Who is really paying for SIPT protection? – House members question By Delana Isles WHERE is the money coming from to pay the current security personnel for members of the Special Investigation and Prosecution Team (SIPT) was the question this week during the House of Assembly session on Tuesday (August 18). Questions were raised following Premier Rufus Ewing’s declaration two Thursdays ago that the Government will not be giving a requested $4.3 million to the team for their protection. However, taking a slightly different tack this week, and providing more clarity to the refusal, Ewing told members of the House that the elected members of Cabinet can only make recommendations on a course of action to the head of Cabinet, the Governor Peter Beckingham. He said the request ought to have been included in the Supplementary Expenditure for the SIPT, a bill which was passed in the House on Monday, minus that item. “The recent expenditure is for the provision of close protection officers and the security to the members of the SIPT as it was stated that the risk profiling of those individuals and that is the extent of the details that I have with regard to that request so I can’t go into any more details other than just that and since no further information was forthcoming and the information that we received. “We did not think that that was part of our policy or priority, that particular expenditure request – we can’t deny anything in Cabinet, the most we can do is advise the

Governor in Cabinet to not consent to the request.” He added that this is what he and his ministers did, as they did not consider it favourably and therefore asked that the Governor deny the request. As reported by the Weekly News last week, Governor Beckingham confirmed that the matter is being discussed with the Government, the Foreign and Commonwealth Office, and the Commissioner of Police for provision of security around the forthcoming corruption trial in December. Beckingham stated that to ensure that the trials can proceed in an orderly and safe manner, there will need for additional security costs both before and during the trials. Details of these costs will be made available to TCIG, the House of Assembly and the public in due course, the Governor’s office had advised. It was previously acknowledged by the Premier that the Chief Financial Officer (CFO) has the authority to allocate the funds requested, in spite of the refusal by the elected members of Cabinet. On Monday, when asked by the Government Appointed Member, Ruth Blackman if the threat to the SIPT was credible, Premier Ewing maintained that he is not aware as he is not privy to that information. Further questioning, this time by the Leader of the Opposition Sharlene Cartwright Robinson, as to how the cost of present security for the SIPT is being met led the Premier to say that he is not aware of how these costs are being covered.

somewhere. “So I will remain alert in trying to determine and decipher how that additional expenditure for an additional programme, which as far as I am concerned did not comply with the procurement ordinance or the PFM, will be expended,” he said. On August 6, Ewing announced to the media that Cabinet had denied the additional $4.3million to the SIPT, as they had already been allocated substantial amounts of money, none of which they have ever given proper account for. In the present budget, the team has been allocated $8 million - $4 million for the prosecution and another $4 million for legal aid. “We the elected members of Cabinet categorically refused and denied that expenditure because we did not have sufficient justification for the expenditure given [our] concerns… and not having any information as to where the expenditure was going towards,” Ewing said at the time.

THE AIRPORT land dispute came up again this past week, with a talk show host, a reverend and a local businessman calling for a reversal of the Chief Justice’s decision not to hear the case and for her to remove herself from the case. Radio talk show host, Dr Edward Smith, Reverend Courtney Missick and businessman Gilbert Selver on Wednesday (August 19) called on Chief Justice Margaret Ramsay Hale to recuse herself while at the same time accused the Government of deceiving the public in the land deal. The dispute land, upon which M Avaition now sits, has been the centre of much controversy, with the latest action in the matter being an appeal of the CJ’s decision in April this year not to hear a case brought by Lyndon Gardiner, CEO of Provo Air Centre. Gardiner wants a review into the legality of Crown land acquired by M Aviation from the TCI Airport

Authority, for a fixed based operation (FBO). The request was denied on the basis that the company filed its application out of time; even as the company has claimed that most of the alleged wrongdoings were discovered after the required allowed time for filing. The Court of Appeal is expected to hear the case soon. This past week, Smith, Missick and Selver told the press that they would like to see a review of what really went down with the airport land deal, and that it is in the best interest of the CJ to remove herself so that this can be done. “We are dealing with this as citizens of this country, there are business men involved – Shaun Malcolm, Lyndon Gardiner and John Smith who is in charge of the airportbut the citizens of this country are being deceived. “I want the public to understand,

we are not here trying to hold up anybody’s private interest, we doing this as citizens,” Dr Smith pointed out. Missick appealed to the public for whatever financial support they can provide to the trio to fight the case: “We need your financial support to pursue the matter, with the UK and in the courts in the fight to take back our land.” The trio maintained that they want the Government to do what is right for the people of the country. The disputed land was initially granted to two Belongers –Shaun Malcolm and Joshua Harvey – by former Governor Gordon Wetherell in May 2011. The two men had at the time of the grant, entered into an agreement with the principals behind M Aviation – Mortimer Sackler and Michel Neutelings, both of Amanyara Resort - for the operation of an FBO at the airport, which eventually soured. UK says no to constitutional change – Gov’t and Opposition upset but not surprised

By Delana Isles IN WHAT many members of the House of Assembly have called “unsurprising” the United Kingdom government has finally responded to the TCI’s recommendations for constitutional amendments with an emphatic no. On Monday (August 17), Speaker of the House Robert Hall read the contents of a letter forwarded to Governor Peter Beckingham in July by Grant Shapps, Minister of State in the Foreign and Commonwealth Office of the United Kingdom. “As you will see this letter is the UK government’s response to the House of Assembly motion this year about the Constitutional Review Committee report. “As the minister indicates, the UK government recognises the importance of continuing to reflect on the constitutional relationship and I would be pleased to help continue that dialogue with the committee or any other body which the House or Government nominates,” the Governor’s letter to Hall stated. Below is the full text of Shapps reply, dated July 30, 2015, as read by the Speaker of the House: “On January 28, 2015, the House of Assembly debated and passed Government motion one of 2015 relating to the adoption of the constitutional review committee report that was produced in November 2014. “I have now had time to consider the report and its recommendations and would be grateful if you would kindly convey to the House the contents of this letter by way of the UK government’s formal response. “I’m grateful for the diligence with which the committee set about its work and would like to thank the members of the committee for the time they spent researching and compiling this review. “I noted the arrangements that

were made for the public consultation meetings that attracted 269 people alongside the media coverage that highlighted the committee’s work; in addition I noted that the number of private meetings and written submissions helped to inform the committee’s recommendations. “The foreword to the report sets the context to the report which led to the drafting of the current Constitution. “I agree with the committee that we need to move on from the past, but that does not mean that we should forget the lessons learned, one of the key lessons was the need to put in place a series of robust checks and balances to ensure that TCI meets international recognised standards of good governance, the rule of law and sound financial management. “The present Constitution and related legislation have been and continue to be important instruments to live a positive change in TCI. “The turnaround in TCI’s economy over recent years has been remarkable; of course it was driven in part by increase in tourists’ numbers but it’s also the result of the hard work that was done in TCI to reframe this Constitution and put in place the measures highlighted above. “I appreciate that this has not been an easy process, however the results speak for themselves – governance continues to improve, TCI’s international image and reputation is improving and the territory now presents a much more investor friendly environment. “I am confident that the stability and certainty provided by the Constitution will prove invaluable as TCI seeks further investment in the months and years ahead. “Our strategy is to ensure that constitutional arrangements work effectively to promote the best interest of the territories and of the UK.

“The constitution in its existing form, provides a robust platform to deliver that strategy; the UK government recognises that it is important to continue to reflect on the constitutional relationship, that is why the work of this committee is so important and we would ensure that a dialogue on these issues is sustained with TCI and the overseas territories that wish to engage. “It is against this background that I have accessed the committee’s report and have concluded that to amend the constitution in ways proposed would risk the hard won progress that was made, I do not believe that this is a risk that we can afford to take.” Responding to the letter, the Speaker told members of the House on Monday that he finds the response from the United Kingdom to the deliberations of the House to be quite insulting and a slap in the face “that in this day and time a couple gentlemen would sit in London and basically tell us what’s good for us”. Hall added: “I am literally tired of people peeing on my foot and making me think it’s rain. I am reminded of the saying ‘The more things change, the more they remain the same.’” He called on all of the political parties to come together made a

concerted call to the UK government for a change in policy towards the TCI. “This is not about PDM, PNP, or PDA, this is about Turks and Caicos and so I am going to suggest, I am one of those who have always been cautious with regard to our approach for independence, calling for time and dialogue but it’s coming to the stage… We cannot be content for somebody in England who doesn’t know us, and someone who doesn’t even come down here to get a feeling or see what’s happening on the ground to constantly tell us how we must live in our own country,” he said. The Speaker pointed out that mistakes are made everywhere, and for the British to say that the TCI must learn from the lessons from the past as if they are perfect while the all of the TCI is corrupt, is detestable. In his response to the UK missive, Premier Rufus Ewing stated: “I stand flabbergasted over the audacity of the British government to see it in their wisdom to think that they can sit up in White Hall and send a letter totally denying the people of the Turks and Caicos Islands the right to self-determination.” He stated that the recommendations contained in the

report are in themselves a form of self-determination. “If we are unable to get through and have approved some simple recommendations that in no way change substantially the Constitution as it stands – maybe we should have asked for much much more because now we have to go and fight, fight for things that I think that are small because there are much bigger battles when it comes to constitutional changes that we have to fight in the future, including for the ultimate step towards independence.” He noted that the insinuation in the letter that a poor turnout (269 people) is indicative that the report does not have the support of the people of the country is false. “I am sure that the people when they know that this House represents them, the entire TCI stands on matters like that and will stand behind the decisions of this House,” he added. The Premier further noted that at the time when Kate Sullivan was conducting her constitutional review, there may have been a larger turnout because people had a reason to turn out – they felt that the constitution as they know it was in jeopardy, and to leave the country in the hands of the British was to jeopardise their future. “So we had to turn out in our numbers to make sure that they did not do what we didn’t want them to do; but they still went ahead and did what we did not want them to do. “They did not do one stroke of the pen to change our Constitution in our favour – we in this country believe in the rule of law, we believe in sound financial management, so the recommendations that we made for change in no way erode those particular principles of good governance and rule of law. “It does not erode them whatsoever, as far as I am concerned continued 

More money for SIPT?

THE SIPT has requested an additional $4.3 million from TCIG, but the Rufus Ewing administration has refused to channel anymore funds until the body can account for money already spent. “We the elected members categorically refused and denied that expenditure because we did not have sufficient justification given [our concerns] and not having any information as to where the expenditure was going towards,” Ewing told press recently. What are your thoughts?

Good decision

Very good decision. There must be transparency and accountability. SIPT MUST give an account for every penny already used before more monies can be approved.

A real shame

I am sick and tired of this colonial rape! Ask SIPT and England what they have done for the TCI lately? Only the king and his horses can benefit - they don’t want to secure or pay our local lawyers, it’s a next bloody shame this here is mates. Let’s all say NO!

Don’t trust Rufus

You can’t trust the PNP especially under Rufus. So they should be asked to produce the correspondence for the request of funds before you believe anything the PNP say. But what was revealing is that they admitted that SIPT has only cost $36 million over six years and what was further revealing is that the TCIG has only been asked to pay for 50 percent of this figure. All the while the PNP has been claiming that SIPT has been costing $3 million a month! Was this done to try and fool and mislead the TCI people? If they didn’t get those facts right all these years how can we believe anything the PNP says regarding the figures especially when their motives are suspicious when it comes to this issue.

Above the law

Accountability and justification of spending should be the order of the day for all public funds. It is a standard the TCI continues to hear the UK tout as precious and civilised, and it is a standard the UK should therefore be no less keen to deliver.

It is amazing to me that this was not offered, at the very least, on an annual basis. I believe it is preposterous that our elected Government has had to ask for this information. The world has changed and demands greater transparency in governance and leadership. This is not political, racial or impractical, it just makes good sense for people in areas of responsibility to explain where the money went and what the money is achieving. In fact, it is often hailed as a hallmark of true success and respect. The lack of this kind of reporting from the SIPT makes the Helen Garlick led probe appear to believe it is above the law, above financial accountability and insensitive to the understandable desire of the people of the TCI to want to know the strides and whether this special investigation is making any headway. It is very expensive, but even if it were not, the people of the Turks and Caicos Islands deserve to know - forensically - how these millions are being spent and whether or not the 'investment' is reaping results. The Foreign and Commonwealth Office should stand behind this request of our elected Government.

The politicians may have been involved in corruption (yet - innocent until proven guilty). Viewed in that light indeed the SIPT should give full account. Simply, we cannot afford to make Garlick any richer at our expense. Enough. Take them to trial at the UK’s expense, since the UK professes a need to clean up Her Majesty’s colony, or end the charade now.

Let the UK pay!

Enough is enough! Let the Brits pay for any more. Our chance of recovery of this is nil.

The FCO and the Governor were the ones who let them away with all this. Why are they not paying? The ultimate responsibility is with the FCO!

SIPT doesn’t need to explain to Rufus

Our understanding of the constitution is that the administration is not responsible for the administration of justice. Certainly a Special Investigation and Prosecution Team brought in to investigate the Premier’s party does not owe Rufus or any of the Progressive National Party an explanation for its finances or anything else. SIPT is investigating PNP not the reverse! Ewing has given SIPT a difficult time since he took office trying time and again to evict them from their office in the NIB building. The PNP has complained about the cost of the SIPT over and over but it is the PNP that has kept SIPT here for three or four extra years by stalling the trials. Garlick was ready in 2012.

Security threat is real, thanks to PNP

There must be concern for the safety of the SIPT group. It was Rufus Ewing and all the PNP now in Government or going to court that blocked the Airport Road and halted inbound flights on another occasion. Due to the rude examples set by the PNP, armed criminals are hiding everywhere. The TCI was a peaceful place when I was a child, student and part of the Government team. Washy says they are rolling in money so protect the prosecutors so we can start to heal our country. If there is trouble at the courthouse the media might get excluded from the trials. Maybe this is what the PNP wants!

Who will be protected?

I would hope that the noted SIPT British lawyers and QCs in their great wisdom and knowledge will have demanded that these people like Butch Stewart, Jak Civre, and Richard Padgett take the stand so as to allow the judge to hear the truth from the horse’s mouth and judge justly. However if the noted SIPT British lawyers and QCs stupidly breached the Magna Carta signed by our sovereign and simply sold justice, which is forbidden, and let these individuals and their companies off scot free for money, I for one cannot see how anyone else can be asked to take the stand in these cases, as this would be patently unfair, unjust and wrong. Furthermore I am sure that the general public, our TCI legal experts and even controversial judge Harrison specially brought in from Jamaica to hear these SIPT cases will agree whole heartedly with me.

More trouble to come, maybe?

$4.3 million is a large amount for SIPT security. This must be the cost to send a couple of British warships and a quantity of troops. SIPT must anticipate trouble and are finished fooling around. Will the evidence to be presented draw more than those charged into the SIPT net?

Political gimmicks, nothing more

The current Government has not accounted for the past three annual budgets, and we do not hear the politicians or the general public for that fact cry! Nor do we hear the reviewer of public accounts - the official Opposition, object; they merely acquiesce to the behest of favour. That position and behaviour is welcomed by the Government as they are in cahoots and implicit. The $4.3 million additional allocation is mere pittance compared to the millions/ billions of dollars that are at stake here. More-so, the need to guarantee the accused (friends, families, enemies, and the country’s last Chief Minister and first Premier) the rightful opportunity to face their accusers in a court-room setting that is expected to be ‘safe’ in every respect. The funds are to ensure safety of all, judges lawyers and accused, as well as the general public. Is that what the Premier, the preacher and the pretenders want? Trials and ‘prosecutions’ are costly, but defences, denials and ‘persecutions’ are death sentences and mortal.

Pre-elections posturing

It is important at this stage that the Hon Premier and his Government, the Opposition, all demand that the SIPT provide sufficient justification for where the expenditure was going towards. The issue remains financial and constitutional. Also the public must remain aware and vigilant to the realisation that we have now entered the usual election year silly season and these games, semantics, are usual and critical. We as voters, citizens and all are here to be misled, deceived and tricked with election year games. All concerned know full well that the way this constitution is structured, where ministers continued 

Illegal developments in Five Cays to be addressed THE LONG bemoaned problem of the proliferation of illegal structures in Five Cays was raised in the House of Assembly this week, with the elected member accusing the Government of neglect and incompetence. Sean Astwood, representative for Five Cays, told members of the House on Monday (August 17), that there seems to be no motivation or willingness on the part of the Government to address the issue, despite it being raised on several occasions.

“I don’t know if it is a lack of competence, lack of willingness or lack of resources but there is a lack of something why this problem continues to persist in our country and to this date we see no solution in sight,” the member said. He further alleged: “I see no real efforts on the part of the Government to pay attention to this issue and one of the reasons why I am bringing it up it seems to be the source of denying my community one of the biggest projects that we as a community would have experienced.”

Well clap our hands and sing. First time I can agree 100 percent with Hon Ewing. Not another dollar, not a red penny, No! No! Not one. If they don't like that, let them quit. We could have been better off without all this. Let it go already. Nothing fruitfully gained to the country has come out of this investigation. Time to move on.

Let them have it, for justice’s sake

If SIPT represents justice and is really doing its job - sending to jail those who deserve and get those who did nothing wrong free - THEN they are showing the world the TCI is a place like any other in the world where crime is punished. If that is the case then SIPT need to receive any necessary funds, we all know justice is not cheap. Especially if people they are chasing are rich and receive full support from all levels. The real question would be on efficiency: is SIPT really doing a good job? Can we assess the progress they

Will they ‘steal’ our money?

The Premier should be congratulated on his stand. Notwithstanding that Her Majesty’s Government has the power to order the country to pay these additional amounts, doing so against the will of the local Government makes it look almost like theft! In addition to having provided no accounting for the funds they have already received, SIPT has a very poor record as far as successful prosecutions are concerned, so one must wonder what value the country is getting for their expenses and our very generous subsidy of the London legal community. SIPT has admittedly secured recovery of some land for the Crown, although these are of no cash benefit unless and until they are resold – let’s hope next time at something close to true market value - and they have also made some cash settlements (the ones with Mr Civre and Mr Hartling coming most quickly to mind) – but the amounts of those settlements were withheld from publication! Not only must justice be done, but it must also be seen to be done and, until the details of these settlements are exposed to the light of day, there will always be the question of whether they were fair and justifiable in the circumstances, or were these sweetheart deals, just like under the former administration?

Astwood stated that a halt needs to be called to the problem and the Government needs to take control and responsibility for it. He further alleged that there may be some form of corruption involved in allowing the problem to continue unchecked when people in authority and every level of Government see the problem, know that a law is being broken, know the ill effects that the situation has on the community and the country at large and nothing is being done to stem the problem. He maintained that it is troubling that every level of the Government is failing to address the situation. “I am going to encourage this Government for the very last time to do something about this problem,” Astwood said. Premier Rufus Ewing responded, stating that while he agrees with Astwood’s concern, the issue of illegal development is not one that can be taken in isolation. “They are multi-factoral and there is a significant social impact on us as a country and individuals who live in this country as well as those who are impacted, be it Turks and Caicos Islanders or not TC Islanders we need to find out what we are going to do with them.” He added that there are also certain frameworks that need to go hand in hand with enabling people to deal with that situation. “Yes, we need to strengthen our planning capacity whereby

members of planning can go out and do surveillance of those buildings to stop developments from being erected in the first place. “But once they have already established and persons are living in them, you can understand the sensitivity with which you have to approach such matters because some of them are not always illegal, if it were just illegal persons out there I would have no problem whatsoever – we need to deal with these things sensitively, we just can’t allow them to break the law but at the same time we have to look after their welfare.” The Premier added that a multisector approach will be looked at and that many laws including the immigration law also speaks to this, and also facilitates the Government in executing its duties in this regard. Minister of Finance, Washington Misick also weighed on the issue. He stated he had already made overtures to Astwood with regard to the problem, and about having a walk about in the area to access the situation.

“I want to arrange a walk through Five Cays with the Premier, myself and the Attorney General to look at the issues in Five Cays so that we can start to come to a joint decision as to how to approach it. “We have got beautiful beaches in Five Cays and it’s a shame that we cannot have access to these beaches.” Misick suggested that a bipartisan approach and position be taken on the issue as it is not one that should be made political. “I have spoken to the Premier about it and I have mentioned it to the Attorney General and I look forward to doing that walk through the community with you,” he told Astwood. The minister also noted that there are a lot of people who have expanded their properties in the community, and that he would like to see a task force established to look at those properties that have extended without planning permission, that they are surveyed and fees are charged for the additions that have been made.

Exam results continue to rise A TOTAL of 78.65 percent of pupils entered for the CSEC exams this year obtained grades I to III – a 2.26 percent rise from last year. The Ministry of Education, Youth Sports and Library Services congratulated all the successful candidates who sat the May/June 2015 examinations in a press release last Friday (August 14). those recommendations were just purely cosmetic, almost to try to correct some simple mistakes/oversights or intentional interventions on the part of the British.” He added that the economic growth and development of the country and investor confidence had nothing to do with the constitution the British government put in place - rather it had to do with things such as the return of the global economy, the Turks and Caicos being the place that persons want to come to naturally, as well as the Government having the will grow the country, grow the economy and create policies even against all odds. “The one thing the last Constitution did was to create so much bureaucracy that this is becoming one of the most unfriendly investor friendly places because there is so much bureaucracy. “When I have to sit and see that an MOU or development agreement is taking years to develop because of certain constitutional framework; that’s not investor friendly, those people can take their money and go elsewhere and some of them probably did already,” Ewing pointed out. He said he does not buy any

part of the letter when it speaks of investor confidence, rule of law and sound financial management and good governance. “We as a people, we as members of this House of Assembly cannot accept and will not accept the UK’s outright denial of our recommendations for constitutional amendments. “I am sure the Leader of the Opposition and the Opposition members in the House will agree that we should assemble a bipartisan team to present to the United Kingdom government, for whatever it’s worth, present in person for them to see the wisdom in accepting the recommendations from this House of Assembly.” He further speculated the British government seem to really want the TCI to go independent, as they are making it easy for the people of the country to fight against them. “Because little things like these, all it does is stir up our people and motivate our people to fight even more for what they deserve – the right to be heard, the right to selfdetermination. “So maybe this what they really want, that’s all I can say because I can see that particular letter and that outright denial of some simple recommendations is a slap in the

face of our people and we will fight back, we will fight back,” Ewing concluded. Meanwhile, Leader of the Opposition Sharlene Cartwright Robinson noted that her party has already agreed to form a bipartisan team with the Government to approach the UK. However, she stated that she is not surprised at the UK’s response. “We are not flabbergasted or surprised and we are prepared to work along with the Government to engage the British and I pick from this letter that is why the work of this committee is so important.” She said a dialogue on these issues is very much needed and the Opposition is committed and open to having such. Many members of the House agreed with the views expressed by both the Premier and the Opposition leader, with the general consensus being that the points raised by Minister Shapps are erroneous and based on misleading foundations. Elected member for South Caicos, Norman Saunders noted: “The response is more or less what I expected, but I did not expect that they would have been so undiplomatic in expressing it and I’m just sorry we don’t have the opportunity to prove it wrong to him [Shapps] in this House.”

PDM calls on residents to participate in immigration bill consultation THE OPPOSITION on Thursday (August 20) called on members of the public to attend all public meetings being held by the Government on the Immigration Bill and Turks and Caicos Islander Status Bill. In a statement to press, the party recalled that they had continuously voted down the Immigration Bill last year due to the Government’s failure to consult on the new provisions that are now presented and which are different from the recommendations of the people contained in three separate reports over the past 11 years. “Whilst we believe that there is need to reform immigration and all its related areas, we do not believe that real and meaningful consultation should be sacrificed,” the party said. The Government has announced a consultation period from August 14 to September 7 with a strong online component and the possibility of face

to face consultations if requested. The PDM elected representatives have made representations over the months and have reduced these representations in writing and submitted to the ministry requesting that public meetings be held on each Island, the release stated. “We await the ministry’s response. However we wish to encourage the people of these Islands to call for and attend any stakeholder meetings that they are aware of. Let your voices be heard on this critical issue. “Immigration - legal and illegal is at the root of this country’s growth and development and or stagnation. “We are therefore encouraging all residents to participate and ensure that all members of the House of Assembly are fully aware of your positions by September 14 when these two important bills are debated and voted on.”

Register to vote, says elections supervisor ALL eligible people in the Turks and Caicos Islands must register to be able to vote, reminded Supervisor of Elections Dudley Lewis this week. Current eligible voters or TCI Islanders who will become of voting age (18 years) before the production of the next electors’ register have the opportunity to register. “The Register of Electors is generally updated on a regular basis to include those who have achieved voting age, who have gained TCI status, who otherwise have become newly eligible (eg. been released from prison) or who move from one electoral district to another,” Lewis said in a press release on Tuesday (August 18). “The register is also required to exclude formally eligible voters who have died or ceased to meet residential requirements or voter eligibility or persons serving a term of imprisonment for 12 months or more or who has been certified to be insane or who has otherwise been judged to be of unsound mind. “The Electors List is produced and published January 31 in every

year and the Register of Electors produced and published March 31 in each year.” The qualifying date for people to register as electors is November 30 each year. General elections in the Turks and Caicos Islands are scheduled for 2016 and those who want to exercise their democratic right to vote must apply to regulate their status with the Ministry of Border Control. They must also register with the Elections Department by November 30 to have their names added to the 2016/17 electors’ register that will be used to conduct general elections. Eligible voters on the present Register of Electors do not need to reapply to be included in the 2016/17 register. They will be automatically included unless they notify the elections office that they have changed their name or place of residence, or no longer meet the eligibility criteria. Those who do not register before the qualifying date November 30 will not be permitted to vote in the 2016 general elections.

Public discussions on immigration next week AS PART of public consultation on the TCI Status Bill 2015 and the Immigration Bill 2015, personnel from the Ministry of Border Control and Employment are holding public meetings next week. The first will take place on Monday, August 24, at 6pm, at the Gustarvus Lightbourne Sports Complex in Providenciales. Turk. On Wednesday, August 26, a meeting will be held at 12pm at the Middle Caicos Community Centre, Conch Bar. Also on Wednesday, August 26, at 6pm, the bills will be discussed at the North Caicos Community Centre, Horse Stable Beach. CRIME BLOTTER Bank account hacked

THE ROYAL Turks and Caicos Islands Police Force are investigating a theft at a bank in Providenciales, which was reported to Chalk Sound Police Station on Wednesday, August 19. The complainant reported to the Financial Crime Unit that a bank account was hacked into and a sum of cash was stolen from a customer. Investigation into this report is ongoing.

Eight bandits rob and steal car from man

POLICE are investigating a robbery and other criminal acts after responding to a report on Tuesday, August 18, at about 9.20pm of a man being robbed in the vicinity of Noah’s Bar in Five Cays. It is alleged that a 24-year-old man’s vehicle was struck from behind by a red coloured vehicle twice before the driver was forced off the road. Eight men, of which two of them were armed with cutlasses then approached and pulled the 24-year-old victim from his car, pointed cutlasses at his face and demanded his valuables. The men took a sum of cash and his white Toyota Caldina car. The vehicle did not have a license plate. The victim was not harmed. The vehicle had yet to be found as of today Thursday (August 20). If anyone knows the location of the stolen vehicle, police are advising that people do not pursue this vehicle or any other vehicle that is believed to be stolen. If the vehicle is being driven or it is believed that the driver or the vehicle occupants are still nearby, then please call 911 and ask for police. Police are urging anyone with information in relation to this incident to call Crimestoppers on 1-800-8477. Information provided will be treated in the strictest of confidence. People should not report crime information via Facebook and Twitter pages.

Several arrested and charged this week

A 26-year-old woman of a Millennium Highway address was arrested for the offence of wounding. A 53-year-old man from Bambara, Middle Caicos was arrested for the offence of malicious injuries. A 31-year-old man of a Five Cays address was arrested for the offence of taking motor vehicle without authority in connection to a report made on Wednesday, August 19. A 17-year-old man from Five Cays was arrested for the offence of possession of a controlled drug namely cannabis.

Armed bandits robbed two different residences the same night

DETECTIVES of the RTCIPF are conducting investigations after two Blue Hills men were robbed in the early hours of Wednesday morning (August 19). One man, 33, was awakened by a loud noise at about 4.50am; he got out of his bed to investigate the source of the noise. He was immediately confronted by two masked male intruders standing at about 5ft 2 inches dressed in black. Both masked men were armed, one with a firearm and the other with a knife. During the incident, both masked men demanded valuables from the two occupants of the home. Both suspects fled the scene carrying with them items taken from the home which included two iPhones and the keys to a silver Honda car. Police searched the area; however, the two masked men were not located. Another man, a 29-year-old Blue Hills resident, was confronted by two men fitting the description of the two aforementioned intruders, the same morning at about 4am.

The man was awoken by a loud noise and got out of his bed to investigate the source of the noise. He was immediately confronted by two masked and similarly armed male intruders. During the incident, both masked men demanded cash from the 29-year-old male. Both suspects then fled the scene carrying with them items taken from the home which included a gold chain, a silver male bracelet, a BLU cell phone and a sum of cash. Police searched the area; however, the two masked men were not located. Inquiries are being conducted into the two incidents and police are appealing for the public’s help in identifying the offenders involved.

Police chase and arrest man who stole from beach goers

A POLICE pursuit on Saturday last (August 15) ended with a 40-year-old man being arrested for theft from a couple on the beach at Pelican Nest. Police said that the incident occurred at about 1pm, and it has been alleged that the man, described as a dark male about 5 feet 7 inches tall weighing about 180lbs and wearing a light coloured t-shirt and short jean pants with a green towel over his head, stole a yellow beach bag. The man then ran into a bushy area with the bag and was seen shortly entering into a white Honda Civic car which sped off into a Grace Bay direction. The matter was reported to police and a nearby patrol responded and located a vehicle fitting the description that was seen leaving the scene of the crime. Officers signalled to the driver to pull over but he sped off in a western direction along Long Bay Road and officers gave pursuit. While still in pursuit of the car, the driver turned into The Village in Grace Bay where a male exited the car and he was promptly arrested for theft. The driver however, managed to elude officers but officers were able to recover all items that were stolen. The arrested 40-year-old man from Blue Hills was then taken to Chalk Police Station. Investigations are ongoing.

Several arrested and charged with criminal offences

TWENTY-year-old Nathanelle Louis of Blue Hills was arrested and charged for four counts of removing criminal property from the Turks and Caicos Islands and three counts of concealing criminal property. She was given bail to appear in the Magistrate’s Court #1 on Monday, August 24. Rashard Stubbs, 27, of a Leeward Palms address was arrested and charged for concealing criminal property. He was given bail to appear in the Magistrate’s Court #2 on Tuesday, August 18. Stubbs was also charged with converting criminal property. For that charge he appeared in court on Wednesday. Twenty-eight-year-old Lanario Jennings of Cooper Jack Bay was arrested and charged with possession of control drugs. He was given bail to appear in the Magistrate’s Court #2 on Wednesday, August 26. Jermaine Poitier, 27, also of Cooper Jack Bay was arrested and charged with two counts of possession of control drugs. He was given bail to appear in the Magistrate’s Court #2 on Wednesday, August 26. Sixty-three-year-old David Simpson from Cooper Jack Bay was arrested and charged with abstracting (stealing) electricity. He was given bail to appear in the Magistrate’s Court #2 on Tuesday, August 18. Older Bellus, a 35-year-old man from Blue Hills has been arrested and charged for assault occasioning actual bodily harm. He was given bail to appear in the Magistrate’s Court on Monday, August 24.

Twenty-seven-year-old Deangelo Smith of Cooper Jack Bay was arrested and charged with possession of control drugs. He was given bail to appear in the Magistrate’s Court #2 on Wednesday, August 26.

Police seek information on hit and run

A MOTORCYCLE rider was last Saturday evening (August 15) taken to hospital following a crash near the public dump. Just before 6.09pm the motorcyclist was traveling home when he was struck from behind by a vehicle, after which the driver then exited and escaped from the scene of the incident. Emergency services were called to the incident and the man was transported to Cheshire Hall Medical Centre by ambulance with non-life threatening injuries. Police are urging the driver of the vehicle which left the scene to come forward and assist with the investigation. Traffic officers are investigating the incident. Police are urging anyone with information in relation to this incident to call Crimestoppers on 1-800-8477. Information provided will be treated in the strictest of confidence. Home broken into as occupants sleep

THE ROYAL Turks and Caicos Islands Police Force are investigating the burglary of a two bedroom apartment located in Kew Town which was reported to Chalk Sound Police Station on Saturday, August 15, at about 4.18am. The complainant told the police that he and his roommate awoke and discovered that their apartment had been broken into. Two white android cell phones, one silver Casio watch, one white Wawa cell phone, one white iPod mini, a large cutting knife, a black wallet containing a number of ID cards and a sum of cash were stolen during the commission of the crime. The scene was photographed and processed by scenes of crime officers and further investigations are being carried out by Criminal Investigations Department.

Chopsticks restaurant robbed

POLICE are investigating a burglary at the Chopsticks restaurant located in Grace Bay last Friday evening (August 14). Police said that the complainant had secured the restaurant on Friday at about 11.20pm, but when one of his employees returned on Saturday, August 15, at 9.20am he discovered that it was broken into. During the commission of the crime, a window was broken and thus far, one black cash register, a sum of cash and seven bottles of alcoholic beverages were reported stolen. A further inventory is to be done and investigations are continuing.

A 15-year-old boy from Long Bay has been arrested and charged for burglary. The burglary is alleged to have occurred on Saturday, July 25, 2015. Another 15-year-old male, of Five Cays has been as charged with theft. He was given bail to appear in the Magistrate’s Court #2 on Wednesday, August 19. Yet another teen, a 17-year-old male of a Leeward Palms address, was arrested by police for handling stolen goods. Police also arrested and charged a 34-year-old male from Five Cays for possession of controlled drugs. A 21-year-old male of a Blue Hills address was also arrested and charged for possession of a controlled drug continued 

Opposition calls out Gov’t on UN human trafficking report LEADER of the Opposition, Sharlene Cartwright Robinson has called on the Government to address the issue of human trafficking and forced labour in the Turks and Caicos Islands. The PDM leader’s call came on the heels of the United Nations report on human trafficking published recently, in which the TCI was unfavourably mentioned. “The Government has been silent on multiple reports (three that I am aware of) that include these Islands among countries where there exists forced sexual labour. “This also has negative implications for our country’s reputation. I wait to hear the Government’s official response on this issue,” Cartwright Robinson said during Monday’s sitting (August 17) of the House of Assembly in Grand Turk. The report states: “Turks and Caicos Islands are a destination country for men, women, and

children subjected to sex trafficking and forced labour. “According to local experts, the large population of migrants from Haiti, the Dominican Republic,

and Jamaica are vulnerable to sex trafficking and forced labour, with stateless children and adolescents especially at risk. “Local stakeholders, including law enforcement officials, have reported specific knowledge of sex trafficking occurring in bars and brothels and noted traffickingrelated complicity by some local government officials was a problem. “Anti-trafficking legislation introduced in 2012 remained pending. The absence of specific legislation prohibiting trafficking as defined by the 2000 UN TIP Protocol; the absence of victim identification, screening, and protection procedures; and limited awareness of human trafficking on the part of officials and the public continued to hinder anti-trafficking efforts.” This publication will be following up on the Government’s policies and plans as it relates to this issue in the coming weeks.

MILLS MUSES

Right-minded thinking THERE are many of us who make decisions, personal or organisational, without considering the consequences, particularly for those who will be most impacted on. This is wrong thinking. Rightminded thinking involves being sympathetic and empathetic towards those most affected so that the majority of people will be positively rewarded. At some workplaces it seems that so-call policies are really intended to benefit a particular circle, and hide the fact that many who make them are benefitting privately by keeping information about opportunities under wraps. This is not thinking with the right frame of mind. Right-minded thinking helps, not hinders. Many organisations have issues because they do not properly analyse the entire environment to detect early any possible unease and this soon develops into greater problems later. This is warped thinking based on limited analysis and when things don’t work out the blame game starts, which temporarily freezes the organisation. Right-minded thinking is strategic thinking. Wrong thinking comes from faulty experience, and attending bad schools. It helps neither the workplace, nor the person. Many of the problems some organisations experience come from poor selection by untrained

interviewers. An interview is not just asking prepared questions. It is asking exploratory questions to arrive at issues beneath the surface. It is a skill, based on professional training and a proper subject base related to the job being interviewed for. Experience without these tools results in poor selection. This is the root of wrong-thinking. Even the appointment of people to certain boards or committees, is generally based on wrong thinking. People are chosen based on political allegiance. Not allegiance to country. Some don’t make any contribution at meetings and many times attend only to receive a stipend or to go on trips. Right-thinking on the other hand is about purpose, getting the best from any situation because of trust and respect. In politics generally there is wrong-headed thinking in choosing

candidates. Some see political office as a job, to get status in society. And these people, as soon as they get in office start to order people around, as if the mere appointment to head a ministry makes one competent in everything. Those around them obey like sheep because they want to keep their jobs. Politics provides some politicians with the job and salary they could not get otherwise. With right-minded thinking the point of politics is public service, not personal gain. The idea of right-minded thinking can be used as a model for ethical decision-making and conduct. It creates an awareness of the importance of people and how to be helpful and compassionate towards others and society generally. The result is a better society and more noble citizens.

Let’s do what is right Dear Editor, I am a Turks and Caicos Islander and I would love to see development, more jobs, more infrastructure, local businesses growing and more money for our schools and public services – so my objections to the changes to the Development Manual are because I believe they are not in our best interests. The leading argument for increasing the building heights is more jobs for Islanders. However, these developments do not lower Islander unemployment, they just increase the number of work permit holders. As indicated in an article in last week’s paper, according to the Poverty Assessments unemployment among Islanders in 2000 was 11.2 percent and in 2012 it was 12 percent. We can hardly argue that the increased development helped our unemployment. In regards to stimulating our construction industry – do we have local businesses with the experience, man power or equipment? Or does it mean more work permit holders and money to overseas businesses? At the recent public consultation, when questioned about the infrastructure to accommodate the developments, the Government claimed the revenue received will be put into infrastructure, emergency services and safety etc. How will we be guaranteed that will be the case? One of the existing developments was to provide fire trucks and equipment for the fire station but that was evidently disregarded and clearly never enforced. As we all know, we depend on tourism. Last year the Government hired KPMG to carry out research and provide a Tourism Strategy. It was revealed at the meeting that KPMG recommended against allowing 12 storey buildings. The Government is choosing not to follow that particular recommendation. If the answer to raising tax revenue is allowing hotel rooms then instead of halving the acreage, doubling the height and doubling the density all at once, why not make just two or even one of those changes to attract new investors. Further, mandate (and enforce) the developers to contribute to our community, for example sponsor our kids at Community College/ University (even if the graduates do not stay with the developer for their

entire career we will end up with a pool of well qualified Islanders); contribute to public services, such as fire services, police and security, street/beach cleaning, youth outreach to help lower crime; and assist with charity events. Set the rules and credible developers will conform. Do not set the rules and developers will push our boundaries (those are the developers we do not want here) and other developers will stay away from such an uncertain jurisdiction. I wrote a letter nearly a year ago about the issue of increasing the density and height and decreasing the acreage required to build. On September 24, 2014, the Cabinet advised HE the Governor to “amend the Development Manual to increase the maximum height of buildings on the island of Providenciales to a maximum 12 storeys on a minimum five acre parcel, effective immediately”. The Development Manual was amended on February 2, 2015. The amendments to the Development Manual were as follows: Increase to the number of hotel bedrooms allowed per acre from 25 to 50. Increase of the maximum height of buildings for apartments, condominiums and hotels from seven storeys (up to maximum of 90ft) to 12 floors (up to a maximum of 150ft). The acreage required for seven storeys was 10 acres and now the acreage required for 12 storeys is just five. Setbacks were also amended to accommodate the changes. The Development Manual can still be rectified by the Cabinet - if the majority of voters challenge the amendment we can insist that our elected representatives do just that, represent us. Let’s do what is right for our kids and grandkids – let’s ensure we have a tourist industry that will benefit them as well. Officers of the Royal Turks and Caicos Islands Police Force are investigating an attempted burglary of a salon located at The Market Place which was reported to Chalk Sound Police Station on Thursday, August 13, at 10.35am. The complainant stated that his employee secured his business place on Wednesday, August 12, 2015 at 3.30pm and on the employee’s return on Thursday, August 13, at 10.35am discovered that an attempt was made to gain entry into the business place. The front door to that business place was damaged during the commission of the crime. Police are also investigating another burglary attempt at the Market Place, this time of a recovery loan business place. The complainant reported to police that he had secured his business place Wednesday, August 12, before at 7.30pm and on the employee’s return on Thursday at 10.35am discovered that an attempt was made to gain entry into the business place. The front door frame and lock to that business place were damaged during the commission of this crime. Investigations are being conducted into a burglary of an apartment on Venetian Road which was reported to Chalk Sound Police Station on Thursday, August 13, at 7.54pm. The complainant stated that he secured his apartment on Thursday at about 5.40am and on his return at 6.50pm the same day, discovered that his apartment was broken into. One 18 carat gold big link chain and one white Samsung Galaxy 4 were stolen during the commission of the crime. Police are investigating the theft of a black Honda motorbike at a Five Cays address which was reported to Chalk Sound Police Station on Monday, August 10. Officers are also looking into an attempted burglary of a home in Turtle Tail which was reported to Chalk Sound Police Station on Thursday, August 13 at 12.13am. The complainant stated that he secured his home on Wednesday, August 12, at 7pm and on returning the following day at 9pm his security discovered that an attempt was made to gain entry into his home. An alarm sensor was damaged

We will perish because of a lack of knowledge THE title of this week’s column is an understatement when it comes to the interest and involvement of TCI Belongers in the day to day affairs of their country. I’m not talking about getting your facts and opinions from talk show hosts and columnists. Neither am I referring to listening to the talking points of politicians and political pundits. We as a people need to make greater efforts in being informed about laws, proposed legislations and any matter which seeks to alter the present or future lives of Turks and Caicos Islanders. We have already endured too many hardships and suffered too many missteps because we took things at face value, accepted the views of others without questioning their motives or refusing to do our own homework on the matter. I have perused the proposed bill and have many concerns as I have noticed a few loopholes and grey

areas. I am positive that I am not the only person who feels this way. Gone are the days when we can completely trust others with making decisions about our future. We need to equip ourselves with knowledge because knowledge gives us the power to make our own decisions. This is not the season for burying our heads in the sand in ignorance only to cry out in distress later when we realised that laws were passed that were not in our interest and further alienate our rights and desire for our country. Wake up and get involved!

Better to be wrong? SOMETIMES it’s better to be wrong. Several months ago we cautioned about the possibility of a USA stock market collapse and the loss of investments affecting our tourist arrivals. In recent weeks that market has been heading downward. Many are predicting a bear market. Let’s hope the experts are wrong. We had hoped to see Chinese tourists arrive to tour the TCI. Now China has devalued its currency because Chinese progressive, communist economics are faltering and its stock market has lost 25 percent. Last week the USA restored diplomatic relations with Cuba. The American flag now flies over the US Embassy on that big historic island. Americans began cruising to Cuba after President Obama signalled this would happen. Now cruise ship tickets to Cuba are selling to Americans like hotcakes.

The last few days’ sales are up 55 percent. With the Castro regime aging, will capitalism take hold creating another Las Vegas in the Caribbean? Some Caribbean voices think this will be good for the region and all will share. We could be wrong but with our obligations for the next 20 years it seems the TCI needs more than our share. The Canadian dollar has been sliding downward. Every US dollar that Canadian Fortis and InterHealth Canada now gleans from the TCI is worth 30 percent more as they move into Canada.

It seems the price of oil has collapsed but our fuel and fuel charges are till haunting us. Gasoline in Florida is now $2.35 per gallon. Next month the USA Federal Reserve is predicted to raise the prime rate. This will make US credit card interest more expensive and the Federal securities more attractive than US capital stocks. These forecasts better prove wrong. President Obama is convinced that global warming is real, making travel to warm climates less attractive. The TCI needs numerous arrivals to feed the 20 year obligations laid

on our backs by the Progressive National Party. December is fast approaching and what has been anticipated since April 2009, the trial of the 2003 to 2009 Government will soon go forward. What we have found interesting is that none of the Cabinet members have been tried in the meantime. The SIPT waited prosecutions for the return of former Premier Misick who fled and then legally fought against the trials. Is it because Mike’s testimony will draw others into the net? Has the group met and got their stories straight? Remember Mister Misick said publicly: “If I go down everyone will go with me.” Will this prove right or wrong? Now this question is slowly emerging: Can the trials go forward and not affect every day folks and the eventual recovery of the TCI? Only if the SIPT wins - but then I could be wrong!

According to president of the company, Ken Adams, this was

something that they had been working on for some time. He said: “We thought that it would be best to build a new show room that is different from everything on island. “We thought about opening early, but things were slower than expected.” The showroom features videos that play all day to enable customers the opportunity to see how the

products are used. Adams compared the business to babies, stating that if you do not feed the business, it just will not grow. “Our aspiration is to do things better than everyone else. As local owners we always go for the best and we try to put more into our business than elsewhere.” During the opening ceremony

Design coordinator Kier Adams also spoke, stating that the idea was definitely the dream of her father, and being that she was his only daughter, her passion was to help make his dreams come through. She said: “We do share the passion of design, construction and that sort of a thing. “We wanted in TCI to bring a more modern field, more awareness to what is available and what can be available here on island. “You don’t have to go abroad to buy stuff, you can find it right here via the Do It Centre.”

No major works left for Long Bay school - minister

Cheshire Medical Centre experiences power outage THE CHESHIRE Hall Medical Centre in Providenciales recently experienced a failure in the supply of electricity at about 6 AM on Wednesday (August 19), according to public relations officer for the hospital, Takara Bain. In a release to the press, Bain gave assurances that the hospital’s back-up systems ensured that there was no failure or reduction in the performance of critical hospital equipment and that the welfare and safety of patients was never in jeopardy. She said: “The Hospital’s engineering team on site monitored

the orderly transfer of all the Hospital’s electricity requirements to the emergency generator which then provided all power necessary for the full operation of the hospital until Fortis was able to resume supply at 8.22 AM [that same morning].” All the Hospital’s systems were then subjected to internal checks to ensure that they had not been adversely affected by the interruption in supply. In response to a query from this publication, Fortis TCI Public relations officer, Talisha Simmons explained the cause of the power outage.

She stated that on Wednesday, August 19, a report was made at 6:28 a.m. to FortisTCI Operators on duty, that there was a power outage affecting the hospital in Providenciales. “Crews were immediately dispatched. Following troubleshooting efforts, the team located a fault, which was a blown fuse on a lateral. “This isolated incident required repairs and crew worked to restore services as quickly as possible.” Simmons said that full restoration to the hospital was completed by 8:30 a.m. (DAISY HANDFIELD)

THERE are no major works left to be carried out on the new Long Bay High School, even though the school will still not be completed for a September 7 opening. Responding to questions in the House of Assembly on Tuesday (August 18), Minister of Education, Akierra Missick said that the work left to be done is primarily finishing work and external work. “The finishing works include roof sheeting, tiling, painting, AC works, fire alarm works, mounting of electrical and plumbing fixtures - external works include paving and curbing, fencing works and installation of the waste water treatment plant, bringing power and water to the property,” she said. Asked when is the expected date of completion, the minister, as stated previously, said she does not know. “At this moment we do not have an expected date of completion, the contractor along with public works are finalising their report on the

delays.” The long awaited easing of the overcrowding situation at the Clement Howell High School (CHHS) will not be realised this September as the Government had previously promised. As announced last week by the education minister, the new high school, which will initially only house first formers, might be opened sometime before the new school term ends in December. However, all form one students will be housed at Clement Howell High School until the completion of the new building and will attend classes in their Long Bay High School uniforms. Additionally, all teachers who were recruited for the Long Bay High School will be assigned their classes and will assume teaching responsibilities at CHHS. Once completed, the form one students along with their teachers will transfer to the Long Bay High School as planned.

New water motor for Grand Turk GRAND Turk residents will see a more reliable supply of water from this weekend, according to Minister Amanda Misick. The Minister of Infrastructure, Housing and Planning, issued the following update on the ministry and its works on Wednesday (August 19): “One of the main goals of my Government is to ensure that the populace of each island has access to the basic amenities necessary to promote a safe, healthy standard of living, and that essential Government services are made available to all. “I wish to inform the general public and in particular the residents of Grand Turk, that the water department is currently producing 246,240 gallons of water per day and is able to serve water from both issuing points on a daily basis (Mondays thru Saturday), to customers in North Creek, Cork Tree Beach, Upper Overback and as far as the former Coral Reef property on the North Ridge. “Whilst the remaining customers on the Ridge are still not able to receive water as planned, the department has begun over the past weekend, as a temporary measure, to divert water to the Ridge, so that all customers will be in a position to receive water. “This will be the practice every Saturday and Sunday, until the pressure is fully restored to the network. “I would like to encourage residence on the Ridge to try and replenish their reserves on these days, so that the burden is lessen

through the week and to continue to practice water conservation methods, as best as possible. Tips can be obtained from the team at Public Works. “While this is a temporary measure, I am very happy to report that a permanent fix is on the way, with the installation of the brand new motor, which will increase water production and will allow us to increase water distribution. “With the upgrade and running of this 250K plant, in addition to our existing plant, water production capacity will rise to 550,000 gallons per day, with the ability to produce 381.94 gallons per minute, thus allowing all customers to receive water at a very good pressure, while at the same time replenishing all storage facilities.” She said that there are other major benefits to be derived from this very important and timely upgrade as follows: 1. Upgrading the technology used to produce water - the updated technology will result in reduced maintenance and replacement costs. 2. There will be a backup SWRO plant that can be operational during period of maintenance or repair works to the 300,000gpd SWRO plant. 3. Maintenance activities of either plant can be more thorough as there will be no rush to restart the plant once the other is operational. 4. By upgrading the plant, we will now have plants that are more compatible with each other. 5. There will be a continuous supply of water at a consistent

pressure day and night. 6. Increased lifespan of the plants by a further 10 years. “Some of the other activities under my ministry include the completed repair works to the Blue Hills Jetty, commencement works to the Kew Town Roads and phase two works to the Causeway between North and Middle Caicos, which will be completed later this year. “In addition to this, my team within the Public Works Department is currently performing road repair works to the various sections of Grand Turk. “We have completed works in Palm Grove and Breezy Brae thus far, with works now going on in North Back Salina. “These works will continue not just in Grand Turk but throughout the Turks and Caicos Islands. “I can safely say that my team within the Public Works Department is working tirelessly to ensure that all roads throughout these beautiful by nature Turks and Caicos Islands are repaired, re-designed, in some cases and black topped, to ensure long term usage. “I have no doubt that my Government represents and works for the people of this great Country. “My hope and prayer is that we would work together in unity, respecting and accepting each other’s differences and realizing that we are all here for one purpose, that is, ‘To serve the people of this country to the best of our abilities’. “Thank you and may God continue to bless the Turks and Caicos Islands.”

Immigration (Amendment) Bill 2015 passed THE House of Assembly on Monday (August 17) passed the Immigration (Amendment) Bill 2015. The legislation has three main features, as outlined below: - It amends the definition of “gainful occupation” to exclude from the definition (but only for the purposes of applying for a business license) persons who have invested in a business and who do not intend to work in that business and passive investors who are non-executive directors of the business and who are not involved in the day to day operation of that business. The previous law required all such investors to possess a work permit in order for the business to be granted a business license. This amendment revised this provision. However, if the investor intends to be involved in the day to day operation

of the business or intends to work in the business, he or she would still require a work permit. -The Bill also amends section 13(1) and section 30 of the Immigration Ordinance by deleting the phrase “living together with the Belonger” to be replaced by “and the holder of a Residence Permit”. The effect of this amendment at section 13(1) is that a spouse of an Islander who holds a Residence Permit is free to work in the Islands, thereby requiring spouses of Islanders to get a residency permit in order to work, as opposed to just relying on their living together with their Islander spouse for their working rights. The practical effect of this amendment is that so long as a spouse of an Islander is in possession

of a Residence Permit, he or she may work in the Islands, even if they are no longer living together. - Persons who were married before the change of law on August 13, 2012, can benefit from the law as it was on that date, with the result of this amendment being that those persons will only be required to be married to and living with an Islander spouse for 5 years ending with the date of his or her application for Islander status, whereas everyone who would have gotten married on or after August 13, 2012, would have to continue to wait the 10 years, as prescribed in the 2012 amendment. FortisTCI offers inhome energy audits RESIDENTIAL customers in Providenciales can now apply for an in-home energy audit from FortisTCI. This new service will be offered by the company free of charge for one year, and is designed to assist customers in identifying ways to improve their energy efficiency at home. According to a press release on Wednesday, August 19, to take advantage of the in-home energy audit programme, customers must visit the FortisTCI customer service centre on Leeward Highway to complete an application. The application and interview process allows for the collection of preliminary information, provides insight into what types of appliances are installed in the home, and typical behaviours of household members relating to day-to-day electricity usage.

Once the application process and interview is completed, the energy audit is scheduled and performed at the home. All information gathered, including a utility bill analysis, is then compiled to create a summary of the total energy usage. About one week following the audit, a final report is issued to the customer. This report details the key findings and recommendations to achieve better energy efficiency. FortisTCI president and CEO Eddinton Powell said: “We are excited about the value proposition of this programme. “It will empower our customers by offering them solutions for managing their electricity costs. “The bottom line is, the FortisTCI in-home energy audit programme will help our customers save money by promoting the efficient use of energy.”

Civil service jobs still up for grabs THE GOVERNMENT recently released its third recruitment drive for the financial year 2015/2016. A total of 34 new wide ranging vacancies within the civil service were advertised on Friday, July 31. These positions, some of which are senior, included the following Director positions: Culture, Gaming and Trade as well as the following Deputy Director positions: Road Safety, Social Development and Crown Land Unit. Several teaching and other support positions are being advertised as well. According to a press release last Friday (August 14), during two recruitment drives TCIG was able to fill 27 roles. However there are still another dozen roles undergoing shortlisting

and interviewing processes. As a result of several vacancies and promotions being filled from within the existing civil service, this has also resulted in several other posts now being made available. Start of lobster season sees boost in catches BY DAISY HANDFIELD WITH less than a week into the reopening of lobster season for the 2015/2016 period, reports have already shown a major increase in catches. During the House of Assembly sitting on Monday (August 17), figures were revealed by Minister of Tourism, Porsha Stubbs-Smith. She disclosed that Saturday’s opening day catch for lobster season was significantly higher than last year’s. She said: “Happy lobster season, which commenced Saturday, August 16, and we saw Providenciales with 21,150 pounds and South Caicos with 34,843 pounds. Between the two islands, it’s 55,993 pounds. “Last year we saw 34,906, so if we do the math there, I think we see about more than 20 percent increase in the catch for this year. “I am also proud to say that there were few under-sized lobsters and no egg bearing lobsters were caught, so overall our start is a very good one and I would like to wish all the fishermen a successful and enjoyable lobster season.” The Weekly News visited Provo

Seafood in Five Cays on Wednesday (August 19) to witness the catches of the lobsters as fishermen brought them in. A number of residents were also gathered around watching the boats come in with substantial catches. At the fishery, Senior Conservation Officer Paul Dickenson explained that his job entailed inspecting the vessels as they come in, making sure undersized lobsters are not brought in and making sure the fishermen have proper licensing. When asked about the penalties for undersized lobsters, Dickenson said that they would keep count and make notes of who brought them in and how much was brought in. Overall, he also commended the fishermen for their catch at the beginning of the season. He said: “Compared to last year for the first two days compared to now, this year is actually by far an increase in catch and decrease in the undersized to come in so this is a very good sign.” Last year, a reported 9,000 pounds of the spiny lobster were caught in Providenciales on the first day.

Digicel Play staff receive top level training NINE staff members from Digicel Play completed a Society of Cable Telecommunications Engineer (SCTE) professional certification recently. Following its $8 million investment in network rebuild, the company has ensured that its installers, services technicians and dispatch team have been trained to international SCTE standards. SCTE certification is the cable industry’s premier endorsement for professionals, according to a press release on Thursday (August 20). It is based on in-depth testing and ongoing professional development maintenance through continuing technical education requirements. SCTE certifies cable telecommunications professionals in various levels of expertise across all areas of the cable network. This initial training for the

dispatch team segment will be further endorsed with additional training to ensure that all employees reach the Broadband Premises Expert (BPE) level of attainment. Digicel Play announced its network rebuild on July 22 and highlighted the investment made into the rebuilding the network with the installation of over 30km of fibre optic cable, 11km of coaxial cable and the doubling of its international bandwidth capacity. The company has since added six new vehicles to its fleet including two bucket trucks along with other vehicles which will result in quicker installation and response times for customers. Students graduate Beaches internship programme

SIXTY-four students and two apprentices graduated from Beaches internship programme during a ceremony held at the resort’s grand ballroom last week. Hosted by Beaches’ entertainment director David Ellis, the afternoon event attracted a large crowd wellwishers. According to a press release on Thursday (August 20), among them were Akierra Missick, Deputy Premier and Minister of Education, and Leader of the Opposition, Sharlene Cartwright Robinson. Also in attendance were family members who came to commend the interns for their hard work. Missick told the students that they demonstrated “willingness to succeed and your willingness to work and develop the hospitality industry here in the Turks and Caicos Islands.” The graduates came from two different internship programmes within the resort - the Ministry of Education Apprenticeship, and the Beaches Summer Intern Programme. All students who graduated successfully completed weeks and in some cases months of training

throughout the various departments within the resort. The internship programmes hosted participants ranging from ages 15 to 20 who were given the experience of being a full time Beaches employee. Deleria Simms, assistant human resources manager and key person for the summer trainees, said: “The internship programme is not a new one. We usually host interns every summer and in fact some of the graduates are interns who were a part of the program from last year. “These summer students are fourth and fifth formers who will either be returning to high school or going to the Community College this year. “We have been able to show them the opportunities available in the industry and hopefully they will consider a career in tourism or hospitality in the near future.” Two students, Rose Fils-Aime and Widtcher Cadet, were placed in the apprentice programme. They were given the opportunity to try out many different departments and gain experience working with supervisors and managers. Cadet, the valedictorian of the

Sandals Corporate University awards employee with full scholarship A FULL scholarship was recently awarded to public relations clerk at Beaches Turks and Caicos, Michalia Clare, to pursue a degree in event management at Ashwood University, courtesy of the Sandals Corporate University. According to a release issued by Beaches Turks and Caicos, the South Caicos native is affectionately known as Mickey among her peers and has worked at the resort since 2012. Clare has worked her way up from being an entertainment playmaker to a public relations executive in a few short years. In her statement Clare said: “My career and education was not an easy road, but I have grown both academically and professionally since joining the resort.” The Beaches Turks and Caicos employee is a single mother of a teen

daughter. She said: “The training here is extensive, from customer services to leadership courses through the Sandals Corporate University and now a chance to pursue a degree, the training and development opportunities here are endless once you are determine to succeed.” A degree in event management will benefit Clare tremendously as well as aid her every task as a public relations clerk, the release said. African Lilies African Lilies or Agapanthus are bold and architectural, they are strikingly beautiful plants. There are many species of Agapanthus, all native to southern Africa. Agapanthus praecox, A. africanus and various hybrids are most often grown in American gardens. African lily grows as an everexpanding clump of evergreen strap shaped leaves around 12-inches or a little more in length. There are up to 18 leaves, arranged in two ranks. The dark blue flowers are trumpet shaped and borne in rounded umbels containing as many as 30 blossoms. These flower clusters are six to 12 inches across, and held above the leaves on scapes two or three feet tall. Flowers appear in late summer and are long lasting. The African lily cultivar 'Peter Pan' is a dwarf, with

its scape reaching little more than 18 inches in height, but what it lacks in stature is compensated for by its profusion of long lasting deep blue flowers. 'Albus' is a white flowered cultivar. The Headbourne Hybrids (aka Palmer Hybrids) include several cultivars that are hardier than the species and available in various shades of blue and violet as well as white. The African lily is a strong evergreen perennial that tolerates neglect, poor soils, and salty coastal conditions. It does best in full sun, but can take some afternoon shade. Water African lilies regularly in summer, but reduce watering during the winter dormant season. Well-established plantings are fairly drought tolerant, but may not bloom if not given plenty of water during spring and summer.

It is easy to propagate African lilies by dividing the clumps of thick, fleshy roots. This is best done in spring, at the start of new growth. Bury them 2-3 inches deep. Plants grown from seed will take 2-3 years to flower and may not resemble the parent. African lilies are usually grown in borders or as edging along a driveway or path, but I like to see them in irregular clumps in perennial beds or in planters. They seem to do best when a little overcrowded, and are therefore well suited to container cultivation. They are popular as potted plants at poolside, and on decks

and porches. The flowers of African lily last quite long and are great as cut flowers. Even the seedpods are attractive and can be used in dried arrangements. The most popular lily-of-the-Nile grown in America is A. praecox although it is often sold as A. africanus. Not to worry, though as they are very similar to one another and every bit as desirable. Bees visit and pollinate the Agapanthus flowers, but then again, are there any bees in TCI... The Agapanthus seeds are dispersed by wind. Agapanthus are easy

to propagate by division. Divide between spring and early summer, or after plants have finished flowering. Avoid splitting plants too often as this will reduce flowering. The easiest way to identify your property if you’re unfortunate enough to have had it stolen is by its serial number if it has one. With modern mass-produced appliances, electronics and products looking identical, the police have no way of identifying recovered property as stolen

This can be used as conclusive evidence in court to prove your ownership of the property as well as the fact that it is stolen property. This knowledge alone may act as a major deterrent to a potential thief since items that can be traced back to their original owners bring a lower price on the street. Photograph items such as jewellery and keep the photographs in a safe place. If you use a digital

camera, do not store the images on your computer’s hard drive. You can however, upload these photos to a jump drive and keep it in a safe place - which will help to identify them as yours if they are lost or stolen and then recovered by the police. Don’t forget to update your information with details of new property. If you are recording your items on a form, remember – don’t store it on your computer in case it gets stolen. Too much packaging THERE have been a few campaigns started around the world recently to put pressure on supermarkets to stop wrapping produce in Styrofoam and plastic wrap. Unfortunately it has become such a standard practice that most shoppers don’t give it a second thought and it has become another one of those ‘conveniences’ to make our lives just a little bit easier. But what about the environment? The more we overburden the planet with our single use mentality, the closer we are to the end of our lives on earth as we know it. The more pressure we place on the oceans, the more we are threatening our chances of survival. Seventy percent of this planet is covered in water. The majority of the oxygen we need to survive here comes from the water. We cannot survive without healthy oceans. So the question is how much longer do we have before we reach the tipping point of no return? One recent example of the ridiculousness of over packaging was from a store in Australia that packaged one, yes ONE, sweet potato on a Styrofoam tray and wrapped it up in plastic. Another mind numbing example a couple of years ago was from a store in Austria that decided it would be a good idea to unpeel bananas before packaging on trays and wrapping in plastic. Such was the outrage from customers that the store had to admit it had made a huge mistake and was forced to apologise publicly. So what’s the difference between these two examples and other produce in the stores? Why do people accept some overpackaging and not others? Why buy pre-cut pineapple and melon packaged in plastic when you can buy the whole fruit, cut it up yourself and pack in reusable containers? Why buy pre-wrapped beets or okra from one store when you

can buy it loose and unwrapped in another? Why does so much produce have to be ‘conveniently packaged’? Consumers can make a difference by choosing wisely on where to shop and what to buy. Making wise choices now will help cut down on the sea of plastic that is quickly threatening to suffocate this one planet we have to live on. Posture perfect GOOD posture not only makes you look better, it also delivers increased energy, better breathing, improved circulation and less wear-and-tear on your joints. It’s an investment in both your appearance and your health. The secret to good posture is maintaining the spine’s natural curves. If your spine is not properly aligned, your muscles and ligaments have to work harder to keep you upright and this can result in strain and pain. When you slouch, you also put pressure on your lungs and stomach. This can affect breathing and digestion, as well as blood flow. Does your posture pass the test? Use a three-way mirror to help you check out these markers: When standing: your head, shoulders, hips and ankles should line up, one comfortably above the other. Your knees should be slightly bent and your feet should be shoulderwidth apart or more. When looking at your back: are your shoulders and hips level or is one side higher than the other? Does your head tilt to one side or the other? Does one shoulder blade seem to be more prominent than the other? Do the muscles of the back seem more developed on one side, compared to the other? A healthy back should be symmetrical. When looking from the side, your neck and low back should curve to the front of your body, and your mid-back and pelvis should curve to the back. Over a dozen candidates disqualified, charged over voting day violence in Haiti FOURTEEN candidates in Haiti’s legislative elections – including four from President Michel Martelly’s PHTK party – have been disqualified and are now facing several charges over their alleged involvement in violence during the first round of voting earlier this month. The 14 were among 1,800 candidates who were seeking election to the Chamber of Deputies and the Senate. Thirteen of them were running for seats in the lower chamber while the other was trying to win a seat in the Senate. Haiti’s Provisional Electoral Council (CEP) said the candidates are accused of voting violations, removal of ballot boxes, armed aggression against an election officer and firing an automatic weapon near a polling station, among other offences. The violence that occurred during the August 9 voting resulted in the deaths of two people. Preliminary results from the voting are expected to be published tomorrow. The second round of legislative elections is set for October 25, which will also be the date of the first round of presidential elections. Two arrested in Bahamas after posting images of guns and drugs on social media POLICE have arrested a man who posted photographs online of a baby with a gun and drugs on his lap, as well as a woman who was seen in pictures carrying a high-powered assault firearm, warning citizens who use social media in this way that they would not be able to hide. The 20-year-old woman was held yesterday for questioning in relation to firearm possession. Lawmen said her arrest was a result of an investigation launched after several photos were posted on various social media sites. Strongest El Niño expected to bring more dry spells to the Caribbean THIS El Niño could be one of the strongest ever recorded, bringing further drought to the Caribbean. That’s according to an updated forecast issued by the National Oceanic and Atmospheric Administration (NOAA) which indicates that there’s a 90 per cent chance that El Niño will continue through the end of the year, and an 85 per cent chance that it will last until next April. El Niño is a weather phenomenon that occurs irregularly in the eastern tropical Pacific every two to seven years. When the trade winds that usually blow from east to west weaken, sea surface temperatures start rising, setting off a chain of weather impacts. This year’s conditions are similar to those experienced in 1997-1998 when drought forced water restrictions across

the Caribbean, and resulted in significant losses in the agriculture sector. Already some countries in the region have implemented water rationing to deal with shortages of the resource, with Puerto Rico among the worst affected so far. To classify El Niño as “very strong,” the temperature in the tropical Pacific Ocean needs to be running at least two degrees Celsius warmer than average, for at least three months in a row. Forecasters say they expect that a further increase in the Pacific ocean temperature will push this El Niño event into at least the “strong” category, and it could reach or even exceed the “very strong” criteria. The intense El Niño has also been a major factor in the belowaverage activity this hurricane season. (Caribbean360)

Tropical Storm Danny was expected to become a hurricane this week.

St. Lucia government issues alert as Tropical Storm Danny approaches Caribbean ST. LUCIANS have been advised to be on alert as Tropical Storm Danny develops and continues on a path towards the Eastern Caribbean. The storm is about 1,385 miles east of the Windward Islands and is moving towards the west at 12 miles per hour. Maximum sustained winds are 50 miles per hour. Forecasters anticipate that Danny could strengthen into a hurricane this week and the Miami-based National Hurricane Centre says it could make landfall in about a week at its current speed. It is the fourth storm of the 2015 Atlantic hurricane season which began June 1 and runs until November 30. Prime Minister Dr. Kenny Anthony today told St. Lucians that in spite of a relatively placid

hurricane season thus far, they need to be prepared. “We are nearly at the halfway point of the 2015 Atlantic hurricane season, and so far we have been blessed. The approaching system could change that,” he said. “Danny, though a storm at the moment, is a salutary reminder that we must not be complacent. Rather, we must remain vigilant. We must remain vigilant not only for this system, but throughout the season and beyond. Ensure that you monitor closely the development of Tropical Storm Danny.” The prime minister said that while he hoped the country’s National Emergency Management Advisory Committee would not have to be pressed into action, it stand ready to respond should disaster strike.

AIMA: Cayman well placed for EU hedge fund passport THE Cayman Islands maintains confidence that a pan-European marketing passport will be extended to alternative investment funds set up in the jurisdiction, according to the Alternative Investment Management Association. In a first assessment at the end of July, the European Securities and Markets Authority (ESMA) recommended that the passport, which allows non-EU funds to be marketed across the EU, be granted to Jersey, Guernsey and Switzerland under the Alternative Investment Fund Managers Directive. ESMA still has to assess other jurisdictions, including Cayman where most of the world’s offshore hedge funds are registered. But AIMA said in a press release that Cayman is well-placed to have a successful review in the near future. Cayman has entered into cooperation arrangements with the major EU investment securities regulators, as well as the necessary tax information exchange agreements with EU governments required by the AIFMD. In addition, the Cayman Islands government developed an AIFMD-compliant opt-in regime to meet the needs of Cayman-based alternative investment fund managers who want to market funds into the EU under the passport, AIMA said. Alan Milgate, chairman of AIMA Cayman, said ESMA’s initial decision, which did not recommend that the passport be extended to Cayman, should not be misinterpreted. “Cayman has simply not yet been assessed, and has certainly not been adversely opined on, or excluded by ESMA. We look forward to the Cayman Islands being assessed positively in ESMA’s

ongoing review of additional nonEU jurisdictions and that AIFMs based in the Cayman Islands will continue to benefit from evolving legislation which is both flexible and adaptable,” Mr. Milgate said. According to AIMA, it is in the interests of institutional investors in Europe and hedge fund managers globally that Cayman be granted the passport. “The global industry as a whole needs Cayman AIFs to be approved under the AIFMD passport to ensure that pension funds and other European institutional investors can continue to benefit from investing in some of the world’s leading alternative investment funds,” said Jack Inglis, CEO of AIMA. “We are confident that Cayman will be granted the passport since the new Cayman regime looks similar to those in the jurisdictions that have already obtained favourable assessments.” If the third country passport is not granted to Cayman’s alternative investment funds, they would have to be marketed in each EU member state individually through private placement. However, the private placement regime is set to expire by July 2018. On July 30, the Cayman Islands was listed as one of 22 jurisdictions identified by ESMA as both a domicile of alternative investment funds and fund managers that market their funds in the EU. The European securities regulators stressed that it will continue to work on its assessment of other non-EU countries not covered in its initial advice with the aim of delivering further submissions to the European Parliament, the Council of the European Union and the European Commission in the coming months.

Jamaican prisoner wins landmark parole case in Bermuda

A Jamaican who claimed his constitutional rights were infringed because he was not allowed to apply for parole after serving a third of a jail sentence has won a landmark victory in Bermuda’s Supreme Court. Leighton Griffiths was convicted in 2007 of importing 480 grams of cocaine hidden inside an air compressor. He was initially sentenced to 14 years in prison but that was later reduced to 12 years by the Court of Appeal. Earlier this year Griffiths, who is married to a Bermudian, launched a legal action against the state. He argued that as a foreigner he was denied the opportunity to be released on license after serving a third of his sentence although he was otherwise

qualified for such early release. He also claimed that certain provisions of the Prison Act breached the section of Bermuda’s Constitution that prevents discrimination on the grounds of place of origin. In a written judgment, Chief Justice Ian Kawaley ruled in favour of Griffiths saying his constitutional rights had been infringed. Bermudians and people with an unrestricted right to live and work in Bermuda are able to apply for release on licence in Bermuda after serving a third of their sentence. Nationals originating from some countries are also able to obtain an early release because their governments have agreed to supervise them on their return to their countries of origin.

Lawmakers unanimously reject same-sex marriage THE Legislative Assembly agreed unanimously last week to maintain the Constitutional definition of marriage as between a man and a woman. The motion for “Preservation of Traditional Marriages” was filed by Bodden Town MLA Anthony Eden. “Sadly what is really historic about our modern era, Madam Speaker, is that a behaviour that for thousands of years was understood as a social and moral evil — a perversion and an abomination in God’s sight — is now being promoted not only as normal behaviour, but as something everyone should accept as good,” Eden said. Basing his argument on “Holy Bible evidence,” the longserving MLA’s motion was passed unanimously by the house, demonstrating Cayman’s majority view towards the advancement of legal rights for those seeking samesex unions. Stating that homosexuality is a sin, MLA Alva Suckoo seconded the motion, saying that he “shouldn’t be expected to support legislation that would allow sin.” The motion was brought to the house following a pivotal judgment on same-sex civil-unions in Italy by the European Court of Human Rights, which the Cayman Islands as a jurisdiction is subject to being an overseas territory of the United Kingdom. “This kind of language exemplifies the outright religious oppression that has long been so prevalent in

Religious beliefs should be a personal choice and removed entirely from government,” responds local LGBT (Lesbian, Gay, Bisexual and Transgender) rights activist Billie Bryan. “To add insult to injury, members of our Legislative Assembly have gone as far as to openly and publicly criticise homosexuals, accusing them of being evil and living lives of sin,” she continued. “While I understand that the Cayman Islands is historically a Christian nation—and I take no issue with that, when you use your worldview as a tool of oppression to infringe upon or deny entirely the rights of others who don’t share your beliefs, that is morally reprehensible and blatant bigotry. The recent ruling by the European Court of Human Rights on the case for same- unions in Italy should make that plainly

The Cayman Islands Human Rights Commission subsequently called for similar legal recognition through enactment of legislation that would provide sufficient legal rights for those seeking same-sex unions, noting that the country would be in breach of the European Human Rights Convention as well as susceptible to legal challenges to the current legislative stance on the issue. “I know there are those who will think we must be bigots and homophobes and probably worse,” Suckoo said in the LA, “But I as a representative cannot support a lifestyle or concept that I think clashes with our chosen value systems here and our religious values.” Suckoo also clarified that he did not wish for the public to “launch an assault on homosexuals.”

Short arrested by bounty hunters before musical performance COLUMBUS Short got an unpleasant surprise before hitting the stage last night. The Scandal actor was

slated to perform his new music at Infusion Lounge at Universal City Walk in Los Angeles Tuesday, but

never ended up doing the performance, because he was greeted with an arrest before even getting on the mike.

E! News confirms with the celeb’s camp that Short was arrested by bounty hunters and booked for a citizen’s arrest at around 12:30 a.m. “His arrest was not due to an outstanding warrant as was erroneously reported,” Short’s team tells E! News in a statement. “It appears that this is a citizen’s arrest as a result of an issue between Mr. Short and his bail bondsman. The report bail amount of $500,000 is also inaccurate. No additional information is available at this time.” The 32-year-old was held in the Men’s Central jail on $250,000 bail on Tuesday. He was scheduled for court on Wednesday morning. Short has been riddled with legal woes in the past year. A bench warrant was issued against the actor in

Labour leadership: Party needs ‘real democracy’, says Corbyn JEREMY Corbyn has pledged to use the backing of party members to force Labour MPs to support his agenda if he is elected leader. Calling for “real democracy”, the left-winger said MPs should not “stand in the way” of “empowering party members”. But fellow leadership candidate Yvette Cooper said his election could lead to a split in the party. Polls suggest Mr Corbyn is frontrunner in the race. The other candidates are Liz Kendall and Andy Burnham. The new leader will be announced on 12 September. It comes as figures obtained by the BBC show the vast majority of 189,000 trade unionists who have registered as affiliated supporters to vote in the election are members of unions supporting Mr Corbyn. The Unite union alone accounts for 110,000. South Korea’s National Security Council is due to hold an emergency session. The western sea border has long been a flashpoint between the two Koreas. North Korea fired a projectile towards Yeoncheon, a town northwest of Seoul, at 15:52 local time (06:52 GMT), the defence ministry said. Reports suggest the target could have been a loudspeaker broadcasting anti-Pyongyang messages. The South then fired “dozens of rounds of 155mm shells” towards where they thought the rocket was launched from, the ministry added in a statement. A Kentucky man attempted to dig up his long-dead father in a drug and booze-fuelled nighttime odyssey so his body could go to heaven, police said. Michael May, 44, was caught digging at Pilot Baptist Cemetery in Stanford on Monday night. Lincoln County constable Delbert Mitchell stopped when he saw a truck parked at the cemetery, LEX18 reported. When Mitchell confronted May, the grave digger began belting out Bible quotes. “He started hollering out verses at me,” Mitchell said. “He told me he was trying to dig his dad up, so his dad could go to heaven.” May was charged with violating a grave, possession of marijuana and public intoxication and booked into Lincoln County Regional Jail. THE number of recorded sexual offences on trains and at stations has risen 25% to a record level, British Transport Police (BTP) figures suggest. BTP recorded 1,399 sexual offences in 2014-15 in England, Scotland and Wales - up 282 on the previous year. Recorded violent crimes also increased - up 8% to 9,149 - but overall crime fell for the 11th year in a row. The force said the rise in sex crime figures was mainly due to a campaign to encourage reporting of these offences. Project Guardian launched in 2013 with the aim of reducing sexual assault and unwanted sexual behaviour on public transport in London, after a survey suggested that 90% of such attacks went unreported. Officers in uniform and colleagues in plain clothes were deployed to patrol London’s transport network to identify offenders and prevent crime. That led to a campaign called “Report It to Stop It” which was launched in April this year to

Exposure to violent video games a risk factor for increased aggression –report warns A REVIEW of almost a decade of studies has concluded that exposure to violent video games is a risk factor for increased aggression. This finding has prompted a call for more parental control over violent scenes in video games from the American Psychological Association (APA). The Daily Mail reports that at a meeting in Toronto earlier this month, the association’s ruling council also called for a video game rating system that took more notice of violence, and for games to be more appropriate to players’ age and psychological development. “The research demonstrates a consistent relation between violent video game use and increases in aggressive behaviour, aggressive cognitions and aggressive affect, and decreases in pro-social behaviour, empathy and sensitivity to aggression,” the report from the APA task force on violent media found. The report nevertheless indicated that no single influence led a person to act violently or aggressively. Rather, it was an “accumulation of risk factors” that resulted in such behaviour, it said. “The research reviewed here demonstrates that violent video game use is one such risk factor,” it noted. Low-fat diets ‘better than cutting carbs’ for weight loss CUTTING fat from your diet leads to more fat loss than reducing carbohydrates, a US health study shows. Scientists intensely analysed people on controlled diets by inspecting every morsel of food, minute of exercise and breath taken. Both diets, analysed by the National Institutes of Health, led to fat loss when calories were cut, but people lost more when they reduced fat intake. Experts say the most effective diet is one people can stick to. It has been argued that restricting carbs is the best way to get rid of a “spare tyre” as it alters the body’s metabolism. The theory goes that fewer carbohydrates lead to lower levels of insulin, which in turn lead to fat being released from the body’s stores. “All of those things do happen with carb reduction and you do

lose body fat, but not as much as when you cut out the fat,” said lead researchers Dr Kevin Hall, from the US-based National Institute of Diabetes and Digestive and Kidney Diseases. In the study, 19 obese people were initially given 2,700 calories a day. Then, over a period of two weeks they tried diets which cut their calorie intake by a third, either by reducing carbohydrates or fat. The team analysed the amount of oxygen and carbon dioxide being breathed out and the amount of nitrogen in participants’ urine to calculate precisely the chemical processes taking place inside the body. The results published in Cell Metabolism showed that after six days on each diet, those reducing fat intake lost an average 463g of body fat - 80% more than those cutting down on carbs, whose average loss was 245g. Dr Hall said there was no

“metabolic” reason to chose a lowcarb diet. However, studies suggest that in the real world, where diets are less strictly controlled, people may lose more weight by reducing carbohydrate intake. Dr Hall told the BBC News website: “If it’s easier to stick to one diet than another, and to ideally do it permanently, then you should choose that diet. “But if a low-fat diet is better for you, then you are not going to be at a metabolic disadvantage.” He is now analysing brain scans of the participants to see how the diets affect how rewarding food is. Doctors Susan Roberts and Sai Das, from Tufts University, said in a commentary that the debate around diets was a source of “intense controversy”. They said the study had “debunked” many of the claims that low-carbohydrate diets were better,

Salamander preserved in amber for millions of years sheds light on Caribbean evolution

Scientists have so far figured out how to produce 10g of nanofibres per hour.

Carbon nanofibres made from CO2 in the air SCIENTISTS in the US have found a way to take carbon dioxide (CO2) from the air and make carbon nanofibres, a valuable manufacturing material. Their solar-powered system runs a small current through a tank filled with a hot, molten salt; the fluid absorbs atmospheric CO2 and tiny carbon fibres slowly form at one of the electrodes. It currently produces 10g per hour. The team says it can be “scaled up” and could have an impact on CO2 emissions, but other researchers are unsure. Nonetheless, the approach offers a much cheaper way of making carbon nanofibres than existing methods, according to Prof Stuart Licht of George Washington University. “Until now, carbon nanofibres have been too expensive for many applications,” he told journalists at the autumn meeting of the American Chemical Society in Boston. Carbon nanofibres are already used in high-end applications such as electronic components and batteries, and if costs came down they could be used more extensively - improving the strong, lightweight carbon composites used in aircraft and car components, for example. The question is whether the “onepot” reaction demonstrated by Prof Licht and his team could help to drop that cost. At the moment 10g of nanofibres - like this sample Dr Licht brought to the conference - can be made per hour The idea of turning CO2 from the air into useful products is a popular one, and the field is strewn with many more unfulfilled promises than success stories. But Prof Licht is confident his design can succeed. “It scales up very easily - the entire process is quite low energy.”

He also suggested that the system could provide “a reasonable path to bring down CO2 levels in the atmosphere”. This would involve adopting the reactors on a colossal scale and the idea has raised some eyebrows. Dr Katy Armstrong, a chemical engineer at the University of Sheffield, said the process was “promising and very interesting on a lab scale” but that Prof Licht’s bigger vision might be problematic. “As they are capturing CO2 from the air, the process will need to deal with huge volumes of gas to collect the required amount of carbon, which could increase process costs when scaled up,” she told the BBC. Dr Paul Fennell, a chemical engineer and clean energy researcher at Imperial College London, said: “If they can make carbon nanofibres, that is a laudable aim and they’re a worthwhile product to have. “But if your idea is to take CO2 out of the atmosphere and produce so many carbon nanofibres that you make a difference to climate change - I’d be extremely surprised if you could do that.” Prof Licht insists it is worth trying. “There aren’t any catches; there’s a necessity to work together, to test this on a larger scale, to apply some societal resources to do that,” he told BBC News. Meanwhile, other chemists were impressed by the simple fact that Prof Licht’s team had produced nanofibres from atmospheric carbon. Dr Dario Corradini was also at the American Chemical Society meeting, presenting his theoretical work on absorbing CO2 with a similar type of electrochemical cell. “These cells are relatively inexpensive in terms of energy consumption - it’s definitely a realistic approach to producing the nanofibres,” he said. More than 20 million years ago, a baby salamander in the Dominican Republic lost a leg in some kind of misadventure and then somehow became stuck forever in a resin deposit. The recent discovery of its fossilised remains in an amber mine in a mountainous region between Puerto Plata and Santiago has stunned scientists from Oregon State University (OSU) and the University of California at Berkeley. The specimen is not only the first salamander fossil ever to be found encased in amber, but is from a never-before-seen and now extinct species. It also confirms that salamanders once lived in the Caribbean, where they have never been seen since. “There are very few salamander fossils of any type, and no one has ever found a salamander preserved in amber,” said George Poinar, Jr., a professor emeritus in the OSU College of Science, in a press release. “And finding it in Dominican amber was especially unexpected, because today no salamanders, even living ones, have ever been found in that region.” The scientists, who have published their findings about the new salamander in the journal Paleodiversity, have named the creature Palaeoplethodon

But instead of toes, the newly discovered salamander had a kind of webbing that might have made it a less than expert climber, when compared to some species today, according to the scientists. As a result, they said, the salamander may have lived in smaller trees or on tropical flowering plants. Among the questions yet to be

answered, however, are why did the salamanders disappear and how did they come to be in the Dominican Republic in the first place. “They may have been killed by some climatic event, or were vulnerable to some type of predator,” Professor Poinar theorized about the creatures’ disappearance. When it comes to their presence in Hispaniola, the researchers say that the salamanders may date back to 40-60 million years ago, when today’s Greater Antilles were still joined to North and South America.

UK: Diabetes cases soar by 60% in past decade THE number of people living with diabetes has soared by nearly 60% in the past decade, Diabetes UK warns. The charity said more than 3.3 million people have some form of the condition, up from 2.1 million in 2005. The inability to control the level of sugar in the blood can lead to blindness and amputations and is a massive drain on NHS resources. The NHS said it was time to tackle poor lifestyle, which is a major factor behind the rise. Diabetes UK called for the NHS to improve care for patients and for greater efforts to prevent diabetes. Roughly 90% of cases are type 2 diabetes, which is the form closely linked to diet and obesity. People with type 1 generally develop it in childhood and are unable to produce the hormone insulin to control their blood sugar levels. Dr Joan St John, a GP in Brent in north-west London, where diabetes levels are some of the highest in the country, said the condition had become incredibly widespread. She told the BBC News website: “It’s very noticeable in that not a week goes by that you don’t make a new diagnosis of diabetes, at least one if not two or three; previously

that might have been one a month.” The complications of uncontrolled blood sugar levels can be severe, including nerve damage, loss of vision and organ damage. The condition even leads to 135 foot amputations every week across the country. Dr St John added: “Unfortunately that historical myth that it is not a serious condition is still retained by some people and you have to dispel that myth.” “One of the most miserable complications is neuropathy [nerve damage] which can cause a constant nagging, gnawing ache, usually in the legs or feet, and this can be really disturbing and there is no cure for it,” she added. Data published last week showed that diabetes medication now accounts for 10% of the NHS drugs bill. Nearly £869m was spent on drugs, including insulin and metformin, marking a sharp rise from the £514m being spent a decade ago, when the drugs accounted for just 6.6% of the prescriptions budget. ECB ready to discuss cricket becoming an Olympic sport THE England and Wales Cricket Board is no longer opposed to cricket becoming an Olympic sport and will discuss a potential bid in the coming months. The ECB has previously been reluctant to support a bid due to a clash with the English domestic season. But new ECB chief executive Tom Harrison told BBC Test Match Special: “A successful Olympic movement for your sport can be transformational. “England was often seen as the barrier to this. That’s just not the case.” Harrison, a former county player with Northants and Derbyshire, added: “We are very happy to have the discussion and that’s something the ECB board is going to be doing in the coming months.” In July, the MCC’s World Cricket Committee called for Twenty20 to be included in the 2024 summer Games. The Spain international has joined for a transfer fee of $33.5 million and arrives off the back of a treble-winning season with the Catalan giants. He holds the impressive record of being the only player to ever score a goal in six different club competitions during a single season. LOCAL football officials will do all in their power to spread female football in the Turks and Caicos Islands. With a mandate of fulfilling a FIFA pledge of increasing female participants in the game, the TCIFA launched the Live Your Goals campaign last Saturday. Campaign ambassadors: Christma Jean-Louis, Sarah Cenery and Olivia Gravely will look to impart their knowledge on a younger generation of players with the aim of creating stronger female teams in the future. Girls from ages 6-12 are encouraged to participate.

KISHCO recorded an eight wicket win over arch rivals Quality Super Kings when action continued on Sunday last in the HAB Group sponsored, TCI Cricket Association T20 Summer Cricket League at the Downtown Ball Park. Kishco won the toss and inserted the Kings to take first strike. The Kings eventually worked their way to 146-6 from their allotted 20 overs. Naga Khutalingham led the attack with 42 runs (8X4s)

and Captain Ebbon Ceaser added 28 (4X4s). Bowling for Kishco Simijoe Devassy and Sanjay Fatnani finished with two wickets each. In reply, eventual man-of-thematch Jettu Ganglani scored a half-century and Lloyd Lynch supported with 31 (4X4s) as Kishco reached 147-2 in 17 overs. Ganglani finished with 55 (8X4s and 1X6). Bruno hits highest T20 score in TCI

– But sees room for improvement in his batting NATIONAL batsman Garvin Bruno blasted his way to the highest T20 score in the Turks and Caicos Islands last Saturday, and although he respects his accomplishment, he still sees room for improvement in his batting. The opener made 165 unbeaten runs to lead Police to a 75-run win over the previously undefeated Mitsubishi Electric in the TCI Cricket Association Summer T20 Cricket League at the Downtown Ball Park. Bruno, who took a two-year break from the game before returning this season, got past the previous record made by another national batsman, Nuwan Bodhinayake, in December of 2012. In that game against the KB Homes cricket team, the wicketkeeping batsman, representing the Jaguars, had scored an unbeaten 150 runs. Bodhinayake also has the third (147) and fourth (130) highest

scores in T20 cricket locally. On Saturday Bruno (whose previous best was 121) played his shots and had some luck, since a few chances went down. But by the end of the allotted overs he had smashed 22 fours and eight sixes in his magical innings. “It’s a personal best score in 20/20, however it was not my best innings, because I had a few chances dropped, that’s cricket sometimes, and I made the opposition pay.” The 28-year-old added that his legs are moving better, although his timing is not at 100%. The Dominican born all-rounder started the innings in an aggressive manner and had to bat through back pain, after a slight strain while on 61. He powered through the last few overs, belting the ball in all directions to break the record. NOT BEST INNINGS Despite his success, the right-handed

batsman would not rate this as his best innings ever. “No mistake I enjoyed this (innings). It was entertaining. But given the opposition’s strength and having to chase down over 200 about five years ago, my 109 not out against the then dominant Jaguars to win the semi-finals was my personal best.” In Saturday’s clash Police won the toss and flew to 247-2. Along with Bruno’s dominance, Ian Ganess (better known for his bowling) was also in the thick of things with 62 runs (7X4s and 2X6s). Bowling for Mitsubishi Electric Dax Bruton took two wickets for 47 runs from four overs. In reply, Captain Paul Collis led from the front with an unbeaten 63 runs (6X4s and 1X6) while I. Kassan added 62 (8X4s and 3X6s), but Mitsubishi Electric could only muster 172-4 from their allotted overs.

TCIRFU raises almost $7,500 for U19 members to attend LSU – Aims to contribute $36,000 in total to pay for tuition

THE TCI Rugby Football Union aims to raise a whopping $36,000 for three of its U19 members to attend university in the US. The trio Scott Glinton, Hendricks Joseph and Kadis Simmons left the TCI this week for the Louisiana State University where they will attend classes. The TCIRFU has established a GoFundMe page, which has raised $1495. According to the sport’s PRO Dan Willis, Peter Savory has made a substantial donation to the cause.

“We have had a huge boost to the campaign from Peter Savory at Chartered Trusts, who donated $6,000 to the fund, giving us a grand total of $7,495, so far.” Willis pointed out that Savory has challenged sports lovers to help the youngsters. He hopes that persons can match or better his $6,000 donation. Willis told the Weekly News that the fees will be paid over the duration of the youngsters’ studies and that the TCIRFU will continue with its fundraising campaigns.
