Defence lawyer accuses SIPT of skulduggery in corruption case COURTENAY Griffiths, counsel for former Premier Michael Misick, has accused the Special Investigation and Prosecution Team (SIPT) of deliberately misleading the defence and of non-disclosure in the case against Misick and ten others. The lawyer made the accusation in an application to the Court of Appeal on Wednesday (August 26). The accusation is related to the sentencing hearing of former UK developer, Richard Padgett in March this year. Included in that application were requests for the court to issue subpoenas (orders to appear before the court) for the Registrar of the Supreme Court, his senior deputy and about four other court employees to testify as to the

impartiality of the hearing. Padgett was given a two-year suspended sentence after pleading guilty to charges of bribery and conspiracy to pervert the course of public justice in May 2013. This past week, Griffiths told the court that he has been trying to get a copy of the transcript of the sentencing hearing for some time now, with no success. He said he wrote to Helen Garlick and all other relevant parties for a copy of the document, yet no one can provide him with one. Griffiths said he was informed that the stenographer who was present at the hearing to document it, had subsequently resigned. He also asked the court to issue a subpoena for the stenographer. However, the justices were not prepared to issue the summons for

the requested individuals. President of the Court of Appeal, Edward Zacca told the lawyer that he should have made other efforts to obtain a copy of either a recording

of the hearing or of a transcript from other defence attorneys, as some were present when Padgett was sentenced. He also stated that the Appeal Court was not prepared to deal

with the issue and that the lawyer would have to address it elsewhere. But the defence lawyer was not satisfied with this. He told the court that the failure to disclose the document was a deliberate attempt by the prosecution team to mislead the defence. He stated that Judge Paul Harrison, who is presiding over the case, had made an order to the effect that transcripts of all of the hearings be prepared, yet he cannot get a copy of Padgett’s hearing. Zacca eventually assured the lawyer that the court will first have to find out if there is a recording of the hearing and if so, will order that a transcript of the recording be done and produced. Minister of Education responds to scholarship upset BY DAISY HANDFIELD MINISTER of Education, Akierra Missick told the Weekly News on Thursday (August 28) that she did not see anything unfair about the scholarship distribution for the 2014/2015 academic school year. Missick said that the amount of scholarship awards given in any year is constrained by the available budget and is one of the major factors that guide the number of awards. Her comments came after several students complained about the process of awarding scholarships when this year’s allocation was announced earlier this month.

“The scholarship priority list is very extensive and there is provision for it to be adjusted according to national needs especially where there are skills gaps within the TCIG public service, which is clearly communicated on the application form. “Further, because an application is in the priority area, does not guarantee that it will be granted, as given the substantial number of applications received each year for all the priority areas, all cannot be granted.” She said that it may be hard to accept but the majority of the applicants who were recipients

of awards in priority areas had sustained GPAs that were higher than the minimum requirement. The number of people allocated scholarships this year has dropped by almost 25 percent compare to late year. The minister confirmed that for this academic year a total of 89 scholarships either full, partial or grants were awarded to students to study home and abroad. In the 2013/2014 academic year a total of 115 were granted. Missick said that the cost of study in primary education increased at the Turks and Caicos Islands Community College (TCICC) and so the budget had to accommodate this increase. Also there were fewer students completing their studies this year than did last year. As one student completes, it releases funds for distribution to others. She said: “Budget for this year was $2,650,000 and it is the same as last year. “This amount covers all students in the TCI and overseas who have already received awards to continue the period of their contracted award; and any new applications for the 2014/2015 academic year.” Missick said that funds are freed up for awards as students finish their periods of study, and in essence is almost a revolving account. “As students leave the National Scholarship Programme either by withdrawing or completion of their contracted area of study, those funds can be awarded to another applicant during the next award programme.”

Nevsky Been, president of the Turks and Caicos Islands Community College and the CARICOM ambassador for the TCI, told the Weekly News last week that he had applied for a scholarship to study architectural technology engineering in the United Kingdom, but like many he was unsuccessful in receiving one. Been said that he noted that other students had applied for scholarships that were not on the priority list and were successful. The Minister of Education clarified that thought by stating that the National Scholar Awardees, of which each year three students are identified, have the ability to choose any area of study they want to pursue

within the Caribbean or United Kingdom, whether the study area of choice is on the priority list or not. “These awardees are named each year after the results of the external examinations and usually take up their international awards two years later after completion of A ‘Levels or Associates Degrees as they are still required to matriculate to a University in the United Kingdom or Caribbean.” The student confirmed that he was still going to ‘push through’ and go to school this year and apply for student loans to try and get through the following years. encouraged students who did not receive scholarships this academic year to keep trying, pay attention to the criteria and make sure they have applied to a reputable institution in the United Kingdom and the Caribbean. “We’d further recommend, that they do not solely rely on a receiving an award from TCIG, but before they apply to an institution overseas that they know how they will fund their studies and living costs, and look for alternative sources of funding including student loans and grant programs in the United Kingdom and Caribbean region.” She also recommended that if students decide to take the year off to work while they raise the funds for study that they discuss savings programmes with banks in the TCI who can assist with sensible and reasonable savings schemes.

Patrick Boyle from the Governor’s Office told the Weekly News on Wednesday (August 27): “The terms of reference for the review have not yet been defined and it is unlikely that this will be completed until around the end of September. “The Governor will make a formal announcement on this at a later date.” As he completes his second two year term in office the Commissioner and the Government have made what appears to be a mutual decision to not renew his contract. According to Premier Rufus Ewing in an email last Thursday (August 21): “The Commissioner of Police came to the TCI with the gracious support of the Canadian Government to fill a void that was left by the former Commissioner and to improve the crime fighting capacity of the police force. “The contract of the Commissioner of Police comes to a natural end and it is not the wish of the Government to have it renewed.” He added that the successes and failure of the outgoing Commissioner of Police will be objectively assessed during a review of the police force which he asked Governor Peter Beckingham to conduct. Throughout his two term stint, fingers have been pointed at the head of the force as crime rates hit new highs and arrests fail to be made following several high profile incidents. Huge departmental investments, an increased police presence and more active community involvement have done little to curb a torrent of criticism. Ewing went on to express his hopes for the new Commissioner of Police who will take over the role in March 2015. “It is my goal to see a new Commissioner of Police who will bring most of all unity, leadership and commitment within the police

force and increase further the crime fighting capacity within the force in partnership with the communities in which we live.” Last week Police Commissioner Colin Farquhar told the Weekly News that he will not be applying for a renewal and will be retiring from law enforcement. The experienced Canadian police chief said that he plans to conclude his four years with the TCI force when his contract expires on March 31, 2015. “I have completed almost 35 years of police service,” he wrote, “I believe that it is timely that I enjoy my retirement and spend time with my family.” The UK’s Foreign and Commonwealth Officer (FCO) is currently advertising internationally for a “highly motivated and experienced” senior officer to fill the role. “The successful candidate will lead delivery of the RTCIPF vision to make the Turks and Caicos Islands a safe and secure country in which to visit, invest, work and live,” the advert reads. Applicants must have a significant track record of leadership and strategic management including at least 25 years policing experience with at least 10 years at senior management level. The successful candidate can expect to be raking in $125,000 a year plus allowances and will begin on March 1, 2015. According to the ad the appointee will be responsible for serving all of the inhabited islands in the TCI. The new Commissioner will head a force of more than 260 police officers, special constables, district constables and civilian support staff and handle an annual budget of $20 million. Lawyer argues that the right to jury trial still exists under common law DEFENCE counsels for the 11 charged with corruption are currently arguing their case before the Court of Appeal. The lawyers are challenging Judge Paul Harrison’s decision that the defendants should be not be tried in front of a jury. Arguments began on Wednesday (August 27) with the newly recruited constitutional attorney, Richard Clayton opening the hearing. Clayton is representing McAllister Hanchell, but his arguments before the court have been adopted by the other defence lawyers. One of the main points he made (six submitted), was that even though the automatic right to a jury trial was taken away with the enactment of the 2011 Constitution, that right

still remains under common law. He also presented arguments for a juridical review of Harrison’s decision under the Human Rights Act. Other attorneys submitted arguments challenging Harrison’s appointment and the subsequent extensions he was granted to preside over the trial, due to the numerous delays. The defendants are former Premier Michael Misick, and exGovernment officials Floyd Hall, McAllister Hanchell, Lillian Boyce, Jeffrey Hall, Clayton Greene, Thomas ‘Chal’ Misick, Lisa Hall, Melbourne Wilson and Earlson Robinson. Increased tourist arrivals

LAST week the Government announced that tourist arrivals shot up 35 percent in the first half of 2014 compared to the same period last year. A total of 676,937 visitors were welcomed to the destination which included 199,347 stop over visitors and 477,590 cruise ship passengers. Who do you think is benefitting the most from these increased arrivals? How, if at all, is it affecting the small independent businesses?

Trust the numbers?

Great and welcomed news, but let us be real, this type of information must always be validated and evaluated because of previous misinformation. If indeed these increases are real, then certainly the entire country benefits - taxis (fares), the Government (taxes), even the vendors (consumer sales) on the streets, but in particular, the hoteliers (rooms and restaurants) and people themselves (jobs). All and all, these changes will definitely affect all, the small independent businesses as well as other service providers. But, are the numbers real? As we had full occupancies last year, and with no added rooms on line, how did we accommodate the added 40 percent unless they were all cruisers? Incredible, or misleading the public in believing that the economy is rebounding at

an ever increasing rate.

Escaping the cold

The increase in tourist arrivals was due to the extreme winter in the north. If the predicted global warming goes forward it could reverse itself. The principle beneficiaries are the resort owners with some trickle down to businesses owned by our own people. However so much of our income goes to pay for the high prices caused by the rise in taxes and the healthcare co pays, we are still going backwards.

There are signs that the economy of the TCI is improving. The million dollar question is “whom is this growth benefiting?”

Already residents of the TCI are stressed beyond limit because there is an everlasting quest to tax all that we make and to make the cost of services even more expensive. This issue has two sides: the positive numbers and the threats on small business in the TCI. If we do not watch out we will tax ourselves out of the regional tourism market because the costs of living in or visiting the TCI would just be too high. There are no real signs that small businesses are doing well because small businesses are being forced out of business. Some businesses cannot pay the increased business license fees, the national health insurance payments, the national insurance payments and the inflationary creep in their cost structure owing to repeated tax increases.

increasing we are not really benefitting from the euphoria of the positive trend. There is another side to the equation. Whole sectors, whole industrial bases are being wiped out. Big business like the major resorts, IGA, Fortis, Lime, Digicel are all benefitting. It is time the Government resisted the business licence fee increases and returned the amounts to lower numbers. Some manufacturers, bakers, bottlers, pepper makers etc are being taxed to the hilt and must consider closing operations. We are being taxed not to improve the economy, infrastructure, scholarships or loans for small business but to pay shady debt. None of it makes sense.

Huge salaries

Even the families of four whose income is $200,000 a year can’t afford to spend $10,000 to $12,000 for a week’s stay including airfare from (let’s say) Syracuse, New York, to go to Beaches. It is actually cheaper to stay at another resort and buy a day pass for themselves and their kids and sometimes they can’t afford that either. Unless the Government develops a tourism campaign for the small independent businesses they will be left by the wayside. Promotion for them through the Tourist Board is the answer because your larger businesses have their own PR departments.

Taxes vs tourists



Did someone pray for a cold winter? This is what sent us the extra tourists. While Beaches and the other resorts made extra cash they are now advertising huge discounts. So Beaches, the experts in marketing, do not expect a repeat. No one can predict the weather. The resorts made extra dollars which was eaten up by the rising prices. The big advantage was to the Government who laid claim to responsibility for the increase while they did nothing beyond collecting huge salaries and perks.

The numbers are good, real and encouraging. Now the task is to sustain them, expand their positive impact and to ensure that we all benefit from them. However, some small business owners are closing to find employment because they cannot pay the newly imposed and increasing tax increases. So while are visitor numbers are good and

Creating a sustainable middle class Dear Editor, If the creation of a sustainable middle class is the goal of a country, then the laws and policies of the country must reflect that vision. I believe that through the outlining and enforcement of the following policies, we would take a great step in securing a sustainable middle class for the TCI within the next three to five years. The policy goal would be to create the environment such that at least 70 to 80 percent of all middle management and at least 60 to 70 percent of all senior management jobs are held by TC Islanders and PRC holders three and five years respectively.

Currently every organisation in the TCI that has more than 10 employees is required by labour laws to produce a business staffing plan which includes succession planning. This means that a process already exists to ensure that this vision can be realised. The TCI Government has educated hundreds of TC Islanders over the last 15 years and in addition to these graduates, there are numerous experienced civil servants who left the service during the redundancy exercise that possess the competencies to do various middle and senior management jobs that are available, but only need to be given an opportunity.

The reason the focus must first be placed on middle management, is that it is not realistic to ask a business person to hire someone for a senior management post without them first having demonstrated that they could handle the middle management position. Also, with a three year grace period, all businesses would have no excuses for not complying with the new policy and would have to design the requisite rigorous training programmes to make it viable. In many cases we at present have companies that already surpass the above targets and would be compliant upon the introduction of the policy. This is in addition to those

companies that already have persons being trained for middle and senior management posts and would not need the suggested three or five years to become compliant. One might ask: “Okay genius, isn’t this what the various governments have always wanted for its people?” Yes, it is for the most part, but there are two main differences in this application. First, the percentage target is such that progress is measurable and once this is adapted, businesses and the Government can be held responsible and made to account for doing a good or bad job progressing towards the goal. Secondly, the following enforcement mechanism could be

introduced: After the three year grace period any new work permits granted or renewed would be at a progressively greater cost to the employer for each subsequent year it is needed. This will encourage an honest process and give TC Islanders a fair shot to move up. Additionally, if a person is in the TCI to train and impart knowledge to a trainee over a set period of time but the trainee isn’t ‘prepared’, then the trainer has failed at their job and should not warrant a work permit extension. Associate degree scholarships approved by Cabinet SCHOLARSHIPS to pursue an associate degree at the TCI Community College and ‘A’ level programme at the British West Indies Collegiate will now be granted. At its Wednesday (August 27) meeting, Cabinet gave its approval for the grants on the recommendation of the scholarship committee. Cabinet also advised Governor Peter Beckingham to approve a further extension for businesses operating in the Islands to pay for their licences without the application of the 10 per cent

penalty for late renewals. This change would allow businesses until September 30 to pay the required licence fee for the April 2014 to March 2015 financial year. Cabinet also agreed to extend the period for non-profit organisations (NPOs) to register with the Financial Services Commission from August 31 to November 30. The extension is being provided to enable Cabinet to consider submissions received from NPOs during the consultation period.

Damaged coral reef restored – Gov’t awaits monetary compensation

MORE than 2,000 corals and other structures have been re-attached and artificial structures built off the coast of North West Point, while Government awaits compensatory settlement for the damages caused by MY Cloud yacht last year. Just before her contract ended on August 15, Kathleen Wood, former Director of the Environment and Marine Affairs (DEMA) told the Weekly News that the restoration process is completed. “We (Government) are still in the process of negotiating a settlement, but I can advise that the restoration work has all been completed now and every single piece of coral that has been rescued has been reattached down there.” She added that they were able to rescue and re-attached about 2,000 corals and other structures. The yacht’s insurers shouldered the cost of the repair work. Wood said that the total cost for the restoration was about half a million dollars. However, she would not say how much in compensation the TCI Government is seeking, as negotiations are still ongoing. “With the extensive damage that was realised during that accident you can’t just glue the pieces back on to the reef, it would not be same; it’s not going to carry out the same biological function that it did prior to the accident,” Wood said; hence the settlement. School repairs an ‘exercise in futility’ – Education Minister MAINTENANCE work at the Government’s run-down schools could all be an “exercise in futility” as pupils continue to vandalise property, according to Minister of Education Akierra Missick. She spoke out about the issue during her ministerial address at the House of Assembly in Grand Turk on Thursday (August 28). Members from the People’s Democratic Movement (PDM) and the People Progressive Party (PPP) both voiced their anger at the Government’s alleged inaction earlier this month They said that improvements to the shabby facilities may not be completed before the new term begins next week causing a huge disruption to the students’ learning. This week Missick told the assembly that contracts for repair works were awarded late, due mostly to the late passing of this year’s budget. She explained that the work comprises of small maintenance jobs, such as changing locks, repairing windows, doors, electrical and plumbing issues. The minister added that despite contractors previously confirming they were on track, the passing of tropical storm Cristobel has set them back.

“Some contractors are now reporting slight delays due the delayed arrival of cargo, which were expected earlier this week,” Missick said. “This act of God could not have been predicted to cause the problems in the TCI that it has, given the misnomer that was hurricane Bertha, nonetheless we have now spoken with all contractors, and all have confirmed that they will return to their works as soon as possible given their needs to ensure that their return is at a time when it is safe and physically possible to do so.” She went on to say that the school maintenance programme continues to be challenged by acts of irresponsibility in many cases and

dropped a 220-foot anchor in water just off the coast of Providenciales, dragging it through the reef and causing significant damage. The vessel’s captain, Benjamin Cameron and engineer David Brown were subsequently charged and appeared in court. The Crown later dropped Brown’s charges. Benjamin was charged with anchoring a vessel greater than 60 feet in length outside an approved anchoring zone in the Northwest Point Marine National Park and three charges associated with causing anchor damage to coral reef structures. During the trial, witnesses testified that the captain disregarded warnings that his vessel was wrongly anchored. The court found that Benjamin’s claim of engine problems may not completely true and that the vessel did not have an anchorage permit as previously he claimed. He was later fined $30,000 or 90 days in jail. (DI)

vandalised by children. “I witnessed first-hand the classrooms listed for repairs at our various schools, and noted with dismay how those rooms which had repair works conducted last year, are on the list for the same if not similar repairs this year. “These are the times, I wonder if the repairs to doors, paint or cleaning down of graffiti and wall markings are exercises in futility.” She went on to ask parents to speak to their children about how they treat their school property, and said she will do so herself during the last week of September when the ministry visits the schools. Island-wide PTA meetings will walk through the zero tolerance policy with parents, guardians and caregivers. This not only addresses deviant behaviour on Government compounds but also destructive behaviour to the physical buildings. “We again encourage parents to urge their children and even community members who sneak in to school compounds, use water and other resources and those who deface property to help us keep our community resource safe and in good condition. “We need the cooperation of all to help upkeep our schools.” (RB)

Tropical storm Cristobal causes chaos RESIDENTS and tourists took cover this weekend as heavy rainfall and strong gusts of wind obliterated all outdoor plans. Tropical storm Cristobal slowly passed north west over the Turks and Caicos Islands from Saturday (August 23) to Monday (August 25) dropping 12 inches of rain on the low lying country. Providenciales suffered from some extensive flooding but North Caicos was the worst hit with water reaching several feet in places, cutting off road access. Flights were grounded for two days due to the weather conditions, offices and banks were closed and Providenciales residents experienced a four hour power blackout on

Monday evening. During his address to the House of Assembly in Grand Turk on Thursday (August 28) Premier Rufus Ewing spoke about recovery efforts. “This deluge of rain overwhelmed the natural and man-made drainage capacity of these low lying islands and resulted in significant flooding, with damage to a number of homes and businesses, especially on the islands of Providenciales and North Caicos, and further cut off some communities with impassable roads,” he said. “While the community of Bottle Creek was accessible by large flatbed trucks and heavy equipment, the community of Kew was totally inaccessible, except via boat over the

flooded Kew Main Road which had waters in excess of five feet.” He explained that the post Disaster Assessment Recovery Team, which included people from the Red Cross and various Government departments, were on the ground in Providenciales on Monday. They were then in North Caicos on Tuesday to assess the extent of the problem, conduct damage assessment of properties and to determine the needs of the communities and people affected. Meanwhile aerial surveillance of the affected islands took place thanks to the US Coast Guard helicopter. “The EMS team, along with private contractors, as early as Monday were mobilised throughout

North Caicos and Providenciales and have actively been pumping water from flooded areas of public highways and communities, and dredging drainage channels to allow rapid runoff of water from the road ways in North Caicos. “The flooded highway to Kew is a major challenge but the engineers are actively working to push an alternate access road into Kew whilst engineering drainage pathways and pumping of water from this flooded low lying basin.” He went on to say that the Community of Leeward Palms is also presenting a challenge due to the high water table in a low lying areas and flooded nearby ponds, making pumping of water very difficult.

The EMS team also continued works in several communities on Providenciales on Thursday. “The existing drainage systems such as the Five Cays bypass road pumping station, are working well, and have greatly assisted with the drainage of water from the highways and downtown areas of Providenciales with good progress,” Ewing said. Once a damage assessment has been completed by the various teams a damage assessment report will be generated. A summary of this will be made public while a detailed report will be submitted to a number of agencies continued 

RESIDENTS from Kew in North Caicos were stranded for four days this week when access roads became unusable due to severe flooding. Flood waters were up to five feet deep and 1,000 feet across in places according to Premier Rufus Ewing who went to assess the situation with his fellow Cabinet members on Tuesday (August 26).

The situation is “extremely serious,” he said after his visit, adding that these are “very challenging circumstances”. The Premier took a trip to the water stricken island with Deputy Premier Akierra Missick, Minister of Finance Washington Misick and other Government officials. During their time in North Caicos

the ministers met with the North Caicos District Commissioner Donna Gardiner and local residents. The Premier’s delegation looked at six areas that were worst affected by the flooding - Big Josh Bar, Bottle Creek, Kew, Ready Money Corner, Windsor and Windsor Well. Although all drainage systems were cleared ahead of the hurricane

season, many were saturated after 12 inches of rain fell. Additional Government pumps were flown to North Caicos from Grand Turk to take on the mammoth task of clearing the water. “I am impressed and humbled by the overwhelmingly positive response of our fellow Turks and Caicos Islanders on North Caicos,” the Premier said. “Everyone is incredibly motivated to work with our team in the recovery process, and are advising on where we need to focus our efforts, and are even volunteering the use of their heavy lifting and earth moving equipment.” Ewing explained that three

families were displaced and they have since been placed with family members. Two shelters were opened in North Caicos to support those people worst affected. The Ministry of Home Affairs and the Department of Disaster Management and Emergencies provided food, blankets and other supplies to these centres. Minister of Finance Washington Misick and Minister of Border Control and Labour, Ricardo Donhue Gardiner revisited the island on Wednesday, again accompanied by North Caicos District Commissioner, continued 

RESIDENTS are cautioned to take care following the passage of tropical storm Cristobal last weekend. The Ministry of Health and Human Services issued several tips for those affected by flooding and in a press release on Wednesday (August 27). • Beware of and avoid areas where there is floodwater as it may be contaminated by oil, gasoline, or raw sewage. Don’t allow children to play in floodwater. • Stay away from downed power lines and report them to the power company. • Service damaged septic tanks, cesspools, pits, and leaching systems as soon as possible; damaged sewage systems are serious health hazards. • Stay out of any building if it is surrounded by floodwaters. • Limit contact with areas and items affected by sewage water. • Clean and disinfect everything that got wet, mud left from floodwater can contain sewage and chemicals. • Look before you step. After a flood, the ground and floors are covered with debris including

broken bottles and nails. Floors and stairs that have been covered with mud can be very slippery. Use protective gear if you cannot avoid floodwaters. • Do not drive into flood areas. • Be prepared! Pack a bag with important items in case you need to evacuate. Don’t forget to include needed medications. • Listen to the radio and television for information. • Emergency workers will be assisting people in flooded areas. You can help them by staying off the roads and out of the way. Exercise all measures to ensure water and food are safe to consume by doing the following: • Boil water or use only bottled water. • Discard any food items that were contaminated by floodwater. Spoiled food, flooded cosmetics and medicines are health hazards. When in doubt, throw them out. • Make sure your food supply is stored in high and dry places. • Ensure that sealed and canned items are cleaned and sanitised before opening them. • Use double plastic bags to store garbage.

This will allow the Government to claim on TCI flood insurance and to assist in the recovery efforts or to reimburse expenses incurred in the during the recovery period. “This has been a small storm but a great experience and test of readiness and responsiveness of our disaster and emergency systems,” the Premier told the assembly. “Disaster preparedness is an ongoing exercise and lessens ought to be learnt especially from every real life experience. “The various disaster management committees have been and will continue to go through a period of performance evaluation and of state of readiness in preparation for any other hazards that may come our way during this hurricane season.” He thanked the various organisations that have helped with the recovery work and offered his condolences to those that lost loved

ones or property during the storm “I encourage these individuals that have significant damage to their property to contact DDME and or Red Cross so that an assessment can be made and a determination of what assistance can be given.” On Monday afternoon the Turks and Caicos Islands Government (TCIG) Executive Policy Committee met to discuss the recovery plan. Present at the meeting were Governor Peter Beckingham, Premier Rufus Ewing, Deputy Governor Anya Williams, Deputy Premier Akierra Missick, Director of EMS, Director of Health Services, representatives of Department for Disaster Management, the TCI Red Cross, and the Royal TCI Islands Police. Following the meeting Governor Peter Beckingham said: “The images that I have seen, and the brief received from our colleagues who flew over the islands in a US Coast Guard aircraft today, have left us in no doubt of the extensive damage to people’s property and possessions.”

Flights cancelled during storm SEVERAL planes were grounded this week after 12 inches of rain fell heavily onto the Turks and Caicos Islands causing severe flooding. Domestic and international carriers were halted from flying both into and out of Providenciales International Airport from Sunday until Tuesday morning – and all local airports were also shut. According to the Turks and Caicos Islands Airports Authority (TCIAA), heavy rain, strong winds, low visibility and cloud ceiling prevented safe operations in the country’s main port of entry. CEO John Smith said: “The suspension of flight operations due the adverse weather conditions resulted in several unavoidable cancellations. “Once service was restored, the facilitation and movement of all the passengers from the backlog was done with great expediency. This is

worthy of applause.” Tropical storm Cristobal left a trail of cancelled and delayed flights after it hit the Islands last Saturday (August 23). Flight operations at Providenciales International Airport were then suspended at 10.09am the next day All but one international carrier cancelled their operations out of Providenciales due to the adverse weather. On Monday (August 25) Smith said: “We remain committed to serving the flying public in the safest possible manner and will thus resume flight operations when all the relevant components of the weather fall below limits that allow for safe flight.” He added that the board and management of the TCIAA apologise for any inconvenience caused and acknowledged that the suspension of flight operation

Drainage and disaster relief must be addressed - PDM SERIOUS deficiencies in storm water drainage and disaster mitigation plans must be addressed, according to the Opposition party. The People’s Democratic Movement (PDM) this week drew attention to several areas that they said need to be improved in the event of another storm. In a press release on Wednesday (August 27) they wrote: “Going forward we must see the need to adhere strictly to planning requirements including the digging of wells on lower parts of properties, the refusal of grants of lands in flood prone areas, the encouragement for residents to also seek to insure their property against damage and the general need for better drainage system on major islands.” Meanwhile much praise was heaped upon those who helped to assist in recovery efforts. “Whilst shelters were used for the most vulnerable and displaced, we are eternally grateful to all who offered assistance in any form whether it was to rescue family members or fellow men. “In times of trouble, it is good to know that we are still our brothers’ keepers.” The release continued: “We want to thank those hard working civil servants who have been completely absorbed in disaster relief and recovery efforts following the passage of this storm. “The Departments of Disaster Management and Emergencies, Public Works, Environmental Health, service organisations and all policy makers are doing their best to manage the aftermath and we pledge our assistance wherever they deem

that we are able to help.” Members of the PDM attempted to make the journey over to North Caicos two days after the storm had abated but due to difficulties with scheduling and lack of adequate ground transportation they were forced to cancel their trip. “But residents of the affected islands can rest assured that we will continue to monitor the situation. “We are aware of the severity of the situation from talking to residents, seeing photos and hearing releases from Government officials.” PDM’s elected members of Providenciales have been touring their constituencies and the entire island lending assistance and arranging for the removal of water and debris from flooded areas through private offerings of equipment. “We await the official report and the quantification of loss and damage. We will also remain positioned to assist the Government wherever we are allowed as well as those that have suffered loss and damage. “We encourage all to continue to lend a helping hand,” the statement said. The party then extended sympathies to the family of Coven Rigby who lost his life during the storm. “Our thoughts and prayers are with you. May God be with the family as they deal with this sudden loss. “Let us remain focused on the continuing efforts to restore these Islands and to work on addressing the serious deficiencies in our storm water drainage and disaster mitigation plans.”

It went on to explain that weather conditions had subsided and it urged passengers to check with their airline

carriers for flight information and scheduling. “While passengers might experience some delays, all domestic as well as international airline carriers have resumed scheduled services to the Turks and Caicos Islands,” the release read. Some airlines scheduled additional flights to accommodate their standby list which became extensive due to the two-day interruption of flight services.

“The board and management of the Turks and Caicos Islands Airports Authority wishes to thank all the stakeholders for their support and cooperation during and immediately following the passage Tropical Storm Cristobal,” Smith said. He added that a visit by Premier Rufus Ewing and Minister of Finance Washington Misick to the airport facilities during the storm was much appreciated. “We remain committed to serving you and look forward to the continued cooperation to make the transit of passengers and air traffic as seamless and as safe as possible.” The TCIAA is responsible for the provision of air traffic services in accordance with the standards and recommended practices of the International Civil Aviation Organisation - the world’s governing aviation body. Donna Gardiner. “Since yesterday, we’ve been able to mobilise equipment to clear a bypass road to gain land access from Bottle Creek into Kew,” Misick explained. “Public Works Department along with resident volunteers have been working tirelessly and should have this completed by Thursday (August 28). “They’ve also had success with pumping in two other flooded locations along the main highway on

Bottle Creek and due to this; more places can be accessed in larger vehicles like trucks.” The minister said that he was glad to be in North Caicos to represent the Government in their continued recovery operations. He added: “The citizens of North and Middle Caicos remain incredibly motivated and resilient. They have continued to offer their support and we are all grateful.” The Ministry of Health has acquired three additional vector management personnel to help combat the influx of mosquitoes

Sharp rise in mosquito activity likely after rains RESIDENTS must be extremely careful to avoid mosquito bites following heavy rainfall and flooding this weekend. The conditions are likely to cause a steep increase in mosquito breeding, according to the Ministry of Health and Human Services. In a press release on Wednesday (August 27) the ministry offered tips on preventing the spread of diseases carried by the pests, such as chikungunya and dengue. Old tires should be properly disposed of as they can breed thousands of mosquitoes, and roofs and gutters should be cleaned of debris, the release said. Oil should be put in areas where there is stagnant water to create a thin film to prevent mosquito breeding and all water containers covered. Where there are large bodies of standing water, residents can notify the Environmental Health Department so that they can treat them on 338-5062 in Providenciales or 338-2143 in Grand Turk. Residents should also wear long-sleeved shirts and long pants, apply insect repellents on exposed skin liberally, use mosquito nets at night and use air conditioning when indoors or secure all doors and windows with screens. Mosquito-borne virus chikungunya arrived in the Caribbean when it was identified in Saint Martin in December 2013.

It has since spread to 24 other countries and territories in the region including the Dominican Republic and Haiti, and arrived in the TCI in June. According to the Pan American Health Organisation close to 580,000 cases are suspected while more than 5,600 have been confirmed across Caribbean islands – including 10 from the TCI. Over the past few months the TCIG’s Ministry of Health and Human Services invited residents to a series of town hall meetings on the chikungunya virus. The meetings provided an update on the status of the virus, and information to help communities remove breeding areas and help to manage the disease. Symptoms of chikungunya appear between four and seven days after someone has been bitten by an infected mosquito and include fever, joint pain, rashes, headache, nausea and fatigue.

They can last for a few days however joint pain may persist for much longer. Severe cases of chikungunya requiring hospitalisation are rare. A statement from InterHealth Canada on Thursday (August 28) read: “We like would join in with the Ministry of Health in advising all residents to eliminate any standing water, wear insect repellent and long sleeve/long leg clothing when possible.” According to the Pan American Health Organisation 39 cases of Dengue have also been confirmed in the TCI so far this year. Symptoms include fever, headache, muscle and joint pains, and a characteristic skin rash that is similar to measles. In a small proportion of cases the disease develops into the lifethreatening dengue haemorrhagic fever, resulting in bleeding, low levels of blood platelets and blood plasma leakage, or into dengue shock syndrome, where dangerously low blood pressure occurs. Treatment of acute dengue is supportive, using either oral or intravenous rehydration for mild or moderate disease, and intravenous fluids and blood transfusion for more severe cases. Residents who suspect they may be suffering from either disease should visit their health practitioner immediately. (RB)

Hospitals weather the storm IT WAS business as usual in the Islands two hospitals this weekends despite howling winds and intense rainfall. The facilities have been built to withstand a category four hurricane and are complete with emergency generators in the event of a power outage. A statement from InterHealth Canada on Thursday (August 28) read: “As tropical storm Cristobal pummelled through large portions of the country over the weekend and into Monday, the Turks and Caicos Islands Hospital operated as business as usual. “Despite the difficulty of getting staff to and from the Cheshire Hall Medical Centre due to high levels of flooding from the rain, there were high profile vehicles available for the transportation of staff. “Clinics were lesser attended than normal due to the storm, but had tropical storm Cristobal advanced, all mechanisms were in place to bring our pregnant mothers to hospital for their safety.” The medical facility experienced a brief power outage on Monday

evening but backup systems immediately came into effect. A few short rooted trees around the perimeter of Cheshire Hall Medical Centre were damaged but there were no reported incidents at Cockburn Town Medical Centre. “During the storm we were in constant communication with all sectors of disaster management, however in the future it would be helpful to receive information on road closures,” the statement read. In another week or so hospital management will be able to say whether or not if there is an increase in dengue and chikungunya cases attributable to mosquito breeding in all the standing water. “We like would join in with the Ministry of Health in advising all residents to eliminate any standing water, wear insect repellent and long sleeve/long leg clothing when possible.” In addition management is currently monitoring closely the two storm systems located midway between the west coast of Africa and the Lesser Antilles.

Loyalty disconnected

LAST week British citizens in the United Kingdom lit sparklers to celebrate the burning of the USA White House, 200 years ago. This happened during the war of 1812, a second American war against the British. The British marched on Washington and did burn the White House and its furniture. President Madison's wife, Dolly, ran off carrying the large now famous painting of the first American General and President George Washington. Only the White House walls survived to be rebuilt. No sooner did the Brits capture Washington than they turned tail and left. They then sailed to attack Baltimore and Fort McHenry but were repelled as Francis Scott Key penned the

words to the famous poem which became the lyrics for the American National Anthem - the anthem set to the tune of an ancient British drinking song! This raises the question, why are the British celebrating wars they lost? After losing both American wars of independence it was the USA who later bailed out the British in the World Wars. If in 1940 President Franklin Roosevelt had not given the Brits 50 mothballed destroyers to protect the convoys of war goods and supplies, London could be part of Germany or maybe America today. What did the Americans get in exchange for the war ships? A base in Grand Turk which Americans maintained into the 1980s. This base and a US open door policy for TC Islanders brought the

USA and TCI close together. In 1776 American British loyalists and their workers were awarded the TCI where they erected plantations. The ruins are now historical artefacts largely buried in the bush and remaining unassigned to the National Trust. Only Cheshire Hall in Provo and Wades Green in North Caicos are available for tourists. While the TCI separated from the Bahamas and stayed loyal the British have, in my view, failed again to appreciate that loyalty. During the 13 years of British Labour government they failed oversight by sending us sick Governor Posten and disconnected Meg Munn. The British had learned nothing about our PNP party after the mess of the 1980s.

Provo goes dark for four hours THERE was an eerie quiet throughout Providenciales on Monday night (August 25) as power went out across the island cloaking it in darkness. For four hours residents and tourists hunted for candles and entertainment as lights, televisions, computers and radios shut down. Meanwhile tempers were tested as the air inside homes warmed and stilled due to a lack of fans or air conditioning. According to the country’s sole electricity provider FortisTCI, the island-wide outage which began at 8.15pm was caused by the stormy weather. A notice to customers on Thursday (August 28) read: “Investigations reveal that the continuous rainfall damaged components at the main substation, which triggered protective systems at the plant to automatically shut down. “This resulted in an interruption in service to all customers. Following repairs, power was fully restored just before midnight.” Throughout the duration of the storm operators on duty at the company’s headquarters in Providenciales responded to more than

40 customer calls – not including those reporting the island outage. “In each case crews were dispatched and worked around the clock to restore service to customers as the company recognises that electricity is an essential service,” the notice read. “We wish to thank our employees that worked tirelessly throughout the weekend to keep the power on and available to all, despite the unfavourable weather conditions; especially the linemen, engineers, technicians, operators, site services and security teams. “Thank you for remembering that providing an essential service to your country is at the heart of what you do every day.” Earlier that day FortisTCI released a notice advising customers to avoid any areas that appeared to have downed power lines and heavy flooding. It added: “If possible stay indoors to ensure safety or immediately contact emergency services for assistance.” Anyone still experiencing an interruption in service can contact FortisTCI on 946-4313. Local man found dead during tropical storm A MAN was found lying lifeless in the Downtown area behind the Gustarvus Lightbourne Sports Centre on Monday morning (August 25). Attempts to resuscitate Coven Rigby proved fruitless and he was pronounced dead by medical personnel at 11.15am.

No confirmation has been given as to the cause of death which will not be established until a post mortem has been completed. Audley Astwood, press officer for the Royal Turks and Caicos Islands Police Force (RTCIPF), said that this death is not being treated as suspicious.

All Government run schools will stay closed until next week

Public schools remain closed for flood repairs

ALL Government schools will remain closed until Monday, September 8, to allow time for repairs and cleaning to take place following the recent inclement weather. Pupils will not be starting the school term this Monday (September 1) as scheduled and will gain a week of extra holiday. According to a press release from the Ministry of Education, Youth, Sports and Library Services, damage from tropical storm Cristobal is “hampering a smooth opening” of TCI’s educational facilities. However the ministry is

committed to ensuring that all schools are in readiness to receive students and welcome teachers. In addition the delay will help to ensure that students and teachers affected by the floodwaters are prepared to “continue the formal teaching and learning exchange”. Akierra Missick, Minister of Education, Youth, Sports and Library Services, said: “The health and safety of our students and teachers remain our number one priority and we must ensure that the Environmental Health Department, and Public Works Departments are

In a press release on Monday (august 25) John Smith said that reports in the public domain that suggested that the airport was closed due to leaks were “unfounded”. He said that instead the facility was closed for two days because of adverse weather conditions

that threatened the safety of passengers. Smith did however say that leaks were apparent and that they will be assessed and managed. “With the ongoing construction in the main terminal building, there have been a few breaches due to the large amount of rainfall and heavy winds. “These are being monitored and managed as any other building that is similarly under construction.” The construction of the airport terminal is part of a $70 million expansion and renovation project and is on schedule to be completed this winter.

Earlier this month TCI’s two nonGovernment political parties said that promised repair work due to have taken place over the summer break had not begun in the country’s neglected public schools. Members from the People’s Democratic Movement (PDM) and the People Progressive Party (PPP) both voiced their anger at the Government’s alleged inaction. They said that improvements to the run-down facilities may not be completed before the new term begins in September causing a huge disruption to the students’ learning. Tight security at newly renovated Myrtle Rigby court house THE MYRTLE Rigby building on Leeward Highway, Providenciales, has been transformed from a hospice into a high security and modern courthouse and is finally in operation. The building which was repaired and outfitted specifically to hear the SIPT trials was used for first time this week. The Court of Appeal met from Wednesday (August 27) in the courthouse to hear the appeal of Justice Paul Harrison’s trial without a jury decision in the case against former Premier, Michael Misick and other Government officials. The newly retrofitted building sports impressive security cameras monitoring the inside and outside of the court, video and audio recording

systems in the court room, microphones for the judges and lawyers, a larger viewing gallery, a separate section for media operatives, metal security scanners upon entering the building and working air conditioning units. The new courthouse is also fully computerised with staff specially trained to operate all of the systems. The building was retrofitted at more than a million dollars, which were completed earlier this month. However, while the new court is impressive to say the least, just across the road in the Dr Malcolm building the courtrooms there are in constant heat due to the deplorable air conditioning systems, which receive little attention or repairs. to legislators to provide proper conditions, as the three justices had to cut short the list of cases they could not attend to due to poor conditions. At that time (May), two out of the three courtrooms were without airconditioning. Since the year has begun, the

air conditioning units in the Dr Malcolm building have been off quite frequently, with little attention to bettering the conditions there. When this occurs, the courts there employ an open door strategy to cool down the 90 degree heat, without much success. (DI)

Students learn about corporate life TWENTY-three high school and college students completed the Student Summer Employment (SSEP) and Student Internship Programmes (SIP) at FortisTCI in Providenciales recently. After beginning the programmes on July 14 the aspiring professionals learnt how the country’s energy sector operates. The aim of the SIP and SSEP is to expose youngsters to the many career options available to them and the work required to be successful in a corporate environment.

Led by the human resources department, the programmes were open to all fourth and fifth form students from across the Turks and Caicos Islands as well as those enrolled in college and university. Candidates of SIP worked for two weeks in various departments learning about operational and departmental functions, while SSEP participants, consisting mainly of those already enrolled in higher education programmes, had more indepth and hands on experience. All students were exposed to

both technical and non-technical positions. As mentors and programme leaders motivated students over their summer work placements, the daily message centred on encouraging them to work toward obtaining a higher education. Mentors also worked to ensure students were made aware of the skillsets and experience necessary before taking up key roles. Ruth Forbes, vice president of finance and human resources, said: “There is a detailed application

process for both SIP and SSEP and that is because we want these students to successfully complete our programmes. “For many that are selected for this experience, it is their first introduction to the working world and we have a role to play in helping to groom these young adults and prepare them for the real world; they are, after all, our future in every facet.” This year’s SSEP candidates included Yasmaine Malcolm, a business student at TCI Community

College working in the finance and human resources department, Franklyn Been, a sixth form student at British West Indies Collegiate working in the information technology department, Donval Parker, a mechanical and manufacture engineering student at York College in England working in energy production and management, and Oral Selver, a mechanical engineering student at the University of Plymouth in England working in transmission and distribution.

Beaches TCI to showcase their local talents in Jamaica FINALISTS of a Beaches TCI talent competition will be competing internationally at the 2014 Sandals Resorts International ENCORE regional finals in September. Last weekend employees lit the Liquid Night Club on fire as they strutted, sang and danced their way to the top. Dee-Jan Cirmafranca and Evanz Inelus emerged as top male and female vocalist as they sang their way into the hearts of judges. Meanwhile Cortrina Cooper and William Fulford walked their way to the top with their model behaviour by showcasing their toned physique in swimwear and casual attire.

Tanekko Clarke’s dance skills landed him at the top of the chart for his dance act. The talented dancer performed a number he choreographed for the competition, beating out both his male and female competitors. Damian Davis will represent the resort in the musical category. Hospital staff to get extra training INTERHEALTH Canada is taking another step in its plans for greater efficiency and value at the Turks and Caicos Islands hospitals. The healthcare management company is introducing further opportunities for the professional development of its staff through a collaboration with Yale New Haven Health System Centre for Emergency Preparedness and Disaster Response. The centre assists the Pan American Health Organisation (PAHO) with training and education, evaluating and assessing capabilities or capacity, the writing of plans, procedures and guidelines. Through this association hospital

staff will be able to benefit directly from the internationally recognised education and training online and inperson programmes. Area that will be covered will include emergency preparedness, patient safety, infection control, mass fatality. Jacqueline Moe-Cox, education manager at TCI’s hospitals, said: “The mission of the TCI hospital is to provide its patients with quality healthcare. “In order to honour this commitment and as a principal component of the operations in the state of the art facilities at Cockburn Town Medical Centre and Cheshire

How does your garden grow

Mosquitoes in the garden THERE are two things that mosquitoes need. They need blood to manufacture eggs and a place to lay their eggs. The mosquitoes lay up to 250 eggs at a time in still water and will hatch in about seven to 10 days. That is why it is important to clean out water weekly to keep mosquitoes from breeding. Mosquito hatcheries are everywhere. With all the rain we had expect a lot of mosquitoes and many items that might keep water include wheelbarrows, tires, cans, bottles, toys, garden equipment, pool covers,

pipes, tarps, drains, bins and even a bottle cap. Also remove standing water from fountains, ditches, clogged rain gutters, plant saucers, puddles and buckets. The cistern should be sealed and its opening should have a mosquito net. If you have a pond or fountains you might consider adding fish that would eat the mosquito larvae. To avoid mosquito bites it’s always wise to wear long sleeves, avoid wearing perfume and scented hair products, make sure you have installed or repaired window and door screens and apply insect

Dengue fever is primarily a disease of the tropics that is transmitted by the mosquito. The mosquito is a day biter that prefers to feed on humans. Those infected with dengue can suffer from a spectrum of illnesses ranging from a viral flu to severe and fatal haemorrhagic fever (DHF). Lychee orange drop doughnuts INGREDIENTS • 2 quarts vegetable oil (approx) • 2 cups all purpose flour • 2 teaspoons baking powder • 1/4 teaspoon salt • 2 large eggs • 1/2 cup sugar • 1 tablespoon grated orange zest • 2 ounces lychee syrup • 2 tablespoons unsalted butter, melted • 3 oranges for zest • Orange Sugar coating • 1/2 cup sugar • 1 teaspoon grated orange zest DIRECTIONS • For cooking: Pulse sugar and zest in food processor until blended, about 5 - 7 pulses. Transfer to medium bowl. • For the doughnuts: Heat 3 inches of vegetable oil in 4-quart saucepan until temperature

reaches 350 degrees. Whisk flour, baking powder and salt together in a medium bowl. Whisk eggs, sugar, and orange zest in a large bowl. Whisk in lychee syrup, then butter, until well blended. Stir in the flour mixture until evenly moistened. • Preparation: Using two dinner teaspoons, carefully drop heaping spoonfuls of batter into the hot oil. Fry (3 to 6 minutes), maintaining temperature between 325 and 350 degrees, until doughnuts are crisp and deeply browned on all sides. Using a slotted spoon, transfer the doughnuts to a plate lined with paper towels. Drain for 5 minutes. Add doughnuts to the bowl with orange sugar and toss until well coated. Place on a serving plate and repeat with the remaining batter, regulating oil temperature as necessary.

Bug zappers use ultraviolet light to lure mosquitoes into a trap that will electrocute them. These devices attract many types of insects such as moths and beetles. Studies have shown that these devices do not reduce the number of biting mosquitoes, and they kill other types of insects more often than they kill mosquitoes. The best way to reduce the mosquito population is by preventing them from breeding in close vicinity to your home, by making sure your garden has no nests, as well as sharing this information with your neighbours.

Plan ahead of time, maybe on the weekend, what you will send to school during the week. Then, you grocery shop for those specific items to avoid waste and save you time during the week. It is a good idea to involve your children in writing their weekly lunch plans since they are the ones who will be eating the food. Choose the right lunchbox. Now that you have decided that a nutritionally sound lunch is more beneficial to your growing child and you have your lunch plans in place, it is time to choose the best way to send this lunch to school.

Lately, there are a few spots that I frequent whenever I decide I want to purchase something at the last minute rather than doing what has become the norm for all of us. Importing the goods. Who are they and why do I love these boutiques so much? Their deals. Deals that more local gals should start paying attention to. Let’s work our way up this little list I’ve complied, starting with Philosophy. Now before you jump the gun and tell me I am crazy, hear me out! When you put things into perspective that is understandable. The likable part? Their member’s club discount. Plus their sale mark downs are the kind of deals that will make you smile. Thumbs up on their customer service too! Cottons in Salt Mills. If you’ve heard of it but never been, do consider checking them out. The shop contains a blend of trendy styles and casual beach wear. Trust me when I say this is a hidden treasure for style enthusiasts who are always in search for the basics. These range from jeans and skits to a rainbow of tees and tanks to corp tops and bandeaus. I don’t know about you but I love my basics. What really sets Cottons apart are of course the deals and ridiculously cute and affordable accessories. I’ve seen mark downs starting anywhere from 35 to 50 percent off store wide. That is rare in many cases on island and if you disagree, feel free to email me! Tremme Jocale’s Le Chic Boutique. It’s an accessory store nestled upstairs in the cinema plaza on Leeward. Or as the local community would put it: “Inside where Chany does hair.” Le Chic Boutique hands down is my favourite accessory store on Providenciales. I do have another but when it comes to making their customers literally feel and look like style royalty, Le Chic Boutique nails it. There is something for everyone’s taste and budget on that Wall of Wonder. What’s not to like about that? Thumbs up on the customer service! I am BIG on customer service. I remember receiving the cutest gift for spending just over $45 in there. Where else do you find that kind of love?

The trash bucket challenge ANYONE who is connected with the social media world will have undoubtedly heard of the latest trend ‘The Ice Bucket Challenge,’ to raise awareness of the debilitating disease called ALS, a motor neuron disease also known as Lou Gehrig’s Disease. This has not only raised awareness but also millions of dollars towards research. Now a new challenge is emerging which aims to raise awareness of the problems of trash that litter both land and sea and is steadily on the increase due to our throwaway society and obsession with stuff and plastic. While many towns, cities, states and countries are banning single use items like plastic bags, plastic bottles, plastic straws and Styrofoam containers, people are still unwilling to change their habits unless they are forced to. Also lack of regard to the

environment still sees many uncaring people throwing trash to the ground when visiting parks, beaches, or just when riding around in their vehicles. Trash also gets washed ashore onto the many coastlines around the world and even though the famous Grace Bay beach has repeatedly been voted the number one beach in the world, you only have to look at many of the other beaches here in the Turks and Caicos Islands to see a huge problem with trash. This particularly affects those beaches that are facing into the prevailing easterly winds such as Wheeland, North West Point, many of the beaches on North and Middle Caicos and the eastern shoreline of the still uninhabited West Caicos. Only last week on Wheeland beach I personally picked up more than 50 plastic bottles in a very small area along with many other items

including many plastic straws and glass bottles. While much of this had been washed ashore, there was still a lot that had been purposely discarded by people. So, with this in mind I now challenge you all to the ‘Trash Bucket Challenge,’ to raise awareness of how this beautiful country is slowly being suffocated by the increasing volume of trash discarded by the one species determined to ruin this fragile planet. Grab a bucket (or two) and fill it with trash. Take a photo with your bucket of trash and nominate three friends. Post on your social media page and spread the word. No donations needed, just awareness. Turks and Caicos Islands beautiful by nature, clean by choice. Please go and make that choice today.

How to burglar proof a window air conditioner I HAVE spent the last two weeks giving you tips on how to burglar proof your doors. But there are other ways for criminals to enter your home. Another point of potential entry would be the window that holds your air conditioner. I can never over stress the importance of securing your window-based air conditioner to prevent burglars from entering your home. Window air conditioning units can provide quick cooling to any room in a home, but they are also a target for burglars. Instead of just sliding the unit in, homeowners should take extra measures to protect the window. Some of the extra security measures can still be used on the windows when the air conditioning unit is no longer in place. Install an air conditioner bracket to the outside of the unit. The bracket not only supports the air conditioner, but it attaches to the bottom of the unit and the house, making it harder to move the air conditioner. Add a sliding window lock to each side of the window frame. Depending on the type, the locks

are bolted or screwed in. They prevent burglars from sliding the window up and down. Attach the lock into the frame just above the window. Tighten it securely. Measure the length from the side of the unit to the wall. Purchase and attach a steel corner brace to each side of the air conditioner. Connect the other end to a secure section of the wall. Use screws or bolts to secure the brackets in place. This prevents thieves from pushing the air conditioner in or pulling it out. Screw in plastic vent flaps directly to the window frame. If the air conditioner is smaller than the window, plastic vent flaps need to be pulled tightly to cover up the holes. This is a vulnerable spot for burglars. Use three or more screws to attach it directly to the window frame. Install a small window sensor alarm.

Magnetic controls set above the air conditioner will go off if the unit is moved or the window is opened. The high-pitched noise will alert anyone in the home and likely scare the burglar away. The crime prevention tips being given here on a weekly basis are a part of the Royal Turks and Caicos Islands Police Force’s plan to being proactive in the fight against crime. Many crimes being committed are crimes of opportunity and home owners or those who rent apartments must not make themselves an easy target for crime. Bahamas considering new initiatives to stem escalating crime rate BAHAMIAN Prime Minister Perry Christie says his administration will discuss new initiatives to deal with criminal activities in the Bahamas after gunmen shot and killed his press secretary Latore Mackey on Monday. Mackey, the former Deputy Director of the Bahamas Information Service (BIS), was shot multiple times in his government registered vehicle and police are working on the theory that an argument inside a nearby club may have led to the death of Mackey, who was also the owner of Blue Reef Sports Bar and Lounge in the capital. “For us now it is going back to the drawing board, reviewing where we are, testing to see whether what we are doing is having any kind of impact and what other strategies we can employ,” Prime Minister Christie said. He said unless the country is able to come to grips with the situation “we have a real problem in the country that goes to the roots of how we react to one another.

The death of press secretary Latore Mackey on Monday last has prompted the government into action.

Prime Minister Christie said it is easy to believe that the crime is localised, but warned “when you see it now begin to stretch and extend itself to people who you least expect to be involved in any kind of underhand activity, then you know we have a lot of work to do”. Prime Minister Christie said that the spate of killings here that crime has peaked noting that on

his return to the country over the weekend, he had been informed by the Commissioner of Police that t was a very “heavy weekend, meaning that there were shootings and killings and that in and of itself has distressed me”. Prime Minister Christie said he would be meeting with law enforcement officials during the coming days and that could lead to new strategies to deal with the crime situation. “We cannot compromise on the security and safety of our citizens. We cannot have a situation develop where people are fearful to be out,” he said, noting that he had seen the body of a person shot with a high calibre gun. “…it brings home the reality that we have to do more,” he said, urging nationals to help law enforcement officers in dealing with the crime situation. “At the end of the day to each of you this has to be of paramount concern to each of us as Bahamians,” he added. He insisted the government wants to avoid returning to the Bills prematurely only to be forced to make additional amendments later. “We don’t want to have to come back to do the same thing,” he said. “It is in our interest to wait to see the results of ongoing consultation in light of the fact that further recommendations may be made with respect to the Bills.” It is not clear when the House will vote and pass the Bills or how this will impact the referendum’s proposed November 6 date. However, Dr Nottage said parliamentarians will next meet on September 3 when the anticipated Gaming Bill is expected to be tabled. The government is seeking to grant Bahamian citizenship to all applicants born abroad after July 9, 1973 – and before the law changes – to a Bahamian-born mother and non-Bahamian father, subject to the exceptions and in accordance with procedures already prescribed by law. The second bill would allow a Bahamian woman who marries a foreign man to secure for him the same access to Bahamian citizenship that a Bahamian man has always enjoyed under the Constitution in relation to his foreign wife. The third bill seeks to remedy the one area of the Bahamas’ Constitution that discriminates against men based on gender. Presently, an unmarried Bahamian father cannot pass his citizenship to a child born to a foreign woman. The Bill would give an unwed Bahamian father the same right to pass citizenship to his child that a Bahamian woman has always had under the Constitution in relation to a child born to her out of wedlock.

Drought in Jamaica could last until next May Extreme weather conditions have already affected over 16,000 small farmers in the Caribbean nation. The prolonged drought plaguing Jamaica is expected to get worse and could threatens to continue into May of 2015, said the country’s Meteorological Service Monday. Jamaica has been experiencing extreme weather conditions over the past few months, including severe heat and drought, which have also caused several brush fires and seriously affected Jamaica’s agricultural sector. According to Jeffrey Spooner, director of the Meteorological Service, statistics for January to June of 2014 indicate that the Caribbean island received only 33 percent of its normal rainfall. He also said that rainfall from August through to

October 2014 is also forecasted to be well below normal. October-November is normally Jamaica’s rainy period, so if the forecast continues to show minimal rainfall for the coming months it is possible that the drought could continue until May of 2015, Spooner said. “The southern parishes of St. Elizabeth, Manchester, Clarendon, St. Catherine, Kingston and St. Andrew, and the North eastern parishes of Portland and St. Mary were the hardest hit,” Spooner said. Agricultural Minister Derrick Keller said last month that the extreme weather conditions have hit farming communities the hardest. By the end of July, over 16,000 small farmers have been affected, and the country suffered US$8 million in crop losses.

Caribbean and Latin America poverty on the decline – UNDP THE United Nations Development Programme (UNDP) says poverty is on the decline in the Caribbean and Latin American. In launching its latest report here to complement global analysis on vulnerability and resilience that was presented in Japan, the UNDP said more than 56 million people have been lifted out of poverty in Latin America and the Caribbean in recent years. In assessing 18 countries in the region, the report says poverty levels from 2000-2012 fell from 41.7 per cent to 25.3 percent of the population. But despite the progress, it warned that about 200 million people, or 37.8 per cent of the

population, remained vulnerable. “In Latin America and the Caribbean, poverty has been reduced by almost half in the last decade, and the middle class rose from 22 percent of the population in 2000 to 34 percent in 2012,” said Jessica Faieta, UNDP director or Latin America and the Caribbean. “Despite these achievements, a very high share of the population is living in constant uncertainty. They are neither classified as living in poverty, nor have they gained access to a stable middle class status.” According to the report, people living on between four and 10 US dollars a day increased by 3.4 per cent between 2000 and 2012.

Bahamas warned: don’t let sovereign investors ‘own us’ The Bahamas was on Tuesday warned to guard against extensive sovereign-controlled investments that could allow other countries to “own us”. K. Peter Turnquest, the Opposition’s finance spokesman, said widespread investments in the Bahamas by foreign government-controlled entities would ultimately merit “national security considerations” to prevent them from having too much influence on this country’s internal affairs. He was speaking after it was revealed that China State Construction and Engineering Company (CSCEC), a Chinese state-owned entity, is considering whether to make a formal bid to acquire downtown Nassau’s British Colonial Hilton resort. If a deal is sealed, it would give Chinese government-owned entities significant influence in the Bahamian economy, given their extensive investments and involvement in other projects. China State Construction, apart from being the main contractor for the $2.6 billion Baha Mar project, also has a $150 million equity stake in the project. And the Beijing-controlled China Export-Import Bank is Baha Mar’s main debt financier, having provided at least $1.9 billion to the development. This effectively makes China

owner, financier and contractor for the Bahamas’ second mega resort/casino development, which is being counted on to play the lead role in turning around this nation’s moribund economy and high unemployment rate. Along with China State Construction’s interest in the British Colonial Hilton, the state-owned China Harbour Engineering Company (CHEC) is the contractor for the $39 million Abaco port. And privately-owned, Hong Kong-based Hutchison Whampoa, is the major investor in Freeport through the Freeport Container Port, Grand Bahama Development Company (DEVCO) and Freeport Harbour Company. While welcoming foreign direct investment (FDI), Mr Turnquest told Tribune Business that the Bahamas had to be careful about allowing sovereigncontrolled ones amassing too much power. Asked about the implications of China’s growing investments and interest in the Bahamas, the FNM MP for east Grand Bahama said: “I think as a sovereign country we have to be careful about a concentration of investments by any particular nation, and particularly when you’re talking about national investment vehicles.

St Lucia implements ‘indefinite stay stamp’ for all OECS visitors ST. LUCIA has implemented all administration arrangements to give effect to the movement of people across the nine-member Organisation of Eastern Caribbean States (OECS), according to a statement issued by the OECS Commission’s Regional Integration Unit. It said that citizens of Antigua and Barbuda, Dominica Grenada, St. Vincent and the Grenadine, St. Kitts-Nevis, Montserrat, Anguilla and the British Virgin Islands will now be able to stay in St.Lucia for an indefinite period. The St. Lucia-based Regional Integration Unit said that upon arrival here, the nationals of these countries that are part of the OECS Economic Union will be offered an indefinite stay stamp by immigration. “The new arrangements for citizens of the OECS Economic Union travelling to St Lucia relate to Article 12 entitled the Movement of Persons as guided by the Protocol of the OECS Economic Union,” the Unit said, adding that citizens of member states of the OECS

DR: Polish priest may be extradited in sex abuse case THE Vatican has stripped the former papal envoy to the Dominican Republic of his diplomatic immunity, opening the way for him to be extradited to face sex abuse allegations in the country. The Polish priest Jozef Wesolowski was found guilty of sexually abusing young Dominican boys by the Vatican in June. Correspondents say the Caribbean state was unhappy at his immediate recalling by the Church when the claims surfaced. He is the most senior Vatican official to be investigated for sex abuse. Pope Francis has pledged a crackdown on clerics and employees of the Church who exploit minors, comparing their actions to a “satanic mass”. Wesolowski had served as ambassador to the Dominican Republic for five years. In a statement late on Monday, Vatican spokesman Federico Lombardi denied that the Vatican had tried to cover up the case by immediately recalling Wesolowski. He said the 66-year-old former archbishop no longer had immunity and “might also be subjected to judicial procedures from the courts that could have specific jurisdiction over him”. Pope Francis wants to see justice done and the Vatican had moved without delay in its investigation, he

insisted. “Far from any intention of a cover-up, this action demonstrates the full and direct undertaking of the Holy See’s responsibility, even in such a serious and delicate case,” he added. A Vatican tribunal found him guilty and threw him out of the priesthood in June. The BBC’s Alan Johnston in Rome says Wesolowski is appealing against the verdict and a decision on the appeal is due in October.

If it is upheld he is expected to face a Vatican State criminal trial and could face up to 12 years in jail if found guilty. Authorities in the Dominican Republic have also opened an investigation into the allegations, but have not charged him. Some people in the Caribbean country feel that the Church’s handling of this sensitive case has lacked transparency, our correspondent adds. Jamaica: Prisoners rack up CSEC passes AN INMATE who gained a distinction (Grade 1) in English language and a pass (Grade 3) in mathematics in the Caribbean Secondary Education Certificate (CSEC) examinations was the standout performer among the 35 inmates at the Tower Street Adult Correctional Centre in Kingston and the Fort Augusta Adult Correctional Centre, St Catherine. He was among the 13 males from a batch of 15 who were successful in mathematics, and nine of the 18 who sat English language. Two of the five women at Fort Augusta who did mathematics also passed in the first sitting of the CSEC facilitated by the Department of Correctional Services. The statistics were released on Tuesday during a press conference hosted by Stand Up for Jamaica and the European Union (EU), which jointly funded the project. The EU has been supporting the rehabilitation programme in penal institutions since 2010 in the areas of remedial classes for inmates, library upgrades, human rights training for staff, a radio programme for inmates, and special psychological support ahead of their release to help them

Emmy Awards: Sherlock and Breaking Bad win big BBC One drama Sherlock has won a hat-trick of awards at the US Primetime Emmys in Los Angeles. Benedict Cumberbatch and Martin Freeman won best actor and best supporting actor in a miniseries, although neither was at the ceremony. Steven Moffat also won best writing in a mini-series for the final episode of Sherlock’s third season. Drug drama Breaking Bad was the biggest winner on the night, scooping five awards including best drama series. It was the second consecutive year that the show, which ended last September after five seasons, had picked up the ceremony’s highest honour. Breaking Bad star Bryan Cranston was named best actor in a drama series for a fourth time as the teacherturned-drug kingpin Walter White. He beat a host of Hollywood

heavyweights including Oscar winner Matthew McConaughey and Woody Harrelson for their roles in the acclaimed crime drama True Detective. “I have gratitude for everything that has happened,” Cranston said. Police reportedly arrested the Discovery Channel reality star Tuesday, after an investigation apparently led them to add a charge of aggravated rape of a child, according to documents obtained by TMZ. The girl told police she was “orally and vaginally raped” by her father “almost daily,” according to the documents, but kept quiet because he threatened her physically. THE Nevada man who claimed “X-Men” director Bryan Singer sexually abused him as a teen has dropped his lawsuit in Hawaiian federal court. Michael F. Egan III, 32, requested the bombshell suit, which he filed in April, dismissed without prejudice because he couldn’t find a new lawyer to represent him — meaning the former child model could file the suit again at a later date. Last month, Egan’s case appeared to be losing steam after he split ways with attorney Jeff Herman. He claims in court filings that the suit could be filed in the future if he finds a lawyer to represent him. The suit caused a firestorm of publicity when they went public with the accusations some four months ago. Egan and Herman claimed Singer, 48, preyed on vulnerable teen boys in the late 1990s as part of a “sordid sex” ring. The original lawsuit – which came shortly before a trio of nearly identical filings against three other high-profile Hollywood figures – claimed Singer sexually assaulted

Led Zeppelin’s Whole Lotta Love voted best guitar riff LED Zeppelin’s Whole Lotta Love has been voted the greatest guitar riff of all time by listeners of BBC Radio 2. The rock classic came out top from a list of 100 riffs drawn up by a panel of Radio 2 and 6 Music DJs, critics and record producers. Sweet Child O’ Mine by Guns ‘N’ Roses was second in the poll, with Back In Black (AC/DC) and Smoke On The Water (Deep Purple) the next most popular. Led Zep guitarist Jimmy Page said he was “knocked out” by winning the vote. “I wanted a riff that really moved, that people would really get, and would bring a smile to their faces, but when I played it with the band, it really went into overdrive,” he said. “There was this intent to have this riff and the movement of it, so it was menacing as well as quite sort of caressing.” Other riffs in the list included Layla by Derek And The Dominoes, which was voted fifth best, Pretty Vacant by the Sex Pistols and Metallica’s Enter Sandman.

Pitt, 50, and Jolie, 39, tied the knot in France on Saturday, ending years of speculation over when and where they would finally walk down the aisle. The actors were wed in a small chapel in Chateau Miraval in a private, nondenominational, civil ceremony attended by family and friends. The couple’s children took part in the wedding, the Associated Press reports. Jolie walked along the aisle with her eldest sons Maddox and Pax, 13 and 10 respectively, while her

One in six French people say they support ISIS – New poll finds TWO polls released this week both ask a question that you would hope wouldn’t need asking: how many people support the Islamic State in Iraq and Syria (ISIS)? Unfortunately, in all four countries surveyed, the answer is greater than zero, and by a lot. Here is a chart of the results of the polls. The first, by ICM Research, asked people in Germany, France, and the UK whether they had a favorable or unfavorable view of ISIS. The second, by the Palestinian Center for Public Opinion, asked Gazans whether they support or oppose ISIS. Here are the results. First, a caveat: while the polls of Gazans and Europeans are similar, they are not totally identical. They were conducted by different polling agencies using different methods, and the different question could skew responses, as “support” is stronger than “favor.” So keep that in mind when comparing the Gaza results to the others, although it is hard to ignore that ISIS could have a higher approval rating in France than in Gaza. In any case, the big, scary, surprising, number here is France: 16 percent of those surveyed say they support ISIS. That’s an awful lot. And that number gets even larger as the demographics get younger, as shown in this by-age breakdown published by Russia Today (the poll was commissioned by Russian state

Hurricane Marie affects 10,000 families in Mexico AN estimated 10,000 families in Mexico have been affected by Hurricane Marie, which has been moving along the Pacific Coast towards the United States. A state of emergency has been declared in 10 of the worst-hit municipalities in south-western Oaxaca state. Road and transport links have been damaged by landslides and localised flooding. Marie briefly strengthened to a Category Five hurricane but has since been downgraded. It is far off land, about 750km (475 miles) off Baja California Sur moving west-northwest. At one stage it had threatened to lash the small towns dotted along Mexico’s Pacific coast as badly as they were hit by Hurricane Manuel a year ago. But it has already caused significant damage to parts of the rural state of Oaxaca, says the BBC’s

Ebola outbreak: Nigeria closes all schools until October ALL schools in Nigeria have been ordered to remain shut until 13 October as part of measures to prevent the spread of the deadly Ebola virus. The new academic year was due to start on Monday. But the education minister ordered the closures to allow staff to be trained on how to handle suspected Ebola cases. Five people have died of Ebola in Nigeria. The West Africa outbreak has centred on Guinea, Liberia and Sierra Leone, killing more than 1,400 people. It is the largest ever outbreak and has infected an estimated 2,615 people. About half of those infected have died. It spread to Nigeria - Africa’s most populous country - in July, when a man infected with Ebola flew from Liberia to Lagos. The head of the African Development Bank (AFDB), Donald Kaberuka, has called on airline companies to restart their services to the worst-affected countries. Several African countries

and airlines have banned flights to Guinea, Liberia and Sierra Leone despite World Health Organization (WHO) advice that travel bans do not work. Air France has now announced it is suspending flights to Sierra Leone from Thursday, following a request by the French government. Family members had arrived at the mortuary to dress the body when they noticed that the bag was moving, and Mr Goncalves was in fact still breathing. They rushed to get staff to free him, as his body had been tied up and his nose and ears filled with cotton wool. The Menandro de Farias Hospital,

in Bahia state capital Salvador, has opened an inquiry. “Hospital directors will meet the team who saw the patient to clarify the course of action taken,” Bahia’s health department said in a statement. The man’s niece, Patricia Cintra, told the story to local newspaper Correio 24 Horas. “We had even bought a coffin and paid a deposit for the funeral,” she said. She said her uncle was diagnosed three months ago with a terminal cancer, but that the family’s prayers for a miracle had been answered. (BBC)

IMF chief Lagarde under Child firing Uzi accidentally investigation in France kills instructor, police say CHRISTINE Lagarde, the head of the International Monetary Fund, has been placed under formal investigation in France for her alleged involvement in a longrunning fraud case. Under French law, a formal investigation means prosecutors believe they have serious evidence implicating a suspect in a crime. It does not necessarily lead to charges or a trial. The case stems from 2008 when Lagarde was finance minister under former French President Nicolas Sarkozy. Prosecutors believe that Lagarde was negligent in dealing with a case in which a supporter of Sarkozy -- Bernard Tapie -- was awarded a settlement worth 285 million euros plus interest. Tapie had sued the French state in 1993 after selling a stake in Adidas to Credit Lyonnais, which was owned by the government. Tapie claimed Credit Lyonnais defrauded him when it resold the stake at a far higher price. The bank has denied wrongdoing. Lagarde has not been accused of profiting personally from the Tapie case. The issue is whether she gave Tapie preferential treatment, by actions such as overruling other officials and referring the case to

A 9-YEAR-old girl learning to fire a submachine gun accidentally killed her instructor at a shooting range when the weapon recoiled over her shoulder, according to Arizona authorities. The instructor, 39-year-old Charles Vacca, died at a hospital Monday night after he was shot in the head. The Mohave County Sheriff’s Office said the girl was with her parents. The three reside in New Jersey. The website of Bullets and Burgers, the shooting range where the accident happened, says children between the ages of 8 and 17 can shoot a weapon if accompanied by a parent or guardian. Police said the weapon was an Uzi, an Israeli-made submachine gun that some experts say is the wrong choice of firepower for instructing a child. Representatives of the gun range declined CNN requests for comment on the incident. But Sam Scarmardo, who operates Bullets and Burgers, told CNN affiliate KLAS on Tuesday they “really don’t know what happened.” “Our guys are trained to basically hover over people when they’re shooting,” Scarmardo said. “If they’re shooting right-handed, we have our right-hand behind them ready to push the weapon out of the way. And if they’re left-handed, the same thing.”

Study: Avoid Physical Violence in Marriage Smoke Marijuana A NEW study released by the University of Buffalo shows that couples who get high together are less likely to physically abuse each other. The study tracked the relationship between marijuana use and concluded that they “found that more frequent marijuana use by husbands and wives predicted less frequent IPV (violence) perpetration by husbands. Husbands’ marijuana use also predicted less frequent IPV (violence) perpetration by wives.” Although previous studies have been inconclusive due to cross-sectional study methodology, this study was clear. It concluded the least amount of violence in a married relationship occurred when both the husband and wife smoked marijuana together. The study considered 634 couples over a time period that began in 1996. Questionnaires asked couples about alcohol and drug use as well as physical altercations. While it might be considered relatively rare for a physical abuser to admit on a survey they engage in physical violence with their spouse, the victims of physical abuse are known to honestly tell their

story when they know the results will not be made public or individually identifiable, which is the case in how this study was conducted. Based on the study results, researchers concluded a positive net impact of marijuana use. “Marijuana may increase positive affect, which in turn could reduce the likelihood of conflict and aggression,” the report concluded. It is unclear if the reduction of physical violence is due to a numbness the user may experience to verbal jabs and slights, or if the source of potential arguments is smoothed over when the users smoke marijuana, but the researchers noted the net result not the cause. “Chronic marijuana users exhibit blunted emotional reaction to threat stimuli, which may also decrease the likelihood of aggressive behavior,” the report said. While the report noted the blunting of stimuli, it did not apparently discuss the increase in stimuli perception when both partners have smoked, in particular the positive correlation smoking weed and having connected sex together can have. Tomatoes ‘important in prostate cancer prevention’ decrease risk by 24%, compared with men who ate two-and-ahalf servings or less. “Our findings suggest that tomatoes may be important in prostate cancer prevention,” said Vanessa Er, from the School of Social and Community Medicine at Bristol University. “However, further studies need to be conducted to confirm our findings, especially through human [clinical] trials. “Men should still eat a wide variety of fruits and vegetables, maintain a healthy weight and stay active.” The cancer-fighting properties of tomatoes are thought to be due to lycopene, an antioxidant which can protect against DNA and cell damage. The researchers also looked at two other dietary components linked with prostate cancer risk selenium, found in flour-based foods such as bread and pasta, and calcium, found in dairy

products such as milk and cheese. Men who had optimal intake of these three dietary components had a lower risk of prostate cancer, they said. Commenting on the study, Dr Iain Frame of Prostate Cancer UK said there was not yet enough evidence to make concrete recommendations on which specific foods men should eat to reduce their risk of prostate cancer. “What we do know is that men shouldn’t rely too heavily on one type of food, such as tomatoes,” he said. “A healthy, balanced diet with plenty of fresh fruit and vegetables, together with regular exercise is by far the best option.” Tom Stansfeld of Cancer Research UK added: “While eating foods rich in lycopene - such as tomatoes - or selenium may be associated with a reduction in the risk of prostate cancer, this has not been proven, and this study can’t confirm whether there

Heart disease giving way to cancer as top killer of men PARTS of Europe are reaching a “tipping point” where cardiovascular disease is no longer the leading cause of death, a study shows. Four million deaths each year - nearly half the European total - are due to cardiovascular disease. But a report in the European Heart Journal shows improving heart health means cancer is now a bigger killer in some countries, such as Denmark. Yet eastern European countries are lagging far behind. The number of deaths from cardiovascular disease, which includes heart attacks and strokes, has been falling for decades. Lifestyle improvements, including a fall in smoking, as well as better treatments are behind the trend. Now the University of Oxford analysis shows cancer is causing more deaths than cardiovascular disease in men in 10 countries: Belgium, Denmark, France, Israel, Luxembourg, Netherlands, Portugal, Slovenia, Spain and San Marino. In just one country Denmark - cancer deaths have overtaken cardiovascular disease in women.

EATING tomatoes may lower the risk of prostate cancer, research suggests. Men who consume more than 10 portions of tomatoes each week reduce their risk by about 20%, according to a UK study. Prostate cancer is the second most common cancer in men worldwide, with 35,000 new cases and around 10,000 deaths in the UK every year. Cancer experts recommend eating a balanced diet which is high in fruit and vegetables and low in red and processed meat, fat and salt. The Bristol team analysed the diets and lifestyles of around 20,000 British men aged between 50 and 69. They found men who consumed more than 10 portions of tomatoes each week - such as fresh tomatoes, tomato juice and baked beans - saw an 18% reduction in prostate cancer risk. Eating the recommended five servings of fruit or vegetables or more a day was also found to

The oral vaccine is leading the fight to eradicate polio, but trials in India show an additional injection of inactivated virus boosts immunity. The World Health Organization said the findings, published in the journal Science, were “truly historic”. The disease, which is spread through contaminated faeces, can cause paralysis and even death. Fighting polio has been one of the biggest success stories

in global health. In 1988, there were 350,000 cases of polio in more than 125 countries. The disease is now widespread in just three countries Nigeria, Afghanistan and Pakistan and cases have fallen by more than 99%. Two drops of the oral vaccine, which contains a weakened polio virus, is the preferred tool in eradication efforts because it is cheap and gives resistance in the digestive tract to lower transmission of the virus. The injected vaccine works largely in the bloodstream.

They are not prepared to take any other decisions on drivers until they know whether Alonso will leave Maranello. Button is out of contract this year and wants to stay at McLaren.

Twin towers of destruction HOW many times must a man fall down before you can call him a man? And how many times must a white dove sail before she sinks in the sand? The answer, my friend, is blowing in the wind. The answer is blowing in the wind. That short excerpt from “Blowing in the Wind” is perfectly applicable to the twin towers of sports destruction in the TCI—namely the TCAAA and the TCICGA. Together they have done considerable national harm and destruction to the sport of track and field and have at times made a mockery of the TCI at the international level. I have been constantly calling for their resignations and for a national investigation into the mismanagement of their administrations and stewardship and finally a total national restructuring of these two bodies. TELL ME WHY It is totally inconceivable for me to comprehend why it is so difficult for these self-seeking individuals to just put national interest first. Because in my opinion they just can’t handle it and have been a perpetual stumbling block to the nurturing of the inherent

COMPARISON In 1977/8 the first president, founder, sports director and national coach of these two associations (Josh for Sports) came back from our first international games with four medals. I ask the question, how many medals have the administrator who has been associated with these bodies, as a top executive for the past 34 years, been responsible for? You answer that question. The main emphasis should always be on the athletes; sometimes I feel these two associations miss the boat on this simple task. How many times in the past has the TCI been represented by ill-prepared athletes? How many times have we seen a very

large contingent of officials jump on this bandwagon (international events) to see the world? It literally makes me sick to see how some of our natives behave so unpatriotic. Please let’s put country first and selfish needs last. Some might question my right to speak on this topic, but the truth is it was I, Josh for Sports, who created these national associations a long time ago.

QUESTIONS 1. What was done with the US$100,000 that was supposedly given to the TCICGA by the British Commonwealth Games Association? 2. Why was it necessary for the association to publicly beg for funds from the public if this money was available? 3. Why did the team spend three weeks in Scotland? 4. Why is it that some athletes and officials allegedly spent five weeks abroad? 5. Why were injured athletes (or those not 100%) taken to the Games? 6. Why was it necessary to have eight athletes and eight officials? 7. Why, if that is the case, did most of

Champions League draw: Real Madrid draws minnow Ludogorets REAL Madrid, the kings of Europe, will take on a team living one of the greatest fairytale stories in its history. Bulgarian side Ludogorets Razgrad, which clinched its place in the group stage following a dramatic penalty shootout playoff victory, will travel to the Santiago Bernabeu stadium to face the defending champion. Real, which defeated city rival Atletico 4-1 in Lisbon last year to win “La Decima” -- it’s 10th title, is attempting to become the first team to successfully defend the Champions League. Ludogorets will also face fivetime champion Liverpool as well as Swiss side FC Basel in Group A. It is a dream come true for Ludogorets, which defeated Romanian side Steaua Bucharest thanks to two penalty saves from stand-in goalkeeper Cosmin Moti. Moti , a defender, went in goal for the shootout after goalkeeper Vladislav Stoyanov was sent off with one minute of extra time remaining and made himself a hero. Elsewhere, Bayern Munich will

face Manchester City in a repeat of last season’s group stage contests. Munich produced a fine performance to win 3-1 in Manchester but was stunned by the English club at the Allianz Arena, losing 3-2 in the return fixture. Bayern and City will also have to negotiate tricky ties against Roma and CSKA Moscow if it is to progress. In Group F, Zlatan Ibrahimovic will face two of his former clubs after Paris Saint-Germain was drawn alongside Barcelona and Ajax. PSG, which was beaten in the round of 16 by Chelsea last season, will also have to take on Cypriot side Apoel Nicosia. It’s a case of déjà vu for Arsenal and Borussia Dortmund after the two teams were drawn together for a third consecutive season. Dortmund, which was beaten by Real Madrid in last year’s quarterfinal, triumphed against Arsene Wenger’s side in London but was beaten at home by “the Gunners.” Turkish side Galatasaray, which reached the second round last time

It does not take a rocket scientist to know that an athlete cannot represent two countries. Delano is no longer a TCI

representative. He is British period. He is in the big league. I know he did the right thing.

I NEVER KNEW To my knowledge the TCIG did not give Delano any scholarship. The British governor Wetherell gave Delano and Domanique Missick scholarships as a reward for their gold medals at the 2011 CARIFTA Games. Also why is Domanique still not in school? Should that not be a priority? The more I teach some people, the dumber I get. The only option in moving forward is to get fresh blood in those national bodies. Let’s put our athletes first. Ifeanyi Otuonye can’t wait to get back on the track and in the sand.

Otuonye confident of full recovery after injury TCI’s national long jump record holder Ifeanyi Otuonye is confident that he can fully recover from an ankle sprain which left him off the podium a few weeks ago at the NACAC U-23 Athletics Championships in Canada. Otuonye, who was a favourite for a medal at the event, could just jump 3.84M. His national record 7.74M at the Commonwealth Games (last month) was better than the third place finish in Canada. And prior to the competition he was confident of jumping further. The Kansas State University student is now focused on his next season and has not sat down with his injury which he sustained in practice while in Canada.

“I don’t have full motion in my ankle as yet, but I’m still doing some rehabilitation work to stretch and strengthen the muscles and ligaments around my ankle.” Luckily for the athlete the U-23 meet was his last for the season. He said when he got injured, his spirit was low, because he was unsure how long his injury would last. “It has really gotten better quickly so I’m alright now.”

Horton opts out of ‘Summer Nights Rally’ in Barbados – But will travel for ‘Sun and Stars’ race meet ONE of TCI’s ace motor car driver Paul Horton has opted out of this Saturday’s Summer Nights Special Stage Rally in Barbados, due to work commitments and other commitments caused by the recent storm. Horton, who along with co-driver Kris Yearwood finished second in the Super Modified 7 in his well-

prepared Classic Ford Escort Mk in June (also in Barbados), said he only made the decision after a management discussion earlier this week. “Last year we won our group ‘Modified 7’ in this event (Summer Nights Rally) and I was looking forward to try to repeat the same result.”

Horton would not stay away from the sport for long, since he has already made plans to travel to Barbados for the island wide Sun and Stars event on September 13th (14:00h-24:00). Horton was also victorious last year in the Modified 7 group at this event.

BACK ON TRACK Otuonye, who also runs the 400M relay for his school, said that he should begin regular training in about two weeks. “I can’t wait to get back on the track.”

TCIRFU AGM set for next Thursday THE Annual General Meeting (AGM) and elections of office bearers will take place next Thursday (September 4) at 19:00h at the TCIRFU Clubhouse on Meridian Field, Grace Bay. Persons will be elected or reelected to serve as: President, Treasurer, Secretary, Social Secretary, Public Relations Officer, Captain, Vice-Captain, Women’s Representative, Youth Development Officer and Youth Representative. Over 50 children expose to different levels of football in TCIFA Summer Camp Over 50 youngsters in TCI were introduced or re-introduced to the different dynamics of football when the Turks and Caicos Football Association (TCIFA) held a oneweek Summer Camp recently at the TCIFA Academy ground. The camp, which targeted children age 4-14, had 14 youths in the 4-6 age group, 15 in the 7-10 age

group and 25 in the 11-14 age group. Technical Director Craig Harrington said the camp was excellent. He said that the ages 4-6 were just beginning the game and that the camp focus for them was: “On fun, exciting games to build confidence and teach fundamentals, with maximum participation in a fun oriented environment”.

He added that the middle group, (7-10 age group), were challenged throughout the camp to consider basic tactical components at an age appropriate level, which included attacking and developing principles. The oldest group (11-14 age group) worked “on their decision making all week while developing themselves both technically and tactically”.
