SOARING COSTS: Despite rampant spending and a faltering economy the former government found fit to lease a private jet
Flight of fancy BY JOHN TONER AS TCI finances spiralled out of control the Misick government bought an aeroplane and leased a private jet, the SIPT trial has heard. Both aircraft, including a Gulfstream jet, were intended to bring down spending on travel but failed to do so and ended being almost exclusively for the use of former premier Michael Misick, it is said. Former permanent secretary to the treasury Delton Jones told the court that government ministers nicknamed his department “puppets
of doom” due to their regular gloomy warnings on government spending. He said: “The Ministry of Finance had nick names for us because we were preaching bad news so we were called the Bad News Department or the Puppets Of Doom and the like. “By that point in time everybody had accepted what we were saying in terms of caution, by 2008 to 2009 after the hurricane, so broadly speaking there was general acceptance that there was a need for caution. “In 2007 the government bought an aeroplane and later around the middle of 2007 there was another

matter of a lease of a Gulfstream Jet. “This was for use by all ministers and there was a feeling that instead of having to pay airlines this would provide a travel service and cut costs but that never happened. “We had ministers still needing to use commercial airlines because the premier almost exclusively used the plane as well as the leased jet.” Jones, former chief economist to the government between 2007 and 2009, also claimed that civil servants were ordered to pay a personal credit card debt on behalf of the former premier to the value of $54,000. He continued: “I cannot recall which ministers were authorised to use them but I know the premier had one with Horizon and there came when an issue arose involving a $54,000 debt. “We deemed that it was not government related, it was of a personal nature but on advice from the attorney general’s chambers it was settled by the ministry.” Michael Misick and his eight co-defendants deny all the charges against them. Top UK politician calls for immediate direct rule of TCI BY JOHN TONER THE LEADER of Her Majesty’s Opposition in the United Kingdom has called for direct rule on Crown dependencies to crack down on tax evasion. Leader of the Labour Party Jeremy Corbyn wants the UK government to consider imposing direct orders on places like the Turks and Caicos Islands to stop them acting as tax havens. Corbyn suggested that dependencies such as Cayman Islands, British Virgin Islands and TCI should be told: “Hang on, you are a government of a British dependent territory, a Crown territory, you must obey UK tax law, you must not become a harbour for tax avoidance and tax evasion. “The point is that they are not
independent territories. They are self-governing, yes, but they are British Crown dependent territories. “Therefore, surely, there has to be an observance of UK tax law in those places. “If they have become a place for systematic evasion and short-changing the public in this country, then something has to be done about it. Either those governments comply or a next step has to be taken.” He also argued that this could be done “almost immediately”. His comments come amid a global scandal involving the vast leak of tax records from a Panama law firm, referred to as the Panama Papers, which exposes the huge funds hidden by the rich and powerful in off shore tax havens.
Nine months jail for burglar A 35-YEAR-OLD criminal has started a nine month stretch for burglary and criminal damage. Cedric Simms, of Grand Turk, smashed his way into a business, ransacking the place and stealing a number of high value electrical goods last year. The proprietor of the business on Old Airport Road, Grand Turk,
alerted police after he came to check on his property at 6am on Tuesday, January 27, 2015. One Night Owl DVR, one Sonic View satellite box, two BluRay players one HP laptop computer and one Microsoft tablet were missing. The victim also found damage to the main entrance and offices on the upper floor.
Simms was later arrested and charged. On Monday (April 4) he was found guilty of burglary and malicious injuries to property by a magistrate. He was sentenced to three months for the property damage and nine months for burglary to be served concurrently, meaning he will serve nine months in prison.

Smith’s extradition looms BY JOHN TONER
THE EXTRADITION of a notorious convicted fraudster to the United States has edged closer after his appeal was thrown out. David Smith cheated thousands of Caribbean nationals, mainly from Jamaica and the Turks and Caicos Islands, out of somewhere in the region of a quarter of a billion US dollars. On Thursday (April 7) his latest attempt to avoid extradition faltered as the Chief Justice dismissed arguments against sending him back to the US to serve a sentence awaiting him there. Smith’s attorney, Oliver Smith, argued that his client should not be extradited as the crimes he has been convicted of in the states are the same as those he has served time for here in the Turks and Caicos Islands and therefore the double jeopardy principle applied. However Chief Justice Margaret Ramsey-Hale dismissed this application as she ruled that the US criminality is different from the crimes committed here in TCI. Handing down her decision at the Supreme Court in Providenciales she said: “In the matter at hand the offences for which the United States seek extradition are different from those for which David Smith was convicted in the Turks and Caicos Islands. “He was convicted of conduct perpetrated within the jurisdiction of the United States and was sentenced there with his consent. “He was then returned to the
Turks and Caicos Islands where he served his sentence for the wrongs committed in this jurisdiction. “Whilst there is overlap between the UK and US proceedings, it does not demonstrate that the double jeopardy bar applies. “Each nation’s prosecuting authority has concentrated on the criminality within its own jurisdiction. “Although conspiracies have been charged, the evidence would have supported charges based on different obtainings by deception in the different countries. “There was no obligation on the United Kingdom to assume jurisdiction over all the crimes which might be revealed, and it is clear from the evidence that each investigation team was not proposing to do so. “There is no sense in which the harm caused to the American victims is reflected in the UK proceedings, and it is clear from the evidence that the proposed American indictment will not seek to convict or punish these Appellants for matter dealt with in our courts.” Oliver Smith also applied against extradition on the basis that he is due to serve a 20 year sentence in a US jail for charges which he was discharged of in TCI, however this was also rejected by judge Ramsey Hale. A further application that the sentence may amount to inhuman or degrading treatment was also dismissed. Smith had been ordered to repay $20 million in October 2012 or serve time in jail here in TCI as part of a
confiscation order. Prosecutors had wanted Smith to be sentenced to a further eight years in prison as a substitute for not being able to pay the $20 million but this was also thrown out by the judge. The confiscation order was varied by judge Ramsey-Hale to $6,386,575.62 as this is the sum total recoverable from Smith as assessed by the official liquidator. She ruled that this sum could be collected from the defendant by the court and that it would not be “a proper exercise of the courts discretion to commit him to prison for failing to pay” the original order. Smith appeared in court via Skype video call from the prison in Grand Turk wearing a grey shirt and black

trousers and was emotionless as the judge handed down her ruling. Attorney Oliver Smith said he would “immediately” be lodging an appeal against the decision.
Smith cannot be extradited while appeals are ongoing so will remain in the prison in Grand Turk while his attorney continues to fight his corner.
PNP ‘go getters’ got things done BY JOHN TONER THE GOVERNMENT run by former premier Michael Misick was a pro-active administration which benefitted the Turks and Caicos Islands, the SIPT trial has been told. During cross examination of former government chief economist Delton Jones, counsel representing Chal Misick, Malcolm Bishop QC, spoke at length to outline the achievements of the Misick era. He said: “The PNP were go getters who despised red tape
and wanted to get things done in contrast to their predecessors the PDM who were from a civil service background and therefore more bureaucratic in their approach. “The PNP had an attitude of just getting things done and Michael was the main proponent of that attitude. “That approach brought this country from a sleepy backwater nobody had ever heard of to a world leader in economic growth at the time and a serious player in the Caribbean investment market.” Bishop went on to say that the
Misick government built hospitals, schools and infrastructure as well as improving life for “the ordinary man on the street, or perhaps Leeward Highway,” all sentiments Jones agreed with. Two of the charges facing the defendants in the trial relate to them acting against the economic interest of the Islands and this cross examination was designed to counter that accusation in general terms. All the defendants deny all the charges against them. The trial continues.

‘The buck stops with you’ – Former economist blamed for cash problems BY JOHN TONER THE CIVIL service failed to collect millions of dollars in stamp duty and set the government unrealistic budget targets, the SIPT court has been told. The TCI Government was left $12 million short by 2009 due to the failure to collect money due on stamp duties relating to conditional purchase leases granted under the Crown Land Policy. Jerome Lynch QC, appearing on behalf of McAllister Hanchell, suggested to former chief economist Delton Jones that the fault for this lay at his door. He also put it to Jones that his targets on government spending were “unrealistic” and “unattainable”. He said: “I suggest to you Mr Jones that the targets set by you were unrealistic, unattainable and they failed as a result. They were overly ambitious. “I put it to you that ultimately the

responsibility for the collection of these monies, in relation to stamp duty, was yours as you were the man controlling the purse strings. “I suggest it is your fault and I suggest the buck stops with you, it was your responsibility.” The pointed and adversarial interrogation of the witness was
set apart from previous cross examination by other counsel which had taken a more gentle approach. Jones fired back: “I do not accept that it was totally my responsibility or that the buck stopped with me I have explained how the process worked. “My department worked along with the ministry of natural resources and had in place measures to try and address the situation. “The responsibility was shared between my department and the ministry to recoup the money however there was a need for a more thorough investigation.” Lynch also referred to an admission that Jones had made previously that his department had “dropped the ball” when it came to overseas medical referrals and scholarship funding in TCI by allowing too much spending. All the defendants deny all the charges against them. The trial continues.
Ashcroft abused for tweeting TCI pic BILLIONAIRE Michael Ashcroft has been attacked on social media for posting an image of the TCI. The former chairman of the British Tory party uploaded a picture of the view from his room at Blue Haven Resort on Friday, April 1. The tweet was accompanied by the caption, ‘View from my room at Blue Haven Resort, Turks & Caicos...’. It was sent as a furious row was developing in the United Kingdom over the closure of a major steel works and the perceived collapse of the industry with the loss of thousands of jobs. This prompted some to criticise and abuse the Lord and former member of the now ruling Conservative party in the UK. Twitter user @Edinburgh48 said: “You really are a complete prat. The steel industry is on its knees and 40,000 people might lose their jobs. Grow up.” Another Tweeter @ TomJamesScott said: “Stop showing off. The fact you’re stinking rich is well known. By the way how much tax do you pay in the UK?”

According to department director Kendrick Neely more than 100 restaurants have been inspected so far and the department is intensifying its inspections in an effort to maintain strict adherence to the law. Sure as hell we do have US dollars with UK arrangement and blessings but no UK support for its territory’s welfare and health. How come?

The book alleged that Cameron had put a “private part” of his anatomy in a dead pig’s mouth as part of a university initiation.

It is encouraging to know of this initiative, it is long overdue. This makes sense from a perspective of good health but on the other hand to cut down on these unsightly so-called restaurants where sanitary conditions are severely lacking. Every time you look around you see a new restaurant popping up all over the place. Some of these places are dirty and makes one question how they were issued a licence to handle food. Also the selling of food from the back of cars, side-walks and so many other un-regulated places must be curtailed and the sale of food items, fruits, vegetables and clothing items from the sidewalks must be discouraged, it makes the country look like the slums that you find in Hispaniola. Also we must look at the suppliers of food, some of the food items we see in the store are total rejects.
Take a look at the expiry dates on some of these items and you will be surprised, even some of the bottled water at times have passed its expiry date but is here being sold for public consumption. The meats that are sold at times come from far away as China. Who knows what is in those big fat chicken legs. Not everything that is cheap is good. Let us not forget that they need to look at what is being claimed by some proprietors, for example a lot of tilapia fish imported from China makes it to the table and passed off as fish-fingers and ‘grouper’. They must make sure that the public is educated on what they are consuming so as to make an informed decision about the food they put into their bodies.

Is anybody looking in the bathrooms? Neat, clean attractive bathrooms say a LOT about who is running the kitchen. Just sayin.

Businesses display no-smoking signs as new law kicks in BY OLIVIA ROSE AS THE new tobacco control law which bans smoking in public places came into effect on April 1, some businesses made the necessary adjustments to ensure customers observe the law. Several restaurant owners were seen erecting no-smoking signs on conspicuous spots throughout their establishments. The bill which was passed in the House of Assembly in October 2015, also aims to prevent tobacco use by minors, regulates tobacco use overall and enhances public awareness of the hazards of tobacco use. During an exclusive interview with the Weekly News owner of Shark Bite restaurant Mike Adamo, said he welcomes the implementation of the new law. “I’m happy to have the new tobacco ordinance in place, for the most part. “It’s been implemented in many countries in the world for a long time, so I’m glad that we have, no smoking in the TCI. “I just have one issue, that they still have not made available a copy of the working ordinance to the public. “I only have a copy of the draft and if it was implemented on the 1st it would’ve been nice to have a copy of the actual ordinance.” He noted that due to some amendments that were made to the new ordinance there has been some miscommunication on the bill and its clauses. He is calling on the relevant authorities to do more to educate proprietors and the general public on the bill. “There has been some miscommunication about the laws, restaurants are allowed to have a smoking area, but that was not conveyed to us at the beginning. “Some people are going to get upset but it’s the law. I am thrilled to offer non-smoking to both our guests
and our staff.” Also speaking to the Weekly News, John at Baci Ristorante said he too welcomes the new ordinance and is doing everything necessary to be compliant with the regulations. However he noted that while this move is seen as a step in the right direction, some customers will undoubtedly have issues with it, since they have grown accustomed to smoking at the restaurant. Speaking to the Weekly News senior substance abuse counsellor John Malcom said the department has engaged tobacco importers and wholesalers to discuss the ramifications of the bill. He noted that special emphasis will be placed on protecting individuals from exposure to tobacco smoke, while prohibiting and restricting promotional practices. He said: “In addition to the legislation, a national smoke free policy was devised to give a framework for the legislation. “The fact is that a lot of people are exposed to second hand smoke because of the environment that they work in, restaurants, bars where people smoke, so non-smokers are exposed to second hand smoking and we’re really concerned about that. “So this legislation is going to help curb those kinds of behaviours and activities so that persons who are non-smokers are not exposed to second hand smoke.” Worldwide, tobacco use is the single greatest cause of preventable death, killing a total of five million people each year including an estimated 5,600 in the Caribbean region. Tobacco use is therefore a source of tremendous concern and as such the World Health Organisation has declared that the tobacco epidemic is one of the biggest public health threats the world has ever faced. Tobacco use affects all human organs and is responsible for the development of several chronic noncommunicable diseases.

FORMER deputy premier Floyd Hall has been praised for his conduct in office by a former colleague. Delton Jones, ex-government chief economist towards the end of the Michael Misick years, heaped compliments on the former minister of finance whom he worked with on a regular basis. Being cross examined by Earl Witter QC, representing Hall, Jones
said: “I would say that Floyd Hall met the expectations placed upon him as a minister during his time in office. “I found him to be honest and scrupulous in the discharge of his functions, he did not go down any wrong paths as far as the finances were concerned. “During his tenure debt servicing guidelines were adhered to and he supported the establishment of the
reserve fund as well other measures suggested by civil servants to address issues in the economy.” Jones previously told the SIPT trial that civil service warnings about dangerous government expenditure had been ignored during his time as the chief economist. Hall and his eight co-defendants deny all the charges against them. The trial continues.

Caribbean countries need to transform their economies – Owen Arthur BY OLIVIA ROSE IN ORDER for Caribbean countries to attain and stay on a viable path to growth and development, a coherent and sustained effort has to be made to transform their economies. This sentiment was expressed by former Barbadian prime minister Owen Arthur who was at the time delivering the keynote address at FortisTCI’s fourth plenary session, held on March 30 at Beaches Resort and Spa Turks and Caicos. Arthur said that for countries such as the Turks and Caicos Islands to embark on a path of sustainable economic growth these countries must shift from being trade preference dependent economies to being investment-driven economies, marked by a very high component of private foreign capital, and eventually into genuine exportpropelled economies. He noted that significant transformation is required in the Caribbean to accommodate changes in the environment in which these economies operate. Adding that traditionally these economies have been debt-propelled economies. He said: “To follow such a path to sustained development, far reaching transformations will have to be made to the business culture in the Caribbean. “To begin with, as small open economies, it is of paramount importance that the Caribbean comes to master its trade relations. “The evidence however points to the fact that it is doing the opposite indeed, the region has been

described as facing an increasing deglobalisation in so far as its share of global exports has fallen from 0.5 percent in 1980 to less than 0.2 percent in 2012. “Its most important export sector tourism - has also loss market share. And the proportion of the regions exports which have been going to new poles of growth in the global economy has been far lower than expected.” He explained that this has been
due in large measure to the fact that in respect of every critical area of trade performance, the Caribbean reflects the worst indices of any region in the world. Turning his attention to the use of information technology in the region he said: “Although much progress has been made by the region in respect of the information technology sector, the region is still lagging significantly behind in terms of access to and the affordability of
broadband services as compared to its main competitors. “These comparative indices have been assembled and presented as one to allow attention to be focused on a very critical aspect of the Caribbean developmental dilemma. “It is that the Caribbean now has to operate in a global economic arena where the principal drivers of economic activity are technology, innovation, entrepreneurship, trade facilitation, factors which directly
impact the culture of doing business.” He noted that other small economies have deliberately calibrated their economic management and development policies and strategies to place themselves in the top tier of the indices that measure competitiveness. Arthur noted that it is therefore necessary for Caribbean countries to become investment driven and begin to incorporate best practices and global benchmarks.

POLICE officers have urged children to start thinking about what they want to be when they grow up. Sergeant Winston Grant and public relations officer Kevin Clarke visited the Champions for Christ International School of Excellence on Tuesday (April 5) and made a presentation to the whole school. The pair told the children all about the police force and the opportunities available to them within the RTCIPF.
Officer Clarke said: “It is always a pleasure to be in the midst of children to speak to them about the various aspects of policing. “I reminded them that while they’re still young and in school, now is the time for them to look at the various careers out there and begin to think about what they are more interested in.” Sergeant Grant warned the kids about the danger of drugs and sang them a song at the end of his presentation.

Tourist family carjacked at gunpoint A FAMILY of holidaymakers has been carjacked by gun toting thieves. The terrified tourists were approached in their car by two men, one brandishing a gun, at North West Point, Blue Hills, Providenciales at 1.44pm on Thursday (April 7). The armed robbers then made off with the light green Nissan March rental car the family had been driving as well as jewellery, an iPhone, GoPro camera and a wallet. The car registration is 8205
and officers from the Royal Turks and Caicos Islands Police Force have asked people to contact them immediately if they see the vehicle. Cops also urged people not to approach the car as the occupants may be armed and dangerous. Police have asked anyone with information about the incident to call Crime Stoppers on 1-800-8477 or use the online reporting page at www. crimestoppers.tc or by calling Chalk Sound Police Station on 338-5901.
Tale of woe THE ANSWER is not always in the pages of a book it would seem. A thrifty woman in Grand Turk was stunned when money she had hidden in a tome placed under her bed went missing. The victim told the Royal Turks and Caicos Islands Police Force (RTCIPF) that she stashed the cash on Monday (April 4) and went back
to check on it later that day only to find it gone. Based on the information she provided to cops a 34-year-old man was later arrested on suspicion of theft. He was later bailed and has not been charged. Investigations by the RTCIPF continue.
Hitchhikers guide to thievery THE GENEROSITY of one motorist has cost him his smartphone. On Sunday (April 3) the victim, gripped by philanthropy, gave a lift to young man from outside the Alexandra Resort to the Lower Bight Area of Providenciales. A few moments later he noticed
his black iPhone 6 was missing and reported the incident to the Royal Turks and Caicos Islands Police Force. Later that day a 25-year-old man from The Bight was arrested in connection with the matter but has not been charged.
Range of passports stolen A NUMBER of different passports were stolen during a pair of home invasions on the same night. American, Bahamian and Turks and Caicos Islands travel documents, as well as a range of valuables, went missing from several properties in Providenciales at the weekend. The Royal Turks and Caicos Islands Police Force responded to a home in Norway, Kew Town, on Sunday, April 3. The victim told officers she had left home at 8pm the previous evening and upon returning the next day found her home burglarised. Stolen were a number of TCI and American passports, two Samsung

Galaxy tablets, and two 32 inch flat screen televisions. On the same evening police were called to a home on Anna Lee Lane, Millennium Highway, where a woman said she had woken up to a ransacked home. Having woken up in the middle of the night she discovered that her white Galaxy S6 smartphone was missing along with a black handbag containing keys, a Bahamian passport, vehicle keys, a driver’s licence and several bank cards. Officers are urging anyone with information about either incident to contact Crime Stoppers on 1-8008477 or by using the online reporting page at www.crimestoppers.tc.

Police appeal for info on unsolved murders TCI cops have issued a fresh appeal for information to help solve a number of unsolved murders. The Royal Turks and Caicos Islands Police Force (RTCIPF) is working with UK investigators to work on the unsolved killings here in TCI. The foreign investigators will be liaising with the RTCIPF for a period of time to “explore every available opportunity to solve these crimes”. Canadian actor to perform in upcoming show ACTOR, director and writer Andrew Cuk will be visiting the TCI this month to play the role of Michael in ‘Six Dance Lessons in Six Weeks’. The play will be performed on April 15, 16 at Brayton Hall and will be the TCI Friends of the Arts Foundation’s 85th performance. The story follows the relationship between Lily, played by Sandy Ferguson, and Michael who live in two different worlds. Cuk will be taking part in school visits during his stay and conducting a series of free actor’s workshops at Stargazer studio. On Monday (April 11) and Tuesday (April 12) from 7pm to 8.30pm he will focus on character development and role playing exercises. On April 18 and 19 he will focus on exploring comedy and what makes something funny, with physical comedic exercises, the right delivery, and working on comedic scenes. THE TURKS and Caicos Islands National Trust is calling on residents and tourists to support the body in its efforts to preserve the cultural and historical heritage of the TCI. Speaking to the Weekly News on Monday (April 4) Mark Parrish, head of the marketing and public awareness committee, said the National Trust is facing some financial challenges as well as a shortage of staff. He pointed out that the trust is embarking on its renewed membership and sponsorship campaign and is calling on the general public to sign up and gain an exclusive membership card which will allow them to visit all the sites across the country. Parrish explained that membership fees will go directly to supporting the trust and its preservation work. He said: “It’s suffering financially. The trust used to get more support from the Government. “Unfortunately everybody’s fallen on harder times and the budget has been cut like many other departments. “The trust fortunately has the ability to raise its own funds. Raising funds through partners goes to specific projects, but the trust
gladly accepts and needs donations from individuals, from cooperate citizens.” He noted that while the trust is in dire need of financial support, citizens and tourists alike should look at membership as a fantastic opportunity to learn and explore the length and breadth of the country. “The membership is an important part of it, not just to raise funds. “Part of the new membership campaign is that members will have free access to all sites and that’s never been done before. “The moment you go to Cheshire Hall it’s going to cost you $10. You want to take your friends there it’s the same thing. But if you’re a member for $25 per year you can go as many times as you want. “Not just to Cheshire Hall, but to little water Cay, to rock caves and the various sites.” Those interested are being urged to visit the trust’s website tcnationaltrust.org for more information on membership. Cop cycles spruced up POLICE bicycles have been fixed up and fitted out to help improve community policing. The Royal Turks and Caicos Islands Police Force Community Policing Unit had bicycles repaired and improved with new gadgets on Monday (April 4). The work was carried out by the Turks and Caicos Islands Hotel and Tourism Association (TCIHTA) and representative Stacy Cox handed over the new and improved bikes to police commissioner James Smith. Commissioner Smith said: “I am delighted that TCIHTA continues to support the police as we seek to ensure we maximise our visibility in the communities we serve. “The use of bicycles allows our officers to patrol in a way that they can interact with people, particularly in our tourist areas and are accessible
to them. “As we deliver more patrolling officers, these bicycles will ensure offices are mobile, visible and responsive.” The bikes were fitted out with sirens and flashing lights as well as helmets and gloves for the officers who will be riding them to patrol Grace Bay and the Lower Bight. Assistant superintendent Hilton Duncan said: “Bicycles help the police interact more with the public. “Unlike patrolling in vehicles, persons can stop the police and speak to them. “Also, on a bicycle, common obstacles are easily cleared. It’s faster to stop, manipulate the bike over a fence, and then ride on. “Therefore, it makes it easier for the police to get to areas that a vehicle cannot access.”

AN EXPENSIVE timepiece was stolen during a late night burglary. The victim left his home in Bay Road, Blue Hills, Providenciales, at 10.30pm on Friday, April 1, only to return in the early hours of the following morning to find his home ransacked. Officers from the Royal Turks and

Feeling small A FRIEND just emailed me photos taken from the space station. The pictures were spectacular! The Earth was this huge ball and the land was all lit up. It made me wonder where all the electrical energy was coming from. The size, grandeur and advanced technology making these photos possible made one feel small. One photo showed the Bahamas lost in the surrounding water. The TCI was not included. Bahamas has a population of 300,000 plus. The TCI has 30,000. We are a tiny territory and it would be wise to realise it. Given our size why do our PNP ministers act like royalty? We have suffered for years. The

interim government trying to sort out the financial mess which left us with $300 million in PNP debt and a billion dollars in PNP healthcare obligations. Now almost four years after the last election what has been accomplished? The PNP paid off $140 million of their own debt using the people’s money. The interim government
having already dismissed or paid $130 million. We still have $30 million more for the next government to pay off. The taxes, fees, co-pays and revenue no longer belong to the people. We believe had the PDM won the 2012 election the case could have been made for Britain to pay off the debts
because of British Labour missing oversight. Some voters did not believe that the TCI was deep in debt and voted PNP. Now they believe it! Government budgets have been meaningless. Budgeted money side tracked as pretend surplus to pay down PNP debts. However had the PDM won Skippings might have bought us another one of his short term administrations. Now Skip spews negative against the party of JAGS! Why not the PNP? Why have we not had an election called? Premier Ewing holds on to power like the devil holds on to a soul! Now we are back to the quiet. Nothing happening. The Government is disconnected from the people and
the reality of needs. It is long past the time for a motion of no confidence. Everyone knows that a government’s role is to serve the people. We had this with the PDM from 1995 to 2003. The PDM had the causeway grant in their pocket and quiet Derek and Sam did not announce that fact during the 2003 election and by-election. The grant was apparently some of the first millions the PNP spent, but not on the causeway. It is time for the PDM to remind the folks that the resorts drawing tourists were all approved and most built in the PDM years. With high taxes and the PNP in power, development remains dormant. The PNP has tried every hi-rise trick but it’s over. It is time for election and healing to begin. Meanwhile while the PNP royalty drives our fancy vehicles and spends the people’s money on themselves everyone else is just, feeling small.

Caicos Express partners with Gov’t to fly to South Caicos BY DAISY HANDFIELD LOCALLY owned airline Caicos Express Airways has recently partnered with the Turks and Caicos Islands Government to provide direct flights for passengers flying out of Grand Turk directly to South Caicos. Captain Fred Registre, CEO of Caicos Express Airways, told this newspaper that the flights began on Friday, April 1, but said that he has been in talks with the Government for months. Prior to this new operation, residents were forced to travel through Providenciales from South Caicos in order to get to Grand Turk. Residents considered this more time consuming and definitely not cost effective. Registre said: “We were approached by the Government and given their budget, we were able to make it work by changing around our operation. “We were mainly looking to help
the people of South Caicos. “We are hoping that this becomes a long-term partnership.” The CEO said that a sacrifice was made on their part. He said: “We didn’t have much time to meet the request but we recognised how taxing it had become for travellers to fly north and then back down south; taking passengers hours when the flight between the two islands is just 10 minutes.” Registre said that Caicos Express Airways is now serving the Grand Turk to South Caicos travellers with a Cessna 402 eight seater plane, but adds that if the demand is there, they can upgrade on size to the 19-seater. He made mention that this was not a part of the agreement, but they were looking to do their best in accommodating all of their potential passengers. There are currently nine flights per week which includes two flights on Tuesdays and two flights on Thursdays.

Senior citizens learn about diabetes prevention BY DAISY HANDFIELD ABOUT 20 senior citizens from North and Middle Caicos benefitted from a workshop centred on the prevention of diabetes and healthy living and eating recently. The workshop took place on Wednesday (April 6) in North Caicos and was hosted by Tamika Handfield, registered dietician at Nutrition in Demand. This event was in recognition of World Health Day which is observed on April 7 every year by the World Health Organisation (WHO). Participants of various ages came from across North and Middle Caicos to the Horse Stable Beach auditorium to attend the two hour workshop. Attendees learned about the types of diabetes, ways to control blood sugar, effects of various foods on blood sugar and portion control. In an interview, Handfield said that the participants grasped the information quite well and to make
it a bit easier for them she used tools such as measuring cups, real life food models, portion plates and food labels. This also helped to bring the class to life. She said: “I thought it went extremely well. I was expecting a bit more persons, but because of the time of the day I think everyone was at work. “People were very intrigued and attentively listened to the information given to them.” The dietician explained that diabetes is a chronic disease that affects many people living in the Turks and Caicos Islands. “However, with a few lifestyle changes it is also a very treatable and manageable disease,” Handfield said. “The risk of diabetes also goes up with age; therefore, we thought it would be ideal to take the workshop to North Caicos.” The workshop was provided by Nutrition in Demand, a nonprofit organisation aimed at raising
awareness of the importance of health and healthy eating. Handfield said that Nutrition in Demand would like to do more of these workshops around the Islands, but needs the support of the public. Handfield reached out to the community asking people to be more supportive when her fundraising events are held so that she can continue to go around the country and conduct workshops. Cynclair Musgrove, district commissioner of North Caicos, said in a comment that the diabetes workshop was significant to the individuals of the island of North Caicos. “The workshop on diabetes was very significant for us. If we educate ourselves about preventative measures, perhaps we can live more healthy lives. “This disease can be controlled but it requires self-discipline and awareness. “I am happy that we were presented with the facts. It makes a difference.”

Power company awarded for investing in staff ELECTRICTY firm FortisTCI received the internationally recognised Investor in People (IIP) accreditation last month. According to a press release from the company, Investors in People is the international standard for people management, defining what it takes to lead, support and manage people effectively to achieve maximum stakeholders’ value. FortisTCI embarked upon the process to accreditation with Investors in People in 2014, receiving a ‘Working with Investors in People’ certificate in October of that year. Throughout 2015, the company launched several initiatives geared toward achieving the standard. “Investors in People was
undertaken by FortisTCI to maximise potential of its people by promoting employee engagement and participation and enhancing a culture of continuous learning and improving,” the release said. “This intense focus on people processes will have the effect of increasing corporate performance, improved operational efficiency, improved flow of communication within the company and embed a positive corporate culture.” Eric Jenkinson of Management Solutions served as the company’s Investors in People advisor and FortisTCI successfully achieved its certification at the end of January 2016. New religious head appointed FATHER Mark Reginald Lindsay-Fox has been appointed as archdeacon of the West Central Archdeaconry. The Anglican Diocese of the Bahamas and the Turks and Caicos Islands made the announcement on Tuesday (April 5). He succeeds Archdeacon Ranfurly Brown who concluded his service on February 29. Archdeacon Fox will continue as the rector of Holy Trinity Church, Stapledon Gardens, where he has served since 2011. The diocese is divided into four administrative areas each headed by an archdeacon, whose role it is to assist the bishop in the administration of the diocese and in relating to the clergy and people of his area. There is also an archdeacon in charge of the administration of the diocese. Mark Fox was born in Nassau. He was educated at Oakes Field Primary and Secondary Schools,
St Augustine’s College, and the University of Miami where he obtained an MBA. He worked as a customs officer with the Bahamas Customs Department, at import broker at Island Merchants, as a restaurant manager at McDonalds Ltd and at Dunkin Donuts, and as parish administrator at Holy Trinity. He tested his vocation at Codrington College, Barbados and studied at the University of the West Indies, Cave Hill Campus. Archdeacon Fox was ordained deacon in 2001 and priest in 2002. He served at St George’s Church, St Peter’s Parish, North Long Island, as Chaplain of St. John’s College, while assisting at St Christopher’s, Lyford Cay, as interim at All Saints, and, finally, at Holy Trinity Parish. He is married to Mildred (nee Moss) a veteran primary school educator, and the couple have two adult daughters.

More than 30 bags of trash collected at Long Bay beach BY DAISY HANDFIELD MORE than 30 bags filled with trash were collected off Long Bay beach in Providenciales during a recent clean-up campaign organised by the TCI Filipino Community (FilCom). The initiative was a collaboration with the Department of Environment and Maritime Affairs. FilCom president Alfonso Palatino said in an interview
that although he considered the attendance to be “alright,” he feels as though initiatives of this kind could see more volunteers. He said: “It was a great initiative, we enjoyed taking care of the environment and we had a good time. “Yes, we had invited other members but they were having some commitments like work so most people didn’t come.” The clean-up campaign began
on Saturday (April 2) at 7am that morning until about 9am and saw representation from DEMA and local volunteers. The president said that because the TCI is a well visited destination it is imperative that the people help to preserve the country’s motto, ‘Beautiful by nature, clean by choice’. Palatino said that this is the main reason that FilCom is so eager to take care of the TCI’s
natural resources, so that tourists can continue visiting and so that residents can enjoy the beauty of the Islands. FilCom is reaching out to the corporate community of the TCI to donate rakes, trash bags and bottles of water. Two years ago DEMA and FilCom inked a memorandum of cooperation which aimed to collaborate to maintain the Bight Kids Park in Providenciales.
They also agreed to participate in various environmental projects initiated or coordinated by DEMA under the principles of the Community Conservation Partnership Programme of the Turks and Caicos Islands Government. FilCom has been a stout supporter of DEMA projects for over two years with its active involvement in clean up drives, tree planting, and orienting its members of the ordinances for compliance.

New charity to provide breakfast for Gov’t school pupils
– Food for Thought holds launch party at the Palms UNDER the stars at the Palms Resort and Spa, Karen and Jeanne Savory welcomed many key members of the business community, Government ministers, and family to their newly founded charity’s first event. The event on Tuesday (April 5) was intended to make the charity’s presence known and encourage corporate sponsorship for its worthy cause. Food for Thought was founded by Karen and Jeanne in order to provide free breakfasts to all children in the Government schools. The first phase, due to begin in September, will provide a healthy breakfast on every school day to the Government primary schools in North, Middle and South Caicos and Salt Cay. The charity has already partnered with Caicos Express Airways, Lew 1 Shipping and Quality Food Centre to bring the food items in and for transportation. In the beautiful setting of the courtyard at the Palms guests at the event were treated to a welcome glass of champagne, generously donated by the Wine Cellar, along with endless tasty hors d’oeuvres and sweet treats kindly provided by The Palms, while listening to wonderful live music by Craig Archibald. In addition to watching a short presentation about the charity and listening to passionate words of encouragement and support offered by the Deputy Premier and Minister for Education Akierra Missick, attendees participated in a silent auction and raffle – helping the
charity to raise more than $6,500 at its first event. Karen and Jeanne thanked everyone who attended and gave their support to the programme. “We truly appreciate the strong show of support we have received right off the bat as we start our charity Food for Thought. “This fantastic evening, completely sponsored by the Palms Resort, was very encouraging. AA to launch direct flight to JFK AMERICAN Airlines (AA) will be adding another flight from Providenciales (PLS) this summer. The airline plans to launch a nonstop service between JFK and PLS with their Boeing 737-800. As of July 2 passengers will be able to travel direct on a seasonal weekend flight that will operate on Saturdays and Sundays. Direct flights went on sale online on April 3. The weekly service will travel to Providenciales (PLS) on Saturday and arrive at 8.08pm then depart for New York (JFK) the following day, Sunday at 8.45am.
The seasonal flights will be available from July 2 to August 21 and November 5 to March 5. Lavern Reynolds, TCIAA terminal and marketing manager, said: “The increased flight with an evening arrival on Saturday is very much welcome. “This gives us the opportunity to spread the flights out over a longer period of time and receive the passengers during our down time.” American Airlines currently offers flights to Charlotte (CLT), Miami (MIA), Dallas (DFW) and Boston (BOS) from PLS.

Whitefly infestation ON ISLAND we have a recurrent problem of whitefly infestation. This pest was reported attacking Ficus trees and hedges and was identified as the fig whitefly, Singhiella simplex. Whiteflies are small, winged insects that belong to the order Hemiptera which also includes aphids, scales and mealybugs. These insects typically feed on the underside of leaves with their needle-like mouthparts. Whiteflies can seriously injure host plants by sucking juices from them causing wilting, yellowing, stunting, leaf drop or even death. The leaves of Ficus trees infested with whiteflies begin to turn yellow before the leaves are dropped from the plant. Ficus trees without their leaves are one of the most obvious symptoms of a whitefly infestation. This whitefly has been most

commonly found infesting Ficus benjamina but has also been found on other host plants. But here’s what I’ve learned so far - once you have whitefly you have to decide how much you really want your Ficus and how much you’ll spend to save it from this voracious creature. Without insecticide you could lose your Ficus or other plants and unless you catch the problem early you won’t have much time to decide. Large, dense hedges can be stripped in less than two months of infestation and if you see even one
you may be infested and if your neighbour has it you’ll get it. Although efforts to understand and control this pest are ongoing there are several potential options for whitefly control (or at least try it). One common product is Bayer Advanced Tree and Shrub Protect and Feed or other contact insecticide mixed with Neem oil (do not apply in full sun). For best results you will have to spray once a week, until you get rid of them. However, it is necessary to consider the site (landscape, hedge,
large tree, container, production etc), the size and number of trees and the surrounding environment before taking steps to control this pest. For large trees for example, a foliar spray may not be possible. In the landscape several natural enemies have been observed attacking this whitefly which can play an important role in
controlling this pest. Efforts to introduce other natural enemies are being considered. Awareness of these natural enemies is very important so decisions for additional control measures can be made wisely so as not to also kill the natural enemies. Crowns, bridges and veneers WHEN talking with patients about crowns, caps, post-crowns, bridges and veneers I find that there can sometimes be some confusion. In this article I want to explain the differences between them and when that particular course of treatment might be suitable. VENEERS A veneer is a thin porcelain cover designed to go on the outside surface of a tooth. Veneers are only used on front teeth and are generally used for cosmetic purposes, for example to restore chipped or broken teeth, or to change the colour, size or shape of teeth. The teeth generally require a small amount of preparation after which the patient will wear temporary veneers while the porcelain ones are being produced by the laboratory. This period is around two to three weeks. The porcelain veneers are then fixed to the teeth with a tooth coloured bonding material to give a completely natural appearance. Veneers are generally strong although still more delicate than a full coverage crown just due to the
fact that the porcelain, whilst strong, is thinner. I advise patients with veneers to avoid putting too much pressure on the edges and so to avoid chewing on bones eg. ribs or chicken wings, finger nails and the ends of pens! CROWNS A more robust solution than a veneer is a crown, sometimes called a cap. A crown covers the whole tooth above the gum and is suitable for both front and back teeth. Crowns involve a greater reduction of the natural tooth’s surface than a veneer but the result is greater strength. Crowns are used both for cosmetic and clinical reasons, for example when a tooth is badly decayed but the root is still intact. Crowns can be made from a variety of materials designed for difference circumstances; all porcelain (like a veneer but around the whole tooth) or porcelain with a strengthened core such as zirconium, procera or metal. In all these cases only the toothcoloured porcelain is visible and, when completed, the teeth should

look indistinguishable from your natural teeth. Crowns can be made purely of gold. This is a cosmetic choice and with the current price of gold can be a rather expensive option. A post-crown is where the tooth has been root filled and a fibre-glass post is fixed into the root canal. A structure is built up onto this which holds the crown. A more oldfashioned method is to use a metal post or screw. However, this is found to sometimes cause stress fractures in the root and is less satisfactory than modern techniques. BRIDGES A bridge is used to replace one or more missing teeth, for example after an extraction, and, unlike a denture, is permanently fixed in place. A bridge is attached to adjacent teeth (either natural teeth or implants) and carries one or more
artificial crowns to fill the gap of the missing teeth. If several or lots of teeth are missing more than one bridge maybe the solution. I always prefer to break down bridges into smaller units which gives greater strength and stability
and if necessary use implants to replace missing teeth to reduce the span of larger bridges. Bridges are made from porcelain covering metal and again when complete should visibly be indistinguishable from your natural teeth.

UK could impose direct rule on tax haven overseas territories, says Corbyn THE government should consider imposing direct orders on British overseas territories and crown dependencies to stop them acting as tax havens, Jeremy Corbyn has argued. The Labour leader, speaking to the BBC in Harlow, Essex before a speech to launch the party’s local election manifesto in which he will accuse the prime minister of “pussyfooting” on tax matters – said the Cameron family’s own tax affairs should form part of an investigation into offshore avoidance. Corbyn argued that the government should tell administrations in places like the Cayman Islands and British Virgin Islands: “Hang on, you are a government of a British dependent territory, a crown territory, you must obey UK tax law, you must not become a harbour for tax avoidance and tax evasion.” There was precedence for direct rule to be imposed, Corbyn argued, and it should be done. He said: “The point is that they are not independent territories. They are self-governing, yes, but they are British crown dependent territories. Bermuda not worried about Labour leader’s ‘direct rule’ threat FINANCE minister Bob Richards insisted on Tuesday that Britain could not “unilaterally tear up Bermuda’s constitution” and impose direct rule on the island to make it obey UK tax law. He told The Royal Gazette that a suggestion from British Labour Party leader Jeremy Corbyn for the British Government to consider intervening in the running of its overseas territories in the wake of the leaked Panama Papers “sounds like a lot of rhetoric that’s meant to impress a certain audience in the UK”. Mr Richards also claimed Bermuda had robust regulations regarding financial transparency which were, in many cases, better than Britain’s. In particular, he cited the decadesold registry of beneficial company ownership held by the Bermuda Monetary Authority but rejected the idea it should be public so that “every Tom, Dick and Harry” has access to “private information”. The Panama Papers are a massive data leak — said to be the biggest in history — of 11.5 million files from the database of the offshore law firm Mossack Fonseca. The documents show how the law firm set up some
200,000 offshore companies to benefit the rich, with 12 national leaders among 143 politicians, their families and close associates from around the world now known to have used tax havens. More than half of the offshore companies were registered in the British Virgin Islands, with another 3,200 in British Anguilla. Mr Richards revealed that the BMA was checking to see if any of those named in the Panama Papers had a connection to Bermuda but none had been found so far. “It’s early days,” he said. “Nobody and no system is perfect and our mousetrap isn’t perfect. But I can tell you one thing: it’s a heck of a lot better than any other system I have seen.” Opposition leader Mr Corbyn told the BBC in an interview yesterday that the British Government should consider imposing “direct rule” on British overseas territories and dependencies if they do not comply with UK tax law, adding that it could be done “almost immediately”. But Mr Richards said: “The UK can’t unilaterally tear up Bermuda’s constitution and they also can’t unilaterally tear up conventions that have been in place that are parallel to
our constitution for many years. You just can’t tear these things up legally. “I don’t believe that it’s a real threat to Bermuda. The mistake that many UK politicians make — and quite frankly in Bermuda it has been made as well — is to assume that all of the overseas territories have the same constitution. They do not. Bermuda’s constitution is quite different to that of Turks and Caicos, BVI and Cayman.” The minister said a case in point was when the UK was unable to extend its Order in Council on the abolition of the death penalty for murder to Bermuda, because of the island’s autonomy, though territories in the Caribbean were compelled to comply. “The constitution does not allow them to do that,” said Mr Richards. “The notion that just because you can do something for other overseas territories, it applies to Bermuda, it’s just not on. Our constitution is much more advanced.” Mr Corbyn claimed the territories, including the Cayman Islands and BVI, were encouraging tax avoidance on “an industrial scale” to the detriment of public services in the UK.
ONE in 12 people in the Americas — some 62 million people — live with diabetes. The number has tripled since 1980, and diabetes is currently the fourth-leading cause of death in the hemisphere, following heart attacks, strokes and dementias. If current trends continue, experts estimate that nearly 110 million people in the region will have diabetes by 2040. That is contained in the first Global Report on Diabetes from the World Health Organisation (WHO) which was expected to be launched this week in Geneva and Mexico City. The WHO report highlights the urgency of stepping up efforts to prevent and control diabetes, particularly through public policies that support healthy lifestyles and by ensuring that health systems are able to promptly diagnose, treat and care for people with diabetes. “The best way to prevent diabetes is for people to follow a healthy diet, avoiding ultra-processed foods and sugary beverages that are high in calories and low in nutrients, and to
engage in regular physical activity to help maintain a healthy body weight,” said Carissa F. Etienne, Director of the Pan American Health Organization (PAHO), WHO’s Regional Office for the Americas. Preventing diabetes, however, “is not just an individual responsibility,” Etienne noted. Rather, governments need to adopt effective public policies and measures that help “make the healthy choice the easiest choice to make.” Diabetes is a progressive chronic disease characterised by high levels of blood glucose. It is a major cause of blindness, kidney failure, lower limb amputation and other longterm health problems that have a significant impact on quality of life and increase the risk of premature death. In addition, medical care for diabetes and its complications take a high financial toll on families and health systems. In 2014, diabetesrelated health spending in the countries of the Americas amounted to some US$382 billion.
Trinidad defends decision to turn away Jamaican nationals TRINIDAD and Tobago’s Foreign Affairs Minister Dennis Moses says 12 Jamaicans were denied into the twin-island republic last month because they were deemed “likely to become charges on public funds”. The group of Jamaicans had accused immigration officials at the Piarco International Airport in Trinidad of treating them badly after refusing to let them enter the country when they arrived on two Caribbean Airlines flights on March 21 at 7:53 p.m. and 8:43 p.m. In a statement issued after he received a report on the matter, Moses said all 12 visitors were denied entry in accordance with Section 8 (1) (h) of the Immigration Act which speaks to persons who may be deemed likely to become charges on public funds. And he said within 12 hours of their arrival, they were put on planes to return home. The minister explained that both
the passengers and airline were notified and served the relevant notices when it was determined that the group would not be allowed in. “At approximately 11 p.m., the passengers were taken into the care of the airline…to await an outwardbound flight to Kingston, Jamaica on Caribbean Airlines flight BW414 at 7:50 a.m. on 22nd March, 2016,” he said. Outlining the Jamaicans’ treatment at that point, Moses said: “They were taken to the Customs and Excise section of the airport for a baggage check, then escorted upstairs to the departure lounge area where they remained in the presence of the security company contracted by Caribbean Airlines. The 12 persons were served a meal and drinks and were provided with blankets by representatives of the airline in keeping with usual airline procedure.

Jamaica’s marijuana industry on pause IT will be a while longer before people who want to get involved in marijuana cultivation, transportation, processing, retailing, and research and development legally in Jamaica can do so. The Cannabis Licensing Authority (CLA), which was expecting to accept applications from Monday, says the process has been delayed with the change in government. Chairman of the CLA, Dr Andre Gordon, said regulations have to be reviewed and approved by the Minister of Justice before the ganja industry could start operations, and that has not yet been done. However, he says he expects that
will happen before the end of April. Under the amendments to the Dangerous Drugs Act, the CLA has been given the power to issue licences, permits and authorizations for the handling of hemp and marijuana for medical, therapeutic or scientific purposes. And under the regulations for the industry, 11 types of licences across five main categories – cultivation, transportation, processing, retailing, and research and development – will be made available. The regulations also make special provisions for small farmers, cooperatives, and small-scale processors to participate in the industry. (Caribbean360)

IT’S not yet official, but the head of Haiti’s newly revamped Provisional Electoral Council made it clear Tuesday that the country’s repeatedly postponed final round, scheduled for the last Sunday of this month, won’t happen that day. Léopold Berlanger, a media executive who was appointed president of the nine-member council after members were sworn in last week, said they couldn’t talk about an election calendar until they first figure out what’s ailing the nation’s electoral process. He also punted on the politically
thorny issue of a recount. Berlanger said the formation of a verification commission to address the allegations of “massive” fraud and determine who belongs in the second round “is a political decision” best left to others. “You have to understand what malfunction [the electoral machinery] has, and what needs to be done to fix it before the second [round] can take off,” Berlanger said during the council’s first news conference. “After we determine that, we can continue with the electoral calendar.”
THE Democratic National Alliance’s (DNA) leader on Tuesday said the ‘Save the Bays’ e-mail leak had been “more detrimental” to the Bahamas and its financial services industry than the so-called ‘Panama Papers’ revelations. Branville McCartney told Tribune Business that the seeming ability of Bahamian political leaders to obtain confidential data belonging to private individuals, and to disclose it at will for their own benefit, was likely to scare investors more than the release of 11.5 million documents from a Panamanian law firm. Although the Bahamas was Mossack Fonseca’s third mostpopular jurisdiction for company incorporations, standing at more than 15,000, Mr McCartney said the disclosure of Save the Bays’ e-mails - under the cover of Parliamentary privilege - carried the greater threat to this nation. “I think investors can be a bit concerned,” Mr McCartney said of the ‘Panama Papers’ outcry. “Whether it turns them off from the Bahamas, I’m not so sure. “What turns them off from the Bahamas more is politicians’ giving out private citizens’ information. That is more concerning. That would be more concerning that persons being deterred from investing in the Bahamas. “It would seem our leaders,

our politicians, can have access to personal, private and financial information. It goes contrary to our Data Protection Act. The political garbage can stinks in the Bahamas.” Mr McCartney’s latter comment was a carefully-aimed barb at Jerome Fitzgerald, minister of education, science and technology, who previously said he obtained the Save the Bays e-mails from his ‘political garbage can’. An unrepentant Mr Fitzgerald stood by his decision to disclose the non-profit environmental group’s e-mails in Parliament, and threatened to table more bank statements and documents if his reputation was threatened (see News section Page 1).
The timing of such a threat, though, will be less than desired by the Bahamian financial services industry and wider private sector, which are already likely to be on edge - and braced for further disclosures - as a result of the ‘Panama Papers’ leak. Mr Fitzgerald previously disclosed Save the Bays’ e-mails relating to an advertisement the group planned to take out. He was joined by Fred Mitchell, minister of foreign affairs, who accused hedge fund billionaire Louis Bacon of spending millions of dollars to “destabilise” the Government, and Leslie Miller, who read out salaries allegedly being paid to Save the Bays members.
UK minister ‘misled’ Commons about Cayman Islands same sex marriage DR LEONARDO Raznovich has accused the UK’s overseas territories minister of misleading the British House of Commons by indicating that the Cayman Islands Government had recognised same-sex marriage. Dr Raznovich, who has challenged a refusal by the local immigration authorities to remain in the island as a dependent of his legal husband, stated that James Duddridge knew that this was a false statement and knowingly misled the UK Parliament about the lesbian, gay, bisexual, and transgender (LGBT) situation in the Cayman Islands. According to the House of Commons Hansard (column 530), on Thursday, 3 December, Duddridge was asked by Crispin Blunt MP about progress regarding discrimination of LGBT people in British overseas territories. The minister, who had spoken to Cayman Islands Premier Alden McLaughlin that week, responded, “I thank the Chair of the Foreign Affairs Committee for raising this

He said he was doing his best to stop or at least delay any imposition by the UK through an Order in Council to recognise same-sex unions by addressing the immigration problem urgently. McLaughlin also stated that if same-sex legal action, as issued by former law professor Dr Raznovich, was pursued to the Grand Court, “there will be a finding of incompatibility of the Immigration Law and Bill of Rights”.

Cameron denies ever benefiting from father’s company named in Panama Papers DAVID Cameron was forced Tuesday night to issue a statement detailing his family’s tax arrangements amid the growing international scandal surrounding the Panama Papers leak. The Prime Minister took the unusual step of insisting that neither he, nor his wife and children receive any benefit from an offshore company set up in Panama by his late father Ian, which paid no tax in Britain for 30 years. The Daily Telegraph established that Ian Cameron’s firm Blairmore Holdings Inc was moved to Ireland in 2010 — the year Cameron became Prime Minister. A source close to Blairmore Holdings — which is still operating with assets of pounds £35 million ($65 million) — said the company had been moved because its directors believed it was about to “come under more scrutiny”. Details of Ian Cameron’s offshore interests were contained in the socalled Panama Papers — a leak of 11.5 £million documents from the law firm Mossack Fonseca — which claimed their first major scalp this week with the resignation of Iceland’s prime minister. Panama Papers: Government announces creation of ‘panel of experts’ PANAMA is creating an international panel to help improve transparency in its offshore financial industry. The move follows the leak of millions of documents from law firm Mossack Fonseca, showing it helped some clients evade tax and avoid sanctions. Several countries are probing possible financial crimes by the rich and powerful in the aftermath of the leak. President Juan Carlos Varela said Panama would work with other countries over the revelations. “The Panamanian government, via our foreign ministry, will create an independent commission of domestic and international experts,” he said in a televised address. The panel, he said, would examine working practices and propose measures that could be shared to strengthen the transparency of the financial and legal systems. Correspondents say the president is eager to defend his country against a “media attack” by wealthy countries that he says are unfairly stigmatising him following the leak. A Russian woman brutally stabbed her husband to death and fed his bloody remains to her dog in their Mallorca, Spain, home. Svetlana Batukova, 46, was found by cops next to what was left of her husband’s body on Friday. Flesh from his arms was torn off and fed to their American Staffordshire bull terrier, the Spanish online publication Periodistadigital reported. The 66-year-old German victim Horst Hans Henkels had been drugged before he was repeatedly stabbed, according to The Local. He bled to death in their home in the village of Sant Llorenc, and was found in a large pool of his blood.
His wife, addicted to cocaine and alcohol, was under the influence of both when she was busted, according to Periodistadigital. She took 10 hours to contact the authorities, and did not speak after she was arrested. She appeared in court on Monday after spending time in a psychiatric unit of a local hospital, the Daily Star reported. They were married earlier this year and Henkels could not talk much as a result of recent surgery on his trachea, according to neighbours. THE head of a congressional committee in Brazil set up to analyse whether President Dilma Rousseff should face an impeachment vote has given his recommendation. Lawmaker Jovair Arantes said he thought there were enough grounds for impeachment proceedings to continue. President Rousseff is alleged to have manipulated government accounts to hide a growing deficit, which she denies. Mr Arantes’ decision is nonbinding but could sway undecided lawmakers. The 65-member committee which Mr Arantes heads will vote on Monday
on whether it thinks the impeachment proceedings should go ahead. Regardless of the outcome, the full lower house of Congress will convene on 17 April to vote on the matter. That latter vote will be key in deciding whether Ms Rousseff stays in power. But she was boosted on Wednesday when the centrist Progressive Party said it would remain in her governing coalition until the vote. “It is clear a majority [of the PP] does not want to break with Rousseff,” party leader Senator Ciro Nogueira said. “They will tend to vote for the president over impeachment.”

New Orleans man faces 20 years to life in prison for stealing $31 of candy bars A New Orleans man is facing life in prison after he allegedly stole $31 of candy bars from a Dollar General, according to The New Orleans Advocate. Because Jacobia Grimes has five prior theft charges, he can be charged under Louisiana’s habitual offender law, which ups his charge from a misdemeanor to a felony punishable by 20 years to life behind bars. “Isn’t this a little over the top?” Judge Franz Zibilich said during the 34-year-old’s arraignment Thursday. “It’s not even funny,” he said. “Twenty years to life for a Snickers bar, or two or three or four.” The newest charge came about in December, after a store manager saw Grimes boosting candy. He willingly emptied out his pockets before the arrest — and the total of his sugary loot came to $31. The arrest could have been a minor
thing, but the district attorney’s office chose to apply the habitual offender law and seek an inexplicably harsh penalty. Grimes’ priors include thefts from Rite-Aid, Sav-A-Center, Blockbuster and Rouses, according to his attorneys. In all cases, the stolen goods totaled to less than $500. In 2010, Grimes went to state prison for four years for one of those shoplifting convictions after the district attorney chose to charge him as a double offender under the habitual offender law. Now, he’s being charged as a “quad” offender. “I just think it points to the absurdity of the multiple billing statute. They’re spending their time to lock someone up for years over $31 worth of candy. It’s ridiculous,” Miles Swanson, Grimes’ attorney, told the New Orleans paper.

VOTERS in the Netherlands have rejected in a referendum an EU partnership deal to remove trade barriers with Ukraine. Turnout was low, 32.2%, but above the 30% threshold for the vote to be valid. The deal was rejected by 61.1% of votes, compared with 38.1% in favour. Prime Minister Mark Rutte said the government may have to reconsider the deal, although the vote is not binding. Ukrainian President Petro Poroshenko insisted his country would “continue our movement towards the EU”. A foreign ministry official in Kiev told the BBC that the result was disappointing, adding that Dutch Eurosceptics could not take Ukraine hostage to express dissatisfaction with the EU. The vote was widely seen in the Netherlands as a test of public opinion towards the EU. It was triggered by an internet petition begun by Eurosceptic activists that attracted more than 400,000 signatures. The result creates a headache for the Dutch government, as the Dutch parliament approved the EU association agreement with Ukraine

Iceland names PM replacement ICELAND’S ruling coalition has named Sigurdur Ingi Johannsson as the new PM, with early elections to be held in the autumn. Mr Johannsson, 53, is agriculture and fisheries minister and deputy leader of the Progressive Party (PP). The move comes after PM and PP chairman Sigmundur Gunnlaugsson stepped down in the wake of the leaked Panama Papers. The leaks, from Panama law firm Mossack Fonseca, showed Mr Gunnlaugsson owned an offshore firm with his wife. It was not declared when he became an MP. Mr Gunnlaugsson says he sold his shares to his wife and denies any wrongdoing. But he is accused of concealing millions of dollars’ worth of family assets. Mr Gunnlaugsson is one of dozens of high-profile global figures mentioned in the 11.5 million leaked financial and legal records, which were first published on Sunday. Pressure on Mr Gunnlaugsson to step down had been building since then, with thousands of people protesting outside the parliament building in the capital Reykjavik on Monday and opposition parties tabling a confidence motion.

Earlier on Tuesday, Mr Gunnlaugsson had asked President Olafur Ragnar Grimsson to dissolve parliament and call an early election, although the president said he would need to talk to parties. Cayman on the offensive after Panama leak THE Cayman Islands insisted this week it was “not a secrecy jurisdiction” in the wake of the massive Panama Papers leak. The head of Cayman Finance — an umbrella organisation for the Caribbean country’s financial services sector — said that though Cayman was not mentioned in the documents it was important to highlights its “clear and strong commitment to transparency”. CEO Jude Scott said: “Cayman is not a secrecy jurisdiction. The Cayman Islands is a global financial hub that efficiently connects lawabiding users and providers of capital and financing around the world — benefiting both developed and developing countries. “The Cayman Islands benefits onshore jurisdictions by enabling them to be competitive in international trade and in facilitating effective inward investment to help grow those economies.” Mr Scott said the Cayman Islands financial services industry played a leadership role
on international regulatory issues and setting global standards to fight financial crime. “Financial crime is a serious global problem that requires a unified legal, social and law enforcement response,” he said. “One of the best weapons against illegal activities and tax evasion is effective transparency and cross border co-operation. This is where the Cayman Islands has a proven track record.” He added that Cayman — a British Overseas Territory, like Bermuda — had a robust regime for regulation and cross-border cooperation, which surpassed many of the world’s top international financial centres, and said it stuck to, and in some cases exceeded, international regulatory standards. “Cayman’s current corporate services provider-verified beneficial ownership system is world class in providing for due diligence knowyour-customer checks and is superior to the UK’s proposed non-verified, self reporting public registers,” Mr Scott said.

142 child abuse cases in Grand Bahama THERE were 142 child abuse cases reported in Grand Bahama in 2015, Assistant Director of Social Services Paula Marshall said on Tuesday while announcing this year’s plans for Child Protection Month. The majority of the cases, she said, were of neglect. It was also said that the Department of Social Services is seeing an emerging trend in toxic relationships among young people, as well as an increase in truancy. Ms Marshall stressed that child abuse can have negative long-term effects on a victim, and that failure to intervene and provide protection will ultimately affect the entire society and impact the country’s future. Under the theme, “Protecting Our Children, Protecting Our Future”,
the Department of Social Services has planned a number of events in observance of Child Protection Month. “Every year during the month of April, we concentrate on the need to protect our children; we need to ensure that we make it possible for them to grow up physically and mentally healthy as balanced stable individuals,” Ms Marshall said. She added that the department provides help through various programmes and divisions to assist families, and provide individual and group counselling for children and parents. She believes it is also very important for everyone in the community to help to protect children from abuse.
Fran Brice, chief welfare officer in the Child Welfare and Family Services Divisions, said activities have been planned to educate and inform the public on various aspects of child abuse. “We have seen an emerging trend where parents are at a loss when dealing with their children concerning their involvement in toxic relationships,” said Ms Brice. Rochelle Minnis, senior officer in the School Welfare Division, said they are also seeing an emerging trend in truancy. “During last year we noticed an increase in the amount of students not attending school, and so hope to target this issue,” she said. Garth Russell, welfare officer in the Family Services Division, said
some children are faced with many issues in their families, including domestic violence, and absentee fathers, and proper caregiving. “We will have 40 students converging at the C A Smith Complex in panel discussions dealing with aspects of detecting, creating and maintaining healthy relationships. We teach our children how to ride a bike, we prepare them for the work environment and the world, but question is, are we really teaching our children how to enter into the family and married life, and that is something that is missing. And so focusing on helping young people to know how to enter into healthy relationships.” he said. The department is also focusing
its efforts to sensitise the public about physical and sexual abuse of children. The month of events will start with a church service at Christ the King at 9am on April 6. On April 15, social workers will conduct a walkabout in the Hunters and Pinder’s Point areas around 8am speaking with residents and handing out flyers on child abuse. On April 18, a panel discussion for high school students on dating violence will be held at the C A Smith Building at 9am. On April 22, there will be parent/teachers meeting on child abuse in Bimini; and on April 29, at 10am a presentation of essay competition winners. Dog microchipping becomes compulsory across UK DOG owners in the UK who have not had their pets microchipped could face a fine of up to £500, as a new law comes into force. All dogs in England, Scotland and Wales are now legally required to have been chipped by the time they are eight weeks old. A law has been in place in Northern Ireland since 2012. It is hoped more stray or lost dogs can be reunited with their owners. The government says one million dogs - about one in eight of the estimated UK dog population - are not yet chipped. If local authorities come across a dog without a microchip, owners will have up to 21 days to comply with the law or be fined. When a dog is microchipped, a tiny chip about the size of a grain of rice is inserted under the loose skin on the back of its neck, giving it a unique 15-digit code.
If a dog is lost or gets stolen and is picked up by a council or a dog shelter, the microchip can be scanned and matched to contact details stored on a database. Charities such as the Dogs Trust, some local authorities and some vets will microchip dogs without charging. Simon Blackburn, of the Local Government Association, said microchipping will tackle “reckless” ownership and help save councils “vast sums” of taxpayers’ cash looking after strays. It will make it easier and quicker to return dogs to their owners and save them fees for unplanned stays in kennels, he added. Countries such as Northern Ireland that already have compulsory microchipping have seen a decrease in the number of stray, lost and abandoned dogs, the Department for Environment,
Food and Rural Affairs (Defra) said. The new law will not replace current requirements for dogs to wear a collar and tag with their owner’s name and address when in a public place, Defra stressed. Animal welfare minister George Eustice said: “We are a nation of dog lovers and we want to make sure they stay safe. “Microchipping our dogs will not only reunite people with their lost or stolen pets, but also help to tackle the growing problem of strays roaming the streets and relieve the burden placed on animal charities and local authorities.” However, figures from the Dogs Trust indicate the number of stray dogs in the UK has been in decline since 2011. An estimated 102,363 stray dogs were handled by local authorities in the year from April 2014, compared with 126,000 in 2011-12, it said.

Smithsonian exhibit to include allegations against Cosby THE National Museum of African American History and Culture wants to make it clear that its inclusion of Bill Cosby in an exhibit is not a celebration of the star. The museum, which is a part of of the Smithsonian Institution in Washington, is set to open in September. It has faced criticism over the news that it would be including artifacts from Cosby’s career in a “Taking the Stage” exhibition. More than 40 women have accused TV legend Cosby, 78, of sexually assaulting them over four decades. Cosby has denied the accusations, and a statute of limitations prevents prosecution
in most of the cases. Lonnie Bunch, director of the museum, said in a statement, “There have been many misconceptions and mistaken notions about the presence of Bill Cosby within the National Museum of African American History and Culture’s exhibition, ‘Taking the Stage,’ that explores the history of African American participation in film, theatre and television. “This is not an exhibition that ‘honours or celebrates’ Bill Cosby but one that acknowledges his role, among many others, in American entertainment,” the statement said. “Some people feel
that the Smithsonian should eliminate all mention of Bill Cosby as a result of recent revelations.” The museum respectfully disagrees, Bunch wrote. “For too long, aspects of African American history have been erased and undervalued, creating an incomplete interpretation of the American past,” he said. “This museum seeks to tell, in the words of the eminent historian John Hope Franklin, ‘the unvarnished truth’ that will help our visitors to remember and better understand what has often been erased and forgotten.”

Judge tosses out Kesha’s lawsuit against Dr. Luke TIME and a Manhattan judge weren’t on Kesha’s side. State Supreme Court Justice Shirley Werner Kornreich on Wednesday threw out the “Tik Tok” singer’s civil suit against hitmaker Dr. Luke, finding — in part — that her sexual abuse claims are too old. The 29-year-old, whose full name is Kesha Rose Sebert, claims Dr. Luke drugged her with a pill that made her black out and raped her shortly after her 18th birthday in California. He also allegedly forced himself on her while she was “intoxicated” on a plane in 2008, and kept her under his control with a steady stream of abuse, including while they were doing business in New York. Kesha said she kept silent about the alleged ongoing abuse for years because “Dr. Luke threatened to destroy her career and family if she told anyone,” court papers say. She only gathered the strength to speak up for herself after she went to rehab in 2014, court papers say. Her Manhattan Supreme Court suit charged the producer, whose real name is Lukasz Gottwald, had subjected her to gender-based hate crimes with the “continuous” abuse. Kornreich, who denied Kesha’s bid to get out of her Sony contract binding her to Dr. Luke earlier this year, wasn’t sympathetic.

Computer paints ‘new Rembrandt’ after old works analysis A TEAM of technologists working with Microsoft and others have produced a 3D-printed painting in the style of Dutch master Rembrandt. The portrait was created after existing works by the artist were analysed by a computer. A new work was then designed to look as much like a Rembrandt as possible - while remaining an original portrait. It was then 3D-printed to give it the same texture as an oil painting. “We really wanted to understand what makes a face look like a Rembrandt,” Emmanuel Flores, director of technology for the project, told the BBC. After they had been digitally tagged by humans, data on Rembrandt’s paintings was gathered by computers which discovered patterns in how the Dutch master would, for example, characteristically shape a subject’s eyes in his portraits. Then, machine-learning algorithms were developed which could output a new portrait mirroring Rembrandt’s style. To limit the many possible results
A CHAIR that author JK Rowling sat on while writing the first two Harry Potter books has sold at a New York auction for nearly $400,000 (£283,000). The 1930s piece was one of four mismatched chairs that the British author picked up for free in Edinburgh, Scotland, before she rose to fame. Ms Rowling originally auctioned the chair to benefit her charity in 2002. She hand-painted the chair, which auctioneer James Gannon said made the piece so valuable. It features the phrases: “O, you may not find me pretty but don’t judge on what you see” and “I wrote Harry Potter while sitting on this chair”.
A letter from Ms Rowling was included with the sale. The letter reads: “I was given four mismatched dining room chairs in 1995 and this was the comfiest one, which is why it ended up stationed permanently in front of my typewriter, supporting me while I typed out Harry Potter and the Philosopher’s Stone and Harry Potter and the Chamber of Secrets. My nostalgic side is quite sad to see it go, but my back isn’t.” The chair’s new owner has chosen to remain anonymous. The seller, Gerald Gray, from Salford in Greater Manchester, said the winning bid far exceeded his expectations.

AMERICAN country music legend Merle Haggard has died of pneumonia on his 79th birthday, his manager confirmed. He is credited with helping to define the “Bakersfield sound”, country music with a distinctive twang and lack of sophisticated production. Haggard wrote songs, sang and played fiddle and guitar, usually singing about American pride and outlaws. He was a member of the Country Music Hall of Fame with dozens of
albums and top hits. The singer, who battled lung cancer in 2008, had recently cancelled April tour dates due to illness and said he hoped to be back on the road in May. Rolling Stone magazine has described him as “the backbone of one of the greatest repertoires an all of American music, plain-spoken songs populated by the kinds of working people Haggard grew up with: farmers, hobos, convicts, widows, musicians and drunks”.

Engines from India, Russia and China among others are being introduced in a new film The Great Race. The new engines are due to only feature in the film and won’t be appearing in future TV episodes. The producer of the film has denied claims the filmmakers had bowed to political correctness. Ian McCue told the Telegraph: “The intention was to create this big global racing event and make
it feel real. I would hope it will get youngsters asking about foreign countries.” The Great Race is the eleventh animated feature film for Thomas and the new characters are likely increase interest from international markets. It is released worldwide from May 2016. In the Great Race Thomas competes against the new international engines at the Great Railway Show. Shakespeare First Folio discovered on Scottish island A COPY of Shakespeare’s First Folio, one of the most sought-after books in the world, has been discovered in a stately home on a Scottish island. This copy of the first collected edition of Shakespeare’s plays, published in 1623, was found at Mount Stuart House on the Isle of Bute. Academics who authenticated the book called it a rare and significant find. About 230 copies of the First Folio are known to exist. A copy owned by Oxford University sold for £3.5m in 2003. Emma Smith, professor of Shakespeare studies at Oxford University, said her first reaction on being told the stately home was claiming to have an original First Folio was: “Like hell they have.” But when she inspected the three-volume book she found it was authentic. “We’ve found a First Folio that we didn’t know existed,” said Prof Smith. The goatskin-bound book will now go on public display at the stately home for the first time. Adam Ellis-Jones, director of the Mount Stuart House Trust, said the

identification of this original First Folio was “genuinely astonishing”. The discovery comes ahead of the 400th anniversary of the playwright’s death. Macbeth, Twelfth Night, Julius Caesar, As You Like It and The Tempest. The book is also the only source of the familiar dome-headed portrait of Shakespeare by Martin Droeshout. Prof Smith, author of Shakespeare’s First Folio: Four Centuries of an Iconic Book, says it is uncertain how many copies were produced - although some put the figure at about 750.

Launch of Micro Small and Medium Enterprise Programme on 1 April Grand Turk, Turks and Caicos Islands Next month sees the commencement of the Government’s Micro Small and Medium Enterprise (MSME) programme which will be managed by Invest Turks and Caicos with support from the Centre for Entrepreneurial Development (CED) and Ministry of Finance. The creation of the programme is an acknowledgement of the importance the Government places on small businesses. The Hon. Washington Missick, Minister of Finance, Investment and Trade, stated ‘The SME sector is the lifeblood of any economy. In Turks and Caicos it accounts for 90% of all established businesses; contributes to around half of our GDP; and employs around 40% of the Islands’ workforce. It is extremely important that we recognise and support these operations and create the business climate which facilitates growth, and encourages budding entrepreneurs to set up their own businesses.’ John Rutherford, Chief Executive of Invest Turks and Caicos, added ‘The successful running of this programme is a key objective for the Agency and we look forward to supporting the growth of the small business sector. The Market Support Officer will be responsible for a number of functions to ensure the marketing and operational elements of Invest Turks and Caicos function effectively. To distribute generic promotional material on TCI, using all appropriate channels. 5. Cure for HIV possible as scientists snip virus from cells A cure for HIV and AIDS may be on the horizon after scientists proved they can snip away the virus from infected cells and prevent the disease ever returning. The HIV virus attacks and kills immune cells leaving patients highly vulnerable to other infections. But scientists in the US have shown it is possible to use state-of-the-art genetic editing technology to literally cut away the virus from the DNA of cells. Although the experiments have so far only been carried out in a lab, researchers at Lewis Katz School of Medicine at Temple University, are confident that within three years they will be able to start trials on humans. British experts said it the treatment would effectively ‘engineer the body to cure itself from the inside’ while charities said the breakthrough was ‘very exciting.’ Crucially the human immune cells which were tested in the lab showed no alteration to any other parts of the genetic code. There have been fears that altering DNA could trigger a cascade of genetic breaks which would prove harmful or even lethal to humans. “The fact that for the first time we have been able to completely eliminate segments of the viral genome in the laboratory demonstrates that we should be able to

There are more than 100,000 people living with HIV in Britain and around 600 die each year. Antiretroviral drugs are now very good at controlling infection but patients need to be on medication for life and if they stop taking treatment the virus replicates rapidly, eventually causing acquired immune deficiency syndrome, or AIDS. The new technique - called Crispr/Cas9 - involves targeting the genetic code of HIV which inserts itself into cells. Scientists take a protein called Cas9 and modify it so it can recognise viral code.
Blood is then extracted from the patient and the Cas9 protein added where it seeks out the HIV DNA in immune cells. Once it finds it, it releases an enzyme which removes the sequence, effectively snipping out the virus. The healthy modified cells would then be transfused back into the patient. Scientists believe that replacing just 20 per cent of immune cells with the genetically altered cells would be enough to cure the disease. Prof Khalili said it may also be possible to give the protein at the same time as HIV drugs until there were no longer needed.

THE U.S. Dietary guidelines recommend consumption of low-fat over full-fat dairy products. The findings of two new studies, however, suggest that consuming full-fat dairy such as whole milk may not be that bad at all. In the first study published in the journal Circulation, researchers have found that intake of full-fat dairy products was linked to reduced risk for developing diabetes, which affects 422 million adults worldwide. Researchers found that the participants from the Nurses’ Health and Health Professionals Follow-Up Study who had the highest levels of dairy fat in their blood had up to 46 percent lower risk of developing diabetes in a span of 15 years compared with those who had the lowest levels of dairy fats in their blood. Although the researchers do not have a clear idea how whole fat can help reduce risk for diabetes, one theory is that
dairy fats may improve the body’s sensitivity to insulin. Dairy fats may also help improve the ability of the liver and muscles to break down sugar from food. It is likewise possible that in some high fat dairy foods such as cheese, microbes may improve the body’s response to insulin. In the second study published in the American Journal of Nutrition, researchers looked at the effects of consuming full-fat and low-fat dairy on obesity risk of women who participated in the Women’s Health Study. They found that those who consumed the most high-fat dairy products had an 8 percent reduced risk of being overweight or obese. “We saw less weight gain for higher total dairy and high-fat dairy intake and also a lower risk of becoming overweight and obese in those who consumed more high-fat dairy,” said study author Susanne Rautiainen, from Harvard Medical School in Boston.

Lithium study helps scientists unlock ageing puzzle
Vitamin D is vital for healthy bones and teeth and may have important health benefits throughout the body but some people are deficient.
Vitamin D ‘heals damaged hearts’ VITAMIN D supplements may help people with diseased hearts, a study suggests. A trial on 163 heart failure patients found supplements of the vitamin, which is made in the skin when exposed to sunlight, improved their hearts’ ability to pump blood around the body. The Leeds Teaching Hospitals team, who presented at a meeting of the American College of Cardiology, described the results as “stunning”. The British Heart Foundation called for longer trials to assess the pills. Vitamin D is vital for healthy bones and teeth and may have important health benefits throughout the body but some people, especially in colder climates, are deficient. The average age of people in the
study was 70 and, like many people that age, they had low levels of vitamin D even in summer. “They do spend less time outside, but the skin’s ability to manufacture vitamin D also gets less effective [with age] and we don’t really understand why that is,” said consultant cardiologist Dr Klaus Witte. Patients were given either a 100 microgram vitamin D tablet or a sugar pill placebo each day for a year. And researchers measured the impact on heart failure - a condition in which the heart becomes too weak to pump blood properly. The key measure was the ejection fraction, the amount of blood pumped out of the chambers of the heart with each beat.

The Oxford University team is launching a new version of their ambitious project,PenguinWatch, on Thursday. This is now the largest Antarctic citizen science venture in the world. In “PenguinWatch 2.0”, people will be able to see the results of their online efforts to monitor and conserve

Lead researcher Dr Tom Hart is also encouraging school groups to adopt their own colony - following and monitoring its progress and “learning about Antarctica along the way.” “We’ve been really good at engaging people, but we’ve not been that good at feeding back,” he told BBC News. “The new part is that people will be able to see [the results of] what they’re doing”
A COMMON drug could hold the key to long life, in flies at least, according to research. At low doses, lithium prolonged the life of fruit flies in lab experiments. Scientists say the finding is “encouraging” and could eventually lead to new drugs to help people live longer and healthier lives. Lithium is used in psychiatry to help stop mood swings but has a risk of serious side-effects at high doses. How lithium acts on the brain is not fully understood, but in fruit flies the drug seems to extend life by blocking a chemical known as GSK-3. “The response we’ve seen in flies to low doses of lithium is very encouraging and our next step is to look at targeting GSK-3 in more complex animals with the aim of eventually developing a drug regime to test in humans,” said Prof Linda Partridge of the UCL Institute of Healthy Ageing, who led the study. The research, published in Cell Reports, found fruit flies lived 16% longer than average when given low doses of lithium. At high doses, lithium reduced their lifespan. “We found low doses not only prolong life but also shield the body

Supermassive black holes might actually be super common OUR universe might be as holeriddled as Swiss cheese, according to a studypublished Wednesday in Nature. The discovery of a supermassive black hole in a sparsely populated region of space has scientists wondering if the behemoths might be more common than previously thought. A black hole is an area where the matter is so dense that gravity becomes incredibly strong, keeping even light from escaping its pull. A supermassive black hole is one with a mass of around 10 billion times that of our sun, and they’re usually found at the center of galaxies like our own. This is the first time a supermassive black hole – one 17 billion times as massive as the sun – has been found at the center of a relatively isolated galaxy. “What this is saying is that you don’t need these galaxy clusters to grow very massive black holes,” Poshak Gandhi of the University of Southampton, who was not involved in the study, told the Guardian. “That throws a wrench in the works of our understanding of how these monster black holes

form – it throws the field wide open.” The black hole sits in NGC 1600, a galaxy about 200 million light-years from Earth. Based on the movement of the galaxy’s stars, the researchers say, it’s possible that the black hole is actually a binary system – a pair of black holes brought together by a galactic merger, in the process of becoming one.
If the black hole isn’t actually a binary, then it’s a bit of an oddball. It’s about 10 times more massive than scientists expect a black hole inside a galaxy of NGC 1600’s size to be. Then again, maybe it isn’t an oddball. There’s a lot we don’t know about black holes, so it could be that this is just the first of many “unusual” finds.

World T20 champions West Indies just behind India in latest ICC Rankings WEST Indies, World T20 champions, rose to second spot in ICC T20 rankings after their win in the final over England. They trail No. 1 ranked India by just one point, who have notched up 126. Virat Kohli, India’s star batsman, has maintained his number one position in the ICC T20 batsmen rankings. The West Indies defeated 2010 winner England by four wickets in front of a packed Eden Gardens, and have consequently moved ahead of New Zealand to the second place. The West Indies are now on 125 points. Top-ranked India lost the World T20 semifinal to the eventual champion in Mumbai in the second semifinal on Thursday. After finishing as the second-best side in the tournament, England are now fourth after swapping places with South Africa. New Zealand, who lost to England in the first semifinal in Delhi on Wednesday, are at the third place at 120 points. In the batsmen rankings, Kohli has comfortably defended his number-one position. India’s top-order batsman, who was adjudged player of the tournament, leads Australia’s secondranked Aaron Finch by 86 points. Kohli had entered the home competition leading Finch by 24 points.
Jamaican world sprint champion Usain Bolt will begin warming up for the August Olympic Games in Rio. World T20 champions West Indies have moved to second place in the latest ICC rankings.
England’s Joe Root, who finished as the third leading run-getter behind Tamim Iqbal and Kohli with 249 runs, has broken into the top five for the first time in his career. Root scored 27 not out in the semi-final and 54 in the final, for which he has been rewarded with a jump seven places that has now put him in fourth position. Marlon Samuels, who won the player of the final award, has also returned to the top 20 in 18th position. The top-order batsman scored eight in the semi-final and 85 not out in the final, which has helped him rise five places to share the position with South Africa’s Quinton de Kock. England’s Jos Buttler is the other
batsman inside the top 25 to improve his ranking. The wicketkeeper/ batsman is now in 24th spot after moving up three places. Bolt to start season in Cayman Islands LOCAL organisers and the ruling body IAAF said that Bolt would run the 100 metres and that American women’s sprint star Allyson Felix would also compete at the Cayman Invitational in George Town. “It will be my first international competition in 2016 ... I always enjoy competing in the Caribbean and look forward to meeting my fans in Cayman,” Bolt was quoted as saying in the statement. 29 year old Bolt is seeking a historic Olympic sprint treble at the
August Games in Rio de Janeiro, following 100m, 200m and 4x100m gold medals in 2008 in Beijing and in 2012 in London. Panama Papers: FIFA’s president Infantino ‘dismayed’ by media reports FIFA president Gianni Infantino has denied wrongdoing after leaked documents suggested he signed off on a contract with two businessmen who have since been accused of bribery. Hugo and Mariano Jinkis bought TV rights for UEFA Champions League football and immediately sold them on for almost three times the price. The 2006 contract was signed off by Infantino when he was a UEFA director. Infantino says he is “dismayed” that his “integrity is being doubted”. News of the contract came to light after 11 million documents were leaked from the Panamanian law firm Mossack Fonseca. Uefa initially denied doing business with any of the 14 people who have been indicted by the FBI in its investigation into corruption in world football. It has now told the BBC the TV rights were sold to the highest bidder in an open and competitive tender process. A senior FIFA source has told the BBC the deal should be examined by the governing body’s ethics committee in the interests of

In May 2015, US prosecutors alleged that, as the owners of Cross Trading, they paid millions of dollars in bribes to South American football officials over several years in order to gain lucrative television rights for regional football tournaments. It is claimed the money was paid to senior football officials in exchange for cheap broadcasting rights that could then be sold on for a substantial profit. Infantino is named on a contract
with Cross Trading that concerns the Ecuadorian rights for UEFA Champions League football between 2006-7 and 2008-9. Cross Trading, an offshore company registered to the tiny Pacific island of Niue, paid $111,000 (£78,000) for those rights. Then, according to leaked documents, it sold them to Ecuadorian TV broadcaster Teleamazonas for $311,170 (£220,000). Cross Trading also paid $28,000 (£20,000) for the rights to the UEFA Super Cup, selling those to Teleamazonas for $126,200 (£89,000)
WEST Indies converted their maiden appearance in a World Twenty20 final into a historic victory in Kolkata, beating three-time defending champions Australia for the first time in a T20 international by pulling off the second highest chase in the tournament’s history. The heroes of the daunting pursuit were 18-year old Hayley Matthews and the captain Stafanie Taylor, whose half-centuries and 120-partnership came at more than a run a ball. Their effort left West Indies with two runs to get off four balls, and when Britney Cooper pushed to Megan Schutt at midwicket and sprinted, what should have been a run-out at the bowler’s end resulted in the overthrow that sealed the title. Their team-mates blazed a trail on to the field and the women were soon joined by the West Indies men in joyful celebrations in the middle of Eden Gardens.
Those scenes scarcely seemed likely when West Indies were run ragged in the first half of the game, as half-centuries from Elyse Villani and Meg Lanning helped Australia post an imposing 148 for 5. However, Matthews and Taylor clinically brought the chase into the realms of possibility. From the 10-over mark, there was an air of inevitability to the chase as Matthews, who combined her big-hitting prowess with delicate dabs, attacked the bowling. She laid into Jess Jonassen, who had conceded only 12 off her first three overs, to turn the tide going into the last seven overs of the chase. England slip to 10th with Uruguay jumping above them into the top 10 at the expense of 11th placed Austria. A generation separates Bahamas’ two basketball superstars. Mychal Thompson was the top pick of the 1978 NBA draft, and Buddy Hield with the Oklahoma Sooners, is expected to be a top 10 pick in the upcoming draft. The wait for another Bahamian star won’t be long. DeAndre Ayton, a 7-1 high school junior playing in Phoenix, is projected as the possible No. 1 pick of the 2018 NBA draft. It appears to be the latest sign that Bahamian basketball is on the rise. “There was better talent than me growing up, but kids didn’t have the resources to come to America,” said Hield, who played his last two years of high school basketball at Sunrise Christian Academy in Kansas and cited a lack of resources and opportunity as a barrier for other talented Bahamians. “There’s other guys down there who nobody’s really seen yet.” Thanks to Hield and Ayton, it’s less likely that future Bahamian stars will escape the notice of college coaches. Upwards of two dozen Bahamians currently are playing college basketball in the USA, said

Doping: Kenya given until 2 May by Wada to pass new rules KENYA could be banned from the Olympics if it does not pass new anti-doping rules by a new World Anti-Doping Agency deadline of 2 May. Kenya has already missed two deadlines to show it is tackling cheating in sport - 11 February and 5 April. If Kenya does not legislate to create a new national anti-doping agency, it will be declared noncompliant and move a step closer to missing the Rio Games. Meanwhile Ethiopia has been given until November to perform mass doping tests. The two nations are among the most successful in track and field, and placed first and fifth respectively in the medal table at the 2015 World Athletics Championships. criminalising sports doping, two further hearings and presidential assent are still required and the country’s parliament is now in recess. However, Athletics Kenya’s acting president Jackson Tuwei has said he believes Wada is “satisfied with the progress” of the country’s anti-doping efforts. Ethiopia is not in danger of missing the Rio de Janeiro Olympics in August, but could face a ban at a later date if it does not comply with
Wada’s request to test up to 200 athletes. Results of the drug tests - to which the government has pledged $300,000 (£212,900) - must be provided to Wada and world athletics’ governing body, the International Association of Athletics Federations (IAAF). “We are told that we could be banned from the IAAF if we don’t comply with the request,” team doctor Ayalew Tilahun told a news conference. FORMULA 1 is set to return to its 2015 qualifying format after all 11 teams voiced objections to new changes. An elimination qualifying system was used at this season’s first two races but met with widespread criticism. Jean Todt, president of governing body the FIA, and F1 commercial boss Bernie Ecclestone have now agreed a return to last season’s format is “in the interests of the Championship”. It could be in place for next week’s Chinese Grand Prix. In response to objections to the new system, Todt and Ecclestone had wanted to introduce a qualifying format which involved combining a driver’s two fastest laps. But the teams wrote a letter objecting, saying it would be too confusing for the F1 audience. The letter was sent before a meeting on Thursday, where the decision to go back to last year’s format was taken.
Following the meeting, the FIA issued a statement which confirmed Todt and Ecclestone had agreed “to submit a proposal to the F1 Commission and World Motor Sport Council to revert to the qualifying format in force in 2015”. Qualifying was changed this year because Ecclestone wanted to spice up race weekends, which he felt were becoming too predictable. The system introduced at the start of this season consisted of three knockout sessions, with the slowest seven cars eliminated at the end of the first two stages before a shootout between the top eight. However, it has not worked as hoped. The main criticism from drivers, teams and fans was that the format led to long periods without any cars on the track. After the opening 2016 race in Australia, teams voted unanimously to revert to the 2015 format, only for Todt to rule out that option.

Stallions win PABA Night League thriller against Kings KINO Williams scored 30 points to lead defending champions of the Provo Amateur Basketball Association (PABA) Night League the GT Stallions to a one-point win against the Kings on Wednesday night at the Gus Lightbourne Sports Complex court. The game which ended 83-82 had Levenskay Williams finishing with a double-double (16 points, 12 rebounds). Power forward Fedlor Semora led the Kings’ attack. The Clement Howell High School student scored 20 points, and seven rebounds to go with six steals. Dwayne Hamilton also played well for the Kings. He scored 19 points, pulled down 13 rebounds to go with three assists and three steals. Wednesday’s action tipped off with the Harbour Ballers beating the Sonics 68-58. Adrian Walkin (also six rebounds and two assists) and Y Amparo (also 13 rebounds and three assists) scored 20 points each for the winners. The Sonics were led by Darly Francois with 23 points and six rebounds. Devante Fulford added 19 points and three rebounds. Last weekend the North Caicos Spartans surprised league leaders the Harbour Ballers with a 66-60 points win. Rico Forbes led the way with a double-double (16 points, 13 rebounds and four assists), while

NATIONAL beach soccer player Mackenson Cadet and two other young dominant footballers in the TCI have passed the first hurdle in their quest to train with Manchester City FC for a week after out preforming 27 others at the 2016 Digicel Kickstart Football Clinic. The two-day clinic held last Friday and Saturday at the TCIFA Football Field ended with the selection of 16-year-old Cadet, 15-year-old Patrick Alouidor and 14 year-old Junior Paul for the end of May Academy in Jamaica. According to a press release from Digicel, head of the Manchester City coaching team, Alan Dixon, said he was pleased with the drive of the participants. “It was great to see the boys apply themselves in the practices and to see how motivated they were to improve in every session.” The sessions placed players in realistic game situations to challenge their decision-making abilities during the game. To this end Alan added; “It was encouraging to see
the boys embrace the practices and to watch their confidence grow as they performed. By the second day, we saw more of their creativity and personality come out and they were able to really express themselves on the pitch.” In relation to the trio, who have advanced to the next round, Dixon said: “The boys performed at a high level both on and off the field, they did their best to take on every challenge presented to them by the coaches and possess the qualities we think will help them to represent the Turks and Caicos Islands well at the next stage of the Digicel Kickstart Academy.” The Manchester City FC coaches are targeting 14 countries across the Caribbean and Central America to select players to attend the Digicel Academy. From the Academy, they will select the top players to continue training with them for a week at the City Football Academy, at the Manchester City’s Elite Training and Youth Development facility in Manchester, England.

Malcolm to play ice hockey in NY University – Credits PHL for giving him confidence and drive KRISTOFF Malcolm’s dream of playing ice hockey in college came true last week when he was accepted at one of the top hockey colleges in the US, New York University. The TCI born will play in the American Collegiate Hockey Association Division 1 from August when he begins to read for a degree in Leadership and Management with focus on accounting. “I am honoured to be accepted at New York University. Initially, I was approached by a N.Y.U. coach at a hockey showcase in Las Vegas and once my 4.0 GPA was confirmed, we began the recruitment process,” the forward told the Weekly News this week. For Kristoff reaching this level, once seemed impossible, especially since he only started to play on ice at the age of 16. To this end, he credits the Provo Hockey League for developing his confidence and drive. “At eight years old, I started at the PHL. I learned to skate and have fun with the game. After playing as goaltender for a few years, I decided to become a forward; this is where the love of the game developed for
me.” The 20-year-old added that his confidence grew on the PHL national team trips and so too did his desire to play ice hockey. “After leaving home, at a young age, the goal was always to play college hockey….For the last three years, I have been travelling and playing ice hockey. I have played in over 25 U.S. States and four Canadian Provinces. I’ve been living out my dream playing junior hockey and will continue to do so through college.” Malcolm, who likes the quickness of ice hockey, received a lot of support from his current team, the Cheyenne Stampede. On their official website owner and general manager of the Wyoming based team, Mark Lantz said: “Kristoff was a very hard working player on and off the ice, always willing to help the team with any team community projects”. Head coach Garry Gill added: “Kristoff is a very tough young man who can also put the puck in the net. His teammates always come first. I am positive Kristoff will represent NYU both on and off the ice as a model student athlete”.

For the young man maintaining his good grades will also be an important task going forward. “My main objective was to play college hockey. From here you never know what could happen next. I have been in contact with personal from pro teams in the UK, so maybe that will be an option after school; right now though the focus is on being a student first.” Malcolm said that a number of persons helped him to reach this level.

TCI VS BAYONNE BOMBERS:
Bombers RFC cautiously optimistic about first win THE visiting New Jersey Bayonne Bombers RFC will look to record their first win against the TCI Flamingos when the two teams meet for the fourth time in Providenciales. Getting past a strong home team will however be a challenge—the local side has dominated the previous meetings. In the three previous visits the TCI Flamingos were unstoppable. In 2006 the Flamingos won 50-3, in 2011 they triumphed 46-12, while in 2014 the locals won 47-0. When the two teams settle for their fourth clash at the Meridian field on Friday evening from 19:00h, the visitors will look to use their mixture of youth and experience to curb the TCI dominance.
