84 Haitian illegal immigrants attempt to enter TCI shores a major statement with regards to immigration this week. “The Ministers as well as I, have been visiting our departments and getting detailed status reports… We want to get our people back to work, but in the meantime we want to take stock of what is happening and know where we are as a Government. This week we will certainly make a major statement, again.” The communities of the Turks and Caicos Islands are encouraged to contact law enforcement agents with any information concerning the whereabouts of any illegal migrants or of pending sloop arrivals.

BY DAISY HANDFIELD A MOTORIZED, wooden vessel containing 84 Haitian illegal immigrants, attempted to enter the Turks and Caicos Islands (TCI) last week Thursday. The boat carried 70 men and 14 women. The 25-feet yellow and blue sloop, powered by an engine and sail, was escorted to the South Dock port, where officials from various Police units, Border Control, and other Government and non-Government agencies were on hand to assist with the processing. A search for illegal drugs and firearms was carried out on the sloop, but nothing was found. Premier Sharlene Cartwright Robinson told press during the Women in Blue event last Saturday that illegal immigration is a problem she plans to tackle with an iron fist. “It is a problem that we are always going to be faced with…It is certainly not the welcoming wagon that we anticipated, but it is something that we have inherited.” Mrs Cartwright-Robinson said that she believes that much more can be done in terms of dialogue and talking, but if not, the Government would have to take measures into their own hands, to do what they can to lower and lesser the incidents.

‘Washy’ takes issue with headline that says PNP Gov’t spent unauthorised money LEADER OF the opposition, Washington Misick has taken exception to the headline of an article published in the Weekly News, calling it “incorrect and grossly misleading”. The article which appeared in the January 5-13 edition – headlined “Premier tables Bills to cover PNP gov’t unauthorized expenditure” – while factual in its content, the story’s headline was unfortunate, and as such the headline is hereby retracted. See below the full text of Misick’s statement:“Reply to Report in the Weekly News “Please refer to page 11 of your paper – volume 31 numbers 1 for the period January 5 to 13, 2017 under the caption: Premier tables’ bills to cover PNP gov’t unauthorised expenditure.” This statement is incorrect and grossly misleading. “First of all the idea that an appropriation bill can be table to cover unauthorised expenditure is nonsensical. “By its very nature money expenditure requires an appropriation (budget approval by parliament) before the expenditure can take place. “Second under the Public Finance Management Ordinance overexpenditure are not permitted, and where it takes place accounting officers may be surcharged for such expenditure. “If this were to occur it could only take place within the margins of a departmental or ministerial appropriation, and cannot result in

over-expenditure in the appropriation of that department or ministry or TCIG overall budget. “In any event, should this occur at any level and for any reason, parliament is notified through the laying of an “Excess in Expenditure Report” on the table of the house – not a bill. “Such a report is subject to audit as part of the overall independent review of government accounts. “What the Premier laid on the table of the House was a number of contingency warrants representing emergency expenditure which occurred since the last sitting of Parliament. “A contingency warrant is the authorisation for an emergency expenditure of money appropriated

by parliament, held in an account (the Contingency Account) to cover emergencies between one year’s budget and the next. “The authorisation to issue these warrants are provided to the Minister of Finance (Minister in Cabinet), by the Public Finance Management Ordinance, and is laid on the table of the house for information to members and the general public only. It is not a bill and is not therefore debated by the House. “The circumstances under which money can be issued from the contingency fund are prescribed by the Public Finance Ordinance and include only expenditure of national emergencies which could not have otherwise been predicted. Any other expenditure is proscribed.”

A scholar, an icon and a diplomat Weekly News Person of the Year – Deputy Governor Anya Williams BY GEMMA HANDY SHE’S been a community crusader, civil service cheerleader and chief morale booster in a role where she’s on call 24/7 with responsibility for all public services and 1,700 staff all while balancing life as a wife and mother-of-three. That’s just a brief insight into the daily demanding life of Deputy Governor Anya Williams. The fact that she consistently accomplishes it all with dignity, distinction and integrity – while maintaining the respect of the nation – puts her in a class all of her own. For services to her country in 2016, which went above and beyond any job description a bureaucrat might have dreamed up, the diligent young diplomat has been named

Weekly News Person of the Year. For the last four years, Williams has held the highest position of any woman in the TCI. At just 36, she’s also believed to be the youngest Deputy Governor (DG) in any of the British Overseas Territories. But to make her triumphs a thesis on gender and age would be to do her a disservice. She’s also an esteemed scholar, a natural innovator and a critical mediator in her role, established primarily as a bridge between local elected rulers and their London-based counterparts. Graduating in the top 10 per cent of her class with a master’s degree from one of the USA’s finest rated universities, Williams could have had any choice of careers. And she was certainly not short of offers back in 2003, fresh from

completing an MSc in accounting at Florida International University with an impressive GPA of 3.9. With a bachelor’s in accounting and an associate degree in law, English and accounting also under her belt, opportunities were abundant. But the only thing matching her ambition was her commitment to her homeland. “I considered government as my first and only choice because I wanted to directly serve my country,” she says. Born in Grand Turk, Williams emigrated to Canada at the age of 14 when her banker father, Pastor Dennis Swann, was relocated there for work. The family spent some years living in Barbados too where Williams attended community college. But it was always her

intention to return to the country she’d left as a teenager. This year marks her 14th in TCI government, most of which involved putting her pecuniary savvy to work in the Ministry of Finance. She had only recently been appointed the department’s permanent secretary when feelers were put out to identify a new Deputy Governor for the Islands. The tenure of the previous postholder, Mahala Wynns, had come to an abrupt end with the suspension of the constitution in 2009. This time, instead of a straightforward appointment, the new DG was to be selected following an open recruitment process. “It was not my intention to apply,” Williams says frankly. “A lot of people asked me to consider it and,

after much prompting, I submitted an application on the very last night before the deadline.” In addition to an application form and interview, the rigorous process also required shortlisted applicants to present a thorough manifesto and plan of action for the then beleaguered civil service which the successful candidate would head. Just three days after receiving the news of her selection in October 2012, Williams flew to London to attend a meeting for heads of overseas territories. “I had just a couple of days to prepare,” she says. “It was a new experience but I was already familiar with most of the technocrats through CONTINUED 

“Government ready to deliver on Change Document” – Future plans set out in the throne speech BY OLIVIA ROSE THE CREATION of jobs, the structural reform of the National Health Insurance Plan (NHIP),and stricter control over illegal immigration are all on the agenda for the Government over the coming year. These and many other plans were made public during the annual throne speech at the state opening of the House of Assembly in Grand Turk on Thursday, December 29. Governor John Freeman stood before members of the House and the public in the NJS Francis Building to read the comprehensive speech prepared by Premier Sharlene Cartwright-Robinson. He said his Government is committed to the advancement of the people of the Turks and Caicos Islands in freedom, equality and with justice for all and will work hard to ensure that this is achieved. Governor Freeman revealed that the top immediate priorities are geared towards the growth and expansion of the economy for the benefit of all along with the creation of jobs and poverty reduction, crime and policing, immigration and youth. “My Government believes that planning, enforcement and empowerment are the pillars on which we must build the Turks and Caicos Islands that we wish to see. “Resources are critical to advancing any plans and my Government intends to be careful and strategic in its use of the country’s resources.” He noted that to this end, his Government remains committed to the drafting and implementation of a National Development Plan with national goals that all can unite around. “My Government is committed to continuing the initiative undertaken by CDB to create a Vision Station for Medium Term Development Strategy and hope to continue consultations with a view to its completion by late summer 2017.” He outlined the Government`s plans to reposition the economy for growth through new investments, traditional and new sectors, revival of stalled projects where possible and support for small business. “We are committed to marketing TCI as open for business and where persons can do business in

an investor-friendly environment. These are immediate strategies to be employed by my Government. “We will have an unwavering commitment to diversifying the TCI economy, through to the growth and development of small businesses across all sectors and all genders with particular emphasis on Women and Youth- Owned businesses. “My Government considers this sector the engine of sustainable growth now and indeed into the future.” JOBS

administration believes that this will provide a platform for effective open and candid dialogue between the business community and Government, facilitating information-sharing and a better understanding of respective contributions that will support and promote policy initiatives of common issues and complementary interests. The objectives for this platform will bring together the different groups, public and private and use the forum as a mechanism for sharing ideas amongst stakeholders toward the implementation of sustainable strategies and initiatives that are feasible and align with Government policy. Freeman explained that his Government will ensure that staffing plans are current and updated and that our people are positioned to be a part of the growth. “We are committed to ensuring that there is fair treatment and opportunity on the job for the people of the Islands. SAFETY AND SECURITY

The throne speech went on to say that the security and safety of the TCI’s communities, streets and borders are essential to the sustainable development of the nation “My Government remains steadfast in upholding the rule of law and is committed to the fight against crime.

“My Government will ensure that the fight against crime is given national priority. “My Government recognizes the need for manpower, equipment and training for our Police Force and equally recognizes the need for the best possible working relationship between the Police and its greatest partners in crime fighting, the people of these Islands. “We believe that its 12 Point Plan sets the basis for a comprehensive National Security Strategy and will commit to resourcing and agitating for a comprehensive National Security Plan. “My Government is committed to providing the resources necessary to create a safe and secure Turks and Caicos society where citizens, residents and visitors alike are able to carry out the normal routines of caring for their families, conducting successful businesses and enjoying the simple pleasures of what the Turks and Caicos Islands has to offer.” Governor Freeman pointed out that it is his Government’s firm belief that when the country’s borders are strengthened, the Island’s reputation as a safe haven for persons who seek to abuse the system, and persons who do not bring benefits to the country, will change for the better, and change for the better it must. HEALTH GOALS

IT IS often said that the “Health of the Nation is the Wealth of the Nation.” The Government plans to embark on six strategic goals over the next year. The first is addressing the challenges head on in the healthcare sector. “My Government has inherited a financially challenged National Health Insurance Plan and a Hospital Contract that has not yet been reviewed after 6 years in operation. “My Government will refocus TCI Government’s attention on prevention and will strengthen primary health care and re-establish itself as the leader in healthcare. “My Government will within 6o days provide a review of healthcare management in these Islands. “Furthermore, my Government recognizes that the sustainability of the health care system in the Turks and Caicos Islands is constantly under threat as Governments struggle to find funding for Crime prevention, Education, and other much needed Social programs. “To address these concerns, my Government have committed to doing the following; Accessibility and affordability of quality health care are at the

cornerstones of my Governments vision for the health sector. EDUCATION, YOUTH, SPORT AND LIBRARY SERVICES

THE GOVERNMENT intends to place high emphasis on education through policies and practices in educating its entire people, Governor Freeman told the house that his Government believes that a nation which fails to invest in its youth is a nation without a future. He said: “Education for the development of this country is a key priority for my Government and it will focus on the modernization of education through initiatives at all levels of the education sector, including Early Childhood Development, Special Needs Education, Alternative Education for those incarcerated or who may have had to drop out of our school system, Post-Secondary Education through the Community College and Adult learning opportunities within our communities. The Governor stated that the benefits of sports to the development of an individual, community and country cannot be overstated. The Government intends to get the nation more active through various sporting activities. “Nations obtain recognition through Sports; individuals find sustainable careers and nations become healthier when they are engaged in physical activity.” To this end the Government will invest in the athletic development of athletes and secure more scholarships for outstanding athletes. “Youth Development, as mentioned will be a key area for development of my Government with a mission to mainstream Youth Policies and Programs supporting the development of youth-related policies and programs in all ministries.” In the coming year my Government will introduce a YouthBetter You Program that will have at its heart a national volunteer service. “Libraries are an important part of our communities. Our library services will be developed to ensure that they are a part of the overall development of all citizens. “Libraries will be outfitted with the latest equipment for research for both adults and young people.” FOCUS ON TOURISM, ENVIRONMENT, HERITAGE, GAMING & CULTURE

my position as permanent secretary.” As the nation began to make its first tentative steps towards recovery following the return of elected rule, a judicious and tenacious leader for the embattled civil service, beset by pay cuts, a major redundancy programme and rock bottom morale, was crucial. First on Williams’ list of priorities was rebuilding confidence in the various departments and motivating the staff within them. “Over 500 people had just left the service, people were demotivated due to the pay cuts and seeing so many of their coworkers leave,” Williams continues. “I had to improve working conditions and show people there were opportunities for future development. I set up recruitment and retainment incentives, a scholarship scheme and training programme strictly for civil servants enabling them to study locally and abroad.” She also fought to get the controversial 10% pay cuts reinstated and introduced a pay and grading review. The role has not been without its challenges, Williams admits, not least regarding the transition from interim to elected government. But a recent surge in interest in public sector jobs is a shining testament to her efforts. More than 1,000 applications for government positions were processed in the last 12 months alone as a direct result of her reforms. And that’s not all. The number of native Islanders occupying managerial posts has also soared. In a job which, by its very nature, offers little downtime, the fact that Williams has also proved herself to be a strong community player is further evidence of her dedication and inexhaustible nature. Her description of the DG role as “not a nine-to-five job” is something of an understatement. “It’s really a 24-hour job with no vacation as I am always on call,” she smiles.

She is also often required to step into the role of Acting Governor when the Governor is absent and chair Cabinet meetings too. The last 12 months have seen her host the Civil Service Awards which paid tribute to more than 100 staff who had devoted decades of service to the country; participate in Digicel’s Women in Leadership summit; be a keynote speaker at an event aimed at motivating women in the workplace; and serve as patron at both an International Women’s Day Gala and a Mother’s Day celebration. On December 21, Williams was again sworn in as a member of the Cabinet, this time led by the country’s first female Premier, Sharlene Cartwright-Robinson. Williams describes herself as a “career civil servant” and has lost none of her passion for serving the country she holds so dear. “I have thoroughly enjoyed my tenure in both the Ministry of Finance and in the Office of the Deputy Governor where I have been able to influence policies that directly impact the lives of my people. “I have enjoyed welcoming numerous incomers into the civil service; congratulating numerous civil servants on their new appointments and promotions; creating opportunities for training and development and helping to shape the service into what it is today. “I want to thank all civil servants across the Turks and Caicos for their invaluable service and dedication and will continue to work on their behalf to bring about the much needed improvements that both they and the country so rightly deserve.” Receiving the Weekly News Person of the Year accolade is “an honour and a privilege”, she says. “I was surprised, elated and humbled. The fact that my work throughout the years, particularly last year, has been recognised is very much appreciated. “It’s a big challenge managing work and family,” she continues. “I have to give thanks to my husband, children and parents for supporting

me in everyday life – as well as the people of the TCI for allowing me to serve in this capacity.” And as the Islands continue to make further steps towards prosperity, Williams has a clear vision for the path ahead. After rebranding and reshaping the public sector, improving delivery of its services is now her prime focus. The nation’s future, she adds, is bright. “TCI is a country of incredible natural beauty with dedicated, hardworking and resilient people. We have seen our challenges throughout

the years but we have worked to overcome them. “We are now in an enviable position with stable finances, heavy interest in terms of inward investment

DDME kick starts earthquake awareness campaign THIS YEAR the TCI will observes its 6th annual Earthquake Awareness Public Education Campaign aimed at cultivating a culture of disaster resilience among the population and earthquake preparedness. The week of activities commenced with a church service at Rock of Jesus Ministry on January 8. The service saw the Minister of Minister of Home Affairs, Transportation & Communication with Responsibility for Disaster Management, Vaden Delroy Williams in attendance. This campaign was initiated in response to the Haiti Earthquake in 2010, during which aftershocks were felt in parts of Grand Turk and South Caicos and resulted in the TCI being placed under a tsunami watch. As such, the Haiti earthquake will forever be etched in the minds of the people of the TCI, not only because of the level of devastation it caused and the thousands of lives that were lost in Haiti, but also because it fostered the vivid realization of the exposure and vulnerability of the TCI to devastating earthquakes and thereby the need for greater preparedness and response efforts to mitigate impacts from these infrequent but high-impact events. According to a release from the Director of the Department of Disaster Management and Emergencies (DDME), Dr. Virginia Clerveaux, since 2010 the DDME has made significant progress in increasing the knowledge base of the general public in relation to the earthquake threats and in the development of strategies to improve overall preparedness and response to such events. Dr. Clerveaux pointed out that several notable achievements have

been made in this regard; these include the drafting of an earthquake contingency plan. “Conducting evacuation drills with schools in all islands in the TCI, designing and publishing earthquake brochures, mapping evacuation routes and distances and participating in media interviews to enhance public awareness. Dr.Clerveaux noted that in spite the achievements in earthquake preparedness, there is nevertheless much that needs to be done by the Government, residents and emergency management agencies of the TCI in preparing for rapid onset events such as earthquakes. “I cannot overemphasize the imperative for private sector partnerships in the national efforts towards building earthquake resilience in the TCI. “As I did last year, let me reiterate the need for us to prioritize

enhancement of our Early Warning System (EWS) that will allow the DDME and or 911 to be able to warn all residents and visitors to seek safety inland or on higher ground in the event of an earthquake and or tsunami. “Irrespective of the strides we make in the other aspects of our earthquake preparedness, without the capacity to effectively provide warning to the nation, all else will be of little avail. “As the TCI observes Earthquake week, let us remember the victims of the devastating 7.0 magnitude earthquake, which struck Haiti on January 12th, 2010, causing an estimated 250,000 residential buildings and 30,000 commercial buildings to either totally collapse or sustain severe damage. “Following this devastating earthquake at least 52 aftershocks with magnitudes 4.5 or stronger

taking office, my Government will update our National Tourism Strategic Plan and present to the country a clear vision for growth of this important sector. “They will conduct a situational analysis of the industry to ascertain the current strengths and weaknesses as tourism are a dynamic industry that requires constant monitoring. The National Tourism Policy and Strategic Implementation Plan, piloted and developed by “KPMG” in consultation with various stakeholders including the Turks and Caicos Tourist Board, and TCHTA among others, conducted a situational analysis of the industry and focused on five strategic pillars with recommendations and an implementation plan for each critical pillar. My Government will focus on

My Government committed to our people and will ensure that this country is ready for Post-Brexit. My Government has already agreed the attendance for a Post-Brexit JMC Meeting in London and will ensure that these Islands are positioned in the best way possible for the impact.

In closing the Governor asserted that his administration believes the Government that governs best is the one that governs closest to its people. To this end, it will maintain active dialogue with the people through regular addresses in all media platforms, Press Conferences and Town Hall Meetings. “My Government has been given a clear and convincing mandate from the people and is committed to ensuring that this opportunity to effect real change with real plans through real leadership is not squandered neither.” He emphasised that his Government is ready to lead together with the people of this country and to deliver on the Change Document.

The reconstruction cost was originally estimated at US11.5bn.” “As Haiti and the rest of the world commemorate the seventh anniversary of that fateful day in Haiti’s history, it is fitting that the Turks and Caicos Islands pause to reflect on our own exposure and to commit individually and collectively to do all that is humanly possible to prepare for, respond to and recover from such an event should it occur in the TCI. “Let us recognize that that the TCI may one day experience a major earthquake event but that the impact need not be devastating if we do our part in building resilience now and for the future. In that regard, I implore your support for and participation in the planned Earthquake Week activities.”

She called on citizens to advise their colleagues, children and relatives of the importance of the observation of Earthquake Week and encourage them to join in participating in the Week’s activities towards the building of a common future of earthquake resilience in the TCI. Guyanese man charged with causing death by dangerous driving A 55-YEAR-OLD native of Guyana has been formally charged and cautioned with causing death by dangerous driving in relation to an accident report made on Saturday, November 26, 2016. At 10:04 pm that date, police and emergency medical services responded to a report on

hospital road Grand Turk where a complainant stated that a man who was crossing the road was knocked down by a silver truck. The man, 50-year-old Jacques Delzins of Haiti, was later pronounced dead by a doctor. The Guyanese man was set to appear in court on Tuesday, January 10.

Man charged with serious offences A 22-YEAR-OLD Kew Town man has been arrested and charged with wounding with Intent and Attempted Murder in connection with a report of a shooting that was made on Saturday, January 7. Around midnight on that date, police responded to the Kew Town area where the complainant was met and reported to police that during a verbal altercation with

the 22 year old man, he was shot with a black handgun to the right shoulder. The victim was taken to the Cheshire Hall Medical Centre where he was treated and later discharged. The suspect was later arrested and charged with the offences mentioned above. He will appear in court on Thursday, January 12.

Floyd Seymour is new interim CEO of NHIB BY DAISY HANDFIELD THERE is now a new interim Chief Executive Officer of the National Health Insurance Board (NHIB). On Thursday (January 10) Chairman of the board, Dalton Jones confirmed to Weekly News that Floyd Seymour, former PDM Leader, has taken over the position from acting CEO Tamara Robinson who occupied the post since a number of staffing issues came to light last year. Jones said that Seymour will serve until the beginning of February and then hopefully a permanent appointment will be made as the board is still addressing their staffing problems. In a cabinet meeting last year, amendments were being made by the former Government to provide an informative paper on the measures that were proposed to be taken by the National Health Insurance Board (NHIB). The matter was the hot button issue prior to the general elections which saw the previous Government requesting approval from the Governor to address the structural, financial and management challenges that was faced by the NHIB. Director Zaneta Burton was relieved of her duties amid calls for

her termination and after sit outs were staged by NHIP staff members. Reportedly, there was a breakdown between staff and management, but this was only some of the critical matters facing the health scheme. Premier the Hon. Sharlene Cartwritght Robinson paid a visit to the NHIP offices and as recent as December 29, 2016, informed the public about the serious financial trouble NHIP was in. She had indicated that her Government will issue a $4m bail out to the institution. STAFF SICKOUT Last year staff of NHIP had a twoday sick out, as they took matters into their own hands to make their disapproval with the management clear after unsatisfactory solutions to their emails and letters. This publication learned that when the staff stood their grounds, CEO Burton was put on leave until January 3, pending investigations by a select committee. While she was gone, Deputy Secretary Tamara Robinson was assigned to the body to oversee the day to day operations. Robinson was assigned as an interim CEO until the investigation was completed.

Plane from Philadelphia makes emergency landing in Providenciales AN American Airlines passenger jet made an emergency landing at the Providenciales International Airport last Thursday, after it developed mechanical problems enroute to the island. The airplane, flight 1738, which was scheduled to arrive in Providenciales from Philadelphia

at 2:14 pm, arrived 30 minutes ahead of its scheduled arrival time. According to Lavern Skippings, terminal and marketing manager for the Turks and Caicos Islands Airports Authority, the plane landed safely and no one was hurt.

THE OPPOSITION`s national chairman, has called the People`s Democratic Movement`s recent win at the polls a ‘pyrrhic victory’. National chairman of the Progressive National Party (PNP) Royal Robinson, in a strongly worded statement said: “The PDM` won at too great a cost for the victory to be worthwhile. “The PDM may have won,” he said, “but their victory was but a Pyrrhic victory - and most certainly, not a total repudiation of the PNP.” In his release he pointed out that the overall final tally of the votes cast at both the individual district level, as well as that of the all- Islands district, show that the PDM got 48% of those votes, while those entities that included the PNP, PDA and Independents go 52%. Robinson compared the results to the recently concluded American elections. He said: “The results were similar in nature, where Donald Trump secured the Electoral College votes sufficient to be President of the United States, while Hillary Clinton amassed the popular votes, but still lost. “In our case, “other than PDM” got 52% of the votes and are in the opposition, while the PDM, who got 48%, won 10 seats and the right to govern our country for the next four years.” Robinson reminded that it is his duty to hold the new Government to their word. “It is my pledge to serve diligently as a part of the people’s loyal Opposition and hold the Premier and her team to account, for a lot of work has been done over the preceding 4 years and they have a great foundation to build upon.” Robinson boasted on several accomplishments of the previous administration, noting that the PDM has inherited a prudent economy. He said:“ Debt repaid, money in the bank ,BBB+ (rating) country for the past 2 years, High school built for the first time in 30 plus years, free education up to age 40, programs at Invest TCI to encourage young entrepreneurs are but a few of such achievements. “We certainly realize that we cannot rest on our laurels, even the Bishop at the ecumenical service prior to the swearing-in ceremony, paraphrased that we have to take this country to the next level. “At the ceremony, a few things stood out. First and foremost, the PDM really believe that they have the absolute right to the throne of God, and surely that cannot be right. “We all know from the reading of

We further note the saying that the people at various points in time of their history, get the government they deserve. “That is reflected, whether they voted in a positive way or abstained from voting.” Robinson called the Premier`s announcement to provide an additional 4.1M to contribute to NHIP an exercise in “smoke and mirrors”. He explained that the money came from the Consolidated Fund, left by the previous Premier. He asserted that: “You cannot draw a cheque for an outside entity unless the money is in government’s Scotia Bank account! The number of papers laid on the table of the House indicated that Hon. C. Washington Misick had done his job well. “There were the financial statements for the NHIP for the years ending March 31, 2011, 2012, 2013 and 2014.” Continuing his critique of the new overnment, Robinson said “heavy is the head that wears the crown.” He bashed the government for trying to convey to the public the impression that in 6 Working days since their appointment the Premier was able to appoint auditors to review the books of NHIP for the relevant years and come up with a solution. The PNP chairman in his seethe labeled the Government`s move in this regard, as nothing but a ‘pipe

He said: “To add insult to injury, she laid on the table 6 contingency warrants for 2016, ranging in value from the low five digit amount to $2M. “It was only after the Leader of the Opposition, asked the Speaker to ask the Premier to give details of the warrants that she read them, and appended to each of them was the name of C. Washington Misick, and this indicated who had actually done what! She could try, but she would not be allowed to take credit for other people’s work without that fact being pointed out. “We have to establish the right parameters lest we be lulled into nonsense of “real change is here.” “It is one thing to win an election, but it is a different ball game in governing. “The PDM, having been out of effective governing for 13 years are in for a rude awakening! “They will soon fully see that the landscape has tremendously changed from the era of the Hon. Year in review 2016 Scholars win case against Minister of Education

TWO students who aspired to be national scholars won a landmark victory against the Minister of Education and the National Scholars Committee after they claimed they had been robbed of their scholarships. The USA election happened about 6 weeks earlier than TCI’s but we quickly inaugurated our new Premier before the USA. All PDM incumbents were returned with generous margins. PDM picked up a forth at large seat plus district seats long in the other camp. The PNP leader lost, left, and did not appear

at the inauguration. That is called disrespect ! Many independents and a third party had their hats in the ring but none came close to contention. It made for an interesting exercise. The PDM party is on fire with plans and energy. Energy coming from the top down and bottom up. The first 100 days will prove interesting this time around. This is the first manifesto we can expect to happen. PDM will be legislating for the benefit of the people. We hope there will be unity. That is up to the opposition. It seems that 2003 was a long, long time ago ! We wonder if prospective investors who retreated after 2003 are watching. We have faith in our new tourism ministers ability to seek them out and begin to assure them it

is safe to invest in TCI again. We believe the current resorts were watching the election and will be waiting to co-operate. Minister Higgs will also bring investors to his Twin Islands home. We need to expand our economy. There is much to be done since 2003. We have faith in true transparency and the commitment of this new administration to keeping our people advised. Once PDM sets new financial standards we can attract a credit rating in the “A” class without the “B”class apron strings of the British CFO. We now have a Thatcheresque premier with the peoples agenda. The newest year is upon us and may God bless the TCI.

Row erupts over South Caicos airport safety

INTERCARIBBEAN Airways has slammed “unreliable” safety and “disruption” at South Caicos Airport. On Monday (March 7) the TCI based airline issued a statement expressing their dismay at the state of the Rescue and Fire Fighting Service (RFFS) at XSC. They said they had made numerous attempts to have the RFFS upgraded to enable them to use their Embraer E120 aircraft, all of which were denied, and that on March 3 all flights were suspended due to issues with safety equipment.

A PETITION has been launched calling on the Governor to drastically improve the welfare of animals in the TCI. The petition, entitled ‘Sort out the Animal Welfare Department in the TCI’ calls for the immediate suspension of Dr Mark Butler, the chief veterinary officer, and a full investigation into the department. Having just finished another fascinating read, “King of Kings: The Triumph and Tragedy of Emperor Haile Selassie I of Ethiopia” by Asfa-Wossen Asserate, I couldn’t help but think of the first book I ever read by this German-Ethiopian author, which was simply entitled “Manners” (2003). At the time I read “Manners”, I was still residing in Providenciales and had, rather BY TITUS DE BOER unceremoniously, just insulted Titus de Boer, who originally a person at a social gathering moved to the TCI from a few weeks earlier, whose Germany in 1989, is a “ignorance in action” and journalist by training and currently works as an art obnoxious arrogance winded promoter and consultant in me up to such an extent that I Grand Turk and internationally. just simply lost it. Admittedly, it wasn’t my proudest moment So what, you may think and I guess in today’s world, where four letter words are almost a must, (at least by mass media standards) those of us who prefer to express themselves politely are an ever diminishing minority. Still, I felt bad about the matter and apologised the old fashioned way – in writing. “I may be drunk, Miss, but in the morning I will be sober and you will still be ugly” (Winston Churchill), was the quote that came to mind when said written apology was returned unopened. Thank god for Asfa Wossen-Asserate. An Ethiopian prince and grandnephew of Emperor Haile Sellassie, he is a best selling author in of all places, Germany. His “Manners”, a cultural-historical analysis of the state of manners in Europe, is not only one of the most entertaining things I have ever read, but also written very elegantly and with a lot of humour. The 40 chapters of this linguistic masterpiece deal with all aspects of manners, from “Are there Ladies and Gentlemen or just Men and Women?” and “Does one still kiss a Ladies hand?” to “Is the compliment a dying art?” A few chapters on, the author ponders the question whether there ever was such a thing as “communist manners” and “is fashion vulgar”? Prince Wossen-Asserate was born in Addis Ababa in 1948, where he graduated from the German school in 1968. He went on to study law, history and economics in the U.K. and Germany, settling down in Frankfurt after a revolution in 1974 made a return to his native Ethiopia impossible. It was in Germany where he founded the “Council for Liberties in Ethiopia”, in an effort to draw attention to the human rights abuses of the Marxist/military dictatorship of Ethiopia. In 1994 (the Marxist’s were ousted in 1991) he founded “Orbis Aethiopicus”, an organization highlighting Ethiopian culture, history and religion. The prince continues to live in Germany, where he works as a business consultant. Back to manners and my insult from all those years ago. What would have been Prince Wossen’s verdict? The answer is, mixed. His philosophy being that “The person with the best manners in the world is someone who respects the feelings of others as if they were his own”, he would surely have reprimanded me for hurting someone’s feeling, while also pointing out that not accepting a genuine apology is often as ill mannered as the original insult that instigated it. So do manners still matter? In the Salt Raker Inn, in Grand Turk, there sits a “swear box” on the bar and some days you will know (and hear) why. On those days it’s easy to forget that the English language actually consists of more than just the F word. An observation that is by no means exclusively a TCI phenomenon. That said, it is one thing to accept that as societies and cultures change, so does the use everyday language, while also realising that the chaps who are sitting around the f..ing bar, just having a f...g banter, simply reflect the times we live in and wouldn’t for a minute think that anyone might be offended. Who the f cares...Welcome to the 21st century.

A LAND registry professional has described the chaos he discovered at the Crown Land Unit in the years after the Misick government. Jonathan Llewellyn, who has over 20 years of experience in land administration, told the SIPT court that he found two cubic metres of unprocessed documents in 2013 relating to Crown land applications. The documents, somewhere between 4,000 and 6,000, were piled so high that they were in danger of “cascading” to the floor, the court heard.

Security officer shot three times during supermarket robbery

ALBOIN Williams, owner of Tag Security Services, was the victim of multiple gunshot wounds to his back during a money pickup at the Sunny Foods supermarket in Providenciales on Sunday (April 10). According to an eyewitness who preferred to remain anonymous, the three masked robbers waited until Williams walked out of the supermarket with the briefcase with the funds to knock him down to the ground. While he was on the ground, the money was taken from him and he was shot three times in his back before the robbers escaped the crime scene.

Mitchell had been asking Blackman about the relationship that former premier Michael Misick and former minister for natural resources McAllister Hanchell had with exgovernor Richard Tauwhare.

Women in Blue event was successful BY DAISY HANDFIELD OVER 100 residents attended the Women in Blue event over the weekend, an event geared at celebrating the first female Premier of the Turks and Caicos Islands (TCI). The event was held at the PDM’s headquarters in Providenciales last week Saturday and saw face painting activities and a bouncing castle as a couple of the activities available for the children. There was also free food and drinks for the adults and children. Shekera Cook, event organizer, told media houses that she could not have pictured this event going any better than it did. She said: “We are excited that so many people came out to show their love for the wonderful woman that we have as our first female Premier. Women came together in ways that you cannot imagine. All the food was donated by women in blue; all the women who wanted to be a part of an event geared at uplifting the women in the community.” Premier Sharlene CartwrightRobinson, who was also in attendance, said that she was elated to see what the Women in Blue had done for her. “This is certainly something that I do not want to downplay because it has women excited and it has girls excited and inspired. I am glad that my life can touch theirs. I would like to say to women that it is hard work that gets you where you want to go and sometimes in places where you are not even

NCS donates cheque to Hurricane Matthew victims in Haiti BY DAISY HANDFIELD A CHEQUE for US $3,608.78 was recently donated to the Haitian consulate in Providenciales to assist the victims of Hurricane Matthew in Haiti. The funds will be handed over the Ministry of Foreign Affairs in Haiti. NCS eMoney Services, operators of MoneyGram in the Turks and Caicos Islands, decided to donate 50 percent of the fees from every transaction sent to Haiti from October through November 30, 2016. A cheque presentation was held at the Haitian consulate on the Leeward Highway in

Providenciales on January 4. Travelling salesperson for NCS, Antoinette Thomas, presented the cheque to officials from the Haitian consulate and emphasized that the company was pleased to be able to assist Haiti during their time of need. She said: “After the aftermath of Hurricane Matthew, our manager was very supportive and wanted to give back and support the Haitian people. As you know, we cater to other communities here in the Turks and Caicos Islands, and with the aftermath of Hurricane Matthew, it was our corporate responsibility to reach out to the people of the Haitian community.” Thomas also expressed gratitude to all their customers who support them throughout the years.

My real dilemma is that, once I grow a plant, I can’t bring myself to discard or destroy it! At this rate, pretty soon, I’ll be overrun with papaya trees! Answer: I know your dilemma as I have grown papayas from seed before myself! Until the seedlings start to bloom after germination I know of no way to tell them apart. You can easily grow your own papaya (Carica papaya) fruit in the Turks and Caicos. But for your papaya tree to bear fruit, you need to know whether you have male or female tree. It takes just a glance to identify the types of flowers on a papaya tree in bloom. MALE FLOWERS Papaya trees with only male flowers are considered male and will not produce fruit. You can identify male flowers by their shape, color and location. Male flowers will look like elongated bells on trumpets.

Each male flower will have 10 filaments supporting anthers. These look like long threads topped with fuzzy anthers. You will find the male flowers hanging down from stalks. According to the California Rare Fruit Growers, extremely hot weather during the summer can cause a tree with only male flowers to produce perfect flowers or male flowers that appear short and stocky, like female flowers. FEMALE FLOWERS Papaya trees with only female flowers are female trees. Female flowers produce papaya fruit after they are pollinated. Female flowers may be white or yellow. They are large in size but short. The ovary should be visible at the base of the flower, giving the flower a stocky

appearance. The stamens are very apparent in the middle of the flower, but there are no filaments or anthers. Trees with Both Male and Female Flowers Some papaya trees have both male and female flowers. These do not require a second tree for pollination, because the male flowers on the tree can pollinate the female flowers on the same tree. The likelihood that your papaya tree will have both male and female flowers on it depends on the variety. For instance, “Solo” papaya has a 66 percent chance of producing both male and female flowers. PERFECT FLOWERS Perfect flowers are found on bisexual or hermaphroditic papaya trees. These flowers contain both male

and female parts on the same flower. They have a wide, stocky base and are found growing directly from the bases of the leaves, like female

flowers, but they produce stamen like male flowers. Trees with these types of flowers do not require a second tree for pollination.

Lifestyle... New year, new resolutions and old unhealthy habits? Here is a S.M.A.R.T way you can achieve your resolutions this year Most of us have heard the saying, “new year, new me”. Oftentimes it is said with truly good intentions of progress in our lives. Maybe this year you want to cut out the conch fritters, fry fish and grits and lose 20 pounds, get promoted at your job and/ or become more serious about political matters this year. So, why is it that so many of our resolutions made on January 1st, fall flat by January 20th only to be joked about in our social circles or carried over to the next “ new year”? The answer may lie not with our intensions on achieving them, but rather, how S.M.A.R.T are the goals we are setting for ourselves. Often times the goals that we set for ourselves are too vague, lack passion and structure only to be easily put to the side when the stressors of life and reality kick in. So, what are we to do? Here are five steps that can help us to achieve our goals this year. Let us discuss what S.M.A.R.T really means in regards to our resolutions. S.M.A.R.T stands for Specific, Measurable, Achievable, Relevant, and Time-bound. Now, this may sound really scientific, but if we are to truly achieve our resolutions,

taking the time to really think about how to go about achieving them is just as important as it is to achieve and bask in them! For instance, let us take someone who would like to participate more in family gatherings or activities, when they are usually very busy. If he/she just talks about what they want to do but never takes the time to map out what it would actually take to achieve it, chances are, his/her’s desire for spending time with family regresses back to old excuses, and old habits. According to Timothy A. Pychyl, Ph.D., associate professor of psychology at Carleton University in Ottawa, the one thing that is important for us to do even before we see if the goal is achievable or measurable, is if the goal has significant value or meaning to us. Is it something that you love or enjoy? Something that holds significance to you? What really drove you to make this change? Once we are able to answer that question honestly apart from, “so and so is doing it. Look how successful or happy so and so is” that is when the goal becomes more real and achievable. Let us take the example of the vague goal I mentioned before and tweak it so that it is more of

a S.M.A.R.T one. Vague goal: I would like to spend more time with my family this year. As wonderful as this goal is, in order for us to really achieve this, we can apply S.M.A.R.T to it. So a S.M.A.R.T goal may sound like this: I will spend quality time with my children one hour each day for the next 3 months, where we will chat and play games or go somewhere fun. When we look closely at this goal we can see how specific it is to spending time with this person’s children and even the types of activities that may take place. There is also a measure placed there as well, “for an hour each day” which sounds very achievable. How relevant it is depends on how important the goal is and it sounds like it is important to this person to spend time with his/ her children. And finally it is time-bound. He or she wants to spend more time with his/her children over the next 3 months. It is important to remember that while S.M.A.R.T goals provide

Nevertheless, always remember that you can still grow, achieve your goals, have experiences, and still be who you are. In no way are we perfect. Even the most driven, popular and successful of people make mistakes and that is okay. In fact, count on yourself slipping back into your old ways once in a while, because relapse is the most predictable stage of change! However, the important thing is to take the “ it is okay” pill, dust yourself off and remember why you wanted to achieve the resolution in the first place; apart from what others think about it, say about it or even say about you. Your resolutions are about bringing the best parts of yourself out, regardless of how long it may take or how difficult it may seem. Forward is forward regardless of the speed you are going at. South Caicos airport beneficiary of brand new fire truck THE SOUTH Caicos airport was the recipient of a brand new fire truck last Thursday, courtesy of the Turks and Caicos Islands Airports Authority (TCIAA), to boost the rescue and firefighting services there. CEO of the Airports Authority, Mr John Smith, apologized to the people of South Caicos for the long wait and thanked them for their understanding in this matter. In a statement Mr Smith said: ”The fire engine has arrived in the Turks and Caicos Islands and was expeditiously forwarded to its final destination in South Caicos.”

He added that, “We wanted to thank all individuals who contributed and was of assistance in having the fire engine delivered to South Caicos in a timely manner.” Smith concluded that the Airports Authority recognized the need for the replacement of other units and have medium and long term plans to do so. The CEO said that TCIAA, along with the board of directors and Turks and Caicos Government, are committed to delivering a fitting airport in support of the economic development of the airport in South Caicos.

Spotify offers Obama a job as ‘President of Playlists’ US president Barack Obama recently joked that he was hoping for a job at Spotify when he leaves the White House. And it seems the music streaming service is keen to oblige him, after it posted on its careers page a vacancy for “President of Playlists.”

The job ad says applicants should have “at least eight years’ experience running a highly-regarded nation”. It also calls for “a friendly and warm attitude, and a Nobel Peace Prize”. Spotify CEO Daniel Ek gave the commander-in-chief a heads-up on Twitter, writing:

Regional News Obama urged to draft policies to assist Caribbean immigrants OUTGOING US President Barack Obama is being urged to draft policies to assist Caribbean immigrants before he leaves office this month. Cities for Action, a coalition of over 100 mayors and county executives from across the United States, is calling on Obama to commit to further protections for Caribbean and other immigrants in their communities. In a letter to the American president, they recommended that his administration strengthen support for young immigrants with Deferred Action for Childhood Arrivals (DACA) by accepting early DACA renewal applications. The programme permits young immigrants who are brought to the US illegally as children to remain in the country without threat of deportation and also to work legally. The letter was signed by mayors from cities in Pennsylvania, Texas, Maryland, Alabama, Massachusetts, North Carolina, California, Rhode Island, Illinois, Iowa, New York, Tennessee, Wisconsin, New Jersey, Colorado, and Washington. “As local government leaders throughout the country, we know that immigrants make our communities

A FORMER senior American official to Haiti is pouring cold water on plans by the incoming Jovenel Moise administration to re-establish a national army in Haiti. Marcus Garvey’s trial was political, son Julius insists A MEDICAL doctor by profession, 83-year-old Julius Garvey is the Long Island-based second son of Jamaica’s first national hero, black nationalist and political theorist Marcus Mosiah Garvey. While Dr Garvey does not consider himself to be an activist, idealist, or political lobbyist by profession or desire, he has long campaigned to have his father exonerated of mail fraud conviction in America in 1923. Mail fraud is a federal crime in the United States, and so the conviction was used as grounds to imprison and eventually deport the controversial Jamaican immigrant from the United States and quell what had been a rising movement of black nationalism and consciousness. Marcus Garvey is recognised as a pioneer of the Pan-African movement; one of the first pro-black, economy-driven entrepreneurs, founder of the Universal Negro Improvement Association (UNIA); and forefather of the first staunch “Africa for the Africans” ideology. Dr Garvey — and others — deem the charges as part of an agenda to historically trivialise what was essentially a trial against political ideals. In an interview with the Jamaica Observer at Marcus Garvey’s birthplace in St Ann’s Bay last week, Dr Garvey recounts his campaign and reflects on his father’s ideals and how he sees them as timely today as ever before. “We got pretty much involved in 1987, which was the centennial anniversary of my dad’s birth, with a special meeting convened with the House Judiciary Committee. Myself and my brother, Tony Martin, Rupert Lewis, John Henry Clarke, Judith Stein... a number of historians who know [what] Marcus Garvey was

That has continued over the years until we got to the stage with President Obama, now at the end of [his] second term, and the possibility is of a posthumous presidential pardon since we have had roadblocks to the whole process itself through Congress.” Garvey noted that Jamaica has always supported the effort.

World News German minister wants suspected extremists to wear electronic monitors A PROPOSED German law could force suspected Islamic extremists to wear electronic tags without trial. Justice Minister Heiko Maas said Monday he wanted to extend the use of the ankle monitors to cover those deemed a possible terror threat even if they haven’t been convicted of a crime. Maas said the proposal was a “preventive offensive” against Islamic terrorism. “The use of ankle tags should not be only available for convicted criminals after release from prison, but for those identified as a general threat as well.” The proposition comes ahead of a meeting between Chancellor Angela Merkel and top ministers in wake of last month’s truck attack on a Berlin Christmas market that left 12 people dead. UK in ‘front seat’ for US trade deal, top Republican says BRITAIN will be in the “front seat” to negotiate a new trade deal with the incoming Trump administration, a top Republican in the US Senate has said. A US-UK trade deal would be a priority, Senate Foreign Relations Committee chairman Bob Corker said after meeting Foreign Secretary Boris Johnson. Barack Obama warned in April that the UK would be at the back of the queue for trade deals if voters chose Brexit. Corbyn suggests maximum earnings limit LABOUR leader Jeremy Corbyn has said he would like to see a cap on the maximum amount people can earn. He told BBC Radio 4’s Today programme he was “not wedded” to a particular limit but the idea should be looked at. The UK’s levels of income disparity were getting worse, he said, suggesting this cannot go on “if we want to live in a more egalitarian society”. Brazil: Almost 100 inmates killed in one week A NEW prison uprising in Brazil early Sunday left four dead, adding to the chaos in Brazil’s penitentiary system that has left almost 100 inmates killed in the past week in a gang war. The latest violence took place at the Desembargador Raimundo Vidal Pessoa jail in the centre of the jungle city of Manaus, according to an emailed statement from the government penitentiary agency in Amazonas state, where the facility is located. Three of the dead were beheaded while one was strangled to death, according to the statement. It did not give a motive for the killings and it was not yet known if drug gangs were involved. In the last week, 64 inmates have been killed in prisons in or near Manaus. A prison uprising in the neighbouring state of Roraima left at least 33 dead. World Cup: FIFA to expand competition to 48 teams after vote THE World Cup will be expanded to host 48 teams, up from 32, FIFA has decided. An initial stage of 16 groups of three teams will precede a knockout stage for the remaining 32 when the change is made for the 2026 tournament. The sport’s world governing body voted unanimously in favour of the change at a meeting in Zurich on Tuesday. The number of tournament matches will rise to 80, from 64, but the eventual winners will still play only seven games. The tournament will be completed within 32 days - a measure to appease powerful European clubs, who objected to reform because of a crowded international schedule. The changes mark the first World Cup expansion since 1998. FIFA president Gianni Infantino has been behind the move, saying the World Cup has to be “more inclusive”. “We are in the 21st century and we have to shape the World Cup of the 21st century,” he said at a news conference after the announcement. “It is the future. Football is more than just Europe and South America, football is global. “The football fever you have in a country that qualifies for the World Cup is the biggest promotional tool for football you can have. “This football promotion, in many

parts of the world where today they have no chance to play [at the World Cup], was at the top of our thoughts.” According to FIFA research, revenue is predicted to increase to £5.29bn for a 48-team tournament, giving a potential profit rise of £521m. Campaign group New FIFA Now described the expansion as “a money grab and power grab”. But Infantino said: “It’s not at all a money and power grab, it is the opposite, it’s a football decision.” He added the decision was taken “based on sporting merit”. He says the decision on who will get the extra qualification slots has yet to be decided but “this will be looked at speedily”. “No guarantees have been made,” he added. “The only sure thing is that everyone will have a bit more [representation] than they have.” He says there is no rush to decide what will be used to separate teams who finish on the same points and goal difference. Reports had suggested there could be a penalty shootout at the end of each drawn match. But Infantino said: “This will be part of the regulations to be decided a few years before the event, it is nothing for now.” The Football Association said in a statement: “We will work with Uefa, Fifa and the other European

players. We will also ensure that clubs’ interests will continue to be protected.” The European Club Association (ECA), which represents the interests of clubs at European level, reiterated it was not in favour of an expansion. It said FIFA had made a political rather than sporting decision. “We fail to see the merits to changing the format of 32 that has proven to be the perfect formula from all perspectives,” it said in a statement. “Questionable is also the urgency in reaching such an important decision, with nine years to go until it becomes applicable, without the proper involvement of stakeholders who will be impacted by this change. “ECA will analyse in detail the impact and the consequences of the new format and will address the matter at the next meeting of its executive board, scheduled for the end of January.” New FIFA Now says the governing body needs to reform, said it would “dilute the competitiveness of the tournament”. “It will not help development of the game or provide improved competitive opportunities for lower-ranked nations,” it added. “Instead, it will make a mockery of the qualification process for most confederations.”

Lord Coe set for select committee recall after Dave Bedford evidence LORD Coe, the head of world athletics, will be recalled by the Culture, Media and Sport select committee, after MPs heard evidence that “undermined” his comments to them in December 2015. Coe told the committee he was unaware of specific cases of corruption before they became public in December 2014. But former athlete Dave Bedford said he contacted Coe about Russian athlete Liliya Shobukhova in August that year. Bedford added he spoke to Coe about a related matter on 21 November 2014. Allegations of state-sponsored doping by Russian athletes, and cover-ups involving officials at the sport’s world governing body the IAAF, were revealed in a documentary by German broadcaster ARD on 3 December 2014. That is when Coe, who was elected IAAF president in August 2015, says he became aware of specific allegations. Bedford, 67, said he was “very surprised and quite disappointed” to find Coe had not opened emails sent in August 2014, which provided details of alleged extortion from marathon runner Shobukhova, who was given a doping ban in 2014. Coe, in his evidence to the committee, said he forwarded Bedford’s emails to the IAAF’s then recently formed ethics board,

without reading them or opening the attachments. Damian Collins, chair of the select committee, said he wanted Coe to come back before the committee because Bedford’s evidence “raised clear and important questions” about Coe’s knowledge of the allegations, while Conservative MP Nigel Huddleston said the answers “undermined” the former Olympic champion’s version of events. In response, the IAAF said former London Marathon race director Bedford “offered nothing new” to the inquiry, and Coe has “no further information he can provide”. Collins then issued a further statement, saying Bedford’s evidence “casts some doubt” on when Coe learned of specific allegations. He added: “There are also questions about why Lord Coe didn’t do more to make himself aware of the issues that were contained in the allegations that Bedford sent him.” Bedford agreed with the committee it was “strange” Coe had not opened his email attachments, and said he had no doubt the double Olympic champion knew about the Shobukhova case when they met in November 2014. However, Bedford - a former 10,000m world record holder - also defended Coe, describing him “as someone within the IAAF who I could trust”.

Sauver wins heat with new 100M PB NATIONAL athlete HelcyAnn Brianna Sauver recorded another solid performance when she stormed to victory in her 100M heat at the JC Track Meet on Saturday last. In the process the 19-year-old recorded a new personal best. Her 12.02s, which placed her seventh overall eclipsed the 12.69s she recorded at the All Comers Meet in June of 2016.

The Jamaica based athlete opened her season with a win in the 150M (18.55s) last month. Sauver, who runs for Holmwood Technical High School, said the two performances have given her confidence. “It feels surreal honestly, I really thought my win last week was a hoax or it happened by chance, but I realise now it wasn’t.”

Bass 001 players receive their first place medals.

Bass 001 play unbeaten to title A FIRST half goal from Junior Lefrant was enough to secure the title for Bass 001 in the inaugural Caicos United Premier League.

With the win, the unbeaten, Bass 001 team received the championship trophy and $5000 in cash. Runners up Full Physic settled for

$2500 after the 1-0 loss. A total of seven teams battled in the competition, which started in early July and ended on December 31st.

Switzerland’s beach soccer coach impressed with TCI TCI’s performance in the Bahamas has impressed more than just our coaching staff, given that the head coach of the Swiss team, Angelo Schirinzi complimented the team after the first clash. TCI, ranked 94th globally, scored impressive goals against the high ranked Swiss team (ranked sixth in the world) in the 10-4 loss in a threeteam warm up competition for the 2017 CONCACAF Beach Soccer Championship. The international competition is slated for the Bahamas from February 20th-26th.

In the game last week Mackenson Cadet scored a hat-trick while Jepthe Francois added the other goal. The Swiss team included Dejan Stankovic, who was ranked by Beach Soccer Worldwide as one of the top three players in the world in 2016 and Noel Ott who is known as the “The Messi of Beach Soccer” National Beach Soccer coach Chris Bryan said that our team’s performance prompted Schirinzi (one of the better beach soccer coaches in the world) to react. “The Head Coach of the Swiss

about TCI’s performance was that it happened with just seven players. A beach soccer team normally has 12 players. EXTREMELY PRODUCTIVE Bryan said that the team’s performance was extremely productive given that the side’s average age is 19, with most of the players having no competitive match experience apart from the TCI National League. “Our players proved that they can compete at this level, but they just lack game experience.” The former TCIFA president said that the lack of experience showed in the games, with the team having good starts in both clashes. Beach Soccer matches are made

up of three periods and in the second period against the Swiss the teams were tied 3-3, before the higher ranked team pulled away. Against the Bahamas each period had a score line 2-1 with Turks and Caicos scoring the first goal in each of the periods. “A lack of game experience and the fact that we only travelled with seven players against a full Bahamian squad of 12 players meant also general tiredness and loss of concentration towards the end of each period,” Bryan stated. “Overall it was invaluable preparation for the upcoming tournament and will now allow us to concentrate in training on the areas that we have identified from the games that we need to improve on.”

The AFC Academy will hunt the double again this season.

Gilley’s Enterprises PPL kicks off this Saturday evening THE Gilley’s Enterprises Provo Premier League will kick off this Saturday with the SWA Sharks challenging Beaches from 18:00h, followed by defending champions the AFC Academy taking on rivals Cheshire Hall from 20:00h at the Academy ground. Seven teams have signed on for this season’s league and Turks Head Cup. The teams will battle in 21 regular season games, followed by the playoffs for the top four teams and the plate playoffs for the

bottom three sides. According to PPL president Steve Kendrew there will be regular season winners, champion playoffs winners and plate play-offs winners. “I expect more interest from the lower teams with the introduction of the two part season. However to beat the excitement and narrow margin of victory of last season will be tough.” NEW TEAM Small World United will make their debut in the league next Tuesday

when they take on Full Physic from 19:00h. Kendrew said that the teams appear to be fairly strong again this season. He pointed out that Teachers have included a few new players, while all of the sides have recruited some of the U17 players. “…there will be some more young TCI talent on show this season.” The Turks Head Cup will also be seeded based on the league positions at the end of the regular season. A total of 47 games will be played.
