UKOT begins preliminary negotiations with UK on Brexit BY OLIVIA ROSE PRELIMINARY negotiations with the United Kingdom (UK) Government in anticipation of the Britain’s exit from the European Union got underway last week at the Joint Ministerial Council (Overseas Territories – Europe Negotiations) Meeting in London. Premier and Minister of Finance, Investment and Trade, Honourable Sharlene Cartwright Robinson, joined other leaders of the United Kingdom Overseas Territories (UKOT) for a two-day meeting which sought to facilitate political engagement and collaboration between the UK
Government and the Governments of the Overseas Territories to ensure that OT’s requirements are taken into consideration in the preparations of the UK to exit the EU. According to Government release the forum presented an opportunity for OT leaders to discuss areas of opportunity for EU cooperation and collaboration that may be affected during the period that the UK remains a member of the EU. The basis for a future relationship between the UK, OTs and EU was also discussed at the dynamic two – day meeting. According to the statement the meeting further provided a road

On Thursday, June 23, the people of Britain voted for a British exit, or Brexit, from the European Union in a historic referendum. The outcome has prompted jubilant celebrations among Eurosceptics, around Europe and sent shockwaves through the global economy. Although it will take Britain at least two years to leave the EU, the shift has already changed the financial dynamics of the entire world. It resulted in the slowing down of commerce in the UK and brought the British pound down to its lowest in history, not to mention the escalation of the volatility of the financial markets. Meanwhile, Premier Cartwright
Robinson had other key engagements on her agenda. To this end a bilateral meeting was held with Minister of State of the Foreign and Commonwealth Office, Baroness Anelay of St. Johns on key areas of concern for the Turks and Caicos Islands Government, among which are national security: border protection, crime and policing and prison reform, SIPT funding and she also highlighted human rights achievements and concerns. The Premier also committed to continuing dialogue on TCI’s proposed constitutional amendments. Additionally, a meeting took place with the Minister of State for Security; Hon. Ben Wallace MP on proposed amendments to the Criminal Finances Bill, which if passed in the UK Parliament could see the introduction of open registries in British Overseas Territories sooner than originally anticipated.
Premier Robinson also received a courtesy call from former Governor Peter Beckingham at her London Office. Former Governor Beckingham is expected be a part of TCI’s Investment Conference that is scheduled to be held in March 2017. The JMC (OT-EN) was hosted by the Rt. Hon. Baroness Anelay of St. Johns DBE Minister of State of the Foreign and Commonwealth Office and Mr. Robin Walker MP, Parliamentary Under Secretary of State, DExEU, and was attended by leaders of twelve members of the Overseas Territories of the United Kingdom Overseas Territories Association (UKOTA) which includes: Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Falkland Islands, Montserrat, St Helena and Ascension Islands, Tristan Da Cunha and The Turks and Caicos Islands.

“2016 an impressive year for Tourism”
TCI fastest-growing tourist destination in the Caribbean THE TURKS and Caicos Islands is the fastest-growing tourist destination in the Caribbean, according to the latest statistical report from the Caribbean Tourism Organization (CTO). According to the CTO despite political uncertainties, security concerns and economic challenges in the country`s major source markets, stopovers to the destination grew by a robust 17.5 percent in 2016 totaling 453,612 arrivals when compared to 385,531 arrivals in 2015. The CTO in a release issued on Tuesday, February 14, pointed out that the TCI welcomed and hosted some 1,300,575 tourists to its shores in 2016. It noted that while the majority of arrivals were cruise-based, 2016 marked an impressive, fifth consecutive year of growth in stopover arrivals. Further assessment of the 1.3 million arrivals in 2016 shows 453,612 visitors were stopovers and 846,963 arrivals came via cruise. The Turks & Caicos Islands Tourist Board underscored that 2016 marked a record setting year for the destination; which saw for the first time some 400,000 stopover arrivals through our international airports and fixed based operations. The release stated: “For a consecutive year, the destination recorded growth in each month of the year and within the overwhelming majority of its major source markets. “The growth rate ranged from a 27.4 percent increase in stopover arrivals recorded in September to a 7.5 percent increase in December of 2016. “According to the recently released State of The Industry Report 2016 from the CTO, tourist arrivals among the destinations showed uneven growth. Of the 28 Caribbean destinations reporting data for varying periods between January and December, the Turks and Caicos Islands’ 17.5 percent increase in stopover arrivals lead the region. Besides the TCI 4 countries, Belize, Cuba, Guyana and Bermuda reported double digit growth rates.
“Six destinations experienced declines in stopover arrivals.” On par with the rest of the Caribbean, the TCI`s strong performance in 2016 was primarily supported by the sustained economic growth and relatively low oil prices in the United States, the country`s leading source market. “Regionally there were over 14.6 million visitors from the U.S. according to CTO’s report, 3.5 percent more than the previous year. “CTO attributed the region’s performance to solid economic growth, a low unemployment rate, and high consumer confidence in the U.S. “Of the 28 destinations in the region reporting data, the Turks and Caicos Islands were among one of seven destinations recording double digit increases within the period, outdone only by Belize.” On the other hand, while the destination continued to boost its stopover arrivals in 2016, for a consecutive year cruise arrivals took a downturn. “The Grand Turk Cruise Center greeted a total of 846,963 cruise passengers, an 8.9 percent decline in cruise passengers’ year-over-year. “Similarly, for a consecutive year the Cruise Center also welcomed fewer ships, hosting 284 compared to 317 ship calls in 2014; this marked a 10.4 percent decline in ship calls year-over-year. “The month of March showed the most significant growth rate in cruise passengers and ship calls to the Grand Turk Cruise Center, recording an increase of 25.6 percent and 13.3 percent respectively. “The month of December saw a total of 97,799 cruise passenger arrivals, the most arrivals in any given month of the year, a 4.8 percent increase when compared to 2014 despite a 2.8 percent decline in ship calls for the month. “October saw the largest decline in cruise passenger arrivals and ship calls to the destination helped by an active 2016 hurricane season.” The CTO highlighted that although the Turks and Caicos Islands

was spared the wrath of Hurricane Matthew, regional neighbors sharing the same itineraries as Grand Turk such as the Dominican Republic, Haiti and The Bahamas were significantly damaged. “Cruise passenger arrivals to Grand Turk decreased by 38.9 percent while ship calls were down by 44 percent in the month of October.” The CTO further highlighted the ongoing saga with Carnival Cruise line and locals and urged that the matter be resolved in timely manner to rebound Grand Turks cruise industry. “There is no secret that grave challenges continue to threaten the cruise industry in Grand Turk. The ports underperformance for the consecutive year is an indication that an agreeable solution to a list of unresolved matters between Carnival Cruise Lines.” OUTLOOK According to the release, 2016 was undoubtedly another successful year for the main revenue earner and top industry in the Turks and Caicos Islands despite the raise in the level
of global uncertainty. It was noted that while global uncertainties such as the implications of Brexit or any unforeseen events could still impact the performance of tourism in 2017 and beyond, the outlook for the destination remains strong. To this end, the Turks and Caicos Islands recently saw the debut of several new hotels in winter 2017, led by the ultra-luxurious resort The Shore Club and the boutique offerings of Beach Enclave North Shore, both on Providenciales, as well as, the barefoot luxury of Sailrock resort on the undeveloped island of South Caicos. “These new resort openings, coupled with the recent announcements of Blue Cay Estate, a new luxury waterfront villa collection to be operated by the award-winning Grace Bay Resorts slated for first phase completion in mid-2017 and the debut of Beach Enclave Long Bay expected in late 2017, are welcome increases to the room inventory of the destination. “The Turks and Caicos Islands
recently received a boost in its accessibility for potential visitors in mid-December 2016 as United Airlines introduced a nonstop flight on Saturdays from Washington D.C. to Providenciales, opening a new gateway to the destination. “The Turks and Caicos Tourist Board and its partners will continue to increase the destination’s presence within the market place by embarking on a series of travel and trade shows. Traditional and non-traditional media strategies, sponsorships, and promotional events in the United States, Canada, Europe and Latin America will also continue. The Board has renewed its commitment to working with wholesalers, hotel partners, airlines and cruise to sell the destination. In addition, the Turks and Caicos Islands is working to expand its hotel and tourism product beyond the traditional hub of Providenciales and Grace Bay Beach to the other beautiful islands, as demand for additional accommodation, attractions, and niche offerings has increased. COMMISSIONER’S TAKE ON CRIME Police Commissioner James Smith says, contrary to rumors crime is down in TCI, especially in Provo. Is he serious ... or was this just a joke? The figures may be down but….
It may be that crime figures are down but that the type of crime has changed. It would be an interesting comparison to see the actual numbers for some specific crimes, such as armed home invasions and other weapons offences, over say the past 5 years.
High levels of concern
While we celebrate the fact that the current police chief is tying his best to catch the criminals, there is still a high level of concern. Until the US government withdraws its issued concerns about safety in TCI the concerns about crime will continue. We have had high level of crime in the government of the past years. We have allowed the 16 defendants to escape justice by switching attorneys and running away. As the trial moves towards conclusion this year we have all the defendants walking free. With their connections they can leave TCI any time they want. This lack of justice being served has been an example for the lesser criminals to look to as heroes.
Alternative facts?
Alternative facts? Why don’t we hire a task force of highly qualified professionals for a limited amount of time until we arrest these gun wielding criminals? Why is there not a reward large enough to ensure someone gives them up? Who is covering up for them?
Living in fairyland
The Commissioner is living in a fairyland and not Provo. Crime is on the rise period! Now what does he intend to do about it? He needs to use all the tools he ought to have for solving crime. He goes on and on about persons not coming forth and reporting crime. One, eye witnesses are notorious for giving evidence that is not credible and unreliable. Two, what about forensic science? The Commissioner can start to solve crimes by looking within the police force.....please stop police officers from using police vehicles while on a personal frolic....what is a police vehicle doing at places of questionable repute all hours of the night and no one is being arrested?....where does an
officer gets the money to build a big time house with questionable comings and goings?....look within the police force first.
Try that one on the victims.
These guys along with Governor live insulated and protected lives in their ivory towers. Talk is cheap. Joke? If out wasn’t so sinister you would liken it to a Punch and Judy show. This sort of thing is typical in the U.K. nowadays; it’s called “spin and control”. It ‘s architect was that creature known as Tony Blair (Iraq and all that). The idea being to alter facts to suit you’re own purpose. This sort of thing stinks of the FCO, as the Commissioner is beholden to them for his job; certainly it wreaks of their usual underhand dealings, as they want to avoid paying for policing.Nobody feels safe here, numerous people already talk of leaving and as for tourism, you can kiss it goodbyeFinal note, have a look at how France and Holland deal with their equivalent of dependent territories. They take a far more pragmatic and altruistic approach and actively support them. The Lion and Unicorn should shamefully turn their heads to the wall on this one!

Is he serious? Figures don’t lie but liars can figure. Joke J-O-K-E!!!!!!!
Need numbers
We need the numbers to really know. How many reported crimes in 2015?how many in 2016? Classify the kinds of crimes those figures represent. And of course how many were solved - meaning perpetrator is in jail. If we looked at those numbers we would know. Opinion doesn’t matter here, except to politicians
We need statistics
It would be interesting to see a detailed statistical breakdown of the crimes in comparison to other periods. It may well be that minor crimes have been mitigated by an increased police presence, thus reducing the total number of all crimes. However, it sure seems that serious crimes are on the upswing
on Provo. It is the murders, armed robberies, sexual assaults and home invasions that have people scared to death, not the petty crimes.
Stronger information needed
Only strong and well collected data can say whether crime decrease or not. Compare to all the populist nonsense you find on face book and social media, this is way stronger information. Even the way you turn your question is showing you speak with what you hear “around”. To cut the discussion, let him explain where he got this conclusion from. Obviously, if he get it out of his hat, he is a joke. If he is using a proper data system then we will be in position to answer this week TALK BACK.

A threat to our tourism industry
This Commissioner of Police is a failure, and he knows it. He is only trying to keep his job. The Governor needs to get rid of him and bring in someone who can do the job. Surprisingly, the TCI continues to do well in tourism. But crime will destroy our number one industry it if is not kept in check. Get rid of this man; he is a threat to the industry.

Opposition leader suspended from HOA for “disrespectful behavior” BY DELANA ISLES LEADER of the Opposition, Charles Washington Misick has been accused of being disrespectful to members of the House of Assembly and has since been suspended. On Monday (February 13), a debate over allocations made in a 2016/2017 supplementary budget that was tabled by the new government, denigrated into a shouting match among members after insults flew from the main opposition bench. The appropriation bill at the centre of the controversy requests $4M for expenditure largely relatedly a number of contingency warrants, funds for Hurricane Matthew and urgent and unforeseen works related to the Prison, seawalls, projects in Grand Turk, treatments abroad, additional funding for TOLCO acquisition, and various litigations and other sums for urgent and unforeseen expenditure. In his contribution to the debate following the second reading of the Bill, elected member for Cheshire
Hall and Richmond Hill, Doug Parnell supported the appropriation, while pointing to what he recalls as the PDM calls for resolution of the TOLCO agreement during the PNP’s four years in office, which is only now leading to it now being resolved under a PDM government. He then goes on to congratulate the PDM government for “turning things around and closing the deal”. Parnell continued that he does not think that without Goldray Ewing’s (elected member for Blue Hills then and now) impassioned pleas these last four years things would have gotten done so quickly. The Cheshire Hall member’s statement did not sit well with the Misick, as he rose to contribute to the debate, stating that he had not intended to do so, but changed his mind after Parnell’s comments. Responding to the statements made by Parnell, Misick said: “I have in fact listened to the blowhard from Cheshire Hall, I had to arise to say something. Not only is he a pompous blowhard but he is also a blatant stranger to the truth…”

early February as a result, the panel unanimously agreed to recommend Mr. Trevor Botting to His Excellency the Governor as the best candidate for the post. Mr. Botting, who is the current Chief of Police in St Helena has accepted the position and is due to arrive in TCI in early May. Botting said: “I am delighted to be appointed as the Deputy Commissioner for the Royal Turks and Caicos Police Force and look forward to working with the Commissioner and my Teams to develop and deliver a policing service to the communities, partners, and stakeholders on TCI.” Trevor Botting, currently Chief of Police for the British Overseas Territory of St Helena, Ascension, and Tristan Da Cunha has over 34 years of policing experience both in the UK, with Sussex Police, and in his current role overseas. Botting has significant experience as a Strategic and Tactical Police Commander, his last role in the UK being focused on Crime and Operations, leading 500 staff in dealing with all aspects of crime, operations,
and response to calls from the community. He has also worked in Neighborhood Policing, working as a local District Commander. He has also lead the Force Firearms Operations and Training Teams and the Force Dog Unit, working at a National level in the development of Police Dogs across the UK. Botting has experience of airport policing and disaster management when he was the Police Commander for Gatwick Airport, the busiest single runway airport in the world. According to the department Botting has served in positions with responsibility for Immigration, HM Prison, Fire and Rescue, Sea Rescue, Disaster Management and Search and Rescue. During his time on St Helena he has developed and reformed policing and his other business areas through introducing Neighborhood Policing, a Code of Ethics, developing multi-agency working in relation to Disaster Management and developed a brand new Sea Rescue Service for the Island.

At this point, the Premier Sharlene Cartwright Robinson rose to register her displeasure with the leader’s use of the word blowhard to which Misick told her to look it up in the dictionary. “Is this the contribution you are going to be making at this level… arrogance?” she responded. She encouraged him to find a different way to address the member, to which Misick told the Premier that she should stick to the point of order she rose to intervene on, or have a seat. At this point, there was disruption in the House as other members sought to have their voices heard by the Speaker of the House. Cartwright Robinson forcefully pointed out that the party leader
cannot address members of the House in that manner. When quiet and order was restored in the House, the Speaker acknowledged that while debates can get heated, members must conduct themselves in an honourable manner. Addressing the leader of the opposition directly, the Speaker stated that “no one is a blowhard in this honourable house” and invited him to withdraw the statement. Misick pointedly stated that he would not, to which the Speaker cautioned him to be careful. “This is my honourable House, don’t disrespect the chair… I sit in this chair, don’t ever disrespect this honourable house and don’t ever disrespect this chair,” the speaker said, further warning Misick not to speak when he is speaking, as he could be heard doing in the background. Misick was then invited to withdraw his statements and have them expunged from the record. But a persistent Misick sought to define what a blowhard is for the Speaker, rather than tender an apology. ”The definition of a blowhard is a person who blusters and boasts in an unpleasant way; I will not be withdrawing that statement, that is not against the rules of the House,

I will not be withdrawing the statement,” he said. The member for Cheshire Hall then rose to point to Standing Order 59, 4 which states that a member may not include insulting language in relation to another member. Parnell added: “The member on the other side may not like the content of my speech but I have never insulted any of them and I believe that such an accusation that he has laid against me… as well as some things he referred to the Premier is unbecoming, unbecoming of parliamentary language.” But despite continued encouragement from the Speaker to withdrawn the word and apologise for his alleged disrespectful behavior to both the Premier and the Speaker, the leader of the opposition stood firm, prompting a ten-minute suspension of the House. Upon its resumption, Misick agreed that his comments to the Speaker and to the Premier were inappropriate and withdrew them. However, he was unrepentant about calling Parnell a ‘blowhard’. The Speaker said that the statement was offensive and insulting, and subsequently suspended Misick until further notice after a suspension motion was made by the government and a division of the vote was called.

This comes as CartwrightRobinson, visited London to attend the Joint Ministerial Council (Overseas Territories – Europe Negotiations meeting. The Premier hosted a reception in London and Manchester to address the Turks and Caicos Islands students and diaspora on matters of national priority and the focus of her Government, and further had the opportunity to hear their concerns. As an advocate for the development and empowerment of young people, the Premier informed the gathering of her plans for re-
positioning young professionals in the work-place and beckoned those who had completed their studies to participate in the development of the Turks and Caicos Islands by returning home. Premier Cartwright-Robinson said: “I was astounded by the large number of Turks and Caicos Islanders residing and studying in the UK, and especially in Manchester. “In addition to the scholarship beneficiaries, many persons are employed or self-funding their educational development. “So the response to the invitation to meet with them was very well received and I found the evenings to be very engaging and invigorating.” Premier Cartwright-Robinson, who got the opportunity to speak one-on-one with the students and diaspora, committed to working with the private sector to create more

Speaker accused of blatant bias towards the Government BY OLIVIA ROSE THE SPEAKER of the House of Assembly has been accused being biased towards the Government when he ejected the Leader of the Opposition this week from the House of Assembly. Leader of the Opposition, Hon. Charles Washington Misick was suspended from the House on Monday February 13, for calling Member for Cheshire Hall and Richmond Hill, Hon. Doug Parnell, a “pompous blowhard”. Speaker of the House, Hon. Dwayne Taylor called on Misick to withdraw his remarks against the member and to apologize to the Chair for other unparliamentary remarks. A heated engagement then ensued between the Speaker and the Leader of the Opposition, who responded: “As it relates to my comments in relation to “blowhard”, I stand on the dictionary, it is not an offensive word, and I will not withdraw it, and I will not apologize.” Misick who issued a press statement shortly after his suspension said the Speaker is clearly partial to the Government. He said: “At today’s sitting of the House of Assembly, the Leader of the People’s Loyal Opposition was erroneously suspended for the

remainder of the day in a move instigated by the Premier and executed by the Speaker of the House.” Even though debate rules prohibit the hurling of insults at Members of the House, Misick remained adamant that he correctly labeled the Member for Cheshire Hall and Richmond Hill a “pompous blowhard” for his numerous attempts at trying to take credit for the actions initiated and budgeted for by the PNP administration. Misick, who believes the Speaker
was being controlled from the floor, said: “Of grave concern was the visible sidebar conversation between the Speaker, Premier, and Member for Cheshire Hall and Richmond Hill, when the Speaker used the incorrect procedure clearly instructing help on the next moves during the 10 minute suspension of the House’s proceedings. “The change is here, no record, no plan, just taking credit for the work of the PNP administration and silencing anyone who attempts to set the record straight or oppose them.” He pointed out that the Speaker even allowed Premier Sharlene Cartwright –Robinson to speak without stating whether she was rising on a point of order. And when this was brought to his attention he allowed the Premier to speak without interruption. Misick stated the planned bait and hook orchestrated by the Premier, Speaker and Member for Cheshire Hall was meant to provoke the Opposition. “We, your loyal Opposition will keep records of partiality as it relates to the Speaker’s execution of his duties, which must be firm, fair and consistent in dealing with all members of the House of Assembly, regardless to which side of the House they sit on.”
Lifeless body of American doctor found on beach in Middle Caicos BY DAISY HANDFIELD THE LIFELESS body of an American doctor was discovered in Middle Caicos, on a rock above the shore on Friday (February 10, 2017), after he had been missing for days. According to a police report, Dr John McGurk, a 32-year-old St Louis doctor, arrived on the island on Monday (February 6, 2017) and checked in at the Blue Horizon Resort at around 2 pm. Hotel management, concerned about his whereabouts after not seeing him since check-in, filed a report to the police on Wednesday, February 8 at 9:12 pm. As a result, a search was launched and the body of McGurk was found in an area not too far from the hotel on Thursday (February 9, 2017) around 8:40 am. He was pronounced dead at 1:30 pm by Dr Camelia Clarke. The body of the deceased is currently in Providenciales, awaiting an autopsy to determine the exact cause of death. Meanwhile, Dr. Doug Pogue, president of BJC Medical Group issued a statement Sunday confirming McGurk was a doctor at

More transparency and Post cabinet accountability needed in meeting statement litigation matters - Parnell BY DELANA ISLES THE APPROPRIATION Committee has called on the attorney general chambers to present all potential litigation costs and liabilities to the House of Assembly before they are incurred. This call sparked a round of heated debate in the House on Monday (February 13), with the attorney general strongly refuting implications from the committee and the government benches of a lack of transparency and accountability. Chairman of the Appropriations Committee, Hon. Doug Parnell - who met with other committee members prior to supplementary budget’s presentation to the Assembly on Monday - presented the committee’s report to the House with the recommendation. He stated that before the commencement of any litigation the attorney general should present to the House of Assembly all the potential costs and liabilities. However, the attorney general Rhondalee Braithwaite-Knowles clarified that regarding the litigation in the supplementary bill - it relates to government litigation costs that would arise in a financial year in the preparation/ anticipation of any such costs. “I want to make sure that it is understood, because I have heard two members in this House say that it is a lack of transparency in relation to litigation costs – I have set out the procedure which is currently in place and that has been in place since I have been here.

“The recommendations from the committee says that before commencement of any litigation there should be presented to the House the potential cost and liability to the State.” Braithwaite-Knowles stated that she did not understand how the committee intended for this to work. She added that litigation is a matter for the executive branch of government to bring or to defend, and that when those decisions are taken there are strategic issues that are in place as well as issues of confidentiality and privilege. “I am unable to come to the House of Assembly and say that the government is intending to enter into litigation or to say that this is the strategy the government is using, this is what we anticipate will be the costs. I am unable to do that...” She further said that as stated in the Constitution she owes a duty to the government, and as such she was unable to come into the House
and reveal what those internal discussions were. “That is a part of the collective responsibility of the government, that is not the same thing as saying that there is not accountability in the House. “And I have set out the process of accountability.” The Attorney General said that she did not understand where this view was coming from, however she reiterated that it was not the case that there was no accountability for litigation costs. Braithwaite-Knowles statements came directly on the heels of contributions made by Parnell in relation to the supplementary appropriations bill. Parnell had pointedly stated that the Attorney General owed a responsibility to the Government (the people) and to the House of Assembly, and not to anyone else. “The people want to know what is going on in the government, I am not suggesting that the process is not being followed or that somebody is trying to hide anything, I am suggesting something else - that it isn’t serving the people of the Turks and Caicos Islands as it currently stands, and that’s the point.” He added that unless the country gets to a point where it can debate these issues, nothing will change. “It is about accountability and transparency for this House. I am pleased that the statutory charges the attorney general mentioned is as a result of a settlement that could have been much worse,” Parnell said.
Her Majesty Prison to get additional staff BY OLIVIA ROSE FIVE additional staff will be injected into the Her Majesty’s Prison (HMP) on Grand Turk to boost the Prison`s manpower. The decision was made at the Appropriations Committee level after Premier Sharlene Cartwright Robinson called out the previous administration for neglecting the needs of the prison. She pointed out that the contingency fund had provisions for a deduction aimed at enforcing and reinforcing the perimeter of the penitentiary. She said: “This Mr. Speaker is a part of our supplementary appropriation is for urgent staff needs. I refuse to believe that the prison has identified in the one month or so that we’ve become the government that they need additional staff. “And thought there hasn’t been that great an increase in the prison population, these requests have to
have been made before and must have fallen on deaf ears.” The Premier acknowledged that the issue of understaffing at Her Majesty`s prison was an age old one which the previous Government failed to address. Cartwright-Robinson noted that her government is giving the superintendant the funds to hire five people in a timely manner. “In this supplementary appropriation it was important for this new administration to give the prison five additional staff and you will see more staff coming in the budget. “This is not something that the former administration did, but certainly Mr. Speaker a decision that we have made in the few weeks that we have been in office responding positively to the needs of the prison.” Following a recent visit to her majesty’s prison (HMP) in Grand Turk, Cartwright- Robinson said she was disheartened at the conditions of the country’s sole penal facility. She committed to resolving some
of the issues being experienced there and to upgrade the facility. She said that her government is looking now at the security concerns at the facility as well at areas where they can make the jail more habitable with a number of upgrades. “We are committed to restructuring the programmes at the prison and even looking at the physical presence there. “I am disheartened every time I go there because I do believe the United Nations would have some concerns at the way we keep our prisoners.” She also recalled that the HMP has already been cited; as such her government is looking to bring the facility up to acceptable standards. “We want to ensure that we treat our prisoners as they should be treated so that they will feel that it is somewhere that they are being rehabilitated and not somewhere where they are just punished, and that they are able to return to society and become productive citizens,” the Premier said.
At this meeting Cabinet: • Agreed the fiscal targets set out in the annual Fiscal Strategic Policy Statement (FSPS) for the period 20172021 for forwarding to the UK Government for approval and approved the indicative budget ceilings for ministries to be issued in Budget Call Circular No.2; • Approved the publication of the 3rd Quarter Financial Report for FY2016/17 on the financial performance of the TCI Statutory Bodies as required under Section 147 of the Public Financial Management Ordinance 2014 and had an initial exchange on the need for timely audit and a comprehensive review of the statutory bodies; • Authorised Invest Turks and Caicos to commence negotiations on a development agreement with North Caicos Holdings Ltd on a proposal to build a five storey condominium and hotel resort on Crown Land Parcel 50104/59, 64 and 18.92 on Sandy Point, North Caicos, subject to thorough due diligence being carried out by TCIG and conditions being met by the developer. The negotiated development agreement would be resubmitted to Cabinet for approval; • Advised His Excellency the Governor to approve a final extension, which will expire on 30 April 2017, to the renovation clause of the existing Development Order with Millennium Estates Ltd/ The Palms Condominiums Ltd for duty concessions on the import of air-conditioners in respect of renovation works which are currently being carried out on existing condominiums; • Advised His Excellency the Governor to approve an amendment to the existing Development Agreement with TCI Toscana GP Ltd/ Vista development for a final extension of the conditionality date for submitting a building permit application to the Physical Planning Department to 1 October 2017; • Approved the development of a draft policy on public consultation for the subsequent consideration of Cabinet; • Instructed the Ministry of Finance, Trade and Investment to work with Invest Turks and Caicos and other relevant bodies in TCI to develop a National Refurbishment Policy for the consideration of Cabinet; • Advised His Excellency the
Governor to instruct the Office of the Premier and District Administration to conduct a public and stakeholder consultation for a period of one month on proposals to reverse the decision by Cabinet in August 2014 to cease seasonal time changes in TCI and to report back to Cabinet following the consultation; • Advised His Excellency the Governor to approve a tender for applications for the lease of approximately 0.25 acres of accreted land lying seaward of Crown Land Parcel 60804/6 on Providenciales; • Advised His Excellency the Governor to instruct the TCI Government to negotiate with the owners the purchase of portions of Crown Land Parcels 10302/5 and 10302/23 to enable Phase II of the upgrade of Lighthouse Road on Grand Turk to proceed; • Noted the recommendations of the Procurement Board to award contracts in line with the Public Procurement Ordinance 2012 as follows – TR 16/07 Mobile Clinic for the Ministry of Health, Agriculture and Human Resources; TR 16/16 Mental Health Facility Phase II – furniture and equipment; • Approved the waiver of the planning application fee for a planning application by the TCI Airports Authority (TCIAA) for the construction of a control tower at South Caicos Airport; • Noted a reduction in the potable water tariff rate of 1.9% applicable to customers of Provo Water Company Ltd conditional on the findings of the 2016 audit report of Provo Water Company. Cabinet also noted a proposal for funding of $50,000 in the development budget towards costs related to the five year review of the operations of Provo Water Company Ltd as required in the Instrument of Appointment; • Approved a moratorium on applications from third parties for commercial developments in beach access areas to enable an assessment of the situation to be carried out; • Received a briefing by the Hon. Premier on her recent visit to the UK and on her forthcoming visit to Aruba to attend the annual EU/ Overseas Countries and Territories (OCT) meeting. All Ministers were present except the Hon. Jack Nasty collaborates with Bahamian artist Avvy to produce joint album BY DAISY HANDFIELD TURKS and Caicos Islands’ very own Jack Nasty collaborated with Bahamian artist, Avvy to produce a joint album entitled ‘Dirty South Experiment,” which will be released next month. In a statement, the duo expressed their excitement about the project and said that this has been in the works for about a year now.
The album which will feature some ‘Rake and Scrape’ and ‘Soca’ music is expected to be distributed throughout the Caribbean and worldwide. In an interview on Thursday (February 16, 2017) with David Lightbourne, better known by his stage name Jack Nasty, he said that in his opinion this project is much bigger than music because he sees it as a bond between the two countries- the Turks and Caicos and
the Bahamas. He said: “I am extremely excited about this opportunity… The Bahamas and Turks and Caicos are very closely linked and we do not see to many collaborations between the two. For me and him from two separate countries to come together and combine our talents and to put it on one single album, I think is very amazing. It was a pleasure working with Avvy. He is very talented and I think that it a huge
opportunity to open up doors for Turks and Caicos music. This is a huge opportunity for a major artist to decide we should combine our talents on one album and see what we come up with. I think we are going to extend beyond the Turks and Caicos.” The artist, who currently lives in Hollywood, California, said that while the music industry has its ups and downs, his music career has been going great.
Jack has performed with Beenie Man, Morgan Heritage, Bone Crusher, Ashanti, Shaggy, Elephant Man, Beres Hammond, Bounty Killer, Ludacris, Gregory Isaacs and many more. Avvy is a songwriter and performer who has contributed to Bahamian folk music, Junkanoo and Rake-and-Scrape. In 2014 his singles ‘Dirty Nagua Rake’ and ‘Swing Swing’ took top positions on the Bahamian charts.

Our new Premier and Ministers are addressing finances, health care and its cost, immigration, border control and crime. What comes next ? What about the loss of tens of millions of pension funds in the failed TCI Bank. Why did three PNP related lawyers and FSC chairman hustle failed TCI Bank records off to the Bahamas ? TCI Bank cost our poor pensioners 23.5 million pension dollars! We have pensioners trying to survive on 300 dollars a month. Most paid for electric bills. They need a raise ! The country knows the Integrity Commission rarely addresses issues of Integrity. Investment rules of the pension fund should have prevented pension funds transferred into risky ventures
like the risky TCI Bank. Governor Wetherell also needs to answer moving the last 5 million to “save the bank” then not following up. Did the banks management request the last 5 million to really save the bank or to save three large depositors who were about to lose their 5 million ? Saving the bank would have saved 4,000 smaller depositors money. Who tipped off the 3 big depositors
to quickly withdraw the banks 5 million in new liquidity ? Who are the three depositors ? 4,000 families and existing and potential small pensioners need to know. The Integrity Commission or AG should have already set up a special investigator to bring the bank records back and solicit sworn testimony from the banks CEO, Board of Directors, former pension fund management and the three large depositors. The banks hidden records should reveal who the depositors are ! Next.... families who have roots in Middle Caicos want to know how the manipulation of 2,500 acres on the west end of Middle will be resolved. The land worth hundreds of millions was sold for only 15 million. The 15 never paid in total. The investors from Miami borrowed
12.5 million from Belize Bank but they only paid 7.5 million to the government. The Misick/Hanchell government gave the investor free hold title with 7.5 millions remaining unpaid. What happened to the 5 million dollar difference between the 12.5 million borrowed and the 7.5 million that was paid ? The land has a 7.5 million dollar government lien and a 12.5 million dollar Belize Bank lien registered against it. This land needs to be returned to the crowns land bank debt free. Interesting is the PNP government also switched lien priorities taking first priority away from the people and giving first priority to the bank. Answers are long overdue !

Sean Astwood, leads a delegation to the Twenty Eighth Inter-sessional Meeting of the Conference of Heads of Government of the Caribbean Community, to examine a wide range of issues of concern to the Caribbean Community and the Turks & Caicos Islands. During the two-day conference, which will be held at the Marriott Hotel, Georgetown Guyana on February 16 & 17 2017, Astwood is expected to hold bilateral with CARICOM Secretary-General Ambassador, Irvine LaRocque and region leaders including Minister of Foreign Affairs, Bahamas Hon. Fred Mitchel. Commenting on the visit Astwood said : “I am excited to be attending this meeting as the newly elected ambassador and Minister of Border
Control and Employment as it offers many opportunities for the Turks and Caicos to collaborate with regional leaders in advancing my Government’s mandate and our country’s prosperity.” Astwood noted that the meeting also offers the TCI the opportunity to network with CARICOM leaders and to address the body of Caribbean leaders in an effort to garner support for challenges that lie ahead. Chairman of CARICOM and President of Guyana, His Excellency David Granger charged Heads of Government and delegates at the opening of the Meeting to expedite the full implementation of the CARICOM Single Market and Economy (CSME). He said: “Economic cooperation is a fundamental pillar of our Community. The Caribbean, if it is to escape the hazard of economic emasculation in today’s global
environment, must expedite the full implementation of the CARICOM Single Market and Economy (CSME). “We face threats that include dampened demand for our goods and services and distortions in our financial sectors caused by de-risking by international banks, Granger said.” The CSME, a regional flagship programme, is one of the main agenda items of the two-day Intersessional Meeting. The CSME is considered the best vehicle to promote economic development and integration, and last July, CARICOM Heads of Government had requested a review of the programme. That review will be considered by the Heads during the Intersessional. Significant progress had been made in the CARICOM Single Market, especially its legal and
administrative framework, but more needed to be done with respect to the Single Economy. “The CSME has the potential to enhance private sector growth and competitiveness by providing access to a larger pool of resources, facilitating the movement of human capital, catalysing the establishment of regional businesses and encouraging the free movement of goods. The CSME must not be allowed to become a victim of equivocation and procrastination,” President Granger warned. CARICOM Secretary-General, Ambassador Irwin LaRocque, in his address to the opening ceremony, also focused on the CSME, pointing out that it was timely for the Meeting to consider a comprehensive review of the programme. The meeting is expected to focus on the effects on the economic climate on member states of the Caribbean
Community and framework by which the Community can achieve growth and development amidst the current environment. Additionally, the issue of crime and security is top among the three broad area that are up for discussion. The Heads of Governments of the 18-member body and its associate membership are also scheduled to discuss issues relating to the region’s slow recovery from the global economic crises; the heavy debt burdens of some members and the effects policies by international financial institutions have had on the economies of CARICOM. Amongst the key topics to be discussed are Tourism in the region, corresponding banking, regional security and information and technologies for development. Community College students raise funds to go on international educational tour BY DAISY HANDFIELD THE BUILDING and Hospitality departments of the Providenciales Community College hosted a ‘Fun Day’ fair on February 11, 2017, in an effort to raise funds to travel to Canada for an educational tour later on this year. During the trip, the students plan to visit various universities to see what it would be like studying at those institutes and in that country. The event was hosted at the college’s headquarters in the Down Town area and was attended by students from the college and community members. The ‘Fun Day’ featured a fair, a DJ competition and a book launch, where local poet, Rachel Harvey launched her poetry book called Poems from the Heart of a Real Woman. Public relations officer for the college, Rachel Harvey told media
houses that every year students from the college get the opportunity to visit another country to get a feel of what is happening in that part of the world. Ms Harvey explained that the students from Building and the Hospitality department came up with the idea of the fair, to alleviate some of the expenses of the trip. The ‘Fun Day’ fair went from 11 am to 6pm; the book launch started at 6 pm up until 8pm and the night concluded with a DJ spin competition from 9 pm up until everyone was ready to leave. With respect to the poetry book, Ms Harvey added that the launch of the book was not only for her to display her poetry, but to send a message of encouragement to the youth, to follow their dreams. She said: “I am excited about it [the book] and I want to encourage other people out there who have these gifts and might be sitting on

them. Public and private sectors participate in ‘Managing Innovation’ workshop THE MINISTRY of Finance collaborated with the COSME Programme to host a two-day workshop on ‘Managing Innovation’. The workshop, held on February 16 and 17, 2017 at the Blue Haven Conference Centre, is designed to equip participants with the necessary knowledge in building reliable innovation processes and structures to repeatedly find new opportunities that make sense in terms of value creation within their respective organizations. The project, funded by the European Union, was well attended and participants engaged quite well with guest speaker, Mr Leopoldo Colombo,
convener of the ISO Committee developing the international standards of Innovation Management Systems. Permanent Secretary within the Ministry of Finance, Athenee Basden, told this publication that she was pleased with the feedback from participants. She said: “What we are looking for is improving our competitive advantage with organizations, businesses as well as Government. We will see ways that we can be more innovative, to actually foster improvement within various departments on businesses and we could thread our way to see increase in revenue and whatever else.
“I am very surprised because the workshop seems to be very well received. We are noticing that Government itself is taking a keen advantage in seeing how we can improve our services, how we can be better and more competitive in the environment as well as how we can be competitive in the Turks and Caicos all together.” The COSME Programme was launched on April 1, 2014 on the island of Tortola (BVI). Governor to sign TOLCO agreement – Premier BY DELANA ISLES GOVERNOR Dr. John Freeman is expected to sign the purchase agreement between the Turks and Caicos Islands Government and TOLCO, Premier Sharlene Cartwright Robinson recently revealed during a House of Assembly sitting. On Friday (February 3), the Premier told members of the house and the listening public that the agreement has been vetted by the Attorney General’s chambers and the lawyers for TOLCO (The Outstanding Loan Company) and has been prepared for execution by the Governor. TOLCO is the purchasers of TC Invest non-performing loans. “The Governor is expected to sign the agreement after having received counsel on the matter from the AG’s chambers and the ministry of finance,” Cartwright Robinson said. She revealed that the approximate collective outstanding amount under the loan in the portfolio is in the total sum of $3,682,523.87 on the date of agreement which is made up as follows – secured loans $3,304,973.13 and unsecured loans $377,550.74. “The agreed amount to recover the portfolio was $1.25M which was approved in supplementary three, however an additional contingent amount of $200,000 has been placed in supplementary four budget bringing the total to $1.45M.” Forty secured receivables are being repurchased and another 31 of unsecured receivables. She said that there is a system that has been agreed on how this portfolio will be managed and that this is now an urgent matter to be addressed.
The sale and agreement between TCIG and TOLCO has been a source of contention for the PDM since it has been in opposition, which saw the party and the public accounts committee (headed by Cartwright Robinson at the time) calling for an investigation following an auditor general report on the sale. The Auditor General’s report stated, among other things, that no proper due diligence or tendering procedures followed in relation to non-performing loans. In 2012/13 loans identified as non-performing were sold to TOLCO and a timeline of circumstances (contained in the report) surrounding this sale were as follows: 30 July, 2012 – TOLCO was registered/formed August, 2012 - A Sale and Purchase Agreement (SPA) between TCIG, Turks & Caicos Islands Investment Agency (TC Invest) and TOLCO was entered into for the sale and purchase of identified non-performing loans due to TC Invest. September, 2012 - TC Invest was dissolved and TCIG agreed to accept the rights and obligations of TC Invest under the SPA. October, 2012 – Ordinance 33 of Public Procurement Ordinance was made on this day. The nonperforming loan portfolio sold by TC Invest to TOLCO was listed as $7.7M. The purchase price payable by TOLCO (buyer) to TC Invest (seller) was 40% of all loan capital and interest received/collected. There was no up-front payment. TC Invest retained beneficial ownership in 40% “of the land shares created by the Security Documentation in relation to the Portfolio”.

Enid Capron host their annual Career Day BY DAISY HANDFIELD THE ENID Capron primary hosted their annual Career Day, where students had the opportunity to learn about the various career fields that they could get into in the future. The event was held at the school in Five Cays, Providenciales on Thursday (February 9, 2017) and it featured career professionals in the engineering, healthcare and environmental conservation industries, among others. The students, who celebrated under the theme ‘be aware choose a career,’ had the opportunity to interact with these professionals and ask questions about their career paths. Principal Sophia Garland told media houses that the event was part of the school’s curriculum and that she was thrilled to host it annually,
because it exposed the children to the many career options available to them in the Turks and Caicos Islands. She added that it only reinforced the teaching that the students already received from kindergarten up to the sixth grade. “Most students from their curriculum would have already done things like community helping, from kindergarten all the way up to the sixth grade. So, in keeping with our curriculum requirements, we ensure that we include our stakeholders in delivery of the curriculum. We want them to know that when they grow up these are what their professions could be and to have them enlightened to have an interest from this young age,” she said. The principal expressed that she was also presently surprised by all interested career professionals who agreed to be a part of the event.

World News UK: Child of incestuous rape seeks compensation A SEVERELY disabled man born after an incestuous rape is seeking compensation at the Court of Appeal as a victim. The 29-year-old, known only as “Y”, was born with a genetic disorder, epilepsy, learning and development difficulties, and hearing and sight problems. He claims the rape of his mother by her father mutated genes and raised the chance of health issues from 2% to 50%. The Criminal Injuries Compensation Authority said Y was not a victim as he did not exist at the time. An earlier appeal hearing ruled that Y was eligible for compensation, but the authority is now challenging that decision. ‘DID NOT EXIST’ Y’s mother was abused from the age of 11 by her father. In 1991, the father - Y’s grandfather - pleaded guilty to incest and was jailed for three years. His mother won her claim under the Criminal Injuries Compensation Scheme as a victim of unlawful sexual violence. But, when Y tried to get compensation for personal injury as a victim of the crime himself, CICA rejected his application, saying he did not exist as a person when it happened. The First Tier Tribunal, which handles appeals, backed the CICA
decision. But the case was then taken to the Upper Tribunal, which sent it back to the CICA. Upper Tribunal judge Howard Levenson said the scheme provided for compensation to be payable to “an applicant”. “Clearly, at the time of the claim the applicant is a person,” said the judge. “There is no provision in the scheme that the applicant must have been ‘a person’ at the time that the crime of violence was committed. “In everyday terms and in common parlance, it seems to me that he has suffered injuries. Those injuries have been sustained in and are directly attributable to a crime of violence.” At the appeal against the Upper Tribunal’s decision, CICA’s counsel, Ben Collins QC, said the decision was flawed and, if the crime had not been committed, Y would not have existed. “The harm of which Y complains was done not when Y was in the womb but in the very act of creating him,” he said. “It is his own genetic make-up of which he complains.” However, Mr Collins said CICA knew the case “arises out of grave suffering on the part of Y and, in particular, his mother” and said the appeal “in no way detracts from its recognition of that.” The judges have reserved their decision and will announce it at a later date. Antigua-Barbuda regulator removes directors of bank implicated in alleged scandal THE Antigua and Barbuda Financial Services Regulatory Commission, in exercise of its powers under the law has removed three of the directors from the board of Meinl Bank (Antigua) Ltd and appointed Cleveland Seaforth, managing partner, KPMG Eastern Caribbean, as the official administrator of the bank. In addition to assuming control of the bank, the official administrator will investigate the operations of the bank and submit a report to the Commission on the results of his investigation. On completion of the investigation, the Commission will review the report from the official administrator and take the appropriate actions to protect the interest of depositors and creditors, along with the integrity of the international financial sector. The Commission assured the depositors and creditors of the bank that the regulatory action being taken is intended to protect and to safeguard their interest and the official administrator will work along with the bank’s stakeholders during the period of his appointment. The Commission also reassured all stakeholders of its commitment to ensuring the safety and soundness of all licensed financial institutions under its regulatory and supervisory purview within the jurisdiction of Antigua and Barbuda. In the largest foreign bribery case in history, Brazilian multinational, Odebrecht SA, along with a Brazilian petrochemical company, Braskem
SA, pleaded guilty last December and agreed to pay a combined total penalty of at least $3.5 billion to resolve charges with authorities in the United States, Brazil and Switzerland arising out of their schemes to pay hundreds of millions of dollars in bribes to government officials around the world. According to its admissions, Odebrecht engaged in a massive and unparalleled bribery and bidrigging scheme for more than a decade, beginning as early as 2001. During that time, Odebrecht paid approximately $788 million in bribes to government officials, their representatives and political parties in a number of countries in order to win business in those countries. The criminal conduct was directed by the highest levels of the company, with the bribes paid through a complex network of shell companies, off-book transactions and offshore bank accounts. According to press reports, Odebrecht purchased Meinl Bank (Antigua) Ltd in or about 2010 or 2011 and used the bank as part of Odebrecht’s complicated scheme to bribe government officials in various countries. Last month, the ruling Antigua and Barbuda Labour Party (ABLP) called on the leader of the parliamentary opposition, former prime minister Baldwin Spencer, and the current political leader of the opposition United Progressive Party (UPP), Harold Lovell, to explain their role in the Meinl Bank purchase by Odebrecht that occurred during their administration from 2004 to 2014.
The ABLP called for disclosure by Spencer and Lovell of any and all links to the Odebrecht saga, including the purchase of Meinl Bank in 2010. Luiz Franca was one of three Brazilians who fronted the purchase of Meinl Bank in 2010 and he continued as managing director during his appointment by Spencer as honorary consul in Brazil. He was also known to have a close relationship with Lovell, having collaborated with him on several projects. The ABLP said it believes that Spencer must have had discussions with Franca prior to appointing him as honorary consul to Brazil. According to a Brazilian newspaper account of a trial in Brazil, Vinicius Borin, one of Franca’s associates, said that Antigua Overseas Bank was the first bank used by Franca to facilitate bribes on behalf of Odebrecht, before he, Franca and Marco Bilinski fronted the purchase of Meinl Bank. The ABLP noted that this purchase was known to Lovell as then minister of finance. “Spencer has a public duty to explain why he appointed Franca and the relationship between him, Franca and Harold Lovell, particularly as it been alleged that hundreds of billions of dollars were laundered through Meinl Bank while Spencer was prime minister and foreign minister, Lovell was finance minister and Franca was, at one and the same time, their honorary consul to Brazil and the managing director of Meinl Bank,” the ABLP said. Adults and dental anxiety BY DR. MARK OSMOND I thought it was time to discuss the not uncommon problem of adults who are also nervous when visiting the dentist. When dealing with children the focus is to avoid and manage situations in the dental chair so that they don’t become anxious adults. It is easy to see therefore that an anxious adult may have a memory of a bad experience going back to childhood. Unfortunately fear sometimes prevents people from having routine examination and cleaning appointments which then can mean that they only present at the dental office when they are in serious pain or have a major problem. This pain and stress then goes on to feed the fear and strengthen the negative associations. Not everyone is afraid of the same thing in a dental office. The commonest are- Pain
- Needles/ injections - Choking/ gagging - Lack of control - Unfamiliar equipment - Noise and smells The first stage for me with an anxious patient is to have a conversation about exactly what is the cause of the anxiety, what specifically they are afraid of and then develop a plan to manage that particular point of the treatment. This first ‘introductory’ conversation can be away from the main dental chair and may or may not evolve into an actual inspection of the teeth. Some of the strategies we use are having a friend with you in the surgery, agreeing a sign (eg. raising a hand) to signify that you wish to stop for a moment, agreeing a short break during treatment, choosing a time of day that feels the most comfortable. It may require no more than reassuring a patient that the

equipment and having a complete and detailed explanation; some do not want to know or see anything at all!
Once we have decided together the approach to take we can then also consider if anxiety relieving medication is required. An example of this would be diazepam which is taken around 30 mins before the appointment and at a suitable level will induce a relaxed state whilst allowing the patient to stay fully conscious and alert enough to respond to verbal instructions. It is very important that the treating dentist is responsible for prescribing and controlling the drug and dosage used. I have had several experiences where a patient has taken ‘a couple of tablets’ that they left over or given by a friend. This is not a sensible approach and at worst could jeopardize the safety of the patient. In summary, a good dentist will understand that dental anxiety is very real but will be able to work with the patient to manage it and so ensure any required treatment is able to be performed.

Rasberry Cheese Cake INGREDIENTS 9inch Pie Dish , Graham Cracker Crust 1/3 Cup + 1Tbsp Sugar 1 ½ tsp cornstarch 1/3 cup cold water 1 ½ cup fresh rasberries 12 oz cream cheese – room temperature 2 eggs 1 tsp vanilla extract 1 ½ tsp lemon juice ¼ White Choc Chips ¼ Cup Heavy Cream METHOD Preheat oven to 350 degrees. In a small saucepan, whisk together 1 Tbsp granulated sugar and cornstarch until well blended. Stir in cold water and add raspberries. Cook over medium heat whisking frequently, until mixture reaches a boil. Allow mixture to gently boil about 5 minutes whisking constantly and reducing temperature slightly if necessary to reduce

The father-of-two had his first skin cancer removed in 2013 after his actress wife Deborra-Lee Furness suggested he should get a mole on his nose checked. Santana, weighing in on the matter this week, for some reason, declared about Adele that “she can sing,” while Beyonce, he says, is “not a singer.” “I think that Adele won because she can sing,” Santana told the Australian Associated Press, via the New Zealand Herald. He added, “With all respect to our sister Beyonce, Beyonce is very beautiful to look at and it’s more like modelling kind of music – music to model a dress – she’s not a singer, singer, with all respect to her.” Santana and Beyonce performed together at the pre-game festivities before the Super Bowl in 2003. “I can’t possibly accept this award,” Adele said in her acceptance speech at the end of the Grammy Awards.

MOBY and his D.C. friends have inside information on President Trump’s relationship with Russia and Vladimir Putin, the musician claimed Monday. In an inflammatory Facebook post, Moby claimed that Trump is “being blackmailed by the Russian government,” referencing perverted sexual acts the President was accused of. A 35-page dossier that surfaced in January accused Trump of being blackmailed by Russian operatives. Bahamas crime situation like “wild west” – Opines PM Christie PRIME Minister Perry Christie on Monday likened the Bahamas’ crime situation to the “Wild West,” as he said the recent wave of murders in the capital must solicit a “major” and “continuous” effort by his administration to “flood the streets” with officers in a bid to do “all that is necessary to bring this madness to a halt”. Mr Christie, speaking with reporters, said the “madness” occurring is due to gang activity and retaliation. He said the past bloody weekend is a “shocking development” that will require the government to do much more to “fully understand this senseless set of killings,” and have law enforcement respond “as quickly as possible” and in a “very meaningful way” in their crime fighting efforts. These efforts, Mr Christie suggested, would likely include dedicating a “substantial” number of officers to patrol the streets of New Providence and simultaneously giving them “the capacity to interdict the movements of people on the streets,” incorporating more reserve police officers, and “if necessary” incorporating Royal Bahamas Defence Force marines in policing efforts. Mr Christie also said he would be speaking with National Security Minister Dr Bernard Nottage and Commissioner of Police Ellison Greenslade about implementing a “random exercise” where police stop and search vehicles that are carrying more than two persons. to it as quickly as possible and in a very meaningful way with a view to demonstrating that we’re not going to be able to accept or continence this kind of conduct and behaviour from those who are committing it. “It is insane, it is reminiscent of the Wild West, and it is something we must get under control as quickly as possible.” When asked which policies his administration would be seeking to implement to combat the recent uptick in criminal activity, Mr Christie said: “Whatever crime plan we have it has to be based on dedicating a substantial number of officers to the streets and giving them the capacity to interdict the movements of people on the streets. You have to have a massive presence on the streets. And to the extent that that is necessary, it means incorporating more reserve police officers, it means if necessary incorporating the defense force in complementary ways, but it means dedicating all that is necessary to bring this madness to a halt. “And so when you ask about a crime plan, we all know that you cannot control the mind of someone who is intent on killing or who is being induced to do so through their association with gangs. But we are able to know that they have to go through point to point, and we have to dedicate the resources immediately, day and night, to intercept them as they’re moving from point to point. In one way or the other that has to be done in a more meaningful way. I’ve always known it, I’ve always believed it, and that has to be the order of the day.”

He recalled that, in October 2016, when the UN Security Council renewed MINUSTAH’s mandate, it had expressed its wish to examine the mandate of the mission in midApril. Lawsuit claims Lahey Clinic bribed former Bermuda leader THE Lahey Clinic is the target of a federal lawsuit filed Tuesday by the government of Bermuda, which is accusing the Burlington hospital of bribing the island’s former leader in order to secure health care business there. The lawsuit, which ensnares Lahey in Bermuda’s ongoing political tumult, asserts that the hospital and Ewart Brown, a doctor who was Bermuda’s premier from 2006 to 2010, were part of a sweeping racketeering conspiracy that spanned 20 years and involved money laundering, mail fraud, and corruption. The suit alleges that in return for bribes, which were disguised as consulting fees, Brown directed a huge share of the island’s health care business to Lahey, including lucrative contracts to interpret thousands of MRIs and CT scans performed at two clinics owned by Brown. At one point, the suit states, the fees totaled more annually than Brown earned as premier.
Brown’s clinics were raided by Bermuda police last weekend, according to local published reports. As a result of the arrangement, according to the suit against Lahey, thousands of medically unnecessary scans allegedly were performed, making Bermuda among the highest users of MRI and CT scans in the world. The lawsuit did not provide direct evidence either for the claim that the scans numbered among the highest or that they were unneeded. Lahey, which has yet to review the lawsuit, filed late Tuesday, said any allegations of impropriety by the hospital are “baseless and without merit.” “We have a 25-year track record of providing the highest-quality care to our patients in Bermuda, and our business practices are beyond reproach,” Lahey said in a statement, adding that it provides high quality care in Bermuda at a lower cost than other international health care providers. “We will review these allegations

While unproven, the allegations thrust Lahey into the middle of a political battle in this tiny British territory of 65,000 people off the coast of North Carolina. According to Bermuda news reports, Brown has been under investigation for allegations of political corruption for years. On Saturday and Sunday, police raided the two medical clinics, Bermuda HealthCare Services and Brown-Darrell Clinic, taking boxes of records as part of an ongoing investigation, according to an article Monday in The Royal Gazette newspaper.

Opposition member in Dominica questioned over alleged coup plot A MEMBER of the Opposition United Workers Party (UWP) in Dominica is considering legal action after being questioned by police over an alleged coup attempt. Dr Thomson Fontaine was taken into custody on Sunday afternoon as he was leaving a local radio station, five days after unrest in the capital, Roseau, that followed an opposition meeting at which calls were made for Prime Minister Roosevelt Skerrit and his entire Cabinet to resign. “…I was surrounded by five armed men dressed in army fatigues who identified themselves as police, grabbed my phone and bundled me into a waiting van,” Fontaine wrote on his Facebook page. “I was told that I was arrested on suspicion of inciting violence
related to an opposition meeting on Tuesday,” he added, noting that he was interviewed for approximately three hours “surrounding my involvement in a planned coup to overthrow Skerrit”, before being released and told to return to the station the next day 9 a.m. for more questioning. However, after further interrogation yesterday, he was released in the afternoon without charge. A day after the unrest in the capital that resulted in businesses being looted, fires being set and other acts of violence, Prime Minister Skerrit had told the nation that police were been informed about a plan by the opposition to carry out a coup that day.
BERMUDA has asked to be part of an international agreement fighting discrimination against women — but has kept the door open for exemptions on women priests and female conscription. The Bermuda Government has signed up to the Convention on the Elimination of all forms of Discrimination against Women in Bermuda, social development minister Sylvan Richards told the House of Assembly on Friday. But he said it would only do so with reservations, adding: “The first reservation will preserve the position whereby Bermuda can continue to conscript only male recruits to the Royal Bermuda Regiment and that religious organisations would not be compelled to have women priests.” The second reservation, he said, pertained to an acknowledged inequality in immigration regulations — although Mr Richards said that Government does want to address that issue “in due course”. He explained: “The second reservation will preserve the right of existing constitutional and immigration provisions which have the effect of discriminating against a Bermudian woman married to a nonBermudian husband, due to the lesser rights granted to a non-Bermudian man compared to a non-Bermudian woman married to a Bermudian

and fulfil human rights. “As CEDAW is an aspirational treaty, Bermuda must and will focus on improving gender equality to ensure that women and girls enjoy the same access to opportunities and benefits in every aspect of life.” He said CEDAW was adopted by the UN General Assembly in 1979, coming into force as a treaty in 1981. It has been ratified or acceded to by 189 countries to date, including Britain, which signed the treaty in 1981 and ratified CEDAW in 1986. The British Virgin Islands, Turks and Caicos Islands and the Falkland Islands had the Convention extended in 1986. Anguilla and Cayman Islands did likewise last March. Asked if the Government would introduce pay equality legislation, Mr Richards said that they would wait until an already established Parliamentary Committee examining the issue can make recommendations. And challenged about if conscription will continue, Mr Richards said that the matter was not in his ministerial remit. “Right now, it’s well known the Regiment is made up 100 per cent of volunteers and it will continue that way as long as we have people willing to volunteer and serve in the Bermuda Regiment,” he said. ATTORNEY General Allyson Maynard-Gibson this week defended the Interception of Communications Bill as an important anti-crime tool that would enhance the privacy of law-abiding citizens rather than encroach upon it, as detractors claim. The bill will allow the commissioner of police, or a person acting on his behalf, to obtain a warrant from a Supreme Court judge to intercept and examine a person’s communications from telecommunications operators, internet providers and postal services. US to Nato: Pay more or we will do less THE new US defence secretary has told Nato members that Washington will “moderate its commitment” to the alliance if they do not increase their spending on defence. James Mattis’s comments repeat President Donald Trump’s demand that members raise their spending to meet a target of 2% of their GDP. Only five of the 27 countries do so. Earlier, Mr Mattis had hailed Nato as the “fundamental bedrock” of trans-Atlantic co-operation. According to a text of his remarks, Mr Mattis said at the Nato headquarters in Brussels: “No longer can the American taxpayer carry a disproportionate share of the defence of Western values. “Americans cannot care more for your children’s future security than you do,” he added. Commentators said this was some of the strongest criticism in years to allies who have not hit their spending goals. Mr Mattis said members must show progress this year and adopt a plan to increase their contributions, even if slowly. Only the US, UK, Estonia, Greece and Poland currently meet the target, but others are on course to reach that level. “America will meet its responsibilities, but if your nations do not want to see America moderate its commitment to this alliance,

The motion was defeated by the House of Clergy, following hours of debate. The House of Bishops voted overwhelmingly (43-1) in favour of the report, and the House of Laity backed it by 106 votes to 83. But to win approval the report had to win backing in all three houses and the Clergy rejected it by 100 votes to 93, with two abstentions. Bishops will now have to produce a new report on the issue. BRITONS would vote to Remain if the EU referendum were to be held today, a poll suggests. A survey for The Mirror found that if the EU referendum were held again, 51 per cent would vote for Remain and 49 per cent would vote for Brexit. The survey of more than 44,000 people found 13.5 per cent of people who voted to leave would vote to Remain if there were a second referendum. In contrast, 9.3 per cent of those who voted to Remain would not vote to leave. Such a switch in votes would give an overall result of 51.2 per cent to 48.8 per cent in favour of Britain
remaining in the EU. However, 51.3 per cent of those polled said they did not want a second referendum. The poll also found 54.7 per cent of respondents expect the UK to break up within the next 10 years as a result of Brexit. The poll chimes with previous research, carried out in June, which found up to 7 per cent of people who voted for Brexit now regret their choice. Such regret, when projected on to the EU referendum vote, would have cut the Leave share by 1.2 million, almost wiping out the majority vote for Brexit.
Trump relaxes US policy on Middle East two-state solution US President Donald Trump has dropped decades of US policy that the Israeli-Palestinian conflict should be resolved by a two-state solution. At a news conference with Israeli PM Benjamin Netanyahu, Mr Trump promised to deliver a “great” peace deal, but said both sides must compromise. The Israelis and Palestinians have had no substantive peace talks since 2014. In the conference, Mr Trump also asked his visitor to “hold off” on settlement building for “a little bit”. Israel has approved thousands of new homes in West Bank and East Jerusalem settlements since Mr Trump took office last month. The Israeli government is hoping for better relations with the White House after eight years of friction with the former Obama administration. At Wednesday’s press conference,

Kim Jong-nam death: North Korea asks for return of body NORTH Korea has asked Malaysia for the body of a man believed to be leader Kim Jong-un’s half-brother. Kim Jong-nam is thought to have been poisoned as he waited to board a flight in the capital Kuala Lumpur on Monday. Local authorities are carrying out an autopsy to establish the exact cause of Mr Kim’s death, but Pyongyang has reportedly objected. Police have arrested one woman in connection with the death, but are still looking for other suspects. According to reports, North Korea sent a number of representatives to the hospital where the autopsy was being conducted on Wednesday to ask for the return of the body. Malaysia has yet to formally confirm that the dead man, who was travelling under the name Kim Chol, is Kim Jong-nam. Malaysia has not bowed to the North Korean demands. One source told Reuters: “Malaysia said it won’t be pressured into anything... we will stick to procedures.”
Malaysian authorities also announced the arrest of Doan Thi Huong, 28. Police said the arrested suspect, who was alone and in possession of a Vietnamese travel document, was identified from CCTV footage taken at the airport. South Korean media have widely reported that two women, said to be North Korean agents, were involved and fled the airport in a taxi, though Malaysian police have not confirmed those details. A grainy image broadcast in South Korea and Malaysia shows a woman wearing a white T-shirt with the letters “LOL” written on the front. Earlier, Malaysia state news agency Bernama reported that a woman from Myanmar was detained at the airport. It is unclear if that report was referring to the woman now under arrest. If confirmed, this would be the most high-profile death linked to North Korea since Kim Jong-un’s uncle, Chang Songthaek, was executed in 2013.
British parliamentarians urge new Commonwealth visa fast-track for travellers BRITISH Caribbean Chamber of Commerce in Saint Lucia has welcomed a move by 45 British Members of Parliament to persuade the UK Home Secretary, The Rt. Hon. Amber Rudd MP, that Commonwealth citizens should have UK visas fast-tracked after Brexit and that the Registered Traveller Scheme should be further expanded to include additional Commonwealth countries. There are also calls for a change in the rules so that it is easier for students to come and study in the UK, all part of the rebuilding of relationships with the Commonwealth post-Brexit. John Kennedy, President of the Chamber in Saint Lucia, said “Travellers from most of the Caribbean already benefit from clearance on entry, without a full visa application process
in advance of travel, but the process involving students travelling to the UK can benefit from a more streamlined system. Access to education by the ease of movement of our citizens will benefit both economies and provide significant opportunity. “These new proposals by British MPs also call for border entry points at airports to be dedicated to UK and Commonwealth citizens, making processing faster still.” In a letter to Amber Rudd, the MPs have urged the Government to “extend the hand of friendship to our Commonwealth partners” and make the UK more welcoming for Commonwealth citizens. According to The Smoking Gun, the ad was placed by a “seXy MILF” with an “Awesome attitude and personality” who enjoyed unprotected oral sex because she hated “the taste of Latex.” After seeing the ad, the cop arranged for a $100, 30-minute meet up in a Motel 6 in Kissimmee. When the officer arrived, he was greeted by 57-year-old Tanja Gammon who was “wearing lingerie,” according to the affidavit. She then got a condom from her purse and pulled the officer’s hand towards her crotch. While the officer waited for a team of police to come into the room, Gammon kept grabbing at the cop’s underwear and briefly exposed him at times. Gammon was arrested when the police team showed up and

Husband allegedly sent ‘kill my wife’ texts to his ex-boss instead of his hitman A 42-YEAR-OLD Washington father allegedly tried to send a text message to a hitman requesting the murders of his wife and daughter — but the text instead went to his former boss, who called police. PEOPLE confirms that Jeff Lytle was arrested last week on two counts of criminal solicitation for firstdegree murder. He remains in police custody on $1 million bail and court records indicate he has yet to enter a plea to the charges he faces. An arrest affidavit obtained by PEOPLE alleges that after receiving the text on Feb. 7, Lytle’s former boss was “disturbed” and notified the Snowhomish County Sheriff’s Office. The message, addressed to “Shayne,” indicated Lytle would allegedly be willing to evenly split the $1.5 million insurance payout he anticipated receiving in the wake of the deaths of his wife and 4-year-old daughter, according to the affidavit. “You remember you said that you would help me kill my wife … I’m going to take you up on that offer,” Lytle is accused of texting, the affidavit states. The message added that his wife’s insurance policy “is worth 1 million and if you want a bonus you can kill . Her life insurance is 500K.” The message seemingly urged

Autism detectable in brain long before symptoms appear BRAIN scans can detect autism long before any symptoms start to emerge, say scientists. The earliest that children tend to be diagnosed at present is at the age of two, although it is often later. The study, published in the journal Nature, showed the origins of autism are much

Married people have lower levels of stress hormones, study says IF you want to stress less, try getting married, because apparently it will lower your levels of a stress hormone. That’s according to a study in Psychoneuroendocrinology, which says married people they analysed had less cortisol than people who were not married — including people who were never married and people who were separated, divorced or widowed. And cortisol is important because although it has other functions, your body releases the hormone when you are under stress. High cortisol levels have been linked to mental illnesses like anxiety and depression as well as the progression of certain medical conditions, among other issues. “Married people tend to be healthier than both the previously … and never married, but the mechanisms through which this occurs remain unclear,” the study notes. “Research has increasingly focused on how psychological stress experienced by unmarried versus married individuals may differentially impact physiological systems related to health.” According to Carnegie

One study looked at how people’s views of marriage correlated with the amount of time they spent volunteering, while other researchers have found that bad relationships can be linked to a higher risk of heart disease, a slower recovery for illness and overall poor health, according to Live Science. “These data provide important insight into the way in which our intimate social relationships can get under the skin to influence our health,” laboratory director and co-author Sheldon Cohen said in the Carnegie Mellon statement.

THE majority of cases in the world’s largest outbreak of Ebola were caused by a tiny handful of patients, research suggests. The analysis, published in Proceedings of the National Academy of Sciences, shows nearly two thirds of cases (61%) were caused by 3% of infected people. The young and old were more likely to have been “superspreaders”. It is hoped understanding their role in spreading the infection will help contain the next outbreak. More than 28,600 people were infected with Ebola during the 2014-15 outbreak in west Africa and around 11,300 people died. HOW DID IT SPREAD? The study looked at cases in and around the capital of Sierra Leone, Freetown. By looking at the pattern of
where and when cases emerged, the researchers could tell how many people each infected person was passing the deadly virus onto. Prof Steven Riley, one of the researchers at Imperial College London, told the BBC News website: “Most cases had a relatively short infectious period and generated low numbers of secondary infections, whereas a small number had longer infectious periods and generated more infections. “The findings are likely an accurate description of what happened.” Children under 15-years-old and adults over 45 were more likely to be spreading the virus. “My feeling is this may be explained by human behaviour,” said Prof Riley. “It may not even be the cases, but the people around them. “I wonder whether it is to do with people coming to care for the young or old.”

The lawsuit was filed by Armstrong’s former U.S. Postal Service teammate Floyd Landis. The federal government joined in 2013 after Armstrong publicly admitted he cheated to win the Tour de France seven times from 1999-2005. Armstrong was stripped of those titles and banned from competition. Armstrong has also taken huge hits financially, losing all his major sponsors and being forced to pay more than $10 million in damages and settlements in a series of lawsuits. The Landis lawsuit would be the biggest by far, and the ruling from U.S. District Judge Christopher Cooper in Washington was a major setback for Armstrong with a trial most likely in the fall. Landis, himself a former doping cheat who was stripped of his 2006

Tour de France title, sued Armstrong under the federal False Claims Act, alleging Armstrong and his team committed fraud against the government when they cheated while riding under the Postal Service banner. According to court records, the contract paid the team, which was operated by Tailwind Sports Corp., about $32 million from 2000 to 2004. Armstrong got nearly $13.5 million.
The law allows Landis and the government to sue to get that money back and for “treble” damages, or triple the amount, and Armstrong could be forced to pay all of it. Landis stands to receive up to 25 percent of any damages awarded. The government has countered that the negative fallout from the doping scandal tainted the agency because of its association with Armstrong.

Arsenal torn apart in 5-1 humbling at Bayern QATAR is spending almost $500m (£400m) a week on major infrastructure projects as it prepares for the 2022 FIFA World Cup, its finance minister has said. Ali al-Emadi expected spending to continue at that level for three to four years as new stadiums, motorways, rail links and hospitals are built. More than $200bn (£160bn) will be spent in total by the gas-rich emirate. The 2014 World Cup in Brazil is reported to have cost $11bn (£8.8bn) to host, while Russia increased government spending on the 2018 World Cup by $321m to $10.7bn. Brazil struggled to get many of its

stadiums ready, but Mr Emadi told reporters in Doha on Tuesday that Qatar had already awarded 90% of the contracts for 2022 projects and that two-thirds would be delivered within the next 24 months. “We are giving ourselves a good chance to deliver things on time,” he added. “We don’t want to be in a place where we start painting when people are coming to the country.” In order to achieve this, contractors have brought in hundreds of thousands of migrant workers, mainly from South Asian nations, who human rights groups say have been exploited and forced to work under dangerous conditions.
Qatar’s government has denied the workers are exploited and in December it implemented reforms designed to improve the rights of the migrant workers. Mr Emadi said the money for the World Cup projects had been protected from cuts to the national budget caused by low oil and gas prices. Last year, Qatar had an estimated budget deficit of more than $12.8bn, and the 2017 budget has a projected deficit of $7.8bn. The pressure on the state finances is now easing because of higher oil prices, and Mr Emadi said Qatar might not need to issue international bonds this year. (BBC)

The United States midfielder, 34, has scored 96 goals in 232 international appearances, including a 13-minute hat-trick in the 2015 World Cup final. She joins the Women’s Super League One club for the 2017 Spring Series, which begins in April and ends on 3 June.
Her deal also includes City’s Women’s Champions League and FA Cup campaigns. Sampaoli leading contender to replace Enrique as Barcelona manager JORGE Sampaoli, the man Chelsea almost appointed as head coach, is the leading contender to succeed Luis Enrique at Barcelona. Enrique is under huge pressure, following the shock last-16 Champions League thrashing at the hands of Paris Saint-Germain on Tuesday night, and his Barca contract expires at the end of the season. Barca are a point behind Real Madrid in La Liga, having played two games more, and are only two points ahead of Sampaoli’s Sevilla. Sampaoli was interviewed by Chelsea last year and claims to have only lost out to Antonio Conte because his command of English was not good enough. What is certain is that Sampaoli got down to the last three candidates Chelsea considered before Sevilla appointed him to succeed Unai Emery, who took over at PSG. Emery guided Sevilla to Europa League success for the third successive season last term, beating Liverpool in the final, but Sampaoli has managed to take the Spanish club forwards. HE’S nearly completed his bucket list and he’s only 23. Jordan Spieth won at Pebble Beach Sunday to add another iconic venue to his collection of tournament victories. The Texan dominated over the celebrated California course to win by four shots for his ninth PGA Tour title in 100 professional starts. “This is a bucket-list place to win,” said Spieth, who made his major breakthrough at the 2015 Masters at Augusta. “Here, Augusta National, St. Andrews, I mean there’s only a few in the world, it feels really special, it was amazing walking up the 18th green knowing that we were going to win. It’s just such a unique position,
I tried to soak it in.” According to Spieth’s bucket list, only a win at St. Andrews is left. The American missed the British Open playoff by one stroke at St Andrews in 2015, with a potential grand slam of all four major championships on the line after adding the US Open to his earlier Masters win that year. Spieth, ranked world No.6, is the second youngest player to reach nine wins before the age of 24, a month later than 14-time major winner Tiger Woods. TCIFA sending four young teams to Florida tournament THE Turks and Caicos Islands Football Association (TCIFA) has chosen four age groups from the grassroots programme to compete from February 18th-20th at the Weston Cup and Showcase, hosted by Weston FC and sanctioned by Florida Youth Soccer Association (FYSA) and US Club Soccer. Our teams will compete at the bronze level in the Boys’ U9, the Girls’ U10, the Boys U11 and the Boys U12. Under 9-10 groups will play 7-a-side games, whilst the under 11-12 will play 9-a-side, with a guaranteed minimum of three games per team. According to a release from
the association; “All four teams have dedicated themselves to putting in a tremendous effort with training for the upcoming tournament. Not only does this tournament afford them the opportunity to play the sport they love on a larger competitive scale and build team morale, but TCIFA endeavours to build selfreliance, self-confidence, social skills, and communication skills, as these positive effects have lifetime developmental benefits.” The event is the largest youth football tournament in Florida, hosting hundreds of teams from all over the world on multiple playing fields.

Missick helps Jamaica College to silver in relays NATIONAL sprinter Courtney Missick has described last Saturday’s Camperdown Classics in Jamaica as bitter-sweet after having led his team to second place in the senior High School Relays before pulling up in his individual race. The youngster, who is one of several TCI students in Jamaica, represented his school, Jamaica College well, before he had to pull out of the 100M with about 50M to go. “When I came out my drive phase to start accelerating, my quadriceps
locked. Thank God it wasn’t an injury.” Prior to the individual event, Missick ran a strong third leg for his school’s 4X100M team. The side finished second overall in a time of 40.63s. Meanwhile, Missick’s schoolmate and fellow TCI national athlete, Wikenson Fenelon ran a personal best in the 100M although he had sored shins. The 17-year-old ran 11.18s to eclipse the 11.39s he made one year ago at the Queen’s Jackson meet.
YOUTH players from football programmes throughout the TCI will benefit from football gear which were recently collected by the Philadelphia University assistant men’s football coach Charlie Flowe and donated to the local FA. A total of 90 pairs of football boots, nine pairs of goalkeeping gloves, seven balls, 20 pairs of sock and seven shin guards were
presented recently to the TCIFA by the university coach. Flowe, who had visited the Academy in Providenciales last December, decided to take on the project to assist the young players. His donation drive gained positive responses with the likes of Andrew Raudabaugh of Chester City United, John DiCriscio of World Sports
Show, John McBride of Bridesburg Recreational Center of Philadelphia, Courtney Niemiec (professional football player for North Carolina Courage, NWSL), West Coast Goal Keeping (Seattle, Washington) and Junior Lone Star FC all contributing to the cause. forfeited a game to the GT Stallions on Saturday night after failing to field enough players to start. In their win, Andujar Gardiner led the Knights with an all-round effort. He scored 23 points, pulled down five rebounds, made four assists and six steals. Melvin Elsie Jr. added 17 points and three rebounds for the winners. Emanio Williams led the Spartans with a game high 26 points, while Devon Williams and Lordly Lubin added 11 each.

TCI unanimously voted in as CACSO associate member -Set to compete at 2018 Games TCI has joined the well-respected Central American and Caribbean Sporting Organisation (CASCO) and will look to compete at their August 2018 Games which are billed for Barranquilla, Colombia. We were unanimously voted in as an associate member after a push by the TCI Sports Association, headed by TCI Director of Sport (Acting) Judith Robinson. With the membership, most of TCI sports will be able to participate, given that in 2014 when the Games were last held, some 42 sporting disciplines were represented. At this month’s congress, TCI qualified by highlighting 10 of the local sporting entities with international affiliations. Records from athletics, football, basketball, cycling, rugby, sailing, softball, swimming, tennis and volleyball were used. Since the games are internationally recognised and highly regarded with
32 participating nations (minus the ones who were accepted over the last two years), joining the group is seen as a step towards attaining Olympic membership. As a British overseas territory the TCI is not a part of the International Olympic Association (IOC) and cannot compete at the prestigious Olympic Games. STEPPING STONE Robinson, who is the chairperson of the TCI Sports Association, said this week that the idea is to prove that TCI is Olympic ready. “This is a big victory for us because previously our athletes were not eligible to compete due to the fact that TCI does not have Olympic Nation status. However, the vote now makes it possible for us to compete at a very high regional level with other aspiring Olympians, and motivate us to continue pushing and knocking on doors until we acquire

our goal as an Olympic body”. Ben Stubenberg, who also attended the meeting as part of the TCI delegation, noted: “The new eligibility does not make TCI an Olympic Nation, but it puts us closer to the goal by becoming part of the structure of sporting events that lead to the Olympics.” Becoming an associate member
of CACSO was no easy task. In fact it took several years of hard work for the process to be completed. High level discussions with the British Olympic Association, as well as senior CACSO officials were held. Prior to that, a special committee was established in 2013 with the likes of Stubenberg (General Secretary) and Dorn Fulford (Vice Chairperson)
assisting Robinson. One year later, the committee, which was established to advance the agenda of eligibility in Olympic affiliated events, formed the TCI Sports Associations Organisation (a single body to represent all TCI). Since then that body, led by Robinson, has been pushing for international equality in sports.

Guerrier continues to improve on her indoor national records NATIONAL sprinter Akia Guerrier continues to improve on her indoor records after another personal best in the 200M last Saturday at the Iowa State Classic. The 18-year-old, who holds the national outdoor 100M, 200M and 400M female sprint records also became the indoor 60M and 200M record holder this year. Since January 12th she has broken her records three times. Last Saturday the K-State student ran the 200M under 25 seconds (24.93) for a 10th place
finish. The former BWIC student told the Weekly News that she has been training hard to improve her times. “I must say this is a completely different environment. I’m thankful for those that helped me to get here. Training is very strenuous but it’s worth it. Being able to see the improvements every week is a thrill.” Along with the 200M PB, Guerrier also split 56.2s in the 4X400M for her school last week.

According to information from the TCIRFU, “Princeton are a good touring side and have beaten Cayman Islands, T&T and the Bahamas.” PRO Dan Willis added that: “We expect it to be a tough game, we’ve

Garland runs PB in indoor 200M NATIONAL 400M record holder Angelo Garland has a new personal best in the indoor 200M. The senior at the Texas A&M University Corpus Christi ran 22.22s at the Dunamis Sports Group College Classic last Thursday.
His previous best was 22.31s. The 22-year-old will now focus on his indoor Conference Championships which is slated for next week. Darian Forbes holds the national indoor 200M record with a time of 21.78s attained in December of 2006.
ALTHOUGH the Commonwealth Youth Games are several months away, the TCI Boxing Federation has already selected a strong seven-member squad to represent the islands. The pugilists (five males and two females) will make history as the first ever TCI boxing team at the Youth Games, and they are looking to return with medals. Heavyweight boxer and coach,
Jim Kelly Joseph said that the junior boxers: Patrick Gedeus, Malik Arthur, Mikenson Obin, Faizon Forbes, Timothy Irwin, Donielle Hall and Salena Rigby have been sharpening their skills and should be well prepared ahead of the bouts. Joseph and other officials will accompany the side to the event in late July in Nassau, Bahamas. “The team has been training
very hard…we are not worried about power punches, but technique, because technique beats strength every day.” Joseph said he was optimistic that the team was “going to come back with lots of medals”. TCI will be represented by three disciplines at the Games. Along with boxing, there will also be an athletics team and a beach soccer side.
