Cabinet denies funding for legal aid in SIPT trials BY OLIVIA ROSE CABINET has denied yet another request for additional legal aid funds made by the judiciary for the Special Investigation and Prosecution Team (SIPT) corruption trials. This was revealed on August 3, at a Cabinet meeting chaired by the Governor, Peter Beckingham, at the Hon. N J S Francis Building on Grand Turk. The SIPT and civil recovery process records indicate that the price tag has amounted to some $36 million to date, half of which was paid by the UK government. Already nine months into the trial and prosecutors are already of the view that the trial could last way into 2017.

This realization has evoked widespread concern about the cost of the SIPT trials and its impact on the public`s purse. Earlier this year, Minister of Finance Washington Misick categorically stated that the cost of the Special Investigation and Prosecution Team (SIPT) trial of former Premier Michael Misick and other corruption accused should be footed by the UK government. He said: “My view is that those costs should be borne by Her Majesty’s UK Government.” Misick said that the funds being spent on the trial could be used to further develop the country. “We have a lot of things that we could be spending that money on, but at the end of the day, it says justice

must not only be done it must be seen to be done, and sometimes the wheel of justice turns very slowly. “My opinion and the opinion of the government and, I believe the majority of the people of the Turks and Caicos, is that if whatever purported wrong was done, it was done while we had a British Governor here and they were sleepwalking. “If they can indeed prove that there’s been wrongdoing, they should pay for it. “That is unfortunate and unfair to the people of the Turks and Caicos who have to foot that bill.” This is not the first time a request was rejected for the SIPT trial; in August 2015 Premier Rufus Ewing

rejected a request for $4.3million to provide security for Special Prosecutor Helen Garlick and her team. The Premier’s move was vetoed by the Governor who later approved the money from Government funds. According to the 2016/2017 budget statements, the SIPT judicial cost was laid at some $5 million under revised statement for 2015 and 2016, while $4 million is slated for 2016/2017. The Myrtle Rigby Health centre renovation for the SIPT trial was funded to tune of $1 million through a UK grant. Since 2009, when they were accused of widespread corruption in

the Sir Robin Auld report, Michael Misick and others have awaited their time before the judge. Former Premier Michael Misick and several others are accused of defrauding the Government of millions of dollars. Former Premier Misick, who is named as the main defendant in the trial, has since the beginning of the proceedings against him stated that he is being persecuted by the British government. The SIPT trials began on December 18, 2015, after an indepth four-year investigation into widespread Government corruption. The hearings were expected to last six months, but the trial has seen many delays since it began.

WITH the discovery of three additional cases of the Zika virus in the Turks and Caicos Islands, the environmental health department is taking strict measures to contain the spread of the virus to wider sections of the community. The mosquito borne virus is now a worldwide concern with additional countries being added to the list of confirmed cases each week. But in addition to Zika, the TCI is still on the alert for other mosquito borne viruses such as Dengue and Chikungunya, both of which have been public health concerns here in the islands in recent years. For public health officials, a major concern has always been the amount of debris residents keep in and around their yards, a perfect setting for the breeding of mosquitoes. And

while efforts are being made by the environmental health department to urge and ensure residents clear their old cars, tires, and other garbage from the roadways outside their homes and in their yards, the problem persists. However, on Tuesday (August 16), Environmental Health Director, Kenrick Neely said that soon they will have more than advice for residents to keep their surroundings clean; defaulters will be ticketed. “The ticketing system will help tremendously with persons cleaning their premises and the reason why we look to that is because you when you persons a notice, they clean their property, you go back to their premises a month later and you will find them doing the same things in place.

“So sometimes you have to put these stringent measures in place to address issues. Once we have persons cleaning their communities and keeping their yards clean we will see a decrease in mosquito population and other vector borne diseases.” Neely was speaking at a press conference by health officials to update the country on the status of the Zika virus in the country. He stated that the other new initiative his department took to ensure cleaner surroundings is encouraging pastors to preach to their congregation, the importance of keeping their surroundings clean. Candidates meet Integrity Commission ahead of elections THE independent candidates who are hoping to contest the next general elections have had their first session with the integrity commission, as the body works to ensure strict adherence by all to the rules and regulations governing the campaign process. They were informed about how the commission will undertake its responsibilities under the Political activities ordinance and what is expected of them as they campaign in the run up to elections. The session was held at the Blue Haven resort’s boardroom in Providenciales on Wednesday (August 17). Deputy Director of the Integrity Commission told the press that in this election, the commission has quite an ambit – to ensure compliance with the political activities ordinance as well as the financing of political parties and entities. During the 2012 elections independent candidates were not required to register with the

commission, however an amendment was made to the legislation this year and as a result they now have to register. Been said that it is now necessary for the commission to meet with potential candidates to let them know what the requirements and responsibilities are to being an independent candidate. “It is quite intense. They can go through the ordinance and familiarise themselves with all the aspects of it; while for a political party that responsibility would normally rest with the treasurer, with the independent candidates it is squarely on the shoulders of the candidate.” Been said this is the first of what the commission expects to be two or three more sessions with both the independent candidates and political parties as the country gets ready to head to polls sometime in the near future. For anyone desirous of becoming an independent candidate, there is still time, Been said.

Potential candidates have until five days after the House of Assembly is dissolved to make their intentions known. “However there are certain requirements they have to bring to us at the point of registration - that is, any donations they have received in relation to electioneering, and any monies they have spent as a campaign expenditure,” Been advised. At Wednesday’s meeting all of the candidates who have so far indicated their desire to contest the elections independently were present, but the crowd was quite sparse with only a few members of the public who are interested in the process attending. Some of the issues raised during the interactive session sparked some tempers and calls were made for some adjustments to be made to the political activities ordinance. The most contentious issue however was the issue of ‘treating’, with some focus being paid to bribery and undue influence, with clarifications sought on just what the

ordinance allows and prohibits. UNDUE INFLUENCE A person is guilty of undue influence if they directly or indirectly make use of or threaten to make use of force, violence or restraint, or inflict or threaten to inflict injury, damage or harm in order to induce or compel that person to vote or refrain from voting. A person may also be guilty of undue influence if they impede or prevent any voter from freely exercising their right to vote – even where the attempt is unsuccessful. Bribery The offence of bribery includes where someone directly or indirectly gives any money or procures any office to or for any voter, in order to induce any voter to vote or not to vote. Treating A person is guilty of treating if either before, during or after an election they directly or indirectly give or provide any food, drink,

entertainment or provision to corruptly influence any voter to vote or refrain from voting. Treating requires a corrupt intent; it does not apply to ordinary hospitality Another matter addressed during the sessions dealt with Super PACs. Super PACs are also known as independent expenditure only committees, which may raise unlimited sums of money from corporations, associations and individuals, then spend unlimited sums to overtly advocate for or against a particular political candidate or party. This of course creates an unfair advantage among candidates and parties. Been said that these guidelines are all set out in the handbooks handed out to the candidates and it is for them to familiarise themselves with it. He noted that treating particularly CONTINUED 

Controversy surrounding Attorney General’s testimony as SIPT trial resumes AFTER an extended break, the Special Investigation and Prosecution Team (SIPT) corruption trial resumed on Monday, but it and was not without glitches. As Attorney General Rhondalee Braithwaite-Knowles took the witness stand to give her testimony, a halt was called to the questioning being conducted by Crown Prosecutor Andrew Mitchell. Ralph Thorne, lawyer for chief defendant Michael Misick, protested the questioning of the Government’s legal advisor, telling telling the court that the AG’s evidence was subject to legal professional privilege. Thorne told the court that the attorney general’s evidence should

not be given in respect of the legal advice she gave to the Government. The proceedings came to a standstill as the court adjourned for the defence to prepare arguments in support of its motion to prevent Braithwaite-Knowles from testifying about her role as legal advisor during the Michael Misick government. Thorne made his submissions to the court on Thursday afternoon, and the Prosecutor is expected to present rebuttal arguments on Friday. The judge will then make his decision about whether the Attorney general will be allowed to testify. Braithwaite-Knowles is set to testify about development agreements for which she had

oversight during the Michael Misick administration. Those developments were Juniper Hole, West Caicos, Beaches, North West Point, Dellis Cay, Third Turtle, Salt Cay, South Caicos and Water Cay. She is expected to produce files from the Attorney General’s Chambers during the trial, as well as outline the course of the development agreements, and who the Government understood the land sale and continued development were between. The attorney general is expected to explain the various concessions continued in the development agreements for the above named development and outline any changes that were made to them.

Spanking new fish market for Grand Turk BY OLIVIA ROSE A SPANKING new fish Market on Grand Turk was officially declared open by Minister responsible for Tourism Porsha Stubbs-Smith on Tuesday August 15 2016. Fishing is an integral part of the Turks and Caicos Islands culture; as fishermen across the islands provide a highly valued service. The Government has seen it fit to ensure that proper facilities are in place for these persons, as they suitably prepare and distribute their product in the best manner. According to a post on the Government`s facebook page, the fish market will further serve as a tourist attraction, allowing visitors the opportunity to watch as fisherman land their daily catch and witness the preparation. Commenting at the brief ribbon –cutting ceremony Minister StubbsSmith said: “I trust that this facility empowers our local fishermen and the community alike, the opportunities presented here are endless.” She further expressed her gratitude to Invest TCI for their eagerness to address the community and encourage all interested persons to reach out to the department for further information and assistance. During the ceremony, Chief

Executive Officer of Invest Turks and Caicos John Ruther educated the community and fishermen of the Micro Small Medium Enterprise (MSME) program. The Micro, Small & Medium Enterprises (MSME is a government funded program managed by Invest Turks and Caicos, the program makes provision for the Government to provide Concession Orders to qualifying businesses which operate in identified priority business sectors. Fisheries (subsector fish farming, fish processing) and physical infrastructure are considered essential to the fisheries subsectors and are two of the priority areas which are supported under the program. This provides great potential for developing a thriving fresh fish restaurant, allowing locals and tourists alike to purchase directly from the fishermen and having it prepared on the premises. The Department of Environment and Coastal Resources (DECR) also has an office space at the location, which allows the department to engage all users in environmental education, providing information about fishing and environment regulations. A small, modern restaurant facility is also included within the Market is, and will be available for rent.

do not attend the town hall meetings when they are called, so they decided to take the message to them. The director added that the department, in collaboration with the local Red Cross, is also offering to pickup garbage from residents who may have cleaned their yards and do not have the means to transport the debris. Neely said that the amendments to the Public and Environmental Health legislation that will put the ticketing system in place is expected to be drafted soon. It will then be to Cabinet for review and if approved will then

go to the House of Assembly for debate and passage. At the August 3 Cabinet meeting in Grand Turk, Governor Peter Beckingham was advised to agree for the Attorney General’s Chambers to commence the drafting of amendments to the Public and Environmental Health Ordinance to review the offences under sections four, five and seven to allow for a ticketing system and imposition of fines as penalties for non-compliance of upkeep of surroundings. Neely said that the department hopes to have the law in place within the next few months.

ZIKA IN TCI According to new reports, eight cases of the Zika virus have now been confirmed in the TCI, prompting calls by politicians and residents for decisive action by Government in helping to prevent an island-wide epidemic. What more should Government do?

Follow Florida

They should follow the example of local governments in Florida and introduce a program to eradicate the mosquito population form the islands. Then we could promote that to tourists.

Not serious enough

First of all, this is a serious regional and emerging global issue. It has enormous possibilities impacting our way of life and tourism product. One does not get the sense that the Government is taking a serious enough approach to the issue and its crisis implications. The Public should be warned. Greater resources should be mobilised and greater than what has already been diverted. The Public seems unaware and oblivious. As an STD, the youth and the public at large must be warned as to serious and immediate implications of Zika. It is so ominous that a vision of endtime biblical genre appears as to its impacts.

Playing catch-up

There should have been Radio and TV adds on a daily basis since the news broke about Zika. The powers that be likes to play catch-up too much. That a failing grade for a ‘power’ that is headed by a medical doctor.

Step up spraying

The only thing the government can do is to step up the mosquito spraying program.

They care little

The need for a program to control the mosquitoes on all the islands is many long years overdue. This disease is but one of many carried by the bugs. With visitors now coming from all over the world the possibility of them bringing all kinds of disease grows daily. However fogging and treating ponds and standing water has no recognized regularity. In fact fogging is rare and pond treatment does not exist. This is not due to economic issues because there are millions government ministers have available for their personal use and they seem to care little for the peoples needs.

No action from doctor-leader

Disease ridden bugs swarming on our people and our visitors would seem to motivate our leader, a Doctor, to action. After 4 years of him and a dozen years of his group it seems hopeless. Now the country may have to face infants with birth defects and we know the human rights leader and social services continue fast asleep.

Get the truth out

The government should get the truth out there about

the Zika virus.The zika virus is not dangerous and Getthere is no evidence that it causes microsephaly in new born babies. See: (www.reduas.com.ar) for the complete story.In short: The Brazilian Government, in an effort to combat major problems with disease carrying mosquitoes implemented a massive program of spraying and treating drinking water (!!??) with a pesticide called pyriproxyfen. Despite being a pesticide it was deemed safe for humans to ingest. It turns out that all of the cases of microsephaly have been in Brazil and despite the Zika virus being around for many decades if not centuries, only very recently has this been happening. Not only is it limited to Brazil but the largest number of cases of microcephaly have been in areas where they have serious mosquito issues. The link to Zika (or any other disease carried by mosquitos) seems fitting but the reality is that independent scientists have now determined that the microcephaly is most likely caused by the pyriproxyfen which was being dispersed predominantly in the same areas. There has been a huge cover up and this is just another example of corruption within the Brazilian government. The truth will eventually come out. Meantime they have not only ruined the lives of many of their own citizens but have also (due to the ridiculous media who revel in shock and fear) put the fear of God in persons travelling to the tropics. The government need to first do their own research and then get the truth out. What TCI Gov’t can learn from this is how dangerous it is to liberally spray pesticides (many of which are banned in Europe) on our gardens and beautiful landscaped hotels. Scientists know that the ever increasing levels of pesticide are poisoning our ocean and reefs making our coral sick causing it to diminish. We don’t know what it is doing to our developing babies in the womb (yet).

Zika is no joke

They need to put in work and stop shying away from proactively addressing this zika virus . zika is no joke!

PDM on the Move BY OLIVIA ROSE AS ELECTION jitters spread throughout the country, the People’s Democratic Movement (PDM) is on the move. The party introduced its Grand Turk constituency candidates at its Headquarters in Grand Turkon Wednesday, August 10, 2016. According to a release from the party`s leader, Sharlene CartwrightRobinson ,party members Derek Rolle and Edwin Astwood will carry the banner for the PDM in Electoral District 1 and Electoral District 2 respectively. Cartwright-Robinson said: “This announcement was met with loud applause from a packed room of excited supporters. “Party Leader used the opportunity to energize the Party base and to assure them that the Nation’s Capital will be respected as the Nation’s Capital and hence the decision to present its candidates in Grand Turk.” Other party officials and hopefuls were also invited to greet those in attendance which

included Sean Astwood, Deputy Leader, Derek Taylor, Delroy Williams, Goldray Ewing and Josephine Connolly, All Island hopefuls Karen Malcolm and Robert Been jr. National Chairman and ED7 hopeful Douglas Parnell. On Friday representatives of the PDM continued on to Middle and North Caicos and had a busy weekend with a Town Hall on Middle Caicos on Friday, August 12, 2016 and a Prayer Breakfast on Saturday morning, August 13, 2016. Cartwright Robinson said: “The Town Hall Meeting was well attended by residents from Middle Caicos and North Caicos and quickly changed to rally status, a mood set by the attendees.” The Party delegation included Party Leader, National Chairman, Douglas Parnell, National Campaign Chair, All Island hopefuls Karen Malcolm and Robert Been and the PDM’s standard bearer for ED 4, Ralph Higgs. Guidelines issued for emergency temporary passport The Passport Office within the Registration and Citizenship Department, Ministry of Border Control and Employment wishes to remind all citizens of the Turks and Caicos Islands to check the validity of their passports whether there are immediate plans to travel, or not. More importantly, the expiry dates on passports must be checked prior to purchasing airline tickets as there are strict guidelines governing the issuance of TCI emergency passport stock. The following do not meet the criteria to have an emergency temporary passport issued locally. • the discovery of a soon to be expired or already expired passport, before or after the purchase of an airline ticket, • a pre-planned business trip, vacation or doctor’s appointment overseas, and • accidental or intentional damage

to a valid passport as a result of inattentiveness, for example spilling liquids on a passport, washing a passport in a washing machine and defacing or tearing passport pages. Emergency temporary passports may be issued locally under the following conditions. • When there is contact from the hospital regarding an EMERGENCY transfer of a patient to another country and the patient concerned is not in possession of a valid travel document. • When there is urgent business travel by senior government officials and parliamentarians; and, • Any other travel that may be considered on compassionate grounds. No arrests made for recent murders, says police commissioner BY DAISY HANDFIELD COMMISSIONER of Police, James Smith, has said that no recent arrests have been made in connection with the two recent murders of Dominicans Sonrineida Moreno Arias and Yuneiry Veras. Mr Smith, in an interview at the Providenciales police headquarters on Thursday, said that a couple of arrests were made during the early stages of the murders, but those suspects have already been cleared and released. He said: “These two crimes have many similar aspects, but are subject to separate enquiries.

“Of course they link with each other, and now we have to see if the links are real. “We have to look and see if we are looking for one person or a number of persons.” He said the RTCPF had reached out to other countries for assistance. “These enquiries are very complex. And yes, we are using experts. “We have referred some stuff to experts in the United Kingdom to determine, for instance, a vehicle type, DNA to establish gender and ethnicity of a potential culprit. “We are not pushing this off to one side, these are horrific crimes and we are determined to catch the

culprit,” Smith said. The police commissioner said that he could not go into details as to what information has been discovered, because it could hinder their investigations. He said: “I can’t give you details on what we are doing, but we have a team of officers on board, who are continuing to make enquiries. In fact, at the end of last week, three officers travelled to the Dominican Republic, as part of an enquiry.” Smith is asking the public to come forward with any information that may be related to these the crimes. The body of Yuneiry Veras was discovered at about 1.04pm on

The electorate and the PNP According to a report in the TCI Weekly News, the Premier told the media during a press conference his government is hopeful voters will return his administration to office, and proceeded to give evidence for saying so. He noted that under his administration the TCI has developed further, improved the lives of residents, and made education its second priority, including infrastructure. Significant funds were also spent on health care delivery. The list of accomplishments is impressive, and happened in a context where finances presented issues. The Premier seemed to have focused on critical areas of the economy, and successfully delivered despite constraints. The TCI has indeed been developing in impressive ways, and this has impacted many sectors of the economy. Someone said that at certain levels, if locals do not have a job, it is because they have not exerted themselves to seek one. The contrast to this is that even though qualified people have applied, no response was given, and that this is the work of their own people. Of course, education is always important. And it is good that the government has focused on it. The new school and other facilities are commendable, but some are

saying more locals could be included among the entrants to some schools. I’m sure this is being worked on. So is the observation that scholarships in important areas should be awarded on merit, to those who have shown they could benefit, and not be based on the personal biases of those who may display this trait. No one will support the use of ulterior motives as a basis for denying any award. And no authority would stand for this. The Government needs to be commended for its efforts in health care delivery. People in the TCI are now healthier, and more health conscious. And we have two modern, sophisticated hospitals which are internationally highly accredited. The staff at every level is competent in their area of specialty, and have excellent customer service, communication,

and interpersonal skills. They are also compassionate, caring, professional, and helpful to customers. The funds spent on health care bring more than added value to the system, and to the customers who benefit immensely from the care providers. The Premier has a right to be hopeful the electorate will return the PNP to office based on its accomplishments in its current term. It can also address other aspects of the process such as fostering a sense of nationalism, encouraging more participation in the economic opportunities available, planting the seeds of a unified society, and generating civic respect among our citizens. Economic and social progress will then intertwine with being noble citizens.

13, with burn marks to the private parts of her body. The last time Moreno Arias was seen was around 4 am that morning, leaving her residence on Robinson Street, Five Cays. According to reports, around or before 4am she was picked up by an unknown driver. She reportedly left work at the Shadow Bar around 3 am Sunday morning and was dropped off at her home by a co-worker.

Women parliamentarians have testicular fortitude – Lillian tells parliamentary committee “WE HAVE persons in the legislature, female members, who have the testicular fortitude of the combined number of male figures in the House.” These were the words of Lillian Misick, outspoken Governor’s appointed member to the local legislature and long time advocate for women’s rights in the Turks and Caicos Islands. Misick made that statement during a women’s forum held during the commonwealth parliamentary association meeting held last month in Canada. On Monday, at a press conference in the nation’s capital, Misick recapped some of the high points of her presentation to her female commonwealth counterparts. She recalled that prior to the constitutional changes in the TCI back in 2011, women’s roles in established political organizations were basically of canvassing support for the political parties and fund raising activities. However, with the constitutional change, women who were not necessarily able to get into these political organisations, were then able to contest the elections and gain a seat in the House of Assembly as large representatives. She said that the conference was informed that for the first time in history of the Turks an Caicos Islands there are seven women in parliament. She added that she also outlined some of the challenges female parliamentarians face in the TCI. “I outlined THAT perhaps the male figures felt that women should

be relegated to a position that they ought not be relegated in this 21st century. “The conference was told that women held their own in the legislature and I shared with them that you have persons in the legislature, female members, who has the testicular fortitude of the combined number of male figures in the House. “And they were also informed that one of our greatest challenges as women parliamentarians is women themselves.” Misick said that the female delegates were therefore encouraged to support women and not to allow themselves to be confused and thereby appoint, nominate and or vote for men because they are men. “I ended by saying that we ought to remember what the famed Sojourner Truth (African-American abolitionist and women’s rights CONTINUED 

Dear Editor, Nearly two weeks have passed since I extended an invitation to Mr. Michael Misick to come and answer some real questions on my show “Real Talk” on 105.5fm and up to this present time he has declined. Why he refused to answer real questions is beyond my understanding. But please permit me the opportunity in this medium to ask Mr. Misick the following questions: When all your Cabinet colleagues stayed in this country and faced the music of a British intervention as a result of the PNP administration, why did you leave? When the Premier Galmo Williams had to reveal to this country that we were over 185 million in debt before the rest of bills came in, where were you? When the public servants got their ten per cent pay cut as a result of your maladministration and political chaos, where were you? When the British who you said you would lead us to independence from sent white Englishmen in government offices once controlled by belongers, where were you? Why did you think it was prudent to negotiate a healthcare contract for the construction and staffing of two Hospitals which was estimate around 125 million dollars, but the payments (a rate of 40-44 million dollars a year)

Can you honestly state that a man who has engineered and captain one of the greatest political disasters in the British Caribbean, which led to his country’s suspension of their constitution, spends most of his day in and out of court to stand trial for corruption and maladministration; is still fit for public office? Will you ever be man enough to admit your wrong doing? Michael Misick, taking into account all the maladministration which took place under your watch, your current legal proceedings and its implications, culminating with your recent decision to run for public office, do you have conscience or just no integrity? From Harry Lime to Petit Pierre Although the original intention was to dedicate this a column to events and stories about the nation’s capital, last week’s review of the “Travellers Tree” by Patrick Leigh Fermor encouraged some readers to ask for an encore literary review. How could I refuse... When many years ago, the publisher of a youth magazine asked me to do a BY TITUS DE BOER column for their publication, Titus de Boer, who originally I was both enthusiastic and moved to the TCI from curious whether anyone Germany in 1989, is a would read it. My guess was that the readers were young (er) and my worry was that perhaps reading – especially the classics - was no longer considered “cool”. We live, after all, in a very visual age. If kids aren’t glued to the television set, they play computer games or surf the net. Ask yourself, when was the last time you saw someone between the ages 15-25 in the Turks and Caicos Islands reading a novel, and I guess I’ve made my point. The aim of this column is not to “convert” internet age kids into literature lovers, but to show them that there is an alternative, which can coexist quite well with TV’s and iPads. After all, lots of wonderful films released recently owe their story to a great work of literature. Read the book and you can learn far more details than the film could ever cover, AND (more importantly) you may just enjoy it and want to read more. I remember growing up without television, like I am sure many older Turks and Caicos Islanders and can’t say that I wasn’t entertained. Literature was my/our entertainment and very soon, (I must have been 10 or 11) I was hooked. It is with all of the above in mind, that I wanted to choose my second author for this column. After giving the matter much thought and coming up with a million and one names, I finally decided that Graham Greene was a good choice, as he is truly a great writer, yet relatively “easy” to get into, as far as the story is concerned. My first Graham Greene novel was “The third man”, which only last week featured on the BBC iplayer. Set in Vienna, it is a superb account of the atmosphere in this allied occupied city during the mid 1940’s. Added to that is a very suspenseful story line surrounding the main character Harry Lime, who was later portrayed in a classic film adaptation by Orson Wells. Readers unfamiliar with Greene’s work, especially here in the Turks and Caicos Islands, should start with “The Comedians”. Set in Haiti, during the 1960’s, this short novel is still one of the best atmospheric accounts of the Duvalier years and given Haiti’s recent reoccurrence in the headlines, as a result of their bodged elections, there was never a better time to read (or reread) “The Comedians”. While some of the plot is obviously linked to the regime of the day, most of the general observations about the socio-political environment in Haiti are just as current today as they were in the 1960’s. Other great Graham Greene titles are “The quiet American” (set in 1950’s Vietnam), “Our Man in Havana” (1950’s Cuba), “The Power and the Glory” (1930’s Mexico), and “Heart of the Matter” (1940’s Sierra Leone), to name but a few. A Graham Greene Novel is an average 200-300 pages in length, reads fast and most of his novels have been made into rather good films.

Mosquito control in A qualified hospitality labour force the Turks and Caicos means a sound success for the TCI

Dear Editor There have been problems with mosquitoes in the Turks and Caicos Islands throughout recorded history.. A number of decades ago great efforts were made to control the problem following a major investigation and report by Dr Giglioli who was based on Grand Cayman where there was a similar problem. I hope a copy is still available as it shows how the problem had arisen and made clear recommendations for control of mosquitoes. On Grand Turk there was an agreement that there would be alternate spraying applications by

the Americans at the base and the TCI Government and environmental aspects like rubbish collection and disposal would be implemented. If the Giglioli project or a development of it had been carried out rather than apathy and neglect taking over then the problem of Zica and arbovirus risk would have been minimal.. Unfortunately politicians do not learn from history and the population pay the price for a lack of strategic thinking with a repeat of the cycles of mistakes from the past Regards Richard Grainger

The Hospitality Department is prepared to meet the needs and to train the labour force for this vast and fast growing industry. One of the key benefits of the hospitality & tourism industry is employment for all: unskilled to the fully qualified. It also allows persons in other fields who wish to obtain additional income to find part time employment as well. However, anyone commencing their life in the unskilled jobs of the industry should view it as a stepping stone. Ensuring upward mobility requires registering and committing to the Programmes offered at the Hospitality Department. This is the only recognized avenue to provide you with the skills needed. This can lead you from just a job to a fulfilling career

as qualifications permits doors to open to so many options and opportunities. The Department offers Certificate, Associate, Bachelor’s Degree Programmes and not just theoretical training but hands on and on the job training on island. The Department has its own restaurant called Ve’ Nook and a culinary lab, called Peaceful Place. Our future development plans include a front office and housekeeping training labs. Another key element of the Programme is the internship component, where students will have the opportunity to experience five star resorts and tourism institutions, both regionally and internationally. Selection for this programme is based on GPA, deportment and funding. Over the last 5 years, the department has established linkages with Universities and College in Northern Ireland and Italy. A team of nine persons from Italy is scheduled to visit this “Beautiful by Nature” Turks & Caicos in the Fall semester. The department organizes annual educational tour for students to

experience first-hand the various forms of transportation, view sites and attractions, tour hospitality universities and resorts and interact with varying culture. Over the last 5 years, tours to tourism destinations such as Las Vegas, St Lucia, Orlando, New York have been arranged. The Culinary department has actively participated in Conch fest for the last 3years, in addition to the recently concluded TCI’s Food & Cultural Festival and Wind Vibes 2016. We have held theme events at the College and also catered for private functions. This Fall 2016 promises to be another active year for the Department. What election?

According to the July 5 press conference of the Progressive National Party, election could be stalled until the middle of February 2017, 6 long months from now. Why is the PNP delaying the call for election? Premier Ewing stated at this conference he was following the constitution which permits election to be delayed until 4 years after the first House of Assembly meeting. The reins of power passed from the British Interim Government into the hands of the PNP at a House of Assembly meeting November 14, 2012 right after the recount of the Grand Turk North, (GTN) seat, gave the one seat majority to the PNP. Media all over the world reported that British Governor

Again in November ! The PDM opposition leader delivered her first address in November from the HOA meeting. Since the constitution requires an election no later than 4 years after the first HOA meeting if the premier

does not call an election soon he will be officially holding power illegally ! Why has the premier refused to call the election on time ? The candidates and voters have been preparing for a November or earlier election. At the July press conference Premier Rufus said that his PNP government has done what he described as an “awesome job” handling the affairs of the TCI the last 4 years. If the voters perception comes close to the premiers why

delay the election ? Further why has the representative from South Caicos who has long held his seat for the PNP dropped out ? Why has the premier replaced two PNP at large 2012 candidates with novices, one a minister of the gospel, replaced the Blue Hills PNP candidate with his novice sister, moved the Middle North Caicos minister to an at large position and replaced him in Middle North with yet another novice ? Why so much candidate juggling in a PNP sitting government ? Is the premier waiting on his announced 108 million dollar PNP loan to arrive ? Why do we need this loan if the high tax regime has brought us huge surpluses ? Why borrow more millions when we still have a 28 million dollar balance from the original PNP 170 million dollar loan still outstanding ?

Why also is former PNP Premier Misick and possibly two of his PNP ministers running as independents ? Misick had recommended Ewing for the top PNP spot before he fled the country. This brings the question where do Misick’s brother Washington, niece Akierra and nephew DonHue really stand ? Do they support Ewing or their brother and uncle ? What is the status of the massive corruption trial ? Prosecutor Mitchell publicly warned Mike Misick not to seek re-election Why also have elements of the PNP announced their holding of an in depth serious review of Ewings National Health plan at a former PNP Health Ministers hotel ? Has enough PNP been way too much !

Proposed amendments to elections ordinance

– To simplify voting process BY OLIVIA ROSE SUPERVISOR of Elections, Lister Dudley Lewis is urging political parties and independent candidates to give their input on proposed amendments to the Elections Ordinance in an effort to simplify the voting process. In a media release, Lewis said Section 38 (2) of the present election ordinance makes provision for the ballot paper of each voter to be printed in which the names, occupation, residence and voting symbol (if any) of candidates alphabetically arrange in order of their surnames. “However, for the up-coming general election, in addition to the required five (5) candidates to be put forward by each political party for the “All Island” District, there may be an extraordinary number of independent candidates that will be nominated and their names will also have to appear on the “All Island” ballot paper. And if this should transpire, it is anticipated that it will make the voting process long and cumbersome, and can result in voters unintentionally voting for less or more than five (5) Candidates and spoiling their ballot paper.” He noted that because of this, it is proposed that Section 38 (2) of the Election Ordinance be amended to reflect changes to the layout of the “All Island” ballot paper. “The changes proposed to this section of the ordinance include; the layouts of the “All Island” ballot paper change from portrait to landscape, candidates to be listed alphabetically and group by party affiliation. “Names of independent candidates listed in alphabetical order represented by Candidates symbol if any, and form 17 in Schedule 1 in the Ordinance to be amended accordingly.” Lewis is asking for feedback, comments and input on the proposed amendments to the Elections Ordinance to be submitted by email or hard copy document to the Supervisor of Elections at Woodville Court Pond Street Grand Turk or email to DLLewis@gov.tc no later than August 26, 2016. Coupled with these proposed changes to the elections ordinance, adequate training, additional polling stations and public education are some of the measures that will be

implemented for the upcoming general elections. On Wednesday, January, 10 the elections (amendment) bill 2015 and the political activities (amendment) bill 2015 and were debated and passed in the committee of the whole in the house of assembly. These amendments were recommended by the Elections Observer Mission during the November 9, 2012 general elections and the Supervisor of Elections during the March 2013 by-elections. The amendments are expected to sort-out some technical and typographical errors and to provide for procedures for independent candidates. Attorney General Rhondalee Braithwaite-Knowles, who moved the motion said: “The November 9, 2012, elections marked the return of an elected administration for the first time since August of 2009. “The elections were governed by new legislations including the Turks and Caicos constitution order 2011, a new elections ordinance and a new political activities ordinance was adopted in 2012.” She explained that while in the past 15 members of the House of Assembly were elected in a single mandate constituency in a first past the post system, the 2011 constitution provided for 10 members to be elected in a single mandate district and five elected in all islands constituency. “Voters received two ballots, one for their district and one for all island constituency they could mark one candidate of their choice in their district, and up to five candidates contesting the all island constituency.” As part of the process of the process of transparency and elections observation mission was formed by the commonwealth parliamentary association, that mission produced a final report on the 2012 election on January 31, 2013. “In October 2015, the Cabinet agreed that the amendments to the elections ordinance to be included in the legislative agenda for December 2015, and that the bill be drafted.” Several changes were recommended to the bill. These include; the elections observers noted that despite recent improvement the elections ordinance remains unclear in many specific aspects such as the voting and counting procedures

and in general would benefit from a thorough review and modernisation. She said: “The supervisor of elections confirmed that the voting and counting procedures formulated and adopted during the 2012 general elections were reliable and efficient, it provided reliable instructions and directions to the supervisor, poll workers, candidate and agents. “In response to this recommendation, the supervisor of elections has recommended two additional changes to be made to the elections ordinance to ensure that voting procedures are smoother.” Section 31 of the elections ordinance, which provides that each candidate may before the commencement of the poll appoint a polling agent to tend to a polling station, and one counting agent to tend to the counting of votes. That was repealed and substituted; the amendments now provide that each candidate may before the commencement of the poll appoint a polling agent, up to two, release agents to attend to a polling station and one counting agent to tend to the

counting of votes. The amendment will provide for greater flexibility and coverage to ensure that candidates are right and obligations or responsibilities are met. She said: “Additionally where a relief agent is appointed,additional provisions are included in the bill as a new section 37 a) Only one polling agent can remain in five polling stations at a time, a relief agent has the same right and responsibility as given to the polling agent and the polling agent must not be allowed to leave the station or allowed to be substituted by his relief agent after 6 pm.” She added that the elections observers mission further recommended that consideration should be given to abandoning the requirement that a voter registration number be hand written on each ballot, and that voters hand over those ballots to poll workers before placing them in the ballot box. However, the supervisor of elections had confirmed that the voter’s registration number is

not hand written on each ballot as described by the observers; however, it is agreed that the secrecy of the ballot must be improved or the sections of the elections ordinance that deal with that should be repealed. This section of the ordinance was also repealed and substituted by a requirement “show the paper to the presiding officer without handing it to him so as to show the initials and numbers appearing on the ballot paper.” The purpose of that exercise is for the poll worker to ensure that the ballot paper provided to the voter is the same ballot paper which the voter used and which is then inserted in the ballot. However, the elections observers raised a concern that by handing the ballot paper to the poll workers, the poll worker had the opportunity to see how the voter voted and so the secrecy of the ballot was not maintained. The proposal was made to improve that situation while still maintaining the integrity of the ballot.

Lobster season sees bountiful beginning BY DAISY HANDFIELD WITH less than a week into the reopening of lobster season in the Turks and Caicos Islands, for the period of 2016/2017, reports have confirmed that there has been a substantial amount of catches, between the islands of South Caicos and Providenciales. The new season began on August 15, and according to Amy Avenant, from the Department of Environment and Coastal Resources (DECR), the season will end in March 2017. DECR issued a release which revealed that just with the opening day on Monday, there was a total catch of 43,206 pounds of lobster, between South Caicos and Providenciales. This was just 80 percent of the landings recorded for the first day of the season. This reporter was present at the plant in Five Cays, Providenciales, on the opening day and watched as DECR officers inspected the fishermen’s catch as they arrived to shore. The director of DECR, John Claydon, said that while the catch on opening day was lower than last year, a number of boats brought back over 1000 pounds of lobster each, which was good. He said: “However, it is too early to tell how the season will turn out this year, and there are mixed reports from fishermen about the quantity of

lobsters out there and if the weather just before the start of the season has made it harder to catch them. “This is something that will become clearer over the coming weeks.” DECR released the restriction policies from the Fisheries Protection Ordinance, as it relates to crawfish. It is illegal to catch a crawfish when whole, a length of three point two five [3.25] inches measured from the front of the groove between the horns directly above the eyes, along the middle of the back to the rear edge of the back shell; or when the tail has been separated, a tail weight of 5 ounces whether processed or not. Fishers are not to be in the possession of any egg-bearing crawfish. Fishers are not to take or be in possession of moulting or softshelled crawfish or crawfish in early stages of spawning (described as appearing ‘tar-spotted’). Fishers are to ensure that the crawfish are landed unharmed and whole after being taken and landed at processing plants or at home, unless processed at sea as per the terms of the processing license. The DECR appeals to citizens, residents and visitors in the TCI, to familiarise themselves with and to uphold the Fisheries Regulations, and urges all responsible citizens to call DECR at 338 4170 or email environment@gov.tc to report any violations.

Over 100 people sign up to join the British Armed Forces BY DAISY HANDFIELD A WHOPPING 125 people from the Turks and Caicos Islands (TCI) have already showed interest in joining the British Armed Forces, according to children’s rights activist, Patricia Duff. Duff held a press conference at the Edward Gartland Youth Centre, Providenciales, a few weeks back to speak on the initiative, and to encourage locals to sign up. She explained that if more than 50 people showed interest, she

would look into bringing down a team from the British Armed Forces to the TCI, to conduct interviews with those who showed interest. In a recent interview, Duff explained that she was now waiting to hear when representatives from the British Armed Forces were available to pay a visit to the TCI. She said: “This is new ground for them, so I expect it will take them a little while to co-ordinate their arrival.” The children’s rights activist said that young Turks and Caicos

Islanders between the ages of 18 and 32 were welcomed to join. Duff said that applications were still being accepted, and that a website has been implemented, so that individuals could apply online. Local woman dies after cancer fight BY DAISY HANDFIELD BANKER at the First Caribbean International Bank (FCIB), Roshara Delancy, passed away at the Cheshire Hall Medical Centre, in Providenciales, on Thursday morning after a battle with cervical cancer. Delancy recently returned to the Turks and Caicos (TCI), after spending months in Nassau, Bahamas, seeking medical attention. Her husband, Omar Williams said in an interview that when she returned to the TCI she had several appointments with her oncologist, but upon further testing, doctors noticed that the tumour had progressed. He said: “She never gave up, she never believed that she would die, she was a Christian and a believer that she would be cured… “It is a shocking time for me…I’m in disbelief, I am honestly not taking

this too well, and I am in pain.” Co-workers of the deceased expressed their heartfelt condolences and described Delancy as a committed employee. Larry Lawrence said: “I am grateful to have had the opportunity to meet Roshara. “Over the years I have grown to admire her as a hard worker and team player. “The Grace Bay Branch is not quite the same without her bubbly personality and warm smiles. “She was truly an exemplary employee, wife and friend to many. She will be greatly missed.” Bernadya Smith said: “Roshara was truly a gem. A very genuine and caring person, she always encouraged me and I can still hear her telling me, “Do not waste your talents, Bernadya”. “I will always remember Roshara for the beautiful person that she was

Local fitness coach embarks on African journey by foot BY DAISY HANDFIELD A VERY passionate fitness expert from the Turks and Caicos Islands, Mario Rigby, is already 10 months into a three-year-long voyage across the whole continent of Africa. Rigby commenced his journey in November of last year, starting from Cape Town, and he will end it in Cairo, Egypt. The fitness expert said in an interview that he has embarked on this journey to test and push his human physical and mental abilities. “While doing so,” he said, “I also

live the lives of Africans and learn their culture, of which I share with the world. “This is unique, as I am the only one doing this solo and I am in a unique position, as I am unlike other travelers, due to skin color. “This trip is to push boundaries for you, for me and for humanity. “We live in a complicated time where social media and technology is taking over, but some of us use it for the wrong reasons, but if we use it for the right ways, we can teach people around the world, feed people and help people for free.

Rigby said that the only devices that he is using to capture his journey are his Smartphone and GoPro camera. With these devices, he documents his adventures to show awareness of what is going on in Africa, not what the media shows, but the real Africa. “I hope to inspire young and older generations to push their boundaries and follow their dreams, no matter how odd or difficult,” Rigby said. Rigby said he had no expectations from this journey and that he has been embracing every new experience as

they came. “I had no expectations. This journey is too big to pinpoint. “Many, many things have happened along the way. I hung with gangsters in South Africa, raced in races with top South African drivers, nearly drowned crossing rivers twice, had people join me, got welcomed by endogenous people, long-boarded 80km downhill past hippos and gravel roads with a guy who carried a gun, got shot at in Mozambique and climbed my first mountain,” Rigby said. The explorer said he sleeps

wherever it is safe and sound; sometimes sleeping alongside roads, people’s homes, churches, schools, deserts, and the list goes on. Prior to the journey, Rigby was based in Toronto, Canada, and is a passionate fitness expert and group training specialist. Lifestyle... Sugar free chewing gum A NEW study has recently been published in the UK which appears to show the benefit of chewing sugar free gum as part of your dental hygiene regime. The study was conducted by the Peninsula Dental School at Plymouth University and the Wrigley Company, which, as a company that produces chewing gum, you cannot be criticised for thinking has a rather vested interest in demonstrating this benefit. So, what really is the truth here? Firstly, I would state that nothing should replace brushing teeth with a fluoride toothpaste twice a day. This is the primary and most important step you can take in maintaining great oral hygiene and thus a healthy teeth and gums. Chewing sugar free gum is no substitute for this! Regular dental check-ups are also vital in maintaining good dental health and ensuring any potential problems are identified and rectified early. However, the British Dental

Health Foundation recommends that, while brushing for two minutes, twice a day is still the best way to keep teeth clean and healthy, for children over the age of seven, chewing sugar free gum during the day can be effective in neutralising harmful plaque acids and reducing the risk of decay. Chewing sugar free gum after eating and drinking increases the production of saliva, which helps to wash away food particles and neutralise harmful plaque acids which, over time, can weaken teeth and lead to tooth decay. It also promotes the remineralisation of tooth enamel. These benefits are also recognised by the World Dental Federation and endorsed by the British Dental Health Foundation. Tooth decay is preventable but treating it is an increasing burden on the UK National Health Service and for personal family finances. Agreement to be finalised for 33.1 megawatt solar facility in Jamaica MINISTER of science, energy and technology, Dr Andrew Wheatley, says the government of Jamaica is to finalise an agreement with Eight Rivers Energy Company to build and operate a 33.1 megawatt solar facility at Paradise Park, in Westmoreland. The plant will contribute to the grid at US8.54 cents per kWh, and represents an investment of US$50 million. Construction, Wheatley noted, is slated to start in 2016/2017 with supply to the grid commencing in 2018. The minister, who was addressing the opening of the Blue Mountain Renewables (BMR) wind project in Potsdam, St Elizabeth, on August 11, said with the granting of the new licence the doors are now wide open to “facilitate even greater investment opportunities in the country”. “This will be the lowest cost ever for solar power in Jamaica. It will also advance the government’s major policy objective, namely, the diversification of Jamaica’s energy supply mix to reduce cost and dependence on imported oil,” Wheatley said. He said the government will also return to the market with a new request for proposal (RFP) for 100 megawatts of renewable energy plus an additional 50 megawatts in a separate waste to energy proposal. “It is our intention to grow the

Haiti records first case of microcephaly HAITI has identified its first case of the birth defect microcephaly linked to the Zika virus, a senior health ministry official said on Tuesday. Gabriel Thimothe, director general at the ministry of public health and population, said the case was confirmed on Saturday by the U.S. Centers for Disease Control and Prevention (CDC). Haiti has confirmed 14 cases of the birth defect since March, up from previous reports of two cases, Raymond Grand Pierre, the director of the Department of Health and Family in the Ministry of Health, said. In the other 13 cases, authorities have not established a link to microcephaly although the number may indicate Zika is more widespread in Haiti than previously thought. According to a chart provided by the Centers for Disease Control, Haiti has recorded nearly 3,000 Zika cases. But the World Health Organization says the overwhelming majority of cases of the virus in the island nation are suspected and not confirmed. Boston-based Partners in Health and its sister organisation, Haitibased Zanmi Lasante, said in a statement on Aug. 9 that two babies had been born with microcephaly in their University Hospital Mirebalais. U.S. health officials have concluded that Zika infections in pregnant women can cause microcephaly. The World Health Organization has said there is strong scientific consensus that Zika can also cause Guillain-Barre, a rare neurological syndrome that causes temporary paralysis. The connection between Zika and microcephaly first came to light

last fall in Brazil, which has now confirmed more than 1,600 cases of microcephaly that it considers to be related to Zika infections in the mothers. Haiti’s healthcare system is still suffering from the fallout of the 2010 earthquake that killed about 300,000 people and a still-ongoing cholera epidemic that began shortly afterward, killing about 8,600 people and infecting 707,000. Health facilities were also paralysed this year by a monthslong strike by medical residents over pay and working conditions, which Thimothe said had largely ended. (Reuters)

Bermuda: Residents baffled by status request delays DOZENS of long-term residents requesting Bermudian citizenship have been left flummoxed by ongoing and unexplained processing delays. Last month, lawyer Peter Sanderson wrote to his 20-plus clients who are seeking status, advising that those kept waiting should contact the Ombudsman “who can be quite helpful in resolving delays”. All of the applicants have lived on the island for at least 27 years, some much longer, and most hold the Permanent Resident’s Certificate. Douglas Docherty, who applied in September 2014, claimed that the Government’s plodding, apathetic approach to the matter was “ridiculous”. Keith Musson said he was “curious” as to the status of his own application. He has also waited for almost two years, while his repeated requests for updates have been ignored. They’re waiting for us to drop dead.” Mr Docherty suggested that, although the “vast majority” of Bermudians did not want expatriates to acquire citizenship, he had the right to apply. “I’ve been here for 39 years, all of which time I’ve been renting, and I’m never in Britain anymore,” said the Glasgow native, who has a Bermudian ex-wife and no children. Mr Docherty said he was not considering taking legal action to force through his application, and that he refused to deal with

immigration services as it would be a “waste of time”. “All I can do is wait and see. If I get it then I get it, if I don’t then I don’t,” he added. Mr Musson moved to Bermuda from England in 1979 and works in the printing industry. He holds PRC status, while his son was born on the island in 1988 and is a citizen. “I would like to become Bermudian as well. I feel Bermudian and I think I’m entitled to citizenship,” he said. “I’d like to vote and I may think about buying property.” After applying in October 2014, Mr Musson has found himself frozen out of proceedings. “In the past year, I’ve heard nothing at all from the immigration department,” he said. “I’ve sent various e-mails asking if they can update me, and whether there’s a problem. I’ve had no reply whatsoever.”

Bahamian government under fire for “not standing up” for resort workers UNION chiefs this week blasted the Bahamian government for its perceived failure to protect the rights of the hundreds of Sandals resort workers who were made redundant without notice and allegedly forced to sign legal agreements “under duress” in order to receive severance pay. On Tuesday, a source close to Sandals said former employees would be given first preference for interviews as the resort prepares to re-open in October. The source also painted a different picture of the severance process, telling The Tribune that it has gone smoothly with some employees “smiling” as they received their cheques. However, Donnell Ferguson, president of the Bahamas Maintenance and Allied Workers Union (BMAWU), said the “union busting” move was unjustifiable as she pledged the union’s commitment to relentlessly pursue the matter on behalf of workers. Mrs Ferguson took issue with Prime Minister Perry Christie’s decision to decline comment on the matter, also calling out Labour Minister Shane Gibson, Attorney General Allyson Maynard-Gibson, and the Official Opposition for their perceived inaction. “This is unjustifiable what has happened in this country,” she said, “our leaders are not standing up for the people of The Bahamas. I rest this solely at the feet of the government of The Bahamas. The prime minister has declined to make a statement as a leader of this country. “We will not sit by quietly and allow this to happen to our workers. If we allow this to happen to Sandals workers, other companies, other foreign investors will want to take that same position and where will the workers be? “The workers are the backbone of The Bahamas and to be treated

in such a manner as the workers of Sandals have been treated is poor. I cry shame on the government, shame.” She added: “Not one word was said, not one word when they tried to get a comment from the PM, he declined. As a leader, and you want to be elected again? This has an impact on this whole country not just the workers at Sandals. Sandals has refused to negotiate with the union, and criminal proceedings filed by the union began on Monday. “It is a clear union busting tactic,” Mrs Ferguson said. This is not the first time Sandals has done this. This is the second time. We are galvanising and we are putting all our info together because it was done so quickly we couldn’t even inform our members properly of what was to happen and how they were to go about it.” She added: “(Workers) were asked to signed documents that said that Sandals would not be sued or liable or they can’t talk about it which the minister himself said was illegal. It was mandatory in order to get the cheque, it was attached to it, you could not get the cheque unless you signed for it.” One Sandals worker, who worked at the resort for four years, described the process to collect severance packages as “intimidating”. “The atmosphere was filled with intimidation because they had maybe seven or eight security outside and then you had to go and wait,” the worker said.

Haiti council unveils $55 million election budget HAITIAN electoral authorities on Wednesday released details of a $55 million budget to organise a redo of an annulled presidential election that will not be underwritten by the U.S. or monitored by EU observers. With money cobbled together from Haiti’s transitional government, the troubled country’s Provisional Electoral Council hopes to organize two rounds of voting for president, some members of parliament and numerous municipal seats. A firstround presidential redo is scheduled for Oct. 9. The impoverished Caribbean nation has relied on the U.S. and other international partners to fund much of its balloting costs. This time around, they are trying to go it alone after international partners disagreed with the decision to annul last year’s disputed presidential vote. Uder Antoine, the council’s executive director, said they are requesting some $48 million from the caretaker government though he acknowledged they could get allotted less. They currently have some $6.5 million in an election fund. He said he didn’t foresee problems organizing a redo vote in October. “We are doing the best we can to have a different kind of election than we’ve had in Haiti over the past 29 years,” Antoine told The Associated Press. He said a Haitian electoral council never publicly released an election budget before. Last month, Washington announced it had suspended funding assistance for the redo balloting in Haiti. U.S. taxpayers already contributed $33 million for a threeround Haitian electoral cycle that was supposed to be resolved months ago. U.S. officials have framed the decision as a simple budgeting matter by Washington, which is Haiti’s

largest donor. Officials say the U.S. requested the return of nearly $2 million of unspent assistance left in an election trust fund. Kenneth Merten, the State Department’s special coordinator for Haiti, said the U.S. was disappointed with the decision to redo the vote because drifting Haiti could have avoided its latest leadership muddle if it had stuck to earlier timetables. A caretaker president remains in office even though his term expired in June. In an interview this week, Merten said he thought it was ultimately “a good thing for Haiti to take full ownership of its electoral process.” “Although we may not be supporting the elections financially, we certainly support the fact that they’re having elections,” he said. As far as U.S. officials can glean, Merten said, the revamped Provisional Electoral Council appeared to be “diligently working” to get the elections done on the latest timetable. Merten said Washington regretted that the European Union has decided not to send an observer mission. The Organisation of American States still plans to send monitors. FREE National Movement Leader Dr Hubert Minnis on Tuesday renewed his warning to future Baha Mar investors not to engage in any negotiations with the Christie-led government that would disadvantage Bahamians. Dr Minnis dug his heels into the party’s well-worn official position on the speculative negotiations to complete the shuttered $3.5bn Cable Beach property, but would not go so far as to say that he would seek to renegotiate a dissatisfactory deal if elected to government. His comments come on the heels of revelations from an economic impact report of the resort obtained by The Tribune, which projected the government has lost an estimated $315m in tax revenue because of its opening delays and the court appointed receivership process. “Whatever negotiations the government is in with the Chinese or whoever, they must take the Bahamian people into consideration and not use it as a political ploy to win points in the election,” he said. “Bahamians must be first, they must always remember that. “The Bahamians who worked on that project, we will not negotiate for them to take less than what was supposed to be paid, no bending or negotiations on the people’s money.”

Dr. Minnis said that the FNM is sending a warning to investors, “Bahamians will come first, we will not compromise.”

Dr Minnis referred to the proposal by developer Sarkis Izmirlian, in which he outlined plans to have Bahamian contractors complete the project. “In Sarkis’ negotiations he agreed that he would have Bahamians complete the project. Whoever comes in to complete, it will be Bahamians completing the project. We will not bend to any foreigners or anyone. “We are putting the Christie government on warning, any sale of that hotel, Bahamians will complete

the project. All monies owed to Bahamian contractors will be paid in full, we will not compromise with that.” When asked whether his government would renegotiate if the deal did not meet these terms, Dr Minnis said: “The FNM after becoming the government, whatever he (Christie) does, the investor will know in advance. (Christie) better not negotiate any inferior deal. We are sending a warning to investors, Bahamians will come first, we will not compromise.”

A review by the Equality and Human Rights Commission, which also looked at employment, housing, pay, and criminal justice, found an “alarming picture”. Black graduates earn on average 23.1% less than white ones, and more ethnic minorities are unemployed, it found. The government said it was committed to “delivering real social reform”. Outbreak of yellow fever in DR Congo could go global, children’s charity warns AN outbreak of yellow fever that has killed hundreds of people in central Africa could spread across the world, an international children’s charity warned today, even as a massive vaccination campaign was expected to get underway. The Democratic Republic of Congo (DRC) declared a yellow fever epidemic in June after the hemorrhagic virus spread from Angola, where at least 360 people have died since last December in the worst outbreak in decades. A wide effort to bring the outbreak under control by vaccinating more than 10 million people in DRC was due to start this week after delays due to shortages of vaccine and syringes. “There is no known cure for yellow fever and it could go global,” said Save the Children’s country director for DRC, Heather Kerr, in a statement. The yellow fever vaccine takes one year to manufacture. Save the Children said there are only 7 million emergency vaccines after stocks were depleted in series of outbreaks

World Health Organisation (WHO) advisers have recommended using a fifth of the standard dose of vaccine in the event of a global shortage – enough to immunize temporarily but not to give lifelong immunity. “We’ve got to urgently reach as many children and families as we can with the supplies that are left, and this is the only way we are able to do that right now,” Kerr said. The WHO aims to vaccinate 8.5 million people in Congo’s capital Kinshasa and 3.4 million in DRC’s border areas before the onset of the rainy season in October, to reduce the risk of mosquito-borne diseases spreading. A total of 2,269 suspected cases and 16 deaths have been reported in DRC as of August 8, the WHO said. Angola is starting a campaign this week to vaccinate 3 million people. Nearly 18,000 have died in Syria state jails, says Amnesty NEARLY 18,000 people have died in government prisons in Syria since the beginning of the uprising in 2011, according to Amnesty International. A new report by the charity, based on interviews with 65 “torture survivors”, details systematic use of rape and beatings by prison guards. Former detainees described so-called welcome parties - ritual beatings using metal bars and electric cables. The Syrian government has repeatedly denied such allegations. The report estimates that 17,723 people died in custody across Syria between March 2011, when the uprising against President Bashar Assad began, and December 2015 equivalent to about 10 people each day or more than 300 a month. According to the report, new detainees are subjected to “security checks” that often involve women being sexually assaulted by male guards. “They treated us like animals. They wanted people to be as inhuman as possible,” said Samer, a

SHARP kite strings have killed three people in India in a single day, according to police. A 4-year-old boy had his throat slit while he was looking out of a car’s sunroof and a 22-year-old man received a lethal cut on his neck while riding a motorbike on August 15, according to Pushpendra Kumar, the deputy commissioner of the West Delhi Police. The same day, a 3-year-old girl looking out the sunroof was strangled by a kite string which cut her neck, according to a deputy commissioner of North West Delhi Police. All three were killed by Manja, a type of kite string made with glass. Officials in Delhi are now moving

to ban any sharp kite strings. “Chinese manja and other kite flying thread which is made of glass, sharp material is dangerous,” Manish Sisodia, Delhi’s deputy chief minister, said in a tweet. “Safety of our citizens is non-negotiable.” Nikunja Sharma, the government liaison for the People for the Ethical Treatment of Animals, is supportive of the ban as manjas can injure animals. According to Sharma, a bird hospital in Old Delhi have treated 500 birds in the past few days because of the kite thread. FIREFIGHTERS are continuing to tackle a huge blaze in southern California, with several of them describing it as the most ferocious they have ever seen. An evacuation order has been issued for an area home to more than 82,000 people, just east of Los Angeles. The Blue Cut fire, as it has been named, has destroyed homes and disrupted transport links between California and Nevada. Some people have been running for their lives just ahead of the flames. The blaze first ignited on Tuesday in a drought-ravaged mountain pass and a day later it had spread across nearly 47 square miles (12,200 hectares). The flames have advanced, out of control, despite the efforts of 1,300 firefighters. Commander Mike Wakoski said he had never seen such extreme conditions in 40 years of service. “There will be a lot of families that come home to nothing,” said San Bernardino County Fire Chief Mark Hartwig. “It hit hard. It hit fast. It hit with an intensity that we hadn’t seen before,” he added. There are no known fatalities but dogs are searching the ruins for bodies. Authorities have been unable to say how many homes have been destroyed, but some fear it will be in the hundreds. Half of the sky is a beautiful blue but in the other direction it is ominously thick with smoke as the Blue Cut Fire rages over vast tracts of forest and desert plains. Even for California’s firefighters, experienced in tackling wildfires, this blaze - or rather series of blazes - is proving very difficult to tackle. With temperatures high and humidity

low, nothing here is safe from this massive fire. “No joke, we were literally being chased by the fire,” said a tearful April Christy, sitting in a van with her mother Vi Delgado at an evacuation car park in Fontana. They grabbed their four dogs but were stopped by police from trying to rescue nine more shelter dogs and three cats, because there was no time. The Egyptian Radio and Television Union banned the broadcasters from appearing on the air until they lose weight — and they’ve been given a month to achieve an “appropriate

appearance,” according to BBC. The surprising move comes in spite of the fact that ERTU boasts a female director, Safaa Hegazy, an erstwhile anchor herself. Khadija Khattab, one of the banned broadcasters, told a Saudi newspaper that she finds the decision humiliating. She suggested that people should watch her recent appearances and see for themselves whether or not she’s “fat.”

Nearly 500 years after Martin Luther nailed his 95 theses to the Castle Church door, the largest Lutheran denomination in the U.S. has approved a declaration recognising “there are no longer church-dividing issues” on many points with the Roman Catholic Church. The “Declaration on the Way” was approved 931-9 by the 2016 Evangelical Lutheran Church in America Churchwide Assembly held last week at the Ernest N. Morial Convention Center in New Orleans. ELCA Presiding Bishop Elizabeth A. Eaton called the declaration “historic” in a statement released by the denomination following the Aug. 10 vote. “Though we have not yet arrived, we have claimed that we are, in fact, on the way to unity,” he said. “This ‘Declaration on the Way’ helps us to realise more fully our unity in Christ with our Catholic partners, but it also serves to embolden our commitment to unity with all Christians,” Eaton said.

The declaration comes as the Lutheran and Catholic churches prepare to kick off a year of celebrations to mark the 500th anniversary of the Protestant Reformation. Luther had touched off the Reformation on Oct. 31, 1517, when he nailed the 95 theses to the church door in Wittenberg, Germany. That

document included 95 questions and propositions he wanted to debate within the Catholic Church. Most notably, the “Declaration on the Way” includes 32 “Statements of Agreement” where Lutherans and Catholics no longer have churchdividing differences on issues of church, ministry and the Eucharist. Those statements previously had been affirmed by the U. S. Conference of Catholic Bishops’ Committee on Ecumenical and Interreligious Affairs. It also lists remaining differences between the two churches and next steps on addressing them. Eaton pointed to past agreements reached by the ELCA and Catholic Church, as well, including 1999’s “Joint Declaration on the Doctrine of Justification.” Last November, Pope Francis sparked controversy when he seemed to suggest a Lutheran could receive Communion in the Catholic Church, saying “life is greater than explanations and interpretations.”

Jamaican beauty queen fights back after being stripped of title DETHRONED Miss Universe Jamaica Sharlene Radlein has launched a blistering attack on the principals of the local franchise. Radlein, the 2015 winner, in a response emailed through her attorneys, told THE STAR ONLINE that “the only reason this step has been taken is because I stood up for myself and have refused to be bullied, intimidated and further mistreated.” Radlein, a New York resident, was stripped of her crown on Friday due to what the franchise holders described as several breaches of the agreement. Among the breaches cited was her failure to be in Jamaica for at least 21 days per month. However, Radlein said this is far from the truth. “It is disingenuous to claim that my absence from the island at times was in breach of the contract when

I was specifically told when I enquired about activities that no appearances could be secured for me [is] because, in their words, ‘no one wanted me’,” she said. The stripping of Radlein comes after she filed a lawsuit in the Supreme Court on July 20. Karl Williams; fellow Miss Universe Jamaica manager, Mark McDermoth; and Uzuri International Designs are the registered holder of the Miss Universe Jamaica franchise, and are being sued by Radlein. In the lawsuit, which was filed in the Supreme Court on July 20, Radlein alleged that the defendants were in breach of an agreement to award her a prize package valued at more than $2 million, and in further breach by not paying over the cash award portion of the prize that was due since January. Viruses ‘more dangerous in the morning’ VIRUSES are more dangerous when they infect their victims in the morning, a University of Cambridge study suggests. The findings, published in PNAS, showed viruses were 10 times more successful if the infection started in the morning. And the animal studies found that a disrupted body clock - caused by shift-work or jet lag - was always vulnerable to infection. The researchers say the findings could lead to new ways of stopping pandemics. Viruses - unlike bacteria or parasites - are completely dependent on hijacking the machinery inside cells in order to replicate. But those cells change dramatically as part of a 24-hour pattern known as the body clock. In the study, mice were infected with either influenza, which causes flu, or herpes virus, which can cause a range of diseases including cold sores. The mice infected in the morning had 10 times the viral levels of those infected in the evening. The late viruses were failing after essentially trying to hijack a factory after all the workers had gone home. Prof Akhilesh Reddy, one of the researchers, told the BBC News website: “It’s a big difference. “The virus needs all the apparatus

A breakthrough that could cure diseases from cancer to diabetes THE treatment of some of mankind’s greatest killers could be revolutionised by a breakthrough in bone marrow transplants. Scientists from Stanford University have made the life-saving infusions so safe that they say they could be used to treat numerous conditions and could provide a lifelong cure with a single treatment. The new technique could be the “Holy Grail” of transplantation, ushering in “a whole new era in disease treatment,” according to the scientists. Critically ill patients with leukemia and other blood cancers are currently given chemotherapy or radiotherapy to wipe out their own

diseased cells, before being given an infusion of healthy marrow. The existing procedures nevertheless come with a host of side-effects and up to 20 percent of patients die from complications. Since many of the problems are caused by the chemo or radiotherapy, the researchers went in search of a safer way of eliminating the cells. They found it by using two different antibodies to trick the body into attacking the diseased marrow and destroying it. Using this method in experiments in mice, more than 99 percent of the bone marrow cells were eliminated, according to a report in the journal Science Translational Medicine.

Simulated black hole experiment backs Hawking prediction A LAB experiment has lent support to one of Stephen Hawking’s most important predictions about black holes. Prof Jeff Steinhauer simulated a black hole in a super-cooled state of matter called a Bose-Einstein condensate. In the journal Nature Physics, he describes having observed the equivalent of a phenomenon called Hawking radiation - predicted to be released by black holes. Prof Hawking first argued for its existence in 1974. “Classical” physics dictates that the gravity of a black holes is so strong that nothing, not even light, can escape. So Hawking’s idea relies on quantum mechanics - the realm of physics which takes hold at very small scales. These quantum effects allow black holes to radiate particles in a process which, over vast stretches of time, would ultimately cause the black hole to evaporate.

But the amount of radiation emitted is small, so the phenomenon has never actually been observed in an astrophysical black hole. Prof Steinhauer, from the Technion - Israel Institute of Technology in Haifa, uncovered evidence that particles were spontaneously escaping his replica black hole. Furthermore, these were “entangled” (or linked) with partner particles being pulled into the hole - a key signature of Hawking radiation. The Bose-Einstein condensate used in the experiment is created when matter, in this case a cloud of rubidium atoms inside a tube, is cooled to near the temperature known as absolute zero, -273C. In this environment, sound travels at just half a millimetre per second. By speeding up the atoms partway along the tube, to faster than that speed, Prof Steinhauer created a sort of “event horizon” for sound waves. It was packets of sound waves,

called “phonons”, that played the part of entangled particles on the fringe of a black hole. The findings do not help answer one of the trickiest puzzles about black hole physics: the Information Paradox. One of the implications of Hawking’s theory is that physical information - for example, about properties of a sub-atomic particle is destroyed when black holes emit Hawking radiation. But this violates one of the rules of quantum theory. Toby Wiseman, a theoretical physicist at Imperial College London, told BBC News: “Analogues are very interesting from an experimental and technological point of view. But I don’t think we’re ever going to learn anything about actual black holes [from these simulations]. What it is doing is confirming the ideas of Hawking, but in this analogue setting.” Dr Wiseman, who was not

Police: American swimmers weren’t victims of robbery BRAZILIAN police officials said Thursday that Ryan Lochte and three of his USA Swimming teammates had a gun pointed at them by a security officer after they vandalized a gas station bathroom, but were not victims of a robbery or other violence. The swimmers damaged a door to a bathroom at a local gas station after arriving there in a taxi following a party early Sunday, police said. Video footage shows security confronting Lochte and teammates Jimmy Feigen, Gunnar Bentz and Jack Conger. The swimmers gave money for the broken door, and, police said, a security guard brandished a gun because he was concerned about the swimmers’ size and intoxication level. One of the swimmers told investigators the group was not extorted and confirmed

400M gold medallist Miller says dive was not intentional OLYMPIC runner Shaunae Miller claims she tripped and fell when she dived over the finish line to win gold at Rio. America’s Allyson Felix looked set to win the 400-metre dash on Monday, when she was edged out of first place thanks to the last minute dive from the Bahamian sprinter. ‘It really wasn’t (intentional),’ Miller told Good Morning America, adding that she’d gone so hard that her legs were giving out by the end of the race. ‘I got to the 300 [meters] first and when I got to about 40 more meters to go, my legs were so heavy from going around so fast,’ she said. ‘I started to lose feelings in them and when I was headed towards the line, I was like, ‘Oh my gosh, I’ve got to go.’

TCI set to compete in Caribbean Amateur Senior golf divisions next April TCI golfers are expected to hold their own when they compete at next year’s Caribbean Amateur Golf Championships Senior Divisions slated for the Dominican Republic in April. Giving that the competition was split this year TCI did not compete in last month’s event in the Bahamas which catered for elite golfers in the Hoerman’s Cup and the George Teale Trophy competitions. “We didn’t enter a team in the Caribbean Amateur Championships this year. The event has become a truly elite event – with most of the countries sending members who are playing golf in Division I or Division II US schools. Most of these players are under 25 years of age, and most are capable of comfortably playing golf courses of 7000 yds. TCI has no players of this age,

nor this pedigree. Provo Golf Club’s best players range in age from 48 to 70, and play at a course yardage of 6400”, president of the TCI Golf Association, Fraser Dods recently pointed out. Dods, who also serves as a vicepresident of the Caribbean Golf Association, added that the TCI players will be more competitive at the senior divisions, which includes the mid-amateur, the seniors and the super seniors men’s divisions. In 2015 in Jamaica, team TCI only competed in the senior divisions. The veteran pair of Rick Sanmiya and Graham Malyan finished ahead of Barbados and the Cayman Islands in the Super Seniors, while the experienced Rodney Lavard and John Donatien participated in the Mid-Amateurs and Dods and Kent Soukup in the seniors.

Many of the 2015 players might also compete in the TCI 2017 team.

Andre De Grasse of Canada took silver with a time of 20.02 and Christophe LeMaitre of France won bronze in 20.12. The only quibble: Bolt set expectations for this race very high, as he’s talked all week about how badly he wanted to break his own 200-m world record time of 19:19, set at world championships in Berlin in 2009. He said he felt as if his soon-to-be-30-year-old body could accomplish that ambitious goal. Many sprint experts think it’s almost impossible to run faster than 19:19 in the race. “I really wanted to go faster,” Bolt said in interview with NBC after the race. “I tried but my body would not respond to me.” Even without the record, Bolt still

made more history in last individual race at an Olympics. He wins his eighth consecutive Olympic gold medal in eight races, spread over three Games (Beijing, London, and Rio). On Friday night, he’ll run for a ninth straight gold in the 4X100 relay, his Olympic finale. Bolt has always been overwhelmingly confident in the 200, a less glitzy race than the fastest ten-seconds in sports, the 100-m. It’s an ideal distance for him. If he gets off to a slow start, the race is long enough that his long legs can start churning, enabling him to fly past the field. But it’s not too long. Bolt’s not a fan of endurance tests, as he’s long resisted the urging of his coach, Glen Mills, to give the 400-m a try. Bolt’s victory gives Jamaica a clean sweep of the 100-m and 200m; Bolt won the both on the men’s side, and Elaine Thompson became the first women’s sprinter since Florence Griffith Joyner, in 1988, to win both races.
