Special Prosecutor Garlick retires from role BY OLIVIA ROSE SPECIAL Prosecutor Helen Garlick stepped down from the post on Thursday (August 3). Garlick has given notice that for personal reasons and having reached the retirement age of 65, she intends to retire from legal practice this year. According a release from the Office of the Director of Public Prosecutions, Garlick informed the Attorney General and the then DPP of her intention at the beginning of 2016, since she wished to give those concerned as much notice as possible. Garlick has been noticeably absent since March 2017 when the high-profile corruption trial resumed. However, while she was not physically present in court, she has been spearheading the case electronically. According to DPP Jillian Williams’ statement, the investigation is largely concluded and all the principal prosecuting decisions have been made. The trial is currently underway and leading prosecution counsel has been instructed since 2010 and is continuously supported by junior counsels who are fully embedded in the case. The senior investigating officer (who was appointed in 2009), his deputy and a number of investigators will remain in place. It was noted that under the constitution, the post of special prosecutor has always sat within the office of the Director of Public Prosecutions.

Following the appointment of Williams in November 2016 as DPP, Garlick discussed retirement with her on a number of occasions. Given the absence of the DPP from the TCI due to ill health, the acting DPP will take on the supervisory role of the case, for the time being. Garlick will be consulted to assist the DPP and SIPT should the need

arise. The role of Special Prosecutor was created in 2009, as the result of recommendations made by the Commission of Inquiry. The position aimed to ensure that the subsequent criminal investigation was conducted with the benefit of experienced and independent legal advice and that all prosecution decisions were made similarly.

A WHOPPING 221 percent increase in robberies has been recorded in the second quarter of 2017, compared to the same period last year. This was revealed by the Commissioner of Police James Smith on Friday, July 27, during a briefing to update the media on the crime statistics for the months of April, May and June. He assured that the focus of the Royal Turks and Caicos Islands Police Force (RTCIPF) remains on violent offenders in the community, and stated that they have committed to making a heavy investment in the tactical and proactive teams in CID to detect these offenders. Smith reported that last week five new and experienced officers were added to the marina, tactical CID units, with another nine expected to further bolster their staff complement this past week in the same specialist areas. He noted that while they did not recruit as many as they wanted to, for a number of reasons, the RTCIPF will be seeking to recruit another seven or eight officers in the short term to continue the focus on serious crimes. “We also have in force right now two officers from the United Kingdom who are working with Mr (Ira) Baptiste’s serious crimes unit to ensure they are able to cope with the increase in the serious crimes,” Smith stated.

STATISTICS From the month of April to June there were 585 crimes reported, compared to last year for the same three month period there were 676 reports. This reflects a 15 percent decrease or 91 less crimes reported across all islands. Robberies are up 221 percent for the three month period; that is from 18 reported incidents last year to 56 this year or an increase of 38 reported incidents. Forty-four of these robberies involved the use of a firearm by one or more people. Overall, firearm offences for the three month period increased by 158 percent or a total of 41 more firearm related offences. Last year there were 26 reported firearm offences whereby this year there have been a reported 67 so far. For the same period burglaries are down 56 percent - 209 reported last year compared to 92 reported this year or 117 less burglary reports. Arrests made for possession of drugs for the same period are up 110 percent from 10 arrests last year to 21 arrests for the first three months of this financial year; arrests for possession of drugs with intent to supply up 200 percent, from two last year to six so far this year. “This is due to proactive policing and is due in part to the deployment of our new dogs around the country earlier this year and this has proven to be very valuable,” the commissioner said.

AN INCREASE in the number of armed robberies is a threat facing US citizens in the Turks and Caicos Islands, according to US government officials. This statement was made by the Embassy of the United States in Nassau in a travel advisory to Americans residing in and travelling to Providenciales. It warned tourists to be aware of their surroundings and remain on heightened alert to avoid being a victim of crime. In the past year, a number of US citizens have fallen victim to armed home invasions while in hotel rooms and private homes, as well as armed robbery while walking after dark, the advisory said. It pointed out that two American citizen victims were shot and seriously injured.

The embassy advised US citizens visiting the TCI to: “Review your personal security plans; remain aware of your surroundings, including while attending local events; avoid walking on roads and beaches after dark and monitor local news stations for updates. “Maintain a high level of vigilance and take appropriate steps to enhance your personal security. “Due to the surgical limitations of hospitals in Turks and Caicos, emergency care frequently requires medical evacuation to the United States. “Check in advance with your insurance company that your health insurance covers the cost of medical evacuation to the United States, or obtain traveller’s insurance that offers such coverage. “If you are the victim of a crime abroad (including the loss or theft of a US passport), you should

immediately contact the local police (dial 911 or 999) and obtain a police report. Contact with the Embassy should be made as soon as possible thereafter.” The US Department of State issues travel warnings for tourists to consider the risks of travelling to these places and to strongly consider not going to them at all. Examples of reasons for issuing a travel warning might include an unstable government, civil war, ongoing intense crime or violence, or frequent terrorist attacks. Some travel warnings remain in place until the situation changes; some have been in effect for years. Government and law enforcement officials in the TCI are yet to comment on the travel advisory. Attempts by this publication to reach the premier for a response proved futile.

‘We are in this together’ – Premier says TCI must unite to fight crime

BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson has called on the TCI’s citizens to join together in the fight against the recent crime wave. “What I wish to say to my people is that we must take stock of our actions and resist the temptation to turn this into a fight with each other,” she said on Thursday (August 3). The leader’s comments came hot on the heels of a statement issued by the Leader of the Opposition Washington Misick. In it he said that crime has risen to epic proportions and the Government has failed to address the issue. But Cartwright Robinson said she is fully aware of what is transpiring throughout the territory and continues to support law enforcement. “This time calls for calm, responsible and strong leadership and while finger pointing is all that some know or have come to accept as leadership, much is happening in the area of national security. “The people of this country must know that all who share a function in addressing national security is well alert, engaged and on the job. “I have not left matters unattended as it relates to the role of Government neither have I been disconnected nor reckless in the carriage of my duties or trust.” SPREADING FEAR The premier called on residents to be wary of their actions since their utterances may have a far-reaching impact on the country’s image. “I am asking each of us to be careful of what we share via Whatsapp and on social media as this is contributing to how we market our tourist destination. “We must not want our postings to be the one advertisement that a tourist or potential tourist reads. “These latest experiences reveal not a crisis in leadership but one of a crisis in morality. “We have a few misguided youth, who for whatever reason has chosen this destructive path that threatens life and also put their lives at risk. She said that what sets the TCI apart from its neighbours is just “a few reckless acts as well as a few reckless statements”. “What I wish to say to my people

is that we must take stock of our actions and resist the temptation to turn this into a fight with each other and to turn this on a fight for our misguided youth, our troubled homes and communities and if we must turn it on persons, turn it on those who seek to exploit this troubled time for political and personal gain at the loss of our country. “We vare all in this together and if we are going to win which I am sure that we will, we must not delay the win by wasting time on issues that pale in comparison to the challenges we face as a people.” The premier stressed that there is no magic solution to the rampant crime rate that has plagued the Turks and Caicos Islands. She said: “Oh how I wish to be super woman with a magical wand that can turn everything perfect instantly, but what I am is a leader that will not neglect her people nor stand down in the face of a fight for us as a people. “What I am is a leader that is hurt for my people who are in too many ways being exploited by selfish persons.” MAKING MOVES Cartwright Robinson highlighted several areas where the Government has been instrumental in supporting the police over the past seven months. “I made a request to the UK for assistance and the resultant UK Security Assessment as early as February this year during my first visit to London,” she said. “The purchasing of a building to house the highly anticipated CCTV

programme and other new crime fighting initiatives.” Coupled with these efforts, the Government approved funding for additional police officers including managers of the CCTV project. “The approval of $1.2 million in the purchase of new cars in the recently passed budget and the agreement in the National Security Council to devise a national security strategy. “The inclusion of modern crime fighting initiatives and other legislative support for the police in our legislative calendar.” She pointed out that the Government has made significant strides in coordinating operations between the police and immigration to seek out and to repatriate undocumented people.

She said: “The presentation to Cabinet a paper on the rehabilitation of offenders in an effort to reduce the rate of repeat offenders. “The initial dialogue with the TCHTA and to having received their agreement to employ those at risk under the Government’s Change for Change Programme to be led by the Ministry of Home Affairs; and holding meetings with pastors to assist in creating programmes that will address our youth.” The premier expressed her satisfaction with the efforts of the police who she said are working hard in the aftermath to bring the culprits to justice. She added that the Government remains firm in its stance for stiff penalties for gun crimes.

ON THE JOB Meanwhile, Deputy Premier Sean Astwood in his statement said the Islands have not been short-changed by the Government. He said: “The Premier, the Governor and the Commissioner of Police are all engaged and there has been no dereliction of duties. “On Friday, the Premier and I, as Minister of Border Control and Employment attended a National Security Council Meeting where we received the National Security Assessment Report which has made very practical recommendations. “We have also had direct talks with police officials and discussed the strategic initiatives being taken to address the more recent matter. “It will be inappropriate to speak to the specifics of any action being taken at this time, but I want to assure the general public that we are on the job and are approaching this matter with the sense of urgency that it deserves. “Over the past few days I have met with our private sector partners and they have committed to assisting in many ways including, but not limited to, the creation of a fund to supplement the efforts of the Government to address and stamp out the scourge of violent crime from our ‘Beautiful by Nature’ country.” The Deputy Premier committed to updating the public with the Government’s actions and the results thereof as matters progress. He urged the public to remain calm but alert and vigilant.

FAKE NEWS: FSC disassociates itself from ‘fictitious press release’ THE FINANCIAL Services Commission (FSC) has denied that it released a press statement defaming two of its officers. In a statement to the press this past week, the FSC stated that unauthorised people maliciously and illegally used the commission’s letterhead to defame the character of two

officers. The commission dissociated itself from the defamatory document and stated categorically that its content is untrue. “The commission is disappointed that such false allegations can be made in an attempt to bring distress and damage to the reputation of the

commission and its officers,” the release read. It further stated that the management and staff of the commission continue to have full confidence in the officers and continue to support their role in maintaining a high standard of supervision of the financial services industry.

CRIME WAVE

THE LATEST spate of break-ins, shootings and robberies in Providenciales have put a black-eye on the reputation of the Turks and Caicos Islands as a safe and desirable place to visit. Just when we were poised to experience one of our best ever tourist seasons, here come these demons out of hell to besmirch our name and impede our progress. Where do we go from here? The police seem totally helpless and the Governor, who is in charge of the police, seems totally clueless. People are afraid and don’t know what to do. One thing is sure: If this climate of fear and uncertainty continues, the overnight success that we have managed to build will vanish into thin air, and we will be worse than our neighbours to the south. But, unlike them, we will have nowhere to go. What are your thoughts?

Aggressive push

This problem was foretold and inevitable. The TCI has always acted retroactively and inconclusively to crime and has never properly dealt with corruption within the critical law enforcement agencies (police, marine police, DECR, immigration, customs and Ports Authority). There needs to be an aggressive push to remove all guns from our Islands and to stop more coming in by rounding up the corrupt TC Islanders in high positions that are facilitating the passage of weapons and drugs into our community. A big change in attitude is needed and needed now. Our leaders need to deal with the real problem regardless of who they might cross swords with and stop blaming the Governor, the Haitians, Bahamians, Jamaicans and Dominicans.

Ask God

The Bible claims: “Except the Lord keep the city, its watchman waketh but in vain,” Psalm 127. I think that His Excellency the Governor and the police chief should seek God’s face and ask him why he has withdrawn his protective hand at this time.

Act now

This problem did not arrive overnight or in the last six months. Like a slow developing cancer it has been growing and growing until now it has come to a point someone has to cut it out. The British have the responsibility for law enforcement including illegal immigration. They have ignored the problems as the TCI faced them for many years. An administration out of control until it was too late. Another who laid the responsibility for our massive debt at the door of everyday folks not the ones who shared the proceeds of

the debt. No wonder some went wrong and turned to crime. Britain needs to act now.

Protect yourselves

Look after your properties. The resorts and luxury villas can hire security guards. Install security systems and use them. And when you know somebody who is breaking the law call Crimestoppers hotline. Somebody knows these people. Saving your own butt (because we all profit from the tourism industry one way or another) is not snitching. It is self-preservation. Wake up.

Not his paradise

Enviable of your progress? I don’t think so. There are some islands and places that don’t want too much progress because progress brings too much change. It brings crime. As well as the good things. Welcome to the real world. It is a myth that this is an enviable place, but that’s okay, we all love it here. The Caribbean on a whole is loved by many but unfortunately we all face crime. However, don’t worry it will be okay, just keep on the police to work harder, pray it can get better, there is hope, and while you are doing that humble yourselves. Over pride never goes well with God. This is just an island like all other islands. Not his paradise in heaven.

Be like England

It’s time to be like England and place CCTV all over the island as we don’t have enough manpower or should I say experienced manpower. Police put on the best instead of hanging out in safe havens, instead of patrolling the old-fashioned way. Secondly, get seriously cracking with

illegals. All the criminals from the Bahamas with fifth cousin relationships - criminals from all the other islands including Haiti.

Milk toast managers

We have an entire cabinet charged with high level crime and British justice can’t complete the trial. The British failed us in stopping these alleged crimes. They failed to patrol our borders, they failed to give us adequate leadership in the police department. The taxes have driven the cost of living upwards during the last administration. The British are responsible for our corrupt civil service. A gallon of gas costs double mainland prices. Now the governor sits in Grand Turk while Provo has become a haven for frustrated youths who have turned to crime. It is time for the British navy to patrol the sea and for British troops to patrol Provo in uniform. The current and last governor were both milk toast managers. If this or a new governor does not act it will take the current Government years to straighten out this dangerous mess.

Military aid

There is only one answer to the current crime problem and that is to have the British military provide necessary aid to the civil government The police won’t like this, because it means they have no control over the crime situation but they never have. The Government won’t like this, because it indicates yet another aspect of governing they have no idea about - but they haven’t. The Governor probably won’t like this, because it suggests the country is out of control on his watch - but it is! And the residents and the tourists will love it! An appropriately-sized unit of British troops, with air support to locate the hots spots in the bush, will soon be able to flush the illegals into minister Astwood’s deportation programme, and then they can begin kicking down the necessary doors to arrest the ‘local’ part of the crime problem. Hold the suspects in a detention facility, without bail, until the courts can deal with them (oops, I forget I was talking about the

ineffective TCI courts, so maybe the British will have to handle that aspect too). Looking forward to buying these saviours their first round of drinks!

Seeing is believing

If the Queen (who is universally and deservedly respected) were to see what these spineless minions (the FCO through the Governor here) were doing in her name, she would be seething with fury. It’s not just negligence, but malicious and cowardly. Given their abrogation of responsibilities for policing under the constitution, they are culpable for the crimes that occur here. The word ‘foreign’ is certainly no misnomer when it comes to the FCO. It’s tantamount to moral turpitude. What to do? The police commissioner should stop babbling on about statistics (and no more raw recruits for public consumption). It looks stupid and certainly victims take little comfort from it, nor the rest of us. Also, stop talking so much about what you are going to do. Seeing is believing. We need a highly experienced special armed task force and in sufficient numbers brought in for a period of time. London will fob us off as usual, so a direct approach to the EU. The latter’s laws are forever being imposed here and under the Treaty of Rome they have a certain responsibility for our development. The UK needs to be embarrassed, especially as the French and Dutch look after their territories and take responsibilities seriously. Above all we must all be vociferous and not let the UK get away with this behaviour. Your very lives may depend upon it.

Opposition leader says TCI in crisis due to crime BY OLIVIA ROSE OPPOSITION Leader Washington Misick on Saturday criticised the Government over the crime situation in the country and called on the premier to take decisive, effective action to protect and safeguard citizens. Misick issued a strongly worded statement on Saturday (July 29) - the day after a US tourist was robbed and shot while on vacation in the Leeward area. “By any definition we are in the middle of a crisis in these Islands. Predictably in some quarters it is being described as a crisis of leadership,” Misick said. “One thing is sure however, there is now a pervasive crisis of confidence in the institutions responsible for law and order. “We find ourselves at a crossroads – a watershed moment when out-ofthe-box thinking is required.” The opposition leader noted that in order for effective solutions to be crafted and implemented, the leader must re-examine the root causes of the recent crime wave. He said: “The guerrilla tactic being used by the criminal cowards to wreak havoc in Providenciales should no longer be considered solely random. “The perpetrators may very well be influenced by a mastermind or may themselves have a social or political agenda. “We must spare no cost to analyse the cause and effect of the current chaotic spate of criminal activities and remove the root of it regardless to any short-term inconvenience or adjustments we may have to make.” Misick lamented that to do otherwise will be to ignore the obvious decimation of the country`s economy and confinement to

MINISTER of Tourism Ralph Higgs said that the recent increase in crime will not only affect the tourism industry in a negative way, but in fact all businesses will feel the hit. He expressed these sentiments during a recent interview on a local television news station. He said: “While we are still one of the, if not the safest destinations in the Caribbean if not in the world, any act of crime is too much crime and if it continues to go unchecked then it will certainly have an adverse effect on tourism arrival. “While the eyes of the investors are on the country, persons here must do their best to fight the criminal element.” Higgs urged residents to contact local authorities with any information relating to any crime that they may

poverty. He called on the Government to forget the political spin and rhetoric. Misick negating the Government’s touted 12 point crime plan said: “The Turks and Caicos is not a recovering alcoholic that needs a 12 step plan.” He underscored the need for a vision and a strategy that can fight the scourge of crime. “As a member of the National Security Advisory Council, I have not been invited to a meeting since December 15, 2016, so I am unable to say if there is a strategy to attack the problem or what it is. “Locking the opposition out of this and other national discussions unfortunately has become a hallmark of the current administration. “However, the Government including the British government must now come to the realisation that despite or because of the current threat, it has a unique opportunity to work with all sectors of the community to eradicate serious crime, so that TCI can once again boast of being a low crime destination.” The opposition leader in his release also raised concerns about the UK government’s commitment to the safety and wellbeing of the Turks and Caicos Islands.

It will be tougher later if you see our tourism numbers start to fall off. “I want to appeal to the community to cooperate with law enforcement to help them in any which way you can to solve crime and bring the perpetrators of crime against any Turks and Caicos Islander or any visitor to our Islands to justice.”

AN AMERICAN tourist was shot by a masked gunman while vacationing with his family in the Turks and Caicos Islands last week. The 57-year-old man was shot during an armed robbery at a property on Tranquillity Lane in Leeward, Providenciales on Friday, July 28, at about 10.12pm. Michael Jones was taken to the Cheshire Hall Medical Centre for where he was treated, but had to be airlifted to Memorial Regional Hospital in Hollywood, Florida for further treatment. It is alleged that more than one person was involved in this incident and that they fled the scene soon after with a laptop they stole from the home. Shortly after the incident the Turks and Caicos Islands Ministry of Tourism issued a release urging residents and visitors not to be alarmed. It read: “It is with regret, that we report any situation involving the safety or well-being of residents or guests to our country. “While our country remains safe, any acts of crime against residents or tourists are unacceptable. “Our residents and visitors should continue to enjoy our Islands, as we will not be intimidated by acts of

cowardice.” A representative of Kirkland and Ellis, the law firm that Jones works for, released a statement this week confirming that he was shot while vacationing in the TCI. The statement read: “Mike was treated successfully and is in stable condition and is expected to fully recover. “Our thoughts and prayers are with Mike and his family, and we look forward to welcoming him back after his recovery.” Jones is an established trial lawyer at Kirkland with a focus

This incident comes just over a month after Kevin Newman, a tourist from Alabama, United States, was shot and robbed in the TCI. On June 23 Newman was robbed at gunpoint and shot in Grace Bay, Providenciales, while vacationing with this wife and son. He was rushed to the Cheshire Hall Medical Centre for immediate care, but had to be airlifted to the United States for further treatment.

Crime must stop now says Leeward and Long Bay MP BY OLIVIA ROSE AKIERRA Missick, Member of Parliament for the Leeward and Long Bay constituency, is planning to lobby the Government to implement a community security protocol aimed at reducing the incidents of violent crime in the community. The MP’s plans come following the shooting of yet another American tourist vacationing with his family in the Turks and Caicos Islands. According to police reports 57-year-old Michael D Jones, a partner at a Washington DC law firm was shot around 10pm on Friday, July 28, during an aggravated burglary. The Royal Turks and Caicos Islands Police Force said the US citizen was shot by a masked gunman while in his vacation villa in Leeward, Providenciales. The man suffered from a single gunshot wound to his upper body and was immediately transported to a local hospital. Jones was later medically evacuated to the United States and taken to Memorial Regional Hospital in Hollywood, Florida, where he was listed in stable condition Sunday

$20m investment for Gov’t buildings – Gov’t services to be centralised in Provo BY DELANA ISLES THE GOVERNMENT is in the process of a complete overhaul of its infrastructure, designing plans and policies for repairs and maintenance of many of the decrepit or damaged offices across the Turks and Caicos Islands. In line with this, an estate management strategy was recently revealed by Minister of Infrastructure, Goldray Ewing. During a House of Assembly meeting on July 26, Ewing stated that his ministry has already identified that the existing government estate is in a poor state of repair. It will require about $20 million in order to bring the estate back to an acceptable standard and maintained to that standard thereafter, he said. This, he added, applies to all of the inhabited islands throughout the TCI from which government services are provided. As part of the estate rationalisation process, so far, the

Government has devised ways to save by reducing their dependency on rented facilities, renegotiating existing lease agreements or transferring financial liability to the landlord when entering into new lease agreements. “As we advance into the financial year, it has been identified that as part of the next phase of estate rationalisation, concentrating on attempting to centralise government services, particularly in Providenciales. He added that mindful of the poor state of the existing government estate and the high level of costs associated with renting accommodations from within the private sector, to achieve savings in the medium to long term the Government is currently giving consideration to constructing purpose built accommodation in Providenciales. A framework document has already been produced and presented to Cabinet with a working party having subsequently been established to develop the concept further,

Ewing said. He added that over the coming months, as his ministry works to collate accurate information, it should become clearer what the benefits of building new facilities represent. “Within the framework document, following a financial modelling exercise, it has been identified that by constructing new facilities in Providenciales, over $24,000,000 revenue savings could be generated in the medium to long term. “The island of Grand Turk will also experience savings as well, as it appears to make commercial and logistical sense to adopt this principle, which also would eradicate onerous health and safety issues,” the minister noted. He stated that with a considerable number of government properties no longer being used, an exercise is currently underway to establish whether it is in the Government’s interest to dispose of unwanted government properties leading to further savings.

Their plight will never be in vain and we salute them all for their bravery. “To the persons affected I say that the people of Leeward and Long Bay hear your story, the entire nation hears you and the persons that have sought to bring harm and steal from us will hear all of us and hear us in no uncertain terms when we say crime must stop now.” Missick optimistically expressed her unwavering faith that the crime situation affecting the TCI will be addressed and peace and tranquillity will be restored. “I am confident that as a nation we will recover from this scourge but it is important that we recover to a stronger position of safety and security.”

New Post Office contract signed AFTER years of having moved out of the decrepit old building on Airport Road to temporary location, workers of the Government Post Office are set to receive a new facility. The announcement of a contract being signed to construct the new facility came last week from Minister of Home Affairs, Transportation and Communication, Vaden Williams during a meeting of the House of Assembly. Williams reported that in a few weeks, they will be breaking ground for its construction. It has been more than two years since workers complained about the terrible conditions they were working under and staged a protest for better working environment. Back in February 2014,

disgruntled workers refused to enter the dangerously run down former post office in protest against inhumane conditions. The rodent and insect infested building had long been identified as both unsafe and unsanitary and for months the then PNP Government promised to make improvements. However, staff could no longer take the lack of communication and inaction from TCIG officials and refused enter the building. As a result, the ministry closed the building and temporarily relocated the Post Office to the Town Centre Mall in Butterfield Square, where they are still currently housed. Since that time, the Government has been planning to construct a brand new state-of-the-art facility.

Police intercept sloop with 99 Haitian migrants BY DAISY HANDFIELD A SLOOP containing 99 illegal Haitian migrants was intercepted in the vicinity of the Bluff off Providenciales on Monday morning (July 31). The Coastal Radar Station first detected the wooden vessel, which contained 79 men and 20 women, at about 12.47am. The Marine Branch of the Royal Turks and Caicos Islands Police Force and the Immigration Task Force were sent out to intercept the boat. Just after 2am the passengers were captured and detained. They will now be processed for repatriation and entered on the Immigration Stop List. This measure nullifies any opportunity for future grant of entry into the TCI. A Government press release stated that the Ministry of Border Control and Employment Services is continuing investigations into illegal trafficking.

Anyone who has information that can assist the police or Immigration Department in their efforts to eradicate human trafficking can contact Crimestoppers anonymously. The press release added that anyone found in breach immigration laws will be dealt with accordingly. Border Control officers have apprehended and repatriated 751 illegal migrants so far this year. An unknown number of illegal immigrants who arrived in TCI waters on a sloop managed to escape local authorities and enter the territory on July 24. Migrant workers whose work permits and or visas have expired have until August 15 to leave the Turks and Caicos Islands or be prosecuted and deported. The announcement came from the Deputy Premier and Border Control Minister, Sean Astwood, last week during a sitting of the House of Assembly.

Wanted men surrender to police WANTED men Prince John Brutus and Renardo Delroy Clarke have both surrendered to the Royal Turks and Caicos Islands Police Force. On Monday (July 31), 21-year-old Brutus – a resident of Providenciales – gave himself up to police at about 3.30pm. He was wanted in relation to the shooting of American tourist and veterinarian Kevin Newman in June this year. During the execution of a robbery, the vacationing Newman was shot in his abdomen, with the bullet exiting his back, severely injuring him. He was put in a medically induced coma before medical crews flew him back to the United States, where he

was admitted to a Fort Lauderdale hospital in critical condition. Brutus is expected to be charged very soon with the shooting and taken before the court. Meanwhile, on Tuesday (August 1) 28-year-old Renardo Clarke also turned himself into police at about 8.40am. According to police, the Grand Turk native surrendered following intense police pressure. Both men were wanted for their alleged involvement in a series of serious crimes and wanted posters were issued for them both on June 24. Two other wanted posters were issued at the same time for Deangelo Harvey, 25 and Denardo Ewing, 26.

DEPUTY Premier and Immigration minister, Sean Astwood, has provided some clarity to the Government’s announcement last week with regard to migrant workers on expired visas and work permits. In a statement this week, Astwood sought to allay the fears of some people who are being targeted by others with what he called “less than honourable tactics” in the face of plans to rid the country of illegal migrants. He outlined that a number of people do fall outside of the category of people his ministry intends to go after come August 14. He advised that the Turks and Caicos Islands Immigration Regulations 2016 Sections 38 (3) Extension or renewal of Work Permit (Self-Employed) and 46 (5) Extension or renewal of Work Permit (Employed Persons) state: “Section 38 (3) If an application for the extension or renewal of a work permit has been made before the expiry of the existing permit but has not been dealt with by the board when the permit is due to expire, the permit continues in force until the application for extension or renewal is dealt with and any extension or renewal in such case shall be taken to have commenced from the day when the permit would have expired, but

for the extension or renewal. “Section 46 (5) If an application for the extension or renewal of a work permit has been made before the expiry of the existing permit but has not been dealt with by the board when the permit is due to expire, the permit continues in force until the application for extension or renewal is dealt with and any extension or renewal in such case shall be taken to have commenced from the day when the permit would have expired, but for the extension or renewal.” Therefore, and based on the above, the public is being made aware that the 14-day measure does not apply to the following persons: -Those with active applications for renewals or extensions that are already before the Labour

Commissioner for labour clearances or the Work Permits Boards for work permits. -People with applications in for freelance work permits -People who have applied for permanent residency certificates, residency permits, naturalization or registration, nor any other residence product other than those specified. -People that have expired work permits or have yet to apply for the freelance work permits, and who desire to remain in the country after the 14 days are able to apply for same during this period. People who have remained here on expired visas without the benefit of an extension must make preparations to leave the country. People that have entered the country illegally must make preparations to leave. People who have matters under dispute with the Labour Tribunal are being asked to contact the Tribunal office for advice on status. Tough talk Dear Editor, Last Wednesday as I was listening to House of Assembly, the Minister for Border Control and Employment rose to give his ministerial statement. A few things caught my attention among them were his plans to finally getting the National Career Expo going and clearing up the passport backlog. This caused me to begin to actively listen to what he was saying. Now fully engaged, I started to get goose bumps when the minister said those residing in the TCI as illegal migrants have 14 days to voluntarily leave the country or they will be apprehended and deported. I also noticed that the minister was using the phrase “human smuggling” a fair bit in his speech, seven times to be exact. I said to myself, ‘pump the brakes

Mello, pump the brakes’. If you know me, you know Mello is one of my nicknames. I said why is the minister using that phrase so much? Boats have been coming to our shores for many years now smuggling persons and other things to be frank. So why the emphasis now? Why the increased enforcement measures now, when the state of the game was the same seven months ago before our new Government took office? That’s when it hit me. In the July 21 edition of the Turks and Caicos Weekly News, Olivia Rose reported that for the third straight year the US State Department 2017 Trafficking in Persons Report alleges the Turks and Caicos Islands is a destination where persons are subjected to sex trafficking and forced labour. So, was all that tough talk in

reaction to this report showing this new Government in a bad light or just to signal to the USA that we have this under control? Where does our Immigration Task Force fit in the grand scheme of things given its current size and it’s supposed doubling though only about eight new immigration officers have be budgeted for. Shouldn’t an operation of the magnitude suggested be reflected in the budget or the very less a supplementary budget be proposed? While I support many of the measures outlined, time will tell if this is the beginning of the taking control of our legal and illegal immigration problem or just more talk. Since that meeting of the House of Assembly, there were several robberies and a victim shot in the

Firstly, the Governor acknowledges through his statement that specialised support will be coming from outside the Islands. This sounds like troops to me. Additionally, our Premier, on return from her most recent trip to the UK, informed the country that she lobbied for support with internal security from the UK minister though never stating what was agreed and what level of support was promised. Lastly, the National Security Committee met on Friday to likely confirm that specialised support. It is of note that no member of the opposition was invited to this meeting. All of these points to the now tough talk coming from our Government but guess what, talk is cheap and money buys land! Jamell Robinson,

A greater British presence Dear Editor, When Colin Roberts, then Director for the Overseas Territories at the Foreign and Commonwealth Office stated that: “There will be a greater British presence in the Turks and Caicos Islands after the elections,” meaning the 2012 elections, many persons did not grasp the full gravity of those words or how far-reaching they would be. I would like to put those words in the context of pronouncement, real or imagined, that some nearly 2,000 British troops will be descending on Turks and Caicos Islands to clean up the mess of illegal persons living within our borders. I will start with the ominous words of Sir Robin Auld that there was “high probability of systemic corruption in government and the legislature and among public officers” in the Turks and Caicos Islands and that it must be stemmed from the root and branches. We saw the SIPT investigations and now the trials that have been ongoing for nearly two years of former government ministers and associates for engaging in alleged acts of corruption, amongst other things. We see custom officers, immigration officials and as of late, police officers and officials being

charged with corruption offences. Even though, to my recollection, no one has yet to serve a day in prison resulting from the prosecution of those offences, the mere fact that they are out there raises the possibility of conviction and imprisonment. Many of us may not be worried but after I have laid out this analysis there should be the need for greater concern in the indigenous Turks and Caicos Islander population - if, these 2,000 or so British troops come to our shores. This notion might not be as farfetched as you might presume, because the Governor in his press release of July 29 has intimated as much by his words, “following recent incidents additional and specialised support (including from outside the Islands) is being put in place already”. Let me start with the words enshrined in our 2011 Constitution which came into force in 2012. In Section 55, Qualifications of electors and entitlement to vote, reads: “(1) (b) (ii) he or she is resident in the Islands and has been so resident for no less than 12 months, in the aggregate, out of the two years immediately preceding the qualifying date or he or she is a member of Her Majesty’s Forces…” Now, turning to the definition of

Turks and Caicos Islander, under Section 132 (2): “An ordinance shall prescribe the conditions under which a person may be granted the status of a Turks and Caicos Islander, and those conditions shall include, but not be limited to conditions set out in subsection (3). “(3) The conditions referred to in subsection (2) are that – (a) an applicant is a British overseas territories citizen by virtue of a connection with the islands or a British citizen who either – (ii) has been legally resident in the Islands for a period of at least ten years.”

With this in mind, when a number of public officers are removed by virtue of them being allegedly corrupt or charged with corruption, who better to fill the void than members of Her Majesty’s Forces. These persons would have been stationed or billeted here to clean up the immigration mess and secure our borders. By the time they would have captured and processed the illegal migrants, repatriated them as part of the exercise, a number of vacancies would have been created. The beautiful thing here is that not only will they fill these slots with members of Her Majesty’s Forces, their personnel will not be required to be in possession of work permits to work in the Turks and Caicos Islands. How egregious! More to that, they would be able to vote in the upcoming 2020 elections! What disruptive a force would these people be when they can vote for a British person who would have come to the Turks and Caicos Islands immediately following the suspension of the 2006 Constitution on 14 August, 2009? Brexit is certainly a reality now. The British can start the draw-down of its troops responsibility to the EU, and no better place to put them, but here, as part of the resurgence of the

real and true British imperialism. We have to certainly watch out for what will be on offer as greater ties to the apron-strings of the UK once talks begin in honest as part of the British disentanglement from Europe. What Trojan horse will they offer us in the guise of a better working relationship, when in truth and in fact, the times when we really and truly needed their help, they were absent? We do not need any further strings to be attached for the British to live up to their constitutional responsibilities. The current Government must exact stringent terms as part of the exit strategy for the deployment of troops here to rid us of the illegal persons in our midst. We do not want to become like Jamaica when they had a snake infestation problem. The Jamaican government introduced the mongoose to eradicate the snakes, but when the snakes were gone the mongoose became an even bigger problem. Crime could irreversibly damage tourism – Michael Misick BY OLIVIA ROSE FORMER premier Michael Misick says the recent hike in crime could irreversibly damage the country’s tourism industry. Misick, who is currently on trial for government corruption related charges, released a media statement calling on the current Government to commit to action. He condemned the recent violent acts committed on citizens, residents and visitors alike. “No one is immune from these acts; we have worked so hard in the last years to build and brand Turks and Caicos as a luxury and safe destination. “We cannot sit idle and watch our hard work; good name and reputation go down the drain. We must act so as to ensure that our Islands are safe.” He said that tourism is the territory’s only industry and unless tourist safety can be guaranteed “our industry will be irreversibly damaged”. “While there is enough blame to go around we must search ourselves for the solution and the root of the problem,” he stressed. “The truth is that it's always easy to blame others. But the fact is most of the crime that is taking place is home grown we must solve these problems by attacking their root.” He said that the territory should not look to the British to solve its problems and instead solve them

internally. Misick added: “The British could care less about what is happening here but just want to hang on to us for the strategic importance of having prime real estate 500 miles away from the US. “The answer does not lie in having British troops or police in any form.” The former premier reiterated his calls for the Commissioner of Police to resign and be replaced by a Turks and Caicos Islander. He added: “The Governor should take full responsibility for the wave of crime as he is directly responsible for the police and internal security. “Clearly by his press release he is clueless, incompetent and has no idea where to start.” He also criticised the Government under the leadership of Premier Sharlene Cartwright Robinson for not being assertive enough to make the changes the country needs. “Our country is going through the worst crisis we have ever gone through, one that if not contained immediately will cost us our economy and livelihood in the meanwhile the leader is nowhere to be found.” Misick, who is on trial for alleged corruption also bemoans the cost of the trial, which he contends is senseless. He said the price tag is $2 million per month of public funds and total spend if $100 million. “…the prosecution is getting rich on the backs of our country and its

outstanding, upstanding, law abiding citizens,” he said. “These monies should be going to towards buying more boats, airplanes, helicopters and equipment to fight crime and illegal immigration. “This money should be spent on putting CCTVs on every street and corner of our country and could be spent on setting up a defence force to protect our borders.” He said that there are some people who still believe that the British will rescue the territory by sending in a warship to protect its boarders or soldiers to “hunt down illegal immigrants”. “Let us wake up from that dream of dependence and move to the reality of self-reliance. Then and only then will we solve our problems.” Misick said that in most countries the public would be outraged with the crime wave and would hold demonstrations demanding the resignation of the Governor, Premier and the Commissioner of Police. “As we celebrate Emancipation Day let us have a day of rage. Let us march for more autonomy over our affairs, let’s march against crime, let us march for resources to fight crime and the flow of illegal immigration. “Let us take our streets back, our neighbourhoods back, and our homes back and let us finally take our country back. “Back from the gun man, back

The people were told that cable channels would be free of advertising and therefore they could justify a small monthly cable bill. The cable people lied! Now

cell phone towers and generators powering our phone systems. Now we have the internet. Not long ago your home required a hardwired phone circuit to wire your internet modem. Now we only need electricity.

In recent years, everything is interconnected. The $50 phone of today can call the world, watch the internet or access broadcast programmes. The prices for all these goodies have tumbled downward. In the USA people cancel their cable service and access TV via aftermarket receivers. The receivers cost less than one month of cable. All this is happening so fast it is hard to keep up with it. However, you must have internet. It is rumoured the US government will soon provide internet service, free. This is the information age. Are we better informed than in the past? I wonder. The grapevine still works pretty well. TC Islanders in the USA have TCI news faster than your next-door neighbour. How can that be? We are now concerned about our youth. Many are ignoring their school lessons but they are obviously wired.

Wires hang from their ears as they listen 24/7 to whatever. Small screens are in their faces. They are being programmed! Television news is no longer news, it is opinion. We all harbour opinions. This column is nothing but my opinion. Opinions based on 80 years of experience and an interest in history. The history of man repeats itself making history lessons important. Maybe it is time to step back and stop putting all these electronics in the hands of very immature young people. Teachers need to figure out how to make history interesting. Math and spelling too. That is a challenge for our new Minister of Education. It is about the future of our youth. Raising a generation of wired, pre-programmed robots is wrong. Let us use technology to our advantage and not let technology control us.

Eco-haven plans for East Caicos gather pace BY GEMMA HANDY

PLANS to transform uninhabited East Caicos into an eco-tourism haven are gathering momentum following a workshop to scrutinise how the island’s resources are currently used. The event – attended by everyone from local fishermen to environment chiefs and watersports operators – was dubbed a “success” by organisers who hope to garner official protection for the untouched isle they say is one of the most ecologically important in the Caribbean. Capitalising on its status as one of the region’s last frontiers of pristine coral reef would not only help preserve its critically endangered wildlife and unique historical sites, it would give TCI’s international standing a boost too. In February, the Turks and Caicos Reef Fund (TCRF) announced the receipt of a €50,000 ($59,000) grant from the International Union for Conservation of Nature to study the reef’s ecosystems. Last week’s workshop was staged to present TCRF’s initial findings and gather input from everyone with an interest in East Caicos and its future. Organisers also took the opportunity to reiterate that conservation measures wouldn’t mean an end to existing activities there – but in fact help ensure they

continue. They told the Weekly News they were heartened by attendees’ “enthusiasm” for protecting the island. “All the people at the workshop expressed sentiments that they would like to see East Caicos protected from major development,” said TCRF’s volunteer research director Kathleen Wood. “They felt it would undermine traditional uses like fishing, bird-watching and camping. There was some discussion about small developments such as eco-lodges. “We learned a great deal about what activities are being conducted on East Caicos and in the surrounding waters. “Our goal is to identify those areas

where they occur to ensure they can sustainably continue into the future,” Ms Wood said. The 18 square mile isle is covered largely by mangroves and wetlands where flamingos and wild ducks thrive. It is also home to 19th century sisal plantation ruins, centuriesold cave artwork and the highest peak in the TCI, Flamingo Hill. In addition, the wreck of the slave ship Trouvadore – said to be the ancestral source of many of TCI’s residents – is located off its north coast. “There are many historical and cultural sites on East Caicos, and they should be sustainably managed for both economic benefits and for future generations to enjoy,” said Mr Stark, adding: “We are trying to

create small business opportunities there such as kayaking tours, bone fishing, bird watching, and other things that offer an authentic experience.” The team previously announced that their studies had discovered critically endangered staghorn and elkhorn corals – the latter wiped out by disease in much of the region – plus nesting green turtles never before recorded in the TCI. Hawksbills also thrive around East Caicos and loggerheads are believed to nest there too. Currently, just a tiny fraction of the island’s marine habitat has any conservation status or management plan, due largely to its remoteness and limited use. The project aims to address this by developing conservation zones, along with management and monitoring protocols. Meanwhile, more than 1,400 acres of East Caicos remains listed for sale by Sotheby’s as a “beachfront investment opportunity” with a $25 million price tag. One key obstacle to development there could be accessibility. The island can presently only be reached by a bumpy boat ride with expert navigators who know how to negotiate the coral heads. The next stage for the TCRF will be a survey of the coastline to establish precise areas for monitoring.

“After that, there will be a final workshop to go over what we have found and talk further about how we should proceed to identify conservation zones,” Mr Stark explained, adding that the Government had been “generally supportive” to date, something he hoped would endure when a new DECR director is identified. Ms Wood said it was important that the group’s aims were properly understood. “People at the workshop were surprised to find out what the protected areas are designed to do. Many have this idea that once somewhere becomes protected, everyone gets kicked out. “In fact, it means people can continue to use the area in the same way, for example, fishing. By monitoring, we can make sure any activity going on is not degrading it.” She added: “It’s not our objective to tell people what they should and should not do at East Caicos. We just want to maximise the benefits for everybody to enjoy, rather than a few select investors. COO for Grace Bay Resorts Nikheel Advani was elated about the award and said that sometimes people forgot about those that work very hard to bring each bottle of wine to the table. “Speaking to a lot of our guests, it is very clear that after selecting a resort or a location, food and beverage is the next most important thing. “And part of beverages, of course is the rise in the wine culture and it is so fun and passionate that each wine tells a story.” Kris Jackson, sommelier at the Grace Bay Club with eight years of experience, said that he was grateful to be in the Turks and Caicos Islands

Chris Meredith, food and beverage director at Grace Bay Club, said that it is always a celebration when they get an award because it shows the hard work of the staff paying off. “It also motivates the staff because they started to achieve something, not just on a local level, but on an international level,” he said. The award marks another watershed moment for the Turks and Caicos Islands’ food and wine scene, which has been growing in prestige thanks in part to events such as the annual Caribbean Food and Wine Festival. TCI Hospital introduces breastfeeding room BY DAISY HANDFIELD TCI Hospital reopened the first of two designated breastfeeding rooms during World Breastfeeding Week this August. The move is a continuation of its effort to implement the steps underscored in the global Baby Friendly Hospital Initiative (BFHI). World Breastfeeding Week is celebrated from August 1 to August 7 and the initiative is a collaborative effort between TCI Hospital and the Ministry of Health. A press conference was held at the Cheshire Hall Medical Centre in Providenciales on Wednesday, August 2, to speak on the relaunch. Dr Denise Braithwaite Tennant, chief of medical services for InterHealth Canada, explained that the two goals of the baby-friendly initiative are to educate mothers breastfeeding and to improve the health of babies. She said: “If we are to have and promote sustainable breastfeeding practices, we have to do it together in a multilevel team approach.” Head of obstetrics and gynaecology, Dr Dawn Perry Ewing, added that the initiative involves all stakeholders in healthcare, not just hospital healthcare based providers, but community partners as well. “This programme is focused towards providing mothers and families with all of the education, knowledge and support that they need to ensure that the baby gets off to a great start nutritionally. “Here at TCI hospitals, we have also chosen to not just provide support in the form of an exposition, but also by relaunching our breastfeeding room,” she said. While mothers may choose to breastfeed in convenient public spaces,

the hospital has provided additional support through the option to nurse in a comfortable private space. The room located near the main entrance of Cheshire Hall Medical Centre and strategically positioned across from the designated baby changing room, is donned in soft hues of pink and blue with soothing lullabies playing. In the coming months, the dedicated room will include a television, additional breastfeeding resources, rocking chairs, and breast pumps will be made available for usage upon request. A breastfeeding room has also been designated at Cockburn Town Medical Centre in Grand Turk and will be opening soon. Yolande Pompey-Robinson became the first mother to use the special space at the medical centre in Providenciales with her six-week old

son, Jacob, who has become a poster child for breastfed babies. The local mother of three volunteered to publically breastfeed daily inside the hospital foyer to raise awareness of the healthiest form of feeding as part of the maternity unit’s exhibition. The exhibition featured natural herbs to increase breast milk supply such as fenugreek, blessed thistle, milk thistle and fennel; foods to increase breast milk supply such as ground flaxseed, garlic, dark green leafy vegetables, sesame seeds and whole grain. Other items on display included prenatal vitamins, electric and manual breast pumps, reusable and disposable nursing pads, nursing bras, Lanolin Cream, breast milk storage bags and a cooler with icepacks used to store and transport stored breast milk.

Strict Gov’t asset policy unveiled BY DELANA ISLES THE GOVERNMENT has outlined a strict and comprehensive plan for the maintenance of Government assets inclusive of buildings, vehicles and equipment throughout the Turks and Caicos Islands. In outlining the new policy, Minister for Infrastructure, Housing and Planning, Goldray Ewing stated that his ministry is actively embarking on increasing the efficiency and effectiveness of Government assets. He stated that all buildings will be rated in terms of their resilience to hurricane force winds, heavy rainfall or storm surge induced flooding and fire or other insured risk. The Public Works Department will be ensuring that all buildings have handicap accessibility and adequate parking spaces. They will also define the target condition for an asset, which is the condition from which recurrent routine annual maintenance and periodic replacement will maintain full functionality in order to optimise value of each asset. The condition of each building or building component in terms of the effort required to return the facility to the target condition will be described in the policy, as well as a description for each building or building component annual maintenance effort and periodic replacement required. It will also include an estimated value of the asset using open market values, depreciated replacement costs and full replacement costs as appropriate and as agreed with TCIG, sufficient to develop a capital charge system which identifies the full costs to users of occupying or owning government assets. BUILDINGS The minister stated that in terms of maintenance of government buildings, his ministry will be assessing the backlog of work

associated with costs to bring them to a reasonable condition. They will also develop a building maintenance schedule and manual for each building, evaluate maintenance unit costs developed from first principles, draft inter-departmental contract for maintenance services so as to allow the formation of a clear contract between the user and the maintenance unit. They will also put in place a draft user or contractor term maintenance contract to allow a clear contract between the user and the maintenance contractor. They will develop an established routine maintenance cost for each building, summarised into departments or ministries to clarify the actual extent of maintenance necessary on an annual basis. And establish building requirements for each department or ministry to ascertain the actual requirements for government buildings and enable planning of purchase, rental or disposal on the most economic basis. VEHICLES In terms of vehicular maintenance, Ewing outlined that they will be defining vehicle types, conditions, ages in order to allow rapid transfer of responsibility for purchase and maintenance to users. They will also be assessing backlog work and associated costs necessary to bring the vehicles to a reasonable condition, designing their maintenance schedules and departmental transport management manuals, assessing unit maintenance costs for each vehicle. Drafting inter-departmental contract for vehicle maintenance and repair services, as well as user or contractor term maintenance contracts. In addition to that the policy will also design an established routine maintenance cost for each vehicle summarised into departments and ministries. It will include transport requirements for departments and will assess fuel needs and costs based on the aforementioned.

Energy policy being revised to focus on cost reduction BY DELANA ISLES THE GOVERNMENT is in the process of drafting a new energy policy that focuses on the core principles of ‘technology neutrality’. It also focuses on ‘cost-benefit analysis’ and a ‘win-win approach’ so as to give top priority to measures that reduce the cost of energy to the economy while increasing sustainability. This is according to the Minister of Infrastructure, Housing and Planning, Goldray Ewing. The policy is being updated to revise targets for renewable energy as well as for energy efficiency. But more importantly it aims to widen the energy resource portfolio by favouring the assessment as well as research and development of not only mainstream wind and solar technologies, but also energy from

the ocean. These include technologies which use ocean surface waves, tidal currents, tidal range, ocean currents, ocean thermal energy conversion and thermal gradients, and changes in salinity. Ewing stated the revised document recognises the need for an inclusive and collaborative approach, where cross-sectional consultation ensures that input from all stakeholders is sought and their needs are considered. It also clearly outlines a number of actions to be taken to meet government objectives, while defining a clear-cut strategy for carrying out those actions, thus positioning the country on the right path to achieve its vision. “Guided by the draft policy, the reform of the legislative and regulatory

framework governing the energy sector which was put on pause, must recommence to ensure the TCI; one of the first OTCs to have a draft energy policy in place, continues to lead the transformation of the energy sector in a sustainable manner.” The minister added that the modification of the current regulatory framework includes a number of reforms that are paramount to the TCI meeting its energy goals. These goals include the drafting of legislation for the interconnection of renewable energy to the grid as well as legislation to promote energy efficiency projects and programmes; the introduction of integrated resource planning as a mechanism to control costs and ensure that all resource options, particularly, low-cost and clean methods of electricity generation

will be integrated into the energy plan to meet future energy demands; as well as a comprehensive revision of the Electricity Ordinance. He stated that the Government is also undertaking a risk assessment of downstream activities in the petroleum sector as a measure to safeguard the environment, health and safety and to minimise risks by improving standards for downstream activities. Also assessing risks associated with import, handling, dispensing, transport and storage of hazardous petroleum fuels and upgrading and modernising the legislative and administrative framework put in place by the Government. “Through these actions and following a clearly-defined implementation plan, the Turks and Caicos Islands will be well on its way to achieving our vision for an advanced energy sector,

sustained economic growth, as well as heightened energy security and diversity,” Ewing noted. He added that in the ministry’s ongoing commitment to affirmative progress there are many more exciting endeavours on the horizon in this financial year and beyond. The objective of the TCI draft energy policy is to promote an energy resource mix, inclusive of economically viable renewable energy, energy efficiency and energy conservation projects and programmes that lead to optimised efficiency and reduced dependency on imported fossil fuels. In so doing, it seeks to stabilise and minimise electricity costs and prices as an absolute priority, improve energy security, and increase local and global environmental sustainability.

Sailrock Resort says farewell to summer interns THE FIRST set of Sailrock Resort student interns completed their placements on July 29, each having an opportunity to earn salaries while gaining relevant work experience. The inaugural Sailrock Summer Internship Programme began on July 10 with four student interns joining the front desk, food and beverage, and housekeeping departments for three weeks. The programme was created exclusively for students of the Marjorie Basden High School in South Caicos. Fourth former Alteema Johnson, as well as recent graduates Rashaunda Cooke, Gregory Williams and Lashanna Goldman, were selected as the first interns. Johnson, 16, who worked as a food and beverage intern said: “My favourite part of being a Sailrock intern was being taught many new things every day because I love learning. “I also enjoyed working with the Sailrock staff. They are all very caring and pushed me to do my job to the best of my abilities, which allowed me to really build my

communication skills.” Cooke,17, who worked as the front desk intern, said: “My day-today responsibilities included booking excursions, checking guests in and out, making dinner reservations, and preparing transportation for guests. “The Sailrock internship has really strengthened my ability to multi-task under pressure.” Seventeen-year-old Williams, who worked as a housekeeping intern, said: “My favourite part of being a Sailrock intern was being immersed into the company culture. “The employees at Sailrock are extremely friendly and always look out for one another. “I especially appreciated how the housekeeping staff took their time to show me step-by-step how housekeeping is done at a luxury resort.” Goldman, 17, worked as a food and beverage intern. Mind over body? FOR decades, the mind and body dualistic approach was adopted and implemented within fields likened to the medical field and even argued within the field of psychology. BELIEFS What we believe about a situation in life or experience can mean the difference in becoming resilient to obstacles in life, especially when talking about our physical and mental health. According to Douglas Labier, PhD, a person’s belief about their situation, be it health related or not, can directly affect how they progress and build resilience. Dr Labier further explained that whether we believe in a higher power or more so interventions used and the power of said fields, belief is an important part of resilience of the mind and how we maintain long term wellbeing because of this.

Prepare your garden in case of a tropical storm or a hurricane Question: Hi Denis, I don’t know what to do to prepare in case of a hurricane in the yard, can you please help me? Junior Hi Junior, Well first of all, even though some folk talk about hurricanes and tropical storms at this time of the year and some may tell you that one is on the way here, there is no need to cry wolf on each storm - only a few of them are dangerous hurricanes. The 2017 Atlantic hurricane season is forecast to be more active than historical averages with regard to the number of named storms, according to the latest forecasts released by Colorado State University, the National Oceanic

Atmospheric Administration and The Weather Company, an IBM Business. Safeguarding your garden from strong storms means taking both long term and last minute preparations. Long term preparations are actually a combination of common sense and good tree care. Much of the hurricane damage to homes is caused by trees that either break apart or are uprooted. Make sure the trees you plant are species that have proved themselves wind-resistant. Ficus for example, have a greater chance of falling down during a hurricane. Where you plant your trees is important, too. Don’t plant large ones too close to buildings, or under or near power lines. And be sure to

keep an eye on them as they grow. Regularly inspect any mature or over-mature trees on your property for structural weaknesses, general health and vigour. Large, mature trees, especially the ones that are diseased or weak, have great potential to cause damage during a hurricane or tropical storm. There are some others things you can do to better prepare your plants for a storm. Here are some steps you can take to better prepare yourself: 1) Know when the storm is likely to hit and plan on preparing a couple of days before. Do not attempt to go out in the storm and move stuff around. This will also give you ample time to clean any messy areas that could be hazardous.

Understanding whiplash PEOPLE injured in a motor vehicle accident sometimes experience a strain of their neck muscles and the surrounding soft tissue, commonly referred to as whiplash. Anyone who has had such an injury knows neck muscles can be very tender and neck movement can be quite limited. The injury occurs most often when a vehicle is hit from the rear or the side causing a sharp movement of the head and neck. Research shows that successful whiplash treatment requires patient cooperation and active efforts to resume daily activity. WHIPLASH SYMPTOMS Whiplash symptoms include headache, dizziness, loss of mobility in the neck and shoulders, upper

2) Best to have any trees or leggy plants trimmed, this should be done as we enter storm season and not when storm is on way. Don’t do big trimming right before a storm. Those branches are now heavy projectiles. 3) Turn off irrigation; if possible shut main line or power. If a tree goes down and breaks the pipe, water will run and add more flooding. 4) Bring in delicate plants if possible. Any plant that has delicate leaves or stands tall, will most likely take a hit. 5) Plants that you can’t bring in should be tucked into a corner. You can also use an entrance way, screen room or garage to protect plants (careful not to block access). Large hedges can also make a good anchoring point as well. 6) Tall plants and trellises should be laid down (if possible). If too tall and heavy maybe try and anchor with rope and stakes. If trellises are staked in the ground, just pull them

up and lay them on the ground with the plant attached. 7) Pick any fruit that is close to being ripe - it will most likely get ripped off anyhow. 8) Bring in garden furniture. If garden furniture cannot be brought in, stack in a corner or by a fence or under a tree or in hedges and tie it together and tie to fence, tree or hedge. A child’s playground will also work as a good anchor point unless it is smaller, then it must be moved and tied down as well. Try to lock furniture together by turning chairs upside down on each other and laying them down, then stack table on top and tie. 9) Bring in the grill or tie it down as well. It’s not as heavy as you think. 10) Scan your yard for anything else that could turn into a projectile in heavy winds, ie. signs, gnomes, pots, the dog and other decorations. 11) Close all doors and windows on sheds and reinforce if possible.

Pain, stiffness and other symptoms of grade one (tender muscles) or grade two (limited neck movement) whiplash typically start within the first two days after an accident. WELL ADJUSTED? Properly adjusting the height of your car headrest will help prevent whiplash injury in an accident. In an ideal adjustment, the top of your head should be in line with

the top of the headrest and there should be no more than two to five centimetres between the back of your head and the headrest.

Bahamas: Munroe keeps secret ‘corrupt’ FNM MPs ATTORNEY Wayne Munroe, QC, said on Monday that he has completed his list of alleged “corrupt members” of the Free National Movement, but won’t send it to the police “just yet” because he doesn’t trust the Royal Bahamas Police Force’s Anti-Corruption Unit. In an interview with The Tribune, Mr Munroe said he has a list of eight FNM members — six current and two former members of Parliament — who he believes fits the current government’s definition of being “corrupt.” He said he is currently consulting with lawyers from the United States, the Caribbean and Europe to determine the most effective way to move forward. Bahamas: 57 Haitians detained in Exuma THE Royal Bahamas Defence Force on Sunday assisted police and immigration officials in Exuma with the transport of a second group of migrants to be apprehended in The Bahamas within a week. This second group was apprehended off Humming Bird Cay near mainland Exuma around 9.30am on Sunday by police and immigration officials stationed on the island. Upon boarding the 30ft wooden sloop, approximately

57 undocumented Haitian migrants were found. The RBDF fast patrol craft, HMBS P-49, coxswained by Chief Petty Officer Clyde Burrows along with another RBDF craft assisted in this effort. The migrants - 49 males and eight females - were taken to New Providence for further processing. On Tuesday of last week, 120 Haitian migrants were apprehended off Long Island. (Tribune242)

US warns American visitors in Bahamas to watch out for crime

EMPLOYMENT and total population in the Cayman Islands hit record highs in 2016, with 40,411 people working and 61,361 people residing here at year’s end, according to figures from the Economics and Statistics Office’s labor force surveys and its 2016 annual economic report. The new all-time high in population marks roughly 1.6 percent growth over 2015, and it is the third straight year that figure has grown, the ESO statistics show. The population had been hovering around 55,000 before jumping by nearly 3,000 from 2013 to 2014. The expansion in employment outpaced that of population, increasing by about 3.3 percent from 2015, according to the report. However, the unemployment rate remained steady at 4.2 percent, due to growth in the labor force that matched the employment increase. While the total population grew, the number of Caymanians fell by 124, from 34,237 in 2015 to 34,113 last year. The employment of nonCaymanians grew faster than that of Caymanians, increasing by 3.9 percent in the former group, compared to 1.8 percent in the latter. Employment among permanent residents grew by 7.1 percent, the report states.

United States authorities have published a worrying assessment of crime in several Bahamian islands, urging Americans to be on their guard and avoid certain areas. In its Bureau of Diplomatic Security’s Bahamas 2017 Crime and Safety report, US officials classified New Providence, the country’s most populous island, as a “critical” threat location for crime targeting or affecting US Government interests. The report claims that despite a 26 per cent drop in serious crimes in 2016, New Providence has witnessed violent crimes in locations more commonly frequented by US tourists. Grand Bahama also received a poor report with Washington claiming that violent crime there had increase and gangs were on the rise. “Gangs are present. There has been targeted gang-related violence, including a drive-by shooting that resulted in one death and two injuries next to Embassy-owned residential properties,” it stated. The report also highlighted that home invasions, theft, and robbery are not confined to a specific part of Grand Bahama. It raised concern that “upsurge in criminal activity has led to incidents that could place innocent bystanders

Jamaica hiring hundreds of health aides in continued Zika fight THE mosquito-borne Zika virus may not be as big a threat now as it was this time last year, but the Ministry of Health in Jamaica is still on guard. And it’s looking to engage an additional 500 public health aides this year as part of its Zika virus response programme aimed at ridding communities of mosquito breeding sites. Health Minister Dr Christopher Tufton said the aides would assist public health workers in the field in identifying vector breeding sites, as well as impressing upon residents the importance of keeping their surroundings clean. “We have started to hire 500 public health community aides and we are now looking at the possibility of increasing that to 1,000,” he said.

Dr Tufton said 1,000 vector control aides have already been trained by the Human Employment and Resource Training Trust/ National Training Agency (HEART Trust/NTA). He noted that a key part of the work of the public health aides is “to talk to people to help them understand the importance of good public health and how that is influenced by good healthy practices in their local environment.” “Helping them to appreciate that before it turns into a crisis is a very critical component of the preventative focus, which is what we want to emphasize rather than the curative, because as you know, it is always cheaper to prevent than to cure,” the minister added.

However, Mr Anand said, for “some reason” the offer was never accepted. During a tour of the luxury resort community, with Prime Minister Dr Hubert Minnis and members of his Cabinet, Mr Anand in an impassioned speech railed against what he described as “two and a half years of banging our heads against the wall.” He urged the Minnis administration to “work with them” to solve the problems plaguing the electricity company as well as the consistent burning at the New Providence Landfill. In response, Dr Minis told reporters: “We look for the best deal possible that is in the best interest of the Bahamian people.” During his speech, Mr Anand said to the government delegation: “The electricity problem is ridiculous, let me tell you the havoc it causes is unbelievable. We may have generators but let me tell you the people back there, they do not have it, so their milk goes bad, their kids go bananas, like it sucks. What can we do about it guys? “Hey Joe (Lewis), how do you feel about putting $700 million up to rebuild the power infrastructure in the

There’s a divide in the church in Jamaica over the decriminalisation of buggery, and it has prompted the Jamaica Council of Churches (JCC) to hold a special meeting to discuss the issue. The rift materialised after head of the Anglican Church in Jamaica and the Cayman Islands, Bishop Howard Gregory made a submission to a parliamentary committee examining the Sexual Offences Act and related laws, in which he recommended the removal of the offence of buggery from the law books. President of the JCC, Reverend Dr Gordon Evans told The Sunday Gleaner that a special sitting of the 13-member Council will be held “sometime in the coming weeks” to discuss the matter.

“We need to have the input of as many of our member denominations as possible, and as we share on it I am sure that we will be helping each other in terms of enlightenment, and we will see where we are and at that point we can share with the wider public how we view it,” Reverend Evans told the newspaper, adding that while the members of the JCC are united in Christ, they have different views on various issue. Bishop Gregory had indicated that the views expressed in his submission to the parliamentary committee were personal and not that of the church. “Sexual activity engaged in public spaces is illegal and should continue to be so, whether of and heterosexual or homosexual nature. Beyond that,

what happens in privacy between consenting adults should be beyond the purview of the Government,” he had written, further suggesting that government should not bother with a promised referendum on quashing the buggery law, and should instead just strike down the law. Reverend Evans said while Bishop Gregory is head of the Anglican Church and he could not be denied the right to speak on the issue, it would have been good if he had engaged in discussions with the JCC before speaking publicly on the matter. As for his own personal view on whether the buggery law should be retained or repealed, Reverend Evans said he was “not at the point of comfort”.

US sanctions are ‘trade war’ on Russia, says PM Medvedev RUSSIAN Prime Minister Dmitry Medvedev has said new sanctions imposed by the US are tantamount to declaring a “full-scale trade war” against Moscow. He said the measures, signed by Donald Trump, demonstrated the complete impotence of the US president, who he said had been humiliated by Congress. The law aims to punish Russia for its alleged meddling in the 2016 US elections and its actions in Ukraine. Mr Trump accused Congress of overreach on the legislation. In signing the Countering America’s Adversaries Through Sanctions Act on Wednesday, he attached a statement calling the measure “deeply flawed”. The legislation limits the amount of money Americans can invest in Russian energy projects, and makes it more difficult for US companies to do business with Russia. It also imposes sanctions on Iran and North Korea. Iran said the new sanctions violated the nuclear deal and it would respond in an “appropriate and proportional” manner, reports the semi-official Isna news agency. North Korea has so far made no public comments on the US move. Writing on his Facebook page on Wednesday, Mr Medvedev said the sanctions package “ends hopes for improving our relations with the new US administration.

Trump suggests firing top general for ‘losing’ Afghan war

PRESIDENT Donald Trump is frustrated with his national security advisers and even suggested firing the top general leading U.S. efforts in Afghanistan for “losing” the war, according to a report. The President, in a July 19 meeting at the White House, told his generals that Defense Secretary James Mattis and Gen. Joseph Dunford, the chairman of the Joint Chiefs of Staff, should replace Gen. John Nicholson because the U.S. is not winning the Afghan war, administration officials told NBC News. “We aren’t winning,” Trump whined, the officials said. “We are losing.” Trump blasted NATO allies in the two-hours long meeting and kept saying Nicholson should be axed. He even lashed out at Mattis, and said the U.S. is losing ground in Afghanistan, the officials said. At one point, Trump pointed to maps showing the Taliban’s heavy presence, with Mattis saying the U.S.

Labour MP: US sanctions on Venezuela ‘not right’ A LABOUR MP has criticised the United States’ decision to impose sanctions on the Venezuelan president, who the US called a “dictator”. Chris Williamson said it would be “better to facilitate talks” between government and opposition. Labour leader, Jeremy Corbyn, has faced pressure from some MPs to condemn President Nicolas Maduro, after voicing his support in the past. The president has held a controversial vote for a constitutional assembly. Two opposition leaders who boycotted the election - denouncing it as an attempt by the government to strengthen its power - were put in a military prison on Tuesday. A number of protestors have been killed. Venezuela’s 30 million citizens are suffering shortages of food, basic goods and medicines.

A statement from Labour on Monday called on the government of Venezuela to recognise its responsibilities to protect human rights, free speech and the rule of law. But speaking to BBC Newsnight on Wednesday, Mr Williamson said: “Clearly it can’t be right can it - in a situation where there is a massive crisis in Venezuela - to impose sanctions on the country.” Under the sanctions, announced on Monday, US firms and individuals are banned from doing business with President Maduro. “Surely it would be far better to try and bring the sides together, to facilitate talks and to encourage the right wing opposition to stop these protests on the streets,” Mr Williamson added. Four months of anti-government protests in the country has left more than 120 people dead.

Foreign Office minister Sir Alan Duncan condemned the “disgraceful regime”, adding: “If the United Nations were to apply sanctions, we would be part of that.” Mr Corbyn has previously supported the Venezuelan government under both socialist Hugo Chavez and his successor Mr Maduro. As a backbencher Mr Corbyn attended a 2013 vigil following the death of Mr Chavez, hailing him as an “inspiration to all of us fighting back against austerity and neo-liberal economics in Europe”. Fired FBI director James Comey inks book deal JAMES Comey isn’t done talking yet. The former FBI director who was fired by President Trump has inked a deal to write a book that will feature “yet-unheard anecdotes” about his career, publisher Flatiron Books announced Wednesday. The book, which does not yet have a title, is set to come out next spring. Flatiron says Comey will write about “what good, ethical leadership looks like and how it drives sound decisions.” It will make use of examples from the “highest-stakes situations”

in the past two decades of American government, Flatiron said. CNN confirmed last month that Comey was pitching a book about his professional life. His legal career began long before he was named FBI director under President Obama in 2013. As a federal prosecutor in New York, he brought charges against lifestyle entrepreneur Martha Stewart. He also worked as a General Counsel for the defense contractor Lockheed Martin, and as a lawyer for the hedge fund Bridgewater.

Brazil’s President Temer survives corruption vote The plane that struck and killed two people on a beach.

Two die after plane makes emergency landing on Portugal beach TWO people were killed when a small plane made an emergency landing at a beach in Costa da Caparica in Portugal. The victims were an 8-yearold girl and a 56-year-old man, the Portuguese National Maritime Authority said on Wednesday. The two were not related. Both victims were caught by surprise on the beach and unable to avoid the impact when the aircraft made the emergency landing, officials said. A teenage girl was also slightly injured while dodging the plane, said Cmdr. Jose Isabel of the Portuguese

Maritime Police. All the victims were Portuguese, Isabel said. Two men who were on board the plane, an instructor and a pilot, were unharmed. The cause of the emergency landing is unknown. None of the people involved have been identified. Isabel said the plane was a training plane and the men were conducting a “navigational training.” The pilot and instructor will be presented at the Portuguese Public Ministry on Thursday, where a prosecutor will speak to them. Christopher Fuhrer, 30 — who’s been jailed since October, when police found his 85-year-old grandmother’s corpse wrapped in 16 garbage bags — now faces manslaughter charges. Fuhrer never intended to kill Erika Kraus-Breslin, prosecutors said. Rather, he had “reckless contact” with her on May 21, 2016, which “compressed (her) neck” and caused her to choke to death, prosecutors allege. Fuhrer then stuffed her lifeless body into garbage bags, pouring in paint and spraying Febreeze to

conceal the smell of her decomposing corpse, authorities said A lawyer for one of the dead woman’s daughters asked cops to check on her in her two-story home on 65th St. near 68th Ave. in Ridgewood on Oct. 5. Police found her in the corner of a second-floor bedroom, next to a fan. Fuhrer was charged with concealment of a corpse soon after. Prosecutors said he never reported her death because he didn’t want to be kicked out of her home, where he was her sole caregiver for about five years. Arkansas man accused of sexually assaulting neighbours’ donkeys AN Arkansas man is behind bars after allegedly trespassing onto his neighbors’ property in order to sexually assault the couple’s donkeys. Police in Siloam Springs arrested Everett Lee Compton, Jr., 49, on Monday after he was allegedly caught abusing a donkey owned by Emert and Joyce Whitaker. The Whitakers had previously told police that they have had problems with people harassing their animals for the past three years. When “no trespassing” signs didn’t work, the couple set up a camera to photograph intruders, according to local station KFSM. Police said Emert Whitaker told them he photographed a man on his property on the mornings of May 27 and June 4. The photos, which were turned over to police, showed a man placing a bag over one donkey’s head and then rubbing his pelvis against the animal’s rear, according to ArkansasMatters.com.

Everett Lee Compton was arrested Monday, when he was charged with four counts of bestiality, four counts of criminal trespassing and four counts of misdemeanor cruelty to animals.

The Whitakers also photographed the same man with the donkeys on July 5 and 6. Police said the pictures showed the man ? later identified as Compton ? feeding a donkey from a bread bag while rubbing his pelvis against the animal. The Whitakers called police around 1 a.m. on July 16 to report that the suspect was in the field. This time, they took video of the alleged animal assault, which allegedly

showed him appearing to have “some type of sexual interaction” with a donkey. A responding officer allegedly found Compton hiding behind some bushes. Compton allegedly replied that he was taking a walk. A police report obtained by Arkansas Online states that the officer asked him about the donkeys, and Compton replied that he gave them carrots but did not have sex with them.

Facebook shuts down robots after they invent their own language FACEBOOK shut down a pair of its artificial intelligence robots after they invented their own language. Researchers at Facebook Artificial Intelligence Research built a chatbot earlier this year that was meant to learn how to negotiate by mimicking human trading and bartering. But when the social

network paired two of the programs, nicknamed Alice and Bob, to trade against each other, they started to learn their own bizarre form of communication. The chatbot conversation “led to divergence from human language as the agents developed their own language for negotiating,” the

researchers said. The two bots were supposed to be learning to trade balls, hats and books, assigning value to the objects then bartering them between each other. But since Facebook’s team assigned no reward for conducting the trades in English, the chatbots quickly developed their own terms for deals.

• A Master’s Degree in Health Administration/Health Financing/Health Insurance/ Finance or a related field; • A minimum of ten (10) years’ on the job experience in a senior management position in insurance or health related field to acquire the necessary competencies to effectively respond to the challenges of the role; • Certification in the Accounting/Finance field (such as ACCA, CPA, CMA or CGMA would be an asset).

Commonwealth Youth Games. In the CARIFTA Games, TCI won three medals: a silver and two bronze through Wikenson Fenelon in the Octathlon, Colby Jennings in the 400M U18 and the female relay team of Akia Guerrier, Shavell Sutherland, Helcyann Sauver and anchor Sanadia Forbes in the 4X100M. The girls ran the fastest time by a TCI female 4X100M relay team and became the first females to win a relay medal for the TCI at the Games. Recently 17-year-old Jennings broke the senior national 400M record en route to a bronze medal

finish at the IAAF World U18 Championships in Nairobi, Kenya. A few athletes also registered personal bests at last month’s Commonwealth Youth Games which was held in the Bahamas. At the event, the national beach soccer team, which has two athletes as players, won bronze. At dinner Jennings spoke to his fellow athletes about his visit to Kenya and the thrill of the medal winning race there. The Minister also had kind words to say to the athletes and was thanked for her ministry’s contribution towards the event.

Barcelona terminate Neymar’s contract after accepting €222m fee BARCELONA forward Neymar has paid his buyout clause of 222m euros (£200m), the Spanish club say. Neymar, 25, is set to sign for Paris St-Germain for a world record fee, after telling Barca he wanted to leave on Wednesday. The Brazil international’s lawyers paid the sum in person at Barca’s offices. Earlier on Thursday, Spain’s top league La Liga rejected an attempt to pay it the fee over concerns PSG are violating Uefa’s Financial Fair Play (FFP) rules. In a statement, Barca said they “will pass on to Uefa the details of the above operation so that they can determine the disciplinary responsibilities that may arise from this case”.

The club said previously that they would report PSG to Uefa, European football’s governing body, for a breach of FFP rules. “On Thursday afternoon Neymar’s legal representatives visited in person the club’s offices and made the payment of 222m euros in the player’s name with regards to the unilateral termination of the contract that united both parties,” Barca’s statement read. In Spain a player must buy himself out of his contract. This is usually done by depositing the amount of the buyout clause with La Liga - Spain’s equivalent of the Premier League - to release the player from his contract. The league then passes the money to the selling club.

Garland says records are meant to be broken SENIOR national athlete Angelo Garland is elated that youngster Colby Jennings has broken his national 400M record. The US based student athlete said: “I saw potential in Colby from his run at CARIFTA and I even spoke to him right afterwards and told him he

will go places.” Garland, who has had a relatively quiet season, is sure that an injury free 2018 will see him back to his old self. “I also told him that we will even race one day.” As far as the record goes. Records are meant to be

broken. He set the bar pretty high, not just for myself, but the other athletes out there in the TCI.” Jennings broke the record last month at the IAAF U18 World Championships in Nairobi, Kenya. He clocked 46.77s to get past Garland’s 46.82s.

Bolt’s rival de Grasse suffers hamstring tear out of World Championships CANADIAN sprinter Andre de Grasse will miss the World Athletics Championships with a hamstring tear. The 22-year-old was regarded as one of Usain Bolt’s main challengers for the 100m title in London. De Grasse won 200m silver, 100m bronze and 4x100m relay bronze at Rio 2016 and ran a wind-assisted 9.69 seconds in Stockholm in June. “Injuries are a part of the sport, and the timing of this one is

especially unfortunate,” he said. “The entire year this 100m race in London was my focus. I am really in the best shape of my life and was looking forward to competing against the best in the world. To not have this opportunity is unimaginable to me but it is the reality I am now faced with.” His manager Paul Doyle added: “We tried to do everything we could to have him ready but he’s just not going to be ready.

Williams fit and ready for World Championships Billy Forbes received a football jersey from new friend Didier Drogba.

Drogba wants Forbes to play for his club WORLD acclaimed footballer Didier Drogba, who is now part owner and player of American club, Phoenix Rising FC, has asked TCI national captain Billy Forbes to join his team. The two met last week during a United Soccer League clash. The former Chelsea player is one of Forbes idols in the game, but the San Antonio FC player confirmed to the Weekly News that he has no intentions of leaving his current club.

“He wants me to play for him and we talked in French throughout the game…. I am not thinking about switching teams at all”. The two players really hit it off, since after the game, Forbes, who has scored seven goals and made five assists so far this season, received the former Ivory Coast captain’s jersey. “It was great; he’s amazing and really funny. It was a dream come true because he is one of my favourite players.”

TCI born sprinter Delano Williams is fit and ready to represent Team Britain at home at the World Championships in the 4X400M relays. Williams, who suffered from a slight injury early last month, said that he has fully recovered, and will do his best in the competition. This will be the 23-year-old’s third World Championships and he intends to make his mark. “I don’t have any injuries; I’m fit and ready to go. I am hoping to go out there and do good splits and give my team a medal.” The Jamaican based sprinter added that the team’s spirit and morale have been high and they are confident of a good performance in front of the home crowd. Williams, who won a bronze medal in Beijing in the 4X400M relays at the 2015 World Championships, hopes that a lot of Turks Islanders tune in to see both he and Ifeanyi Otuonye (officially representing TCI) run. Williams will run next Saturday and Sunday.

Otuonye ready to represent TCI in 200M at World Championships – Wins final long jump competition in Europe NATIONAL athlete Ifeanyi Otuonye will be representing the TCI at the 2017 World Championships which starts on Friday in London. The long jump specialist, who won two competitions in Europe in the lead up to the Games, will run the 200M on Monday (August 7th). Although he was consistent in the European competitions, the K-State University post-graduate student did not make the qualifying mark for the Games in the long jump and

was selected via a wild card for the 200M. “I’m keeping it realistic. I just want to register a personal best, because I did not know I was running the 200M until last week.” The 23-year-old is no stranger to the 200M. In fact his new coach has selected the sprint as his new focus (along with the long jump). In total, he ran four 200M races this season. His best legal time is 21.66s, but he admits that he can go a lot faster now.

ANOTHER WIN In his final long jump competition for the season last weekend in Belgium, the national record holder registered 7.78M, a tenth shorter than the TCI record. “It felt good; this is the best jumping year I’ve had. My average this year is over 7.72M, which means I was able to be consistent this season. Consistency gives rise to big jumps.”

Gardiner proud of IAAF’s award Bight team win Island Hoops Summer Jam basketball competition

The Bight team defeated Blue Hills on Monday evening at the Bight Basketball court to win the Island Hoops Summer Jam Basketball Competition. Eight teams took part in the event.

TCI’s long standing veteran sports official, Rita Gardiner, was this week honoured by the IAAF, exactly two week after she was awarded the Commonwealth Games Federation Award of Merit at the Youth Games Forum in Nassau, Bahamas. Gardiner, a former president of the TCAAA and the TCI Commonwealth Games Association, received the IAAF Veteran’s Pin and Certificate

award from President of the IAAF Sebastian Coe at the organisation’s 51st Congress Opening Ceremony last Tuesday evening in London. Gardiner was one of three persons to receive the award this year. She later said that she felt extremely proud and honoured to receive such an award and that she felt “validated after 40 years of volunteering her services to athletics”.
