TCI too dependent on food imports –Governor BY OLIVIA ROSE THE TURKS and Caicos Islands is far too dependent on food imports. This view was recently expressed by outgoing Governor Peter Beckingham, who has cautioned policy makers on the possible implications of heavy dependency on food importation. His comments came ahead of the upcoming Invest TCI Enhancing National Competitiveness seminar, which aims at developing new businesses in this regard. Beckingham said: “We are far too dependent on food imports, and our financial services sector is a shadow of our Overseas Territory partners and rivals in Bermuda, BVI and Cayman Islands. “I will have a particular interest in hearing what the financial services group recommend as TCI looks to develop. “With the international focus on Overseas Territories and other countries with perceived tax benefits for investors, we are going to have to peddle very fast to catch our rivals, or over-take them.” However, earlier this year the Rufus Ewing-led administration announced that improving food security in the Turks and Caicos Islands is high on its agenda. Premier Ewing told the National Assembly on Wednesday (January 27), during his ministerial speech, that in 2012 the Government embarked on a policy to deepen and transform, and further develop the agriculture potential of the Islands. He said: “Its overarching commitment is moving towards the sustainable development of the country as it progresses towards self-sufficiency. The development and transformation of agriculture are

very important, the Premier added. He further noted that the vision is to make agriculture an integral part of the transformation and development of the Turks and Caicos Islands and the country’s economy and to improve food security. The mission therefore, is to develop agriculture by employing the technology and research available in the field to increase production, increase direct linkages between agriculture and other striving factors of economy, whether public or private sector. “And the sustainable use of the environment, the promotion of inter-governmental cooperation, the creation of a well-regulated food safety and quality system and the production of niche marketing and value-added products through quality-driven agri-processing and manufacturing,” he said. Ewing pointed out that the draft agriculture development plan and policy are set against an assessment of the state of agriculture and the general economic environment for
the Turks and Caicos Islands. “Tourism is the main economic driver of the Turks and Caicos Islands, its success serves as a pull factor on agriculture development because of the guarantee of better wages, the high quality of service, environmental and aesthetics.” The Premier underscored the fact that the Turks and Caicos Islands was

impacted by the global escalation in food and fuel prices in 2008 and was exacerbated by the financial crisis worldwide. “Agricultural production and related industries in the TCI range from not very developed to nonexistent. “The Turks and Caicos Islands food security is primarily met by importation. “The country is predominantly a net food importer with the total import of agriculture goods averaging $45 million over the last five years. “This is not a good position to be in. “In this regard, agriculture development becomes a tool for economic diversification and food import substitution.” He further emphasised the role agriculture plays in the future of the Turks and Caicos Islands’ economy. “Agriculture and by direct reference both aqua-culture and mari-culture must play a greater role in the future of the Turks and Caicos Islands economy. “There needs to be a transformation
of our total dependence on foreign food supply, of the agriculture system being employed, of the average farm size of the land used tenure. “Human development infrastructure, the improvement of market accessibility and the availability of technical human resources. “The policy and plan objectives are one, to increase agriculture production in these islands, two, to raise the social economic standards of farmers, three, to improve food security and maintain and safeguard the environment.” It was noted that these broad objectives outlined in the draft agriculture policy could contribute to the reduction of the food import cost while strengthening food and nutritional security among the population. The agriculture policy also has the potential to improve the level of sectoral linkages, employment, it could assist in the reduction of rural household poverty, and it could maintain environmental protection and improve food safety tremendously.
Ministry investigating vandalism on water distribution line in GT BY OLIVIA ROSE THE MINISTRY of Housing and Planning is investigating an act of vandalism carried out on the water distribution line, located on the St. Thomas Anglican Church distribution site. Subject Minister, Amanda Misick, told the Weekly News on Thursday, August 25, that the Ministry, along with the water undertaking unit within the Department Of Public Works, has launched an inquiry to determine the source and extent of the vandalism. According to reports reaching this publication, this is not the first time vandals tampered with the water distribution lines in that area. The discovery of the broken pipelines was reportedly made on Tuesday, August 23, around noon. The disturbance to the water distribution lines has reportedly left residents in the Breeze Brea, North Ridge, North Creek, Godet Allotments, Hospital Road, Moores Alley, Overback and Cork Tree Beach areas without water for several days. Residents have since called on the Government to look in to the matter with urgency and to provide some sort of security for the site. Minister Misick noted that Ministry is working assiduously to restore water to these areas. Residents of Grand Turk are being urged to remain vigilant and to notify

Hoteliers to appeal courts 12 storey building height decision BY OLIVIA ROSE OWNERS of the Tuscany and the Venetian hotels are appealing the court`s recent judgement on the Government`s authority to make changes to the current building height and density regulations. This was confirmed by the Attorney representing Strata Corporation (the hotel umbrella company) Conrad Griffith, during an interview with this publication on Thursday August 25. Griffith told the Weekly News that the appeal was filed sometime last week and will be heard in the court of appeal during the courts` first September sitting. Back in November 2015, the Supreme Court halted construction plans for a 12 storey high rise building after a joint complaint was filed by the proprietors of The Tuscany and The Venetian luxury condominiums in Grace Bay. Developers of the sister properties ,filed a complaint after they were made aware of an application to construct a 12 storey development on land adjacent to The Venetian in November 2014 by notices sent to them and notices published in the Gazette. According to official court documents obtained by the Weekly News: “This moved caused some consternation as they considered that property investors are drawn to properties such as the Venetian and the Tuscany by Grace Bay’s outstanding natural beauty.” And that the upmarket tourism which Providenciales enjoys is a product of its low density high value development. The arguments put forth by the developers of the sister properties located in Leeward Providenciales was that a 12 storey development on that land would lead to substantial decrease in the value of their condominium properties and that the decline in value would be in the order of 30 percent. Judgment was handed down by Chief Justice Margaret Ramsay Hale giving them victory in the case based on the fact that there was insufficient public consultation. The CJ said that while the
Director of Planning and the Minister of Infrastructure Amanda Misick are given certain authorities, those authorities should be executed by thoroughly ensuring people who will be affected are informed and given the chance to make due representation. “Public consultation must be bona fide in that it should undertake at a stage where there is scope to influence the outcome and not after a decision has been reached. “The Government’s decision to have a second consultation was tacit acceptance, in my view that the first consultation was inadequate as alleged by the applicants.” This proper process, according to Ramsay-Hale, did not happen. A proposal for a change in building height was considered by the Cabinet on June 4, 2014, which agreed to open a consultation on increasing the height limit of building in Providenciales to 14 storeys (150ft). However, In July 2016 victory was recorded for the Turks and Caicos Islands Government, when Chief Justice Margaret Ramsey-Hale awarded judgment to the defendants in the Supreme Court. Her Ladyship Chief Justice Ramsey-Hale noted in her judgment that the question of whether or not the Governor in Cabinet could lawfully amend regulations or policy was not a matter for the judiciary to decide but that the intent of a review was to ensure that due process was followed and that the Government had duly considered the possible environmental impacts that such amendments could have and that the evidence before her demonstrated that it had. The nearly year-long dispute arose amidst the announcement by Cabinet that it had made amendments to the planning policy to increase the permissible height of apartments, condominiums and hotel buildings and increasing the density of the number of bedrooms per acre and based on the type of development. Premier, Rufus Ewing commenting on the courts` decision remarked: “While this is a victorious day for the Government and indeed the people of these islands, who

people. These resources could have assisted the government with other critical programs for social services, education and policing and that is a great disservice to this country. Minister of Finance Washington Misick also weighed in on the court’s decision he said he is pleased with the outcome. Previously, Misick had said that the case was holding up several potential developments for which the government had received proposals
and that the continued delay could have an economic impact on the country’s very stable economic outlook. This publication spoke with the minister on the next step forward: “It is up to the developer now to proceed with the steps necessary to get the plans approved and construction started, obviously there is a process to follow… all of those things have to be done during the coarse of any development.”

Fogging and spraying ongoing BY OLIVIA ROSE WITH the recent confirmation of eight Zika cases in the Turks and Caicos Islands, the Department of Environmental Health is intensifying its house-to-house inspections and increasing fogging exercises throughout the country. In addition to Zika, the TCI is still on alert for other mosquitoborne viruses such as Dengue and Chikungunya, both of which have been public health concerns here in the islands in recent years. Officials from the Department told the Weekly news during a telephone interview that they are working with an outlined programme of action to delineate the various resources and needs that will be required to step up efforts. It was noted that presently spraying and fogging is ongoing in a number of islands, including Providenciales. However, emphasis was placed on the need for more personal protection. Recently the Director of Environmental Health, Kendrick Neely, outlined some of the measures that will be implemented and those that are already ongoing. He said: “We have increased house-to-house inspections, because the Aedes aegypti mosquito, we call it the house mosquito. They live around our homes and hotels, so we’ll be stepping that up.” He is urging the community to support the department in this effort by ensuring their surroundings are kept clean. “We’re also going to be having meetings with the pastors’ fraternity

throughout the Turks and Caicos Islands. “The reason why we are taking this approach with addressing pastors and educating the pastors is because we want them to assist in passing the message on to their congregation and educating them. “We will also be meeting with civic groups, and we’re in the schools, and we’re going to youth fellowships to talk to persons there as well.” According to Premier Rufus Ewing, the Government dipped into its contingency fund to provide the necessary financial resources to procure the essential equipment, such as additional foggers. “Getting more manpower to provide fogging in Providenciales, North and Middle Caicos, the islands that have the highest index of mosquitoes.” Mosquito nets will also be procured and distributed throughout the islands. Speaking on the seriousness of the virus he said: “One component is the birth defects that are associated with
it, the microcephaly, or the small head, are babies born to mothers infected by the zika virus. “We want to be able to provide the mosquito nets particularly for pregnant mothers, who are here, and maybe likewise the hoteliers can do the same thing for those who are pregnant, who may want to visit the hotels.” Infomercials were also prepared to sensitise citizens on preventative measures. The Premier emphasised that the Government will partner in any initiative aimed at preventing the zika virus. The zika virus infection is caused by the bite of an infected Aedes aegypti mosquito, the same mosquito responsible for the transmission of dengue and chikungunya. The most common symptoms of zika virus infection are mild fever, skin rash, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. The illness is usually mild with symptoms lasting for several days to a week. There is no specific treatment or vaccine for zika. Due to the prevalence of the Aedes aegypti mosquito in the TCI, as the country’s close proximity and regular flights to countries with confirmed cases of zika, like Haiti and Puerto Rico, the Ministry of Health has intensified surveillance activities since February and enhanced its vector control measures. The zika virus has since been reported in 20 countries and territories in Latin America and the Caribbean from February 2014 to January 26, 2016.
New Chief Magistrate and Criminal Justice Adviser sworn in BY OLIVIA ROSE Governor Peter Beckingham recently welcomed the new Chief Magistrate of the Turks and Caicos Islands at her swearing-in ceremony in Providenciales on 18 August. According to a Government release, Chief Magistrate Tanya Lobban-Jackson originally from Jamaica has most recently been Senior Crown Counsel in Cayman Islands. She will be joined in TCI by her husband and two young children. The Governor and Chief Magistrate also met in TCI on 23 August with Ms Hilary Ryan, the UK Foreign and Commonwealth Office’s CONTINUED

Independent?
Independent Candidates! I am not too sure if those candidates really known the meaning of the word, and in all honesty, I really think they believe that “independent” means selected by their preferred party, rather than being able to “represent” with individual unattached conscience. If the voters really want to see how independent they are, let them all agree to serve for maintenance only - room/ board/necessary expenses; and see how they fly! All of the pertinent questions were about spending, and what they cannot do rather than what they can do. Services are all about the money and an opportunity to seek revenge on being rejected, sidelined, or not good enough. Why not put all candidates in a line or debate and select the best of fifteen, regardless of party affiliation?

How can a candidate afford to erect a huge billboard in a tiny settlement of Bambarra with less than a dozen votes at stake. How much is this candidate willing to spend one on one, with the rest of voters? This needs investigation. Reward voters who report persons offering money or favors for votes.

Ms Ryan, who will be based in Miami, will have a particular focus on child safe-guarding, serious crime and money laundering, and the criminal justice system. The Governor commenting on her visit said: “I hope that Ms Ryan’s new role will encourage all the parts of TCI involved in criminal justice to look to the UK for advice and possibly financial assistance. “We had very positive discussions with the Chief Justice, Police Commissioner, Acting DPP, prison Superintendent as well as with the Chief Magistrate and
Court Administrator about their work, and identified a number of areas where more support may be possible from the UK.” Ms Ryan also highlighted the value in other jurisdictions of a Criminal Justice Board of senior practitioners, which could be a helpful mechanism as well in Turks and Caicos.” Ms Ryan is a career Prosecutor, having joined the UK’s Crown Prosecution Service in 1986. For many years she specialized in the field of rape and child abuse. She has most recently been attached to the British Embassy in Washington where she worked closely with the US Department of Justice.

FORTIS TCI has maintained its ‘BBB’ global corporate credit rating. This comes after the international independent credit rating agency Standard & Poor’s (S&P), recently commenced an annual review of the FortisTCI (the “Company”) ‘BBB’ corporate rating. According to a release the company`s rating was initially achieved in 2014 and reconfirmed in 2015. According to S&P: “An obligor rated ‘BBB’ has adequate capacity to meet its financial commitments. “However, adverse economic conditions or changing circumstances are more likely to lead to a weakened capacity of the obligor to meet its financial commitments.” The report highlighted as it has in previous years, that “simple contract, cost-of-service style regulation, and the expectation that there will be no material changes to the licensing agreement and tariff structure” were positives in the rationale. The FortisTCI strategic relationship with parent company Fortis Inc. was also highlighted as a positive. S&P also stated in their report that: “Although we do not expect a downgrade during the outlook horizon, any material adverse regulatory decision, unfavorable changes to the regulatory structure or operating license or weakening in the Turks and Caicos Islands’ economy could all lead to a downgrade.” President and Chief Executive Officer of Fortis TCI, Eddinton Powell commenting on the rating attributed the maintained status to the company`s prudent developmental strategies. He said: “There is great value in having an investment-grade

FORMER Opposition Leader Floyd Seymour says the Government`s current income tax regime is placing a significant economic burden on consumers. Seymour made these remarks on Wednesday, August 24, during an interview on a People`s Democratic Movement `s radio program “Raising TCI”. The PDM`s former Leader noted that crippling out-of-pocket cost for essentials is burdensome to the average man in the Turks and Caicos Islands. Seymour said: “No one disputes that the Government needs money to operate, but the Government raises that money by increasing the burden on a few people, while the leader of the Opposition and the PDM has always maintained that it’s better to keep taxes low, spread it across a wider cross-section of persons. “You see, the tax structures that were established during PDM Government`s tenure have always been tax structures that are predicated on consumption , so the more people consume the more the Government makes, and the fact is that the cheaper something is ,the higher the propensity to consume is.” Seymour explained that:“If eating out, for example, at a restaurant was a little bit less expensive you may decide to take your family out a little

more frequently than you do. If when you make your salary you can take more of your income home, rather than having deductions from your pay check, you will spend a little bit more. “The reality is that right now there is nothing that you can do in this country where the Government doesn’t get a piece of it, if you make a phone call the Government is getting 10 percent on that, if you go out and eat, everything is imported, the Government is getting their import duties there, you go and full up your car, they`re getting money there. “There`s nothing that you can do where the Government isn’t getting their cut, so the point is if you keep the tax structure lower , it encourages people to consume more and you can make more with people performing more transactions , rather than increasing the burden for each transaction.”

The Former PDM Leader underscored the fact that other economies in the world have sought to get their way out of recessions by spending their way out and crafting prudent fiscal strategies. He noted: “You have to reduce the taxes and create the environment where people have more money in their pockets. In this vein he propounded the need for more employment opportunities for the populace, especially the youths. “You have to make sure that they are employed , make sure that they earn a decent wage , make sure that when they earn their money they can keep more of their money, and the more they spend the more Governments makes.” This is not the first time the Opposition has been vocal on the high taxation, back in 2014, opposition leader Sharlene CartwrightRobinson said the government was sure to cause the people to become poorer with the heavy taxes that would be imposed on them. Sharlene Cartwright-Robinson said: “In 2003, the TCI was the envy of the Caribbean, with a low to no tax environment. Now we have the highest cost of living in the region and our economy continues to contract.” The PDM leader urged the Government to tackle the economy and the taxation issues in an effort to alleviate the burden on consumers.

Sean Astwood says that Five Cays is overlooked by Gov’t BY DAISY HANDFIELD COUNTLESS appeals have been made to the Government to repair the subdivision roads in Five Cays, but the requests are always put on the back-burner, according to the MP for Five Cays and the Deputy Leader for the PDM, Hon. Sean Astwood. In an interview with this paper on Thursday, Astwood said that during the last House of Assembly meeting, he requested the Minister of Environment, Hon. Amanda Missick, to highlight the roadwork Government intends to carry out, the cost of the work and the commencing and completion dates. Astwood presented this reporter with a sheet of paper, given to him by the Minister during the meeting, which highlighted work to be carried out from First Caribbean Bank to Chalk Sound Police Station; the Police Station to the end of the Chalk
Sound main road; Five Cays gas station to the Radar station to South Dock Road. The MP explained that these were not roads that required urgent attention and that there was no mention of the subdivision roads in Five Cays, which were his main concern. He said: “There was a vague attempt to fill a pothole in the constituency of one of the subdivisions, but that was a makeshift fix that everyone knew could not work. “That was simply dumping a load of dirt in an area that floods, and since then the rain has already begun to deteriorate that same road.” The sheet did not include a commencing date, or even a completion date. Astwood said this is what infuriated him even more. “That is the issue, Five Cays
has never been a priority on this Government’s radar, and the comments - publically, also privatelyare that we are somehow supposed to wait behind all of the other communities and constituencies, until they get around to it. “That is not satisfactory to me, and that is not satisfactory to the people of Five Cays. “The people of Five Cays are tax payers like everyone else. “I am concerned that going into this election cycle, it is the intention of the Progressive National Party (PNP) government to use these infrastructure works as a gimmick. “It is going to be quite telling, because there are going to be no paved roads in Five Cays, the most the people will get out of this government before the next elections will be the dumping of some dirt and a bit of grading. “The idea is that we are supposed

A talk show host sounds off Talk show hosts are opinion shapers. They are also educators of the public, and owe it to citizens to be factual in their comments, sober in their views, and objective in their comments. It is an important function, and their work could uplift public discourse, help people to have a cultivated perspective on events, and enrich the civic lives of citizens. Recently I listened to the political commentary of a talk show host. He noted that politicians, once elected, receive a salary, and hang out with certain people, feel they have arrived. This is so sad. Politicians who behave this way, if they do, lack a sense of who they are. They see their position as giving them the recognition they never had before. For them, prestige comes from the outside, and is not due to their personal capabilities, or character. They don’t realise that being a good citizen, is all the recognition one needs. Again, this talk show host remarked that persons supporting other parties are afraid to associate with others of a different political persuasion, or those with more progressive views because of fear of what their own party members would say.

I find this disturbing, since we live in a society which values freedom of association. Earlier in our political history, whenever a political party had a public meeting, some members of opposing parties would attend, to determine whether any of their supporters were there, and report back to their party officials. The idea was also to psychologically persuade their supporters not to listen to what the particular party officials said, since it might change minds. Supporters of other parties also attend meetings of their opponents to gather information, so their own party could know what the others were thinking. And, when party supporters associate with people with forward looking ideas, they are despised because these positions challenge the views the particular party holds. Another observation the talk
show host makes is that projects are only implemented in areas with elected party members. A government is elected by the majority of people, and is the government of everyone regardless of party affiliation. We must not become like some countries, where projects are not only slated for areas elected members represent, but the majority hired are party supporters. This talk show host seems well informed. In any case, his observations, if true do not speak well of our political system. We need to craft the kind of politics that is moral and fair to every citizen. And jettison the politics of division and fear. We also need politicians who do not see politics as the acquisition of benefits and spoils.

Residents warned about recent increase in grand theft auto BY DAISY HANDFIELD NINE vehicles have been stolen in Providenciales, during the month of August, according to police press officer, Kevin Clarke. Clarke confirmed on Thursday that all of the vehicles have been recovered within 12 hours of the thefts, but residents and visitors are still advised to take the necessary precautions. He explained that the car thefts have taken place in a range of areas in Providenciales, and do not seem to be connected. Clarke said that the latest theft occurred on Thursday morning at about 12:38 am, where the complainant reported that he left his car engine running in the parking lot at Market Place, Providenciales, and went to purchase something. Upon his immediate return, he noticed someone driving away in his 2013 silver Kia Optima car. He made an attempt to chase after the vehicle, but was unsuccessful. However, the vehicle was recovered that same day. The police press officer is reminding the general public to never leave their car running, or the keys in the ignition, even if only for a minute. He said: “Always roll up the windows and lock the car, even if it is in front of your home. “Never leave valuables in plain
view, even if your car is locked. “Put them in the trunk or at least out of sight and park in busy, well-lit areas.” Clarke said that the majority of these stolen vehicles contained valuables such as laptops, cell phones and important documents, which were not recovered. He warned the public about being in possession of stolen goods as the consequences could be severe. He said: “A person could be charged with handling stolen goods if found in possession of it, whether it be jewellery or electronic items, even if it seemed to be a legitimate purchase. “The maximum penalty for this offense is 14 years. “Police are asking persons to be on the lookout for anyone selling jewellery, laptops, and smartphones. “These are some of the types of items that are mainly stolen in burglaries and taken from vehicles.” If you have any information that can help the police in this investigation or similar incidents, please contact Chalk Sound Police Station 338-5901. TCI blood bank conducted blood drive on Parrot Cay BY DAISY HANDFIELD THE TURKS and Caicos Islands Blood Bank conducted a blood drive on the island of Parrot Cay on Thursday, after a recent shortage in their blood supply. Ricardo Missick, medical technologist for the public health lab, told TC Weekly News that after the recent blood drive, the Blood Bank should at least have a month’s supply of blood. However, he said, this should not
stop people from donating blood because regardless of the quantity of blood that the bank has in stock, there is always an expiration date on the supply. He said: “There is always a need because regardless of using the blood or not, it is only good for 35 days.” Missick explained that the bank tries to keep at least 15 units of blood for Providenciales and at least five units or more for Grand Turk. The medical technologist said that the supply is not only used for
accidents, but for surgery and other matters, so it is important to keep blood stocks up. He encouraged everyone who is 17-years-old or older and in good health, to go down to the hospital from Monday to Friday, between the hours of 8am and 4.30pm, and donate blood. If a large group is interested in making a donation, the blood bank will facilitate them on the weekend. The blood bank and the blood supplying system have been divided into two major activity centres. One is the inventory and the supply chain side, which falls under the administrative control of the Ministry of Health. The Ministry of Health is responsible for contacting donors and bringing them in to donate blood. Then, there is the transfusion service, which is under the laboratory at InterHealth Canada. Blood donations are tested before going to the main hospital lab, where the testing is repeated in preparation for transfusion.

Two police officers charged for alleged theft and corruption TWO police officers from the Royal Turks and Caicos Islands Police Force (RTICPF) were arrested and charged on August 17, for alleged corruption and theft. Both men appeared in the Magistrates Court in Providenciales, last week, and are presently on bail until October 7, for a sufficiency hearing in the Supreme Court. Garrico Fulford and Tomiko Glinton have both been on
administrative leave since October 8, 2014. According to a police press release, the charges stemmed from an internal investigation into a report of corrupt practices by both officers, in respect of the handling of seized exhibits, made sometime in October 2014. The investigation was carried out by senior investigators of the Policw Force.
I do not believe that this entire country has ever rooted for the same thing, or was united for a single purpose the way we were on Friday, August 19th 2016, when Delano Williams walked onto the track in Rio to become the TCI’s first Olympian. The results of the race should not matter to this country, and does not matter to me, because the fact that a TCI Belonger has qualified to be an Olympian is a cause to celebrate and feel proud to be a citizen of this country. The first lesson we learned from Delano’s journey is to never give up, or allow your present environment to hold your dreams hostage. If you can dream it, you can achieve it. Too often we limit our ambition to what others before us or around us have accomplished, and then decide to follow in similar paths, instead of blazing a new trail. No TCI Belonger (on record), prior to last Friday, had ever run a race in the Olympics, but this did not deter Mr. Williams; it motivated him. During an interview, Delano stated that he wanted to be the first person to represent the TCI at the Olympics. However, due to circumstances beyond his control, he could qualify for the Olympics, but could not wear TCI on his chest. Nevertheless, Delano decided to represent Great Britain in the Olympics and instead of wearing TCI on his chest, he carried TCI in his heart, which is even more powerful. Delano, you did not have TCI on your chest, but on Friday night many TCI people had your face on their chest. You have demonstrated that
wearing our country’s colours does not make you a patriot. Instead, uniting a country, inspiring hope, love and pride among a people who are desperate for change is what makes you a TCI Patriot. Finally, you are a reminder of why this country must not give up on the youth and seek to empower them. We have a lot of work to do, but if we put our minds to it we will get the work done. I end by calling on the House of Assembly, Premier and National Awards Committee to make an exception to the rules applying to deadline for awardee nominations and bestow upon Mr. Delano Williams the award “Order of The Turks & Caicos Islands”, this October. He deserves it.

Not only, will you be committing adultery and fornication, but the explosion might cause father and son relationship to be irretrievably damaged and the real possibility of violence. Now before you do something stupid, speak privately to your husband indicating that you would prefer to be in a house with him alone, but for God’s sake, do not disclose your inner thoughts to anyone and especially not to your husband. Mind you, I suspect that they have a good idea of your intension, for seldom such intensions go un-noticed. All of the attention to my clothes, food, cleaning and all the other stuff came to an abrupt end and she now tells me loud and clear, “I’m not your mamma nor your maid”. She is fast becoming a boring person to be around, but I am holding on. Last week, there was so much rain in Grand Turk, so when the sum came out for a few hours I asked her to go for a walk or do some shopping at Mr. Hench ell’s mall. She sucks her teeth and yelled out some word that I don’t want to mention. Bishop, I jumped in my jeep and drove to the mall just to clear my mind. I walked around the mall for about half an hour and sat down on a bench, when an old flame saw me and sat down beside me to greet and chat. Just at that moment, my wife flew at the young lady and started to beat her. I tried to prevent the violence, but my wife turned on both of us saying, “since you two planned this, you two can stay together”. Bishop, there was no plan at all, everything was coincidental. But here is the hellish part: 1. I don’t have a wife any longer 2. I had to back home to my mother 3. The old flame does not talk to me 4. I am involved in the court case of both 5. First time in my life, I am drinking and smoking because of this situation 6 I feel as if I am going stone crazy Bishop, what do you think will become of me? Am I a good candidate for a monastery in Jamaica? Dear Am I a good candidate I don’t think that you are a candidate at all for the monastery; you will only be running away from your problems. You must face your problems head on for a solution. Your wife does not want to believe the truth that you did not planned the rondeau with your old flame although it looks suspicious, but I believe that you are not guilty. If you don’t get a hold of yourself with the help of the Holy Spirit, your will go to the dogs; that is what will become of you. You obviously did not plan your life nor your marriage very well and you have absolutely nothing saved for your day of problems. Right now, you are locked down and have become a prisoner of your own doings. You have no relationship with your children. You will not be able to scheme your way in and out of life. Take time to consider your ways and begin to change you disposition for life. Go to a good pastor in your area or to a teacher, they are in a position to assist you with change. I think it is well known that I have a soft spot for the island we know as “the nation’s capital” and I will not tire to highlight all the truly remarkable tasks, large and small, that the inhabitants of the island deal with daily, achievements they can be rightfully proud of. Sadly, animal welfare is not (yet) one of them. Of course I hasten to add that there are several individuals who really try to make a difference, but their efforts are often severely hindered by both a lack of resources and an attitude that allows animal cruelty to take root in the first place. Resources can be sought with tenacity; the TCI are after all one of the best performing economies in the region - or so we’re told. The fundamental changing of attitudes, is much harder and an entirely different story. The American civil rights activist Cesar Chavez once wrote, “We need, in a special way, to work twice as hard to help people understand that the animals are fellow creatures, that we must protect them and love them as we love ourselves.” These are not the words of an animal rights activist but the crucial point here is that the welfare of the animals who coinhabit our land and the welfare of the human population go hand in hand. “Kindness and compassion towards all living things is a mark of a civilized society. Conversely, cruelty, whether it is directed against human beings or against animals, is not the exclusive province of any one culture or community of people.” It is a fact that people who display and act out cruelty towards animals most likely suffer from a psychological disorder known as APD or antisocial personality disorder. Indeed, according to the ANIMAL LEGAL DEFENCE FUND, “abusers of animals are five times as likely to harm humans. Nearly half of the victims who stay in violent households do so because they are afraid for their animals. Countless more never leave the home for this very reason. Companion animals like cats and dogs may be threatened or harmed; the vulnerability of other animals like horses may also make it difficult for victims to escape in emergencies. The “link” between violence against humans and animals is clear”. And so we return to that somewhat naive, some might say silly but most certainly innocent song.,”Talk to the Animals”. Do we want our children to think that it’s ok to deliberately hurt, neglect, kill or otherwise endanger an animal? I think not. We can do better than that. Grand Turk can do better than that. And I am sure it will. “What a neat achievement that would be!”

Over 100 local students graduate from summer internship program MORE than 100 local students graduated from an internship program, offered by Beaches Turks and Caicos, during the summer break. A ceremony was held for the students at the resort, last week. The event hosted by the Entertainment Director for the resort, David Ellis, saw a large crowd of graduates and well-wishers. Among those in attendance were Akierra Missick, Deputy Premier and Minister of Education, Leader of the Opposition, Sharlene CartwrightRobinson, Director of Education Edgar Howell and Tourism Training Director, Blythe Clare. Human resources manager for the resort, Monique McClean-Vaughn, said that the staff were excited and very proud to graduate 104 students from their summer internship program. She said that the program has afforded students the opportunity to gain work experience in a number of traditional and non-traditional departments. McClean-Vaughn said: “At the end of the program, some of the students returned to school, while some graduates applied for the Apprentice Program, a joint venture with the Ministry of Education and Beaches; and a few transitioned to full-time staff.” The interns, ranging from ages 15 to 20 have successfully passed the recruitment phase of the program

and have been split between over 30 departments. The program launched with a short course, which was a combination of lectures, field experiences and handson lessons that provided the interns with an introduction to hospitality goals and priorities. “Today you are the further fruits of that partnership,” said Akierra Missick while addressing the summer students in remark, “You showed this resort and its guests with all of your accomplishments over the last few weeks of this program your willingness to succeed and your willingness to work and develop the hospitality industry here in the Turks
& Caicos Islands.” The Human Resource and Training Department of the resort have made it a priority to place students in fields that would better mould them for their aspiring career choices. High school graduate, Emanuel Polare who was attached to the Entertainment Department was very pleased about being selected and graduated, as he hopes to take on a career in that field. He said: “I am proud to be a graduate of the Beaches Summer Internship program. “Beaches has the best Entertainment team in Turks and
Caicos and I want to thank HR and the Training Department for giving me this opportunity. “For me it is about the experience. I know that having worked with the department for the summer opens doors for me to work again in the department in the future if I choose to.” Denisa Durham has been selected to work with the Kids Camp. She said: “I can’t stop smiling! I love kids and I want to be a teacher one day so it’s right up my alley and I am so grateful to be chosen for Kid’s Camp.” These interns represent several different schools at the secondary
and tertiary level, both nationally and internationally. The Human Resources recognized that some students have career goals that are not a part of the program, but were placed in departments that would better suit them for the future, as professionals. Layton Lewis, a Grand Turk native and a PR and tourism student at the Mount St. Vincent University in Nova Scotia, was attached to the resort’s PR, said that he was more confident that this is the field he wanted to pursue. He said: “I am going into my second year at university, I was a bit unsure whether PR was the area I wanted to pursue a career in, but after this amazing internship, I am now surer than ever that this is where my passion lies and it is what I want to do. “I have gained so much in my internship here. Thank you to Beaches Resorts for this amazing opportunity.” Through this program, students gained valuable experience, but they were also exposed to and gain an understanding of the importance of the collaborative effort of departments and areas in hospitality. The 2016 Summer Internship program ended on August 12. “This program continues to be a success due to fact it raises awareness of the vast array of career opportunities the hospitality industry affords, and prepares our youth for the future,” McClean-Vaughn added.
The TCI future workforce explores Fortis Through the Summer Internship Programs WORK-STUDY experience afforded to young Turks and Caicos Islanders at FortisTCI (the Company) ends on Friday, August 26, 2016. It is through the Summer Internship Program (SIP) and the Student Summer Employment Program (SSEP) that the Company is able to expose several students to various professional careers within the electric utility industry. During the 2016 summer holiday, a total of thirty-four students successfully gained paid internships at the FortisTCI. Nine of the thirty-four students were either in university, college, or studying A-levels working toward higher academic goals. The SIP provides an opportunity for high school students during a two-week period to experience a highly developed work environment while also obtaining an overview of the types of career paths available at electric utilities. The SSEP is marketed toward College and University students as
an opportunity to apply theoretical knowledge to real-world situations under the supervision of FortisTCI professionals. Students enrolled in SSEP work with the Company for an extended twomonth period, and sometimes the experience serves as a required work-study school credit. This year’s SSEP college students included: Shamaad Lewis, Jasmine Rodgers, Tyler Demeritte, Tristan Greene, Kelly Charite, Ebeni Ingham, Nevanna Bent, Oral Selver, and Demetrio Quant. High schools across the Turks and Caicos were represented through SIP. Vice President of Finance, HR, IT & CFO Ruth Forbes commented saying, “FortisTCI holds summer internships to a very high standard and aims to introduce these young people, who are the future of the Turks and Caicos Islands, to a demanding, fast pace, technological, and highstandard work environment. Beaches spa employees receive international credentials THIRTY therapists and technicians from Beaches Turks and Caicos received international credentials, after being awarded certificates for completing a Physiology and Anatomy course with the Sandals Corporate University (SCU). “It was important for us to ensure that our Spa Therapist and Technicians took this course and were successful,” said Red lane Spa Manager, Devie-Ann Parkins. “Beaches has always made it easy for team members to enhance their qualifications while on the job which not only boosts confidence, but also enhance the quality of work they produce. This has made a great impact on the quality of services we offer here at the Spa and the resort by extension.” During the eight week course, the basics of human Anatomy and, Physiology including anatomical terminology, basic biochemistry, cells and, tissues, and the integumentary, skeletal, muscular, nervous, endocrine, cardiovascular, lymphatic/immune, respiratory, digestive, urinary, and reproductive systems were covered. InterCaribbean releases third edition of their inflight magazine BY DAISY HANDFIELD INTERCARIBBEAN Airways, the largest locally based airline, has recently released the third edition of Cacique magazine, an inflight magazine, featured on all of their airline’s aircrafts. The magazine is released on a quarterly basis and highlights some of the best restaurants, historical sites, hotels and other attractions that tourists should visit when traveling to some of the countries that the airlines flies to. Cacique magazine also profiles prominent people in the Turks and Caicos Islands (TCI). Prior to the release of the third edition of Cacique magazine, chairman of the airline, Lyndon Gardiner told TC Weekly News that the TCI is ‘blazing trails every day’ and that this was fantastic exposure for the airline. He said: “The magazine is meant
to basically provide information on the various destinations that we fly to and give customers flying with the airline the opportunity to see and know what is available at all of the islands. Trevor Sadler, CEO for the airline, said in an interview on Monday that he was particularly happy with the third edition of the magazine, because it gives more indepth coverage of all the countries the airline flies to. “A magazine tells a lot about a company, and we clearly want the magazine to say much about who we are as a company. “We are a Caribbean company; we like to consider ourselves as the airline of your country, no matter what,” Sadler said. Health is wealth Taking my regular early morning walk is always so invigorating. On this morning, I am about a block behind a regular seasoned walker. Upon catching up with her, I told her that it had taken me almost a mile to catch up with her, this made her giggle. This 83-year-old, told how she ran 6 miles daily until she was 65, but now she enjoyed walking several miles each day. Conservation and ecology of the islands must be a priority – National Parks public consultation report published BY OLIVIA ROSE

ALL DEVELOPMENT must be in keeping with the conservation of the natural environment and ecology of the Turks and Caicos Islands. This comes as the Public Consultation Report on amendments to the National Parks Ordinance was published by the Ministry of Tourism, Environment, Heritage and Culture on Wednesday, August 24. The amendments to the National Parks Ordinance, Regulations and Order commenced in 2006 when a report entitled, “Review and Reassessment of the TCI Protected Area System,” was presented to Government by Nautilus Consultants. Last year November, irate residents launched an online petition to the Government, after it emerged that there were plans to release certain areas of the National Park for private development. The online petition was an attempt by a section of the public to repeal the Government’s consideration to convert specific areas of the park into development zones. Subsequently, countrywide consultations were rolled out by the
Department of Environment and Maritime Affairs (DEMA). The first meeting was held in South Caicos at the DEMA Office on October 21. The Government had proposed several changes to the ordinance, which included: “Removing Split Rock and Pirates Cove from the National Park to allow a shipping dock to be built.” A clause is being added to allow ‘wise-use,’ that is any developmental dredging etc in any protected area in the country. Silly Island and parts of Chalk Sound are being removed from the National Park. Parts of Frenchman’s Creek and Pigeon Pond Nature Reserve, which are crucial areas for juvenile marine life, are being removed from the National Park. According to many who signed the petition these are disastrous changes since it will have a drastic impact on maritime life and the environment. The public was up in arms about these changes, since many people were sold lots on the east end of Chalk Sound and they have
within all nature reserves; the taking of any animal or plant by any method on land or at sea, except to the extent permitted in any fishing zone or non-commercial fishing zone and for allowable uses as outlined under Section 4(1)(b) of the Ordinance or activities covered under a valid scientific research permit.” Coupled with these changes the taking of any animal or plant by any method on land or at sea, within all sanctuaries is prohibited, except for allowable uses as outlined under Section 4(b)(2) of the Ordinance. Additionally all current “fishing zones”(i.e. one found in the Columbus Landfall National Park, Grand Turk, and the other found in the East Harbor Lobster and Conch Reserve, South Caicos) will be redesignated as “non-commercial fishing zones. Several guidelines for developments in protected areas will be implemented. “ All development must be in keeping with the spirit of the National Parks Ordinance, which has a stated purpose of “the conservation of the natural environment and
unwittingly built their homes in a protected area and their lots would be taken out of the Protected Areas based on the proposals. However, overwhelming comments focused on the proposed removal of areas from Chalk Sound National Park (including Silly Cay and Silly Creek) and Pigeon Pond and Frenchman’s Creek Nature Reserve and the introduction of the phrase “wise-use”. However, on April 14, 2016, Cabinet approved several amendments to the National Parks ordinance. “The following are prohibited within all national parks: The removal of sand, rock, coral, coralrag or any calcareous substance except, where such removal is necessary to maintain wise-use and access to a navigational channel, dock or marina. “The destruction of, or damage or injury to any animal or plant, except for allowable uses as outlined under Section 4(1)(a) of the Ordinance, or activities covered under a valid scientific research permit.” “The following are prohibited

We’ll take blame but forget about compensation, UN says of Haiti cholera outbreak
Bahamian gov’t optimistic despite downgrade by Moody’s
THE United Nations has finally acknowledged that it played a role in an outbreak of cholera in Haiti in 2010 that has since killed about 10,000 people and continues to sicken thousands every year. The deadly cholera epidemic began to unfold within months of the devastating 2010 earthquake. It went on to sweep through the sprawling tent cities that had become home to thousands of displaced families. Experts traced the outbreak to a base housing UN peacekeepers sent from Nepal to assist with the recovery efforts. But for years, the UN has refused to accept responsibility for introducing the killer disease to the impoverished Caribbean nation. An internal report seen by the New York Times is said to have led to the change of heart, but the UN still maintains that it is protected by diplomatic immunity from claims for compensation from victims’ families. Farhan Haq, a spokesman for UN Secretary General Ban Ki-moon, said that “over the past year the UN has become convinced it needs to do much more regarding its own involvement in the initial outbreak and the suffering of those affected by cholera.” Haq nevertheless reiterated that the UN’s legal position in on diplomatic immunity and possible compensation “has not changed.” According to the New York Times newspaper, his comments came after the confidential internal report stated that the epidemic “would not have broken out but for the actions of the United Nations.”
STATE Finance Minister Michael Halkitis on Tuesday insisted that the government remains optimistic about the Bahamas’ economic future, despite Moody’s Investor Service downgrading this country’s sovereign credit rating one notch, from Baa2 to Baa3. While the rating agency lowered the bond and issue rating of the government, Mr Halkitis said the Christie administration was happy that it maintained the current investment grade and was given a stable outlook. The minister said barring any serious economic crisis, the government now has anywhere from 18 to 24 months before Moody’s takes any further action and can make the needed improvements. “Baha Mar and other developments will have a chance to contribute to the economy,” Mr Halkitis told The Tribune, “plus we get more time for our revenue and expenditure reforms to show more results. “So we regret the downgrade, but we see that there are also positive results.” Meanwhile, former Cabinet minister Alfred Sears, QC, who has also announced his intention to challenge Prime Minister Perry Christie in the Progressive Liberal Party’s upcoming convention, said the Bahamas now has an opportunity to change its economic strategy.

The Times says the report was sent to Mr Ban last week by longtime UN adviser Philip Alston, a New York University law professor, who consults the world body on human rights issues. Now, officials are said to be considering a series of options and plan to unveil a “significantly new set of UN actions” within the next two months, according to Haq. Haq declined to say what steps the UN is considering, but suggested that reparations were not among them. While the UN stopped short of saying it caused the epidemic, its acceptance of some responsibility, was welcomed by lawyers representing Haitian cholera victims. “This is a ground-breaking first
step towards justice,” said Beatrice Lindstrom, a staff attorney at the Boston-based Institute for Justice & Democracy in Haiti. “But promises will not stop cholera’s killing or compensate for the damage to poor families in Haiti. The real test is in what comes next.” The group is among several organizations that have filed a federal class action lawsuit in New York seeking compensation for thousands of cholera victims who blame the UN for bringing the disease to their country. It is also demanding that the UN issue a public apology and ensure that cholera is eradicated in Haiti by investing in water and sanitation infrastructure.
Zika transmission ‘unlikely’ in Bermuda THE Zika virus is unlikely to spread locally, despite the first reported “imported” case on the island. The Bermuda Government last week revealed that a person in Bermuda had been diagnosed with the virus after travelling to an area with an outbreak of Zika, which has made headlines as it spread throughout South America and the Caribbean. Noting the recent case, nurse epidemiologist Jennifer Wilson told the Hamilton Rotary Club yesterday there had still not been any recorded local transmission of the Zika virus. And while she said it was possible for the virus to spread locally, she said conditions on the island make widespread transmission “unlikely”. “Bermuda does not have the Aedes aegypti mosquito, the mosquito most capable of spreading the virus. The Zika virus has not been contracted in Bermuda and Bermuda’s vector programme is among the best in
the world, as it relates to mosquito control,” she said. “Perhaps the key word there is ‘unlikely’. We cannot say that there is ‘zero’ chance that the virus will be transmitted locally. “Protecting yourself, your family, your friends and your community is key to preventing the spread of this virus.” While many who contract the virus experience no symptoms, common symptoms include fever, rash, red eyes and joint pain. Ms Wilson said the most serious consequence of Zika is the transmission of the virus from a pregnant mother to her unborn baby, which can cause birth defects. As a result, pregnant women are advised to avoid travelling to countries with an ongoing outbreak. “The greatest risk for acquiring Zika by Bermuda residents at this time is travel to a Zika-affected country,” she said. “It is important to stay up-to-date with which countries
are affected, as this list is increasing. “If they do travel to such an area, they are advised to take measures to avoid catching the virus through mosquito bites or sexual activity. If a pregnant woman’s partner has been exposed to Zika, they are advised to abstain from sexual contact or use condoms consistently.” “Zika can be spread through any form of sexual contact with a person who has Zika,” she added. “Even if the infected person does not have symptoms at the time, safer sexual practices and prevention of pregnancy, including the consistent and correct use of barriers such as condoms, is necessary to prevent sexual transmission from a partner who has been exposed to Zika. “Keep in mind that most people who have Zika infection have no symptoms and might not realise that they have been infected, therefore precautions after exposure, must be taken even if you feel well.”

“What we must not do is wring our hands and say ‘Oh, this is bad,’” Mr Sears said. “We should seize this moment and make the kind of structural changes that will put our national development on a more sustainable path. “Apart from the obvious need for fiscal restraint, what Moody’s ratings downgrade demonstrates most clearly is the need for a rational diversification policy, a robust growth strategy with specific targets and transparent and efficient governance practices.” He said projected GDP growth of under 2 per cent is insufficient to meet the country’s employment needs and generate economic growth.
Cayman Islands registered firms top 100,000 mark THE number of active companies on the Cayman Islands company register has exceeded 100,000 for the first time, and there are now more than 19,000 active partnerships in the territory, reports Tax News. At the end of the second quarter, 101,430 companies were listed as active, three per cent more than a year earlier and 2.6 per cent more than at the end of 2015, according to figures from the territory’s company registry, the Cayman Islands General Registry. New partnerships registered in the Cayman Islands increased by one per cent in the 12 months to June compared to the same period last year. A total of 3,334 new partnerships were incorporated during the past year, continuing the trend of uninterrupted annual growth since 2009/10. As of July 1, 2016, 923 new partnership were registered,
significantly exceeding the 588 partnership terminations. The net result is that there are now more than 19,000 active partnerships registered in the Cayman Islands. The newly introduced limited liability company form attracted 21 registrations in the first month, while the number of trusts on the register dropped by one percent to 1,784 in the first two quarters of this year. This continues a trend of small declines since 2014, said Cayman Finance, the island’s financial services promotional agency. Jude Scott of Cayman Finance commented: “It’s always great to see growth in Cayman’s financial services industry and this is a significant milestone of which we should all be proud. Regional News Baha Mar construction resumes next month CONSTRUCTION at the stalled Baha Mar resort in the Bahamas is expected to resume in September in a move to have the $3.5 billion resort project open no later than the end of winter in 2017, Prime Minister Perry Christie announced on Monday night. While remaining tightlipped on which “world-class hotel and casino operator” would purchase the Cable Beach development and the concessions granted in exchange for arriving at a deal, Mr Christie confirmed speculation during a nationally televised address that an agreement had been reached between the government and the Export-Import (EXIM) Bank of China. Under the terms of the agreement, Bahamian contractors still owed money will receive a significant portion, if not all, of their claims, while thousands of former Baha Mar employees
will receive outstanding amounts due to them. Mr Christie said the deal had been had been approved by Justice Ian Winder of the Supreme Court just two hours prior, around 5pm. He even likened the efforts to conclude the deal to Shaunae Miller’s dramatic dive in the women’s 400m race at the Rio Olympic Games to win the gold medal for the Bahamas. “This agreement represents a signal achievement for the Bahamas and a milestone in the troubled history of Baha Mar,” Mr Christie said from the Cabinet room, flanked by members of his government and others. “For some 20 months, I have been continuously focused, day and night, on efforts to find a solution for the completion of the Baha Mar project. Throughout this period, the government has had three key objectives: firstly to ensure that construction at
Baha Mar would be resumed as quickly as possible. “Secondly, to make every effort to ensure that the casino and casino hotel, the convention centre and its hotel, and the golf course would open before the end of the 2016-2017 winter season and thirdly to ensure that payment of claims to Bahamian creditors and contractors, who previously had little or no prospect of recovering anything from Baha Mar. “We have achieved all of these objectives,” Mr Christie stressed. He said that under the heads of terms signed between the government and the EXIM Bank, “remobilisation at Baha Mar will commence immediately.” “Construction at the site is expected to resume within a few weeks, during the month of September,” he added. “The bank has committed to fund
all remaining construction costs to complete the project. China Construction (America) will finish the works, and will resolve outstanding claims with its suppliers and subcontractors.” The opening of the 2,000 plus room resort was scheduled for December 2014, but was delayed to March 2015 and again to May 2015. Baha Mar’s developer Sarkis Izmirlian filed for bankruptcy protection in the United States on June 29, 2015; however the Supreme Court rejected the resort’s application for the matter to be recognised here. A US judge later threw out the bankruptcy application

The Bahamas added to the CDC’s Zika travel notice The Centers for Disease Control (CDC) has added The Bahamas to the list of destinations where local mosquito transmission of Zika has been confirmed. The CDC says local mosquito transmission of Zika has been reported on the island of New Providence, which includes the capital city of Nassau. Local mosquito transmission means that mosquitoes in the area are infected with Zika virus and are spreading it to people. Because Zika virus is primarily spread by
mosquitoes, CDC recommends that travellers to The Bahamas protect themselves from mosquito bites. The CDC recommends that travellers should “practice enhanced precautions” at destinations where Zika has been confirmed. Pregnant women should not travel to the Bahamas, according to the CDC, and women who are trying to get pregnant should talk to their doctors. Zika can also be spread through sex, so partners of women who are pregnant or

trying to get pregnant should also follow precautions. While most people who contract Zika virus do now even show the typically mild symptoms, the virus has more serious implications for unborn babies and can cause microcephaly. There are also much rarer Zika virus complications that can cause paralysis and death. World News Tropical wave moves closer to US; could become Hermine GASTON became a hurricane on Wednesday night in the central Atlantic while another potential storm was moving closer to the U.S. on Thursday. That tropical wave, called Invest 99L, continued to be closely watched on Thursday morning because of its potential path. The system could affect Florida and possibly the Gulf of Mexico over the weekend. The National Hurricane Center warned those in south Florida and the Bahamas to keep an eye on the system and cautioned that a large amount of uncertainty remains over its future path and intensity. However, forecasters said it appeared “increasingly likely” that Florida would see some effects from the storm, including heavy rain and gusty winds, beginning this weekend. As of 7 a.m. CDT Thursday morning Invest 99L was still a disorganised system, according to the hurricane centre. It was located southeast of the Turks and Caicos Islands and was moving to the northwest. The hurricane centre said 99L’s storms continued to lack organisation, and there was not a well-defined centre of circulation. The strongest winds were also located away from its centre. The storm was, however, producing gale-force winds over the water north of the Hispaniola and dropping heavy rain, raising flooding and mud slide concerns.

A system has to have sustained winds of 35 mph and a defined centre of circulation to be considered a tropical depression. At 39 mph it can be upgraded to a tropical storm and get a name. The next name on the list is Hermine (her-MEEN). A NOAA Hurricane Hunter reconnaissance aircraft was scheduled to take a closer look at the system later this morning, according to the hurricane centre. Name or no name, 99L could bring heavy rain and gusty winds to the Puerto Rico, Hispaniola, the Turks and Caicos and the southern Bahamas over the next few days.
The environment around 99L was not overly favorable for development, but that could change by the weekend when it was expected to move near Florida and the Bahamas. Wind shear was expected to be weaker there, and sea surface temperatures will be very warm. Will it move into the Gulf? That was still very uncertain as of Thursday morning. The National Weather Service office in Mobile said early Thursday that computer models are diverging greatly and it remained very uncertain if the northern Gulf Coast will — or will not — be affected.
Assange says WikiLeaks to release ‘significant’ Clinton campaign data WIKILEAKS founder and editorin-chief Julian Assange said on Wednesday his organisation planned to release “significant” information linked to the campaign of Democratic presidential nominee Hillary Clinton before the Nov. 8 election. You know, it depends on how it catches fire in the public and in the media.” Assange has been living in the Ecuadorean Embassy in London for five years to avoid extradition to Sweden, where he faces sexual assault accusations. He denies the allegations. WikiLeaks released files in July of what it said were audio recordings pulled from the emails of the Democratic National Committee that were obtained by hacking its servers.

DONALD Trump hammered home his “America First” slogan on Wednesday by presenting the presidential election as a chance for voters to “re-declare American independence.” To that end, he enlisted the help of a British nationalist. Nigel Farage, the former leader of the UK Independence Party and a chief proponent of the British exit from the European Union earlier this summer, joined Trump on stage at a rally here to draw similarities between the UK’s vote to leave the European Union and Trump’s insurgent campaign. After savaging President Barack Obama for urging British voters to remain in the European Union ahead of the “Brexit” referendum -- “He talked down to us. He treated us as if we were nothing,” Farage said -Farage declined to endorse Trump. But he freely opined on the US presidential election. “I will say this: If I was an American
citizen, I wouldn’t vote for Hillary Clinton if you paid me. I wouldn’t vote for Hillary Clinton if she paid me,” Farage said, as Trump’s supporters roared with approval. Farage later thanked Trump on Twitter for his “tremendous introduction” at the event. Political observers have drawn a slew of similarities between Trump’s campaign and the proBrexit movement -- particularly their populist and nationalist appeal -- and Trump has also approvingly likened the two political movements. “They will soon be calling me MR. BREXIT,” Trump, who had predicted the U.K. would vote to leave the EU, tweeted last week. “I was very supportive of their right to do it and to take control of their own future, like we’re going to be voting for on November 8th,” Trump said Wednesday night. “They voted to reclaim control over immigration, over their economy, over their government.”
Pennsylvania teen charged with killing grandma during fight about going to school A PENNSYLVANIA teenager killed his grandma because he didn’t want to go to school, police said. Hunter Riley Reeser, 14, faces murder charges as an adult for the Tuesday shooting. State police said the Harborcreek Township teen attacked Sandra Orton as they bickered about an upcoming school meeting. Reeser shot the 60-year-old in the head because he didn’t want to go, officials claimed. The boy then called his grandfather and said he found his grandmother bleeding in front of
her home. He called 911 to report the crime, too — but he later admitted to police that he shot her himself. Police did not say what the school meeting was about. Reeser was charged with criminal homicide and firstdegree murder. He remains in jail without bond. In Pennsylvania, children must be charged as adults in murder or homicide cases, though defense attorneys can later try to move the charges to juvenile court. Erie County prosecutors say they plan to oppose that at this point.

World News Italy earthquake: Death toll continues to rise amid rescue efforts

Vietnam woman ‘cuts off limbs for insurance payout’ A VIETNAMESE woman has admitted to paying for her foot and part of her arm to be cut off in order to claim an insurance payout, police say. In May, the 30-year-old woman, named as “Ly Thi N”, pretended she had been hit by a train, the People’s Police Newspaper of Vietnam reports. But she has now reportedly admitted to having paid a friend $2,200 (£1,660) to sever her limbs. The aim was to claim more than $150,000 from her insurance company. A supposed bystander, “Doan Van D”, the same person who did the cutting, had called an ambulance after “finding” the injured woman on a Hanoi railroad.
Pictures published by the official police newspaper showed the woman three months later, with her wounds healed. She is believed to run a struggling business, according to local media. The unusual case has led to heated discussion on social media in Vietnam. “A very typical case of insurance fraud. The kind of joke that only happens in Vietnam,” Facebook user Ly Phan posted. “Lost 50 million, 1 hand, 1 leg, and now you are at risk to go to jail. No benefit at all.” Several users decried the woman for the dangerous move, while others questioned how desperate she must have been.
THE death toll in the Italian earthquake was over 240 on Thursday despite the efforts of thousands of rescuers. Dozens are believed trapped in ruined Amatrice, Accumoli and Pescara del Tronto, in mountainous central Italy. Rescuers have advised journalists and bystanders to leave Amatrice urgently, as “the town is crumbling”, the BBC’s Jenny Hill says. New cracks appeared in the town’s hospital after strong aftershocks. Officials revised down the number of dead after earlier giving a figure of 247. The search for survivors went on through the night, amid hundreds of tremors and an aftershock which rocked already damaged buildings. More than 4,300 rescuers are using heavy lifting equipment and their bare hands. Many of the victims were children, the health minister said, and there were warnings the toll could rise further. The heaviest death toll was in Amatrice - 184, officials said. Another 46 died in Arquata, and 11 in Accumoli. The 6.2-magnitude quake hit at 03:36 (01:36 GMT) on Wednesday 100km (65 miles) north-east of Rome. Prime Minister Matteo Renzi was chairing an emergency cabinet meeting on Thursday. The agenda included reconstruction plans for the devastated area. Rescuers said they had pulled five bodies from the ruins of the Hotel Roma in Amatrice. As many as 70 tourists were staying at the hotel when the quake struck. Many are feared to be in the rubble, though several were pulled out and given medical care. Many of those affected were Italians on holiday in the region. Some were in Amatrice for a festival
to celebrate a famous local speciality - amatriciana bacon and tomato sauce. Late on Wednesday there were cheers in the village of Pescara del Tronto when a young girl was pulled alive from the rubble after being trapped for 17 hours. The mayor of Amatrice said three-quarters of the town had been destroyed and no building was safe for habitation. Some opposition MPs said the new civil defence concept, to go before ministers on Wednesday, was scaremongering. Citizens are advised to store enough food to last them 10 days, because initially a disaster might put national emergency services beyond reach. Five days’ water - two litres (half a gallon) per person daily - is advised. The German news website Frankfurter Allgemeine (FAZ) said the new concept was set out in a
69-page German Interior Ministry document. The document said “an attack on German territory, requiring conventional defence of the nation, is unlikely”. But, it said, a major security threat to the nation in future could not be ruled out, so civil defence measures were necessary. Interior Minister Thomas de Maiziere told a group of schoolchildren that Germany must be prepared to react if water or food reserves were poisoned, or if oil and gas supplies were interrupted.
A HATE-FILLED homophobic Georgia man was sentenced to 40 years in prison after he scalded a sleeping gay couple with boiling water. On Feb. 12, Martin Blackwell found his girlfriend’s son and a friend sleeping together after the couple worked an overnight shift. Furious at the same-sex couple, he filled up a pot with boiling water, soaking the two in bed and yelling, “get out of my house with all that gay.” “You were soulless, malicious and a violent person on February 12,” judge Henry Newkirk told him, according to the Atlanta JournalConstitution. “You had so many outs where the voice of reason could’ve taken over.” Instead, Blackwell carried out his hateful attack, leaving Anthony Gooden and Marquez Tolbert scarred with severe burns, even after multiple surgeries.

Blackwell’s attorney, Monique Walker, tried arguing on Wednesday that he wasn’t being hateful or malicious, and framed the attack as a lone lapse of judgment. She admitted the burning was “revolting” and “repugnant,” but said the 40 year punishment did not fit the homophobic crime, arguing that it could have been worse. “It’s not bringing in the kitchen sink,” Walker said. It was, in fact, underneath the kitchen sink, where Blackwell found the largest pot he could, to fill up with boiling water, prosecutors said. The 48-year-old faced up to 80 years in prison, but was sentenced to 40, after being found guilty on all charges.

Lynch propels Kishco to six-wicket win LLOYD Lynch took two wickets before returning to score 21 unbeaten runs in a low scoring win against the Mitsubishi Electric Tigers when action in the HAB Group TCICA Summer T20 Cricket competition continued at the Downtown Ball Park last Sunday. The Tigers, who looked dominant early in the competition, won the toss, but except for a 32run opening wicket stand between Vikram John (15 runs) and Paul Collis (13), they were not up to scratch with the likes of captain Marlon Graham (7), Damian St. Ange (4), and Blair Mason (1) all failing with the bat. Chabbie Charlery laced the boundary three times in his 14, but he could not build on his start. In the end seven wickets fell for 18 runs as the Tigers stumbled to 78 all out in 16 overs. Job and Thorby lead Full Physic to big win over Wheeland THE inaugural Caicos United Premier League football competition which started last month is heating up with Full Physic now tied with Academy FC on six points each in the seventeam competition. Both teams are still trailing Bass 001 who are leading with nine points from three wins. In last Sunday’s clash Jeanlis Job, who plays for Cheshire Hall in the PPL, scored four goals, while teammate Darlin Thorby added a hat-trick as Full Physic rolled over Wheeland 8-1. Job, who is the current leading goal scorer with seven, scored a hattrick in the first half, before Thorby took over in the second period. Antoine Watson scored the other goal for the eventual winners. Ponsley Peggy scored the lone goal for Wheeland, who are still looking for a win. The competition, which is expected to run until November, continues this Sunday with Grand Turk taking on Flech Rapid from 19:30h, weather permitting, at the same venue.

Williams was confident of a medal
– Still humbled by Olympic experience IF Great Britain were not disqualified on Friday night, Delano Williams is confident that he would have won a medal at the 2016 Rio Olympics. He felt gold was possible, especially with the way the team paced themselves in the second heat. “I was confident that we could have got the gold medal.” Williams recalls the moment from winning the heat to finding out that his team was disqualified as a whirlwind of emotions and indicated that it has made him into a stronger
athlete. He moved from excitement, to confusion and then despair—going sleepless on Friday night to needing his mum for emotional support over the weekend. “I feel it in my heart, like I don’t know how to take it, I am still emotional at the moment,” the Grand Turk born later told the Weekly News. All the commentators kept talking about us in Jamaica, at the BBC, everywhere when the race ran, they knew that Great Britain could have challenged for the gold.” From TCI athletes, to coaches and well-wishers all were buzzing on social media on Friday night, first with disappointment over the decision, then with hope of a review and reinstatement before settling to just pure admiration over Williams’s second leg. The support was not just local. British Athletics said it was “hugely
disappointed” and confident the team would have won a medal in the final. The Daily Mail called the decision “incredibly harsh” and said the disqualification robbed the side of a medal. Sprinting legend Michael Johnson was also confused with the decision. He was quoted by the BBC as saying: ““I haven’t been involved in so much speculation as I have in the next 20 minutes.” Officially, leg three runner Hudson-Smith was ruled to have had part of his foot out of the takeover zone when he began running, although television replay could not confirm or deny such.
WILLIAMS’S EXPLOITS In his introduction to the Olympics the TCI national 100M and 200M record holder collected the baton and stayed calm although his team was in fourth position. He paced his race well and towards the end of his run he passed two runners to put GB in second place. Martyn Rooney, who ran anchor, later took the team to victory in a time of 2: 58.88. For Williams despite the heartache and disappointments Rio 2016 was still wonderful. “The experience was great, I enjoyed it and I enjoyed representing Turks and Caicos and also Great Britain.”
FLOW excited to welcome TCI’s first Olympian home – Plans motorcade next Thursday WHEN TCI’s first ever Olympian Delano Williams returns home next Thursday, FLOW will be at the airport for the grand welcome. The telecommunications company, which signed Williams as a Brand Ambassador in October last year has organised a motorcade from 15:00h in collaboration with the Office of the Premier and the Ministry of Sport. The motorcade will proceed from the airport to the Island’s Fish Fry in the Lower Bight where a live band, live performances and excited TC Islanders will help celebrate Williams’s achievement. Williams was outstanding in heat two of the 4X400M relay last Friday
night in Rio. His team, which won the heat and looked likely to medal, was later disqualified for a zone infraction during the race. Country Manager Delleriece Hall said: “We are extremely proud of Delano’s performance in the Rio 2016 Olympics. Although, it was rather unfortunate that he was unable to medal due to the DQ, we were honoured to be able to see our son of the soil and brand ambassador represent Turks and Caicos on the world’s largest sporting platform.
