TCI is zika free – Gov’t boosts prevention measures BY OLIVIA ROSE AS THE World Health Organisation declared a global emergency over the explosive spread of the zika virus, which has been linked to birth defects in the Americas, the Turks and Caicos Islands remains zika free to date. The zika virus infection is caused by the bite of an infected Aedes aegypti mosquito, the same mosquito responsible for the transmission of dengue and chikungunya. The most common symptoms of zika virus infection are mild fever, skin rash, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. The illness is usually mild with symptoms lasting for several days to a week. There is no specific treatment or vaccine for zika. Due to the prevalence of the Aedes aegypti mosquito in the TCI, as the country’s close proximity and regular flights to countries with confirmed cases of zika like Haiti and Puerto Rico, the Ministry of Health has intensified surveillance activities and enhanced its vector

control measures. This is according to Premier Rufus Ewing who made these remarks at a recent press conference held at the Hilly Ewing building. He noted that the Ministry of Health and Human Services has partnered with the Caribbean Public Health Agency (CARPHA) and the Caribbean Tourism Organisation (CTO) to discuss a coordinated and joint approach for the eradication and prevention of the zika virus. “So we are leaning on the resources of CARPHA who will provide the various laboratory support to our

Ministry of Health and who will also provide support in terms of treatment guidelines and how do we educate health practitioners, how do we educate citizens on what they can do to prevent and things that they can do to detect and diagnose the zika virus.” He noted that the Government will engage key stakeholders and focus groups that will be working to get the message out since each individual and household has a role to play outside of the Government in the eradication and reduction of mosquitoes. According to the Premier the environmental health department has outlined a programme of action to delineate the various resources and needs that will be required to step up efforts. “Right now we have spraying ongoing in a number of islands including Providenciales and there will be need for more fogging, there will be need for more personal protection.” In this vein, he noted that the Government will dip into its contingency fund to provide the necessary financial resources to procure the essential equipment such as additional foggers. “Getting more manpower to provide fogging in Providenciales, North and Middle Caicos, the islands that have the highest index of mosquitoes.” Mosquito nets will also be procured and distributed throughout the islands. Speaking on the seriousness of the virus he said: “One component is the birth defects that are associated with it, the microcephaly or the small head are babies born to mothers infected by the zika virus. “We want to be able to provide the mosquito nets particularly for pregnant mothers who are here and maybe likewise the hoteliers can do the same thing for those who are pregnant who may want to visit the hotels.” Infomercials are also expected to be prepared to sensitise citizens on preventative measures. The Premier emphasised that the Government will partner in any initiative aimed at preventing the zika virus. “It is necessary for us here in

the Turks and Caicos Islands to prepare ourselves to one prevent the entry to the extent that, that is possible and two, to ensure that our mosquito population on the Islands is brought to a minimum so that we can reduce the chances of mosquito bites for both residents and visitors alike.” He said: “It’s not only important from the standpoint of the health and wellbeing of the population but also the health of our economy.” Premier Ewing pointed out that tourism is the main driver of the Islands economy and the majority of the tourists come from the United States of America. “And when you have travel warnings that are not specific to a Caribbean country but to the Caribbean then that will impact tourists making decision whether they will visit the Caribbean at all or whether they will visit a particular island. “So we want to put it out there that the Turks and Caicos Islands still remains safe and the best place to be in the world and we are doing everything at the Ministry of Health level and also at the level of the hotel and tourism association and hoteliers to have our guests protected while visiting our beautiful by nature shore.” Meantime, Director of the Environment Health Kendrick Neely outlined some of the measures that will be implemented and those that are already ongoing. “We have increased house to house inspections because the Aedes aegypti mosquito, we call it the house mosquito they live around our homes, hotels so we’ll be stepping that up.” He is urging the community to support the department in this effort by ensuring their surroundings are kept clean. “We’re also going to be having meetings with the pastors’ fraternity throughout the Turks and Caicos Islands. “The reason why we are taking this approach with addressing pastors and educating the pastors because we want them to assist in passing the message on to their congregation and educating their congregation. “We will also be meeting with civic groups and we’re in the schools and we’re going to youth fellowships to talk to persons there as well.” The zika virus has since been reported in 20 countries and territories in Latin America and the Caribbean from February 2014 to January 26, 2016.

Mistrial drama in SIPT court

THE ‘PAY to Play’ corruption trial of former premier Michael Misick and others was thrown into turmoil on Monday (February 1) following calls for a mistrial. Ralph Thorne QC, representing Misick, furiously implored judge Harrison to call a mistrial after Sandals International issued a statement admitting “illicit” payments had been made to the former premier. Thorne has also repeatedly objected to the publication of the prosecution opening statement online at the end of each day. Thorne believes these factors combined have jeopardised his client’s right to a fair trial and that therefore the trial must be abandoned. He said: “My immediate concern is that the statement is so highly prejudicial to his rights and to his presumption of innocence, that it defeats his opportunity for a fair trial. “It is my view that the prosecution’s daily publication of its highly charged opening statement and this statement have had the cumulative effect of scandalising my client, portraying him contemptuously and ultimately depriving him of the right to a fair trial that is guaranteed by the Constitution and by the human rights conventions.

“I acknowledge that a proper balance between fair trial and press freedom must be maintained and I offer no condemnation of the media that seek to inform the public. “However, parties to a trial must not exploit the media to seek resolution or ventilate on matters that are properly only within the purview of the court at this time. “These extra-juridical publications, emanating from the prosecution and from a corporate
entity connected to the evidence, are capable of undermining the independence of the judiciary and the dignity of the process of trial. “We must not allow this process to degenerate into the nature and spectacle of an inquisition.” Judge Harrison ordered that defence representatives get together to decide their respective positions. A tense gaggle of legal professionals then hurried into a conference room to discuss matters further.
Following the negotiations Thorne decided he wanted to formalise the application for a mistrial and put it in writing to the court. As the judge was due to come back into court to hear from Thorne heated conversation was taking place between counsel as the tension began to show. Judge Harrison agreed to let Thorne and other counsel make their written submissions for a mistrial if they wished. He added that any application must be served to the court and the prosecution by 6pm that day. The statement issued by Sandals which was reported by various Caribbean media houses stated as fact that $1.6 million in payments were made to Misick. However the company insisted the payments, made by former executive Dr Jeffrey Pyne, were “unauthorised” and a “betrayal”. The statement reads: “The unauthorised payments were made by a senior executive and then treasurer of Sandals. “This culminated in the separation of the senior executive from the company and was followed by Sandals filing a lawsuit against him in the Bahamas to recover the unauthorised payments. “The damage done to the company
by his actions was substantial. “Not only had he betrayed the trust which the chairman and other directors had reposed in him but based on the level of his authority, the company was legally bound by his actions and this culminated in the company having to absorb a fine of US$12 million imposed by the Turks and Caicos authorities. “Were it not for the Auld inquiry which followed Michael Misick’s removal from the Premiership in the TCI and the DOJ investigations the illicit payments might not have come to light. “Indeed, the incident triggered a group-wide review of the internal controls with the organisation and during the course of that exercise further instances of irregularities were discovered.” The statement went on to say that court proceedings are currently ongoing in Jamaica relating to violation of the Sandals pension fund involving Pyne as well as former executives Patrick Lynch and Catherine Barber. Judge Harrison took an adjournment shortly before 11am and told the court he would rule on the mistrial application the following day. All the defendants deny all the charges against them. The trial continues.
Public gets say on sovereign wealth fund BY OLIVIA ROSE RESIDENTS soon will have the opportunity to voice their opinions on plans for the establishment of a sovereign wealth fund (SFW). The fund is aimed creating a mechanism for future budgetary surpluses that will ensure future economic prosperity of the Turks and Caicos Islands. According to Premier Rufus Ewing further consideration, to a draft paper for wider consultation to establish a SWF for the TCI, will commence shortly. The Premier who was speaking at a recent press conference said the public will have
the chance to give their comments on the development of the fund. After garnering the public’s feedback, it will then inform the necessary policy changes in legislation that will be tabled before the House of Assembly for the creation of the sovereign wealth fund. He underscored that the establishment of this fund will insert the Turks and Caicos Islands in an advantageous position in terms of financial management and by extension, the management of the country’s economy. “The sovereign wealth fund is an initiative that several countries around the globe have, but very few countries in this region have and most
persons would be very familiar with the sinking fund that we’ve created that we’ve worked under for the past three years while in Government. “And whilst the sinking fund still remains necessary if the Turks and Caicos Islands Government seek to acquire a loan via some kind of bond, it’s good to have a sinking fund. “But outside of that it’s necessary for this Government to ensure that we can withstand any kind of global economic shock, so that we can have quick and fast recovery.” He explained that the creation of the sovereign wealth fund will have components to fund infrastructural development on an ongoing basis as well as to provide contingency funding for major
catastrophic emergencies such as hurricanes. “In addition to that to have a prosperity fund, this is like a heritage fund so that this generation and generation onward will be able to capitalise on savings that each government will bring into these Islands.” The fund will also support the country’s future credit ratings. Guyana is the latest Caribbean country poised to establish a sovereign wealth fund. The Guyanese government announced on November 25, 2015, that it intends to establish a sovereign wealth fund to enable the country to obtain long-term benefit from its oil and mineral resources.

Security Council discusses crime and public safety CRIME levels and policing were hot topics at the latest meeting of the National Security Council this week. All members including the Governor, Premier, Minister of Border Control and Labour, Police Commissioner, Deputy Governor and Attorney General were present on Monday (February 1). According to a Government press release on Wednesday (February 3), Commissioner James Smith gave the council an update on recent developments. Although the figures were not finalised he said he was optimistic that serious crime will have shown a decrease over the Christmas period compared to the year before. He reported on a concentration of police in certain tourist areas, which has been well received by visitors and the public. The council discussed the recent fire in Grand Turk at the HJ Robinson
High School, and some subsequent attacks on public vehicles. The Commissioner said that, while it was too early to apportion responsibility for the fire, he judged that it was most unlikely that it was in any way related to a small reduction in police numbers in Grand Turk. He explained that there remained 38 police officers in Grand Turk. Compared to similar size populations in the UK, the number remains high. It was important that recent, unrelated incidents should not be viewed as part of a wider pattern, he said. The Commissioner then alerted the council to the arrival of an investigative group of senior police, who will be in the TCI for 12 weeks to review a number of murder cases. This has been funded by the Government. The council reviewed the numbers of illegal migrants arriving in the TCI,
and noted that the total number of arrivals has been more limited in recent months, and were also considerably fewer in individual vessels. The British Ambassador to the Dominican Republic is currently arranging for calls by the Governor and Minister of Border Control on the Ministry of Foreign Affairs in Santo Domingo to discuss illegal fishing and maritime issues. The council agreed that the National Security Council Advisory Group should meet in March, when the Commissioner will present a summary of the police force’s new strategic threat and risk assessment. The Premier raised his recent meeting with the National Security Services Association, and the council agreed that it would be helpful for Cabinet to review a paper on the security industry in the TCI, and the possibility of introducing a moratorium on new companies.
Police recruitment, coastal patrol vessels and aerial surveillance – Budget 2016 proposal BY OLIVIA ROSE THE GOVERNMENT in its 2016/2017 budget proposal has allotted money to employ some 20 police officers to help curb the spate of burglaries, vandalisms and breakins in Grand Turk. Speaking at recent press conference, Premier Rufus Ewing said that while national security and police are under the purview of the Governor, the Government has a responsibility to finance national security measures. The Premier made it clear that regulations and decisions as it relates to national security and policing are under the remit of the Governor. “What strategies are utilised and how the force is deployed, what strategic interventions are necessary, we are here to fund.” Speaking specifically to the transfer of officers from Grand Turk to Providenciales he said: “I have expressed my concern to the commissioner of police and the Governor about the reduction of the number of police officers on Grand Turk. “I’ve done that privately and at the National Security Council meeting in preparing for our budget. “When you look at the upcoming budget you’ll see that this Government is committed to fighting crime and preventing crime in the community by the funding that we

have put in the budget.” He further related that some of the new police officers may be recruits from the police training school. Premier Ewing revealed that funding has also been allotted for the procurement of two more vessels and in 2017 to enhance aerial surveillance with the use of drones to increase police presence. “Boots on the ground, eyes in the air and men in the water to protect our borders and to protect our country.” He noted that the Government is working towards passing the budget by March 31. The PNP administration was recently criticised by leader of the Progressive Democratic Alliance (PDA) Oswald Skippings who called out the Government for not doing enough to address crime in the country. He said: “There is no internal or external security for those of us who live here now in Turks and Caicos, illegal boats are coming in, illegal drugs are coming in, illegal guns and
ammunition are coming in, illegal immigrants are coming in.” Skippings also pointed out several issues affecting the Royal Turks and Caicos Police department. “The police department is in a mess. Old year’s night, Grand Turk people made the mistake and went to church and when they went home, they didn’t have TV and fridge. They raid it, Breezy Bay. “I’m sure they were at least a thousand break-ins, they didn’t have no police there. “The police are suffering from lack of training, unfair and discrimination, irrational transfer policy that started form the interim government and it came right over to the PNP government. “So crime has become a very profitable industry to the criminal minded, crime is paying.” The National Security Council met on Monday, February 1. GLIMMER OF HOPE?
A NEW group, consisting of young people, has been formed calling itself the TCI Patriots. According to them, the purpose of their formation is to bring about change through unity, leadership and education. Could this be a glimmer of hope for the future of these Islands. What are your thoughts?
Doubtful
The TCI already has too many meaningless organisations. Jamell Robinson has been trying to find a place to stand for years. Doubtful this group will survive.
Refreshing
Yes, I agree, the TCI Patriots are a glimmer of hope. After all, it is refreshing to see young, educated people coming to the front to lead this country. For too long the local political establishment has not made room at the top for young educated people. The TCI is the only country in the Caribbean that welcomes dumbness to its political process. Just listen to the quality of debates in parliament. Yes, Patriots, we welcome this move. We hope it is successful.
Football team?
Why the name, TCI Patriots? Sounds like a football team. Why not just call it the Young Patriots Party? If it’s going to be effective it will have to be a party. Pressure groups don’t work around here. From experience, the two main political parties will choke the life out of you, once you begin to challenge them intellectually. Go for the gullet, form a party and chase those crazy ballheads outta town!
Clear objectives
They need to define clear objectives for the leaders of the country and to act a pressure group on the politicians.
Focus
It is good to see some of our young adults making some attempt to become a part of the political fabric of our country. The name ‘TCI Patriots’ opposed to what? I believe we as indigenous,
born and bred Islanders are all patriots. I encourage the leaders of the group to focus on the broader ideals of leadership. Do not become selfabsorbed, it comes over as insincere and self-gratifying. Do not let politics be your only motive, it takes a lot more to win over the people. Get out there and work with the dis-enfranchised youth, get them involved, focus on some of the social issues that are affecting our youth and make a difference.
Bound to fail
Based on some of the named persons involved in the TCI Patriots is a turn off. The TCI patriots in my view cannot be seen as the ‘glimmer of hope’ the TCI needs. Some are out of their depth. They have to earn their keep and to be quite honest from what I see within the membership especially those who are pushing themselves out front still have a long way to go. A Bachelor’s degree is not enough, not even a Master’s degree anymore. Leaders are born, not made, you either have it or you don’t. Trying to ingratiate yourselves into positions of leadership is bound to fail. Anyone can extract articles from the internet on such subjects and pass it on as their own there is no authenticity to any of these so called ‘patriots’ and their articles are just vacuous.

Dramatic mistrial application dismissed

A MISTRIAL application put forward on behalf of Michael Misick was dismissed by the judge presiding over the SIPT trial on Tuesday (February 2). Judge Harrison was presented with three submissions from counsel, one for a mistrial, one for a postponement and one for the initiation of contempt proceedings.
The protests arose from a press release issued by Sandals International which appeared to confirm what remains contested evidence in the case - this was said to undermine the fairness of the trial. Ralph Thorne QC, representing the former premier, led the application for a mistrial while Malcolm Bishop QC, appearing on behalf of Thomas Misick, put forward the application for a postponement.
West Caicos represented opportunity for ‘free money’ BY JOHN TONER LAND deals on the island of West Caicos gave corruption defendants opportunity for “free money,” the SIPT court heard on Thursday (February 4). Two separate land deals on the tiny island represented opportunities for Michael Misick, McAllister Hanchell, Lillian Boyce and Thomas Chalmers Misick among others to make money at the expense of the people of TCI, the prosecution say. In the first deal, property developer Harold Charles is said to have acted as a middle man between Misick and Hanchell, and a company called Logwood Developments who were the proposed development company for the island. This relationship allegedly led to Misick and Hanchell benefitting to the tune of $4.2 million while Logwood Developments Limited was able to purchase large swathes of land on West Caicos. Lead prosecutor Andrew Mitchell told the court: “Ministers Michael Misick and McAllister Hanchell became increasingly involved in the land transfers in respect of Crown land through Harold Charles. “What we will be relying on is the natural inference that will flow from the relationship between them and the developer at West Caicos. “Between April 2006 and April 2008 Michael Misick and McAllister Hanchell had received just over $4.2 million for the middle man Harold Charles which can be traced flowing for him directly or indirectly.” The last deal which formed part of the prosecution opening was another land purchase on West Caicos involving Belongers again being used as alleged fronts for the defendants to make money. Mitchell said: “In the last development, and the second one on West Caicos, Logwood Development

had agreed that there would be a prohibition of construction on West Caicos without their permission for 10 years, except in certain circumstances including Belonger ownership. “Our case is that the defendants worked in tandem with Thomas Chalmers Misick to bring in a number of Belongers in order to obtain land on false pretences and receive some free money for want of a better phrase.” The court heard that the Belongers were used to form a bogus company that would buy the land on their behalf using a loan from Belize Bank and then transfer the land, worth $24 million, to Chalmers Misick and Co instantly. Each of the 16 Belongers in the group was then paid out $200,000 by Chalmers Misick and Co for the use of their name to obtain the land, it is alleged. All the defendants deny all the charges against them. The trial continues.
Lead representative for Floyd Hall, Earl Whitter QC, led an application for contempt proceedings to be initiated against those responsible for the press release which was supported by other counsel. However, despite the protests and impassioned speeches given by Thorne QC in particular, Judge Harrison refused all three and ruled that the trial would press ahead as before. He said: “Mr Thorne submitted that there is an obvious danger that these statements are capable of prejudicing the mind of other witnesses and constitutes an undue influence on their testimony. “There are established mechanisms in place to deal with this, firstly there is the punishment for perjury. “Secondly where witnesses are found to have given conflicting or inconsistent evidence the judge can consider whether or not to accept the evidence of that witness. “I agree with Andrew Mitchell that the application is unprecedented and unfounded. “I, as a trier of facts in this case, have a duty to disabuse my mind of anything said outside the court proceedings or outside the evidence in this case. That to my mind is an ample assurance.” The prosecution opening being delivered by Andrew Mitchell QC was due to enter its third week on Monday but the publication of the press release by Sandals over the weekend sparked furious legal debate and led to the applications. Ralph Thorne QC told the court: “This statement is of grave and wounding effect. “The application speaks largely to the issue of adverse publicity rendering such severe prejudice to my client Michael Misick that hereafter, in the context of what has been issued by Sandals International, he cannot now feel that his trial will be fair. “This is not because of the impact on your lordship’s mind but because of the impact and influence it is likely to have on members of the public and particularly on witnesses that are due to come to this trial.” Eventually Mitchell was able to continue with his lengthy opening speech in the afternoon as he continued to outline the alleged corrupt dealings involving both Joe Grant’s Cay and Dellis Cay. The prosecution began this part of the opening on Friday and finally continued on Tuesday once the legal arguments had been settled. The Crown’s case is that alleged undue payments were made by companies associated with or controlled by Dr Cem Kinay in order

to procure long term seabed leases to build waterfront bungalows on Dellis Cay and to acquire discounted land on Joe Grant’s Cay. Some of these payments, the Crown say, were made to the PNP party account and then distributed by Thomas Chalmers Misick’s law firm to pay bills on Michael Misick’s behalf or to friends and associates of his. The prosecution allege that money which was labelled as funds for PNP headquarters construction and hurricane relief was used to pay for the redecoration of Michael Misick’s mansion and to his expartner Mildred Rivas with whom he
has two children. Mitchell said: “There was a complex corporate structure adopted by Mr Kinay for the purpose of these ventures. “The work done by Thomas Chalmers Misick was simply to account for funds and deal with them as he was instructed to do. “The receipt of the monies by him is the receipt of criminal proceeds and his movement of the monies is an example of a money launderer at work.” All the defendants deny all the charges against them. The trial continues.

Fire destroys HJ Robinson High School building BY DAISY HANDFIELD ALMOST 400 students’ learning was stalled due to a gruesome fire at Helena Jones (HJ) Robinson High School in Grand Turk on Friday (January 29), which destroyed part of the administrative block. According to a police report, the fire was said to have taken place at about 3.38 am. In press conference the day of the incident, minister of education, Akierra Missick said that she along with her ministry were completely saddened by the horrific incident. She said: “I want to express that this Government since coming into office has spent nearly $7 million on the island of Grand Turk for education. “This project alone, cost $2 million to construct and $400,000 to have the furniture and infrastructure put in place. “No later than last week, the last container of furniture arrived on the island of Grand Turk and was installed at this site.” Missick detailed the considerable damages to one of the island’s oldest institutions. “For the sake of clarification, the fire engulfed the roof of the second floor of the new administrative block that was opened or fully utilised by the school and the admin staff as of last academic school year,” Missick said. The minister said that the school lost its library, principal offices, new smart classrooms and their computer

laboratories. A number of businesses have been organising fundraising initiatives to help speed up the restoration of the school. Missick commented on this, stating that it was brought to the attention of the Ministry of Education that several fundraising accounts were established in response to the fire that occurred at the HJ Robinson administration block on January 29.
She said: “We are grateful that the communities across the Turks and Caicos Islands would like to raise funds for the HJ Robinson High School. “As explained yesterday in the post-Cabinet press conference, the Turks and Caicos Islands Government will rebuild the admin block once a thorough assessment is conducted on whether the building can be repaired or needs to be rebuilt.
“All schools in the TCI receive donations of cash and kind and TCIG schools are no different, but there’s no request for the private sector to assist with rebuilding the HJ admin block directly by TCIG.” She said that the Government is committed to budgeting and commencing the project this year. “For the avoidance of doubt all funds raised for HJ Robinson admin block would not go towards the rebuilding costs of the HJ Robinson admin block,” Missick said. The minister said that she was made aware yesterday [January 31] that telecommunication companies in the Islands will set up a special text fundraiser for the school. She said: “This help text fundraiser was initiated by the telecommunication company and not on the request of TCIG. “The help text fundraiser and any other fundraisers are privately organised and not endorsed by TCIG. “As I explained to the telecommunication company’s executives, TCIG will rebuild and although we are grateful for the intentions towards helping the HJ Robinson community that those efforts should be communicated to the ministry as to avoid duplication of various fundraising efforts.” The Ministry of Education, Youth, Sport and Library Services urged that any fundraisers organised for the HJ Robinson administration block fire, be communicated to the Ministry of Education so that the ministry is aware of what is taking
place. However private sector organisers of fundraisers should contact the HJ Robinson parents and teachers’ association for guidance on needs they may have as an organisation. Governor Peter Beckingham visited the school since the fire and commented that he was also saddened to see for himself the damage caused by a fire to the HJ Robinson High School in Grand Turk. He said: “I hope that the impact on the education of the children there will not be too severe. “I asked the senior fire and police officers at the scene to pass on my thanks to all their staff who have assisted in reporting and putting out the fire, and removing furniture and other equipment. “I would also like to thank the many staff of the school, and local volunteers, who helped as soon as the fire was reported. “Their response was clearly rapid and helpful, and showed a real community spirit. “It is too early to speculate about the causes of the fire, and I know that the Commissioner and his team are already beginning an investigation. “If it was arson I trust that those responsible will be apprehended, and will realise the damage they have done to the school, which is one of the most precious and vital parts of our community.” The HJ Robinson High school is the only high school in Grand Turk and it caters to about 350 students at the moment.

Prosecution press ahead with colossal opening BY JOHN TONER SIPT prosecutors on Wednesday (February 3) continued to outline the vast details of alleged government corruption in spite of earlier setbacks during the week. Lead prosecutor for the Crown Andrew Mitchell lost nearly two days of his proposed three week
opening after a Sandals International press release over the weekend led to calls for a mistrial. However despite the interruption Mitchell continued to detail what the prosecution say are corrupt dealings between ministers and prospective developers between 2003 and 2009. Cabinet agrees to school repairs A CASH injection of $50,000 from the Government’s contingency funds is going to the Ministry of Infrastructure and Housing to carry out emergency repairs at the Ianthe Pratt Primary School in Providenciales. The boost in funds was agreed at the latest meeting of Cabinet on Thursday, January 28, at the NJS Francis Building in Grand Turk. Governor Peter Beckingham, chaired the year’s third Cabinet meeting and all ministers were present. During the meeting Cabinet also noted the recommendations of the Procurement Board to award contracts in line with the Public Procurement Ordinance 2012. They are TR15/59 road development (Glass Shack Road) construction, and TR15/64 IT equipment and network installation for Invest Turks and Caicos, Providenciales. The ministers approved the appointments to the Board of Governors of the TCI Community College of Sonia Williams as member and Rachael Harvey as secretary. Cabinet also: Agreed in principle, subject to finalising funding arrangements, to split the Department of Environment and Maritime Affairs (DEMA) into a dedicated Department of Environment and Coastal Resources and a separate Maritime Department. The aim is to strengthen capacity and improve the Maritime Department’s management of TCI’s maritime obligations and risks. Received an information paper on progress to formalise a friendship agreement between the TCI Government and the Government of Canada. Noted engagement with the Commonwealth Parliamentary Association (CPA) of Canada including a visit by a parliamentary delegation of the CPA of Canada to TCI in
February 2016 to meet the TCI CPA to further discussions on parliamentary engagement. Agreed a draft paper for wider consultation to establish a sovereign wealth fund for TCI to create a mechanism for setting aside a proportion of future budgetary surpluses. This is to improve fiscal resilience, assist in financing large infrastructure developments and to ensure the future prosperity of TCI. Approved the terms and conditions of the Policy Based Loan Agreement for $5 million from the Caribbean Development Bank (CDB) and authorised the Minister of Finance to proceed to execute the Agreement with the CDB. Approved the terms of reference to establish a project implementation framework to improve standards of project management and delivery which is a condition of the disbursement of the policy based loan of the Caribbean Development Bank. Noted the financial performance of the Turks and Caicos Islands Government in the third quarter financial report covering the period October to December 2015 and approved publication of the report as required by Section 46 of the Public Finance Management Ordinance 2012. Approved a reduction in the value of the performance bond for the maintenance dredging licence for the Thompson Cove entrance channel in accordance with the schedule developed by DEMA to reflect the relative low risk and volumes of the dredging project. Discussed and approved the financial year 2016/17 budget estimates, subject to some amendments, and agreed these to be progressed through the prescribed process for laying these before the House of Assembly in accordance with the Public Financial Management Ordinance.

In 2005 a total of 92 acres of land on East Caicos at Breezy Point was sold to Padgett for the assessed market value of $4.2 million however no stamp duty was paid on the transaction at the discretion of former deputy premier Floyd Hall. Mitchell QC and the prosecution alleged that this waving of stamp duty was due to an improper financial relationship between Hall and Mr Padgett. He told the court that a payment was made by Richard Padgett and his wife Tracy of $200,000 to the PNP in October 2006. This eventually resulted in $150,000 of that money being split 70/30 between Michael Misick and Floyd Hall, it is alleged. Mitchell said: “If a minister makes a decision to omit stamp duty pursuant to statute then that is a legal
decision because he is in power to do so. “However if his decision is made due to the relationship between the developer and the politician then it can be called into question. “The authority to omit the stamp duty needs to be done within the ministerial code and be done as a responsible politician. “If there is evidence that the politician is remitting stamp duty because the person who benefits is in a secret relationship with the politician then that casts the remission in a dubious light.” Mitchell also went on to describe the alleged dodgy dealings that made up part of the process to secure land on South Caicos involving Chicago developer Colin Khinke. The prosecution say that a group of ten Belongers were put up as a front in part of a deal to obtain 700 acres of Crown land. Their supposed financial interest would gain a discount on the value of
the land despite no investment being made by them, the Crown say. It is alleged that the discount given to the Belongers subsequently disappeared. Mitchell continued: “What emerges is that Colin Khinke has agreed to buy the land and a Belonger group has then been introduced into the process. “He has then agreed to invest a million dollars into their company, gives them shares and 1 percent of gross sales of condos, units and villas sold on the land. “The facts of South Caicos shows the Government losing out with Belonger discount disappearing and the Government not getting the stamp it might be expected to achieve. “The Government and the people of the Turks and Caicos Islands lost and others gained.” All the defendants deny all the charges against them. The trial continues.
Minister visits school admin block after fire GOVERNMENT heads have visited HJ Robinson High School in Grand Turk after a blaze destroyed years of school records, newly acquired equipment and office supplies. Flames ravaged the top floor of the new administrative building which housed several class rooms, principal and vice principal offices and a library on Friday (January 29). Minister of Education, Youth, Sports and Library Services, Akierra Missick attended a walkthrough of the affected area on Wednesday (February 3). She was joined by Permanent Secretary Cherylann Jones and Deputy Secretary Russell Cox , representatives from the Ministry of Infrastructure and Planning Public Works Department (PWD) Mark McAulay and Norman Watts and school principal Reinwald Lewis. After viewing the burnt building, the minister and her team were visibly shaken, a Government press release said. Missick said: “It is indeed quite sad to be at this site and to see this destruction. “My heart goes out to the staff and students who must witness this destruction to their dear school.” She added: “It took some time to construct the building and fully furnish it and now to see all the labour and effort up in smoke, is disheartening.” The minister said that the Government will commit all the necessary resources to ensuring that building work is started as soon as possible. She thanked the principal, staff and

students, Public Works Department, police, fire department, Disaster Management and the community of Grand Turk in particular for their support during this very unfortunate time. Based on the visit and the advice of the experts it was deemed necessary to begin school on Monday, February 8. It is expected that before then, PWD will construct a permanent barrier to corner off the affected building and ensure the health and safety of the students and staff who
occupy the campus. Steps to ensure the speedy rebuilding of the block have already begun. PWD has already marshalled its resources to ensure a structural report is received by the end of the week and has engaged the services of the required people for a design and costing for tendering once funds are available. The police are continuing investigations into the cause of the fire and have officers on hand collecting and securing evidence.

Phase two of Long Bay High School started BY OLIVIA ROSE WORKS on the second phase of the recently commissioned Long Bay High School in Providenciales have commenced. The school which was commissioned on November 26, 2015, embraced its first batch of students in January, who will be the first graduating class of the institution in 2020. The Long Bay High School is being constructed in two phases, with the first phase accommodating all first formers or year one students who registered for public high school in Providenciales for the new academic year. The second phase will give allowance for the enrolment of students entering forms two to five. According to education minister Akierra Missick who recently updated the House of Assembly on the school, both students and teachers are settling in well at the institution.
She said: “The students and teachers of the Long Bay High School commenced the term, there were some minor issues relating to the opening of the school and this was expected, the bussing system is finally gotten into its swing and students are attending their bus stops on time. “On visiting the campus a few weeks ago there remains a high level of enthusiasm among the students and the teachers there. “As phase two has already begun the students are even more excited because despite knowing that other students will be joining them and this is the first cohort they say they need some more friends. “So they are looking forward to the new academic year when there will be more students, so they can engage and spend time with each other.” She underscored the pivotal role that education plays in nation building and the Government’s commitment in this regard. Are we really responsible for our actions? THE IDEA of whether we really exercise free will to choose or have free choice, unhindered by circumstances, has occupied the minds of many. The more worrying question is, do we really make independent decisions or are these previously determined or made for us by some force outside ourselves, our experiences or even our genetic makeup? Some thinkers believe that we do choose whatever we want to do freely, since our choice is based on selecting one path among many alternatives. This means we are responsible for our actions and their consequences. But others argue that what we do results from past circumstances and more importantly our genes direct our activities over which we have no control. So we are not to be blamed for our choices and what results. It’s the external and internal forces that are responsible, since they are more powerful than we are and shape our thoughts and responses as a result depriving us of making choices freely. This means that before we were even born a map of our activities was framed for us determining how we would behave. We are therefore mandated to act in

particular ways. Does this mean for example that our political parties were designated for us even before we thought of forming them? And whatever they did couldn’t be helped since decisions for them were preordained? Was it even predetermined which political party would win which elections and this had nothing to do with campaigning or resources allocated? Even when allegations surfaced about the activities of certain functionaries were these recorded in the stars before such persons made their presence in this world felt? Are they then blameless since everything was framed for them which they had no part in shaping since they were unable to exercise their will to control the outcome? And in social relationships was it preordained who would meet whom and take the ultimate step?
And if they remained together or separated, was this determined for them in advance? Were all of our behaviours predetermined by factors beyond us, and when we exhibit the behaviour assigned to us, for good or otherwise, can we be held culpable? All this suggests powerlessness. Since everything is designed for us it presumes we are robots directed by powerful forces. Despite this, could we not broke free, use our free will as an equaliser and claim our autonomy so that our decisions are freely thought out and enacted? When this occurs, are we not responsible for what we do, and the consequences, despite all this being worked out in advance for us? Are freewill and what is predetermined therefore compatible?

Residents need to play greater role in addressing issue of stray animals - Premier BY OLIVIA ROSE RESIDENTS must play a greater role in addressing the growing population of emaciated stray animals in the Turks and Caicos Islands. This is according to Premier Rufus Ewing who addressed the issue of stray dogs recently in the House of Assembly. He said that while much has been done at the level of the Government citizens also have a responsibility to assist in curbing the problem. “While we collectively agree that we have a problem with stray dogs throughout the Islands and stray donkeys in Grand Turk much has
been done to address the issue of stray dogs but that much is still not good enough. “The main causes of stray dog population are owned dogs that are permitted to roam freely, dogs that have been abandoned by their owners and uncontrolled breeding of owned and unowned dogs.” He highlighted the need for more awareness campaigns to educate the public on this issue in hopes of bringing about the much needed cultural change. “Of all the control measures education is the most important tool in our fight towards stray dogs’ population reduction.
“The animal health services division continues to say that the Islands do not have a stray dog problem per say but more aptly a people problem. “Because we fail to spay and neuter our dogs, we neglect and abandon our dogs and we neglect to put up our fences and gates and keep our dogs on leash.” He noted that all of these actions by residents thwart and frustrate the efforts of the animal health services division. Zoning in on some of the efforts made thus far, he sighted that over the past four years about 1,961 dogs have been captured throughout the
islands with an average capture rate of 490 per annum. Premier Ewing said: “The animal health services division continues to partner with stakeholders such as the TCSPCA, the police, the Potcake Place, Pets without Vets and the Animal Welfare Committee. “To educate and implement spay and neuter programs to assist in the reduction of stray dogs.” Turning his attention to the issue of stray donkeys in Grand Turk, he revealed that animal control trucks will be sent to Grand Turk and North Caicos to assist greatly in stepping up the animal control efforts. “As it relates to stray donkeys this
has been a longstanding problem on the island of Grand Turk. “This year we will be executing the construction of a donkey sanctuary as a place for health, safety and also as a major tourist attraction. Acknowledging that plans were in the pipelines for some time, but due to a lack of funding were not brought into fruition. “It is my intention to make sure that funding is available to start the donkey sanctuary so that we can get our donkeys off the streets in a place for safety for our visitors for health and welfare and for the benefit of our visiting tourist who may like to pat, ride, feed or play with the donkeys.”

If they get sick they are sent home and after five years they must go home. The path to permanent residency and retiring on the National Insurance Board (NIB) is eliminated. Human rights leader Doreen Misick, the Integrity Commission and Attorney General permit this? Forced to pay for programmes, but you can’t receive benefits. Pay attention my Haitian and Jamaican brothers! Washington designed NIB. My wife, Middle Caicos born, a nurse trained in Nassau and Barbados worked for years in almost every TCI clinic cannot qualify for NIB.
Yvette and I cannot qualify for the National Health Insurance Board (NHIB). Twice we were turned away but don’t care. If you access the hospital when the roaming doctors are here, you might get lucky. Otherwise goodbye, see you in Jamaica or possibly heaven! Airport adds children’s play area PROVIDENCIALES International Airport has added a splash of colour to the upper departure lounge with the introduction of a soft play kids’ area. The Turks and Caicos Islands Airports Authority (TCIAA) teamed up with Kalokids to bring an ocean life themed play area to the International Departure Lounge. The modular soft seating play pieces can be grouped in a number of ways. The ergonomic design is ideal for children six years and under, according to a press release from the TCIAA. Young travellers can enjoy a number of marine animals such as turtles, fish, seahorse, octopus and even starfish seating characters, all of which inhabit the waters around the Turks and Caicos Islands. The lightweight seating can be easily moved from one area to the next for children’s convenience and comfort. Numerous themes and play ideas were considered before choosing this particular design. Ocean life soft play was chosen because it is visually attractive, rugged enough for daily use and is made of a PVC material that can be
easily disinfected when cleaned. The play material also meets international flammability and safety standards ideal for mass use. A New York bound passenger said: “I love this new play area, it is a great additional to the airport to keep my energetic kids busy while I catch up on my reading.” The Airports Authority seeks to add value to the travelling public and find ways to meet the needs of today’s travellers. Terminal and marketing manager Lavern Reynolds said: “We will continue to push the envelope and try to exceed the expectations of our passengers by offering more than we have been able to do in the past. “We look forward to adding to this play area and to the terminal as a whole for the benefit of all who pass through our doors.” The second floor of the departure lounge was introduced about a year ago as a part of the terminal expansion project. At the time the TCIAA sought extra accommodation to make travel through Providenciales International Airport more comfortable for its passengers.

Twelve hotels will compete in sixth annual Chocolate Lovers’ fundraiser BY DAISY HANDFIELD TWELVE resorts in Providenciales will compete in the sixth annual Chocolate Lovers event, a fundraising initiative which benefits students at the Clement Howell High School through a hot lunch programme. The event is scheduled to be held at The Palms resort in Providenciales on Saturday (February 6). Among resorts competing are Amanyara, Beaches, Fire and Ice, Grace Bay Club, Melt, Parrot Cay, Pavilion, Pelican Bay, The Palms, Seven Stars, Somewhere and Stelle. The Islands’ best chefs will compete to delight attendees with sweet and savoury chocolate creations. In an interview with board member of the Salvation Army, Leslie Foss, on Thursday (February 4), she said that all proceeds raised from this initiative will go to the Turks and Caicos Islands Salvation
Army school hot lunch programme. Each ticket sold will feed a student at the school for an entire month. She said: “I think it is a fabulous event. The chefs each year keep outdoing themselves in terms of just the creativity that they bring to it. “It is very impressive.” Foss explained that the only criteria for entering the competition was for chefs to incorporate chocolate into the delicacies that they chose to make. The two categories in the competition include sweet or savoury. Chefs can also enter both if they desire. In a separate interview with Derick Miller from the Salvation Army, he elaborated more on the hot lunch programme, stating that the non-profit organisation serves about 6,000 lunches to the school per year. He said: “It has gained interest over the years because people have realised the relevance of such an event.
“I am very pleased that there are persons who are very thoughtful and considered about their fellow neighbours. “I am quite certain that this year and beyond, there will be many other children who will benefit from the thoughtfulness and generosity of Turks and Caicos.” Miller said that last year their target goal in terms of numbers was 300 attendees, but they exceed their expectations by about 50 more people. He said that he was expecting the same numbers or something similar this year. Tickets are available at the Salvation Army family thrift store in the IGA complex, Shay Café in Grace Bay, Grace Bay Car Rentals and also Automotive Arts on Leeward Highway. The tickets are on sale for $60 and include a welcome drink and the opportunity to try all of the chocolate creations.

Gum disease and breast cancer NEW research has suggested that postmenopausal women who suffer from periodontal disease are at a significantly increased risk of developing breast cancer. The study looked at the cases of breast cancer in more than 70,000 women over almost seven years and identified those that had periodontal disease, also known as gum disease, were 14 percent more likely to be diagnosed with breast cancer. Researchers believe the link could be the result of a systemic inflammation which originates in the infected gums; they also suggest that bacteria from the mouth may enter the circulatory system through the gums which then affects the breast tissue. However, they do state that more
research is required in order to identify the specific relationship. Speaking on the findings lead researcher Dr Jo Freudenheim, from the Department of Epidemiology and Environmental Health at the State University of New York at Buffalo, said: “It could be that periodontal disease means there’s kind of a general inflammation in the body. “Inflammation is related to a number of cancers and stroke and heart disease, so it could be that chronic inflammation is causing both.” Studies have previously identified links between gum disease and potentially life threatening conditions such as heart disease, stroke, diabetes and even dementia. Gum disease is caused when plaque, a film of bacteria which

Marley foundation to help with gender inequality TWO of the Caribbean’s most influential brands, the Sandals Foundation and The Bob Marley Foundation, are joining forces to address the chronic issue of gender inequality in the Caribbean with the introduction of Women Helping Others Achieve (WHOA). WHOA is a multi-year women’s empowerment programme designed to provide support, mentorship, education and skills training to help marginalised women across Jamaica and the Caribbean. It helps them to find inspiration and strength to transform their lives and, in doing so, positively impact their families and communities for generations to come. Pupils plant mangroves for wetland protection STUDENTS from Clement Howell High School got their hands dirty to help with conservation efforts at one of Providenciales’ most important wetland sites. The mangrove planting event was organised by the Department of Environmental and Maritime Affairs (DEMA), the Turks and Caicos National Trust and the Turks and Caicos Reef Fund (TCRF). According to a Government press release on Wednesday (February 3), it was all part of World Wetlands Day 2016. DEMA’s environmental outreach coordinator Amy Avenant said: “DEMA and the National Trust were delighted to see just how enthusiastic the students were to assist
with our ongoing conservation efforts in the area. “They demonstrated stewardship in an area that is often taken for granted and neglected and hopefully this would encourage the rest of the community to do the same.” Red mangroves were planted along the site to create a buffer between the road and the wetland. Mangroves act as natural filters that improve the water quality, as so often polluted runoff flows straight into the wetland – a critical habitat for resident and migratory birds, and other fauna and flora. Tourism officials alarmed by new Zika cases in Caribbean, Latin America
Jamaica pumps millions into Zika fight -First case confirmed
WITH billions of tourism dollars at stake, Caribbean and Central American business and health officials are scrambling to protect an industry under threat from the Zika virus. The Pan American Health Organization on Monday added Jamaica and Costa Rica to the list of countries in the Western Hemisphere where the Zika virus has been detected as officials warned pregnant women in particular not to travel to the area. Tourism accounts for nearly 30 percent of Jamaica’s economy and more than 12 percent of Costa Rica’s, according to the World Travel & Tourism Council. Adding to concerns about the spread of the mosquito-borne virus, which has been linked to birth defects, health officials in Dallas have reported a case of the virus being transmitted sexually by a person who had recently returned to Texas from Venezuela. “It’s a concern of everyone,” said Guadalupe Monge, a travel agent with Miami-based Costamar travel agency. “I’d say 100 percent of our customers are asking about Zika. They want to know how bad it is. Is it safe to travel? Can they change their tickets?” Monge estimates that the agency, which organizes trips and tours
PRIME Minister Portia Simpson Miller has announced that her government will inject an additional J$200 million (US$1.6 million) into the campaign to fight the Zika virus. And she has insisted that there must be a non-partisan approach to the battle, involving all Jamaicans. The Ministry of Health has confirmed one case of the Zika virus in Jamaica – a four-year-old child who has since recovered – but Simpson Miller said that should not be cause for alarm. “It must instil greater urgency to do all we can to prevent being bitten by mosquitoes. I am deeply concerned about this threat to public health. Every one of us has a duty to destroy mosquito breeding sites,” she said in a broadcast address last night. “This is a moment for a national response with individual and collective action. This is an occasion when we must demonstrate the strength of true community spirit. We all have to pull together. There can be no political lines drawn where Zika is concerned. While supporting recommendations from the U.S. Centers for Disease Control and Prevention that pregnant women postpone trips to infected countries, officials in those countries say others shouldn’t be dissuaded. They advise taking standard precautions to prevent mosquito bites, including using repellant, sleeping inside and wearing long-sleeved shirts and long pants. “Don’t let the mosquito ruin your travel,” the Caribbean Public Health Agency says in a fact sheet on its website.

banking sector shrinking A MAJOR sector of the banking industry in the Caymans could be wiped out by tough regulations designed to fight money-laundering. The number of Class B banks registered with the islands’ regulator has fallen by 14 to 184 over the last year alone. Class B banks generally offer depository services to international clients only and get access to the US dollar clearing system by establishing correspondent banking services with Class A banks, which operate locally, and which have correspondent relationships with US banks. Bermuda’s Butterfield Bank, a Class A bank in the Caymans, has operated there since 1967 and employs around 300 in four locations. A spokesman for Butterfield said: “Butterfield is committed to continued service to and growth in the Cayman market as evidenced by our 2014 acquisition of select personal and corporate banking
business from HSBC Cayman. “Changes in the banking environment for Class B banks in Cayman will not have a material impact on Butterfield’s business.” At the 1990s peak, there were more than 500 banks registered in the Caymans. But tougher regulations put in place to fight money-laundering and terrorism have hit the sector, while global consolidation in the banking sector has also hit the industry. Cayman banks have come under pressure by their US partners, who, under international regulations like the US Financial Action Task Force guidelines, take a risk-based approach on a client-by-client basis. The regulations require financial institutions to axe client relationships where there is a risk of moneylaundering or terrorism financing, banks have opted for a risk-averse approach when examining client relationships, including their relationships with Cayman banks.

Brazilians and Haitians fail in bid to enter US from the Bahamas

NEARLY a dozen Brazilian immigrants were discovered at a local resort in Freeport, and 27 illegal Haitians were brought back to Grand Bahama after a failed smuggling attempt into the United States early this week. Bahamas immigration authorities reported that sometime around 10am on Monday they received information concerning a group of Brazilians who were preparing to take steps to be smuggled to the United States. A team of officers, headed by Senior Immigration Officer Jerome Hutcheson, went to a hotel in Grand Bahama where they discovered some 10 men in five rooms. The men had all entered The Bahamas legally from Brazil and were landed in Nassau on different dates and were given various lengths of stay in the country. They told immigration officials that they stayed in Nassau for a few days before travelling to Freeport. Authorities discovered that five of
the men had been deported from the United States and were attempting to re-enter that country. The group was taken to the Department of Immigration where they were processed. On Sunday, a group of 27 illegal Haitian immigrants and a Bahamian were discovered aboard a vessel, which was intercepted by the US Coast Guard some 4.5 miles off the Lakeworth Inlet, Florida. There were 14 men, 12 women, and one minor. The Bahamian man who was operating the boat was taken to Florida to face charges, but the illegal immigrants were brought back to The Bahamas and handed over to Bahamian authorities in Grand Bahama. According to Department of Immigration press officer Napthali Cooper, the USCG Cutter Robert Yered arrived at Lucayan Harbour around 5.45pm on Sunday. After being turned over to officials in Grand Bahama, the Haitians claimed that they had left Haiti and were at sea for seven days.
Jamaica Gov’t announces 1200 scholarships for Science, Maths teachers The Jamaican Government has announced an ambitious J$1.6 billion programme which will see 1200 scholarships being given to mathematics and science teachers by 2021. Ronald Thwaites, the education minister, said in the House of Representatives today, said that it will cost J$412 million in the first year to execute the project. The education ministry will this month embark on a recruitment drive for mathematics and science teachers. Thwaites, in a statement to Parliament, said three batches of 200 mathematics and 200 science teachers will get the

scholarships. He told legislators that there is not enough quality science and mathematics teachers in the school system. The scholarships will cover full tuition, boarding support and a stipend to cover books and other supplies. At the same time, Thwaites said consideration must be given to the payment of higher salaries to mathematics and science teachers. Thwaites also said successful candidates will be bonded for at least five years. “We don’t want the repayment of the bond, we want the service,” Thwaites said. (Jamaica Gleaner)
FNM ‘outraged’ over ‘false’ report that Dr Minnis attempted to expel four MPs FREE National Movement Chairman Michael Pintard this week said the party is “outraged” at the “false assertion” that party Leader Dr Hubert Minnis attempted to expel four FNM parliamentarians at an emergency executive meeting on Monday night. In an interview with The Tribune, Mr Pintard said the “tone of the discussion was insisting the FNM functions as one organisation” and to specify that “no one member of the party is bigger than the organisation.” He stressed that no issue of expulsion, suspension or disciplinary action against MPs was ever raised at the meeting. Dr Minnis also referenced the report at an FNM event at Sadie Curtis Primary School last night, telling supporters not to believe everything that they read. On Monday night, sources alleged that a motion was raised at the meeting to expel St Anne’s MP Hubert Chipman, Montagu MP Richard Lightbourn, North Eleuthera MP Theo Neilly and Long Island MP Loretta ButlerTurner for demanding that Senator Lanisha Rolle publicly apologise for her “unprovoked and extreme” criticism of FNM parliamentarians, which they said had left many FNM supporters “dismayed”.
FNM Chairman Michael Pintard said that no issue of expulsion, suspension or disciplinary action against MPs was ever raised at the meeting.
In a statement issued on Sunday - days after Dr Minnis urged party members to keep issues internal - the MPs said FNM supporters throughout the country “are waiting to see if Dr Minnis and Senator Rolle will act in an appropriate, collegial and responsible manner on this matter of principle and proper conduct by the Official Opposition.” Mr Pintard was adamant that there was no discussion of expulsion or suspension of the MPs in question, who were not present; however there was talk about the statement issued by the parliamentarians that went against the views of the FNM’s Executive Committee and the
Central Council. Mr Pintard told The Tribune that it was also made clear at Monday’s meeting that there would be no public apology from Mrs Rolle and the matter will be dealt with internally. “The subject of suspension or expulsion never arose, it was never even brought up,” Mr Pintard said. “The leader did not raise the matter. Dr Minnis’ position was and is that it is important to consistently demonstrate a united front, which means that the party not only speaks with one voice but that everyone acts in concert with each other, despite whatever view they may have.
Bermuda to recognise its first people of colour COMMUNITY leaders are planning a series of events to mark the 400th anniversary of the first people of colour to arrive and remain in Bermuda. They want to recognise their great contributions to the island since the first “Indian and Negro” arrived as indentured servants seven years after settlement began in 1609. The Department of Community and Cultural Affairs is to screen a documentary, Freedom Quest by James Ziral, which examines the history of blacks in Bermuda until emancipation in 1834. Meanwhile, George Cook, a board member of the St George’s Foundation, hopes to collaborate with historical agencies on the island to mark the anniversary. The director of the Department of Community and Cultural Affairs, Heather Whalen, said that the Emancipation Committee was also working on other ways to recognise the milestone. She told The Royal Gazette:
“The committee is considering what we can do to commemorate the 400th anniversary of the arrival of the first blacks in Bermuda because so many people of African descent have made such significant contributions to the livelihood of the country. “It is a singularly important anniversary that shouldn’t be overlooked. “People of African descent, despite the harshness and cruelty of slavery, have made, and continue to make, significant contributions to this community to help it become what it is today. “That is what we would give focus to in recognising the first blacks to Bermuda in 1616.” According to primary-source documents in the memorials of the former Governor, John Henry Lefroy, “one Indian [Nicholas Gabriel] and a Negro [Symon]” arrived on these shores at the behest of Governor Daniel Tucker, the first resident Governor of Bermuda.
While they were believed to have been brought as indentured servants to dive for pearls, many argue that their arrival represented a precursor to slavery on the island. Freedom Quest includes interviews and discussions with figures such as historian Clarence Maxwell, who has done considerable research into the slave trade, and Dr Pauulu Kamarakafego, who played a pivotal role in universal adult suffrage. Dr Cook said he hoped the Bermudian Heritage Museum, the African Diaspora Trail and other agencies would collaborate on anniversary projects. “It marks the beginning of Bermuda’s cultural diversity and it needs to be celebrated,” he said. “People could write essays, stage plays and tell stories to each other. “It doesn’t need the government to initiate it, it needs to come from many different organisations and on many different levels.”

Cameron vexes eurosceptic grassroots MPs DAVID Cameron has prompted anger by telling his MPs to ignore the views of eurosceptic grassroots members and Conservative associations ahead of the European Union referendum. The Prime Minister warned backbenchers not to take a view on the vote “because of what your constituency association might say”. He told his MPs to “do what’s in your heart” rather than what “might be advantageous this way or that way”. His comments were seized upon by eurosceptic MPs and `grassroots campaigners, who accused the Prime Minister of being “contemptuous towards ordinary members”. Conservative members traditionally hold eurosceptic views and Downing Street is concerned that Tory associations will urge MPs to vote to leave the EU. Speaking in the Commons, Mr Cameron told MPs: “If you passionately believe in your heart that Britain is better off outside the EU, then you should vote that way. If you think, even if it’s on balance, I think Britain’s better off in, go with what you think. “Don’t take a view because of what your constituency association might say, or you’re worried about a boundary review, or you think it might be advantageous this way or that way. Do what’s in your heart, if you think it’s right for Britain then do that.”

In 2013 there was controversy when an ally of Mr Cameron was reported to have described Tory activists “mad, swivel-eyed loons” who were forcing MPs to take hardline positions on Europe. Mr Cameron is planning to hold a series of meetings with backbenchers in which he will urge them to “follow their conscience” and not be swayed by their local Conservative associations. It came as Mr Cameron on Wednesday faced further criticism
over his deal with Brussels. Around a dozen Conservative MPs criticised the offer from Donald Tusk, the president of the European Council, describing it as a “stitch up” and “thin gruel” which has been “watered down even further”. There was also a warning from senior Tories that tens of thousands of EU migrants could come to Britain in a “free for all” because of delays in introducing benefit curbs. Mr Cameron admitted yesterday that an “emergency brake” allowing Britain to bar migrants from claiming in-work benefits could take three months to introduce, while critics have suggested it could take as much as three years. Eurosceptic Conservative MPs including Peter Lilley, a former Cabinet minister, have warned that the delay will create a “window of opportunity” which will lead to an influx of migrants before the restrictions come into force. There was also further anger at Mr Cameron’s attempt to gag eurosceptic Cabinet ministers before he calls the referendum. At least one Cabinet minister is preparing to denounce Mr Cameron’s deal in the coming days despite the Prime Minister demanding that all members of the Government abide by “collective responsibility” until he announces a final deal with Brussels at a summit later this month.

It’s a sharp rise from as recently as six months ago, the U.N. agency said, when 73% of the migration flow was male, and only one in 10 migrants was an accompanied child. Now most are women and children. “The implications of this surge in the proportion of children and women on the move are enormous -- it means more are at risk at sea, especially now in the winter, and more need protection on land,” UNICEF’s special coordinator for the refugee and migrant crisis in Europe, Marie-Pierre Poirier, said in a press release. Religion may become extinct in nine nations, study says A study using census data from nine countries shows that religion there is set for extinction, say researchers. The study found a steady rise in those claiming no religious affiliation. The team’s mathematical model attempts to account for the interplay between the number of religious respondents and the social motives behind being one. The result, reported at the American Physical Society meeting in Dallas, US, indicates that religion will all but die out altogether in those countries. The team took census data stretching back as far as a century from countries in which the census queried religious affiliation: Australia, Austria, Canada, the Czech Republic, Finland, Ireland, the Netherlands, New Zealand and Switzerland. Their means of analysing the data invokes what is known as nonlinear dynamics - a mathematical approach that has been used to explain a wide range of physical phenomena in which a number of factors play a part. One of the team, Daniel Abrams of Northwestern University, put forth a similar model in 2003 to put a numerical basis behind the decline of lesser-spoken world languages. At its heart is the competition between speakers of different languages, and the “utility” of speaking one instead of another.
Many residents of Australia, Austria, Canada, the Czech Republic, Finland, Ireland, the Netherlands, New Zealand and Switzerland no longer believe in religions.

Trump’s poll numbers plummet in the first national survey after Iowa REAL-ESTATE mogul Donald Trump’s standing in the Republican presidential race deflated in the first national survey released after his loss to Sen. Ted Cruz of Texas in the Monday-night Iowa caucuses. Trump remained in first place in the survey, which was conducted by the Democratic firm Public Policy Polling and was set to be released later Thursday. He received 25% of the vote from Republican-primary voters nationally. Cruz and Sen. Marco Rubio of Florida tied for second at 21% apiece. Retired neurosurgeon Ben Carson grabbed 11%. None of the remaining Republican candidates received more than 5% of the vote. It was a stark contrast from the national survey that Public Policy Polling released in mid-December. That poll found Trump, at 34%, maintaining a large national lead over both Cruz (18%) and Rubio (13%). Rubio appeared to benefit the most from a stronger-than-expected showing in the Iowa caucuses, in which he nearly caught up to Trump.

DeRay Mckesson, a 30-yearold Charm City native, has risen to prominence on social media after outrage over the police-involved deaths of Michael Brown, Eric Garner and other black men. The activist joins a field of 28 candidates in the city that saw protests as well as riots after the death of Freddie Gray following his arrest in April. Mckesson’s largest influence has come from his constant presence on sites such as Twitter, which he uses during demonstrations as well as to draw attention to race-related issues throughout the country. His online following made him a popular commentator offline, meeting with presidential candidates and appearing on “The Late Show with Stephen Colbert” and “The Daily Show.” He is also one of 10 people followed by Beyoncé on Twitter. It remains to be seen whether Mckesson, a former school administrator who has faced criticism from some activists for becoming too much of a celebrity, can ride his rising star to elected office. “I have come to realise that the traditional pathway to politics, and the traditional politicians who follow these well-worn paths, will not lead us to the transformational change our city needs,” he wrote in a Medium post on Wednesday.

Nick Mosby, a city councilman and husband of the Baltimore State’s Attorney prosecuting the six officers involved in the incident, is among the other contenders that include another councilman and a state senator.
Assange is being arbitrarily held, UN panel to say A UN panel has ruled in favour of Wikileaks founder Julian Assange after he complained he was “arbitrarily detained”, the BBC understands. Mr Assange claimed asylum in London’s Ecuadorean embassy in 2012 to avoid extradition to Sweden over sex assault claims, which he denies. The Met Police says Mr Assange would be arrested if he does leave the embassy. He earlier said his passport should be returned and his arrest warrant dropped if the UN panel ruled in his favour. In 2014, Mr Assange complained to the UN that he was being “arbitrarily detained” as he could not leave the embassy without being arrested. The application claimed Mr Assange had been “deprived of his liberty in an arbitrary manner for an unacceptable length of time”. The UN’s Working Group on Arbitrary Detention is due to announce the findings of its investigation on Friday. While the BBC understands the panel will find in Mr Assange’s favour, Wikileaks tweeted it was waiting for “official confirmation”. Downing Street said the panel’s ruling would not be legally binding in the UK. A government spokesman said

identify themselves with a religion, according to Pew Research. Head of Atheists In Kenya (AIK) Harrison Mumia has accused the official registrar Maria Nyariki of running her office “through guesswork”, as she cannot possibly know what impact registration would have. He also complained that there are “church leaders who have defiled minors” who have been allowed to register.
A NJ man strangled a woman in a bathtub and then fatally shot two people at another home the next day but didn’t harm any of several children, including one found in a closet and two of his own, prosecutors said. Jeffrey Holland began his rampage on Friday at the Newark apartment of Tiniquah Rouse, whom he had previously dated, authorities said. The 21-year-old Rouse was found dead of suspected strangulation in her bathtub, and a 5-month-old boy was found safe in a closet, they said. The boy in the closet was unrelated to Holland, Essex County prosecutor’s office spokeswoman Katherine Carter said. On Saturday, Holland shot to death another woman he previously dated and with whom he had two children, 23-year-old Ashley Jones, prosecutors said. He also killed a man with whom Jones lived, 28-year-old Jarrell Marshall, police said.

He was being held at a jail in Newark in lieu of $2.5 million bail. It was unknown if he had retained an attorney. A message left at a telephone number in his name was not immediately returned. Murray lamented the killings. “Our hearts go out to these families, particularly the four young children, one on Friday and three on Saturday, who were present at these heinous murders,” Murray said at a press conference. Rock star Bowie leaves $100m in will ROCK star David Bowie left an estate valued at about $100m (£70m), according to his will which has been filed in New York. Half will go to his widow, Iman, along with the home they shared in New York. The rest is shared between his son and daughter. It was also revealed that Bowie had requested that his ashes be scattered in Bali in a Buddhist ritual. The singer died of cancer on 10 January, aged 69. The will was filed in a Manhattan court on Friday under Bowie’s legal name, David Robert Jones. The star’s personal assistant, Corinne Schwab, was left $2m and another $1m went to a former nanny, Marion Skene. Bowie’s son, Duncan Jones,
David Bowie married Iman, a model and actress, in 1992.
and daughter, Alexandria Zahra Jones, both received 25% of the estate. Alexandria was also left a home in upstate New York. In the will, written in 2004, Bowie asked that he be cremated in Bali but if that was “not practical”, then his ashes be scattered there anyway “in
accordance with the Buddhist rituals”. Bowie’s body was cremated on 12 January in New Jersey, according to a death certificate filed with the will. At the time it was reported that no family or friends were present at the ceremony, in accordance with his wishes.

His family members announced the news of his death on Wednesday, TMZ is reporting. Alaskey’s big break in Hollywood came when he was hired in the late ‘80s by Warner Bros., eventually replacing master impressionist Mel Blanc after his death in
1989. The comic actor, who was born in upstate New York, also provided the voiceovers for Marvin the Martian, Plucky Duck on “Tiny Toon Adventures,” Grandpa Lou Pickles on “Rugrats,” and the ghost Stinkie from “Casper.” Alaskey’s last credits include Droopy on “Tom and Jerry,” Green Loontern in “Lego Batman 3: Beyond Gotham,” and as a narrator on Discovery Channel’s “Murder Comes To Town.”

And once again, Tom Hanks has won the hearts of Americans. The veteran actor was named America’s favourite movie star in a new Harris Poll, ahead of Johnny Depp and Denzel Washington, last year’s top choice. It’s the fifth time that Hanks, best known for his sympathetic roles in movies like “Forrest Gump,” “Big” and “Cast Away,” has topped the poll since 1994. Although he’s been dead since 1979, John Wayne landed fourth on the list,
followed by Harrison Ford, stalwart of the “Star Wars” and “Indiana Jones” movies. Hanks was the clear first choice for baby boomers, while generation Xers preferred Ford and millennials confessed their adoration for Depp. Americans 70 or older named Wayne, hero of such Westerns as “The Searchers,” “Rio Bravo” and “Stagecoach,” as their favourite actor. But the Briton, 27, told BBC Radio 5 live: “I’m struggling to get motivated. “I could walk away. I could just sail into the sunset unbeaten with all the belts and live a normal life.” He added: “All that I would be boxing for is money and I always

Report claims NFL legend Stabler had ‘quite severe’ CTE ONE of the most celebrated quarterbacks of all time had been suffering from a degenerative brain disease linked with repeated head trauma, a report claims. Before his death from colon cancer at 69 in July, Ken Stabler requested his brain be donated to research into chronic traumatic encephalopathy (CTE). The New York Times reports Stabler was found to have a “quite severe” case. Stabler was the NFL’s Most Valuable Player in 1974 and led the Oakland Raiders to the Super Bowl in 1977.
He threw for 194 career touchdowns and 27,938 yards over 15 seasons and was a four-time Pro Bowl selection. Some 5,000 former players have sued the NFL, claiming it hid the dangers of repeated head trauma. CTE is associated with symptoms such as memory loss, depression and progressive dementia. The disease, which can only be diagnosed after death, has been found in the brains of dozens of former American football players. SPOT-FIXING convicts Salman Butt and Mohammad Asif on Tuesday said they could feature in the fourth edition of the Caribbean Premier league in July. This would be the first international outing for the two players after they were relieved of their five-year spot fixing ban in September last year. They along with young paceman Mohammad Amir were charged of taking illegal money in return for arranging deliberate no -balls during the Lord’s Test against England in 2010. All three were also jailed in UK. However, Butt said he now has permission from Pakistan Cricket Board (PCB) to play in the Caribbean League. “When our bans were lifted in September last year, the PCB had cleared us to play in any league around the world, so I am eligible to play in the Caribbean league which will give me a good opportunity to regain my place in the national team,” Butt told AFP.

Asif was also keen to feature in the league. “The league will give me a better opportunity to improve my rhythm with world class players in the teams,” said Asif. The Caribbean league was initiated in 2013 on the pattern of lucrative Twenty20 league in India. he had clocked 55 seconds at the 2015 CARIFTA Games. Jennings said that his school’s coaches are impressed with his timings. “My coaches are saying that this is a major pull back from the time I ran at CARIFTA last year.” Jennings feels his speed has definitely increased over the last few weeks and he is now confident of taking his PB down to 47s, if he can get out of the blocks faster.

“Rusty” Otuonye breaks indoor long jump record NATIONAL athlete Ifeanyi Otuonye was “all over the place and very inconsistent” yet he managed to break the national indoor record when he competed at last Saturday’s New Mexico Team Invitational at the Albuquerque Convention Centre. The Kansas State University student leaped 7.52M to break his previous national indoor record of 7.50M. His PB jump left him in second place at the competition. “It was a decent competition, can’t even say it was really good, because I was still rusty,” Otuonye told the Weekly News afterwards. Mid-last month Otuonye competed in his first long jump event for the season. He cut
his jumps short due to other event commitments, but he still managed to leap 7.32M—his best ever season opener. Last Saturday he took all six jumps. His first was 7.34M, his second was a foul, his third was 7.34M, and his fourth was 7.29M, while in his fifth attempt he broke the national record. Another record looked possible in his last jump, but he took off before the board—he still reached 7.49M. “From where I took off I should have been well over 7.60M, but what’s more amazing is I’m jumping from a shorter approach this season.” The 21-year-old said he is confident of improving when he competes in his third meet of the season in a few weeks.

Cadet and Louis to represent FKK at Florida tournament TWO of TCI’s top youth players Mackenson Cadet and Jameslee Louis will travel to Florida next week to compete in the February 1214 CDL College Showcase Soccer Tournament in Florida. The players, who are a part of the TCIFA Academy Programme, will represent the Florida Kraze Krush (FKK) Soccer Club. FKK Executive Director and Head Coach Hue Menzies, who was invited by the TCIFA last year a part of the Guest Coaches Programme, identified the pair for this tournament. Menzies, who serves as the
Technical Director of the Jamaica Women’s Football Programme, also identified several others to be FKK guest players for the various age group teams in the club throughout 2016. Midfielder Cadet, who had a stint at the Nottingham Forest Football Club in England last year, will play for the 16-and-under team, while the attacking left-side defender Louis will represent the club’s 18-andunder side.
