Opposition urges Gov’t to talk about 12-storeys

BY DELANA ISLES CLOSE to one month after an agreement was reached between the parties involved in a two-year long court case on the increase in building heights and density in the TCI, the Government has yet to make a statement on the issue.

Although two of the parties involved in the case - the two Strata Corporation Hotels and the Dessarollos Hotelco group - have both indicated to the press that they have reached an agreement for the former to drop its case, the Government (the Governor of the TCI, Minister of Infrastructure, Housing and Planning, and the Director of Planning) which was the principal respondent in the matter has not offered an explanation to the public on the agreement.

They are also silent on reports of public consultations being reopened into the allowance of 12 storey developments in the Islands.

Repeated attempts by this publication to get a pronouncement on the issue from the Premier’s office have all proved futile.

This week, the Weekly News reached out to leader of the opposition, Washington Misick under whose government the changes to the building height and density were made - and he expressed confusion as to what is going on.

I don’t want to speculate as to why – the way the decision to withdraw the matter and the compromise which I understand is to go back to consultation, I don’t really know how that was arrived at – that’s what I was able to put together from the press, I really don’t know how that

was arrived at,” a confused Misick said.

He stated that from what he has gathered the matter was withdrawn with the understanding that consultation of a period of six weeks would take place and then a final decision would be made.

“I don’t understand it, I don’t know whether it is a further delaying tactic because it could very well be that at the end of that consultation period the results are not what the plaintiffs want, and the process may have to start again.

“I think the matter has already gone to consultation and there has been a lot of debate in the public forum on the desirability or lack of it of this project and I believe the Government should show leadership and say what their position is ultimately as it relates to the density and height decision,” the party leader stated.

He added that as it relates to the planning aspect of it that is a matter between the developer and the Planning Department in terms of structural integrity and all of the other details that relate to the development of the building or project.

“There are planning regulations and guidelines that have to be followed, and that would be up to the Planning Department, but I believe the legislation as it is fixed now permits that project to go forward as a 12 storey project and my personal opinion is that the appellant withdrew that matter.

“If I want to prejudge the reason, I would say that reason is that there was not a very good chance of success and they realised that, but they now feel that they have a better bargaining position and they tried to negotiate with the parties concerned.”

Misick stated that the silence on the part of the Government is not new, as they were equally “silent and non-committal” on the matter even while they were in opposition.

He noted that this is matter of national importance on which the Government should be leading.

“They should have an opinion about stuff like this and even if you have a view to go forward or not to go forward with it, and you believe that it would change or cement by having a public consultation then you can say that the Government is in support of the project but it believes that it ought to have a second round of consultation.

“But this is mixed messages, something came out from the Tourist Board recently making reference to the Ritz Carlton as if there is some support for it, and maybe there is support for it in different parts of government.

“But as it relates to the 12 storey issue I am at a loss as to what is going to happen.”

The opposition leader stated that while there has been a rise in the villa market and a marked increase in availability over the last few years, there has been no major hotel or resort project, adding that the Ritz Carlton project has been ready to go for the last two years.

He added that the country really needs to boost its tourism with additional room capacity in terms of resort development.

Meanwhile, in early July, when news of the appeal being dropped broke, the Desarrollos Hotelco Group stated that they are very happy to go ahead with the development and that contingent on the planning permissions all being granted they are prepared to commence construction of the Grace Bay hotel.

Gov’t to address serious issues at HMP

BY OLIVIA ROSE A STRATEGIC plan to address serious concerns facing Her Majesty’s Prison (HMP) and to upgrade the Grand Turk facility is currently being drafted.

This was disclosed at the National Security Council (NSC) meeting last week when Superintendent of HM Prison Steven Barrett updated members on continuing problems at the prison and measures taken to address them.

According to the press statement, at the request of the Premier the Superintendent presented an overview of a strategic plan which he had drawn up to highlight areas of concern, associated risks and mitigations needed to address them.

The NSC called for the strategic plan to be circulated to all members for detailed discussion and assessment at its next meeting on August 14.

Back in January this year following a visit to HMP, Premier Sharlene Cartwright Robinson committed to resolving problems facing the facility.

She expressed her grave dissatisfaction at the conditions of the country’s sole penal facility.

And she said that the Government is looking now at the security concerns as well as areas where they can make the jail more habitable with a number of upgrades.

“We are committed to restructuring the programmes at the prison and even looking at the physical presence there,” she said.

“I am disheartened every time I go there because I do believe the United Nations would have some concerns at the way we keep our prisoners.”

She also recalled that the HMP has already been highlighted and the Government is looking to bring the facility up to acceptable standards.

“We want to ensure that we treat

our prisoners as they should be treated so that they will feel that it is somewhere that they are being rehabilitated and not somewhere where they are just punished, and that they are able to return to society and become productive citizens.”

The Government is making notable moves to temporarily relocate 18 low risk prisoners to the Green Door facility in Grand Turk until security work is completed at the prison.

Explaining the Government’s rationale, Cartwright Robinson said the relocation is imperative to alleviate overcrowding at the prison.

She said: “What has happened is that the prison is bursting at the seams.

“There’s urgent work that has to be done at the prison and there is need to identify somewhere for 18 low risk prisoners to be housed.”

She emphasised that urgent remedial work needs to be undertaken.

“There are two major blocks and I really don’t want to get in to what is happening at the prison because it would be irresponsible, but there are works urgently need to be done at the prison,” she said.

“Persons will know that we had a break out a couple months ago and we’re spending half a million dollars to reinforce the wall to prevent that again.

“And there are others works that we have to do to ensure that the prison is secure and to make sure that those who are in the prison are actually not treated as animals.

“So we have to make sure that they have amenities as well, but the bottom line, it has to be done for security reasons and it’s not permanent at all.”

She noted that the urgent repairs were identified under the former administration and they must be implemented in order to ensure the public’s safety.

Tourist numbers take a hit as crime swells

BY DELANA ISLES TOURISM partners in the Turks and Caicos Islands say that crime has resulted in cancellations.

But despite the dip in visitor numbers they came together recently to show a united front and reassure hospitality workers that the current climate will not derail the season.

Last Friday (August 4), executive members of the Tourist Board and the Turks and Caicos Hotel and Tourism Association asked residents to join the fight against crime by sharing positive stories about the Islands.

“As most of you are aware, the recent incidents did hit the economic vein of Turks and Caicos,” Stacy Cox, executive director of the Turks and Caicos Hotel and Tourism Association said.

“We have been working with the Tourist Board in collaboration with many of our members to assist not only in the marketing initiative but to see how we can collectively assist in mobilising so that we can to combat and come out of this with all of the positives that surrounds Turks and Caicos Islands.”

She reaffirmed: “We are still an ultra-safe destination compared to many of our counterparts in the region.

“These one or two incidents, it will bring us to our knees for a while but it still shows that we are strong and that we are united in our partnership towards promoting Turks and Caicos as stronger now than ever.”

Responding to a question posed to her, Cox admitted that there has been an outpouring of concern from guests who are expected to come to the Islands, and that some of these have resulted in cancellations.

However, she stated that currently it is hard to quantify these cancellations, but that her department will be working along with its members to do so, to collectively address the issue.

“Some people are still assured that we are still a safe place and they are still coming to Turks and Caicos.

“Some people know that these things happen, but it’s how we react, what we put out there on social media and what does our partnership

look like at home,” she stated.

SOCIAL MEDIA Cox is also encouraging members of the public to be responsible with their social media postings and to use it as weapon for good by posting positive stories about the Turks and Caicos Islands.

She is reminding the public of the #whyiloveturksandcaicos hashtag that was created a while ago, and to revive it to as to help stem the flow of negative online press.

Director of Tourism Ramon Andrews said the board is currently working with a public relations firm in the US to reach out to US media houses to explain what the situation is on the ground.

He said they are aggressively answering questions and reassuring the overseas market that everything is being done to address the situation.

Andrews further stated that he and his partners in the industry felt it necessary to address the public through the press.

It is important to reassure people who have been reaching out with concerns, that the current crime situation will not be allowed to

disrupt the economy, he said.

“We are going to combat this and we are going to come back from this stronger than ever and at the end of the day the TCHTA and the TCI Tourist Board are going to continue to market the destination.

“Brand Turks and Caicos is extremely strong and we are going to come out on the opposite side of this much stronger than ever,” Andrews affirmed.

Echoing the sentiments expressed by both Andrews and Cox, chairman of the Tourist Board Norman Hamilton pointed out that they have managed to deal with some of the negative press that the terriotry is continuing to receive overseas.

Noting that this will be an ongoing challenge, Hamilton also called on residents to be considerate in the information that they are sharing online.

Nikhil Advani, president of the Hotel and Tourism Association, called on everyone to come together, even in their frustration.

“I know people are frustrated, we understand that, these are difficult times, but know that there is a great

future for us.

“The fundamentals of the Turks and Caicos are strong; we’ve had a bit of a hiccup but we can get through this as long we realise that we are collectively working together and we want to enlist everybody to come together to fight

this wave.”

Advani said that they are prepared to give the authorities all the help and resources they require to do their job, while also calling on the populace to show the police some consideration as they go about doing their very important work.

Arthur Forbes charged with rape and is bailed PRESIDENT of the Labour Tribunal, Arthur Forbes has been slapped with three charges of rape and placed on $10,000 bail.

The 61-year-old was taken to court recently (date undisclosed) and was not allowed to enter a plea to the charges.

He is set to appear in the Supreme Court sometime next month for a sufficiency hearing, which will determine

whether the case against him has enough evidence to go to trial.

Detectives attached to the Sexual Offences and Domestic Violence Unit of the Royal Turks and Caicos Islands Police Force have been conducting investigations in to the allegations made against Forbes, since they received the report on March 16 this year.

Anti-money laundering

Gov’t ramps up anti-money laundering efforts

BY OLIVIA ROSE THE GOVERNMENT has approved funds to train frontline enforcement personnel in an effort to fortify the Turks and Caicos Islands against money laundering risks and combat terrorist financing.

According to a post Cabinet statement issued on Wednesday, August 3, Cabinet approved recommendations of the TCI AntiMoney Laundering Committee for the expenditure of $24,910.

The money will be spent on Financial Action Task Force (FATF) Standards Training and PreAssessment Training.

These training sessions will target members of the Financial Services Commission (FSC) the police, customs, the Director of Public Prosecutions (DPP) and those who are on the ground dealing with these issues.

These cash will be drawn from the National Forfeiture Fund.

Cabinet also received update from the Attorney General on the completion of the anti-money laundering and prevention of terrorism financing National Risk Assessment which will be presented for final approval at its next meeting.

An expanded summary of the TCI’s Money Laundering and Terrorist Financing Risk Assessment (National Risk Assessment) Report is expected to be published soon.

The country’s first National Risk Assessment was held on June 26, where members of the public and private sector met to comb through the TCI’s challenges with anti-money laundering and terrorist financing.

This meeting saw about 50 stakeholders and representatives from both the public and private sector convening for the two-day workshop.

According to FATF, corruption, money laundering and its associated economic and financial crimes tend to impact and undermine good governance and rule of law, which are core values of regional constitutions.

to identify, assess and understand its money laundering and terrorist financing risks, the force said.

Once these risks are properly understood, countries can apply measures that correspond to the level of risk.

The workshop was aimed at putting together comprehensive action plans to decrease the levels of risks, and strengthen controls and supervisory oversight in each sector while submitting ideas to impact legislative changes in this regard.

Speaking at the opening of the workshop, managing director of the Financial Services Commission (FSC), Nigel Streete, underscored the importance of implementing money-laundering legislation in the Turks and Caicos Islands.

He said: “It’s especially important for a small jurisdiction like ours where you have limited resources.

“What it allows you to do is an internal assessment and that assessment allows you to further identify and deploy resources.”

Attorney General Rhondalee Braithwaite Knowles OBE, chair of the national Anti-Money Laundering Committee, said that the workshop was designed to ensure a buy-in of senior officials from both sectors.

She explained: “This is a major initiative here in the Turks and Caicos Islands which will enable us to develop an effective framework to prevent money laundering and combat terrorist financing.”

I think there is never a downside to having public transportation especially on an island ‘Beautiful by Nature’.

Another idea that may be considered is putting in bicycle lanes so that people can use their bikes to get around instead of a gas-powered vehicle.

It works very well in places such as Ottawa, Canada.

There, they also have Go Bikes so the public can rent them from one location and then return them at another location.

Exercise is very good for us humans!

Why change?

The jitney is the most efficient, safe and cost effective system one can imagine.

There is no place in the world you can catch almost any car and go almost anywhere in less than three minutes for less than $3.

The geography/demography of the island is a perfect fit to a jitney system - we shouldn’t try to copy what exists elsewhere as set up is way different.

Also if the Government gets involved this will obviously show an increase of fares and a reduction of service quality.

If some funds can be allocated to public transportation, let’s create more bus stops (eg. Rotary) to allow jitney some breathing space when working.

Night buses

Public buses are needed. Buses that run at least until 11pm.

Reliable?

Well, we have hundreds of Haitian

jitneys. Isn’t there the risk, as with most things to do with the Government, that they will break down?

Problem politics

Government run companies can at times be highly ineffective and incompetent.

If run with stringent guidelines and a professional CEO and competent officials and members of staff, then the venture can be as competent and effective as the best run of companies.

Therefore, the initial challenge is between effectively running the latter or ineffectively running the former.

Since the Government’s (the people’s) money is involved, the politics from the start becomes a big potential problem - who gets the contract, who builds what, who accounts to whom and so on.

Structure, accountability, competence, integrity, business efficacy and the service of the public interest are all watchwords that would have to be assessed, measured, balanced out and utilised for attainment of necessary standards to be achieved.

Workers and children

This is key to making this island functional. A public bus system that is dependable, efficient, cost effective and properly scheduled will help not only workers getting to and from work, but children going to extracurricular activities including homework help, sporting activities, drama, etc.

This will also remove the need for jitneys which are dangerous, often illegal and will resolve a lot of accidents from unlicensed drivers.

Our tourists could also benefit and

see more of our Islands and patronise local restaurants and shops, again bringing equality amongst the various retail outlets on Provo.

If it also runs up to Heaving Down Rock it will again prove beneficial for everyone to be able to access the ferries.

Safe and economical

Definitely a good idea. It would be a boon to locals and tourists alike. It will get the jitneys off the road and the public into a safe, economical means of transportation.

Up for bids

We understand the Government’s concern over the jitneys, the unlicensed taxi autos and all the rest.

However, another government organisation open to political favouritism is itself frightening.

Why not set a standard for a public transportation system and put it up for bids.

Focus on crime

Forget public transportation for now.

Put solving our pressing issue of increase in crime first and foremost!

Construction on Ritz Carlton to begin soon – Other new developments on the horizon, tourism minister promises

BY DELANA ISLES THE TOURISM ministry has announced that the way is being cleared for imminent construction of the Ritz Carlton branded hotel.

The announcement comes when the Government has yet to make an official statement on the dismissal of further appeals of a judicial review against the construction of the hotel and other developments that are seeking to construct 12 storey resorts in the Turks and Caicos Islands.

“The sustained commitment of the Ritz Carlton to become a stakeholder of ‘Brand TCI’ demonstrates unwavering confidence in the

destination’s appeal to their luxury cliental, and the way is being cleared for imminent construction,” a tourism ministry communiqué stated this past week.

The ministry also announced that many other global brands including Six Senses, have formally expressed interest or have submitted proposals to the Turks and Caicos Islands Government for consideration.

Six Senses Hotels Resorts Spas operates 11 resorts and 31 spas in 20 countries under the brand names Six Senses, Evason and Six Senses Spas.

Listed on its website, it states that Six Senses resorts are set in locations of incredible natural beauty with an

uncompromising level of service.

Each property has a distinctive personality, but shares a commitment to community, sustainability, wellness and design, the website says.

This award-winning approach extends to new openings, including the urban concept premiering in New York in 2019.

“On completion of successful negotiations and introduction of these global players to our destination, the Turks and Caicos Islands will

become an even more admired regional and international player in the tourism sector,” minister of tourism, Ralph Higgs stated.

He noted that these recent expressions of interest are cause for much optimism for the Turks and Caicos Islands, and the Ministry of Tourism and the Government as a whole is working tirelessly to bring these proposals to fruition.

He added: “We are confident that the goodwill we have built with our

many stakeholders and visitors in providing a safe and welcoming environment, as well as exceptional experiences, will assure our continued popularity and success.”

He further listed the famous 12mile Grace Bay beach still being a huge draw for tourists and developers alike.

The minister further assured that the TCI tourism industry and the spirit of its people remains resilient and strong despite recent challenges.

Salt Cay Airport restriction lifted

BY DELANA ISLES CAICOS Express Airways is expected to resume flights in and out of Salt Cay Airport soon.

The restriction placed on the company’s Air Operators Certificate (AOC) which prohibited commercial flights into Salt Cay has been lifted, the Government revealed on Thursday (August 10).

A TCI Civil Aviation Authority (TCIAA) team, representatives from the Airports Authority and Caicos Express Airways made a follow-up visit to Salt Cay on Monday (August 7) for the purpose of verifying the additional maintenance work that was done by the Airports Authority.

The TCIAA team is said to be satisfied with the work, leading to the decision to lift the restriction placed on Caicos Express Airways.

Acting Premier Sean Astwood told the press on Thursday that the speedy action taken is part of the Government’s commitment to ensuring that the Turks and Caicos Islands remains accessible.

“The suspension of flights into and out of Salt Cay has caused the public on the island, most

particularly the aged persons and the already challenged businesses, much inconvenience and my Government made a commitment to ensure that this matter was rectified expeditiously.

“Turks and Caicos Islanders deserve nothing less than a transportation system that is safe, reliable and facilitates trade and the movement of people and goods,” Astwood said.

He gave further assurance that the Government will stand firm on its commitment to strive for a reliable and accessible transport system and barrier free infrastructure for the Islands, and will continue to back up this commitment with action.

Late last month, a risk assessment study was carried out on the airport following its closure on Friday, July 7.

The closure was due to the expiration of the June 26 Salt Key Aerodrome certificate without renewal by the Turks and Caicos Islands Airport Authority (TCIAA).

As indicted by the TCIAA, the decision not to renew the certificate was due to long term safety concerns relating to the runway surface and associated areas.

Haitian migrants were intercepted on board this wooden sloop

More than 50 Haitian migrants intercepted – Second boat in a fortnight

BY DAISY HANDFIELD FIFTY-three illegal Haitian migrants on board a wooden sloop were captured near West Caicos on Tuesday, August 5.

The vessel, detained at about 2.30am, contained 16 women and 37 men.

Prior to this, a sloop containing 99 illegal Haitian migrants was intercepted in the vicinity of the Bluff in Providenciales on July 31, making it the second arrival in a little over a week.

Three people from the boat were charged and detained while the others were repatriated.

An unknown number of illegal migrants who arrived in TCI waters on a sloop on July 24 escaped local authorities and entered the territory.

The new vessel, a 35-foot wooden boat was captured due to the collaboration between United

States Coast Guard, TCI’s Coastal Radar Station, the Marine Branch of the Royal Turks and Caicos Islands Police and private citizens.

At about 4.11am the sloop arrived in Providenciales where it was met by immigration officials.

The boat passengers have been detained and are being processed for repatriation and entry of the Immigration Stop List.

Migrant workers whose work permits and or visas have expired have until August 15 to leave the Turks and Caicos Islands or be prosecuted and deported.

The announcement came from the Deputy Premier and Border Control Minister, Sean Astwood, last week during a sitting of the House of Assembly.

He said that illegal migration threats the lives and livelihood of the TCI’s people and those found to be

engaged in the smuggling of humans will be prosecuted under the law.

Astwood advised everyone to observe the immigration laws of the TCI and said that anyone found in breach of them will be dealt with accordingly.

Commissioner of Police James Smith warned residents about harbouring illegal immigrants during a recent television interview with a local news station.

He said: “People here know some of these people who are carrying out these operations and they need to come forward.

“We are receiving intelligence, but we need much more community information to help us bring these people to justice.

“For those people who are allowing illegal migrants to live in unstructured dwellings and who are not turning them in, you need to stop what you are doing and help the nation.”

PNP stands with Gov’t on immigration crackdown – But calls for population policy to be formulated

BY DELANA ISLES THE APPLICATION of the immigration laws is being commended by the opposition party (PNP) as a move that is needed to bring some order to the migrant worker issues.

However, while the move is one which the party does not take issue with, Leader of the Opposition, Washington Misick has called on the Government to examine all of the policy issues that will arise from this stance.

In an invited comment this past week, the PNP leader stated that there are a few big issues in the country, such as this one, that all political sides need to agree on and take out of the sphere of political debate.

“In terms of policy there are a few policy areas that we should have complete agreement on and I believe before we can come up with a proper immigration policy or what I would say, a process, we would need to go back to thinking seriously about the population policy.

“I think that a lot of what the minister said is the power that is provided under the legislation so it really is a matter of process and methodology, and how you go about dealing with these issues.”

NO MIXED MESSAGES However, he noted that to the extent that people are in the country illegally, the process should take place as it is provided for in the law.

“And I think the Government needs to be very clear about that so that there are no mixed messages to those persons who are impacted.

‘There is a definite possibility that people are in the country illegally, not solely as a result of their own doing but it may be they are here illegally because of processing issues - documents not processed in time and so forth.

“As it stands at the moment the system is still not being operated efficiently - and this is not to put blame on the current Government, the system needs a lot of work and I believe that it has come a long way but it still has a long way to go,” Misick said.

He went on to explain that to the extent that the minister is applying the law, his party will not protest the move, but it is a matter of style of leadership.

“You can’t dictate to people what their style should be, but to the extent that he is using the law and is permitted to enforcing the law I can’t see how anyone can object to that.”

The former finance minister did however raise issue with the ‘follow through’, and whether the Government has the wherewithal to conduct the kind of enforcement that is necessary.

He added that the issue of immigration in relation to population is a very complicated one that

he believes should be dealt with collectively.

SUPPORTING REGULATION Asked if the opposition is offering to work with the government to formulate immigration and population policy that can be workable through successive

governments, the party leader said that his party has always wanted and supported immigration regulation.

Pointing out that the immigration ordinance that is currently in place is a significant improvement on the one before, and is as a result of the efforts of the opposition when they were in government.

He noted that to the extent that the systems that were put in place at the time, are now being applied and improved by the current administration, his party is in agreement with the recent move by the PDM Government.

He also pointed out that the style of the PNP is not to oppose good, sound policy or management decisions, particularly since a lot of those would be carrying over from the past administration.

“I don’t believe in switching, because I happen to be on the other side of the table – one has to be consistent, and you can’t just change your mind without good solid reasons the next day just because the tables turned on you.

“So, I think there are real challenges in implementing some of the policy and decisions, but I believe it is to some extent a management challenge,” Misick stated.

Due to the recent policy decision taken by the new Government, migrant workers have until Monday (August 14) to leave the country if they are without legal documentation or they do not have applications for legal stay in the TCI pending in the requisite government departments.

Interception and enforcement capability to be boosted

BY OLIVIA ROSE MORE staff will be recruited to the Immigration Task Force to improve the TCI’s interception and enforcement capability.

This was revealed at the National Security Council’s (NSC) recently held meeting on July 28.

Coupled with these measures, technical upgrades are also being introduced to improve the capability of the Coastal Radar Station in South Dock to detect illegal sloops.

Although specifics on the recruitment of staff were not divulged in the NSC’s press release it was noted that the joint operations with the Marine Branch of the Royal Turks and Caicos Islands Police Force and the Immigration Task

Force are working well.

Meanwhile Premier Sharlene Cartwright Robinson has reiterated her Government’s stern position on imposing stiffer penalties on anyone caught supporting human trafficking and illegal trade.

Commenting on how her administration intends to grapple with the issue, she revealed that the Government is making every effort to combat the problem with a holistic approach.

She said: “I met with Baroness Analey and I did make representation in February to the UK asking for assistance not just in policing our borders but also in providing assistance to the police.

“We had the benefit of the security assessment team here that was appointed.

“They came into the Turks and Caicos, they met with Government, they met with members of the private sector and a case was made on our behalf that was contained in a report at the end of March.

“We do expect to get benefit; we understand that this is difficult for the people of the Turks and Caicos as it is difficult for us as a Government.

“The sad thing about it is that there are people in the Turks and Caicos who are Islanders who are actually benefitting from this trade and it’s not just about human trafficking.”

Harkening back to revelations made by former Premier Rufus Ewing, who disclosed in 2015 that guns and illegal drugs are also coming in on sloops to the TCI,

she said: “At the end of the day, no matter what, we need the additional assistance, we need the help.

“We are able to bring in more boats that will be here in short order for the policing of our borders, we’re able to increase the manpower, and we are going to move ahead on our border patrol unit.

“There is greater coordination between the different bodies and I do know that the Ministry of Border Control and Labour is going to have a full sit down with the Marine Branch and see what else can be done with the resources that we have.

“But yes I am still hopefully looking forward for the assistance from the UK in terms of policing our borders.

“Now let me say, no matter how much the Bahamas has pumped into

boats and their defence force and even the United States there will always be landings.

“But this level that we’re seeing is unsustainable and it’s something that we’re not going to sit down on.”

She said that anyone caught harbouring illegal migrants could face a hefty fine of $20,000.

Cartwright Robinson added that the summary conviction or term of imprisonment for the offence is four years, while those acquiring status other than by birth convicted of the offence could face their status in the Islands being revoked.

She noted that it is a vexing experience as each time the country’s purse is taxed, monies that can be used elsewhere for developmental needs are directed towards detention and repatriation.

Islanders urged to apply for Chevening scholarship

PROFESSIONAL Islanders are being urged to take advantage of the opportunities for advanced studies and professional training under the UK’s flagship scholarship programme.

The global Chevening Scholarship Programme is aimed at equipping future leaders with the knowledge and skills necessary to impact change in their respective countries.

These scholarships are awarded to people with demonstrable leadership potential who also have strong academic backgrounds.

The programme offers full financial support for future leaders to study for any eligible master’s degree at any UK university whilst gaining access to a wide range of exclusive academic, professional,

and cultural events.

A press release from the Governor’s Office this week urged eligible professionals in the public and private sector to apply for the fully-funded one year master’s degree.

Governor John Freeman, urging professionals to apply, noted that the UK continues to play a leading role globally.

He said: “The UK is home to some of the world’s best universities, brightest students, and most revered academics.

“The UK’s higher education sector promotes the exchange of information and ideas, as well as the building of knowledge and networks.

“Chevening scholars find themselves immersed in that world, and emerge having grown academically, professionally, and

personally as a result of their time in the UK. “Chevening scholars share the best their country has to offer with those they meet in the UK, and then share the best the UK has to offer when they return home.

“The role Chevening scholars and Chevening alumni play in building bridges between countries is as important now as it has ever been.

“Over the last 34 years, many others have been selected for a Chevening scholarship and have subsequently gone on to become respected leaders across a range of sectors. Becoming a part of the Chevening network instils a strong sense of pride and responsibility.

“I’ve personally seen how this opportunity is able to transform lives,” Freeman said.

According to the press release, the

TCI has been successful in having three talented people awarded this scholarship in the past three years.

These beneficiaries include Kenisha Bacchus, who currently works as a legal consul for the TCI Financial Services Commission (awarded in 2014), Myrlchina Lewis, who has recently been appointed as financial manager within the Accountant General’s Office (awarded in 2015), and Lormeka Morley-Williams who is currently in the UK finishing up her studies (awarded in 2016).

The scholarship programme is supported by the Foreign and Commonwealth Office (FCO) and partner organisations.

Police clarify robbery rumour

BY DAISY HANDFIELD AFTER a CCTV video footage of a men in a yellow Nissan March circulated the internet, police issued a statement clarifying the incident.

According to police, in the video a yellow car pulled up to the Do It Centre parking lot and two men exited the vehicle and searched a black truck that was parked in the parking lot.

An investigation was carried

out and the men were interviewed and it was confirmed that it was a genuine mistake made by them.

The men went to the Do It Centre to collect a battery from a truck and upon seeing that truck [shown in the video], which is the same make and colour of the one that they were supposed to get the battery from, they realised that it was the wrong one, police said.

The owner of the truck that the battery came and confirmed what was said by the men.

A yellow Nissan March was

never reported to be a part of a robbery that occurred on August 5.

However, on that date at about 12.43am, a man reported that while walking towards his vehicle he was robbed of his wallet containing his driver’s licence and identification cards and two cellular phones.

The culprit got away with the victim’s blue Suzuki Grand Vitara Jeep - licence plate unknown.

Prior to this incident, the police issued a statement reminding the public to act responsibly when it comes to publishing statements that

are nonfactual on the internet.

Police said that it can cause damage to a person’s reputation, character or integrity and civil suits may be taken.

It said that if the police have any reason to believe that a person has committed a crime, they may issue wanted images to the public for assistance.

The statement read: “Persons must also be careful of their Whatsapp interactions. A voicenote sent from one person to the next may go viral.

“Living in a small community it makes it easier for a voice to be identified. If the voice-note entails information regarding a potential suspect or criminal, it makes the author of that voice message vulnerable for attacks.

“Written conversations that are screen shot, can be screen shot with person’s phone number or names of the contact in that conversation and be sent viral via Whatsapp or social media, and some of these conversations have contained private information.”

Three solutions to stem crime Dear Editor, As crime surges to new heights, it may be worth Governor Freeman considering allocating half million dollars for the immediate implementation of a secure confidential informant programme.

CONFIDENTIAL INFORMANTS A confidential informant or ‘CI’ runs this way: -Any individual who provides useful and credible information to

a police officer (CID) regarding criminal activities -From whom the CID would expect to obtain additional useful and credible information regarding such activities in the future.

-In exchange for that information once proven to be credible the CI would be paid.

Imagine, if the CID had paid informants in and from the communities of The Bight, Blue Hills, Cheshire Hall, Leeward and Five Cays, to whom they have an

open line of communication.

Cultivating informants in these areas could lead to many arrests and may lead to solving cold cases.

Some people may think this is snitching. I reject that. Instead, introducing informants could reignite a community spirit and also drive the fear back into the criminals, which is desperately needed right now.

MR EDUCATION, there are many viewpoints regarding whether you are serving the purpose and meeting the expectations it was thought you would realise, although others feel this is unfair.

Some allege they have not seen the changes you were supposed to bring about and that you are not keeping up with new developments in your area that would transform the system you represent.

It is said that although institutions have been built in your name, such as high schools and colleges, their reputation is yet to be established.

And that you do not have the resources to manage the system to enable its objectives to be achieved.

There have also been whispers that the quality of personnel manning education leaves much to be desired and that people see you as the area non-performers resort to because they cannot fit anywhere else.

Some have the opinion that it is only those who cannot learn that teach, and that educational institutions that operate in your name are dispensing information and not knowledge, and that their clients are not getting value for money.

Many business corporations say you are not preparing clients for the workplace so they have to design their own education to fit their need for skills, greater productivity and efficiency.

They also complain that you, Mr Education, do not really

foster values and ethics, and that this results in many members of society becoming delinquent, not knowing what is required of them, so they commit anti-social acts.

There is the further perception that in many instances, information about you is not updated, and many who benefit from your services do not promote you and the positive things you stand for.

There are also claims that many institutions across the globe that operate in your name are not accredited, making people suspicious of you, and what is offered in your name and given your blessings.

Does all this make sense to you Mr Education? Are you aware of these opinions about you? Are some fairly reasonable, or is it that we have misunderstood what you stand for throughout the years?

Do all these charges prove that what is said has nothing to do with you? And if they do not, how can we know you even exist?

Are you just a concept, a mere notion, and not for real?

To satisfy our curiosity, could you please tell us where you could be accessed, or whether it makes sense to try and locate you?

Are you connected to learning, or is learning a personal endeavour, having no relationship to you?

Would you say that if we should try to find our own path instead of having others impose their views on us in your name, we would be better off?

Tell us, Mr Education, what to believe about you and your alleged function. Is it that all we thought we knew and seek to know using your authority was and is for naught?

Or is it that everything we thought we knew about you is really the case.

That we were and are on track. And that all the questions about you and the thoughts about your function and purpose are a direct result of exposure to your principles.

Were we right about you all along and that the critiques we advanced about you were your way of helping us to examine the education process to improve it further?

Was this your way of realising your purpose and performing your function all the time?

The crime solving rate is at an all-time low which leads the public to believe that the cops don’t know what’s going on in the streets.

But an informant – particularly one that may have once engaged in criminal conduct - will always know what is going on in the streets of the community.

Countries all over the world turn to CI implementation, when crime is ‘out of hand’.

Now, maybe it is our turn to explore this option.

STING OPERATIONS Commissioner Smith, may also want to consider setting up various sting operations throughout the islands of Provo.

Here is why: We know of the constant attacks of persons at the ATM machines, so have CID officers dressed in plain clothes and use the ATMs at weird times in order to bait these brazen criminals to attack.

The same can be done using fake tourists to walk the streets of Grace Bay. Here is what I would tell the head of the police: Commissioner you must put the fear back into these criminals and one way you can do so is to strike back through sting operations throughout Provo.

TRAFFIC STOP, SEARCH AND SEIZURES For the rest of the month, I don’t mind sitting stuck in traffic because of police officers working around the clock, stopping and searching at every roundabout.

Do this for the entire month of August and see the fruits that will be yielded from your labour.

I am certain this Government would have no objection to paying these officers overtime for us all to feel safe again and implementing these three measures is a good start that doesn’t require anything more than a signature to get done.

One last thing, these measures are permanent measures that are part of a ‘zero tolerance’ attitude to crime.

However, there is one species of crime that is the most dangerous for us, and that is where criminals from surrounding countries come for a few days and run wild in our country, wrecking its reputation.

The key thing here Mr Commissioner is there must be persons and even Turks and Caicos Islanders who have forgotten their duties as citizens, who are facilitating these people.

You must develop a strategy to deal with this.

I know we cannot have the TCI we had 30 years ago. But if we fail in this crime challenge we will end up with the TCI we deserve but in which we cannot survive.

Antigua and Sandals dispute - PART ONE

Dear Editor, I just listened to the entire address of prime minister Gaston Browne and must commend him for finally taking action to protect Antigua and Barbuda and its people from further exploitation from Sandals.

But I noticed some of the comments by persons with respect to the interaction of Beaches with respect to past and present governments of the TCI and feel compelled to point out that we are far ahead of Antigua in terms of how we deal with the Sandals Group generally.

Islanders homeless in their homeland – PART ONE

Dear Editor, The current rotating president of the Turks and Caicos Forum (TC Forum) has requested that I provide him an up-to-date document on the silent crisis that is stalking Turks and Caicos Islanders and strangling them of their birth right and that of their children, to something they have been entitled to courtesy of their forefathers since forever.

It is the ownership of land and a roof over their head.

Properties of TCI citizens, many of them indigenous, are being foreclosed upon at alarming rates by banks and lending institutions in the Islands.

The beneficiaries in this disaster are the lending institutions themselves as well as the newcomers they facilitate who have showed up on the scene to grab a piece of this to-be-desired paradise.

Such acquisitions are at the expense of, and to the grave detriment of the TCI homeowner.

This foreclosure procedure might seem a straightforward above board financial transaction, but underneath it is unethical and stinks to high heaven as it almost always involves preferential treatment of the newly arrived purchaser, discrimination against the foreclosing local homeowner and a huge windfall for the lender.

To make matters worse this

process is, for the most part, in no way regulated by any governmental or citizen advocacy agency to ensure that due process is followed.

The result? A disastrous outcome for the Turks and Caicos Islander who is rendered landless and houseless.

To impress upon you, the reader, the gravity of this situation, I cite the case of a real life young and ambitious homeowner on the easternmost island of Grand Turk.

We will call him ‘Samadi,’ to ensure the confidentiality of his particular case. Here is what he revealed to me: Samadi is a married 46-year-old male whose people have owned land in Grand Turk since forever.

He and his wife do reasonably well generating income and raising their young children. They are the homeowners of this valuable prime located piece of Crown land acquired property.

Two years ago, they got a loan from the local Grand Turk branch of an internationally known bank to complete their house and develop their property.

Recently, as family expanded and things got tight, they began to fall behind with their payments.

They owe somewhere around $70,000 on this homeowner’s loan, and have paid $1,500 monthly for two years.

In an attempt to catch up, and get back on track, Samadi and his wife

approached the lender and offered to pay $20,000 in one lump sum.

Guess what? The bank pointblank refused and has so far refused to deal with them on this.

You would think the lender would be more than pleased to deal with this couple, who have reasonable means of income, in bringing themselves current on what is due to fix the foreclosure situation.

Why such behaviour, and is it not strange? Not if you got to hear what Samadi had to say when we spoke: “Look, it’s like this. Me and my wife have been paying on this house for two years. The bank for my loan is from a cold country with long snowy winters, and with a lot of customers back there who are retired and their children are grown.

“They’ve had it with the cold and are looking for a warm place for their later years.

“Most likely their house is paid off and they have sold it for a good amount and have the money sitting in their account in their home branch of this same bank that’s holding my loan.

“But they have made clear to their bank or a real estate guy who works with their bank that they are in the market for a Caribbean home.

“So now the search is on. The bank looks at this person’s financial state alongside mine. They have a nice surplus, while I am temporarily a little bit short.

“So what happens? The bank

forecloses on my property at the slightest slip or if I’m already in foreclosure, they refuse to work with me to bring me up to date.

“They resell my house, with all the upgrades I made and all the payments I made all this time, to that winter bound couple for a nice price.

“Say I got the loan for $100,000 and have paid back $50,000?

The bank now sells it maybe for $250,000.

“You see that! That is a goldmine for the bank, profit-wise. Why would they want to deal with me?

“They have a better deal from a fellow-customer with a much better

COMMENTARY

IT IS time to analyse the best way forward for the Turks and Caicos Islands. To do this we must begin by facing the truth.

We have had internal government for nearly a half century and certainly, while we are better off in modern terms than we were ‘back in the day,’ we could have done much better.

Can we do better? Yes, we can and we will.

The people have selected change and a change in direction we will get. It is already underway.

Can 14 years of heading in the wrong direction be corrected quickly? Of course not!

A whole generation grew up under an administration that is now in court under corruption

looking account than mine.

“So, what happens? This foreigner now owns my house. See how that goes?”

I do see. And I do say that, despite being so young, Samadi’s eyes are open and he can see what’s going on.

Even though this might appear legal it amounts to a shady and unfair business practice by this, and other lenders in the Islands, making indigenous and long lived TCI citizens landless and houseless in favour of newcomers.

Caicos in the last election I can testify that the election officials there did not know the rules.

They set aside ballots that were clearly marked for Ralph Higgs.

In the end, Higgs had enough of a margin the results were not questioned. What about the close results in Provo?

Have the British let us down?

Yes, they have. But it served the PNP administrations well to NOT hold the UK responsible for its failures to provide law enforcement.

We also believe having the Brits responsible for the civil service is a mistake for now obvious reasons.

Caricom independent nations do not have the resources to protect their borders or finance their infrastructure

needs.

Independence has not served any of the eastern Caribbean countries well. The frustration they experienced from a absent UK caused them to go astray.

Why did Premier Ewing seek closeness to Caricom?

The TCI with its close US ties and stable US currency has an unique position.

We must however hold the British responsible for our law enforcement and border protection. We must insist on having control over our civil service.

The last 14 years has brought us a trial that never ends, an influx of thousands of illegals and a civil service that takes months, if ever, to issue a birth, marriage or death certificate.

We had British governors in their waning years sitting in Grand Turk insulated from reality. Then they went home to disappear.

It is time for real change and it will not happen overnight.

Residents prepare for Lobster Fest

MORE than 30 residents participated in a clean-up campaign at the Felix Morley Community Centre in Five Cays, Providenciales, on Monday, August 7.

The plan was to prepare for the first annual Lobster Festival which will be held at the centre on September 2 from 9am.

One of the organisers of the cleanup, Thomas Clay Ewing, said in an interview that he was quite pleased with the turnout and was happy to see community members participating.

Ewing elaborated more on the festival, stating that it will feature a sailboat race, Five Cays musicians and a lot of well-known local delicacies.

He added that restaurants and hotels across Providenciales will

participate in a lobster cook-off where they will be vying to see who can prepare the best lobster dish.

He said: “We intend to make this an annual event, and proceeds raised from the Lobster Fest will go into community projects such as refurbishing the basketball court…”

He went on to explain that funds raised will also be used to help families in the Five Cays community and for other initiatives that could benefit those living in that area.

“It does not restrict to that - any resident in Five Cays that needs help, we are there to do whatever we can to make Five Cays a better place…Our motto is building a better community.”

Ewing added: “This is our first time and we do not have a target goal, we are just optimistic to raise enough to at least try and refurbish our basketball court.

Talented students to participate in acting camp show

BY DAISY HANDFIELD YOUNGSTERS from the Edward Gartland Youth Centre will be performing Broadway pieces at a show on Friday (August 11).

They learnt the performance pieces during a recent acting camp - a collaborative effort between the Edward Gartland Youth Centre and the Turks and Caicos Friends of the Arts Foundation (TCFAF).

Susan Cade and Scott Canon from Philadelphia come to the Turks and Caicos Islands annually to direct and teach the children for an entire week and at the end of the week the students have the

opportunity to perform what they learnt.

In an interview with the director of the centre, Roxann Wake Forbes she said that this year she has decided to implement a raffle to raise funds.

She said that the funds raised from this raffle will go towards the purchasing of school supplies for the Provo Children’s Home and remaining funds will be used for additional supplies for students of the centre.

Wake Forbes said the students are always excited about the acting camp and it fills up very quickly, especially since the children know

that they have the opportunity to perform in the end.

“Having been involved in the centre for so many years, it’s great to see them working full time and it reflects back at the centre,” she said.

The show is a free show and the community is welcomed to come out and support the students.

The Edward Gartland Youth Centre in Providenciales is a nonprofit organisation that caters to children between the ages of 11 and 18.

It opens its doors to children from Monday to Saturday and on average sees about 400 children visit the facility each week.

To address this issue, we implemented the gratuities and service charge legislation specifically targeting the Beaches issue and forcing them and all other all-inclusive resort properties to assess a service charge on their room bookings and having the entire 100 percent of that charge paid to their employees.

As a result of this, the salaries paid by Beaches in the TCI are perhaps the highest paid at any Sandals Resort in the region.

If the worker is not getting his/her just due in this regard, it is simply a matter of policing the administrative process as the law is already on the books to facilitate this.

Of course, there is always room for improvements in salary at resorts and every avenue ought to be explored to achieve this.

When the development agreement for Beaches was renegotiated during the 2003 to 2009 administration, we insisted that Beaches pay full import duties on all items they imported as consumables (food and beverage etc).

We then insisted that they pay a minimum of five percent import duties on all capital items for expansion and new development.

It should also be noted that in many cases the import duty rate they have to pay is more than the five percent.

On top of this, they, like other importers, have to pay the

Government’s mandatory 7.5 percent customs processing fee which is not negotiable.

With respect to land that they purchase in the TCI, we discounted the amount of stamp duty they had to pay in some cases to encourage the transaction to materialise, but at no time were they exempt from paying all of the stamp duty.

As it relates to the accommodation tax, Beaches has to pay the full amount of 12 percent to the TCI Government, monthly, and would be assessed the usual penalty if they were delinquent in making this payment.

I feel sorry in some respects for the government and prime minister of Antigua and Barbuda because Sandals appears to have held them hostage.

They get 100 percent exemption on all capital items imported into that country for 35 years; they are significantly discounted on the taxes due on their operational profits; and they are free to hire with impunity, it seems, the full complement of their managerial staff from foreign countries.

To top this off, they were only paying 35 percent of the requisite fee for accommodation tax.

This kind of behaviour is unheard of in the Turks and Caicos Islands for any developer, including Sandals.

While I do acknowledge we have issues in this regard, they do not go to this extent.

Former education minister addresses school completion concerns

BY DAISY HANDFIELD FORMER Minister of Education Akierra Missick said she is worried that Government school works will not be completed in time for the new academic year.

She expressed these sentiments during a television interview with a local news station late last week.

“The tenders closed for upgrading works at various schools. We know that they take some time and it does not seem like the schools will be ready for September,” she said.

The Government has invested $1million upgrading various schools throughout the Turks and Caicos Islands, which was approved by the PNP administration.

Long Bay High School, which was built in phases as an extension of the Clement Howell High School, has still not been completed and is on its third phase.

Missick said that she was really concerned about students at Clement Howell High School and Long Bay High School, especially since the new academic school year is quickly approaching.

“What are we going to do with those students who would have had to use those classrooms now that they are no longer available and what is to happen with the students who

are going into third form at the Long Bay High School.

“Where are they going? Because again, the third phase of the Long Bay High School is underway and the decision needs to be made or communicated, if it hasn’t been yet.

“I have not seen it in the paper, but maybe it was communicated to the parents individually what is to happen to their children,” she said.

The former Minister of Education issued some advice for the new Minister of Education, Karen

Malcolm, stating that there are already plans implemented in that ministry, so all she has to do is follow those plans.

“There is no need to recreate the wheel because they were developed through technical assistance in the Department of Education, and international technical assistance,” she said.

“Now it is about building on them and developing them fully, so that we can have a robust educational system for the 21st century learners.”

New senior tax officers appointed

BY OLIVIA ROSE THE GOVERNMENT has recently announced the promotion of Natasha Ewing and Ruthann Gardiner as the new senior tax officers within the Turks and Caicos Islands Revenue Department.

This comes as former senior tax officers Keshia Handfield and Mrychina Lewis earlier this year were successfully promoted to the roles deputy revenue commissioner and financial manager respectively, within the Ministry of Finance.

Deputy Governor Anya Williams extended congratulations to both Ewing and Gardiner on their recent promotions.

She said: “During their tenure as a tax officers they both have had the opportunity to work in all three sections of the Revenue Department - compliance, business licensing and audit and investigation and are equipped with a wide range of skills that will assist them in their new roles as senior tax officers.

“Through the Civil Service Professional Development Fund they also had the opportunity to participate last year in TCIG’s training and secondment programme which afforded Ms Gardiner the opportunity to spend a week at Inland

And so, it was with a degree of relief and surprise that on my first evening away, there was no adverse news.

No one called. All appeared to be well. A bit too well...Had the spell finally been broken?

As I awoke to my seven-year-old daughter’s voice the next morning, I could tell that something was wrong - quite aside from the fact that, despite her love for her daddy, a 6.30am call from her is unusual.

But there it was: “Daddy, when did you last see Billy the cat?”

I tried to remember and had to confess that I hadn’t seen Billy the cat (who hails from Grand Turk), since the morning of the day before I left.

“Well that means he’s missing daddy and I am very worried.”

A cat search was organised and less than two hours later I received the update call: “Billy the cat has fallen into an old well, he’s up to ears in water and can’t get out.”

Bad news, good news. The cat’s in a well, but he’s alive.

After several hours of cutting acacia bushes, lowering a net to the distraught cat, Billy the cat was rescued.

More good news. Or so I thought. How bad can it be? A bit wet, a tad dehydrated. Cats are tough - no?

No sooner was the cat home, wrapped up in a dry towel, a photograph sent (via WhatsApp) to the visiting Provo vet on Grand Turk, prompted the following response: “That cat’s on deaths door.” (That’s one way of breaking bad news...)

“In fact he should go to Provo as fast as possible,” the vet continued.

Easier said than done.

Now for all non-Grand Turk/Salt Cay readers, it should be pointed out that neither island has a permanent veterinarian on call.

A Providenciales based vet team visits the capital once a week, on just the day there is no ferry from Salt Cay, which makes responsible pet ownership on Salt Cay a real challenge.

On this occasion, however, all the stars aligned perfectly for Billy the cat. There was a non-scheduled ferry service, the cat made it to the Grand Turk Airport on time, thus allowing the vets to take him to Provo and their veterinary clinic.

Like clockwork. The following day the very cat, who only 24 hrs earlier was “on deaths door” returned to Grand Turk and subsequently Salt Cay, having fully recovered from the ordeal.

So why write about a cat, when there are no doubt far more pressing matters?

Well, for one thing it will put a huge smile on the face of a sevenyear-old - and that in itself is always a great reward.

On a more philosophical note: Life is about how we look after and care for ‘All things bright and beautiful, All creatures great and small, All things wise and wonderful.’

It is vital for every individual to do what he or she can to clean up the environment. Whether it is in the home or in a public area, every person is important and has the ability to make a difference and help stop pollution.

Why people do it: Research and experience has shown that litter is the result of individual behaviour - choosing to litter or being careless in the handling of waste.

Research indicates that more than 80 percent of individuals believe that littering is wrong and consequently feel a personal obligation not to litter.

But research has found that nearly one in five or 17 percent of all disposals observed in public spaces were littering.

PREVENTING IT: Everyone has a role to play in preventing litter. Changing a common behaviour like littering starts with you.

-Remind others not to litter and explain why litter is a bad thing.

-Get a litter bag or portable ash receptacles. If you see litter, pick it up. Dispose of full litter bags appropriately.

-Volunteer in your community for organised litter clean-up events.

In order to help stop pollution, people can start being more aware of which items can be recycled and how to go about doing it.

If you notice a particular issue that you want to bring to the Government’s attention, don’t be afraid to let your voice be heard.

Consider writing a letter to a member of the Government giving your opinion and explaining what you believe can and should be done

to help solve the problem.

It is very easy for every single person to help stop pollution. It can take little effort, but can be something that makes a huge difference.

Start by evaluating how you can make small changes. Even the smallest changes in your own life can have a massive impact.

Community economy and quality of life suffer. The presence of litter in a community takes a toll on quality of life, property values, and housing prices.

Litter has environmental consequences. Wind and weather, traffic and animals move litter into gutters, lawns and landscaped areas, alleyways and parking structures.

Debris may be carried by storm drains into local waterways.

Litter generally finds its way into our oceans. In fact, more than 80 percent of the ocean debris is from land-based sources.

Let’s not forget that ‘Beautiful By Nature’ is the national slogan of the Turks and Caicos Islands.

Regional News Bermuda: Police says violence sparked by gang tensions Gang tensions are a factor in the spate of violence plaguing Bermuda over the past two weeks, according to Superintendent Darrin Simons.

Mr Simons pointed to the “ebb and flow” of incidents leading to reprisals as he reflected on a Cup Match weekend in which 55 people were arrested.

He classified the fight at St George’s Cricket Club, which brought Cup Match to a temporary standstill on Friday, as the most significant event of the weekend.

The incident shortly after 6pm “definitely had some of the hallmarks” of gang involvement, Mr Simons told a press conference yesterday.

Asked what had led to the recent spate of violence in the community, he said: “There are incidents that occur, and there are reprisals that occur.

“And it’s not always clear which initial incident leads to a further reprisal. But that’s the kind of climate that we’re dealing with —

with ongoing gang tension for which there is an ebb and flow.”

Four men appeared in court yesterday over the fight, but Mr Simons said the investigation was ongoing, and appealed to anyone who may have video evidence to contact police.

“There were hundreds of people who witnessed this incident — we really need to hear from you.”

Other arrests over the Cup Match holiday included warrants, minor drug possession and road traffic offences. A specific breakdown of the charges was not immediately provided.

Two suspects were arrested in connection with a chain-snatching on Friday in the West End. Both men denied charges in court yesterday.

A further two suspects were arrested in connection with the stabbing on Wednesday afternoon at Sports Locker in Hamilton. Both have been bailed.

That was the third stabbing within five days.

No IMF; Dominica to stay the course, says PM WITH projections that Dominica is on track to post 3.1 per cent economic growth for fiscal year 2017/2018, Prime Minister Roosevelt Skerrit has scoffed at suggestions that his Government was in need of a helping hand from the International Monetary Fund (IMF).

As he wrapped up debate on the EC$918.2 million (US$339.7 million) budget on Tuesday night, Skerrit fended off suggestions from the Opposition United Workers Party (UWP) that the island’s mounting debt would drive the country to the Washington-based financial body.

“Our debt to GDP is not at 120 per cent or more. That’s when the IMF comes in – when your debt to GDP is 120 (per cent) plus; they are coming to rescue you,” he told Parliament.

Skerrit pointed out that Dominica’s debt to GDP ratio stood at 67 per cent and could be lowered to as much as 51 per cent, if Government cut guarantees to the

Dominica Agricultural Industrial and Development Bank and the Dominica Water and Sewerage Company Limited.

Insisting that both guarantees were investments for Dominicans, Prime Minister Skerrit maintained his Government has a strong handle on the country’s financial affairs and there was therefore no need for an IMF programme.

“The IMF is our friend. They are my friends; I like them, they like me too, but we don’t need them, because they have confirmed…that there is no fiscal unsustainability in Dominica at this stage,” he said.

During his budget, Skerrit reported that the economy performed well in 2016, recording 2.8 per cent growth despite the devastation and setbacks caused by Tropical Storm Erika in 2015.

The Eastern Caribbean Central Bank has projected that the economy will grow by 3.1 per cent in 2017 and

2018.

“This buoyant outlook contrasts sharply with the rest of Latin America and the Caribbean. The IMF warns that growth for this region will only be about 1.1 percent this year. The growth experienced by Dominica is clearly better than that of the region and it has also surpassed the average for the Eastern Caribbean Currency Union area,” Skerrit noted.

However, Opposition Leader Lennox Linton told Parliament in his reply that this year’s budget comes against the backdrop of some very interesting disclosures from the IMF’s Article IV Consultation on Dominica in March.

He said that over the past 17 years, the Washington-based financial institution has made recommendations for the Dominica economy, including the need for improving the conditions for private investment, especially for export activities, as the key to accelerating growth.

Opposition leader warns of lawsuits over PLP arrests PROGRESSIVE Liberal Party Leader Philip “Brave” Davis said there are plans to file civil lawsuits against the government over investigations involving former PLP members of Parliament.

He admitted that these legal challenges could be “hurting” the PLP, but insisted “more damage” is being done to the country.

“They may think that they’re hurting the PLP,” Mr Davis said on Tuesday in an interview, which aired on Our News. “Yes, while they may be hurting the PLP, they are doing more damage to the country.

“From my advice from lawyers ... I am also being advised that civil lawsuits will be taken out against the government.”

Mr Davis said the party has been getting calls from people in the region who have voiced concerns over whether The Bahamas has been reduced to a “banana republic”.

This comes the day after Bishop Neil C Ellis lamented the “inhumanity” shown to former Cabinet minister Shane Gibson before his recent arraignment, claiming that the former MP’s treatment as he was led into court was inconsistent with the concept of “basic respect for human dignity”.

Bishop Ellis, in a pastoral letter to members of the Mount Tabor Church, regretted Gibson being made by police to “hop” up the steps of the Magistrate’s Court complex for his arraignment despite suffering an injury “which required the aid of crutches for support.”

Gibson’s attorney, Anthony McKinney, QC, has reportedly said his client injured his foot during a recent boating trip and that his limping was “not the result of any brutality.”

The next day, after he was taken to Magistrate’s Court, Gibson reportedly got out of a police car using crutches. He reportedly used those crutches to enter the nearby police station.

A short time later Gibson left the station in handcuffs and no crutches.

With the assistance of officers, Gibson limped and hopped his way

up the stairs to court. He was later seen using the walking aides while at the Supreme Court for his bail hearing.

In his letter, Bishop Ellis, senior pastor of Mount Tabor Church, noted it was “painful” to watch the arraignment of a man he said is a “faithful member” of the Mount Tabor congregation.

The politician’s wife, Pastor Jackie Gibson, is also an active member of Mount Tabor.

Last week, Mr Davis expressed outrage at the circumstances surrounding Gibson’s arraignment, and noted Progressive Liberal Party supporters will be asked to “come together shortly to demonstrate our contempt for these inhumane actions”. (Tribune242)

THE speaker of the Cayman Islands Legislative Assembly will not face any charges following accusations that he groped a waitress in a Florida casino last month.

McKeeva Bush had been arrested after the woman alleged that the veteran politician had touched her inappropriately while she was serving at the casino in Coconut Creek, Broward County. Although the Seminole police department said at the time that the woman made a sworn affidavit and CCTV footage had been recovered, officials there have now confirmed that no charges will be filed.

Bush had protested his innocence from the moment his mug-shot appeared online and the details of the allegations emerged, and he implied,

through his attorney, that the episode was a cultural misunderstanding. He filed a not guilty plea after he was released from jail, having deposited a $1,000 cash bond. Soon afterwards he returned to the Cayman Islands.

Ron Ishoy, from the Florida State Attorney’s Office, confirmed that the case was not going ahead and a full explanation would be released this week. “The Broward State Attorney’s office in Fort Lauderdale filed paperwork …noting that it will not file a charge of misdemeanour battery against William Bush.”

He said that an announcement of “no information” had been made regarding the allegations. Bush is also expected to have his $1,000 bond returned now that charges will not be laid.

Bahamas records 856 cases of child abuse in 2016 THERE were 856 recorded cases of child abuse in the Bahamas last year, with neglect, physical abuse and sexual abuse accounting for 92 per cent of the total incidents reported to the Department of Social Services.

According to these latest statistics which were requested by The Tribune, between January and December 2016, officials saw 478 cases of neglect, 180 incidents of physical abuse and 130 cases of sexual abuse.

Incest followed as the fourth highest kind of child abuse reported to officials, with 33 incidents.

Emotional abuse, abandonment and verbal abuse, although smaller in scale to the other more serious incidents, were also recorded with 17, 13, and five cases respectively.

A further break down by

island revealed that 76 per cent of all incidents happened in New Providence.

In the capital, 655 cases of child abuse were recorded. Neglect accounted for 389 incidents, physical abuse with 140 cases and there were 69 cases of sexual abuse. Official also said there were 31 cases of incest in New Providence.

In Grand Bahama, there were 91 reported cases of abuse. Of this number, 42 incidents of incest were recorded along with 30 cases of sexual abuse and 16 cases of physical abuse.

Officials recorded 33 overall cases of child abuse in Central Abaco, 24 in North Abaco, 12 in North Eleuthera, seven in Crooked Island, six in Central Andros, five in Harbour Island, Cat Island and South Abaco and three cases in South

Eleuthera.

While child abuse numbers for 2015 were not readily available, there were less reported cases in 2014 and 2013.

Back in 2015, then Social Services Minister Melanie Griffin reported 597 cases of child abuse in 2014 and 487 cases in 2013.

According to the then minister, there were 243 cases of neglect, 173 physical abuse cases, 121 reports of sexual abuse, 37 cases of incest, nine cases of verbal abuse, eight abandonment cases and six emotional abuse cases in 2014.

In 2013, there were 257 cases of neglect, 113 cases of physical abuse, 95 cases of sexual abuse, five cases of verbal abuse, nine cases of emotional abuse, two cases of abandonment and six cases of incest. (Tribune242)

Dominica mourns as young men die when car plunges off cliff THERE has been an outpouring of shock and grief across Dominica, following the tragic death of five men on Sunday.

Mandela Ophar, 21; Clement Leblanc, 22; Jean Louis Sango, 25; Jude Jean, 21; and Chris Marcellin,

29, died when the vehicle they were in ran off the road in Ambas, Vielle Case, around 7 a.m., and plunged over a cliff.

The circumstances surrounding the accident remain unknown.

The bodies have since been recovered.

North Korea Guam missile strike plan ‘ready by mid-August’ NORTH Korea says its plan to fire four missiles near the US territory of Guam will soon be ready, as a war of words with Washington intensifies.

State media said Hwasong-12 rockets would pass over Japan and land in the sea about 30km (17 miles) from Guam, if the plan was approved

by Kim Jong-un.

It denounced Donald Trump’s warnings of “fire and fury” and said the US leader was “bereft of reason”.

The US has warned the North its actions could mean the “end of its regime”.

US Defence Secretary Jim Mattis said Pyongyang would be “grossly overmatched” in any war against the US and its allies.

The BBC’s Rupert WingfieldHayes, who is in Guam, says there is a sense that the North Korean threat is rhetorical, as most people feel that if they really did strike with missiles it would be suicidal for the North Korean regime.

The North first announced on Wednesday that it was drawing up plans for a missile strike against Guam, a Pacific island which is home to US military bases, strategic bombers and about 163,000 people.

Baltimore serial killer who allegedly cut up his victims and sold them as BBQ dies JOSEPH Roy Metheny, the admitted serial killer who allegedly chopped up his victims and sold them as BBQ from a roadside stand in Baltimore in the 1990s, has died. He was 62.

Metheny was found dead in his cell around 3pm on Saturday at the Western Correctional Institution in Cumberland, Maryland, prison officials confirmed. The death is under investigation.

The morbidly obese killer had begged for and received a death sentence in 1998, but it was later overturned on appeal and he was sentenced to two life sentences without parole.

In addition to the two women he was convicted of murdering, 23-year-old Kathy Spicer and 39-year-old Cathy Ann Magaziner, Metheny confessed to a sickening string of other murders he was never convicted of.

In a jailhouse confession, Metheny said his killing spree began after his wife became addicted to crack and ran away with their six-year-old son.

He was charged in the ax murder of two homeless men under a bridge, but the charges were dropped due to lack of evidence.

Though it was never proven in court, Metheny said in a jailhouse confession that he butchered the bodies of victims and sold the meat in a roadside stand, calling it his ‘special meat’

In July of 1994, he met Magaziner at a bar and lured her back to his home, a small trailer on an isolated pallet company storage lot in Baltimore.

Metheny worked at the pallet company on a dead end road and had the keys to the gates.

He later told police that he had sex with her, and then strangled her with

an extension cord and buried her in a shallow grave on the lot.

Her beheaded remains were found several years later on the property.

When investigators asked why he did it, Metheny responded: ‘Sense of power. I don’t know. Vulnerable.

I dreaded, just - I got a very - got a rush out of it, got a high out of it. Call it what you want. I had no real excuse why other than I like to do it. (Pause). I don’t know how to describe it.’

Though it was never proven in court, Metheny said in a jailhouse confession that he butchered the bodies of Magaziner and Spicer and sold the meat in a roadside stand, calling it his ‘special meat’.

‘I had real roast beef and pork sandwiches and why not they were very good,’ he wrote. ‘The human body tastes was very similar to pork.

If you mix it together no one can tell the difference.’

After he pleaded guilty to murdering Spicer and Magaziner, Metheny begged a jury for the death penalty.

‘The words `I’m sorry’ will never come out, for they would be a lie,’ he said in court.

Slavery ‘affecting every city’ in UK MODERN slavery and human trafficking in the UK is “far more prevalent than previously thought,” the National Crime Agency has said.

The agency said there were more than 300 live policing operations currently, with cases affecting “every large town and city in the country”.

A lawyer for Carrey, Raymond Boucher, stated that White had breast augmentation surgery earlier that month and was prescribed oxycodone.

1. To develop, on an annual basis, an aftercare plan and budget that will ensure that all existing clients can be properly supported.

2. To create a database of all foreign-owned businesses on the islands, including their commercial activities; 3. To be the first point of contact for general enquiries by existing investors on the islands; 4. To identify a list of key businesses (domestic and foreign) that are strategically important to the islands and have a propensity to invest further; 5. To maintain up to date Account Plans for the top 15 companies identified as being Tier 1 accounts and to arrange at least twice yearly meetings with their key executive for the Account Director of Invest TCI; 6. To maintain up to date Account Plans for 12 Tier 2 companies and to lead on aftercare services for these companies, including twice yearly visits; 7. To lead on arranging a twice-yearly meeting involving key accounts with the Premier/Minister of Finance to discuss matters of interest; 8. Cadet elated with ASA College scholarship NATIONAL footballer Mackenson Cadet is elated after receiving a full football scholarship to ASA College in Miami, Florida.

The 17-year-old told the Weekly News that he hopes to balance both football and his education. “I want to pursue my dream at both the academic and athletic levels; hopefully I get something out of either one.”

At the college, Cadet will pursue a degree in Business administration, with a focus on Sport Management.

Information from the

TCIFA indicates that the scholarship opportunity came from the FA’s College ID Camp initiative hosted by the TCIFA in February of this year.

“The invited coaches were impressed with the level of play by Mackenson, and the comments and feedback from the coaches reflect that additional scholarships for other players are being contemplated,” a release stated.

Ifeanyi Otuonye was the lone TCI representative at the Games.

Otuonye disappointed in 200M performance at World Championships TCI’s lone representative at the World Championships in London, Ifeanyi Otuonye was disappointed with his 200M performance at the Games, but found several positives out of the trip.

The post-graduate student at the Kansas State University called his 21.9s finish, “pretty horrible”. He felt that he should have done better, but lamented on his two weeks of preparation after TCI got in via a wildcard slot.

“It was kind of hard trying to go against people who trained for the event all year. It was a

Pluviose follows college coach to USVI – Transfers to University of the Virgin Islands in St. Croix NATIONAL footballer Shinaydine (Naya) Pluviose has switched tertiary institutions as she aims to continue her football career.

The 19-year-old followed her Garden City Community College coach Charles Long who left the

college in Kansas for a post with the University of the Virgin Islands in St. Croix.

“My coach moved. The school was not sure if there was going to be another coach. I was offered a scholarship from Virgin Islands, so

I took it.”

Pluviose, who was instrumental for the college team said she is excited with the move and is looking forward to playing football.

Since the USVI is a territory of the US, the university will play several teams from the mainland during their season.

The former CHHS student will still major in business.

TCI set to play Montserrat, BVI and Anguilla in CONCACAF Boys U15 Championships

The players will be the first batch to represent the TCI at the CONCACAF Boys U15 Championships.

TURKS and Caicos junior boys will participate in their first ever CONCACAF U15 Championships next week at the IMG Academy in Bradenton, Florida.

Our national team are set to play Montserrat on August 13, BVI on August 15 and Anguilla on August 16 in Group J (division three teams).

Although this is the first CONCACAF U15 tournament for the TCI, some of the players are no strangers to competitive football and should hold their own on the big

Police record cricket win over Beaches A STIFLING spell of medium pace bowling from opener Lyndon Tyson propelled Police over the previously unbeaten Beaches when action in the TCICA Summer T20 Cricket competition continued at the Downtown Ball Park last Sunday in Providenciales.

The game was by no means a one-sided affair, in fact it came down to the wire because of good performances from several cricketers in both teams.

Police lost the toss and were forced to take first strike. They were pegged back with just 14 runs on the scoreboard after Kalvin Mars was bowled by medium pacer Ancell Williams.

Opener Kareem Jack was then joined by Garvin Bruno and the pair recovered well; adding 127 for the second wicket in 12 overs.

Eight teams to compete in Mallory McComish

EIGHT teams, including defending champions, the Junior Flyers, will compete in the annual Mallory McComish 20 and Under tournament from Friday evening at the newly refurbished Lower Bight Basketball Court.

Action bounces off at 18:00h with the Bight Ballers challenging the Blizzards. At 19:30h former champions the Lions, who now plays as the HAB Sonics will tackle Splash Kings. At 20:30h Eagles will play the Knights, while in the feature clash at 21:30h Flyers will meet

GT Ballers.

The top two teams will play the final on Monday evening.

The tournament started a few years ago in honour of Mr Mallory McComish who was instrumental in the development of basketball ball in Grand Turk.

He worked along with persons such as Floyd Hall and Gordon Burton to develop basketball in the capital city. He also wrote the first basketball constitution for the Grand Turk Basketball Association and assisted with the stats.
