Canadian province to twin with TCI BY OLIVIA ROSE A PARLIAMENTARY twinning project between Canada and the Turks and Caicos Islands will see both countries fostering greater bilateral relations, sharing best practices and strengthening parliamentary democracy. This comes as the Turks and Caicos Islands branch of the Commonwealth Parliamentary Association (CPA) hosted four parliamentarians from the Houses of Parliament, Canada. The delegation on Monday (February 8) made courtesy calls on the Governor, the Premier and the Leader of the Opposition. The team also visited the Cheshire Hall Medical Centre in Providenciales. However, the highlight of their visit was to address the House of Assembly in Grand Turk on Tuesday (February 9). Addressing the House of Assembly the leader of the delegation Alexandra Mendes MP, Liberal, from the Houses of Parliament Canada, said that while the diplomatic relationship between Canada and the Turks and Caicos Islands was formally established in 1982, the shared Commonwealth heritage has long cemented the bonds between the two nations. She said “The strengthened value of the Commonwealth lies in our working together in the forging of friendships and alliances that will allow us to confront any challenge together. “To galvanise the Commonwealth in meeting global challenges we must first ensure that we create the institutional and personal connections that allow us to learn from each other to support each

other and to assist each other when overcoming adversities.” MP Mendes noted that the CPA offers unique opportunities to build on long existing partnerships and to strengthen parliamentary democracy in collaboration among the various institutions. “In this regard Canada is a founding member of the CPA and policy opportunities it offers to establish, expand and revitalise alliances with the Commonwealth partners such as Turks and Caicos Islands. “When inspiring examples of how we, members of the CPA, can find innovative ways to cooperate at the institutional level is in the creation of parliamentary partnerships. “Since 1997 our Pacific colleagues have with great success given us important examples of how to seize opportunities to deepen exchanges and collaboration on joint parliamentary initiatives. “For instance Australian parliaments have partnered with eight other parliaments in the pacific region through a twinning initiative that provides capacity building
support and technical assistance.” She explained that in an effort to increase cooperation Canada has emulated Australia’s model in undertaking a similar twinning initiative with its Commonwealth partners in the Caribbean. “This initiative aims to twin each of the 14 provincial territorial parliaments comprising the Canadian Commonwealth branch with those of 18 Commonwealth Caribbean countries.” MP Mendes noted that discussions have begun with several of those countries including Barbados, the British Virgin Islands, Grenada, Jamaica, St Vincent and the Grenadines, Trinidad and Tobago and Guyana. “We have received unanimous consent form all of the Caribbean
countries we have approached to date, we also received unanimous consent from all the Canadian territories.” She underscored the importance of parliamentary joint programmes and the path it paves for countries to benefit from each other’s best practices. “Such inter-parliamentary initiatives are a natural extension of the strong trading and investment relations Canada has maintained with Caribbean nations for many decades and in some cases many centuries . “Indeed at first glance the contrast between Canada and the Caribbean commonwealth seems quite vast, differences in geography, culture and climate are very stark. “Yet through our work to formalise
parliament to parliament relationships we have shared resources and knowledge and encourage educational experiences endeavours that have shown that we share a lot more than that that keeps us apart.” MP Mendes noted that similar twinning initiatives are underway between various Canadian and Caribbean nations. “For instance the Alberta legislature has been entertaining discussions to formalise its partnership with its counterpart in Trinidad and Tobago while the provincial legislature in Columbia is looking to twin with the British Virgin Islands and Guyana.” She pointed out that this agreement will see parliamentarians CONTINUED

THE PROGRESSIVE National Party (PNP) have finally taken back their “spiritual home” after years of dispute with the Government. On Wednesday the party announced with delight that it had reached an agreement with the Crown that will see the former party headquarters on Airport Road returned to them. In July 2013 an ambiguous court ruling led both the PNP and the TCIG to claim victory after a dispute over the land the HQ is built on. Since then both parties have been engaged in dialogue to try and reach an amicable solution to the dispute which appears to have finally come to a close. Party leader and premier Dr Rufus Ewing said: “PNP members across the length and breadth of the country should feel proud today. “This is what happens when you have a party and government who are working to deliver results. “We have soldiered in the field for a long time to see this day when our

headquarters would be returned to us. “As your leader, I was committed to seeing that happen.” In 2013 the then Attorney General Huw Shepheard began civil proceedings against the PNP to recover the land. The AG claimed that the PNP were trespassing as it did not have a title however the party felt they had a justifiable claim as they had been in open possession of the land for
years. Eventually judge Margaret Ramsey-Hale concluded that the beneficial and legal interest always was and remained with the Crown but dismissed charges of trespass and claims of damages against the PNP. That ruling led to both sides claiming victory and some uncertainty as to who had a right to the HQ but that seems to have been settled by this agreement.

Voting improvements to take place BY OLIVIA ROSE ADEQUATE training, additional polling stations and public education are some of the measures that will be implemented for the upcoming general elections. This comes as both the Elections (Amendment) Bill 2015 and the political Activities (Amendment) Bill 2015 and were debated and passed in the committee of the whole in the House of Assembly on Wednesday, January, 10. These amendments were recommended by the Elections Observer Mission during the November 9, 2012 general elections and the Supervisor of Elections during the March 2013 by-elections. The amendments are expected to sort-out some technical and typographical errors and to provide for procedures for independent candidates. Attorney General Rhondalee Braithwaite-Knowles who moved the motion said: “The November 9, 2012, elections marked the return of an elected administration for the first time since August of 2009. “The elections were governed by new legislations including the Turks and Caicos constitution order 2011, a new elections ordinance and a new political activities ordinance was adopted in 2012.” She explained that while in the past 15 members of the House of Assembly were elected in a single mandate constituency in a first past the post system, the 2011 constitution provided for 10 members to be elected in a single mandate district and five elected in all islands constituency. “Voters received two ballots, one for their district and one for all island constituency they could mark one candidate of their choice in their district, and up to five candidates contesting the all island constituency.” As part of the process of the process of transparency and elections observation mission was formed by the commonwealth parliamentary
association, that mission produced a final report on the 2012 election on January 31, 2013. “The elections observer mission during November 9, 2012, and supervisor of election during March 2013, made recommendations that require amendments to sections of the elections ordinance. “In October 2015, the Cabinet agreed that the amendments to the elections ordinance to be included in the legislative agenda for December 2015, and that the bill be drafted.” The Attorney General revealed that the supervisor of elections Dudley Lewis then consulted stakeholders on the bill. Several changes were recommended to the bill these include; the elections observers noted that despite recent improvement the elections ordinance remains unclear in many specific aspects such as the voting and counting procedures and in general would benefit from a thorough review and modernisation. She said: “The supervisor of elections confirmed that the voting and counting procedures formulated and adopted during the 2012 general elections were reliable and efficient, it provided reliable instructions and directions to the supervisor, poll workers, candidate and agents. “In response to this recommendation the supervisor of elections has recommended two additional changes to be made to the elections ordinance to ensure that voting procedures are smoother.” Section 31 of the elections ordinance which provides that each candidate may before the commencement of the poll; appoint a polling agent to tend to a polling station and one counting agent to tend to the counting of votes. That was repealed and substituted; the amendments now provide that each candidate may before the commencement of the poll appoint a polling agent, up to two, release agents to attend to a polling station and one counting agent to tend to the counting of votes. The amendment will provide for
greater flexibility and coverage to ensure that candidates are right and obligations or responsibilities are met. She said: “Additionally where a relief agent is appointed additional provisions are including in the bill as a new section 37 a) Only one polling agent can remain in five polling stations at a time, a relief agent has the same right and responsibility as given to the polling agent and the polling agent must not be allowed to leave the station or allowed to be substituted by his relief agent after 6 pm.” She added that the elections observer mission further recommended that consideration should be given to abandoning the requirement that a voter registration number be hand written on each ballot and that voters hand over those ballots to poll workers before placing them in the ballot box. However the supervisor of elections had confirmed that the voter’s registration number is not hand written on each ballot as described by the observers; however it is agreed that the secrecy of the ballot must be improved or the sections of the elections ordinance that deal with that should be repealed. This section of the ordinance was also repealed and substituted by a requirement “show the paper to the presiding officer without handing it to him so as to show the initials and numbers appearing on the ballot paper.” The purpose of that exercise is for the poll worker to ensure that the ballot paper provided to the voter is the same ballot paper which the voter used and which is then inserted in the ballot. However the elections observers raised a concern that by handing the ballot paper to the poll workers, the poll worker had the opportunity to see how the voter voted and so the secrecy of the ballot was not maintained. The proposal was made to improve that situation while still maintaining the integrity of the ballot.
These amendments were recommended by the Elections Observer Mission during the November 9, 2012 general elections and the Supervisor of Elections during the March 2013 by-elections
Section 44 .7 of the previous ordinance provides that the presiding officer shall without unfolding it ascertain by examination of the initials and numbers appearing on the ballot paper, that it is the same paper as that delivered to the voter and is the same he shall in full view of the voter and all others present hand the paper back to the voter who shall deposit the ballot in the box. The amended ordinance provides that the presiding officer shall without taking the ballot paper ascertain by looking at the initials and numbers appearing on the ballot paper, that it is the same paper as that delivered t the voter and if, is that same the voter shall in full view of others present place the ballot folded in the ballot box. Transitional provisions were also inserted in clause seven of the bill which would provide that until the electoral registration cards are issued by the supervisor of elections, the voters shall produce his passport, driver’s licence or such other official form of picture identification as will enable the presiding officer to
confirm the voter’s identity. Also the presiding officer shall require the voter to permit his finger to be marked with ink or dye. The bill encountered several snags as Opposition members thoroughly questioned and voiced their scepticism on several clauses in the bill when it was moved by the Attorney General. Opposition Appointed Member, Clarence W Selver in making his contribution to the bill noted the importance of the bill and called for more public education on the bills amendments. “The changes that are proposed here under section six dealing with the sections 44, this may pose some problems, during the voting process because people thought that the presiding officers in the polling stations has access to the ballot ,it really compromised the whole idea of your voting being secret. “In a small community like we have here in the Turks and Caicos where you know everybody, it really defeats the purpose, because it could very well get out there which party you voted for.”

LAST week, (January 29), a fire at HJ Robinson High School in Grand Turk destroyed the school’s library, the principal’s office, a new smart classroom and several computers. The Minister for Education Akierra Missick, during an inspection of the premises, said it was quite sad to be at the site and witness the destruction. What do you think of this?
A shame
This is the result I believe of people venting their frustration in a system which is totally insensitive to their needs and expectations. Unfortunately, we may continue to see such copycat behaviour if nothing is done to address the frustration of the citizens. It’s a shame someone targeted the school. The kids themselves are hurting as well.
Inspire people
Tell the minister she was not elected to talk about sadness, but to inspire the people by speaking of plans to replace their loss.
Serious business
This is a shame. We need to quickly bring in
arson experts. If this is not arson it must be the new wiring. Who did the wiring and who inspected it? This is serious business because students could be electrocuted or suffer burns. This follow up is the minister’s responsibility, both George and Akierra. It is not enough to express sadness, do something!
Fire bug
It seems every time there is political strife we have a building burned. Most often in Grand Turk. Who is the firebug? Last time it was Washington Misick’s home which the Government bought for three times the asking price. Then it was burned to the ground along with its termite infestation. Good riddance to
these bugs at least!
Questions
It is rather regrettable that in February of 2016 some folks still have no value for education. What is shameful about this is that it has happened again in ‘the nation’s capital’ another mysterious fire. There are more questions than answers. The school is for the children, not the principal or teachers or the Government in power. Have they no family in school? Who really suffers the most in act of this nature? Why are these fires for the most part occurring in Grand Turk through the years? Why are they occurring on buildings that have Government paid watchmen/security? Who reported the fire, was it the watchman if not where was he? This type of event happened before and the watchmen/security officers who were supposed to be on duty just went on their merry way showing up at the Treasury on payday without any form of discipline from the power that be. Down with fires, up with education!

Cover-up
Something is not right regarding this fire. Arson rarely begins on a second floor. New construction seems to indicate another reason. An overloaded electrical circuit and bad wiring. The statement by the Minster of Education seems to be a cover-up. Were there gasoline cans found at the site? Did anyone buy gasoline in containers at the fuel stations within 24 hours of the fire? Where is the investigation?
We have a foreign electrical commissioner earning a fat salary siting right here in Grand Turk. Why don’t we hear from him? Now we have fewer police here in Grand Turk to do the investigation. What would happen if we had a fire at the cruise port? Furthermore where is the call for an automatic sprinkler system hooked up to the Grand Turk water system? Who in this Government wrote the specifications for the new construction?
We are angry
Let’s understand what is being said. Someone climbed to the second floor and broke into the principal’s office to set the fire. This does not make sense. This had to be electrical and no one is raising the question. Our Minister of Education flew in to tell us she is sad about the fire. Someone is protecting someone and of therefore this is more than sad. We here in Grand Turk are more than sad, we are angry. We need to get to the bottom of this fire. We are concerned about the other Government buildings. This Government brags about a $39 million surplus. In the aftermath where is the call for a non-aviation related standby fire truck which carries its own water supply? First class used trucks are readily available in the USA from small towns which have switched over to fire hydrants and city water. Grand Turk is our capital and now education for our children takes another hit.

Top cop: Enough officers on Grand Turk BY JOHN TONER DESPITE rumours surrounding a school fire and several acts of vandalism there are a “significant number” of officers on Grand Turk according to the head of TCI police. Royal Turks and Caicos Islands Police Force (RTCIPF) commissioner James Smith issued a statement on Monday (February 8) hitting back at rumours that the reduction of officers on the island from 46 to 38 was leading to a rise in crime. The HJ Robinson School on Grand Turk was ravaged by a fire that ripped through the administrative building on Friday, January 29. The statement responds to “rumour and speculation” surrounding what caused the blaze as
well as other incidents of vandalism. Commissioner Smith said in the statement: “Following the recent fire at Helena Jones Robinson High School (HJRHS) on Grand Turk, there has been rumour and speculation about the cause of that fire, some acts of vandalism and a perceived link to the deployment of police officers in the nation’s capital. “Decisions about the numbers and use of officers are always contentious. These decisions are only taken following extensive internal consultation and careful consideration by the Force Executive Team. “From time to time, this can create a perception of ‘winners’ and ‘losers’ in the eyes of the public and a belief that they are, or are about to suffer a diminished service.

“Presently, there are 38 police officers deployed in Grand Turk, which has recently been reduced
from a previous deployment of 46. “This is a significant number of officers in relation to the size of the resident community.” The commissioner went on to insist that numbers alone are not the only way to keep law and order in TCI and that the officer in charge of the division is “confident” of being able to police with the tools he has. He continued: “Police numbers alone are not the solution to many of the issues facing us in the Turks and Caicos Islands. “Partnership working and a shared understanding of the challenges and potential solutions is fundamental to making the country safe. “Improving the skills of officers and ensuring that they have the tools to carry out their duty is equally
important. “The officer in charge of the division is confident that he has the resources required to do the job and whilst we will not reveal actual numbers on patrol at any given time, reports by some media that two officers are on night duty are wide of the mark. “Every reported crime is thoroughly investigated and when appropriate specialist officers are called to assist uniform colleagues.” Government budget proposals for 2016/17 include an allocation designed to fund the deployment of an extra 20 police officers on Grand Turk. Enquiries into the school fire are ongoing and the police are urging anyone with information to contact them.

Prosecution finally concludes 15 day SIPT opening BY JOHN TONER THE HUGE SIPT prosecution opening of corruption and bribery allegations against former Government ministers and attorneys finally came to an end on Friday (February 5). Andrew Mitchell QC and the SIPT team spent three weeks laying out a highly detailed and somewhat controversial opening of their case against former premier Michael Misick and others. There had been delays and disruptions to the early part of the trial as Ralph Thorne QC,
representing Misick, had repeatedly objected to such a detailed opening. Thorne, alongside other attorneys representing a number of the other defendants, felt that such a high level of detail relating to contested evidence represented a danger to the fairness of the trial. Judge Harrison dismissed these objections and allowed the prosecution to press ahead with meticulously setting out what they intend to prove. On the final day of his opening remarks Mitchell gave a brief roundup of what the prosecution say was gained by each of the defendants
Norovirus outbreak in North Caicos BY OLIVIA ROSE PARENTS are being urged to encourage school age children to practice personal hygiene and sanitation as an outbreak of the norovirus affecting mainly school children has been recorded in North Caicos. According to a release from the Ministry of Health and Human Services it has noticed a significant amount of gastroenteritis cases in North Caicos especially among school age children. The release said that environmental health officers have conducted a number of educational sessions with the teachers and students of the affected schools and has advised the principal on the necessary requirements for cleaning and sanitising of the school. According to reports, several children from the Adelaide Oemler Primary School in North Caicos were affected by the bug. Samples were taken for testing to identify the underlying cause, the release read. However the Weekly News understands that residents of North Caicos have complained about the cases of norovirus in North Caicos for some weeks now and the ministry’s lack of foresight to issue a warning. The ministry in its release noted that the key to preventing the virus is to practice good personal hygiene. Washing hands before eating, especially after using the toilet and maybe instead of shaking hands it is time to promote doing the fist bump as a form of greeting instead. Norovirus causes stomach inflammation with vomiting and diarrhoea; it lasts about two days. The Environmental Health Department was also said to be on North Caicos working with the schools to ensure that the required
deep cleaning is conducted. The norovirus is spread by direct contact with an infected person, touching contaminated surfaces or objects or ingestion of contaminated foods or liquids. These viruses can infect anyone at any age once or more during a lifespan. The illness often begins suddenly and is usually not serious. Most people feel better within one to two days. However, this illness can be serious in young children, the elderly and people with chronic health conditions. Below are some useful tips to prevent the spread of the virus: To prevent the spread of germs and infections, the Ministry of Health and Human Services encourages everyone to: -Wash your hands properly and frequently especially after using the toilet and changing a diaper and before eating and preparing foods. If soap and water are not available, use hand sanitiser. Note: hand sanitiser is not a substitute for washing hands with soap and water. - Carefully wash fruits and vegetables, and cook shellfish thoroughly before eating them. - Keep your environment clean and surfaces disinfected with a bleach and water solution. - Avoid sick people. If caring for a sick person, keep them isolated, clean and disinfect contaminated areas and thoroughly wash soiled laundry. The Ministry of Health, Agriculture and Human Services advises all parents and guardians of children experiencing gastroenteritis not to be alarmed. The Environmental Health Department on North Caicos is working with the schools to ensure that the required deep cleaning is conducted.
as a result of their alleged corruption. Lead prosecutor Andrew Mitchell told the court that between 2003 and 2009 Michael Misick personally received $28 million, it is alleged. Mitchell said: “He abused his power and influence using his strength of personality to oversee a Government not intent on the people’s interest but for his friends and associates. “He governed not for the people but for his own benefit. “His spending patterns between 2006 and 2009 are not consistent with a political leader. “While Michael Misick was leading his nation and being responsible for their needs, a country with no more than 7,000 electors, he appears to have benefited to a sum way beyond the reach of any of his constituents. “Mr Misick received just over $28 million for the time he became leader of the opposition until he left public life, this peaked between 2006 and 2008 when he received $19 million. “According to one civil servant he would not be told what he could and could not spend money on and was autocratic. “We suggest he took advantage of a governor who was caught between the desire to assist and help develop integrity and good governance and the appreciation that anything that was considered

to be in anyway interfering with the will of the people would be seen as intervention. “It is suggested that we will learn during the trial how he milked that position to his personal advantage.” Although mainly focusing on Michael Misick, Mitchell went on to briefly outline the various large sums of money that were allegedly received by former Government ministers Floyd Hall, Lisa Hall, Lillian Boyce, McAllister Hanchell and Jeffrey Hall. He also detailed the facilitating roles allegedly played by attorneys Thomas Chalmers Misick and Clayton Greene in laundering money as well as Melbourne Wilson’s alleged dishonesty in his role in the North West Point land deal. Misick strongly denies the allegations against him and believes

the trial to be politically motivated due to his desire for TCI to have independence from Britain. His representative Thorne applied to the judge to have a right of reply to the prosecution opening. Judge Harrison granted that request and Thorne, as well as Malcolm Bishop QC representing Thomas Chalmers Misick, will be given the opportunity to make defence statements in response when the trial resumes on Monday (February 15). Day 15 of the trial was disrupted by the fire alarm going off in the SIPT court house which resulted in lawyers, defendants and members of the public evacuating the building and spilling out into the parking lot all at the same time. The alarm, which appeared to have been accidentally set off, was reset and the various groups shuffled back into the courthouse to hear the end of Mitchell’s mammoth remarks. Concluding Andrew Mitchell said: “That is the Crown’s case. I am grateful to the court for its forbearance over the last three weeks during which the Crown has set out its case. “We will turn to the evidence upon our return.” All the defendants deny all the charges against them. The trial will resume on Monday, February 15.

Government to rebuild HJ Robinson High - Education Minister BY OLIVIA ROSE THE GOVERNMENT is committed to rebuilding the administrative block of the HJ Robinson High School in a timely fashion. On Friday (January 29) flames ravaged the top floor of the new administrative building which housed several classrooms, principal and vice principal offices, library and a printing room. Education minister Akeirra Missick told the House of Assembly on Tuesday (February 9) that the Government has ensured that allocations are made in the upcoming budget for the reconstruction of the block. “The HJ campus the oldest secondary institution in the Turks and Caicos islands will return to normal as soon as possible for its users. The education minister also revealed that a fifth form student wrote a poem paying homage to her school. “As a result of that we’ve had a fifth form student by the name of Vanessa Fraser who has written a

“This contingency is that the four classrooms that were affected will be relocated to alternate accommodation on the campus.” She noted that administrative staff and guidance councillors will be relocated to other rooms. As classes at the school officially resumed on Monday (February 8) the minister along with a team from the Department of Education welcomed the students back to their school. “I also was able to thank the pastors’ fraternity, the Department of Social Development and the Department of Mental Health and Drug Prevention who were on hand last week Thursday at a special assembly at the school to provide grief counselling services for our students who may have felt that they needed them. “All of these hands came together and contributed to the easing of the burden that this disaster has caused.” Government heads visited HJ Robinson High School in Grand Turk on Wednesday (February 3). During the visit the minister attended a walkthrough of the
affected area. She was joined by Permanent Secretary Cherylann Jones and Deputy Secretary Russell Cox , representatives from the Ministry of Infrastructure and Planning Public Works Department (PWD), Mark McAulay and Norman Watts, and school principal Reinwald Lewis. After viewing the burnt building, the minister and her team were visibly shaken, a Government press release said. Missick said: “It is indeed quite sad to be at this site and to see this destruction. “My heart goes out to the staff and students who must witness this destruction to their dear school.” She added: “It took some time to construct the building and fully furnish it and now to see all the labour and effort up in smoke, is disheartening.”

Do we need to have a sense of honour? ANY society that does not have a sense of honour as a value reflected in the behaviour of its citizens is a society without a genuine future. Having a sense of honour means being ethical, non-judgmental and displaying exemplary character. There are some of us, who without any need to, feel overshadowed, even threatened by others. We show these anxieties by speaking in a mean way about others and belittling them, even though we should know better. The reason is we lack a sense of honour with respect to ourselves and others. But what we say gets back to the persons we smear and when we meet them we behave ‘extra nice’. In a recent issue of the TC Weekly News, a contribution says that ‘Former PNP education minister Mills now descends to high school principal.’ This contribution does not put doctor in front of Mills, and since the writing is in the present, fails to give credit for the honour that Dr Mills recently received. Again the description, ‘Former PNP education minister’ seems aimed at connecting the Hon Dr Mills to a political party, apparently suggesting that it

was because of this Dr Mills was appointed minister. Is a sense of honour represented here? The appointment of Dr Mills as minister was due to his high credentials, professionalism and experience, and had nothing to do with political allegiance. A further example of not having a sense of honour is not to respect the accomplishments of others and give credit to them. There are some who see politics in everything. This prevents openmindedness since they see only what is negative. But we do have honourable sons of the soil here, with a sense of integrity too. And the use of the phrase ‘now descends to high school principal’ in relation to the Hon Dr Mills’ recent appointment suggests a put down. In any form of employment
nothing is graded as ascending or descending, up or down. There are only functions, each dependent on the other, having the same worth. For anyone to use such a phrase suggests counselling is urgently needed. This is why a sense of honour involves not making negative judgments of others and being moral and ethical. Our thoughts should come from our sense of honour, decency and worth, and from noble things worth believing in and practicing. A sense of honour gives us hope, involves being ourselves without pretence, and having an exemplary character. Those lacking a sense of honour should respond to the next altar call so they could repair and enrich their thinking with good values and really become their brother’s keeper.
Based on the visit and the advice of the experts it was deemed necessary to begin school on Monday (February 8). It was expected that before then, PWD would construct a permanent barrier to corner off the affected building and ensure the health and safety of the students and staff who occupy the campus. Steps to ensure the speedy rebuilding of the block have already begun. PWD has already marshalled its resources to ensure a structural report is received by the end of the week and has engaged the services of the required people for a design and costing for tendering once funds are available. In May 2014 an official delegation from the Turks and Caicos Islands led by the Premier Rufus Ewing visited Canada; this was followed by a second visit to Canada in 2015. MP Mendes said: “Our meeting face to face parliamentarians and both legislatures have come to know that the challenges before us are similar and that by collaborating we are better able to identify common solutions. “It may take many years for
Canadian legislature and Caribbean countries to reach the same level of cooperation as the programme established between Australia and the Pacific region but let us be encouraged by what we can accomplish - a level of cooperation among our parliaments never before imagined.” Meanwhile Premier Rufus Ewing lauded the twinning initiative as he pointed to the colossal spin off benefits such collaboration will have for both countries. “They have been many attempts in the past to foster a stronger bonds and relationships between Canada and the Turks and Caicos Islands dating as far back as 1917. “Today what I can say is that this is the closest yet that we’ve come to fostering such kind of arrangements for the betterment of the peoples of both our beloved countries. “Democracy is not merely the market place of ideas; it is the vision to see that market place as a source of our best possibilities for innovation, system and capacity building and the personal enrichment of each parliamentarian committing them to gain and generate a very new thinking that gives meaning to their oaths of service. “For these reasons I welcome our distinguish colleagues from the Canadian parliament.” The delegation included Alexandra Mendes MP, Liberal, leader of the delegation, Todd Doherty MP from Newfoundland ,Senator Elizabeth Hubley, Liberal Senator from Prince Edward Island, Senator David Willis, Conservative Senator from British Columbia, and Elizabeth Kingston, secretary . Independence: A state of mind
UNTIL recently, if someone had asked me if the TCI was ready for independence, my standard answer would have been no, with the caveat that we could be made ready within eight to10 years once we properly set ourselves on that path. However, what occurred to me that independence of the TCI is simply a state of mind. Some would say we have so many more institutions to build, to diversify our economy etc. But I now say that as a small country we have as stable an economy and majority of institutions needed to be a functioning independent country. I wholeheartedly believe there are two main reasons for most people that don’t support Independence for the TCI, whether they say it or not. The first is lack of trust in the leadership of our country and the second is an unwillingness to sacrifice. In the first instance, at no time has any leader of this country been able to get two thirds of the population to trust in them to take us to independence. The closer person may have been Hon Derek Taylor but TCI independence was not on
his agenda though it is a significant pillar of the PDM’s constitution. At the height of his power having won 13 of the 15 available seats in 2007, Hon Michael Misick PNP only got 58 percent of the overall votes casted. Contrary to popular belief my first thoughts on TCI independence came in the early 2000s when my uncle Hon Clarence Selver, then minister of health and education, met with some of the returning university students in his conference room. He said to us at that meeting that he prays for the day that we no longer have to sing ‘God save the Queen’. From that day to this, independence for the TCI has always been a part of my conscience and subconscious. So until we have leadership that most people will follow regardless of political affiliations, independence will be out of our reach. I now turn to the second point which deals with sacrifice. We have been colonised to the point that we think there is only one way to be an independent nation, which is the way of western industrialized nations. If we look at independence in its simplest form, it is the ability to take care of our needs. When our ancestors were left

Before Christopher Columbus socalled ‘discovered’ a land which had inhabitants, were the Taino Indians not independent? Before Britain colonised nearly half of the world, were these tribe communities, countries or kingdoms not independent? I say we are looking at this independence thing the wrong way. We will never be a fully industrialised nation and nor should we try to be as we would be chasing ghosts. We can figure out what best covers our basic needs while maximising our wants. Case in point, does an independent TCI really need embassies all over
the world? No. We can start with countries that have high concentrations of Turks and Caicos Islanders overseas or that we are likely to have a trade or strategic relationship with. Examples would be the Bahamas, USA, or Canada. What about a defence force? Who’s trying to invade us? With the strengthening of border control and support of OPBAT type agreements, we would be good to go. Anyone ever notice that most of our Caribbean neighbours may be the first to tell us reconsider independence in one breath but have the biggest parades and parties worldwide on their independence days in another. Ask them next time if they could go under Britain would they and see how many would say yes. My guess is very few would even though many may lack faith in their country’s leadership. I will end where I began, independence is simply a state of mind and with trusted leadership and a willingness to sacrifice and take on responsibility we are closer to independence than we think.

Exploring the agenda and results LET us explore the agenda of Premier Dr Rufus Ewing. He became leader of the Progressive National Party (PNP) on the recommendation of Michael Misick. He was clever enough to pull out a 2012 one seat victory by the skin of his candidate’s teeth. Eleven, 17 and 30 votes. There were enough ‘campaign’ funds in the PNP’s pockets to target certain districts - at the last minute. The problem with money driving vote gathering was the expectation of the Government spending on loyalists continuing. Now all voters wake up to reality. The PNP has driven the TCI Government bankrupt. Must the people always be taxed to death to survive under PNP agendas? Why did Ewing run Washington and make him finance minister?

Voters paying attention knew that the National Insurance Board (NIB) filled with taxes deducted from every worker was used as Washy’s cash cow to capitalise PNP’s private TCI Bank with millions. Washington’s most recent 21st century failure. Now he wants value added tax (VAT)? Why did Ewing run candidates Don Hue, Akierra, George, Porsha and Amanda? Are they good ministers or does their performance
over the last three plus years reinforce the question? Why as a medical doctor did Ewing avoid the health ministry like it was his personal plaque? Why is he back to promising first class healthcare? Ewing’s party has invested $240 million of the people’s money in Ewing’s health system which at best is unpredictable and not universal. The TCI has been told we have paid $40 million plus per year since
late 2009 for the programme that began in April 2010. $240 million on health alone, already gone! A PNP booklet promised the National Health Insurance Plan (NHIP) was easily affordable and would take care of every ill right here in the TCI. The PNP and Dr Ewing did not promise we would be shipped out in the 11th hour of our sickness to the Dominican Republic, Jamaica or Nassau. Healthcare continues to be unaffordable, unpredictable and not universal. Remember Ewing has been in charge of healthcare for many years and Premier more than three. Why did Premier Ewing celebrate the surrender of the huge sinking fund and taking on of $28 million more debt? Debt caused by his party. Debt we did not have in August 2003.
Remember, we still have the greater part of a billion dollars to pay off for healthcare. Why can’t our Premier figure out that honest developers turned away with others drawn into the alleged web of corruption now revealed continues to discourage new investors? It was low taxes, green environment and low density beaches that drew developers until 2003. Now we are famous for corruption, high taxes and a development minister who wants high density buildings. Is economic expansion dead under the PNP? The Opposition has tried to reach out and engage this Government with their way forward. Premier Ewing acts like he knows it all. Review the results, did he blow it all?

Masked gunman storms bar BY JOHN TONER A MASKED gunman stormed into a bar at the weekend in an attempted robbery which left patrons stunned. The man, wearing a mask and brandishing a handgun, burst into the establishment in the Bight on Sunday (February 7). Terrified patrons were ordered to put their hands up before a struggle ensued between the gunman and security staff. A security officer and several heroic customers were eventually able to disarm the would be robber. Despite their efforts the man was able to escape and make a getaway before cops arrived. The Royal Turks and Caicos Islands Police Force (RTCIPF) arrived on the scene a short time later following reports of a disturbance. A crime scene was established and
officers recovered the handgun as well as a quantity of live ammunition. Witnesses who were in and around the scene at the time confirmed to the Weekly News that the incident took place in a bar and described their shock and surprise at what happened. An RTCIPF spokesman said: “We always welcome and thank the public for their assistance but advise that you should be extremely cautious when thinking about confronting criminals with weapons, most especially firearms as you might be putting your life in imminent danger or harm.” Two men aged 28 and 32-yearsold are currently in police custody assisting investigators in relation to what happened at the bar. This incident comes less than a week after three other armed robbery crimes were reported on the same day last week.
At 4.50pm on Tuesday, February 2, an elderly man was threatened with a gun while birdwatching in Wheeland but managed to escape. Later the same day two separate gunpoint robberies took place within an hour of each other. At 9.51pm a 36-year-old man and his wife were returning home in Snake Hill when they were approached by three men with guns and knives who stole the woman’s handbag. Less than an hour later at 10.48pm a 20-year-old man and his sister were walking home near Clement Howell High School when three masked men pointed a gun at them and stole two cell phones. National leadership conference focuses on leadership training BY DAISY HANDFIELD VISIONARY leadership was the theme for the second annual National Leadership Conference hosted by Pastor for the Community Fellowship church, Bradley Handfield on the Leeward Highway in Providenciales. The four day conference was held from Thursday (February 4) to Sunday (February 11) at the church’s headquarters. The initiative initiated with a special session for church leaders and the general public on Thursday morning. On Friday a special session was held for the young people which saw a turnout of approximately 200 people, according to Handfield. There was a general session on Saturday from 9am to 4pm and on Sunday morning and evening there was a special anointing service. In an interview with Handfield on Thursday (February 11) he said that the anointing service was held because he has realized that empowerment for success comes from God. He said: “We try to incorporate the anointing service so that persons who believe in God can come out and have impartation in their lives through prayer so that the fire that they need can be ignited by the power coming in upon their lives for progress.”

The sessions saw guest speaker, Andre Thomas who focused on bringing out the inner leader in attendees, by emphasizing in his speech that there was a leader in everyone. During the interview Handfield said that many times that inner leader lies dormant because individuals do not understand their gifts. “Vision is so important because before you accomplish anything physically or otherwise, you must first be able to see it mentally. “We try to help the children understand that the things that they are dreaming about even now, these are the shaping and the visions for their lives. “We try to help them to understand
what is going on in their minds and how important it is so that can bring out their purpose and have their gifts maximised,” Handfield said. The pastor also highlighted that many times children would go to school and would underperform in school because they could not see why they were doing it. He said: “If they can get to understand the concept of vision, if they can understand that there is something unique about themselves, that they have a special gift that even if someone else have a similar gift, it is not exactly like theirs and it is not to be used in the exact way that theirs should be used then they will see a reason why they should learn. “Then they can maximize their gifting and their abilities to fulfil their purpose in life.” Handfield said that his goal to promote leadership did not just stop at the conference, but was a platform which he was planning on incorporating in his a book which he was currently working on. Once the book was completed, he was planning on hosting a national youth symposium where he would launch the book. Through this book he would teach about vision and also invite guest speakers to continue to train young people in the area of leadership.

Clean catch after soap powder burglary POLICE have recovered a number of beach items and a box of soap powder following a not-so-clean burglary. The Royal Turks and Caicos Islands Police Force (RTCIPF) were called by an alarmed Turtle Cove homeowner just after 5pm on Monday (February 8) who had arrived home to find the items missing amid signs of a burglary. Police were called and a short
time later a 50-year-old man was taken into custody. The man is currently assisting RTCIPF with their inquiries which are ongoing at this stage. Manhunt for armed robbers after Five Cays violence POLICE are hunting for a violent gang of armed robbers who held up a convenience store at gunpoint. Just before 8pm on Tuesday (February 9) three men wearing masks and brandishing firearms raided the Five Cays store demanding cash. The trio of thieves made off with a cash register containing an undisclosed amount of cash and two cell phones. Before fleeing the scene one of the masked men hit the store security officer over the head leaving him with a cut.
The security officer was taken to Cheshire Hall Medical Centre and was treated for his wound. The Royal Turks and Caicos Islands Police Force attended the scene and searched the area but the culprits had escaped before they arrived. A crime scene has been established and investigations are ongoing. Young woman arrested after Five Cays stabbing A 20-year-old woman has been arrested after a man was stabbed in the stomach over the weekend. The Royal Turks and Caicos Islands Police Force (RTCIPF) were called to Five Cays shortly after 8pm on Saturday following reports of a disturbance. Officers found a man saying he was in pain and suffering from a single stab wound to the left side of his abdomen. The victim was rushed to the Chalk
Sound Medical Centre for treatment. Following the incident the RTCIPF arrested a 20-year-old female from Five Cays on suspicion of wounding. Investigators are currently carrying out further inquiries. Pair formally charged with string of fraud offences A WOMAN in her fifties has been jointly charged with a 35-year-old man for a spate of offences involving criminal property. On Tuesday the Royal Turks and Caicos Islands Police Force charged and cautioned 53-year-old Wilmine Milion Parker-Dorcely and Jean Daniel Mizaine, both of Millennium
Highway. The pair are accused of possessions of criminal property, one count of use of criminal property, two counts of forgery and one count of a theft of a chosen action. Both were offered bail pending their court appearance on Wednesday, February 17.

InterCaribbean introduce new route to Havana, Cuba BY DAISY HANDFIELD CONNECTING the eastern and western Caribbean is the main objective of the locally owned airline, InterCaribbean Airways which has recently announced new flights to Havana, Cuba from Providenciales. Flights will commence on May 3 with nonstop services to Havana’s Jose Marti International Airport (HAV). In an interview with CEO of the airline, Trevor Sadler on Thursday (February 11) he said that with the United States easing entry to Cuba, they look forward to welcoming aboard those who wish to enjoy two destination trips, and increase trade and travel between these Caribbean countries. “Obviously as a growing regional airline in the Caribbean, we are certainly pleased to add Havana to our list of destinations. “This positions Providenciales as a great way to serve Cuba from all of the Caribbean. “Clearly connecting Havana with Providenciales provides the best possible connection to the growing numbers of Chinese tourists who
are finding the Caribbean as the next place to discover with over 20,000 Chinese visitors to Cuba prior to the entry of Air China in December. “This flight should bode well for increasing Chinese tourism in the Turks and Caicos,” Sadler said. Starting in May 2016 the airline will fly on Tuesdays and Thursdays to Havana, Cuba, from Providenciales, TCI and outbound from Havana, Cuba to Providenciales, TCI on Wednesdays and Fridays. Sadler said that connection flights from Antigua, Kingston and Montego Bay, Jamaica, Santo Domingo, Punta Cana and Puerto Plata, Dominican Republic, Port au Prince, Haiti, San Juan Puerto Rico, Grand Turk and South Caicos, Turks and Caicos Islands are available. In December 2015 InterCaribbean Airways introduced flights connecting from Santo Domingo, Dominican Republic to Antigua and Barbuda. When asked about the success of the flights from Antigua, Sadler said that with the Antigua flights being new, the company continued to develop the traffic to and from

Airways will later be expanded to Punta Cana and allow for same day connections with other European airlines such as Aeroflot from Russia that connect via this major hub in the Dominican Republic. Spelling bee set for next week
THIS year’s TCI National Primary Schools Spelling Bee will be held on February 18 and 19 and platinum sponsors have been named as Michael and Nancy Goldberg. According to a Government press release the preliminary round will begin at 9.30am on Thursday, February 18, at the Gustarvus Lightbourne Sports Complex and the final will take place on Friday, February 19, at Beaches resort from 9.30am. The ten finalists and their coaches will be honoured at a dinner on the evening of the preliminary. As is customary, the final will be aired live on Radio Turks and Caicos. The prizes for the event include a grand prize of an Apple MacBook Air with a printer, and a runners-up prize of an Apple iPad Mini. The top eight of the final 10 will receive an Asus Memo Tablet Champion Coach and an Apple iPad Mini while the remaining participants will get $50 gift certificates. All contestants will be given trophies.

Sweetness and light as Seven Stars scoops savoury chocolate award BY JOHN TONER SWEET and sour mixed with pleasure and power this week at the sixth annual Chocolate Lovers Showcase on Saturday (February 6). Set among the glamorous twilight of the Palms Resort in Grace Bay the event brought chefs from Providenciales’ top resorts together in a bid to find the best chocolate inspired dishes on island. Held in a reception room and balcony overlooking the courtyard of the Palms Resort the choc-fest attracted the great and good of Provo from hoteliers to former Government ministers as well as members of the public. The challenge for each resort’s team was to serve up their best sweet chocolate dish as well as their most original and delicious savoury chocolate offering. Delicacies on offer ranged from nigiri sushi made entirely from
three different types of chocolate to chocolate braised pork belly and smoked shrimp wrapped in smoked bacon and dusted with a chocolate finish. With so many cooks in one kitchen as well as scores of guests the temperature quickly began to rise in the reception room but that didn’t stop those in attendance feasting on the huge variety of unusual chocolate delights. In the unique task of combining chocolate sweetness in a savoury dish it was Seven Stars executive chef Edwin Gallardo who scooped gold and grabbed the Savoury Division People’s Choice award. Gallardo, 36, was clearly delighted to have taken top spot with his dish of duck confit taco with a peach and cilantro salsa and mandarin chocolate sauce. He said: “It’s our first time joining this chocolate lover’s festival and we came here just to enjoy I and have
fun, we didn’t expect to win. It’s a blessing for us getting this award. “Our dish component has very classic ingredients, like using the confit method of cooking the duck together with unsweetened cacao, cabernet sauvignon, mirepoix, and some fresh herbs. “I also used fresh peaches and cilantro for the salsa and of course not to forget the chocolate sauce. “For that we reduced fresh mandarin juice mixed with 70 percent dark chocolate and finished it with butter, salt and pepper. “For me inspirations come from the what Seven Stars is all about; classic, rustic and modish cuisines. “I always wanted to share the idea that cooking has no limitations, creating something with special ingredients like chocolate is always a heartfelt production as I personally love dark chocolate. “When I put this dish together I had been craving for tacos that day
tried applying a soft shell taco to a ground beef and some chocolate ganache and that’s where I come up with this dish.” Somewhere On the Beach grabbed silver in the savoury category whilst Melt also took silver in the sweet competition. Grace Bay Club Infinity were “honoured” to clinch the gold people’s choice award in the sweet category. Wolfgang von Wieser, group director of food and beverage at Grace Bay Club said: “The central focus of Grace Bay Club’s Infiniti Restaurant and Raw Bar is using the very best ingredients in each and every dish. “In this case it was chocolate and presenting it in creative ways to surprise and delight our guests. “We’re honoured by this award which likely speaks to the increasing number of guests stopping by to end their evening with dessert at the
restaurant or the adjacent Infiniti Bar.” Chocolate lover Thea Gangasingh who attended the event with husband Mark said: “There were a lot of options for sweet and savoury dishes this year and I tried to sample as many as I could. “I thought the vendors from all the resorts and restaurants were creative with both their artistic chocolate displays and their food concoctions. “Overall it was fantastic and I look forward to the next Chocolate Lover’s Showcase.” The major fundraiser organised by the Salvation Army was designed to raise cash for their Hot Meals programme which provides food for young people that might otherwise go without due to their financial situation. An auction was held for a number of prizes including a return ticket to anywhere in the Bahamas or the Dominican Republic and at the end of the evening more than $3,000 had been raised.
Michael Misick thanks supporters at birthday bash BY JOHN TONER FORMER premier Michael Misick has thanked his supporters and told them “the dream is still alive” at his 50th birthday party. Misick celebrated the milestone at the Ballpark in Providenciales with family, friends and celebrity supporters including singer songwriter Ashanti who performed at the event. The 35-year-old American artist who has also appeared in several Hollywood movies sang a collection of her hits including classic track ‘Foolish’ in front of hundreds of revellers. A range of acts featured on the bill with several artists who hail from
TCI including some traditional bush music. The popular party, which had been the subject of much discussion in the week beforehand, was rounded off with a colourful fireworks display. Misick took the opportunity to thank people for their continued “love and support” and told partygoers that TCI can “achieve anything”. Speaking on stage at the event Misick said: “I am so pleased to see so many of you come to celebrate. “They say it is my 50th birthday but it feels like my 21st birthday. “I want to thank all of you for being here and I want to thank all of the people of the Turks and Caicos Islands for all the love that they have
shown me over the last 50 years. “I have had an incredible life because of you, thank you. “The dream that we shared together is not dead, the dream is still alive. “I want to say to all of you here let us continue to dream, let us continue to dream big, let us continue to dream that anything we put our minds to we can achieve it. “I am so happy to see so many young people here because the young people are our future. “Tonight we are here to celebrate a full life, only half of my life though because the other half is going to be bigger and better. “The best is yet to come because

In fact, planting an orchid in potting soil and treating it like a houseplant is a sure way to kill it. To copy nature, orchids are planted in bark, moss, coconut husks, etc. Growing plants in these types of media is different from growing houseplants in potting soil. But have you ever seen orchids that look like they are naturally growing on trees? Well, this is what they do in the wild but humans have decided to pot them up and bring them indoors. Get them back outside and you will be amazed at how much happier they look! This is a fun project that you can do in your garden and it can be completed quickly and is great for kids as well.

Find some dreaded panty hose. I assure you, this is the only good use for these uncomfortable things, especially here in the Turks and Caicos Islands. The nude colour blends in the most and knee-highs are easier to work with than the kind that swallows up the entire lower half of your body. If you only have the latter type, you can cut off the leg portions to make your own knee-highs; just don’t attempt to actually wear these as knee highs or you will be very disappointed. Get some orchids and keep in mind not any orchid will do. You will
want to be selective and contemplate the location a bit. Most orchids are happier when they are attached to trees rather than when they are stuffed into pots. Dendrobiums, phalaenopsis, oncidiums, vandas and cattleyas usually do very well. Purchase some sphagnum moss if necessary, but if your orchid is presently potted, it may have moss already in the pot around the roots which can be re-used. Location! Location! Location! Fish or plastic? FISHING plays a big part of life in the Islands but how long can this carry on in today’s world of over consumption and disregard for the planet? Latest reports are estimating that by the year 2050 there will be more plastic in our oceans than fish and in some areas of the world this has already happened. The Citarum River on the island of Java, Indonesia, is one of the most polluted rivers in the world. Unregulated industrial growth has led to the river being polluted with both human and industrial waste including mercury, lead and arsenic from the numerous textile companies that line the river banks. The amount of plastic and other debris is so dense in certain areas of the 186 mile river that fish lie dead on the surface of the water and fishermen have had to resort to other
methods to eke a living from the water, namely collecting plastic to sell on for recycling. The world’s oceans are becoming more and more polluted from our obsession with over packaging and single use plastic and despite various innovations to help clean up the water, these can only tackle debris at or near the surface while much more sink to the ocean floor, out of sight, out of mind. Plastic breaks down into tiny little fragments and even plastics claiming to be biodegradable are still a huge problem on the environment as these can only degrade properly under the right circumstances. Many of the tiny pieces of plastic are eaten by many different species of marine life and as they travel up the food chain, will eventually end up on your dinner
plate with a higher concentration of toxic chemicals than the original product. If you think the issue of plastic pollution doesn’t concern you then think again. If you love seafood then consider what your food has eaten prior to it ending up on your plate. Also consider that fish levels are depleting at an alarming rate and within most of our lifetimes there will literally be no more fish in the sea. Without healthy oceans we cannot survive on this planet so it is the responsibility of everyone to make a difference and show future generations that we do care. “The difference between what we do and what we are capable of doing would suffice to solve most of the world’s problems,” Mahatma Gandhi.

If you are tying them around the trunk of a self-heading palm (where the fronds fall off without having to be cut), make sure you don’t tie an orchid around the top of the palm containing the sheath of the next frond to fall off. Canopy trees like lignum vitae, shady lady olive trees and mahoganies make great orchid supports as well. Cut a hole in the middle of the knee-high and put most of the root system inside with a little bit of moss to help retain moisture. The open hole should face the trunk so that the panty hose side faces outward. This will allow the roots to make contact with the trunk
so they can attach. Once they attach, the panty hose can be cut off or they may have disintegrated by this time. Take the legs and wrap them tightly around the trunk and tie them in a knot to secure the orchid to the trunk or branch. If the plant is top-heavy, you can tie a second band loosely around the upper part of the plant or bloom spike. Water them. You can run spaghetti tube irrigation up the trunks with small emitters to water them with your existing sprinkler system, but it’s not very elegant or you can hope for rain (what rain!) or water them by hand with a mister, watering can or light spray from a hose. Orchid fertiliser is often not necessary but may be helpful if they aren’t blooming or if they look chlorotic (off-colour).

Local model, Nikeira Stuart participates in 2016 Paris Fashion Week Haute Couture
A TURKS and Caicos Islands fashion model recently participated in the 2016 Paris Fashion Week Haute Couture, strutting the runway in a number of international designer pieces. The event took place on January 24 to 28 at the L’atelier Du France in Paris. In an interview with Nikeira Stuart on Thursday (January 4), she told the Weekly News that after submitting her portfolio to organisers of the event, she was then invited to participate in the show. She said: “It was a once in a lifetime opportunity. It definitely helped to propel my career. “I was able to network with a lot of people from the fashion industry and it helped me to gain the necessary experience and exposure that I need to advance in the industry and to be able to market myself more on an international level.” Stuart who is no stranger to the runway appeared in Los Angeles Fashion Week, New York Fashion Week and London Fashion Week early last year. In April she travelled to the United Kingdom again for Top Model Worldwide 2014 where she represented the Turks and Caicos Islands in the leading professional model search.
Hundreds of Filipinos turnout for consular outreach mission BY DAISY HANDFIELD MORE than 300 Filipinos attended the consular outreach mission which is hosted on an annual basis by the TCI Filipino Community (FILCOM). During the programme Filipino nationals applied for the issuance or renewal of a Philippine passport, applied for registry of civil registry documents or authenticated legal documents. There were reports of births filed as well for the new-born children in the TCI. Filipinos were given the chance to also legalise their respective documents to send to their families in the Philippines. The event was held at the Department of Environment and Maritime Affairs (DEMA) in the Lower Bight, Providenciales, on Saturday (February 6) from 9am to 10pm. This initiative was spearheaded by Consul Katrina Martin-Borja along with Renell Martinez, Laurence Sumando, Visitacion Assidao and Francisco Enaje.
More than 300 Filipino nationals show up for the annual Filipino consular outreach mission
In an interview with the president of FILCOM, Alfonso Palatino, he said that some Filipinos had preregistered through email, and their passport renewals were preprocessed. He mentioned that initially the activity was to be held until 6pm, but due to an influx on walk-in applicants, it was extended until 10pm. Palatino said that they were initially expecting 100 people, but were overwhelmed with the final outcome. “I would like to thank the Filipino
people for coming over and availing this outreach services but most especially I would like to thank the Filipino embassy for the great assistance that they have extended to us here, the Filipino nationals in the Islands. “This is another project of the Filipino Community, and we intend to continue serving our fellow countryman,” Palatino said. He added that passport applicants could expect to receive their new passports from six to eight weeks of the application date.
The competition saw 44 girls from all over the globe compete for the title, and though she did not win Stuart said she was not disappointed. During her time in the UK she also got the opportunity to attend the British Vogue Festival where she sat in on talks with fashion legends, Naomi Campbell and Franca Sozzani. In the interview Stuart confessed that modelling was something that she was very passionate about and that it was something that she wanted to do for as long as she was able to. She said that she also was looking into branching off into other areas of the industry and was currently working on marketing herself as a brand. “I have a project that I have currently been working on, where I will be opening my own business. “It is not launched as yet but I am
hoping to launch by the end of this year with the key focus being fashion and cosmetics.” Aside from this, Stuart added that she was keeping her hands busy with a community project that she was working on at the moment which focused on the importance of having a high self-esteem. She will be visiting all sixth grade and first level of high school students in Providenciales, North Caicos, Grand Turk and South Caicos to speak to the students. This is a project that she is working on in conjunction with a group called ‘Connect’ from an Anglican Church in Providenciales. Throughout the month of February Stuart was looking to follow through with the initiative. The 5ft 9ins model is currently working at Miller Simons O’Sullivan law firm as a trust assistant.

The rain that falls. People try to explain and put a reason behind everything… science What about someone that isn’t there; but you can still hear? Someone that is dead, that you can feel their presence? A love so strong that it hurts when it’s gone? Unconditionally committing and putting faith in someone or something that the reality of it is unrealistic? Do we have the answers? I don’t. I don’t try to answer them I just wonder if people spent more time feeling and enjoying the moments when you have an emotion it wouldn’t matter on the what, when, how and why.

Weather and drought to blame as Pregnant women test food insecurity doubles in Haiti positive for Zika in Barbados HAITI’S third consecutive year of drought, exacerbated by the global El Niño weather phenomenon, has driven people deeper into poverty and hunger, and doubled the severely food-insecure population, the United Nations World Food Programme (WFP) said this week. Some 3.6 million Haitians are facing food insecurity, among them more than 1.5 million people who are severely food insecure. This is a key finding from an emergency food security assessment conducted by WFP, the UN Food and Agriculture Organization (FAO) and National Food Security Coordination. “Without rain for the 2016 spring season, farmers will lose their fourth consecutive harvest on which they normally depend to feed their families,” warned Wendy Bigham, WFP’s Deputy Country Director in Haiti, in a news release. “We need to help them meet their immediate needs and help build up their resilience,” she added. According to the agency, the main harvest in 2015 fell below average, with losses of up to 70 per cent in some areas. This is severely threatening food security in Haiti, where agriculture employs half of the working population and 75 per cent of people live on less than US$2 per day.

In addition, the current El Niño phenomenon, which began in early 2015, is one of the strongest on record and is affecting the food security of vulnerable people around the globe, including in Haiti. In some areas of the country, up to 70 per cent of the population is facing hunger and a recent study conducted by the UN Children’s Fund (UNICEF) and the Government of Haiti revealed that malnutrition rates are above emergency levels in several communes. WFP intends to scale up its food assistance programmes to address the most critical and immediate needs of one million drought-
affected people by distributing cash and food rations. The agency also plans to complement the immediate distributions with Cash-for-Assets programmes, in which 200,000 Haitians are paid in cash in exchange for work on watershed management and soil conservation projects to improve local infrastructure for long-term development. In coordination with the Government, WFP has been distributing food to about 120,000 Haitians since November in areas worst affected by the drought. A twomonth food ration feeds a family of five and includes such basic food items as rice, pulses, oil, sugar and salt.
Shooting at Jamaica Labour Party not politically motivated, police say POLICE say the shooting incident at Sunday night’s Jamaica Labour Party (JLP) rally that left three people dead was not politically motivated. Lawmen on Monday attributed the deadly gunplay to gang violence. Two of the three killed – 22-yearold Javin ‘Sparta’ Campbell and Nicholas ‘Chow’ Irving – were members of two feuding factions in the St. James parish. Six other people, including four women, were also injured in the incident. According to the police, there was no evidence to suggest that politics had anything to do with the shooting. At the same time, a senior lawman has urged Jamaicans to play their part to ensure that the campaign period leading up to the February 25 elections is not married by violence. “We are encouraging all Jamaicans to be peaceful throughout this political season, as we all have a constitutional right to choose our

THE Ministry of Health has revealed that three pregnant women in Barbados have contracted the Zika virus, a mosquito-borne illness which has been linked to birth defects. The latest results from the Caribbean Public Health Agency (CARPHA) bring the number of confirmed cases in the island to seven. The ministry said in a statement that the three women have been notified of the results and have been counselled. “Specialised obstetrics care will also be provided to monitor the progress of their pregnancies,” it added. There have been thousands of cases in Brazil of microcephaly – a rare condition in which the heads and brains of infants are unusually small – and other abnormalities, in babies born to women who were infected with the Zika virus while pregnant. According to Brazilian health authorities, more than 3,500
microcephaly cases were reported in Brazil between October 2015 and last month. But the Barbados health officials have echoed the sentiments of the World Health Organization (WHO) that the suspected link is still under investigation and the relationship between the virus and microcephaly has not been established. “The situation is still evolving and information is being updated regularly. The Ministry of Health will continue to roll out its response based on the local, regional and international experience,” the statement said. “As a proactive response, the Ministry has developed and disseminated guidelines to guide general practitioners, obstetricians and other health care providers in the clinical management of women who have the Zika virus during pregnancy.”
Haiti’s transitional president to be elected this Sunday THE Haitian National Assembly will elect a transitional president on Sunday, exactly one week after former President Michel Martelly officially stepped down from office, local legislative sources announced Wednesday. Political leaders who aspire to become presidents have until Thursday afternoon to register their candidates, the Spanish news agency EFE said. On Tuesday, a 15-member legislative commission was created in order to process the registration of presidential candidates. Last Saturday, Martelly signed an agreement with the heads of the both chambers of parliament in order to solve the persistent political crisis and avoid a further void in power. According to the deal, presidential elections will be held April 24. The Organisation of American States’ Permanent Council informed it will hold a special meeting Friday

Moody’s downgrades Bermuda Commercial Bank’s deposit ratings RATINGS agency Moody’s on Tuesday downgraded Bermuda Commercial Bank’s long term deposit and issuer ratings. The agency set BCB at Ba3, down from of the previous Ba2 rating, while its stand-alone baseline credit assessment dropped from ba2 to ba3 and set its counterparty risk at Ba2 from Ba1. The move came after a review launched last September following BCB’s acquisition of 75 per cent of British finance house Private and Commercial Finance Group. In a statement Moody’s said: “The ratings downgrade reflects Moody’s view that BCB has taken on increased asset risk through its acquisition of PCFG that has raised the bank’s overall
risk profile despite its strong capitalisation. “Moody’s notes that the increased asset risk reflects the nature of PCFG’s loan portfolio, consisting of high yield, high loan-to-value consumer auto finance and small and mediumsized enterprise business and leasing finance.” The agency added: “These loans carry a much higher level of delinquent and impaired loans and a higher loss content than do BCB’s commercial loans in Bermuda.” The bank’s short term ratings and counterparty risk assessment of Not Prime and Not Prime (counterparty risk) respectively were affirmed and the outlook for the ratings was assessed as stable. ‘Time to stop using the race card in politics’
-Opines former Bahamas Deputy PM FORMER Deputy Prime Minister Brent Symonette on Tuesday spoke out against remarks made by Tennyson Wells, blasting the former parliamentarian and Cabinet minister for using political tactics that should be “relegated to history books”. According to the former St Anne’s MP, the idea that racial lines still exist within the country’s political forum is absurd. He stressed that voters see political candidates through a colourless lens, where skin colour takes a backseat to work ethic and ability. Mr Symonette’s comments came in response to questions about a potential racial divide in the Free National Movement (FNM). On Sunday, Montagu MP Richard Lightbourn said he was accused of being “racist” during a FNM policy meeting, admitting to The Tribune that he is concerned efforts are underway in the party to define him as such because of his criticism of FNM Leader Dr Hubert Minnis. Mr Lightbourn added that he had been informed that Mr Wells recently called him “racist.” When contacted on Tuesday, Mr Symonette said he has lost “all understanding” for “the means in which politics and politician operate.” He added that it was time for politicians to move away from using the race card as a political tool. “It has to stop,” the former minister of foreign affairs and

Cayman millionaire jailed for seven years MILLIONAIRE Caymanian businessman Canover Watson was sentenced to seven years in prison Friday, one day after he was found guilty of five out of six criminal charges against him in connection with the CarePay hospital contract investigation. The sentence was handed down by Grand Court Justice Michael Mettyear Friday following submissions by Crown prosecutors and Watson’s senior defense counsel, Trevor Burke, QC. Justice Mettyear spoke to Watson directly in pronouncing his sentence: “The evidence against you was overwhelming. you conspired with Jeff Webb to steal money from the Cayman Islands government … from the Health Services Authority and CINICO. You were able to succeed because of your position of power and trust as chairman of the HSA. “You behaved shamelessly … falsifying presentations, letters, emails, contracts and signatures … you fooled a number of senior civil servants and possibly a minister. You tried to fool the jury, although you failed. “You had been an inspiration to many young Caymanians. What on Earth must they think now?” “Canover Watson’s fall from grace is now complete,” Mr. Burke told Justice Mettyear, speaking in sentencing mitigation for his client. “He is ruined.”

Deputy Director of Public Prosecutions Patrick Moran said the Crown would, in due course, recommend forfeiture of at least some of Watson’s assets in attempts to recollect the funds the former Health Services Authority board chairman is accused of taking from the public purse. Mr. Moran said the Crown would also recommend to the Cayman Islands Monetary Authority that Watson no longer be allowed to register companies in the islands. The Bermuda Government has strongly defended new rights for long-term residents that have come under fire from the anti-racism group Curb. The response, issued this week by Lynne Woolridge, the chairman of the One Bermuda Alliance, condemned a statement published that decried the move as inevitably discriminating against black Bermudians. The “pathways to status”, announced on Friday by Michael Fahy, was described by Curb as destabilising and insensitive to the frustrations of economically marginalised black Bermudians. Ms Woolridge’s statement follows: In September of last year, when Minister Fahy was under attack by the PLP for his efforts to improve Bermuda’s Immigration policies and procedures, he made this unequivocal statement: “I must say in the strongest possible way that this Government is not in the business of encouraging immigration from the UK or anywhere else.
“In fact, I have said on record any number of times that what happened then was wrong and does not represent what the OBA stands for.” In its statement published this morning, CURB’s spokesman Lynne Winfield says there is a link between what the Minister has done in his Pathways to Status to “past attempts to economically and politically discriminate against black Bermudians, and through contemporary immigration policies to ensure a “whitening” of the Bermudian population to ensure political control.” That’s a ridiculous and quite obviously discriminatory statement. The only connection between Michael Fahy and what went on in centuries past is the fact that he and most of the people involved then were white. Do all whites, in Ms Winfield’s eyes, discriminate against blacks? I don’t believe so, and would hope that the vast majority of Bermudians don’t, either. Immigration law and policy in Bermuda is a hodgepodge of stopgap measures that failed to produce long-
term, sustainable solutions. The previous government acknowledges that it made mistakes during its time in power that have had a serious impact on our economy and that have run us afoul of baseline international human rights standards. The status quo is unacceptable. This is especially the case in a jurisdiction as modern as Bermuda holds itself out to be. The status quo has led Bermuda to fall afoul of its international legal and human rights obligations under the European Convention on Human Rights and the International Covenant on Civil and Political Rights. Blanket bans on obtaining such residency rights, as are now in place, are not consistent with the European Convention on Human Rights. Perhaps Ms Winfield and others believe that there is no reason why Bermuda should be bothered by these conventions when it comes to Immigration. Let’s not kid ourselves. We have a duty, as do all civilised countries, to live up to globally accepted human rights standards.

Clinton fails to rally women to her history-making bid HILLARY Clinton made the prospect of her being elected the first woman U.S. president a centerpiece of her campaign, then lost a critical nominating contest to a 74-yearold man in part because women preferred him. NBC News exit polls showed Clinton, a former secretary of state, U.S. senator and first lady, won 44 percent of the women’s vote in this week’s New Hampshire primary to 55 percent for her Democratic Party rival, U.S. Senator Bernie Sanders. Young women contributed significantly to Clinton’s loss, and the candidate acknowledged that she struggled with young voters. “I know I have some work to do, particularly with young people,” Clinton said during a concession speech. “Even if they are not supporting me now, I support them.” With women over 45, Clinton prevailed with 56 percent of the vote, ABC News exit polls found, but Sanders won 69 percent among women under 45. Among women under 30, Sanders won a staggering 82 percent. Unlike Barack Obama, who played down his African-American roots when elected the first black president eight years ago, in this election cycle Clinton, 68, has emphasized the breakthrough a Nov. 8 victory would represent for women.

Clinton told a young woman the same day that she has to walk a “narrower path” because she has “got to be aware of the fact that I’m trying to be the first woman president of the United States of America, and there has never been one before, and so people don’t have, you know, an image.” The remarks by Albright, the first woman to serve as secretary of state, and others by feminist icon Gloria Steinem were assailed as disparaging by young women supporters of Sanders. Steinem had said young women were drawn to Sanders because that was where the boys were. With the next nominating contests in Nevada and South Carolina, Clinton will seek to lift her standing among women. Katherine Wilbur, 20, a geography major at the University of South Carolina from Hopkins, South Carolina, said she had yet to decide on a candidate or party. “I think that’s ridiculous. It’s 2016,” Wilbur said of the suggestion that women should vote for other women. “It’s not important to me.” Paige Lambert, 23, who volunteered for the Sanders campaign in New Hampshire, said she thought the remarks by Steinem and Albright were sexist.
EU referendum: Tusk says talks over UK changes fragile THE man responsible for trying to broker a deal over the renegotiation of the UK’s EU membership has said the process is “fragile”. Donald Tusk, the European Council president, said he had cancelled all his engagements to focus on talks with EU leaders and senior MEPs. The UK hopes to win the backing of other EU countries for its draft reforms at a summit next week. This could pave the way for an inout referendum to be held this summer. In recent weeks, EU officials have made positive noises about the prospect of an agreement at the Brussels meeting on 18 and 19 February. This is seen as crucial to allow David Cameron to hold a referendum on the UK’s membership of the EU on his preferred date at the end of June. But Mr Tusk has indicated the size of the task still ahead by clearing his diary to focus solely on high-level talks. He tweeted: “Talks on UK in EU settlement a fragile political process. I cancelled all my obligations to meet EU leaders & EP to secure

MarShawn McCarrel’s family said his emotionally draining work may well have taken a toll on him. The 23-yearold shot himself in front of the Columbus building Monday night, Lt. Craig Cvetan of the State Highway Patrol told the Columbus Dispatch. “My demons won today. I’m sorry,” the activist, who recently attended the NAACP Image Awards, posted on his Facebook page about 3 p.m., just hours before his body was found near the Statehouse. His last tweet read: “Let the record show that I pissed on the state house before I left.” No one witnessed the shooting, Cvetan said. McCarrel was pronounced dead at the scene. Ranking North Korean army officer said to be executed by regime A SENIOR North Korean military leader has been executed for “factionalism, misuse of authority and corruption,” a South Korean government official with knowledge of North Korean affairs told CNN Thursday. The official, who spoke to CNN on condition of anonymity, declined to give further details on how or when General Ri Yong-gil, chief of the North Korean Army’s general staff, was executed. Ri was appointed to the position in 2013, South Korea’s Yonhap news agency reported. One source told Yonhap that Ri was executed last week. David Kang, a professor of international relations at the University of Southern California, told CNN the move appeared to be a show of strength by North Korean leader Kim Jong Un. Ri’s execution is the latest in a string of high-profile officials that have been purged in a dramatic fashion. “It is another way for Kim Jong Un to show he is in power. He is still young, and still learning who is on his side and who is not,” said Kang. “The people who are on the wrong side become disposable.” The news comes amid heightened tensions on the Korean peninsula,
following last month’s nuclear test by the North, and Sunday’s rocket launch. North Korea insists the launch was to put a satellite into orbit, but it was viewed by other nations, such as Japan and South Korea, as a front for a ballistic missile test. This type of rocket, analysts say, could also be used as an Intercontinental Ballistic Missile (ICBM) and could potentially carry a nuclear warhead. Texas couple ‘enslaved’ nanny by making her work 20 hours A TEXAS couple “enslaved” a nanny by repeatedly abusing her and making her work 20 hours a day without pay, authorities said. Chudy and Sandra Nsobundu of the Houston area forced the nanny to only drink milk left in bowls that the children had used for cereal. She was also denied hot showers, the complaint said. The caretaker, a Nigerian woman, was also forced to sleep on the floor. The 38-year-old nanny, who was not identified, said she was promised $100 per month but has never been paid in her two years working for the Nsobundus in their Katy home and caring for their five children. The couple also took the nanny’s passport, so she was unable to leave. The nanny was “enslaved” by her employers, federal prosecutor Ruben Perez said. “She regularly endured physical and verbal abuse and was not treated like a human being,” the criminal complaint said. The nanny would work every day from 5:30 a.m. to 1 a.m. without breaks and had to eat leftovers, according to the complaint. Sandra Nsobundu would hit her repeatedly if she thought the nanny

The Nsobundus were charged with forced labor, withholding documents, conspiracy to harbor an illegal immigrant and visa fraud. The couple, who made their first court appearance on Tuesday, face up to 20 years in prison.
Christie ends bid for Republican nomination REPUBLICAN Chris Christie has dropped out of the US presidential race after a disappointing finish in New Hampshire. The New Jersey governor spent heavily and campaigned the longest in the state but still finished in sixth place. Mr Christie joins former tech executive Carly Fiorina, who also left the race after struggling in Iowa and New Hampshire. He was praised for his debate performances and was credited with blunting the momentum of Marco Rubio. During the campaign, Mr Christie promoted his law-and-order credentials, saying his experience as a federal prosecutor after the 9/11 attacks uniquely prepared him to protect the country against terrorists. Also as the Republican leader of traditionally Democratic state, Mr Christie said his experience showed he could work with both parties to get things done in Washington. However, as a candidate his positions on issues such as climate change, immigration and gay rights shifted to the right, putting him in line with his more conservative rivals. Mr Rubio had surged in the polls after a strong showing in Iowa. But Mr Christie effectively painted the

RESPONSIBILITIES AND DUTIES: • Manages the medical aspects of the NHIP Emergency Overseas Treatment Programme; • Manages all aspects of the Operations department inclusive of all staff assigned to the department; • Manages and develop the Operation Department Budget with the view of ensuring that the Department expenditure remains within or below the Budgeted ranges; • Developing policies, procedures, standards and controls or effective management of the Operations Department • Collection of statistics form ICL (the hospitals) and the
private providers as required by management and the actuary • Liaise with the NIB to identify number of employment injury and occupational disease cases. • Enforces cost-reduction strategies and recommends initiatives in the management of patient’s care; • Prepare Quarterly performance reports and trend analysis • Recommends and monitors systems and procedures to facilitate achieving of objectives within the area of responsibility; • Verifies and signs-off on overseas provider claims in order to ensure veracity of claims as well as conducts value for money audit; • Advise on the adjudication of claims by Beneficiaries in special circumstances, outside the scope of usual and customary benefits, including overseas claims • To make recommendations to the Board on policy decisions such as but not limited to; reimbursement and to recommend accreditation standards in line with the Health Practitioners Board or other authorized Agency. • Conducts a sample survey of health care providers and facilities to derive baseline data on the availability and quality of services as well as the capacity and readiness to meet the demands of the NHIB; • Coordinates activities and provides advice to the NHIB team charged with the specification and costing of the service benefit package and in the development of provider payment systems; • Convenes and takes the lead in meetings and other mechanisms aimed at defining criteria for inclusion in the NHIB provider network, as well as developing norms and protocols for quality assurance utilization reviews, access to overseas care, and modifications ( inclusion and exclusion) of items in the benefit package; • Collaborates with other members on the NHIB team in the design and implementation of activities related to accreditation of health providers; • Collaborates with other members of the NHIB team in defining and developing contractual agreements with local and overseas providers for services within the benefit package; • Assists in the development of detailed terms of

LOCAL boxer Amederly Forbes competed against another boxer in Nassau, Bahamas on Saturday (January 30) and won his first match. Upon his arrival back to the Turks and Caicos Islands, Amederly Forbes told media that at first he was unable to find a fighter to compete against, but when he did, he was able to show the public how talented his was in the art of boxing. In the interview he said that before the game, the first thing he did was pray and then of course, listen to his trainer and focus as much as he could. Forbes said that just like any other sport, boxing is something
that requires a lot of focusing and discipline. He said: “Most people be scared because they going face another fighter or they might be scared of getting hit.” Despite not obtaining any actual wins, Forbes was still confident that this was just the beginning of something great for him and for the TCI. Coach of the boxer, Gary Lightbourne said in an interview that he is proud of Forbes. Lightbourne said that after noticing the potential that Amederly had, it was constant training from then on to help him develop his talent even more. He also commended Forbes on his
jabbing skills. He said: “In boxing when you start boxing, the jab is the most important thing in boxing. “Your jab, your balance and your form. If you got your balance, you could do anything off of your balance.” Lightbourne said that he felt like it was an extension of himself when Forbes won the match that Saturday in the Bahamas and that he expects great things to come from the young man. Rugby interest grows in the GT after visit A recent visit from the TCI Rugby Football Union’s short-term Rugby Development Officer, Brennan Guy and local coach Aussie Dickenson spurred on the interest of rugby at the school level in the capital city. The on-going “Get into Rugby” programme, hosted by the Canadian Guy, is being used to push the game at the school level nationwide. The visit to Grand Turk took place last Thursday and Friday. The coaches taught the students of Ona Glinton the basics of the game before travelling to the HJ Robinson High school to teach more technical aspects of play.
Information from the TCIRFU indicated that the students enjoyed their training sessions. “The coaches were joined by players from TCI’s national rugby team, who helped coach the children for a two hour session in the art of the beautiful game of rugby. The session focussed on passing, team skills and fitness, as well as the values of the game – integrity, respect, solidarity, passion and discipline. “In the afternoon, the coaches visited H.J. Robinson High School and hosted a rugby training session with the students and their rugby team, The Stallions. The HJ students
focussed on more advanced rugby drills and techniques, with the training session being a resounding success.” Guy, who is having a short stint with the TCIRFU, already visited North Caicos, where he had sessions with the Hubert James Primary School and the Raymond Gardiner High School. TCI’s junior sprinter Wikenson Fenelon ran a personal best when he competed at last Saturday’s Youngster Goldsmith Invitational at the National Stadium in Jamaica en route to a 100M victory. The 16-year-old clocked 11.39s in the class-two event. His previous best was 11.44s achieved at last year’s CARIFTA Games. The Grand Turk born, who recently recovered from an injury, said he feels better and is hoping to improve his times in other meets. Also performing well at the meet was fellow national junior athlete and Jamaica College student, Colby Jennings. Jennings, who ran under 50 seconds two weekends ago, clocked 50.67s to win his heat. The 15-year-old finished fourth overall in a field of 55 athletes.

On Saturday the unbeaten side hosted an ever-improving Grand Turk United side, which managed to match the teenage team’s intensity for a large portion of the game. Academy were however too strong and too explosive and managed to pull off a 2-1 win. Mackenson Cadet opened the scoring for the eventual winners after 34 minutes of play. Raymons Burey made it 2-0 in
the second half after a corner went straight in. GT rallied after this and showed a lot of character to fight back and dominate the game for a while with Darren Dockery successfully volleying a shot after the Academy keeper missed a corner. He also hit the bar later on, but in the end Academy held on for the win and kept their 100% record intact. Prior to the clash the visiting GT team (who play twice every time they travel to Provo) were defeated 1-0 by the SWA Sharks. The win, was the first for the Sharks in three
games. Charles Whittaker fired in the only scoring shot of the game. BEACHES WIN On Tuesday evening, Beaches defeated Teachers 4-0. Despite the score-line, the game was not a one-sided clash, as Teachers also had good runs, although they were unsuccessful in their attempts. Beaches hurried to a 2-0 lead in the first 15 minutes of play. Barrington Somers converted both (one from the penalty spot). There was a lull in scoring until the 72nd minute when Omar Chambers found the back of the net. Anthony McKnight made it 4-0 with a goal in added time.
NATIONAL footballer Shinaydine Pluviose will officially kick-off her US college stint this weekend with her first tournament. The 17-year-old, who was awarded a scholarship to attend the Garden State Community College in Kansas, USA this year, said she is excited about doing well. Pluviose, a former Clement Howell High School student, has seemingly impressed her coach, since she is expected to start with her new team. Given her dominance in the field she is also capable of playing several different positions. “The coach told me he was thinking of either central defender, centre midfield or attacker but he haven’t decided yet.” Since she started school on January 11th, she has had several training sessions. “It great, I’m just trying to manage
with the new weather, but it’s good. The girls here are awesome and competitive so that makes me work hard and I like that.” The former Academy player in the Women’s Football League told the Weekly News that she has caught up to the rest of students academically, after starting the semester late. “School is going great; grades looking good now. I’ve caught up in all the subjects I had to catch up on.” Initially Pluviose was set to do an association degree in business administration, but she recently added culinary into the mix. Vice president of the TCIFA Oliver Smith, who had been instrumental in getting several scholarships for TCI footballers over the years, recommended Pluviose to the college, after she had acquired nine CESC subjects (eight of them being either grades 1 or 2).

Brooks continues to improve in college
PAUL Quinn College Tigers forward Ashley Brooks continues to improve, but his team, going through a rebuilding stage, has had their share of disappointments this year at the US collegiate level. The 20-year-old has worked on his scoring this season and over the weekend had relatively solid numbers. He scored a doubledouble on Friday evening (14 points and 10 rebounds) and eight
points and seven rebounds on Sunday night. Brooks, who was born in Florida, but grew up in Grand Turk, said that the games were bitter sweet, since he is happy that he continues to improve, but is sad that his team is not dominating. “My game is definitely getting better; I’m improving with every passing game.”
THE GT Stallions bounced back from two defeats to show signs of their dominant selves in a 10-point win over rivals the Flyers on Saturday night at the Gus Lightbourne Sports Complex court in the Provo Amateur Basketball Association (PABA) Night League. After losses to the Police Badgers and the unbeaten Harbour Ballers two weekends ago, the Stallions defeated the Flyers 85-75. Damian Seymour led the attack for the winners with 22 points, three rebounds and three steals, while Kino Williams added 16 points, four boards and three steals. Anthony Cash led the Flyers with 24 points and six rebounds. Teammate Darado Fulford chipped in with 16 points and eight boards. Also on Saturday night the Spartans defeated the Sonics 11792. The Spartans were led by Reco Forbes (31 points, nine boards and four steals), Shannon Hall (27 points and 10 rebounds) and Trevente Williams (23 points). The Sonics duo of Galvin Hall Jr. and

National U9 and U11 football teams set for Florida tournament TWO TCI national teams, our U9s and U11s were scheduled to depart Providenciales on Friday to compete in this weekend’s Disney President’s
Day Soccer Festival at the ESPN World of Sports Playing Facility in Orlando, Florida. The teams will play three
preliminary games each, in their respective age groups, for a chance to reach the semifinals, and final.
TCI has a good track record at the games, since the U9s reached the semi-finals in 2014. Bennett Williams will be
responsible for the U 9 team, whilst Fraser Park; assisted by Neil Coles, will be in charge of the U 11s.
