Former Finance Minister Washington Misick to lead the Opposition BY OLIVIA ROSE FORMER Minister of Finance Washington Misick has been appointed as the interim Leader of the Opposition to serve in the House of Assembly. This was confirmed by the Progressive National Party`s (PNP) National Chairman, Royal Robinson during an interview with the Weekly News on Tuesday December 12. Robinson dismissed rumors that Missick was planning to tender his resignation to the party and quit politics. Robinson clarified that Misick, and not Ruth Blackman as rumors suggest would be serving as Leader of the Opposition. He noted that the party will be a strong and vibrant opposition that champions progressive policies that advance all people. Misick in a press statement congratulated the new Premier and the People’s Democratic Movement for their impressive victory at the recent polls in the General Elections. He said: “The people have spoken and “the voice of the people is the voice of God.” We wish the new government well in the interest of all who call these islands home. “While we in the PNP are proud of our record of success in restoring growth and stability to these islands;

we accept that the people responded to the PDM’s appeal for a change – we could not identify any detail of the changes they refer to, but nevertheless will keep a watchful eye out for them to ensure that when they come that they are in the public’s best interest. “By the standards of any international measurement the PNP in government achieved in four years what previous governments have not achieved in forty. “We thank those who recognise our achievements and supported the party at the poles; we promise that you will not be disappointed.” He noted that as the alternative government the PNP is grounded in experience and expertise and in opposition will support the policies, programs, projects and the legislative agenda it left in place; and to the extent that in its judgement government policies align with its own progressive agenda will support those policies. He said: “It will continue to articulate and promote the broad interests of all voters and work to improve parliamentary decision-making procedures by ensuring debate, reflection and contradiction; scrutinise the legislative and budgetary proposals of the government; supervise and oversee the government and

At a brief press conference at the PNP headquarters in Providenciales, the former premier, who was all alone at the head table, graciously accepted defeat and expressed well wishes to the incoming PDM government.

Bishop Laish Boyd urges elected leaders to put aside partisan politics and work together BY OLIVIA ROSE RT.REVD. Laish Boyd, Bishop of the Bahamas and Turks and Caicos Islands, has strongly urged elected leaders to put aside partisan politics and work together for the greater good of the country. Bishop Boyd was at the time delivering a special benediction at the opening ecumenical service at the St. Mary`s pro-Cathedral in Grand Turk on Thursday, December 29. The ecumenical service, which preceded the official swearing-in ceremony of the House of Assembly, saw a full, gleeful congregation. Bishop Boyd admonished leaders to put aside petty differences in the House of Assembly as they endeavor to serve the people. He called on the newly elected premier to take up her mantle and work diligently to create a new wave of development in the islands. “Madam Premier I wish you well, as you enter into what is a new dimension of service; God has called you through a transparent electoral process with a clear majority. Take up your calling proudly and sacrificially.” He reminded elected leaders of their sworn duty to serve the people of the Turks and Caicos Islands. “Remember that the Government of any country is not a partisan entity, PDM, PNP, PDA, At large; the Government of a country is the construct of all who come together

to sit in parliament and direct the national machinery. “Parliament is made up of elected and appointed persons; it is a political unit which exercises national authority and performs functions. “That is who you parliamentarians are, the Government of the land. You must find ways to work together to build the Turks and Caicos Islands. “This is not about you, this is not about your egos; this is about building a land which God has blessed you with, a land that many people would like to own but God in his wisdom has planted you here and so you must come together for the good of TCI.” Rev.Boyd noted that while his call sounds simple, there is an underlying profoundness that they must embrace

if the country is to go forward. “Therefore, I beg you to put aside old grudges, political favors and political favorites, as well as under the table deals; this country has suffered from these things for too long. We all know the story: it has been limited and engrossed by these things and you have an opportunity now to continue the upward progress that has been established thus far. “I call upon you, Honorable Premier, and upon you, Honorable opposition leader, to come together to make a difference, to put the advancement of TCI first. This country is too small for some of the nonsense that’s gone on, and that will go on unless you, madam, and you, sir, put your foot down. “In the house of God I charge you in the name of God.”

“I am just the man for the job” – Premier BY DELANA ISLES BASKING in her outstanding win at the December 15 polls, Premier Sharlene Cartwright-Robinson assured the members of the House of Assembly, invited guests at Thursday’s swearing-in ceremony, and the public at large, that she is just “the man for the job”. A job she is the first woman to ascend to - an ascension she credits to her many “prayer warriors”, outstanding women in her life, family, friends and the 3,024 supporters who demonstrated their confidence in her on election day. Thanking her supporters yet again during the first sitting of the House, the Premier noted that women played a significant part in the victory she experienced at the polls. However, she also observed, with some disappointment, that the just concluded election campaign was a “bitter and nasty” one, during which many sought to paint her in a light she said she is unfamiliar. Congratulating those who were successful as well as unsuccessful at the recent polls, CartwrightRobinson encouraged them all to join with the government for the advancement of the country. The Premier also sounded the warning that her government will not “sell out to any bidder” and assured that the laws governing the country will be upheld. “None will be so insulated that they can violate our laws and not be held accountable. The level of accountability will be determined by the courts of our land as these same laws are there to provide protection, they must be able to lend penalties when they are flagrantly broken.” She noted that while the Governor has responsibility for internal and external security, her government intends to make crime and security the national priority it needs to be. Cartwright-Robinson revealed that her government intends to

appoint a task force on crime and security and community safety. The task force, she said, will make recommendations to the Governor and will report in 90 days from its formation. She said this will be the first test of the new government, working together with the new opposition, as she has invited the Leader of the Opposition Washington Misick to join her in appointing the task force. “We must secure our borders and ensure that we become a country of laws again. Immigration is broken and it must be fixed. “We are committed to addressing this issue head-on as we recognize legal and illegal immigration is at the foundation of many of the problems that we face in this country.” She also noted that her government is already working on the healthcare challenges in the country. “We inherited a troubled NHIP and I have had to identify $4.1 million within days to address critical funding.” The Premier reported that her government has already made progress in this area, holding high level meetings to map out decisions for the proper functioning of the health insurance programme of the country. She further promised that each facet of society will be positively impacted and recognized by the PDM government. “The elderly, the mature adults, the working mothers and fathers, our school age children at every level, our youth. “As our manifesto indicates, this is an inclusive government with respect for and appreciation for all the gifts our people bring to the table. “The voiceless now will have a voice with resources; the marginalized are now in the full arena sharing their stories and aspirations; our special needs, our athletes, our academics, our technically inclined – all combined will make this country

more beautiful by nature.” She also pointed to the plight of the youth of the country, promising that they now have a champion in her. “Your very youthful government, my illustrious cabinet is prepared to sit, listen, team up for you and then with you implement measures that will allow you to reach your fullest potential.” She listed things such as education, entrepreneurship, community partnerships, citizenship and responding to nationality issues related to youth, will form part of her government’s strategy. The Premier further noted that while today marks a day for real change and real leadership, the people of the country are all in this together. “Our victory has been flung in international and regional light… it is a proud moment for my party and I. “With the peace and joy that has overcome this country it is as if a crown has been lifted… this is a new beginning, there is no way that the PDM could have won this election by itself with all the arrows and daggers. “The deck was stacked against us, and I congratulate my team for a clean, clear, issue-based campaign.” Cartwright-Robinson thereby extended an ‘olive branch’ to the Opposition, promising them a constant reach across the aisle in an effort to deliver for the people of the TCI. However, in spite of her tone, bcamaraderie and willingness to work with all spectrum of the local society, the Premier did acknowledge that her PDM government is not naïve enough to believe everyone is in favour of the new government and wants it to succeed. “In fact, some have given us within six months. It is my prayer that God would heal those that are in denial and realise that our failure is all our failure and so it is in all our best interests that we succeed.”

“Change is finally here” Premier calls on populace to heal wounds and move forward BY OLIVIA ROSE PREMIER Sharlene CartwrightRobinson has called on the nation to start the process of bandaging proverbial wounds and start making steps on the road to healing and nation building. In her official post- swearing in address to the nation, Cartwright –Robinson urged supporters and members of other political parties to put aside differences and unite for the greater good and progression of the country. She said: “The campaign is over and we must return to the awesome task of nation building. I encourage you to join with me as we prepare ourselves to enter this New Year with a new Government.” She noted that: “The process of electioneering is not easy. It is tough, believe me, I have been involved in a few. “It is tough because many old wounds get reopened and political battle lines are drawn with numerous attacks by each side to try and win the hearts and minds of you the voting public. “Those wounds need to heal now, and so we invite you, our opponents, into a period of bandaging up the proverbial battle scars so that the healing can begin.

“And what better time to heal than now, when we can forget about politics and focus on the One who is Greater than all- Jesus the Christ child. “The nation is calling us, politicians and public servants to rise above bickering and bitterness and to escape the fray and provide a path to growth and opportunity, hope and joy and success. My party campaigned on these tenets and won the hearts and minds of the people as evidenced by the votes at the ballot box. “And so, we respectfully ask all of you to allow my government a period to set the course and put the ship of state in the right direction.” She pointed out that the people felt for too long that it had lost touch with the Government and cried out that enough was enough and that it was time for a change. That change she said is finally here. Thanking supporters, well wishers Cartwright-Robinson said: “My fellow Turks and Caicos Islanders, it is a privilege and honor to have been voted into office by you, the people of this great country. “I am humbled by the outpouring of support, love and good will offered to My government by you the people of our beautiful by nature islands.

“Likewise, I am grateful to the many residents and visitors to our shores who have expressed their desire to work peacefully towards improving our country during my time in office. I am thankful to all of you. “However, none of this would be possible without the guidance, protection, mercy and grace of Almighty God who has forever kept our people and country in his hands. “He has brought us through an election season safely with peace and order. I thank God for his blessings on you the people of our beloved country.” She noted that just as Christmas brings renewed hope and the promise of salvation so too must a new Government offer hope for a better tomorrow for its people. “My aim this evening is to guide you through the immediate plans and decisions of My party and your Government. “The transfer of power and authority is now complete, my Deputy Premier, Hon. Sean Astwood and other ministers including Hon. Goldray Ewing, Hon. Delroy Williams, Hon. Josephine Connolly, Hon. Edwin Astwood, and Hon. Ralph Higgs were sworn into Office

on December 20th and immediately they began the work of my Government. “The Change Document, an essential guide to what my Government intends to accomplish in this term of office, has been delivered to every Government PS and heads of departments. “We intend to fulfill our campaign promises to you the people of the Turks and Caicos Islands. “Hon. Douglas Parnell will work out of my Office in Providenciales and Hon. Derek Taylor will work out of my Office in Grand Turk.” The leading lady reminded that

the task of delivering change is monumental, in that vein she pointed out that both Parnell and Taylor will be working closely alongside her to help bring about promised changes. It was noted that Ministers will split duties between the Nations Capital and Providenciales. Turning her attention to the state of affairs at the National Health Insurance Board she revealed that some immediate financial decisions will be taken to avoid a crisis. She said: “Our people’s health is our number one priority and we will spare nothing to ensure they are well cared for.”

Eight new Zika cases bring total to 24 AS OF January 3, 2017, the Ministry of Health has informed that there are eight new cases of the Zika virus, with seven of these new cases reported on Grand Turk. These persons were seen during the period of October 14 to December 7, bringing the total number of cases of Zika reported in the TCI to 24 which includes 19 males and 5 females. This is according to information coming out of the health ministry on Tuesday. The Ministry also advised that an increase in Zika diagnosis is common during the rainy season, as was recently experienced on the island of Grand Turk. The Ministry also reminds the general public that its public information campaign

is still ongoing to educate residents on how to prevent Zika, via pamphlets, posters, and public service announcements on the radio, TV and social media. Zika prevention information has also been shared at booths set up at the major supermarkets and clean-up campaigns on the islands of Grand Turk and Providenciales help to keep the environment free from breeding sites while also empowering residents to clean-up their own communities. The Environmental Health Department has also continued its premises inspections, fogging exercises and larviciding. The public is also reminded that Zika is a viral disease with symptoms that are similar to other mosquito borne illnesses such as

dengue and chikungunya. Symptoms include rash, mild fever, pink eye, muscle or joint pain, and general malaise. However, many persons will not experience symptoms but will still be able spread the disease if they are bitten. While symptoms can be mild, or even non-existent, one concern is that the disease can be transmitted from mother to child during pregnancy and cause complications to the infant such as microcephaly, a birth defect where a baby’s head is smaller than expected for its age and sex. Unfortunately, there is no specific medication to treat Zika and there are currently no vaccines to prevent it. If you suspect you have Zika, please seek medical attention at your

nearest clinic. Symptoms of Zika can be managed by getting plenty of rest, drinking fluids to prevent dehydration, taking medicines, such as acetaminophen, or paracetamol, to relieve fever and pain. Persons are further advised not to take aspirin and other non-steroidal antiinflammatory drugs such as Aleve or Ibroprofen until Dengue has been ruled out. Since Zika is primarily transmitted by the bite of the Aedes species, the best way to prevent Zika is to protect yourself from mosquito bites. Interventions to eliminate mosquito breeding sites and to prevent mosquito bites are most effective.

PNP to work with Gov’t – Washy promises LEADER of the Opposition, Hon. Charles Washington Misick, has pledged his party’s support to the new People’s Democratic Movement government over the next four years and to continue working for the advancement of the people of the TCI. Misick statements were made during the House of Assembly sitting which followed the swearing of the members of the Assembly in Grand Turk on Thursday, December 29. He noted that the 2016 elections brought change for all active participants in Turks and Caicos Islands’ administration of government. “For the PNP it was a perfect storm in which a confluence of events converged to produce a result of surprising magnitude. For the PDM it was a Eureka moment. “For the UK, an opportunity to

put behind them awkward issues relating to potential accommodation of unfriendly political operatives.” Congratulating the PDM for their “impressive victory” at the polls, the opposition leader said that his party wished them well in the interest of all who call these islands home. However, he noted that his party has also identified a number of inconsistencies relating to the reconciliation of the total number of at large ballots in each constituency, especially Electoral District 4, where they have grave concerns about the integrity of the results. Misick added they will be taking these up with the Elections Office, the Governor’s Office and the election monitors so that they could be investigated. The former Minister of Finance then turned his attention to the achievements of his government,

Commissioner commends cops for crime fighting efforts in 2016 IN A Christmas message to his officers and the nation at large, police commissioner James Smith seemed satisfied with the effort his officers put into fighting crime over the past year. Observing that members of the Royal Turks and Caicos Islands Police Force have been working tirelessly throughout the year in an effort to reduce crime, the commissioner also touched on some of the achievements of the force in 2016. “Many initiatives and strategies that have been put in place to deal with serious crimes, burglaries, and more minor incidents are producing very positive results,” Smith said. “In the last three months alone, officers have conducted over 10 targeted operations, carried out 200 stop searches, arrested over 20 offenders and issued 250 traffic violation tickets.” He added that in joint operations officers have detained 96 illegal immigrants in some challenging and demanding circumstances. “As we ready ourselves to celebrate Christmas and usher in a new year, it is imperative to be very vigilant as criminals also want to celebrate in style by stealing what

frustration and disillusionment. Misick said that the PDM government now has to deal with the challenges governing a country comes with. “Challenges that are not about picking winners and losers, picking sides or picking issues, but about balancing the disparate interests of all stakeholders. We once again wish them well.” He continued that by the standards of any international measurement the PNP in government achieved in the last four years what previous governments have not achieved in forty. “And no amount of political spin can deny that,” Misick affirmed. In a swipe at the new government, the party leader listed the achievement of his government these past four years, stating: “Preempting attempts by the PDM to erase historical facts and take credit for work that it has not done as it is accustomed, it would be negligent of me not to highlight some of the major achievements of the outgoing PNP administration for which we are justly proud.” Those listed achievements include - four years of surplus revenue; operating surplus to October 2016 - $36 million, cash balance at October 31 - $61.1 million, capital investment over the last four years – approaching us$50 million, ongoing capital projects - 36.7 million, total

Governor Freeman meets with Salt Cay community

Governor Freeman tours TCI over the holidays OVER the Christmas holidays Governor John Freeman and his wife Corinna Freeman visited a number of places across Providenciales and Salt Cay. On December 28, the Governor was received by the Salt Cay District Commissioner, Mrs Almaida Wilson, and took part in a meeting with the local community. He heard concerns regarding the state of the airport runway, the degradation of the sea walls as well as the wishes of the locals for a tarmac road. He also heard arguments for Salt Cay being made a UNESCO World Heritage Site and undertook to make inquiries as to this possibility. The Governor subsequently toured the Island and visited the airfield and the sea protections and hosted a lunch for the District Commissioner, the Police Officer and the local nurse. He offered seasonal greetings to

those whose home is in Salt Cay as well as to holiday visitors. Prior to his Salt Cay visit Dr Freeman met with officials from the Cheshire Hall Medical centre on Providenciales on Christmas Eve. Accompanied by his wife, the Governor was received at the hospital by Chief Executive Officer, Daniel Carriere, and the Chief of Medical Services, Dr Denise BraithwaiteTennant, where they taken on a tour of the Centre’s facilities. The Governor took the opportunity to extend thanks for the work of the Centre’s staff in 2016 and to wish them and their patients all the very best for 2017. During the course of his tour on December 24, the Governor visited the Royal Turks and Caicos Islands Police Force stations at Chalk Sound and Five Cays and used the visit to extend thanks for the work of the police in 2016 and to offer best wishes for 2017.

Former premier calls on Governor to rescind MP Phillips’ reappointment BY OLIVIA ROSE Former Premier Michael Misick has called on Governor John Freeman to rescind the reappointment of John Phillips as a member of the House of Assembly. These sentiments were expressed in a strongly worded release issued last Wednesday December 28, following the Governor`s announcement that Mr. John Phillips and Mr. Temard Butterfield are his two Appointed Members to the House of Assembly. According to Misick the problem lies not with Phillips character or personality but

solely with principle. Misick said: “While I don’t agree that the governor should be appointing any person to our parliament, while he has that power, he should exercise it responsibly and in the wider public interest. “I have nothing against Mr. Phillips personal; I have known him for a very long time and believe that he has made a significant contribution to parliament over the last four years. However, I believe there are other citizens that are equally as capable of making a contribution and should be given a chance.” Misick emphasized that: “If you are going to serve parliament two consecutive times and be pensionable, you should run for

& CrimeCourt Bermuda police investigating police shooting of local teen AN independent investigation is ongoing into the circumstances that led to police officer shooting a 17-year-old boy on Saturday, December 10 in Grand Turk. Around 4:30 am that date, police said that officers responded to a burglary report at the Epic Corporate establishment on Church Folly when they came in direct contact with the suspect which resulted in shots being fired. Police said that the teenager received non-life threatening injuries and has since been treated. He was later arrested on suspicion

of burglary. In a statement to the press on Thursday, December 22, Commissioner of Police James Smith stated: “We treat any officer involved shooting with the utmost seriousness. “To ensure an independent oversight, I have called in investigators from the Royal Bermuda Police Service to carry out an investigation into the circumstances around this incident. “Once enquiries are completed, the officers will produce a comprehensive report with recommendations for my consideration.”

Police investigate nightclub shooting and Kischo bond burglary DETECTIVES of the RTCIPF are investigating a shooting incident that occurred early Monday morning at Versace Night Club parking lot as well as a burglary, both of which occurred over the last holiday weekend. On Monday, January 2, police responded to the Cheshire Hall Medical Centre around 3:15 am after a report was made that two men were at the hospital with gun-shot wounds, one stabbed and two others with minor injuries. Preliminary inquiries revealed that a fight broke out outside the club’s parking lot on airport road, Providenciales, causing patrons to seek cover. One person got stabbed, two were injured with unidentified objects and at some point someone fired shots that wounded two men about their bodies. All victims were treated for nonlife threatening injuries and later

released from the hospital. A 23-year-old man has since been arrested on suspicion of wounding with intent for that incident as investigation into the incident continues. Meanwhile, on Friday, December 30, police confiscated a large quantity of alcoholic beverages and other items for investigation purposes from a home in the Five Cays area of Providenciales. Around 9:35 am that date, police officers responded to the Williams Storage located on Industrial Park to a unit owned by Kishco and met the complainant who told officers that someone broke into the storage and stole the property mentioned above. As a result of information received, a search warrant was executed at the home where a number of the items were recovered. No one has been arrested, and investigation into the matter is ongoing.

18-year-old charged with attempted murder over Wheeland shooting A YOUNG Grand Turk native was charged with attempted murder over a mid-December shooting in the Wheeland area of Providenciales, last Saturday. The 18-year-old man is facing charges for attempted murder, wounding with intent and for discharging an ammunition. According to a police report, at around 6:37 pm that Saturday, Police responded to the Bay Road

area, where the victim was met and told officers that he had just arrived home. While he was still sitting in his vehicle, he was approached by an unknown man who fired shots at him. The victim sustained wounds to his arm and parts of his body. The suspect was later arrested on suspicion of that shooting and charged for the offences.

Christmas holiday crime spree BY DAISY HANDFIELD OFFICERS of the Royal Turks and Caicos Islands Police Force are investigating a number of crimes that were committed over the Christmas weekend on Providenciales. These crimes include robberies, burglaries, wounding, vehicle interference and a number of motor vehicular accidents. ATTEMPTED BURGLARY Around 1:54 am on Saturday December 24, a complainant reported to police that three men, all wearing black clothing with their faces covered with masks were trying to enter his property on Fresh Water Avenue in Blue Hills. After shouting at them, they ran into the bushes. ROBBERY At 2:03 am the same date, Police responded to another home on Freshwater Avenue after a robbery report was made. The complainant told police he had just reached home and as he was exiting his vehicle, he was approached by an unknown man wearing dark coloured clothing who demanded his car key. When he refused, two other men jumped him and took away two cellular phones and six hundred dollars in cash he had on his person. One of the men struck the victim in the head with an object and

threatened to shoot him, before they escaped into some nearby bushes. VEHICLE INTERFERENCE Also, while on Fresh Water Avenue Blue Hills dealing with the report of a robbery, around 2:20 am another complainant made a report to police that someone had broken into her Silver Nissan Tenant car and stole a number of documents and ninehundred dollars in cash. The vehicle was processed for investigation purposes. BURGLARY On Monday December 26, at 8:15 am, detectives responded to the Payless store located on the Leeward Highway where the complainant stated that the store was burglarized. Upon arrival, officers observed a hole in the roof where culprits may have created to gain access into the building. A safe and a black laptop computer were taken from the store. The safe was later found in the nearby bushes still intact. THEFT Also on December 26, at around 11:47 am, a complainant reported to police that two guests at a resort were robbed. Upon arrival, both victims told officers that while walking to their hotel, a man attacked them from behind and snatched a purse they had in their possession which contained a number of documents, a small amount of cash and a cellular phone.

17 Haitian illegal immigrants on the loose after making landfall on Bush Cay SEVENTEEN Haitian illegal immigrants are on the loose after being dropped off via a sloop on Bush Cay, an uninhabited cay near South Caicos. According to Kevin Clarke, police press officer for the Royal Turk and Caicos Islands Police Force, he and his team received information that the illegal immigrants landed in the TCI eight days ago, but they were uncertain as to which cay they landed on.

Clarke said that after intensive searches throughout the various cays and islands by Marine Police and the Air-wing unit, some human activity was spotted. However, early Wednesday morning when the search continued, no one was found. Police, meanwhile, are asking for anyone with information about this incident to contact the Chalk Sound Police Station at 338-5901 or contact Crimestoppers on at 1-800-8477-tips.

WOUNDING On Tuesday December 27, at 3:45 am, Police responded to the Cheshire Hall Medical Centre to make inquiries into a report of a wounding. Upon arrival, Officers noticed a male was being attended by doctors due to a stab wound he received on the left side of his body. No information was ascertained from him due to the seriousness of his injury that required immediate surgery. Further inquiries are to be carried out. MOTOR VEHICLE ACCIDENTS Between Friday December 23 and Tuesday December 27, traffic officers responded to approximately 13 motor vehicle accidents on Providenciales and two on Grand Turk, police said. Investigations have been launched in all incidents. If anyone has information that can assist police with these crimes, they are being advised to call the Chalk Sound Police Station at 3385901 or remain anonymous and contact Crimestoppers at 1-8008477-tips.

Blue Hills woman shot, Police investigating POLICE are currently investigating the circumstances surrounding a shooting incident that occurred on December 23, in the Blue Hills area of Providenciales that left a 19-year-old female with injuries about her body. Police said that upon responding to a call from the Cheshire Hall Medical Centre officers found the young woman being treated by doctors for non-life threatening injuries. No other information surrounding the shooting has been divulged and police appealing to anyone with information that can assist investigators with the shooting incident to contact them.

Taylor elected new House of Assembly Speaker BY OLIVIA ROSE HON. Dwayne S.Taylor has been officially elected as the Speaker of the House of Assembly. Taylor’s appointment as Speaker under the People’s Democratic Movement Government comes as a fulfilment of popular expectation. Upon acceding to the highly responsible speaker’s position, Taylor declared that the election presented an opportunity (for all) to join and work together for the betterment of the Turks and Caicos Islands. Resounding applauses filled the House as Taylor was elected. Taylor, who once served as a Deputy Speaker of the House of Assembly, was instrumental in the PDM`s victory at the recent polls as the party`s campaign manager. Meantime, Political newcomer, Hon. Karen Malcolm, was elected at the Deputy Speaker of the House of Assembly. Both Taylor and Malcolm recited the oath of allegiance in the packed House of Assembly. The speaker in his remarks noted that the time of transition from one leader to another is the most critical time for continuing momentum. He said: “Transition and the desire for momentum have characterized the actions of the people of the Turks and Caicos Islands during this 2016 election. “The resounding response and the change ethos that was demonstrated will be the guiding principles that this government will embark on for the betterment of all the people of the Turks and Caicos Islands.” He told the huge gathering of members, well wishers, supporters and strangers that he stood on the promise of change and betterment for the people of the Turks and Caicos Islands. “This election has been like none that we have ever experienced. Opposition Leader urges nation to reflect and introspect during festive season BY OLIVIA ROSE LEADER of the Progressive National Party`s Opposition Washington Misick has urged the nation to reflect on the old year and to do some personal introspection for the new year. In his written address to the nation Misick said:”It is with profound pleasure that I bring holiday greetings to the people of the Turks and Caicos Islands on behalf of the Office of the Leader of the Opposition, and the Progressive National Party during this advent season and as we look forward to the New Year.” He noted that: “This annual season gives us an opportunity like no other time to reflect and introspect. Reflect on the events of the last twelve months and how it has shaped the lives of us all”. He noted that despite the many challenges the year has been a fruitful one for most and reminded the populace to be grateful. “In that regard we have much to be thankful for as our beloved Turks and Caicos continues to prosper, and be peaceful albeit new concerns about increased crime.

“Introspective as we look-back over our own behaviour and actions to discover consistencies and contradictions regarding our calling to ‘Love mercy and do justly’ and to walk in humility before our God. “In the words of the great philosophers – ‘the unexamined life is not worth living’. As we examine our own lives let us extend charity in words and in deed and repent of the motives for the way we have judged others so that the spirit of goodwill to all men ushered in by the Saviour will prevail.” “As we face a new year we will continue to experience triumphs and despair at the personal and national level for so goes the course of life. “Let us resolve to summon the courage to face these girded in the faith of our fathers pledging our commitment first to God and our loyalty to country above self and all others. PREMIER and Minister of Finance Sharlene Cartwright-Robinson has gotten the ball rolling in the House of Assembly with the tabling of several bills to cover monies that were taken from the contingency by the Rufus Ewing government these past few months. The monies were drawn from the fund between October 8 and November 23. Pursuant to section 10, 2 of the public finance management ordinance the Premier also laid a number of appropriation bills for financial year 2016 – 2017 on the table. One of the bills seek to authorize expenditure for $300,000 during the financial year starting April 1, 2016 and ending March 31, 2017. Another authorizes the accounting general to charge the sum of $2M during the financial year April 1, 2016 to March 31, 2017. Another appropriation bill is for $264,309.74. The Premier also sought contingency warrants for $255,010, another for $400,000, and yet another for $30,600. Leader of the Opposition

Washington Misick sought clarity from the Premier on what the appropriations were for, insisting that the public should be informed as well. The Premier thereby revealed that dated October 8, 2016 $30,600, authorized by signature by Misick (the then Minister of Finance) saw $27,600 being removed from the contingency fund to facilitate expenditure relating to hurricane Matthew. She stated that another $400,000 was withdrawn on October 26, 2016

from the fund by Misick. However, the Premier noted that she will have to seek further guidance as to what this sum was for. The $255,010 was withdrawn on November 2 from the contingency fund to facilitate a settlement in relation to a litigation. That was also signed by the then finance minister. She added that the $264,309.74 was withdrawn from the fund to cover the expenses for the ceremonial opening of the first sitting of the House of Assembly for the printing programmes, lunches, decorations, chairs and other things. On November 23, again authorised by Misick, the $2M was drawn from the contingency fund to cover treatment abroad programmes, while the $300,000 was used for emergency works at Her Majesty’s Prison. Cartwright-Robinson also laid on the table for the first time the audited statements for the National Insurance Plan for financial statements ending for the year March 31, 2011; March 31, 2012; March 31, 2013; and March 31, 2014. The House of Assembly’s first sitting under the new PDM Government was then adjourned until a date to be announced later.

Michael Misick says “Gracebay boys” happy with PDM election victory FORMER Premier, turned corruption-accused, and more recently political aspirant in the 2016 elections, Michael Misick believes that the PDM victory will see the poor in the TCI getting poorer as the “Gracebay boys” get richer. Misick - who captured the highest number of votes as an independent candidate at the recent, albeit not winning a seat in the House expressed his thoughts through a New Year’s message this week sent by email to the local press corp. Touching on the difficulties the country has weathered over the past year – violent crimes which touched many homes and businesses – he noted the growth in unemployment and what he believes to be the lack of strong representation for citizens from politicians. Adding: “All of the wealth and major opportunities in our country continue to be concentrated in the hands of the few ‘Grace Bay Boys’, their heirs and successors. “The election of December 2016 that returned the PDM to office will compound the concentration of

wealth as it will cement the Grace Bay Boys grip on power as they are the major sponsors and financiers of the PDM party.” Meanwhile, in spite of his grievances, the former premier congratulated the PDM party for their victory at the December 15 polls. He also thanked his supporters for their confidence in him, while assuring them that his campaign for

change has not ended. “We started a movement for change, a movement to return power to the people and take our country back. “Although we did not win a seat in this election we were successful at the polls. Approximately 1629 voters crossed party lines and voted for me as an independent candidate.” He called this remarkable, as the two major parties are deeply and culturally entrenched. “I would like to thank all of those that attended my rallies and voted for me. I can assure you that your vote will not be wasted as I intend to continue to represent you and fight for the ideals that we believe in. “We believe that you don’t have to be inside of parliament to effect change. As an agent of change we believe we can effect change everywhere by speaking out and lending our voices to oppose injustice and oppression wherever and whenever it raises its ugly head.” He also called for all of TCI to unite and work together for their common good as a new year dawns.

Over 60 children meet ‘Santa Paws’ during the holidays CHRISTMAS ponies and ‘Santa Paws’ visited the TCSPC to the delight of many children and their parents. The jolly old elf was a big hit with the 60 plus children who lined up to have their picture taken with him, in Santa’s Grotto at the Suzy Turn Plaza office/clinic.

The office was transformed into a magical grotto complete, with flying reindeer, and live, four legged, furry elves, thanks to the creative skills of TCSPCA volunteers Melanie Campbell and Emily Gatlin. While they waited their turn to whisper their Christmas wishes in

Cookies and eggnog at the fair

Santa’s ear, fair-goers munched on an array of beautiful Christmas cookies offered by TCSPCA volunteer Pauline Eden and her sister Anne, sipped eggnog in the TCSPCA office, or bought toys for their pets at the ‘under the tent’ market in the parking lot. But perhaps the greatest draw at this yearly event is the pony rides. Santa’s elves, Kelly Whittaker, Kristen Powell-Obenour and Melinda Volkert, provided the horsepower, as always. The Provo Ponies looked very festive, sporting red ribbons and bows and they seemed to enjoy their annual outing to the fair. Needless to say, the kids just ate it up and the two Christmas ponies patiently toted their small riders for almost two hours, raising much-needed funds for less fortunate animals in the TCI. Another attraction at the fair this year was face painting for the children, done by TCSPCA volunteer Ashleigh Roach who very cleverly decorated the children’s faces with sparkling Christmas trees and reindeer. There was also a special visit from the Provo Snow Mobile, driven by Captain Bill from Ocean Outback. Much to the children’s amazement, it snowed in the parking lot for over an hour. TCSPCA Director Susan Blehr said the fair was a success, raising more than $1,500.00 during the

morning event. She was especially grateful to Santa, and to the owner of Pampered Paws Donna Doran, who together with the help of her staff organized the photos with Santa. A host of other TCSPCA volunteers manned each station of

South Caicos airport shuts down, stranding passengers at Christmas THE ONGOING lack of adequate emergency facilities at the South Caicos airport recently left passengers who were trying to get home for the holidays stranded when the facility’s two aging fire trucks broke down yet again. Over the past weekend the airport authority CEO John Smith, in a media statement, confirmed that the vehicles malfunctioned, causing the cancellation of flight operations into the sister island. “Rescue and Fire Fighting Services became unavailable on December 24th after both fire trucks failed to start. The maintenance staff worked assiduously and successfully restored one vehicle into service that day. “On December 25th, the vehicle previously brought into service failed to start again, prompting the suspension of aircraft operations to South Caicos,” the release read. Smith also apologized to the travelling public who were inconvenienced by the interruption of service, giving assurance that a new vehicle is on its way. “A new fire truck was ordered for South Caicos Airport, and is currently at a port in Florida waiting to be shipped to the islands.” The new vehicle will replace the ageing fleet in South Caicos and boost the service provided there.

By Tuesday, the South Caicos Airport Rescue and Fire Fighting Services had been restored and air traffic restored. South Caicos Airport is in the midst of an upgrade which will see the repaving and lengthening of the runway, expanded aircraft parking areas, a new terminal, air traffic control tower and facilities for rescue and firefighting services.

These works have been ongoing for quite some time now. In a statement to the press over the weekend, Premier Sharlene Cartwright-Robinson, who also has responsibility for the TCI airport authority, addressed the problem, stating that she is aware of the challenges being faced by the airport and the inconvenience to airliners and passengers alike.

Local cops take advancement exams SEVERAL constables and sergeants of the Royal Turks and Caicos Islands Police Force have sat and successfully passed the police sergeants and inspectors exam held on Monday, December 12. The examination topics covered crime, traffic and evidence procedure and general policing. Leading up to the exam, ex-superintendent of police Ralph Doughty supported the officers with personal development and teaching of the topics. The officers who were successful are now eligible to apply for sergeant or inspector positions within the RTCIPF once there are vacancies.

Commissioner of Police James Smith congratulated the ranks on their achievements. “Congratulations to all officers on another milestone in their policing career and I look forward to being able to promote a number of them in the near future and to see them develop into leaders within the police force.” Thirty-one constables out of 56 successfully passed the constable to sergeant exam, and six out of 25 sergeants successfully passed the sergeant to inspector exam. The last promotion exams conducted within the Police Force was in 2008.

Deputy Commissioner tenders his resignation DEPUTY Commissioner of Police, Marc Callaghan, has tendered his resignation from the Royal Turks and Caicos Islands Police Force, effective March 2017. Callaghan, who was appointed in February and took up the post in March this year, handed in his resignation to the Commissioner of Police last Tuesday, December 21. No reasons were offered in the brief notice to the press of Callaghan’s resignation, except to say that the Commissioner James Smith “will be advertising the post in due course”. When Callaghan joined the local ranks, his impressive professional background was played up, with hope that his expertise and knowledge could be applied to help solving the

local burgeoning crime situation. With over 37 years of policing experience in the United Kingdom, Callaghan was said to have a strong operational background. As Chief Superintendent in Chapel Town, Leeds he reportedly introduced neighborhood policing teams and by working with partners and the community significantly reduced the incidences of robbery, gun crimes, and drug dealings. He is also recognized in Britain for his innovative methods of involving and engaging his community and his work in significantly reducing anti-social behavior and reducing crime by over 20 per cent. Callaghan is also experienced in police professional standards and anti- corruption.

I do not want to discourage children from brushing their own teeth but from experience with my own children I know that if I leave them to brush unassisted they generally just eat the toothpaste and then chew the toothbrush for a few seconds before announcing that they’ve finished!

After the excesses of the holiday period New Year is a time when many of us might start a diet, try to reduce our alcohol consumption or increase the amount of exercise that we take. January is also a good time to have a think about our dental health and consider if the current practices we and our family are following are ideal in ensuring that our teeth and gums are staying in great shape. It can be all too easy when we are busy with work and family life to slip into bad habits and neglect some of the basic steps involved in maintaining good dental health. To help with this, I would like to go back to basics and highlight the steps we should all follow to look after our teeth and gums. (Following these steps will also help keep your breath smelling good too!) Remember- it’s not tough, it’s not expensive and it doesn’t take much time!

BRUSHING TEETH This is the single most important thing you can do to care for your teeth. You should brush at least twice a day, when you get up in the morning and the last thing before going to bed at night. Use a toothbrush with a small head as this makes it easier to get into hard-to-reach places in the mouth.

In general I recommend a fluoride toothpaste as fluoride strengthens tooth enamel, can reverse early decay and help reduce sensitivity. Gently brush the outside, inside and chewing surface of each tooth. 2 minutes is enough time to thoroughly brush an adult’s teeth. (Now that really isn’t much is it?!) Also, keep an eye on

FLOSSING It is recommended that adults floss once a day. I recommend flossing after you have brushed your teeth in the evening. MOUTH WASH/ RINSE Some people like to use a mouth wash. Whilst this is not completely necessary for people with good oral hygiene it can be a final finishing touch and give a fresh, clean sensation in the mouth. Specifically the foaming action/ bubbles of a peroxide mouth wash can

be effective in lifting any remaining food particles from the teeth. I strongly recommend a mouth wash that is alcohol-free. REGULAR VISITS TO THE DENTIST Six monthly check-ups with the dentist will ensure that any problems are detected early and corrective action can be taken. You can have cavities or gum disease without necessarily having pain; bad breath, bleeding gums, a white or light brown mark on the teeth can all be signs of potential problems or you may have no obvious symptoms at all. Early detection and correction of dental problems will mean less chance of dental pain, less chance of requiring emergency or complex treatment and less chance of losing teeth. Professional cleaning will also ensure that teeth are given a thorough, deep cleaning and any calculus- which regular brushing at home cannot remove- is scaled away. These simple, back-to-basic steps will go a long way to keeping your teeth strong and healthy.

“We will march without permission,” says We March Bahamas organiser DESPITE being denied the use of Rawson and Parliament Squares for a protest on Majority Rule Day in January, We March Bahamas organiser John Bostwick II said on Wednesday that the demonstration “will go on as planned, on the same route as planned” even without the government’s permission. In an interview with The Tribune, Mr Bostwick II said “there will be no compromise” and the group will “not be deterred by this attempt toward fascist coercion and the abuse of our rights and constitutional freedoms”. In a post on Facebook, lead organiser Ranard Henfield revealed that “after several weeks of back and forth” the Cabinet Office on Wednesday rejected the group’s application to protest in Rawson and Parliaments Squares because the “event conflicts with another event” already booked for that date. Progressive Liberal Party Chairman Bradley Roberts announced last month that the PLP planned a march to mark the 50th anniversary of Majority Rule. This latest development is yet another set-back for the organisation that planned to protest on Monday, January 9 - the original observance date announced for Majority Rule Day. However, earlier this month it was announced in Parliament that the holiday would be observed on the actual date of the historic event, Tuesday, January 10. Jamaica expecting two million cruise passengers for 2017 MINISTER of Tourism Edmund Bartlett says Jamaica’s cruise passenger arrivals are expected to increase to two million in 2017. This, he said, would put the country in the number-three position in the region, after Mexico and the Dominican Republic, in terms of visitor arrivals. A total of 1.8 million cruise passengers have visited Jamaica since the start of the year, up from some 1.5 million in 2015. Bartlett said the growth in the cruise sector over the past 10 years and the redounding significant impact on the Jamaican economy provided the context for last week’s meeting by himself and Prime Minister, Andrew Holness with key cruise stakeholders, held in Miami, Florida. He said the meeting with the cruise-ship owners, chief executive officers and key operational persons was productive.

A total of 1.8 million cruise passengers have visited Jamaica since the start of the year, up from some 1.5 million in 2015.

“We were able to talk about a wide range of interests and strengthen the partnerships… we feel very positive about that,” he told JIS News.

Bartlett noted that there were discussions on expanding the industry through increased passenger arrivals and the opening of additional ports.

Bahamas government on ‘course of correction’ after Downgrade announcement THE government is charting a course of correction and fiscal responsibility, Prime Minister Christie insisted earlier this week as he cautioned those who may be alarmed over the recent decision by international credit rating agency Standard & Poor’s (S&P) to downgrade the country’s credit rating to “junk” status. In an interview with The Tribune during the Boxing Day Junkanoo Parade, Mr Christie called for calm amidst the concern that has arisen in the wake of S&P’s announcement. He said his administration “sits comfortable” with the move as it sees it as a “simple misunderstanding with timing”, contending that S&P sees positive economic growth on the horizon for The Bahamas, but not until 2018. Mr Christie said: “Our detractors will push the doom and gloom message, but when we look closer at this, it comes down to a difference in timing. “Standard and Poor has, in the recent past, indicated that the Bahamas is moving from a negative to a stable outlook. So I am satisfied with that. The disagreement that exists between Standard and Poor and the government has to do with timing. “Standard and Poor believes that there will be a positive outcome but they think so in 2018 as opposed to 2017. The government has been incentivised by Standard and Poor to demonstrate to Standard and Poor that their uncertainty about timing and Baha Mar is just that, their uncertainty. “We are not uncertain, we are confident that Baha Mar will hire 1,500 people in the month of January, going to 3,500 or there abouts in the month of August, opening the hotels by April, being able to have more Bahamians employed and therefore impacting the economy positively. “We believe that all of that is

going to happen, we are working to make that happen,” he said. According to Mr Christie, proposed investment opportunities in several Family Islands are on the horizon. Moreover, concern for Grand Bahama has been tempered by recent meetings in Hong Kong between the Christie administration and investment group Hutchinson Whampoa. Mr Christie indicated that the investment group will play a leading role in the revitalisation of Grand Bahama’s economy; ensuring that major employment bases such as Grand Lucayan Beach Resort, Memories Resort and the Freeport Container Port will all reopen in the coming months. “That is where the talk of timing comes from. We were put off course by an act of God,” he said, referring to the devastation left behind by Hurricane Matthew in October and Hurricane Joaquin in October 2015. “We had two years, two major storms, but we are working our way through this together,” said Mr Christie. “The Bahamas is on a course of correction and fiscal responsibility, myself and the PLP are the best hands; the most safest and prepared hands to chart such a course. “We are concerned with Grand Bahama, it is our second economy, with Lucayan Beach closed, Memories closed, the (Freeport) Container Port closed; but we have been working. But we have had a delegation go to Hong Kong to meet with Hutchinson Whampoa and we have had meetings and we are working towards putting in place the process towards having those places open and the economy in Grand Bahama restored. “With that said, we have in the meantime been employing people in the construction, repair and restoration of people’s homes.

Haiti delays publication of final results HAITI has delayed publication of the final, certified results of its disputed presidential election. Electoral authorities said late Wednesday that they will release the results on January 3. A preliminary tally gave a big victory to Jovenel Moise, the candidate backed by Haiti’s previous president. He topped his closest challenger by more than 385,000 votes in the November 20 election redo.

Only 21 per cent of Haiti’s voters participated in the election, which was called after an October 2015 election was annulled when a special commission reported finding what appeared to be significant fraud and misconduct. Moise also finished first in that vote count. Officials said the results of legislative races will be published starting on Thursday. (AP)

Bermuda: WikiLeaks reveals how expats lost vote Recently released documents have revealed details of the 1979 Constitutional Conference, which eventually led to the abolition of the expatriate vote in Bermuda. The conference, held at Warwick Camp, came as a result of the 1977 riots and the subsequent Pitt Report, which called for major reforms of the legislative landscape on the island. The Commonwealth Residential Vote — a measure first enacted in 1963, which allowed Commonwealth citizens who had been resident in Bermuda for three years to vote in Bermuda’s elections — was one of several key issues of discussion at the conference, with the opposition Progressive Labour Party calling for its abolition and the ruling United Bermuda Party seeking to extend the qualifying period to ten years. While initially classified, a series of telegrams about the discussions sent by Richard Rand, then US Consul General, have been made declassified and were last month published on WikiLeaks. In a message sent on January 29, 1979, Mr Rand wrote that the Constitutional Conference would be held the following month, adding that he had discussed the possibility of further civil disturbances to “support PLP demands” with the Governor, Sir Peter Ramsbotham. While the conference was scheduled to take place in Bermuda, the Governor reportedly told the US Consul that the PLP had been pressing for it to be held in London, where they hoped to receive support from the British Labour Party. Mr Rand wrote that he later discussed the main points to be tackled during the conference, including the expatriate vote, noting that the United Bermuda Party had proposed the three-year qualification period be extended to ten years. “We both agreed that the expatriate vote would present no problem, and that the ten-year

qualification period is an acceptably generous concession,” he wrote. Weeks later, on February 17, Mr Rand wrote that Richard Posnett, representing the Foreign Commonwealth Office in the discussions, along with the Governor had become resigned to the fact that no significant reforms would emerge on the principal issues. “They both considered that the conference was a success simply because it had lasted the whole week,” he added. “Today’s final session will be critical. Governor and Posnett are committed to emerge from conference with an agreement that both parties will sign. “The mechanics at this point are unclear as the final positions of GOB and PLP delegations will be tabled today.” On February 21, Mr Rand wrote that the conference had yielded “unexpected results”, although substantive resolution of the main issues had been deferred. “In a surprise move, both parties agreed to delegate to the FCO authority to rule on the controversial issue of expatriate vote. “The Premier and Opposition leader will both be travelling to London the last week in March to present their cases on expatriate vote to FCO Ted Rowlands, who is then to decide on the issue,” he wrote. “The 12th-hour compromise, reached late on Saturday afternoon, does not have enthusiastic support of either political party. Conservative faction of UBP is unhappy with the Premier for digressing from party caucus’s firm stand on expatriate vote. PLP finds itself formally committed to going into next General Election under present electoral system.” He noted that the expatriate vote — which was considered at the time the easiest point to resolve — had proven to be the issue that would threaten to finally deadlock the conference.

World Bank-sanctioned Chinese company selected for $153 million BVI airport contract FOLLOWING a lengthy procurement process and consideration of the two remaining bidders for the runway extension project of the T.B. Lettsome International Airport, China Communications Construction Company (CCCC), which is currently barred by the World Bank from engaging in any road or bridge projects financed by it, has been selected by the government of the British Virgin Islands as the preferred bidder for the project. The bid advanced by the CCCC was $153,432,572.10 and the competing bid by IDL-McAlpine Consortium was $198,910,525. Negotiations will now get underway with the preferred bidder with a view to concluding a contractual agreement within three months that delivers the right outcome for the people of the territory. It has always been, and remains, the BVI government’s overriding objective to ensure a significant local involvement in the project. The government sees this as critical and thus it will figure heavily in the negotiations. The runway extension project became vital once American Eagle left Puerto Rico and took with it the main access link from mainland USA to the territory. At the height of the Eagle’s operations, up to as many as 12 flights per day operated between Puerto Rico and the BVI giving excellent and seamless access from mainland USA and the rest of the world for most of the over 393,000 overnight visitors to the islands. Extension of the runway at the T.B. Lettsome International Airport is fundamentally about the future of the territory, given that its industries – tourism and financial services – depend on having easy, reliable and affordable access to global markets. This is of utmost importance if the BVI is to remain globally competitive.

Extension of the runway from 4,645 feet to about 7,100 feet will allow current airline fleets (737-800 and Airbus 320) to fly directly to and from continental US and Latin America. At present, established US airlines all cite the inability of their existing fleets to operate from the BVI due to runway length. In addition passenger surveys indicate that travellers do not like to make more than one connection to get to their destination. BVI hotels and other service providers are therefore losing their competitive edge due to visitor access to the territory. In welcoming this development, premier and minister of finance, Dr Orlando Smith, stated that it is government’s responsibility to ensure that an adequate infrastructure is in place to support and grow the territory’s industries and ensure that its economy is able to produce the revenue streams required to ensure the quality of life the people of the BVI have become accustomed. “Without the extension to the runway, new initiatives like our health tourism, the new BVI International Arbitration Centre and attracting new investors in tourism

and financial services cannot succeed in providing additional revenue, jobs and business opportunities. Tourism can only be competitive if tourists can access the BVI easily. It is currently very inconvenient and expensive to visit the BVI,” he said. Smith added, “The territory cannot afford to ignore the air access needs of our tourism sector since 62 percent of the aggregate economic activity in the territory is generated by tourism. Neither can we depend on other jurisdictions where we cannot guarantee the quality of the experience to our tourists which enable them to return again and again.” The successful delivery of the project will also enable BVI’s main international airport to accommodate regional and international traffic from a wider range of destinations, which will act as a catalyst for the further development of the economy, and will enable future borrowings where needed for important social infrastructural developments. “It will cement the BVI economic foundation and the future advancement of the territory for generations to come,” Smith noted.

on the run after robbing an armored truck at Bella Vista Mall, in the National District on Sept. 13. Police spokesman Nelson Rosario said Percival died in a shootout in a cabaña of the motel ‘Fuente del Placer’ in Bonao (central), where four unidentified people managed to escape in a taxi. Brexit and population increase ‘to change UK radically’ by 2030 LIFE in the UK will undergo “radical” change in the 2020s due to Brexit, population changes and jobs being taken by robots, a think tank has predicted. The Institute for Public Policy Research (IPPR) said there would be a Brexit “aftershock” and that the UK’s exit from the EU would be “the firing gun on a decade of disruption”. It identified wide-ranging factors that would “reshape how we live and work”. The government has promised to “forge a new role” for the UK in the world. In its report, the IPPR, a centreleft think tank, said Brexit would be one of the major “disruptive forces” in the years ahead, saying the vote had delivered a “profound shock” to the UK’s political and economic order which was likely to set the country on a path of permanently lower growth and living standards. It also anticipated a “demographic tipping point” with a population boom and the number of people aged 65 and over predicted to rise by a third by the end of the next decade. The report said this would impose new strains on the state with the funding gap for adult social care expected to hit £13bn by 2030-31. This would lead to an increase in the UK’s deficit - the gap between income and spending - it said.

Queen is feeling better, says Princess Anne THE Queen is feeling “better” despite missing a New Year’s Day church service at Sandringham, her daughter the Princess Royal has said. Princess Anne spoke to wellwishers outside the church after attending the service with her father Prince Philip, brother Prince Edward and other royals. Buckingham Palace said the Queen is “still recuperating” from a heavy cold. Missing church was a “precautionary measure” in cold and wet weather and there was “no sense of undue concern”. Twelve days ago the palace said both the Queen and the Duke of Edinburgh had heavy colds and had cancelled their plans to travel to Sandringham on 21 December. They left for their Christmas break

SO-CALLED Islamic State says it was behind the new year attack on a Turkish nightclub that killed 39 people. The group said in a statement it was carried out by “a heroic soldier”. At least 600 revellers were celebrating in the early hours of Sunday at Istanbul’s Reina nightclub when the gunman began firing indiscriminately, discharging some 180 bullets. The gunman is still at large and a manhunt is under way. Police say they have made eight arrests so far. IS has been blamed for recent attacks in Turkey, which is taking military action against the group in neighbouring Syria. The militant group has already been linked to at least two attacks in Turkey last year. The IS statement accused Turkey of shedding the blood of Muslims through “its air strikes and mortar attacks” in Syria. Turkey launched a military operation in August aimed at

Brazil prison riot kills more than 50 in Amazonas state MORE than 50 inmates have been killed in a prison riot in the Brazilian state of Amazonas, officials say. The unrest, which started on Sunday, ended early on Monday, police said, when the inmates surrendered their weapons and freed unharmed the last of 12 guards they had taken hostage. A prison chaplain said the riot began after a fight between rival gangs. A number of inmates has reportedly escaped. Brazil has the world’s fourth largest prison population. There are some 600,000 inmates and overcrowding is a serious problem. When the riot began on Sunday afternoon, six headless bodies were thrown over the perimeter fence of the Anisio Jobim Penitentiary Centre, the biggest in Amazonas state.

The prison was built for 454 inmates, but it is thought to have held almost 600. Latest available figures dating back to October suggest there were 585 prisoners in the jail back then. Fights between rival gangs often result in dozens of inmates being killed and sometimes dismembered. The gang members behind the deadly riots are often from violent inner-city areas of Rio de Janeiro and Sao Paulo who have been transferred to prisons in remote states in order to break up the gangs. However, the number of deadly riots in these states would seem to indicate that this strategy has not worked out according to plan, correspondents say. In October, at least 25 prisoners were killed in a jail in Boa Vista, in Roraima state, and seven youths also died in a riot in Caruaru in Pernambuco state. (BBC)

Israeli police question PM Netanyahu in corruption probe ISRAELI police have arrived at the home of Prime Minister Benjamin Netanyahu as part of an inquiry into corruption allegations. Ahead of their arrival, Mr Netanyahu again denied any wrongdoing. He told the media and political rivals to “hold off partying”, adding: “Nothing will happen, because there is nothing.” Israeli media have reported allegations that he has received significant gifts or “favours” from businessmen. Three investigators are reportedly questioning the PM at his central Jerusalem residence. Mr Netanyahu told his Likud party legislators earlier on Monday: “We hear all the media reports. Syria conflict: Clashes reported despite truce FIGHTING between government and rebel forces has been reported in parts of Syria despite a nationwide truce coming into force overnight. The Syrian Observatory for Human Rights, a UK-based monitoring group, said there had been fierce clashes and air strikes in northern Hama province. It added that rebel-held Wadi Barada near Damascus was also bombarded. But the military denied doing so. There has been no comment from Turkey and Russia, which brokered the truce. THOUSANDS of residents and visitors alike lined the Grace Bay strip on Boxing Day, December 26, to experience a showcase of the Turks and Caicos Islands’ culture. Maskanoo, which is an annual hosted by the Turks and Caicos Islands Hotel and Tourism Association, in conjunction with other entities, has grown tremendously over the years and has become an event that is looked forward to by many residents and visitors alike. The ninth annual Maskanoo celebrations started at 3pm and continued until midnight with Kew band Lynxs and the Caribbean Music Farm band with Noel Brown, who rocked the stage under the theme ‘Bush meets Soca at Maskanoo 2016’ along with DJ Shakes. As the night progressed, Kitch and We Funk and the Five Cays Youth Junkanoo performed Junkanoo pieces. David Bowen, coordinator and host of the event spoke to this publication on Wednesday and said that he was impressed with the

The pop star’s live appearance in New York’s Times Square was beset by problems as she complained of sound difficulties and struggled to sing. Her representative told Billboard the producers “set her up to fail”. But Dick Clark Productions said any suggestion it would “compromise the success of any artist is defamatory, outrageous and frankly absurd”. Carey was live on ABC just before midnight and began with Auld Lang Syne, but hit trouble during her 1991 hit Emotions. Complaining that she could not hear, she did not sing for much of the track and her dancers led her through an awkward stage routine. She told the crowd: “I want a holiday, too. Can I not have one? New Year’s Eve countdown to take second longer than normal COUNTING down to 2017 will take longer than usual this New Year’s Eve as horologists compensate for a slowdown in the Earth’s rotation. To be precise, it will last an extra second. The National Physical Laboratory (NPL) is to introduce a “leap second” after 23.59:59 on 31 December. As a result, clocks striking 00:00:00 will actually be recording a time of 23:59:60 - delaying midnight by a second. It will be the 27th occasion the NPL has brought in a leap second to ensure that time based on the Earth’s

rotation does not lag behind time kept by atomic clocks. The extra seconds are occasionally necessary because of unpredictable changes in the speed at which the Earth turns on its axis. Typically, they are added every two or three years, although the last one was inserted just 18 months ago in June 2015. NPL, based in Teddington, London, is Britain’s national measurement institute and the birthplace of atomic time. The laboratory is responsible for providing the UK’s national time

scale – known as UTC(NPL) – which is controlled by atomic clocks that are among the most accurate in the world. Peter Whibberley, senior research scientist with NPL’s time and frequency group, said: “Atomic clocks are more than a million times better at keeping time than the rotation of the Earth, which fluctuates unpredictably. “Leap seconds are needed to prevent civil time drifting away from Earth time. Hip pain may be ‘hangover from evolution’ SCIENTISTS at the University of Oxford say a hangover from evolution could help explain why humans get so much shoulder, hip and knee pain. And if current trends continue they predict the humans of the future could be at even greater risk. They studied 300 specimens from different species spanning 400 million years to see how bones changed subtly over millennia. The changes came as man began standing up straight on two legs. Other researchers have noticed similar evolutionary quirks in humans. Some people prone to lower back problems, for example, could have spines closer in shape to those of our nearest ape relative - the chimpanzee. Dr Paul Monk, who led the research at the Nuffield Department of Orthopaedics, Rheumatology and Musculoskeletal Sciences, was interested to explore why patients in his clinic came in with similar orthopaedic problems. “We see certain things very commonly in hospital clinics - pain in the shoulder with reaching overhead, pain in the front of the knee, arthritis of the hip, and in younger people we see some joints that have a tendency to pop out. “We wondered how on earth we have ended up with this bizarre arrangement of bones and joints that allows people to have these problems. “And it struck us that the way to answer that is to look backwards through evolution.” The team took detailed CT scans of 300 ancient specimens housed at the Natural History Museum in London, in Oxford, and the Smithsonian Institution in Washington.

Bringing the data together, they were able to create a library of 3D models, and spot changes to the shapes of single bones over millions of years. And studies show that the thicker the neck of the thigh bone, the more likely it is that arthritis will develop. Scientists say this is one potential reason why humans are susceptible to so much hip pain. The team then used their data to hazard a guess at the shape of human bones 4,000 years in the future - although they admit there are many uncertainties in future times that could not be accounted for. Dr Monk said: “What is interesting is if we try and move these trends forward, the shape that is coming has an even broader neck and we are trending to more and more arthritis.” In the shoulder, scientists found that a natural gap which tendons and blood vessels normally pass through - got narrower over time. The narrower space makes it more difficult for tendons to move and might help explain why some people experience pain when they reach overhead, say the scientists. Using these predictions, the researchers suggest joint replacements of the future will have to be re-designed to accommodate the evolving shapes. But they say it is not all bad news - the right physiotherapy and working on maintaining a good posture can help mitigate some of the downsides of our design. (BBC)

women, says that “regular use of social networking such as Facebook can negatively affect your emotional well-being and satisfaction with life”. Researchers warn of envy and a “deterioration of mood” from spending too long looking at other

people’s social media stories, induced by “unrealistic social comparisons”. If this suggests a picture of long irritable hours over a screen, depressed by the boasts and posts of others, then the researchers say that it does not need to be this way.

THOMAS Coville has smashed the record for sailing around the world solo, finishing his journey in just 49 days and three hours, more than a week faster than the previous titleholder. The French sailor celebrated his arrival at the Brittany port of Brest with tears and champagne, and said his first priority was catching up on rest after weeks of not sleeping for more than three hours at a stretch. “Right now, I want just one thing: to sleep and let my mind rest. I want to go to sleep telling myself: all’s well!” It the 48 year-old’s fifth attempt to beat the 57-day record set in early 2008 by fellow Frenchman Francis Joyon. Twice his boat was damaged, and twice he broke a record set by Briton Ellen MacArthur but was

unable to edge out Joyon. On his gruelling journey Coville sailed at an average speed of 45km an hour, to cover more than 52,000 km, according to sponsor Sodebo, which monitored his trip. “With the speeds you reach, you’re always on a razor’s edge,” he told Yachts and Yachting website after finishing. “Physically, I cannot take it any further … All of this was combined with a great deal of fatigue. My sleep deprivation is very real.” Coville travelled so fast that not only was it the quickest solo trip around the world, but the thirdfastest journey round the world in any sailing boat. The only two crafts to have made the journey faster had crews of 10 and 14 people, able to work in shifts.

Ronaldo’s $315M Chinese rumour kicks off transfer ‘silly season’ THE festive period is drawing to a close, but football’s silly season is about to kick off. The European winter transfer window is about to open, heralding 31 days of feverish speculation, bids, counter bids and, finally, deals expected to be worth hundreds of millions of dollars. As is customary, the rumour mill is already in full swing, with socalled super agent Jorge Mendes -whose clients include Jose Mourinho -- revealing an unprecedented offer for Cristiano Ronaldo. Mendes said the 31-year-old has been the subject of a bid -- almost three times bigger than the current world record transfer fee -- from an unnamed club in the Chinese Super League. “From China, they’ve offered €300 million ($315 million) to Real Madrid and more than €100 million ($105 million) per year to the player,” Mendes told Sky Sports Italia. “But money is not everything; the Spanish club is his life,” he added of his fellow Portuguese. ‘HARD TO TURN DOWN THAT SORT OF MONEY’ While Ronaldo may have turned down the offer now, the four-time Ballon D’Or winner could eventually end up playing in the Far East, says Tom Williams, a London-based sports correspondent for Agence France-Presse (AFP). “I can’t see Ronaldo going to China anytime soon, but if he is still playing at the age of 38-39 -- which he says he will be -- I think it would be hard to turn down that sort of money,” Williams told CNN World Sport.

The Chinese Super League has enticed a number of top footballers in recent months. Former Brazil striker Hulk joined Shanghai SIPG in June for a then Asian record of $57 million, and the club topped that by capturing his compatriot, Chelsea midfielder Oscar, for a reported $74 million with a weekly salary of $491,000. UNHAPPY PLAYERS TARGETED Williams predicts that players like Brazil international Oscar, who at 25 has his best footballing years ahead of him, will increasingly be targeted by rich Asian clubs with the deepest of pockets. “I think if Oscar had become a fundamental component of Antonio Conte’s Chelsea team I don’t think he would have given (Shanghai’s offer) a second thought, but he’s not playing and there’s a team on the other side of the world willing to throw all this money at him,” Williams said. “I think players like Tevez and Oscar will be the target. Players with a big international profile who aren’t necessarily playing week in, week out for their teams.” The eye-watering amounts of money being offered for the likes of Oscar, Tevez and Ronaldo from China suggest that Europe’s biggest clubs will have to look after their

prized possessions more carefully in the future. “When leading players start being taken from the biggest clubs against the wishes of their clubs and managers then perhaps we’ll have a real power shift,” Williams says. “But already China have completely changed the landscape and it will be interesting to see how many of these big name players it can lure over.” CHINA CRISIS FOR EUROPE’S BIGGEST CLUBS More than $1.4 billion was spent in corresponding window last season, so what can we expect this time around? It’s a tricky one to call, Williams says, especially in the English Premier League -- where the top teams are quite quiet, while those in the bottom half of the table tend to spend more in a bid to stave off relegation. But the China element could change all that, Williams argues. “Suddenly you’ve got clubs where money is no object, who can legitimately hope to buy any player in the world in terms of finances -that’s an interesting dynamic,” he says. “If you have anyone who is remotely unhappy or getting as much playing time as he’d like -- whether there is interest from China or not -- you will have their agents going to their clubs and saying, ‘Look, Shanghai or another team are going to put this money on the table what are you going to come back with?’ “That has the potential to be quite destabilising.”

Russians Valentina Gunina and Ekaterina Lagno took the second and third places, scoring 12.5 points each. The two rapid chess titles, a slightly slower form of chess, which were also up for the taking in Doha, went to Ukrainian players, too. Vassily Ivanchuk was the best among the men and Muzychuk was the strongest in rapid chess.

KPMG Pirates edge past Meridian Warriors in final THE KPMG Pirates held off a spirited Meridian Warriors teams to take the Solana Youth Tag Rugby championship trophy earlier this month. The playoffs of the youth league were contested by six teams at the Meridian Field. While the Pirates drew a bye (due to their outstanding run in the league), the Warriors had to battle

past a number of teams in the post season after a fifth place league finish. In the Championship final, the Pirates were cruising after scoring three times via Vincent Zamara, Callum Park and Hayden Williams, but Erica Parrish led the Warriors’ fight back with back-to-back scores. The game came down to the wire

since the Warrior were camped on the Pirates’ goal-line seeking to tie or win the game with under two minutes left. The Pirates held their defence and thwarted several probing attacks, but the Warriors were relentless and seemed to have scored at the buzzer, but the referee had whistled the play dead. The Pirates were able to

recompose themselves and held out for the 3-2 win. Island Fire Supplies Storm led by two goals from Sam Connolly defeated the Bayview Lightning 2-0 in the Plate final, while WB Financial Jaguars got past Zest Chiefs 2-1. Rayshawn Rigby scored twice for the winners, while Dylan Ayer scored

one for the Chiefs. In the preliminary round Lightning had defeated the Jaguars 4-2, while the Warriors whipped the Chiefs 6-1. In the semi-finals Williams had the lone score in the Pirates’ win over the Lightning, while the Warriors defeated the Storm 2-0 with Tyson Greene scoring twice.

2017 CONCACAF BEACH SOCCER CHAMPIONSHIP:

TCI to face high ranked El Salvador in opener THE Turks and Caicos Islands Beach Soccer team will face the number two ranked team in the Americans, El Salvador, in their opener of the 2017 CONCACAF Beach Soccer Championship which is slated for the Bahamas. Last week CONCACAF and Beach Soccer Worldwide release the scheduled for the tournament which is set for February 20th-26th. Winning would be an uphill battle for TCI (ranked 17th by CONCACAF and 94th globally), given that all of the opposing Group D teams are Central American sides in the CONCACAF top 10. Sport should be among top priorities of new government – Opines Williams

Delano Williams said that it’s important for sport not to be placed on the back burner.

TCI’s first Olympian, Delano Williams, is hoping that sport is given high priority by the new government. The Jamaican based sprinter, who runs for the British track team, said that he hopes that the PDM administration led by new premier Sharlene Cartwright-Robinson can work on existing sport policies and build on new ones. “Congratulations to the new government of the Turks and Caicos Islands. I am looking forward to working with you guys to ensure we succeed and achieve our goals together. It is imperative that we all work together to elevate our sporting bodies to another level. I am optimistic that we will get the job done for the upcoming Olympics in 2020. Also congratulations to the

first madam premier Sharlene Cartwright,” Williams stated on his Facebook page. The world rated sprinter said that it is import for sport not to be placed on the back burner, since according to him, sport serves multiple purposes on the island chain. Along with producing quality athletes and other sports persons it is also a tool for social cohesion, a means of keeping the nation fit and a prime earner via sport tourism. “I am not for any party; I respect the position of premier. I just want to know that sport is going to be taken care of, I just want to work with the new government to make sure that happens,” he later told the Weekly News. As a sport ambassador, the 23-year-old, Grand Turk

born, has been able to access the positive impacts of sport globally. He added that having a progressive sport department and a government that is excited about sport can only help TCI—especially due to our proximity to the United Stated and our picture perfect islands and turquois water. Williams, who is a former World Junior 200M gold medallist, has been instrumental off the track. His Delano Williams Sports Foundation has been working behind the scenes to help young athletes in the TCI with gear or in other capacities. He is also fervent about fitness and has organised a number of health runs under his foundation’s banner over the years.
