FCO director visits TCI as part of whirlwind OTs tour BY DELANA ISLES DIRECTOR of the Foreign and Commonwealth Office (FCO), Ben Merrick, was recently on a tour of British overseas territories in the Caribbean region. On his list of stops last week were the Turks and Caicos Islands, British Virgin Islands and Cayman Islands. During his brief visit to the TCI, Merrick met with Governor John Freeman, Premier Sharlene Cartwright Robinson, Opposition members, several other officials, members of civil society, local newspaper publishers and visited a number of locations and institutions around the territory including Her Majesty’s Prison in Grand Turk. Merrick was appointed as Director of Overseas Territories in the FCO in the United Kingdom in August 2017, in which role he holds office as Commissioner of the British Antarctic Territory and Commissioner of the British Indian Ocean Territory. Previously he was the Deputy Director of the Overseas Territories and has worked in the Ministry of Defence and Cabinet Office. He is responsible for UK policy towards its overseas territories, with a particular focus on good governance and the rule of law, economic sustainability and international relations. His visits came at a time when
after months of negotiation, the United Kingdom and the European Union have agreed on a twopart Brexit deal and a withdrawal agreement. During his time in the TCI, the overseas territories director would have also discussed with the premier and the governor, the territory’s recently submitted constitutional change requests which were updated, redrafted and dispatched to London a few short weeks ago. Other areas of interests during the visit, this publication learned, related to post hurricane recovery and the UK’s continued assistance to the Turks and Caicos Islands. The visit was also on the heels of the announcement of an investigation by the Foreign Affairs Committee (FAC) into the Britain’s relationship with its overseas territories. Late last month, the premier had indicated that she would be travelling to London on December 6 to meet with officials to talk about the territory’s relationship with Britain. The FAC’s latest investigation announced in July - is largely seen as carving a future path for OTs’ governance and level of autonomy. There are fears, both in the TCI and other OTs, of the impact Brexit might have on the UK’s territories, amid criticism that they were not adequately consulted on the matter. were among the first witnesses to appear before a parliamentary select committee as a result of the new inquiry. On October 16, written submissions from human rights and political experts were published, along with a lengthy report from FCO. The FCO noted that the inquiry came “at a time of change” for the OTs as Brexit approaches but said the British government believed the 14 territories’ future was “bright” and challenges would be met by “working together with the UK”. The FCO pledged that London’s commitment to helping the OTs build resilient economies, improve standards of governance and protect their environments “would not waver”.

Carnival signs agreement to fund infrastructure projects in Grand Turk A HURRICANE shelter and community recreational centre are the first two projects that will be executed under an agreement between the Government and Carnival Corporation. The news come on the heels of a meeting between Premier Sharlene Cartwright Robinson and a Carnival Corporation delegation led by Marie McKenzie, vice president of global destinations services and sourcing, last week. The discussions centred on a series of community projects throughout Grand Turk that Carnival will be funding and executing. A statement from the Premier’s Office noted that the cruise industry giant - which plays an integral role in the destination’s tourism success by bringing more than one million visitors to the nation’s capital - is expanding its partnership with the TCI Government and various agencies to positively impact the lives of Grand Turk residents. Both parties, the Premier’s Office said, are taking a holistic approach to community engagement; as the proposed initiatives span the areas of disaster management, infrastructure, education, environment and recreation. High priority on the list of projects is the construction of a hurricane shelter and community recreational centre with a youth focus. “We are pleased to advise that

TCIG and Carnival representatives have already executed the agreement to give effect to this. “This facility will have a major impact on Grand Turk residents’ ability to prepare for and withstand major climate events with the added benefit of providing a venue for various community enrichment activities,” the Premier’s Office said. Numerous other construction projects for the Victoria Public Library, HJ Robinson High School, TCI National Museum and other entities are currently in the planning stages. After meeting with the Carnival
Corporation team, the premier commented: “I am delighted that the Carnival Corporation continues to demonstrate its commitment to the Turks and Caicos Islands, not only as a tourism partner but a community partner. “It is important to note that the funds for these initiatives are Carnival’s and are in addition to the works to be carried out under the Joint Infrastructure Fund. “These forthcoming projects will greatly enrich the lives of the residents of the nation’s capital.” (Delana Isles)

Premier says Opposition is ‘trifling’ with TCI’s governance BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson said the Opposition is “trifling” with the territory’s governance and she will not wait for the party to “get their act together”. The Government will be moving forward as planned with talks with the UK government on major proposed changes to the constitution, she insisted this week. A few months ago, the Opposition pulled out of the discussion process designed to pursue constitutional advancement for the TCI. The PNP indicated that the party would wait until its convention, which was supposed to be held in early November and which would usher in new leadership that may have a new constitutional approach, before committing to the process. The party did meet in November, but no new leadership or executive was chosen. The governing People’s Democratic Movement (PDM) later described the decision by the PNP Opposition to pull out of this process as “reckless” and said the PDM Government would forge ahead on behalf of the people without them. Attempting to bring some semblance of clarity to previous discussions between the Government and the Opposition on the proposed constitutional changes, the premier revealed that the Leader of the Opposition Washington Misick removed himself totally from the process and appointed Hon. Akierra Missick to act on his behalf. In a statement on Tuesday (November 27) she said: “He must be the first Leader of the Opposition to wilfully remove himself from a process as important as the constitution or perhaps it was his intention all along to frustrate the process. “He stated that it was verbally communicated to me that his party wished to wait on a new leader. “This is not so, and the contents of an email received on September 6 from Hon. AK Missick stated that her party would not be continuing constitutional talks with us but would wish to discuss ‘stronger recommendations as to selfdetermination’ as a first reason and then the point of selecting a new executive who would be tasked with determining whether the PNP continue to engage on the constitution.” She further dismissed claims by the leader of the Opposition who said the UK will only deal with both a Government and Opposition - and
stressed that the last changes to the constitution demonstrate otherwise. “In 2005, the UK dealt with the Government alone and precedent was set when former premier Michael Misick negotiated the final changes to the 2006 Constitution with Lord Triesman of HMG. “I would hasten to say though that like now, there was a proposal from a bipartisan constitutional committee following public consultations. “There were clear steps with three rounds of talks which started in TCI. The third round was in October 2005 with a Michael Misick led Government only delegation for two days of meetings in the UK. “The PDM Opposition were not involved and were granted a 15-minute meeting to discuss. “The UK minister at the time said there was no need to discuss further as there would have been no change. “I note the leader of the Opposition’s firm stance that the UK has made it clear that they will not and I wish to advise the people of the country that this was not communicated to me in the past or currently and if this is in fact their position, then they would have only communicated this to one party, the Opposition.” ‘MEMORY LOSS’ According to the premier the Government and Opposition met in April of this year for a second round of talks having had an introductory meeting in Grand Turk. At the meetings both parties reviewed the submissions of the 2015 report and agreed additions for further discussions. She said during those deliberations both parties agreed to travel to London together and engage the people of the Islands on the suggested changes. “My efforts have never left out the genesis of these proposals as the leader of the Opposition must recognise that not all persons suffer memory loss. “Our efforts have been solely to revive the failed submissions of the former Government whose proposals we supported on behalf of the people whose voice formed the basis. “Each meeting when presented the opportunity, I spoke with the UK ministers concerning this and the UK through the governor invited the proposals. “If they are not minded to meet with the Government alone, they have not stated so and the withdrawal of the PNP at this stage from the talks was clearly communicated by

me to the UK. “The UK has not said to me what the leader of the Opposition has said to the people of this country and we remain surprised at the stance taken by the present official Opposition to abandon talks on proposals that they submitted and supported as the Government based on the people’s views.” Harkening back to the constitutional review process initiated in 2002 and completed in 2006, under the former PNP administration, the premier who was then leader of the Opposition, said she “was asked to follow the [Government] blindly to the UK without a known plan. “What the leader of the Opposition did not remind the people of was the fact that the proposals as submitted by premier Rufus Ewing were all rejected. “One may recall the statement made by Speaker Robert Hall when the rejection letter was received. “Submissions were made under the Rufus Ewing led administration in 2015 and within a few weeks, the proposals were all rejected by Her Majesty’s Government. “The leader of the Opposition was correct in that it was mid-October when there was a final exchange six weeks or so before elections were constitutionally due. “It was then that the former premier approached myself as leader of the Opposition and my inquiry was simply what are the steps to take and to this date. “I had not had a response from him or Governor Peter Beckingham on the path forward and this was necessary to inform the official Opposition who agreed that we would participate.
“I wish to remind the leader of the Opposition that when the constitutional review was carried out in 2002 and completed in 2006, we knew the process: what the UK would accept etc, the number of rounds of talks with the UK and what else was entailed.” THE WISH OF THE PEOPLE The Sharlene Cartwright Robinson led Government has maintained that the people’s business is too important and the lives of the people are too greatly impacted by not having greater authority in the hands of those they elected through constitutional change. Noting that constitutional advancement is a lengthy and time consuming process and “it cannot wait for the PNP to get their act together”. Cartwright Robinson said: “I have never played politics with the constitution and will not begin to now, as this is a national matter. “I will not ask the official Opposition to join me without a road map and they would be foolhardy to do so as former premier Rufus Ewing attempted to do. “We reject the foolish notion that the country should wait for the PNP to get their act together and to find a leader before we can proceed on an invitation from the UK to talk. “All OTs are invited to these talks and the constitution again appears on the agenda while in London. “I will proceed to discuss the proposals and the way forward on behalf of the people of this country. “The leader of the Opposition and the PNP know full well that the path to what was communicated by Hon. AK Missick on their behalf requires a referendum or general election and
that their petty actions now will only serve to frustrate the process. “A change in leader or executive committee, whichever reason is correct, has no bearing on the wishes of the people already communicated on their behalf. “The UK does not deal with political parties but with elected officials in governments and oppositions. “The change in leadership in a party can not affect a people’s wish. Constitutional talks are led by a government with the encouragement of a bi-partisan approach throughout. “We expect that there will be further dialogue as in time past but are equally confident as the elected Government of the day, precedent will allow us to proceed on our people’s behalf. “We hope as we do that good sense will prevail and that the PNP Opposition will join the talks whether they are able to find a new leader or not.” CHEQUERED HISTORY The matter of constitution reform has once again become a bone of contention between Britain and most, if not all, of its Caribbean territories, most recently exacerbated by British threats to force the publication of beneficial ownership registers by means of unilateral orders in council. The TCI has had a very chequered history with Britain, direct rule from London having been re-imposed on the territory on two occasions, the most recent after a 2008-2009 commission of inquiry found evidence of systemic corruption in the then PNP Government. A new, more restrictive constitution for the TCI was subsequently negotiated, leading to a return to parliamentary democracy in December 2012. According to Douglas Parnell, an elected member of the local parliament and chairman of the PDM, after ten years of British intervention in legal systems and governance structures in the TCI, it is past time for it to come to an end through constitutional advancement. “It’s unjust to deny change or limit our people, any people for that matter, by erecting legal systems that are designed to keep decision-making power beyond their grasp. We will continue to fight for change,” Parnell said. A delegation from the TCI is expected to travel to the UK, to meet with the Foreign and Commonwealth Office minister responsible for the Overseas Territories on December 6 to discuss these changes.

Leader of the Opposition Washington Misick said Governor John Freeman should dissolve the House of Assembly and call a general election to avert a complete systemic breakdown in the Government. In a strongly worded statement issued last Tuesday he demanded that Premier Sharlene Cartwright Robinson resign, citing the neglect of the parliament building in Grand Turk, the Grand Turk airport terminal, the Governor’s residence at Waterloo, the South Caicos airport terminal and the Fish Fry in Providenciales. Misick said: “In many governments around the world such failure would result in the government vacating office, considering that the problem was entirely avoidable.” What are your thoughts?
Leap of faith
A couple of weeks ago, it was noted that the prison is in a severe state of disrepair. Add to that the Government schools in general, the Grand Turk Airport, and now the seat of Government itself – and still the premier prides herself on hoarding cash. Perhaps she is adhering to the old Government policy of ignoring necessary projects for so long that the expat community (including the EU) will get so fed up that they will pay to fix them themselves. The current Government is one doing absolutely nothing, except sending the premier and selected ministers to overseas conferences that have yet to show any demonstrable benefit for this country. Perhaps they are counting on the recent resurfacing of the roundabouts in Provo fooling the public into forgetting that they have accomplished nothing else. The PNP could hardly do any worse, but it’s a big leap of faith to think they would do any better!
Stop and think
The leader of the Opposition needs to stop and think. It’s just under two years since this administration took over. The deterioration of the HOA didn’t just start. He was minister of finance. What did he do to rectify the situation? Secondly, he is calling for elections. The PNP does not have a leader at this time. They need to put their house in order first before uttering such words.
Wishy Washy
Washy is a desperate man. He put all the possible hurdles in place to prevent the PDM accessing funds (knowing full well that it would be to his political advantage and to the detriment of the people of the TCI and the PDM). Politics before ‘national interest’ is the manifestly failed Washy game. This is not just about party politics - it is about who he is. A failed politician, a failed leader. Just look at his whole history. Now, he wants the country to fail because he can’t get what he, as a person from a privileged family, thinks (even although he won’t admit it - even to himself) that he is the anointed one by virtue of family privilege. This is what is actually happening and unfolding before the eyes of the entire TCI. How the hell do you derogate from duty to join with the Government and address the British on a united front on the issue of restoring power to the people under a realistic upgraded and advanced constitution? Answer - because you and your family are who they are, who, including you and your brother brought TCI to its financial knees. And you ‘Wishy Washy’ now want to perpetuate the family tradition even further and bring the TCI back to its constitutional knees. Selfish, self-centered, family selfinterested - is who you really are. And just as untrustworthy and failed like president Trump. And let’s hope therefore, for the above reasons, that you shall never see a premiership here - ever! Check the facts and history of him and his
family for yourself - then decide for yourself! Truth is an awesome powerfully strong lightening rod. Feel that one Washy? Shocking, ain’t it?
Illogical wish
Washington is the only voice of the PNP party and this latest statement makes no sense at all. Dissolve the Government and call for election after the Government buildings which for long years needed attention are rebuilt. The Government is not based on buildings but people and priorities. The new PDM Government less than two years in charge replaced the Washington/Rufus Government in charge for four full years. Before then buildings suffered neglect for nine more years under Britain and Washington’s brother Mike. The PDM is working on roads and projects directly related to the people not the politicians. One more time Mr Misick proves he needs to hasten his retirement which he has called for. His party has twice failed to select a new leader and has put it off for more months. Who will lead the country if he got his illogical wish - Britain?
Disingenuous
Washy was the minister of finance in the Rufus Ewing Administration from 2012 to 2016. Washy and his PNP Government colleagues allowed all Government buildings and infrastructure to deteriorate. They fixed nothing. This included the parliament building, all Government buildings in the Government complex next to the parliament building, and the Government offices located at south base. When the seawall on Front Street, Grand
Turk, continued to deteriorate and negatively impacted the surrounding Government buildings, there was no action done by Washy and his PNP colleagues. Persons would talk about feeling the parliament building, and the Post Office building swaying. In fact, persons thought Front Street would collapse. Washy did not fix any of those buildings. Anyone willing to put aside party lines and look at facts knows that Washy is being disingenuous. Most would be hard pressed to identify anything meaningful the 2012 to 2016 PNP Government accomplished. The current administration has a long list of tasks to perform because they inherited all of the unaddressed issues left by the former 2012 to 2016 PNP administration, which Washy was an integral part of. Therefore, Washy does not have the moral authority to ask the current Government to resign. The only person who should would resign is Washy. He was a failure as the former minister of finance and he continues to be a failure as leader of the Opposition. After all he has made it clear that he is only CONTINUED

Continued occupying that position until his party appoints their new leader next year so the last thing Washy should running on about is early elections. Why did his party withdraw from the constitutional talks? The reasons Washy gave were not valid. The PDM Government has accomplished more in less than two years than the former Government accomplished in their four plus years. Washy should do our country a favour and resign effective immediately.
Washed out
Tell Washy to sit his washed out self down. If he has the funds to do everything one time, then go do it. Whether PNP or PDM, all those things need funding. I want them fixed too, but where we getting the funds from? He was leader when plenty of skullduggery was going on. So, either he turned a blind eye or just didn’t give two red cents. Tell him go in the corner and sit small until his name is called.
Behave yourself
Is he for real with the nonsense coming out his mouth? Heck, in that case let’s start with the Bahamas Government, move on to the USA, UK then on to France huh, huh? Why stop there? Make the whole world government less. People the world is watching yinna behave yourself like big peoples them!
Wider issues
One cannot fathom or divine why the call for elections would come from the leader of the Opposition. Elections at this time of the parliamentary cycle would be more disruptive than enhancing to the welfare of the people of the TCI. One cannot comment on the readiness of the electorate to go back to the polls and changing Peter for Paul is not the answer. The issues raised by the leader of the Opposition are timely in the wake of constitutional talks: resonate to the core of why immediate constitutional reform is needed. Governors and bureaucrats benefit from one term governments, ie they retain control in the learning curve of a new administration. Under this current system there are wider constitutional issues that would prevent any Government from budgeting, planning and implementing in a timely manner: repairs and upgrades to the parliament building, the Grand Turk Airport, the governor’s residence, the South Caicos Airport, fish fry village Providenciales. One could add the TCI Community College Providenciales and permanent Government complex. The issue that defeats our Governments is a most powerful bureaucracy in the civil service. It is a Government within a Government. The Cabinet seems to function in the context of a constitutional impasse, where the governor, in the absence of a clear provision in the constitution seeks to decide what the consensus of the Cabinet is. No elected Government, having money, surpluses, excellent debt repayment records, wants to simply ‘sit on money’. Gone are the days when a minister could literally get on the phone, say to a chief engineer, “go and fix this bit or aspect of infrastructure”. Public officers using devices such as the procurement ordinance, the veiled threat of the Integrity Commission, through indolence, dragging their feet, inertia, can literally veto a ministerial directive. Imagine repairs to the Grand Turk Airport not moving ahead after hurricanes Irma and Maria while the money is there. The natural instinct of a minister, a political animal seeking the praise for getting it done, is to spend money for needed infrastructure. The TCI is running a surplus budget. What is needed is for the Government and Opposition to lay aside the grandstanding on the constitution, unite on these issues such as ministers regaining the decision-making initiative, land reform so that locals can access Crown land as an instrument of empowerment and not to flip. At the core of these issues is economic empowerment as we see TC Islanders falling behind these last 10 years. The last two elections 2012 to 2016, have not changed the culture, mentality and reality of the interim government. Conceptually the interim government remains incumbent and we are only pleased to have elected ministers back. Civil Servants are quietly running the show.

Premier says NJS Francis renovation to cost more than $3m THE BUILDING which houses the territory’s represented officials is reportedly going to cost the Government in excess of $3 million to fix. This was revealed by Premier Sharlene Cartwright during an interview with Magnetic Media on Wednesday (November 28). In an online article posted on to its website on Thursday, Magnetic Media reported that the premier said the $3 million plus renovation works to the severely run down NJS Francis building will force all occupants out. She said: “That project is included in this budget to the tune of $3 million; the majority of the damage to that building… is not Irma and Maria it is an old problem and it is now our responsibility, but at the end of the day it is very disingenuous to behave as if that building was just now falling apart.” The state of building received a fair amount of press last week, with leader of the Opposition Washington Misick and PDA leader Oswald Skippings blasting the Government for neglecting the historically significant structure. Premier Cartwright Robinson further disclosed that while there was a $1.8 million allocation and a contract for the refurbishment project last year, no budgetary allocation was made to house the offices that occupy the building at other locations so that the repairs to the premises could be carried out. She blamed this oversight on the former PNP administration. “There was absolutely no funding

in place for the relocation of these offices so at the end of financial year, pretty much, you had no funding available and you could not move forward with that project because you had no relocation, no new rents [budgeted] for the Ministry of Finance, for the Premier’s Office and that is the reason that project was cancelled at the time,” she explained. She briefly mentioned the maintenance policy the Government has been working on, stating that zero maintenance was done to the building since its purchase from the National Insurance Board (NIB) for $6.1 million. While the NIB had a maintenance contract in place, this was discontinued by the Government when they bought the building and no repairs have been done since to the building which is located directly in front of the sea, separated only by a seawall.

Two weeks ago, the Ministry of Infrastructure, Housing and Planning informed the public that all staff and visitors to the NJS Francis building should discontinue using the west balcony and the west porch, that drivers in the area should pay close attention when travelling along Duke Street [Front Street] and people walking along Duke Street should remain behind the barricades and pay close attention to possible falling debris. People are also to refrain from using the west balcony until further updates are given regarding the use of this balcony and the surrounding area. Since that time, no further update has been given as to the state of the building or when it will be fixed. As such the warnings remain in effect. In addition to territory’s House of Assembly, the Grand Turk building also houses the premier’s and other government offices. (Delana Isles)

Scotiabank to pull out of nine Caribbean countries in major regional shake-up BY OLIVIA ROSE THE BANK of Nova Scotia on Tuesday (November 27) announced that it has struck a deal to sell its banking assets in nine Caribbean countries – but not the TCI. This comes as the lender continues to narrow down the number of international markets in which it operates. It agreed to sell its operations in Anguilla, Antigua, Dominica, Grenada, Guyana, St Kitts and Nevis, St Lucia, St Maarten, and St Vincent and the Grenadines. The recent report further stated that larger markets in Latin America are still very much part of its plans. The massive downsizing comes although the bank’s profit from its international banking unit grew at a greater rate than that of its Canadian business over the past year. Canada’s third-biggest lender reported adjusted earnings per share of $1.77 in the quarter ended October 31, compared with $1.65 a year ago. Scotiabank president and CEO Brian Porter who announced the bank’s intentions to exit more than 20 countries globally noted that: “Exiting these non-core operations is consistent with a strategy that began five years ago to sharpen our focus, increase scale in core geographies and businesses, improve earnings quality and reduce risk to the bank.” Trinidad and Tobago-based
Republic Financial Holdings (RFHL) has already announced its intention to acquire Scotiabank’s Caribbean businesses. Republic Financial Holdings, which is the parent company for Republic Bank, said in a press release on Tuesday (November 27) that the purchase price is $123 million. The $123 million represents a $25 million consideration for the total shareholding of Scotiabank Anguilla and a premium of $98 million over net asset value for operations in the remaining eight countries. This price does not include any amounts required to capitalise the branches post-closing according to Ronald F deC Harford, chairman of RFHL, who said: “This acquisition represents another major milestone for the Republic Group. “As we grow and acquire significant positions in our existing markets, it is important that we continue to broaden our footprint, regionally and internationally. “This agreement, which is subject to all regulatory approvals, affords us the opportunity to reach more clients in the Eastern Caribbean and Guyana, two markets we are familiar with, and build new relationships in St Maarten. “We are confident that our expanded presence or entrance in those markets will redound to the benefit of Scotiabank’s clients and employees as well as Republic’s existing stakeholders.”

Additionally, Scotiabank announced Tuesday that its subsidiaries in Jamaica and Trinidad and Tobago have agreed to sell their insurance operations to Barbadosbased Sagicor Financial Corporation, which would also underwrite insurance products for Scotiabank’s banking subsidiaries through a 20year distribution agreement. Scotiabank said these transactions would not be material, but that they would increase its common equity tier one capital ratio, a measure of financial strength, by around 10 basis points when they close. “Due to increasing regulatory complexity and the need for continued investment in technology to support our regulatory requirements, we made the decision to focus the bank’s efforts on those markets with significant scale in which we can make the greatest difference for our customers,” said Ignacio Deschamps, the head of international banking at Scotiabank. The bank also closed its Grand Turk and Grace Bay branches earlier this year as part of a scheme to “consolidate” its facilities. This move led to the implementation of a banking facility which houses more services under one roof at the head office at ScotiaCentre on Cherokee Road in Providenciales. Back in June 2018 Premier Sharlene Cartwright Robinson said the decision was “rather unfortunate” and “could not come at a worse time” for the territory. Although the Government had expressed concerns about the staff and customers with hopes of being able to “avert” the changes the bank’s decision was final. The head office, which currently houses the retail branch, corporate and commercial banking and the managing director’s offices, will become the new home for the full suite of services by year end. Scotiabank has been on a bit of an acquisition binge over the past year, expanding its wealth management operations as well as in Latin America, where it is forecasting that growth in some countries will outpace Canada. The bank has operated in the Caribbean since 1889 plan to refocus its business in the region by selling a number of insurance and banking operations.
TWO police officers of the Royal TCI Police Force have been taken off of active duty following allegations of an illegal nature being made against them. Information reaching the Weekly News is that the couple, both of whom live and work in Grand Turk, are being accused of harbouring an illegal immigrant. Following the allegations they were both placed on administrative leave as of Wednesday, November 21, and an investigation was launched.
In a press statement this week, Acting Police Commissioner Trevor Botting stated: “We take allegations against police officers very seriously and it is right that the officers are removed from operational duties whilst an investigation is carried out.” He added that the decision to place the officers on administrative leave should in no way suggest any presumed wrongdoing on the officers’ part. Investigations into the allegations are ongoing.
CABINET MEETING SUMMARY THE EU ambassador’s visit, the Home Owner’s Policy, and the South Bank Resort and Marina Project were discussed at the latest meeting of the Cabinet on Monday, November 19. Governor John Freeman chaired the 26th meeting at the Hilly Ewing Building in Providenciales. All ministers were present except Hon. Karen Malcolm, Minister of Education, Youth, Culture and Library Services. At this meeting Cabinet: -Agreed to the ‘Treatment of All-Inclusive Resorts’ paper to advance the Hotel, Restaurant and Tourism (Taxation) (Amnesty) Bill 2018 to the House of Assembly. -Received a paper presented by the Hon. Premier Sharlene Cartwright Robinson, as Minister of Finance, on the draft consultancy report on the redevelopment and modernisation of South Dock, Providenciales. Cabinet noted the recommendations of the board of directors of the TCI Ports Authority in relation to the report. -Approved the appointment of Ricardo D Gardiner as the Opposition’s Appointed Member on the Local Government Review and Modernisation Committee. -Approved the draft Home Owner’s Policy which includes incentives to first time and existing homeowners to be implemented with effect from April 1, 2019. -Approved the appointment of the Commissioner of Labour as the Registrar of Trade Unions in accordance with Section 5 of the Trade Unions Ordinance. -Agreed to the Jury (Amendment) Bill 2018 for advancement to the House of Assembly. -Received as update from the premier on the TCI National Disaster Recovery Task Force on the work of the task force. -Advised the governor to agree to execute the framework agreement on compensations for compulsory acquisition of land by the Government. -Noted the financial performance of the TCI Statutory Bodies for the period April to June 2018 as reported by the Accountant General in the First Quarter Financial Report 2018/19 submitted in accordance with Section 148 (1) of the Public Finance Management Regulations. -Agreed for Invest TCI and the Attorney General’s Chambers to commence negotiations, on a conditional basis, between TCIG and Windward Long Bay on the proposed South Bank Resort and Marina Project. -Approved a draft TCIG Increment Policy paper governing the implementation of increments for the TCI Public Service. -Received an update from the premier and the Ministry of Finance on the critical work outstanding with regards to the EU Code of Conduct Group: the COCG’s response to TCIG’s latest correspondence, policy decisions made and the upcoming legislation to be presented to Cabinet. -Received an update from Deputy Governor Anya Williams on the visit of the EU Ambassador visit last week.

Crime prevention tips for Xmas season from RTCIPF AS THE holiday season approaches, the Royal TCI Police Force is reminding residents and visitors that while the territory is one of the safest destinations in the region, they must still employ commonsense precautionary measures for personal safety. “While you will be shopping and partying, criminals will be looking to take advantage, so this is no time to be complacent. Many criminals prey on people who are off guard. “To avoid becoming a victim, you need to take charge of your own safety at all times, actively tuning your thoughts and actions toward crime prevention can help lower chances of becoming a victim of a crime of opportunity.” Three of the most common crimes that are reported to the police on a regular basis are robbery, theft of motor vehicles and burglary. ROBBERY While money is often the motivation, these incidents are considered crimes of violence because they involve the threat or actual use of physical violence. The basic rules of prevention are to be sensible and to be alert. The following tips can help reduce the risk of robbery: If possible, don’t walk alone during late-night hours. Walk in groups whenever you can - there is always safety in numbers. Let a family member or friend know your destination and your estimated time of arrival or return. That way, the police can be notified as quickly as possible if there is a problem. Make every effort to conduct banking business during the day, and while doing so, be alert to your surroundings. Walk on the sidewalk whenever possible. Walk close to the curb, avoiding doorways, bushes, and other potential hiding places. If you have to walk in the street, walk facing traffic. A person walking with traffic can be followed, forced into a car, and abducted more easily than a person walking against traffic. Avoid carrying large sums of cash, or displaying expensive jewellery in public. Avoid phone distractions which can take your attention away from being vigilant. THEFT OF VEHICLES Recently there have been a hike in reports of a number of vehicles that have been stolen through robberies or theft which may be used to commit further crimes. The following tips will also help reduce the risk of your vehicle being stolen: Do not leave your vehicle running or keys in the ignition even if you’re just going into the store or house for one minute. It takes less than a minute for a criminal to get into your vehicle and take off. Remember your licence plate number, vehicle colour, make and model. It is important to give the police the exact information to alert any potential sightings. Always park in a well-lit location. Avoid leaving valuables inside your vehicle where passers-by can see them. If confronted by a robber, do not resist. Cars can be replaced; you can’t. BURGLARY Here are some useful tips that can assist in lessening your chance of being a victim of this particular crime: Make your home look occupied, for example: leaving lights on, radio or television. Lock all outside doors and windows before you leave the house or go to bed. Even if it is for a short time, lock your doors. Leave lights on when you go out. If you are going to be away for a length of time, connect some lamps to automatic timers to turn them on in the evening and off during the day. Make sure that your door hinges are on the inside. Check your locks on doors and windows and replace them with as many secure devices as deemed necessary. Push button locks on door knobs are easy for burglars to open. Install deadlock bolts on all your outside doors. Sliding glass doors are vulnerable, insert a piece of stick to jam the door from sliding from the outside. Special locks are available for better security. Other windows may need better locks. Check with a locksmith or hardware store for alternatives. IGA supermarket notice to customers that their product is safe to consume
IGA supermarkets’ romaine lettuce safe to consume - Ken Burns BY DELANA ISLES LAST week a massive lettuce scare spread across the United States, Canada and parts of the Caribbean due to possible contamination. The US Food and Drug Administration (FDA), along with Centre for Disease Control (CDC), state and local agencies, launched an investigation into a multistate outbreak of E coli O157:H7 (E coli) bacteria illnesses likely linked to romaine lettuce grown in California this fall. The Public Health Agency of Canada (PHAC) and Canadian Food Inspection Agency have also been coordinating with US agencies as they investigate a similar outbreak in Canada. The latest news on the outbreak indicated that up to 23 people in 11 states have been affected so far. Following the alarming news last week, the Turks and Caicos Islands Government issued a warning to the local population, as the majority of the food imported into the territory comes from the United States. The warning to residents, visitors, retailers, hotels and others advised them not to consume, serve or sell any type of romaine lettuce until further information from the FDA and CDC on the outbreak. The Weekly News reached out the IGA supermarket this past week to enquire why their shelves were still stocked with the lettuce up to Monday, given the dire warning last week. Managing director Ken Burns, who shared the latest news from the FDA with this publication, indicated that the US brand grocer does not import their lettuce from the affected area, as such their product is safe to consume. Burns said IGA purchases their romaine from out of New Mexico and that the CDC has stipulated that anything not out of the infected California region could be sold and
consumed. “We had it taken off the shelves until we got direct information from our supplier... they worked closely with the FDA on what growing regions were acceptable to sell or not sell, and we will start stating this on the package. “Most of them do have where they are grown on the package now, but it will be placed separately and easy to read. “Our wholesale division, all that they have, came from New Mexico also, so they have started distribution. “What we pulled off the shelves late last week, we discarded a lot of it because it goes bad after a few days.” As of this past week, the local branches have indicated by way of a notice to customers that their product is safe to consume (pictured). An update from the FDA on November 28 stated that the multiagency task force has been conducting a trace back investigation, reviewing shipping records and invoices to trace the supply of romaine from the place where ill people were exposed to the place where that romaine was grown. Preliminary trace back information indicates that ill people in several areas across the US were exposed to romaine lettuce harvested in California. Specifically, current evidence indicates this romaine was harvested in the central coast growing regions of northern and central California. The specific California counties FDA included in this region are: Monterey, San Benito, San Luis Obispo, Santa Barbara, Santa Cruz and Ventura. Additional counties may be added as the FDA trace back develops, the agency stated. Romaine harvested from locations outside of the California regions identified by the trace back investigation does not appear to be related to the current outbreak. There is no recommendation for
consumers or retailers to avoid using romaine lettuce that is certain to have been harvested from areas outside of the central coast growing regions of northern and central California, the advisory read. For example, romaine lettuce harvested from areas that include, but are not limited to the desert growing region near Yuma, the California desert growing region near Imperial County and Riverside County, the state of Florida, and Mexico, does not appear to be related to the current outbreak. Additionally, there is no evidence hydroponically- and greenhousegrown romaine is related to the current outbreak. “During this new stage of the investigation, it is vital that consumers and retailers have an easy way to identify romaine lettuce by both harvest date and harvest location. “Labelling with this information on each bag of romaine or signage in stores where labels are not an option would easily differentiate for consumers, romaine from unaffected growing regions,” the FDA advised. Based on discussions with producers and distributors, they further recommended that romaine lettuce entering the market will now be labelled with a harvest location and a harvest date or labelled as being hydroponically- or greenhousegrown. “If it does not have this information, you should not eat or use it. If romaine lettuce does have this labelling information, we advise avoiding any product from the central coast growing regions of northern and central California.” Escherichia coli O157, sometimes called VTEC, is a bacterial infection that can cause severe stomach pain, bloody diarrhoea and kidney failure. People usually notice symptoms three to four days after they have been infected, but symptoms can start any time.

Hell in a political basket Dear Editor, Three medical emergency evacuations were reported last night from one island (Grand Turk) and that may not be the total for the week thus far including all the Islands. Why as a country with recordbreaking revenue reserves which the Government is not ashamed to boast about, do we continue to present ourselves as a mediocre, backward third world country? It is not necessary for an accountant to confirm that the amount of money spent on medical evacuation charters and return airfares, hospital bills etc. far exceeds what it would cost to house and pay the necessary doctors to deal with the illnesses that have become so prevalent in our communities throughout the Turk and Caicos Islands.
Are specialists allowed in Cayman and not allowed in the TCI? Where is the financial management at governmental levels? Where is the national health management at governmental levels? Where is the hospital management? Why has InterHealth Canada not been brought to account in spite of all the hot political rhetoric that was spewed out by Opposition officials who are now in Government? There has to be accountability and the lack of it is costing our people too much, including their lives. Because of our complacency and duped political addiction to political parties, these parties know that they will be re-elected one time or other, therefore they take the voters for granted and allow the country to go down the drain knowing the voters
are not serious about their welfare and wellbeing and that of their country. I myself am presently hospitalised abroad, but it does not matter. That does not mean that I should relax and relent while my country suffers, because in sickness or in health I have my country at heart. In fact, what is not worth dying for is not worth living for. The silence on this InterHealth Canada issue is now deafening by the same people who were then in Opposition and are now in the Government. Their pre-2016 interest and fervour in parliament and on the campaign trail to deal with this InterHealth Canada issue, has died a quiet death.
Why are we being treated this way with such negligence and disrespect thinking that we could be ignored and misrepresented at this level while our country is going to hell in a political basket? Where are the voices that put pen to paper at the polls? Where are the educated minds that are simply standing by and allowing this masquerade to prevail simply

because of party affiliation? Is your party more important than you and your welfare? Is your party more important than that of your children and your country? We are dying like flies, sick like we are epidemic stricken, abused in jobs, denied employment, denied representation and every other ill and injustice that we can imagine. What does it take for us to wake up while we still can? We are allowing this degrading of our nation and the lack of governmental performance to become the norm and consequently we are being demoralised, diminished and destroyed as a people. Politics is ruining our nation. We need to check ourselves and unite in a non-partisan manner that embraces the best we have to offer as candidates to represent, deliver and lead us forward, onward and upward. Help us dear God! TCI governance alongside American democracy IT WAS most definitely a delight to see the democratic process unfold in America with the mid-term elections just weeks ago. The elected officials learned the hard way that no matter how much they pander to the elites, no matter how much tainted money they take from the wealthy, no matter how much they dodge the people who elected them and no matter how they tamper with the voting process, it is ‘the people’ who decide the fate of a country. Long-time incumbents were thrown out, to their shock and dismay, as newcomers replaced them in the halls of power. This election, despite showing the ugly shenanigans of politics, brought into full display the brightness and hope in the democracy that is America. But what about the Turks and Caicos Islands, its people, their hopes and dreams, and the people they chose to help them achieve those dreams? How do we measure up to this American standard of democracy? Shift gears. The leader of the TCI, Sharlene Cartwright Robinson, is about to embark on a trip to London this December 6 to sit down with a minister/lord to sell him and to seek his approval on ‘select’ amendments to a constitution that was flawed from the start, and is in need of major overhaul.
But why is this the case? If anyone recalls, the UK was primarily involved in selecting the team invited to London to work out that constitution. Also, recall that, at that time, the visiting ‘negotiators’ and their country had to pay the expenses of attending the event. How pathetic in that we, the TCI, is supposed to be the destitute ‘dependency!’ Any doubts that colonialism is a thriving parasite? Not only is Mrs Cartwright going to London to champion these constitutional amendments on December 6 (incidentally US midterm elections were held November 6, and one wonders if this December 6 is some attempt to pretend some parity to this signature sparkling display of American democracy that took place this November 6), she is also doing so without the full support of the TCI Government, as Opposition elected representatives will not be in attendance. Their reasoning is that they deem this constitution in need of much more changes than being proposed. This means that Mrs Cartwright does not have the support of the people in meeting with the British to enact those amendments. How can she when the Opposition members, elected by the people, will not be in attendance? Given this circumstance this undertaking can, in no way, be the wishes of the people. One must then ask the question: Does Premier Cartwright Robinson fully understand the gravity of a constitution and amendments to it?

Additionally, in going alone on this with her party and without a team that includes the Opposition, is Mrs Cartwright saying that she is the lone intellect capable of securing the ‘interests’ of the people of the TCI? The butcher, the baker, the candlestick-maker? Now for a look at just one of those ‘interests’, which take the form of these proposed amendments. One of these amendments calls for voters not at home to be required to fulfill a period of three years’ residency in order to qualify to vote. The current period is one year in the two years preceding election. Some years ago, I contacted embassies in our region to see how they dealt with this segment of their citizen voting population. Just about every country in our region has some mechanism that allows their citizens abroad to be a part of the voting process. The United States relies on it extensively, as seen in their recent mid-terms. But if that is not note-worthy, the UK itself has a registration document allowing Britons abroad to easily vote in their election process. But despite all this, Premier
Cartwright Robinson is off to London to champion a document that will not facilitate, but rather deny this segment of TC Islanders from being involved in the governance selection process of their country. How can Mrs Cartwright Robinson call herself a leader when this is her priority? How can the British be ‘part and parcel’ of this when it is not part of their governance selection process? But moreover, how can Mrs Cartwright Robinson call herself the party of JAGS McCartney, and its leader, while championing such a non-democratic and backward position that is the right of all peoples everywhere? Can anyone, supporter or nonsupporter of McCartney and his party, in their wildest dreams imagine this man undertaking such an exercise? This would be so alien to him and his party at its inception. The UK must be thrilled with the TCI premier! On this very issue of absentee balloting of TCI citizens away from home, both Mrs Cartwright Robinson and the UK need to be careful that some citizens do not file
a grievance in the courts against them to facilitate their ‘right to vote’. Why? Because this is a violation of United Nations Article 73, where the administering power is tasked with being required to do all in its power to advance and progress the people it administers. It is not in keeping with countless British white papers calling for ‘partnership and progress’ between the TCI and the UK. It is not in keeping with a long-buried-in-dust Kairi Report that in one section calls for advancing the TCI by doing everything possible to facilitate and draw in those citizens away from home as a way of ensuring the TCI’s progress and development. And lastly, it goes against the right of people everywhere to be allowed the right to vote for the government in their countries, whether this is adhered to or not. So then, the big question in closing is this: When placed alongside the recent American mid-term elections display of democracy at its best, is the TCI Premier Sharlene Cartwright Robinson’s embarking on a visit to the colonial masters in the UK on this December 6 an example of stellar democratic representation of the ‘interests of the people’ or simply an embarrassing example of ‘bush-league’ leadership in local governance?

Investigation into police shooting of illegal fisherman AN INDEPENDENT investigation is being conducted by the Royal Cayman Islands Police Force into a Royal TCI Police involved shooting this past weekend. The shooting occurred during an illegal fishing operation on Saturday (November 24) at sea. Since then local officials have recruited the services of officers from the Cayman Islands police to conduct an independent probe. Last Saturday, the Royal Turks and Caicos Islands Police Force Marine Branch, supported by colleagues from Department of Environment and Coastal Resources (DECR) undertook an operation in response to potential illegal fishing near to Bush Cay, within the waters of the Turks and Caicos Islands. Two vessels were intercepted and eight Dominican nationals were arrested in connection with

illegal fishing. During the arrest of the eight persons, one shot was fired by a police officer from on board a RTCIPF boat which caused one of the arrested persons to receive a gunshot injury to the upper arm. This person received medical attention and was later released. In a subsequent statement to the press, Police Commissioner James Smith noted that only through a complete investigation can they fully ensure that all of the RTCIPF’s policies, procedures and training were followed, and, if needed, any future training needs. Acting Police Commissioner Trevor Botting later in the week said that no one has been charged with illegal fishing yet. Reports are that the illegal vessel was filled with fish, lobsters, conch and other seafood products.

Man nabbed with gun and ammo POLICE have arrested a 23-year-old man of Grand Turk for carrying a firearm and ammunition. The arrest was made last week Wednesday, November 21, following a stop and search on a black Chevy Suburban SUV, in which one black pistol and 11 9mm rounds of ammunition were found. The driver of the vehicle was subsequently charged, taken to court and granted bail to appear to court at a later date for a sufficiency hearing.
Bandits unsuccessfully try to rob IGA Gourmet DETECTIVES of the Royal Turks and Caicos Islands Police Force are investigating a burglary that occurred at the IGA Gourmet supermarket located in Grace Bay, Providenciales, between November 24 and 25. Around 4.49am on Sunday, November 25, the complainant reported to 911 that when he arrived at the location he noticed the front glass section broken. The culprit(s) also attempted to break a second entrance that leads to the main building area as well as
the FirstCaribbean International Bank automated teller machine (ATM) located in the same building, but was unsuccessful. Police responded to the scene where it was confirmed that the supermarket was secured around 10.30pm on Saturday. The scene was processed and nothing reported stolen. The investigation is ongoing.
Kew town drive shooting leaves two injured POLICE have launched an investigation into a double shooting incident that occurred on Saturday (November 24) in Kew Town, Providenciales. At around 2.58am, officers were dispatched to the scene where the two victims, 21 and 37-year-old men was seen with suspected gunshot wounds. They told officers that while walking in the vicinity of Madam Molly yard a grey Toyota Corolla drove by and fired shots at them. They were both taken to the Cheshire Hall Medical Centre for medical assistance. Police are appealing to members of the public who may have any information in connection to this incident to contact Crime Stoppers on 1-800-8477.
National Danger lurks in the shadows strategy needed Dear Editor, It is time to consider issues of supply of power, capacity and the ability to withstand shocks such as severe weather conditions and flooding. Remarkably the entire island was shut down for an entire day recently and many schedules had to be rearranged. The interruptions not restricted to Providenciales impacted our sister islands, North and Middle Caicos. It is time to devise a national strategy of providing for underground utility lines for phone, electricity and internet. Maybe it is time the Islands formed a genuine partnership with PPC/ FortisTCI to finance this project. Too much time was lost. A major utility project may take assistance from Caricom, the EU, the UK etc. Roads must be re-engineered with proper drainage to reduce flooding. There is no dispute on this. Maybe it is time to consider an insurance plan for the Islands to meet up with times like this. This is no time to increase fees, rates, costs and charges for the supply of electricity. What’s needed is greater investment and the sharing of obligations by way of competition in the energy sector. No time to lay blame. It is time to
unite and come up with true answers. A genuine partnership should create the right kind of finance and funding to repair schools and upgrade the technologies that are used to operate them. The loss of internet can be expensive. The Islands must now review its energy policy. Having a statutory monopoly to handle the efficient supply of electricity obligations may not be so efficient in this day and age. Competition with proper costings could enable greater investment in supplies and technologies to withstands shocks of this nature. There would be greater investment and a better spreading of obligations between the new and old providers. Dear Editor, Night time is never the most visible travelling or commuting time for any individual. However, we all need to see where we are going whether we are on foot, on a bike or driving a vehicle. Roads are places that need lighting for security and safety reasons. We know that danger will always lurk in the dark. Therefore, are we protecting the citizens enough? Street lighting provides security in residential areas especially as it gives an added boost of that peace of mind. Additionally, it increases the quality of life by artificially extending the hours of light so that man can carry on despite the dark. You can’t have sunshine in the night but you can have street lights. Importantly, street lighting is a boon to drivers, riders and pedestrians. Ask a woman to walk a dark street without lights in the dead of the night. Her response will tell you why street lights are popular. The lack of street lights is now beginning to be a major issue that plagues a number of communities in the Turks and Caicos Islands, especially along the major roads in the Blue Hills and Wheeland area. It is unfathomable to understand why this is even an issue when these
areas are very populated with high traffic. I am urging the relevant authorities to work assiduously in addressing it before we dive any later in this festive season. Driving along the thoroughfare on Millennium Highway into Wheeland, it is evident that more than 70 percent of street lights in the division are not working. There needs to be some imminent conversation and planned execution between the Government and FortisTCI about the issue because the lack of street lights is affecting the entire constituency. We need to begin vigorous conversations about the safety of our citizens. The impending crimes that have beleaguered our nation are another cause for concern. The roads are not well lit, and so pedestrians and motorists are endangered. Street robberies, break-ins and street violence will multiply if streetlights are turned off before dawn or outrageously, not working. Another pending issue arising from the lack of street lights is the fact that the time has changed and it is the season for longer nights. Therefore, the day ends sooner and nightfall approaches earlier and longer than usual.
Imagine our children commuting in these dark areas to attend school. How are we protecting the innocent if we are not putting measures in place to adequately protect our citizens? I trust the ministers of parliament for the respective consistencies will be urged to collaborate in ensuring the lights are repaired or fixed with some urgency. Additionally, they will work with longevity goals to monitor, manage and be held accountable. TCSPCA holds second Grand Turk clinic
TCSPCA closes off year of clinics in Grand Turk FOR the second time in 2018, the Turks and Caicos Society for the Prevention of Cruelty to Animals (TCSPCA) held a spay and neuter clinic in Grand Turk. The timing of the November 14 to 20 clinic was significant because it was held just prior to the winter breeding period and will prevent hundreds of puppies and kittens arriving in early 2019, executive director Susan Blehr said. Visiting volunteer veterinarian Dr Shelly Liles and veterinarian tech Megan Zigler, both from Baton Rouge, Louisiana, had never worked together but it did not take long for them to find their groove. This dynamic duo performed more than 16 surgeries each day and conducted numerous wellness checks as well. At the end of the clinic, a total of 89 dogs and cats were spayed or neutered during the five-day visit to the island. The latest TCSPCA spay and neuter clinic was run in collaboration with the Department of Agriculture, under the guidance of Chief
Veterinary Officer Dr Shelley Bridgewater and Animal Health Officer Patrick Inniss. The venue for the clinic, the ‘Wet Lab’ room at the TCI National Museum, was offered by the newly appointed director Michael Pateman. That very space was where the first Grand Turk spay and neuter clinic was run back in the mid-90s, Blehr noted. The TCSPCA extended a special thank you to Seamus Day from the museum, who made sure the doors to the clinic were open at 7am every day. Many people came together to make the mobile spay and neuter clinic a success including a crew of volunteers who manned the phones, arranged surgical appointments, cleaned the recovery crates, handled the paperwork and helped educate animals owners on how to take care of their pets. The TCSPCA animal bus, which is usually seen in Providenciales, was on the road all week in the capital, manned by TCSPCA volunteers Pierre and Edgar. They trapped
animals and transported them to and from the clinic. Blehr said the running of the clinic would not have been possible without the support and generosity of many local businesses and residents including the Osprey Beach Hotel, the Salt Raker Inn, Jack’s Shack, the Sand Bar, the Turks Head Inne and Patsy Comella. “Thanks to the generosity of ‘Smitty’, owner and operator of Grand Turk Diving, the vet team enjoyed their one day off snorkeling with the stingrays off Gibbs Cay.” Every year, the TCSPCA holds spay and neuter clinics on all of the islands of the TCI. During 2018, the non-profit agency hosted three clinics in Providenciales, one in South Caicos, one in North and Middle Caicos and two in Grand Turk. For 20 years they have been the voice for domestic and wild animals and birds in the Turks and Caicos Islands. Flu season: ‘Cover your coughs and sneezes’ PEAK flu season is about to begin and the Ministry of Health is offering tips on how to navigate it. First and foremost, people must visit their local primary healthcare clinic and get a free flu vaccination, a statement from the ministry said on November 20. In addition, the following health tips can help to prevent the spread of the infection: -Cover your mouth and nose with a tissue when you cough or sneeze. -Put your used tissue in the waste basket. -If you don’t have a tissue, cough or sneeze into the upper sleeve or elbow, not your hands. -Wash your hands with soap and water for 20 seconds or long enough to sing the birthday song twice. -If soap and water are not available, use an alcohol-based hand rubs. -Avoid touching your eyes, nose or mouth (germs are often spread when a person touches something that is contaminated with germs and then touches his or her eyes, nose, or mouth). -Avoid close contact with people who are sick. When you are sick, keep your distance from others to protect them from getting sick too. -If you or your child is sick with the flu stay home from work, school, day care. FCO director and Gov’t minister engage prisoners during HMP tour FOLLOWING condemnation of the territory’s only penal institution, a visiting Foreign and Commonwealth Office director and other officials recently got a first-hand look at the facility. Reports to this publication this past week stated that Minister Hon. Delroy Williams and the FCO Director of Overseas Territories Ben Merrick visited the institution last week and spoke with the inmates and prison officials, just a week after the Human Rights Commission blasted the Government for the untenable and inhumane conditions at the facility. Reports also indicated that this was Minister William’s first visit touring the entire facility since taking office in 2016. As previously reported, on October 17 members of the TCI Human Rights Commission visited the prison in Grand Turk and conducted a review. Following the review, Sabrina Green, Director of the TCI Human Rights Commission, released a lengthy statement exposing the appalling state of the facility on November 7. The report said the penal facility is “not fit for human habitation” and should be condemned. Green reported that the condition of the facility is in breach of several
UN standards and inmates have been “dehumanised” by poor living conditions leaving little room for rehabilitation. Responding to the claims by the commission, minister Williams stated that while Her Majesty’s Prison has its problems, the situation is not as “drastic and dire” as claimed by the director’s report. He also questioned the motive behind Green’s report, with his own claim that it contained several exaggerations and inaccuracies. However, information reaching the Weekly News this past week from inside the prison, indicated that the commission’s report highlighted the true situation within the prison and that inmates in particular are thankful that someone is finally paying attention to the conditions at the facility. Following up on her report, Green invited the minister to tour the facility with her and team, but her invitation was not accepted. Instead, she conducted her own tour, while the minister and the London executive and team conducted theirs, all on the same day. When Williams, Merrick, the acting superintendent and others did a complete walk through of the prison last Wednesday, Merrick spoke extensively with the prisoners and took copious notes during his
engagements with prisoners and officials. It was conveyed to the FCO director that the report by the commission did not misrepresent the conditions at the prison, but that the issues highlighted have existed from as far back as 2008 when hurricane Ike wreaked havoc on the island and much of its infrastructure, including the facility. Adding to the already untenable conditions, were hurricanes Irma and Maria in 2017 which caused such extensive damage that some prisoners had to be temporarily relocated to St Lucia’s penitentiary. Reports are that the FCO team was at the facility for more than three hours, and due to the engagements that took place and the commission’s report, there is now hope that something will be done to better the conditions. Meanwhile, the Weekly News was reliably informed that the penal facility will soon welcome a new superintendent. The new appointee, name not revealed, is from the United Kingdom and will be arriving to take up his position in early or midDecember. Reports are that before his appointment, the new superintendent visited the facility sometime last month for a tour and engagements
with officials and some prisoners. The last superintendent, Steve Rodford of Britain, resigned in
September after five months on the job, due to a family emergency. (Delana Isles)
Social media challenge promotes destination TCI SOCIAL media savvy residents and visitors were invited to showcase their love of the TCI this month in an internet based challenge. The Turks and Caicos Hotel and Tourism Association (TCHTA) joined forces with the TCI Tourist Board to launch the #whyilovetci competition. Participants were asked to record a 30 second video saying why they love the TCI and post it to their Facebook and Instagram pages, tagging the TCHTA and using the hashtag #whyilovetci. Every week during November Tourism Environmental Awareness Month - one lucky winner was selected to be given a prize from a TCHTA member. Stacy Cox of the TCHTA said:
“#whyilovetci is simply the perfect hashtag to accompany this month of activities as we focus on what makes the TCI a destination that is loved by so many. “We use this hashtag in all of our social media posts and it has caught on really well.” She said the competition encouraged residents and tourists alike to use the hashtag “loudly and proudly” across all social media platforms so the love for the TCI goes viral. TCI to tap into multi-million shark and ray tourism BY OLIVIA ROSE THE BAHAMAS National Trust (BNT) is set to assist the Turks and Caicos Islands in boosting its shark and ray diving tourism. This collaboration will also see measures being put in place to further protect sharks and stingrays in the TCI. The Department of Environment and Coastal Resources (DECR) recently held two rounds of consultative meetings to discuss the marine apex predator conservation in the Turks and Caicos Islands. The first meeting was held in Five Cays, Providenciales, on Tuesday (November 27) at the Community Centre and the second on Thursday (November 29) at the DECR Office, South Caicos. According to a statement from the DECR issued earlier this week, the consultation meetings gave the community an opportunity to objectively hear about possible conservation methods, as well as to express their opinions and concerns regarding marine apex predator conservation.

The fishing, water sports, diving and tour operator stakeholders were strongly encouraged to attend the meetings as well as the wider public. Eric Carey, executive director of the BNT, recently revealed that the Bahamas shark tourism earns $200
million plus annually. In 2011, the Bahamas became the first country in the Caribbean to protect its shark populations. The Bahamas government amended the Fisheries Regulations to prohibit commercial shark fishing along with the sale, importation and
export of shark products. A recent study published in the journal Biological Conservation that has found that sharks and rays contributed $114 million to the Bahamian economy in 2014, with 99 percent of this value generated by the shark and ray tourism sector.
According to the study, 19,000 divers or 43 percent of all dive tourists visiting The Bahamas, came primarily to see sharks. Recreational shark divers spent $49 million, which went on to circulate through the national economy.

the TCI are receiving appropriate support. The symposium was held under the theme, ‘Creating change through compassion, data and intervention’ and brought together key leaders,
Health awareness activities announced THROUGHOUT November and December, the Ministry of Health is hosting activities to raise awareness of health issues. The calendar of events celebrates both World Aids Day on December 1 and International Day of Persons with Disabilities on December 3. Already taking place earlier this month was the first annual Health Expo in Middle Caicos and a walk, run and cycle event in North Caicos. On Wednesday and Thursday this week a national symposium for people with special needs was held at the Education Department in Providenciales. On Friday (November 30) the Health Expo will be taken to the Gustarvus Lightbourne Sports Centre in Providenciales from 11am. There will be a Sip and Paint event at the centre at 6pm the same day. Tickets are free but must be reserved. On Saturday, the public is invited to run, walk, push or cycle
from the Downtown Ballpark in Providenciales from 5am while wearing burgundy. In Grand Turk, there will be a service at New Testament Church of God from 11am on Sunday. Then on Monday the Health Expo will go to HJ Robinson High School from 11am, with the Sip and Paint event at 6pm. Next Friday in South Caicos, Iris Stubs Primary School will host a Healthy Living activity. The same day at 4pm there will be a High Tea and Paint event at the community centre. Then at 7pm the Christmas tree lighting will take place at the Wellness Centre. In Grand Turk, the Christmas tree lighting will be held at the Wellness Centre on December 10 at 6pm. “Remember, inclusion matters! See you at the scheduled events on each island. Speaking at the opening of the seminar on Wednesday (November 28), special needs education officer Jasmin Walkin said that the symposium aimed at helping the territory meet key targets of the ‘No child left behind’ special education policy initiative. “This national symposium, I hope, will set the trend for what should take place in the Government’s policy development approach - which should be collaborate, sharing data, discuss the data, review existing laws and policies, draft amendments based on shared information and then implement the changes straight across the Government sectors cohesively.” He stressed it is imperative for events of this nature be organised since every so often practice of policy development and implementation has taken place within the public service independently with no cohesion. This practice, he reasoned, has resulted in policy loopholes, resource duplication, and continuous amendments to multiple laws and policies. “A national symposium for people with special needs was necessary because we had to start a national conversation on this topic. “Stigmatisation and marginalisation of special needs individuals can only be discouraged through massive public awareness initiatives, new policies

and programmes that provide opportunities for special needs individuals to gain equal access to education, training, employment and self-empowerment.” Also speaking at the symposium, Minister of Education Hon. Karen Malcom underscored the Government’s commitment to advancing special needs education in the TCI. She said: “We are working to ensure that our public schools will be able to serve children with special needs we are aware that too often parents are left with no option for their special needs children, except for a few family members who can afford to send their kids to a private institution. “For many parents of children with disabilities, the most valuable thing of all is information.
“Early identification of cognitive or other disorders especially autism can make a life changing difference.” Minister Malcom added that the Government is working to assist families with special needs members in a number of areas. She said: “Every child with disability can now pass through once closed doors into a bright new era of equality, freedom and independence.” Jamaica’s first blind Senator Dr Floyd Morris delivered the keynote address at the conference. The national symposium provided an opportunity for stakeholders to develop a strategic plan for focusing on what accommodations are needed for special needs individuals beyond secondary education, such as tertiary education, career development and training, and employment.

Science & Technology Climate change is already here, and heat waves are having the biggest effect, report says CLIMATE change is here and affecting our health, with extreme heat in particular also having effects on productivity, food supply and disease transmission, a new global report finds. More people than ever are vulnerable to heat exposure globally, and numbers are rising, according to The Lancet Countdown on Health and Climate Change report by an international group of researchers, published Wednesday. It comes just days after climate reports from the US government and the United Nations said that greater action on climate change is needed, with the UN report showing that in 2017, the highest levels of carbon were emitted globally. Older people in Europe and the Eastern Mediterranean are most vulnerable because of larger aging and urban populations there. The latest report estimates that 42% of over-65s in Europe and 43% in the the Eastern Mediterranean are already vulnerable to heat exposure; 38% of this group is vulnerable in Africa and 34% in Asia. The report identified presentday changes impacting public health including lower productivity, decreased crop yields and spread of diseases such as dengue and cholera, said researchers from 27 global institutions, including universities and research centers, and the UN who put together the study. Present changes in heat waves and labor capacity “provide an early warning of the compounded and overwhelming impact on public health that is expected if temperatures

continue to rise,” said Hilary Graham, professor of health sciences at the University of York in the UK, who participated in the report. In 2017, 157 million vulnerable people were exposed to heat waves globally, and 153 billion hours of labour were lost due to heat exposure. The United States has seen more frequent and longer-lasting heatwaves and a rise in vectorborne disease, with cases of diseases transmitted by mosquitoes, ticks and fleas such as Lyme disease and West Nile virus tripling between 2004 and 2016, according to the US Centers for Disease Control and Prevention. Dr. Nick Watts, executive director of The Lancet Countdown, stressed that this is “not something that’s happening in 2050 but something that we’re already seeing today.” The second in a series, with the first released last year, the report analyses 41 indicators tracking the link between climate change and health in five areas: climate change impacts, resilience for health,
mitigation actions, finance and public engagement. Robinson explained that there “is a lot of variability year on year,” but “the trend appears to be upwards,” indicating even more heat wave events in the future. Similarly, numbers of vulnerable people “are going up over time.” SOME PROGRESS BUT FAR FROM ENOUGH There have been some promising trends, like an increase in renewable energy, with jobs in that sector rising by 5.7% between 2016 and 2017, according to the report. But the investment in renewables “is not yet anything like what it would need to be if we are to get to the 1.5 degrees” -- a commitment agreed during the Paris Climate Agreement to limit average global temperature rise to 1.5 degrees Celsius from pre-Industrial Revolution levels, said Paul Ekins, professor of resources and environment policy at University College London, who was involved in the report.
A baldness remedy may be on the way THE Mr. Clean look may soon be a thing of the past. Researchers were able to regrow hair on damaged skin using a technique they hope can also be used to grow new follicles on those who have gone bald from aging. The new study — led by researchers from the NYU School of Medicine and published in the journal Nature Communications — was done using the damaged skin of laboratory mice. Experiments were done on cells called fibroblasts that discharge collagen, the protein most responsible for maintaining the shape and strength of skin and hair. The scientists activated a signaling pathway used by cells to communicate with each other. The pathway is extremely active when humans are in the womb, when hair follicles are formed, but stalls in wounded skin in healthy adults. “Our results show that stimulating fibroblasts through the sonic

hedgehog pathway can trigger hair growth not previously seen in wound healing,” Mayumi Ito, the study’s senior investigator, said in a statement. The breakthrough can help regrow hair on damaged skin in
trauma and burn victims. Ito adds that researchers are also looking into whether it can signal mature skin to revert back to its embryonic state to grow new hair follicles on people who have gone bald as they’ve grown older. (NYDailynews)
Birth control for men: researchers test a male contraceptive gel THE US National Institutes of Health is looking for a few good men —and a few brave women — to try out a new birth control gel for males. The gel, rubbed into the shoulders daily, gradually brings down sperm counts so that men cannot make a woman pregnant. The National Institute of Child Health and Human Development (NICHD), part of the NIH, is helping enroll about 400 couples at sites around the world to test how well the gel works to prevent pregnancy, and also check out how well people like it and whether men will use it as directed. “This is the first time that men are using it as part of a couple to test for effectiveness,” said Diana Blithe, chief of NICHD’s Contraceptive Development Programme. The gel formulation, called NES/T, includes a progestin-containing compound called segesterone acetate, which is made under the brand name Nestorone, along with a dose of testosterone. “It is applied to the back and shoulders and absorbed through the skin. The progestin blocks natural testosterone production in the testes, reducing sperm production to low or nonexistent levels,” the NICHD said in a statement. It’s formulated as a gel because Nestorone does not get absorbed by the body when it’s taken orally, and testosterone does not stay in the body for a full day when taken as a pill. Both hormones last longer and work better when dosed through the skin. There is no commercial male hormonal contraceptive on the U.S. market now. All men have to choose from are condoms or vasectomy. “Worldwide, 85 million pregnancies (40 percent of all pregnancies) per year are unplanned, contributing to a higher incidence of adverse health outcomes for women and infants,” the Population Council, which developed the product and which is helping test it, said in a statement.
Nestorone, combined with the hormone estradiol, is also used as a female contraceptive. A product was approved by the U.S. Food and Drug Administration in August as part of a vaginal ring for women to use as birth control. How can the same hormone work as a contraceptive in both men and women? It’s because many common hormones have similar chemical structures, Blithe said. In men, the hormone tricks the body into thinking it can stop making sperm. In women, it mimics pregnancy and tricks the body into thinking it can stop making eggs. “The male has very low levels of progesterone normally. Now they are exposed to a high amount, and that tells the testes, ‘oh there is a lot of steroid around so I don’t need to make more now’,” Blithe said. Giving back some testosterone along with the Nestorone stops undesirable side-effects such as low libido and muscle loss, Blithe said. “The potential of this new gel is huge,” said Dr. William Bremner of the University of Washington School of Medicine, who is helping test the gel. “There is a misperception that men are not interested in, or are even afraid of, tools to control their own fertility. We know that’s not the case.” One question is how effective the treatment will be. Different birth control methods have different efficacies. “If we are talking about a daily pill in women, if they use it perfectly, the failure rate is extremely low,” Blithe said. “In typical use the failure rate is 7 percent. With condoms, if they are used perfectly, the failure rate is low but in typical use the failure rate is 12 percent.” In theory, men could forget to use the gel for a day with no consequences. “If they stop using it for three, four, or five days, then it won’t work the way it is supposed to,” Blithe said. UWI to benefit from over US $250 million in support as part of reparations for slavery THE University of the West Indies (UWI) and the University of Glasgow have to come to an agreement that will see the Caribbean institution benefit from £200 million (US $256 million) worth of reparations linked to slavery. Vice Chancellor of The UWI, Professor Sir Hilary Beckles, revealed recently during an interview on the Jamaica News Network (JNN) programme, Insight, that his university and the Scottish institution were currently drafting a memorandum of understanding that would see a combination of cash and kind support for the programmes of the regional university. This action comes two months after the University of Glasgow published the ground-breaking report “Slavery, Abolition and the University of Glasgow” that revealed that 16 bursaries, endowments and mortifications donated to the institution between 1809 and 1937 had a direct link to profits from slavery. Antigua, Guyana raise concerns regarding sale of Scotiabank TWO Caribbean Community (Caricom) governments Tuesday expressed some unease at the announcement that the Canadianbased Bank of Nova Scotia had agreed to sell its operations in nine Caribbean countries to a Trinidadbased financial institution. The Antigua and Barbuda Government Tuesday said it was “deeply disappointed” that the Bank of Nova Scotia would decide to sell its operations here “without any form of consultation with the regulators or the finance minister”. The Guyana Government said the agreement “raises a number of issues for the banking sector in Guyana and for the public which the Ministry of Finance, the Bank of Guyana and the Government of Guyana will need to carefully consider”. The Trinidad-based Republic Financial Holdings Limited (RFHL) said it had entered into an agreement to acquire Scotiabank’s banking operations in nine Caribbean countries. A RFHL statement said that the banks being acquired are located in Guyana, St Maarten, Anguilla, Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis, St Lucia, and St Vincent and the Grenadines. It said that the purchase price is US$123 million, which represents US$25 million consideration for total shareholding of Scotiabank Anguilla Limited; and a premium of US$98 million over net asset value for operations in the remaining eight countries. But in a letter sent to Suzan Snaggs-Wilson, Scotiabank general manager here, Prime Minister Gaston Browne said that he was “deeply disappointed’ at the manner in which the sale had gone through. “On behalf of my Government, I advise that I am deeply disappointed that the authorities of the Bank of Nova Scotia would decide to sell its
operations in Antigua and Barbuda without any form of consultation with the regulators or the finance minister whose agreement and authority for such a sale are required by law. “I am further deeply concerned that the Bank of Nova Scotia would spring such an important decision on the people of Antigua and Barbuda, particularly its many clients who have displayed great loyalty to the bank for almost 50 years, providing it with significant profits,” Browne wrote. He said that he was now informing the authorities of the Bank of Nova Scotia “that their decision to sell the operations in Antigua and Barbuda, without the requisite consultation and agreement of the regulators and the Government of Antigua and Barbuda, is unacceptable. “Should the Bank of Nova Scotia wish to divest its operations in Antigua and Barbuda, it would be necessary to seek the government’s approval. In this connection, my government would strongly commend that such divestment should be offered first to local banks as the priority. “Indeed, I am aware that, notwithstanding the unexpectedness of Bank of Nova Scoria’s announcement, a consortium of such banks has already expressed an affirmative interest to acquire,” he said. Browne said that his Government now expects “a formal application by the authorities of the Bank of Nova Scotia for the terms of any divestment, including a reasonable time to identify new local owners, and assurances of the safety of the assets and investments of local clients”. Meanwhile, the Guyana Government said the agreement “raises a number of issues” and that it had taken note of the announcement of the agreement for control of Scotiabank.

Regional News Bermuda courts reverse same-sex marriage ban BERMUDA’S courts have legalised same-sex marriage for the second time in a landmark ruling that could impact the battle for marriage equality in the Cayman Islands. Citing the island’s religious heritage and bolstered by a referendum that came out against same-sex marriage, the Bermuda government has fought a long legal battle over the issue. The country’s Court of Appeal ruled Friday that an attempt to introduce “civil partnership” legislation as an alternative to marriage for gay couples was not sufficient to meet rights guaranteed under Bermuda’s constitution. It also ruled that passing legislation on religious grounds was outlawed by the constitution, which guarantees a right to freedom of conscience. The Bermuda government has now exhausted its legal options within the territory to oppose same-sex marriage. It has 21 days from Friday’s ruling to decide whether to challenge the ruling in the Privy Council in London. Campaigners in the Cayman Islands see the decision as a victory that could influence how the matter is dealt with here. Cayman Islands-based researcher and campaigner
Leonardo Raznovich said the Bermuda decision removed the possibility that religion could be used as a justification for a samesex marriage ban. He said it was the “final blow” in an already “fatally wounded” case and urged Cayman’s government to “stop this circus” and allow same-sex couples to marry. While not binding on Cayman, he said, the Bermuda judgment was a “highly persuasive” precedent from a fellow overseas territory. In a written analysis of the decision, Mr. Raznovich told the Cayman Compass that the Bermuda Court of Appeal confirmed two obvious principles of law for countries with secular constitutions, like Cayman and Bermuda. “These are that the legislature’s freedom to legislate is constrained in that it must not pass legislation that is inconsistent with the fundamental rights and freedoms of the Constitution. Further, nor can the legislature use religion to justify matters of general legislation. “The Court of Appeal then decided unanimously that the revocation of same-sex marriage was decided by the Bermudian Legislature on religious grounds and, hence, it was for this reason unconstitutional.”
Jamaica’s PM plans to launch a Commission on Violence PRIME Minister Andrew Holness says he will formally launch a commission to study violence in Jamaica early next year, and he’ll be expecting that commission to make recommendations to Government about what can be done to create a more caring and loving society. “I think that that is very important to our brand because violence is tarnishing Jamaica,” he said at a town hall meeting at the Howard University College of Medicine in Washington DC. Holness told the audience the crime situation is one that his Government “takes very seriously”. He pointed out that his administration has invested significantly in providing the security forces with the necessary resources to do their jobs. “We have invested in marine patrol aircraft to have surveillance of our borders to help with the interdiction of drug traffickers and gun smugglers and contraband movement through our waters,” Holness said. He further noted that the Government is undertaking a

Nearly 600 doctors withdraw services in the Bahamas NEARLY 600 senior and junior doctors, fuelled by frustration, withdrew services on Monday warning that only “life and death” cases will be accommodated until there is resolution over outstanding physician reimbursements and improvements to base salaries. Anyone reporting to any of the country’s public medical facilities will experience “difficulties” receiving care, the doctors insisted, adding that no elective procedures were to be carried out. Later, the Public Hospitals Authority advised that all electives were cancelled. These included procedures at outpatient specialty clinics inclusive of medical, surgical, dental, ENT (ear, nose and throat), eye clinic and family medicine clinics, which were reduced until further notice. In a move seen as crippling to healthcare, the Consultant Physicians Staff Association backed by the Bahamas Doctors Union maintained the planned industrial action could range from “work to rule”, which means following working rules and hours exactly as they are required to reduce efficiency – utilising sick days, go slow, taking leave as is desired or even demonstrating in the coming days. According to CPSA president Dr Locksley Munroe, doctors in the country feel undervalued and believe their issues have continued to linger. It is time, he said, the unresolved matters come to a close. templates on the manner in which physicians should be reimbursed and yet this is one year later and we still have not come to any sort of resolution or conclusion on the matter of physician reimbursement. “Given the implications of that, that is what triggered this event today (yesterday) that the body as a whole is frustrated and feels that they are not valued in any way by the authorities and therefore in terms of withdrawal of services, that is what the plan of action is as of today just to let the general public know that the physicians are not satisfied with the manner in which their concerns are being dealt with and therefore we are making a statement to the public in particular just to let them know that there is going to be difficulties and also to the administrators that is time for this matter to come to a satisfactory conclusion.”
PAHO launches campaign to prevent one of the leading causes of death in women in the region THE Pan American Health Organization (PAHO) on Tuesday launched a communication campaign to prevent cervical cancer, which kills more than 34,000 women each year in the Americas and is among the leading causes of cancer death in women in 23 countries of the region. ‘It is Time to End Cervical Cancer’ is a communication campaign designed to inform health providers and empower women and girls with health information on how to prevent this disease, which is diagnosed in some 72,000 women each year. With the slogan, “Don’t let cervical cancer stop you,” the campaign provides materials, information and stories about the vaccine against human papillomavirus (HPV), the cause of cervical cancer and about cervical cancer screening methods, to encourage women to have regular examinations for the early detection of precancerous lesions. The ultimate goal is to mobilize health providers,
women and girls to seek preventive care and stop cervical cancer from keeping women from reaching their maximum potential in life. “By being informed about cervical cancer and how to prevent it, we can help to ensure that women lead healthy, productive lives,” observed Dr Anselm Hennis, Director of the PAHO Department of Noncommunicable Diseases and Mental Health. “We have the tools to prevent cervical cancer from being a threat to the health and wellbeing of women, their families, and communities.” Cervical cancer can be prevented with HPV vaccination and with screening. The HPV vaccine is recommended for girls ages 9 to 14 and is available in 35 countries and territories of the Region. However, in the majority of countries, the HPV vaccine coverage rate with the recommended two doses, has not yet reached 80 per
cent of the target population. In addition to providing information about cervical cancer vaccination, the campaign also aims to raise awareness about cervical cancer screening, which is recommended primarily for women aged 30 to 49 years. An estimated 32 million women in the region are eligible for cervical cancer screening, which, when coupled with treatment, can save lives. In September 2018, the Ministers of Health of the Americas, at the PAHO Directing Council meeting, agreed on a plan to reduce cervical cancer by a third in the region by 2030. To accomplish this, the plan aims to strengthen primary prevention through information and education and HPV vaccination, as well as improve cervical cancer screening and treatment of precancerous lesions, and strengthen access to cancer diagnosis, treatment, rehabilitation, and palliative care. Bank warns no-deal could see UK sink into recession A NO-DEAL Brexit could send the pound plunging and trigger a worse recession than the financial crisis, the Bank of England has warned. It said the UK economy could shrink by 8% in the immediate aftermath if there was no transition period, while house prices could fall by almost a third. The Bank of England also warned the pound could fall by a quarter. The Bank’s analysis comes after the Treasury said the UK would be worse off under any form of Brexit. This Bank’s scenario is not what it expects to happen, but represents a worst-case scenario, based on a so called “disorderly Brexit”. The scenario looks at the five-year period after the UK leaves the EU. But by the end of 2023, the economy is expected to resume growing. “These are scenarios not forecasts. They illustrate what could happen not necessarily what is most likely to happen. “Taken together the scenarios highlight that the impact of Brexit will depend on the direction, magnitude and speed of the effect of reduced openness of the UK economy,” Bank of England governor Mark Carney said. WHAT IS A ‘DISORDERLY BREXIT’? The Bank of England has made a number of assumptions - not forecasts - about what would cause a disorderly Brexit. Unemployment would rise to 7.5%, house prices fall by 30% and commercial property prices collapse by 48%. Interest rates would reach 4%. WHAT OTHER SCENARIOS DID THE BANK OF ENGLAND CONSIDER? The Bank looked at three other scenarios. a “disruptive” Brexit - one where the UK retained access to some trade agreements what might happen if trading arrangements were agreed to give the UK a “close” relationship what might happen if trading arrangements were agreed to give the UK a “less close” relationship A close relationship is one with no customs checks, no regulatory barriers and a partial deal agreed on financial services. A less close relationship is one where customs checks start after 2021 and other regulatory checks are put in place.

WHAT HAPPENS IN THESE SCENARIOS? If it is less close, the economy’s growth could be 3.75% less than if the UK had remained in the EU and 0.75% less than forecast over the last
inflation report. These figures cover the period to 2023. WHAT HAS BEEN THE POLITICAL REACTION? Conservative MP and Brexiteer Jacob Rees-Mogg has accused Mark Carney of talking down the pound - saying the Bank of England’s warnings tonight “lack all credibility”. Speaking to the BBC, Mr ReesMogg said “project fear” had become “project hysteria”. And the pro-Brexit former Conservative leader Iain Duncan

EU’s top court will give ‘quick’ verdict on whether UK can reverse Brexit EUROPE’S top court said on Tuesday it would decide “quickly” whether Britain can unilaterally reverse its decision to leave the European Union, a ruling supporters of EU membership hope could lead to a second referendum and ultimately stop Brexit. Lawyers for a group of Scottish politicians want the European Court of Justice (ECJ) to interpret whether Britain can revoke its notice to withdraw from the EU under Article 50 of the Lisbon Treaty without agreement of the other 27 states. Britain is due to exit the EU on March 29, two years after London served notice in line with a June, 2016 vote to leave. But the fate of Brexit remains up in the air, with Prime Minister Theresa May’s draft divorce deal,
agreed with the EU on Sunday, facing a difficult vote in parliament on Dec. 11. May has said that if her deal is voted down, Britain could leave without a deal or there could be no Brexit at all. Some opponents of Brexit want a second referendum giving British voters the option to remain in the EU. May’s government says a second referendum will not happen, and any ECJ ruling that would allow the reversal of Britain’s withdrawal notice would be irrelevant since it is against government policy. The ECJ said it would deliver its decision “quickly” but gave no specific date. “The British government don’t seem to want (lawmakers) and the public to know that Article 50 can be revoked. That’s why they fought this case so hard,” Joanna Cherry,
a Scottish National Party lawmaker and one of the cross-party group of pro-EU politicians that brought the case told Reuters. The case was referred to the Luxembourg justices for a ruling by Scotland’s top court and “expedited” for Tuesday’s urgent one-day hearing before a full court of judges. Article 50 of the EU treaty, which sets the rules for leaving the bloc, states that if a country decides to withdraw, it has two years to agree an exit deal, a deadline which can be extended only if the remaining EU states unanimously agree. There is no mention of whether a state can change its mind. No other member state has ever left the 60-year-old bloc. Aidan O’Neill, lawyer for the politicians, told the ECJ a ruling was necessary so lawmakers could make
informed decisions. “These petitioners need to know the options for revocation which are open to withdrawing member states now, to allow them - properly and in a fully informed way - to carry out their duties as democratically elected representatives,” he said. If Britain could not unilaterally reverse Brexit, then it could be forced out against its wishes, he said. “It is fundamental to the treaties - and to the values of the European Union - that a member state can choose to revoke its withdrawal from the Union, without the need for the unanimous agreement of all the other member states,” he said. Richard Keen the lawyer for the British government, said the ECJ should refuse to consider the issue at all, saying it was hypothetical as the UK had no plans to reverse Brexit.
“As you know, the UK does not intend to revoke its notification,” said Keen. He said the court should not interfere in domestic politics saying the anti-Brexit campaigners wanted a ruling for “political ammunition”, likening it to opening Pandora’s Box. “We respectfully plead that the court should not open this box,” Keen said. Lawyers for the EU institutions told the judges revocation would need the unanimous agreement of the other 27 EU states to stop others from abusing the process. Hubert Legal, representing the EU’s executive Commission, said it could allow states to notify their intent to leave and then seek better terms from the remaining EU countries, to “charm the notifying sheep back to the flock”. Just last month, the International Monetary Fund warned of the dangers of the trade frictions -notably between the United States and China, which have exchanged tariffs on hundreds of billions in products. But IMF chief Christine Lagarde said those headwinds “could have slowed momentum even more than we had expected.”
In a report for the Group of 20 leaders meeting in Buenos Aires, the IMF said auto tariffs, if imposed, could cut three fourths of a percent off the global economy. Emerging market economies, especially China and the euro area, are already seeing their economies slow, while a “no-deal Brexit could further dent confidence,” Lagarde said in a blog post that accompanied the report. The report said trade and Brexit risks “remain acute,” and the uncertainty itself creates difficulties for companies by tightening credit conditions.
TOP US Democrat Nancy Pelosi has cleared the first hurdle of her bid to serve again as speaker of the House of Representatives. A small group of her fellow Democrats opposed Ms Pelosi, but she has secured her party’s nomination after negotiations with rank-and-file rebels. Her opponents argued she was too divisive, but failed to put forward a rival candidate to lead the party. The full House of Representatives will vote for speaker in the new year. Democrats recaptured control of US Congress’ lower chamber in November’s mid-term elections and will hold at least 233 out of 435 seats. On Wednesday, Ms Pelosi, 78, won with a simple majority in a secret ballot by House Democrats. She ran unopposed. The veteran California lawmaker will need 218 votes to take up the speaker’s gavel on 3 January. Assuming all Republicans oppose her, a revolt by 17 or 18 Democrats would be needed to thwart her. She was the first woman to serve in the role, between 2007-11. China green lights first underwater high-speed railway THERE’S no slowing China’s highspeed rail ambitions. Beijing has just green lighted a project to build the country’s first underwater bullet train route. The line will connect Ningbo, a port city south of Shanghai, to Zhoushan, an archipelago off the east coast. The proposed underwater tunnel will be a part of the 77-kilometer Yong-Zhou Railway plan (Yong is the nickname of Ningbo) to boost tourism and create a two-hourcommute zone within China’s Zhejiang Province. First mentioned in a government transportation plan in 2005, the feasibility study of the Yong-Zhou Railway plan was approved by
Beijing in November. Within the 77 km (47.8 miles) railway route, some 70.92 km of tracks will be newly built, including a 16.2 km undersea section. When completed, the Yong-Zhou Railway will connect Ningbo East Station and Zhoushan (Baiquan) Station by high-speed trains that hit a maximum speed of 250 kilometers per hour. The new route, connecting to the existing vast high-speed rail network in China, will transport travelers from Hangzhou -- capital city of Zhejiang -- to Zhoushan in 80 minutes. The current journey takes about 4.5 hours by bus or a 2.5-hour drive by personal vehicle.
The prime minister has insisted her Brexit agreement is a “good deal for Scotland” that will protect jobs and provide new opportunities for business. Theresa May was speaking as she met factory workers in Renfrewshire as she seeks to build support for the plan. Her proposals have faced strong criticism from opposition parties - as well as from many of her own MPs. But she says the country is facing a straight choice between her deal, or leaving the EU without any deal. Ahead of Mrs May’s visit to Scotland, the UK government published analysis which suggested the country’s economy could be up to 3.9% smaller after 15 years under her Brexit plan, compared with staying in the EU - but that a no-deal Brexit could deliver a 9.3% hit. The Bank of England subsequently warned that a no-deal Brexit would send the pound plunging and trigger a worse recession than the financial crisis. Mrs May’s proposals are opposed by Labour, the SNP, Liberal Democrats, the Democratic Unionists and many Conservative MPs on both sides of the Brexit debate - meaning she currently looks unlikely to get parliamentary approval for her deal.

On Tuesday, First Minister Nicola Sturgeon unveiled a Scottish government analysis paper which claimed the Brexit deal could cost Scotland £9bn a year by 2030, compared to if it had remained in the EU. Ms Sturgeon, who wants the UK to remain permanently in the single market and customs union and has backed calls for another referendum on the Brexit terms, has said the SNP’s 35 MPs at Westminster will vote against the deal on 11 December. But the prime minister said the deal she had negotiated for the UK
would be a “good deal for Scotland” as it would provide a “free trade area with no tariffs, no fees”. She added: “That will mean a opportunity to carry on their trade. but also gives us the opportunity to negotiate trade deals around the world that will be good for great Scottish exports like Scotch Whisky, Scottish salmon and smoked salmon. “So this is a deal that is right for Scotland and right for Scottish fishermen, because we’ll take back control of our waters and ensure they have a bright future for Scottish fishing.”

Entertainment Reggae music to be protected by the UN REGGAE has been added to a list of international cultural treasures which the United Nations has deemed worthy of protecting and promoting. The music, which grew out of Jamaica in the 1960s thanks to artists like Toots and the Maytals, Peter Tosh and Bob Marley, was added to the collection due to its “intangible cultural heritage”. Reggae is “cerebral, socio-political, sensual and spiritual,” said Unesco. It has “penetrated all corners of the world,” added a Jamaican spokesperson. Reggae followed on from the ska
and rocksteady genres - other early pioneers included Lee Scratch Perry and Prince Buster. Millie Small’s 1964 ska cover of My Boy Lollipop also helped introduce reggae’s laidback groove to the world. Reggae became popular in the United States but particularly flourished in the UK, which had become home to many Jamaican immigrants since the end of World War Two. Jay-Z criticises lack of black arbitrators in a battle over a logo THE rapper and entrepreneur Jay-Z, who has been embroiled in a legal battle over his Roc Nation clothing brand, won a court battle on Wednesday to temporarily halt arbitration proceedings on the grounds that there were not enough African-American arbitrators eligible to rule on his case. The ruling results in an injunction until a hearing on Dec. 11. The dispute revolves around Jay-Z’s sale of his Rocawear clothing brand in 2007 for more than $200 million to Iconix Brand Group. Jay-Z later founded a new entertainment company called Roc Nation. Last year, Iconix sued Jay-Z in federal court, saying that Roc Nation’s agreement with Major League Baseball to sell New Era baseball caps with the Roc Nation paper-airplane logo violated the 2007 sale agreement. Jay-Z countersued months later, saying the agreement applied only to Rocawear, not Roc Nation. Iconix then required Jay-Z to enter into arbitration, which it was allowed to do as part of a separate 2015 agreement. Each side was to pick four arbitrators from the American Arbitration Association’s “Large and Complex Cases” database, with the association supplying another four. Each side would eliminate names from the list of 12 until one was agreed upon by both. On Wednesday, Jay-Z, filing under his legal name, Shawn Carter, asked a judge in State Supreme Court in Manhattan to temporarily halt the arbitration or to block it permanently if the dispute over the arbitrators is not resolved.
According to the court petition, as Jay-Z began looking at the list of eligible arbitrators, he was “confronted with a stark reality: He could not identify a single African-American arbitrator on the ‘Large and Complex Cases’ roster.” When Jay-Z expressed this to the arbitration association, the group could find only three eligible arbitrators out of about 200 who identified as AfricanAmerican, two men and one woman. One of the men had a conflict of interest, leaving the rapper with just two AfricanAmericans to choose from, which his legal team called “no choice at all.” The dearth of qualified black arbitrators “deprives litigants of color of a meaningful opportunity to have their claims heard by a panel of arbitrators reflecting their backgrounds and life experience” because of “unconscious bias” that most people have against people of different races, Jay-Z’s lawyer, Alex Spiro, wrote in the filing. Lawyers for Iconix, which owns a number of brands including Joe Boxer, London Fog, Starter and Danskin, did not respond to a request for comment. The arbitration association declined to comment. Jay-Z’s lawyers assert that the lack of African-American arbitrators constitutes racial discrimination. The filings did not cite any legal precedent regarding the race of arbitrators. But courts have ruled, most notably in the 1986 Supreme Court decision Batson v. Kentucky, that in criminal trials prosecutors may not eliminate jurors from the jury pool strictly on the basis of race.

Jackman to tour with songs from The Greatest Showman HUGH Jackman is going on a world tour performing songs from the Greatest Showman. The X-Men star will also perform songs from Les Miserables and other Broadway shows accompanied by a live orchestra. The Greatest Showman has become a worldwide phenomenon with a record breaking soundtrack, despite lukewarm reviews. The tour will include four dates in the UK in Manchester, Birmingham and London. The Wolverine star was nominated for an Oscar for his performance as Jean Valjean in the movie version of the musical Les Miserables.
He won a Golden Globe for his performance and was also nominated for a Globe for his turn in The Greatest Showman. Jackman plays circus impresario PT Barnum in the musical film which has songs by Tony and Oscar-winning songwriting duo Benj Pasek and Justin Paul. Critics weren’t keen on the film but its popularity spread by word of mouth, with fans returning for repeat viewings and attending special singalong screenings. The soundtrack has also broken records around the world. It was number one in the UK album chart for 11 weeks in a row equalling Adele’s record for her album 21.
IN HIS brief career as a hip hop and social media sensation, Tekashi 6ix9ine has offered up his unique, 21st-century twist on the old adage that there’s no such thing as bad publicity — at least when it comes to people whose fame feeds off controversy. The rainbow-haired rapper is certainly proving that’s the case this week. From the confines of federal lock-up, where the musical provocateur is being held on multiple racketeering and weapons charges, he is nonetheless driving the narrative about himself. He’s also dominating the music charts. Tekashi should find satisfaction from knowing that within 24 hours of authorizing the release of his debut album “Dummy Boy,” four of his tracks were in the top 5 on iTunes, TMZ reported. Two other songs are in the top 10. The album also is the top-paid digital album on Amazon. Of course, Tekashi shouldn’t have access to a cell phone while in custody at an undisclosed facility. Mostly likely, he’d only be able to get this news if he stood in line for a pay phone — like all the non-famous inmates — and made a collect call to any associate he still trusts. For an entertainer in nearly any other genre, being arrested and held without bail on multiple federal charges would kill any hopes of his new work reaching an audience. The

SALLY Rooney’s novel Normal People, which has won rave reviews and a deal to become a BBC drama, has been named the best book of 2018 by Waterstones. The novel tells the intimate story of an on-off relationship between two school friends in a small Irish town after the financial crisis. Waterstones said the book confirmed the 27-year-old author as “one of the outstanding novelists at work today”. Dublin-born Rooney said she was “very touched by the honour”. Normal People is Rooney’s second novel and was longlisted for the Man Booker Prize earlier this year. It was described as “a future classic” by the Guardian, “superb” by the Irish Times, and “quite astonishing” by the Independent. The book will be turned into a BBC drama series by Irish director Lenny Abrahamson, who made his name with 2014’s Frank. His next film, Room, won Brie Larson a best actress Oscar in 2016.

The Investor Services Executive - will be responsible for handling a portfolio of investment proposals from foreign and domestic investors. The Executive will be responsible for reviewing project proposals, following up with investors to ensure that there is a complete package of materials, arranging for materials to be distributed to relevant stakeholders for their input, providing feedback to their investor clients on issues, supporting the SVP in negotiating the terms of investment proposals supported by Government. The Investment Services Executive will be required to prepare Cabinet submissions with respect to specific projects under their care and to provide advice and support to relevant stakeholders in relation to those projects.
KEY DUTIES AND RESPONSIBILITIES:
1. To research TCI’s target sectors to identify investment opportunities that can be marketed to investors. 2. To identify specific investors, developers and operators to approach with investment propositions using a range of tools, including newsletters, blogs, webinars, and various data bases. After identifying potential investors actively engage in contacting target investors and determine “qualified leads”. 3. To provide data, information, reports and advice to assist prospective investors and organize and lead on Island investment opportunity tours to assist foreign investors to identify prospective investments. 4. To facilitate efforts of investors to develop projects in the country and manage a portfolio of investment proposals by investors who have approached the TCI Government with development proposals. The project assessments will include: i) Reviewing investor proposals ii) Clarifying details to ensure a complete proposal iii) Consulting with TCIG Ministries on the project to identify any fatal flaws for the project and facilitate the investment process. iv) Screening new investment projects for suitability, feasibility and quality of investment and investor. v) Collaborating with the legal advisor to conclude negotiations for investment incentives and assisting investors to finalize their development agreements. vi) Preparing cabinet papers for approval of development incentives under the Encouragement of Development Ordinance and the Investment Policy. vii) Providing investors with all the services and assistance they may need for their business. viii) Establishing and maintaining a proper filing and data base system of the project portfolio and ix) Reporting the status of active projects on a quarterly and annual basis, including relevant statistics. 5. To establish and maintain contacts and good relationships with potential investors and business locally and internationally, including key North American, Canadian and European based organizations some of whose members either already have significant investments in TCI or are planning to make investments. 6. To assist with the planning and execution of investment promotion marketing programs, including investment tours and attendance at key investment conferences. 7. To produce materials needed to assist domestic investors to identify financing and to address any regulatory impediments to implementation. 8. Science & Technology ‘Siberian unicorn’ walked Earth with humans A GIANT rhino that may have been the origin of the unicorn myth survived until at least 39,000 years ago - much longer than previously thought. Known as the Siberian unicorn, the animal had a long horn on its nose, and roamed the grasslands of Eurasia. New evidence shows the hefty beast may have eventually died out because it was such a picky eater. Scientists say knowing more about the animal’s extinction could help save the remaining rhinos on the planet. Rhinos are in particular danger of extinction because they are very picky about their habitat, said Prof Adrian Lister of the Natural History Museum, London, who led the study. “Any change in their environment is a danger for them,” he told BBC News. “And, of course, what we’ve also learned from the fossil record is that once a species is gone, that’s it, it’s gone for good.” Weighing in at a mighty four tonnes, with an extraordinary single horn on its head, the “Siberian unicorn”, shared the earth with early modern humans up until at least 39,000 years ago. WHAT DO WE KNOW ABOUT THE ANCIENT RHINO? The rhino, Elasmotherium sibericum,
have been its downfall. As the Earth warmed up and started to emerge from the Ice Age around 40,000 years ago, grasslands started to shrink, likely pushing the animal to extinction. Hundreds of large mammal species disappeared after the last Ice Age, due to climate change, loss of vegetation and human hunting. WHAT DOES IT TELL US ABOUT THE FATE OF MODERN RHINOS? Today there are just five remaining species of rhino. Very few survive outside national parks and reserves due to persistent poaching and habitat loss over many decades. By studying fossilised rhinos, scientists can learn more about the fate of the many prehistoric rhino species that once roamed the planet and how they adapted to climate change and human pressures.

was thought to have become extinct between 200,000 and 100,000 years ago. By radiocarbon-dating a total of 23 specimens, researchers found the Ice Age giant in fact survived in Eastern Europe and Central Asia until at least 39,000 years ago. They also isolated DNA from
the ancient rhino for the first time, showing it split from the modern group of rhinos about 40 million years ago. The extinction of the Siberian unicorn marks the end point of an entire group of rhinos. WHY MIGHT IT HAVE GONE

Llama blood clue to beating all flu SCIENTISTS in the US have recruited an unlikely ally in their efforts to develop a new flu treatment. Llamas have been used to produce a new antibody therapy that has the potential to work against all types of flu, including new pandemics. Influenza is the ultimate shapeshifter, constantly mutating its appearance to evade our immune system. That is why a new flu jab is needed each winter and why the vaccine sometimes misses the mark. Science is on the hunt for a way to kill all types of flu, no matter the strain or how much it mutates. That’s where the llama, better known for its wool, comes in. The animals produce incredibly tiny antibodies in comparison to our own. Antibodies are weapons of the immune system and they bind to the proteins that stick out from the surface of a virus. Human antibodies tend to attack the tips of those proteins, but that’s the part influenza mutates most
readily. Llama antibodies use their size advantage to wriggle a little bit deeper and attack the parts that flu cannot change. The team at the Scripps Institute in California infected llamas with multiple types of flu to provoke an immune response. They then scoured llama blood for the most potent antibodies that could attack a wide range of flu strains. They picked four, and then set about building their own synthetic antibody that used elements from each. It was tested on mice, which were given deadly doses of influenza. Prof Ian Wilson, one of the researchers, told the BBC’s Science in Action: “It’s very effective, there were 60 different viruses that were used in the challenge and only one wasn’t neutralised and that’s a virus that doesn’t infect humans. “The goal here is to provide something that would work from season to season, and also protect you from possible pandemics should they emerge.”

The work, published in the journal Science, is very early stage research and the team want to do more tests before starting human trials. HOLY GRAIL The researchers tried two approaches to giving the animals the antibody. The first was to inject them with the antibodies, and the second was a type of gene therapy. The genetic instructions for making the antibody were packaged
up inside a harmless virus, which was then used to infect the noses of mice. The cells in the linings of the nose then started making the flu-killing antibody. An additional advantage of this approach is that it could work in the elderly. The older you are the worse your immune system gets, and the less effective the seasonal flu vaccine becomes.
But the llama-inspired approach does not need to train the immune system. Prof Jonathan Ball, from the University of Nottingham, told the BBC: “Having a treatment that can work across a range of different strains of virus is highly sought after. It’s the Holy Grail of influenza. “There will be an appetite, but it depends how well these things work, how easy it is to produce and also how costly it will be.” (BBC)

Commonwealth Games 2022: ICC wants women’s T20 at Birmingham Games Cricket’s world governing body has submitted a bid for women’s Twenty20 cricket to be included at the 2022 Commonwealth Games in Birmingham. The International Cricket Council (ICC) will make its presentation - in partnership with the England and Wales Cricket Board (ECB) - to an assessment panel early next month. “We would like cricket to lead the way in the Commonwealth in inspiring more young girls to take up sport regardless of their background or culture,” said ICC chief executive David Richardson. Cricket has been part of the Commonwealth Games once before - South Africa winning a men’s 50-overs-a-side competition in Kuala Lumpur in 1998. Richardson said Birmingham was
the “perfect place” for it to return as “23% of the city’s residents have links to cricket-playing nations outside the United Kingdom”. “If cricket were to be staged in these Games, we know every team competing would be guaranteed ‘home’ support,” he said. “There’s a ready-made audience and readymade infrastructure in the local vicinity.” England were beaten by Australia in the final of the recent Women’s World T20 in the West Indies, and the ECB’s women’s cricket boss Clare Connor believes the game is “on the eve of something special”. England captain Heather Knight said: “It’s hugely exciting that women’s cricket is bidding to become part of the Commonwealth Games.” (BBC)
AJAX reached the Champions League knockout phase for the first time in 13 years but the Dutch club’s 2-0 win at AEK Athens was marred by violent clashes both in and outside the Athens Olympic stadium on Tuesday. Visiting supporters had to shield themselves from flames during clashes with Greek riot police prior to the start of the game after a petrol bomb and flares were reportedly thrown in the direction of the Ajax fans. Pictures showed Ajax fans clashing with Greek police and at least two supporters being left bloodied. Eleven people were “hospitalized” with minor injuries, a police spokesman told AFP. “AEK FC unreservedly and by all means condemns the incidents of violence that took place ... not only because they happened during a match for [the] UEFA Champions League, but also because they insult the long history of our club,” said a statement on the Greek club’s website. “We worked very hard in every level in order to return to the most important European club competition; what happened during [the] AFC Ajax home clash does not represent the timeless football philosophy of our club and is completely against our principles

The official’s scam was a ruse to get Saturday’s game postponed, but La-Fuente was later confirmed to be alive. “It has come to the attention of both the club, senior players and the management team that a gross error of judgment has occurred emanating from correspondence sent from a member of the senior set-
up management team to the Leinster Senior League,” a statement from Dublin-based Ballybrack said on Tuesday. “As of this evening an emergency meeting was held and the person in question has been relieved of all footballing duties, within Ballybrack FC, its senior team and roles within the club itself. The club has contacted Fernando to confirm his whereabouts, wellbeing and are thankful for his acceptance of our apology on this matter. “This grave and unacceptable mistake was completely out of character and was made by a person who has been experiencing severe personal difficulties unbeknownst to any other members of the club. AFTER a stalemate over long-term extension talks with current endorser Jordan Brand, Toronto Raptors All-Star wing Kawhi Leonard has agreed to a multi-year shoe deal with re-emerging brand New Balance, according to league sources. The deal was first reported by Yahoo Sports. “It’s not official,” Leonard said at Wednesday morning’s media availability. “Me and New Balance haven’t announced anything.” He was wearing socks and no sneakers during the session. It is common in shoe deals that incumbent brands will have up to 10 business days to exercise their “match rights clause,” though Jordan Brand has long been resigned to letting Leonard walk, meaning the new contract should become official by next week. While terms have not been disclosed, industry expectations are that New Balance is likely to have offered significantly more than $5 million per year. That range would be on par with the Jordan Brand extension that Leonard turned down earlier this spring, a four-year deal worth up to $22 million. Although his existing Jordan

Bernadin finish in top 10 at 5K run in Jamaica NATIONAL middle distance runner Rebecca Bernadin finished 10th in the GC Foster 5K run on Sunday morning in Jamaica. The former CHHS student, who represented her school numerous times in the 3000M and 1500M at the Inter-High School Track and Field Championships,
was representing her new school St. Jago High at the event. Running in the senior category, Bernadin finished in 19 minutes and 55 seconds. Bernadin is one of three TCI athletes who attends St. Jago, Emmanuel Agenor and DeAjah Smith are the others.

Islanders and Flyers stay unbeaten in Provo Hockey League THE GRACE Bay Car Rentals Islanders and the Villa del Mar Flyers have remain unbeaten after three weeks of action in the new season of the Provo Hockey League. The dominant teams, the only two of 10 teams that are contesting three divisions of the league this season, have three wins each. In their latest clash in the Mini division, the Islanders got past the Temple Financial Canucks by a score of 4-2. Liam Redstone, who led the Islanders with three effective strikes, opened the scoring with the first play of the game, while in the 11th minute of play in the second period; Joswin Jose sealed the win via a Sterling Henry pass. Maximus Gula (from an
Emeric Gula pass) and Fox Nazareth scored for the Canucks. In the other Novice clash, Zachary Wells dominated against the winless Design Studio Jets with four unanswered goals to lead the Twa Marcelin Wolf Lightning to their second win (4-0). MIDGET DIVISION The Flyers’ third win this season, 6-3, in the Midget Division was against the Projetech Pirates. Carson Greatrex who fired in five goals to go with an assist led the Flyers. Four swimmers to represent TCI at World Championships Four TCI swimmers will be competing in the upcoming FINA World Swimming Championships, which is slated from December 11-16 in Hangzhou, China. The selected swimmers are Arleigha Hall, Alex Maclaren, and Jack Parlee from SURFside Ocean Academy and Luke Haywood who trains in the UK. This will be the first time any TCI swimmers have competed at this level and the event will provide them with an opportunity to go up against the best. The swimmers will be swimming in the following events: Arleigha 50m and 100m freestyle, Alex 100m Individual Medley and 100m freestyle, Jack 50m freestyle and 50m butterfly, and Luke 50m and 100m breaststroke. TCI National Coach for the championships, Jessica Soderquist noted that this is a great opportunity for all of us to advance swimming in the TCI. “The swimmers have worked so hard for this. I couldn’t be prouder of our team.” Lenin Hamilton, TCI National Delegate and founder/coach of Turks & Caicos Aquatics Swim Club, stated, “We are thrilled
to be going to the FINA World Swimming Championship. Haye-Smith gets green light to run for TCI AFTER several years of frustration, Yanique Haye-Smith breathe a sigh of relief last week after she got the great light to represent the Turks and Caicos Islands. The 27-year-old sprinter/hurdler, who was outstanding last season after registering several personal best performances, is expected to
rewrite a number of national records when she officially starts to compete. According to her husband Alvirto ‘Ali’ Smith, the IAAF recently confirmed that the former Jamaican athlete was now eligible after the body’s Nationality Review Panel met last week to assess the ace hurdler’s application.
TCI move up three places in FIFA World Ranking THE Turks and Caicos Islands have moved up three spots in the FIFA World Rankings after their historic 3-2 football victory over the St. Vincent and the Grenadines at home two Sundays ago in the CONCACAF Nations League Qualifiers. The win, which was the first for TCI in several tries, pushed us to 208, three positions up
from the 211 (bottom of the table position) that we had occupied. We are now ahead of the Bahamas who remain on 210 points and San Marino, who moved to 211. At 208 points, we are tied with Anguilla and one spot behind the British Virgin Islands. St. Vincent and the Grenadines fell four points to 179.
Smith, who is a recognised coach and athletics administrator, said that he and his wife are just happy to have completed this stage. “Training continues and we are trying to get back on track despite the many setbacks. 2019 will be a long and challenging season, but we have come this far and don’t intend to stop.” Haye-Smith has patiently waited to become eligible since 2013, during which time she ran unattached. The sprinter said that she is focused on qualifying for the World Championships next year. “I was a little excited that finally after a few years of wait that I was confirmed by the IAAF that I can now fully compete for TCI. I was informed of my transfer from TCAAA President Ms. Skippings. For 2019, I’m just focusing on qualifying for the World Championships in Doha, Qatar and also being a better athlete, staying healthy and to improve in my training and competitions.” Late last season Yanique dominated several competitions in Europe and will now look to build on those victories as she embraces her new season.

Ten schools to participate in the High School Basketball Championships TEN schools are set to participate in the 24th Annual High School Basketball Championships, which is scheduled for the Gustarvus Lightbourne Sports Complex court from Friday to next Monday (December 7-10). According to Director of Sport Jarrett Forbes, the games will be played under the rules and regulations of FIBA Basketball and the ground rules set out by the Department of Sports and the TCI Basketball Federation. “The main purpose of these games is to provide an opportunity for our young student athletes to showcase their talent in basketball while providing an environment of excitement and entertainment for fellow students, alumni, families and friends.” Forbes told the Weekly News that the hope of the organisers
is to unearth talent from the championships. “We also believe that out of these games, the Department of Sports and the Turks & Caicos Islands Basketball Federation will be able to discover athletes with potential to play at the Collegiate level and eventually represent the TCI in international competition.” Of the teams, seven are from Providenciales, including: Clement Howell High, Maranatha Academy, TCIPS Comprehensive, Wesley Methodist, Long Bay High, TCI Middle (Extended Learning) and the Elite Academy. HJ Robinson High from Grand Turk, Raymond Gardiner High from North Caicos and Marjorie Basden High from South Caicos are also expected to compete.
