Child shoots self in the head with uncle’s gun BY DAISY HANDFIELD TWO charges have been laid against a man following the tragic death of a four-year-old boy who shot himself in the head during the early morning hours of Sunday (July 26) at a home in South Dock, Providenciales. Twenty-six-year-old Daniel Been Jr, believed to be the uncle of the deceased child, has been charged with carrying a firearm and keeping ammunition, both of which were used in the fatal shooting. He appeared in Providenciales Magistrates Court on Wednesday (July 29) before Chief Magistrate, Clifton Warner and was remanded to prison until September 4. At about 7.46am on Sunday, police were called to the home of a woman in South Dock who reported to them that a child had been shot in the face. Multiple units responded and a crime scene was established at the hospital, where the child was immediately transported, and the South Dock home by forensic officers. Police are still carrying out their investigations into the circumstances of the shooting. Last weekend, the hospital confirmed the child was pronounced dead on arrival at the facility. The hospital’s public relations officer Takara Bain expressed condolences to parents and family for the tragic loss, on behalf of the hospital. Premier Rufus Ewing also expressed his sincere regret this past week, on hearing of the tragic death of the minor. Ewing said that incidents of this nature not only affect the families of the victims, but also affect the nation. “This is a very sad time for the

entire country. As a leader and a father the tragic death of this child weighs heavily on my heart. “On behalf of the Government, the people of these beautiful islands and my family, I extend my sincere condolences to the family of the deceased. “May God be your source of strength and comfort during this difficult time.”

Premier disappointed at lack of enthusiasm for national awards PREMIER Rufus Ewing has expressed his disappointment at what he sees as a lack of enthusiasm from Islanders to nominate deserving individuals for national honours and awards. “I was kind of disappointed with the [lack of] enthusiasm of persons to nominate individuals. “I would have thought that there would have been a floodgate of persons writing citations on people who they know have made significant contributions and then sending it through. “That was not the case and I hope that next year, persons would really take a good look at persons who have made significant contributions in our communities and to get to know exactly what they did other than just writing to say that this person should be nominated, and write a true citation that can read for the persons being honoured,” Ewing stated during a House of Assembly sitting this past week. He stated that in spite of this, the National Honours and Awards Committee (NHAC) worked with those who were nominated and the results will be shared with the general public sometime in August, when it is gazetted. The list will then go to Cabinet

shortly thereafter, and the awards will be bestowed on the selected people in October during National Heritage Month celebrations. The selected people are being honoured for their significant and meaningful contribution to the TCI. The new award categories and descriptions are as follows: The Order of National Hero – For extraordinary and outstanding achievement and merit in service to

the Turks and Caicos Islands or to humanity at large. The Order of Turks and Caicos Islands – For service with distinction in any field of discipline. The Patriotic Award Cayos Medal – For demonstration of a keen sense of national consciousness and for rendering exceptional sacrificial service to the islands and the people. The Patriotic Award Mouchoir Bank Medal – An honourary award for demonstrating a very high regard for national integration and philanthropic contribution to the development of the islands. The Long Service Medal – For outstanding and exemplary public service to the islands and its people for a minimum period of 20 years. The Meritorious Service Medal – For sacrificial and meritorious service in a field of service that is inherently challenging or for a brave or humane act in the islands or abroad. And the National Young Achiever’s Medal – For Turks and Caicos Islanders between the ages of 12 and 25 years who has performed exceptionally well on a national, regional or international level in the areas of culture, academics, performing arts and sports among others.

CJ to hear constitutional arguments in corruption case BY DELANA ISLES IN WHAT could likely be the last and the most significant of the legal challenges to Justice Paul Harrison’s carriage of the corruption case, attorneys for Michael Misick are challenging the constitutionality of Harrison’s court. Newly appointed senior counsel, Ralph Thorne, QC of Barbados and local attorney Beryn Duncanson are set to appear before Chief Justice Margaret Ramsay-Hale on Tuesday (August 4) to argue their case. The lawyers are also challenging the power of the court to order a trial without a jury. In written statements to the press on Thursday, Thorne stated: “The challenge springs from fundamental breaches of law that have been legislated specially for this trial. “We are contending that the Government has established a special court akin to those of other countries that have experienced severe, social, political and military unrest. “Unless it can be demonstrated that this kind of upheaval has taken place in Turks and Caicos, every citizen of this country remains equally entitled to the protection of the constitution.” He stated that apart from

challenging the constitutionality of what appears to be an undue special court, they are challenging the law that gives that court the power to order that Misick must be tried without a jury. “We are contending that this order tramples on ancient and sacred principles that stipulate that in matters of trial a man is entitled to be ultimately judged by his fellow citizens.” He continued: “It has not escaped our attention that our client is being denied this right while all around him others have been given the same right. “We strenuously contend that jury trial is not a luxury nor a privilege. It is a right that is not easily whittled away.” The lawyer said that they will be arguing that there is no option other than a fair trial: “You either have a fair trial or none at all. We are concerned that in the prevailing legal circumstances the prospect for fairness seems to have lost its constitutional guarantee.” Thorne added that they will be arguing that the report of the Commission of Inquiry into possible corruption is the birth-place of the unconstitutional provisions now being pursued.

“It is a matter of some regret that a document which sought to prescribe solutions to a political crisis has transfigured portions of itself into to a legal regime of trial in a nontraditional court and without a jury. “It seems horribly wrong in a stable democracy with a strong inheritance of English legal values and we hope to persuade the court to a similar view,” the senior lawyer noted. Local attorney, Beryn Duncanson, when contacted on Thursday stated that the motion may likely be the last effort for the Privy Council to order a jury trial and order Harrison replaced in the case. He said that the motion could not have been filed if the defendant had not exhausted all of the other legal remedies. He further explained that the matter will reach all the way to the Privy Council, if denied by RamsayHale and then the Court of Appeal which meets for the last time this year in September. Duncanson noted that while filing the constitutional issue is more of a formality, this is the last chance they have of getting the issue up to the Privy Council, because even though the defendant does not need the appellate court’s permission to take

the matter to the Privy Council, the correct channels to get there have to be observed. “This is a highly significant challenge, because all the stuff that has gone before, there was no guarantee that they would have made their way up to the Privy Council; these are serious technical issues that need to heard,” Duncanson said. The last challenge to Harrison’s tenure was rejected by the Judicial Committee of the Privy Council on May 11 after they heard arguments

related to the independence of the Jamaican jurist and whether the correct standard of proof was applied by him in denying the ten corruption accused a trial by jury. The appellants questioned whether a judge appointed for a limited period has sufficient security of tenure to be an “independent and impartial court” as required by the constitution of the TCI and whether on an application in a criminal case for trial by judge alone, there is a standard of proof and, if so, whether it is the criminal standard.

Public meeting on building height increase now August 12 THE TOWN hall meeting on the increase in building height in the TCI previously scheduled for August 5 has been postponed to the following Wednesday, August 12. As previously reported, the meeting will still be held at the Gustarvus Lightbourne Sports Centre at 7pm. The Government is asking everyone to please make an effort

to attend so that their views can be heard. People can also make written representations, prior to the public meeting, with the heading ‘Public consultation building height’ in an email to publicconsultation@ gov.tc or in writing to Premiers Office, Hilly Ewing Building, Providenciales between 8am and 4.30pm.

A Weekly News column that puts you on the spot for your opinions on the issues of the day

Is a curfew needed? CHRISTIAN leaders will be proposing the imposition of a curfew to help curb the high incidence of violence among young people in the Islands. Youth Affairs Minister, Akierra Missick said that she will be considering the report when it is submitted to her, and she called on everyone to pitch in and help the youth within their communities. What are your thoughts?

Ban violent material

The videos, music and TV shows our young people listen to and watch depict great violence. The curfew should be imposed on this material as well.

Reinstitute the curfew

We always had a curfew when I was growing up in Grand Turk. The jail bell would ring and every school child must be and always were off the streets. It worked for us then, it should work for us now. We have children from different cultures whose parents allow them to run wild. Some of these cultures are more permissive with their sons and allow them too much unsupervised freedom. Yes, reinstitute the curfew. They will all be better for it.

Band-Aid cure

We agree with the idea of a curfew but that is only a Band-Aid on a much deeper problem. Why have our youth turned to crime? It was Akierra’s uncle who she represented before Robin Auld. Uncle Mike who gave away funds we did not have to our youth for pretend jobs. While millions were spent on booze parties, entertainment, sports stadiums and games it all dried up and must now be paid back. Akierra’s other uncle ran his bank into the ground making vehicle loans to our youth using seniors’ pension funds and the loans were never repaid. We all saw the repossessed vehicles for sale on a lot here in Provo. Akierra’s daddy helped hustle the banks records off to the Bahamas to hide his brother’s bank activities.

Troubled youth, PNP’s legacy

No employment for our youth and more than a decade without needed schools and trade schools. Her party sent party faithful’s children off on scholarships but instead of attending college they partied in the USA.

Now we have to keep them home at night? Our troubled youth are the legacy of the Deputy Premier, Education Minister’s party. Now her relatives and party cronies are finally heading to court. Our youth has embraced their same selfish culture.

Good initiative

It is a good initiative and pleasing to see the church leaders taking the lead for only success can be achieved through positive involvement of all in the community. The Government can do only so much. I commend the Youth Department for the reintroduction of the Cadet Programme and young people must be encouraged to join, it is a way to help build character and teach good values. The young people themselves seem to be thriving on a culture contrary to the traditional values embedded in the TCI. Whether we like it or not, we are reaping the benefits of our failed policies in the past and can lay the blame squarely at the feet of all political parties who did not seek to put proper immigration controls in place. So now we have a country filled with unruly children who have no respect for themselves or the authorities, they feel that they are invincible, carrying on with their criminal activities is a way of life. Oh what a society we have created where the child is ruling the parent. It is not too late and all is not lost but we have to make a concerted effort to put them on the right track.

Parenting courses needed too

Parenting skills have gone down the chute! If these kids are so out of control that the Government must implement a curfew, maybe they should also implement compulsory parenting courses. This behaviour starts at home, not on the street!

Invest in the country’s future

Incidences of violence among young people in the Islands are not sole results of Christian lacks, but are direct result of horrible and deplorable conditions that they are forced

to compete and function, and more-so, the unbelievable levels of unemployment. Prayers will surely help in changing views, but meaningful actions will go a long way in changing behaviours and actions! To lay blame on Christian values and behaviours, or lack thereof, is unconscionable and irresponsible. The blame lies with us, leaders. The devil finds much things to do with idle hands, and it would behove our representatives and leaders to provide vehicles requisite to modifying the deplorable conditions that the youths are force to exist in. Imposition curfews shift responsibilities, minimise use of scare resources, and show inexperience. In times of crisis, true leaders react and lead. Reasoned proactive efforts rather than reacting collections is best practiced approach, and demonstrates strength. Invest now in our future and the future of our country.

More community youth centres

Curfew is fine, however recreational centres would be more affective with decent closing hours. Curfews only will serve for persons under the age of 18, so not much will change.

Very pleased with the suggestion

I am quite pleased to see that the churches are coming forward with ideas to help with the troubling situations we find ourselves in as it pertains to the youths of the Turks and Caicos Islands. What happened with the truancy officers? Do we still have them in the school system? If not then maybe we need to reinstate and enforce this arm of the school system. I believe that any child at high school level and under should not be out especially on a school night without being in the presence of the parent(s) or guardians. I can only hope that this move will open the eyes of the sitting Government to see that we can no longer pay lip service when it comes to the development and protection of our youths. It is high time that we build and run a trade school here to give the young men and women who are not inclined, do not possess the necessary educational level or simply

cannot afford to go to college to be able to be productive citizens in our country. It is also imperative that some parents begin to seriously take on their responsibility as parents. This level of youth violence has become possibly the number one threat to the continued development of the Turks and Caicos Islands.

Listen to the Christian leaders

Christian leaders are correct. There needs to be discipline at home, in schools, and at church. The level of violence is high and too high. Where is this coming from? Is it end time prophetic realisation? Parents are younger and tend to be more lenient today. Kids are allowed to stay up all night, watch R rated television, violence, killing, killing for the sake of killing. TV stars who are killers tend to be heroes of the youth. Yet there is little in the way of parental guidance and leadership in the home because in large measure there is little to say that the kids have a home. Most parents are young, running behind a lost relationship; most have no experience in parenting. Frustrated, illguided angry youth and a lost generation is the result. Kids today do not have to go to church and Sunday school where they can be taught patience, caring, self-restraint, collegiality for the other and self-control. The real parent of today’s youth is the TV, the Xbox, the video games that inspire violence and in large measure inspired by the ‘Occult’. Let the islands go back to basics on this issue. Adults need to be adults, set the right examples and let’s be real. A report to study what we all already know cannot help this situation. Just stop the childish behaviour in adults and set the right example.

CMK discusses buyout of South Caicos development with Gov’t THIS week Cabinet looked at proposals from CMK Sailrock Limited related to the acquisition of property from High Point development (Caicos Beach Club) on South Caicos. Earlier this year, CMK bought the property on the auction block from Scotia Bank, which had foreclosed on it. The sale of the property, which has sparked some amount of dispute by investors and the former developers, has led to the former developers announcing their intention to sue the bank and maybe the Government. Back in May, Patti Rahl, lawyer for the former developer told this publication that the bank had not honoured her client’s equity as required by the registered Land Ordinance. The lawyer had also accused the Government of being in breach of the development agreement they had with her client, which required the provision of a working runway and a developed airport in South Caicos. She said they have had many discussions with the Government over the years about the airport’s development, to no avail. “The Government has an obligation to deliver a working runway and a redeveloped airport. “We have given the Government several notices that we would be open however they never had the money to commence the airport,” Rahl said at the time. As to the redevelopment of the South Caicos airport, John Smith, CEO of the TCI Airports Authority, when contacted this week, told the Weekly News that he will be releasing information on its progress very shortly. However, Minister of Finance, Washington Misick, when contacted on Thursday said that the plans for the airport are moving along and that tenders are expected to go out within the next ten days for the construction of the fire hall and tower. He said the intention is to have both up and running by the end of October. In June this year, while answering questions from the Opposition in the House of Assembly, the minister had stated that the new tower would be completed by July month end, allowing flights into South Caicos.

He also said: “It’s all going to be phased in; the tower is going to be operational by the end of July so that fights can come in. “The planning cycle is taking place and the lessening or the turning point at the end of the South Caicos airport; all of that work is being planned. “We have had consultants in TCI very recently to look at that work and whatever design that is necessary and the scheduling of that work that is available to TCIG.” The delay in getting the airport up and running was the reason cited by the lawyer for the former developers failing to complete the project and it ending up on the auction block. “In 2011 Governor Wetherell asked us to build the airport because they had no money, and we had made several offers in the past to build the airport, so the crux of this is that there are breaches of the development agreement,” Rahl told this publication. She said that their offers were eventually rebuffed, and if her clients do decide to sue the Government, this would be one of the topics of the lawsuit. The sale of the Beach Club came to the public’s attention when the 460 investors/unit owners in the project took to private forums on the internet to express their worry about their investment. In a subsequent letter to this newspaper, the owners stated that they will be suing the developers for the recovery of their $40 million investment. But the lawyer had stated that the anger of the investors/unit owners was misdirected. “The unit purchasers collectively put in $40 million in deposits, if $40 million has been invested in the project then there is no fraud or embezzlement or anything like that, we have all the statements with Scotia bank, it’s all above board; people are angry, but their anger is misdirected. “Why have we not been able to refinance the project, is what they should be asking.” She said they were not able to refinance the project because of the airport. (DELANA ISLES)

Hall and Gardiner bemoan lack of civic pride By Delana Isles THE UNWILLINGNESS of the public to provide the police with any information they may have regarding crimes and criminal activity in the Islands has drawn the ire of Speaker of the House of Assembly Robert Hall. On Wednesday (August 29), Hall addressed what he sees as a change in attitude in the Turks and Caicos Islands when it comes to crime; a topic which has been on the tongues and minds of many in recent months. “In some cases, it’s a shame to see what is happening, the whole matter of civic pride in many instances seems to be lost, so often we abdicate our responsibilities to our own children and then we blame it on police or somebody else. “I see so many youngsters liming the street corners, some of them who are still in school, all kinds of hours, and I wonder where the parents are. “So often some of the kids are involved in smoking of drugs and all kinds of stuff and then what bothers me ever so much with the crime, is that people get into this habit of saying ‘Oh well, I don’t want to be a snitch’ - that is awful.” Hall stated that in spite of how good the officers of the Royal Turks and Caicos Islands Police Force are, they still need the help and assistance of people in the community to provide them with leads and certain information to investigate criminal activities. “It is a shame that people are

Speaker of House of Assembly, Robert Hall

Minister of Border Control and Employment, Don-Hue Gardiner

walking about and their conscience are not pricked when they know exactly what happened. “That is really, really a shame; but you know what is going to happen, when it comes home to you then you’re gonna cry out Lord why me. Today it is somebody else, but tonight it could be you,” an incensed Hall warned. He then challenged people in the TCI to really examine themselves and “step up to the plate”. “This whole nonsense about we have no confidence in the police; sure there may be questions, but I find it in many cases as an excuse. “There must be somebody in the force that you can go to in confidence and there are various means set up now, where you don’t have to fear your information being disclosed.” He added that the people have to come together and act to protect the community. “So often we talk of ourselves having the lowest crime rate in the

region, but that’s changing – we cannot sit on our laurels, we have to act much more responsibly,” he further warned. Minster of Border Control, DonHue Gardiner, lending his voice to the chorus of calls for the community to help the police in its crime fighting efforts, said that in light of the upcoming emancipation celebrations it seems that the country has exchanged the shackles of slavery, for the shackles of crime. “We seem to be enslaving ourselves with crime and violence amongst our youth. “If we are not able to pull ourselves back from the brink, and the ravages of crime and what it does to our society, it can be the undoing of all those good men and women who have gone before us and who have fought for us.” He urged people to be mindful of the impact of slavery and never again allow themselves to become slaves, and surely not slaves to crime.

Breezy Brae human remains that of Kevino Smith By Delana Isles FORENSIC analysis of the human remains retrieved from the bushes in the Breezy Brae area in Grand Turk has confirmed that they are that of missing man Kevino Smith. Smith, who has been missing since March 4, was long believed to be the dead man, but police were only given confirmation of this on Friday (July 24) by the US lab where specimens were sent off for examination some months ago. Acting Deputy Commissioner of Police, Rodney Adams, along with Clifford Henry, Assistant Superintendent, Divisional Commander for Grand Turk and Pastor Chad Archibold broke the news to the public during a press conference on Tuesday, at the police headquarters in Grand Turk. Pastor Chad offered a word of prayer to the Smith family to comfort them during their time of bereavement. “Yes, there has been a lot of speculation about the length of time it was taking to determine whose remains they were. “I am now pleased to report that on Friday we finally received a report from the lab in the US and we can now confirm that those remains are those of Kevino Smith,” Adams reported. He said that he met with the family earlier on Tuesday to give them the sad news. “It is not an easy moment for the family… I want you to continue to lift them up in prayers. “On behalf of the Commissioner of Police we wish to extend words of sympathy to the Smith family, I also do so on behalf of my family and I,” Adams said. Superintendent Henry appealed to the citizens of Grand Turk to let the police carry out their investigations. “There are a lot of issues going on here in the division. We must take heed as it relates to law and order; we cannot go out on a daily basis and commit acts of crime and expect nothing to be done. “The police department will take a serious look into the issues that are going on here in the division. “There are issues between the Over Back community and the

Back Salina community,” Henry said, warning that police will not be tolerating any kind of infraction that relates to disobedience of the law. “Please parents, speak to your kids, adults speak to your juniors, direct them; we do not want this to escalate into any serious situation,” Henry urged. Chiming in on Henry’s warning, Adams said that the police in their investigations have to deal with facts, as assumptions and speculations do not equate to evidence. “I want to reassure the community of Grand Turk that we will leave no stone unturned and we will ensure that there is justice for Kevino Smith,” the Deputy Commissioner said. Pastor Chad also appealed to the residents to provide the police with whatever information or resources they have as it can prove very important. Superintendent Henry reminded that any information can be called into the police hotline at 1-800-TIPS with a guarantee of anonymity. Since the disappearance police have been offering a cash reward to anyone who has any information about Smith’s disappearance. Asked about any new leads the police may have as to who the perpetrators are, Deputy Commissioner Adams was reluctant to say at this point, stating only that the investigations have been ongoing and will continue until those responsible are caught. Early in July, at another press conference, Adams revealed that police have not questioned anyone else since Smith first went missing; neither do they have any persons of interest from the investigations into the man’s disappearance so far. The 25-year-old man was first reported to the press by police as a person of interest in connection with a firearm incident, which occurred the same day that he went missing on Wednesday, March 4. Police had said that at about 11.45pm a report was made to Grand Turk police station requesting police assistance at the residence of the Ashton family in Breezy Brae in Grand Turk. Two officers were dispatched to

the scene where an occupant of the residence reported a serious incident involving the use of a firearm. That same night the officers conducted a search around the surrounding areas for a suspect who was reported to be Kevino Smith, but he was not located. At 1.11am the next day, officers were called to Smith’s residence on Osbourne Road where an old unused pick-up truck was on fire. The fire was extinguished with the help of people from within the community but Smith was not at home. Investigations were then launched into the incidents as Smith became a person of interest to the police. Another pick-up truck, which is also owned by Smith, was found in Breezy Brae area that same Thursday. It was taken to Grand Turk Police Station for investigation purposes. The following day, at about 11.30am Patti Smith reported to the police station that she had not seen her son Kevino Smith since the Wednesday that week and that he was missing. A search was carried out throughout the Island and the surrounding Cays but Smith was not located.

North West Point development to carry out road works CABINET has approved a request by North West Point Development to carry out maintenance on the public road to the North West Point resort in Providenciales. The approval was given during Tuesday’s (July 28) meeting of Cabinet in Grand Turk, a post Cabinet statement read. Cabinet also agreed to donate 50 loads of quarry material from the airport stockpile necessary to maintain the road, the release read. Other matters dealt with during Tuesday’s meeting led to the members also agreeing to mutate parcels of Crown land on South Caicos and Providenciales which were vested in the Ports Authority under the Ports Authority Ordinance. And to amend the Ports Authority Ordinance to vest additional parcels of Crown land on North Caicos to the Ports Authority which were acquired for the operations of the ports. Church leaders bemoan relaxed approach to TCI laws BY DAISY HANDFIELD A FELLOWSHIP of pastors in the Turks and Caicos Islands said they are concerned about a number of issues that are taking place on the Islands, one being the tragic death of the four-yearold who recently shot himself with a gun. During a meeting held at Point Grace resort in Providenciales on Tuesday (July 28) pastors voiced their opinions on several issues. Member of Providenciales Ministrial Fellowship, Bernard Been, spoke at the event and said that he thinks that there are a number of issues with families, change in culture and a relaxed approach to the laws of the TCI demonstrated by residents. Father Been spoke on the increase in crime in the TCI, and expressed his regret at the death of a child by gunshot. “It starts with little things, and because we have allowed the little things to go unnoticed and unchecked, the big things happen.

“We have seen a tremendous increase in gun crimes, these things never happened in the TCI, that’s because we had in place a check system of the little things. “Let’s get back to those little things to help curve the little things.” He said that this behaviour needs to be checked before it gets out of hand, adding that a deteriorating approach to illegal activities or even neglectful habits may set the precedent for bigger crimes and tragic deaths such as the one of the four-year-old boy. Another member of the fellowship, Derek Hamilton of Bethany Baptist Church, said that as people continue to allow things to erode, there will be less substantive things upon which they can stand or hang a hat. He said that it is not necessarily the strengthening of Christianity, but the strengthening of the preservation of the country. The Bethany Baptist Reverend said that it is a state of abandonment

Douglas Missick found guilty of firearm offence DOUGLAS Missick was on Wednesday (July 29) found guilty for the offence of possession of a firearm with intent to cause fear. Supreme Court Judge Robert Shuster, who presided over the trial, remanded Missick to Her Majesty's

Prison in Grand Turk until his next appearance in court on Tuesday, August 19, for sentencing. Missick was arrested and charged by police following an incident where he pulled his gun on some people with the intent to instil fear.

Five new ambulances to arrive on Tuesday THE LONG awaited ambulances for the Emergency Medical Services departments in the various islands are finally arriving in the country on Tuesday, August 4. This is according to the Premier and Minister of Health, Rufus Ewing during a House of Assembly address on Wednesday (July 30). “One for Grand Turk, one for South, one for North and Middle Caicos and two for Provo. “And the garbage trucks for Grand Turk and South Caicos are on the way as well,” Ewing told members of the House. Since February this year, the contract for the supply of the five new and fully equipped vehicles was awarded, after the tender notice was first issued in September last year.

For many months prior to that the Government had no success when it asked for bidders to come forward to supply three vehicles, and the contract went unassigned. Government had previously budgeted in the 2013/2014 budget for the purchase of two new ambulances – one for Providenciales and one for North and Middle Caicos, but no offers were made when the project was first tendered in November 2013. As a result it was extended three times. Two additional ambulances to support operations on the family islands were since included in the Ministry of Health’s list of capital projects for 2014/2015.

The fellowship called for immediate action within the society, and are reminded Turks and Caicos Islanders of their faith, asking them to embrace better morals and guidelines so that heart rending deaths do not have to happen.

Dominican poachers captured, fined by TCI court TWENTY-EIGHT poachers from the Dominican Republic were this week charged and taken before the court where they were each fined $5,400. The poachers appeared before Chief Magistrate Clifton Warner on Tuesday (July 28) where they pleaded guilty to eight offences. The men, together with 14 unlicensed vessels were apprehended on Thursday, July 23, after Enforcement Officers from the Department of Environment and Maritime Affairs (DEMA) reacted to a tip-off from the TCI’s Marine Police Air Patrol. They were apprehended at Whale Breakers, approximately seven miles south of Bush Cay on last week Thursday afternoon. They were found to be in possession of illegal spear guns, breathing apparatus, as well as just over 2000lbs of illegal catch, including parrot fish, lobster and conch. Following the arrest of the men, new DEMA Director Dr John Claydon said: “It is vitally

important to rid the TCI of foreign poaching vessels, and we are very grateful for the Marine Police’s assistance with this successful operation, and I would like to thank all the DEMA Officers involved. “In this particular case, the poachers were well-organised and well-equipped, and the scale of their illegal fishing activities was quite staggering.” The poachers were charged for the following contraventions to the Fisheries Protection Ordinance: taking marine product without a license, taking marine product using breathing apparatus, possession of spear guns, taking marine product by use of a spear gun, use of unlicensed vessels, possession of egg-bearing lobster, possession of parrot fish, and possession of crawfish during the closed season. Officers confirmed that a total of 1462 lb of lobster, including 69 egg-bearing lobster, and 485lb of parrot fish were seized. The TCI lobster season is only

due to resume on August 15 and it is considered a serious offence to fish for or be in possession of lobster during the closed season. Similarly, the Fisheries Protection Ordinance prohibits the catching of parrot fish at all times. Following the capture, Minister of Environment Porsha StubbsSmith offered her gratitude to DEMA officers apprehended the offenders. “This is proud moment as a Turks and Caicos Islander. These civil servants have shown courage and bravery and deserve our recognition and gratitude. “It is important that all potential violators understand that we will not stand by, while our waters and natural environment be abused. “Anyone that insists on malicious efforts similar in kind to these will be caught and prosecuted to the full extent of the law. “On behalf of myself and my government, we thank all persons involved with this massive apprehension and hope the good work continues,” the minister said.

Focus on renewable energy at Martinique conference

BOOSTING the use of renewable energy across the region was the topic of a recent conference in Fortde-France, Martinique. Amanda Misick, Minister of Infrastructure, Housing and Planning, took a team to the event run by the International Renewable Energy Agency (IRENA) last month. The conference, named ‘Island energy transitions: Pathways for accelerated uptake of renewables,’ was based on the Small Island Developing States (SIDS) Lighthouses Initiative. This initiative aims to mobilise $500 million, deploy 100 MegaWatts (MW) of new solar photovoltaic power and 20 MW of new wind power. Plans are also in place to ensure that all participating SIDS create renewable energy roadmaps within the five year timeframe.

According to a Government press release on Monday (July 27) under the initiative, the Martinique Island Energy Conference set forth a Martinique Action Plan (MAP). This proposed a concrete set of actions to accelerate the uptake of renewables, in particular wind, geothermal and marine technologies. Actions included the development of a Grid Integration Framework for islands as well as the creation of a network for islands to share resources, knowledge, experiences and strategies for expanding the use of renewables. Minister Missick said: “Given the initiatives currently being undertaken, I welcome the exposure and networking opportunities as well as being able to get a better understanding of the development as well as the benefits of renewables within the region.

“The exposure gives us the opportunity to see how similar countries are tapping into available resources to implement alternative energy options and curb rising energy cost for its population.” The minister was accompanied by Sparkle Prentice, Energy Analyst in the Department of Energy and Utilities, and Kathy Walkin, Head of Secretariat for the ministry. Among the models showcased at the conference from which the Turks and Caicos Islands may benefit were grid integration examples in Seychelles, São Tomé, King Island and Mauritius, as well as grid stability studies from Barbados, Palau and Martinique. Also showcased were suitable biomass and waste-to-energy applications in Palau and the Maldives, as well as options for renewable desalination systems in

The persistence of an undemocratic culture HISTORY repeats itself and many of us who do not study it will not learn its lessons but repeat the mistakes. History is a living thing and we should use it as our guide to conducting our affairs and to inspire us to achieve even greater feats. If you should tell the ordinary Caribbean person that the political issues that we currently experience are as a result of the system that existed in the 17th century and onwards, and influences how we think, it would strain belief. Dwight Lewis, a journalist, makes this connection between historical events and their influence on his country’s politics today. He writes that his country’s constitution is undemocratic in its design. Its citizens were never brought to the centre of the society and the local elites seized the opportunity presented by independence to replace the colonial masters. This led to the black masses seeing independence as a changing of gatekeepers. He states that from slavery to independence, parliament has been the preserve of gentry folk. An elitist system of government was adopted from the metropole and the contact between the state and its people remains as alien today as it was from its inception. The writer claims that his

country has tribalistic parties to whom their leaders pledge greater loyalty than to the country and this undemocratic instinct is programmed into the consciousness of the people. For me these observations go to the core of what constitutes an undemocratic political culture. Many Caribbean scholars have argued that the design of Caribbean constitutions did not involve its citizens generally and that the chosen few capitalised on the independence process, assumed the reins of governance and adopted the values of the colonial system. The majority of the people saw independence as a change of masters, since nothing significant was done to provide equal opportunity for all. The electorate is only noticed when their vote is needed. This is why from slavery to independence Caribbean parliaments

have been viewed as not representing regular folks and why the relationship between the electorate and rulers is seen as alien. On top of this, political parties still operate as warring tribes, keeping the electorate divided to prevent them from realising they are being used, and use crumbs to keep them quiet. Nationalism cannot be advanced because the consciousness of the people has been steered into rivalry. It is because of all this that Caribbean politics remains undemocratic. Democracy is for the elites with manipulation and a lack of opportunity for the powerless. Governments tout progress, but it is for the elites. Is democracy then a form of deception?

Stephenson Morris charged with forgery A TOTAL of eight charges were laid against 40-year-old Stephenson ‘Stevie’ Morris of Grace Bay, Providenciales, this week. Police said that the charges stem from a report made on Thursday, December 2, 2014 and investigated by officers from the Financial Crimes Unit of the

Royal Turks and Caicos Islands Police Force. Morris has now been charged with forgery, obtaining property by deception and six counts of uttering forged documents. He was bailed by police and will appear in Providenciales Magistrate Court # 2 on Wednesday, August 5, at 9am.

Let us please beautify Provo Dear Editor, Please allow me a small space in the Turks and Caicos Weekly News to express my concern at the uncleanliness of Providenciales. Providenciales happens to be one of the most profitable tourist destinations in the Caribbean today. Could the Minister of Health along with the Environment Department find time to look into the problem here on Provo and arrange a cleanup campaign immediately? Tourism has become the bread and butter for many Caribbean nations. It may be a good idea to make offers to residents, giving prizes for the best kept yards. The median strip could become very beautiful with Bougainvillea

flowers. These plants require very low maintenance. We should take the same pride in beautifying our small islands as the British take in keeping their streets and sidewalks in London, Wales and other areas in Britain with lovely daisies and other beautiful flowers conducive to their climate. After all, Providenciales was judged as the best island in the world by Trip Advisor. Therefore, let our visitors see that what is advertised as ‘Beautiful by Nature’ is indeed ‘Beautiful by Nature’. Yours truly, Stephanie D, Providenciales

First civil servants I am a descendant of a seconded to FCO slave: But I was born free REAL TALK

TWO TCI civil servants have been seconded to the UK’s Foreign and Commonwealth Office (FCO), it was announced on Wednesday (July 29). Neville Missick and Carmelita Rolle have been appointed as corporate services manager and personal assistant in the TCI Governor’s Office, Grand Turk. They are the first TCI Government employees to be seconded to the FCO, having just taken up their two year appointments. Governor Peter Beckingham said: “I am delighted that Neville and Carmelita have succeeded in securing these important positions, and confident they will live up to our expectations. “It also marks an important trend in our office both to localise jobs and reduce the number of UK staff. “Since I came to TCI we have reduced the number of UK staff from seven to two employees in our office. “This provides greater efficiencies, savings and allows the FCO to better draw on local expertise and knowledge, as well as providing a professional and cultural learning experience for everyone involved.”

Emancipation Day observed on Monday THIS Monday (August 3) will be a public holiday throughout the TCI as the country observes Emancipation Day. The ecumenical service commemorating the day will be held at the Methodist Church in Grand Turk on Sunday (August 2) at 3.30pm. Reverend Julia Williams will officiate and guest speaker will be the Reverend Derek Hamilton of Bethany Baptist Church in Providenciales. Premier Rufus Ewing and Portia Stubbs-Smith, Minister of Tourism, Environment, Culture and Heritage, will also speak. And there will be performances from the All Male’s Choir, Dixie Smith, Dudley Been and Ludwina Fulford. The celebration will continue on Monday at Governor’s Beach with a family fun day which will take place from 2pm. “Come and bring the family to enjoy and participate in the cultural games and be entertained,” a Government press release on Wednesday (July 29) read. “The entire community of Grand Turk is invited to attend these momentous occasions as we celebrate our history and freedom.” Vendors will provide food and refreshments.

Deputy Governor Anya Williams went on to say that it is a tremendous development opportunity for the TCI Government employees “They will be exposed to the FCO’s ways of working and culture, which will provide many benefits to them, and to TCIG, when they return in 2017.” The corporate services manager manages the Governor’s Office budgets and procurement, takes care of its buildings and infrastructure, manages the induction of new staff, leads on staff learning and development, health and welfare. This position also plays an important role in disaster preparedness, especially during the Atlantic hurricane season, and supports the Head of the Governor’s Office on the general day-to-day running of the office. The personal assistant is responsible for managing the Governor’s diary and schedule and for arranging his engagements, both in TCI and overseas. In addition, the personal assistant arranges visits and events, maintains expenditure records and provides secretarial and administrative assistance in the Governor’s Office. She also tracks and follows up on requests from ministers, senior officials and members of the public.

THE INSTITUTION of slavery became a staple in the Caribbean from the colonisation of these islands by the Europeans after the Renaissance enlightenment. From the early 15th century to the mid-19th century Africans were taken from their homes and sold into slavery. Many of these West Africans were captured by their own countrymen and sold to the Europeans in exchange for raw materials, horses and guns to continue the cycle and empower one African tribe over the other. The history of West African slavery has confirmed for me that my race mentality of selling each other out and using foreigners to put one another down was not a trait we developed after our arrival and enslavement in the West Indies. This trait was a part of us prior to our journey over the Middle Passage and subsequent emancipation. Many descendants of African slavery are always eager to blame the white European planters for their role in our slavery heritage accusing them of robbing our forefathers of their dignity, land and freedom to live as free men;

the way God intended us to be. However, when I check the annals of history, much of the slave mentality were instilled in us from West Africa. The Europeans did not have to teach us how to be envious of other families, betray them out of jealousy, desire to be like the aristocrats or blame everybody for our station in life besides ourselves. We nursed those mentalities from West Africa. That being said, our forefathers had excuses for their actions, they were not exposed to western democracy and freedoms and knew no other way to gain power. Prior to 1838, our forefathers’ idea of freedom was working on their subsistence farm when they left the plantation and telling stories while they worked for their slave masters. We on the other hand, were

born free and have enjoyed the freedoms and opportunities they could have only dreamed of. What excuses do we have for our slave mentalities? The birth of every generation of Belongers since the emancipation of slaves in the British Caribbean should have shed the layers of slavery from our mind body and soul. Therefore, in 2015, we should all be free of our forefathers’ slave mentality. I recently did some homework on my ancestry and was honoured to trace my origins as far back as my great-great grandfather Alonzo Walkin and discovered that he was a slave. I am privileged to be a descendant of a slave; but Jasmin Walkin was born free.

Broken compass

A COUPLE of weeks back we wrote about the broken moral compass of the US Supreme Court which has legalised abortion and same sex marriage. These issues had been the agenda for decades of US politicians who call themselves ‘progressive’. We have progressive politicians right here in the TCI. One charged with the rape of an American visitor. He publicly denied the rape. Later he publicly claimed he had a second woman friend who would testify she was involved in the incident and it was a consensual three way sexual encounter. Remember our local police would not permit the American who called rape to file a complaint. A year after the US authorities visited the TCI to file the complaint, the then Attorney General refused to prosecute. Now revealed on American TV is that US abortion clinics have

been harvesting the body parts of aborted children. Stealthy messengers filmed the clinic personnel describing and admitting to the process. The USA’s progressive woman candidate has now come out defending the clinics harvesting of aborted tissue by attacking the messengers who revealed the process. She says the unborn body parts are needed for research. Since 1973 55 million ‘unborns’ have been aborted in the USA. When is enough, enough? One wonders what we are progressing towards. Perhaps the second coming of Christ?

Mankind was given a free will by our creator. What have we done with this God given right? One near logical reason for legalising abortion was the dangerous illegal back alley abortions. An antiseptic abortion was preferred. The USA progressives fund the abortion clinics. Progressive politicians claim abortion is a woman’s right until the ninth month of pregnancy. Thank God the TCI has yet to ‘progress’ to this level! Progressives love to tax and spend money on themselves, their relatives and supporters. In the USA and the TCI gasoline is heavily taxed to build and repair roads.

We pay $1 a gallon but we are not building or repairing roads and bridges. In both countries the money is being spent on other huge progressive debts. Progressives campaign to support social issues where everyone is on the government’s payroll or welfare. Ask yourself after a dozen years of progressive governments have you received your share? Ask yourself why growth and inward investment has slowed to a stop and why everything is more expensive. Where is the employment for the students leaving high school? If you have a complaint you can locate your progressive representative in a bar or gambling hall almost every evening. The Benneth Williams cartoon showing nuts partnering with nuts and bolts partnering with bolts was significant. Until we go back to fastening bolts and nuts together we will continue falling apart.

InterCaribbean partners with British Airways INTERCARIBBEAN Airways recently announced a partnership of an interline ticket agreement with British Airways (BA) which will offer customers more connections to the Caribbean. Trevor Sadler, chief executive officer for the local airline this week announced that the new arrangement will make travel even more convenient for travellers to the Caribbean. “InterCaribbean Airways new interline ticketing agreement with British Airways increases the travel choices of travellers coming to the Caribbean, whether a two or three

island trip, travellers can pick their choices. “Over the last 18 months InterCaribbean retimed its schedule to create convenient ‘to and through connections’ giving many travellers in the region choices never before available. “With this new agreement we are proud to be able to partner with British Airways,” Sadler said. The CEO said that the company was pleased to take this next step by partnering with the world leading airline. “Providing more seamless ticketing options for travellers will

help those coming to the region have planned choices. “I am proud of our team as we build this Turks and Caicos based airline.” The agreement was made official on July 28.

to launch before the end of the year. BA and InterCaribbean currently serve the cities of Providenciales, Kingston, and Nassau. Punta Cana is served also by BA and in time for the winter will also be served by InterCaribbean Airways. BA is set to add an additional service to Providenciales with the winter 2015 schedule

Huge UK ship to sail into TCI this weekend

This is the second group of individuals who have returned from the Sandals Eastern Caribbean Familiarisation Trip

Second group returns from Sandals eastern Caribbean tour By Daisy Handfield A SECOND group returned from the Sandals’ Eastern Caribbean Familiarisation Trip on Wednesday (July 28). The group consisted of members of the business community who all got the opportunity to visit seven different Sandal resorts in four countries. These included one property in Antigua, three in St Lucia, a new property in Barbados and their newest property in Grenada. Elanor Finfin Krzanowski,

Beaches TCI public relations officer, told the Weekly News that the trip not only showcased how the company does business across the Caribbean, but it also gave Turks and Caicos Islanders an opportunity to see some of their other properties. “It’s a good thing, sometimes we look at Beaches in isolation. Giving people an opportunity to see how they do business, giving them an opportunity to see how Sandal interacts with the community. “I think this familiarisation trip has been an eye opener for several people who went on the trip, before

they left.” Businessman Harold Charles, who was among the second group of travellers, said that his experience of the trip was excellent. He said: “I was really impressed with the good job that Butch Stuart is doing, for not just the Turks and Caicos, but for the entire Caribbean. “I’m not saying he is doing everything right, but all I am saying is that I want all of us to put our heads together and work with him to even further improve our lives and our communities in our country.”

A 16,000 tonne Royal Fleet Auxiliary (RFA) ship will arrive in the Turks and Caicos Islands this weekend for a four day visit. Amphibious support ship Lyme Bay is on ‘hurricane watch’ from June until November 2015, ready to offer assistance to the UK’s six overseas territories in the Caribbean should a storm hit. In a press release on Monday (July 27) Governor Peter Beckingham said: “Preparing thoroughly for natural disasters in this region is vital to each UK overseas territory’s safety, security and sustainability. “RFA Lyme Bay’s visit is a very clear demonstration of how the UK supports the people and governments of its overseas territories.” Lyme Bay will arrive on Saturday (August 1) and spend the first two days of her visit in Grand Turk. There the crew will get involved in a search and rescue exercise with officials from TCI’s Department of Disaster Management and Emergencies (DDME), as well as community projects and football and cricket matches against local sides. She will then sail to Providenciales to survey where

the UK’s hurricane support ships should best be positioned if a storm struck the TCI’s most populated island – the island’s reef prevents large ships berthing there. Her Royal Marines and soldiers will further familiarise themselves with the TCI’s most populous island by working with DDME, the Police Marine Unit and Department of Environment and Maritime Affairs personnel based on Providenciales. In addition to her crew of nearly 100 RFA sailors, the ship carries 23 Royal Navy sailors, 27 Royal Marines and Royal Engineers in a specialist disaster relief unit, plus 18 soldiers from the Royal Logistics Corps. Bay Class ships, like Lyme Bay, are amphibious landings ships which can quickly offload troops and equipment in rough weather. The ship can also generate electricity and fresh drinking water after a storm. The civilian-manned Royal Fleet Auxiliary delivers worldwide logistical and operational support for the wide range of tasks the Royal Navy undertakes including war fighting, counter-piracy, humanitarian and disaster relief, and counter-narcotics operations.

Lime launches mobile 4G LTE service

TELECOMS company Lime is to launch the fastest and most advanced 4G network in the country, it was announced on Thursday (July 30). The launch of mobile 4G LTE in the Turks Islands makes it only the third Lime market in the Caribbean to offer the highly advanced technology to its customers. Lime’s general manager Delleriece Hall said: “The launch of 4G LTE in Turks and Caicos will set our islands apart as some of the best connected and best served countries not just in the Caribbean but anywhere in the world. “High Definition (HD) video will be available without buffering as soon as customers click on a website. “The freedom, speed and functionality that 4G LTE delivers is immense. “We have invested significantly to meet our commitment to deliver a world class mobile data and voice experience to our customers. “Our Belongers will finally be able to experience data speeds of up to 35Mbps on their handset and will be able to surf, stream and download as if they were using our superfast broadband service at home, but from the palm of their hands.” LTE (Long Term Evolution) is a ‘fourth generation’ (4G) mobile service which will enable the company’s customers to access mobile data at far higher download speeds than previously available. Browsing the internet,

downloading files and streaming videos will become almost instantaneous for 4G (LTE) customers. The 4G LTE network, which was deployed by Ericsson, boasts close to 100 percent coverage across Providenciales, Grand Turk and South Caicos as well as higher capacity with enhanced mobile data services. The upgrade to mobile 4G LTE is part of the ongoing $10 million upgrade launched by Lime late last year under an umbrella capital investment programme. Minister of Home Affairs, Transportation and Communications, George Lightbourne, said: “This investment in 4G LTE by Lime will undoubtedly unlock further opportunities for new business development, self-entrepreneurship and employment growth. “Moreover, it is an important step in continuing the journey towards creating a highly skilled knowledge based society.” Phylicia Hawkins, acting marketing and communications manager at Lime, said: “We value innovation and embrace excellence in the services we offer our customers; we have made a huge effort to deliver an unbeatable mobile data customer experience. “This will revolutionise the opportunities available to both the consumer and businesses in Turks and Caicos.”

TCIAA responds to visitor’s complaint of treatment at PLS FOLLOWING the publication of a letter in the Weekly News’ issue July 25 to July 31, titled: ‘Horrible airport experience in Provo’ by Pamela Koliver of Arkansas, USA, the TCI Airports Authority has responded. The following is the organisation’s response: “The Turks and Caicos Islands Airports Authority is saddened to hear that this travel experience has resulted in such negative feedback. “The airport and airlines operate in the highest standard in order to comply with international TSA regulations which are the same worldwide for a selectee passenger. “This is not the choice of the

airline nor the Airports Authority to deviate from this set standard as it would be contrary to the safety of others. “We must comply with regulations in order to ensure the safety of all passengers that pass through our facility on their way to their final destination. “The TCIAA and regulators are always adapting and adjusting protocols based on intelligence gathered in the interest of protecting all aviation passengers worldwide. “We encourage all operators to handle passengers in a courteous manner and they are indeed informed when they are a selectee passenger as it is highlighted on their ticket.”

Managing director Donald Dagenais and assistant human resources manager Deleria Simms with summer interns

Summer students gain valuable experience at Beaches THIS summer Beaches Resort Villages and Spa employed more than 60 high school and college students through a summer internship programme. “The goal of the programme is to give the students some exposure to the industry,” said assistant human resources manager, Deleria Simms. “They are about one or two years away from graduation where they will actually be in the workplace. “It gives them an opportunity to network; to get to know people who are already in the industry. “When they come in looking for a full-time position their face will be familiar and they will have an employment history here with us. “They are more likely to be considered for a full-time position.” The resort also benefits from the programme, Simms said. By training local students, Beaches is given an opportunity to hire from a labour pool that is saturated with experienced individuals who are passionate about hospitality. According to Simms, some of the students will spend both their fourth and fifth summer of high school as a Beaches intern. Many are very likely to return seeking full-time employment. Beaches reached out to local students by advertising in newspapers and contacting the schools directly. The summer internship programme which runs from the July 13 to August 14 began with a one day orientation seminar that helped the students understand the Sandals brand’s mission statement as well as the policies and procedures. One such student is Rayshell

Campbell, a third year marketing major at the University of Hull, in the United Kingdom. Campbell was placed in the resort’s concierge department to further her customer service experience. She enjoyed working with the guests and said that the experience will be vital to her career. “Dealing with customers and making them happy, that’s the best

part of my day.” Managing director Donald Dagenais said that he was excited to give more than 60 interns the opportunity to advance their professional experience. “These students represent the future of the Turks and Caicos and it is an honour to utilise each of their unique skills here at Beaches while giving them a valuable experience working in the hospitality industry.”

Blood drive held at Beaches resort THE GOVERNMENT teamed up with Beaches this week in a bid to save lives by boosting blood donations. Together with the TCI National Blood Bank they held a blood drive themed ‘Save a life – Give blood’ on Tuesday (July 28) at the Providenciales resort. Prior to the event Peggy Samuels, Blood Bank chief lab technician, said: “We hope to highlight the importance of blood donation and its impact on saving lives. “Beaches is the largest private employer in the TCI and our hope is that this private public partnership event will help to increase voluntary blood donations from our community, and also increasing awareness of the issues.”

She said that a key goal of the World Health Organisation is to promote and encourage all countries to achieve 100 percent voluntary blood donations by 2020. “And TCI will continue to do its part to help meet this goal.” The National Blood Bank has established a monthly blood donor drive which since its establishment last year has already been successful in raising awareness of the need for blood donations and increasing its database of voluntary blood donors. Residents of the Turks and Caicos Islands are encouraged to become voluntary blood donors by calling the Blood Bank on 941-2800 ext 72106 or 3385132.

Science & Technology Supercomputers: Obama orders world’s fastest computer PRESIDENT Obama has signed an executive order calling for the US to build the world’s fastest computer by 2025. The supercomputer would be 20 times quicker than the current leading machine, which is in China. It would be capable of making one quintillion (a billion billion) calculations per second - a figure which is known as one exaflop. A body called the National Strategic Computing Initiative (NSCI) will be set up to research and build the computer. The US is seeking the new supercomputer, significantly faster than today’s models, to perform complex simulations and aid scientific research. It is hoped the machine would help to analyse weather data for more accurate forecasts or assist in cancer diagnoses by analysing X-ray images. A blog post on the White House website also suggests it could allow NASA scientists to model turbulence, which might enable the design of more streamlined aircraft without the need for extensive wind tunnel testing.

The president has asked US scientists to build the fastest supercomputer.

Such a computer would be called an exascale machine.v Richard Kenway at the University of Edinburgh says he thinks the plan is “spot on” in terms of strategy, bringing together both the ambition to develop new hardware and also improved analysis of big data. He explained the computer could aid the development of personalised medicines, tailored to specific individuals. “Today, drugs are designed for the average human and they work OK for some people but not others,” he

told the BBC. “The real challenge in precision medicine is to move from designing average drugs to designing drugs for the individual because you can know their genome and their lifestyle.” There could also be benefits in long-term climate modelling, according to Mark Parsons at the Edinburgh Parallel Computing Centre (EPCC). Currently, climate scientists attempt to model how the Earth’s climate will evolve in coming years, but the accuracy of these predictions is severely limited. Today’s fastest supercomputer, the Tianhe-2 in China’s National Computer Centre, Guangzhou, performs at 33.86 petaflops (quadrillions of calculations per second), almost twice as fast as the second-quickest machine, which is American. For Parsons, the latest US initiative is a clear attempt to challenge the dominance of the Chinese in this field. “The US has woken up to the fact that if it wants to remain in the race it will have to invest,” he told the BBC.

Death of rare Northern White Rhino leaves four alive “The pathological cyst inside the body of Nabire was huge. There was no way to treat it,” said Jirí Hrubý, a rhino curator at the zoo. Nabire was born at the Czech Zoo and was one of the last hopes for the animal. She was plagued with reproductive cysts, but conservationists had long hoped to harvest eggs from her healthy left ovary to use for in vitro fertilization (IVF). One attempt was made to do this while Nabire was still alive. After

Earth will only have 12 hours to prepare for massive solar storm TRAINS will be disrupted, power will go out, satellite signals will go wonky - that’s what we have to look forward to when the sun next has a meltdown, and we’re unlikely to get more than 12 hours warning. In a new government document, the Department of Business, Innovation and Skills has laid out its Space Weather Preparedness Strategy, outlining the risks of unsettled space weather as well as what it plans to do about them. The document explains that the worst case scenario is a ‘coronal mass ejection’ - huge eruptions on the sun which cause parts of its corona to detach. The corona is the pearly glow around the sun that you can only usually see during a total solar eclipse, made up of plasma and rarefied gases.

The worst case scenario is based on the Carrington event of 1859, which caused solar-flare related x-rays and radiation storms. In 2015, a similar event could cause the national grid to fail, satellite operations to shut down, increased radiation on flights and upset to electronic systems. The report suggests that there are three things the US needs to do to prepare for such an event: improve alerts and warnings, update power and communication infrastructure with failsafe backups and have a plan in place to deal with the effects should they come to pass. As for you: the advice from the government is to prepare yourself for a solar event just as you would for any other natural hazards like floods and storms. (Yahoo)

Poor sleeping patterns link to cancer

Nabire, a 31-year-old female Rhino, died at the Dvur Kralove zoo in the Czech Republic on Monday evening of a ruptured cyst.

ONE of the last five Northern White Rhino left in the world has died. Nabire, a 31-year-old female, died at the Dvur Kralove zoo in the Czech Republic on Monday evening of a ruptured cyst. Her death leaves just three females and one male alive; one of them at the San Diego Zoo and three at the Ol Pejeta Conservancy reserve in Kenya. The sub-species has been on the brink of extinction for years because of hunting and habitat loss.

The worst case scenario is based on the Carrington event of 1859, which caused solar-flare related x-rays and radiation storms.

her death the ovary was removed and taken to a specialised lab in Italy. If it is possible at all, any IVF attempt will now almost certainly require the implantation of a Northern White Rhino embryo in the closely related Southern White Rhino, which are more numerous. In 2009, four rhinos were moved from the Dvur Kralove Zoo to Kenya hoping that the natural environment there would help them breed, but the plan yielded no new births. (BBC)

IRREGULAR sleeping patterns have been “unequivocally” shown to lead to cancer in tests on mice, a study suggests. The report, in Current Biology, lends weight to concerns about the damaging impact of shift work on health. The researchers said women with a family risk of breast cancer should never work shifts, but cautioned that further tests in people were needed. The data also indicated the animals were 20% heavier despite eating the same amount of food. Studies in people have often suggested a higher risk of diseases such as breast cancer in shift workers

and flight attendants. One argument is disrupting the body’s internal rhythm - or body clock - increases the risk of disease. However, the link is uncertain because the type of person who works shifts may also be more likely to develop cancer due to factors such as social class, activity levels or the amount of vitamin D they get. Mice prone to developing breast cancer had their body clock delayed by 12 hours every week for a year. Normally they had tumours after 50 weeks - but with regular continued 

This role will assist in the development and implementation of product development plans for the Turks and Caicos Islands. The incumbent will also gather and analyze statistical data to inform the marketing and other program initiatives of the Board and to provide general data regarding the performance of TCI Tourism. This vacancy exists in the Providenciales office. Reporting to the Senior Product Development Executive, the successful candidate’s key result areas are:

This artist’s impression shows the brown dwarf’s aurora, which is red and extremely bright.

Aurora found around brown dwarf beyond our Solar System AN aurora has been spotted outside our Solar System for the first time, scientists report. An international team detected the light display around a brown dwarf about 18 light years away in the Lyra constellation. They say the luminous glow looks like the northern lights, but is up to a million times brighter and more red than green in colour. The findings are reported in the journal Nature. Dr Stuart Littlefair, an astronomer from the University of Sheffield, said: “This is the first time that we have confirmed we are seeing auroras on brown dwarfs.” Shimmering auroras are some of the Earth’s most dazzling displays. This luminous glow can also appear around all the planets in our Solar System. They are caused when charged particles from the Sun

interact with the atmosphere. But the illuminated brown dwarf, an object which is too small to have become a star but too massive to be a planet, lies further out in the galaxy. Called LSR J1835, it was observed using the Very Large Array radio telescope and the Hale and Keck optical telescopes. The scientists watched the object as it rapidly rotated, and observed how the light varied. “The brightness changes are consistent with what you would expect from auroras,” said Dr Littlefair. The dwarf’s aurora is mainly red in colour because the charged particles are mainly interacting with hydrogen in its atmosphere. On Earth, the greenish glow is caused as the electrons from the Sun hit oxygen atoms. However, scientists are puzzled about how the light show is being generated.

The brown dwarf is a sort of failed star itself, and has no other star like the Sun nearby to blast it with charged particles. “It is possible material is being stripped off the surface of the brown dwarf to produce its own electrons,” said Dr Littlefair. Another option is an asyet-undetected planet or moon around the dwarf is throwing off material to light it up. Some of Jupiter’s auroras are produced in this way, as charged particles are emitted from volcanoes on its moon Io. The discovery is also helping scientists to better understand brown dwarfs. There is some debate over whether they are more starlike in their nature, or whether they have planetary attributes. “If you are working in brown dwarfs, it matters whether you think of them as small stars or big planets,” said Dr Littlefair.

disruption to their sleeping patterns, the tumours appeared eight weeks earlier. The report said: “This is the first study that unequivocally shows a link between chronic light-dark inversions and breast cancer development.” Interpreting the consequences for humans is fraught with difficulty, but the researchers guesstimated the equivalent effect could be an extra 10kg (1st 8lb) of body weight or for at-risk women getting cancer about five years

earlier. “If you had a situation where a family is at risk for breast cancer, I would certainly advise those people not to work as a flight attendant or to do shift work,” one of the researchers, Gijsbetus van der Horst, from the Erasmus University Medical Centre, in the Netherlands, said. Dr Michael Hastings, from the UK’s Medical Research Council, told the BBC: “I consider this study to give the definitive experimental proof, in mouse models, that circadian [body clock]

disruption can accelerate the development of breast cancer. “The general public health message coming out of my area of work is shift work, particularly rotational shift work is a stress and therefore it has consequences. “There are things people should be looking out for - pay more attention to your body weight, pay more attention to inspecting breasts, and employers should offer more in-work health checks. “If we’re going to do it, then let’s keep an eye on people and inform them.” (BBC)

Millipedes crawling around the house Gardening By Denis Belanger (Photo saved as Brahea_decumbens) Brahea decumbens You like the blue leaves type of plants, such as blue Agave or the Silver Bismarck, well here is a great plant for your collection. The Brahea decumbens, also known as the Mexican Dwarf Blue Palm, it is one of the most sought palms due to the rarity and beauty. This tree derives its name from the decumbent habit

of the trunk that crawls along the ground. Brahea decumbens is rare and vulnerable in the wild because insects or goats usually eat the seeds. The Mexican Dwarf Blue Palm is a palm, which has a natural growth habit of lying or growing on the ground with erect rising tips forming a rounded crown. It is native to Mexico and found in the exposed rocky limestone hills of the Sierra Madre Mountains. The most extraordinary characteristic of mature specimens of this palm is the phenomenal steel

blue fans, which are perhaps the bluest leaves of any palm. Each leaf can grow to a two and three-foot wide half circle of stiff bluish segments and the petioles are armed with spines. The leaves glaucous blue color is due to a covering of a waxy bloom on both top and bottom, which is easily removed by touch. Offsets and seedlings have green leaves. This is a clustering species. Brahea decumbens is one of the toughest palms around with high drought tolerance. This is a slow growing palm, which will grow best in full sun and will

tolerate some shade. Consider a placement in the garden with southern exposure when used as an under-story palm. This palm is not particular about soil type and will do well even in poor soils, as long as it has excellent drainage. The inflorescence grows erect, above the foliage. Braheas have bisexual flowers, therefore only one specimen is necessary for the production of viable seeds. If you have an opportunity to add this to your collection, this handsome Blue dwarf will certainly add drama to your landscape. It is also a great plant for cactus garden.

It is a very slow growing palm that can reach max height of 6 feet. It can spread to a foot max. It’s a very rare palm tree and it is available at the Sunshine nursery, so don’t hesitate to go and get yours before they all gone. POLICE SAFETY TIPS

Why not think of a CCTV surveillance system IF YOU require security then why not think of a CCTV surveillance system to help prevent and deter crimes in your area. Having a CCTV system installed is a great way to protect your home, business or school and it will not only deter criminals but will also give you peace of mind to your family’s safety and your possessions, plus they are more affordable than ever before. Evidence has shown that criminals tend to shy away from CCTV cameras, as they will face prosecution by the courts when their recorded image is caught in the act of the crime. The footage for a CCTV

surveillance system is generally saved to a hard drive system, which you are then able to view. When it comes to installing a security system, you are best to get professional installers to do the job for you as they know the best locations for the camera, where it will be most effective and what type of system works best for you and your budget. Sometimes a simple alarm or motion detector is enough, but if you want to find out who and when someone is trying to gain access to your house or business you will need more advanced technology like what a CCTV surveillance system offers. If all crime was carried out during the day you could install any CCTV

system. However, night time is a different story. This is where having a good infrared system is necessary to get an all-round surveillance coverage. An infrared CCTV surveillance camera will either have its own built in infrared LEDs or the infrareds are placed separately near the camera and are needed so the camera can illuminate its coverage area when the light levels drop. The more LEDs a camera has the more coverage you will get. Infrareds are needed to capture images when the day light has gone. These lights are generally not visible to the human eye or will emit a slight red/orange glow. The more you pay for emitters the less obvious

the glow will be. Infrared CCTV provides accurate pictures no matter what time of day or night. These cameras also have automatic activation of night time and day time functions. They will even detect a bright light at night and adjust themselves accordingly, so no need to worry. It is best to have a qualified technician to install as well as

maintain your security system for you. Crime prevention needs to be taken more seriously in the Turks and Caicos Islands. Want to be a dentist? Easy skincare recipes from your pantry WE ALL want beautiful, flawless skin. Following the tips below to treat and prevent problems will make for beautiful glowing skin and a flawless makeup application every time. Drink water to hydrate the skin from within; if you are dehydrated it will be evident in your skin. Eat foods rich in omega-3 fatty acids which have tons of benefits for your skin and body. These are found in fish, fish oil, avocados, seeds and nuts. Limit alcohol and smoking as it can dry out the skin and cause premature aging. Cleanse skin to remove excess dirt, oil, environmental bacteria, residue and makeup. If you have sensitive skin, avoid cleansers with scents and strong ingredients like hydroxyl, glycolic acids and witch hazel which can induce redness and irritation. Gently exfoliate face, neck and lips two to three times per week to remove the build-up of dead skin cells and reveal the new skin underneath. It is best to use an exfoliator with small circular granules as irregular, rough ingredients may cause more harm than good by tearing and damaging the skin. Tone skin after cleansing and exfoliating to remove any residue, minimise pores and balance the skin’s PH level – persons with sensitive skin should avoid this step. Use a serum before applying a moisturiser to infuse a rich concentration of anti-aging ingredients into the skin. Serums are made of very small molecules, so it absorbs quickly and deeply into skin. Moisturise face using the appropriate formula for your skin type: a) Normal skin - Non-comedogenic, oil free moisturiser. b) Dry skin - Moisture rich creams containing humectants or

occlusive agents to attract and seal water into the skin. c) Oily skin - Oil free moisturiser. d) Combination skin - Apply a moisturiser formulated specifically for combination skin, or you can treat dry areas separately. e) Sensitive skin - Hypoallergenic, non-comedogenic and fragrance free moisturisers have less possibility of causing irritation and allergy. Apply under-eye cream (using ring finger) Apply a lip balm to moisturise, soothe and soften lips – blot off excess before applying lip colour. Apply a silicone primer to face before foundation as it creates a smooth base for foundation. Primer acts as a protective barrier preventing your moisturiser and skin’s oils from mixing with your makeup. Wear sunscreen daily to prevent sunburn and signs of premature aging. You can wear a foundation containing broad-spectrum SPF 15 or higher.

OVER the past couple of weeks at Mark Osmond Dental Clinic we have been hosting some students who are part of the Clinical Exploration Programme on Provo. This is a great initiative that enables aspiring medical students in the TCI to visit various different medical establishments and experience the day-to-day running of the organisation. At my clinic the students are able to watch the full range of dental treatments plus see ‘behind the scenes’ at the equipment we use and the strict protocols we follow in order to maintain a hygienic environment and instruments. Therefore I thought I’d use this week’s column to look at the process of how one becomes a dentist and the types of things a dental school may be seeking in the recruitment process. I will mainly refer to the process in the UK as this was where I qualified and where I recruited new dentists to my dental practices. However, broadly speaking the same would apply to other countries such as US or Canada. Not surprisingly science subjects at AS and A level are an entry requirement to all dental schools. All courses will ask for chemistry or biology (usually both) and it is also common to also have a third science, either physics or maths. Most UK universities are looking for straight As at A level. As competition to get a place is pretty fierce many UK universities medical and dental schools also require the student to pass the UK Clinical Aptitude Test (UKCAT) which helps universities to make more informed

choices from amongst the many highly-qualified applicants who are applying. Additional to this, the universities favour students who have done some work experience in a caring/health environment and/or observation in a dental clinical setting (just like our Clinical Exploration students are doing!). Once at dental school you study for a minimum of five years. A typical UK course has three main components. The first consists of subjects common to medicine and dentistry, progressing from biomedical sciences, through behavioural sciences, epidemiology, pathology and microbiology to human disease. The second includes oral and dental aspects of the biological sciences leading to an understanding of the diagnosis, prevention and treatment of oral and dental diseases and disorders and the effects of systemic disease on the oral and

dental tissues. The third component consists of the clinical and technical aspects of dentistry with the provision of comprehensive oral and dental healthcare for patients of all ages. Throughout the five years of the course the student will, in addition to acquiring the practical skills necessary to become a dentist, acquire communication skills, personal management skills, information technology skills and an appreciation and analysis of ethical and legal issues in dentistry. Sound like fun? Once qualified either as a BDS/ BchD - Bachelor of Dental Surgery - (or DDS in United States - Doctor of Dental Surgery) you would either go on to further study, possibly specialising in a specific field of dentistry, or work in a hospital or go into a practice and work under an experienced dentist gradually building up expertise and experience. Many dentists go on to either set up their own practice or buy into an existing practice. Finally, you do not stop studying then! The General Dental Council of UK consider that it is “the ethical duty of dentists to continue to undertake appropriate continuing education for the duration of their professional practice” and since January 2002 continuing professional development (CPD) has been mandatory for all dentists on the UK Dentists Register. UN experts have called on the government of the Dominican Republic to stop the “arbitrary deportations” of Dominicans of Haitian descent, warning that its actions risk violating international laws as well as the country’s own constitution. The United Nations Working Group of Experts on People of African Descent said the Dominican Republic also needed to address allegations that racial profiling was being used during the deportation of people of Haitian heritage. Two years ago, the Dominican constitutional court used a retroactive reinterpretation of the country’s law to strip thousands of Dominicans of Haitian descent of their citizenship. It ruled that while anyone born in the Dominican Republic between 1929 and 2010 was entitled to citizenship, those born to parents who were in the country as undocumented migrants were not. Previously, all children born on Dominican soil, except those considered to

be in transit, such as the children of foreign diplomats, were granted citizenship. This included hundreds of thousands of children born to immigrants, once their birth was registered. The 2013 ruling led to an international outcry and prompted the government of President Danilo Medina to introduce a naturalisation law and allow those whose birth was never registered in the Dominican Republic to

apply for residency permits as foreigners. After two years, they can apply for naturalisation. However, only about 300 of the 250,000 Dominican Haitians who applied for permits had received them by the time the application period elapsed in June, and as many as 500,000 undocumented people living in the Dominican Republic now face potential deportation.

Threat level lowered on Grenada undersea volcano

The new projections released on Wednesday during a press conference in Santiago, point to 0.5 per cent growth in the wider Latin America and Caribbean region.

ECLAC predicts Caribbean will record its highest rate of growth since 2008

THE Economic Commission for Latin America and the Caribbean (ECLAC) is projecting that Caribbean economies will grow, on average, 1.7 per cent this year – its highest rate of growth since 2008. The new projections released on Wednesday during a press conference in Santiago, point to 0.5 per cent growth in the wider Latin America and Caribbean region. But giving a breakdown of how that growth would be recorded, the United Nations body said South America would contract by 0.4 per cent while Central America and Mexico would grow 2.8 per

cent, and the Caribbean would expand 1.7 per cent. The Economic Survey of Latin America and the Caribbean 2015 predicts that Panama will lead the regional expansion with a six per cent increase, followed by Antigua and Barbuda (5.4 per cent) and the Dominican Republic and Nicaragua, both with 4.8 per cent growth. In its report, ECLAC indicated that the Caribbean has seen a marked improvement in its fiscal position, although the high level of public debt continues to weigh heavily on growth and investment.

THE Government of Grenada has lowered the volcano alert level for Kick ‘em Jenny to yellow at the advisory of the University of the West Indies Seismic Research Center. The threat level had been raised to orange after an increase in seismic activity last week. Over the weekend, a team including Dr Frederic Dondie, a vulcanologist from the SRC; Grenada’s Acting National Disaster Coordinator; and a photographer conducted a fly over of the volcano site and concluded that no unusual activity was occurring. The yellow alert level calls vessels to observe a 1.5 km exclusion zone, but the marine community is advised to take caution and continue to observe the 5 km exclusion zone. The SRC has stated that there will be no further advisories issues barring a marked change in seismic output. (Caribjournal)

IMF says Bahamas faces challenge to further economic recovery THE International Monetary Fund (IMF) says while the Bahamas economy is recovering, the outlook remains challenging. And even with the United States’ recovery and the opening of the Baha Mar mega resort, growth is expected to remain below pre-global crisis levels. Against this backdrop, the Washington-based financial institution has called for structural reforms to strengthen competitiveness, raise potential growth, and lower unemployment; and for continued efforts to strengthen the fiscal position. The advice was contained in the IMF Board’s full report, released yesterday, following the Article IV consultation with the Bahamas last month. Real gross domestic product (GDP) expanded by an estimated one per cent in 2014 on the back of increased tourist arrivals. Potential GDP growth is estimated at about

1.5 per cent over the medium term, which the IMF said was insufficient to generate a significant reduction in the high unemployment rate. “Absent structural reforms, including in the labour market and the energy sector, significantly higher growth than currently projected will be required to absorb new entrants to the labour force and reduce the unemployment rate to single digits over the medium term,” it said. “The full opening of Baha Mar and two smaller projects, together with the strengthening US economy could represent a major boost to exports in the near-term,” the IMF added, although stressing that, beyond 2016, growth would taper off as US growth decelerates and the base effects from the opening of Baha Mar fade. The IMF directors therefore underscored the importance of finalizing and

implementing the National Development Programme to accelerate medium-to-longterm economic and social development. The Fund said that over the medium term, enhancing the efficiency of labour market regulations and institutions and greater investment in human capital would be essential to increasing productivity and competitiveness. It also stressed the importance of stepping up reforms of the state-owned enterprises, in particular in the energy sector. As they commended the authorities for the substantial progress on fiscal consolidation, and successful introduction of the VAT, the IMF directors urged government to steadfastly implement the planned fiscal consolidation in order to rebuild buffers and place public debt on a declining path.

Embattled Bahamas developer tried to eject Chinese contractor from $3.5bn resort THE developer of the $3.5bn Baha Mar resort in the Bahamas, Baha Mar Ltd., has tried to eject the Chinese contractor that has built 97% of the mega resort by proposing to deal directly with the project’s main financier, the China Exim Bank. It’s the latest manoeuvre in an extraordinary falling out that has drawn in the Chinese bank, one of China’s biggest state-owned firms and the government of the Bahamas – whose representatives were in Beijing until yesterday trying to resolve the issue. The contractor, China Construction America’s Bahamas unit, CCA Bahamas Ltd., has reacted to the manoeuvre by accusing the developer of not paying for work done, and offering to invest extra cash of its own to ensure the completion of the project, which the Bahamian government considers one of national significance. But in an escalation of bitter public exchanges, Baha Mar Ltd. on Monday (27 July) said CCA, which is trying to expand in the Americas, was trying to “cover up the sad pattern of its failing to perform properly”, and appeared to be panicking. Baha Mar Ltd. meanwhile is now fighting for its very survival after the Supreme Court of the Bahamas last

week denied its application for recognition of its American Chapter 11 bankruptcy, made in a Delaware court in June. The Bahamian government applauded the decision because it wants to pull the matter back into the Bahamas’ courts, believing it to be the quickest way to restart the country’s biggest project, safeguard jobs and boost its fragile economy. But it could spell the end of Baha Mar Ltd.. In a further blow to Baha Mar, yesterday it emerged that China Exim Bank on Monday had filed a motion in the Delaware court to have Baha Mar’s bankruptcy case dismissed. CCA has already filed a similar motion, so the latest move could be interpreted as the Chinese bank, the Chinese contractor, and the Bahamian government closing ranks on the developer. Both motions are scheduled to be heard in the Delaware court on 17 August. All parties claim to want a quick resolution to the conflict and to get Baha Mar open for business. It was supposed to open in December 2014, and missed a second deadline in March this year. Consisting of four luxury hotels with a total of 2,000 rooms, a vast casino and 200,000 square feet of

convention space, the resort is expected to employ more than 5,000 people in a country where the unemployment rate is at 16%, and boost Bahamian gross domestic product by about 12%, according to its promoters. The Bahamian government is currently paying the salaries of the resort’s staff, hired by Baha Mar Ltd. in readiness for the planned openings. But Baha Mar Ltd. also wants to save itself, and has pursued the American route for bankruptcy because, under Chapter 11 of the US bankruptcy code, it can avoid liquidation and seek interim financing while a settlement to the multi-faceted conflict is sought. In the Bahamas, where there is no statutory restructuring law, Baha Mar Ltd. would be dissolved and its assets distributed to creditors. The developer has much to lose. The wealthy Izmirlian family, which is behind Baha Mar Ltd., has invested $900m in the resort, with the bulk of the financing, $2.5bn, coming from the China Exim Bank. The developer was able to seek bankruptcy protection in the US because one of its constituent companies is incorporated in Delaware, while most of the other entities are Bahamian.

Facebook now used by half of world’s online users

HALF of the world’s estimated online population now check in to the social networking giant Facebook at least once a month. Facebook said the number of people who use it at least monthly grew 13% to 1.49 billion in the three months to the end of June. The number is equal to half of the estimated three billion people who use the internet worldwide. Of those users, it said well over half, 65%, were now accessing Facebook daily. The rise in monthly active users helped drive second quarter revenue up 39% yearon-year to $4.04bn (£2.6bn). Mobile advertising revenue was the biggest factor, accounting for more than three quarters of the total. In the US, the company said people were now spending more than one out of every five minutes on their smartphones on Facebook. “They’re keeping people hooked. “But as well as keeping an eye on the short term gains they’re also keeping an eye on the long term so they’re future proofing themselves - it’s clear this is an organisational

Facebook shares, which are currently trading at around $97 a share, have risen 24% so far this year, easily beating the 7.9% rise in the Nasdaq over the same period. Analysts said the share

price drop was linked to the high expectations for the firm, which typically tends to beat forecasts, as well as concern over its high expenses. Facebook founder Mark Zuckerberg said video and gaming would be “huge” Facebook said that costs and expenditures for the quarter had surged by 82% to a hefty $2.8bn. As a result, net income fell 9.1% to $719m - equal to 25 cents a share - but the firm

said if various expenses were excluded earnings would have been 50 cents a share. Mr Zuckerberg said the costs reflected “ongoing investments and improvements” it had made, such as its new data centre in Texas, which had helped reduced crashes on the network. The social network giant warned in April that expenses could rise by up to 65% due to various investments in new staff, changes aimed at improving mobile revenue and the cost of improving products such as messaging service WhatsApp and photo-sharing app Instagram.

A Colombian model was arrested during a trip to China for allegedly possessing drugs in her computer and is now facing the death penalty. The family and friends of 22-year-old Juliana Lopez told the Colombian newspaper El Tiempo that the beauty pageant winner has been detained in China after leaving for the country two weeks ago. She is being charged with smuggling psychoactive drugs

in her computer, which in China is punishable by life in prison or the death penalty. She was arrested July 18 at the airport in Guangzhou, the newspaper reported. Lopez was scheduled to compete 0in the Miss World Medellin pageant this week but instead is sitting in a Chinese jail as her family desperately tries to work with international officials to help her. Sexual-assault accuser says Cosby didn’t realise she was gay

Marlon James is nominated for his third novel, “A Brief History of Seven Killings,” the story of the attempted assassination of reggae singer Bob Marley and its aftermath in the Jamaica of the 1970s and early 80s.

Jamaican author makes Man Booker long list with Bob Marley novel THE long list of 13 titles for the 2015 Man Booker Prize for fiction written in English, published earlier this week, features the first Jamaican author in contention for the 50,000-pound ($78,000) prize. Marlon James is nominated for his third novel, “A Brief History of Seven Killings,” the story of the attempted assassination of reggae

singer Bob Marley and its aftermath in the Jamaica of the 1970s and early 80s. Also in contention are 2007 winner Anne Enright and writers from Nigeria, India, New Zealand, Ireland, the U.S. and Britain. The list will be whittled down to six on Sept. 15 and the winner will be announced on Oct. 13 in London’s Guildhall.

THE woman battling Bill Cosby to make public a 2006 settlement of her sexualassault complaint against him said in court documents on Tuesday that she is a lesbian, despite his sworn assertions that their encounter was consensual and he has a knack for reading women’s cues. The revelation by Andrea Constand, a former Temple University employee who has alleged the comedian tricked her into taking drugs before assaulting her in 2004, came in a legal memorandum filed in federal court in Philadelphia. In it, Constand’s lawyers argue that Cosby, 78, breached the confidentiality clause of their settlement through a series of public comments by his attorneys as they mounted a media campaign seeking to put his “spin” on the widening scandal. Her attorneys contend Constand’s only recourse is for the judge to unseal the settlement and free her of the confidentiality restrictions so she can defend her reputation.

Cosby’s legal team has been fighting to keep the entire case under seal. His lawyers took to the airwaves last week after excerpts from a sworn deposition he gave 10 years ago were recently made public,

including his statements about being adept at deciphering sexual cues. Explaining why he viewed his sexual encounter with Constand as consensual, Cosby recounted that his accuser had not appeared

angry afterward. “I think that I’m a pretty decent reader of people and their emotions in these romantic sexual things, whatever you want to call them,” he said in the excerpt, published by the New York Times.

Calais migrant crisis:

Cameron warns Britain is ‘no safe haven’ BRITAIN will not become a “safe haven” for migrants in Calais, David Cameron has warned, after hundreds continued their attempts to reach the UK. The prime minister warned illegal immigrants would be removed from the UK, as migrants told the BBC they remained determined to reach Britain. Mr Cameron was speaking after people gathered for a third night at fencing at the Channel Tunnel freight terminal. More than 3,500 people have tried to get into the tunnel terminal this week. Several hundred migrants were escorted away from the terminal by French police on Wednesday night the third night of large-scale attempts to storm the terminal. The fresh attempts came despite the death of a man, believed to be a Sudanese national and aged between 25 and 30, who was crushed by a lorry on Tuesday. Nine people have been killed attempting to cross the Channel in the past month. Speaking in Vietnam during his tour of South East Asia, Mr Cameron said the French had sent an extra 120 police to Calais and the UK was investing in fencing and security. “Everything that can be done will be done to make sure our borders are

secure and make sure that British holidaymakers are able to go on their holidays,” he told the BBC. The prime minister said the situation was “very testing” because there was a “swarm of people coming across the Mediterranean, seeking a better life”. He warned illegal immigrants would be removed from the UK “so people know it’s not a safe haven”. The Refugee Council attacked Mr Cameron’s use of the word “swarm” as “irresponsible, dehumanising language”. Migrants have told the BBC they will continue to try to get through

any holes in security fences, and that going in groups of up to 400 gave them the best chance of getting into the tunnel. Raihan Jan, 24, a clerk from Afghanistan, said he had travelled through Iran, Turkey, Greece and Italy before reaching Calais four days ago. “We heard that one guy died and we know it’s very dangerous, but there is not another way to go the UK,” he said. English literature graduate Mohammad Al-Mohammad, 26, said he had fled Syria’s civil war, arriving in France three months ago.

Los Angeles gangs’ #100days100nights kill contest sparks fear SAVAGE gangs in Los Angeles who have reportedly initiated a killing contest to see who can murder 100 people in 100 days as fast as possible have crippled the city’s innocent residents in fear. “They’re very scared. They’re scared to the point where they won’t leave their homes. They’re scared for their children,” Skipp Townsend, 51, who heads a local gang intervention group, told the Daily News. The terrifying tournament among two gangs purportedly targets anyone between Western and Normandie Aves. in Los Angeles. It has sparked social media warnings from terrified residents under the hashtag #100Days100Nights and #PrayforLA. Residents on Tuesday held a “Let Me Live” peace rally to call for calm and ceasefire among mounting fears. “It’s really crippled us,” local church pastor Willie McDaniel told ABC 13. “People are afraid to go out the door. People are afraid to do this. Something has to be done.”

The rumoured kill contest was triggered by the death of a Rollin 100 gang member called “KP.”

The merciless challenge, which started last week, was allegedly triggered by the death of a Rollin 100 gang member called “KP,” the Daily Beast first reported. It’s unclear how KP died, but family members told the news site he would not have condoned the despicable killing contest. “It’s making him look like a bad person. It’s not like he started this

and got killed behind it. He had no control over what’s going on with #100Days100Nights,” a relative, who chose to remain anonymous, said. KP had tried turning his life around after the birth of his son but remained “loosely affiliated” with a gang, the family told the Daily Beast. A relative declined to comment when reached by the Daily News.

Possible MH370 part set for examination in France DEBRIS found on the Indian Ocean island of Reunion is to be transported to France to find out whether it is from the missing flight MH370, Malaysia’s prime minister has said. Initial reports suggest the twometre long object is very likely to be from a Boeing 777, Najib Razak said. The Malaysia Airlines flight - a Boeing 777 - vanished while travelling from Kuala Lumpur to Beijing in March 2014. The search has focused on part of the southern Indian Ocean east of Reunion. Oceanographer David Griffin, of Australia’s national science agency, told the BBC that the location of the find was “consistent with where we think debris might have turned up”. There were 239 people on board the plane when it went missing. Mr Najib said French authorities were taking the debris to the southern French city of Toulouse - the site of the nearest office of the French body responsible for air accident investigations (the BEA) - to verify it as quickly as possible. A Malaysian team of investigators and representatives from the government and the airline was travelling to Toulouse, and a second team to the site of the find on Reunion, he said. Najib Razak said the location was “consistent with the drift analysis provided to the Malaysian investigation team”. “As soon as we have more information or any verification we will make it public. I promise the families of those lost that whatever happens, we will not give up.” Aviation experts who have studied photos of the debris found on Reunion on Wednesday say it does resemble a flaperon - a moving part of the wing surface - from a Boeing 777.

All aircraft parts carry a serial number which should aid identification. On Thursday, a municipal employee found what appeared to be part of a very badly damaged suitcase on the Reunion coast, according to local media (in French). The item was found at SaintAndre, the same location as the earlier debris, and by the same man. Reunion, a French overseas department, is about 600km (370 miles) east of Madagascar. Search efforts for MH370, led by Australia, are focused on an area west of the Australian city of Perth about 4,000km east of Reunion. The Australian government has described the discovery of the wreckage as “a very significant development”. The wife of the in-flight supervisor for the missing plane, Jacquita Gonzales, told the BBC that she was “torn” by the news. “A part of me hopes that it is [MH370] so that I could have some closure and bury my husband properly but the other part of me says ‘No, no, no’ because there is still hope,” she told the BBC by phone. After MH370 disappeared from radar screens, experts analysed data from faint “pings” the aircraft sent to satellites to narrow down its possible location. More than half of those on board the plane were Chinese citizens. A spokesperson for China’s foreign ministry said: “We have noticed the reports and are wasting no time in obtaining and checking the information.” A group of relatives of many of the Chinese passengers said in a statement that they wanted “100%” certainty about where the part is from, and that the search for the airliner should continue. Newly found UK papers heighten concern over child sex abuse claims A UK report into allegations of the sexual abuse of children by people in, or close to, government in the 1970s and 1980s has sparked renewed criticism of the behavior of senior British government officials from that era. The “supplementary report” to an inquiry led by children’s charity chief Peter Wanless and senior lawyer Richard Whittam was triggered after new documents relating to the allegations came to light after their original 2014 review had ended. It comes at a time when Britain has been rocked by revelations involving the sexual abuse of children by public figures -- including UK entertainer Jimmy Savile -- and allegations that the British establishment may have sought to cover up historic abuse claims involving some former senior politicians. In the latest report, Wanless and Whittam write that issues of crimes against children “were given considerably less serious consideration than would be expected today.” They highlight what they call one striking example, taken from a 1986 letter from Sir Antony Duff, then head of Britain’s domestic security service MI5, to the permanent secretary to the Cabinet, Sir Robert Armstrong, following an inquiry into claims a parliamentarian had a “penchant for small boys.” That investigation concluded, write Wanless and Whittam, by accepting the lawmaker’s denials, and they quote an observation in the MI5 letter to the government: “At the

present stage ... the risks of political embarrassment to the Government is rather greater than the security danger.” Wanless and Whittam continue: “The risk to children is not considered at all.” The letter dates from November 1986 when Prime Minister Margaret Thatcher was in power. A spokesman for the charity Wanless heads, the National Society for the Prevention of Cruelty to Children, said the latest report showed “there is a clear sense of the misplaced priorities of those operating at highest levels of government, where people simply weren’t thinking about crimes against children and the consequences of those crimes in the way that we would expect them to.” Simon Danczuk, a lawmaker who has been among those leading the campaign for justice for victims of historic cases of child abuse, said the new report showed that “the full weight of the British establishment, including MI5, colluded in a coverup to protect politicians who sexually abused young boys.” The names that crop up in the newly found papers are those of former Cabinet minister Leon Brittan; Conservative lawmaker Peter Morrison, who was an aide to Thatcher; former minster William van Straubenzee; and Peter Hayman, an ex-diplomat. All are now dead, and their names have previously been linked to child sex abuse allegations.

US Sex trafficking: Lifelong struggle of exploited children IN the US, poverty, deprivation and exploitation draw thousands of its own children down into a dark underworld that offers few ways out. It is a world few Americans are aware of. But tens of thousands of American children are thought to be sexually exploited every year. It’s believed that every night hundreds are sold for sex. The FBI says child sex abuse is almost at an epidemic level, despite the agency rescuing 600 children last year. “Trafficking” often conjures images of people from other countries being smuggled over land and across the sea and then forced to work against their will in foreign lands. People are trafficked into America from Mexico, Central and South America. But the vast majority of children bought and sold for sex every night in the United States are American kids. We have heard from a number of women from the East coast to the Mid-west who have frighteningly similar and horrific stories. Neglected, abused, exploited and often ignored starting from a young age - sometimes even prosecuted by the very people who should have protected them. A handful of good souls, the kindness of a few strangers and the good work of some law enforcement agencies and the FBI offer some relief to America’s most vulnerable. But the stories we have heard suggest they are only scratching the surface of one of America’s best-kept and darkest secrets. In Minnesota, I met with former

sex workers who had sought support through an advocacy group called Breaking Free. Half of the women in the group were under the age of 18 when they first were sold for sex. Many of the others were not much older than 18. One woman says she was bought by her aunt at the age of 14. “She gave my mom $900. Told me I was going shopping at the mall.” The aunt would bring her to drug dealers’ houses, where she was raped and given drugs. “She would leave me...and then [was] like ‘You were messed up, you wanted to stay’,” she recalls. She soon believed the abuse was her fault and her choice. Another woman says she was 17 when she was kicked out of the

house. “I wanted to get high,” she says, and turned to working as a prostitute. She later started using the classified adverts website Backpage.com to make more money to keep up with her addiction. A third was 14 when she was kidnapped by “a guy I thought I liked”. She didn’t return home for two years. Jenny Gaines, who leads the group discussion at Breaking Free, says many “manipulate and take advantage of underage girls”. One woman said of her abuser, “He knew I was 14, he had to know that I was underage,” despite her attempts to pretend to be 18. “When he actually found out how old I was it didn’t stop him... he wanted me even more.”

A NEPALESE man has confessed to the murder of a young boy after saying a local holy man advised him that a human sacrifice would heal his ailing son, local police said. The body of 10-year-old Jivan Kohar was found on July 24 on the outskirts of Kudiya village in southwest Nepal. The child had gone missing three days earlier. Police superintendent Nal Prasad Upadhyaya, who headed the investigation, told CNN on Monday that Kodai Harijan admitted committing the gruesome crime with his relatives after consulting the priest. In some cultures, priests are believed to have magical or spiritual powers to cure the sick. According to testimony given to police, Harijan and his relatives found the child playing with friends in the village and lured him away by giving him a pack of biscuits and promising him 50 rupees (49 cents). The boy was taken to a temple on the outskirts of the village, where they performed a religious ritual.

Jivan Kohar, 10, was allegedly hacked to death in Nepal.

He was then taken to a field nearby, where three people held him down as another slit his throat. When police found him, the boy’s head was almost severed from his body. Eleven people in total, including the holy man, have been arrested for their involvement, with the

perpetrators facing a life sentence. At least five have confessed to their part in the killing. The village, in the Nawalparasi district bordering India, is home to some of the country’s poorest and uneducated people -- often known as “untouchables” in the traditional caste system. Both the victim and the accused in this recent killing are from this social class. Superstitions such as the sacrificial slaughter of animals such as water buffaloes, goats and chickens are common among the country’s mainly Hindu population. The ritual killing of animals during the Gadhimai festival -- celebrated every five years -- takes place in the belief it will bring prosperity. “(It’s) very unfortunate what happened,” said Hari Prasad Mainai, Nawalparasi’s chief district officer. “From the government level, we are going to launch (an) awareness programmes against these superstitions in the villages of Nawalparasi district.” (CNN)

The Lawmen are picking up speed in the league.

HAB Group/TCICA Summer T20 Cricket League:

Jack hits half-century as Police beat Kings

THE Police cricket team recorded a 43-run win over the Quality Super Kings when action continued last Sunday in the HAB Group sponsored, TCICA Summer T20 Cricket League at the Downtown Ballpark. The Lawmen called correctly and batted their way to 170-2 from their allotted overs with the inform Kareem Jack leading with an unbeaten 68.

The eventual man-of-thematch stroked 11 fours while he crossed the boundary ropes once. A good sign for the lawmen was an aggressive knock by national batsman Garvin Bruno. The opener, who returned two Sundays ago to the sport after almost two years away, hit 45. At the crease he spanked four fours and three sixes, but lost his wicket after a miss-hit had him caught at cover.

Robert Johnson and Jawellyn Sealey took one wicket apiece for the Kings. In their chase Ebbon Caesar turned back the years with an unbeaten 52, while Levan McCoy added 21 (4X4s), but it was enough as the overs ran out leaving the Kings on 127. Leg spinner Vaurice Jarvis led Police’s bowling attack with 3-27 from his four overs.

He is anticipating at least a personal best in the 200M at the U-20 event. “I’m looking forward to a PB (personal best) with a 21-second run in my event. I’m hoping that will get me into the final and I’ll be able to work my way around from there.” Missick was also originally scheduled to run the 100M event. Coach and athletics official Darian Forbes is travelling with the teenagers.

Cadet excited about English club trial – Bien-Aime calls opportunity gigantic leap for TCI football TEENAGE footballer Mackenson Cadet will get a chance to push his game to the next level when he takes part in a trial at the Nottingham Forest Football Club in England from next week. The 15-year-old Clement Howell High School student is set to leave this Sunday for the threeweek trial—a historical feat for the youngster who has made his mark on the game locally. “I’m excited; it’s a good experience and also can be a life changing one. I’m looking forward for this opportunity and I hope I’ll make it.” The national player was spotted by the coaching staff of Coventry University during their recent tour to the TCI. According to the TCIFA’s vice president Oliver Smith, recommendations were made to Nottingham Forest, who asked that Cadet go for a trial so they can assess and see if he is a player they wish to

sign for their Youth Academy. The youngster, who scored six goals during the youth team’s recent tour of Canada, will be accompanied by Executive Committee Member in charge of youth football Alvin Parker. Along with training, Cadet would also travel with the team to participate in the Evima Cup tournament in Bulgaria. Smith added: “These games will give Nottingham Forest FC an opportunity to further view his technical and tactical capabilities as a player.” GIGANTIC LEAP TCIFA’s president Sonia Bien-Aime said that: “Makenson is a special talent and one that has progressed through our grassroots programme to the Centre of Excellence and was part of the winning National Academy team in this past Provo Premier League. This is very significant for the TCIFA and for its grassroots and youth development programmes.”

The FIFA Executive Member with responsibility for the Caribbean added: “With the increase in the numbers of players being offered scholarships in colleges abroad, and now the offering of a trial by an established professional club to a youth player, it confirms what we always believe, that we have talent in these islands and that the TCIFA is going in the right direction in providing proper coaching and the tools necessary to assist in their development. We are taking critical and definitive steps in the right direction of football development. Makenson’s trial however is a gigantic leap that we are optimistic will bear fruit in the near future.” The youngster, who dreams of playing like Messi, made his national senior debut at this year’s

Williams “ecstatic and proud” of making Britain’s World Championships team TCI born Delano Williams, who runs for Great Britain, is excited to have been selected to represent that nation at next month’s IAAF World Championships in Athletics in Beijing, China. Williams, who still holds TCI’s 100M and 200M records, will compete in the 4X400M relay at the event which runs from August 22-30. “I am ecstatic and proud that I have made the World Championships 2015 team to Beijing, China. I won’t be doing my individual event, but I will be a part of the 4x400M pool. I want to thank everyone for their support and for believing in my talent,” he said after the side was named on Tuesday. ULTIMATE GOAL For Williams being selected to the team was one of his goals this season. “It’s important to me to be selected on the 4x400M team because it was one of my ultimate goals for the season and I’ve achieve it, so it’s a good feeling.”

The former World Junior 200M gold medallist added: “It’s a selection I will remember for sure, because it’s the first time I’m been considered to run in the final four for the championships and I’m ready to go and give it my best shot.” Although he uses the 400M as a warm-up for his faster sprint (the 200M), the Jamaica based athlete has been outstanding in the event this season. Along with a few personal bests in the individual 400M race, he also made his mark on the team event. Twice this season he has broken his PB in 4X400M splits. His first was at the Gibson Relays when he split 44.8s, while at the European Cup Team Championships in Russia last month the 21-year-old ran 44.60s, the best split by any athlete in the final. “I’m very excited to compete there (in China) because I know a lot of athletes have memories there from the Olympics in 2008, and I’ve heard it’s a fast track, so I’m looking forward to producing something amazing”.
