Gov’t confirms CPEA will replace GSAT by 2020 BY OLIVIA ROSE DIRECTOR of the Department of Education Edgar Howell says the Caribbean Primary Exit Assessment (CPEA) is a more holistic approach to learning than the traditional Grade Six Achievement Test (GSAT). This comes as the Ministry of Education officially announced its plan to phase out the GSAT. Speaking at a press conference on Friday, August 10, Howell explained the ministry’s rationale behind abolishing the GSAT. He said: “CPEA is an assessment which looks at the key literacies possessed by students existing the primary school system. “And it’s not based on any specific curriculum - it takes note of all of the various guides across the region. “It picks up on the skills that children leaving primary school ought to have developed and then to move seamlessly onto high school.” Howell explained that GSAT features a one-off test at the end of grade six with a lot of anxiety around it. “I think parents themselves feel as if they’re being assessed or evaluated at the end of eight years of primary education and pass or fail is the outcome. “What the CPEA will allow for Turks and Caicos would be for our students coming through the primary school system with accumulative grades like the school based assessment in high schools. “Students will be able to accumulate grades through continuous assessments at the primary level that would count

towards 40 percent of their final grade at the end of grade six.” Howell further explained that CPEA is a more wholesome method of educating and supporting the individual needs of pupils. “The assessment will be diagnostic in nature that would allow us to see how the children are performing in the specific subject area and which areas we would then need to pay more attention to as they transition into first form of high school.

“So that we’re supporting their academic-personal social development right through the education experience.” He said the first group of students will be writing the CPEA in 2020 and the last sitting of the GSAT will be May 2019. Howell stressed that the ministry has already embarked on a gradual phase-out which will ensure teachers of both private and public primary schools are au fait with the CPEA modules and procedures. The Caribbean Examinations Council has sent facilitators to the TCI to begin to work with teachers in grades four to six. Training sessions were held at the close of the last school year 20172018. “So when we return to school for the 2018-2019 school year teachers within all our public primary schools and in some private schools would’ve been exposed to the methodology of the CPEA and will begin to introduce that into their teaching,” Howell said. “When we get to 2020 we will have a cohort of students that would’ve been exposed to the CPEA methodology from grade four right up to grade six.” He added: “It’s not only about preparing children to write a terminal exam, it is about a methodology, it is about how they learn and taking into account how children learn then being able to teach according to that. “We’re preparing young people for life not simply for exams.” More than 400 children from about 20 government and private primary schools across the TCI wrote the GSAT exam this year.

BY DELANA ISLES AS OF Monday (August 13) the Court of Appeal is back in session and already issues have popped up between the justices and the local court staff. The Weekly News has been very reliably informed that court president Justice Elliot Mottley QC got testy with senior court officials, chastising them about their failure to have prisoners produced before the court for their appeal hearings, as they are legally required to do. Reports are that the staff registrar Renee McLean and deputy registrar Carlo Mason - came in for strong criticism from the president for their practice of accepting written applications from defence lawyers for adjournment of their matters. Mottley informed the court staff that the legal practice is to produce the prisoners on their listed appeal court dates, and when the application is made before the court, as it should be, then the justices will make their decisions on adjournments. The registrars were informed that the lawyers have to appear before the court and make their applications, not send in emailed notifications of their intended absence and have those notifications accepted by the registrars. Mottley said that the lawyers and the court staff ought not take it for granted that the judges will grant their desired requests for adjournment. He warned them that the court has the power to refuse such applications and order the lawyers to represent their case immediately, in light such refusal. The warnings came just before the appeal hearing for the now convicted Sunny Food robbery trio.

The men - Reginald Presil, Fritznel Prevalus and Wilbert Almonor - were not present in court due to the failure of the court staff to produce the men for their appeal hearing. Counsel for one of the men, attorney Lara Maroof-Misick, was absent from the hearing and had informed the court of her absence ahead of time by means of written correspondence to the registrars. She had requested an adjournment in light of her absence. Mottley expressed his abject displeasure at this, stating that Maroof-Misick should have been present for the hearing to make her submission for an adjournment. Typically, if a defence lawyer’s absence is unavoidable and they require the court to grant an adjournment or deal with some other issues in their absence, they would have another attorney make representation on their behalf. The Sunny Foods appeal hearing subsequently had to be adjourned in the absence of the lawyer and the defendants for the next session of the Court of Appeal sometime in November 2018. Presil is represented by attorney Keith James, Prevalus by attorney Finbar Grant and Almonor by Lara Maroof-Misick. They were convicted in March 2017 and are now serving their 10 year sentences for conspiracy to rob the Sunny Foods Supermarket in Providenciales on April 10, 2016. Meanwhile, this session is the Court of Appeal’s second sitting of the year and it will come to end on August 31. Other presiding appellate judges are Justice Neville Adderley QC and Justice Humphrey Stollmeyer.

'New modern relationship needed with UK' PDM chairman hopes FAC inquiry will mean more freedom for TCI BY GEMMA HANDY A GREATER degree of autonomy for the TCI could result from the latest probe by Britain into the governance of its overseas territories. That’s according to PDM chairman Doug Parnell who said it was important Islanders’ “voices are heard” during the inquiry by London’s Foreign Affairs Committee (FAC) announced last month. Members of the public have just over a fortnight left to send written submissions on everything from how territories are financed to their relationship with the UK. “This is timely given the fact the UK is preparing to exit the European Union. That has brought up so many questions regarding how this will affect us,” Parnell told the Weekly News.

“It is time to review the relationship we have with Britain and we hope this will mean an advancement to a new, more modern one with more autonomy.” TC Islanders should seize the opportunity to decide what that marriage looks like, he continued. “It could mean territories have official representation in the UK parliament. We have seen just recently what happens when decisions are taken that directly affect us with no one speaking on our behalf,” the chairman said. Fury erupted in May following an announcement that OTs would be forced to adopt public registers of company ownership by the end of 2020 in a bid to curtail money laundering. The move by the House of Commons threatens to put the boot into the TCI’s financial services

industry, said to account for around 12 percent of its GDP. “They served notice on us that it will happen, whether we like it or not. The way the UK imposes laws on the territories is one of the areas of concern,” Parnell explained. The inquiry comes 11 years after the last of its kind which paved the way for the TCI’s Commission of Inquiry and, ultimately, the dissolution of its government. Nonetheless, most people “welcome” a fresh probe as a vehicle to examine the role of the governor along with non-elected members of the House of Assembly, the PDM chairman believes. While London has gradually relaxed its grip on the territory since the return to elected rule in 2012, it still retains tighter controls than before the suspension of the

constitution, most notably with regard to its finances. “People are likely to rally against what they see as any further constraints on the Islands; that has to be a thing of the past,” Parnell added. “We need to be taking steps towards the advancement, development and progression of our people. And they want a greater say.” The FAC, headed by Conservative MP Tom Tugendhat, will scrutinise how effectively London ensures the “security and stability” of its 14 remaining territories.

It may hone in on individual countries where appropriate, the announcement said. The inquiry has been largely welcomed by fellow territories across the region. The deadline for written submissions is September 3. Areas under consideration also include OTs’ adherence to human rights, their international representation, their assets and natural resources, and the impact of extreme weather. Cabinet approves Service Charge Bill A full 100% to be given to hospitality workers A CABINET approved Service Charge Bill that restores 100 percent service charge to hospitality workers will soon head to the House of Assembly for debate. Deputy Premier Sean Astwood told Weekly News on Wednesday (August 15) that the bill - a draft copy of which is already in the public domain - has been approved by Cabinet with slight modifications. He said it is set to be placed on the Order Paper of the House of Assembly in very short order - either late this month or next

month. During solicited comments in the interest of clarity, Astwood explained that the bill indeed allows the full 100 percent of the service charge imposed on guests by employers to be paid to hospitality workers – not 60 percent as previously reported. His explanations cleared up misconceptions arising out of comments made by Premier Sharlene Cartwright Robinson last month during a press conference where she was asked about the issue. During that time, the premier

answered that the workers will get their service charge, while also stating that she never tried to get the then PNP government to reinstate the full 100 percent to the workers, even though that was their intent. For years the workers have

only been collecting 60 percent of what was charged to guests by establishments. The bill, which seeks to replace the old law, now imposes a flat 10 percent to be charged by employers, whereas before it allowed businesses to charge as much as 15 percent. For those workers whose employers were charging guests a 10 percent service charge, they will see an increase in their take home pay when the full 100 percent is paid to them. Meanwhile, the Facility Fee which the bill first set at three percent has now been increased, allowing establishments the leeway to charge guests up to five percent, the deputy premier said. The facility fee while be wholly retained by the business.

“The bill that is around says three percent, but we have moved it up while it was being passed in Cabinet up to five percent,” Astwood explained. “The concern that we are getting from some hoteliers in the industry is that the 15 percent together could potentially raise the pricing level, which they still have some control over if they decide to charge the full five percent facility fee, but we are pretty much committed to ensuring that the employees get their 10 percent.” He said the facility fee was reintroduced to replace the 40 percent hoteliers were getting as part of the service charge, now that they will not be getting any of it.

Five Cays gets some more sprucing up CONSTRUCTION work is currently underway at the entrance to Five Cays in Providenciales as the Government’s beautification of the area continues. Deputy Premier Sean Astwood, who is also elected member for Five Cays, commended residents and businesses for answering his repeated calls to be a part of its remodelling. Astwood, who unveiled the project earlier this week, spoke with the press on Wednesday (August 15). “It’s a project that I have been talking about for years - the beautification of Five Cays - and the continuation of the redevelopment of that entrance where that ‘Welcome to Five Cays’ sign is. “It was always intended for landscaping to be done there to change the look and feel of that location.” Work began on Monday and will continue over the next two weeks, following which the new look will be officially unveiled. This is one of many community projects Amanyara is involved in, as it stems from the Blue Heron FBO’s location in the Five Cays community, the elected member said. For years Astwood has been

reaching out to different businesses that operate in that community to assist him - even while he was in opposition - in beautifying the constituency. “Amanyara obviously has responded positively on this one and I thank them; I look forward to the continued working relationship.” Landscapers and Five Cays residents Junior and Jesus Rigby are the ones carrying out the work at the location. “They have discounted their price as a part of their contribution back to the community as well, so it is really a three way partnership. “Their logo and sign will be going up on the community sign that is currently there,” Astwood said. As it relates to other works within the community, Astwood said that in the recently passed budget, close to $4 million was put aside for road works for Five Cays. This allocation represents a bulk of the capital projects for this financial year. Three roads will be completely repaired with that money - Granny Hill, Matilda Circle and the road leading to the radar station - all of which will be paved with sidewalks.

There will also be grading of a number of subdivision roads. Astwood said that he has also managed to solicit private sponsorship to fully redevelop the basketball court and the community centre.

Plans for the new security gatehouse in South Dock, Providenciales

South Dock to get new security gatehouse A NEW security gatehouse will be built at the entrance of South Dock in Providenciales to control access to and from the main commercial port. It will replace a container office which was destroyed by hurricane

Irma in September last year, a Government statement on Tuesday (August 14) said. Construction of the gatehouse will be headed by the TCI Ports Authority and Triple S, and is slated to take about three months to complete.

The building will have an area of 720 square feet and will be a fully concrete with high impact windows and doors. It will also be ‘internet ready’ and will include a staff library to support training functions.

“The new gatehouse will improve security staff working conditions, workstations, search area, staff kitchen as well as provide male and female bathrooms,” the statement said. Construction of the gatehouse

embraces reliant building standards to reduce likely impacts of future disaster events. Energy efficiency is being incorporated into the design to reduce the carbon footprint of the building and energy costs.

TCICC to collaborate with university to offer open campus BY OLIVIA ROSE TURKS and Caicos Community College is looking to strengthen its relationship with the University of the West Indies (UWI) in an effort to broaden the scope of tertiary learning in the TCI. The TCICC is seeking to establish an open campus in collaboration with the university where residents can further their education in various fields. This was revealed by Dr Hubert Fulford, president of the community college, at a press conference on Thursday, August 9, held at the Hilly Ewing building in Providenciales. He said: “The University of the West Indies especially the Mona campus and St Augustine are not new names to the Turks and Caicos and many of us as Turks and Caicos Islanders would have studied at these institutions.” He added: “We have had the privilege of having lecturers and teachers coming to us here in the Turks and Caicos from these institutions.” He said in the last 20 years the University of the West Indies has been a presence in the TCI with a dedicated centre erected at the Grand Turk college campus. “The purpose for that was the

ability for the university to reach into the island of Grand Turk to facilitate those persons who are unable to leave home and to study abroad,” Fulford said. He stressed that over the last few months the college has extensively engaged with the UWI to foster greater collaboration with hopes of establishing an open campus in the TCI. “The thing about the open campus is that it is available to all persons and it provides for us several modalities of learning, several opportunities for us to engage in education.

Gunman robs Quality Supermarket A CASHIER and customers at a local supermarket were on Wednesday (August 15) left shaking in fear after a masked gunman stormed the store. The incident happened at about 1pm at Quality Supermarket located on Bay Road, Blue Hills, Providenciales. Reports are that the lone gunman entered the store wielding his gun and ordering customers to lie on the ground. He then turned to the cashier and demanded that she empty the cash register. The cashier complied, handing over an undisclosed sum of cash. The man then made good his escape without firing a round or injuring anyone. Police have said that they are continuing their investigations into the incident. Over in Grand Turk, gunmen

were not as lucky as their criminal counterpart in Providenciales. Details of the robbery attempt are sketchy at the moment, but police reported during the week that they are investigating an attempted armed robbery that occurred on Monday (August 13). They said that according to 911 Central, at about 9.13pm, armed masked men attempted to rob a North Back Salina Grocery Store. The men were however foiled in their criminal plans, and managed to escape on foot without firing a round or injuring anyone. Investigations are continuing. We could do it by internet.” He said the opportunity it offers for graduate and post graduate students is of complementing what is already available at the college. “We can take students to a particular level but then the continuing education aspect for them stops because we don’t go further than the certificate, associate and the bachelors’ degrees.” On Friday, April 25, 2014 a motion for the Turks and Caicos Islands to become a full contributing country of the UWI was carried unanimously at the annual business meeting of the university council held in Nassau, Bahamas. This motion followed a unanimous resolution by the TCI Government to make the territory a full contributing member of the UWI.

Man shot in leg in robbery attempt AN EMPLOYEE of the court has been shot in his leg during a foiled robbery attempt at a local bar. The shooting occurred at about midnight on Monday (August 13) at a local watering hole in Kew Town, Providenciales. According to reports, the 57-year-old man is the Creole interpreter for the court and police. He was at the establishment when an unknown gunman entered the bar in a failed attempt to rob the business and

patrons. Details of how the man got shot are not quite clear, as police say they are still carrying out their investigations into the incident. The victim is currently undergoing medical care for a gunshot wound to his leg. Fisher folk welcome lobster season in style LOBSTER season finally arrived on Wednesday (August 15) and everyone is excited for a delicious year ahead. Integral to the season, other than those tasty crustaceans of course, are the hardworking fisherfolk, many of whom hail from South Caicos. Dubbed the ‘fishing capital’ of Turks and Caicos Islands, the island’s mainstay economic driver remains its small-scale commercial fishing. Ahead of the season’s opening, fishermen in South Caicos - one of the TCI’s smallest islands - could be seen sprucing up their fishing vessels and equipment to welcome yet another year of bountiful fishing. On Tuesday, South Caicos resident Conrad Qually Kennedy shared some images of the local boats, cleaned, painted, all lined up and ready to hit the waters on Wednesday. On the official opening day, fishermen joined with several onlookers, media and officials at the Five Cays Fisheries in Providenciales to welcome the first of the season’s haul. On social media local restaurants teased customers with their first hauls of the season, while many residents expressed their own excitement that lobster is now back on the menu. The season closes on March 31, 2019, so for the next seven plus months, happy fishing and eating TCI. (Delana Isles)

A NORTH Caicos villa hotel, solid waste disposal sites and Grand Turk’s water supply were all hot topics at the latest meeting of Cabinet. Governor John Freeman chaired the 17th meeting on Friday, August 10, at the Hilly Ewing Building in Providenciales. All ministers were present except Premier Sharlene Cartwright Robinson and Hon. Edwin Astwood, Minister of Health, Agriculture, Sports and Human Services. At this meeting Cabinet: -Approved a MSME concession order for the company Shabay’s Seafood for the development of a fish processing plant on South Caicos. -Approved the appointment of Keno Forbes to the TCI Community College board of governors and to serve as chairman of the board for the year 2018-2019. -Noted the recommendations made by the TCI Scholarships Committee for the award of international scholarships for the year 2018-2019. -Granted approval for the ratification by TCIG of the Revised Agreement establishing the Caribbean Examinations Council. -Advised the governor to approve the Children (Care and Protection) (Amendment) Bill 2018 for forwarding to the House of Assembly for approval. -Approved the TCI Integrated Vector Management Policy/Plan to improve vector-borne disease control in TCI. Cabinet approved a phased approach to implementation of the policy/plan subject to the availability of funds. -Approved the InterHealth Canada (IHC) budget for clinical services for 2018-2019. -Noted an information paper from the Ministry of Health, Agriculture, Sports and Human Services updating Cabinet on discussions between TCIG and IHC on the IHC contract in TCI. -Advised the governor to approve issuing a land surveying licence to Franklyn Norton to practice as an authorised land surveyor in TCI in accordance with section four of the Land Survey Ordinance. -Authorised the Ministry of Health to settle, on an exceptional and equitable relief basis only, the claims of licensed vendors whose claims have been verified by the Public and Environmental Health Department for services provided to the ministry at the time of the 2017 hurricanes. -Approved the extension of the lease of the governor’s official

Missing court documents lead to quashed conviction AFTER a four year wait for his day in court, Rashad McKenzie won his appeal of a 2014 robbery conviction and sentence. The Five Cays man appeared in the Court of Appeal on Monday (August 13) to finally have his appeal allowed to proceed before the three justices. Following the hearing, the judges immediately quashed McKenzie’s conviction and set aside his five year sentence. His defence lawyer during the trial was Ashwood Forbes, who had challenged police officer Georgio Chambers’ testimony that he had positively identified McKenzie as one of the robbers of a jitney driver during a spate of similar robberies in 2012-2013. Forbes accused Chambers of lying on the witness stand and challenged the policeman’s account that he saw McKenzie running away from the scene of the crime when police gave chase. The policeman maintained his

story and the jury convicted the then 18-year-old Chambers. The defendant appealed the conviction and sentence and was granted bail and released from prison, pending an appeal hearing. On Monday, when the appeal hearing was finally allowed to proceed, the Crown could not produce a trial bundle on the case. That bundle would have included the judge’s summation to the jury (this is the sum of the entire trial before a jury deliberates), an integral part of the defendant’s appeal. As a result of this, the appeal judges were unable to examine how the trial judge had directed the jury to look at the issue of the policeman’s testimony that he identified the defendant as one of the robbers. Thereby, they could not examine whether that testimony had prejudiced the jury in their conviction of McKenzie. Without those documents, the appeal court quickly reached their decision to quash the conviction.

Shipped off murderer to be brought back for appeal THE COURT of Appeal has ordered that convicted murderer Lavardo Smith be brought back to the Turks and Caicos Islands for his appeal hearing. Smith and two others were shipped off to St Lucia last year following the destruction caused to parts of the Grand Turk penitentiary by hurricanes Irma and Maria. Arrangements are now being made to have the prisoner returned to the TCI so that his matter can be heard in this sitting of the appellate court.

His matter has been adjourned to August 24. Smith was sentenced to life in prison for the murder of Dominican national Santa Suarez Ramirez in 2011. Ramirez was shot while she was working as a barmaid at Sailing Paradise restaurant in Blue Hills on July 20, 2011. Smith and three other men stormed the restaurant in a robbery attempt, shooting the woman and killing her. Smith was the gunman.

Second Sailing Paradise convicted killer appeal is heard COLIN Delancy Jr is one of the two men convicted for the murder of Dominican national Santa Suarez Ramirez on July 20, 2011. His co-accused is Lavardo Smith, mentioned above. While the court awaits Smith’s return to the territory to conduct the appeal hearing, it was able to go ahead with Delancy’s on Thursday (August 16). Unlike Smith, Delancy was charged with manslaughter in the woman’s death. He is appealing the conviction and 12 year prison sentence.

This is Delancy’s second time before the Court of Appeal. In August 2013, he was first found guilty, appealed that conviction, won, and a retrial was ordered. During the second trial - held in May 2017 - the defendant was very emotional, repeatedly interrupting the session with his loud wailing. However, an un-swayed jury found him guilty again and sentenced him to 12 years. He is being represented in his second appeal by attorney Noel Skippings, who won the first one.

First responders trained at mass casualty workshop BY OLIVIA ROSE FIRST responders have completed a rigorous mass casualty training exercise to ensure the TCI is in a state of readiness to respond to natural, manmade, chemical or radioactive disasters. The mass casualty workshop was hosted by the Ministry of Health through its National Health Emergency Management Unit. Police officers, firefighters, emergency medical technicians, healthcare workers, environmental health officers and other critical

agency staff took part. Attendees underwent an intensive five day didactic training course consisting of lectures, field exercises, role playing and a final written desktop and field exercise. It was all designed to sharpen the response skills of mass casualty responders to effectively manage events. Speaking to the Weekly News, Charlene Higgs, Director of Health Disaster, Education and Training within the Ministry of Health, said the aim of the workshop was to ensure a comprehensive approach is taken to

health emergency management in response to public health threats. She stressed that the TCI must be prepared on all fronts to respond to disasters of any nature or magnitude. Thirty-three participants were drawn from among the various response agencies to attend the seminar which concluded on July 28. The Pan American Health Organisation in partnership with the Ministry of Health also hosted a ‘Train the trainer’ workshop from July 18 to 20 to retool mass casualty trainers.

Deputy premier commends participation at immigration summit BY DELANA ISLES DEPUTY Premier and Minister of Immigration, Hon. Sean Astwood, said he is quite pleased at the participation and knowledge imparted during the territory’s first ever immigration summit. Speaking with the Weekly News on Wednesday (August 15), Astwood conveyed that this will be the first of many such meetings on immigration his office will be conducting. Held at the Shore Club last Thursday, August 9, the summit’s main focus was to pick the brains of those who have occupied the seat as a minister with responsibility for immigration, former premiers, chief ministers and other policy makers and legislators tasked with making tough decisions on immigration, both past and present. As he has said on other occasions, attendees were included not as political beings but as former policy makers and legislators of the TCI. Astwood said that he wanted to tap into the knowledge the participants have on that particular issue. He revealed too that he wanted to gauge their perceptions on how the ministry is performing on steps that are currently being taken, where failures were recorded in the past and to see where the Government can incorporate the successes of the past into the present and the future. “We had some open and frank discussions; the participation was good. I had invited others who

couldn’t show up to write in their submissions on the topics of illegal migration, protection of the borders, the reorganisation of children born to illegal parents, the point system for TCI status commission, sanctions and the general way forward,” Astwood said. REACTIONS “Everyone who attended thought it was a good idea, they expressed that they were happy that they attended and at the direction,” the deputy premier said. He stated that one of the overarching concepts was to keep the meeting bipartisan and without politics intruding, and that the Government intends to keep it that way. “So far…it is the general consensus from around the country and the political parties that this is the right attitude to have, hence the participation of members of different political parties.” He said that there was particularly good discussion on the point system, which will be going out for consultation as soon as next week. The point system was recently dealt with in the House of Assembly by way of an amendment to the TCI Status Bill. The amendment, which was passed, now makes way for a Status Commission to be properly set up and relevant people employed. The legislation has been in place for some time now, but the commission had never been set up.

The minister said that part of the amended bill he guided through the House of Assembly was to validate applications that were simply sitting there. “What I want to do with the point system is to give the commissioner a kind of guideline that they can use while deliberating and making their recommendations on who should get status in the country,” Astwood explained. FOLLOW UP MEETINGS Thursday’s summit was a purely local affair, one which will be expanded to include the general public in the future. The minister said that the Government will be creating other forums for the public to voice their concerns and recommendations on the relevant issues. These issues will soon be made public so that citizens can be aware of what their thoughts are being solicited on. He said other summits, made up of people from the first one, will be held in the future as there are several different aspects to immigration. “What I want to do is to host another immigration summit before the end of the year, which will be within the next few months, where we will look at the economic side of immigration, such as work permit and PRCs and things of that nature. He said there are other labour concepts he intends to incorporate into those meetings on how the territory can move forward.

The rewards of representation Dear Editor, Over three months ago two of the TCI’s premier athletes lost their athletic scholarships due to their participation in the Commonwealth Games hosted in the Gold Coast, Australia. As many would know by now, this past Monday they were both awarded scholarships to continue their academic and athletic careers, along with a number of other well deserving scholarship awardees. A couple of observations here: 1) The arc of history still bends towards justice. This situation could have gone wrong in so many different ways but in the end the right and just decision was made. 2) Sometimes it’s best to get ahead of a story to shape the narrative rather than what we do a lot in the TCI which wait and see the outcome than complain. This time those who spoke and lobbied publicly and privately to influence this outcome, I tip my hat to you. 3) Having faith still works. At no

point did I get the sense from those closest to the gentlemen they ever lost hope in knowing that they would be sorted out in the end. The result may have come in a little late but it came. So a big thank you to the Scholarship Board for making the recommendations in the first place. Also, word of advice to Devante and Kivarno, complete your studies, pursue athletics to as great extent as possible and return home to serve your country. EMANCIPATION Day has been recently celebrated. Britain decided in 1840 that holding people in bondage was wrong. A violation of human rights. Without slave labour, sugar cane plantations were not extra profitable. Former slaves ended up owning the land. Did Britain pay reparations for plantation abuses? Was this known as grant and aid. Too little, too late. The people of the Caribbean and their heirs have a lot to be proud about. With no capital, they survived and prospered. They used the resources of agriculture and the sea and moved forward. They created their own education system. Little colonies. Many ended in independence as frustration with Britain set in. What about our nearest big neighbour, the USA? The

Rebellious southern states fired on Fort Sumter and the civil war began. Lincoln then issued the emancipation proclamation. After years of war more Americans died in this bloody civil conflict than in all the subsequent foreign wars. Southern slavery was gone

with the wind. Lincoln was a Republican and the south then put in place Democrat governors who created a quasi-slavery economy based on what was called ‘Jim Crow’. Separate and not equal schools. Segregation. Enforced by the Ku Klux Klan. One hundred years later I was assigned to help manage a manufacturing plant in Georgia. I was stunned to find separate rest rooms and drinking fountains. Suppression.

Democrat Jimmy Carter was Georgia’s governor. Lester Maddock former Democratic governor of Georgia had a store in Atlanta where he sold axe handles. Handles similar to the one he waved at ‘coloured folk’ who tried to access his restaurant. George Wallace Democrat governor of Alabama was seen on TV standing in the doorway of the Alabama State University preventing black students from registering. Republican president Eisenhower sent federal troops to admit the students. Enter Martin Luther King. When civil rights legislation reached the congress, the democrats voted against the law. It was the republicans who passed civil rights. Yes, it was southern Democrat president Johnson that created the great society. A socialised welfare state. Corporations whose stock was

owned by working folks with 401 K plans are still called evil by democrats. Unfair trade practices after WWII allowed former enemies Japan and Germany to take over the manufacture and design of cars and appliances which had been the basis of the American economy. In 2016, voters all over the USA had enough. They turned away from Democrat Clinton. Was it her stand on unlimited abortion? Fifty-five million unborn died. Perhaps the USA unemployed resented Clinton’s rich tax free private fund. The deal with Iran? The democrats and US media are still trying to figure it out. So is our Robert Hall. Radical, nasty talking, rude Trump had won, stunning the world. What’s next? Backlash? No one knows!

Washington Misick is concerned that the growing migration issue facing the territory could lead to the indigenous population being outnumbered and marginalised. Misick made these remarks at the TCI’s first Illegal Migration Summit which brought together former and current chief ministers, premiers and ministers of border control in a

think tank fashion to discuss security issues facing the territory. The summit, which was held on Thursday, August 9, at the Shore Club Resort in Providenciales saw more than 50 politicians pooling ideas, best practices and strategies in an effort to curb the high sloop arrival rate. Misick told media that he is very concerned with the prospects of the territory becoming overpopulated and native Turks and Caicos

Islanders being outnumbered and disenfranchised. “In terms of what happens to Turks and Caicos 20 years from now, I’m more concerned with how my kids and grandkids, your kids and grandkids how will they’ll fit into this society.” Earlier this year Misick expressed grave concern after data emerged from the National Skills Audit 2017 showing that Turks and Caicos Islanders are having fewer children.

The recorded trends revealed that if fertility among indigenous women does not increase soon, the native population will be outnumbered. Misick said his hope is that the summit will lead to the Government crafting policies that will preserve the rights, livelihood and future of native population. “I’m ultimately interested in making sure that we have an immigration and a population policy that takes into consideration the

security of Turks and Caicos border. “I see it as a problem that’s not going to go away so it has to be managed, which means potentially putting more money behind it as well.” The summit also saw leaders putting aside their political differences to find amicable solutions to curb the incessant illegal migration issue plaguing the country. Legal status must be held during residence applications RESIDENTS must maintain legal status in the TCI during the processing of their application for permanent residence. The Department of

Registration and Citizenship, under the Ministry of Border Control and Employment, issued the reminder on Thursday (August 16). It read: “Persons submitting

applications for permanent residence under sections 12 and 13 of the Turks and Caicos Islands Immigration Ordinance 2015 and the TCI Status Ordinance 2015 must

continue to maintain their legal status in the Islands following on submission of an application and during the period that it is being processed.”

This is in accordance with the Turks and Caicos Islands Immigration Ordinance 2015 part three, section 11. The ordinance states: “Except for an Islander, a British overseas territories citizen or a permanent resident,

a person shall not remain in the Islands after the expiration of the period during which he is permitted to remain in the Islands by the immigration officer unless the person is in possession of a valid permit issued under section 24, 32, or 33.”

The results of the review will help to formulate a programme to reduce the number of temporary carriers used across the TCI. The Government announced the release of the survey in a press release on August 9. It read: “The purpose of this survey is to determine the communities’ current use of single use plastic bags and what barriers exist that make it difficult

of Border Control Hon. Sean Astwood said it is necessary for both sides of the political divide to meet in the middle on the issue of illegal migration. He stressed that although a summit of this nature is long overdue for the territory, he is happy that it has come to fruition. “One of the things that we’ve committed to during the election cycle and even coming in is that we would keep immigration as a bipartisan issue and focus on how we deal with the issues the country face but also how we move the country forward through immigration. “This summit is really a manifestation and continuation of that commitment.” Minister Astwood underscored that the summit was intended to give key stakeholders an opportunity to work together to effectively curtail the unrelenting migration problem. “I’m hoping to tap into their

minds, really to get examples of experiences, what they did in certain situations, policies they’ve passed in the past that worked and didn’t work and that type of general discussion. “We’re definitely not focusing on criticising or saying who did it better or who did it worse but really just to pull that information out of everyone. “And that’s the reason I didn’t invite the political parties at this point but the individuals in their own capacity that they maybe would have held before. “We have all seen and heard various comments, suggestions and proposals through social media and otherwise on ways to deal with this onslaught of illegal migration and the domino effects it has on all aspects of our beloved country.” Other pertinent issues such as combating the problem of over-stays and regularisation of children born in the TCI to illegal parents were also discussed.

Experienced lawyer joins civil service A NEWLY appointed commercial legal counsel has said she is happy she can “contribute in a more meaningful way”. Caulette Swann-Simmons will be working within the Ministry of Health’s InterHealth Canada Contract Management Unit. In the role, she will be responsible for ensuring compliance with all contracts regarding the provision of health services in the TCI. She will also be responsible for providing accurate and timely legal advice on the legal implications of clinical service delivery, policies, procedures and healthcare laws. The experienced lawyer was admitted to the Turks and Caicos Islands Bar in November 2006 and has since served in a number of different legal roles. In a press release from the Deputy Governor’s Office on August 7, she said the opportunity to serve within the public service in her new capacity

is an honor. “I sought to find for myself a role within the civil service where I could use my professional experience to contribute in a more meaningful way to the advancement of the future development of these Turks and Caicos Islands. “I view the work of the Contract Management Unit as vitally important to all persons in the Turks and Caicos Islands and I am extremely proud to become an added asset to the team to further aid in advancing the efforts of the unit.” Swann-Simmons holds a Postgraduate Diploma in Legal Practice from the College of Law of England Wales in Guildford, Surrey, England. She also has a Bachelor of Law LLB (Hons) from the University of Buckingham in Buckingham, England, and an Associate of Arts Degree in Law and Criminal Justice from the College of the Bahamas in

Nassau, Bahamas. She served as the senior investigative officer at the Office of the Complaints Commission from August 2016 to July 2018 and as the legal officer for the Turks and Caicos Islands National Insurance Board from November 2014 to July 2016. Prior to this, Swann-Simmons was an associate attorney at Swann and Swann Attorneys at Law alongside her attorney father Wendell Swann. Deputy Governor Anya Williams congratulated Swann-Simmons on her new role. “This appointment which follows on from the recent appointment of Mrs Florinda Talbot as deputy director within the same unit, is a part of our efforts to strengthen contract management within the Ministry of Health and to increase our oversight of the InterHealth Canada contract. “We wish Mrs Swann-Simmons much success in her new role and look forward to positive results from the CMU going forward.”

Cadets train at regional summer camp in Barbados SIXTEEN cadets and three instructors from the TCI jetted off to Barbados this month to take part in a two week summer camp. The Biennial Caribbean Cadet Camp features adventurous training, competition and cultural immersion and is open to cadets from across the region. Acting Director of the Youth Department Nixon Dickenson is responsible for the TCI Cadets Corps Programme, a Government press release said on Wednesday (August 15). “The aim of the Turks and Caicos Islands Cadet Corps is to build discipline and character while instilling in our youth positive values and attitudes, and the ideal of civic responsibility to community and country,” he said. “I firmly believe that if given the opportunity the youth of our society will maximise their potential to become productive citizens and members of our society. “It may seem difficult at times, but eventually the youth will reap the benefits of the programme.” Before they left on their trip the cadets were joined at Providenciales International Airport on Sunday, August 5, by several leading Government officials. Premier Sharlene Cartwright Robinson, Speaker of the House Dwayne Taylor and Karen Malcolm, Minister of Education, Youth, Culture and Library Services, took

THE FUTURE of the Turks and Caicos Islands is being threatened by negative influences that affect the territory’s youth. Many are losing themselves to destructive paths such as gang activity, teenage crime and teenage pregnancy. Though the TCI is a great nation, it is lacking in environments where young people can entertain themselves in a positive way.

However, a perfect example of a place that does offer positive and constructive entertainment is the Edward C Gartland Youth Centre. It was originally built on November 8, 2009, thanks to a number of generous people such as Roxann Wake-Forbes, Terry Drummey, Edward Gartland, Galmo Williams and many other benefactors. It proposes to provide the territory’s youth with a variety of positive life-enhancing programmes

to help them to make healthy life decisions. As of now it is being overseen by director Wake-Forbes, a practicing psychologist who specialises in the development of children and adolescents. The Weekly News went to the youth centre and interviewed some of the children on Tuesday, August 9. The first question we asked was, do you believe that there are more positive or negative influences in the TCI?

The children atomically replied “negative influences” were more common and when asked why, they said because of all the gang activity between Kew Town, Blue Hills and Five Keys and general crime. Idle minds are also dangerous ones so the Weekly News asked the children what they would prefer to do during the summer in terms of entertainment. They said they would stay at the youth centre. The Weekly News asked the

children, if the Government was to put in place more positive activities would they be interested in taking part? They said “yes of course”. The next question was, what are some things you would want the Government to provide for positive entertainment? Some of the ideas that the children had were, a new public indoor basketball court, teenage parks because some parks are a little young for them, a theme park, waterpark, a public soccer field and a comment that stood out was to install an IQ system in the TCI. These ideas cannot just be made possible by the Government but can be made reality by community members, benefactors and parents.

FortisTCI earns global business certification THE AWARD of a global business certification to FortisTCI is a “stellar achievement” and proof it is prepared for more natural disasters, according to company head Eddinton Powell. The power giant received the ISO 22301:2012 Certification for its Business Continuity Management System. It came from leading standards organisations British Standards Institution (BSI), ANSI-ASQ National Accreditation Board (ANAB), and United Kingdom Accreditation Service (UKAS) Management Systems. FortisTCI is the first utility company in the Caribbean region to be certified by BSI, a company press release on Thursday (August 16) said. Eddinton Powell, FortisTCI president and CEO, said: “This is a

The primary objective was to review the company’s business continuity management systems related to critical activities within its service territories that directly support the operations of supplying electricity to customers. According to the International

Association for Standardisation: “ISO 22301:2012 specifies requirements to plan, establish, implement, operate, monitor, review, maintain and continually improve a documented management system to protect against, reduce the likelihood of occurrence, prepare for, respond to, and recover from disruptive incidents when they arise.”

Your health is your wealth WHAT do former 100 metre world record breaking and multi Olympic gold medallist Carl Lewis, ultradistance triathlete Rich Roll, professional body building champion Torre Washington and international football superstar Lionel Messi all have in common? These inspirational people all achieved sporting greatness, health success and improved fitness by removing all meat (including fish), dairy and eggs from their diet and getting all their nutrients, including protein, from plants and a whole food plant based diet. Risk of getting Zika in the Caribbean is now low THE Caribbean Public Health Agency (CARPHA) says the chance of anyone in the region contracting the mosquito-borne Zika virus (ZIKV) now is “low”. Following a review of relevant data over the last 30 months, CARPHA says the virus’ transmission has been “interrupted”. ZIKV was first detected in the Caribbean in late 2015. The number of cases increased in the first half of 2016 and reached its peak circulation in August 2016, and then declined rapidly by December 2016. “Before, during and after the introduction of the virus, CARPHA has been conducting surveillance and laboratory testing activity for ZIKV and has worked assiduously with its 26 CARPHA Member States and partners to strengthen the ability to detect and diagnose cases; to enhance the capacity to reduce transmission of this and other vectorborne diseases; and to improve coordination and use of information for prevention,” the Trinidad-based Agency said in a statement. “At this time, ongoing surveillance and laboratory testing in CMS

indicate that the epidemic circulation of ZIKV has been interrupted in Caribbean territories.” CARPHA said its conclusion was based on congruency of data available from several sources and on experience of previous outbreaks of mosquito-borne viral diseases in the region. It said local surveillance in member states has demonstrated both a decrease in general feverrelated illness as well as a specific absence of ZIKV reports over the past year. CARPHA added that its regional laboratory continues to test samples for mosquito-borne disease, including ZIKV, the Dengue virus and Chikungunya virus, and those tests have shown the drastic decrease from the peak of ZIKV circulation in 2016 to a situation where no cases of ZIKV have been confirmed among samples received from any CMS over the past 12 months. CARPHA said it also reached out to international public health agencies, including the Public Health Agency of Canada and the European Centres for Disease

Control, for information on cases of ZIKV in travellers returning from the Caribbean to Canada and Europe respectively, and the data shared indicate a similar pattern to that seen in the regional data – a drastic decrease from a high-point in 2016, to sporadic cases in the immediate aftermath and no cases this year. “CARPHA advises that there is still a need to be vigilant given the ongoing risk for dengue and other mosquito-borne diseases. The Agency maintains continuous vigilance of health and disease trends and risks for residents and visitors in the region,” it said. “We continue to work closely with other public health partners including US CDC, PAHO/WHO, tourism organizations public health agencies in Canada, the United Kingdom and the European Union to find innovative ways of mosquito control including behaviour change communication and research.” CARPHA added that working alongside its member states, it will support vector control activities and educate the public to protect the health of all within their borders.

Science & Technology NASA’s new spacecraft will hit about 125 miles per second as it nears the sun A RIFLE bullet moves at about 1,700 miles an hour. That’s fast, but NASA’s newly launched Parker Solar Probe will go more than 250 times faster than that near the end of its seven-year mission to explore the sun — and become the fastest human-made object ever. The space agency says the unmanned spacecraft will hit a speed of 430,000 miles an hour, or about 125 miles a second, on Dec. 24, 2024, as it nears the sun on the 22nd orbit of its planned 24 orbits around our host star. At that scorching speed, the carsized probe will have more than doubled the mark set by the current record-holder — the Helios 2 unmanned spacecraft that launched into space in 1976 (see chart below). Or, as NASA puts it, fast enough to get from Philadelphia to Washington, D.C., in a single second. The new probe, which was launched into space on Aug. 12 from Cape Canaveral Air Force Station in Florida, is designed to study the sun’s atmosphere, or corona, and the vast eruptions of energy and charged particles that originate there. The data will help improve forecasts of these “space weather” events, which can damage satellites, harm astronauts and disrupt radio communications and power grids on Earth. But what makes the probe so speedy? “It is entirely due to the gravity of the sun,” Yanping Guo, the Parker Solar Probe mission design and navigation manager, told NBC News MACH in an email. “The probe will go so fast because it is so close to the sun and is accelerated by the sun’s huge gravity.” Earth orbits the sun at an average distance of 93 million miles. the end of its mission, the Parker probe’s ever-tightening orbits will take the spacecraft within 4 million miles of the sun. At that distance, the sun’s gravitational attraction is 475 times stronger than it is on Earth, according to Guo. The stronger the gravity, the stronger the pull on the probe. But putting the probe on the proper orbital path isn’t easy. As Guo said, it’s necessary to “cancel out” Earth’s own orbital speed — the speed at which our planet and everything on it circle the sun — so the probe can “fall to the sun.” To do that, mission scientists plotted an orbit that will take the probe near Venus on each go-round, using the planet’s gravity repeatedly to bend the probe’s trajectory and bleed off a bit of speed. That will push the probe ever closer to the sun and its intense gravity.

“Gravity assists” have been used for many space missions, including NASA’s New Horizons mission to Pluto, which sent back spectacular photos of the dwarf planet in 2015. But no previous mission involved so many gravity assists; the Parker probe will do seven flybys of Venus over the course of the mission. The first will occur on Oct. 3, 2018, the last on Nov. 6, 2024 — just weeks before the probe reaches its maximum speed. What if the Parker probe buzzed you at 430,000 miles an hour? Since there’s no air in space to carry sound waves, you wouldn’t hear it. “Something moving at a high velocity in space should produce no noise, since space is a near-vacuum,” Greg Matloff, a physicist at New York City College of Technology and an expert on rocket propulsion, said in an email.

SCIENTISTS say they have discovered why some vegetables - including cabbage, broccoli and kale - can reduce the risk of bowel cancers. That cruciferous veg is good for the gut has never been in doubt but a detailed explanation has been elusive. The team at the Francis Crick Institute found anti-cancer chemicals were produced as the vegetables were digested. Cancer Research UK said there were plenty of reasons to eat more veg. The work focused on how vegetables alter the lining of the intestines, by studying mice and miniature bowels growing in the lab. Like the skin, the surface of the bowels is constantly being regenerated in a process that takes four to five days. But this constant renewal needs to be tightly controlled, otherwise it could lead to cancer or gut inflammation. And the work, published in the journal Immunity, showed chemicals in cruciferous vegetables were vital. The researchers investigated a chemical called indole-3-carbinol,

which is produced by chewing such vegetables. “Make sure they’re not overcooked, no soggy broccoli,” said researcher Dr Gitta Stockinger. The chemical is modified by stomach acid as it continues its journey through the digestive system. In the lower bowel, it can change the behaviour of stem cells, which regenerate the bowel lining, and of immune cells that control inflammation. The study showed diets high in indole-3-carbinol protected the mice from cancer, even those whose genes put them at very high risk of the disease. Without the protective diet, the gut cells divided uncontrollably. Next few years ‘may be exceptionally warm’ THE next few years could be “anomalously warm”, according to a new study. Researchers have developed a mathematical model to predict how average global surface air temperatures will vary over the next few years. The results suggest that the period from 2018 to 2022 could see an increased likelihood of extreme temperatures. The findings are published in the journal Nature Communications. The warming caused by emissions of greenhouse gases like CO2 is not increasing at a perfectly steady rate. In the early years of the 21st Century, scientists pointed to a hiatus in warming. But several analyses

show that the five warmest years on record all have taken place since 2010. These variations from year-toyear do not affect the long-term trend in warming temperatures. Now, a new method for trying to predict global temperatures suggests the next few years will be hotter than expected. Rather than using traditional climate simulation techniques, Florian Sévellec, from the CNRS in Brest, France, and Sybren S Drijfhout, from the University of Southampton, developed a statistical method to search through simulations of climatic conditions in the 20th and 21st Century and look for situations that are comparable to

the present day. The team then used these climatic “analogues” to deduce future possibilities. In particular, the anomalous warmth predicted over the next few years is due to a low probability of intense cold climatic events. Once the algorithm is “learned” (a process which takes a few minutes), predictions are obtained in a few hundredths of a second on a laptop. In comparison, supercomputers require a week using traditional simulation methods. Gabi Hegerl, professor of climate system science at the University of Edinburgh, who was not involved with the study, said: “The authors have tried to predict whether global

THE Indonesian capital of Jakarta is home to 10 million people but it is also one of the fastest-sinking cities in the world. If this goes unchecked, parts of the megacity could be entirely submerged by 2050, say researchers. Is it too late? It sits on swampy land, the Java Sea lapping against it, and 13 rivers running through it. So it shouldn’t be a surprise that flooding is frequent in Jakarta and, according to experts, it is getting worse. But it’s not just about freak floods, this massive city is literally disappearing into the ground. “The potential for Jakarta to be submerged isn’t a laughing matter,” says Heri Andreas, who has studied Jakarta’s land subsidence for the past 20

years at the Bandung Institute of Technology. “If we look at our models, by 2050 about 95% of North Jakarta will be submerged.” It’s already happening North Jakarta has sunk 2.5m in 10 years and is continuing to sink by as much as 25cm a year in some parts, which is more than double the global average for coastal megacities. Jakarta is sinking by an average of 1-15cm a year and almost half the city now sits below sea level. The impact is immediately apparent in North Jakarta. In the district of Muara Baru, an entire office building lies abandoned. It once housed a fishing company but the first-floor veranda is the only functional part left.

SCIENTISTS have found that our big toe was one of the last parts of the foot to evolve, a study suggests. As our early ancestors began to walk on two legs, they would also have hung about in trees, using their feet to grasp branches. They walked differently on the ground, but were still able to move around quite efficiently. The rigid big toe that eventually evolved gives efficient push-off power during walking and running. The findings have been published in the journal Proceedings of the National Academy of Sciences. In this new study, scientists made 3D scans of the toe bone joints from living and fossil human relatives, including primates such as apes and monkeys, and then compared them to modern day humans. They overlaid this information onto an evolutionary tree, revealing the timing and sequence of events that produced the human forefoot. The main finding is that the current shape of the bones in the big toe, or “hallux” in anatomical language, must

In an interview with the BBC, lead author of the study Dr Peter Fernandez, from Marquette University in Milwaukee, said: “Our ability to efficiently walk and run on two feet, or be ‘bipedal’, is a crucial feature that enabled humans to become what they are today. For everything to work together, the foot bones first had to evolve to

accommodate the unique biomechanical demands of bipedalism”. He then said: “The big toe is mechanically very important for walking. In our study, we showed that it did not reach its modern form until considerably later than the other toes.” When asked whether the rigid big toe evolved last because it is most or least important, Dr Fernandez commented: “It might have

been last because it was the hardest to change. We also think there was a compromise. The big toe could still be used for grasping, as our ancestors spent a fair amount of their time in the trees, before becoming fully committed to walking on the ground.” He added: “Modern humans have increased the stability of the joint to put the toe in an orientation that is useful for walking, but the foot is no longer dextrous like an ape.” The reason that our ancestors stood upright and then walked on two feet is still a mystery, but there are plenty of ideas. Scientists think that walking may have evolved, either because it freed our hands to carry tools, or because climate change led to a loss of forests, or that overhead arms can be used to support walking on two legs along thin branches.

BPL wipeout: Resignations lead bannister to ask all board to quit BAHAMAS Power and Light plummeted to a state of uncertainty and chaos on Tuesday after the entire board of directors resigned following several months of “dysfunction” and purported infighting, stagnating the action needed to turn things around for the electricity provider. Several sources confirmed the board disintegrated following a meeting with Works Minister Desmond Bannister, who was said to have demanded the resignations after months of attempting to mediate issues with Chairwoman Darnell Osborne and other board members. In an interview with The Tribune, one ex-board member who spoke on the condition of anonymity, said had Ms Osborne resigned long ago, the board would have had no issues in successfully carrying out its work. Under her leadership, the source claimed the board was without direction, leaving much of BPL’s critical issues unaddressed. While Mr Bannister could not be reached for comment and in the absence of an official explanation from government, Ms Osborne rejected the allegations telling The Tribune her record spoke for itself, but she would not speak to the resignations or what caused them. However, The Tribune was told three board members – vice chairman Patrick Rollins, Ferron Bethel and Whitney Heastie, BPL’s CEO – resigned first, prompting the minister to demand the remaining members follow suit. This comes as the state-owned electricity provider continues to grapple with power generation challenges and load shedding, frustrating consumers who have been forced to suffer brutal temperatures this summer. happened as the liquefied natural gas (LNG) deal with Shell North American has yet to be finalised. Shell is seeking to meet New Providence’s long-term energy needs by constructing an LNG driven power plant at Clifton by 2021. “I am a champion for good corporate governance, transparency and accountability,” Ms Osborne said in response to questions from The Tribune . “My record speaks for itself. I work on behalf of the Bahamian people and transparency and accountability is how I conduct business.” She maintained that claims to the contrary were part of an effort to “spin” the true picture of what took place concerning the board and its members. In recent months, The Tribune was told it became extremely difficult for the board of directors to make major

decisions. “The board was selected with high hopes that they could resolve the surmountable issues facing BPL and the board had a lot of talent on it,” the anonymous source explained. “Just recently it got difficult for many of the major issues to get through the board. We had 31 megawatts of generation at Clifton Pier that needed a part for board approval and a lot of other critical issues that was just stuck with the board. “So the minister called the board in today (yesterday) and asked for the resignations and said they were going to appoint a new board. “There was lack of leadership. The board really turned dysfunctional because we weren’t getting anything (done). Nothing was happening and there was a lot of critical issues that were not being addressed.”

Argentina reinstates visa for Haitian citizens ARGENTINA says it will reinstate a tourist visa for Haitian nationals at the end of this month after indicating that nationals from the French-speaking Caribbean Community (ICARICOM) country had abused a system that had gone into effect earlier this year. Argentina’s Ambassador to Haiti, Pedro Cornelo Von Eyken, confirmed that the National Directorate of Migration had taken the decision to reinstate the tourist visa for Haitian citizens. In January, the Argentinian

Embassy here had estimated that there were 60,000 Haitians in the South American country, the majority of whom were students. “Haitians do not need a visa to visit Argentina as tourists for a stay of up to three months,” the diplomat said. Under the agreement, Haitian tourists had to have valid travel documents, a hotel reservation or a letter of accommodation and enough money for a stay not exceeding 90 days. For their part, students got a student visa that also allowed them to work during

their studies. But the National Directorate of Migration in Argentina said that for the first seven months of this year, the number of Haitians who were refused entry into the country had increased by as much as 500 per cent. It said that many of the Haitians had pretended to be tourist and were not fulfilling the required conditions because of their intention to remain there for more than 90 days. UK committee opens inquiry into relationship with Overseas Territories THE United Kingdom’s Commons Select Committee is conducting an inquiry into the relationship between the U.K. Foreign and Commonwealth Office and the British Overseas Territories. According to an announcement by the committee, the inquiry will look into the resilience of the overseas territories, how effectively the FCO manages its responsibilities toward them, and how it envisages their future. The committee is looking to collect information about the governance and financing of the overseas territories, including the Cayman islands, their adherence to human rights frameworks, and what benefits the U.K. and its territories get from each other. “The Overseas Territories have a special place in our constitution. They are self-governing but part of the United Kingdom. As our place in the world changes, we need to think about the effect on them and whether the structure of our relationships still works,” said Commons Select Committee Chairman Tom Tugendhat. “The Committee will

look at these distant parts of our community and look at how we work to support all our communities.” The committee stated that this inquiry has been spurred by recent events that have strained the relationship between the U.K. and its overseas territories, including hurricanes, data leaks and Brexit. “This led some OTs to question the Government’s willingness to support them. Relations have been put under further strain due to high-profile instances of divergence between the UK and some of the OTs on issues such as civil rights and financial transparency,” the committee stated. “In the light of these concerns, this inquiry will consider the resilience of the OTs, how effectively the FCO manages its responsibilities towards them, and how it envisages their future. Bahamas RBC customers concerned after card skimming alert THE Office of the Data Protection Commissioner on Tuesday expressed “grave concerns” over Royal Bank of Canada’s confirmation that some of its Bahamian Visa debit and Visa credit card holders have fallen victim to “skimming,” as it called on the bank to provide “further assurances” that it is taking sufficient measures to protect clients’ personal information. The data protection commissioner called for all customers who have been directly affected by the Royal Bank of Canada ATM scam to formalise their complaints by writing to the ODPC. Tribune Business reported on Tuesday that RBC Director of Strategic and Corporate Communications for the Caribbean Jacqueline Taggart referred to the skimming incident as a “coordinated and aggressive criminal effort.” “The (ODPC) considers this act

one of significant concern and hereby advises any and all data subjects who may have been directly affected, to formalise its complaint to our office in written form, so that the necessary steps may be taken to remedy any irregularity, involving the breach of one’s personal information,” the organisation’s statement says. It added this will help avoid any further risk exposure that could occur due to the reported “skimming” incident. The ODPC said the protection of all data subjects’ personal information is a “high priority” and said there must be “further assurances provided by banking institutions in general and RBC in particular.” It noted this is especially crucial as the number of cyber threats and data breach attempts continues to grow.

FINANCIAL activity in Bermuda worth a combined total of more than half a billion dollars was flagged up as suspicious during a 12-month period. The island’s Financial Intelligence Agency received 494 suspicious activity reports between April 2016 and the end of March last year. That was up 12 per cent on the previous reporting period. Of the 10,363 separate transactions contained in those reports, with a collective value of $564,249,836, some 40 were in excess of a million dollars. Once the reports had been analysed and reviewed by the FAI to assess whether the suspicious activity was as it appeared, 371 of the reports were ultimately included in 97 disclosures of classified information and intelligence to partner agencies, with 85 being disclosed locally — the majority to the Bermuda Police Service. The other 12 were disclosed to overseas agencies. While the number of suspicious activity reports increased for a second consecutive year, and was the second highest recorded since the FAI was formed in 2008, the agency said it was pleased. “This can be attributed to the continued training and presentations provided by the FIA, which has assisted in improved suspicious

activity report filings.” The agency noted: “Due to the training and presentations given to new entities, different sectors started to identify suspicions activity within their businesses and filed SARs accordingly. It was evident from the presentations given that many sectors were hesitant to file as they did not have an understanding of money laundering or the role of the FIA.” The data is contained in the agency’s 2016-17 annual report, which was tabled in Parliament on Friday. It provides a snapshot of

the independent agency’s work to receive, gather, store, analyse and disseminate information relating to suspected proceeds of crime and potential financing of terrorism. Suspected fraud totalling almost $395 million was referenced in 49 of the reports, affecting eight sectors, namely banks and credit unions, fund administration, insurance companies, investment service providers, and long term insurer services. Meanwhile, suspected corruption to a combined total of $71.5 million was featured in 23 reports.

MOODY’s said this week that strengthening The Bahamas’ tourism sector and continued foreign direct investment projects will help sustain growth in the range of 1.5 to two percent over 2018-2019. Despite this, the credit ratings agency - in its updated credit opinion in the Bahamas on Tuesday maintained the country’s Baa3 credit rating with a negative outlook. This outlook, it said, “reflects potential downside risks to the fiscal consolidation process posed by weaker-than-expected growth, exposure to climate-related shocks in the form of hurricanes, and implementation risks associated with measures to rein in expenditure growth and increase revenue intake”. Moody’s’ warned that absent successful fiscal consolidation, The Bahamas’ fiscal and credit profile would likely weaken. “In addition, the sovereign is exposed to contingent liabilities stemming from state-owned enterprises (SOEs) and the Bank of the Bahamas, which, should they

materialise on the government’s balance sheet, would lead to a further deterioration in the government’s fiscal strength,” said Moody’s. It warned it would downgrade the rating if ,over the next 12-18 months, it observes that government’s fiscal consolidation efforts are “unlikely to reduce deficits to levels that would reverse the trend of rising debt ratios and lead to a stabilisation in government debt metrics.” “Downward rating pressure would also emerge if economic growth were to underperform relative to government expectations, negatively impacting revenue and overall fiscal metrics. We would also consider a downgrade if contingent liabilities stemming from Bank of the Bahamas – or other SOEs – materialise on the sovereign’s balance sheet, leading to a material worsening of government debt metrics. “Factors that could lead to an upgrade We would change the negative outlook to stable if the government’s efforts to reduce the fiscal deficit lead to the reversal

of the debt trend such that The Bahamas’ fiscal strength and policy effectiveness would be consistent with a Baa3 rating. Peter Turnquest said: “The ratings agency Moody’s Investors Service in its latest rating assessment of The Bahamas, maintained its Baa3 negative rating, which is unchanged from its previous report. I am pleased to report to the country that this independent assessment reflects stabilization in our sovereign credit profile following four years of successive rating downgrades. This represents a critical first step in addressing and reversing years of fiscal mismanagement.

World News Gordon Brown: Labour Leave voters have abandoned support for Brexit MORE than one million Labour voters who backed Brexit have abandoned their support for it, with all sides “losing hope for a better future” for Britain, former Prime Minister Gordon Brown has said. The ex-Labour leader said Leave voters feel “betrayed” because none of the proposed exit deals from Brussels can deliver what was promised, as he addressed an audience at Edinburgh Book festival on Wednesday. He pointed to polls conducted by the Hope Not Hate organisation which suggest that 21 per cent of Labour leave voters had changed their minds, while more recent polls say 29 per cent have switched to undecided or remain in recent weeks. That, said Brown, adds up to more than 1 million voters as the country lurches from “one Brexit shambles to another.” “Leavers and remainers now do have one thing in common - both are increasingly losing hope for a better future for Britain,” Brown said. “Remain voters are despondent, fearing that we have moved from a soft Brexit to a hard Brexit to a nodeal Brexit.”

World News Dozens overdose on K2 in Connecticut, man arrested in connection to the drug fallout

Robert has been waiting seven decades for priests to be held accountable.

Priest abuse victims detail lifetime of trauma and broken trust IT’S been 70 years since Robert says he was sexually abused by a priest. And in the decades since, his wife and family suffered every day. “I couldn’t show any affection with my wife,” said Robert, now 83. “My children, I couldn’t hold or hug.” This is the kind of lifelong trauma endured by hundreds of victims at the hands of Pennsylvania priests. In a scathing, 887-page report, a grand jury said more than 300 “predator priests” have been credibly accused of sexually abusing more than 1,000 child victims. “We believe that the real number of children whose records were lost or who were afraid ever to come forward is in the thousands,” the grand jury report says. The report investigates clergy sexual abuse dating back to 1947 in six Pennsylvania dioceses. Robert’s case was one of the earliest. It took place when he was about 13 years old, back when Harry S. Truman was President. That’s what made it especially difficult to tell anyone. “Who would have believed me? (That) a priest, in 1948 or ‘47, would abuse you or do that?” Robert said. “No one ever heard of such a thing because they covered it up.” Robert said he believes he was preyed upon because he didn’t have a father -- something his abuser could take advantage of. “They targeted me because I was fatherless,” he said. Robert shared his story in a video shown at a press conference Tuesday announcing the grand jury’s report. The investigation revealed many other horror stories, including: -- A case in which one priest fondled and masturbated a young teenage boy “under the pretext of showing the victim how to check for cancer.” -- An HIV-positive priest who abused children for years before going to prison.

-- A priest who allegedly abused several boys but was still given a recommendation to work at Disney World. “As a body of bishops, we are shamed by and sorry for the sins and omissions by Catholic priests and Catholic bishops,” said Cardinal Daniel DiNardo, president of the US Conference of Catholic Bishops, and Bishop Timothy L. Doherty, chair of the bishops’ Committee for the Protection of Children and Young People, in a statement. The Vatican declined to comment on the grand jury’s findings. Carolyn, another victim who spoke in the video, said she first met her abuser when she was about 18 months old. “I was in my diaper, and I ran out, and ran right to him,” Carolyn said, choking back tears. As she got older, “he would always have his hands on me,” the now 37-year-old said. And whenever she hears the word “God,” Carolyn said, flashbacks of abuse keep coming back. “The word ‘God’ makes me think of him,” she said. “I just feel like my whole life has been a lie.” Even though Carolyn’s alleged abuse happened decades after Robert’s, she said it was still incredibly difficult to speak up. “It’s very lonely, especially when it’s your word against God’s,” she said. But that loneliness is subsiding after the grand jury’s report. “I think this report’s going to help people who don’t have a family, because they’re going to know that there’s a lot of people out there now that believe them and are behind them,” she said. And although Robert’s been waiting 70 years for this kind of vindication, he said he knew it would happen. “I just was always saying, ‘They’re not going to beat me.’” (CNN)

FORTY-SIX people overdosed Wednesday at or near a Connecticut park from a suspected bad batch of “K2” synthetic marijuana, requiring paramedics to be stationed there to provide treatment, authorities said. No deaths were reported, but officials said two people suffered life-threatening symptoms. Most of the overdoses were on the New Haven Green, a popular, historic downtown park that borders part of Yale University, and officials said they expected the overdose total to increase. Police said they arrested a man believed to be connected to at least some of the overdoses. “Do not come down to the Green and purchase this K2,” New Haven Police Chief Anthony Campbell told WVIT-TV. “It is taking people out very quickly, people having respiratory failure. Don’t put your life in harm.” Paramedics and police officers remained at the park all day as more people fell ill. Some became unconscious and others vomited, authorities said. Emergency responders rushed to one victim as officials were giving a news conference nearby late Wednesday morning. “We literally had people running around the Green providing treatment,” said Rick Fontana, the city’s emergency operations director.

New Haven emergency personnel respond to dozens of overdose cases on the New Haven Green in Connecticut on Wednesday.

Police did not immediately release the name of the man who was arrested, saying they were waiting for victims to positively identify him. New Haven first responders were called to a similar overdose outbreak on the Green on July 4, when more than a dozen people were sick from synthetic marijuana. The city also saw more than a dozen synthetic marijuana overdoses in late January. No deaths were reported in either outbreak. Synthetic marijuana, which

generally is plant material sprayed with chemicals that mimic the high from real marijuana, has been blamed for overdoses across the country. Officials said the blood of Wednesday’s victims was being tested to see what exactly they ingested. Fontana said a widely used anti-opioid-overdose drug given to some victims at the park did not seem to be effective, but the same drug did help some patients recover when given in higher doses at hospitals. US man arrested, confesses to killing pregnant wife and 2 daughters A COLORADO man has been arrested after allegedly confessing to killing his pregnant wife and two daughters. According to ABC affiliate KMGH, law enforcement officials said 33-year-old Christopher Watts confessed to killing 34-year-old Shanann Watts, who was 15 weeks pregnant, and their two daughters, 3-year-old Celeste and 4-year-old Bella, just hours after pleading for them to return home. Early Thursday morning, officials announced his arrest. He was booked into the Weld County Jail under three counts of first-degree murder and three counts of tampering with physical evidence. Police believe they know where bodies are and they’re working to retrieve them. Shanann, a Moore County native, and her daughters have been missing since Monday. According to sources, Shanann returned home early Monday morning from a work trip in Arizona. Her husband told police he came home and his wife and their two

children were gone. However, her keys, purse, and phone were still at the home. He also said that he and Shanann had an “emotional conversation” prior to her disappearance and would not elaborate further. Police told KMGH it was the man’s behavior that tipped them off. It was a confession that is

shocking to many. In a Facebook video, Shanann once called Christopher the best thing that’s ever happened to her, saying he stuck with her through medical battles and was lucky to have him. The FBI and Colorado Bureau of Investigation are also investigating. (ABC11.com)

Science & Technology Stormzy launches Cambridge scholarship for black students STORMZY has announced that he will fund two black British students to go to the University of Cambridge. The Stormzy Scholarship will pay for tuition fees and provide a maintenance grant for up to four years of an undergraduate course. The rapper says: “It’s so important for black students, especially, to be aware that it can 100% be an option to attend a university of this

calibre.” The rapper will fund two students this year and two in 2019. Explaining why he set up the scholarship, Stormzy tells Radio 1 Newsbeat: “In school and college I had the ability and was almost destined to go to one of the top universities. “But that didn’t happen for myself... so hopefully there’s another young black student out there that can have

that opportunity through my scholarship.” He adds: “I always said that there’s a whole bunch of academically brilliant, excellent students who also need an incentive.” Cambridge has been criticised for not admitting many pupils from a black, Asian and minority ethnic (BAME) background. JOB SUMMARY:

The Aftercare Executive is a key member of the Agency team with the responsibility of providing support and assistance to current domestic and foreign investors. The position is responsible for administering a relationship management programme with key investors and becoming a trusted advisor to company executives. As Account Manager, the role involves working closely with the CEO, SVP and Chairman to show support and encouragement to businesses with a propensity to expand or invest elsewhere on the islands. This position is vital to improving business retention and expansion and to encourage positive perceptions of the country through providing a strong ‘post-investment’ support programme. The work includes developing and maintaining account plans for a group of selected businesses (key accounts); as Account Manager arranging proactive meetings for senior staff (Account Directors) with key accounts; as Account Director, taking the lead on relationship managing a further group of key accounts; monitoring operational businesses with Development Agreement commitments; monitoring trends in investor issues and preparing reports to Government; assisting any existing overseas investor, when requested, to address administrative hurdles related to their projects; and to take the lead in advocating for improvements to the business environment.

KEY DUTIES AND RESPONSIBILITIES:

1. To develop, on an annual basis, an aftercare plan and budget that will ensure that all existing clients can be properly supported. 2. To create a database of all foreign-owned businesses on the islands, including their commercial activities; 3. To be the first point of contact for general enquiries by existing investors on the islands; 4. To identify a list of key businesses (domestic and foreign) that are strategically important to the islands and have a propensity to invest further; 5. To maintain up to date Account Plans for the top 15 companies identified as being Tier 1 accounts and to arrange at least twice-yearly meetings with their key executive for the Account Director of Invest TCI; 6. To maintain up to date Account Plans for 12 Tier 2 companies and to lead on aftercare services for these companies, including twice yearly visits; 7. To lead on arranging a twice-yearly meeting involving key accounts with the Premier/Minister of Finance to discuss matters of interest; 8. To collaborate with domestic and foreign investors to identify impediments to business development, conduct research on those various aspects of the business environment and make recommendations to the Board and Government on specific ways to enhance the business environment of the TCI; 9. To conduct an annual survey of investors and prepare a report for Government on the main findings of the investor contacts and identify what actions may be needed to assist investors in general and specific investors as appropriate. 10. To monitor progress for all Development Agreements, post business opening and alert Government Departments and the investors regarding key milestones in the Agreements; 11. Liaising with VP MSME over any issues affecting businesses in that programme; 12. Through CRM, to produce a quarterly report on all Aftercare contacts. Contents of report to be defined but should include activities and

results of individual investor visits, surveys and advocacy work set against the initial objectives. 13. To assist the Marketing and Communications team to identify and target investors who would participate in Team TCI and assist in the various marketing efforts. 14. To undertake any other relevant activities or duties as deemed by the CEO.

Amateur golfer hits three hole in ones on the same day AMATEUR Ali Gibb enjoyed a trip to the golf course that Tiger Woods could only dream off earlier this week, hitting three hole-in-ones on the same day. The 51-year-old managed the incredible feat while successfully defending her championship title at the Croham Hurst Golf Club in Surrey, south of London. She hit her first ace on the parthree fifth hole that morning during the 36-hole tournament, before repeating the trick at the same hole during the afternoon. Gibb completed her incredible hat-trick at the par-three 11th and admitted she’s still struggling to come to terms with what happened. “It was a crazy day and what happened was quite unbelievable, it took its time to sink in,” she told CNN Sport. “Most people might spend all their lives trying to get one, I got three in five hours.” Club pro Adam Aram said he was impressed when Gibb carded the first hole-in-one but by the by the time she sank the third it was “unbelievable.” “I said to her what have you been drinking at lunch time, you can’t have three holes in one on the same day - two’s enough,” Aram told CNN

TCIFA U17 Select claims victory in final clash against visiting club THE TCIFA U17 Select team were able to end their three-match series against the Acton Ealing Whistlers Football Club (AEW FC) this week in Providenciales with an emphatic win. After losing 6-2 and 5-0 on Saturday last and on Monday,

the youngsters bounced back with a 4-0 win on Wednesday afternoon. The Ealing, West London based club made the trip because of hurricane solidarity through football, according to a release from the local FA.

Welcomed exposure and experience for U14 boys team – Opines coach Ritchie TCI’s U14 team benefitted tremendously from their four-game series a part of the Caribbean Football Union (CFU) Boys U14 Challenge Series, which was held last week in the Dominican Republic, according to coach of the side Dane Ritchie. “It was an extremely welcomed exposure and experience for the TCI U14 Boys team. Competition was well organised and run, the players got a feel of what it is to compete at

this level with players from across the region within their own age group.” TCI lost three of the four games. The other was a 1-1 draw with the host nation. They opened with an 8-0 defeat to St. Lucia, before drawing with DR. Against St. Martin our boys loss 2-0 while in the final game it was a 9-0 defeat at the hands of Puerto Rico. According to Ritchie, “Getting

TCI athletes break national relay record in Canada TCI track and field team broke a sixyear-old record when they competed at the North American, Central American and Caribbean (NACAC) Senior Athletics Championships which concluded on Sunday in Canada. The team finished fifth in the 4X100M relay in a time of 41.38s, which eclipsed the previous record of 41.48s, which was made in April of 2012 at the CARIFTA Games in Bermuda. In Bermuda, Ifeanyi Otuonye, now British athlete Delano Williams, former 400M record holder Angelo Garland and Shyon Parker ran the time. This time it was again Otuonye, but Colby Jennings, Devante Gardiner and newcomer Emmanuel Agenor joined him. Six athletes represented TCI at the meet, including lone female representative Akia Guerrier and high jumper Kivarno Handfield. Although none of the athletes medalled, one of two coaches who travelled with the team, Randy Ford, was satisfied with the performance. Donovan Garvey was the other coach. “Overall performances were good. There was a greater level of competitiveness.” Ford said that he had hoped that TCI could have also broken the 4X400M record at the meet, but the unavailability of Angelo Garland and the injury to Ken Reyes meant that the side could not compete in that event. “Going forward the aim is to try

out of the 200M semi-finals in Colombia at the CAC Games a few weeks ago, because of an injury scare, had a heartbreaking false start in the 100M. While Handfield who did not compete in the high jump in Colombia,

dropped out at 2.00M. Otuonye again finished sixth in the long jump. It was however, an improved performance from the 7.66M in Colombia. In Canada, he finished with a best jump of 7.78M.

Otuonye calls World 45th ranking a ‘huge stepping-stone’ NATIONAL athlete Ifeanyi Otuonye has finished with his highest end of season world ranking in his long jump career. The 24-year-old jumped 8+ metres twice this season, which not only increased his national record in the event, but also pushed him to a whopping 45th place on the IAAF 2018 long jump global rankings. Prior to this season, the long jumper finished higher than 100th position. “I’ve finished almost 50 places higher. I usually end it (the

season) at 105-107. So, to be top 50 is great! My aim was to be top 25, but it’s still a huge stepping stone.” Despite not replicating his 8+ mark at the Central American and Caribbean Games (CAC) in Colombia or the North American, Central American and Caribbean (NACAC) Senior Athletics Championships in Canada, Otuonye is optimistic of a better season next year. This season has been full of super highs & real lows, being able

to improve my PR by over 18cm & leap over 8m multiple times is something I knew I was cable of doing years ago, but this has taught me that things happing in sequences & in its time, when certain things align in place,” the senior athlete wrote on his Facebook page. “As I end my season, my Patience & Faith has been rejuvenated. I will rest my mind, body & soul.. completely remove myself from track & field during this off season to really enjoy it because when it’s time to get
