UK rejects changes to the Constitution for a second time Talks to resume with Gov’t, PNP and UK in 2019 BY DELANA ISLES THE TCI delegation that visited London for constitutional talks returned home empty handed. Following her visit to the UK last week, Premier Sharlene Cartwright Robinson said the British government refused to engage her delegation on constitutional amendments. During a press conference in Providenciales on Tuesday (December 11), she stated the reason was because of a lack of agreement from the Opposition. However, she revealed that she learned that the proposed changes, which are based on the work of the TCI Constitutional Review Committee in 2015, had previously been wholly rejected in 2015. Minister of State Rt. Hon. Grant Shapps issued a letter to former Governor Peter Beckingham on July 30, 2015. In that letter, Minister Shapps advised Beckingham that to amend the Constitution in the ways proposed

by the 2015 committee would risk the hard won progress that has been made by the TCI under the current constitution, stating in conclusion: “I do not believe that is a risk that we can afford to take.” In her statement to the press this week, the premier said that the Government was only recently made aware of this first rejection letter by way of another letter dated November 29, 2018, this time from the current Minister of State, Lord Ahmad. They were advised that the 2015 constitutional amendments they were engaging the PNP on up to a few months ago and which they have recently resubmitted, were already rejected years ago. Premier Cartwright Robinson called this action by the PNP and their other recent decision to pull out of the talks, as a deliberate attempt to stifle the discussions. “They knew full well that these proposals were not even under consideration and in fact misled the

entire country. “HMG has been sure to cast blame back on us as a people and have refused to progress the other proposals submitted because the PNP has distanced itself from the discussions. “PNP’s actions has once again harmed constitutional efforts with their distancing themselves from the discussions we have had with them and from wasted time on proposals they knew were not under consideration,” the premier stated. Nevertheless, she said that the Government has made an argument that the proposals were the people’s proposals, and that they will be forward those changes contained in the 2015 committee chairman’s report and which were endorsed by the House of Assembly. She added that in terms of the provisions, submitted by the former administration, that seek provisions currently only held by Bermuda (which enjoys a full internal self-government constitutional

Below is a copy of the July 2015 rejection letter from Minister Shapps “On January 28 the Turks and Caicos Islands (TCI) House of Assembly debated and passed Government Motion 1 of 2015 relating to the adoption of the Constitutional Review Committee Report that was produced in November 2014. “I have now had time to consider the report and its recommendations and would be grateful if you would kindly convey to the House the contents of this letter by way of the UK government’s formal response. “I am grateful for the diligence with which the committee set about its work and would like to thank individual members of the committee for the time they spent researching and compiling this review. “I noted the arrangements that were made for the public consultation meetings that attracted 269 people alongside the media coverage that highlighted the committee’s work. “In addition, I noted that a number of private meetings and written submissions helped to inform the committee’s recommendations. “The foreword to the report sets

the context which led to the drafting of the current Constitution. “I agree with the committee that we need to move on from the past. But, that does not mean we should forget the lessons learned. “One of the key lessons was the need to put in place a series of robust checks and balances to ensure that TCI meets internationally recognised standards of good governance, the rule of law and sound financial management. “The present Constitution and related legislation have been, and continue to be important instruments to deliver positive change in TCI. “The turnaround in TCI’s economy over recent years has been remarkable. Of course, it was driven, in part, by an increase in tourist numbers. But it is also the result of the hard work that was done in TCI to reframe its Constitution and to put in place the measures highlighted above. “I appreciate that this has not been an easy process. “However, the results speak for themselves. Governance continues to improve. TCI’s international image and reputation is improving. And the territory

now presents a much more investor friendly environment. I am confident that the stability and certainty provided by the Constitution will prove invaluable as TCI seeks further investment in the months and years ahead. “Our strategy is to ensure that the constitutional arrangements work effectively to promote the best interests of the territories and of the UK. “The Constitution in its existing form provides a robust platform to deliver that strategy. “The UK government recognises that it is important to continue to reflect on the constitutional relationship. “That is why the work of this committee is so important and we will ensure that a dialogue on these issues is sustained with TCI and other overseas territories that wish to engage. “It is against this background that I have assessed the committee’s report and have concluded that to amend the Constitution in the ways proposed would risk the hard won progress that has been made. “I do not believe that is a risk that we can afford to take.”

We are again disappointed to report to this country that they had also received a response on the Crown land submission 2015 and these were likewise rejected.” Premier Cartwright Robinson said that the Government was advised of this other rejection in a similar

fashion. “We are however committed to engaging the UK on both matters of the Constitution and the Crown land.” She stated that the constitution is a matter of urgency as there are provisions that must be put into force before the next election in 2020. The premier further stated that the Government expected a delay in the talks, due to the ongoing issue of Brexit, but that it will be finalising its submissions over the course of December, and will be engaging again next year with both the UK and the PNP.

DELAY IN SERVICE CHARGE CHANGES

Two hours before the controversial Hotel and Restaurant (Service Charge) Ordinance 2018 was scheduled to come into force, Deputy Premier and Minister of Employment Services, Hon. Sean Astwood announced its postponement. It was also announced that the legislation could be headed back to the House of Assembly for more changes. What are your thoughts?

No more delays

There should be no long postponing. For so many years others have come and become wealthy at the expense of the people and in the guise of creating jobs. We are thankful, but it is time for Caribbean people everywhere to see what they are going to work every day for. The hotels can make a way to afford it if they really want to.

No date yet

The Government has repeated a mistake by announcing an implementation date of the ordinance. Why not fixed the flaws first then announced the implementation date? Suppose some extenuating circumstances delay the sitting of the House of Assembly, what then? Also, the new date ought to have at least six months’ notice before implementation for the hoteliers to possess sufficient time to adjust their administration.

Be careful

The subject of paying 100 percent of service charges collected to resort employees has been on the burner for over three years now, having first being brought up when the PDM was sitting as the Opposition. So, even with that length of time to fully research and understand all the ramifications of the issue, the PDM still couldn’t get it right. This Government is rightly accused of being one that does absolutely nothing - but may be doing nothing is preferable to botching horribly anything they do try to do. Be careful of what you wish (or vote) for, because you just might get it!

I will wait

As a hospitality worker, I am disappointed that the implementation is delayed. However, I do realise that the PDM has passed the bill and still seems committed to

making sure that me and others in the industry get what is due to us. I will wait to see what happens in February 2019. Right now, the PDM is the only Government that seems focused on ensuring that the Grace Bay boys stop living the high life off our money.

Sad times

These are sad times for employees in the tourist industry. Employees please do take note which side your bread is buttered come election time.

Progressive?

We are still in the era of resorts spoiled by the Mike Misick era. He gave goodies to those with the money not the workers, then he asked for huge bribes from the resort owners. This went before the SIPT and the resorts paid fines equal to 10 times the bribes. Everyone hurts trying to correct what was called progressive.

Waiting for change

Postponement is better than cancellation, which is what the PNP wants to do should they ever govern this country. We will be waiting for February 1, 2019.

Worth the wait

I am just so done with the foolishness. These hotels in particular have been loving that extra cash for so long. Jesus himself would have to come down and touch them to free that up. But whatever reasons have been decided - it better be well worth the wait.

Reap no rewards

One cannot know when where and how this decision was made. It seems that the workers are between a rock and a hard place.

This debate has so many sides but there is one side that it right and that is the side of the workers. It has been some 14 years when a former Government took this right away from the workers and delays are not in the interests of the workers. It also seems that this Government is prepared to take the heat for something they believe is right and that it to delay to get it right. They have collected millions over these years that belong to the workers. Yet some of the resorts have declared war on the workers who are the innocents in all of this. One can level fair criticism at the Government for the sudden delay but it seems that it is this Government alone that is a lone party in there fighting for the workers to get the monies due them after 14 years of being ripped off of their own monies. It was them that passed the law to give the workers their service charge back. You may call this the hard place. This is no time to be understanding, because it’s peoples’ money. It cannot hide the fact that these resorts came to the islands when the islands were taking off, yet they applied for, and got, massive customs duty reductions on importing building materials and a series of customs duty breaks on renovations. Then in 2004, a saga that’s been oft repeated, they managed to get their select Government to hand them a service charge that belonged exclusively to the workers and a 14 year nightmare of deprivation began. Then the resorts started to treat monies that belonged to workers as part of their operating revenue. One can be sure that on coming to the

Islands, none of them told the then TCInvest that they planned to adopt tips and service changes as part of their operating revenues or to buy uniforms. This needs to be said that service charges are not part of operating revenues for these resorts. Buying uniforms, usually the responsibility of the employer, they now say was funded by the service charge. Were these workers partners, shareholders or investors taking a profit all these years? No! Yet they were asked to pay for part of the cost of operations in an industry where they are treated badly and reap none of the rewards. Now all of a sudden and because the Government passed a law to correct a wrong they are telling the employees that they will no longer collect service charge and offer benefits to the employees. They pillage and rape of a passive generation, an understanding people who will not resort to the street to peacefully demonstrate for their just rewards. They show utter contempt for the people that sponsor their presence in this country, through hard work and taking bad treatment.

Centre to aid abuse victims opens in Providenciales BY OLIVIA ROSE A NEW centre to help people who have been abused has opened in Providenciales. On Monday (December 10) the Royal TCI Police Force commissioned the Ethel Ingham Centre. It aims to better protect children and vulnerable adults through a multi-agency approach while reported offences are investigated. The centre was constructed with funding from the UK government through the UK NCA safeguarding project and Unicef which provided funding for the internal fixtures and fittings. It was named after the first female police officer of the force and will house a multi-agency safeguarding hub (MASH) function. This co-locates safeguarding officers and Department of Social Development social workers in a joint facility where they will work together on all matters involving victims of abuse. The aim is to ensure that victims are able to give statements to police and children’s aid workers in a single location. Previously, children and adults who had experienced abuse had to travel all around, talking to multiple

different individuals, disclosing their abuse and ultimately re-victimising and re-traumatising themselves. Deputy Commissioner of Police Trevor Botting is the head of safeguarding and public protection. Speaking at the launch of the facility, he said the centre represents a significant step forward in victim care and will be the envy of police forces across the region. “I am proud that the RTCIPF will be working side by side with partner agencies in a truly multi agency approach to the investigation of crimes against children and vulnerable adults. “I am also grateful to the UK NCA and Unicef who have provided significant funding to make the opening of the Ethel Ingham Centre a reality.” Botting noted that the key feature of the facility is that victims will have a place where they can feel safe, private and well cared for as they give their account and go through the necessary forensic medical examinations. He added: “Most crucial is the fact that agencies responsible for the safeguarding of children and people will actually work side by side, desk by desk in the same office and this is shown elsewhere to be the most

effective way to protect children. “The most effective way to make sure that all intelligence and information available where their concerned.” Botting also revealed that since the building was completed over a week ago officers have already conducted three interviews with victims of abuse, which demonstrates the dire need for such a facility. The new centre also comprises a modern video interview suite for victims, a medical room where in the near future all forensic examinations will take place, conference rooms and a training facility and will provide up

to date office accommodation for the staff. The development of the Ethel Ingham Centre is part of a wider development of safeguarding procedures in the TCI. It was made possible by support from the UK National Crime Agency (NCA) CEOP Command through the provision of training, mentoring and workshops to the RTCIPF and other agencies. The last 18 months has seen significant enhancements to the child safeguarding and public protection arrangements in the Turks and Caicos Islands.

Over the last two weeks, a series of safeguarding workshops have been taking place, hosted by the RTCIPF and facilitated by the National Crime Agency as part of a wider programme in the ongoing development of safeguarding practices across TCI. Premier Sharlene Cartwright Robinson, Attorney General Rhondalee Braithwaite-Knowles, Minister of Education Hon. Karen Malcom, Minister of Gender Affairs Hon. Vaden Delroy Williams and several other Government officials attended the official opening of the centre.

UK promises funding of EU projects to continue to 2020 BY OLIVIA ROSE THE UNITED Kingdom has assured leaders of its overseas territories that all current European Union (EU) funded projects will continue to be financed until 2020 - one year after the impending ‘British exit’ from the union. This was announced at the recently concluded Joint Ministerial Council (JMC) meeting in London where Premier Sharlene Cartwright Robinson joined her counterparts to discuss a number of pertinent issues. Speaking at a press conference held at the Hilly Ewing building in Providenciales on Tuesday (December 11) the premier gave an update on discussions during her week-long trip to London. She said: “There was an update on post-Brexit initiatives and as we are all aware there remains great uncertainty. “Today there should have been a vote on the deal offered by the EU

to the UK but it was postponed amid criticism for the prime minister.” The United Kingdom Overseas Territories Association (UKOTA) recently discussed interests including EU funding and relations post Brexit, the relationship between

the UK government and the overseas territories. UK territories benefit significantly from projects and initiatives funded under existing EU agreements which include funding for the education sector, infrastructure, marine

biodiversity and security. “This issue remains a great challenge and evasive one for the UK,” the premier said. “TCI’s impact comes immediately by way of loss of access to funding that supports major sectors and the environment. “We have and continue to receive a commitment from the UK to have all funding of projects now underway funded until 2020. “The UK will leave the EU on March 29, 2019, with or without the deal. That is perhaps the one thing that is certain at this time. “I have reported several times on this issue to the people of the country and will update further next year February following our UKOTA ministerial forum in Tahiti on our membership in the United Kingdom Overseas Territories Association (UKOTA).” On June 23, 2016, the people of Britain voted for a British exit or

Brexit from the European Union in a historic referendum. The announcement prompted jubilant celebrations among Eurosceptics around Europe and sent shockwaves through the global economy. Although Britain will leave the EU in 2019 the shift has already changed the financial dynamics of the entire world. It has since resulted in the slowing down of commerce in the UK and brought the British pound down to its lowest in history last year, not to mention the escalation of the volatility of the financial markets. The premier earlier this year explained how the Turks and Caicos Islands and all other overseas territories will undoubtedly be affected by the decision. She said: “The Turks and Caicos as a beneficiary of EU funding continues to have this as an immediate concern and to a lesser extent the freedom of movement.”

Malix Cox guilty of Versace bar murder in judge alone trial ANDRIEKA Stubbs-Saintelmon’s murderer Malix Shacur Cox was this week convicted in a judge alone trial and will now serve the mandatory life sentence for the heinous crime. Cox’s trial is the second one so far to be tried under the Trial Without a Jury Ordinance. The trial of the 22-year-old man began on December 3 in Providenciales Supreme Court before recently appointed judge Shiraz Azeez. The verdict was handed down on Tuesday (December 12) and Cox was to have been sentenced on Thursday in Grand Turk, but a delay in his flight to the sister island saw it being put off to the next day. However, in the Turks and Caicos Islands murder carries a mandatory life sentence and as such Cox is facing life in prison at the Grand Turk facility. He and another man, Anthony Francis, were arrested earlier this year for the March 23 for the shooting death of Andreika StubbsSaintelmon. Prosecuting the Crown’s case was attorney Clement Joseph. Cox’s co-accused testified against him, providing much of the evidence that convicted him in the crime. Through his lawyer, Cox had applied to the court for his trial to be

conducted by a judge alone, and this was granted. Both Cox and Francis were initially jointly charged with the murder and the shooting of 17-yearold Tyrone Smith from Kew Town on the deadly night outside the Versace bar and nightclub on Leeward Highway, Providenciales. Both were remanded at HM Prison, but shortly after Francis was granted bail and subsequently released. During his testimony on the witness stand last week, Francis implicated his co-accused in the crime. He admitted to the court that he was driving the car in which Cox was a passenger and that they went to the nightclub on the night in question. Aided by the CCTV evidence, Francis pointed out for the court where Cox was and where he, Francis was parked. He testified that after the shooting, which he said he did not see, Cox ran to the car and he, Francis drove away and into Five Cays. Francis testified that on the drive to Five Cays he asked his passenger what had happened and Cox allegedly admitted that someone shot at him, so he retaliated. examination of Francis that at no time did he see Cox shoot anyone that night. The witness testified that he saw Cox with what appeared to be a gun, which he said Cox took with him when he was dropped off at his destination. It also came out in court that Francis was testifying against his co-accused as a result of a deal his lawyer Oliver Smith struck with the Crown. The co-accused turned Crown

witness had agreed to tell the court what he saw on the night of the murder. In exchange Francis was first granted bail and following the trial, reports are that the murder charge against him is being dropped. Before Francis’ testimony, the judge heard accounts from the teenage boy who was also shot that night, but survived. He testified that he and Cox had an altercation the night before he was shot.

He said that Cox had bumped into him and that they both turned around and acknowledged each other. Following this, the victim said he later saw Cox shooting in his direction. The teenager testified that he saw sparks from the gun as it was shot and that those sparks came from Cox’s direction. Cox is still to be tried on the firearm and ammunition possession charges and for the shooting of Smith.

Convicted murderer gets $500k bail ahead of 2019 retrial CORTEZ Simmons is one of a few other convicted felons in the Turks and Caicos Islands that has been granted bail ahead of their Court of Appeal ordered retrials. The convicted man was given bail for the murder of young father Kaziah Burke on April 12, 2013. The case against Simmons was, as admitted by prosecutor Evans Welch, built on circumstantial evidence. The decision to grant him bail was delivered at about 5.17pm last Thursday in the Supreme Court Providenciales, one year after the accused won his appeal of a life conviction and sentence in the Court of Appeal. Justice Shiraz Aziz granted the $500,000 bail with the following conditions: that Simmons reside with his parents, report daily to the police station, abide by a stipulated curfew, surrender his travel documents, not to report to any ferry, port or airport unless for court appearances and that he must have no contact with witnesses in the case. Attorney at law Lara Maroof-Misick was the lawyer who secured the bail in this case. Simmons was convicted in 2015 for firing eight or more rounds of ammunition into the body of 25-year-old Kaziah Burke, killing him instantly at Uncle Dough’s bar on Airport Road, Providenciales, in 2013. Burke died on the scene from the gunshots from the 40-calibre weapon, wielded by Simmons who was allegedly carrying out an act of revenge. An autopsy of his body later revealed damage to several of his organs and arteries. Simmons, who was at the time charged along with another man, was subsequently convicted by a 11 to 1 guilty verdict and sentenced to life imprisonment by the chief justice. During the appeal last year, the appellate judges wasted little time in rejecting the guilty verdict, but they were not persuaded by Simmons’ attorney to rule in favour of the defence’s no case submissions, which if granted would have acquitted the accused. Instead, they decided that another trial should be conducted. Reports, not confirmed by the Director of Public Prosecutions Jillian Williams yet, are that the March 2019 trial will be conducted by a judge alone. Other convicted people who are also out on bail awaiting trials are three accused murderers and convicted child killer, namely - Lamar Griffiths, Conrad Thomas Jr for murder and Darlin St Louis for killing her eight-year-old son.

Blue Hills robbery bandits remanded PETERSON Sylvain, aged 23, Wilkinson Beaute, 24, and an undocumented Haitian national Simon Jean, aged 26, have all been remanded to Her Majesty’s Prison for a recent robbery in Blue Hills. The trio is charged with robbery, using a firearm, carrying firearms, carrying 10 rounds of ammunition, possession of imitation firearm with intent to cause fear and theft of a conveyance (vehicle). The men allegedly took the police on a high-speed chase around Providenciales in a stolen white Toyota Corolla motor car taken from the vehicle’s owner at gunpoint last week. The police opened fire on the culprits to get them to stop the car. They will appear in a Supreme Court for their sufficiency hearing on February 1.

Rape trial adjourned to 2019 THE TRIAL of Hayward ‘Whoodi’ McIntosh and Patrick Delancy for the rape and indecent assault of a young woman in North West Point has been adjourned until January 2019.

The two men were committed to stand trial in July and June, respectively, after the court found that there was sufficient evidence to take the matter to trial. McIntosh, 32 years old, had attempted to flee from police when they went to arrest him for the alleged crimes. He was stopped in his tracks by a cop with a Taser gun. Both defendants have since been released on bail pending trial.

Dominican poachers sentenced to two months at HMP EIGHT Dominican men who were arrested after being found fishing illegally in the TCI’s waters on November 24, have been sentenced to jail. The men - Juan De La Cruz, 29, Felix Albeto Ramon, 20, Blodymil Podilla, 29, Aseliel Piel, 31, Felix Havier, 32, Manuel Sanchez Perez, 22, Angel Roby Catro, 43 and Nuiles Penago, 32 - will serve two months each in the Grand Turk penitentiary before being deported. During the arrest, one of the men was shot by police. The wounded poacher is currently recovering at HM Prison along with the others. An independent investigation is currently underway into the shooting, which this publication understands was done with a high-powered weapon. The men were in two vessels fishing near the Bush Cay area, which is within the waters of the Turks and Caicos Islands.

Haitian national found guilty of indecent assault of teen girl RENOLD Joseph, a Haitian national was found guilty by a Providenciales jury two weeks ago on two counts of indecent assault. The assault was carried on a teenage girl in the Blue Hills area of Providenciales. Court documents reveal that after several occasions of the inappropriate behaviour by the convict, the teen finally reported it to her mother who called in the police. Joseph was initially accused of and charged with four counts of wrongfully and unlawfully assaulting the girl on four separate occasions. However, his attorney Keith James was successful in getting two of the four counts dismissed, hence the conviction on only two. Joseph will serve 15 months in the Grand Turk penitentiary following which he will be deported to Haiti. The trial lasted three days and the jury was swift with its verdict.

Confessed burglar sentenced by two magistrates in same week NEAL Rigby has been sentenced to serve one year in Her Majesty’s Prison on charges of burglary, handling stolen goods and drug possession. The verdict and one year sentence was handed down two weeks ago by Chief Magistrate Tanya Lobban-Jackson. He was also sentenced to a probationary period by Magistrate Jolyon Hatmin on a separate drug conviction. Back in September, Rigby admitted to the burglary before the court. Rigby had led police on a high speed chase on August 31 in South Dock Road, Five Cays, before finally being captured. The chase ended abruptly when the fleeing bandit drove into a parked vehicle along the road.

He was arrested and later charged with stealing $9,000 worth of goods from Northstar Group construction company. A large quantity of tools were stolen by Rigby between August 24 and 25 from a building on Prince of Wales Drive in Leeward Estate, Providenciales.

Jamaican national imprisoned for raping child ANTHONY Dale Nation, a Jamaican national residing in Grand Turk, will serve five years imprisonment for the rape of a girl. The sentence was handed down on Thursday, December 13, before Judge Shiraz Aziz in the Grand Turk supreme court. Nation was convicted several weeks ago on two counts of unlawful carnal knowledge of a child. He was granted bail pending sentencing. Judge Aziz sentenced him to four years’ imprisonment on one count and another one year imprisonment on the second count. The judge ordered that the sentences run consecutively.

Armed bandits hit Grand Turk supermarket

POLICE in Grand Turk are investigating an armed robbery which occurred at a supermarket on Friday, December 7. According to police, around 8pm armed masked men entered the Quality Supermarket in Grand Turk and demanded cash from the store attendant. After securing their illegal loot, the bandits then fled on foot. An undisclosed amount of cash was taken during the robbery. No shots were fired and no one was injured. If anyone has any information into this incident they can contact Grand Turk police on 232-7812 or dial 338-5901, 941-8082, 911 or call Crime Stoppers anonymously on 1-800-8477.

Drive-by shooting leaves one injured

A MAN was left injured following an overnight shooting incident in Providenciales. According to 911 central, at 10pm on Monday (December 10) while walking along a road in Five Cays, armed men in a grey car fired two rounds of ammunition in the victim’s direction. The victim was shot once, and subsequently taken to the hospital. Investigations are ongoing.

Police seek help in Grand Turk murder case

DETECTIVES of the Royal TCI Police Force are seeking the public’s help with information into the shooting that caused the death of Kyle Leslie Williams on Saturday, October 27. The shooting took place around 4am at a bar in the Over Back district of Grand Turk. Gov’t warns resorts not to punish workers over service charge changes BY DELANA ISLES OWNERS and operators of hotels and restaurants have been put on notice that a zero tolerance policy is now in place for those who seek to punish hospitality workers for the 100 percent service charge they will soon have to pay them. The warning was issued on Tuesday (December 11) by Deputy Premier and Labour Minister, Hon. Sean Astwood during a press conference at the Hilly Ewing Building in Providenciales. It came a couple of days after a letter addressed to workers purporting to have been written by the management of the Gansevoort Turks and Caicos Wymara Resort and Villas was released. It informed them that due to the service charge coming into force (previously on December 1), workers will no longer be able to receive certain services that they did while the company was legally allowed to retain 40 percent of the service charge paid by customers. The resort also advised its employees that they will now have to pay for their own uniforms, which

costs $750, through the deduction of $28 every bi-weekly pay cycle. Previously, the resort provided what they termed “complimentary” uniforms for their own employees, as well “complimentary” employee cafeteria. The hotel also advised the employees of the resort’s spa and its restaurant Stelle, that they will no longer be collecting service charge from guests at the two locations. As such, if employees wanted to benefit from the tax, they should apply to the resort part of the development to share in the service charge pool, at which point they will be reissued with new employment contracts and will have to go through the work permit process as first time applicants. Responding to the letter, the labour minister condemned the “retaliatory” action of the resort to the Service Charge Ordinance 2018. “I saw the letter this morning and I immediately contacted the Gansevoort to confirm its authenticity because on first sight of it, I thought someone was actually playing mischief with the company. “However, the company

confirmed that it is a letter they had issued out to their employees,” Astwood told the press. The minister said he has since scheduled a meeting with the owner of the Gansevoort and has already verbally expressed his concerns for the contents of that letter. “Not just for the simple things of uniforms and food but the implications on transference of work permits etc.” He stated: “I can say to you that it is not something that I intend to take lightly and actually I will take this opportunity to caution companies, to make sure that any type of what seems to be retaliation or harm that would come unto staff would not be taken lightly and they should refrain from it.” There is no indication at the moment if the resort has carried out its planned action against the staff, as the enactment of the new Service Charge Ordinance has been postponed for two months. The delay is to garner more input from hotels and villas who the minister said were late in making their voices heard before the bill was passed in the House of Assembly in

September. It is expected that the ordinance will be going back to the assembly for more changes to be made

Grieving husband of murder victim says police are not doing enough THE BEREAVED husband of a New York lawyer who was mysteriously slain while on vacation in the Turks and Caicos Islands is still looking for answers. Marie Kuhnla, 62, a Long Island public defender of Wantagh, was travelling with a co-worker and one or two others who reported her missing on October 15. Her body was later discovered in bushes near the Club Med resort just after 7am the following day. She was subsequently pronounced dead. The Royal Turks and Caicos Islands Police Force has since ruled the death of the tourist as a murder and investigations are underway. The circumstances surrounding the disappearance of the lawyer were not immediately clear and have left her grieving family with many unanswered questions. Her husband, Rick Kuhnla, who was visibly overcome with emotion spoke of his relationship with his wife of 38 years during an exclusive interview with ABC news on Tuesday (December 11). He said: “She was murdered. I could at least say it now. I couldn’t say it a month ago.” He added that he is very suspicious of the manner in which authorities in the TCI are handling the investigation. “Their only industry there is

tourism,” he said of the TCI. “You would feel [the local police would] be motivated to solve it quickly, but you can’t help but think they want to sweep it under the rug.” Kuhnla said he is very frustrated with how little is being done to catch his wife’s killer. The Royal TCI Police Force in a statement on Tuesday said that the department “extends its sympathy to the family and friends of Maria Khunla and would wish to reassure them and the public that we continue to investigate this terrible crime and are working with international partners to find the person or persons

responsible.” “This is a complex case and naturally we cannot release confidential information, however, we can state that we are exploring a number of lines of enquiry here in the Turks and Caicos and elsewhere. “We will utilise all available means including sophisticated forensic science in our efforts,” the statement added. The Royal Turks and Caicos Islands Police is still appealing to anyone overseas or locally with information to contact the Serious Crime Unit or call Crime Stoppers on (649) 232-9151. A peaceful and progressive way forward Dear Editor, The challenges that we face as a small colony with limited and diminishing natural resources, with our volatile economic wellbeing being hinged on a fragile tourism industry, calls for mature, experienced leadership. Our current plight obviously does not call for business as usual, politics as usual or governance as usual. There is no single stroke of the pen solution to the increasing myriad of problems and challenges facing us as Turks and Caicos Islands people. The world is changing and changing constantly and rapidly because it is now a global village. It is a natural phenomenon for small, internationally insignificant countries like ours to be overlooked and ignored. Therefore, we need level headed, patriotic leaders who are not only able to unite the diversity of races but unite with the private sector and create a harmonious atmosphere of mutual respect, thereby understanding the need for fairness on all sides. Division, offensive rhetoric and the alienation of the different sectors of society will not help, but a mature approach where respectful dialogue is engaged is key to a peaceful and progressive way forward. The Government and the private sector should be partners and not adversaries. A partnership where the Government recognises the need for the private sector to make an appreciable profit and the private sector recognises the Government’s need to be economically viable. Last but by no means least, an understanding where the private sector ensures that its employees

receive wages that empower them and provide for a decent standard of living as well as giving fair and respectful treatment on the job. That being said, perhaps first and foremost, our future leadership needs to be able to effectively navigate through the challenging and tumultuous seas of colonialism. Hence we need to elect leaders that are able to respectfully, diplomatically and successfully challenge our British colonial overseers and secure a modern constitution that offers a level of autonomy that enables us to govern in a manner that assures us safety, progress and prosperity for our Turks and Caicos people. It is unfortunate that even most of the educated, influential and affluent electorate does not reflect on these realities when deciding who to cast their ballot for. Consequently unless and until we engage in some serious introspection and consider where we are, how we got there and the need to change course if we are to change our plight as a people and country, we will continue to regress into oppression, poverty and subservience. Focus on technical skills Dear Editor, In this day and age where electronic devices are so readily available children are spending a large amount of time on their phones and may lack the attention span needed to focus academically. In essence, every child is not cut out to be a scholar and as a developing country it’s extremely important that we recognise this sooner rather than later. We need to make career advice more systematic and more objective. With that being said, why aren’t we investing in more technical schools? As Guyanese political activist and historian Walter Rodney wrote: “The rise of the middle class can only be effectively chronicled and analysed in relationship to the schools.” Let’s start with secondary education. Are we waiting too long to start prepping our children to help identify their inner talents? From ages nine or 10 children usually have an inclination of what or whom they want to be. As parents, teachers and civic leaders, we have an obligation to cultivate those thoughts, behaviours or skills. Talks of independence have been buzzing around, especially when the Brits exert their powers on the local constitution in certain ways. As a dependent territory, I do believe the road to independence should always be on the horizon but it starts with long term planning. Nevertheless, don’t cut off your nose to spite your face as the old cliché would have it. We must identify areas of need that will benefit our people and the country as a whole and then create a

road map to achieve those goals. Focusing more on technical skills and having less dependence on the service industry will provide the means for more of our people to join the middle economic classes and for their offspring to rise even higher. Just to name a few areas of important educational opportunities, marine mechanics or agriculture on a larger scale, in my opinion both are in dire need in this country. Any kind of inclement weather and the ships are temporarily grounded or delayed and there are limited or no fruit and vegetables available on the islands of Grand Turk or Salt Cay. And if so, it’s substandard quality. For heavens sakes, this is the most needed commodity for sustainable health. In Middle and North Caicos the land is plentiful and during the bygone days the grounds were very fertile - why not embark on large scale farming there. I realise the native population is insufficient in terms of providing the needed workforce for this, but there are other alternatives. Let’s increase migration through a legal process to include encouraging the illegals to come forward and create a pathway to citizenship for those willing to work the farming industry for x number of years. Migration in search of a better life is a global issue and will continue to exist. Most of the immigrants entering our country are unskilled workers and this would be a perfect fit. The politicians that run on this platform certainly have my vote. Marine mechanics - the lion’s share of our GDP is tourism and

fishing based on the amount of funds generated in these areas. However, you can literally name the handful of native marine mechanics on the Islands. I’m speaking from experience as I’m in the boating industry and on many occasions had to wait weeks to have my engines serviced. Having trade schools that offers such curriculum would be vital to our economy. We complain about the foreigners coming into our country and taking our high end Government jobs, but have we considered offering lucrative salaries to natives living abroad who possess these various academic skill sets? Some may have only stayed away due to lack of opportunities. It will certainly create more of a balanced society and a level playing field. We live in one of the greatest countries on earth with having the best of both worlds. Here is what I mean by that – it’s relatively peaceful, still a Godfearing nation, we are still under the British rule and protection although frustrating at times and last but not least, we use the US currency. What more could you ask for? Have you ever wondered why folks from across the Caribbean and other countries are knocking down our doors to enter our boarders? We have got to start thinking outside of the box if we are going to compete in this changing world and save this ‘beautiful by nature’ country. Ed Forbes, Grand Turk

Ten pillars of short change PART ONE

Dear Editor, Real change is achieved by real leadership and real leaders. Are authentic, possessing selfknowledge and humility, in other words true leaders. “A true leader has the confidence to stand alone, the courage to make tough decisions, and the compassion to listen to the needs of others. “He does not set out to be a leader but becomes one by the equality of his actions and the integrity of his intent.” - Douglas MacArthur. The roof is on fire and the People’s Democratic Movement (PDM) is playing follow the leader. Ministers and other elected PDM representatives are uncritically going

along with the imperial leadership style of Premier Sharlene Cartwright Robinson and are dancing in place. Leaders who exercise power and authority responsibly don’t command, they help people identify what changes in their principles, behaviours, performances and priorities will be needed to accommodate changing conditions and new demands. But the premier’s style of leadership is ineffective and dangerous. It betrays cowardice, insecurity and lack of empathy. It hinders people’s ability to anticipate and react to changing circumstances. But then again, the current state was predictable from the many absurd promises in the PDM’s manifesto.

These seem to have been based on astrology - the divination of outcomes rather than objective achievable output. This is obvious from the PDM’s obsession with numerology reflected in the ‘Change Document’ and reads like a child’s wish list at Christmas time. The numerous repetitive flights of fancy are broadly speaking included under the four broad headings below: -20 anchor projects for real change -10 pillars for change -12 point law enforcement priorities -10 institutions and infrastructure for real and meaningful change I would therefore challenge every thinking voter to find the Change Document on the internet and read

it now with the benefit of 20:20 vision and discover the pile of pile of cockamamie it is. Understandably, in the heat of the moment and after a period of necessary austerity under the Progressive National Party (PNP) to upright the economy, the rhetoric of the PDM must have sounded like a utopian redemption. But what appeared to be an ushering in of utopia has turned out to be fool’s gold - a mirage in the desert. Alas it was the PNP’s courageous decisions that laid the foundation upon which the PDM would attempt to overlay its faulty pillars that continue to power the economy. The four corners of that foundation - annual economic growth of four plus percent, dissolution of $170

million debt in record time, BBB+ credit rating, and increased investor confidence remains strong despite the machinations of the PDM against sound economic principles and whimsical actions in contradictions to their campaign promises. It is useful to draw the public’s attention to their ten pillars as a measure of their performance. They will be listed in part two of this letter and reflect some of the most egregious failures of any political manifesto. You be the judge. Washington Misick, Leader of the Opposition

TCI reaffirms commitment to ensuring human rights for all BY DELANA ISLES ON DECEMBER 10, the world recognises and reaffirms its commitment to the Universal Declaration on Human Rights (UDHR) that was enshrined in 1948 recognising the inherent dignity and the equal and inalienable rights of all members of the human race. This year, like every other, the Turks and Caicos Islands joined with the rest of the world in observing and commemorating the occasion. For this year’s celebration, the TCI Human Rights Commission invited students to depict through art what human rights mean to them; images of which are on display at the commission’s headquarters. Chairman of the local body, Cheryl Astwood-Tull joined with Director Sabrina Green and others to observe the day at the Graceway House, Providenciales, headquarters, under this year’s theme ‘Let's stand up for equality, justice and human dignity’. In her remarks, Chairman Astwood-Null observed that the rights enshrined in the declaration ensure freedom, justice and peace in the world and that each and every person is entitled to all of the freedoms listed in the document which came into force 70 years ago. These rights are assured without distinction of any kind, such as race, colour, sex, language, political or any other opinion, national or social origin, property, birth or any other status. She also reminded that as emphasised by the declaration, all

human beings are born free and equal in dignity and rights. “The drafters of this crucial document could not have imagined how widely appreciated the impact the ideals and ideas in the document are to the development of how we communicate and do business.” She added that the relevance of the agreement has more gravity today than when it was adopted 70 years ago. “Its facets have quenched every thirst for standards in international law. The precepts of the UDHR are so fundamental that they can be applied to every new problem or situation.” She noted that the declaration gives member countries the principle to govern and will continue to do so for years to come. “Each of us needs to do our part to breathe life into the beautiful dream of the Universal Declaration of Human Rights, for this was the gift of our ancestors to help us avoid ever having to go through what they went through. “So, on this Human Rights Day 2018, I urge each and every one of you to stand up for human rights today, tomorrow, next month, next year, every year,” Astwood-Tull urged. Meanwhile, Green gave an update on a new initiative the commission has initiated this year, that of awarding the younger and older community of the Turks and Caicos Islands with two Humanitarian of the Year awards. These individuals are being selected through a ballot box

system, whereby over the past month, members of the public were invited to submit names of who they believed should receive an award and why. The one month nomination process has since closed - on Tuesday - and the commission is now in the process of selecting the top five people with the most nominations, Green said. Those selected will be recognised under two categories - The Humanitarian Award and the Young Humanitarian Award - during an awards ceremony on December 15 at the Shore Club resort for their selfless acts on a national or international scale. The honourees will have promoted mutual understanding, friendship, cooperation and lasting peace among all people. They will have also contributed to the alleviation of human suffering, protection of life or the promotion of health; educated the public on the meaning and importance of humanity and human dignity and promoted respect for all human beings. Each recipient will receive an award certificate, crystal emblem of the commission, other prizes and will be honoured at the Humanitarian of the Year Awards Ceremony in December of each year. Like other British Overseas Territories, the TCI continues to - with the support of the United Kingdom - progress work to look after vulnerable members of society, and has since reaffirmed its commitment to ensuring the highest possible standards for the

Grand Turk business plaza demolished by fire ANOTHER day, another fire in Grand Turk, this time in North Back Salina where a building that housed several businesses was demolished by an early morning blaze. Police and persons out of the capital reported on Thursday

morning (December 13) that the fire was discovered at about 3.30am and fire fighters were immediately called to douse the flames. Emergency officials were unable to save the building which housed a restaurant, a bar and a mechanics

shop as they met the entire structure completely engulfed in flames when they arrived on the scene. They were finally able to extinguish the fire at 6.24am, police reported. No one was reported injured in the incident. Investigations are ongoing.

protection of children and promotion of children’s welfare. The territory has also progressed interagency cooperation in this regard, worked on the development of national response plans to define policy priorities for child safeguarding, and has made

progress - through a memorandum of understanding - to promote more effective collaboration between the territories for child safeguarding. The TCI is also continuing to incorporate protection for women and girls and access to criminal justice into its local legislature.

Deputy Governor receives MBE from Buckingham Palace BY OLIVIA ROSE DEPUTY Governor Anya Williams was on Thursday (December 13) invested with an MBE at Buckingham Palace in London for her outstanding service to the Turks and Caicos Islands. A Member of the Most Excellent Order of the British Empire (MBE) is an award given by the Queen to an individual for sterling contributions to the community or local hands on service. Governor John Freeman congratulated the Deputy Governor on her award on Thursday. He said: “This signal honour is in recognition of her service over many years to the Turks and Caicos Islands. “As deputy governor she has shown great professional application and dedication to these Islands where she was born and grew up. “As governor it is a great pleasure to draw attention today to the recognition which the award of an MBE reflects. “I congratulate her and thank her for her continuing service to these Islands.” Williams, who was born in the Turks and Caicos Islands, has been a community crusader, civil service cheerleader and chief morale booster.

As head of the TCI civil service, she is on call 24/7 with responsibility for all public services and 1,700 staff - all while balancing life as a wife and mother-of-three. Williams has graduate and MSc degrees in accounting and has worked as permanent secretary in the Government’s finance office. She was appointed to the position of deputy governor by William Hague in an open competition in October 2012. Her position may be considered the most senior civil service post as the deputy governor heads the public service, the line manager for permanent secretaries, and is a non-voting member of Cabinet. She also acts as governor when John Freeman is away from the territory.

Deputy governor meets with CSA executive THE REVITALISATION of the Civil Service Association (CSA) was at the fore of recent discussions between the association executive and Deputy Governor Anya Williams. They met on November 1 to speak on the topic along with other key matters regarding the TCI’s public sector and civil servants. Williams said it was a pleasure to meet with the executive members of the CSA. “The executive fully recognises the concerns raised by the civil service regarding their value and the work required of them and will be working to fill a number of vacant positions over the course of the weeks ahead,” she said. “It was important to discuss with them as I intend to do with the entire civil service, the ongoing work to develop and implement a number of key policies and programmes across

the civil service designed at further enhancing the work and well-being of the civil service.” As well as the revival of the CSA and hosting of the next election, another topic discussed was the completed work and financial modelling Increment Policy. This is being presented by the Deputy Governor’s Office to Cabinet for approval and consideration, a November 7 statement said. The ongoing work of the Benefits Committee on the introduction of new long term benefits programmes to replace the former TCIG gratuity and pension scheme was reviewed. As was the work of the Civil Service in Action Committee to launch a civil service community works programme and to host the next Civil Service Week. This was previously scheduled to take place in September 2017

but was cancelled due to passage of hurricanes Irma and Maria. The deputy governor highlighted the success of a number of policies and programmes in the civil service. The Professional Development Programme, which is in its fourth year of operation, continues to provide much needed opportunities

for staff, she said. It allows them to obtain full scholarships to the Turks and Caicos Islands Community College and grant funding for overseas and online study programmes. She added that the new recruitment strategy continues to attract a high level of interest from new entrants to

join the civil service. Williams also highlighted the “significant” promotions that continue to be made across the civil service. General meetings with the civil service were held throughout November to provide update on all of these matters and address concerns.

TCI team attend youth focused conference in Chile A TEAM from the TCI Government attended a conference in Chile recently celebrating 30 years since the Convention on the Rights of the Child was introduced. The event was held at the Economic Commission for Latin America and the Caribbean in Santiago from November 27 to 29 and was dubbed ‘On the road to equality’. Throughout the three days, several speakers addressed the milestone and the importance of continuing to highlight the plight of young people. Among those who attended from

the TCI were Minister of Home Affairs, Transportation and Communication, Hon. Vaden Delroy Williams, Deputy Secretary Bridgette Newman and Director of Social Development Tiffany Thomas Browne. In a statement on December 4, Minister Williams said: “As I sat and listened to a number of the presentations and interventions by various countries and heard first hand of the struggles that so many boys, girls and adolescents continue to face; the violence, inequality, limited access to educational opportunities and the like, I had to say that we

in the Turks and Caicos Islands are truly blessed. “Yes, there is still lots of work to be done to ensure that we give our boys, girls and adolescents a country that they can be proud of but I am happy with strides that the Department of Social Development continue to make in the area of child safeguarding and protection.” The sessions began on November 27 with an adolescent round table meeting where young people met to discuss their role in the implementation of the convention. They also made presentations on a

number of community projects they had undertaken which emanated from their need to participate. The opening ceremony saw the attendance of high level dignitaries, government officials, civil society representatives as well as NGOs from countries throughout Latin America and the Caribbean. Stakeholders and practitioners in the areas of child protection and social services as well as gender and violence against women and girls’ organisations were in attendance. A contingent of more than 40 young people from both regions also

attended the ceremony. It began with a commemorative video of the 30 years of the Convention on the Rights of the Child and was closely followed by statements from a number of stakeholder agencies. The remainder of the conference included a number of roundtable discussions and presentations led by country representatives. Topics included dialogue equality, early childhood development, prevention and response to violence, and development and participation of adolescents.

New Year’s prizes are up for grabs when you pay your full bill on time

New areas of study for scholarship applicants TURKS and Caicos Islanders can apply for tertiary education scholarships in several new areas of study, thanks to changes in the National Scholarship Policy. Following a skills audit in February this year, the Ministry of Education, Youth, Culture and Library Services has decided to add six new priority areas to the available study options. They are logistic management and communications, science and technology, disaster management and social sciences, business, finance and management, planning and engineering, and performing and visual arts. In addition to these new broad areas of study, new programmes were identified under existing areas of priority such as education, health, law,

technical and vocational. In a statement on November 13, the ministry reminded applicants that in order to allow the Education Advisory Committee to make an informed decision all the required information must be submitted. Several previous applicants failed to submit TCI national status cards, acceptance letters from institutions applied to and transcripts from the last institution attended. Students who were not successful in receiving a scholarship this academic year are encouraged to reapply for academic year 2019/2020. Submission of all required information is due by April 30, 2019, for both local and international applicants. “The Ministry of Education wishes to encourage all Turks and Caicos Islanders to

further their education and enrol into tertiary studies,” the statement read. As part of this mandate, the Turks and Caicos Islands Government in recent years attained full membership to the University of the West Indies. This enables Turks and Caicos Islanders who are not beneficiaries of a scholarship to be able to attend any of the University of the West Indies’ campuses in Jamaica, Barbados or Trinidad and Tobago at a reduced tuition fee. The UWI Open Campus also provides an opportunity for students to pursue tertiary education while remaining in the TCI through online courses of study. For courses that are offered at the Turks and Caicos Islands Community College (TCICC), at any level, applicants will be referred to the TCICC.

Common palm problems MANGANESE DEFICIENCY Manganese deficiency (frizzle top) is most common in queen, royal and pigmy date palms, though it can occur in many other palms. It manifests itself as deformed growth on the emerging fronds. The new growth will appear stunted, crinkled and curled at the tips. If left untreated, the palm will eventually die. Once the palm has recovered, our semi-annual maintenance programme will assure that the palm does not regress and become deficient again.

When palms are planted too deeply the root system stays too wet. The palm will appear sparse and thin on top. Mulching too deeply can also cause this decline.

GANODERMA BUTT ROT Ganoderma butt rot is caused by the fungus Ganoderma zonatum. This organism causes a gradual decline in palms. Unfortunately, there is no cure for Ganoderma. A palm affected with Ganoderma will slowly decline over a period of time. The fronds will be droopy and will eventually hang limp. Ganoderma can occur in any palm, but it is most commonly seen on royal palms.

IMPROPER PRUNING It is important to have your palms trimmed properly. Over-pruning or improper pruning can induce nutrient deficiencies on healthy palms and can actually kill palms that are not healthy. Palms store nutrition and energy in their healthy fronds and removing too many fronds steals nutrition that the palm is expecting to utilise. Never remove more than 15 percent of the canopy of a healthy palm and never remove fronds from a palm that is not healthy unless the frond is 100 percent brown. In addition, never remove fronds from the middle of the canopy leaving only lower fronds.

DECLINE DUE TO DEPTH OF PLANTING Palms are very sensitive to the depth at which they are planted. Planting as little as two to three inches too deeply can result in a

Civil service mourns loss of colleague “CARING and professional” Tisa Joy Lightbourne passed away recently leaving her colleagues and friends at the civil service to mourn her loss. Affectionately known as Joy, she joined the public sector in January 2000 and worked her way up the ranks, all while making a positive impact on those around her. In a statement on December 10, Deputy Governor Anya Williams said Joy was an ardent and devoted worker. “She was very caring, professional and always willing to assist in whatever way that she could. “Her passing will be a major loss to the service and we will miss her hard work and dedication, but most especially her infectious smile and zeal for life.” Joy began her journey with the civil service at a data entry clerk within the Department of Economics Planning and Statistics. She was promoted to mapping technician in the Ministry of Finance in April 2003 and held the post for nine years. In December 2012 she was awarded the role of executive/ personal assistant to the leader of the Opposition in the House of Assembly and in December 2016 to the Office

Public sector leadership training on the cards A PROGRAMME designed to build leadership skills in the public sector is set to be launched in the Turks and Caicos Islands in 2020. A delegation from the Caribbean Centre for Development Administration (Caricad) visited the territory last month to discuss its inception. Deputy Governor Anya Williams, who is also head of the public service, hosted the visitors on November 26 and 27. In a recent statement she explained that the Caribbean Leadership Project (CLP) was developed to assist member states across the region and includes a number of specialised courses. “We’re excited about the launch of the CLP in the Turks and Caicos in 2020 and look forward to working with Caricad which is no stranger to the TCI, having recently assisted in the drafting of the Irma and Maria Recovery Plan,” she said. “As a member of the board of directors of Caricad, I intend to work closely with the executive director and my colleagues and other member states to continue to develop

programmes that will greatly assist in helping to transform our public sectors across the region.” The CLP courses include the First Time, Mid-Level and Transformational Development Programmes. The First Time Leader Development Programme was designed to assist people in becoming a manager, team leader or supervisor for the first time. It equips them with the skills needed to transition to becoming results oriented, and able to engage with their supervisee, stakeholders and clients. The Mid-Level Leadership Development Programme equips mid-level leaders with the leadership competencies required for selfleadership, team leadership and leading for effective client services. The Transformational Leadership Development Programme supports the development of high potential leaders who are ideally being considered for succession to top level leadership roles in public sector organisations. It aims to help improve selfawareness, emotional intelligence,

as well as to develop greater effectiveness in leading teams. Caricad executive director Devon Rowe, CLP regional project manager Dr Lois Parkes and Arlene McComie, who is leading the training across the Caribbean, formed the recent delegation. They took time to meet with the deputy governor and HR Director Mark Greenway to speak on how the programmes can be incorporated into TCIG’s training programmes for 2019/2020. The visitors also met with Premier Sharlene Cartwright Robinson and Kyle Smith, president of the Providenciales Chamber of Commerce. Rowe said: “The aim of the programme is to strategically strengthen the next generation of Caribbean leaders to more effectively contribute and support gendersensitive public sector reform, regional integration and economic growth. “The programme will therefore seek to foster regional approaches for the sustainability of leadership development.”

Regional News Region urged to prepare for ‘big’ earthquake THE HEAD of the seismic Research centre (SRC) at the St Augustine campus of the University of the West Indies (UWI), Dr Joan Lutchman, is reiterating calls for the region to be prepared for a major earthquake after several parts of the Caribbean have been jolted by tremors in recent times. Over the weekend, the SRC said that a burst of 54 earthquakes occurred north of St Kitts during a 21 hour period. The biggest had a magnitude of 4.1. It said that the 54 earthquakes were in the magnitude range of 1.2 to 4.1, the SRC said, adding “there have been no felt reports thus far”. The SRC reported that a quake measuring 3.8 was recorded Sunday night and was felt 104 kilometres (km) east of Fort-deFrance, in Martinique, 117 km north east of Castries in St Lucia and 155 km south east of Roseau, Dominica. It said it was located Latitude: 14.67N, Longitude: 60.14W and at a depth of 10 km Speaking on a radio programme here Monday, Lutchman, who has for months now been warning that the Caribbean is long overdue a “big one”, said that several tremors have since been recorded following the weekend activities. “At this time we have had magnitude 4.1 associated with

Spreading HIV could become a crime in Jamaica KNOWINGLY infecting someone with HIV could become a crime in Jamaica. That’s if government accepts a recommendation made by a parliamentary committee that has been reviewing several pieces of legislation – the Offences Against the Person Act, the Sexual Offences Act, the Domestic Violence Act, and the Child Care and Protection Act – over the last two years. The committee acknowledged there was a deficiency in the law in relation to the deliberate spreading of HIV – the virus that causes AIDS – and other sexually transmitted diseases. And it said the Offences Against the Person Act should be amended to make it a criminal offence for someone to willfully or recklessly infect a partner with a sexually transmissible disease which can inflict serious bodily harm, as is the case in other jurisdictions like Canada and the United Kingdom. The committee made several other recommendations. Among that was a deletion of Section 5 of the Sexual Offences Act, which contends that

THE Minnis administration is confident it has done everything necessary to avoid a financial blacklisting, according to Deputy Prime Minister K Peter Turnquest. Addressing the government’s continued efforts to comply with commitments made to various international organisations including the G20, European Union (EU) and the Organisation for Economic Co-operation and Development (OECD), Mr Turnquest told reporters outside of Cabinet on Tuesday that the government has done what it needed to do and was now in a “wait and see” position. “(We are) as confident as we can be,” he said. “These things are somewhat subjective, unfortunately. We’ve been asking the EU, the OECD to tell us exactly what it is, that is exactly to be done; to give us a model law that we can benchmark off of and establish our legislation off of.” Unfortunately, Mr Turnquest said, these organisations have not been prepared to assist the Bahamas in that regard, to date. He said: “It’s been a back and forth kind of discussion where we are putting forth our position and they’re saying whether in their opinion it’s acceptable or not. “So, we’re really, in real time,

developing this kind of thing, which is always an uncomfortable position because the standard keeps moving, as you put forth proposals they come back with new positions and we keep going back and forth. There are different countries making proposals in the same vein and so based on what other countries put in their proposal then the standard for you changes and so it’s just a back and forth. “And I don’t think that we will know for sure whether we are at the goal post or have exceeded the goal post until December 31 when everybody would have had to put their cards on the table and we know exactly what the final results is going to be. “But we are confident,” he added. “because we’ve had the back and forth discussions.” He said the government has submitted legislation packages for the groups to review, which so far have been acceptable. “. . .So, we believe that we’ve done what we need to do in order to prevent that blacklist and where there are continued gaps, we’ve certainly signaled to them our intent to be at the table to further discuss these positions are, so that at the end of the day, we meet the national commitment as well as preserve our domestic system.”

Plane heading to Provo makes emergency landing at LPIA A PLANE carrying 21 passengers was forced to make an emergency landing at Lynden Pindling International Airport early Tuesday morning. Assistant Commissioner of Police Leamond Deleveaux confirmed the incident, telling The Tribune that Intercontinental Caribbean Airlines made the impromptu landing around

8.46am. Providing further details, Tourism and Aviation Minister Dionisio D’Aguilar said the aircraft experienced “hydraulic problems” and had to return to LPIA. Former Conservative leader rejects May’s call for cooperation with Labour THERESA May’s appeal for crossparty unity to halt the deepening Brexit crisis appear to have been rejected after former Conservative leader Iain Duncan Smith said there was “no way on earth” the public wanted the Tories teaming up with Jeremy Corbyn. The Tory rebel, who had been gathering plotters in his office hours before the vote that could have ended May’s premiership, said what the party needed was for the prime minister to threaten to walk away from the deal, not reach out to Labour. “If you think you can reach out to the Labour party with the leadership they have got at the moment you must be living in a mad place, because there is no way on Earth the public want to see us deal with the Labour party,” he told BBC’s Today programme. May had emerged from Downing Street after the no confidence vote on Wednesday night to urge MPs from “all parties” to cooperate to deliver Brexit in the national interest. As the prime minister returned to Brussels in a bid for mercy, the Labour party warned her the EU would not budge unless she allowed the house to vote on her deal first. “What we’ve got to do now is start the negotiations in earnest now. I think our EU partners will be a bit more flexible once they know the will of parliament,” the shadow chancellor, John McDonnell, told the BBC. “The easiest thing for the opposition to do in these circumstances is to warm your hands as the Conservatives self-immolate, but you can’t do that, not when the issues are so big about the future of our country,” he said. “There’s an overwhelming majority in the party against no-deal, let’s establish that once and for all and use parliamentary mechanisms to narrow that option away, and secondly lets get a proper debate

going,” he added. The party hardliners failed to oust May on Wednesday night but the vote does not appear to have taken the wind out of the rebel sails with Jacob Rees-Mogg telling reporters on Thursday morning that she should step down in the interests of the country just as Margaret Thatcher did the day after winning a similar ballot in 1990. “If you look at the history of the leadership of the Tory party, you will notice that a number of leaders have won more votes before they left the party “Margaret Thatcher – came out of French embassy and said: ‘We fight to win we fight to win,’ and the next day she resigned. It’s not impossible,” he said. Duncan Smith said many Tory MPs voted against May on Wednesday night because of the “frustration over the idea that Downing Street has failed to listen”. He called on Theresa May to “engage” with her hard Brexit critics and “resolve” their concerns over the backstop by threatening to withhold the UK’s £39bn divorce payment to the EU. “We have to step up and say to the EU: it’s not one way this risk,” he said. He urged the prime minster to tell the EU: “Your £39bn is fully at risk. We are not committed to the £39bn unless we get some resolution.” “We’ll carry on with World Trade Organization terms. We need to say to them, enough is enough, you are simply not going to dragoon the UK into a deal in history it could never have signed.” He said May had a “good chance” of getting her party back on board if she went to the EU and played hardball and told them: “This is serious. If you want a deal you’d better damn well step up to the plate.”. “Sort this out and you get your party back on board,” he told Sky News.

SEVERAL Welsh Tories have called for changes to Theresa May’s Brexit plan after more than a third of Conservative MPs opposed her in a confidence vote. Mrs May won on Wednesday but while 200 MPs backed her leadership, 117 voted against the PM. Former Brexit minister David Jones said it was a “difficult outcome” for the prime minister. But Welsh Secretary Alun Cairns said her critics should give her “space” to come up with a deal MPs can support. Remainer MP Simon Hart also called on Mrs May’s opponents to help the government. Labour Welsh First Minister Mark Drakeford said Theresa May’s credibility was “shot”. He said the PM “should now ask to extend Article 50 and call a general election to bring in a government capable of taking decisions”. Mrs May, who is heading to Brussels on Thursday to meet EU leaders, has faced criticism in her party for the Brexit plan she has negotiated with the remaining 27 states. Many Brexiteers object to the insurance policy aimed at preventing a hard border on the island of Ireland, known as the backstop, which would be difficult for the UK to unilaterally exit. changes. David Davies, who represents Monmouth, said Mrs May should come back from the EU with a revised plan. “I hope she will be very clear that, if people are not willing to accept the compromise Brexit she brings back, we need to move immediately to the full Brexit that people voted for.” Chris Davies, MP for Brecon and Radnorshire, said Theresa May “needs to go and spend a bit more time in Europe”. “It’s the Europeans now who need to change their minds”, he added. Pope removes three cardinals from his inner circle POPE Francis has removed three cardinals from his small council of advisers for reasons of advanced age, the Vatican said Wednesday, though two also have been the subject of allegations relating to sexual abuse or covering it up. Cardinal George Pell, 77, of Australia; Cardinal Francisco Javier Errazuriz, 85, of Chile; and Cardinal Laurent Monsengwo Pasinya, 79, of the Democratic Republic of Congo were removed from the council that Francis established in 2013, shortly after ascending to the papacy, the Vatican said in a statement. Pell, 77, was charged in his home country with multiple historical sexual assault offenses, police said in June. He is the most senior member of the Catholic Church in Australia but was placed on leave from the Vatican while the allegations are investigated. Pell has said he’s innocent and maintains that the charges -- relating to claims of sexual abuse spanning three decades -- are false. Errazuriz is being investigated by

Cohen blames Trump’s ‘dirty deeds’ as he is jailed US President Donald Trump’s former lawyer Michael Cohen, who once said he’d take a bullet for him, has lashed out at his ex-boss’ “dirty deeds” as he was given a 36-month prison sentence. Cohen is the first member of Mr Trump’s inner circle to be jailed over the special counsel’s inquiry into alleged Russian meddling in the 2016 election. He admitted lying to Congress, campaign finance violations and tax evasion. In a New York court Cohen, 52, blamed his crimes on Mr Trump. The disgraced attorney told Judge William Pauley on Wednesday that Mr Trump had caused him to “follow a path of darkness rather than light”. He told the court his “weakness was a blind loyalty to Donald Trump” and that he “felt it was my duty to cover up his dirty deeds”. Cohen will serve his term concurrently with a two-month sentence he was given for lying to Congress about a possible Trump Tower project in Moscow, a charge levelled by Special Counsel Robert Mueller. The judge gave Cohen until 6 March to report to Otisville prison in upstate New York. In addition to the jail term, he was also ordered to forfeit nearly $2m (£1.6m). As he left the court, Cohen did not pause to speak to journalists. Mr Trump ignored reporters as they asked for his reaction later at the White House.

Mr Spavor met North Korea’s Kim Jong-un during his 2013 visit to Pyongyang.

Michael Cohen arrived for his sentencing with members of his family.

The sentencing was related to two separate cases brought by the Southern District of New York and Special Counsel Mueller’s Russia investigation. Mr Cohen pleaded guilty to campaign finance violations for his role in making hush money payments to women who alleged affairs with Mr Trump. One of those payments was made by American Media Inc (AMI), the parent company of the National Enquirer, to suppress a woman’s allegations of an affair with Mr Trump. On Wednesday the Department of Justice also announced it had reached a deal with AMI to forego prosecution as long as the company admitted it made the $150,000 payment “in concert with

a candidate’s presidential campaign, and in order to ensure that the woman did not publicise damaging allegations about the candidate before the 2016 election”. The tabloid publisher also agreed to continue co-operating with investigators. Mr Trump has acknowledged the payments despite denying the affairs, and called them a private transaction unrelated to his campaign. The special counsel reached a plea deal with Cohen on one count of lying to Congress given his cooperation with the Russia inquiry. The president’s former lawyer admitted to making false statements to Congress about a Trump property deal in Moscow during the 2016 election.

Second Canadian detained in China as Huawei row continues A SECOND Canadian has been detained in China on accusations of harming national security, as tension continues between the two countries. It was confirmed on Thursday that Michael Spavor, a businessman, had been detained in addition to former diplomat Michael Kovrig. Canada drew Chinese protests after it arrested an executive at telecoms giant Huawei at the request of the US. Meng Wanzhou has been bailed but may face extradition for fraud. She denies violating US sanctions on Iran through Huawei’s business dealings. China has threatened unspecified consequences if she is not released. So high-profile is the case that

US President Donald Trump said he could intervene if it helped to avoid a further decline in relations between the US and China, which are locked in a trade war. However, Mr Trump’s own officials frowned on the idea, with US Assistant Attorney General John Demers remarking: “What we do at the Justice Department is law enforcement. We don’t do trade.” Michael Spavor is a businessman based in Dandong, near the Chinese border with North Korea. He has deep ties to the North Korean government. Ex-diplomat Michael Kovrig currently works for a think tank, the International Crisis Group (ICG), which has said it is concerned for his health and safety. He is being held officially “on suspicion of engaging in activities that harm China’s state security”.

Pelosi announces deal to win votes of Democratic critics HOUSE Minority Leader Nancy Pelosi announced a deal Wednesday that could likely deliver her the votes to become speaker again -- but only for another two terms, laying out a timeline she had been reluctant to articulate until now. The longtime Democratic leader negotiated an agreement with a small group of Democrats who’ve been lobbying to block Pelosi from the speakership in their push for a new generation of leadership. The deal -- which won over seven of her critics -- would essentially guarantee Pelosi two more years as speaker but she could serve no longer than four years in the job. “Over the summer, I made it clear that I see myself as a bridge to the next generation of leaders, a recognition of my continuing responsibility to mentor and advance new Members into positions of power and responsibility in the House Democratic Caucus,” she said in a statement. As part of the agreement, Pelosi

is backing a proposal to enact term limits for the party’s top three leaders. The agreement that would affect Pelosi, as well as her top two deputies, Rep. Steny Hoyer of Maryland and Rep. James Clyburn of South Carolina -- a trio that’s led House Democrats for more than a decade. The agreement stipulates that top leaders can serve for only three terms. Another term sought beyond that would require approval by twothirds of the Democratic caucus, higher than the current simple majority threshold. The proposal is retroactive, meaning Pelosi would be entering her third term in 2019. If she did go on to win a fourth term in 2021 with the support of two-thirds of the caucus, it would have to be her last. Pelosi, along with Hoyer and Clyburn, served for two terms in leadership when Democrats controlled the House from from 2007-2011. Pelosi announced the incoming Democratic caucus chairman

Ed Perlmutter of Colorado, who helped manage a letter signed by more than a dozen Democrats vowing to not support Pelosi for speaker. Moments after the deal was announced, Perlmutter, along with Reps. Bill Foster, Linda Sanchez,

Seth Moulton, Tim Ryan, Filemon Vela, and Rep.-elect Gil Cisernos announced they would support her. “We wish to thank Nancy Pelosi for her willingness to work with us to reach this agreement. We are proud that our agreement will make lasting institutional change that will strengthen our caucus and will help develop the next generation of Democratic leaders. We will support and vote for Nancy Pelosi for Speaker of the House in the 116th Congress.” The speaker vote is set for January 3. While Pelosi won the nomination for speaker last month with than 85% of the caucus behind her, she needs slightly more than that in the full House vote on January 3. At that time, she would need a majority of the full House, which traditionally amounts to 218 votes. With 235 Democrats in the House, she can afford to lose 17 of her own and still get to 218. It’s expected many of those anti-Pelosi votes will come from freshmen who pledged to oppose her during their campaigns.

Establishing and maintaining a proper filing and data base system of the project portfolio and Reporting the status of active projects on a quarterly and annual basis, including relevant statistics. To establish and maintain contacts and good relationships with potential investors and business locally and internationally, including key North American, Canadian and European based organizations some of whose members either already have significant investments in TCI or are planning to make investments. To assist with the planning and execution of investment promotion marketing programs, including investment tours and attendance at key investment conferences. To produce materials needed to assist domestic investors to identify financing and to address any regulatory impediments to implementation. To contribute to the Strategic Plan and Budget annually, as directed by the CEO. To make presentations as needed to prospective investors. MVSU women’s head coach impressed with “amazing talent” in TCI HEAD Women’s Soccer Coach of the Mississippi Valley State University (MVSU) Rohan Naraine said he was impressed with the TCI players whom he coached recently while visiting the islands. The Guyanese born coach, who grew up in the UK, was in Providenciales during November 26 to December 1. He assisted with coaching sessions in the Providenciales Youth Development Programmes, while he visited schools along with TCIFA development officers as well as conducted player and group assessments with the intent to recruit

for the women’s soccer squad at MVSU. “I would first like to thank the president and general secretary of TCIFA for providing me with this opportunity,” Naraine said. “I’m really lucky to have had the chance to work with players from the grassroots level all the way up to youth and senior levels in Providenciales. It is my hope to give as much help as I possibly can to our young Caribbean players, and hopefully I can convince more coaches from the USA, of whom I’ve built great relationships with, to come over and take a look at

what amazing talent reside on these islands. I am impressed with the players’ attitudes, work ethic, politeness and just how receptive they are to learning on and off the field.” Naraine, who has been a P.E teacher and athletic director in private schools for over 20 years, served as a Olympic Development Football staff for over 25 years in the states of South Carolina, North Carolina and now Mississippi. The venue which hosted this week’s 2018 High School Basketball Championships still has some work to be completed before it officially re-opens. one coat of varnish prior to the championships. He said that two additional coats would be applied before the venue re-opens early next year. Forbes said that the Sports Department is excited with the news. “The Gustarvus Lightbourne indoor gym has been closed to sporting

When it came she lapped the opportunity up as Atkinson, the

world record-holder in a 25m pool, stormed to victory in 29.05sec. It was comfortably short of her world-leading time of 28.56sec, set in October, but was Atkinson’s first 50m gold after three world championship silvers. Islanders and Flyers win again in PHL THE GRACE Bay Car Rentals Islanders and the Villa del Mar Flyers continued their unbeaten streak after five rounds in the Provo Hockey League. The novice division Islanders stayed perfect with five wins from five games, while although the Flyer are unbeaten, they have a draw under their belt. In the Novice Division clash, the Islanders claimed a 5-3 win over the Design Studio Jets after Joswin Jose netted three and Liam Redstone a pair. The Jets had even the game by the end of the first period 2-2 after Adelle Fulton (two goals in the game) and Rishith Gururaja had found the back of the net, but Jose and Redstone were too dominant in the second period. Coach Soderquist says TCI swimmers are focused and confident at World Championships THE FOUR pioneering swimmers, who are representing the TCI at our first ever FINA World Swimming Championships have been impressive according to head coach Jessica Soderquist. The swimmers (Alex Maclaren, Luke Haywood, Arleigha Hall and Jack Parlee) up to day three on Thursday evening had completed three of the five days of races. Maclaren had finished the 100M freestyle and the 100M IM, Luke Haywood had swam the 100M breaststroke, Hall the 50M freestyle and Parlee the 50M butterfly. TCI is one of 137 countries competing at the event, which is being held in in Hangzhou, China, but according to Soderquist, it was not obvious with the swimmers’ behaviour. “Our 4 swimmers- Arleigha Hall (18), Alex Maclaren (16), Jack Parlee (16) and Luke Haywood (15), are in great spirits and have competed well. Gardiner looking to build on season opener NATIONAL athlete Devante Gardiner is hoping to build from his outstanding opening race earlier this month when he competes in his second event of the season on January 11. The Saint Augustine University student, who was the 2018 National Youth Achiever awardee, started off his new season with personal best indoor times in the 60M and in the 200M at the JDL Classic last week. In the 200M, he claimed an overall victory and ran a conference leading time of 21.77s. That time eclipsed his

previous best of 21.84s. In the indoor 60M, Gardiner ran below seven seconds for the first time in his career. He reached 6.94s to pass his previous best of 7.02s. Hard work and determination led Knights to title – Opines Coach Lewis

THE MARJORIE Basden Knights won their 12th Inter-High School Basketball Championship title because they wanted it more than any other team, opined head coach of the side Camiko Lewis. ““This was a very hungry young set of kids; most of them are freshmen and never played outside of South Caicos on the big stage. They were all in one mindset and that was to bring the trophy back to the basketball capital and aint nothing was going to stop us from bringing it back home.” The Knights have now won half of the 24 competitions and have appeared in 19 finals. At the Gus Lightbourne Sports Complex this week, the South Caicos team played as a unit to get past the other schools. In the championship clash, they defeated Maranatha High 77-65 after an MVP performance from Katrell Pierre, who scored 25 points, grabbed five rebounds while making a block and a steal. Although Pierre dominated and Steven Jacinthe finished with a tournament high 18 steals, Lewis said that victory was due to hard work and determination by all the
