are not likely to solve the problem. However, eradication of cholera is possible with use of oral cholera vaccine. “We need to focus on routine vaccination in areas that are at risk of cholera transmission in Haiti,” said Ira Longini, a professor in the College of Public Health and Health Professions and the College of Medicine’s department of biostatistics. Longini is the senior author of the report. Previous cholera elimination strategies have emphasised the need for infrastructure improvements; the authors, however, suggest that this approach has led to few if any changes in Haiti’s water and sanitation infrastructure. According to the authors, resources should be allocated toward administering oral cholera vaccines, or OCVs, in order to end transmission over the next few years. Longini stressed the need for urgency, citing climatic instability as a factor that could increase disease occurrence. “We need to start now,” he said. “We don’t know when the next disaster is coming – the next hurricane or the next earthquake – that could cause another big jump in transmission. We know it is going to

The WHO manages a stockpile of several million doses of OCVs. Since more than one billion people live in regions at risk of cholera, however, campaigns relying on WHO resources will likely have to begin with targeted vaccination instead of mass vaccination. Longini is currently developing models that will identify where vaccination campaigns should be targeted to be most effective.
Bahamas: 50th murder victim of year found dead in road THE Bahamas recorded its sixth murder in six days, after a 23-yearold man was found shot to death in Coconut Grove early on Tuesday. The killing took the country’s murder count to 50 for the year and marked the 11th homicide in April, according to The Tribune’s records. Police identified him as Geneiro Rahming, of King Street. His murder means that 619 people have been killed since the Progressive Liberal Party took office in May, 2012, according to The Tribune’s records. Ahead of the 2012 general election, the PLP posted billboards throughout New Providence - in areas heavily trafficked by tourists and locals - which said there had been more than 490 killings under the five-year Ingraham administration. The PLP, then in opposition, campaigned that it had the answer to violent crime while the Ingraham administration did not. It promised that if elected it would get crime under control. Tuesday’s homicide took place around 2.30am in Coconut Grove.

That murder took place shortly after 11pm on Amberjack Street. According to reports, police were called to an apartment complex where shots were heard. When
officers arrived on the scene they discovered the lifeless body of a man on the ground with multiple gunshot wounds to his body. He was pronounced dead at the scene. Police have not identified the victim, but The Tribune understands he is Khali Fox. Another man was killed around 10pm on Saturday in New Providence. According to reports, police received information that a man was shot in front of a home on Knowles Drive, off Tonique Williams-Darling Highway. When officers arrived, they found the lifeless body of a man lying on the ground. The victim had been shot several times. He was pronounced dead at the scene. He has been identified as Ryan Munnings. Another homicide took place shortly after 10pm on Friday off Augusta Street. According to reports, a man was driving his vehicle in the area of Bola Alley and Augusta Street when two men armed with handguns approached his vehicle and fired several shots at him before fleeing
the area on foot. The victim was pronounced dead at the scene. Police have identified him as Kenrick Frazer. A few hours earlier, shortly after 4pm, police were on the scene of another homicide, this time in the Market Street area. Police said a group of men were standing in front of a car wash on Market Street, near Palm Tree Avenue, when the occupants of a dark coloured vehicle pulled up and fired several shots at them before speeding off. Two of the men were shot and taken to hospital. One of the men died shortly after his arrival at the hospital and the other is listed in serious condition. Police have identified the victim as Patrick Thompson of Coral Harbour. Officers chased the suspects into the Ridgeland Park area, where the three men fled on foot from the getaway vehicle. Officers chased the men again and caught the three suspects near a bushy area. Police discovered on the men a tech 9 automatic firearm and a .40 pistol along with several rounds of ammunition.

North Korea tensions: US ready to ‘bring Kim Jong-un to his senses’ THE US military’s top commander in the Pacific has said an advanced missile defence system in South Korea aims to bring North Korean leader Kim Jong-un “to his senses, not to his knees”. Adm Harry Harris, head of US Pacific Command, told Congress the US would be ready “with the best technology” to defeat any North Korean missile threat. The US has also deployed warships and a submarine to the Korean peninsula. China argues that the US Thaad missile system will destabilise security. Tensions have been rising amid fears North Korea could be planning further missile or nuclear tests. Speaking ahead of a classified briefing for senators at the White House, Adm Harris said he believed that North Korea would try to attack the US as soon as it has the military capabilities. “With every test [Mr] Kim grows closer to his goal, which is using nuclear weapons on US cities,” he told the House armed services committee in Washington DC. “As [US President Donald] Trump and [Defence Secretary James] Mattis have said, all options are on the table,” he added. Adm Harris said that the relationship between Mr Trump and Chinese President Xi Jinping remained “positive and

Bronx boy, 11, stabs home intruder who was beating on his mother A BRAVE 11-year-old Bronx boy came to the defense of his mother and stabbed a man who had burst into their home and was beating her, police sources said Wednesday. The boy was home with his mom and 4-year-old brother when someone knocked on the door of their apartment on Clifford Place in Morris Park just before 5 p.m. Tuesday, sources said. When the boy’s mother asked who it was the burglar bizarrely asked if he could come in to use her bathroom. When she refused he kicked the door in, according to cops. The mom ran to her kitchen and grabbed a knife but the intruder managed to snatch it out of her right hand, cutting her hand as he did so, sources said. He then beat the mother, bloodying her lip and cutting her arm, officials said. That’s when her pint-sized hero stepping in. The boy called 911, telling the dispatcher there was a “robber in
the house.” His mother’s assailant spotted him on the phone and yanked him by the arm. The boy’s arm was somehow cut during the altercation. The boy managed to grab another knife — and used it to stab the intruder, who ran off bleeding. The boy’s younger brother was not harmed during the melee. The boy and his mother were taken to St. Barnabas Hospital. Suspect Brian Febus, 22, showed up at the same hospital for treatment of his stab wounds, claiming he had been in a street fight, sources said. Skeptical cops brought the mother and son into the emergency room where Febus was being treated. The boy could not identify Febus but his mother did. Febus, who has 14 prior arrests, was arrested for felony assault and burglary, police said. He refused to answer questions and asked for a lawyer, sources said. (NYDailynews)

Mr Ward, who planned to stand in Bradford East - the seat he lost in the last election - caused controversy in 2013 when he accused “the Jews” of atrocities against Palestinians. His party membership has been suspended and an independent panel will carry out an investigation after the election. Mr Ward expressed “sadness” over his sacking and denied being anti-Semitic. But Mr Farron said he was unfit to represent the party, adding: “I believe in a politics that is open,
tolerant and united.” His decision was welcomed by the Jewish Leadership Council, which called Mr Ward “an unrepentant serial offender”. In 2013, Mr Ward posted a tweet calling the Israel an “apartheid state” and saying that “Zionists” were “losing the battle”. Mr Ward refused to apologise at the time and had the party whip withdrawn. Later, in 2014 he was forced to apologise after suggesting he might be ready to fire rockets from Gaza into Israel. Trump backs down on border wall funding DONALD Trump has indicated he will ditch plans to find cash for his border wall in this week’s spending bill. The president’s close adviser, Kellyanne Conway, said funding for the wall would be left out of a budget measure that must pass by Friday. Building the wall, paid for by Mexico, was a key campaign promise. Democrats had threatened to block the bill if money was earmarked for the wall, so its omission may now avert a government shutdown. But the president insisted on Twitter that he still supported the wall and that it would be built. He reportedly told a private meeting with members of the conservative media on Monday night that he might be open to funding the wall later in the year. And Ms Conway confirmed to Fox News that the wall does not need to be funded this week, but remains a
“very important priority”. Mr Trump had proposed $1.5bn (£1.2bn) for his wall through Congress as part of the spending bill, which funds federal agencies to the end of the current fiscal year. The plan has united Democrats in blanket opposition. And some Republicans have balked at the estimated cost of $21.6bn - more than the price tag the president cited as $12bn. Republicans with districts along the border have also been very critical, conscious that they have large Hispanic populations. But the White House is insistent that the wall must be built, and will not concede there will be a “delay”. “Priorities have not changed,” said spokesman Sean Spicer. “There will be a wall built. Thai man kills baby on Facebook Live then takes own life A THAI man filmed himself killing his baby daughter on Facebook Live, before taking his own life, Thai police say. The 21-year-old hanged his daughter, and then himself, at a deserted hotel in Phuket on Monday, reportedly after an argument with his wife. Facebook sent condolences to the family for the “appalling” incident and said that the content had now been removed. The company pledged a review of its processes after footage of a US killing stayed online for hours this month. The footage of the Thai killing
had also been available on video sharing website YouTube, but the company took it down after the BBC alerted it to its presence. Relatives of the Thai man, Wuttisan Wongtalay, saw the distressing footage and alerted the police - but the authorities arrived too late to save him and his daughter. In a statement, a Facebook spokesperson said: “This is an appalling incident and our hearts go out to the family of the victim. There is absolutely no place for content of this kind on Facebook and it has now been removed.” (BBC)
OUTGOING French President Francois Hollande has urged people to back centrist Emmanuel Macron and reject far-right leader Marine Le Pen in the vote to choose his successor next month. Mr Macron and Ms Le Pen, leader of the National Front, go head-tohead on May 7 after taking the top two places in Sunday’s first round. Opinion polls indicate that the business-friendly Mr Macron, who has never held elected office, will take at least 61 per cent of the vote against Ms Le Pen after two defeated rivals pledged to back him to thwart her Eurosceptic, anti-immigrant platform. Mr Hollande, a Socialist nearing the end of five years of unpopular rule, threw his weight behind his former economy minister in a televised address, saying Ms Le Pen’s policies were divisive and stigmatised sections of the population. “The presence of the far-right in the second round is a risk for the country,” he said. “What is at stake is France’s make-up, its unity, its membership of Europe and its place in the world.” Final results from the first round showed that Mr Macron got nearly 1 million more votes than Ms Le Pen. Missing Taiwanese trekker found in Himalayas after 47 days A 21-year-old trekker from Taiwan has been rescued alive in the Himalayas, 47 days after he and his girlfriend went missing. A high-altitude search and rescue team found Liang Sheng Yueh in a canyon at around 2,600m (8,500ft) near Tipling village in Nepal’s Dhading district. The body of his companion, 19-year-old Liu Chen Chun, was lying nearby. Mr Liang is being treated at Grandee International Hospital in Kathmandu and is said to be out of danger. Dr Sanjaya Karki, who is treating Mr Liang, told Surendra Phuyal of BBC Nepal: “He can speak slowly. He told me his girlfriend died three days ago. He doesn’t have trauma injuries, but his body has injuries stemming from worm-bites.” The trekker is said to have lost 30kg (4.5 stone) of weight since going missing seven weeks ago. Mr Liang and Ms Liu, first year students at Taiwan’s National Dong Hwa University, had arrived in Nepal in February from India.

Mississippi man sues R. Kelly over alleged affair with wife A MISSISSIPPI man has filed a lawsuit against R. Kelly, alleging the singer had an affair with his wife of five years. Kenny Bryant, a Hinds County Sheriff’s Department deputy, said the Chicago-born crooner became involved in a romantic relationship with his spouse, Asia Childress, prior to the couple’s July 15, 2012 wedding.
In the court complaint filed April 21, Bryant added that the affair ensued in October of 2012, when Childress attended one of the singer’s shows. According to WAPT, Bryant since agreed to his wife’s request to relocate to Atlanta so she may “further her career” opportunities — which Bryant believes was really a motive to further the affair.

Goldblum joining cast of Jurassic World sequel JEFF Goldblum will return to the world of Jurassic Park after joining the cast of the upcoming film, it is reported. The Queen of Soul is coming out swinging against fellow legend Dionne Warwick, accusing her of making up a story that she was Whitney Houston’s godmother, even though the alleged offense happened five years ago at Houston’s funeral. “She blatantly lied on me ... fully well knowing what she was doing,” Aretha Franklin said in a phone interview. Franklin called The Associated Press on Tuesday, after sending a lengthy fax the day before, to address what she claimed was a “libelous” statement against her made five years ago at Houston’s funeral. At the time, Warwick told funeral-goers that Franklin was there and introduced her, but then realized she wasn’t in attendance. “’Ree’s not here, but she is here,” Warwick said, referring to Franklin by a nickname. “She loves Whitney as if she were born to her. She is her godmother.” At the time, Franklin said she was suffering from swollen feet and

Fifth Indiana Jones film moved to 2020 THE release date for the fifth Indiana Jones film has been put back to 10 July 2020 - three days before star Harrison Ford celebrates his 78th birthday. The as yet untitled film had been set for release in July 2019, but will now appear in cinemas one year later. Disney has also confirmed that the third film in its current Star Wars trilogy will arrive on 24 May 2019. A new version of The Lion King will be released on 19 July 2019, while Frozen 2 will arrive on 27 November that year.
The fifth Indiana Jones film will arrive 39 years after the original instalment - Raiders of the Lost Ark - and 12 years on from Indiana Jones and the Kingdom of the Crystal Skull. Ford, now 74, was 65 when Crystal Skull, the most recent instalment in the action adventure franchise, was released in May 2008. CHIEF EXECUTIVE OFFICER REPORTING TO: Board of Directors LOCATION: Invest Turks and Caicos Offices Providenciales JOB SUMMARY: The Chief Executive Officer is the chief executive of Invest Turks and Caicos and is responsible for the success of the organisation. Together with the Board, the incumbent is expected to lead the implementation of the Turks and Caicos Islands (TCI) Government’s economic development vision, attract significant investments to the various inhabited islands, oversee services for Micro, Small and Medium (MSME) businesses and support expanded sustainable development throughout the entire Turks and Caicos Islands. The position involves overseeing a staff of up to fifteen persons who are predominately highly trained investment professionals. The Chief Executive is expected to be a strong leader who can develop a cohesive team within the organisation and across TCI to drive new investment to the country. KEY OBJECTIVES: 1. To manage the day to day operations of Invest TCI through planning, organising, coordinating, directing and controlling the functions of the Agency. PERSONAL SPECIFICATIONS EDUCATION AND QUALIFICATIONS: The preferred candidate should have a master’s degree in finance, business administration, economics or related field, from a recognised institution of higher learning and a minimum of ten (10) years’ experience or a combination of education and experience sufficient to meet the requirements of the position of CEO at Invest Turks and Caicos. EXPERIENCE AND KNOWLEDGE: Minimum of ten (10) or more years of senior management experience at a public or private enterprise/company/ agency engaged in investment development and/or promotion/ marketing. Science & Technology Exercise ‘keeps the mind sharp’ in over50s, study finds IN a variety of brain tests, they found evidence of aerobic exercise improving cognitive abilities, such as thinking, reading, learning and reasoning, while muscle training for example, using weights - had a significant effect on memory and the brain’s ability to plan and organise, the so-called executive functions. Joe Northey, study author and researcher from the Research Institute for Sport and Exercise at Canberra, said the findings were convincing enough to enable both types of exercise to be prescribed to improve brain health in the over-50s. “Even if you are doing moderate exercise only once or twice a week there are still improvements in cognitive function, but the improvements were better the more exercise was done,” he said. He said people should be able to hold a conversation while doing moderate exercise. NHS guidelines recommend that adults do at least 150 minutes of moderate aerobic activity every week and exercise the major muscles on two or more days a week. HEAVY SHOPPING BAGS Dr Justin Varney, lead for adult health and wellbeing at Public Health England, said any physical activity was good for brain and body. “Whilst every 10 minutes of
exercise provides some benefit, doing 150 minutes a week cuts the chances of depression and dementia by a third, and boosts mental health at any age. “Doing both aerobic and strengthening exercises leads to a greater variety of health benefits.” He said cycling or walking to work could count as aerobic activity and carrying heavy shopping bags was one example of a good strength exercise. Dr Dean Burnett, lecturer in neuroscience and psychiatry at Cardiff University, said the study gave a clearer picture of how exercise affected the brain - but there were still issues. “It could lead to increased pressure for the 50-plus age group to exercise more in order to stay mentally healthy, which is good advice but also overlooks the fact that as we age it’s increasingly difficult to engage in physical activity, as our bodies are simply less capable of it,” he said. “Physical exercise is one element of improved brain functioning, but not the whole story.” As well as staying physically active, Dr David Reynolds, from Alzheimer’s Research UK, said it was equally important to look after our brains by staying mentally active, eating a balanced diet, drinking only in moderation and not smoking.
China talking with European Space Agency about moon outpost REPRESENTATIVES of China and the European Space Agency are discussing potential collaboration on a human outpost on the moon and other possible joint endeavours, according to a spokesman for the European agency and Chinese media reports. The secretary general for China’s space agency, Tian Yulong, first disclosed the talks about the envisioned lunar base in Chinese state media. They were confirmed Wednesday by Pal Hvistendahl, a spokesman for the European Space Agency, or ESA. “The Chinese have a very ambitious moon programme already in place,” Hvistendahl said. “Space has changed since the space race of the ‘60s. We recognise that to explore space for peaceful purposes, we do international cooperation.” The director general of the 22-member ESA, Johann-Dietrich Woerner, has described its proposed “Moon Village” as a potential international launching pad for future missions to Mars and a chance to develop space tourism or even lunar mining. Scientists create artificial womb that could help prematurely born babies SCIENTISTS have created an “artificial womb” in the hopes of someday using the device to save babies born extremely prematurely. So far the device has only been tested on fetal lambs. A study published Tuesday involving eight animals found the device appears effective at enabling very premature fetuses to develop normally for about a month. “We’ve been extremely successful in replacing the conditions in the womb in our lamb model,” says Alan Flake, a fetal surgeon at Children’s Hospital of Philadelphia who led the study published in the journal Nature Communications. “They’ve had normal growth. They’ve had normal lung maturation. They’ve had normal brain maturation. They’ve had normal development in every way that we can measure it,” Flake says. Flake says the group hopes to test the device on very premature human babies within three to five years. “What we tried to do is develop a system that mimics the environment of the womb as closely as possible,” Flake says. “It’s basically an artificial womb.” INSIDE AN ARTIFICIAL WOMB The device consists of a clear plastic bag filled with synthetic amniotic fluid. A machine outside the bag is attached to the umbilical cord to function like a placenta, providing nutrition and oxygen to the blood and removing carbon dioxide. “The whole idea is to support normal development; to re-create everything that the mother does in every way that we can to support
normal fetal development and maturation,” Flake says. Other researchers praised the advance, saying it could help thousands of babies born very prematurely each year, if tests in humans were to prove successful. Jay Greenspan, a pediatrician at Thomas Jefferson University, called the device a “technological miracle” that marks “a huge step to try to do something that we’ve been trying to do for many years.” The device could also help scientists learn more about normal fetal development, says Thomas Shaffer a professor of physiology and pediatrics at Temple University. “I think this is a major breakthrough,” Shaffer says. The device in the fetal lamb experiment is kept in a dark, warm room where researchers can play the sounds of the mother’s heart for the lamb fetus and monitor the fetus with ultrasounds. Previous research has shown that lamb fetuses are good models for human fetal development. “If you can just use this device as a bridge for the fetus then you can have a dramatic impact on the outcomes of extremely premature infants,” Flake says. “This would be a huge deal.” But others say the device raises ethical issues, including many questions about whether it would ever be acceptable to test it on humans. “There are all kinds of possibilities for stress and pain with not, at the beginning, a whole lot of likelihood for success,” says Dena Davis, a bioethicist at Lehigh University.
Flake says ethical concerns need to be balanced against the risk of death and severe disabilities babies often suffer when they are born very prematurely. A normal pregnancy lasts about 40 weeks. A human device would be designed for those born 23 or 24 weeks into pregnancy. Only about half of such babies survive and, of those that do, about 90 percent suffer severe complications, such as cerebral palsy, mental retardation, seizures, paralysis, blindness and deafness, Flake says. About 30,000 babies are born earlier than 26 weeks into pregnancy each year in the United States, according to the researchers. POTENTIAL ETHICAL CONCERNS Davis worries that the device is not necessarily a good solution for human fetuses. “If it’s a difference between a baby dying rather peacefully and a baby dying under conditions of great stress and discomfort then, no, I don’t think it’s better,” Davis says. “If it’s a question of a baby dying versus a baby being born who then needs to live its entire life in an institution, then I don’t think that’s better. Some parents might think that’s better, but many would not,” she says. And even if it works, Davis also worries about whether this could blur the line between a fetus and a baby.“Up to now, we’ve been either born or not born. This would be halfway born, or something like that. Think about that in terms of our abortion politics,” she says. (NPR.org)

Earnhardt Jr.’s retirement leaves gaping hole for NASCAR Dale Earnhardt Jr., who announced on Tuesday that he is retiring after this season, has won NASCAR’s most popular driver award for 14 years running. Last year, he skipped the season’s final 18 races due to a concussion. Didn’t matter. Fans still voted for Junior. He never won a championship in NASCAR’s top circuit — now called the Monster Energy NASCAR Cup Series. Didn’t matter. The likes of Jimmie Johnson — 7 titles! — Jeff Gordon (3) and Tony Stewart (3) never won the hearts of racing fans like Junior did. “I just wanted the opportunity to go out on my own terms,” Earnhardt Jr said Tuesday during a press conference announcing his retirement. He inherited his fame while still earning it. The son of seventime champ Dale Earnhardt, Junior finished second at the 2001 Daytona 500 — the same race that took his father’s life, after Earnhardt crashed into a wall on the final lap. Five months later, he returned to the track where his father died, and won the Pepsi 400, in his Budweiser car, in front of a delirious crowd. Michael Waltrip, who won that tragic Daytona 500 but couldn’t celebrate, finished second. After crossing the finish, Waltrip cheered as if he were the champion, and embraced Earnhardt Jr. His father’s loss still weighed on him. “He was with me tonight,” Earnhardt Jr., now 42, said afterwards. “I don’t know how I did it. But he was there.” The storybook performance endeared him to the nation. He’s extraordinary wealthy, part of racing royalty. But with his downhome southern drawl, Earnhardt Jr. never lost his everyman vibe. His

USA win third straight Golden Baton SOLIDIFYING their position as the strongest relay nation in the world, the USA collected their third successive Golden Baton honour at the IAAF/BTC World Relays Bahamas 2017. The US won five of the nine events over the two-day programme, took silver in a pair, and third in another to tally 60 points, 21 ahead of Jamaica who totalled 39. The Golden Baton is awarded to the team who accrues the most points, based on the simple scoring system of eight points for first place down to one point for finishing eighth. Australia was third with 24, edging Poland by just one point. The USA won the men’s 4x800m, and men’s and women’s 4x400m on the final day, but for the vociferous crowd that gathered in Nassau’s Thomas A Robinson Stadium, the highlight was the
resounding victory by a Bahamian quartet in the mixed 4x400m relay that capped the thoroughly entertaining evening. National 400m record-holder Steven Gardiner, Olympic 400m champion Shaunae Miller-Uibo, Anthonique Strachan and Michael Mathieu teamed for a victory that electrified the crowd who left the stadium singing choruses of their national anthem. Gardiner and Miller-Uibo packed a strong 1-2 punch, building a sizable lead that was the foundation of their triumph. While Strachan was reeled in by Paul Dedewo of the US, she held her own, leaving Mathieu in a strong position as he embarked on the anchor leg. Keitany breaks Radcliffe’s women’s-only world record MARY Keitany of Kenya broke Paula Radcliffe’s women’s-only world record to win the London Marathon. Keitany, 35, crossed the finish line on The Mall in two hours 17 minutes one second, the second-fastest time in history. That was 41 seconds quicker than four-time British Olympian Radcliffe ran in winning the event in 2005. Kenyan Daniel Wanjiru, 24, won the men’s race in 2:05:56, with Kenenisa Bekele of Ethiopia second. Bekele - the 5,000m and 10,000m world record holder - looked to be mounting a challenge in the final stages, but Wanjiru found enough pace to finish strongly and eventually win by nine seconds.
Tirunesh Dibaba of Ethiopia was the runner-up in the women’s race, clocking a time of 2:17:56. Speaking to the BBC after the race, Keitany said: “It was a great day for me. It was really amazing, to run the best time. “The weather was good at the beginning, it was nice for me and my pace. I’ve run my best.” Wanjiru said he felt comfortable running at world-record pace for sections of the race and is still aiming to break Dennis Kimetto’s time of 2:02:57, set in Berlin in 2014. “In the beginning the race was very fast and we were inside world record pace. It was the pace I was preparing for,” he told BBC TV. “We tried to maintain that pace
for half of the race. From there it was becoming tougher and tougher. The sun was coming and the day was beautiful - but we don’t need too much sun!” In the women’s race, Britain’s Alyson Dixon finished 12th in a personal best of 2:29:06 to secure her place at this summer’s World Championships. However, Jo Pavey, who needed to finish as one of the top two British women to qualify for August’s championships in London, was forced to retire after about 17 miles. Earlier, Britain’s six-time Paralympic champion David Weir took victory in the men’s wheelchair race, beating his rival and last year’s winner Marcel Hug in a sprint finish.
Shaquillo commits to Arkansas State Red Wolves DECISION day came for Bahamian basketball player Shaquillo Fritz as he prepares to make the transition to the NCAA Division I level. Fritz announced via Twitter that he has committed to the Arkansas State Red Wolves and is expected to join the programme for the upcoming Fall 2017 season. Fritz, a 6’8’’, 220-pound power forward, played locally for the St George’s Jaguars before a number of stops on his high school and collegiate career. Fritz completed high school at IMG Academy in Florida, committed to Stetson University but eventually would play his freshman season at Miami Dade College. With the Sharks, Fritz played in 26 games and averaged 2.8 points and 3.2 rebounds per game while shooting 60 per cent from the field. He scored in double figures twice with 11 points against Harcum and 14 points against Barry JV. He had
a season high of 14 rebounds against USC Salkehatchie. After a transfer, Fritz spent this past season with Paris Junior College. In 27 games he averaged 4.2 points and 4.3 rebounds per game, shooting 57 per cent from the field. He scored in double figures three times - twice against Jarvis Christian JV (13,11) and 11 against Cedar Valley College. Fritz joined Grantham Gillard and Tristin Walley as a trio of players to commit to Arkansas State following their official campus visit last week. The Red Wolves compete in the Sun Belt Conference which means Fritz will immediately become an inter-conference rival with former St. George’s teammate Travis Munnings and the ULM Warhawks. The Red Wolves have not made the NCAA Tournament team since 1999 and recently hired Mike Balando in March. (Tribune242)

City-based Twenty20 tournament featuring eight teams gets approval for 2020 A NEW city-based eight-team Twenty20 tournament has been given the go-ahead to start in 2020. The proposals were approved by 38 of the 41 England and Wales Cricket Board members, with 15 first-class counties in support of the competition. Essex and Middlesex were the only two counties to vote against the proposals, while Kent abstained from voting. “I passionately believe that the game has chosen the right path,” ECB chairman Colin Graves said. The ECB needed 31 members to vote in favour of the tournament which will be played alongside the existing T20 Blast. It is not yet known which cities will have sides and where the matches will be played. “Each of our members will benefit and, critically, so will the whole game,” Graves added. “We can now move on with building an exciting new competition for a new
audience to complement our existing competitions. “Our clear ambition is that this new competition will sit alongside the IPL and Big Bash League as one of the world’s major cricket tournaments.” How will it work? Eight new teams playing 36 games over a 38-day summer window, with four home games per team No scheduling overlap with the existing T20 Blast competition An Indian Premier Leaguestyle play-off system to give more incentive for finishing higher up the league A players’ draft, with squads of 15 including three overseas players Counties guaranteed at least £1.3m each per year The ECB has said the competition will give cricket the chance to be part of “mainstream conversation” and believes the tournament can make the sport “relevant to a whole new audience”.
However, Essex are concerned it will “exclude” certain areas of the country, while Middlesex feel they will not benefit financially from Lord’s being a likely base for one of the teams. But Graves said they would make sure it benefited all counties and it marked “an exciting new era” for cricket in England and Wales. “The ECB executive and T20 development team will now continue to work with the game as we build the new competition, ensure it is positioned distinctively from our existing competitions and realise its full potential,” he added. “All decisions - including the creation and base of each team - will be made within the game, guided by our shared strategy and built on best practice, research and insight. “The benefits it will bring can deliver a sustainable future for all 18 first-class counties and an exciting future for the game in England and Wales.” (BBC)

CRICKET’S bosses have reversed a decision which effectively handed control of the sport to India, England and Australia. The International Cricket Council (ICC) decided in 2014 that the ‘Big Three’ should have more powers over how the game is run and its financial split. But at a meeting in Dubai, the ICC board voted to pass a new financial model and governance structure. The changes will have to be ratified by the ICC full council in June. The 2014 changes had angered other large cricketing nations such as South Africa and Pakistan. However, the reversal is likely to upset India which has been demanding a $570m (£442m) cut from ICC revenues but will now receive $293m (£227m). The board voted 13 to one in favour of the financial changes and local media have reported that India was the only dissenting voice. Based on forecasted revenues and costs, the England and Wales Cricket Board will receive $143m (£111m) across the same period (2016-2023), Zimbabwe will get $94m (£73m) and the remaining seven Full Member nations $132m (£102m) each.
Constitutional changes made by the board - including paving the way for more Test cricket nations and the introduction of an independent female director - were agreed by a vote of 12 to two. ICC chairman Shashank Manohar, who announced in March that he is stepping down, said: “This is another step forward for world cricket and I look forward to concluding the work at the annual conference. “I am confident we can provide a strong foundation for the sport to grow and improve globally in the future through the adoption of the revised financial model and governance structure.” The ICC meeting has also agreed to look at: • Bringing more context to international bilateral cricket including resolving the current calendar congestion in order to bring a clear framework to all three formats • Changes to the women’s game including a separate rankings system for Women’s ODI and T20I cricket • The feasibility of further matches in Pakistan involving a World XI • Development of a detailed strategy for the growth of cricket in China.

UK coach impressed with TCI football standard
UK coach Nick Morrison, who spent three years a part of the coaching staff at Manchester City Academy youth team is impressed with what he saw in the TCI. The former youth player for Manchester City U12-15 (before he got a knee injury), spent three days in the TCI early this
month coaching U9, U11 and U13 players who signed up for an Easter Camp. According to the Technical Director of the TCIFA Daz Meehan, Morrison, who holds a UEFA B licence, was invited from the UK as part of the TCIFA guest coaches programme, where visiting coaches
work with youth/national teams. Meehan said that: “Nick was thrilled and excited about the prospect of coming to the Turks and Caicos to coach some of our younger players and also working with the National team, he hopes the small time he was with our
players is enough to inspire them to become better players.” According to Meehan, Morrison was not just impressed with the youngsters, but the seniors as well, so much so, that he was confident that the side could record a win over the Bahamas in their upcoming fixture.
“He was very impressed with the standard and speed of the men’s national team and expects us to beat the Bahamas on May 26th-27th.” The local footballers learnt new drills and listened to the UK coach’s expertise knowledge of the game, during his April 11-13 stint.
Feels Simmons’s scholarship is boost to the cause RISING Stars Basketball Club is on a mission. The executives hope that they can give many young basketball players opportunities to further their education and game. For president of the club, Mervin Forbes, the signing of local off guard Dwaine Simmons to a two-year scholarship to the North Dakota Junior College is a step in the right direction. The Badgers’ player, Simmons, is the first player the club has managed to get into college—a journey two years in the making. A few others are in high and prep schools. Forbes told the Weekly News that the TCI is ripe with talent and that the club wants to unearth as much as possible. “We have to try to develop sports, because not everybody can grow up
to become a doctor or a lawyer, but we have lots of kids in the TCI who are naturally gifted when it comes to sports.” The RSBC president added that the club would do as much as it can to help the process. “We have big plans for next year; with God’s grace we’ll make sure we give more kids opportunities at the college, prep school and high school levels.” Forbes added that the process is not an easy one and that although Simmons has been on the radar of the club for a few years, getting the scholarship took some work. Simmons’s scholarship will be assess after the first or second year and depending on his performance (studies and on the court), he will be able to attend a four-year college.

Williams satisfied with World Relays performance TCI born Delano Williams, who competes for Great Britain, is satisfied with his two legs at the IAAF/BTC World Relays in the Bahamas last weekend, but feels that he was not warm enough before the final in which his team finished sixth. “We got 6th, but that wasn’t our strongest team and my legs felt cold in the finals; they had us in the marshalling area waiting for 30 minutes. So that killed the whole warm up time.” The national 100M and 200M record holder ran the second leg in both the 4X400M preliminary and the final for Great Britain. He had splits of 45.48s, which was the fastest time for his team, and 46.34s in the final. In the preliminary, GB advanced second in their heat, behind France, but ahead of the Bahamas, Belgium, Germany and Canada. In the final, the side ran 3:05.63s, but finished behind the USA, Botswana, Jamaica, T&T and Cuba, and ahead of Brazil and France.
Yanique Haye-Smith is currently ranked 11th in the world.

The wife of president of TCI Commonwealth Games Association and 1st VP of the TCAAA, Alvirto Ali Smith, has ran the World Championships qualifying time for the 400M hurdles and is excited about the possibility of officially representing her adopted home. Since 2010, the Jamaican born has lived in the TCI, but is still awaiting her documents that will give her status and the legal ability
to represent us at international meets. Over the years, she has competed unattached. PEAK FORM The 27-year-old is also in peak form. Currently she is ranked 11th in the world after a string of good runs. Her latest was a first place finish at the Aggies Invitation in Greensboro, North Carolina two Saturday ago, where she also ran a personal best. Her 56.10s eclipsed her previous best of 56.20s.

TCI sprinters break national record at World Relays – Coach excited about future TURKS and Caicos sprinters broke a national record in the 4X200M when they competed at the IAAF/BTC World Relays last weekend in the Bahamas. The run also propelled the side to a 12th place finish at the event ahead of Germany (DNF), France (DQ) and Great Britain (DNS). In 2014, Ifeanyi Otuonye, Courtney Missick, Wesley Chery and Wadley Jean clocked 1:27.70 at the same event, this year the team finished in 1:26.22. Otuonye and Missick (standby) were the returning athletes. The multi-talented Otuonye, who ran the first leg, passed the baton to 400M specialist Angelo Garland. Devante Gardiner ran the third leg, with Frantzley Benjamin anchoring the side. National coach, Randy Ford, who travelled with the five athletes, was
pleased with the performance and excited about the future of athletics in the TCI. “It was encouraging. I anticipate even a stronger performance [in the future] with the calibre of student who will move on to tertiary institutions and to 6th forms in other countries,” Ford told the Weekly News. What was impressive was the raw talent of the athletes. Unlike many of the sides who were training together as a unit weeks before race day, TCI had one day to bond as a team given than three of the athletes were in school in the US (different schools), one in Jamaica and one at home in the TCI. In fact, coach Ford decided on who will run what leg, the day before the race. Otuonye said he was honoured to represent TCI and

to break the record. He said that his school coach did a good job in preparing him a few weeks before the race. For Garland, who along with Otuonye have their names in all the male relay records (4X100M, 4X400M and 4X200M); the race was a confident booster. “I feel like this weekend was a
big confidence booster for all of us. To break another record felt good. It shows that Turks and Caicos is slowly building a team. Not just any team, a young team.” 19-year-old Gardiner, one of the youngest at the event, said the race was a good start to his senior international career. “This has given me a lot of
confidence now, running against big time athletes.” Benjamin, who last represented the national team two years ago, told the Weekly News that the race was good for him but he feels he can go faster. Missick said he was proud to represent the TCI, although he did not run in the race.

Predators and Stallions bounce back to tie series

THE first two games of the bestin-five semi-finals of the Provo Amateur Basketball Association (PABA) Night League is evenly split with all four teams having a win and a loss each over the weekend. In game one, Flyers defeated the Predators 69-59 with Jake Been leading the charge with 23 points. Galvin Hall Jr. led the Predators with 19 points. Defending champions, the Five Cays Knights also recorded
an opening victory, when they competed against the GT Stallions. That game finished 93-78. Melvin Elsie Jr. led the Knights with 35 points, five rebounds, three assists and two steals, while Clifton Jean was the main scorer for the Stallions with 27 points and four rebounds. On Saturday evening, the Predators grounded the Flyers 6250 with Charlton Stubbs leading the winner’s attack with 17 points and seven boards. Danerdo Missick
scored 10 points for the Flyers. In the feature clash the Stallions galloped over the Knights 9688 despite a night high 39 points and six rebounds from Andujar Gardiner. Enrico Smith led the Stallions with 29 points. Game three in both semi-finals were scheduled for Thursday with Game four set for Sunday. All games are being played at the Gus Lightbourne Sports Complex court.
