Man shot dead in drive-by shooting behind Glass Shack GUNSHOTS rang out around Providenciales on Thursday afternoon (August 23), leaving one man dead in what reports suggest was a drive-by shooting. The Weekly News has learned that the murdered man’s name is Ervin E Walkin of Providenciales. One man, who chose to remain anonymous, recounted that he was driving home from work in the Cooper Jack area when he saw Walkin and another man walking on the sidewalks. He said that when he drove through the same area again, he saw their bodies lying on the ground. Other reports are that a car drove by and sprayed bullets at the men as they were walking. Late on Thursday, police confirmed that one man was dead following the shooting. Walkin succumbed to the gunshot wounds at Cheshire Hall Medical Centre after being transported there. The shocking incident occurred around midday. Acting Commissioner of Police Trevor Botting commented on the brutal attack and appealed to the public for help to apprehend the criminals. “Today’s incident has tragically left another man dead. Detectives from the RTCIPF need your assistance to bring those responsible to justice,” he said.
“Someone knows who carried out this terrible act and I would urge them to contact detectives and tell them what you know. “By working together, we can bring those responsible to justice and make the Turks and Caicos safer for all of us,” Botting said. This attack is just the latest in a series of similar shootings around Providenciales that has left some dead and several injured over the past several weeks. Many citizens believe that a significant portion of these attacks and shootings are as a result of a gang ‘turf war’ and the local drug trade. Over the past several weeks, after every shooting there have been videos, posts and voice messages shared on Facebook and Whatsapp of threats of retaliation from young men against others they suspect to have been the gunmen or somehow involved in recent shootings that left their friends injured or dead. Police have in recent times reported that the number of illegal guns in the territory has risen, with most of them in the hands of criminals and young thugs. They continue to appeal to the public to report tips to the Chalk Sound Police Station at 338-5901 or 941-8082 or anonymously to Crime Stoppers at 1-800-8477. (Delana Isles)

Destination TCI promoted at Las Vegas travel event BY OLIVIA ROSE A DELEGATION of tourism officials recently travelled to Las Vegas to participate in the renowned Virtuoso Travel Week as part of efforts to promote brand TCI. The annual event, which took place from August 11 to 17, saw some 6,071 travel professionals from more than 100 countries gather to network and market their respective destinations.
Ramon Andrews, Director of the TCI Tourist Board, said Virtuoso Travel Week provided an amazing opportunity for TCI’s unique tourism to be showcased to the world. He said: “We have team Turks and Caicos here with us, where we have Nikheel Advani, Karen and the Gansevoort team and the Turks and Caicos Tourist Board, so the full-fledged team and we will be pushing and promoting the destination.”
Andrews stressed that the overall aim was to further strengthen existing partnerships while capitalising on new and emerging tourism markets. The event forms part of the Tourist Board’s annual plan to expand the territory’s reach to potential visitors by partnering with agencies across the globe. Virtuoso is a network of the best luxury travel agencies, with more than 17,500 advisors worldwide.

Storm predictions decreased this season THE NUMBER of predicted storms this year has been reduced – but the public is urged to continue with thorough hurricane preparations. According to an updated forecast by the Colorado State University (CSU), fewer storms are likely to make landfall this Atlantic hurricane season. CSU research scientist Dr Phil Klotzbach said this is due to cooler water temperatures, dry air and strong wind shear. In April, the university predicted a slightly above average season that could be just as active as the last. Researchers said 14 storms were likely, seven of which were expected to become hurricanes and three are to be major hurricanes. On August 2, the university changed its prediction to a total of 12 named storms and six hurricanes - three of which will be a category three or higher. The National Oceanic and Atmospheric Administration (NOAA) also updated its forecast on August 9. It predicted nine to 13 named storms, four to seven hurricanes and two major hurricanes. Both the CSU and NOAA are now expecting a below average season. A statement from the Department of Disaster Management and Emergencies on Monday (August 20) said extensive planning remains extremely important. “It takes only one storm to

cause loss of life and damage to infrastructure,” it read. “The department encourages all residents, visitors and the business community to ensure that they have completed their preparations. “As we are now in the peak of the 2018 Atlantic hurricane season, persons who have not started their preparations are encouraged to do so
now.” In April Director of the DDME Dr Virginia Clerveaux stressed the importance of being prepared. She said that residents and businesses should have a disaster management plan and up to date survival kits with food and water for at least a week. “Ensure that you have batteries
for your flashlights or solar operated flashlights, because we recognise that we can lose power for extended days and weeks after a major storm.” Preparations should also be made to protect pets from adverse weather conditions, while passports, important documents and money should be kept in a safe accessible place.
Last September the Turks and Caicos Islands was battered by category five hurricane Irma and category three hurricane Maria. Irma made landfall on September 7 and its eye passed between 32 to 36 miles south of the Islands. Coincidentally, this date also marked the anniversary of hurricane Ike’s landfall in the TCI as a category four storm nine years ago. In December last year Dr Clerveaux recalled that the storm caused widespread catastrophic damage throughout the TCI, leaving no island or cay untouched. The worst affected islands were Salt Cay, South Caicos, Providenciales and Grand Turk. Two weeks after the impact of that storm and while still grappling with the early recovery stage, the TCI once again had to move into response mode for another major storm. Hurricane Maria followed the exact same path of hurricane Irma, passing between 35 to 105 miles off the islands as a category three storm on September 21. The storms destroyed vital infrastructure and damaged hundreds of homes across the territory – but fortunately no one was killed or seriously injured. Contracts awarded for removal of seaweed THE PUBLIC Works Department has awarded contracts for the cleanup of deposited sargassum seaweed on the coastline in Grand Turk. It is anticipated that work will begin within the coming week in the most heavily affected areas. A Government statement on Monday (August 20) explained that sargassum poses no threat to humans. “…though decaying mounds of the material may create eyesores and offensive odours, the wrack line stabilises beaches as it ‘catches’ wind-blown sand, preventing erosion and stabilizing dunes,” it read. “The management of these issues therefore, requires careful consideration of the use of the shoreline for recreational enjoyment and the environmental impact of the sargassum on the coastline.”
While removal of sargassum is normally not permitted, excessive amounts are recognised as “problematic” and consideration is being made for removal where required. In the statement the Department of Environment and Coastal Resources (DECR) acknowledged that the current quantities of sargassum that have washed ashore may pose a frustration to residents and visitors. “Nevertheless, the DECR would like to assure all parties that we seek to act in the best interests of residents, valued visitors and our environment.” Sargassum is an important seaweed found throughout the world’s oceans. In fact, the Sargasso Sea is named after the concentration of this algae in its waters.
Periodically, sargassum washes up on beaches which is a natural process that can provide important structure and nutrients to these areas. While floating around, it provides an important habitat for a number of organisms, particularly giving shelter to juvenile fish and sea turtles during their vulnerable stages. Anyone seeking to remove large amounts of material from the eastern shoreline of Grand Turk should contact the DECR office at 3383172 or environment@gov.tc to seek further guidance to coordinate removal efforts. In areas where quantities of sargassum are too large to be buried in the sand, it should be transported to the dump for waste disposal. It can also be composted for use as soil amalgamation in landscaping.

Chain restaurants are now being welcomed in TCI BY DELANA ISLES IN THE wake of Outback Steakhouse’s opening and news that the famous Starbucks coffee brand is coming to TCI, there have been questions as to the direction the territory is taking in relation to chain restaurants and stores. For several years, up until August 20, the territory has been devoid of chain and franchise stores, a fact that has appealed to some citizens, residents and tourists to the Islands. But, not all who live in the TCI look favourably on the new direction in which the territory seems to be going. Over the past few months as the news and images of Outback’s new Grace Bay location in Providenciales flooded social media forums, a barrage of negative feedback drummed out the positive - both coming from citizens and residents. Then on Thursday (August 23), it broke locally that Starbucks will be joining Outback with their own chain store at the Grand Turk Cruise Port, later in 2018. The Weekly News recently raised some of these concerns with Premier Sharlene Cartwright Robinson following the official opening of Outback Steakhouse this past Monday. Commenting specifically on Outback’s opening, the premier pointed out the fact that the restaurant will be serving a lot of local dishes is a major plus that will appeal to tourists and residents and a good reason to welcome them into the Islands. “Tourists…will get the opportunity to sample local dishes, which is important, this [Outback] will draw them to what they are familiar with, but then they also get to taste local culinary.” She also believes that the franchise will perform very well in the TCI, pointing to the diverse cultures and tourists that the territory attracts. “There are other persons like me who want steak no matter where they vacation, so I am happy that we brought this extra addition. I call it the steakhouse champion of the world. It brings familiarity.” But while the premier is advocating the need for familiarity in the culinary choices of tourists, for years the TCI has attracted tourists on the basis of its uniqueness, charm, local cuisine and the lack of chain restaurants that can be found in several other Caribbean islands, in the US and other parts of the world. She also rubbished claims that the Turks and Caicos Islands should turn Outback away from investing in the TCI because they have closed down dozens of their restaurants in the

United States. “If they are closing down in the US, sorry, rest in peace, but they are bringing business to the Turks and Caicos, so I don’t understand how that translates to why we should say no don’t come because you’re closing other locations. “We are pleased to have them here in the Turks and Caicos,” Cartwright Robinson said. In February 2017, Business Insider magazine reported that Bloomin' Brands, the parent company of the Outback Steakhouse, Carrabba’s, Bonefish Grill, and Fleming’s Steakhouse chains, had announced plans to close multiple restaurants. In a presentation to investors last year, the company announced a loss of $4.3 million in the fourth quarter and that it would close 43 underperforming restaurants. Business Insider reported that the Bloomin’ Brands is suffering from an industry-wide slowdown that many analysts fear could be the beginning of a restaurant recession. The premier also addressed concerns of residents about the TCI opening its doors to other fast food restaurants and franchises. She stated that Outback Steakhouse is not in that category. “Outback is high end and that is commensurate with our brand, and it is important that people understand that. It is not just a steakhouse that will only sell steak, it is will also sell local cuisine.” The premier said that it is ultimately up to the business community if they are interested in purchasing franchises to bring to the territory. “I don’t know that we have ever really taken a stance on this [chain restaurants] as a country, because we have allowed KFC in before, but it is not something that people come to the Turks and Caicos to look for.” She noted that the territory has done very well over the years promoting its local cuisine and the Government intends to continue along this path. Kentucky Fried Chicken (KFC) had opened an outlet in Downtown Providenciales in the mid-1990s complete with a drive-through. However, disagreements between the local franchise and corporate over ingredient sources and unapproved menu items, such as locally harvested conch and other local foods, had forced the TCI branch to close its doors. Since that time, no other chain restaurant has been brought to the territory, affording tourism officials and businesses to reel in tourists with boasts of the Islands’ high end product and an escape from the norm.
ISLANDERS AND IMMIGRATION
OPPOSITION leader Washington Misick is concerned that the growing migration issue facing the TCI could lead to the indigenous population being outnumbered and marginalised. “In terms of what happens to the Turks and Caicos Islands in 20 years from now, I’m more concerned with how many kids, your kids and grandkids, how they’ll fit into this society,” he told a recent illegal migration summit. What are your thoughts?
Grow up
Development equals population increase. More demand for labour implies that the existing (indigenous) population either has the skill set or there is a need to hire from outside the TCI. People live here for a number of years, acquire rights and become citizens. There is also a sad and unfortunate indigenous attitude problem of saying “that is Haitian work”. Well, does the job need to be done or not? That is the other realistic side of the coin. Global migration is a reality, however much we gripe. Trump in his white man mind set wants more whites and less blacks, Latinos and other non-white immigrants. The TCI leadership should be open minded, practical fair and reasonable. Mr Misick was married to a Jamaican and had his family by her. So what? Actually, quite beautiful. Many Europeans, North Americans, TCIs and so on live work and intermarry in the TCI. Yes, brothers and sister human beings, that is the reality across this one planet that we all inhabit - Earth. So, grow up and get used to it. Washy and president Trump, did you hear that?
Out of touch
This is very disappointing to hear. The leader of the opposition is very much out of touch. TCIs have been outnumbered for nearly 20 years with the recent census over 10 years ago confirming 60/40 in favour of expatriates. As Minister of Finance, Hon. Misick had access not only to this information but also the births and deaths that shows which nationality leads in births (Haiti) and deaths (TC Islanders). He is also aware of the thousands of persons in the last four years that were allowed to come under his PNP Government’s temporary work permit system and who now have no status.
So, we are outnumbered by legals and illegals. Hon. Misick should never let those words come out of his mouth as if something new is happening. We have been outnumbered. The leader of the opposition’s comments further support why we, the people, voted for change in December 2016. We see that all is not lost with this new PDM Government. Their population policy coupled with their aggressive approach to tackling illegal immigration is a step is a right direction.
Let them leave
Migration is a good reason to be concerned, but stop being concerned and actually do something about it. It is clear that more action is needed now. They are taking your land. It is time to stop talking. You know where they are, go where they live and give them a deadline to leave. Take the licences and give high penalties to those who hire them and tell those who are allowing illegals to live on their land, to get them off or face jail and high penalties. Take down the illegally built homes. Take their children from the schools if the parents are not legal. Close illegal shops in houses. Do not fear their evil, God is stronger. Let everyone know that this is no other country than the Turks and Caicos. Fight for your country and who do not like it, let them leave also.
Close the floodgates
The leader of the Opposition the Hon. Washington Misick is demonstrating the kind of statesmanship towards the policy positions of the Government where they ‘affect us all’ by not taking cheap shots at the Government in times of crisis. The Minister of Immigration, likewise, the Hon. Sean Astwood is also showing real leadership in this current and looming crisis by
summoning all and sundry, ministers of immigration, policymakers and past ministers. He is ending a practice in TCI policymaking where once you get old they bury you. It is also real stellar where partisans far and wide realise that we must tackle this issue together as one people and with one voice. Some issues must be kept above politics. The TCI has entered a phase where political unity and a consensus on the main issues may be our only way out. With TC Islanders united they cannot touch us. This summit was no photo op or blame game. It was powerful and uniting and sent the right message. Today’s pseudo-intellectual in the British government will try and force these migrants on us out of bleeding heart liberalism without counting the cost to the TCI. This migration issue is coming at us, a land of ‘unwalled villages’. We have no borders, no walls, no coast guard etc. The TCI must be helped by its regional brothers with patrol vessels etc. We cannot manage the influx and the Hon. Misick has made a reasonable point. If you see what’s going on at the US border and in Germany where migrants come, demand rights and force themselves on a people, forcing their laws and customs, this is part of the mortal fear for the TCI. Global policy favours the migrant and the illegal. We have already accommodated illegal migrants of all nationalities and it is time for the floodgates to be closed.

Starbucks coffee is coming to TCI BY DELANA ISLES POPULAR US coffee chain Starbucks will soon be opening an outlet in the Turks and Caicos Islands. The news was first revealed last month during a launch of one of the company’s stores over in Jamaica, however no formal announcement has yet been made in the TCI. Loop News Jamaica reported on July 4 that Sandals Resorts International’s deputy chairman, Adam Stewart and Margaritaville Caribbean Group’s chairman, Ian Dear recently came together to form Caribbean Coffee Baristas and that they plan to bring the coffee franchise to TCI as well as the Cayman Islands this year. Loop reported that the opening of the two stores is set to occur by the end of this year and by 2020 the franchise intends to have a total of 15 Starbucks operating in the Caribbean region, five of which are already located in Jamaica.

Caicos Express to pull plug on GT flights BY OLIVIA ROSE CAICOS Express Airways is gearing up to cease flights on several key routes across the Turks and Caicos Islands. This is according to a statement issued by management of the company on Tuesday, August 14. “Due to circumstances beyond our control we much regret that as of August 31, Caicos Express Airways will no longer provide airlift services between Grand Turk and Salt Cay, and Grand Turk and South Caicos.” However, the company said it is able and willing to provide charter flight services to these islands. “We take this time to thank our valued stakeholders and customers who have supported Caicos Express Airways throughout the years, Caicos Express Airways remain committed to the people of the Turks and Caicos Islands,” the release stated. Well known South Caicos community leader Reverend John Malcom said the airline’s decision to pull out of the island at the critical juncture is rather unfortunate.
“Once again the community of South Caicos is thrown into a state of disarray as a result of Caicos Express’ announcement of its cessation of flights between South Caicos and Grand Turk. “This is a new episode on the ongoing saga of airlift in and out of South. “This comes at a very critical time because with the recent opening of East Bay and Sailrock more visitors are discovering this part of the destination and loving it.” The news of the airlift cessation has sparked upset among residents especially in South Caicos since only a few months ago the plug on pivotal banking services was pulled from the island. Earlier this year, CIBC First Caribbean Bank also suspended its services to the hurricane ravaged island due to safety concerns. Leaving customers to ferry or fly to complete their banking at either the Providenciales or Grand Turk branch. The Weekly News has since reached out to the airline for a response and was informed that a press conference will be held next week to further update the public.

She stated that when concessions are not requested from the Government by investors, it is only provided with these details as a form of courtesy. The premier added that to date the Government is not privy to that information but she expects to meet the investors very soon. Reports in other parts of the media here in the TCI are that the coffee chain will soon be conducting a recruitment drive for their store at Margaritaville in Grand Turk. It was reported by Magnetic Media on Thursday (August 23) that Starbucks has begun a vigorous advertising campaign for staff. The news agency reported that the franchise is hoping to attract a qualified store manager, shift supervisor and barista at a job fair on Tuesday, August 28, from 9am to 3pm. They are calling on Turks and Caicos Islanders to apply for these positions. While in recent years the TCI has not allowed franchises into the territory, the company’s coffee beans and ground products are sold at major supermarkets across Providenciales. Starbucks will soon join the recently opened Outback Steakhouse, another US franchise, in the territory.

Michael Misick weds Dominican bride FORMER premier Michael Misick has once again tied the knot, this time to long time girlfriend and fiancée Tatjana van de Merwe of Santo Domingo, Dominican Republic. The ceremony was held on Sunday, August 19, in Misick’s native island of North Caicos. The simple ceremony, set against a backdrop of the beautiful turquoise waters and the lush vegetation of the island, saw family and friends coming together to wish the happy couple Godspeed as they began their life together as man and wife. This is Misick’s third marriage, the first being to Yvette Marcelin, attorney at TWA Mercelin Wolf. His second was to US actress LisaRaye McCoy in a lavish ‘fairytale’ styled ceremony that at the time made the news and magazine covers around the world. The former couple had wed after a whirlwind romance that McCoy detailed during her testimony in the Special Investigation and Prosecution Team’s (SIPT) trial in October last year. Unlike Misick’s second wife, not much is known publicly about his third, except what was revealed in court in February 2017 when her name first appeared in court documents linked to Misick. At that time, during court submissions in a hearing where
Misick was seeking the release of some of his funds to cover his living expenses, SIPT prosecutor Andrew Mitchell made reference to an engagement ring that Misick had given to van de Merwe. Mitchell had argued strongly for the judge to refuse Misick’s application, stating that Misick had flown to the Dominican Republic in May 2016 to receive private medical care, had run for election in December with a comprehensive election campaign, and gotten engaged at which time he presented his new fiancée with a valuable engagement ring. In reference to the engagement ring, the prosecutor told the court that he did not have any evidence that Misick had purchased the ring. In pointing to another example in defence of the Crown’s assertion that the former premier had access to undisclosed money, the prosecutor had pointed to when the former premier had first proposed to wed van de Merwe in 2013. The prosecutor had said that the Crown’s evidence showed that the wedding would have cost at least $12,800. OMAROSA BOMBSHELL Misick’s new marriage comes shortly after a report in British newspaper the ‘Daily Mail’ that

controversial former Donald Trump advisor Omarosa ManigaultNewman and Misick had an affair back in 2005. The affair reportedly lasted six months, fizzling out after LisaRaye McCoy intervened in the friendship and she and Misick married. Reports are that the former premier was at the time seeking to boost his and the territory’s image on the world stage through his relationship with Manigault-Newman. Omarosa, who was recently fired by the Trump administration, published a memoir titled ‘Unhinged’ about her formative years, detailing
String of armed robberies around Provo prompt appeal for help EARLIER this week, three armed robberies left police in Providenciales appealing to the public to provide any information they may have on the criminals or their crimes. Shortly after 11pm on Monday (August 20) armed men entered a Leeward Highway plaza near the Beaches roundabout and held employees at gunpoint as they robbed the establishment of an undisclosed amount of cash. They then escaped by running into some nearby bushes. No was injured during the commission of this crime and neither
were there any shots fired by the gun-wielding bandits. The second incident occurred on Tuesday (August 21) just after 9pm. Police reported that three men armed with guns walked into a Bay Road, Blue Hills store and held the cashier at gunpoint before demanding money. After receiving an undisclosed amount of cash the culprits fled the scene. In the third incident, also on Tuesday, police said that a man reported to 911 central that at 11.55pm he was approached by a man with a gun while parked at a
residence in Five Cays. He was ordered out of the vehicle and the bandit sped off in it. There were also no shots fired or injuries to any of the victims in these incidents. Up to press time, no one has been arrested or charged in relation to any these crimes. ‘Mad Max’ charged with Judah Gail’s murder KENDAL Dean, a 23-year-old resident of Blue Hills, was on Thursday (August 23) charged with the capital offence of murder when he appeared in Providenciales Magistrate’s Court. Judah Gail was gunned down on Friday, August 3 outside of a popular local bar on Aviation Drive in Downtown, Providenciales. Dean, also known as ‘Mad Max’, was later arrested and charged with committing the crime. He has since been remanded to Her Majesty’s Prison to await his sufficiency hearing sometime in the coming weeks. Gail was executed at about 9.30pm, just before police received a 911 call about several gunshots being fired somewhere in Five Cays. When police and paramedics turned up to the scene, they discovered 35-year-old Gail
lying dead on the ground. Reports at the time are that two other men were also shot during the barrage of bullets. They were rushed to the hospital in a private vehicle where they were treated for gunshot wounds. Dean was formally arrested by police on Tuesday, August 21. He was charged with murder, discharging a firearm, discharging ammunition and possession of an unlicensed firearm, and was held without bail until his court appearance on Thursday. Police continue to appeal to the public for any information they may have and anything they may know in relation to the murder. ON TUESDAY (August 21) US chain restaurant Outback Steakhouse officially opened its doors to the TCI public. The opening came one day after the restaurant formally cut the ribbon at a VIP event in the lobby of its Grace Bay, Providenciales, outlet. In attendance at that event were Premier Sharlene Cartwright Robinson, ministers of the Government, members of parliament, other officials, special invited guests and local and US staff members. Owners of the establishment Christopher and Mary Mortimer, both of the Bahamas, were also on hand to welcome the dignitaries to their newest venture. Christopher Mortimer will serve as president and CEO of the restaurant. The Mortimers are joined in their investment by local partner, Phillip Misick. The owners took the opportunity
on Monday to make their first corporate donations to the Turks and Caicos Islands community. The recipients were the TCI Cadets and the TCI Aquatics swim club - two organisations selected by the premier. In a keynote address, the premier welcomed the newest investors and restaurant to the TCI, stating that the territory prides itself on its high end brand, which Outback Steakhouse will only add to. She observed that the TCI is now a part of a very short list of Caribbean outlets of Outback Steakhouse following behind the Bahamas, Dominican Republic and Puerto Rico. “We here pride ourselves on a very strong, high end brand and we believe that this chain of restaurants only adds to our reputation and is definitely commensurate with all TCI brand experiences.” She pointed out that the opening, brought to these shores by a Bahamian family, is indicative of the
close relationship the two countries share, and formally welcomed the Mortimer family to the TCI. “It is simply not every day that we see this and we are thrilled that you have brought this mother son business experience to the Turks and Caicos Islands.” She also expressed her pleasure that the Outback brand represents the things that the TCI holds dear and wishes to see in all good corporate citizens. “One, a strong sense of family which oftentimes sees a greater commitment to the success of a business and a strong local management component with opportunities for our people. “We celebrate today with Mr [ Stephen] Garland who will lead this local facility as its manager, and I caution him that he is the only one not to have family discounts because as a Garland he would recognise very quickly that he is related to about three quarters of the population,” the
premier said, to laugher from the audience. She pointed out that the opening of the restaurant is indicative of the confidence investors continue to place in the TCI’s economy. “Your multimillion dollar investment in this business speaks volumes for what we have to offer here. “We are grateful that you have made the bold statement of investing first and then of wanting to employ Turks and Caicos Islanders only and of your successful search to find a Turks and Caicos Islander to entrust management to,” the premier remarked. A corporate representative was also on hand to offer some remarks on behalf of the parent company Bloom Brands Inc, at the opening. Suk Singh, the chief development officer at Bloomin’ Brands Inc welcomed the TCI to ‘the family’, stating that this year Outback turns 30.
He observed that in 1988 when a group of four friends opened the first Outback in Tampa, Florida, they were not imagining that 30 years down the road, they would have more than 900 restaurants in 23 countries around the world. He welcomed the TCI as the 23rd location to the chain, and expressed hope for a great working and business relationship. Prior to Monday’s ribbon cutting ceremony, the restaurant hosted a free dining experience for selected residents, with selected menu items being offered free of charge. That event was very well attended and received by local residents who commented quite positively on the menu items. Local staff are still currently undergoing training by a team of Outback employees from the US. The restaurant opens Monday to Sunday, with its latest opening time being up to midnight on Fridays and Saturdays, and doors closing at 11pm all other nights of the week.

TCI aviation needs investment boost PART ONE Dear Editor, The Turks and Caicos Islands is known for its consistent rapid growth in tourism. Our beautiful by nature home is an archipelago of 40 low-lying coral islands in the Atlantic Ocean. Our gateway to the Islands is through our city’s international airport in Providenciales, however, we have an additional international airport located on our capital Grand Turk. Uniquely there are six domestic airports located in Pine Cay, Ambergris Cay, Salt Cay, South Caicos, North Caicos and Middle Caicos islands. Though most of them are currently not operational. Over the years it has been spectacular to witness Providenciales becoming the epicentre of tourism bustling with activity, PLS airport is usually packed with departures and arrivals at all hours of the day. Nevertheless, beyond our city island lies vanishing colonial glories, picturesque sceneries and exuberant verdure not being explored enough because of the lack of availability of optional transportations and convenience in getting there. Yet, other than Grand Turk’s airport the remaining airports flight and day to day operations have long been permanently grounded, and many of their structures are decaying
as they are left to the elements. These are now evidence of crumbling, weather-beaten aerodromes resembling virtually no man’s lands. The visual pictures and sight is heart breaking to not lament over the decaying ruins of our airports history. Do we just stand by as a people and watch them go to waste? Tourism has been our main source of revenue since the early 1980s. Therefore, it is mystifying why there has not been a vision of reconnaissance executed to invest in tourist attractions and maintenance of the airports located on these Islands. Airports play a considerable role in economic development, and the most important cargo they move is people. It is the largest investments we can make as a country to further improve our tourist revenue and as well, making all the Islands accessible for tourists and locals to explore. The Turks and Caicos Islands constantly seeks investment in new airlines and related businesses to
attract talent and new ventures back to the Islands, but part of that drive depends on the resuscitation of the airports that are currently out of functional operations. The focal point of the Government and the TCI Airport Authority should now be to transform our country into operating efficient aerodromes and strengthen our aviation logistics. PLS airport would obviously remain as our aerotropolis hub. This will attract an increase in number for small aircrafts to our islands for tourism and business purposes. Our geographical location and relief is identical to the Bahamas. Similarly to the Bahamas, we can have our smaller aerodromes adequately meeting the minimal requirements needed to be operative yet providing efficient services. This is the most practical strategy that will further boost our aviation industry. However, we must reactivate aviation at all our aerodromes. Global aviation doubles its output every 15 years. There are now 1,400 airlines operating 26,000 planes globally. At any one point in time, there are up to a million persons commuting by air. Our country could be benefiting greater from this global aviation industry especially with private flying and small aircrafts. Dameko Dean, Providenciales

Equal rights under the law Dear Editor, In the August 11-17 edition of your publication, in the article ‘Accused child rapist denied right to be examined by his own psychiatrist’, the following was stated: “…with the suggestion that his client’s constitutional rights would be violated were he to be examined by a Government appointed psychiatrist.” Those words referenced my appearance in court. There is in the report an evident inadvertent error in omitting the word ‘only’: “…to be examined ‘only’ by a Government appointed psychiatrist.” For the point in issue is not that a Government appointed psychiatrist is debarred from so examining my client, but that concepts such as ‘fundamental constitutional rights’, equality of arms’ and ‘due process’ are in issue. When mentally ill persons, the indigent, and any other seriously disadvantaged persons stand before the court to face serious charges, then it is imperative under our system of justice that such person(s) be afforded the tools necessary adequately to answer the charge(s). The state has a depth of financial resources to pursue prosecution to be equipped with technical professional expert advice and findings; by contrast, a person who is legally aided does not have resources to obtain similar technical and informed opinion and advice - hence the principles of justice protect such
entitlement under the constitution; affords a right for ‘equality of arms’ and ultimately aims to achieve through ‘due process’ a just result in the case. Denial of such rights is a denial of justice itself, for the terminal result will be significantly different if the balance which the law assures as a right, is not fairly weighed and protected throughout the trial process. Failure of equal and complete assessment of the mentally ill person, if left partial and without proper advice to defence counsel on all technical issues arising and thus remaining devoid of full examination upon issues of vital importance in the defence, as a right which the law assures must be provided, is then no more or less than a compromise of justice itself. The foregoing is the context within which my stance in court arose, and ‘due process’ shall now ensure that the rights and wrongs of this very serious case are hereafter fairly and justly addressed. Without such process being operative, our justice system would be little more than a sham and pretender of being the guardian of justice. My correction is stated thus; more I need not say and the court itself shall henceforth hear and decide. Respectfully,
the new deal put in place when FortisTCI bought PPC. Now a brother Misick, is Washy still in the Fortis fold? An inquiry brought us an eight-year long investigation and prosecution into the workings of much of the Misick clan. Justice still undone. Are the defendants untouchable? Why is InterHealth Canada, untouchable? Why did interim governor Wetherell approve then make their 8,000 page legal agreement untouchable? Where is Wetherell today? Back in Britain and untouchable? We have two overly expensive Canadian firms put in place during the Misick years. At that time Mike had the 2006 constitution in place, near independence. The PNP Government set things up for InterHealth Canada and Fortis. After the Misick Government was removed it was the Brits who continued to defend these Canadian rip-off companies. Ask yourself why. Who in Britain and the PNP is benefiting at the expense of our people’s
finances and health. It is time for this PDM Government to get to work and put the British, the British FCO, FortisTCI and InterHealth Canada on notice. Drag them out into the light, find out what and who is behind this surrogate colonialism. We would like to end the trial with proper justice. Get FortisTCI to be a real partner for growth. Return primary healthcare to local practitioners. Insure our folks under a broad secondary insurance plan with a Lloyd’s of London top end clause. Blue Cross would love to pick-up 30,000 new clients. We did it in our business years ago with only 50 employees. Serious treatments for serious health issues in the USA. Insist our civil servants be trained and properly managed, then compensated. Control our borders with the British navy and once and for all manage the police to end crime.

Zika risk low in the Caribbean, says health agency BY OLIVIA ROSE THE RISK of contracting the zika virus in the Caribbean region now is “low” according to the Caribbean Public Health Agency (CARPHA). Following a review of data over the past 30 months, CARPHA said in a statement issued on Tuesday, August 14,
that the virus transmission has been “interrupted”. Its regional laboratory continues to test samples for mosquito-borne diseases, including zika, dengue and chikungunya viruses. But tests have shown a dramatic decrease in zika from 2016 to the current time, where no cases have been confirmed
among samples tested over the past year. The number of reported cases of zika, which was first detected in the Caribbean in 2015, peaked in the fall of 2016 and began to fall off by December of that year. However, concerns regarding zika, especially that a zika infection contracted during
pregnancy could be a cause of microcephaly in babies, resulted in a dip in tourism in the islands where many cases occurred, especially Puerto Rico and the Dominican Republic and even in the TCI. Dr C James Hospedales, executive director of CARPHA, said there is still a need to be vigilant.
He explained the agency will continue to work closely with public health partners, including the US Centres for Disease Control and Prevention to find innovative ways of mosquito control. “Working alongside CMS we will support vector control activities and educate the public to protect the health of all within their borders,” he said. “There is a need to strengthen surveillance in member states, set up registries for babies affected in the 2016 epidemic, enhance laboratory testing capacity, document the findings of countries to ensure evidence-based policy and practice and to look at ways to deal with climate-sensitive, mosquito-borne diseases. “As we work towards the elimination of the vector and their breeding sites CARPHA encourages visitors and residents to protect themselves from mosquito bites by using insect repellents, wearing protective clothing and staying in screened or air conditioning accommodations.”
Health officials in the TCI have been lobbying for the territory to be removed from the high risk zika alert which has been in effect since 2015. Speaking at a recently held vector control workshop held in the TCI on Monday, August 13, Director of Health Services Dr Nadia Astwood told reporters that no new cases of the dreaded zika virus have been reported in over a year in the territory. “And along with many other countries in the Caribbean region we are working to try and get zika reclassified on the CDC website, because this is proven to be a hindrance for tourism.” CAPRHA has stressed that local surveillance in member states has demonstrated both a decrease in general feverrelated illness as well as a specific absence of zika reports over the past year. The zika virus is transmitted to people primarily through the bite of an infected Aedes aegypti, the same mosquito that also spreads chikungunya, yellow fever and dengue fever.
Interns complete placement with Sailrock TWO groups of interns who spent the summer at a luxury South Caicos resort demonstrated “professionalism and discipline” according to the company director. The annual Sailrock Summer Internship Programme ended on Friday (August 24) as the second team completed their threeweek internships. Each participant was carefully selected from applicants at Marjorie Basden High School and the TCI Community College. Sailrock Resort executive director Matthew Bywater said: “The 2018 Sailrock summer interns have done exceptionally well over their six weeks of working. “Throughout their internships, they’ve demonstrated professionalism and discipline, and have displayed confidence, and leadership.” He said their interests in the programme led to the offering of two new departments maintenance and cost control, as well as nearly doubling the number of students hired in 2017. “Our interns have made us extremely proud,” he said, “and we look forward to welcoming some of them back for the 2019 Sailrock Summer Internship Programme.”
Students were placed in the front desk/reservations, food and beverage/kitchen, housekeeping, maintenance, and cost control departments where they were able to experience the hospitality industry first hand. Maintenance intern Alfred Smith, 17, said he has learned many important life skills through the programme. “Three of the most important include responsibility, punctuality, as well as the significance of learning through asking questions. “My favourite part of this internship has been learning how to independently complete a variety of practical tasks.” Meanwhile 18-yearold housekeeping intern Clajamessie Garcon said she liked that the programme provided her with exposure to a new industry. “I interacted with many new people and learned how to work as part of a cohesive team unit, which helped me develop my communication skills,” she said. The Sailrock Summer Internship Programme was developed in 2017 in order to provide students with an interest in hospitality with the opportunity to explore potential career paths in the industry while earning salaries.

Lord Ashcroft wins at CCJ to get Belize judge investigated LORD Michael Ashcroft has succeeded in his attempts to have sitting Belize appellate judge Samuel Awich investigated for misbehaviour and possible removal from office. The matter had already been going on for six years when earlier this year, after having exhausted all of the legal options in Belize, and losing in the country’s court of appeal, Ashcroft took the matter to the Caribbean Court of Justice (CCJ) in June. His complaint against Justice Awich was first aired in July 2012, when he and Dean Boyce, who was then the director of Ashcroft’s British Caribbean Bank, wrote a letter to the Judicial and Legal Services Commission (JLSC). They complained that Awich should not have been appointed to the Court of Appeal in Belize and that the Belize Advisory Council should launch an investigation into Awich’s conduct when he was a Supreme Court judge, Belizean media reported. The request detailed allegations of lack of judicial ‘acumen’, delays in judgment writing and lack of timeliness in the delivery of judgments while Justice Awich was a judge of the Supreme Court of Belize. They relied on the grounds of ‘misbehaviour’ and/or alternatively ‘inability’ of the judge. The commission considered their complaint and dismissed it on the grounds that the complaint

had no relation to Awich’s current position as such the complaint was misconceived and premature. The commission stated that the appointment of justices of appeal resides with the prime minister and the country’s constitution does not countenance the participation of the commission or the Bar Association in that process. Ashcroft then sued the JLSC in front of Justice Courtney Abel, who in October 2014 ruled that the complaint should not have been summarily dismissed as baseless and misconceived without first convening a preliminary inquiry to review the matter as the prior conduct of Justice Awich as a judge
of the Supreme Court could provide some foresight as to his conduct as a judge of the Court of Appeal. He ordered that the complaint should go back to the commission for reconsideration, prompting the government and the JLSC to appeal his decision in the Court of Appeal in June 2017. The appellate court upheld the commission’s initial decision to dismiss Ashcroft’s complaint against Justice Awich. Ashcroft and Boyce thereby took their final appeal to the Caribbean Court of Justice on June 26, 2018. The court delivered its ruling on July 31. Reported in Caribbean media,
the Port of Spain, Trinidad based CCJ ruled that Justice Awich is to be properly considered for investigation by the JLSC. The judgement paves the way to allow the JLSC to refer the complaint to the Belize Advisory Council which would then investigate whether the judge should be removed from office. During the appeal hearing, the justices considered Section 102 of the Constitution of Belize which provides for the removal from office of a justice of appeal for misbehaviour and/or inability. The court held that the section was clear that the JLSC’s role was strictly to consider whether the complaints were serious and, if so, to refer them to the Belize Advisory Council, whose role was to investigate the matter and to advise the governorgeneral whether the judge should be removed. The CCJ said that a judicial officer’s past conduct, depending on the circumstances, could bear relevance on the question of whether removal from office was warranted. The JLSC was therefore bound to determine whether the complaint was grave enough to warrant referral and the JLSC ought not to have dismissed the request without proper consideration, the CCJ ruled. The court also provided guidance on the issue of what constitutes ‘inability’ and ‘misbehaviour’. The judgment stated that the term ‘inability’ referred to the lack of capacity to perform the duties of
the office at the requisite level of competence and skill. A judge who was unable to write and deliver judgments on time or who was often overturned on appeal may lack the ability to do his job. The CCJ noted that a judge may be unable to perform the functions of the office at one level of the judiciary but be perfectly capable of performing the functions at another level. Misbehaviour would mean a judge has serious character flaws that would render him or her unfit to hold office. Conduct of a criminal nature, corruption, and serious moral failings could amount to misbehaviour. So too “may any conduct, whether falling within the categories above or not, which in the view of a wide cross section of reasonable members of the society brings the judiciary into public ridicule or opprobrium.” The court disagreed with the Court of Appeal of Belize and in setting aside its judgment, made an order referring the complaint back to the JLSC. The CCJ also awarded costs from all of the hearings leading up to and including the final appeal, to the appellants. Ashcroft, who has long held major business interests and developments in the Turks and Caicos Islands became a controversial figure during the Michael Misick years. He currently conducts his business interests in the TCI under Waterloo Investment Holdings.
Kevino Smith’s family pray for justice BY OLIVIA ROSE THE BEREAVED family of brutally slain Kevino ‘Bah’ Smith have said they are waiting with bated breath for his alleged killers to face court. The tragic death of young Kevino is still fresh in the minds of his mother Patty Smith and his father John Smith, who told the Weekly News that they are praying for justice to prevail. Kevino’s dismembered remains were found discarded in a busy area in Breezy Brae, Grand Turk, in late April 2015 following an aggressive police search effort. The 25-year-old man was reported missing after last being seen having a heated confrontation with several people. Last week two men charged with his murder, Lamar Griffith and Conrad Thomas Jr, were told that they will be standing trial in March 2019. That will make it four years since
Patty and John’s youngest child was savagely taken away from them. Speaking on this latest development John said he hopes his family will finally get some closure. “I feel much better knowing the case will be brought forward next year; these four years have been very long. “It’s been a long, long time and it still hurts as if it was just yesterday but thank God it’s coming up next year.” Kevino’s grief-stricken mother Patty, whose deafening outcry on social media prompted the local police force to dig deeper into the gruesome murder, said the pain will never go away. “The way how my son was brutally murdered…I’m still hurting for my baby. That’s one of my jewels they destroyed because I had four children and now I’m left with just three and it’s hard. “Whenever I talk to my younger daughter and I say ‘hey baby girl’,

it pains me because he was the baby boy.” Patty who has been highly critical of the handling of the investigation from the onset, regularly writing on social media that her boy had been forgotten, said she has been trying to pick up the pieces and move on from that horrendous ordeal. “Sometimes I would just have
flashbacks of him, how he used to throw his [dreads] back and do stuff that I sorely miss. “Next week September 2 would’ve been his birthday and whenever his birthday comes around we miss him dearly. That’s when I really hit rock bottom.” She said it hurts “so much” that it has taken so long time for his
alleged killers to be brought before the courts. Recounting memories of her son, she said just a glimpse of Kevino’s garments sometimes causes a flood of emotions so strong that she is driven to uncontrollable tears. “Some days I feel like I’m hitting rock bottom, under a cliff or the world is closing down on me. “When I get up and I can’t see him, I can’t touch him, I can’t talk to him, I cry day and night.” Crippled with emotions Patty said: “I just want justice for my baby. Why did they do that to me?” The Weekly News has been reliably informed that the prosecution and the defence have both agreed to have the men tried in a judge only trial. Reports also state that the prosecution is seeking to have special prosecutor Evans Welch handle the Crown’s case. The men are represented by attorneys Oliver Smith and Keith James.

Fly flies fly I HAVE just moved from Leeward in Providenciales to the countryside in Long Bay. It’s fantastic, I love it, but the flies! Chilllld let me tell you something, the flies are on fire! They can make a saint go insane. Flies are not only annoying, they’re major carriers of disease. They are known to transfer more than 100 pathogens that can result in illness, including cholera, typhoid, tuberculosis, and dysentery. They collect those pathogens on their legs and mouths when feeding on trash, faeces and other decaying material. Plus, some types of flies such as sciarid flies can damage both your house plants and your garden plants. They continuously breed by laying eggs in the top of the compost and tiny larvae feast on damp organic matter and algae within the compost mix. They also destroy the tiny roots of newly germinated seedling. Flies like whiteflies, fruit flies, bulb flies and fungus gnats tend to suck the cell content out of the plants, feed on fruits and vegetables or their larvae feed on the plants’ roots. Their feeding may result in plants with poor or stunted growth, wilted or discoloured leaves and reduced crops. Given all that, it’s no wonder so many people look for quick ways to eradicate them but the problem is that chemical solutions and sprays for doing so are not the best idea as they’re typically filled with harmful ingredients that can negatively impact children, adults, pets, wildlife and the environment. Instead of going down the chemical elimination route, try using a natural remedy to get rid of these frustrating pests. Here are some tricks to get rid of flies that are already inside and how to keep them away from both your home and garden. LEMON STUFFED WITH CLOVES This technique works well for both indoor and outdoor situations and anecdotal evidence suggests it is an effective way of repelling flies. All that needs to be done for this method is to place whole cloves in a half lemon and wedge in as many of the cloves as you can fit into the flesh. Place the lemon half in a bowl and let it do its job. If you plan on having a barbecue or picnic outside in your garden be sure to set this up at least 30 minutes prior to sitting out there. APPLE CIDER VINEGAR TRAP Whether the fly problem you’re dealing with is indoors or outdoors, this natural, easy to make flytrap is one of the most effective methods out there. Simply get a bowl and fill it threequarters of the way with apple cider vinegar and add in a drop of dish soap. The dish soap allows the liquid in the bowl to have a more firm surface that eventually causes the flies to fall into the vinegar without them being able to predict what’s happening. Just be sure to remove all other temptations for the flies on the table or counter that the trap will be placed on, so that there isn’t any distraction. CITRONELLA SMOKE Even though citronella candles are known for being a great mosquito repellent, it’s been found that they are equally effective for getting rid of flies too. Flies hate smoke and with the added scent of the citronella candle flies will soon scatter. Camphor candles or oil works just as well as any citronella product but both of these are highly recommended for indoor and outdoor fly problems. SUGAR WATER TRIP WITH PAPER CONE This natural method for getting rid of flies is one of the easiest, most cost effective and simplest to put together. All you need is a jar with a little bit of sugar water on the bottom and a paper cone to insert inside the jar
upside down. First, cut a small hole in the tip of the cone before putting it in the jar and make sure that it isn’t touching the liquid at all. Then leave the trap where you believe it will attract most flies and as they go down the cone towards the sugar water they will not be able to get back out again, trapping them inside the jar. It’s good to change out the jars and empty them out every couple of days until you feel that all the flies have been eliminated. CINNAMON AIR FRESHENERS Flies absolutely hate the smell of cinnamon, so keep this in mind if you have a problem with this pesky pest the next time you’re in the hunt for a new air freshener. PLASTIC WATER BAGS This natural fly remedy is a very easy one to get set up as all it takes is clear plastic bags and some water. Fill each bag with water about three-quarters of the way and tie a knot at the top to hang in various doorways around your house. When flies come along they don’t see bags of water but what appears to be a spider web or something that disorients them. This is a popular method for many outdoor produce vendors to use so it will surely work in your house or garden too!

TCSPCA visits South Caicos for annual clinic AFTER being delayed in getting to the island’s pets last May due to inclement weather, the TCSPCA was able to make it over to South Caicos this summer. The May clinic had to be postponed due to strong winds and high seas that prevented shipping company Lew 1 from transporting the charity’s animal bus and all other equipment to South Caicos. Instead, the volunteer veterinary team that had already arrived in the TCI remained in Providenciales and ran another successful clinic at the Suzy Turn headquarters. Earlier this month a new veterinary team joined with local volunteers for the much-needed eighth annual spay/neuter/wellness clinic in the sister island. Dr Terry Eylers and third year vet student Amanda Greenstein arrived in South Caicos on August 8 and over the next five days they performed 62 surgeries at the School for Field Studies (SFS), TCSPCA Director Susan Blehr reported. More than 50 animals also received their core vaccinations and wellness checks. SFS director Heidi Hertler and Clarence hosted the event and provided the hardworking team with accommodation, meals, clinic space and general support throughout the week. Blehr said the TCSPCA was very grateful for the local support received from Sailrock and East Bay resorts which donated funding to cover the cost of running the annual clinic. So far for this year, the society has spayed 19 female dogs and cats, neutered 16 male dogs and eight cats on that island, and over the past eight years they have spayed and neutered 262 dogs and 141 cats there. Blehr said that these figures and the hard work of her team in the territory and those who volunteer their services from other parts of the world, has resulted in thousands fewer unwanted puppies and kittens in South Caicos. She said that the delayed summer clinic had yet another silver lining, as many children who were out of school for the summer visited the
clinic and were fascinated by what they saw and learned. “There may well be a future veterinarian in their midst,” she mused. Blehr also noted that the TCSPCA’s relationships with local businesses, residents and organisations has over the years made it possible for the oldest animal welfare organisation in the territory to hold these clinics on all of the islands. Since January 2001, almost 7,000 dogs and cats have been spayed or neutered at TCSPCA clinics. She was quick to point out that none of these clinics would happen without the group of Providenciales based TCSPCA volunteers who do the grunt work of loading and unloading the van, trapping animals and cleaning up, along with various other administrative tasks.

According to Koenig, who has written two books on the history of the British royal family and had dozens of articles published in the "Eurohistory Journal," the law was legislated once again in 1772, when King George III was in power, and has never been superseded by new legislation.
The custody law still stands today, and over recent decades has affected the way the royals parent their children, especially when it comes to matters of upbringing, travel and education. “When [Princes Harry and William] were little, Prince Charles asked the Queen if both children could fly on a plane together to Scotland, to which the Queen said yes,” Koenig said. “Technically, they needed permission for travel. The Queen has the last word on parenting decisions like that.” It wasn’t the only time the Queen’s tick of approval was sought.

Super-low-carb diet linked to shortened life span GOING low-carb is a popular nutrition-plan choice that jibes with the trendy healthyfat–packed keto diet. But there’s an important reason you might want to stick to something more balanced: According to new research, that lack of pasta, rice, bread, and other good-for-you grains could seriously shorten your lifespan. In a study recently published in The Lancet, researchers followed more than 15,000 participants for 25 years, looking into everything from
their self-reported calorie intake to the amount of carbs, protein, and fat in their diets. Those who ate a moderate amount of carbs—about half of their daily calorie intake—lived an average of four years longer than those who ate very few, with the macronutrient encompassing fewer than 30 percent of their daily calories. The moderate carb eaters even lived two years longer than those on a typical low-carb diet—AKA getting 30 to 40 percent of daily calories from the sector of nutrition, reports Prevention.

A new large-data study of fossil and extant bivalves and gastropods in the Atlantic Ocean suggests laziness might be a fruitful strategy for survival of individuals, species and even communities of species. The results have just been published in the Proceedings of the Royal Society B by a research team based at the University of Kansas. Looking at a period of roughly 5 million years from the mid-Pliocene to the present, the researchers analyzed 299 species’ metabolic rates— or, the amount of energy the organisms need to live their daily lives—and found higher metabolic rates were a reliable predictor of extinction likelihood. “We wondered, ‘Could you look at the probability of extinction of a species based on energy uptake by an organism?’” said Luke Strotz, postdoctoral researcher at KU’s Biodiversity Institute and Natural History Museum and lead author of the paper. “We found a difference for

But these results say that the metabolic rate of an organism is a component of extinction likelihood. With a higher metabolic rate, a species is more likely to go extinct. So, it’s another tool in the toolbox. This will increase our understanding of the mechanisms that drive extinction and help us to better determine the likelihood of a species going extinct.” (Phys. org)

Windrush generation: Formal apology for 18 people EIGHTEEN members of the Windrush generation who could have been wrongfully removed or detained are to get a formal apology. Home Secretary Sajid Javid said a review of 11,800 cases had identified the 18 as those “most likely to have suffered detriment”. They are among 164 people who may have been wrongfully deported or detained. Shadow home secretary Diane Abbott said the “overdue” apology was “nowhere near good enough”. “The government has still not got a final figure on how many of our fellow citizens were deported, forced into so-called ‘voluntary removals’ or detained as prisoners in their own country,” she said. She also said it was an “insult” a compensation scheme being set up by the government is not yet running and called for a “hardship fund” to be “set up immediately”. The Windrush generation refers to those who moved to the UK from Caribbean countries between 1948 and 1971 but were not given proper documentation proving their indefinite right to remain. They said the lack of documentation had posed numerous problems, for example getting jobs, accessing healthcare or even remaining in the UK. In an update to the Home Affairs Committee, Mr Javid said the 18 people arrived in the UK before 1973 and stayed permanently but were “unable to demonstrate their continuous residence here which led to them being removed or detained in an immigration removal centre or a reporting centre”. He said 11 voluntarily left the country, with some having

been served with immigration enforcement papers informing them they had no right to be in the UK, while seven were subsequently released without being removed. Mr Javid said any of those who have left the UK will be helped to return. “The experiences faced by some members of the Windrush generation are completely unacceptable and I am committed to righting the wrongs of the past,” he said. “I would like to personally apologise to those identified in our review and am committed to providing them with the support and compensation they deserve. “We must do everything we can to ensure that nothing like this happens again - which is why I have asked an independent adviser to look at what lessons we can learn from Windrush.” Mr Javid said the way all 164 individuals were treated and the “degree of detriment” varies considerably. Other than the 18 who are getting
formal apologies, there were 72 cases where people were “detained temporarily” for between a few minutes and a few hours at the UK border before being allowed to enter the country. A further 74 “appear to have left the UK” for at least two years thereby losing their entitlement to indefinite leave to remain. The Home Office said they include people who were then either denied entry and removed at the border, or were removed or detained having overstayed. Amnesty International said apologising to “just 18” people was “worrying”. Steve Valdez-Symonds, from the human rights group, said it “brings into question whether the Home Office has a realistic grasp on all the people it has wrongly detained and removed following the exposure of its appalling treatment of the Windrush generation”. Labour MP David Lammy, whose parents were Windrush arrivals, said the 18 were a “drop in the ocean”.
NOAA forecasters lower Atlantic Hurricane Season prediction CONDITIONS in the ocean and the atmosphere are conspiring to produce a less active Atlantic hurricane season than initially predicted in May, though National Oceanic and Atmospheric Administration (NOAA) is raising caution as the season enters its peak months. “There are still more storms to come – the hurricane season is far from being over. We urge continued preparedness and vigilance,” said Gerry Bell, Ph.D., lead seasonal hurricane forecaster at NOAA’s Climate Prediction Center. Seasonal forecasters with NOAA’s Climate Prediction Center have increased the likelihood of a belownormal Atlantic hurricane season to 60 per cent (up from 25 per cent in May) in the updated outlook. The likelihood of a near-normal season is now at 30 per cent, and the chance of an above-normal season has dropped
from 35 per cent to 10 per cent. For the entire June 1 to November 30 season, NOAA predicts a total of 9-13 named storms (winds of 39 mph or greater) of which 4-7 will become hurricanes (winds of 74 mph or greater), including 0-2 major hurricanes (winds of 111 mph or greater). So far, the season has seen five named storms, including two hurricanes. An average six-month hurricane season produces 12 named storms, of which six become hurricanes, including three major hurricanes. The outlook is for overall seasonal activity and is not a landfall forecast. Landfalls are largely determined by short-term weather patterns, which are only predictable within about one week of a storm potentially reaching a coastline, the NOAA said. (Caribbean360)
Bahamas: Cyber criminals posing as public figures net thousands NATIONAL Security Minister Marvin Dames on Tuesday warned the public not to give money to people posing as politicians online as police revealed Bahamians have lost more than $100,000 to cyber criminals this year. Mr Dames said an individual was recently defrauded of $14,000 after they were solicited for a charity by someone purporting to be him on Facebook. He told reporters outside Cabinet police had uncovered up to 19 fake profiles on the social media platform some months ago, adding the figure was likely much higher now. “This is something we have been dealing with now since we came into government more than a year ago,” he said. “A number of ministers, including
myself, persons have been creating false Facebook accounts for me. I think a week ago, an individual went to the Central Detective Unit to report being defrauded of some $14,000. The individual assumed at the time that they were donating funds to a good cause started by myself, only coming to find out that it had nothing to do with me.” He continued: “I want to take this opportunity to advise members of the public that we have no such Facebook account out there asking persons to donate money to a cause, and a number of persons have fallen victim to this. This is of grave concern, the police have been investigating and have been working with Facebook to try to mitigate this issue, but it seems to be growing. “I was just informed just yesterday

Trinidad ‘lucky’ after being hit with earthquake, 32 tremors in 24hrs

Premiers’ rejection of honour avoidable THE decision of former Prime Ministers Hubert Ingraham and Perry Christie to reject the government’s national honour award is an “embarrassment” for the Minnis administration, Reverend Sebastian Campbell, chairman of the National Heroes Committee, said this week. Mr Ingraham and Mr Christie, according to The Tribune’s sources, recently informed Governor General Dame Marguerite Pindling of their rejection of the government’s Order of the Nation award, which is bestowed upon all who have been appointed governor general or prime minister. The former leaders were among 38 people selected to be awarded the national honours this year
in accordance with the National Honours Act, the first group of honourees selected. Neither man has spoken publicly about his decision. Rev Campbell, a strong proponent of the national honours system, said he is disappointed by the decision of Mr Ingraham and Mr Christie but added the Minnis administration should have asked them if they wanted the award before announcing them as recipients earlier this summer. “They should’ve gotten their permission before they went public with it,” he said. “In my case they called me and got my permission and got it in writing before they went with it.
The University of the West Indies Seismic Research Centre (UWISRC) says Trinidad and Tobago is lucky to have sustained such little damage following Tuesday’s 6.9 magnitude earthquake. At 5:31 pm on Tuesday, T&T was hit by the first quake followed by 32 aftershocks which include a 6.0 magnitude tremor which struck at 9:27 am on Wednesday. The details were provided by UWI-SRC Director, Professor Richard Robertson, who was speaking at the SRC’s office in St Augustine on Wednesday evening. He said the stats were accurate up to 4 pm. SRC Engineer Seismologist Dr Ilias Papadopoulos said while T&T escaped with minor damage, this was as a result of the distance of the earthquake’s epicentre, as the quake originated near the Northern Coast of Venezuela. “Trinidad was lucky by what happened. The distance and depth can account for why there was not extensive damage,” he said. Seismologist Dr Joan Latchman echoed his sentiments as she noted that while Haiti suffered an earthquake of the same magnitude in years past, the closeness of the epicentre of that event made the damage to the country more significant. “It is instructive to note that a similar size earthquake occurred in Haiti and caused tremendous damage and death and what we should note, the difference was that Haiti’s earthquake occurred at 10 km

Asked about the length of the earthquake which many described as “never-ending”, she said reports reaching the SRC is that some experienced the tremors for over one minute. “We have had reports of shaking extending for 45 seconds to over 60 seconds. You begin to see damage when you have shaking for 20 seconds, 30 seconds, that’s when you begin to see cracks in your plaster

POLICE in Haiti were guarding the Parliament building on Tuesday after unidentified people reportedly threw a grenade at the building and shots were also heard on Monday. The Commissioner of the Government, Ocname-Clamé Daméus, said that the Central Directorate of the Judicial Police (DCPJ) had been ordered to question all the security officers assigned to building at the time of the incident. He said people who use social networks to incite members of the population into violence will also be questioned as part of the investigation by the National Police of Haiti (PNH). The authorities said that the grenade model will most likely be determined during the investigation and that several bullet holes can be seen on the building. World News Trump: Impeach me and the market crashes US President Donald Trump has responded to speculation that he might be impeached by warning that any such move would damage the economy. “If I ever got impeached, I think the market would crash,” he said in an interview with Fox & Friends. He was speaking after Michael Cohen, his ex-lawyer, pleaded guilty to violating election laws, and said he had been directed to do so by Mr Trump. Mr Trump has rarely spoken about the prospect of being impeached. Correspondents say it is unlikely Mr Trump’s opponents would try to impeach him before November’s mid-term elections. Cohen says he handled hush money payments to two women during the 2016 presidential campaign. The two women, thought to be porn star Stormy Daniels and former Playboy model Karen McDougal, both claimed they had affairs with Mr Trump, Cohen said he had paid the money “at the direction” of Mr Trump, “for the principal purpose of influencing the election”. However, Mr Trump said the two payments had not broken election campaign rules. He said that the payments had come from him personally, not from

THE number of EU citizens moving to the UK has continued to decrease over the last year, figures show. EU net migration was 87,000 in the year to the end of March 2018, returning to a level last seen in 2012, according to Office for National Statistics data. Overall net migration, the difference between the number of people coming to live in the UK for at least 12 months and those leaving, was 270,000. The government wants to cut overall net migration to below 100,000. Some 226,000 EU citizens came to the UK and 138,000 EU citizens left in the year to the end of March. “Much of the recent fall is in people from the western European
countries that make up the ‘EU15’ group coming to the UK for a definite job,” said ONS statistician Nicola Rogers. Separate data from the Labour Force Survey for April to June 2018, shows there were 86,000 fewer EU nationals working in the UK than a year earlier. That represents the largest annual fall since comparable records began in 1997. Of those, the proportion of people aged from 16 to 64 years who were in work was 83.1% for EU nationals, higher than that for UK nationals (75.5%) and non-EU nationals (62.9%). Hong Kong doctor ‘killed wife and daughter using gas-filled yoga ball’ AN anaesthetist killed his wife and 16-year-old daughter using a yoga ball filled with carbon monoxide, a Hong Kong court has heard. Prosecutors said Khaw Kim-sun left the inflatable ball in the boot of a car where the gas leaked out and killed them. The pair were found dead inside a locked car in 2015, in a case that initially baffled police. Mr Khaw has pleaded not guilty to two counts of murder. A post-mortem examination showed his wife and eldest daughter had died from carbon monoxide poisoning. Police found a deflated yoga ball in the back of the yellow Mini Cooper in which their bodies were discovered. Prosecutors told Hong Kong’s High Court that Mr Khaw had deliberately plotted to kill his wife because he was having an affair and she would not grant him a divorce, the South China Morning Post said. The renowned Ghanaian diplomat passed away peacefully on Saturday after a short illness, according to a statement published on his official Twitter account. He was 80 years old. Barbados’ Prime Minister Mia Mottley said the world has lost a skilled international statesman, Ghana has lost a son of its soil, and Barbados has lost a friend. She recalled that in January 2002, Annan visited Barbados in the capacity of Secretary General of the United Nations in order to open the UN House in Barbados. In commending Barbados for its achievements and its profile in the international arena, he said that Barbados “punches above its weight”. That phrase quickly became a description of Barbados’ state of development and its role in international politics. “Kofi Annan’s legacy will forever live in the history of the world. Barbados will always remember this great statesman for his dignity, his vision and his support to our national development efforts,” Mottley said. The Bahamas government described the late UN top official as “a global statesman who always strived for the best in finding common ground to resolve differences in the world”. had championed at the United Nations which were aligned with the priorities of its member states, including the twin-island republic, at the multilateral level. “These priorities include peace and security, development, poverty reduction, combatting climate change, preventing the spread of infectious diseases, combatting terrorism and the promotion of gender equality and the empowerment of women,” he said. Annan was the seventh man to take the helm of the global organization and the first SecretaryGeneral to emerge from the ranks of its staff. The current UN chief, Antonio Guterres hailed him as “a guiding force for good” and a “proud son of Africa who became a global champion for peace and all humanity.” “Like so many, I was proud to call Kofi Annan a good friend and mentor. I was deeply honoured by his trust in selecting me to serve as UN High Commissioner for Refugees under his leadership. BREXIT Secretary Dominic Raab has set out what he called “practical and proportionate” advice in case the UK leaves the EU with no deal. The guidance includes instructions for businesses who could face extra paperwork at borders and contingency plans to avoid medicine shortages. Britons visiting the EU could also face extra credit card charges. Ministers say reaching a deal is their top priority but that “short term disruption” is possible without one. The top spot was awarded to George Clooney, whose $239m (£180m) was already disclosed in last month's celebrity rich list. Scarlett Johannson was revealed as the highest paid actress last week, earning $40.5m (£31.9m). That would have placed the Black Widow star as seventh in the male rankings. This is a departure from last

Speedy flip in Earth’s magnetic field could cause trillions in damage, scientists warn A NEW study of previous reversals of Earth’s magnetic field has found a rapid shift occurred within two centuries — a discovery that has prompted researchers to warn of a potential dire scenario. According to a team of international scientists, including from the Australian National University (ANU), such an event in the future would increase our planet’s exposure to the Sun’s radiation, and could cause trillions of dollars in damage by decimating power and communications systems across the globe. The Earth has a magnetic field that scientists believe is generated by motion in the planet’s core. It’s what gives us our north and south poles and powers compasses. We’ve known for more
than a century that our planet’s magnetic field has been weakening at a rate of about five per cent a century, prompting concerns that the Earth’s magnetic poles could soon flip — an event that could have potentially disastrous results for life on Earth. The last time the poles reversed was roughly 780,000 years ago and certain commentators have expressed concern that we could be heading for another flip in the not too distant future. Historically the magnetic north and south poles flip about every 300,000 years, so some say we’re overdue. The new research shows that magnetic field reversals could happen much more rapidly than the thousands of years previously thought to be needed.

From the electrical grids that power our computers to the satellites that let us watch TV, many facets of our lives depend on the Earth’s magnetic field. It also acts like an invisible force field protecting Earth from solar winds and harmful cosmic radiation. A dramatic drop in its strength brought about by a reversal could leave us vulnerable. The study looked at the paleomagnetic record
from 107,000 to 91,000 years ago that is based on precise magnetic analysis and radiometric dating of a stalagmite from a cave in southwestern China. “The record provides important insights into ancient magnetic field behaviour, which has turned out to vary much more rapidly than previously thought,” Prof Roberts said. The group’s findings were published in the journal Proceedings of the National Academy of Sciences of the United States of America (PNAS). About 40,000 years ago, Earth’s magnetic field underwent a dramatic “wobble” but didn’t quite topple, researchers believe. But the ongoing weakening and in particular the expansion of a weak hole in the magnetic field in the South Atlantic known as the South Atlantic Anomaly (SAA), has led to concerns that a significant change could be afoot. However a separate report also published in the PNAS journal back in Maydownplayed the idea that the poles are reversing.
Measles cases hit record high in Europe Cases of measles in Europe have hit a record high, according to the World Health Organization (WHO). More than 41,000 people have been infected in the first six months of 2018, leading to 37 deaths. Last year there were 23,927 cases and the year before 5,273. Experts blame this surge in infections on a drop in the number of people being vaccinated. In England, there have been 807 cases so far this year. The WHO is calling on European countries to take action. Public Health England say the outbreaks in England are largely due to people who have travelled to areas of mainland Europe that have had outbreaks. Measles is highly infectious and spreads by droplets in coughs and sneezes.

The world’s fastest man celebrated his 32nd birthday and took part in his first training session with Australia’s A-League’s Central Coast Mariners. “I’m not setting myself any targets as to ‘this is what I’m going to do,” Bolt told reporters. “I’m just going to put in the work. This is my first chance to get the chance to train and get to the level to play as a professional footballer. I’m here to learn and get better. La Liga players ‘outraged’ over deal to play match in the United States FOOTBALLERS in Spain have not ruled out strike action over a plan to stage a top-flight league match in the United States, says the players’ union. La Liga agreed a 15-year deal with US media company Relevent on Friday. The players’ union - the AFE says its members were not consulted by La Liga. Players from all of the La Liga sides met in Madrid on Wednesday to discuss the issue with AFE president David Aganzo. Among those in attendance were Ramos and Real Madrid team-mate Nacho, Barcelona duo Busquets and Sergi Roberto, Leo Baptistao from Espanyol, Bruno from Villarreal, and Atletico Madrid players Koke and Juanfran. A FORMER head of Brazil’s football association has been jailed for four years for corruption. Jose Maria Marin, 86, was one of seven Fifa officials arrested at a hotel in Zurich in May 2015. He was convicted of accepting bribes from sports marketing companies in exchange for contracts to broadcast tournaments such as the Copa America. In addition, Marin was fined $1.2m (£920,000) and ordered to forfeit $3.34m (£2.59m). He was sentenced in a Brooklyn federal court by judge Pamela Chen and he is the first official to be
sentenced as part of an American investigation into corruption at Fifa. Marin, a former governor of Sao Paulo, was last year found guilty of six of the seven counts against him, relating to money laundering and wire fraud conspiracy. He was convicted alongside Juan Angel Napout, who led South America’s football governing body Conmebol. He will be sentenced at a later date. Peru’s Manuel Burga was cleared of taking bribes by a jury in the USA. Marin’s lawyers say he will appeal against the sentence. (BBC)

Several dozen young basketball players benefit from Drills and Skills Basketball Camp THE Drills and Skills Basketball Camp was a huge success last week as 50 plus attendees benefitted from not only the experience of professional coach Don Kelbick, but also the inspiration of guest participants: NBA Cleveland Cavaliers point guard George Hill and professional basketball player Dominic James Wright, who plays in the Qatari Basketball League. The former San Antonio Spurs player, Hill, not only spoke with the participants about the camp, his personal journey, setting priorities, but he also spent a vast amount of time practicing with the campers on the drills being taught through the week. Hill told the 10-16 year olds that the Almighty and his family came before basketball. “Basketball is not my priority. It is something I do, at the end of the day I only have so long with it. This is only temporary. This is not who we are. I am a player, but I am a person at the end of the day, I am going to be a person longer than I am going to be a player.” The camp, which was a collaborative effort between the Edward Gartland Youth Centre and the Turks and Caicos Islands Government Department of Sports, was held at the Graceway Sports Centre. Kelbick, who hails from the USA
with over 27 years of coaching experience at the collegiate and professional levels, provided the opportunity for young people to develop their skills as players regardless of their level of play by ‘training like a pro’. “To be able to offer this free camp to young people over the summer is always rewarding as you see them improve over such a short period of time which is amazing. To also be graced with the presence of Coach Kelbick, Dominic and NBA player George Hill really took this camp to another level,” Roxann Wake-Forbes, Director for the Edward Gartland Youth Centre stated in a release. Coach Kelbick emphasised footwork, ball handling, shooting, and finishing at the basket. Not only did the campers benefit from skill development, they also benefited from the efficient and effective drills that they were exposed to—drills that they can continue to use on their own to get better . Director of Sports, Jarrett Forbes stated that: “We at the Department believe that starting at a young age with precision training in any sport is the best approach to improving the level of play in the TCI.” Ocean Club Resorts, Digicel and Hemingway’s Restaurant supported the camp. Organisers are planning an improved camp next year.
DESPITE losing the last round of the Carlisle Supplies Summer Rugby Sevens Series, Scotiabank Reds emerged as overall winners. The Reds finished the four-round series with two wins, a second and a third place. Old Wesley finished second with an overall victory, two second place finishes and a third, while the Hurricanes who won the last round, two Saturdays ago, ended in third. Bumblebees placed fourth. In the final round, the Hurricanes
got past the Bumblebees 12-5, while Old Wesley defeated the Reds, 19-7. Scotiabank also lost to the Hurricanes 7-40 after three tries and five conversions from Hendricks Joseph. Bumblebees recorded a victory against Old Wesley (17-14), but just after, the Reds whipped them (21-0). Dean Griffiths had three conversions and a try for the winners. Joseph was at it again when the
Hurricanes played Old Wesley. The national player scored two tries to go with four conversions in the 33-17 win. Scotiabank Reds’ Lincoln Outten finished as the leading try scorer with 16, while Joseph placed second with 12, Stanley Haven (Old Wesley) third with nine, Shalone Robinson (Hurricanes) fourth with eight and the Scotiabank pair of Paul McKenzie and Kenley Georges tied for fifth with seven tries each.

Tennis and golf camps set for next week The TCI PRO Tennis Academy and the Provo Golf Course have teamed up to hold another Tennis and Golf Camp for children in Providenciales. The five-day camp is scheduled to start on Monday (August 27) and run until Friday (August 31). Children desirous of learning both sports can do so for $350. The camps will run from 9:30h to 14:00h.
If participants desire a single sport, golf will cost $250 and run from 9:30h to 11:30h, while tennis will cost a similar price and will run from 12:00h to 14:00h over the five days. The camps will target children from various age range and skill levels. ITF and USPTA certified coaches

TCI has “one of the most well directed national teams in the region” – Opines new head football coach Barnes MATTHEW Barnes is excited to work with the senior national team as they prepare for the CONCACAF Nations League. The new coach admitted that the TCIFA has laid the foundation and that the team bodes well for the future. “I sincerely believe that this is one of the most well directed National Teams in the region. I see a lot of great things that can potentially happen here, and I can’t wait to get to work,” Barnes said. According to a TCIFA release Barnes, who has experience at the youth and college levels, will coach the national team in the four qualifying games. Barnes is no stranger to TCI style, since during his time at Lubbock Christian University, he coached national team captain Billy Forbes. In addition to his College Coaching experience, Barnes has coached in the Premier Development League (PDL) for multiple years in various states in the USA including Texas and California. The PDL is a proving ground for players looking to transition into the professional league in the USA (Major League Soccer) and this reflects his ability to coach and manage elite players as well as those needing to fine-tune their football abilities. One of the most interesting things about being appointed to the position, Barnes said, is the fact that the TCI men’s national team currently sits in the lower half of the FIFA worldwide rankings. Although this could be a deterrent for some, he expressed that it is right up his alley, and in some senses, his expertise. Barnes has been very successful in providing support to struggling programmes at four universities in the United States of America, and is also at the helm of very successful USL-PDL (Premier Development League) and NPSL franchises that made the PDL national semi-final two years ago, and the NPSL National Championship, this time last year. Barnes’ approach to training the TCI Men’s National team, right now, is simple; and that is to lay a foundation for the future. “The islands are full of talented young players and giving them a stable platform for development is critical. National athletes wing out to Jamaican school NATIONAL athletes Rebecca Bernadin and DeAjah Smith will continue their studies and track and field training at the St. Jago High School. The youngsters, who were on the CARIFTA team left for the Jamaican school this week. The middle distant runner and sprinter will join fellow national sprinter Emmanuel Agenor at the school, but unlike Agenor who is the upper six form, they will attend lower six.
