Murder investigation begins after body found BY DAISY HANDFIELD AFTER conducting an autopsy on a body that was discovered last weekend, police officials have confirmed that it is Yuneiry Veras. The body of the young Dominican woman was discovered at about 1.04pm on Saturday (April 23) in Pirate’s Cove located on Tom Lightbourne’s Drive, in the north western area of Providenciales. The area is very secluded and is surrounded by bushes. According to Kevin Clarke, press officer for the Royal Turks and Caicos Islands Police Force, a homicide investigation is already in progress. Veras was last seen on April 18 at about 2.15am at her residence in Blue Hills. She was wearing a black top and blue short skirt. Some residents have commented on social media about the incident and police reaction. A comment read: “This is very sad, as a mother this hurts. “My prayers and sympathy goes out to her parents and family. “It is sad to think that someone will do this cold blooded crime, leave the scene and come back and live among us. “This alone is a scary thought. “Lord we really need your divine intervention in our peaceful, beautiful country.” Another said: “Stop the violence against women! “We need a march against violence on women in the TCI.” Someone else said: “This is not

the first time they kill a Dominican and never do anything. “We are tired of so much discrimination.” A date has not yet been confirmed, but several Dominican residents said this week that they will be uniting to march against violence to Dominican nationals. Police are seeking public assistance to find the person or persons who may be responsible for her murder. Unholy robbery on Bible Street A WOMAN has been beaten and robbed on her doorstep at midnight. Police were called to Bible Street in Blue Hills, Providenciales, shortly after 12am on Thursday (April 28) after the woman was attacked by a pair of men. The victim told officers she was unlocking her front door when she was suddenly gripped by her ankle. As the startled woman turned around she saw two men, one wearing a red mask dressed in a black hoodie and brandishing what appeared to be a gun. She was hit in the face with a weapon and the other suspect snatched her white, black and brown leather bag which had her iPhone 6 inside as well as numerous credit and identity cards. The victim was taken to Cheshire Hall Medical Centre, treated for her injuries and later discharged. A crime scene has been established by the Royal Turks and Caicos Islands Police Force and investigations are ongoing. Police are urging anyone who may information or may have been in the area at the time to contact Chalk Sound Police Station on 338-5901. Assembly member forced to backtrack IN AN extraordinary move the SIPT prosecution cross examined one of their own witnesses on Friday forcing her to backtrack on live evidence. The Government appointed member to the House of Assembly Ruth Blackman, a former Cabinet secretary in the Misick years, had turned “180 degrees” from her previous written statement, prosecutor Andrew Mitchell told the court. Mitchell had been asking Blackman about the relationship that former premier Michael Misick and former minister for natural resources McAllister Hanchell had with exgovernor Richard Tauwhare. Blackman originally told the court that the ex-ministers both had a “very good” working relationship with Tauwhare, although in the case of Misick it had become “less cordial” towards the end. However in a written statement she gave to the SIPT team before the trail she had said: “I believe Mr Tauwhare came here with good intentions to help the country and build positive relationships with ministers. “However the relationship with Michael Misick became strained towards the end and I do not recall him [Tauwhere] refusing any requests, the relationship deteriorated considerably. “There were occasions with McAllister Hanchell when presenting issues to do with land or developments where he became aggressive, this was usually when he was questioned by the governor or acting governor, and there were times he was obnoxious towards him.” It is unusual but not unprecedented for counsel to question the evidence of their own witness and Mitchell

felt he had no choice and told the court he had been tempted to do so beforehand with several witnesses connected to the former government. He said: “This witness has said things contrary to her statement, she has turned 180 degrees from it. “Where the court has been told that the witness has moved 180 degrees it important that the facts are established in evidence and the explanation for that is established. “I have been minded to do this before now in this trial but have resisted, however in this instance I feel it is necessary.” Once confronted with her witness statement Blackman went on to say: “My recollection is that the relationship between McAllister Hanchell and the governor was a good working relationship but of course there were occasions when there were disagreements between them. “As I said there was obnoxious behaviour and I do not mean physically aggressive or fist fights or that it became abusive, it was mostly in relation to Crown land.” Blackman who is a serving MP and current member of the PNP was kept waiting in a side room for hours on Thursday, April 21, and Friday, April 22, as counsel argued over Mitchell’s right to cross examine his own witness. Several defence counsel objected to the use of her previous statement as they had not been warned it would come in to play. However Judge Harrison granted the cross examination as he felt that what Blackman had said about Hanchell in the statement, and on the stand, were different enough to warrant explanation. All the defendants deny all the charges against them. The trial continues.

THREE men who were arrested in relation to the Sunny Foods supermarket robbery appeared in magistrate’s court on Wednesday (April 27) so that a sufficiency hearing date could be set. Reginald Presil, Wilbert Almonor and Fritzner Prevaus could all face prison time for the charge of conspiracy to rob. The men were not required to enter a plea, but were remanded into custody until June 3 when they will reappear in court for a sufficiency hearing.

They are all in their early thirties and of Haitian descent. The men were accompanied by a translator who explained the charge to them. Alboin Williams, owner of Tag Security Services, was shot in the back by three armed robbers during a cash pickup at Sunny Foods supermarket in Providenciales on Sunday, April 10. Land valuation officer next SIPT witness BY JOHN TONER THE MAN at the centre of alleged disputes over Crown land valuations is due in court next week. Shabaan Hoza, chief land valuation officer for the TCI Government, is due to appear as a prosecution witness in the SIPT trial at some point in the coming week. At the beginning of the trail the court heard that Hoza was the man responsible for valuing Crown land for sale during the Michael Misick years.

It has been alleged that he was instructed on more than one occasion by serving government ministers at the time to lower the value he had placed on Crown land. These accusations go directly to one of the main counts on the indictment, the allegation that the defendants conspired to defraud the people of the Turks and Caicos Islands for their own benefit by selling off land cheaply. All the defendants deny all the charges against them. The trial continues.

IN AN effort to reduce the burden of diseases and economic loss due to premature death, the Government has embarked on a rigorous campaign to reorient the focus of healthcare in the Turks and Caicos Islands. Governor Peter Beckingham recently revealed the Government’s strategies to address healthcare issues facing the populace primarily in the area of access and cost of treatment for some disabilities. He said: “The Government strongly believes that the health of the nation is the wealth of the nation and will therefore continue to champion the realisation of our vision of a healthier and empowered people throughout the lifecycle in communities conducive to healthy living.” To this end he outlined several strategies already developed by the Government that are geared towards realising the 2020 Health Vision. “Some of these strategic plans include the development of primary healthcare clinic infrastructure and services in all of our communities thereby improving access to healthcare. “The introduction and expansion of vital services such as physiotherapy, pharmacy, laboratory and other diagnostic services in family islands. “Extended clinic hours at our primary healthcare facilities that will improve access and reduce the cost and burden on our hospital emergency rooms. “The expansion of our cancer screening programme especially in our family islands and development of our cancer registry.” Governor Beckingham also

outlined the development of the noncommunicable disease management programme to reduce complications and death due to diseases such as diabetes and hypertension. Moreover he pointed out that the Government has begun and will continue its investment to incorporate initiatives such as green fitness parks in every community where families can be safe while having fun and staying fit. “The development of cycling lanes in streets to promote fitness and safety and the improvement of lighting in our communities to encourage physical activities. “Tobacco control and the banning of smoking in public places creating healthy work and recreational environments. “The promotion of healthy and safe foods manufactured or imported through the provisions of the food and drug legislation.” He also noted the administration will continue its advancement towards universal health through the amendment to the National Health Insurance Plan legislation to ensure that healthcare is accessible and affordable to all. He further outlined the strengthening of the regulatory and policy functions of the Ministry of Health that will ensure the health of the public is protected while ensuring access to affordable and quality healthcare. “The Government will continue to ensure that we have an environment that is conducive to healthy living and sustainable economic growth and development.” Turning his attention to improving the environment, he emphasised the Government’s intention to amend its laws to provide for better

enforcement of the environment and public and environmental health laws. This will be done to include wardens, volunteers and a ticketing and community service system of penalties for offences such as littering, improper garbage disposal, unclean premises and land and marine parks violations. He said: “The Government will continue to invest in the protection of its environment by ensuring that the most sensitive of our land and marine habitats are placed in our national park system while ensuring that our population can enjoy and be empowered through the use of the parks but also creating opportunities for future balanced and environmentally friendly development. “The Government will continue to invest in and develop our water and liquid and solid waste management infrastructure the ensure population health, environmental protection and sustainable potable water supply to the population. “The Government as a part of the climate change initiative has adopted its climate change policy and created a committee on climate change.” To this end the Government has developed and approved its energy policy and is in the process of finalising its consultancy on the development of a legislative framework that will give way to a greater degree of new alternative energy sources. This holistic approach is aimed at creating a sustainable pathway for reduced electricity cost, the reduction of carbon emissions, while promoting the clean natural beauty of the Turks and Caicos Islands.

PDM moves motion to reinstate hospitality workers gratuity BY OLIVIA ROSE HOTEL workers should receive the entirety of their service charge; this is according to the Opposition party who recently moved a motion in parliament to have it fully reinstated. The People’s Democratic Movement (PDM) on Monday (April 19) moved a private motion in the House of Assembly to reinstate 100 percent gratuity or service charge to hospitality workers at establishments where it is charged. In moving the motion Opposition leader Sharlene Cartwright Robinson stated that the right approach must be taken to ensure that people are not treated unfairly as a result of the amended law. She explained that workers in the hospitality sector prior to the implementation of the gratuity policy received their full benefits. However following the

implementation of the policy, the benefits were significantly reduced at certain resorts. She said: “No government agency policed this to ensure that workers were protected.” The Opposition leader lamented that it was a disappointing turn of events to see members of the Government give reason as to reason as to why it cannot be reinstated. Pointing out that member from South Caicos Norman Saunders had two weeks’ notice of the motion said that he did not know enough to support the motion. On the other hand Premier Rufus Ewing told the House of Assembly that his Government plans to review the gratuity policy. He said: “The works with regards to ex gratia payment has been going on for some time now and we have the list ready of those individuals who will be entitled to ex gratia

Conch export quota has been met NEARLY three months before the close of conch export season the quota has been met. This includes both product that has already been exported and conch currently held at processing plants awaiting export. The Department of Environment and Coastal Resources (DECR) made the announcement last week. The national harvest quota was set at 820,000 lbs at the beginning of the season - 320,000 lbs for local consumption and 500,000 lbs for export. The 2015 to 2016 export quota was exhausted on April 20. Personal export of conch, up to 10 lbs per person, will still be permitted until the close of the conch season on July 14. DECR said: “The conch export quota has been met nearly two months earlier than the previous season. “Preliminary data shows that fishermen were able to have a significantly more efficient and productive season, where the average catch was 23 percent greater than the 2014 to 2015 season.” It went on to say that this may be an indicator to an increasingly healthy local conch stock. This will be a point of discussion within the Fisheries Advisory Committee and for preparation for the next conch season. The DECR will perform periodical inspections of all processing facilities to ensure that all are in compliance with the fisheries regulations.

The PDM said that if elected into government it will address these issues. “This is not a political ploy, we said we will address these issues if they hadn’t and three years later they haven’t, and they cannot say that we jumped ahead of them as they usually say. “We are obligated to address those dangling issues that this government promised its people on the campaign trail in 2012 and ever since.” Several members of the Opposition spoke in support of the motion including Delroy Williams, Derek Taylor and Clarence Selver. A vote was called even after the speaker attempted to have the AG offer advice on the motion at the close of the debate. A division was called and the vote was recorded, all Government members abstained. All eight members of the Opposition voted yes and the motion carried.

THE TRIAL GOES ON

ACCORDING to Andrew Mitchell QC, the lead prosecutor for the SIPT trial, the cases are not likely to be concluded this year. Mitchell told the court last week: “I had hoped this trial would finish in six months, but it is clear with the pace of evidence that it will now go into next year.” What are your thoughts?

Bloody robbery on the public purse. While the Brit officials are accused of money laundering problems in England, I wonder when the TCI people will realise that more money is being spent on this foolishness than what could have ever been stolen or alleged to have been corruptly misappropriated.

Delay and side step

The prosecution and the court must realise by now that this is not a trial of just one administration and one leader. It is an entire political party. Most of the witnesses are members of that group and it is in their personal interest to delay, side step and cover-up by pretending they forgot what they were part of.

Bankrupt

Ridiculous! Are they trying to bankrupt the country?

Termites and passwords

We had wondered why the trial was taking so long. Now its clear more delays by the defence. When we see the stall put on by some of the witnesses it would not seem to impress the senior judge well. Now we are down to termites and passwords? Will some witnesses be in danger of contempt of court? The TCI needs justice and closure.

The defendants have no concern for the people. Cop a plea and get it over with.

Held hostage

First it was the months between the inquiry and putting the PNP government out of government. Then it was the decision to prosecute. Then the leader ran away and hid. Then he fought extradition. Then they fought legal details to no avail. Now the trial will go on for more years. These folks have been holding our poor country hostage while their party members and relatives rip off the people with taxes to pay off their bills. They have no defence and need to try a plea bargain.

Go to the polls

If this goes on much longer turn the defendants over to the USA for trial. We assume some of their former friends and relatives will want their millions in bail back. The good news is the trial will not hold up the election anymore. Let’s go to the polls and get rid of the rest of the pack once and for all. There is no concern for the country only the alleged who continue to roam free guiding their relatives and associates on how to steal the next election.

Government to boost economic diversification BY OLIVIA ROSE THE DIVERSIFICATION of the Turks and Caicos Islands’ economy remains high in the Government’s agenda to ensure economic sustainability, and resilience from internal and external economic shocks. Governor Peter Beckingham during his throne speech on Monday (April 18), following the passing of the 2015 to 2016 budget, emphasised the prioritisation of the country’s citizens and the Government’s role in creating the conditions and environment for their businesses to thrive. He noted that the introduction of a micro, small and medium enterprises (MSME) programme is one of the key pillars of economic diversification.

Several policies have been developed and continue to be developed to support economic diversification. These include policies on agriculture, manufacturing and processing, health tourism and other initiatives such as information and technology infrastructure, aquaculture and pelagic fishing. He said: “The Government firmly believes that if we are to be sustainable as a jurisdiction we must be globally competitive and hence the ease of doing business must increase and the cost of doing business must decrease.” Governor Beckingham underscored that the Government will continue to improve its systems to reduce the complexity and increase the ease of doing business.

Mother and baby robbed at gunpoint A MOTHER holding a baby in her arms has been the victim of a gunpoint robbery. The victim spotted a pair of men trying to break into her home in Long Bay Hills, Providenciales, at about 2.14pm on Wednesday (April 27). When the woman shouted at the men, who were all dressed in black, they came towards her and pointed a 9mm pistol and a knife at her and her baby. One of the men then tore her blouse as he made off with her black Michael Kors handbag. The men, both described as 5ft 3ins, of slender build, one

wearing a black t-shirt and the other wearing a tam hat with holes, made their getaway in a small blue car. Officers from the Royal Turks and Caicos Police Force attended the scene and an investigation is underway. The victim and her child were unharmed in the incident. This will be done through its investment in e-government technologies especially in areas of finance, immigration, health, education and law enforcement. “The Government will continue to reduce the tax burden and broaden the tax base while protecting the consumer through the introduction of consumer protection legislation and increasing Government’s revenue through increased compliance.”

He said although it is the desire of the Government to create greater diversification of the economy it is cognisant that tourism will continue to be the main economic driver of the Islands. “Hence we will continue to develop and diversify our tourism product and invest in the marketing and promotion thereof and expand our reach into new source markets globally.”

Governor Beckingham pledged the Government’s support to the development of tourism in family islands. This he noted will be done through the development of the necessary infrastructure such as airports, seaports, and roads and attracting local and foreign direct investment in tourism products such as hotels, villas, eco lodges and associated tourism services.

Financial risk seminar held FINANCIAL services bodies from the TCI and Bahamas have joined forces to help spread awareness of risk management in the industry. The Bahamas Institute of Financial Services (BIFS) in partnership with the Turks and Caicos Financial Services Commission (FSC) held a three day seminar in Providenciales. The event was designed to highlight the basics of risk management, compliance, corporate governance and anti-money laundering and how these

can be effectively addressed with an organisation. More than 40 delegates attended the event to hear a number of regional and international experts share their expertise. Attending on behalf of ScotiaBank, Wence Martin said: “I am happy that I attended the three-day workshop on risk management, corporate governance and compliance. “The sessions were informative and instructive.

“The key presenters displayed their in depth knowledge of the historical and current issues facing the financial services industry. I look forward to the next BIFS workshop in TCI.” The TCI FSC has said recently that it wants to be proactive in its approach to financial governance in the wake of the global Panama Papers scandal and the damage that has done to the worldwide reputation of the financial services industry.

FortisTCI introduces renewable energy programmes to Grand Turk BY DAISY HANDFIELD ELECTRICITY company FortisTCI introduced two renewable energy programmes to Grand Turk recently. Grand Turk residents were treated to free food and refreshments during the launch of Customer Owned Renewable Energy (CORE) and Utility Owned Renewable Energy (UORE) at the company’s Grand Turk headquarters on Friday (April 22). During the launch corporate communications manager Talisha Simons said that when they launched the services in Providenciales last November, it was well received. She said: “It was great, the excitement was there and we realised that on the other islands there was interest in solar as well.” Simons said that there was no better day to make the Grand Turk launch than on Earth Day 2016, which was also being recognised on the day of the launch. “Judging from the response we’ve gotten today, the customers are really excited and really interested in these

roof top solar programmes,” Simons said. CORE means that customers can own their own solar power system. It can be installed and inspected by FortisTCI along with the Government and then the customer will interconnect with the grid. CORE customers will be credited based on what their system produces. UORE customers make no investment, but will rent their roof top space to Fortis and depending on the size of the system, the electricity company will credit them on a monthly basis on their bill. Simons explained that it is a good move for customers who lack capital, but are interested in being more environmentally friendly. It is also a good way to save a bit on electrical bills. Simons said that in Providenciales the company is looking to complete the first installation at the end of May. For more information on the programmes, customers can visit either the FortisTCI headquarters in Providenciales or Grand Turk.

TCI roads to get overhaul MILLIONS of dollars will be spent this year on revamping the country’s roads, according to a Government statement. Work has already begun on roads in Glass Shack, Providenciales. Phase one includes the redesigning and resurfacing of the Paradise and Windward roadways, the construction of a roundabout at the junction of the roads, sidewalks, cycle paths and upgrades to the drainage systems. Work began in February this year is expected to be completed by the end of May at a cost of $1 million. Amanda Misick, Minister of Infrastructure, Housing and Planning, said: “The Government is providing $6.17 million under its roads infrastructure push across the country. “Building quality infrastructure can change people’s lives, and it can save people’s lives. “These projects will also provide significant opportunities for residents to be employed. This is a clear sign of progress.” The Ministry of Infrastructure, Housing and Planning also undertook road repair work on several major roadways on North Caicos.

Consultancy designs for phase two of the Glass Shack and Lighthouse Roads are in the final stages and consultancy for the Blue Hills roundabout is scheduled to be sent out soon.

Local entrepreneurs to benefit from Government support BY OLIVIA ROSE LOCAL entrepreneurs will receive financial and technical support to boost the productivity and maximise their profits through a Government support micro, small and medium enterprises (MSME) programme. The MSME programme forms part of the Government’s drive to foster greater economic development in the Turks and Caicos Islands through investment in entrepreneurship. The programme also aims to encourage the establishment, growth and retention of sustainable businesses, which enhances the Turks and Caicos Islands through innovation, creativity, business vitality, diversity, inclusiveness and environmental sustainability. Speaking at a media conference on Monday (April 25) finance minister Washington Misick said the MSME sector is a vital part of any economy, therefore the onus is upon the Government to create a conducive environment for it to thrive. He said: “This is an area that we need to put a lot of emphasis on, and what we want to do is to encourage entrepreneurship. “There’s a big difference between entrepreneurship and trading. What we have here, people buying and selling, is not my definition of an entrepreneur. “It needs to be stretched a little longer and wider to include productivity, whether it’s primary or secondary production but we want to get people thinking creatively.” He noted that the intention of the programme is to create diversity in all sectors. “The list of preferred endeavours at the back of the ordinance, the focus is on agro-culture, aqua-culture, technology, particular emphasis is placed on the hospitality industry. “Trying to encourage particularly the local community to get involved in villa rental, in bed and breakfast. “At the end of the day what we’re trying to do is to make sure we have an inclusive economy where no-one is left behind.” He noted that the funding the Government has made available so far is expendable based on the level of demand. He made it clear that the programme is not aimed at providing funding for retail businesses per se, but it is aimed at the creative industry. Firstly to increase economic activity on the Islands and secondly to create employment opportunities.

THE MAIN Opposition, the People’s Democratic Movement (PDM), has condemned the killing of 26-yearold Dominican Yuneiry Veras whose body was found on Saturday (April 23) in Pirates Cove, Providenciales. Veras went missing last week Monday at about 2am and her body was found at about 2pm on Saturday. In wake of the discovery of the woman’s body leader of the Opposition Sharlene Cartwright Robinson called on the public to assist the police in their investigations by coming forward with any information in relation to the death of the woman. She said: “My party is deeply saddened by the rapid evolving headlines over the past week of a young lady being missing, discovery of a dead body and now confirmation

Should Caribbean countries be investment driven? RECENTLY Owen Arthur, former prime minister of Barbados, gave the keynote address at Fortis TCI’s plenary session at Beaches Resort and Spa. A report by the TC Weekly News stated that Arthur indicated the need for Caribbean countries to transform their economies and noted that for countries such as the TCI to launch out on a path to sustainable growth they must shift from trade dependency to being investment driven with high levels of foreign capital leading to export economies. Arthur further notes this would involve a change in Caribbean business culture and that the region has to function in a global context, with economic drivers such as technology, innovation and entrepreneurship which is the way the business culture operates. Caribbean countries should therefore become investment driven and utilise best practices. My view is that some of these ideas have their origins in the 1970s and have not served the Caribbean well. For example, although trade has been a feature of Caribbean economies they have been unable to meet the quota assigned to them because of a lack of modern technology and effective management skills. Also regional competition for the same products have led to Caribbean countries being played

any way possible. “They have a part to play in fighting crime which has waged a war against us. “It is up to us, as well as the police to determine whether this matter will become a cold case or not.” The party commended the police for launching a homicide investigation. Cartwright Robinson emphasised that she will continue to press for the modernisation of the force which will be able to properly address crimes in the TCI. “I will never weary of calling for greater resources and modern crime fighting initiatives for the police but equally I will never weary in calling on the people of this country to fulfil its obligation in this important partnership of people/police. “I have recently released a 12 point crime plan and know these initiatives will do much to aggressively tackle crime. “We cannot allow crime, especially of this nature to affect our peace of minds, our means and way of life, and our reputation. “We must do what we can to ensure that Turks and Caicos Islands is a safe place to live and do business.” Anyone with information relating to the death of Yuneiry Veras is urged to contact the Crime Stoppers tip hotline 1-800-8477.

off against each other by the more economically powerful countries. And there is the suspicion Caribbean countries have always had of each other’s motives. So I agree with the former prime minister of the need to move from dependence on trade and become investment driven. But has our region clearly thought through what kind of foreign investment it needs and the quality of benefits to its economies? We see tourism as replacing traditional trading arrangements. But the idea of tourism is hotels along the beaches with many locals having challenges getting employed. Tourism as investment brings foreign exchange, the development of small businesses and the encouragement of local entrepreneurship. It also aids the construction industry, develops infrastructure and health facilities, and creates employment. An investment driven economy also means government invests in

people, facilitating the acquisition of skills to manage the new economy. Government also dispenses with unproductive regulations and red tape. Investors then have confidence in the government and take risks. Positive investment policies enable Caribbean economies to operate in a global environment, since partnership between investors and governments introduces new technologies and innovation which further build our economies along with incorporating successful practices. With additional capital from foreign and local investment, emphasis is placed on exports once more which add further value. We then have investment driven growth with fairness, resulting in greater consumption, less emphasis on cost effectiveness, and the expansion of social goods that benefit all.

Building on foundations laid THE TURKS and Caicos National Trust was given the opportunity to participate in and to become a beneficiary of a project co-funded by the European Commission titled ‘Management of Protected Areas to Support Sustainable Economies (MPASSE).’ The MPASSE was a transregional venture between three UK overseas caribbean territories trusts, BVI Parks Trust, National Trust of the Cayman Islands and Turks and Caicos National Trust. Whilst the overall objective was a common core, that being to fulfil international environmental agreements in the three territories by way of supporting sustainable development, each entity had autonomy to design activities to deliver the five results set by the conditions of the project agreement: Improved eco-tourism facilities. Improved environmental awareness among citizenry. Improved conservation measures. Implementation of documented environmental management plans. Improved institutional capacity. For its set of activities, the Turks and Caicos National Trust (TCNT) management did not have a difficult task with selecting designs. The TCNT had several projects dating from 2004 to 2008 which could not be implemented due to lack of resources.

Activities were simply extracted from these concepts and fitted into the MPASSE. Implementation of the MPASSE was certainly not without challenge! Delays and uncertainties were experienced by all three beneficiaries of the MPASSE, so much so that the European Commission decided to extend the project completion date from December 2012 to December 31, 2014. It has been almost 18 months since the conclusion of the project. And since the Turks and Caicos National Trust has just commenced a new institutional year April 1 it prompted cause for reflection. And whilst it seem as though there have been more speculation and criticism of the trust by TCIG over the past 24 months rather than recognition of the valuable contribution towards sustainable development and conservation management carried out by the organisation, there are indeed milestones to celebrate. Life itself is filled with ups and downs. And yes, just like any other company, the TCNT has experienced valleys and hills. But while we were in the valley we could see the hill ahead and never lost hope nor focus. TCNT leadership always recognised that the source of strength and wisdom is the Almighty. A major achievement through the MPASSE project was the

construction of the Little Water Cay visitor centre. The centre, completed in 2013 is a much welcomed facility by both visitors and staff of the trust. School children can now interact with conservation wardens at the centre during field trips in a comfortable environment. Since the construction of the centre, we have noticed a gradual increase in visitation by school children. The centre also has an inventory of locally made souvenirs. Visitors looking for authentic TCI handmade gifts and souvenirs can browse through our inventory to purchase that special item while waiting on their boat to depart. Within this institutional year, management will begin focusing on introducing additional guided tours and other organised activities on Little Water Cay. Refurbishment to sections of

the boardwalks and installation of interpretive panels were also carried out under the project. The field-road/nature trail to the Bird Rock Point Heritage Fields (111 acres) was cleared, providing access into this beautiful natural habitat. The trust has plans to construct a small rustic facility at the entrance from which the staff can manage visitor activity and items can be exhibited. We are also quite pleased to state that through the MPASSE, the organisation was able to refurbish the thatched roof on the slave cabin replica, construct a kitchen replica and install interpretive panels at Cheshire Hall Plantation Historic Site. Similar refurbishments were accomplished at the Wade’s Green Plantation Historic Site on North Caicos, including works to the lintels, sections of the walls, stairs and steps, and improvements to the

carriage way. In addition to infrastructure, promotional materials advertising heritage sites were designed and printed, educational materials published, the first edition of the heritage register produced and conservation management plans for Little Water Cay, Bird Rock Point, Cheshire Hall and Wade’s Green developed and are being implemented. Yet, another positive through the MPASSE worth mentioning is the strengthening of institutional capacity to deliver the results of the project. During implementation, the trust was able to hire one additional staff in the Education Outreach and Marketing Unit and covered a percentage of staff time at the heritage sites with project funds. We again would like to express appreciation to the European Commission for the opportunity to benefit from the co-funding, and gratitude is extended to our international partner, RSPB, local partners PWD, Planning Department, DECR and the Tourist Board for their support. In looking back, for the TCNT, the MPASSE was intended to be a catalyst to propel the Trust forward. Did we achieve this objective? We certainly have. That is why we can say: ‘We are building on foundations laid.’

Paradise lost?

‘PARADISE Lost’ is a very long poem written by Englishman John Milton in the 17th century. It is Milton’s rewrite of a portion of the Bible pitting the good angels against Satan. Mankind ignoring God by eating forbidden fruit. In Milton’s prolonged work we see parallels in today’s TCI. We are near the end of another disturbed period in our history. It happened before when a chief minister was handcuffed in Miami. At that time the promise of self-government brought to the TCI by JAGS was said to not move fast enough. Hence good internal government was hijacked for illegal instant drug bucks. In fighting for right JAGS somehow lost his life. The TCI whispered history has not

Afterward incompetence by leaders from both parties left us to choose an honest competent God fearing government leader who is now accused of operating too honestly, patiently and by the book. However after eight years, his party brought the TCI to prosperity via legal development and inward investment drawn to our shores by

low taxes, sensible regulation and a beautiful by nature environment. Impatience and pride loomed its ugly head again and now 13 years later we are still trying to sort the outright mess. Criminal prosecution and continued incompetence has topped off this period. Both former and current incompetents want to be recycled in a coming election. No need to name names. By their deeds you will know

them. It is time for native Belongers who have not escaped to Britain or the USA to relax and think over why we are where we are. It is time to set aside loyalty to a party or person proven unacceptable by their policies of attacking the productive for personal riches. Ask yourself who can best provide a future for your children. Do we want to reinstall a government not only related by blood but by experience and loyalty to those who tried to escape justice? Again handcuffed overseas. Is having our leaders arrested overseas good for the TCI’s reputation? Now after four more years progressive becomes the watchword for incompetence. Do we want to return to competent honest government which brought inward investment growing our national income?

In November 2012 the TCI choose once more to turn away from the proven formula of success. Low taxes, green environment and honest government. Instead they brought us high taxes, high rise and high life for government. Only oversight by the Opposition, time and an overzealous Britain prevented the loss of paradise all together. Time is running out! In Genesis and Milton we learned that mankind has a free will. We need to put Satan behind us and use our free will to choose a government that puts the people, not ministers first. Only then can we begin a process that both recovers and builds the paradise we are on the verge of losing.

Local handbag designer to showcase collection during Fashion Week BY DAISY HANDFIELD A HANDBAG designer with roots in the Turks and Caicos Islands will display items from her collection during the first ever Turks and Caicos Fashion Weekend which is scheduled for this coming October. In an interview with Anya Pratt she explained that her aspirations to become a handbag designer unfolded after discovering the love she had for nice handbags. She said: “This led me to start an online and traveling boutique called Under50fashionbags. “This then grew my passion and curiosity for creating my own luxury bespoke handbag line Willique.” The designer who is now based in London explained that Willique was a selection of tailor made handbags, purses and clutches. Pratt said that the handbags were handcrafted and that it took about four to five weeks to produce one custom-made bag. She added that the aspects of travel, personality and handcrafted structure are entwined within every fibre of her design. She described them as “a unique investment handbag made from quality Italian, Ethiopian and leather from Spain”. Bag lovers can expect the first collection of Pratt’s line called ‘The Wanderlust’ for purchase this spring. Each bag is named after a place that the designer has travelled to and gained inspiration from. The bags will also be presold on the designer’s online store, www. willique.co.uk as of May 31. Pratt encouraged other up-andcoming designers to trust their creativity and to surround themselves with positive energy. She said: “The mind is always the first to start the journey with anything we choose to start out with. “Second, take the risk and be fearless! “Third, master your craft and design, even if that’s studying for a degree in design or perfecting your

collection over and over. “Lastly, get involved in groups that are based around in your industry as these can help build great networks and get your work out there. “Finally never fear that someone will take what was truly yours.” Anya Pratt was born in the Bahamas, but has roots the Turks and Caicos Islands. A head start for a career in health STUDENTS interested in a career in the health sector can get hands on experience in an upcoming mentorship programme. The Turks and Caicos Islands Clinic Exploration Program (TCI CEP) was developed to create awareness of the wide range of careers available in both the public and private health sector. Students are presented with first-hand experience which allows them to make informed decisions on a career in health. It also prepares them for the world of work and provides relevant experience for their resumes and university applications. The health sector also benefits through the provision of an additional supply of human resources to assist with meeting the demands of providing high quality healthcare, a Government press release stated. The TCI CEP forms part of the Ministry of Health, Agriculture and Human Services’ initiative of targeting and exposing secondary school students to various careers available within the health sector. This year the ministry is expanding its partnership to include the Turks and Caicos Islands Hospital.

“Through this partnership we hope to better equip the future generation to meet the increasing demand for quality health care practitioners,” the release read. Some of the programme highlights include food safety handling, a health symposium and university fair, emergency care and treatment in disaster (PAHO certified), a dissection workshop, cardio pulmonary resuscitation and career guidance. Students studying abroad, studying at the Turks and Caicos Islands Community College and upper class students from the various high schools will rotate through selected healthcare facilities. There will be a maximum of one or two students at each site per week. Each student will complete at least 40 hours of volunteer service during the period of July 6 to August 5. The deadline for applications is March 18 for all fifth form and college students and May 31 for all other students.

Passenger terminal proposals officially opened FOUR proposals for the design and construction of a new passenger terminal at South Caicos Airport were unsealed recently. The Turks and Caicos Islands Airports Authority (TCIAA) opened the bids on Friday, April 15, in a small ceremony witnessed by staff and building contractors. Proposals including cost estimates were received from construction companies JACA, Dolmen, SDM and Stanley Candy. The bids for the design and construction of the passenger terminal and combined services range from $6,960,470 to $11,950,000. After revealing the bids, TCIAA chief executive officer John Smith said: “A review will be carried out on all the proposals to see if they meet regulatory and other conditions following which, a determination will be made on which company gets awarded the

contract.” The review period is two weeks. He stressed that the lowest bid may not necessarily be awarded the contract. The passenger terminal will comprise of areas for domestic and international passenger check-in, passenger security screening, a VIP lounge, retail concessions, domestic baggage claim, outbound baggage screening, international arrivals and administration offices. The combined services building will have areas for fire and rescue vehicles and support functions, a workshop, maintenance equipment, materials storage, and mechanical, electrical and janitorial rooms. Construction of the 26,000 sq ft terminal building is scheduled to begin in May 2016. The construction of the passenger

terminal and combined services building at South Caicos Airport forms part of a larger project to refurbish the aerodrome. Under the overall project the runway, taxiway and apron will be upgraded. A new control tower building, construction of which has started, is also part of the project. The Turks and Caicos Islands Airports Authority is a statutory body that was established in 2006 following the split of the Civil Aviation Department into the Civil Aviation Authority and Airports Authority. It is mandated for the constructing, controlling and managing of airports, providing and maintaining runways, taxiways and terminals for the efficient operation of airports, providing facilities for customs and immigration services, and health and security checks, and for incidental and connected purposes.

Beaches plants 100 trees to celebrate Earth Day 2016 IN CELEBRATION of Earth Day 2016, Beaches Turks and Caicos planted more than 100 young trees in Providenciales. According to a press release, the foundation once again joined forces with the Turks and Caicos National Trust to increase the greenery and enhance vegetation at the historical site to help reduce the amount of carbon emitted into the atmosphere. “I am happy that we are able to collaborate with Beaches and the Sandals Foundation this year for Earth Day,” said Ethlyn GibbsWilliams, Director of the National Trust. “Today is about showing appreciation for what we have inherited from Mother Nature, while educating others on how to preserve our natural habitat.” Enthusiastic volunteers planted several trees that were native to the surrounding area including seagrapes, silver buttonwood, green

buttonwood, ruellia and the beautiful hibiscus flowers which also brought a nice visual appeal to the historical site. “Earth Day is intended to inspire awareness and appreciation for the Earth’s natural environment, this year’s Earth Day is celebrated under the theme ‘Trees for the Earth’ so we found it fitting to host a native tree planting project at the one of our most cherished historical sites,” Elanor Krzanowski, public relations manager for the resort and the foundation said. “When it comes to environment and practices, we here in the Turks and Caicos and the Caribbean by extension are far from where we should be. “We hope to foster stronger relationships with other organisations such as the National Trust to help us build greater awareness of the value and importance of our environmental impacts and find way to reduce our

It was first celebrated in 1970, and is now coordinated globally by the Earth Day Network, and celebrated in more than 192 countries each year.

Health team gets training in UK FIVE senior Government executives were given training in health planning at a UK specialist centre recently. The members of the Office of the Premier and Ministry of Health, Agriculture and Human Services, attended the International Centre for Parliamentary Studies in London. There they completed professional certificate training in strategic health planning. The central focus of the training was to allow officers to understand the importance of health planning. The trip was supported by the Civil Service Professional Development Fund. Bridal bouquet THE WHITE frangipani (Plumeria pudica), also known as bridal bouquet, is a long time blooming plant and a gem for gardens in the Turks and Caicos Islands. Plumeria pudica displays beautiful clusters of luminous white flowers and unusually shaped evergreen leaves. Bridal bouquet is a semi-evergreen small tree native to Columbia, Panama, Venezuela and Curacao. The branches and stems are thin for a frangipani, weak and tend to break in high winds. The multiple stems form close to the ground and have an upright shape. The bark is tender and when cut

or broken exudes, sticky, white sap which is an irritant. Leaves are not as large as the other frangipani, fiddle or spoon-shaped, almost sessile, without a stalk and hold on the trunk for a full plant. The large flowers are held in branched clusters at the stem tips. Individual flowers are funnel-shaped ending in large, petal-like lobes which overlap to the left. The tubular part of the flower is long and attached to a thick flower stalk. Bridal bouquet flowers are waxy and unlike other frangipani are not fragrant. The colour is pure white. The fruit is a two-part follicle with winged seeds inside.

Sensitive teeth TOOTH sensitivity is a relatively common problem and can range from mild discomfort to sharp, sudden, shooting pain. It is triggered by a range of factors including eating or drinking something hot or cold, sweet or sour or it can be as simple as just breathing in cold air. CAUSES OF SENSITIVE TEETH In healthy teeth, a layer of enamel protects the crowns of your teeth the part above the gum line. Under the gum line a layer called cementum protects the root of the tooth.

Tooth sensitivity occurs when the tooth enamel or the cementum is compromised and the dentine is exposed. Dentine is the porous layer underneath which has microscopic tubules (small hollow tubes or canals) leading to the tooth’s nerve. A stimulus from the outside such as eating or drinking generates movement of the fluid within the tubule and it is this that causes the nerve to react and cause discomfort or pain. There are a number of factors that can cause dentine to be exposed and therefore lead to sensitive teeth. These include worn tooth enamel

(from over-brushing or tooth grinding), gum disease (often from poor oral hygiene), gum recession (due to over-brushing or previous gum disease), tooth decay, chipped teeth, worn fillings or eating acidic foods. STEPS TO TAKE TO REDUCE TOOTH SENSITIVITY Maintaining good oral hygiene is a basic step to ensure strong and healthy teeth and reduce the chances of sensitive teeth. TOPICAL FLUORIDE TREATMENT Topical fluoride can help desensitise exposed dentine. I recommend a daily rinse with a fluoride mouthwash which can also be used in combination with a sensitive toothpaste. Most of the major manufacturers produce a sensitive toothpaste, for

example Sensodyne or Colgate Sensitive Pro-relief. Please note it can take up to a month of use for the sensitivity to reduce and because the different brands have several different modes of action I recommend choosing a brand and staying with it. COMPOSITE BONDING If a patient over-brushes, grooves can form on the outside of the teeth at the gum margin where the enamel is worn away and the dentine exposed. This causes sensitivity. It is a very straight forward procedure to replace the enamel by bonding a tooth-coloured filling to the exposed dentine. If a tooth has a small chip or fracture this can also cause sensitivity and a similar procedure of building it up with white composite bonding will cover the exposed dentine and

find it too good to pass up. Mealy bugs may occasionally be a problem, the frangipani caterpillar (Pseudosphinx tetrio) is also an occasional visitor and will eat the leaves. About the size of an adult finger, these caterpillars are easily spotted and can be removed by hand before they do too much damage. I am sure that this plant, once it becomes better known, will take its place in your garden or as a street tree in many parts of the Islands.

If the enamel does not have chance to re-mineralise (set hard) again it will be lost and over time the teeth will become weaker, more sensitive and more prone to decay. t is important NOT to brush your teeth within 30 minutes of eating or drinking something acidic as you will be removing the enamel before it has had chance to re-mineralise. Therefore, if you always have fruit juice at breakfast time, it is important to have brushed your teeth beforehand or wait and brush at least half an hour after finishing it.

One pan sausage and tortellini INGREDIENTS • 2 tbsp olive oil • 1 lb ground Italian sausage • 1 cup mozzarella cheese • ½ cup grated parmesan • 24 oz package of fresh cheese tortellini • 3 cups spaghetti sauce (1-24 oz jar) + ½ cup water • 1 teaspoon Italian seasoning METHOD • Heat olive oil in an oven safe skillet. Crumble in sausage and cook through, until no longer pink. • Stir in spaghetti sauce, Italian seasoning water, and tortellini. • Bring mixture to a boil, turn heat down to low, cover and simmer for about eight minutes or until tortellini is tender. While pasta is cooking, turn broiler on to low (optional). • Remove from heat. Sprinkle mozzarella and parmesan evenly over tortellini. • Place pan under the broiler for two to three minutes until cheese is melted. Alternately, you could place the lid back on the pan and let the heat from the pasta melt the cheese.

The Turks and Caicos Islands hospitals give back to education during sixth year anniversary

Equipment boost for air traffic control AIR traffic engineers got a new piece of kit this week to help them safely guide aircraft through TCI airspace. Last Thursday, April 21, the Turks and Caicos Islands Airports Authority (TCIAA) announced the replacement of an air navigation aid at Providenciales International Airport. Supplier Selex installed the VHF Omni-directional Radio Range, commonly referred to as VOR, on April 4. It was successfully flight checked by Radiola and is now awaiting signoff by the Civil Aviation Authority. TCIAA’s chief executive officer John Smith said: “The successful installation and flight check of the new VOR demonstrates the Airports Authority’s commitment to aviation safety and the obligation to meet regulatory requirements. “As the international gateway to the Turks and Caicos Islands, we continually strive to meet the

demands of the traveling public as evident with the recent terminal expansion.” VORs are used around the world to guide aircraft flying en-route, as well as approaching land. As part of the project six air traffic engineers employed by the authority completed a 12-day training course on the navigational aid prior to its installation. The VOR installation was completed in 30 days. The VOR model DVOR 1150A and its collocated Distance Measuring Equipment (DME) which cost $385,000 replaced aging equipment which was withdrawn from service in late 2015. VORs typically have a lifespan of 20 to 25 years. For several decades, Selex has manufactured and installed VORs in more than 65 countries around the world.

Carrier boasted that the TCI Hospital facilities are the envy of many Caribbean countries. “Now we are the envy of many Caribbean nations who visit and are impressed with what we have here in Turks and Caicos. “These include visits recently from the British Virgin Islands, Anguilla, Jamaica, Belize and also Canada,” Carrier said. The event was attended by hospital administrators, members of government and invited members of the public. Grand Turk hospital staff were able to watch the ceremony on a live screen.

Haiti elections could be pushed back as far as October; UN concerned WITH the April 24 target for the second round of presidential elections in Haiti missed, interim president Jocelerme Privert says the electorate will probably have to wait until October to cast their votes. He made the disclosure to reporters on Sunday – the day elections should have been held under a political agreement reached in February, just before Michel Martelly left office without a new president in place. Privert said the second round of elections which has already been postponed three times, will likely be staged the same time as the Senate elections on October 30. But the delay has triggered protests by supporters of the frontrunner in the presidential elections, Jovenel Moise. He is set to go up against Jude Celestin when the vote is eventually held. United Nations Secretary-General Ban Ki-moon says he is deeply concerned that the agreed election date was not met and that no alternate electoral calendar was announced. A statement issued by his spokesperson, yesterday, said: “The Secretary-General reiterates his strong support for the completion, without further delay, of the 2015 elections and calls on all Haitian actors to ensure the prompt return to constitutional order, as the country can ill afford a period

Three more Bahamian MPs failed to declare their assets WHILE the March 1 deadline for members of Parliament to file financial disclosures has passed, three more MPs have confirmed that they have yet to declare their assets, which is required by law. Marco City MP Greg Moss, Mt Moriah MP Arnold Forbes and Central and South Andros MP Picewell Forbes told The Tribune they intended to file in the coming days. Another elected official, South Beach MP Cleola Hamilton turned and walked away, refusing to answer questions about the status of her financial declarations when she was approached outside of the House of Assembly on Monday. This comes after Prime Minister Perry Christie refused to answer questions regarding his financial disclosures last week and Deputy Prime Minister Philip “Brave” Davis’ uncertainty over which year he filed. Mr Moss, who is also the leader of the newly formed United Democratic Party, admitted that he “just realised” he had not filed because he was caught up in matters regarding the four Constitutional Amendment Bills that are set to be voted on during the June 7 referendum.

If a parliamentarian deliberately does not disclose property owned in The Bahamas, the land can be seized and forfeited to the government. The disclosures have not been made public since 2012, an election year.

“You know I totally missed the deadline because I was busy with the constitutional bills,” Mr Moss said. “I just realised that I didn’t file but I intend to file within the next 14 days. I have already called in the needed financial documents from the bank so I am waiting on those.” Meanwhile the Mt Moriah MP said he planned to file by the end

of the week, while the Central and South Andros MP said he would do so by today. Central Abaco MP Renardo Curry told The Tribune that his documents “were in the mail.” Education Minister Jerome Fitzgerald and Tourism Minister Obie Wilchcombe have each said their declarations have been filed.

BVI to share beneficial ownership information upon UK’s request THE British Virgin Islands has published the exchange of notes and technical protocols agreed with the United Kingdom government relating to beneficial ownership of companies ahead of the Cayman Islands. While details of the Cayman Islands agreement have yet to be published, it is likely that it will be similar in nature given that both territories were given the same parameters from which to establish their respective platforms. Under the agreement, the BVI and the UK have mutually recognised the need to share beneficial ownership information for preventing and detecting illegal activity in both jurisdictions as well as the importance of sharing the information expeditiously. It is intended for the information in BVI to be held through an electronic portal, similar to what has been proposed in the Cayman Islands under what is called the Centralised Platform for Beneficial Ownership, with the information being accessed by BVI competent authorities only. That information, in turn, will be shared with UK law enforcement agencies on request. According to the Exchange of Notes and Technical Protocols – the Government of the British Virgin Islands will establish and maintain an electronic platform that will allow it to immediately access adequate, accurate and current beneficial ownership information on corporate and legal entities incorporated in the British Virgin Islands. The British Virgin Islands platform will be held electronically and will be searchable by both name of corporate and legal entity and the name of the individual. Acting only on the furtherance of their functions, United Kingdom law enforcement authorities will be able to request and access this information. The most significant aspect of these technical protocols is contained in the response time relevant to any specific request. Under the agreement, which was signed on 8 April 2016, UK Law enforcement agencies will be provided with the information being sought with 24-hours of the submission of a request for information unless it is notified that the request for information is urgent, in which case provisions have been made to provide this information within as little as one hour. Similar to what is expected in the Cayman Islands Centralised Platform, harsh penalties will be levied against those who would disclose to the parties being investigated any notice or details of what is released. The protocols also criminalise any disclosures of information in order to reinforce the severity of the offence. Under

the agreement, law enforcement authorities will be given unrestricted access to information being sought which may be used in criminal and/or civil proceedings and may be disclosed by law enforcement authorities in accordance with the applicable legal provisions, including data protection and freedom of information requests. It is expected that while the commitments outlined on the Exchange of Notes will take effect upon the signature of the participants, namely 8 April, the Technical Protocols which will underpin the Notes, will come into effect no later than 30 June 2017, together with the necessary legislative regulatory changes that will be required to affect full implementation. BVI Premier Dr Orlando Smith said, “The new agreement will further enhance the BVI regime which already surpasses that of many other jurisdictions in the world. It will also ensure that in order to protect our business and the interests of BVI, when it comes to transparency and information exchange, BVI’s rules and regulations are totally fit for purpose. As the UK Prime Minister said recently, the commitments we and our colleagues in other Overseas Territories and Crown Dependencies have made will be far in advance of many other countries, including the United States.” He added, “The BVI has worked for over 30 years to carefully and legitimately build an industry that is well regarded and trusted by clients, global regulators and other international authorities. This agreement will play its part in ensuring that this continues to be the case.” The idea for publicly accessible registries of beneficial ownership was one of the main points agreed by the G8 at the Lough Erne Summit in Northern Ireland, in June 2013, at which the issue of tax avoidance by companies and wealthy individuals was placed at the top of the agenda by the United Kingdom.

Transgender plea for rights in the Bahamas BAHAMAS Transgender, Intersex United (BTIU) this week launched its multi-level equality campaign, “Bahamian Trans Lives Matter”, which seeks to secure equal rights for transgendered Bahamians as the debate about the upcoming gender equality referendum continues. During a press conference at the Hilton on Tuesday, BTIU representatives called on the Christie administration to ensure that the fundamental rights of all genders of Bahamians - male, female and transgendered - are protected. However, the group stressed that it is not trying to shift the focus of the gender equality referendum. The group is calling for equal access to healthcare, education and employment without discrimination. Lead spokesperson for the group, Alexus D’Marco affirmed that members of BTIU, and to a greater extent those in the wider lesbian, bisexual, gay and transgender (LBGT) community, are forced to live in unwarranted circumstances due to the confines of socially accepted behaviours in The Bahamas. According to the self-proclaimed “first lady” of the LGBT community, scores of transgendered and

intersex men and women are being discriminated on their jobs, in schools and in other social groupings because of this “well-endorsed” stigma. “The conversation needed to come about, because discrimination (exists) on all levels. If we are talking about equality we have to go across the board for all Bahamians,” Ms D’Marco said. “The word equal, that’s the key word. Why are you going to discriminate against one set of people and another set of people get all the privileges? That’s discrimination. I am glad the topic (of the) referendum and all of that has come about because we live in ‘la la land’ in this country. Unless we come forward as humans and Bahamians and stand up for our own rights, things will (never) begin to move forward and change.” Ms D’Marco labelled those opposing the rights and privileges of transgender and intersex Bahamians as modern-day oppressors. She said naysayers are opting to hide behind outdated research, refusing to acknowledge transgender and intersex for what it is – a medical condition and not as a sexual

orientation. “Just how they can pick up their collegiate math books and biological books, they can pick up and study (transgender). But, we want to live in ‘la la land’ and keep oppressing people, keep oppressing Bahamians when equality should be across the board,” she said. Ms D’Marco said the group now has the moral support and backing

to come forward and demand what it rightfully deserves - “equality.” Question four of the upcoming referendum will ask voters to eliminate discrimination based on sex in the Constitution by inserting the word “sex” into Article 26. Those opposing the bill think that this could one day lead to samesex marriages, but the government has denied this as a possibility and

stressed that the focus is solely on gender equality. Addressing this particular point, BTIU representatives said they aren’t looking to shift the focus of the equality bills, but they want to use the national conversation on equality to be all encompassing. Cayman gets opportunity to define economic model for EU lawmakers FOLLOWING an invitation by the European Parliament’s TAXE2 Committee, Minister of Financial Services Wayne Panton outlined to the committee members in Brussels last week how the Cayman Islands financial services industry supports the global economy and the various mechanisms through which Cayman collaborates with other countries in international tax matters. The committee had invited the Cayman Islands government to discuss “the specific features of your corporate tax system and recent developments both at EU and OECD levels in relation to the issues of tax avoidance, exchange of information and base erosion and profit shifting (BEPS).” The TAXE2 committee was established by the European

Parliament in December 2015 to focus on harmful corporate tax regimes at the European and international level with the aim of fighting tax evasion and aggressive tax planning, notably by increasing transparency and cooperation between governments and between national parliaments. “The meeting gave Cayman a remarkable opportunity to define key features of our economic model for European Union lawmakers,” Minister Panton said. “In particular we explained how our consumptionbased tax model ably supports our public finances, and how our mechanisms support the rights of other countries to be able to enforce their tax laws.” In addition to explaining Cayman’s tax system at the

meeting, the minister noted that although tax neutrality is part of the rationale for using Cayman Islands structures, it is only a small part. Instead, Cayman is chosen predominantly, he said, because it provides “cost effective flexible platforms, which have been tried and tested, to facilitate international business in the context of complex regulatory, securities and tax rules relevant to different investors, banks, management firms and other stakeholders.” Mr. Panton added, “Well developed and recognised legal concepts including those in relation to security over property and rights, advice and services by a deep bench of professional advisers and familiarity by investors, onshore service providers, rating agencies

and clients are all key elements as well.” Cayman structures are more efficient, the minister told EU parliamentarians, because they do not impose an additional layer of tax or capital controls. At the same time, they do not affect the amount of taxation that is collected by the home jurisdictions of investors, where such tax remains due. With respect to the various tax information exchange mechanisms that Cayman is engaged in, the minister pointed out that the lack of corporate or other income taxes means that Cayman does not receive any tax information in return for its transparency. “This has a cost to us which we choose to bear because we respect the right of other countries to be

able to enforce their tax laws. It is important to us to maintain our strong reputation as a responsible partner in the global financial arena,” he said. In relation to BEPS, Mr. Panton said, the government is consulting on how Cayman can ensure that it supports the principles of the BEPS work, including country-bycountry reporting and harmful tax practices. “Our current analysis does not indicate that we have major activity in this area, given the core of Cayman’s business and the absence of a direct tax system,” he said. EU referendum: Britons abroad lose vote legal bid

Let’s not overreact to Panama Papers, many EU finance ministers claim

TWO Britons living abroad have lost a High Court battle over the right to vote in June’s EU referendum. The legal challenge was brought by World War Two veteran Harry Shindler, 94, who lives in Italy, and lawyer and Belgian resident Jacquelyn MacLennan. Under law, UK citizens who have lived abroad for more than 15 years cannot vote. But the pair argued the in-out vote on EU membership directly affected them and called for a judicial review. They asked the two judges to declare that section two of the EU Referendum Act 2015, which established “the 15-year rule”, unlawfully restricted their right to freedom of movement under EU law. But the judges ruled that the section did not restrict their rights and rejected their application for judicial review. Lawyers representing the pair say they will seek leave to appeal to the Supreme Court against the judgment. A FEDERAL judge has sentenced Dennis Hastert to 15 months in prison, calling the former House Speaker “a serial child molester” who tried to cover up his abuse with hush money. Using a wheelchair, Hastert, 74, told the court he was “deeply ashamed” that he “mistreated” students while he worked as a school coach in the 1970s. One of the victims said the abuse left him “devastated” and “betrayed”. Hastert served as an Illinois congressman from 1987 to 2007. He was the longest serving Republican House Speaker in US history. As House Speaker, Hastert

was second in the line of succession to the presidency. Many of his former Republican colleagues had appealed to the judge for leniency. In October, he pleaded guilty to violating banking reporting laws after he tried to pay someone $3.5 million to keep quiet about his past sexual abuse. Prosecutors allege Hastert abused five boys while he was working in Yorkville, a suburb of Chicago, between 1965 and 1981. However, Hastert could not be charged with the sexual abuse of his victims because of the amount of time that has passed since the crimes.

From January 2018, mobile phones must also have a built-in global positioning system (GPS), the ministry of communications and technology said in a statement. “Technology is solely meant to make human life better and what better (use) than … for the security of women,” said the statement, released late on Monday. Keeping a finger pressed on number 5 or 9 on the new mobile phones should trigger

an emergency call, the ministry said. With smartphones, an emergency call must be triggered when the power button is pressed three times in quick succession, it said. It did not give further details. Concern about women’s safety has risen since the fatal gang rape of a 23-year-old student on a bus in Delhi in 2012. In another high-profile case, an Uber taxi driver was found guilty of raping a female passenger in Delhi. The 2012 incident sparked nationwide protests and stricter rape legislation. Identity 2016: ‘Global citizenship’ rising, poll suggests PEOPLE are increasingly identifying themselves as global rather than national citizens, according to a BBC World Service poll. The trend is particularly marked in emerging economies, where people see themselves as outward looking and internationally minded. However, in Germany fewer people say they feel like global citizens now, compared with 2001. Pollsters GlobeScan questioned more than 20,000 people in 18 countries. More than half of those asked (56%) in emerging economies saw themselves first and foremost as global citizens rather than national citizens. In Nigeria (73%), China (71%), Peru (70%) and India (67%) the data is particularly marked. By contrast, the trend in the industrialised nations seems to be heading in the opposite direction. In these richer nations, the concept of global citizenship appears to have taken a serious hit after the financial

crash of 2008. In Germany, for example, only 30% of respondents see themselves as global citizens. According to Lionel Bellier from GlobeScan, this is the lowest proportion seen in Germany since the poll began 15 years ago. “It has to be seen in the context of a very charged environment, politically and emotionally, following Angela Merkel’s policy to open the doors to a million refugees last year.” The poll suggests a degree of soul-searching in Germany about how open its doors should be in the future. It says 54% of German respondents approved of welcoming Syrians to their country. In the UK, where the government has resolutely capped the number of Syrian refugees, the figure was much higher at 72%. A significant proportion of Germans also sat on the fence when they were asked about issues to do with immigration and society. (BBC)

VENEZUELA’S government has imposed a two-day working week for public sector workers as a temporary measure to help it overcome a serious energy crisis. Vice-President Aristobulo Isturiz announced that civil servants should turn up for work only on Mondays and Tuesdays until the crisis was over. Venezuela is facing a major drought, which has dramatically reduced water levels at its main hydroelectric dam. But the opposition has accused the government of mismanaging the crisis. The measures announced on national television by Mr Isturiz affect two million public sector workers. “There will be no work in the public sector on Wednesdays, Thursdays and Fridays, except for fundamental and necessary tasks,” he said. President Nicolas Maduro had already given most of Venezuela’s 2.8 million state employees Fridays off during April and May, to cut down on electricity consumption. He said Venezuela had been badly hit by the El Nino weather phenomenon and would return to normal when it started raining again. “We are requesting international help, technical and financial aid to help revert the situation,” he said. “We are managing the situation in the best possible way while we wait for the rains to return.” “Several countries in the region

Severe criminal justice policies hurt U.S. economy -White House LONGER prison sentences for non-violent criminals and crowded prisons are hurting the American economy more than they are helping it, economists in U.S. President Barack Obama’s administration said in a report released on Saturday. The prison population in the United States is 4.5 times larger than it was in 1980, primarily driven by longer sentences and higher conviction rates for nearly all offenses, according to the Council’s report. Economists are “of one mind” that packed prisons, excessively long sentences, and insufficient reentry programs “are counter-productive to our economy as a whole in addition to hurting the people involved,” Jason Furman, chairman of the White House Council of Economic

Advisers, told reporters in a call on Friday. On Monday, administration officials, economists, business leaders, and scholars will discuss the Council’s findings at an event hosted by the White House, the American Enterprise Institute think tank, and New York University’s Brennan Center for Justice. The United States can reap greater economic benefit through investments in police, prisoner education, and job opportunities for ex-prisoners than it can from putting additional funding toward prisons, the Council’s report said. The Council’s report was based on a review of existing economics research, and does not estimate the indirect costs borne by the U.S. economy as a result of its current

criminal justice policies. Later this year, the Brennan Center will unveil a study quantifying how much the U.S. criminal justice system costs Americans in terms of employment, wages, and gross domestic product, said the center’s director of justice programs, Inimai Chettiar. Previous administrations have not brought the same focus to how criminal justice policies affect the U.S. workforce, said Douglas HoltzEakin, who led the Congressional Budget Office from 2003-05 and is now president of the American Action Forum think tank. LOCAL police investigating the death of pop star Prince are asking for help from the Drug Enforcement Administration, US media reports. NBC News reported that police found prescription painkillers in the singer’s possession following his sudden death in Minneapolis last week. Officials have yet to say what role, if any, those drugs may have played. A post-mortem last week discounted suicide - but a medical examiner said full results could take several weeks. Prince, 57, was found dead in a lift

on his Paisley Park estate on 21 April. There was no sign of trauma on the body, Sheriff Jim Olson said, suggesting the singer had died alone. The DEA will be working to “determine such things as where the medications came from, and what prescriptions Prince had obtained,” NBC reported. There have been suggestions the star was addicted to the painkiller Percocet, which he had been taking since 2009 to relieve hip pain. His former percussionist, Sheila E, told the news agency Prince had suffered the effects of years of

jumping off speakers on stage while wearing high heels. However, claims of drug dependency have been refuted by the singer’s long-time lawyer, L Londell McMillan. Although Mr McMillan admitted that Prince may have taken pills to manage pain, he said the musician was “not on any drugs that would be any cause for concern”. Prince had been rushed to hospital in Illinois six days prior to his death, while flying home from a concert in Georgia, but was treated and released a few hours later. (BBC)

BILLY Paul, the Grammy-winning soul singer of the 1970s hit “Me and Mrs. Jones,” has died, a statement on his official website said. He was 80. Paul died at home Sunday after a “serious medical condition,” the statement read. The song about an affair with the mysterious “Mrs. Jones” reached No. 1 and earned Paul the Grammy for Best Male R&B Vocal Performance in 1972. The song -- with Paul earnestly stuttering “Mrs., Mrs. Jones, Mrs. Jones” -- was about an illicit romance with a woman at a cafe. Even though “we both know that it’s wrong,” he sang, they would see each other tomorrow at “the same place, the same time.”

The song’s sophisticated arrangement with lush strings was the signature sound of Philadelphia International Records, known as the Motown of the ‘70s. It was the same label behind Teddy Pendergrass’ “Come Go With Me” and the O’Jays’ “Love Train.” Kenneth Gamble and Leon Huff founded the label in 1971 after several years of producing and songwriting success and it soon became the home of Philadelphia soul -- “The Sound of Philadelphia.” “We are very saddened to learn of the sudden death of our good friend and Philadelphia International Records recording artist Billy Paul,” Gamble and Huff wrote in a statement Sunday.

Brown suffered miscarriages before her death, boyfriend Gordon says BOBBI Kristina Brown suffered miscarriages before her death last July, her former boyfriend Nick Gordon said. The failed pregnancies of Whitney Houston’s troubled daughter had an effect on her months before she was found unconscious in a bathtub in her Georgia home, Gordon told the Mail Online. “We had a couple of miscarriages,” he said. “We would have loved to have a kid but we weren’t planning on it yet and she was just such a young fragile person it took a toll on her.” Gordon, 26, discovered the 22-year-old Brown — who suffered from depression before her death — unresponsive in her bathtub last January. She was rushed to the hospital and placed in a medically induced coma until she passed away on July 26. In the new interview, Gordon said he feels guilty for not finding his longtime girlfriend fast enough to save her life, and blames himself for

not getting Brown the rehabilitation she needed. “I feel like I failed her. She didn’t make it. I wish she got help,” he said. Gordon explained he had been out with several of his friends that day before getting into an argument with Brown, who thought he was out with other women. By the time he arrived to their Alpharetta residence about 30 minutes outside of Atlanta, Brown was already “messed up,” according to Gordon. “I saw a couple of bottles of wine,” he said. “I thought she had just been drinking, maybe smoked a little. The manner of her death, however, is still “undetermined.” Brown’s estate believes Gordon is responsible, and claims he drugged her with a “toxic cocktail” before leaving her for dead in a cold tub of water, according to a civil suit that was amended in August.

Kesha to release new single with Zedd KESHA fans will get to hear new music from the singer soon because of her new collaboration with Zedd. Zedd announced this week on Twitter that his track “True Colors” featuring the pop singer will be available this Friday. Both the “Tik Tok” singer and the Electronic Dance Music (EDM) producer posted photos on social media of the duo working on the song at a recent recording session. Kesha, 29, posted a black-and-white photo on Instagram that showed her singing into a microphone in a recording booth, and thanked the music producer for helping her for helping her find voice again. “It’s a miracle when someone gives you a chance at finding your voice again with no reason other than that he is a f***ing beautiful person with a heart of gold,” Kesha

captioned the photo. Zedd, 26, also posted photos to his Instagram account from the recording session. Kesha has been embroiled in a legal battle with Sony, in which she is asking to be released from her recording contract with producer Dr. Luke’s Kemosabe Records, owned by Sony. She has accused him of “sexually, physically, verbally and emotionally” abusing her for years. Dr. Luke has emphatically denied the allegations, and filed a defamation suit against her. Kardashian blasts Wall Street Journal for publishing ad denying Armenian Genocide YOU probably won’t see Kim Kardashian reading the Wall Street Journal anytime soon. The world-famous reality star blasted the newspaper after it ran a full-page ad for Fact Check Armenia — an organization that denies as many as 1.5 million Armenians were systematically killed in a genocide by the Ottoman Empire early on in the 20th century. “For the Wall Street Journal to publish something like this is reckless, upsetting and dangerous,” Kardashian wrote in a scathing new blog post. “To profit from genocide — it’s shameful and unacceptable.” The ad itself, which ran in the paper on April 20, was nondescript, most prominently displaying the words “Truth = Peace” above a hand, colored in to show the Turkish flag, flashing a peace sign.

Fact Check Armenia — which is part of the larger Turkic Platform group — argues on its website that the events that took place in 1915 should not be considered genocide. “Despite the propaganda being pushed by a powerful and well-funded Armenian diaspora, the series of events in 1915 and beyond resulted in losses of life on both sides of the conflict,” the website states. Leaders of Turkey, which is the successor nation to the Ottoman Empire, have long refuted the term “genocide” to describe the events. Most historians, however agree the mass killings constituted genocide, as do 29 countries. The United States is not officially one of them, though 44 states — including New York — recognize the killings as genocide,

according to the Armenian National Institute. Turkey and Azerbaijan are the only nations to directly refute the term. A spokesperson for the Wall Street Journal defended its running the ad in a statement to the Daily News. “We accept a wide range of advertisements, including those with provocative viewpoints. While we review ad copy for issues of taste, the varied and divergent views expressed belong to the advertisers.” But the 35-year-old Kardashian wasn’t buying that statement. “Advocating the denial of a genocide by the country responsible for it — that’s not publishing a ‘provocative viewpoint,’ that’s spreading lies,” she wrote in the blog post. “It’s totally morally irresponsible and, most of all, it’s dangerous.”

‘Biggest Loser’ winner talks regaining the weight SOON after Ali Vincent became the first woman to win NBC’s “The Biggest Loser,” she went on Oprah Winfrey’s show to say how hard it was to maintain her weight after shedding 112 pounds. “The truth is I kind of spiralled,” she said. “I got home and I was like, ‘What do I do? What do I do without the ranch?’ I went out, I partied with my friends. I woke up and I was just like, ‘This isn’t me. I don’t want this life anymore.’” Eight years later fans are rallying around Vincent, who

has gained back most of the weight she lost. Vincent is talking to Oprah again, saying she has felt embarrassed and ashamed. “I was the first female to win ‘The Biggest Loser.’ Like, I’m Ali Vincent,” she said in a recent interview with Winfrey’s “Where Are They Now?” series. “I’m supposed to be strong. Ferrell is attached to star in and produce Reagan, a Black List script by Mike Rosolio, The Hollywood Reporter has

confirmed. Ferrell will produce via his production banner Gary Sanchez Productions. No director is on board but the project is being packaged in order to be shopped. The logline, via the Black List, describes the story thusly: “When Ronald Reagan falls into dementia at the start of his second term, an ambitious

intern is tasked with convincing the Commander-In-Chief that he is an actor playing the President in a movie.� The Black List did a live reading of the script in March and even saw James Brolin act as Reagan while John Cho played the intern. Lena Dunham and Nathan Fillion were also on the playbill.

SIR Tom Jones has thanked people for their support following the death of his wife. Melinda Rose Woodward known as Linda - died earlier this month after suffering from cancer. The couple, from Pontypridd, Rhondda Cynon Taff, were married for 59 years. Sir Tom said: “So many beautiful and meaningful things were said and reading these genuine and lovely messages has lifted us all.” The couple started dating at 15 and used to meet at a phone

box at the end of Sir Tom’s street in Treforest. They married when they were 16 in 1957 and later had the phone box moved to their home in Los Angeles. Lady Woodward died in Cedars Sinai Hospital in Los Angeles on 10 April. Their son, Mark, is Sir Tom’s manager. Under the heading “A little note from Tom,” on his website, Sir Tom said: “A heartfelt thank you to all who sent notes of their sympathy and support to me and my family over the last couple of

weeks. “So many beautiful and meaningful things were said and reading these genuine and lovely messages has lifted us all. PEOPLE who say they don’t have time to exercise may be out of excuses: A new study finds that just 1 minute of sprinting, along with 9 minutes of light exercise, leads to similar improvements in health and fitness as a 50-minute workout at a moderate pace. The findings suggest the benefits of so-called sprint interval training, in which people go “all out” for a short period, then recover at a slow pace for a longer period and then repeat the cycle. Such exercise may be an option for people who want to boost their fitness, but don’t have a whole lot of time to commit to regular exercise, the study suggests. “Most people cite ‘lack of time’ as the main reason for not being active”, study co-author Martin Gibala, a professor of kinesiology at McMaster University in Ontario, said in a statement. “Our study shows that an interval-based approach can be more efficient — you can get health and fitness benefits comparable to the traditional approach, in less time.” In the study, 25 men who previously did no exercise were randomly assigned to either a sprint interval workout or an endurance workout. They performed the exercise three times a week for 12 weeks on a stationary bicycle. A smaller group of men did no exercise at all for the 12 weeks, to serve as a control. The sprint workout consisted of warming up for 2 minutes, sprinting all-out for 20 seconds, recovering at a slow pace for 2 minutes, sprinting for 20 seconds, recovering again for 2 minutes, sprinting for a last 20 seconds and cooling down for 3 minutes. The endurance workout consisted of warming up for 2 minutes, riding at a moderate pace for 45 minutes and cooling down for 3 minutes. After the 12-week program, the two training groups showed similar improvements in aerobic fitness.

Scientists have discovered a massive lake underneath the ice of Antarctica and they suspect that the lake harbours unique life that is isolated and undisturbed and is calmly flourishing in the frozen continent for millions of years. Earlier this year, British scientists have found the evidence of world largest canyon system beneath Antarctic ice but as they collected more data, they realised that there could also be a massive lake under the ice sheet. The findings were presented at the European Geosciences

Union meeting in Vienna this week and indicated that the lake is approximately 100 kilometres long and 10 kilometres wide, making it second largest lake under the Antarctic ice behind Lake Vostok which is 240 x 60. The sub-glacial lake is connected to the canyon system lying underneath the region known as Princess Elizabeth Land. “We’ve seen these strange linear channels on the surface and are inferring these are above massive, 1000 kilometre-long channels and there’s a relatively large sub-glacial lake there too.” Martin Siegert of Imperial College London and one of the members who located the putative lake told New Scientist.

SCIENTISTS have uncovered how human skin cells control pigmentation — a discovery that could lead to safer ways to tan or lighten the skin. Researchers found that skin colour can be regulated by estrogen and progesterone, two of the main female sex hormones. Estrogen darkens the skin; progesterone lightens the skin. Although this much was known to a limited degree, the new research revealed two cellular receptors that appear to control this process in skin cells called melanocytes. But the researchers also identified two molecules similar to estrogen and progesterone that could activate these receptors to induce tanning and lightening, respectively, without triggering any other bodily changes normally associated with these sex hormones. Creams containing these molecules may someday help people who have medical conditions causing uneven skin tones or who, for cosmetic reasons, want to darken or lighten their skin without exposure to UV radiation or toxic bleaching agents, according to the researchers, whose study is published today (April 26) in the journal eLife. Scientists from the Karolinska Institute in Stockholm examined data from more than 45,000 men in Sweden who underwent mandatory military training between 1969 and

1970 and were followed for the study until 2011. During the 42-year study period, about 4,000 of the men died. The researchers found that those who were heavy marijuana users in their late teens were 40 percent more likely to die by age 60 than those who had never used the drug. “Heavy use” was defined as using the herb more than 50 times.

HAVING more friends really may make you feel better, or at least feel less pain, a new study from England suggests. People in the study who had larger social networks appeared to have a higher tolerance for pain, according to the findings, which were published on April 28 in the journal Scientific Reports. In the study, the researchers wanted to see if people with larger social networks had higher levels of chemicals in the brain called endorphins. Endorphins are linked to feelings of pleasure, as well as reduced feelings of pain. (Endorphins are, in fact, a more powerful pain reliever than morphine, according to the study.) In previous studies in both animals and humans, endorphin levels have also been linked to social bonding, Katerina Johnson, a doctoral student in experimental psychology at the University of Oxford and the lead author of the study, said in a statement. The goal of the new study was to test the idea that social interactions trigger positive emotions because the interactions cause endorphins to bind to certain receptors in the brain,

filled out a questionnaire about their social lives and also answered several questions about their lifestyle and personality. Then, to measure their pain tolerance, the researchers asked the participants to do a wall-sit test for as long as they could endure it, according to the study. Two players from the Bodden Town Football Club in Cayman Islands attacked a referee during a match with the Academy Football Club on April 17. The referee was transported to the hospital and police say he was later released. Virgil Seymour, coach for Academy, said the referee gave red cards to two players from Bodden Town. “Words were exchanged,” he said, “and some sort of altercation started.” Mr. Seymour said he could not hear what was said from his position on the sidelines, but he did help pull the players back. The match was on a Saturday evening at the Ed Bush Playing Field in West Bay. Police confirmed that two players attacked the referee, a 38-year-old man from Bodden Town, after he sent the second player off the field. Responding to questions by email,

Detective Chief Inspector Raymond Christian said, “The player, a resident of George Town, apparently was not pleased with the Referee’s decision and threatened him. “The player returned to the field later when the match was still on and attacked the Referee.” Mr. Christian continued, “Another player who was sent off the field by another referee and who is a resident of Bodden Town, joined in and they both assaulted the Referee.” Police received a 911 call at about 8 p.m. April 17, but no one was arrested in connection with the incident, Mr. Christian said. Academy coach Mr. Seymour said that some players think “the referee should be perfect. They can’t control their emotions. “The referee is trying to do his best,” he said, adding that if any of his players attacked a referee they would be asked to leave the club.

The 22-year-old, who had recovered about 70% from an ankle injury, was forced to keep his foot wrapped in tape for most of the previous week and could not practice since his school is without a high jump bar. He was almost sure of a personal best since he leaped to the 2.10M with easy, but because of his injury and the inclement weather, his coach decided against him continuing, much to the disappointment of the spectators at the Irwin Belk Complex in Charlotte, NC. “The crowd wanted 2.15M because I cleared 2.10 very easy, but coach told me to shut it down. It wasn’t good weather conditions.” For this outdoor season, Handfield has jumped three times—his first (2.05M) in the latter part of March, and his second (2.08M) a few weeks ago.

TIGER Woods has formally registered to play in the US Open, suggesting he is close to a return to competitive golf. LOS Angeles Clippers star Chris Paul faces an indefinite injury layoff with a broken hand while Blake Griffin will miss the rest of the season, the NBA team announced Tuesday. A statement on the Clippers website said Paul, who broke his hand against the Portland Trail Blazers on Monday, had undergone surgery to repair the fracture. “Paul will be out indefinitely,” the Clippers said in an injury update. Another statement on the Clippers website said Paul would be reevaluated in four to six weeks — a layoff which could mean the 30-yearold’s season is over. The injury to Paul has dealt a devastating blow to the Clippers’ hopes of mounting a sustained playoff challenge.

With Paul off the court on Monday, the Portland Trail Blazers roared back to claim a 98-84 victory and level the series at 2-2. On Wednesday they took a 3-2 lead. Bolt to race Eaton over 100 metres in Ostrava Olympic and world champions Usain Bolt and Ashton Eaton will meet for a 100-metre clash at the Ostrava Golden Spikes Meeting on May 20, race organisers announced. “I’m pleased to return to the Golden Spike meeting for the eighth time in my career,” Bolt said in the release. “It’s one of my favourite meets on the circuit. The organisation is always great and the fans create a fantastic atmosphere. It will be my first European meeting of 2016.” Bolt and Eaton were finalists for the 2015 IAAF Athlete of the Year award. Bolt won gold medals at 100 and 200 metres as well as the 4x100metre relay at last year’s IAAF

World Championships. Days after the 100 meter final, Eaton broke his own world record in the decathlon. Rio Olympics: Apathy could cost golf its golden opportunity ADAM Scott is a thoughtful, polite and engaging golfer. So is Louis Oosthuizen. Like Scott, he is a major winner and an example of the athleticism that has become so prevalent in the modern game. Pick players to provide role models for how to swing a club and the elegant Aussie and the powerful South African would be at the top of the list. They epitomise why golf is regarded more as a sport than a recreational pursuit these days, and that is surely one of the reasons why the International Olympic Committee voted to readmit it for the next two Games. It is, therefore, a shame that both have joined 53-year-old Vijay Singh in declaring themselves unavailable for Rio in August. Meanwhile former Masters champion Charl Schwartzel is also staying away. The decision to readmit golf to the Olympic family was taken back in 2009 when Tiger Woods was at the height of his powers and regarded as probably the biggest sporting star on the planet. Golf wanted to capitalise on his status and recognised the Olympics as a perfect platform to expand the game. The IOC saw the noise

generated by Woods, someone who approached the sport like a genuine athlete and generated dollar signs wherever he went. Golf was hitting a plateau and in some markets heading into decline. For it to grow and gain footholds in new territories, the authorities felt they needed to take their game out of its cosy but stagnating bubble. It suited both sides even though it would never win approval from the large constituency who insist there should be no place for sports where a gold medal does not constitute the pinnacle of sporting achievement. Gold medal or green jacket? The golfer would make room in his wardrobe rather than on his mantelpiece every time. But the same sentiments apply in other Olympic sports. The pinnacle argument is obsolete. Consider the stature of the Grand Slam events in tennis, while Chris Froome says he would prefer a Tour de France victory to a cycling gold and the Olympic football event is hardly the ultimate prize in its sport. Yet tennis, cycling and football still bring plenty to the Olympic party. They attract big crowds, television

audiences and money to justify their places at sport’s top table. They also provide intense competition. Andy Murray’s gold medal at the London Games was a career highlight with genuine resonance. And anyone who watched Roger Federer win the final set 19-17 of his semi-final against Juan Martin del Potro would not doubt whether it meant much to the players. So what’s the problem with golf joining? The sport brings a reputation

for power, precision, skill, integrity and fair play - qualities that all fit with the so-called Olympic ideals. Golf has yet to suffer a damaging drugs or betting scandal and it is actively seeking to make itself less elitist and more accessible. Joining the Olympic platform has already helped in that regard. Augusta and the R&A could hardly remain single-sex clubs and leading governing bodies in such an environment.

Furthermore, as a game much more based on physical power in the modern era, an anti-doping programme was desirable - and the quest for Olympic status made it a necessity. The evidence from the inclusion of tennis in the Games suggests golf is now well placed to reap big benefits over the coming decades. Tennis was readmitted in Seoul in 1988. Then there were 147 nations affiliated to the International Tennis Federation; now there are 211.

Cumberland, who played with an injured ankle, dedicated the win to the late Daniel Emanuel Campbell, who he claimed on his Facebook page, was a father figure and also to his mother who celebrated her birthday on the said day. The Knights led by 20 points in the second quarter, but the Flyers were able to weather the storm and by the half time whistle they were trailing by six points. Anthony Cash led from the front and took command in the third and fourth quarters for the top seeded team. He finished with 15 points

In the opening clash on Saturday night the Harbour Ballers rallied past the Spartans 82-67 despite Devon Williams finishing with a double double 27 points and 10 rebounds and Javonio Fulford adding 14 points, seven rebounds and two steals. Jonathon Paul led the winners with 18 points, while Alvardo Parker controlled the paint with six points and 11 boards. The best-in-three first round continues this Friday and Saturday at the same venue.

The number eight Knights surprised the top seeded Flyers in game one.

In his first ever PABA Playoff Devon Williams led the Spartans with 27 points and 10 rebounds.

The TCI Flamingos will use their experience and youth against Curacao.

Confident Flamingos ready for Curacao TCI senior national rugby team, the Flamingos might surprise the higher ranked Curacao national team when the two battle on Saturday afternoon in Santo Domingo, DR, in an IRB sanctioned clash. Head coach and team captain Simon Taylor was confident this week when quizzed on the game. ““The good mix of experience and youth amongst the TCI players should put TCI in good stead against Curacao,” Taylor said. “The team have been training hard in preparation for the match, and providing we stick to the game plan, Kivarno Handfield equalled his personal best in the Conference Championships.

Handfield wins first high jump Conference title NATIONAL high jumper Kivarno Handfield is having a breakaway season with his school the St. Augustine University in Raleigh, North Carolina and he cannot even train. His latest exploits is the Central Inter-Collegiate Athletic Association (CIAA) Conference Championships, which he won last Friday by equalling his personal best—2.10M. Forbes stars in Royo OKC first win NATIONAL football captain Billy Forbes scored his first goal for new club Royo OKC last Saturday in a 3-2 win against Miami FC in the North American Soccer League. Not only did Forbes score, but he drew the contact to give his team their first goal in the game. In the 25th minute he made it 2-0 when he powered past two defenders in a 20yard sprint and confidently slotted the ball past the emerging goalie. This was Royo’s first win ever. The new club, which was formed this season, has four points in three games so far. “It feel good to finally score, it a new team I want to make my presence known on the team, so last night (Saturday) was a big statement for me as a player and for the team as well after getting a big win on the road,” Forbes told the Weekly News.

Billy Forbes is already a fan favourite with his new team.

Forbes was a dominant figure for the San Antonio Scorpions last season, but the club was dissolved in

December last year, which resulted in Forbes, two other players and the coach moving to OKC.
