Gov’t unveils ambitious education plan BY OLIVIA ROSE THE TCI Government has released its new Education Sector Plan 20182022 with the hope of transforming the territory through providing accessible, high quality learning. The ambitious plan was unveiled by the Ministry of Education on Wednesday (February 21) at the Hilly Ewing Building in Providenciales. It builds on the progress made in the Education Development Plan 2013-2017 and will be guided by the ministry’s vision for education as articulated in the Government’s Change Document. The transformative plan seeks to create opportunities for students to access the necessary tools and resources to enhance their learning experiences, while affording them resilient and safe learning spaces. Flanked by teachers, Permanent Secretary Wesley Clerveaux, and other education officials, Minister of Education Karen Malcom said
the plan will ensure that all children, including those with special needs, have access to quality education. “The plan is based upon the premise that a basic education of 11 years from infant one through to form three is of benefit to the whole community and these 11 years should be used to imbue all children with a sense of what it is to be a Turks and Caicos Islander,” she said. “The basic education curriculum will have a strong focus on our cultural heritage and a firm grounding in our accepted religious principles with an emphasis on respect for self and others. “All children will follow a common curriculum that is childcentred, broad, balanced and aligned to our national development goals.” Malcom stressed that during the 11 years of basic education, children will develop the skills and competencies necessary to enable them to become productive participants in the territory’s quest towards nationhood. “On completion of basic

education our children will have several pathways available to them as they move through adolescence into adulthood. “All students who complete their basic education will progress to two further years of formal learning. “These final two years of high school will afford our sons and daughters the opportunity to further develop their skills and knowledge in their chosen field of human endeavour. “Every child can succeed, every child must succeed!” She said that the Government will ensure that children have choices and pathways to prepare them for global citizenship. “It is the role of the education system to provide the environment and the opportunity for every child to discover their true potential and to
and to create in them the courage to achieve their dreams.” VOCATIONAL TRAINING The minister revealed that a major point of departure from the norm is the focus on technical vocational education and training. “We will concentrate our resources on the development of skills as early as the primary school classroom, and provide support right through to the end of high school. “The ministry will continue to provide funding through the scholarship programme to allow our children to pursue studies after they graduate from high school.” She further explained that the award of scholarships will be based on the developmental needs of the territory to promote it as a centre of excellence
and a place to live, study and work. “This plan is neither going to be easy nor cheap to implement,” she said, “and for it to be successful all stakeholders will be called upon to play their part. “Government will be called upon to show strong long-term resolve to complete a comprehensive building programme.” The ministry and the department will have to show fiscal discipline to ensure that what few funds they have at their disposal are spent in pursuance of the outcomes expected from this plan. She stressed that parents also have a role to play in ensuring their children attend school. “Parents must also ensure that CONTINUED
Alternative education policy to support at risk students THE EDUCATION Sector Plan will be implemented through a two pronged approach which will also see an alternative education policy being introduced across the territory. This alternative education is geared specifically towards helping at risk students, such as pregnant teens, delinquents and students with behavioural issues to be reintegrated back into the academic system. Education planner within the ministry Dr Perwe Brewster said: “The alternative education policy that we have crafted is one that is going to hold all of us responsible for all our young people who are in schools. “So we have a responsibility to ensure that we do all that we can so that when our young people leave school at age 16 or 17, that if anyone were to come into our system we would have done everything possible to ensure
that we have emotionally and spiritually strong young people who have attained academically the best that they can.” He added: “We have incidents that some young people go through during the course of their school lives and we just can’t put up our hands and say to that naughty boy or to that girl that she made a mistake and we can’t help you.” Dr Brewster emphasised that the education system has to go out and support those young people who are facing challenges. “And we’re attempting to do this through the alternative policy.” She further explained the alternative programme will ensure that the right of a basic education is available to all school age children. “To ensure that more children successfully complete their education and become productive and functioning citizens of the
Turks and Caicos Islands. “To ensure the resources of the Government are fully utilised through integrated and transparent inter-agency collaboration.” Minister of Education Karen Malcom also speaking on the alternative education plan said the Turks and Caicos Islands embraces the fundamental principle that human resource development is the key to the social and economic advancement of its people. Thus it is important that the Turks and Caicos education system provides opportunities for everyone to reach their full potential and be successful in life, work and society. She underscored the importance of the education system of the Turks and Caicos Islands, in cultivating a love of learning developed through avenues provided for the gifted, and the academically, physically and mentally challenged.

Construction to begin on 12 storey Ritz Carlton resort BY DELANA ISLES ARMED with full planning approval and a building permit, the worldfamous Ritz Carlton resort brand is getting shovels ready to officially break ground on a new luxury development this Monday (February 26). A special ground-breaking celebration will be held at the Grace Bay construction site and future home of the TCI’s first 12 storey resort hotel and spa at 4.30pm, followed by cocktails at Le Vele Plaza at 5.30pm. Local point person for the Dessarollos Hotelco group, real estate agent Walter Gardiner of Regency Christie International Real Estate was happy to announce the news when contacted by the Weekly News. “We started clearing the site about ten days ago and official construction will be starting in about a week after we break ground, and it will take three years to complete,” Gardiner said. “We are very excited, the developers bought the property back in 2011, and it’s been a long journey but they kept the faith, stayed the course and they are very happy that it is starting.” Gardiner also stated that they have been very successful with selling the

residences, six of which are already sold, in addition to accommodations within the hotel itself. “We’ve sold 75 percent of the residences in the first building, so we are very excited about that too, and our clients are happy that we are starting.” The proposed development comprises of hotel rooms, condo hotel residences with rental pool and amenities that are normally associated with a five star resort, including restaurant, spa, fitness
centre, meeting spaces, retail shopping, and casino. A total of 317 rooms are planned, made up of a mixture of hotel rooms, condo hotel units and residences, with three prominent centrally located boardwalks which offer uninterrupted beach access. The project will be constructed in two phases, however, phase two will commence when phase one is about half completed. A six day construction work week (Monday to Saturday) is planned,
with work beginning at 7am and ending at 5pm each work day. The contract for the construction of the facility is expected to be awarded to a local, regional or international construction company with the capacity, qualifications and experience in the construction of resort hotels of this scale and nature. Director of Education Edgar V Howell said the plan embodies the hopes and dreams of the Ministry of Education in undertaking to improve the quality of learning for children. He said the plan has eight strategic imperatives and four cross cutting issues, which are essentially a roadmap that will ensure an enabling environment in
which each learner is successful is created. “Those eight strategic imperatives: 1) speaks to the equitable access to quality learning opportunities, 2) improve the effectiveness of governance, leadership and management of sectorial and institutional levels, 3) improve teachers professional development. “Strategic imperative 4) improve the quality of teaching and learning, 5) improve the

curriculum and strategies for assessment, 6) increase access to early childhood development services, 7) provide opportunities for all learners in technical and vocational education and training, 8) increase provision for tertiary and continuing education.” He said the eight strategic imperatives are further broken down into three key targets which are supported by activities which the ministry and schools will undertake to achieve the overall objectives.
a court battle as an interested party with The Venetian and The Tuscany resorts – both of which are managed by Strata Corporation – which has hampered progress on the resort hotel as a result. Chief respondent in the case was the Government (the Governor of the TCI, Minister of Infrastructure, Housing and Planning, and the Director of Planning). Through successive governments the court case continued, with the two Strata Hotels finally throwing in the towel when filing an appeal with Her Majesty’s Privy Council to review the local Supreme Court’s decision against them was their final legal salvo. It all began in January 2015 when the former PNP administration hosted public consultations on the then proposed 12 storey development, which was in equal parts rejected, roundly criticized and welcomed by various sections of the local society. As a result of what was eventually deemed unsatisfactory consultations, the Venetian and the Tuscany filed legal action later in 2015 questioning the decisions to allow 12 storey developments. They won that round in November 2015, whereby the court struck down the Government’s prior change to the development manual made in February which they followed with consultations in August. The Government had appealed that decision, but it was dismissed by the appellate court in May 2016. Following this defeat the Government made the proper changes to the development manual and again carried out consultations. However, the two hotels took the matter to court again contending that the 2016 consultations were inadequate, among a slew of other grievances. Their legal grounds were rejected and the Government won that round. However, the hotels filed a judicial review of the chief justice’s with the Court of Appeal. In February 2017, the appellate court rejected Strata Corporation’s grounds, and affirmed the order made by the chief justice in 2016.

Construction on luxury Leeward housing development to begin March BY DELANA ISLES A NEW luxury housing development called ‘Upper East Side’ is already in the works for Governor’s Road, Leeward, Providenciales. The development is being touted as, ‘Your gateway to affordable modern living in the prestigious Leeward neighbourhood’. Upper East Side Estate (UESE) is also said to be a turn-key project which will offer investors both an excellent investment and potential rental revenues. This past week, Hamilton Real Estate, along with their international partner Savills International announced the coming development to the Weekly News. Sam Hunt, manager of Hamilton Real Estate - listing agents for the development, said that the site clearing and construction of basic infrastructure will commence in March. “We have 12 private homes being built in a private gated community
with an asking price of $1,050,000 per unfurnished home. “Each home has its own swimming pool and there is a community tennis court and child’s play area within the gated community. “Each home consists of three to four bedrooms on 2,465 square feet” Hunt said that the entire development’s construction is expected to take about 18 months to complete. The construction company, he said, is the well-known TDMG Concordia Limited, which has years of building luxury real estate in the Turks and Caicos Islands. “We are doing sales out of our new Grace Bay sales office as well as internationally via our Savills International association.” Hunt explained the benefits of the project: “It is another luxury development for the Islands, more stamp duty for government on sold homes and potential vacation rental income tax and with more development coming, it all equates to more overall positivity for the country.”
SCOPE OF THE DEVELOPMENT A four point eight acre private community, wall-mounted cooling units in all bedrooms and living area, controlled gated entrance and exit, cathedral ceiling in main living area, a paved main street, major kitchen and laundry appliances included. The 12 home-sites will average some 0.3 acres, with a furnishing package being offered on demand. There are four different models available, soft landscaping, up to four bedrooms and three bathrooms, gravel driveway included with an option of having the driveway paved. Up to 2,075 square feet under roof, communal tennis court, and additional spacious 390 square feet covered terrace. There is also easy walking distance to Leeward Beach (10 minutes), International School of Turks and Caicos (five minutes), Blue Haven Marina (11 minutes) and large open pool deck over 900 square feet. Programmes available are short-term vacation rentals, pool maintenance, grounds keeping, and property management.

Caribbean stay-over visitors spend $37b in 2017 BY DELANA ISLES TOURISM arrivals in the Caribbean have set a new benchmark, despite the impact of two major and devastating hurricanes. While the catastrophic storms devastated some of the region’s destinations, slowing down tourism’s progress, they did not stop it. This is according to figures released by the Caribbean Tourism Organisation (CTO), the authority on regional tourism statistics, during a news conference streamed to a global audience last week. The CTO’s acting director of research, Ryan Skeete announced during the press briefing that the Caribbean reached the 30 million mark in stay-over arrivals for the first time ever last year. This happened even as the region battled the effects of hurricanes Irma and Maria, as well as hurricane Harvey which lashed parts of the United States, the Caribbean’s primary market. In addition, there was record spending by visitors, who contributed $37 billion to Caribbean economies during the 12-month period, up 2.6 percent over 2016, Skeete reported.
The tourism researcher explained that stay-over arrivals were on track for a strong performance during the first half of 2017, growing by an estimated 4.8 percent, but growth was curtailed in the second half of the year by the storms, which were largely responsible for a 1.7 percent drop between July and December. “These outcomes resulted in an overall increase of 1.7 percent in 2017, making it the eighth consecutive year of growth, albeit slower than the average global growth rate of 6.7 percent.” The CTO official explained that strong economic performance in the main markets helped spur the region’s performance, with some destinations recording double-digit growth, although the hurricane-affected countries were down between seven percent and 18 percent. The United States continued to be the primary market, growing by about 0.5 percent to reach an estimated 14.9 million visits to the region due mainly to solid economic growth, low unemployment and high consumer confidence. The Canadian market rebounded strongly, recording a 4.3 percent increase in arrivals, compared to a
decline of 3.1 percent in 2016. However, it was the European market that recorded the strongest growth rate, increasing by 6.2 percent to 5.8 million visitors, with the United Kingdom up by 2.9 percent to 1.3 million. The increase in arrivals was not reflected in hotel occupancy, which fell by 1.2 percent, according to STR (formerly Smith Travel Research), a US company that tracks supply and demand data for the hotel industry. However, both average daily rate and revenue per available room recorded increases, though slightly. “Notably, the hotel performance indicators excluded most of the hurricane-impacted destinations at this time, due to the disruption in operations caused by the hurricanes,” Skeete said. The cruise sector also set a new high of 27 million passengers, 2.4 percent higher than 2016, despite the hurricanes. “The cruise passenger
performance mirrors the performance of tourist arrivals, as it grew strongly by 4.6 percent in the first half of 2017, but contracted marginally - by 0.4 percent - in the second half of the year. “Indeed, cruise passenger arrivals fell dramatically in September by some 20 percent. However, growth resumed in October, which saw a two percent increase,” the CTO official said. The CTO said the economic conditions are expected to be favourable for further growth in 2018, therefore it predicts growth of two to three percent in both stay-over and cruise arrivals. KEY STATISTICS Thirty million tourists visited the region in 2017, which were 517,000 more than the 29.6 million in 2016. Double digit growth in St Lucia 11 percent, Belize 10.8 percent, and Bermuda 10.4 percent. Major market performance were - United States up by 0.5 percent at
14.9 million; Canada up 4.3 percent at 3.5 million; South America down by 6.5 percent at 1.8 million; Caribbean down by 1.3 percent at 1.8 million; and Europe up by 6.2 percent at 5.7 million. Room occupancy was at 66.4 percent down by 1.2 percent; average daily roommate was $204.64 up by 1.9 percent; revenue per available room was $137.85 up by 0.7 percent. In 2017, the Caribbean welcomed 27 million cruise passenger arrivals. Destinations with the most cruise passenger visits were St Vincent and the Grenadines, Martinique, Curacao, Dominican Republic, Antigua and Barbuda and Aruba. Total visitor expenditure was estimated at $37 billion in 2017, representing a 2.7 percent increase when compared to $36 million in 2016. For 2018, it is projected that performance of tourist arrivals will vary between two percent and three percent.
Budget 20182019 will be late – $20m approved to cover gov’t spending in the meantime PREMIER Sharlene Cartwright Robinson has confirmed that the Fiscal Strategic Policy Statement (FSPS) is still being worked on by the Government and as such has not been sent to the United Kingdom for approval as yet. In an invited comment this week, the premier told the Weekly News: “The work on the FSPS is progressing. It has not been sent as yet to the UK. “I had advised the House during the last sitting that the budget will be late and we are not able to say how late as the FSPS approval is out of our hands.” The budget, when approved and passed, will be a true roadmap of the PDM Government’s allocations and provisions since they won the election in 2016. As pointed out by the premier during the presentation of the
2017-2018 budget last year, the document was chiefly representative of many of the programmes they inherited from the past PNP administration. That budget, as was boasted by the Government last year, did not need UK approval before being taken to the House of Assembly to be debated as it had met all of the debt sustainability indicators set out in the framework document between the UK and the TCI. In the meantime, the House of Assembly has already debated and passed a $20,325,251.15 supplementary appropriations bill that will cover government spending until the new budget is passed. Grand Turk Post Office is a government run facility
Postal services temporarily suspended in Grand Turk BY OLIVIA ROSE RESIDENTS in Grand Turk have not been able to receive any mail from overseas and other family islands due to outstanding debts to the local airline, according to Oswald Skippings. The Leader of the Progressive Democratic Alliance (PDA) says the territory’s capital is being neglected and people are “frustrated”. The PDA leader in a statement to the media issued on Monday (February 19), said residents feel that their plight is not being addressed by
the Government. He said: “This is yet another example of neglect at unprecedented levels that the people of these Islands are now suffering as tensions are growing and there seems to be no light at the end of the tunnel.” Skippings revealed that a visit to the Post Office to check for mail proved to be futile as there was still no mail transported from Providenciales, the port of entry and redistribution for international and local mail to Grand Turk Post Office. He stressed that while the internet and private courier services provide
for much of today’s communications, there is still important business, family communication and transfer of parcels that takes place using the Government’s post offices. “Let us hope and pray that this problem would soon be solved and Grand Turk people will once again have postal service to and from that island and be relieved of some of the frustration that is now commonplace,” Skippings said. A contact from the Office of the Premier told the Weekly News that efforts are being made to resolve the issue in a timely manner.

This year the popular beach has increased its position from the number two ranking in 2017 and reclaimed the top spot it held in 2016. Trip Advisor’s annual rating placed Grace Bay on top of the Travellers’ Choice Beach Awards, beating competition from beaches in Brazil, Cuba and Spain and Florida. Beaches around the world were ranked on the quantity and quality of traveller reviews and ratings for beaches on Trip Advisor gathered over a 12 month period, according to world renowned traveller website. Halfway house, halfway complete – Masquerade ball to raise finishing funds BY OLIVIA ROSE THE TCI’s first halfway house to rehabilitate drug addicts, prisoners and psychiatric patients is halfway complete. But more cash is needed to finish extensive works at the South Dock facility and add a roof, doors, windows and more. The Turks and Caicos Drug Prevention Foundation will be hosting its annual Masquerade Ball on Friday, April 27, at the Courtyard at The Shore Club, Long Bay, to raise funds. President of the foundation Dierin Longmire spoke about the ball at a press briefing on Monday (February 19) at the grounds of the building. She said the foundation is looking forward to the public’s support this year to bring the Mental Health Group Home nearer to completion. “As you can see, we don’t have a roof yet, or doors or windows, so we’re really looking forward to support on getting this up and I just want everybody to know that the money has not been squandered and we’re getting up and running now. “We really would appreciate everybody coming forward and

A VITAL FACILITY The Mental Health Group Home once completed will provide a 24
bed facility accommodating those with chronic and persistent mental illnesses that need supportive housing care. The two phase construction is costing about $700,000 in total and will allow providers to offer acute care services as well as areas for group therapy and recreation. Architect for the halfway house Charles Garland told media that phase one of the project is complete. He pointed out that plans are in the pipelines to build a second facility, providing all goes well with the first. “We have talked about other
buildings in other areas the Government provided us with 10 acres, somewhere going towards North West Point and we intend to build another facility for drug offenders when this one is completed. “And if they don’t have a job, the occupants of this facility can go and farm and help grow food to help support themselves while they live here.” Garland said that the facility needs about $400,000 to finish the construction. “About six months we can be inside if we raise $400,000. We’ve
spent close to $300,000 already and you see where we are. “The hard work is done once we get the roof and windows in, then comes the easy part. But in construction that’s the longest part because you have to take your time and do the finish work on the inside.” Dr.Alicia Malcom, head of the Department of Mental Health and Substance Dependence, said the facility will help those who are suffering from alcohol, drug addiction and the ones who are constantly in and out of jail. She said: “We broke ground last year, and although we don’t have a roof as yet, this project is far underway. “This project is designed to assist in the reintegration of drug offenders who are placed on parole by the courts and to serve as an after care programme for substance abuse clients who have completed inpatient services but also need additional support. “It is also intended that this facility will serve as a custodial programme for alternative sentencing for first time non-violent drug offenders.” Last year the Government handed over a long anticipated $150,000 to the foundation to help bring the project to fruition. The Turks and Caicos Drug Prevention Foundation is urging to the community to come to the ball and support this worthy cause. Gun-toting bandit robs Blue Hills supermarket POLICE in Providenciales are investigating a robbery that took place on Monday (February 19) at the Quality supermarket store located in Blue Hills. An employee reported to police that at about 12.18pm a bandit entered the supermarket and demanded money from her at
gunpoint. After helping himself to a large and undisclosed amount of cash, the robber fled the scene on foot. She described the gunman as short, dark-skinned, sporting dreadlocks and wearing a dark blue shirt. Investigations are continuing. Shabby illegal homes in Blue Hills, Providenciales
Frustrated robber fires shot in air before fleeing Police are also investigating an attempted robbery that took place on Saturday (February 17) at about 12.54am in Cooper Jack, Providenciales. On the day in question, 911 operators received a call from a man who reported that he was held at gunpoint by a short, dark-
skinned male, who tried to rob him. The culprit discharged a single round in the air and fled the scene after being thwarted in his robbery attempt. The victim reported that the masked gunman was dressed in all black.

Police investigating two vehicle accident and woman hit by car The Traffic Enforcement Unit of the Royal Turks and Caicos Islands Police Force is investigating a two car motor vehicle incident that occurred on Millennium Highway on Friday, February 16. Both vehicles received extensive damage. Emergency Medical Services officials were quickly on the scene and transferred those involved to
the Cheshire Hall Medical Centre for medical attention. Officers are also investigating a vehicle accident that took place the following day, Saturday, at 8am. A female was hit by a vehicle in Grace Bay, across from the IGA Gourmet supermarket. The victim was transferred to the Cheshire Hall Medical Centre for medical treatment.

‘No overnight results’ – Government grapples with squatting issue BY OLIVIA ROSE ALTHOUGH the Planning Department now has the legislative teeth to fully enforce the territory’s building codes, Premier Sharlene Cartwright Robinson said people “cannot and should not expect overnight results”. In a press release issued on Monday (February 19), the premier threw her full support behind the Planning Department and the Ministry of Infrastructure for the arduous work to be undertaken. She stressed that while the department has come in for heavy criticism on many occasions, it simply did not have the tools and legislative authority to carry out its functions as efficiently and effectively as mandated. She said: “Much work is to be done in addressing the areas under the remit of the Planning Department and when we think of the number of squatting communities, this work which is only a portion of the responsibilities resting with the Planning Department, is more overwhelming than any other area. “This therefore means that we cannot and should not expect overnight results and changes. We must allow the process to work and to understand what must be done.” She urged the public not to interfere with the work of the Planning Department in any way that would obstruct their legal obligations, while appealing to the public to report illegal activity and refrain from it themselves. She said: “I understood that there was commentary on the strategy agreed earlier by Cabinet as it relates to eradication and containment of illegal settlements where the term regularisation appeared in the Cabinet’s communique. “I use this opportunity to make it clear - the remedy of regularisation can only extend to Turks and Caicos Islanders on Crown land and not private land and only under circumstances where all the criteria

needed are met. “There is much to be done and persons must take heed to the new provisions. “The Planning Department, like all enforcement bodies, will continue to enjoy my full support and resources will continue to be deployed to ensure their effectiveness.” JUST THE BEGINNING The premier underscored that the amendment of the ordinance is a critical first step in a long journey. “But we cannot continue to ignore the issue with the hopes that it will go away. “Whilst we note the pessimistic attitude of the leader of the opposition, the work must begin and I will continue to support the department’s initiatives. “We must re-establish the laws in too many cases and we must begin to restore it. Persons must abide by laws otherwise we will continue down a path of lawlessness.” The Government has since furnished the Planning Department with a vehicle for the development control officers in Providenciales
along with seven development control officers. Members of the House of Assembly all voted to amend the Physical Planning Ordinance on February 5, so that tickets could be issued for those in contravention of the ordinance and TCI’s building codes. Minister of Infrastructure, Housing and Planning, Goldray Ewing who presented the Physical Planning Amendment Bill 2018 in the House of Assembly received bipartisan support for the amendment put forth. This enforcement ticket system involves the issuing of tickets similar to a traffic ticket for the contravention of the Physical Planning Ordinance, the development manual and the TCI building codes. The issuing of a ticket would not in itself institute court proceedings. The matter would only proceed to court if the offender elects to defend the matter rather than pay the fine. If the perpetrator elects to take the issue to court, and is found guilty, the court may impose a considerably higher fine than the ticket initially prescribed.

Sex, drugs and rock ‘n roll Dear Editor, In the last couple of weeks there has been the announcement that Cabinet is considering a report on a review of the statutory bodies, while in the House the latest supplementary appropriation indicated that the National Health Insurance Plan (NHIP) was in need of a financial injection of $11 million. The new monies to the NHIP will take health spending for both NHIP and the hospital to over $55 million. This is only government spending and does not include the contributions from subscribers. It should be obvious that this level of government spending is not sustainable. It is also obvious that as a Christian society we have an obligation to help sick people. So how do we square our basic need for healthcare with getting value for money and increasing revenue so that the health costs can fall as a proportion of government spending? One of the mistakes of the interim administration was setting up the NHIP as a separate entity from the National Insurance Board (NIB). As a member of the advisory council, I argued for combining the administration of the new NHIP with
the NIB while keeping the two funds financially protected. To be absolutely clear this does not mean co-mingling funds from our pensions with funds needed for healthcare. It is a relatively easy exercise to combine the administration while keeping the funds separated and it would be a tragic mistake to ever mix the two pool of funds. We have at present two institutions that basically collect very similar types of contributions. This of course means two buildings, two sets of staff, two computer systems, and two sets of compliance departments - the list goes on but I am sure my point is made. By combining the administration there would be savings available to both institutions which would feed back into more money for our pensions and more money for healthcare. Both organisations would benefit from the economies of scale and could feed off each other’s expertise. From the user’s point of view, instead of having to inform first the NIB and the NHIP of each change in their staff compliment, there would be one database that both
institutions would use to control the contributions. The information would also be self-reinforcing in that everyone who is registered for NHIP would be registered for NHIP and vice versa. So in my view there is very little reason not to adopt this system purely on the grounds of efficiency, but as the guy who sells the steak knives on TV says “… but wait there’s more”.
With a couple of tweaks the information could provide a goldmine of information that the Government could use to make informed decisions on policy. For instance, the addition of one additional question on the registration form, that of job description, could provide the labour office with much needed statistical information on the numbers of each category.
For instance, how many ‘front desk receptionists’ work in the TCI, how many are local and how many are expatriate. This information could point the way towards training and educational goals. It would also take out the personalisation of so much of our immigration process by looking at groupings rather than individuals. I understand that the Government has recently spent a considerable amount of money for a skills audit, which is probably already out of date. We could, with relatively CONTINUED
Let me ask you a question Dear Editor, As a resident of Cooper Jack I echo the sentiments in the letter about Flow’s lack of effort in re-establishing service after the hurricanes. Every month since September they have sent me a bill for landline and internet. I have gone to their office and emailed them several times. Each time they tell me to disregard them. When I enquire as to when we might see restored service I am told they don’t know but their team is working on the plans.
How can they still be in the planning stage five months after the event? Flow’s efforts pale compared to the amazing job Fortis did, even in the face of more extensive damage. Flow after all had no poles to replace. Why are the Flow trucks so scarcely seen on the road? My other question is the lack of maintenance of stop signs on Provo. There are relatively few of them yet two of the three at Susie Turn have been knocked down. The stop sign at the intersection of the newly paved Paradise and
Cooper Jack Bay roads has also been removed. Both of these intersections are dangerous. Which also leads to a third question. Why do the police choose not to enforce the traffic laws? Potential and patience THE TCI is a small territory with tremendous potential. Potential coming from the Almighty. It is blessed with natural beauty and a special location. We are close to the world’s largest economy, the USA. We have a special relationship with the United States. The US military bases during the world war. Bases that continued into the space age. The Grand Turk base served the first suborbital flight of John Glenn. The bases are gone now but we inherited the US dollar and 10 year USA visa. American culture and expectations have, to an extent, been incorporated and ingrained into our culture. This includes the USA’s social problems, frustration and crime. We have however, come a long way. From a pure agrarian economy to the current growing

To give birth to our children. To solve the medical challenges of aging. The TCI’s children conceived in the territory and born in the US have instant US citizenship. The USA has welcomed us. Do USA citizens have special

immigration status? Why did the TCI lose access to US hospitals? Millions were sent by the 2003 to 2009 government to Delroy Howell - recommended by Galmo Williams and hired by Floyd Hall. As Southern Health Howell made off with the mega bucks and did not pay USA hospital bills, $14 million were stashed in a TCI trust. In a Jamaican court the facts came out. Under InterHealth Canada’s Rufus-care we send millions
to Canada and patients to the Dominican Republic. Governor Wetherell let the InterHealth contract stand. This governor just put it under Premier Sharlene Cartwright Robinson. She will need patience. Earlier to grow our economy, the PDM welcomed qualified developers. Did the PNP require the PDM resorts to provide employment? To train our people? Did the PNP invest in education? Minister Malcom has that goal. What about former education minister Misick? It was reported that immediately after the 2012 election she flew off to New Guinea. This is a fourth world island nation, once under Britain. In New Guinea jungles, cannibalism is still practiced. Why did she make that trip? Was she studying certain jungle plants as the missing minister of agriculture?
Former minister of education, Clarence, then a PDM now an independent, planned a high school in Long Bay. He planned a small government owned resort where our young people could “learn the ropes”, achieve diplomas in resort management. The New Guinea traveller copied Clarence’s high school plan, 15 years too late. Where is the resort training facility? That huge unfinished building in Middle Caicos could work. Middle Caicos needs something! More patience? As in the past new blue governments face years of yellow mess to sort through. They built up our potential before the last mess. Will we now have the patience to support their system repairs? I hope so.

Conch Farm Officially Closes The Caicos Conch Farm on Providenciales, the only conch farm in the world, is now officially closed to the public. There will be no more Conch Farm tours. Most of the employees have been terminated and redundancy payments have been made. Only a skeleton crew remains. This is a decision that was forced upon the Trade Wind Industries Ltd. (TWI) Board of Directors because of the constant and unrelenting obstruction and opposition to TWI farming fish in the TCI by Attorney General Rhondalee Braithwaite-Knowles, Premier Sharlene Cartwright-Robinson and the PDM Government. TWI’s shareholders have invested over twenty million dollars in the project since 2010, so retreating or giving up because of an uncooperative or temporary PDM Government is not an option. Another round of costly arbitration against the TCIG is very possible but likely to require 5 years and millions of dollars in legal fees. Waiting for the extremely likely change in government (2021) based upon the PDM’s current performance, will only take 3 years, a much more cost-effective approach. Therefore, the Caicos Conch Farm will continue to farm conch at the Leeward site in a very limited way with a low-cost skeleton crew until 2021 when, hopefully, a new PNP Government with more insight and better judgement will be elected and see the virtues and value of supporting a fish farming development that offers 100 new living wage jobs, a sustainable food source and a genuine opportunity to diversify the TCI economy in an emerging and sustainable field. TWI’s fish farm, under the name Caicos Catch Ltd, will now be developed in the Bahamas, Cayman Islands, Dominican Republic, Haiti, Puerto Rico or another Caribbean island. TWI’s dispute with the TCIG over farming fish has been widely publicized in the Caribbean and TWI has received much exposure and many unsolicited invitations from investors, developers and politicians during the past 18 months, to develop fish farming in the Bahamas, Cayman Islands, Dominican Republic, Haiti, Puerto Rico and other Caribbean islands. Constant and unrelenting delays and stonewalling by Premier Sharlene Cartwright-Robinson and the PDM Government has prompted TWI shareholders and lenders to authorize and direct the TWI Board of Directors and Chief Scientific Officer to investigate and accept an offer to farm fish in the best of those alternate island locations. In March of 2010 the TCI Bank announced its intention to make a formal demand on the owners of the Caicos Conch Farm, Trade Wind Industries Ltd, (TWI) for full repayment of a delinquent 2.3-million-dollar bank loan on which TWI was the guarantor. That demand would have prompted the bankruptcy, winding down and liquidation of the Conch Farm and the total loss of an important eco-tour on Provo and the TCI’s only opportunity for restoration of the dwindling stock of Caribbean queen conch. In 2010 an in-depth and detailed analysis of the historical financial records of TWI indicated that the Conch Farm had never been profitable and that it would be nearly impossible to ever scale conch farming to a size that it could be profitable without additional and alternative income streams. However, a provision in TWI’s Development Agreement that specifically authorized TWI to farm fin fish and stone crab, in addition to queen conch, was thought to have enough value to support and subsidize the continuation of conch farming. A new TWI shareholder was successfully recruited to purchase the TCI Bank’s 2.3-million-dollar delinquent loan position and provide additional funding for the payment of delinquent employee wages, delinquent NIB and NHIP contributions, bad debts and operational capital. Thereafter, TWI hired a World-class marine biologist and a first-class fish biologist to begin the process of developing the fish broodstock for reproduction of five distinct species of warm water fin fish native to the TCI. From 2012 through 2017 the Conch Farm successfully grew snapper, grouper, pompano, cobia and amberjack in tanks on-shore and many tourists, Turks & Caicos Islanders and local students will remember taking the Conch Farm tour and seeing those fish. They may have even eaten them in our local restaurants. In 2012 former Governor Ric Todd and Attorney General Rhondalee Braithwaite-
Knowles unlawfully breached TWI’s 2010 Development Agreement by refusing to honor TWI’s right to farm fin fish and a legal arbitration was commenced in London. That arbitration proceeding concluded in 2016 with 1.) the TCIG acknowledging under oath that TWI did in fact have a valid Development Agreement that permitted fish farming, and 2.) the Government agreed to pay a financial penalty, and 3.) a portion of TWI’s “costs”, and 4.) interest on those funds and, 5.) to honor the 2010 Development Agreement and TWI’s right to farm fish. It is now February 2018 and Attorney General Rhondalee Braithwaite-Knowles, Premier Sharlene Cartwright-Robinson and the PDM Government have made it perfectly clear that despite a valid Development Agreement and an arbitration decision in favor of TWI, they have no intention of honoring TWI’s Development Agreement or allowing TWI to farm fish in the TCI. Attorney General Rhondalee Braithwaite-Knowles, Premier Sharlene CartwrightRobinson and the PDM Government have made it perfectly clear by their deafening silence and refusal to act or respond in any substantive way on more than fourteen separate occasions to written requests for clarification, implementation or exercise of issues related to TWI’s Development Agreement and fish farming rights. And, Attorney General Rhondalee Braithwaite-Knowles, Premier Sharlene Cartwright-Robinson and the PDM Government have steadfastly refused to provide any reason or explanation to anybody for their continued obstruction and refusal to honor the terms and conditions of a valid Development Agreement, a valid Development Order or the Government’s commitments and representations to the arbitration panel. They have lost all credibility. When elected Government officials conceal or obscure the reasoning for the illogical or unreasonable government decisions that have been made, or when they rely on or reference false information, rumors, innuendo or hearsay when attempting to justify those decisions, we must be suspect of their motives, credibility and honesty. Even though TWI has provided the PDM Government with an in depth and detailed business plan indicating TWI’s intention to grow 10 million baby conch per year, not for sale but for local stock enhancement at no cost to the TCI Government, they have refused to respond. Even though TWI has committed to the PDM Government to develop fish broodstock for the reproduction of grouper, not for sale, but for local stock enhancement without cost to the TCI Government, they have refused to respond. Even though TWI has advised the PDM Government that fifty-two-million-dollars in funding has been approved and is available to TWI from institutional investors for the development of fish farming in the TCI, they have refused to respond. And, even though TWI made an offer to donate a 5% equity position in the fish farming enterprise to the fisherman’s co-op or the TCI educational fund, they have refused to respond. The PDM Government has refused to respond to TWI and will not honor the Development Agreement or the Development Order that the TCI Government has already affirmed are valid. And the PDM Government will not honor a development that the TCIG has already declared to be a “Development Enterprise”. Premier Sharlene Cartwright-Robinson and her PDM Government have unquestionably and objectively demonstrated their opposition and the fact that they do not support TWI’s fish farming project or the jobs it would create. A fifty-two-million-dollar investment in TCI fish farming without PDM Government support is an unacceptable risk that TWI shareholders and institutional lenders are no longer willing to accept. Consequently, the Conch Farm is now closed to the public but will continue to farm conch at the Leeward site in a very limited way until 2021, while actively lobbying, promoting, marketing and donating to the PNP Party during the next 3 years with the hopes and intentions of encouraging and persuading that party that commercial fish farming can bring quality jobs and value to Turks & Caicos Islanders and the local economy beginning in 2021. It should be noted for the record that Governor John Freeman was asked to assist with this matter on more than one occasion, but he refused. Trade Wind Industries Ltd. Glitz and glamour but not performance Dear Editor, We know that if our country is going to be on display, that we should put our best foot forward to the world. So this is not about that aspect of things. The premier, as the outgoing chairman of the Overseas Countries and Territories Association (OCTA), had to be the host of the gala dinner of the event. What struck me, was in the face of such opulence in Brussels, her at home, a large proportion of the population who were adversely impacted by the two recent hurricanes are not in a better position, some six months after the event. It is quite clear to all that the premier is not going to come to the aid of the citizenry in any meaningful way post the disasters. The duty waiver on imported goods is nothing to be snide about. However, if you do not have the ability to purchase goods at a level that
makes importation sense, then the waiver is of no earthly use to you. We can forever debate the issue of whether or not, as I have suggested, that the premier gave direct grants to a number of Turks and Caicos Islanders so that they could have been in a position to actually have the purchasing power to get the goods. The multiplier effect of those grants would have created another economic stimulus for our country. The premier saw differently, but a lot of Turks and Caicos Islanders are still suffering in silence long after the events with no end in sight, and they are gradually losing hope. What we are witnessing is a sad state of affairs perpetuated on us by a premier who seems not to care about the plight of the people of this country, but only on the photos coming back to us from overseas. It is the classic ‘peacock syndrome’. Light is directed to
the beauty of the wing spread, while those same beautiful wings are utilised to hide the ugliness of the peacock’s feet. How can the premier justify to the people of this country the amount of money spent on taking a large contingent with her to the events in Brussels and totally ignore the various requests for help in getting their lives back together? This display has now more than at any other time depicted that the premier is all about self and nothing about service! My understanding is that a person is elected to serve the electorate and help to change their lives for the better. This jaunt is not in that vein in the least bit, but another step in the direction of personal aggrandisement. little pain, have a real time identification of what skills are needed in the TCI updated on a monthly basis at no cost to government. “but wait there’s more…” By adding the business licence registration number to the employer profile this could provide the Government with a comprehensive list to be compared with the business licence receipts. The addition of an industry classification would provide the Government with a snap shot of the economic activity in the TCI. I often hear percentages thrown around about what percentage of our economy is tourist related, but I am never sure of the source or the accuracy. “but wait there’s more…” Many businesses already supply the Government with their monthly turnover in order to pay the various hotel and restaurant taxes or stamp duty. I suspect in terms of economic activity it maybe the majority of firms, if not by number. Why not include the monthly turnover figure on the monthly returns of employee’s salary? Taking it a step further why not, and I expect this would be the most controversial recommendation, have every business submit their turnover
monthly? I can almost hear the gnashing of teeth of some in the economic community. I have long been a believer in a laissez faire economic approach, keeping to the minimum amount of government intervention in the economic system and, in truth, providing government with the minimum amount of information consistent with the law. However times have moved on and we now have a pension system and a healthcare system and if we, and I mean the community, expect the Government to respond to our demands for more police, more schools etc. then we need relevant and timely economic information. I am sure that the argument will be “if I give them that information they will want to tax me”, well yes, but if tax is going to be levied surely it is better to do it on an informed basis. If for example, and I risk the wrath of my professional colleagues, the Government were considering a service tax on professional services, how would they estimate how much it would raise? Rather than guessing at the value of professional services or even the gross national product we would have a real time picture. This could inform us of
drops in economic activity by industry sector and by island as it happens, not after the Government realises the money has run out. The card for each registered individual could provide a machine readable strip which would prove eligibility and perhaps in the fullness of time could be matched up with the immigration process for what would be effectively an identity card which would do much to assist with the illegal workers problem. I appreciate that there would have to be changes in the law and there would have to be robust privacy controls, but the cost and effort would be relatively small compared to the benefit. So to revert back to my opening paragraph I hope the report on statutory bodies has the amalgamation of NHIP and NIB as recommendation number one as I believe that this step will help us deal with some of our future issues. As for the title of the article, ‘Sex, drugs and rock ‘n roll’, who would have read a letter entitled ‘Considerations of the efficiency of combining administrations in statutory bodies’? Tourist Board reports 4% decrease in arrivals in 2017 BY DELANA ISLES THE TURKS and Caicos Islands Tourist Board has released detailed tourism arrival numbers for the territory for 2017 which show a four percent decrease in both land and cruise ship arrivals when compared to 2016. The intense hurricane season experienced in September reflected the lowest overall arrivals of only 4,711 visitors. The statistical information below was provided by the Tourist Board, upon request by the Weekly News. OVERALL ARRIVALS FOR 2017 COMPARED TO 2016 In 2017, 1,243,843 visitors came to the Turks and Caicos Islands by both land and sea. When compared to 2016’s arrivals of 1,300,575, this is a four percent decrease for 2017. Overall land based and cruise arrivals for January 2017 was 128,673; this represents an eight percent decrease in arrivals compared to 2016’s figure of 140,371. February 2017’s figures of 126,594 was a nine percent increase over the same month for the previous year, which was 115,847. March’s overall 2017 arrivals was 148,400; compared to 2016’s 145,517, a two percent increase. April saw a 16 percent increase
in arrivals with 121,875 visitors in 2017, and 105,333 in 2016. In May 19 percent more visitors arrived to these shores totalling 104,942, compared to 2016’s numbers of 87,872. June 2017 saw TCI receiving 123,511 land and cruise visitors, while 2016 recorded 106,723, a 16 percent increase. July 2017 saw 122,660 visitors, an 11 percent increase over the previous year’s figures of 110,667. August saw a 14 percent increase with 122,956 visitors, over the 2016 total of 107,595. In September, overall visitor arrivals to the TCI was 4,711, a 94 percent drop compared to the previous year’s total of 78,815. October showed a spike with 22,579 visitors arriving in the TCI, even as it reflected a 67 percent decrease from 2016’s total of 68,714. November showed a 12 percent decrease in 2017 arrivals compared to 2016’s with 81,160 and 92,736, respectively. In December, 135,782 visitors came by land and cruise to the TCI, a mere three percent drop compared to 2016’s figures of 140,385. These numbers bring the total land-based arrivals to 416,434, while 2016 arrivals were 453,612. Compared to land-based arrivals for the previous year, 2017 saw an eight percent decrease, with September taking the hardest hit with an 88 percent drop in arrivals to the Islands. November came in second for lowest compared with the previous year at a 22 percent decrease; July saw a 14 percent less visitors, June and December figures both reflected
nine percent decreases in arrivals, October saw an eight percent decline, and March a five percent decrease compared to 2016 figures. Positive estimates for 2017 compared to 2016 were achieved in February and August which showed a four percent spike in land arrivals, while January, April and May all show a one percent increase over 2016 arrivals. CRUISE ARRIVALS January 83,785, February 82,997, March 100,046, April 71,669, May 70,996, June 88,905, July 85,163, August 86,712, September 2,365,
October 0, November 57,939, December 96,832. This brings the total of cruise arrivals for 2017 to 827,409. Last year, the Ministry of Tourism echoed a warning voiced by the Caribbean Tourism Organisation (CTO), stating that travel to Caribbean destinations are expected to slow down in 2017, following a mixed 2016 in which hotel performance was generally down but arrivals from most key markets were up. The ministry also reported at the time that for the first time in recent years, the TCI recorded a decline in its largest source market and had named several factors that may have been responsible for the decline. These included ‘The Trump Effect’ wherein it stated Americans are choosing to ‘Make America great again’ by opting for staycations over international travel. Travelzoo’s Spring 2017 Travel Trends Survey (Feb. 2017), reported that nearly 60 percent of Americans will travel domestically for their primary vacation in 2017. It was also reported by the ministry that American travellers are also showing an interest in long weekends to Europe, with new low-cost carriers like WOW Air and Norwegian offering the most competitive fares to Europe in recent history - $500 or less.

Anti-violence programme to be replicated across TCI’s schools BY OLIVIA ROSE THE ‘CHANGE from Within Programme’ designed to help curb violence and disorderly behaviour at Clement Howell High School will be replicated across schools in the TCI. The programme was launched on February 5 to address increased disruption that the school has been experiencing since the start of the school year. According to a press release from the Department of Education, territorial fights had taken place between several boys at the school. Speaking at the launch of the Education Sector Plan on Wednesday (February 21), Permanent Secretary at the Ministry of Education Wesley Clerveaux said there are plans to introduce the programme in other schools across the territory. “Although this is a pilot programme that is specific to one school, we’re looking to see how well it works as a mould and then use it for any other school. “But broadly speaking we’re working with the Youth Department to address other programmes such as the mentorship programme, and also from the Sports Department looking at how we can engage the youths after school.” Director of Education Edgar Howell said the social intervention effort is the first programme emanating from the recently approved Alternative Education Policy. The policy seeks to develop an alternative education classroom for behaviour improvement

in students exhibiting deviant behaviour patterns which are not in accordance with expected standards and outcomes and regulations of the school. “You would’ve seen reports over the last few years where we spoke about the successes realised at Clement Howell High School and some of the change that has taken place there with the fourth and fifth form students,” Howell said. “But with the new crop of students we had these incidents taking place and we felt that it was important to stand back and with those students who were involved in those activities create a programme for them to address their specific needs. “Hence the Change from Within Programme, hoping to get mostly the
personal development and thinking about the harm they cause others when they act out the way they do and how that then impacts the community.” The education director added that guidance counsellors are actively involved in the programme as they all seek to change the negative outlook of the school. Minster of Education Karen Malcom said the programme has been going very well. “I can say that because I’ve been checking up on the boys just about every day and they’ve also had persons from different walks of life going to share their stories with them. “This morning we had the Christian Council go in just to
young boys to internalise the change, to own it and to be able to manage themselves to not rush into the fights simply because it looks good or it seems something to do. “They now think carefully about how they are managing their own behaviours. Also to involve parents as much as possible, that’s a key component of the programme.” PARENTAL SUPPORT Howell stressed that parents being involved in their children’s psychosocial development is vital to the success of the programme. He said: “The interesting thing about the programme is that it’s not just a talk to you programme but the boys are engaged in activities. “They’re thinking about their own
motivate them and encourage them to get on the right path. So I can say from the checks that I’ve been making its going very well.” The Change from Within Programme runs for four weeks. At the end of the programme each boy acquires the required skills necessary to take responsibility for their own learning outcomes and develop skills to resolve issues without engaging in physical confrontations and fights. Additionally, they learn to become a positive change agent in school and in their respective communities, and finally understand the law and penalties attached to certain actions. Each student is expected to compile a checklist with role and life changes to be adhered to at school or home after the programme.
Governor honours Acting Sergeant with plaque RETIRED Acting Sergeant James ‘Bobby’ Fulford was honoured this week with a plaque of appreciation in recognition of his dedicated service to the Crown. Governor John Freeman handed the award to Fulford, who served in the British Army during World War II, on Tuesday (February 20) The plaque presentation followed an initial meet and greet back in November 2017, prior to the Remembrance Day celebrations. The governor invited Fulford to the Governor’s Office, where he reflected upon his life and time of service. (Ret) Acting Sergeant Fulford said: “It is so great to be recognised and appreciated. I am very thankful to the Governor for this honour.” Fulford is the last surviving member of the Ex-Servicemen’s Legion.

‘Stop treating tourism as a casual pursuit’ - CTO urges Caribbean countries “Therefore, we should worry when we’re not using this jobcreating, tax-generating, foreign exchange earning machine to its full potential.”
BY DELANA ISLES DESPITE record setting numbers in Caribbean tourism for 2017, secretary general of the Caribbean Tourism Organisation (CTO) Hugh Riley warns the region’s countries against taking the industry success for granted. Speaking at a tourism industry performance review press briefing last Thursday, February 15, at the CTO headquarters in Barbados, Riley rhetorically questioned whether the 30 million in stay-over visits the region recorded last year is enough and whether the work is over for individual tourism destinations. “The Caribbean, with our highly competitive tourism product, has quite some distance to go in order to realise our full potential,” he said. He stated that two weeks ago at meetings in San Juan, Puerto Rico, the CTO’s board of directors accepted the region’s strategic plan for 2018 to 2022; and with that decisive action, the board approved seven strategic functional areas, and reinforced the CTO’s mandate to ‘Position the Caribbean as the most desirable, year round warm weather destination’. “But if that really is to happen, we cannot simply stop at the results we reported to you today,” the Secretary General urged. He stated that as a region, “we

must acknowledge that to rebuild, develop and sustain the infrastructure and the image of the Caribbean, is an immense task”. Resources will need to be developed and realistic attention will need to be paid to the length of time it takes to rebuild an economy and repair a brand seriously affected by natural disasters, he added. “Reinforcing the value and the attributes of the Caribbean brand, educating the public and the travel industry on the geography of the Caribbean, and generating demand for the region’s tourism product will take time, careful strategy, and money.” In other words, Riley added, establishing leadership of the
Caribbean brand requires more than just sparsely funded, ad hoc efforts. “Our first order of business as a region is to stop treating tourism as some sort of casual pursuit. Tourism is a serious business. “It employs, directly and indirectly, 13.7 percent of the people in the Caribbean, and it contributes, in total, from seven percent to over 80 percent to gross domestic product across the region.” He added that tourism is the business that delivers foreign exchange every time a plane lands and a cruise ship docks. It also reduces unemployment and delivers massive amounts of tax dollars to the national treasuries of Caribbean countries.
OCCUPANCY “We should worry when the rate of occupancy across the region is still below 70 percent,” he said, “which means: of every hundred rooms available in the Caribbean, on average, at least 30 are going empty every night.” He said that this should tell us that “we have an opportunity - indeed a responsibility - to market ourselves more effectively, to improve the quality of our service substantially, to enhance the value of our product significantly, and to fill those empty rooms”. He noted that until Caribbean countries do these things, they are not capitalising on the substantial investment that has been already made to build the plant in the first place, and thus are leaving themselves vulnerable to further erosion of the region’s competitive position. “When we talk about truly engaging our region’s population in the business of tourism, our countries must institute the Tourism Satellite Account systems that allow us to follow the tourism dollar through the economy, so that we can help our countries to truly understand the number of visitors it takes to outfit a
school with computers, or a hospital with the latest equipment. “Yes, this business can truly be the lifeblood of the Caribbean. But we have to treat it more seriously.” The Secretary General further explained that while the region is thankful for the results achieved in 2017, and countries can and do rightfully celebrate these victories, unfortunately there are bigger celebrations occurring in the places that are stealing the Caribbean’s market share. “Their unemployment rates are falling, their economies are growing; their tourism product gets consistent visibility, and we must get to that point too,” he urged. He said that the Caribbean Tourism Organization and the Caribbean Hotel and Tourism Association (CHTA), are working hand in hand with other industry partners, to implement a plan that will address these issues. Adding that the funding for a short-term Caribbean regional marketing campaign is starting to come in, and the arrangements are in place to tell the world the Caribbean is serious about using its God-given assets to put the region’s economy in the position of strength where it belongs. “In this highly competitive business we have to keep fighting, and we have to win,” Riley said.

In what is expected to be an incomparable and emotionally moving evening, Schloss will open up about her experiences of a journey that took her beyond the anguish of Auschwitz to a life dedicated to humanitarianism. ‘An evening with Eva Schloss Beyond the diary’ is set for 6.30pm on Wednesday, March 14, at The Shore Club. It is free and open to the public. Rabbi Sholom Bluming said: “Every few years the Provo Jewish Community, together with a very generous group of sponsors brings to the island someone whose story transcends individual religions or creeds and teaches all of us the real
meaning of strength, courage and goodness. “In the past they hosted Rena Finder, a Schindler’s List survivor and last year, one of the Israeli fencing team athletes who survived the Munich Olympics massacre. “This year, said the rabbi, the presentation will be one which is truly timely and will surely leave an everlasting impact on all those who attend.” He added: “Eva Schloss is an amazing woman. She is close to 90-years-old and although she is very sharp mentally, reliving the terror and the embers of hope that burned throughout the years of degradation and starvation requires almost superhuman energy. “It is therefore a tremendous honour and privilege that we will be having this unique opportunity to host her.

Being able to hear a first-hand account of Anne Frank’s life is truly a once in a lifetime opportunity. Schloss went on to live in the shadow but also in the light, creating
for herself a full and rich life as an author, wife, mother, grandmother, humanitarian. Premier calls out PNP’s ‘alternative facts’ BY DELANA ISLES DURING the now concluded debate on the approved supplementary appropriations, the premier called a few criticisms and recommendations offered by the opposition ‘reckless and a complete ignorance of facts’. In her presentation at the wrap up of the debate, Sharlene Cartwright Robinson addressed what she called the erroneous information put out by members of the opposition ahead of and during the debate. “I sincerely believe that most of us in this House really do genuinely want to see good for this country. “I equally believe that some of us are not bright enough but dark and are wishing that we fail as a government, not grasping the fact that if we fail, we all fail. “I find myself over and over drawing reference to some of us who are just determined to use ignorance of facts and laws believing their unlearned and reckless statements are scoring big when in fact once exposed, persons know that they cannot listen to you as an individual.” She stated that while the comments offered in the assembly do not adversely affect her, it does have an impact on those who do not care to familiarise themselves with the laws and systems in operation in the Turks and Caicos Islands. “I sincerely get the politics of debate and do understand the role of the opposition as a watchdog and to offer alternative remedies and recommendations, but never alternative facts. “Alternative facts made its way
through yesterday’s (February 5) rantings by many of the members from the other side and like the opposition’s appointed member said before, when you cannot argue the facts, argue the law, and when neither are on your side, just make noise.” She added that she is not delighted to bring a reduced supplementary appropriations bill to the House, as it is a setback for the Government’s capital programme. Offering corrections to the assertions made by opposition members of the house, the Premier stated that no member of the Government has blamed the procurement process. “The honourable government’s appointed member Royal Robinson said that emergency powers used by the governor allowed this government to spend freely. “This is absolutely untrue. That has never been true.” She explained that the procurement process must be followed, the budget as passed must be honoured and that there could be no spending for new capital projects unless and until the changes were made. “I note the opposition’s vociferous objection to the extension of merchant,” she said. “We accept that no approach is airtight and I repeat that we deemed it necessary to do so. “What we did not want to repeat was the decision made post-Ike where the port of Grand Turk was named duty free and where there were high instances of persons importing through the Grand Turk

port and shipping to Providenciales.” She said that the Government stands by this decision which was made in consultation with the Customs Department, the Attorney General’s Chambers, senior members of team finance, ministerial colleagues, former permanent secretary of finance and former minister of finance. “It was not a decision made on whim.”
NO FROLICKING The premier further assured the leader of the opposition that there was no stubbornness, nor was there any frolicking on her part in making that decision, as she sought and received the advice of the same staff that had advised him for four years when he was finance minister. “I have no reason to not trust their advice in this supplementary appropriation bill and I am indeed
grateful for their guidance and hard work. “Technical staff were followed to the tee. “In fact, Mr Leader of the Opposition, much of the delay to give effect to the decision made since late October was to get input from accounting officers and other government functionaries. “I also benefited from great advice from SPPD on the proper mix of projects.” She also addressed the PNP leader’s criticism of the timing of the appropriation request made to the UK. “There are persons in finance that have been dealing with the UK for some time now and I have no reason to doubt that they gave the best advice despite the opposition’s wish for something less.” She added that procurement time does not allow for a greater level of spending at this time and it cannot be sensible to heap on a pile of projects that cannot go through the process with only a few weeks left in the financial year. “Yet member after member asked for more projects to remain and for schools to be repaired, all under reduced revenue.” She said that the simple fact is that they are operating under reduced revenue, cuts had to be made after savings were identified as the territory could not spend what it was not taking in. The reserves which the opposition suggested be tapped into are beneficial as the members on the other side are already aware, she added.
Students help the Caicos pine with poetry SCORES of students put pen to paper recently to help raise awareness of the TCI’s national tree in a nationwide competition. The Department of Environment and Coastal Resources (DECR) held the poetry contest last December in recognition of the second annual Caicos Pine Awareness Month in the TCI. Pupils were asked to create a poem which highlighted the importance of the trees and why they are in peril. According to a press release from the DECR, more than 80 youngsters submitted “well written, researched and passionate compositions” by the January 31 closing date. Each entry was judged according to ten criteria with each criterion affording a maximum of 10 points. Three talented poets were announced as winners in the three age categories. Chelsea Robinson from Precious Treasures International School won the age seven to nine category for

98/100. The winning compositions will be published in the spring 2018 issue of the Times of the Islands magazine. Minister of Tourism Ralph Higgs congratulated the winners and thanked all the participants for taking the time to help the DECR raise awareness. He added: “Our profound thanks is extended to the DECR staff working in North Caicos on this significant project. “The Caicos pine forms an integral part of heritage the local people of the TCI.” The Caicos pine (Pinus caribaea var. bahamensis), also called the Caribbean pine, is a tropical pine found in three varieties in Central and South America, Cuba and the Lucayan Archipelago (Bahamas and Turks and Caicos Islands). In the Turks and Caicos Islands, the pine can be found naturally on North Caicos, Middle Caicos and Pine Cay.
Unfortunately, the Caicos pine has been under attack from introduced, invasive plant pests since the late 1990s. The pine tortoise scale insect, an invader from North America, has killed between 90 and 95 percent of all wild Caicos pines across its Turks and Caicos Islands range. This has altered the North Caicos pine yard landscape, allowing broadleaf trees to grow up and shade out new pine seedlings. Low pollen count from so many dead trees means seeds are now produced in smaller numbers, and a second plant pest, the Mediterranean black aphid, has also weakened wild pine trees. The Caicos Pine Recovery Project, led by the DECR, has been working on species survival and habitat restoration for the Caicos pine since 2008. The goal of the project is to save the national tree and its unique ecosystem from extinction.

TCI Chevening scholar returns home to make an impact CHEVENING scholar Lormeka Williams has returned home to the TCI after a successful year of study in the UK to “make a valuable impact”. The 2016-2017 winner earned a Master’s Degree in Conservation Biology (Merit) from the University of Kent. In recognition of her achievement, Governor John Freeman, met with Williams to present her with the Chevening completion certificate, making her an alumnus of one of the most prestigious professional and educational networks in the world. The governor said: “The Chevening awards are highly prestigious and the subject of great competition internationally. “It is wonderful that a person from TCI was able to win through and I hope it will encourage others to apply for Chevening awards in future. “For bright, motivated persons in TCI, Chevening offers the chance to widen horizons, to build expertise and come back and contribute further to the development of the country.” Williams said that the experience of being a Chevening scholar was very exciting and to be an alumnus of the prestigious programme is “humbling”. “I would like to thank everyone that supported me throughout this time, especially my husband and family, and the Foreign and Commonwealth Office for this opportunity. “My time in the UK gave me many opportunities to broaden my
horizons and deepen my knowledge and skills: from studying in the southeast, to field work at the Durrell Conservation Academy in Jersey, Channel Islands; Environmental Legislation debate at King’s College and glamping at the Port Lympne Reserve.” She said the past year of study brought lifelong friends, colleagues and a network of professionals and experts in their fields. “I highly recommend that persons apply during the next application cycle that begins in August 2018. “I am excited to be back home and motivated to see how I can contribute to the Turks and Caicos Islands and make a valuable impact.” To be eligible for a Chevening

ENVIRONMENTAL MASTERY Multiple studies of wellbeing state that one of the most important pathways we take to gain psychological wellbeing is through the mastery of our environment. This means that we become aware of the various situations life puts us in and can identify the environments that give us strength and match our needs and values. With this same knowledge, we can also avoid environments that are not beneficial to us. Have you ever had a moment when you were in a situation or place where you thought: “Why am I here? Do I even like this? I don’t even care about this thing.” Chances are, that environment is not one that matches with your needs, values and it may not necessarily help you to grow. Identify your needs, what you stand for, and the environments that come with that. OUR PURPOSE IN LIFE Whether it is that we want to be a lawyer, a pharmacist, an artist and or a farmer, our purpose in life drives what we do and how we do it. When we feel that there is some form of direction in our lives, we accept the good and the bad we experienced in the past and experience in the present. We accept these experiences because we feel that our experiences prepare us for the role and purpose we have chosen for our lives. Recent studies have placed high importance on purpose driven choices in life and postulates that the more actualised we are in what we want to do, the more acceptance we have of life and the various experiences we will have in it. INDEPENDENCE Independence, also referred to as autonomy, is when we can make decisions irrespective of other’s opinions and thoughts on our choices. This is not to say that we shy away from asking help of others; no man is an island on their own. sustaining psychological wellbeing. CARING RELATIONSHIPS We are relational beings and with that comes opportunity and need for us to form relationships that are real, long and meaningful. Though relational in nature, we may struggle at times to form connections with others or to utilise true forms of love, caring and empathy when interacting with people we may not be too fond of. Regardless, when we are able to create meaningful, empathetic relationships with others, our psychological wellbeing increases significantly not to mention our level of satisfaction in life. No matter how good or bad a day has gone, we can all appreciate a loved one being there to listen and hug on us; this includes our furry friends as well. PERSONAL GROWTH For the sake of this discussion, personal growth is more the internal and personal view that we have of ourselves that we are continuously growing. It is the realisation that we are imperfect human beings that are going to mess up, get it wrong sometimes and outright rebel against things that are initially good for us. As that may be true, when we refocus on this truth that we are continuously experiencing things and growing through them, we are able to have a better understanding of psychological wellbeing. So the moral of this story; you are constantly growing through life. Do not be so hard on yourself and do the best that you can. SELF-ACCEPTANCE Self-acceptance and personal growth are quite similar to each in the fact that they require self-awareness and self-compassion on the journey to gaining and sustaining psychological well-being. Multiple studies done on the importance of character, further mention that regardless of the good and the bad we all go through, having a positive outlook on the experience promotes psychological wellbeing. Psychological wellbeing is a more technical term for what we all naturally strive for; happiness and satisfaction in life. And though many of us have different things in our lives that inspire this drive in us one thing remains inherently true, the road to happiness is a personal one, filled with turns, dips, and different routes along the way. No-one’s journey is comparable to the other. These six pathways at their core, outline and exemplify how much internal work we do to live life the best way that we can and encourage us to keep going despite the setbacks. Let it be more of an encouragement that when we take the time to invest in what truly matters in life, psychological wellbeing and happiness are sure to follow.

Haiti vows abuse review of all charities after Oxfam ‘hid crimes’

Former PLP senator trial to resume next week FORMER PLP senator Frank Smith’s bribery and extortion trial will resume in a week’s time after revelations the virtual complainant’s health has improved to a level suitable enough for her to continue giving testimony. In December, Chief Magistrate Joyann Ferguson-Pratt said based on a letter produced by the Crown from Dr Charles Rahming concerning Barbara Hanna, she was “satisfied” that Mrs Hanna would be unable to give testimony for at least six weeks. Yesterday, however, the chief magistrate said Mrs Hanna’s issue seems to have “corrected” itself, leading her to set down February 26 to March 1 for the continuation of Smith’s trial. Smith is facing 15 criminal charges concerning his alleged solicitation of $65,000 in bribes from a woman he is said to have assisted in getting a contract. He is currently out on $50,000 bail. He was initially arraigned before the chief magistrate in July charged with 13 counts of extortion and one count of attempted extortion and bribery. It is alleged Smith, between April 2016 and April 2017, in respect of his duties as a public officer, demanded and obtained $5,000 per month from Mrs Hanna, knowing he was not lawfully authorised to do so. He is alleged to have attempted to extort another $5,000 from Mrs Hanna in May 2017. Concerning the bribery charge, it is alleged he solicited $5,000 a month from Mrs Hanna for aiding her in getting a contract with the Public Hospitals Authority, where he formerly served as chairman. Smith pleaded not guilty to all of the charges during his initial arraignment. During a previous hearing, the chief magistrate said she was “concerned” about Mrs Hanna after the latter suffered an apparent meltdown and expressed frustration over her involvement in the matter.
At the time, Mrs Hanna, while in the witness box, took a seat and remained unresponsive for at least five minutes after repeatedly telling lead defence attorney Keith Knight, QC, she did not “feel good” and was too “frustrated” to answer any more of his questions. That came after she confirmed she was borrowing money from Pouland Limited, a lending company owned by Smith, at the same time she was allegedly making $5,000 monthly payments to the former PHA chairman. Those payments, she said in a previous hearing, were made to Smith after he approached her within a week of her being awarded a oneyear, $500,000 plus contract to clean the Critical Care Block (CCB) at the Princess Margaret Hospital (PMH) in 2016. Believing it to be a one time payment, Mrs Hanna said she obliged and gave him the money. Upon doing so, however, she said she was told she had to make monthly payments in the amount of $5,000. During a hearing earlier on in December, however, Mr Knight not only attacked Mrs Hanna’s credibility, but foreshadowed a nocase submission based in part on the allegation that she condemned her own testimony. The key moment during those proceedings came when Mrs Hanna, without prodding, claimed to have given police documents about Pouland Ltd that the prosecution did not disclose during discovery. The defence argued the lack of disclosure may mean constitutional provisions on fairness may have been breached. Mr Knight said the prosecution, which he said includes police investigators, were obligated to turn over all documents, no matter their perceived benefit. The prosecution, after inquiring during a short break whether the documents in question were given to the police, reported that investigators said they were never in receipt of the documents.
OXFAM hid information about sexual misconduct from authorities in Haiti, a senior official in the Caribbean nation said on Monday, and he vowed to launch a widereaching investigation into charities operating there. Oxfam officials met Haiti’s planning and external cooperation minister, Aviol Fleurant, in Port-auPrince on Monday to hand over a copy of a 2011 internal report which states that the British charity’s former Haiti country director had admitted to using prostitutes during a relief mission following a devastating earthquake that hit the Caribbean island nation in early 2010. It was the first meeting between Oxfam, one of the world’s biggest disaster relief charities, and the government in Haiti since a recent Times of London report that said some of Oxfam’s staff paid for sex, triggering a scandal that has seriously damaged the charity’s reputation in the UK and abroad. “What hurt me at the end of the meeting is that they admitted that Haitian authorities had, at no time, been informed by Oxfam about the commission of such crimes,” Fleurant told Reuters in an interview. “According to the law, someone who is aware of the perpetration of a crime is obliged to alert the nearest

Probe into Jamaican teen who threatened to be next school shooter A JAMAICAN teenager who threatened to carry out a mass school shooting is being questioned by police and undergoing a psychological evaluation. The 17-year-old student of the Wolmer’s Boys’ School and his parents and two other students were on Moday questioned by detectives from the Counter-Terrorism and Organised Crime (C-TOC) investigation branch of the Jamaica Constabulary Force. “Our next move depends on what comes out of our investigations. We are, however, following all leads,” head of C-TOC, Assistant Commissioner of Police Fitz Bailey said. The investigation comes on the heels of last week’s shooting at the Marjory Stoneman Douglas High School in Florida, where an expelled student killed 17 people. In a 10-minute voice note which went viral, the Jamaican student claimed that he might be the next school shooter or serial killer, and explained how he would carry out murder and acts of violence against fellow students. Government ‘has no plan’ for Northern Ireland - Sinn Féin THE government “does not have a viable plan” to deal with the political stalemate in Northern Ireland, Sinn Féin’s president has said. Mary Lou McDonald said she feared “entrenchment and drift” in efforts to restore the executive, which collapsed 13 months ago. PM Theresa May has held talks with Sinn Féin and the DUP at Westminster. In an interview with the BBC’s political editor Laura Kuenssberg, Ms McDonald accused Mrs May of “facilitating the DUP blocking” the restoration of power-sharing. “I believe whether intentionally or not, Theresa May is actually facilitating the DUP blocking advancement and resolution on these core issues,” she said. Mrs May has emphasised that her government remains committed to doing all it can to restore devolution. At a press conference outside Westminster earlier, the Sinn Féin president said: “We can only surmise from our meeting with the British prime minister that the government doesn’t have a viable plan for carving a pathway for the restoration of the institutions. “We’re disappointed that the

West Bromwich MP attacked by hooded gang on his way home AN MP was set upon by a gang of robbers who jumped on him and attacked him before stealing his wallet and phone. Adrian Bailey, Labour MP for West Bromwich West, was on his way home from Parliament on Tuesday night when as many as six people targeted him. He was left bruised after he fought off one person who jumped on his back and when he was hit over the head with a large milk container. The Metropolitan Police said no arrests have been made. After the attack Mr Bailey went to his Southwark home and called police. The 72-year-old said after the first person jumped on him from behind, another then attacked him and a third person went past him on a bike and blocked his exit. After calling for help, he thought someone nearby was coming to help, but instead they turned out to be another attacker.

US President Donald Trump has expressed support for arming teachers and ending gun-free zones near schools at a White House event on gun violence. An armed teacher could end an attack “very quickly”, he said. Mr Trump floated the proposals as survivors of last week’s Florida school shooting implored him to make sure it never happens again. The Republican president also backed calls for improved background checks for gun buyers. Other survivors meanwhile lobbied Florida lawmakers on gun control. “We’ll be very strong on background checks, very strong emphasis on the mental health of somebody,” Mr Trump told the students from Marjory Stoneman Douglas High School at Wednesday’s televised event at the White House.

TECHNICIAN/HVAC MECHANIC DUTIES AND RESPONSIBILITIES: • Performs all the duties of an HVAC Mechanic. • Performs repairs for the heating, ventilation, air-conditioning and refrigeration systems in the Villas facilities. • Respond and attend to guest repair requests. • Communicate with guests or staff to resolve any HVAC maintenance issues. • Makes periodic rounds to all area to support equipment and maintains operating log of conditions observed. • Responsible for maintaining records of work done, time records and P/M records through the CMMS (Computerized maintenance management system). • Update the work order log book and inform the Property & House Manager on the status of work done. • Reads blue prints, works from manufacturer’s operating manuals or applies knowledge of equipment to devise appropriate repairs. • Visually inspect tools, equipment, or machines. • Knowledgeable in methods to do advance troubleshooting of refrigerant system, control system and skilled in reclaiming refrigerant, insuring proper regulatory paperwork on same. • Knowledgeable in sheet metal, AC duct fabrication and assembly. • Working Knowledge of various Building Automation Systems (BAS) • Coordinates with service representative and others as necessary to accomplish installations or repairs. • Identify, locate, and operate all shut-off valves for equipment and all utility shut-offs for buildings. • May instruct personnel in proper use and operation of heating/ air-conditioning equipment, etc. • May participate in energy use studies, comparison, etc. as requested by the Chief engineer. • Use the Lockout / Tag-out system before performing any maintenance work. • Display basic computer skills including inputting air handler schedules and making temperature changes. • Test, troubleshoot and perform basic repair on all types of equipment when required. • When required perform basic repairs and troubleshooting like plumbing, electrical components, vacuum cleaners, internet devices, replace electrical switches and bulbs, and other guest room items. • Plans, recommends, and carries out an approved program on scheduled maintenance. • Perform preventive maintenance for all HVAC units and refrigerators. • Recharges a variety of air conditioning and refrigeration systems by selecting the appropriate refrigerant • Maintain maintenance inventory and requisition parts and supplies as needed. • Responsible for implementation of energy conservation techniques on HVAC systems. • Enter and locate work-related information using computers. • Communicate each day's activities and problems that occur to the other shifts using approved hotels communication programs and standards. • Perform other reasonable job duties as requested. • To provide accurate invoices and timesheets to accounting department • To conduct monthly/quarterly Inspection check list in all Villas PREREQUISITES: A working knowledge of refrigerants used in commercial and residential applications, with demonstrated customer services skills. Villarreal defender charged with attempted murder in Spain VILLARREAL defender Ruben Semedo appeared in a Spanish court on Thursday charged with attempted murder. The court in Lliria, near Valencia, also charged the 23-year-old with robbery, assault, “illegal detention” and possession of illegal weapons. Semedo, who was arrested on Tuesday, has been remanded without bail. The former Portugal Under-21 centre-back joined the La Liga club in June for 14m euros from Sporting Lisbon. The court, the Tribunal Superior de Justicia de la Comunidad Valenciana, told BBC Sport: “The court of Lliria has ordered provisional detention, without bail, for Villarreal player

AFTER an absolute nail-biter of a match, which went to overtime and then a penalty shootout, the US has finally broken Canada’s stranglehold on women’s Olympic hockey. Coleman breaks 20-year-old 60m indoor world record WORLD 100m silver medallist Christian Coleman broke the 20-yearold 60m indoor world record when he clocked 6.34 seconds at the US Indoor Championships in New Mexico. His mark beat the previous record of 6.39 set twice by fellow American Maurice Greene, in 1998 and 2001. Coleman’s time is pending ratification by world governing body, the IAAF. The 21-year-old clocked 6.37 at a South Carolina meeting last month but it was not ratified for technical
reasons. That time beat his previous best of 6.45, which he recorded when he won the US Indoor Championship last year. “I was just trying to come out with the win,” Coleman was quoted as saying on the IAAF website. My start was decent. Every time, I feel like I’ve got a lot of work to do... When I transitioned, I stood up, and I felt as good as I’ve ever felt. THE Golden State Warriors won’t be visiting the White House to meet with President Trump to celebrate their 2017 NBA championship. That much we already knew because Trump “withdrew” the invite after Steph Curry said he was not interested in going. Instead of visiting 1600 Pennsylvania Avenue, head coach Steve Kerr said he left it up to the players and they agreed to go on a private tour at an undisclosed location with a group of local kids. According to ESPN, the tour will only consist of players, coaches and students. The event will be closed to the media. “It’s their championship. They got disinvited to the White House, so it’s up to them what they wanted to do. So they made their plans,” Kerr told ESPN. “I want the players to have a good day and to do something positive and to enjoy what they’re doing.” The team had several options for their upcoming visit to D.C., including a trip to Kevin Durant’s of Seat Pleasant, Maryland and an invitation from D.C. TCI exceed expectations at Weston Cup – Two football teams reach finals
THE Turks and Caicos Islands earned two second-place finishes at the just concluded Weston Cup, in Florida after good performances from the U10 and U12 boys’ teams. Our other teams, the U13 boys, who transitioned from winning the U12 competition last year to playing with different rules on a different size pitch this year, also held their own, while our U11 female squad showed great improvement. President of the TCIFA, Sonia Bien-Aime said that the FA is very
proud of all the performances. “We have played against teams that experience competitive games at least once per week for most of the year, but we did not let that intimidate us. We are very proud of every single one of the players and coaches, and we are happy to be able to make a significant difference in the ability of players to access these quality football tournaments.” The U10 Boys lost 2-3 to the Fort Lauderdale FC 08 Boys in their opener last Saturday, but bounced

back by whipping West Pines United FC 8-0 and Aventura FC 7-2 on Sunday. The youngsters edged out CES Breakers-White 2-1 in the semifinals, before falling in the finals. Head coach of the side Joan Whent told the Weekly News that she was very proud of her team. “As a coach, I am very proud of the way the U10 Boys played and competed in this 2018 Weston Cup tournament. Their dedication and hard work throughout the year brought them home a silver medal!
Events like this provide the players with motivation to work hard to improve their individual skills and to work as a team.” Whent said that including players from Grand Turk, South Caicos and North Caicos into the squad was another plus this year. Maddox Zaidan-Jones scored a whopping 10 goals for the side, while Jack Blain netted four and Davaurii Daniel three. The coach said that Leishawn Green performed admirably between the uprights.
SOLID DEFENCE The U12 boys were extremely solid defensively. They defeated Parkland 2006 Navy 3-0 and the MST PSG Academy U12 1-0 on Saturday before drawing 0-0 against West Pines United FC on Sunday. It was a lone strike in the final by Davie United Sharks 2006 Grey that kept them away from the championship trophy. U12 coach Atte Heino told the Weekly News that the side was never outplayed. “The players performed for each other and played as a team. We were proud of their performances and effort in each game. We were never outplayed and were just unlucky to concede the one goal in the final which lost us the game. Over 4 games we only conceded the one goal in the final, and scored 4, which speaks volumes for the team’s ability, organisation and fighting spirit.” The goal scorers were Davin Daniel (1), Davaughn Daniel (2) and Nadly Agenor (1). The U13 Boys lost their opener 0-3, before beating the City of Hallandale Beach 2-0 in their second game. The side needed to win the third clash by a 3-0 margin against Martin United MUSC 06 Gold, but despite a 20 yarder from Hayden Williams and a second tournament goal from Carson Greatrex the side only managed a score of 2-0 before time expired. Although the U11 Girls did not win a game, they improved as the tournament continued. In their final clash, they lost 1-3 to Miami Shores Soccer team.

Ford feels TCI athletes will represent well in Haiti RANDY Ford is confident that TCI will be well represented at the NACAC sponsored Friendship Games that is billed for Portau-Prince, Haiti, this Friday and Saturday. Fourteen athletes, five of which are females left for the Games on Thursday last with the head coach and several officials/chaperones. The teenagers will compete against athletes from the host nation, the Dominican Republic and Martinique in a meet designed to foster track and field development and friendship. According to Ford, the team is injury free and in good spirit. “We are expected to do well in the sprints and jumps and Martijn Healy, Junior Paul and Gregory Fulford will represent us well in the middle
distances, while Rebecca Bernadin will represent us in the 400M and the 800M.” Ford is also confident that Latrell Saunders will perform well in the jumps. The athletes will compete in two divisions: the 16-17 age group and the 18-19 age group. Six of the eight athletes from the younger age group are students of the Clement Howell High School. Samuel Baron (100M, 200M and long jump), Conrad Howell (shot-putt), Daveon Durham (100M and long jump) and Brian Papin (400M, 800M and 1500M) are the male athletes from CHHS. The other male athletes are JoshuaSt Michael Meghoo (200M and 400M) from the Raymond Gardiner
High School and Healy (800M and 1500M) from the TCI Middle School. The females in the younger division are Alecia Castan (100M, 200M and the long jump) and Dred Modestin (100M and the 200M) both of whom are from the CHHS. In the older age group, Paul (CHHS) will compete in the 400M and the 800M, along with the MBHS duo of Saunders (high jump, long jump and 200M) and Fulford (800M and 1500M). The older females are the Turks and Caicos Community College: Bernadin (400M, 800M and the 1500M) and Sheena Augustine (100M, 200M and the long jump) and HJ Robinson High School: Deajah Smith (100M and 200M).

Record breaker Otuonye feels that 2018 will be an explosive year NATIONAL athlete Ifeanyi Otuonye is excited about what lies ahead for the season after breaking his national indoor long jump record last Friday in Arkansas, USA. The 23-year-old jumped 7.80M to eclipse his previous best of 7.75M, which he made in February 2016 at the Tyson Invitational in the USA. “My first foul was huge, around 8.05M, when I saw that I knew that the day was going to be good, if I was able to get a couple of legal ones (jumps).” The former K-State athlete fouled again, before equalling the record with his third jump.
His fourth jump was another foul, while in his fifth attempt he leaped to the new record of 7.80M. The record-breaking performance earned Otuonye an easy win at the Arkansas Qualifier at the University of Arkansas, given that the second best performer at the meet just managed 7.46M. The former NACAC U23 long jump champion said that breaking the record was a shocker. “What’s crazy is I’m not even training to compete at a high level indoors…my training right now is geared towards the Commonwealth Games outdoors, so the fact that I can PR right now is crazy.”
