Final work permits will no longer be renewed – To make more jobs available for Belongers BY OLIVIA ROSE WORK permits logged as ‘final’ will no longer be renewed, as part of a bid to enable more Turks and Caicos Islanders to gain employment. The Ministry of Border Control and Employment announced its intention to enforce the law in a press statement issued on January 16. The release explained that the measure is part of the ministry’s ongoing efforts to regularise migrant employment in the Turks and Caicos Islands. “While it is not a new policy directive, it is one that was largely not enforced over the years,” it read. “This renewed focus will ensure that persons on final work permits are transitioned out of the roles that are being understudied by or otherwise attainable by, Turks and Caicos Islanders.” This will also provide the ministry with a greater measure of control over the ability of migrants to acquire eligibility for other residency and citizenship status. “The department hereby further advises employers that there will be increased inspections of establishments throughout the country to ensure that all employment activities are in keeping with the immigration and employment laws, and further to ensure that employers are actively engaged in the recruitment, training,

and promotion of Turks and Caicos Islanders who are qualified to hold positions that are currently filled by migrant workers.” Minister of Border Control and Employment, Sean Astwood last year encouraged Islanders to apply for jobs they see advertised in the local newspapers as work permit applications hit a new high. Astwood, who was speaking in the House of Assembly on Wednesday (July 26), reported that the Labour Department continues to see “record numbers” of people applying for work permits. As such he called on local people to apply to for jobs and to be forefront during the many job fairs that are held throughout the territory. He encouraged: “Do not be deterred by the advertisement that is a requirement for a work permit renewal. A renewal is only possible if no Turks and Caicos Islanders apply.” He stated that gone are the days when they should sit idly by and watch others prosper while Islanders suffer in their own territory. “It has long been time for a change and I dare say change is here, so change we must. “Again I say, please apply for the jobs being advertised, be prompt and present on the days of interviews, land those jobs, then show up and show them what Turks and Caicos Islanders can do.

“No longer shall we be oppressed in our own home,” he said. The minister further assured outof-work Islanders that the Labour Department will support and promote them, stating that they do not have to do it all on their own. “When you apply for jobs, make sure that every application is copied to Employment Services, and if you are unemployed or underemployed, ensure that you come in and register with the Job Placement Unit within

the department. “Together we can turn the employment statistics around.” From the side of the ministry,

THE TURKS and Caicos Islands will benefit from some of the work being undertaken in other countries to support teachers through professional development. Karen Malcolm, Minister for Education, Youth, Sport and Library Services, led a delegation to the Education World Forum 2018 held at Park Plaza Hotel in London from Sunday to Tuesday (January 21 to 23). The three day forum offered insight and inspiration from leading education pioneers, policy makers and education experts, with many of the sessions given by education ministers themselves as part of an honest assessment of country or territory’s common issues and challenges. The Education World Forum, which takes place in January each year, emphasises that investing in education is the route for the development of all nations. It is the world’s largest gathering

of education and skills ministers and their senior advisers. According to a Government press release issued on Thursday (January 25) the event is supported by the Foreign and Commonwealth Office (FCO), the Department for Education (DFE), the Department for International Trade (DIT), the Department for International Development (DFID), the British Council and the EWF industry partners. Commenting on the seminar, Malcolm said that she was humbled to have had the opportunity to lead a delegation to such a large gathering of education experts. She said: “I was able to share ideas and gain an understanding of and a greater appreciation for the challenges and aspirations of education systems around the world and how these systems are evolving in a rapidly changing technological era.” She emphasised that discussions at the conference will help to strengthen the TCI’s education

system and develop a more robust Education Plan for the TCI. The seven pillars of education which underpin the philosophy of education provision outlined in the TCI education policy, along with the eight strategic imperatives and four cross cutting issues of the Education Sector Plan, are closely aligned with the theme of this year’s forum, ‘Preparing students for success: thinking, doing, wellbeing and learning - Education policy-making in the fourth industrial revolution’. While at the forum the minister embraced opportunities to network with other ministers of education, meet representatives from DfID and the British Council, visit the largest education technology exhibition in the world, and share her vision for leading the transformation of the TCI education system. Minister Malcolm also hosted a reception in London where she addressed students from the Turks and Caicos Islands on matters of interest concerning them.

Premier now responsible for several gov’t departments and statutory bodies AS OF FEBRUARY 1, Premier Sharlene Cartwright Robinson will be taking over control of several government departments as well as a number of statutory bodies. The change to the premier’s portfolio was announced by way of the Gazette published on January 19. On January 16, Governor John Freeman officially made the constitutional changes, which according to the Gazetted item took place on the advice of the premier. He thereby charged the premier with the responsibility for the conduct of government business relating to investment, trade and finance, CARICOM affairs, the National Insurance Board, the National Health Insurance Board, the Ports Authority, the Airports Authority, the Civil Aviation Authority and Invest Turks and Caicos. She is also now granted responsibility for the Budget Department, Strategic Policy and Planning Department, Customs Department, Accountant General Department, Revenue Control Unit, Trade Department, Central

THE GOVERNOR’S CHARGES Several months ago, efforts were being made by the Government through a proposed bill in the House of Assembly to grant Governor Freeman further oversight over statutory bodies in the Turks and Caicos Islands. While the bill has still not come up for debate in the assembly, over the past two months much dissatisfaction and objection to the changes have been voiced by members of the opposition and civil society. These statutory bodies would have included - the National Insurance Board, the National Health Insurance Board, the Ports Authority, the Airports Authority, the Civil Aviation Authority and Invest Turks and Caicos. In a recent interview with this publication, Premier Cartwright Robinson had strenuously denied that the governor will be given new powers under the proposed

bill, adamantly stating that the constitution requires that the Cabinet be consulted at all times. She also refuted allegations made by the opposition that the Government is giving up its powers. The disputed ordinance sought to amend Section 40 of the Public Finance Ordinance which deals with the management of funds of statutory bodies. While the governor already has the powers to remove the board of a statutory body and replace them with a new board if found in contravention of the law, the section which the Government wanted to repeal and amend granted those powers to the Minister of Finance. Under the proposed ordinance, the governor would be able to appoint an examiner to a statutory body suspected to be in dire financial straits, give said examiner directions concerning the scope of the examination, the period or the conduct of the examination and the manner in which the examiner shall make his reports to the governor. TCI prepares for active 2018 hurricane season BY OLIVIA ROSE HURRICANE preparedness priorities are being addressed ahead of the 2018 hurricane season. A revised Government command response structure and implementation timescales are being introduced to ensure that TCI is ready for more storms. This was revealed at the latest Cabinet meeting chaired on January 17 where Governor John Freeman briefed members on a meeting which he had chaired a day earlier. The meeting included members of the Department for Disaster Management and Emergencies (DDME) and other agencies involved in TCI’s disaster management response. It addressed the territory’s preparedness strategies and the

DDME’s response mechanisms. Governor Freeman has often stated that: “There is no substitute for preparation.” Meanwhile, representatives of the broader Caribbean maritime community gathered in Panama on January 22, 23 and 24 for the inaugural Caribbean Port Management Workshop, being held at the Sheraton Grand Hotel. Attendees discussed the type and nature of the destruction and what technologies, systems and networks are now necessary to deal with future hurricanes. The three-day event, organised and presented by the Port Management Association of the Caribbean, Portside Caribbean and Caribbean Maritime University, has attracted the attention of a number of regional organisations.

Coming soon after the historically violent hurricane season of 2017, this year’s workshop provided an early opportunity to analyse and initiate plans and strategies ahead of 2018’s storms. Representatives of cruise ports and cargo terminals that were recently affected by destruction of land and port assets shared and analysed the type nature of infrastructure damage and how defensive systems performed or failed under the onslaught of 2017’s mega-hurricanes. Caribbean leaders also discussed coordinated assistance and relief efforts following major disasters across the Caribbean region. Global Weather Oscillations has already predicted that the 2018 hurricane season will be the strongest cycle in 70 years.

Premier urges bank to rethink leaving South Caicos BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson has called on CIBC First Caribbean International Bank to reconsider its decision to cease operations in South Caicos. In a statement this week she said she is aware of the challenges the bank has been operating under, but also the stresses that pulling out will present to the business community. On January 18, the bank announced its plan to suspend its services to the hurricane ravaged island due to security concerns. Country head Larry Lawrence explained that following September’s storms the bank undertook a comprehensive review of its premises and facilities across the TCI. “Our premises consultants have advised that the facilities on South Caicos are not fit for use by either our employees or our clients,” he said. “The bank also has some safety concerns around the temporary alternative accommodation provided as a short to medium term measure immediately after the hurricanes.” He said the decision was not an easy one, but one that is crucial. “This is not a decision that we have come to lightly and we sincerely regret that this action has become necessary, but it is with regard to the safety of our staff and clients. “We commit to providing the best possible service to our clients from our remaining locations.” The bank further advised South Caicos customers to take a ferry or flight to complete their banking at either the Providenciales or Grand Turk branch. However Premier Cartwright Robinson said efforts have been made to contact the bank in a bid to

She said: “We are aware of the announcement made overseas of the bank’s intention to withdraw its weekly services in South Caicos. “We regret this decision and have written to them asking for a reconsideration of this position and have suggested an alternative to the provision of services under another arrangement. “We are awaiting their response and we will communicate this as soon as we are in receipt of a response.” She pointed out that this challenge is not unprecedented, since many years ago the Government had to

grapple with a similar situation. “I invite residents to allow us the opportunity to make representations on the community’s behalf. “We are aware of the challenges that arise from this decision and have outlined them in detail to the bank, citing the risk to business owners, the extreme inconvenience and difficulty that persons who receive welfare or social services cheques will now face, and the difficulty overall for public officers and customers generally who have been the beneficiaries of these services since Barclays Bank came to our shores. “We hope to reach a quick resolution.”

104-year-old dies peacefully at home THE TCI’s oldest resident, Eliza ‘Ma Lilah’ Basden, died peacefully at her home in South Caicos on January 19, aged 104. During her lifetime she made outstanding contributions to the territory and is most known for her contribution to her church, the Turks and Caicos Islands Baptist Union and the Soroptimist Club. She served as the first female executive member of the Turks

and Caicos Islands Baptist Union and to date is the longest serving recording secretary. Premier Sharlene Cartwright Robinson said: “Ms Basden has been blessed to enjoy 104 years and this is testament to God’s blessing on her life and her strength. “Knowing her personally, I have seen her strength and her commitment to her beliefs. “She was a loyal person and

faithful to her commitments whether it was to the church or the wider community.” The premier, in a press statement, said she has left an “indelible mark” on those who met her. “I believe that her life when celebrated on February 3, 2018, will speak volumes to this giant of a lady and will inspire many to serve their God, church and community with passion.”

Let’s just pray (for the sake of the country) that ‘Mini-Mike’ Fulford doesn’t fill this power void. The last thing we want is another Commission of Inquiry, and suspension of the constitution.

Mr W Misick is tired (one can observe that). He had a long run and it’s good that he wants to step aside while he is still breathing and give someone else a chance. It will be a fight for leadership and I believe the current mouth piece who should also step aside will lead the fight. There are also very ambitious people who were not successful at the poles last time around who have their eyes on that position. One has even started his campaign in that direction. However, no one should be allowed to bully his or her way back into that position. Washy said it early, so the party has a long time to come up with a leader. He can be the party’s chief consultant.

Brother of TCI premier murdered in the Bahamas SAD news coming out of The Bahamas has revealed that the brother of Premier Sharlene Cartwright Robinson was found dead by police. Derek Cartwright was 54-years-old and lived in Nassau, Bahamas. The victim’s body was found shortly after noon on Thursday, January 18, in the derelict City Market building on Market Street. When asked by reporters if it was known what type of weapon could have inflicted the victim’s injuries, Superintendent Shanta Knowles, police press liaison

officer, said: “It appears to have been different objects. “Right now, I can’t nail it down to say exactly which one, but we know that the body has blunt force trauma to various parts of the body,” Bahamas press reported. Police and paramedics arrived on the scene after receiving reports that a man was found unresponsive. Paramedics were unable to revive Cartwright and he was pronounced dead at the scene. Cartwright is the country’s fourth murder and the first in New Providence for 2018.

DESTRUCTION of the TCI’s coastal environment caused by the recent hurricanes could result in longterm losses in the areas of fisheries, tourism and coastal protection. This was underscored by the Department of the Environment and Coastal Resources (DECR) in a statement issued on Wednesday (January 24). The press release spoke about the condition of the Islands’ coral reefs following the 2017 Atlantic hurricane season when the territory was impacted by hurricanes Irma and Maria. Following the storms the marine environment throughout the Turks and Caicos Islands was assessed by the DECR with cooperation from the Turks and Caicos Reef Fund, School for Field Studies and dive operators. These critical assessments have revealed that four to five feet of coastal erosion took place at the popular Grace Bay beach. In Providenciales, South Caicos and Grand Turk, the shallow coral reefs suffered from much greater impact than the deeper areas. In a statement the DECR noted that: “Fragile, reef-building corals in

shallow areas were broken by high wave action. “In some area, colonies of the critically endangered elkhorn coral (Acropora palmata) were hit particularly hard, with large amounts of the coral branches broken off and lying in the sand or seagrass beds.” It was also reported that many soft corals were uprooted and dislodged from their natural positions. “Shifting of sand around the coral reefs also affected some areas. When corals become covered with sand they are unable to produce energy from sunlight or feed actively and, ultimately, will be unable to survive. “It has been noted in some locations that there has been ‘recruitment’ following the hurricanes, where coral larvae settle and begin to grow on bare rock.” The statement said that one unexpected benefit of the hurricanes was that the strong wave action cleaned the rocks of algae and other organisms, and created space for new corals to grow. REPAIRING THE CORAL Following severe damage to elkhorn coral in Grand Turk, the DECR collaborated with the Turks and

Caicos Reef Fund, Blue Water Divers, and Bohio Dive Resort to rescue broken and damaged coral fragments. A coral nursery was also constructed, with four ‘coral ladders’ now supporting hundreds of coral fragments that will be cleaned and maintained by DECR staff and volunteers. Eventually they will be transplanted back on to the coral reefs to help with the recovery effort. The DECR will be monitoring these new corals as they continue to grow. Coral reefs are one of the most valuable resources in the Turks and Caicos Islands as they support the economy through tourism. White sandy beaches would not exist without healthy coral reefs. There would be no fish, sea turtles or sharks to entertain snorkelers or divers. Coral reefs are home to vast arrays of species that provide income to the fishermen across the islands, and food for local communities and tourists alike. They also play a vital role in absorbing the energy from high wave action during hurricanes and protecting the land.

Jury finds woman not guilty of rape of male child ON JANUARY 19, a jury found Haitian woman Josianne Elienne not guilty on a charge of unlawfully engaging in sexual intercourse with a young boy. The jury foreman announced that they could not reach a unanimous decision on the woman’s guilt. One juror held out on a not guilty verdict, thereby a decision of not guilty was determined. During the trial, it was revealed that the defendant has a sexually transmitted disease and that tests conducted on the male child found that he was not similarly afflicted

with the disease, thereby causing a split jury decision of guilty and not guilty. She was however convicted of a separate charge of attempted bribery. Court information is that while in police custody Elienne tried to bribe police officers while they were still conducting their investigations into the alleged sexual assault of the minor. The woman offered to pay the cops $300 to let her go. She has been sentenced to serve two years in Her Majesty’s Prison for that offence.

Accused murderer given lighter sentence for another crime A prisoner who stands accused of the murder of a Grand Turk man was recently granted three months off of his sentence on a minor offence. Conrad Thomas Jr recently appeared before Justice Joan Joyner on an appeal petition to have his 21-month sentence in a wounding conviction thrown out. The appeal of the Grand Turk Magistrate’s conviction was denied. Instead, Thomas who was

granted bail during the appeal of his conviction to the Supreme Court was granted three months less than the initial sentence. He was taken into custody and will serve the 17 months at Her Majesty’s Prison in Grand Turk. Thomas also stands accused of the murder of Kevino Smith alongside Lamar Griffiths. Both men were granted reduced bails on that murder charge. They are slated to stand trial later this year for that offence.

Man stands trial for $15,000 theft from employer The second jury trial in the 2018 Supreme Court calendar is that of The Crown versus Arthur Dean, Jr for theft of a chosen action. Dean is being tried for misappropriating the use of his former employer’s company credit card when given to him for proper use. Court information is that over a period of days while

management was off island, Dean repeatedly withdrew cash from the ATM totalling almost $15,000 for his personal use and own benefit. Justice Joan Joyner and a jury are currently hearing this matter in the Providenciales Supreme Court. Dean is being represented by attorney Ashwood Forbes.

Man admits to burglaries and several other crimes Fifty-two-year-old John Spencer Missick has been slapped with numerous charges of burglaries, handling stolen goods and other crimes of dishonesty. Missick appeared before the Providenciales Magistrate’s

Court on Tuesday (January 23) charged with the offences. He pleaded guilty to all counts and will be sentenced on February 23 when he reappears before the magistrate. He has since been remanded to prison.

National security heads discuss safety of the TCI THE TCI National Security Council (NSC) met in Providenciales on January 15 to discuss the territory’s safety. Governor John Freeman, and Premier Sharlene Cartwright Robinson co-chaired the meeting at the Hilly Ewing Building. In attendance were members Deputy Governor Anya Williams, Minister for Home Affairs Vaden Williams, and the Deputy Commissioner of Police, Trevor Bottin. At the meeting, the NSC received an update from the Bottin on: -Recent successes in the fight against crime including joint operations with partners. -Immediate priorities for enhancing the capability of the RTCIPF. -Post hurricane Irma and Maria damages on estates noting that the headquarters is now operational. -UK National Crime Agency in its effort to provide financial assistance for the reconstruction of a defence building. -Custody facilities in Providenciales, making court time more efficient to minimise travel.

They also received a report from the Deputy Commissioner of Police Trevor Bottin on the TCI National Security Strategy that addresses the current and long term security issues facing TCI. And they discussed the drafting of the Security Bill, Interception of Communications legislation and Policing and Community Engagement (PACE).

Turtle Cove resort pre-sells condos and penthouses BY DELANA ISLES CONDOMINIUMS and penthouses at the soon to be built $100 million The Cove Resort and Marina in Turtle Cove are already up for sale and are going fast. This is according to local realtor Sam Hunt who is handling the local end of the development for Circle Holdings. Studio apartments are starting at $600,000 to $638,000; one bedrooms are priced from $1 million to up to $1.08 million; two bedroom condos for $1.8 million; master suites are going for $1.2 million and ten penthouses each spread across 5,000 square feet are being sold at $5.95 million each. There is also one 10,000 square feet penthouse spread across two floors that is going for $15 million. Hunt, who announced the progression on the long-awaited resort last November, said the developers are kicking into high gear and they, through Hamilton Realty in association with Savills International, have already begun presales of condos. He said the condos that are going

first are those with optimum beach views as well as studios on the ground floor of the beach facing buildings. The response both locally and overseas has been good when marketing commenced this past Monday, with lots of showings on the site and presentations, Hunt said. “We have started clearing the site already, we have put in a wooden deck, we have got a viewing deck, and we are basically just reaching out to people saying we have started marketing so they can come down to see us in Grace Bay, where we can go over a presentation with you. We also have a site model; we will go over pricing and explain it all. “We are definitely ready to start marketing and take more reservations,” the realtor said. Making reference to the views expressed in a Weekly News Talk Back column last December after the announcement of the new resort, Hunt said he found it necessary to address those who are doubtful of the development coming to fruition. He said he understands the environment that the territory has been in for a while now with

developments not moving forward or at the pace which the public would like to see. However, he said that he wants to assure the public and potential buyers that the Turtle Cove resort will happen, and is already happening. The construction team have been on the ground and they are still set to officially break ground this June, he added. Circle Holdings Limited are developing what they call an ‘ultraluxury’ boutique experience on a 16acre vacant site, with beach frontage and 1,300 feet of marina frontage. The development is touted as a luxury hotel, casino and marina located on the beaches of Turtle Cove, and it is slated to be constructed over a period of two to three years. The property boasts 775 feet of semi-private beach frontage on Grace Bay and 2,300 linear feet of dockage. The resort will also comprise of two main pools, an 8,000 square feet spa, a 14,000 square feet world-class casino/nightclub/retail complex, and an 8,000 square feet high-tech multisport and event facility.

Astwood learns about 21st century government DEPUTY Premier Sean Astwood learnt about the principles of 21st century government during a summit in Antigua. Heads of government from eight neighbouring Caribbean countries and territories attended the event on January 16. The ‘21st Century Government Summit’ allowed attendees to learn about government and public service transformation and thereby strengthen economic competitiveness and promote sustainable development. The feature address was delivered by Dr Keith Mitchell, prime minister of Grenada and the CARICOM head of government who holds responsibility for science and technology. Mitchell expressed his full support and endorsed the establishment of 21st century governments in the Caribbean. He said: “21st century government principles are embedded in the vision and roadmap for the

Astwood said: “This summit could not come at a better time for the Turks and Caicos. “One of the aims of my Government is to upgrade outdated systems, improve technology and create more innovative, technologically driven products and

procedures across our ministries. “Like other countries in the region, when it comes to technology we are desirous of implementing sustainable products that will bring us into the 21st century.” He said the Ministry of Border Control and Employment recently unveiled its readable plastic card on January 15 to replace the cumbersome work permit cards. “This is just one of the many products that my Government will introduce to the TCI. “Strides such as the one just mentioned will improve security, service, processes and efficiency in the country. “The Turks and Caicos is already known to be one of the most beautiful countries in the world and we are ready to make it one of the most advanced countries also.” The representatives of Estonia, former Minister of Foreign Affairs Rein Lang, and of Georgia, Minister of Justice, Thea Tsulukiani, also gave presentations on what has been achieved in e-government in their respective countries. The summit ended on a high note with a round-table discussion of heads of government who endorsed 21st century government. This set the stage for the three-day Symposium that followed. The Government of Antigua and Barbuda and the Caribbean Telecommunications Union, in collaboration with the Caribbean Centre for Development Administration, hosted the summit.

PUPILS from Oseta Jolly Primary School will be dismissed from their temporary premises at 1pm each day due to a fault with the air conditioning system. The new ‘home time’ will come into effect from Monday (January 29) and will last until further notice from the Government. Students are currently taking lessons at the Gustarvus Lightbourne Sports Complex in Downtown Providenciales. They were relocated after hurricane Irma caused extensive damage to the Blue Hills school in September last year. A press release from the Ministry of Education read: “Classes will commence at its regular time but the school will resort to reduced recess time to

minimise the impact of the early dismissal. “Fans and other cooling apparatus have been placed in the facility to assist in making the environment a more comfortable one that is conducive to learning.” The Ministry of Education is actively engaged with the Ministry of Infrastructure to ensure that the necessary works to the complex are completed quickly. It is also collaborating with the Public Health Department to ensure a healthy and safe environment for the students and teachers being housed at the facility, the press release read. Parents are advised to make provisions to pick up their children at the adjusted time of dismissal.

Grand Turk hosts first masquerade on New Year’s Day

Ripsaw and junkanoo mark Grand Turk’s masquerade festival GRAND Turk’s first Masquerade Festival Parade was hosted this year with an excellent turnout and lots of entertainment. On January 1, Valerie Jennings and Valentino Selver put on what is to become an annual event for the residents of and visitors to the TCI’s capital. Jennings described the New Year’s Day scene to the press as truly successful and exciting. “After a sudden downpour of rain, the Masqueraders and the local ripsaw band ‘rushed’ the streets, led by Cushy Alice/Ellis, who did an excellent job of leading the parade from the Lester Williams Park, South Back Salina to the Clock Tower, Downtown. “In tote were the local ripsaw band, followed by participants and next by the famous ‘We Funk’ junkanoo band led by the man himself, the TCI king of junkanoo, Mr Ketch Penn. “The sweet, sweet sounds of the music of both groups drew hundreds of spectators, including residents and tourists alike, who stopped to view the parade, take pictures, dance, shake and rock with the music.” Jennings described other highlights of the parade included the Masqueraders on bicycles -

David Smith riding his bicycle doing short twists and turns while Edgar Jennings walked his colourful bicycle displaying TCI flags along each side, and Kingsley Francis masquerading on his horse. Also among the many participants was Doris ‘Dar’ Williams, wife of the oldest Masquerader and Grand Turk’s famous ripsaw band leader Edgar Williams (who himself unfortunately could not made it out to attend the event). There were also a few of the community’s elderly ladies in attendance, such as Iris Penn,Irene Astwood, Winifred Jennings and Helena Williams who enjoyed telling stories about the masses of the olden days, as they swayed to the music and enjoyed the celebration. The parade ended at the Clock Tower where there was a brief ceremony, called to order by the vice president of the Masquerading Committee, Valerie Jennings, to thank all participants and to crown winners. Hub-spoke airlift in the Caribbean Dear Editor, A hub-spoke distribution network is a system of connections arranged like a wheel in which all traffic moves along spokes connected to the hub at the centre. Since we are dealing with airlift, we are obviously talking about distribution of passengers. The hub and spoke model relies on perfection. When all is working in harmony and streamlined, then the entire system can be very efficient. Passengers arrive with the larger aircraft on long haul flights at the hub. They are transferred, and take off again for their end-destinations. The hub airport should have transit facilities and immigration waiver arrangements. That may already create one problem in the Caribbean, because often these are not available. The hub may care less; they prefer passengers who stay overnight anyway. Understandable. The airlines on their turn may react by not using that particular hub and prefer a different better and more flexible hub. Also understandable.

Passengers may not like the hub and spoke system because of the transfer and the extra time it takes. Again, understandable. So, why not just flying point-to-point? Airlines don’t do favours. They are shareholder companies that aim to make a profit and subsequently pay dividends to their shareholders. With very few exceptions, they are not publicly owned. Regardless of its ownership, in order to be profitable, they aim to fill the planes to the brim and operate as efficient as possible. Any territory dreaming of a large airplane of a major airline coming to their “Oh, island in the sun” may be dreaming. The airline perspective is very simple. Fill the plane and fly it to a hub. That airline is off the hook. From there on, passengers for various end-destinations will transfer to smaller planes of a regional or local air operation that flies them there. That smaller flying machine may also be filled to the rim then, which will fulfil the desire of that smaller

airline to be profitable and efficient. The purpose of the hub-and-spoke system is to save airlines money, regardless whether it is a small or big operation. Aircraft are their most valuable commodity. Every flight has certain set costs (crew, cabin cleaning, ground handling, maintenance, etc.). Each passenger seat represents a portion of the total flight cost. For each seat that is filled, an airline can lower its break-even level. That is the seat price at which an airline stops losing money and begins to make a profit. What in the eyes of a tourism authority is considered an ultimate paradise, from the airline’s viewpoint it may be seen as an undesired destination, since they would have to fly their planes half empty. It doesn’t make revenue dollars and not a lick sense to make deliveries without filling aircraft to capacity. Courier services use the hub and spoke design worldwide. All packages go through a centralised system with strategically located

distribution hubs. It works almost perfect. Although… Recently I received a comment from the Caribbean executive of one of the major international courier services: “There are pressing issues within the Caribbean aviation sphere - for example the need for infrastructure upgrades, modernisation of customs regulations, etc. and other basic and imminent needs.” So, even that segment needs some more attention in the region. Hubbing may be ideal for packages, however, passengers are no packages, and do not wish to be treated as such. But at least we can learn from the logistics and the punctuality of the system. One would hope that despite the complexities and inconveniences of hub and spoke airline operations, flying would be more readily available at affordable prices in the Caribbean. The inter-island air traffic in the region has a distinct problem. Flying from one island to another that is only one to two hours flying distance

away, may take up to 11 hours with one or two stopovers. The fare may cost $1,000 plus. Ridiculous? No, it may not be the rule, but it is no exception and it is no exaggeration either. Flight schedules and frequencies are part of that problem. Many small territories try to hold on to what they believe to be their exclusive rights. It’s like wearing an exclusive fancy necktie but suffocating oneself with it. The governments don’t have much to hold on to anyway, so they try to hold on to whatever they’ve got. It fits in their category of ‘protection’. Therefore, they implement restrictions. Those could be landing rights. Levying passenger taxes is not a restriction, yet, it is an exclusive right and it is a repellent. Yet, tourism ministries and their agencies are virtually screaming and yelling like merchants on a fish market to get airlines to come. And if airlines don’t come, those are perfect CONTINUED 

Shining star of the West Indies THE TCI has the potential to become the shining star of the West Indies. Our tourist business once grew at a rate outstripping any other Atlantic Ocean location. Why have our people not benefited in line with our potential? Why are we a bleeding population? Why are we bleeding economically? These are real questions! The answers are easy. The remedies difficult. The real estate industry has a slogan, ‘Location, location, location’. The TCI is a plane ride from some of the world’s largest air hubs - Miami, Fort Lauderdale, Charlotte, Atlanta, Dallas-Fort Worth. We are hundreds of miles away, providing the charm of distance, but not the grinding thousands of miles to Hawaii. The USA is the world’s largest

tourist market. The TCI’s visitors have breakfast at home, peanuts on the plane then sup at one of our resorts, their own TCI condo or a private home. We have only just begun to tap the potential of the USA market. The TCI acknowledged the efforts of our number one promoter Ralph Higgs. Higgs overcame the PNP voting blocks of North and Middle Caicos. As an official vote count observer, I can testify that Ralph actually

earned more votes than those officially reported to give him the win. Higgs has been at the helm of our tourist promotion during good times and bad. Remember when the Tourist Board funds were diverted to LisaRaye to keep her posterior on the bill boards of USA’s Interstate 95 highway? We tap the potential of our tourist market with successful resorts. Until we had the honest

government of the PDM Taylor years, investors did not have faith to invest millions in Norman/ Washington’s TCI. The 1995/2003 PDM government approved resorts that came on line, giving the PDM a third term win. Then Mike stole that election. After 2003 we faced only speculators who expected ultrahigh priced pre-sales to finance themselves. Where is Cem Kinay’s Dellis Cay or Royal Reef today? Monuments to Royal’s ‘tent’ party. The British did one thing for the PDM. Their existence sold land title stability through the archaic British justice system, wigs and all! Now after paying huge multimillion dollar fines, resort owners understand why investors shied away from deals under the progressive tent. First it was drug running, then

it was what put 16 people in court. How long will it take for the PDM to return confidence to potential investors? The PNP has taken the shine off of the TCI’s star! How long before North/ Middle Caicos draw the attention they deserve? Expats who built homes on North/Middle have mixed emotions after the 13 year mess. It will take years to get TCI moving forward again. Hope is now fuelled by tourism brought in during the 1995/2003 PDM years, but when can we rid ourselves of the ridiculous Rufus/Washy 2012/2016 taxes which have raised the cost of living and deterred growth? Nature, greed, drones and short-sightedness Dear Editor, We recently enjoyed our fifth family Christmas holiday on your beautiful beaches. The spirit of your people was as pleasant and powerful as always as they hosted us with smiles that belied the labours it took to overcome the determination of Mother Nature to blow you down. Nature brought your island together and that is a beautiful thing, yet I read now that greed and short-sightedness around public access to beaches is pulling you apart internally. As you witnessed, the wind didn’t care what property line it crossed nor did your neighbours care when then they stepped over your fence or stopped by to help you out in a pinch. Upon returning one afternoon through the unlocked and unsigned new gate at Taylor Bay, my brother

and I were met by a young local man wearing a tin badge, with threats that we would be arrested next time and put in jail! “Welcome back to our island which is beautiful by nature.” Your Government needs to realise that public access to all beaches is a right to be shared by all and not a privilege to be sold for later gain. Those investors or property owners bordering such areas need be mindful that peace across the island is good for all parties and your property values. It only takes a few negative viral stories in social media to damage the rental value of the areas locked off and tourism in general. Why create a problem that never existed when you can deal with negative exceptions as needed?

Speaking of privacy, I was surprised how many camera carrying drones were flying over the beaches of Grace Bay. From cute young kids getting their wings to creepy old guys potentially getting their thrills, I suggest you ban drones on Grace Bay before someone gets hurt or one of your unsuspecting of age or underage guests find their compromising photos on the internet for all to see. NB/ At the time of sending this letter I note a story in the news and want to commend former premier Michael Misick other former premiers Rufus Ewing and Oswald Skippings for stepping up on the public beach access issue. One word describes best what the biggest hurdle for progress is: ‘clinging’. Without restrictions on route entry, some airlines

could be able to enter markets previously closed to them. It could bring more passengers. It could stimulate inter-island activity and commerce. Lowering, or preferably eliminating passenger taxes, can lower airfares and attract more passengers. Mind that every tourist has a vacation budget limit! But what the heck? As a humble

column writer without a hidden agenda, nor having a commercial interest, one tries to provide ‘food for thought’. When pointing out that there is an opportunity, it’s seldom acted upon. When there is none, one is often expected to come up with witchcraft.

I am forced to communicate with the TCIG in a public forum because the TCIG has steadfastly refused to answer or respond, in any substantive manner, to the private written letters and e-mails from TWI Directors to the TCIG requesting resolution of issues.

Launch of programme to preserve TCI’s heritage BY OLIVIA ROSE A NEW programme aimed at promoting and preserving the territory’s culture got off to a festive start when it was launched at the Cheshire Hall plantation in Providenciales. The multi-sector Back to Our Roots initiative has been spearheaded by the Department of Culture and Ministry of Education

and implemented by the Tourism Ministry. The event on Wednesday (January 17) showcased the TCI’s unique cuisine, dance, music and historical artefacts. It saw several government ministers and stakeholders in attendance including the Minister of Education Karen Malcom and Premier Sharlene Cartwright Robinson. At a press conference last year, the

premier emphasised the importance of the campaign in preserving the heritage and roots of the people of the TCI. She said: “There needs to be that understanding, especially among our young people, that Turks and Caicos Islanders have always had to work hard, from the salt industry to the fishing industry. “Our children have been exposed to a ‘get rich quick’ mentality that

will take forever to reverse, but it is something that we will have to do.” As part of the programme, several activities aimed at fostering social cohesion and cultural appreciation will be rolled out during the year. Addressing the gathering, Minister of Tourism Ralph Higgs, said a country without a culture and heritage is a country without a DNA. “Back to Our Roots again is intended to reconnect us with the

A DISAPPEARING CULTURE Director of Culture Ludwina Fulford explained that the programme seeks to reintroduce the people of the Turks and Caicos Islands to their traditions and disappearing culture. “Going throughout the Islands we realised that our younger generation, although they know some of our cultural information, we realised that a lot of gaps are there. “So we’ll use this programme to have our older generation teach our younger generation so that there will be some continuity in sharing our culture.” Fulford said the programme was in the pipeline since last year and the ministry was elated to finally launch the initiative. “At the end of this month we will be launching a video that we’ve made that will be shared throughout

the community. “It depicts our community and the different things that set each island apart. Because although it’s the Turks and Caicos Islands, each island has its own special features. “I’d like to encourage the community to support the activities that we will be putting on, especially the worships that we’ll be hosting.” Coupled with this campaign the Ministry of Tourism has set aside $150,000 for the enhancement of historic sites. This is geared toward strengthening existing tourist and heritage sites across the Turks and Caicos Islands. These funds will allow the Tourist Board along with the National Trust to identify new cultural and heritage attractions across the Islands to be developed for the enjoyment of residents and tourists alike. To be grateful or not to be grateful? AS 2018 continues on its way, we all can be lifted by the belief and hope that this year is one that will be riddled less with drama, scandal, political antics and multiple natural disasters. And while tough times can increase resilience, it is safe to say that last year was the year scarce amount of people could say they were not touched in some challenging way. Nevertheless, there is always good with the bad and one of the most powerful tools we as people have and can use as often, that helps us to focus on the good that can come out of such circumstances, is gratitude. Gratitude in its simplest use has a transformative power and can significantly improve our lives. Here are five simple ways we can be more grateful for what we have now and build resilience for the challenges we will face in the year to come. CREATE A GRATITUDE RITUAL This concept is easier said than done, and will take a bit of practice for most of us to get a handle on. When it comes to our minds, it is natural for us to create a negative reel of our day, the people we encounter, and the stress we feel as well. Sometimes we consider it is venting, a part of the culture, or even just a part of who we are as an individual. Nevertheless, research has shown that individuals who create rituals or habits are more successful at attaining high levels of satisfaction and happiness, than those who state what they want to do, but have no real plan or continuous vision as to how to maintain it. So, whether you encourage each family member mentioning the highs

and lows of the day at the dinner table, or simply stating three positive things about your day to yourself, be it a wonderful day or a horrible one, can kick-start a ritual of being grateful come what may. CREATE A GRATITUDE CALENDAR Now this idea may be minimal in execution but turns out to be a great activity for children, teens and even adults. According to Amy Morin, LCSW, and author of ‘13 things mentally strong people don’t do’, simply having a calendar where you write one thing that you were grateful for each day that can potentially stretch out for the year can be a great way to practice and implement gratitude. Also, at the end of the week, month, and even year, it can be personally reviewed as a reminder of gratitude as it progressively builds a gratitude routine and resilience for challenges we face throughout the week, month and year. ONE ‘THANK YOU’ CAN GO A LONG WAY Now I know we just spent time discussing some practical ways of being grateful and building resilience and some of us may get the impression that the more gratitude, the better. However, research challenges the notion of ‘overdosing on gratitude’. For instance, research shows that those who were grateful for what they had each week, once a day, resulted in higher levels of happiness, versus those who overly expressed their gratitude multiple times a day for each week. Bottom line, gratitude is a wonderful thing, but in excess can lose its level of meaning and value. We must make sure that the people places and things we are grateful for

family, lives, and community. Whatever our choice of gratitude is, allow for it to be something personal. According to Giacomo Bono PhD and Jeffrey J Froh, PsyD, when it comes to gratitude, authenticity is key, which means gratitude can continue pass days like Thanksgiving, Christmas, and political movements used to inspire gratitude in others. Gratitude is more of a personal initiative, and how we express it depends on us as individuals, and no one and nothing else. Implementing a new way of thinking and a new way of perceiving the experiences in life can be difficult. And though the ways mentioned above may seem simple enough, practicing these suggestions is another story. Be gentle with yourself enough to remember that it takes time and energy to be grateful during difficult and chaotic moments in our lives. Challenges in life will come, and this is something that cannot be denied nor avoided. Nevertheless, deciding to continuously work for the betterment of ourselves through means as simple as being more grateful people, can make the biggest of differences in our lives. And always remember, despite the challenges we will face this year, forward is forward regardless of the pace.

Minister insists the Bahamas is safe despite Canada alert IN the wake of yet another travel warning against The Bahamas, Tourism Minister Dionisio D’Aguilar is doubling down on his remarks that the country is a safe place for visitors, especially when compared to major American and European cities. On January 19, the Canadian government updated its risk level for The Bahamas to “exercise a high degree of caution”. The advisory warned: “Crime, including violent crime, occurs mainly on the islands of New Providence and Grand Bahama. There has been an increase in muggings, armed robberies, home invasions and sexual assault targeting tourists in the cities of Nassau and Freeport.” When asked by reporters if he was concerned about the advisory, Mr D’Aguilar said: “I personally think that we are very hard on ourselves as it comes to crime. May I remind the public that 6.3 million foreign visitors come to our country each and every year? And yes, there are going to be a number of them that are victims of crime. “But you know what? When I go to London, when I go to Paris, when I go to New York, I probably have just the same likelihood of being a

victim of crime. “But you know what we don’t have here? I can walk down the streets here, I can go shopping, I can go to any tourist attraction, and I don’t have to worry about a terrorist! (Nobody is going to) come here and blow us up!” Mr D’Aguilar continued: “Or we don’t have people like in the United States that come out and shoot out 50, 60, 70 people because they have the right to bear an arm. “This destination, we have to start talking about what’s good about this destination, not always sensationalising the one crime event here or the one crime event there.” Mr D’Aguilar also drew comparisons to other tourist destinations in the region. He said: “I think we tend to linger on it too long, and we’re hurting ourselves. Jamaica has a far worse crime situation, Mexico has a far worse crime situation, you don’t see them issuing warnings about them. “So, I think, by and large, 99.5 per cent of the foreign visitors that come to this country have a wonderful time. Have a sun-filled, fun-filled vacation, and are never victims of crime. Let’s start talking about that.” On Tuesday Minister of National Security Marvin Dames had a more

Barbados, Grenada removed from EU tax haven list BARBADOS and Grenada are among eight jurisdictions have been removed from the EU’s tax haven blacklist released late last year, following commitments made at a high political level to remedy EU concerns. The two Caribbean Community (CARICOM) nations, along with the Republic of Korea, Macao SAR, Mongolia, Panama, Tunisia and the United Arab Emirates have been moved from the list of non-cooperative jurisdictions for tax purposes, to a separate category of jurisdictions subject to close monitoring. The European Union said in a statement today that the Council agreed that a delisting was justified in the light of an expert assessment of the commitments made by those jurisdictions to address deficiencies identified by the EU. In each case, the commitments were backed by letters signed at a high political level.

“Our listing process is already proving its worth”, said Vladislav Goranov, minister for finance of Bulgaria, which currently holds the Council presidency. “Jurisdictions around the world have worked hard to make commitments to reform their tax policies. Our aim is to promote good tax governance globally.” The decision leaves nine jurisdictions, including two other CARICOM nations – Trinidad and Tobago and St Lucia – on the list of noncooperative jurisdictions out of 17 announced initially on December 5, 2017. The others are American Samoa, Bahrain, Guam, Marshall Islands, Namibia, Palau, and Samoa. The list carries recommendations on steps to take to be de-listed. The EU has “strongly encouraged” jurisdictions that remain on the list to make the changes requested of them.

While murders during this period jumped by 10 per cent, the commissioner said: “In the fourth quarter (of 2017), murders decreased by some 53 per cent. US court asked to subpoena British overseas territories security advisor ATTORNEYS acting for former Cayman Islands premier, McKeeva Bush, have filed an application in the US District Court for the Southern District of Florida seeking an order granting Bush leave to issue and serve a subpoena on Lawrence ‘Larry’ Covington, Britain’s overseas territories security adviser, who is a resident of Miami-Dade County, Florida. The application has been made pursuant to 28 USC § 1782 for judicial assistance in obtaining evidence located in the state of Florida for use in a foreign and international proceeding, namely, a currently pending case before the Grand Court of the Cayman Islands filed by Bush against Royal Cayman Islands Police Service (RCIPS) Commissioner David Baines, former Cayman Islands governor, Duncan Taylor, and the attorney general of the Cayman Islands, Sam Bulgin, for conspiracy and malicious prosecution. According to the US court filing, the gist of the Cayman action is that Baines, Taylor and Bulgin conspired for Bush to be arrested in the Cayman Islands and charged with the “crime” of using his government issued credit card for personal expenditures. Bush asserts that his prosecution was malicious and/or brought for an improper purpose, which was

to remove him from his office as premier of the Cayman Islands in 2012 and render him unable to retain his office in the 2013 elections. Evidence submitted to courts in the Cayman Islands and the United States for the purpose of obtaining search orders and evidence under mutual legal assistance provisions falsely stated that Bush had breached Cayman Islands government policy by using his credit card for personal reasons. Bush was ultimately exonerated by a jury following a full trial on all of the charges and filed suit to recover damages from the alleged conspirators. Evidence introduced in

the Cayman action is said to demonstrate that Britain’s Foreign and Commonwealth Office (FCO) was involved in bringing the false criminal charges against Bush. Specifically, an alleged email dated February 5, 2012, from then governor Taylor to Tony Bates, who was the head of the Caribbean and Bermuda Section in the Overseas Territories Directorate at the FCO in London, stated that “the Commissioner and his team are doing everything they can to expedite matters and are well aware of the potential difficulties if we are unable to get to the point of charging McKeeva ahead of the elections.”

A third of secondary school children in eastern Caribbean at risk of dropping out or failing A GROUND-BREAKING study has found that up to 33 per cent of the children in secondary schools across the Eastern Caribbean are at risk of either dropping out or failing. The report from the study, coauthored by lecturer in Social Studies Education in the School of Education at the University of the West Indies (UWI), Dr Verna Knight, and Director of the School of Education, Dr Babalola Ogunkola, also concluded that 17 per cent or just over 1,700 children at the primary level faced similar risks. The 2017 study, ‘Global Initiative on Out of School Children: Eastern Caribbean’, was supported by the United Nations Children’s Fund (UNICEF) and Argentinian NGO Asociacion Civil Educación para Todos. It analysed information on enrolment by age, grade, repeaters, dropouts and graduates from early childhood (4 years) and primary and secondary levels using data collected from administrative data units in ministries of education in Antigua & Barbuda, Dominica, Grenada, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines and the Turks and Caicos Islands for the periods 2012-2013 and 2013-2014. The study centred on a framework designed by UNICEF and the United

Nations Educational, Scientific and Cultural Organization (UNESCO) Institute for Statistics that highlighted two general categories for exclusion – present or total exclusion (children who are out of school), and potential or partial exclusion (children who are enrolled in school but not engaged at the school level). This was then divided into five dimensions of exclusion – children of early childhood age who were not in the school system, children who were of primary school age but were not in school, children of secondary school age but were not enrolled in primary or secondary school; children of primary school age and are enrolled but were at risk of dropping out or failing, and those of secondary school age who were enrolled but were also at risk of dropping out or failing. The researchers found that 0.5 per cent of children of pre-school age (4+ years) were out of school completely, while this stood at 1.4 per cent (840) for primary school children and 3.3 per cent (over 1,000) for those of secondary school age. “When we dug a little deeper into the notion of potential exclusion we saw that the exclusion begins as early as kindergarten. For example, when you look at the region we saw 8 per cent of the students were at

least one year behind at kindergarten level. We saw this increase to 11 per cent at grade one level, 13 per cent at grade two level and 17 per cent at grade three level. By the time we got to form five, it was 38 per cent. This shows us that the problem is identifiable at the kindergarten level but when it’s not addressed it’s very difficult for those children to improve,” Dr Knight said. The resultant effect was students starting to drop out of school as early as first form due to their inability to cope. The study also concluded that boys were twice as impacted as girls, with repetition and dropout rates for boys standing at 8 per cent and 6 per cent respectively. While data for the five-year period for the same cohort of males and females was absent, the scholars examined the number of students enrolled in first form compared to the number of them in fifth form, noting an overall 24 per cent decline. “There was a 15 per cent loss for girls between first and fifth form compared to 32 per cent for the boys. This shows that the boys are most impacted by this exclusion, the first to drop out, most represented in the repetition classes, the suspension list, with discipline issues,” Dr Knight indicated.

Cayman Premier signals radical shift in immigration THE Cayman Islands premier has said the coming changes in his ministry to establish a National Human Resources Department will be a “radical shift” in how government deals with the issue of immigration and the local workforce. Since the formation of the Government of National Unity in the wake of the elections, Premier Alden McLaughlin has indicated on several occasions that addressing this issue is a priority for this new administration and he told members of the Chamber of Commerce last week that a review of immigration legislation was already underway. But despite previous assurances that the changes to immigration and labour processes would be done in consultation with the business community, Chamber President Kyle Broadhurst noted in his own address at Wednesday’s lunch event that the organisation had not yet been consulted about the plans. “We need to work collaboratively,”

he told the audience. “At this time, there has been limited private sector involvement in this initiative. Given that the private sector supports change and it is the private sector which will be asked to adhere to and implement new policies and procedures, it cannot be that a new system is implemented without consultation. To do so runs the risk of simply creating new problems and uncertainty.” Broadhurst said there had to be “open and frank dialogue to ensure that the changes are proportionate and effective”. He said it may be that the government wasn’t ready yet to present its proposals to the private sector for discussion, but he urged government to confirm its commitment to dialogue soon and well before implementation, as he raised concerns that whatever changes there are do not stop businesses getting the labour they need. In his address McLaughlin said

there would be consultation with the private sector. He said the aim was to encompass the main administrative functions related to immigration — processing applications for the grant of work permits, permanent residency, and Caymanian status and the relevant functions relating to the labour market — into one place. “This will not merely be an exercise of rearranging the bureaucratic deck chairs, merging functional aspects of the National Workforce Development Agency and the Department of Immigration. It is clear that a radical shift is necessary in order to modernise the strategies, services and processes if we are to build effective workforce readiness skills in conjunction with an efficient, fair and transparent work permit and permanent residency regime,” the premier said. “Work has already started to review the existing Immigration Law and Regulations and fix identified issues.”

The search and rescue effort in the Bahamas after a fatal plane crash ends AUTHORITIES have ended their search for the parts of a plane that crashed in The Bahamas last week and the bodies of the victims. A small amount of debris were recovered from the crash that occurred last Wednesday morning, shortly after the Piper Aztec plane took off from the airport on the Bahamian island of Andros, en route to Nassau. UK, Canada issue travel advisories after state of emergency declared in Jamaica A STATE of emergency declared in Jamaica in the parish of St James, where the island’s tourist capital Montego Bay is located, has triggered the United Kingdom and Canada to issue travel advisories for their citizens in the area. The State of Emergency was declared by Prime Minister Andrew Holness last Thursday, in the face of a growing crime problem in the north western parish where 335 murders were committed last year. That same day, the British government advised its citizens to stay indoors as much as possible. “You should follow local advice, including restrictions in selected areas. You should limit your movements outside of resorts in the area at this time, and exercise particular care if travelling at night. Travel to and from the airport or for excursions should be undertaken

with organized tour operators, and transport should be arranged or provided by the resort hotels,” the Foreign Office advised. A day later, the Canadian government issued similar advice. It urged its citizens to exercise a high degree of caution at all times. “If you are staying at a resort in the affected area, restrict your movements beyond resort security perimeters. If you do travel outside these perimeters, use transportation arranged or provided by the resort. Use organised tour operators for excursions and travel to and from the airport. If you are in the affected area, be extremely vigilant, follow the instructions of local authorities and monitor local news,” it said. Under the state of public emergency, security forces will have extraordinary powers, and some rights are suspended.

Cameron: Brexit’s turned out The Doomsday Clock just moved: It is now two ‘less badly than first thought’ minutes to ‘midnight,’ THE Bulletin of the Atomic Scientists advanced the symbolic Doomsday Clock a notch closer to the end of humanity Thursday, moving it ahead by 30 seconds after what the organisation called a “grim assessment” of the state of geopolitical affairs. “As of today,” Bulletin president Rachel Bronson told reporters, “it is two minutes to midnight.” In moving the clock 30 seconds closer to the hour of the apocalypse, the group cited “the failure of President Trump and other world leaders to deal with looming threats of nuclear war and climate change.” The organisation — whose board includes 15 Nobel Laureates — now believes “the world is not only more dangerous now than it was a year ago; it is as threatening as it has been since World War II,” Bulletin officials Lawrence M. Krauss and Robert Rosner wrote in an op-ed published Thursday by The Washington Post. “In fact, the Doomsday Clock is as close to midnight today as it was in 1953, when Cold War fears perhaps reached their highest levels.”

Krauss, a theoretical physicist, and Rosner, an astrophysicist, added: “To call the world nuclear situation dire is to understate the danger — and its immediacy. North Korea’s nuclear weapons programme appeared to make remarkable progress in 2017, increasing risks for itself, other countries in the region and the United States.” The clock, a metaphorical measure of humankind’s proximity to global catastrophe, also advanced 30 seconds last year, to 2½ minutes to “midnight” — the closest to the apocalyptic hour it has been since 1953, after the United States tested its first thermonuclear device, followed months later by the Soviet Union’s hydrogen bomb test. Rohingya crisis: US diplomat quits advisory panel VETERAN US diplomat Bill Richardson has resigned from an international panel set up by Myanmar leader Aung San Suu Kyi to advise on the Rohingya crisis. He claimed the panel was a “whitewash” and accused Ms Suu Kyi, his long-time friend, of lacking “moral leadership”. Myanmar accused him of pursuing “his own agenda”. More than 650,000 Rohingya people, from a mostly-Muslim minority in Buddhist Myanmar, fled to Bangladesh last year in the face of a military crackdown. Many are now living in refugee camps in the neighbouring country. Bangladesh has said they will all be returned to Myanmar within two years. Mr Richardson added that Ms Suu Kyi had been “furious” when he raised the case of two Reuters reporters on trial in Myanmar. The journalists have been charged with breaching the Official Secrets Actwhile working on coverage of the Rohingya crisis. Ms Suu Kyi “exploded” at Mr Richardson when he mentioned the journalists, he told the New York Times. “Her face was quivering, and if she had been a little closer to me,

Trump-Russia inquiry: President ‘looking forward’ to interview PRESIDENT Donald Trump has said he is prepared to be questioned under oath as part of an investigation into alleged Russian meddling in the 2016 US election. He said he was “looking forward” to it, subject to the advice of his lawyers. Investigators are assessing if the Trump campaign colluded with Russia to influence the election in his favour - a claim denied by Mr Trump and Russia. Investigators will also determine if Mr Trump obstructed the inquiry. The US intelligence community has already concluded that Moscow tried to sway the presidential election in favour of Mr Trump. The president had previously said he thought an interview was “unlikely”because there had been no collusion. He has called the Russia investigation a “witch hunt” and a “hoax”. Speaking at the White House on Wednesday, Mr Trump maintained he was “absolutely” prepared to be questioned under oath by the top

investigator. “There’s been no collusion whatsoever, there’s no obstruction whatsoever,” he said. On Thursday morning Mr Trump landed in Zurich, on his way to the World Economic Forum in Davos. He is the first sitting US president to do so since Bill Clinton 18 years ago. The president’s lawyers have been talking to the investigation team led by justice department special counsel Robert Mueller about an interview, and the form it might take.

The questioning could happen face-to-face, in writing, or it could be a combination of both. As to when it might happen, Mr Trump said: “Yesterday they were talking about two to three weeks.” Asked if he thought Mr Mueller would be fair, the president replied: “We are going to find out... I hope so.” US Attorney General Jeff Sessions was interviewed by the Mueller inquiry for several hours last week. The country’s top prosecutor is thought to be the first member of the Trump cabinet to be questioned. Four people have already been criminally charged as part of Mr Mueller’s investigation. Michael Flynn, the president’s former national security adviser, pleaded guilty to lying to the FBI about a meeting with a Russian ambassador. Former Trump campaign manager Paul Manafort has been charged on 12 counts, including conspiring to defraud the US in his dealings with Ukraine, and conspiracy to launder money.

Philippine volcano spews lava fountains, more than 74,000 people flee THE Philippines’ most active volcano spewed fountains of red-hot lava and massive ash plumes anew Tuesday in a dazzling but increasingly dangerous eruption that has sent more than 74,000 villagers fleeing to evacuation centers. Lava fountains gushed up 700 metres (2,300 feet) above Mount Mayon’s crater and ash plumes rose up to 3 kilometres (1.9 miles) Monday night. At least three major blasts followed Tuesday, including an explosion at nightfall that was capped by one of the most massive lava displays since the volcano started acting up more than a week ago, the Philippine Institute of Volcanology and Seismology said. “We couldn’t sleep last night because of the loud rumblings. It sounded like an airplane that’s about to land,” Quintin Velardo, a 59-year-old farmer, told The Associated Press at an evacuation center in Legazpi city where he took his wife, children and grandchildren on Tuesday. Despite the danger, he said he needed to return to his village, about 8 kilometers (5 miles) from the erupting volcano, to take his cow and water buffalo to safety. Brazil ex-President Lula loses appeal against corruption conviction AN APPEALS court in Brazil has unanimously upheld a corruption conviction imposed last July on ex-President Luiz Inacio Lula da Silva. While he can still take his appeal to a higher court, the decision could rule Lula out as a candidate for October’s presidential election. The ex-leader, who governed from 2003 to 2011, had been favourite to win. Speaking at a rally in Sao Paulo after the ruling, Lula said he would still contest the presidency. “I know I haven’t committed any crime,” he told thousands of his supporters. On Wednesday, all three judges at the appeals court in the

city of Porto Alegre said Lula had broken the law by accepting special favours over a seafront apartment from a construction company involved in a major corruption scheme. They increased his original sentence from nine-and-ahalf years to 12 years and one month in jail. Even though the 72-yearold was sentenced in July 2017 and that conviction has now been upheld, he could remain out of prison for many months if he takes his appeal all the way to the Supreme Court. Lula supporters weren’t contemplating any other scenario than him winning the appeal. They want him as their candidate in October’s

Infantino’s visit proves TCI football is on the rise BY FAIZOOL DEO AND OLIVIA ROSE A RECENT visit by FIFA’s president Gianni Infantino will be a catalyst for the growth and further development of TCI’s football, according to Sonia Bien-Aime. The president of the TCI Football Association said that Infantino’s visit last week was highlighted across the footballing world and that it reflected the progress of football in the territory. “FIFA is a world organisation with more member countries than the United Nations. It is the largest international body in the world,” she said. “The role of the president of such an entity is much more than that of a head of state. As such, the visit of its FIFA president to the TCI is significant on many levels.” Bien-Aime, a powerhouse herself in the footballing world, said that the visit has historical significance, since it was the first visit by any FIFA president to the TCI. “This historic visit simply cannot be casually overlooked.” The executive member of the Confederation of North, Central America and Caribbean Association Football (CONCACAF), who has fought for regional development and female inclusivity in the sport, pointed out that there are many opportunities from a visit of this nature. “The president’s visit provided the opportunity to create and continue dialogue with the hope to obtain resources and technical assistance towards the growth and development of football in this country. “And there is much more. More than a photo opportunity. More than a press opportunity. This was a social, cultural and economic opportunity which the Government failed to avail themselves, but one which we at the TCIFA hope to salvage to the benefit of our players and the country as a whole.” While in Providenciales last Wednesday, Infantino pointed out that his visit to the island was due to a promise he had made to Bien-Aime, who is a FIFA council member. He indicated that he was impressed with what he saw in the TCI - especially when it came to youth development. Under Bien-Aime’s leadership, the TCIFA has benefitted tremendously from FIFA’s coaching assistances and technical expertise. It has equipped its limited officials with the knowledge and skills to continue training the young group of players.

Sharks make strong start to PPL THE SWA Sharks opened the 2018 season of the Gilley’s Enterprises Provo Premier League with a solid 3-0 win against Cheshire Hall. The game, which was played last Saturday, was the second game of the season after Full Physic had defeated Beaches 2-1 the week before. The Sharks, who recruited Wildens Delva and Peterson Pluviose in the offseason, had a good all-round performance. Cheshire Hall had the lion’s share of the possessions, but the Sharks had a solid defence and their

attacking players converted when the opportunities were available. Brian Gregg scored two goals, while Pluviose also found the back of the net. In the season opener, two weeks ago, Full Physic had scored in the 12th minute of play despite starting with just 10 men. Samuel Nacius fired in from long range. The scored stayed the same until early in the second half when Coy Haughton levelled for Beaches. Johnson Joseph however sealed the game with a shot from a right cross.

AUTO MECHANIC

Paradise Auto Rental and Sales are experiencing an exciting period of growth, having a vibrant partnership with Enterprise Holdings, the world's largest car rental company. We are looking for an experienced, mature and motivated Auto Mechanic to join our team on a FULL-TIME basis, working with our Paradise Auto, Alamo and Enterprise TCI Brands at our Providenciales, Leeward Highway locations to maintain and repair vehicles.

MAIN RESPONSIBILITIES

• Inspect vehicle engine and mechanical/electrical components to diagnose issues accurately. • Inspect vehicle computer and electronic systems to repair, maintain and upgrade. • Conduct routine maintenance work (replacing fluids, lubricating parts, etc.) aiming to vehicle functionality and longevity. • Schedule future maintenance sessions and advise motorists on good vehicle use. • Repair or replace broken or dysfunctional parts and fix issues (e.g. leaks) • Provide accurate estimates (cost, time, effort) for a repair or maintenance job. • Keep logs on work and issues • Maintain equipment and tools in good condition.

EDUCATIONAL / SPECIAL REQUIREMENTS

• Proven experience as auto mechanic • Excellent knowledge of mechanical, electrical and electronic components of vehicles • Working knowledge of vehicle diagnostic systems and methods • Ability to handle various tools (e.g. pliers) and heavy equipment (e.g. lift) • Willingness to observe all safety precautions for protections against accidents, dangerous fluids, chemicals, etc. • Excellent physical condition • High school diploma is preferred; Certification from a vocational school or completion of apprenticeship is a definite plus. Salary commensurate with qualifications and experience. Required to work 6 days a week. MAIN RESPONSIBILITIES • Develop and maintain satisfactory customer relationships. • Preparation of car rental invoices and rental reports. • Ensure receipt of customer payments and follow up with customers when necessary. • Preparation of quotations & delivery notes. • Deposit VISA transactions electronically. • Ensure vehicles are prepared for delivery (serviced, washed, vacuumed etc.) Delivery of vehicles. MADATORY REQUIREMENTS • Bachelor’s degree Hospitality Management and Tourism or Business Management. • 5 C.X.C O’Level passes including Mathematics and English with minimum of 2 A’ Level passes or an equivalent combination of education and work-related experiences in a similar role. • Experience in customer service environment. • Proficient in the use of Microsoft Office suite. • Good oral and written communication skills. • Excellent customer service and interpersonal skills. • Must possess a driver’s license with a minimum of two years driving experience. • Ability to drive multiple types of vehicles • Effective verbal communication skills with customers, co-workers and management. • Must be able to carry out additional duties and responsibilities that are assigned by management due to operational needs. • Must be able to work days, weekends and holidays. • Must be at least 25 years old or older. Salary is in the scale of US$14,400 to US$19,200. Required to work 6 days a week. Lynn Robinson and Adelfo Paredes were the top marathon finishers at the event.

Robinson feels “strong finish” propelled her to marathon victory LYNN Robinson’s dominance in 2017 has boiled over to the new year with a solid performance in her first ever full marathon on the island. The 49-year-old, who clocked 3000 miles last year, won the 26.2-mile event at the Move-AThon TCI Age Group Marathon, which was held two Saturdays ago in Providenciales. Although she competed in the 40-49 year-old division, Robinson’s time of 3:53:46 was the only one under four hours. Adelfo Paredes, 40, registered the second fastest time, 4:14:22. He ran with Robinson for most of the race, but she pulled away in the last 2.5 miles. Robinson told the Weekly News that she: “Kept a good steady pacing all the way round and finished strong”. In the 10K race, 15-yearold Martijn Healy clocked the fastest time. His 43:36 minutes was just faster than TCI’s most

acclaimed international football referee, 40-year-old Gianni Ascani (who finished in 45:48 minutes). Thirty year-old Kenya Manzueta was the best female 10K finisher. She clocked 51:24 minutes to finish ahead of 40-yearold Kathryn Vinson (52:00) and national junior athlete, 15-yearold Zoe Butler who ran the distance in 53:25. In the half marathon, 18-yearold Chevron Bishop finished comfortably ahead of the other runners in a time of 1:14:29. The second best male runner was 59-year-old Patrick Singh, who clocked a time of 1:57:17. Carola Gonzalez (28) was the fastest female and second fastest half-marathon finisher with a time of 1:47:32. She was over seven minutes fastest than fellow age group runner Alisa Mckeon who finished second in the female division and third overall with a time 1:55:07.

International Team record emphatic victory THE Provo Golf Club Ryder Cup, sponsored by Turks & Caicos Sotheby’s International Realty, witnessed an amazing International Team second day comeback for a resounding victory of 22.5 to 16.5. The Internationals regain control of the coveted cup after the two-day event, two weekends ago, which saw 52 golfers compete in the popular match play format. The convincing win lengthened the International Team’s impressive dominance, which is now 17 to 8 over the 25year history. Louis Dickenson with Assistant Dale Hodgkins (and help from Steve Ross and John Stevenson) captained the Internationals who found themselves well behind at 8 to 5 after the opening day’s best ball format.

The defending champions, captains, Todd Foss and Rob Ayer, were delighted with the first day results of the North American team before the International team dominated the singles matches by winning 17.5 to 8.5 for a record nine-point second day margin. This year the Provo Ryder Cup enjoyed some of the best matches seen in its 25-year history with 13 of the 26 matches lasting either 17 or 18 holes during the last day singles. The golf course under the leadership of Superintendent Tim Mack provided the players with great conditions for the weekend challenge while all captains did a terrific job creating both a competitive and fun atmosphere. Although a true team event, it

should be noted that the following 10 players captured a perfect two points by winning both their matches; Mary Eddy, Roberto Stipa, Toby Barkworth, Josh Germain, Mervin Cox, Terry Erskine, Jo Pretorius, Mark Fulford, Graham Shaw, and Louis Dickenson. Erskine in fact has won all six of his matches over the last three years—which is a new record. The Ryder Cup players and Provo Golf Club through a release thanked sponsor Joe Zahm of Turks & Caicos Sotheby’s International Realty for making the weekend a huge success with their headline sponsorship. Information from the club also indicates that the 2018 Ryder Cup will be held on November 18th & 19th.

Haye-Smith opens 2018 indoor season with 600M PB

YANIQUE Haye-Smith opened her 2018 indoor season with a 600M race at the Ocean Breeze Grand Prix last Saturday in Staten Island, New York. The wife of TCI Commonwealth Games Association president

Alvirto Ali Smith finished third in her heat and seventh overall. Haye-Smith, who won a 500M race last month, clocked 1:31.19 in her 600M—her first time running that distance in years.

Sonics will participate in 2019 Copa Mitchell America’s Cup Levard Missick Jr. became the first player in over 11 years to pull down 30 boards in the Kentucky High School Athletic Association.

Missick breaks school record after pulling down 30 boards RISING Stars basketball club player Levard Missick Jr. broke his school record when he pulled down 30 rebounds in a league game this week. The 17-year-old senior, who plays for Pike County Central High School Hawks, told the Weekly News that he surprised himself with the amount of boards. “I was in the right spot at the right time. I crashed the boards, and was aggressive blocking out.”

The small forward, who had pulled down 17 rebounds earlier this season, also scored 16 points in the 73-65 win against Johnson Central High School on Tuesday last. The 30-rebound game is also the first since 2006 in the Kentucky High School Athletic Association. Missick, who attended the HJ Robinson High School, has been a dominant force for his US school with a healthy scoring and rebounding average.

– Gained valuable experience this year in the DR THE 2018 Copa Mitchell America’s Cup was a learning experience for the HAB Sonics, opines Assistant Coach Ciaran O’Neill. Despite not winning any of their games, O’Neill told the Weekly News that there were several high points from last weekend’s tournament in the Dominican Republic. “From the event organiser to the other coaches and professional players, everyone participating at the 2018 Copa Mitchell Cup was very impressed with how great we played and how motivated we are to be participating in such a huge FIBA Event.” Despite the defeats, the team got better as the tournament progressed. The first game was against basketball legend Felipe Lopez’s club, Gregorio Urbano Gilbert (GUG). Our team lost by 18 points, 75-57. Game two was against the Dominican Republic’s CDP—the game ended 55-46. In their last game, a rematch

against CDP the Sonics battled hard, but lost by four points (65-61). American players Jamaal Newman and CJ Foster averaged 16 points and seven assists and 15 points, four rebounds and three assists per game. Foster was named on the second team for best players in the tournament, while our own Darado Fulford was an honourable mention. Another local player Carlon Bassett Jr. and Newman were named on the All-Defensive second team. O’Neill praised some of the players. “Our American players C.J. Foster and Jamaal Newman fit in incredible with our team and we really enjoyed having them with us and we will be having them play for us in future tournaments. The event’s organiser asked me who I thought played the best overall in this year’s tournament from the HAB Sonics, I mentioned to him that Carlon Bassett Jr. and Darado Fulford played the

best.” FUTURE COMPETITION The Sonics’ impressive performance resulted in the Dominican Republic Basketball Federation quoting the TCI side as “fighters” and the organisers inviting them for the 2019 edition of the competition. “I mentioned to the event’s organiser that the TCI won’t only have one team next year we will be bringing two teams.” Additionally, O’Neill said that Lopez, known as the Michael Jordan of Dominican Republic Basketball, would look to bring his club, the G.U.G, to Providenciales for future competitions. O’Neill added that sponsors HAB Group, Bambarra Rum, Dj Dayoh, Island Fire Supplies, Kia Connolly Motors, and TCI Boat Club supported the team greatly. “Without your amazing support our chances of participating in the 2018 Copa Mitchell America’s Cup wouldn’t have been possible.”
