Government trying to ‘hoodwink’ voting public - Misick BY OLIVIA ROSE LEADER of the Opposition Hon. Washington Misick has accused the Government of trying to “hoodwink the voting public” through deception and treachery. Flanked by other members of the Progressive National Party (PNP) at a press conference on (January 8), Misick chided Sharlene Cartwright Robinson’s Government for not delivering the change it promised on the campaign trail and in its manifesto. The press conference came a day after the premier delivered her midterm address where she outlined the Government’s achievements based on her party’s manifesto entitled the ‘Change Document’. The premier has hailed this document as the Government’s contract with the people and offered a report on the 10 pillars for change, the 20 anchor projects for change and the legislative calendar. In response to the report, Misick said: “The promise is only as strong as the integrity of the person giving it and his or her ability to fulfil that promise. “What does that say about the unfulfilled promises made by the Cartwright Robinson Government? “To me it says that they are either the greatest flim flam artists ...or they see the electorate collectively as fools or live in an alternate universe. “The premier’s midterm address was contrived, unsubstantiated by the circumstances in the real universe where most of us live. “Except for a few nebulas
period of necessary austerity under the PNP to upright the economy, the rhetoric of the PDM must have sounded like utopia redemption.” He said: “For what appeared to be the ushering in of utopia has turned out to be fools’ gold, a mirage in the desert. “Alas it was the PNP’s courageous decision that laid the foundation upon which the PDM would attempt to overlay its faulty 10 pillars.” The Opposition leader who boasted of his party’s legacy, maintained that territory is functioning on the remnant foundation built by the Rufus Ewing led-administration. “The policies of the PNP’s administration under Rufus Ewing continue to power the economy. “The four corners of that foundation are annual economic growth of four plus percent, the dissolution of the $170 million debt in a record time and triple B+ credit rating and an increase in investors’ confidence which remains strong despite the machinations of the PDM against sound economic principles and whimsical actions in contradiction to their campaign promises,” he said.
“…nebulas claims, dubious achievements and regressive decisions” claims, dubious achievements and regressive decisions, there has been no new initiative by the Cartwright Robinson Government.” Misick said that the administration continues to take credit for programmes such as CCTV implementation, support for law and order, immigration reform, infrastructure investment, investment in agriculture and several PNP policy initiatives. “This is a testament to the deceit of this current People’s Democratic Movement (PDM) administration,” he remarked. “Reading the Change Document and listening to the premier two years later on, suddenly I realise that for all the talk of change, there is neither evidence nor commitment nor competence in that Cabinet and so a state of apathy prevails. “Fictitious claims of progress are made in an attempt to hoodwink the voting public once again. Show me the beef premier, show me the beef.” The PNP leader claimed that the PDM administration has been unsuccessful in bringing about the transformative change promised during the first half of its tenure. He said: “Show me the real change that was supposed to happen, show me the real change that you promised. You promised that these changes would take place almost magically. “Not once before yesterday did

the premier inform the public that change takes time. Suddenly she’s come to that realisation. “Change is indeed happening but not the change promised by the now infamous Change Document.” ‘A MIRAGE IN THE DESERT’ In further dissecting the Government’s Change Document, a manifesto which outlines policies, programmes and initiatives to be achieved during a four year period, Misick said the Government was ill-prepared to update the populace on what it has achieved since coming to office. “Ten pillars for change, 13 point law enforcement priorities, 10 institutions and infrastructure for real and meaningful change and yesterday she said that they made 400 promises in their manifesto.” He added that the people would no longer fall prey to such politics of subterfuge. “Well I’m here to say that no longer will these false promises work.
The truth is that had I not called the PDM out to account in my article in the Weekly News in November and early December my guess is that the premier would not have come three weeks after the anniversary of the election and addressed the people.” In his article submitted to the Weekly News, Misick said the PDM Government is sleepwalking into the second half of its four year mandate. He said the PDM administration has broken just about every promise in its 2016 manifesto, especially those it promised to deliver within the first 100 days in office. In his article, he called on the PDM administration to show respect for the electorate, admit its failures, explain why and apologise for those broken promises to date. Misick asserted that the premier’s mid-term report was merely a rebuttal to his article. “Understandably we are in this place where we are now because in the heat of the moment and after a
A sloop with 53 illegal migrants from Haiti was detected in TCI waters
Second sloop captured this year A SLOOP carrying 53 illegal migrants from Haiti was intercepted in TCI waters on Sunday evening (January 6) in a joint agency operation. According to a statement from the Royal Turks and Caicos Islands Police Force, the illegal vessel was detected by the Coastal
Radar System. It was successfully intercepted on Sunday at about 8.30pm by the Marine Branch Unit. The unit’s motor vessel Sea Pursuit towed in the 34 foot wooden boat which had 46 men, six women and one child onboard. The detainees were taken to
South Dock Port and handed over to Task Force members who escorted them to the Detention Centre for processing and repatriation. Reports of an undetected sloop landing in Blue Hills over the weekend are being investigated, police have confirmed.

Premier lists Government successes and plans in midterm report PREMIER Sharlene Cartwright Robinson took to the airwaves on Monday (January 7) to read her midterm report to the people of the Turks and Caicos Islands. In it she spoke proudly of the Government’s accomplishments over the past two years and detailed upcoming plans for the territory over the remainder of her term. Among the topics she covered were crime, jobs, youth development, education, healthcare, sports and agriculture. The People’s Democratic Movement (PDM) led by Cartwright Robinson has held the position of Government since the general elections of December 2016. For the four years prior, Dr Rufus Ewing of the Progressive National Party (PNP) was premier of the TCI. Below is the text of Premier Sharlene Cartwright Robinson’s midterm address: POLICING AND CRIME “Policing and crime remain a priority for my Government and we are pleased to report that the 12 point crime plan is very much alive and being realised where we have jurisdiction. “On coming to office, we committed to the police that any
legislation needed to support its work will be prioritised and we have not seen any legislation come forward as yet and we stand ready to fulfil our commitments. “Nonetheless, I am pleased to report that we have given the police priority funding in our two budgets - in our first budget passed in March 2017, after three months in office, we provided much needed resources for the police. “This included $1.1 million for new cars, which we are told are now on the way to being completed, an initial $900,000 for CCTV project support, 20 new police officers, the purchase of a building at a cost of $1 million for the police in Providenciales. “In year two, we provided an additional $3 million for the police plane, a further $1.6 million for support to the CCTV programme, bringing my Government’s investment in the CCTV programme to $2.5 million in two years.” CHANCE FOR CHANGE PROGRAMME “The Chance for Change, already approved, when launched will aid ex-offenders in finding jobs and getting the support needed in order to successfully re-enter society,
we have provided the courts with requested resources in our efforts to support a swift and fair justice system. “We are committed to building a purpose-built court complex and a remand centre here in Providenciales.” JOBS AND ECONOMY “We continue to encourage residents to register with the Labour Department and my Government held a record-breaking number of registration drives to register those that are unemployed so that we can aid in job placements when labour clearances are requested. “The completion of the skills audit has assisted the Government in identifying areas where work permits are not needed and likewise providing guidance in areas where the skills are low and non-existent in the Turks and Caicos. “We will continue to resource the Labour Department so that they can even more effectively carry out their jobs. “My Government has set a new vision for the economy of the Turks and Caicos Islands. By crafting a new Investment Policy, the last policy having been crafted by the interim administration, we believe

that a more modern policy with wider stakeholder participation is warranted and we are grateful to those who assisted us in the realisation of this critical policy. “This policy seeks to diversifying the economy, promote the nation’s capital to ensure our people are greater participants including benefactors in the economy and to provide incentives with a clear process for Government support and development. “My Government also for the first time in this country’s history created
a refurbishment policy that provided incentives to existing businesses in the tourism sector and we continue to finalise a more comprehensive tourism concession policy that will provide further support to existing businesses.” YOUTH DEVELOPMENT “Our Government continues its visiting tours with our youths and our pursuit to craft a youth policy in partnership with this demographic. “The areas to be included are the encouragement of new areas of studies under the scholarship programme, sports participation, business opportunities, job placements programmes, informal apprenticeship programmes (which is now being formalised), opportunities for reform and rehabilitation and other programmes that are proving life changing.” EDUCATION TRANSFORMATION AND TRAINING “I am excited at the great strides being made in the areas of education and training. “We have already widened the scholarship opportunities in countries for studies, we have completed and continued works in our pursuit to modernise the curriculum in our schools and we are on our way to rebuilding and modernising most of our school buildings with tenders closing on several and several more about to go out shortly. “Teachers continue to benefit from

THREE YEARS OF SIPT TRIAL Another year has come to a close, but the Special Investigation and Prosecution Team (SIPT)’s trial of former Government ministers and others continues. The trial, which began December 18, 2015, has marked its three year anniversary and there is no indication of when it will be coming to a close. Successive Governments have bemoaned its cost to the territory and the need for that cost to be shared with the United Kingdom. What are your thoughts?
Many elements
There are three striking features to this SIPT drama of a trial. First, there was a very big fish, so big, that neither entanglement nor the best British prosecutors could either catch nor openly and logically implicate. Second, the retrospective jury abolition for this trial was in principle and procedure wrong and unfair. Thirdly, the evidence against the other fishes caught is overwhelming and no sensible defence lawyer would ever call a witness to further entangle those who were caught. All to say that the British government is complicit in the dereliction of oversight duty and in the collective financial punishment
which it has inflicted on the vast majority of honest people in the TCI. Meanwhile simultaneously enriching defence lawyers for doing no more or less than stringing out, sitting in and at the end of the making vacuous speeches in a trial where guilt has, via documentary and other evidence, been well established.
A massive scam
This SIPT process was never meant to be a genuine law enforcement one but really one to get rid of certain TC Islanders and to take the country from its people, which is evident. Hallmarks of this include allegations that certain SIPT investigators were deliberately telling people that they have been ordered
by the British not to touch certain people, especially those who have paid millions in bribes. The paper trail treks back to them but none of those persons were ever charged or questioned. Yet in racist tradition only former native TCI ministers are being prosecuted and alas, persecuted. Their innocence is not at issue, yet we must ask, were they set up? In the heat of the interim government, the SIPT process, TCI Bank’s endless liquidation, somehow these are connected. We see a plot to share the best of the wealth of the TCI to the outsiders while natives slide and lose ground. There is a hospital project that the SIPT, despite the allegations, cannot seem to touch. There is the 2,500 acres at Juniper Hole, Middle Caicos worth $450 million yet mortgaged for $7 million that no one can open the book on. What happened to the $20 million taken from NIS funds to set up TCI Bank, yet it cannot seem to be investigated or touched. Lawyers came to work on the SIPT trials but are now allowed to get work permits and stay. Somehow this is not how the gravy train is to be. Completely wrong. If you cannot arrest and charge those that gave the bribes, where is the morality and right to charge those that were silly enough to take the bribes? The UK needs to pay because this is their plot, their plan and all can see it was a massive scam.
Injustice
The testimony of 200 plus witnesses has gone almost unreported in the media. This has lowered public awareness. Lawyers love assignments where they are paid for their time and expenses. British lawyers love assignments in the warm beautiful TCI.
Not one PDM politician has been looked at in this huge scandal. Yet the British oversight group punishes the PDM Government with increased oversight. The Brits are now using their lawyers to raise their level of milking the TCI economy. They failed at oversight from 2003 to 2009 and now fail to provide swift and appropriate justice. At the end of the day Canadian FortisTCI and InterHealth Canada are clearly taking millions more than the British lawyers. This also is injustice.
Wasted money
All that money wasted and the poor man is still suffering to make ends meet. They will not leave until they bleed the TCI dry.
A virtual joke
What has and is taking place with these SIPT trials was and is an absolute disgrace. The British government and local diaspora of British persons must be absolutely ashamed of themselves. After 2008, the start of the investigation process into the former PNP Government, lawyers and ministers, to now, 2018, ten years, it has become a virtual and practical joke. Knowing what we knew and know, we cannot plead for the innocence of the former ministers, but we can plead for relief against the strategic taking of our country. They preyed on their vulnerabilities of greed, lust for power and immaturity so the British in their quest to take the Turks and Caicos Islands from the native TCI population sat there, empowered the former PNP regime, blessed any act of corruption, stated publicly, former UK Minister Meg Munn: “There’s no evidence of corruption in the Turks and Caicos Islands.” All this was said while they were hatching a plot to create the scenario of ultimate autocracy, allowing ministers to sell Crown land en masse, accept bribes, whilst maintaining the patina that all was well. There is now little Crown land left for the natives. n the aftermath of the interim government, the new constitution, the SIPT charade we have a newly reordered society where it is now planned that TC Islanders will now for the future, sit at the bottom of the social and economic ladder, at the feet of all other nationalities.

training, our college in Grand Turk is receiving a facelift, while we settle financing for the already costed first stage of the purpose-built campus in Providenciales. “We continue the access to education revolution, a soon to be introduced satellite campus where persons outside Grand Turk and Provo can benefit from the college programme online. “We have already launched the already approved UWI open campus programme. “The full implementation of the alternative Education Policy is being realised and the continued implementation of the Special Needs Policy will continue to make a difference in the lives of those affected in this era. “We have already concluded a tour of a regional tertiary trade/ vocational school and have built an alliance to move quickly forward on the introduction of same here in the TCI.” HEALTHCARE, SPORTS AND AGRICULTURE “We have improved access to healthcare and strengthened our primary healthcare services and we continue to realise new ways to fulfil our promise to make health affordable and accessible. “A review of the InterHealth contract remains ongoing and much strides have been made in this area, much needed research and data will help to inform critical policies going forward. “The National Health
Insurance Board has seen a comprehensive review and has already benefited from a restructuring. “The long overdue actuarial report was commissioned by my Government and the findings will be shared publicly soon. “Government has made the strategic decision to return sports to the Ministry of Health and we are pleased with the accomplishments realised in our short term in office. “A modern approach to sports has been contained in a Sports Policy already approved and major strides in the realisation of the 10 point sports plan. “My Government has already agreed to the reintroduction of the Sports Commission, which will be critical to the continued development of sports. “We are pleased with my Government’s achievements in the area of agriculture, crafting the first ever agriculture policy and implementation plan, of holding regular engagements with farmers to assist in their needs, exposing farmers to overseas operations and training, and creating market for locally grown products among other achievements. “Land will shortly be earmarked for agricultural practice across the Turks and Caicos Islands.” The second half of the premier’s address will be published in next week’s edition of the Weekly News.
TRAGEDY struck late Sunday evening (January 6) on the roadways of Providenciales, claiming the life of a young Grand Turk resident and leaving a family in mourning. Dead is 21-year-old Weke Dorvil, who video footage showed had crashed his car into a pole on Lower Bight Road sometime after 10pm. He was pronounced dead at the scene by EMT personnel when they responded to the call.
Police are investigating the exact cause of the crash. Dorvil was at the time driving a white Mercury Grand Marquis car, which reports said he had recently purchased in Grand Turk and shipped over to Providenciales. Condolences poured in over social media following the news of the young man’s untimely demise. One poster stated: “Oh Man Weke. I feel sad knowing that you are no longer here with us, but you’ll

always be in my heart, you were a great person, and great classmate. I feel very sad I still can’t believe it, I hope that God has you in a better place…” Dorvil, who is of Haitian descent, was a student at the Turks and Caicos Islands Community College. Youths ask the premier questions at Beaches Turks and Caicos
Premier talks to TCI’s young people BY OLIVIA ROSE CHILDREN and young adults engaged Premier Sharlene Cartwright Robinson on social, health, economic and educational issues last week. The ‘ASKPremier’ event was coordinated by the Office of the Premier and took place at the Beaches Turks and Caicos in Providenciales on Friday, January 4. During the forum, the premier underscored the importance of young people and applauded them for voicing their concerns on the issues that affect them. She reassured them that their welfare remains a priority to her administration. SPORTS, CULTURE, ARTS Cartwright Robinson spoke to attendees about the work the Government has done to advance sports, culture and arts in the TCI. “In terms of sports we are excited that we have passed what we know to be the first comprehensive Sports Policy. It was done together with all of the sporting bodies,” she said. “It has incentives for athletes and it introduces sports scholarships, so that is exciting for the athletes.” She said the Government has already identified pieces of land on each island for the development of sports facilities and hopes to have those applications go to the Crown Land Advisory Panel. “We’ve identified land and in Grand Turk. We actually have two pieces, one is on the south side of the island and the other is in the community college. “The sports centre, Downtown
- we’ve done some great works to it. The lighting is back and that is going to be transformed to a highperformance sports centre.” Turning her attention to culture and arts, the premier said that significant effort has been placed on preserving the history and heritage of the Islands. She highlighted the tremendous work undertaken by the Culture Department to commemorate last year’s National Heritage Month which was observed in October. “We are currently working on a Culture Policy that pulls a whole lot of initiatives together that gives us a direction in that area. “You will see it from the formal institutions, to just moving around and speaking to the older persons to understand and appreciate who we are. So, we’re doing some great work in the area of culture. “And of course arts will be introduced in the schools and the Culture Department will also be helping with the Youth Department together with the Ministry of Education.” One of the attendees, a high school student, questioned the premier on what specifically is being done in the TCI to ensure arts is incorporated into the overall learning experience. The premier in her response said: “I do not believe that people have to leave home in order to make a name for themselves. “The world is a very small place now with the internet. I do believe travel is wonderful because it broadens your horizon. “Arts is very, very vast and if I’m not mistaken I’m sure arts was added even to the scholarships policy this

year as a new area for persons who want to study the different areas. “Any policy that will come will allow us to provide opportunities in studies, or opportunities to showcase their talents here at home.” She said that shortly she will be meeting with musicians to make sure that they have an opportunity to grow and be exposed in this industry. “The Tourist Board has already prepared a paper for us to establish a film industry and we’re actually going to be producing a film here next year focusing on the oceans and they’re looking for a member of the Royal family to actually come and be the patron for it. “In terms of dance and theatre that is something that we are hoping to move very quickly on and it was showcased during the month of culture.” “Our young people have the opportunity now, if they want to train in those areas, if they want to broaden their horizons they now have that opportunity through scholarships.” JOB CREATION AND ENTREPRENEURSHIP Other attendees asked about the economic and social dynamics of the territory and how youths can become more actively involved in the territory’s growth and development. Turning her attention to job creation and entrepreneurship, Cartwright Robinson acknowledged that even though unemployment is an issue in the TCI, youths have to become more proactive in their pursuit of gainful employment. “The first problem we have in Turks and Caicos is that we don’t know in the system that you are unemployed. “So I’m starting off now and making a plug for the deputy premier who ran 18 summer registration drives throughout the communities in all the islands in the Turks and Caicos geared at you, young people who just came out of high school. “He did it that time so all of you could register and he got a little more than a hundred people to register as unemployed. “When you’re registered as unemployed and someone sends in for labour clearance they look and see what they have in their banks as
unemployed and match those skills. “If you’re not in there you’re not being considered. If you’re unemployed you can’t stay at home and say that I'm unemployed, the system needs to know you’re unemployed.” She added that the Government is in the process of creating a job bank where unemployed people can post resumes and see which jobs are available. During the forum, youths also spoke about the environment, the tourism sector, crime, national and
community development through innovation and a myriad of issues affecting their livelihood. In an invited comment, an official from the Office of the Premier said: “This forum is a demonstration of the importance that the administration is assigning to the youth population in this country. “We have to get them involved; we have to be aware of the issues that are affecting them and most of all recognise the important role they play in society at this moment.”
Attempted robbery at Blue Hills gas station and convenience store A LOCKED door thwarted would-be robbers when they attempted to enter a Millennium Highway gas station on Thursday, January 3. The incident took place at about 8.50pm, when two men armed with guns appeared from among some bushes near the gas station, snuck up on the pump attendant, demanded cash and firing off their gun. A second attendant, who was safely ensconced in the building,
heard the gunshots from outside, locked the doors and called 911. The robbers tried to enter the gas station but were unsuccessful. They were described as slim built, dark complexion, with white T-shirts covering their faces. No one was injured. Police said the armed men, who had escaped on foot, also tried to the rob the neighbouring convenience store, but were again unsuccessful.
Bandits rob yet another resident of their car ANOTHER gunpoint robbery of a vehicle in Providenciales has police hunting for the perpetrators. The latest incident occurred on Thursday, January 3, sometime around 10pm at Residence Yard. The victim reported to police that two men, one armed with a gun, approached him while he was in the Yard, and demanded his white Toyota car, licence
plate unknown. The victim described the criminals as slim built, medium height, dark-skinned and dressed in dark-coloured clothing with long sleeved hooded jackets. The gunman reportedly fired one round of ammunition into the air before driving away in the stolen vehicle. The car was later recovered at Miracle Close in Blue Hills.

Cop on rape trial first for 2019 SUSPENDED cop Anthony Skippings is the first defendant to stand trial for the new year. The police officer is defending himself against allegations that he sodomised a young male child and then attempted to sway the outcome of the investigations into the allegations (date not specified). He is formally charged with rape, indecent assault and attempting to pervert the course of justice. The trial began in Grand Turk Supreme Court on January 7 and is expected to run through to January 11. Judge Shiraz Aziz is presiding
over the case and Skippings is being represented by attorney Oliver Smith. As a result of the weeks of investigations into the allegations of serious sexual assault, on March 16, 2018, police administration first placed Skippings on administrative leave. On March 20, 2018, investigators formally charged the constable with the aforementioned crimes, and RTCIPF then formally suspended him from active duty. Skippings was granted an undisclosed amount of bail by a Grand Turk judge.
Drive-by shooting murder accused to face court soon OVER the past week, Justice Shiraz Aziz heard submissions from counsels for the Crown and the defence on the trial readiness of accused killer Joseph ‘Joey’ Williams. Williams is being represented by attorney Oliver Smith. In June, last year, the 28-year-old accused was officially charged with the murder of a Haitian national in Lower Bight, Providenciales. At about 12 midnight on June 3, police responded to a 911 report of a shooting outside a local bar in the Bight. Upon arrival, they discovered a
man lying lifeless on the ground. He was pronounced dead at the scene. Eyewitnesses reported to police that a vehicle had driven up outside the bar and opened fire on people gathered there. The deceased man was gunned down in the hail of bullets, while another man was injured. Williams was first arrested on suspicion of murder by officers on June 3. He later appeared in the Magistrate’s Court on June 14, charged with murder, discharging a firearm and discharging ammunition.
Two arrested for suspected attempted murder of man and woman DETECTIVES in Providenciales have arrested two men in connection with a double shooting that took place at Pirate’s Den in Downtown Providenciales last Friday morning, January 4. The men - name not disclosed yet - are aged 20 and 31-yearsold. The men have not been charged yet, but are being held on suspicion of attempted murder of the man and woman that were injured in the incident. Police said the men are assisting them in their investigations. According to 911 central, at 12.27 am last Friday morning, they received reports of shots fired at the location, also known as ‘Five Dollar Bar’, located on
Aviation Drive. Officers responded to the scene where they met a 37-yearold woman with a gunshot wound. The victim was attended to by paramedics and taken to the hospital for further medical attention. A second victim was also taken to the hospital. Police said a 32-year-old man who received two gunshot wounds reported to police that he was shot while running to safety. Police are asking anyone with any information that can assist investigators with this incident, to contact Chalk Sound Police Station on 338-5901 or 9418082, or anonymously call Crime Stoppers on 1-800-8477.
Police warn of business email impersonation scams PEOPLE must think carefully before sharing personal details online as scams involving spoofed email addresses are on the rise, police warned on Wednesday (January 9). In a news release, the Royal Turks and Caicos Islands Police Force (RTCIPF) revealed that over the past four years there has been a major increase in internet fraud incidents. The force said there have been two ways identified in which the fraudsters are able to carry out their schemes. In many of the cases, the scammers are believed to have hacked into either the email accounts of the victims or their suppliers to monitor their email correspondence. The police said: “The fraudsters would send phishing emails to persons purporting to be from local banks here on the island, asking them to update their online banking information. “They would ask that the customer provide the current user ID and password along with their new ID and password.” Unsuspecting customers often respond to the fraudulent emails believing they are on the banks’ website thereby compromising their account information, the statement said. Now having access to the customer account, the fraudster would then send similar phishing emails to other customers of the same bank, either using email or
Facebook, offering employment to evaluate the effectiveness of money transmitters operating in the TCI. However, in order to do so, the second customer would need to provide their bank account details to the prospective employer. “Now armed with the online details of the first customer, the fraudsters would transfer funds from the first to the second account to have the funds wired by the second customer to various countries around the world,” police said. The RTCIPF has cautioned the public to be wary about receiving such employment offers as they will only enable criminals to commit crimes. “Persons should never respond to emails purporting to be from your bank asking to update your online banking information,” the release stated. “Banks would never ask you to update your online information as this is solely your discretion. If uncertain please contact your local bank.” Equally as troubling, local police have also noticed that fraudsters are intercepting email communications of people in the TCI who are wiring funds to businesses or individuals. “Having done so they would create an email address identical to one the individual in the TCI has been communicating with in an effort to control all future communications. “The fraudsters would then direct
the individuals in the TCI to wire the funds to a different location than that which was first agreed. “This can and has resulted in substantial loss to customers in the TCI.” Police are urging the public and businesses to pay particular attention to the email address that is directing them under these circumstances and not to wire funds unless the intended recipient of the funds is contacted by phone and details are confirmed. “Carefully examine the email address that is instructing you to wire the funds - the slightest of change from the original email is a red flag. “Residents are also reminded to be very careful when making purchases online especially when the person or business advertising the item/s for sale is asking for the funds to be sent to a different location from which the item/s are located or would be shipped.” Telephone conversations and other verification process are crucial in order to prevent loss, police reminded. The Financial Crimes Unit has in the past investigated instances of people being subject to crime on the internet. Many of the scams on the rise in the TCI and the Caribbean at large involve investments in cryptocurrencies, such as bitcoin, where the company involved offers good returns for minimal investment. Local courts overrun with criminal proceedings at beginning of 2019 IN COURTS around the territory, magistrates and judges are dealing with some very full dockets in the first week of the new year. Among the many serious criminal matters listed for the Chief Justice Margaret Ramsay-Hale at the start of the year is that of a bail hearing for the 13-year-old school boy, who this publication reported on last week. The child, a student of the Long Bay High School, pleaded guilty to several counts of robberies just before the year ended. His guilty plea ensured that he would spent the beginning of the new year behind bars in the Grand Turk penitentiary on remand. Her ladyship will be sentencing Stanley Simlett for the sexual assault of a minor very soon. Also before resident Magistrate Jolyon Hatmin, is suspended police sergeant Ashley Barnett on a drunk driving charge. Barnett was the second person to be arrested and charged under the
new drink driving law which came into effect on July 1, 2018. The 50-year-old officer attached to the Criminal Investigation Division of the police force was granted bail after being charged with driving while under the influence. He is currently fighting the charge. Three other defendants are also facing DUI related charges before magistrate Hatmin Felipe Rigby is charged with failing to provide a breath specimen to police for testing, Waldo Adrian Moore is charged with resisting arrest and failing to provide a specimen of breath, and Peterlin Pierre Fils is before the court for driving a motor vehicle with an alcohol concentration above the prescribed limit. Hatmin is also set to hear a case involving Johan Feliz, who is accused of assault and using indecent language towards a police officer. He is also charged with resisting arrest. Among the slew of cases listed for Chief Magistrate Tanya Lobban-
Jackson for this past week was that of suspended or ex-police officer Clary Morency for unlawful possession of a controlled drug. The drug was discovered in Morency’s possession while police were conducting a search of his residence on November 18, 2016, in relation to another crime. That crime was the Sunny Foods robbery and shooting on April 10, 2016, for which three men are now convicted of conspiring to commit. During the search, police found a quantity of marijuana in the defendant’s police issued bullet proof vest. It was reported at the time that the drugs were allegedly taken from a suspect the officer had arrested prior to the search of his home. Also before the chief magistrate this past week was Daron Nayton. He is yet another motorist charged with failing to provide a specimen of breath to police officers for breath testing.

Complex international outlook reinforces the need for regional integration ON NEW Year’s Day, Jair Bolsonaro, Brazil’s new neo-conservative president took office. Populist, avowedly anticommunist, strongly pro-business, and not enamoured with Mercosur, his approach to foreign policy shows every sign of polarising an already divided hemisphere. He has expressed strongly held views on Venezuela and Cuba, wants to weaken the climate change accord, has said that he will seek a reduction in Chinese influence though investment, and makes clear that he sees Brazil as Washington’s principal strategic partner in the Americas. His recent talks with the US secretary of state, Mike Pompeo and John Bolton, the US national security adviser, pave the way for an early invitation to a meeting with president Trump at the White House. In an indication of where this may lead, a US State Department media briefing just before Mr Pompeo and president Bolsonaro met on January 2 in Brasilia said that they would discuss “efforts to defend and promote democracy and human rights in Venezuela, Nicaragua, and Cuba”. the basis of anonymity said that “the United States intends to work with Brazil to support the people in these countries who are struggling to live in freedom against these repressive regimes” and noted that the exchanges would focus on “China and China’s predatory trade and lending practices”. The implication is that new northsouth ideological alliances are about to be encouraged by Washington, requiring the Caribbean and all other states in the Americas to indicate where they stand. Although yet to be spelt out, it is likely that the Trump administration will seek to create coalitions of the willing under an ‘America First’ umbrella. This may seek to isolate Venezuela and discourage investment in Cuba; level the playing field for trade for US goods and services; establish
a bigger role for sanctions; curtail support for countries that repeatedly vote against or take actions counter to US interests; and see policies developed that try to offset China’s now substantial engagement in the Americas. These are developments that beg the question as to how a unified Caribbean should respond, not least because an equally rapid change is coming in the political environment in Europe. In March 2019, the UK government will, if its parliament agrees, begin a two-year process of detaching Britain from the European Union (EU). If it does so the UK and Cariforum will agree trade access equivalent to that granted under the EU-Cariforum Economic Partnership Agreement. However, the region will lose its supportive voice in EU decision
making just as the political centre gravity in the EU 27 is changing. In most European states, far right and populist groups have been making substantial headway. Marginalised voters, angry with establishment politics and elites and concerned about migration, have elected increasing numbers of populists and nationalists. This has resulted in the rise of parties and governments prepared to challenge EU values, encourage xenophobia, and allow racism to reenter the main stream of European politics. This is happening as the influence of the leaders of France and Germany, Europe’s principal liberal integrationists, is waning, and Eurosceptic prime ministers in Italy, Austria and the post-communist states have begun to challenge EU orthodoxy on issues that range from judicial independence and migration to Eurozone budgetary constraints. The implications of this will become clear in late May when voters in the EU27 elect 705 members to the European parliament. Most polls suggest that a large loosely aligned cooperative of radical right wing parties could emerge to challenge the current liberal status quo that has existed for more than
20 years between the centre left and centre right when it comes to Europe’s direction and values. Whether nationalists and populists have enough in common to sustain any long term political alliance for long is unclear, but their expected numbers in the parliament will likely advance EU reform and certainly influence future thinking about the budget, international agreements, and development cooperation. More immediately, the new parliament will play a central role in the appointment of a new College of Commissioners, the senior political figures who direct the European Commission, the bureaucracy, which delivers EU policy and regulations. They will also influence the appointment of the presidency of the council, the choice of the next EU high representative (foreign minister), and other positions due to change this year. Whether the Caribbean can maintain a semblance of foreign policy coherence in the face of change in the hemisphere and in Europe is far from certain. The region is divided over Venezuela and sanctions, without exception desires the full normalisation of relations with CONTINUED

In the 20th century, motion pictures and television were leading medias. Daily newspapers now disappear from the landscape of the world’s largest economy, the USA. Cigarette companies paid the movie industry to promote their product - tobacco. In every movie from the 1930s through the late 1900s cigarettes were seen in the hands of every actor and actress. Cigarettes became the symbol of maturity. A cigarette pack rolled up in the sleeve of tee shirts was the ‘thing’ for young American men. When the USA government prevented advertisement of this

cancer source, movies and television lost a big source of income. Now American media promotes the ‘Great Society’ as the way to go. Unfortunately, the Great Society has already failed. Massive government debt is running away despite over taxation. Crime and drugs have replaced the American dream of a modern family where children have employment incentives that provide a better family living situation than their parents.
Today children do not marry, they temporarily ‘shack up’. In the TCI and the USA politics have engaged the media to promote government socialisation as progressive ethics of modern society. The real truth is that both countries have lost track of the reasons for having a government. To begin with, a country is defined by its borders and its ability to defend them. The USA is being overrun by the citizens of middle and south
America. No one leaves the USA. Meanwhile born Americans have zero population growth while immigrants have swelled the population from 110 million in 1950 to 330 million, one lifetime later. In the TCI natives are leaving as the society of 2003-2016 discouraged both young and old. Young leave for employment and seniors for genuine healthcare. The TCI population has not grown but has shifted as immigrant children now populate the schools. Both countries have lost control of their borders. The economy of the USA has shifted from a value-added manufacturing economy with all raw materials, labour and cheap energy at hand to a heavily borrowed mess. You cannot allow imports to exceed exports for decades without eventual bankruptcy. The economy of the TCI was built on visitors enjoying our ‘beautiful by
nature’. Now we build 12 story buildings that mimic the concrete landscape of Miami Beach. The natural green habitats of North and Middle Caicos now bleed population. The progressive government of the recent past has allowed our private power and private health group to send multi-millions per year to Canada where our USA dollar is worth 30 percent more than weak Canadian dollars. The Canadian dollar pictures our queen. The USA dollar pictures US president Washington. In the TCI, the name Washington signals business/political failure. Remember progressiveness truth has top leaders passing out gold goodies to close cronies with the glare and movement of a false eye, while real truth and progress is somewhere else to be found.

Let’s free ourselves
Dear Editor, The political saga in the Turks and Caicos Islands goes on. A mid-term report by a clueless government, a necessary rebuttal by the Opposition which was the previous failing government only two years ago, and the miserable, depressed, deprived lives of our exploited Turks and Caicos Islanders rumbles on. The same hum drum political rhetoric that has become the norm, designed to appease their political base, knowing that it’s either one or the other of the two failed political parties that will be awarded the distinguished privilege of governing our country at the next election. Our boxed in minds refuse to escape the psychological political stronghold that has not allowed us to think out of the box and beyond the tentacles of the two established, traditional parties, not allowing you to choose a third party or competent independents who have their country’s and people’s interests at heart. People who have the knowhow, the courage and the credibility to secure a modern, democratic and workable constitution from the British. Representatives who have the vision of progressive diversity and the innate, exuberant urge to promote, represent and empower our TCI people. Leaders that would unite the private sector and race factions in our Islands, politicians who would embrace the outcast and rejected who have been sidelined and relegated to under the tree, on the wall, in the barrooms. We need unity! There are brilliant minds out there, businessmen, clergy, civil

Cuba, and is unlikely to achieve a consensus on the significance of China’s future role for as long as some nations continue recognise Taiwan. The implication is that external pressures may cause further interregional fragmentation and that nations will be faced with the unwelcome dilemma of choosing between friends. It suggests also that over time the region may have to consider new forms of non-alignment, perhaps within the ACP or some other grouping, or alternatively may simply gamble that by doing very little it can wait it out until January 2021 in the hope there will be a new incumbent in the White House. servants, regular working people, inspired youths, supporters of both established parties and the People’s Democratic Alliance (PDA). Moreover, though not many, there are still a few serving politicians from both sides that have not been compromised. We need to come together as one and support a new inspired entity and save what’s left of our country, an entity that is not entangled in witchcraft and controlled by special interest groups that buy elections and the resulting Government. We need a group of caring Turks and Caicos Islanders that are focused on our country’s interests and not their own or that of their party. My people, let’s free ourselves from the mental slavery imposed on us not only by the British, but by our own black, native Turks and Caicos Islands politicians. We deserve better, but it’s up to us! We hold the keys to our freedom and our progress. That single, free vote that we have squandered, sold and given away for too many years for the wrong reasons, just like that. For God’s sake, for our country’s sake, for our people’s sake and for our children’s sake, let’s free ourselves, unite and do the right thing. Elections are not as far as they seem.
policy response this complex outlook reinforces the urgency of undertaking and implementing rapidly the steps heads of government agreed to in December: that is, to deliver many of the missing components of the Caribbean Single Market and Economy in order to create greater regional economic coherence and unity. 2019 has the makings of a year in which international relations will require skill and leadership if the Caribbean is to retain its integrity. If progress is not made in consolidating regional integration, individual nations could well find themselves suborned by the rapidly changing policies and priorities of others.

THE CELEBRATION of the new law year saw the Chief Justice acknowledging those from the Turks and Caicos Islands legal community who left during the past year and those who were welcomed into the judicial fold as the year came to a close. The annual celebration was hosted in Providenciales on Wednesday (January 9), with a church service at St Monica’s Anglican Church, followed by the inspection of the guard and speeches at the Supreme Court annex. Among the attendees were Deputy Governor Anya Williams, Premier Sharlene Cartwright Robinson, Chief Justice Margaret Ramsay-Hale, Justice Shiraz Aziz, Commissioner of Police James Smith, other RTCIPF senior ranks, magistrates, legal luminaries and other members of the local bar. Presenting her annual report of the TCI judiciary, Ramsay-Hale first acknowledged a recent tragedy that struck the family of the Chief Magistrate, Tanya Lobban-Jackson. “In 2018, our family lost a member in the person of Andrew Jackson, the late husband of our Chief Magistrate, Her Honour Mrs Tanya Lobban- Jackson. “His passing in December, on the eve of the Christmas season, while he was travelling to join her and their boys in Jamaica to celebrate Christmas with family was unexpected and, in the circumstances, tragic. “Andrew was a wonderful friend, son, father and husband. He was a frequent sight at the courthouse, often bringing lunch for his wife so she could continue working without distraction. “I take this opportunity to publicly acknowledge the passing of a truly wonderful human being and to convey the judicial administration’s sincere condolences to the chief magistrate on her indescribable loss.” Another loss, this time in the form of retirement, was that of Justice Joan Joyner who retired from the Supreme Court Bench after some seven years in December 2018. Justice Joyner was appointed to the Supreme Court in December 2011, as a puisne judge, capping a long career on the TCI Bench where she also served as both magistrate and as chief magistrate. “Her acquaintance with the Islands began, however, much earlier than that as some of you might remember, as the learned judge was also a senior crown counsel when responsibility for criminal prosecutions still fell to the attorney general,” Ramsay-Hale said. “At a private ceremony in her courtroom to mark her retirement,

Mrs Justice Joyner was lauded by staff who had worked with her in the Magistrates Court and in the Supreme Court for the training and guidance she gave them for which they expressed deep appreciation. “Instances of the goodly judge’s no-nonsense approach to the business of judging and the management of her court were shared to the delight of all present and quite a few tears were shed. “On behalf of all members of the judicial administration, I join the attorney general and the other speakers this morning in thanking her for her service to these Islands and wishing her well in retirement.” The Chief Justice also acknowledged the newest addition to the local bench, that of Justice Shiraz Aziz, who joined the TCI judiciary in April 2018 after serving as presiding criminal judge in the Grenada High Court. “He brings with him a wealth of experience as a leading junior at the English Bar, with experience of practice in the West Indies. “He attended Hugh Wooding Law School in the country of his birth and completed the course for admission to the Trinidad and Tobago Bar. “He has wide experience in training judges and has led training workshops throughout the Caribbean and beyond,” she added. FUTURE PLANS Speaking to the future plans of the TCI court, Ramsay-Hale observed that while her chambers are no longer within the umbrella of the now renamed ‘Law Courts’, there is hope that in the new financial year all the courts will take up temporary residence in one premises. “That is now our most urgent goal. We are presently bursting at the seams and we look forward to a day in the not too distant future when we will be housed in a purpose built judicial complex.” She expressed thanks to the premier for her recently announced commitment to the development of a purpose-built court complex. “I note too her stated commitment to the construction of a remand centre on Provo. This is a priority for the more efficient trial of persons
who are on remand as such trials are currently subject to delay for the reason that flights are delayed or that the prison has no tickets.” She said this would also relieve the burden on the prison of housing remand prisoners and will shorten trial times. “I would say a word of thanks to the director of the prison and the commissioner of police who have strived to make arrangements to house and secure prisoners on remand in Provo for their trials, as we are well aware of their constraints in terms of manpower and the physical infrastructure to house prisoners.” Commenting on the premier’s statements about the need for initiatives for the rehabilitation of offenders, the chief justice urged the Government to also implement initiatives to stop people going into the prison in the first place. “Not enough attention is being paid to children who are at risk and/ or in conflict with the law. “The default position remains to exclude them from school but I ask, to what end? These children end up with no education, prepared only for a life of crime.” She stated that a notable feature of children who are in conflict with the law is the feeling that they ‘don’t belong’. “Excluding them from school and from the company of their peers only enforces that feeling of not belonging to the community, a feeling that the community is hostile to them and this reinforces their delinquent behaviours. “I am weary of those who blame the parents for a child’s delinquency as the casting of blame is not helpful as it doesn’t resolve the problem.” She said this attitude ignores the fact that a child or young person may have a mental illness or present some other challenge which is beyond their parents’ capacity to cope. “We can’t legislate who shall be parents and who not, but we can legislate for the care and protection of children who are at risk and provide places of safety and education and learning where they can be nurtured or at the very least, protected from their own worst impulses.” Pointing to the recent imprisonment of a 13-year-old boy, Ramsay-Hale called it unfortunate and something that should never happen. “Despite ongoing concerns, last weekend a child of 13 was taken into custody at the prison as there was noone to take up his bail. This should never happen. “If a child does not have a parent or a fit and proper person into whose care he can be remanded by a court, then Social Services must be equipped to place that child in accommodation which is fit for purpose,” she stated.

Regional tourism expert urges island nations to aim for more in 2019 BY DELANA ISLES PATRICIA Affonso-Dass, president of the Caribbean Hotel and Tourism Association (CHTA), is encouraging Caribbean tourism destinations to work together in 2019 to make the Caribbean the world’s most desirable tourism region. In a new year message to Caribbean countries, Affonso-Dass observed that while the region’s rich tourism past and its many successes have served it well, providing a sound foundation for the future, more can and should be achieved. She also professed a profound optimism about the region’s opportunities if countries learn from the past, stay clearly focused on the future and appreciate the critical importance of reinventing and improving their businesses, processes and their people. “We must be nimble, adaptable and innovative in this era of constant change.” The CHTA president said that 2018 reminded the Caribbean nations how resilient its people and industries are. A number of destinations and hotels bounced back from “unparalleled destruction” caused by the 2017 hurricanes rebuilding “smarter, better and sometimes bigger”. She added: “We got a peek into the future as over 5,000 new hotels rooms came online regionally in
2018 with over 25,000 more in the construction and planning stages. “Existing hotels continue to invest in refurbishments and introducing new services and amenities. “We witnessed an unprecedented surge in new airlift into the region, presenting more opportunities to entice travellers to our shores.” She added that investor and government confidence in the Caribbean tourism industry’s future was further buoyed as hundreds of millions of dollars were spent on upgraded and expanded airport facilities. AIM FOR MORE Affonso-Dass questioned whether more can be done to further the region’s tourism potential in 2019 and beyond. She called it an era of accelerated change when technology, competition, consumer expectations, economic and political uncertainty and climate change challenge the region’s destinations. “The ‘abundance of opportunity’ lies within ourselves,” she said. “Through our companies, destination DMOs, national hotel and tourism associations, and regional stakeholder groups like CHTA and the Caribbean Tourism Organisation, owners, operators, government partners, and individuals have an even greater capacity to positively and collectively impact tourism’s future and our bottom lines.
“How willing are we to give back in order to get back? Are we as individuals and companies taking ownership in our industry by being engaged and supportive beyond the day-to-day challenges of operating our businesses?” She noted that through a commitment to cooperation, collaboration, open communication and mutual respect much can be achieved - as Caribbean countries have all of the necessary elements in their communities, businesses, governments and destinations to excel and to lead as the world’s most desirable tourism region. “Let us in 2019 commit to recognising and developing talent wherever we see it, to critically assessing our processes in both the public and private sectors to make sure that they facilitate more than restrict, to using all means possible to inform and educate our people about the value and importance of tourism to our region and the critical role that they play in its success, and most importantly, to doing whatever we can to engender a greater sense of pride and care in our people, our environment and our region as a whole. “There is great power in the collective. As tourism stakeholders, let’s work to better harness this.” She added that with a continued spirit of giving, Caribbean countries can remove barriers to business development, advocate for policies which stimulate rather than suppress

We have to exercise strong financial management in this time,” she said during a House of Assembly. However, the decision was met with strong opposition and it was subsequently overturned. Companies working in national parks must apply for licence ALL commercial users of the TCI’s national parks must have a licence to operate there, the Government has stressed. On Monday (January 7), the Department of Environment and Coastal Resources (DECR) issued a statement reminding businesses to apply. “The DECR would like to urge all commercial users to ensure that their licences are up to date to avoid any penalties related to operating a business in a national park without a valid National Park
Licence.” The National Park Licence gives permissions for commercial activity to take place within a protected area. According to the National Parks Ordinance, the Islands’ national parks are open to the public for recreational use including camping, fishing within designated zones and sailing. PNP: New service charge amendments more of the same BY DELANA ISLES AS CONSULTATION on the amended service charge bill comes to a close this Friday (January 11), Opposition members have described the recently announced amendments as uninspired. While expressing their solicited views on the amendments, the PNP elected members were resigned to the changes being passed, while remaining steadfast in their views that the original ordinance was the sensible solution. The proposals in the amendment bill seek to, among other things, state that the employee’s statutory deductions such as NIB and NHIB required to be made from employee’s earnings will also be deducted from
the service charge. The proportion of the banking fees from credit card transactions associated with the collection of service charges only will also be deducted from the service charge. Another amendment also removes the five percent cap for the facility fee a proprietor can attach to a customer’s bill. Leader of the Opposition Hon. Washington Misick said: “It reminds me of giving in one hand and taking with the other. At the end of the day… the hospitality workers may be marginally better, but it is not going to be huge with all those deductions being taken out, added to the fact that the other free benefits in some areas would have to be reduced. “I don’t believe in taking away
uniform and taking away some of the basic things that an employer ought to provide in order to have a satisfied and well-adjusted team. “I don’t believe in that, but there are certain things that the employer may not be able to provide…” He added that there are better ways to ensure that hospitality workers benefit in more tangible ways and that is through thrift funds, credit unions or any other system that would actually empower and assist them. “But this is the PDM’s crowning glory, and there is nothing I can do or anyone else can do, so far as I’m concerned the changes for me is a non-issue. It’s whatever they want they will get,” Misick stated. Hon. Porsha Stubbs-Smith, PNP elected member for The Bight said
that evidenced in the changes and amendments the Government has made to the ordinance so far, it is obvious it does not understand the industry. “I think the Government needs to understand to let well enough alone. It is quite obvious that they don’t understand the industry, that they don’t understand tourism and if they were listening when the bill first came on the floor of the House and it was debated by the Opposition, they could have taken our advice. “We heard afterwards that our amendments never made the floor, or we never made amendments, which is untrue and incorrect.” She added that the PNP advised the Government to leave the bill alone until it has realistic amendments to bring to the House.
“These amendments that they are putting forward now, they are just going to be just like the original ones they brought to the House.” Due to the passage of the Service Charge Ordinance in September 2018, participating proprietors of hotels, restaurants and villas are required by law to apply a 10 percent service to their customers and guests’ bills, all of which was to be have been paid to their employees. The new changes mean that the promised 100 percent will now see statutory and credit card fees being applied and deducted, the remaining of which will then be paid to workers. It is expected that the new bill will take effect on February 1, provided that it is passed by the House of Assembly and published in the Gazette by that time.
Emergency Department patients to undergo triage INTERHEALTH Canada has restructured the hospitals’ Emergency Departments to create faster access to medical care and more efficient use of resources. Walk-in patients will now be required to be assessed by a triage nurse prior to visiting the Patient Services desk rather than meeting a doctor straight away. This will enable a degree of urgency to be allocated to wounds or illnesses to decide the order of treatment of a large number of patients. The new process was scheduled to begin at Cheshire Hall Medical Centre on Friday (January 11) and Cockburn Town Medical Centre on February 4. According to a press release from InterHealth Canada on Wednesday (January 9), each patient will be assigned a triage score from the Canadian Triage Acuity Scale (CTAS). This is a five level scale with level one – resuscitation - representing the most critical patients and level five non urgent - representing the least ill. Patient verification and registration will be conducted during the triage assessment. Any patient requiring urgent intervention will be accompanied to an assessment room or the Rhesus room and treatment initiated immediately. These patients will be registered during treatment. Other patients will continue to be prioritised and seen by a doctor based on the severity of their condition.

The triage nurse will direct ambulatory patients (CTAS 3) to the Patient Services desk to complete the NHIP-eligibility verification and payment process, and then wait to be seen by an emergency doctor. Non-urgent patients (CTAS 4 and 5) may be transferred to the Outpatient Department or Ministry of Health Primary Health Care clinic, which is located on the hospital property. The clinical transfer is also dependent upon the type of resources required to treat the condition. As a result, some non-urgent cases may remain in the Emergency Department. Once the Ministry of Health clinics are closed, all patients will
be registered and treated in the Emergency Department or Outpatient Department in accordance with their triage score and a payment (co-pay fee or private fees) will be applied. Payment also applies to any patient transferred to the hospital’s Outpatient Department. The hospitals’ Emergency Departments often treat cases of various seriousness, including benign conditions that can be treated by a primary care doctor, the InterHealth Canada statement said. “Patients are therefore encouraged to consider the seriousness of an illness or injury in advance and determine the most beneficial and appropriate place for care, where possible.”
Primary care clinics operated by the TCI Government Ministry of Health are primarily free of charge and are open during extended hours. Medical conditions suitable for treatment at a primary care clinic include common illnesses such as colds, the flu, earaches, sore throats, migraines, low-grade fevers, prescription refills and limited rashes. Minor injuries, such as sprains, back pain, minor cuts and burns, minor broken bones, or minor eye injuries. Patients are encouraged to visit the Primary Health Clinics directly during their opening hours. Patients should visit the Emergency Department for urgent complaints such
as trouble breathing, unresponsive and not breathing, suddenly not able to speak, see, walk or move, suddenly weak or drooping on one side of the body, sudden confusion, heavy bleeding, severe allergic reaction with trouble breathing, swelling and hives, high fever with headache and stiff neck, high fever that does not get better with medicine, poisoning or overdose of drug or alcohol and seizure. The symptoms above are not a complete, specific listing, but rather guidelines. The Ministry of Health’s primary healthcare clinics are open during the following hours: Monday to Friday, 8.30am to 9pm (closed between 12.30 and 2pm for lunch), Saturdays and public holidays, 9am to 1pm.

Criminal matters held steady in 2018, while civil suits continued to decline BY DELANA ISLES OVER the past year there were 63 criminal cases filed in the local courts, the same as the previous year, but there has been a sharp decline seen in civil suits. This was revealed by Chief Justice Margaret Ramsay-Hale during her overview of the criminal and civil courts for the past year. In addition to the 63 filed cases, 22 additional ones were added to the court’s roster for trial in 2018. Those additional cases were brought forward from the year before and some were sent back to the Supreme Court for retrial. Fifty of the 85 cases listed were disposed of in the following ways: 18 guilty pleas, 12 found guilty, 10 acquitted, 11 withdrawn or discontinued, one trial was stayed. The number of cases withdrawn or discontinued remains a concern for the courts, as it suggests that in a significant number of cases – 20 percent of matters which were committed for trial - the witnesses for the Crown did not come up to proof or were unavailable, the chief justice stated. She added: “I have an ongoing concern about the number of cases which were tried. There were two judges sitting in the criminal division of the court with each having the capacity of trying at least 40 cases over the period of 12 months and yet, between them, only 22 matters were brought on for trial.” She said that an analysis of the case files showed that in the majority of cases, trials did not proceed as scheduled as the Crown was not ready and the reason for this lack of readiness was for the most part because they did not have their witnesses. “The judiciary has taken the precaution of listing an additional matter in every week so that if one trial breaks down for any reason witnesses sick or absent, a late guilty plea - the courts can still be engaged in work, but too often neither matter is trial ready, despite assurances by counsel at the pre-trial review stage that they are ready to proceed.” Ramsay-Hale stated that this is unsatisfactory and that the judiciary is hopeful that in 2019, counsel both for the Crown and for the defence as they too are often responsible for delays - will be ready to proceed on the date fixed by the court for the trial of their matters. CIVIL AND COMMERCIAL COURT Noting that the downward trend in civil proceedings has continued over the past year, the chief justice observed that fewer proceedings begin when the economy is strong or recovering. “In the Civil and Commercial Division of the court in which I
preside, an account cannot be given in terms of how many matters went to trial and were disposed of as in the criminal courts, as the parties control the proceedings and may settle or abandon matters without reference to the court.” However, apart from the decrease in numbers noted by the registrar between 2018 and 2017, in 2016 a total of 186 cases were filed, down from 241 in 2015, 280 in 2014. “As I observed on an earlier occasion, there is a correlation between a strong economy and the number of civil suits.” The court sat in 343 hearings in 2018 and delivered 28 written decisions, 10 of which were decisions reserved from 2017. Of the decisions reserved in 2018, only two remain outstanding. “This court has set a benchmark of three months for the delivery of judgments in decisions which are reserved. “Of the 14 decisions which were reserved in 2018, only 10 were delivered within the three months target. We intend to improve on that in 2019,” she noted. DIVORCE PETITIONS FILED There were 55 divorce petitions filed in 2018, 42 of which were in person applications. This figure is an uptick from 2017, when 43 divorce petitions were before the court. A total of 54 petitions were listed for hearing in 2018, one was petition was dismissed and 38 were granted. A further 13 decrees nisi were granted in respect of petitions filed in 2017 and two in respect of petitions filed in 2016. A decree nisi is a court order that will come into force at a future date unless a particular condition is met. Unless the condition is met, the ruling becomes a decree absolute, and is binding. Of the 53 decrees absolute granted in 2018, 26 were petitions filed in 2018, 19 were petitions filed in 2017, four were petitions filed in 2016, three were petitions filed in 2015 and one was a petition filed in 2008, which was finally concluded. MAGISTRATE’S COURT Presenting the chief magistrate’s report on 2018 sittings, the chief justice noted that 2018 was a year of steady progress for the Magistrate’s Court after making a full recovery from the two hurricanes which occurred four months prior. The court in Providenciales settled into the new location at Leeward Highway and had a full year of court administration with all courts under the same roof. This, she reported, allowed for better workflow and a single location from which to serve the public. “As we moved forward to
improve the delivery of services to court users and the public at large, we partnered with the Cayman Islands in relation to staff training as well as streamlining our own systems and adopting best practices. “To this end, the chief magistrate attended the case management conference held in Florida, US and put on by the Foreign and Commonwealth Office in September of last year.” She added that in terms of output, the Magistrates Court numbers continue to improve. “However, this will not be reflected numerically this year because the statistical method has been adjusted to more accurately reflect the work of the court. “The number of charges brought against an individual in respect of a single incident spawning several charges, for example, wounding, possession of an offensive weapon, assault and disorderly conduct, all arising from a single incident are now counted as one criminal matter for the purposes of record keeping.” However, she reported that seven criminal proceedings and nine traffic proceedings were brought forward into 2018 from 2017. In Providenciales, of the 355 criminal cases which were filed, 273 were disposed of, which is a disposal rate of 77 percent. The number of traffic cases filed was 392, and 356 were disposed of, a disposal rate of 91 percent. “With the coming into effect of the offence of driving above the prescribed limit, far more persons were disqualified from driving, as against the previous year, as this is mandatory under the ordinance,” Ramsay-Hale noted. The offences of burglary, handling stolen goods and possession of control drugs continue to dominate the criminal list, she added, however, the volume and seriousness of drug cases declined compared to the previous year. The majority of drug cases involved a small amount of cannabis. There was only one case with a large amount of cannabis and this case also resulted in a cash seizure of $6,000. Marine offences, including “poaching” as well as illegal entry (sloops), also saw a decrease over the previous year. Five vessels were seized in connection with cases before the court, four were forfeited to the Crown on completion of the case and the last one is pending the outcome of the case. The chief magistrate and her colleagues also participated in the legislative review process and made contributions to the review of a number of bills including the Rehabilitation of Offenders (Amendment) Bill, Child Justice Bill, Status of Children Bill, Juvenile Courts (Amendment) Bill and the Maintenance of Children Bill.

PNP says Gov’t lacks skills to deliver on promises BY DELANA ISLES THE CARTWRIGHT Robinson administration marked its midterm in office this week, but while the ruling party espoused its position and performance thus far as strong, the Opposition has taken a rather dim view to that claim. On the heels of Premier Sharlene Cartwright Robinson’s address to the territory on Monday (January 7) members of the Opposition PNP party held their own press conference the following day to review the pronouncements made by the premier and engage the media. One of the issues raised by the Weekly News at the PNP event, was the accomplishments of the Ewing administration against the Cartwright Robinson Government to date. Both Governments followed immediately after the reinstatement of the Turks and Caicos Islands’ suspended constitution and during a time when the territory was still trying to regain economic stability. Leader of the Opposition Hon. Washington Misick said that in spite coming into office at a time of chaos - an economy in free fall and the world now fighting its way out of a financial crash - during its tenure, the Ewing Government clawed the territory out of its dismal state. It massively reduced its debt, and left the coffers healthy when they handed over the reins to the PDM on losing the December 2016 elections. “Public servants had to give up 10 percent of their pay, we had huge public debt and we stepped up to the plate, made tough decisions. Leadership is about making tough decisions. It is not easy,” he said. “But every decision that is made ought to augur towards the good of all. “Enter the PDM Government - you have debt paid, a treasury full of money, a huge public sector investment programme in terms of road construction, CCTV, all of those were programmes and projects that were approved, all they had to be was executed. “Two years later, some of them are just now being executed and some of the projects had not been executed because the premier did not like who had the contract. “Some of those contracts have fallen backwards and one of those is the parliament that we can’t go to,” the party leader stated. Questioned about whether the Government has over the past two years been listening to needs and calls of the people, PNP Chairman Hon. Royal Robinson said that while it might have been, the PDM Government is ill-equipped to

address those needs. “It is one thing to listen, but you can’t respond to the needs if you don’t have the skillset to do it. It is very, very, very important. “You just can’t come to the table with promises, you have to come with some skills, some ability and some empathy for the people of the country,” Robinson insisted. Hon. Akierra Missick, elected member for Leeward and Long Bay, agreed with Robinson on the issue of lack of skills, stating: “I think it is a lack of skill-set in their ministerial Cabinet. “We’ve worked as a Government with the same senior civil servants throughout the various ministries and when you compare the achievements that the Rufus Ewing administration had in each individual ministry with the same team, same guidelines, same
directors, same legislations, and yet 24 months after they’ve come in where there is more money in the bank than this country has ever seen at one time, they are dragging their feet to accomplish goals. “Why are they interfering so much in basic decisions that are made at the civil service level? “Let the people do their jobs.” PDM PERFORMANCE TO DATE - LEARNING CURVE AND INCOMPETENCE? On the issue of whether they consider the current Government to be still learning from the missteps of the past two years, or whether incompetence can be blamed for the reported failures to deliver on promises, Misick, Robinson and Stubbs-Smith had much to say. Misick said: “A learning curve would indicate that you are learning.
Organisations that do well are organisations that learn and grow. “I have heard nothing from what the premier said yesterday (Monday) to give me the impression that she’s learnt anything. “They haven’t changed their attitude, they haven’t changed their aptitude, so as far as I’m concerned, the Government has stumbled into 2019 and will stumble through 2020 and hopefully people will take a critical view of who presents themselves both in terms of the political parties and the individuals. “But I don’t think they will ever get over the learning curve because they have to have the disposition to want to learn and acknowledge that there are some things you don’t know. “We’ve got very competent public servants, particularly in the Ministry of Finance but you have to let people
be and do their jobs and that’s part of the problem.” Hon. Robinson added: “If you don’t have the tools and the building blocks to work with you can’t achieve anything. “The front bench of this current PDM Government is the weakest and laziest front bench I have ever seen since 1976 when ministerial government came to Turks and Caicos Islands. “This is taking into account those persons who had limited education attainment and ability during that time. That is a real indictment on this current PDM Government.” Hon. Stubbs-Smith said: “We’re still waiting after two years for the learning curve, if there was some growth and some learning occurring by now it should be at the midpoint and we’re still waiting for the music to play.”
Government seeks tenders for five capital projects THERE are currently five active tender notices for capital projects which are open to businesses to apply for. All tenders should be sent to the Government by Wednesday, January 23, at 9am. The first is for hurricane supplies for the Department of Disaster Management and Emergencies. The second and third are for
a fire truck and equipment, and school infrastructure. The fourth and fifth tender notices are reissues for heritage site improvement and consultancy for a cost of service study. Potential must ensure that their business licences, certificates of registration, certificates of good standing and other prequalification requirements are up to date.
They are also encouraged to attend pre-tender meetings during which the requirements of each project will be reviewed in detail and the procurement process explained. The next meetings of the Procurement Board will take place on January 23 and 30 at 9am at the office of the Deputy Governor in Waterloo Plaza, Grand Turk.
According to the Public Procurement Ordinance, the public is invited to attend Procurement Board meetings at which tenders are to be opened. Dutch blacklisting unjustified diversion tactic, says Cayman Islands government THE Cayman Islands government has accused The Netherlands of including the British territory on its separate blacklist as a way of diverting criticisms of its own tax practices by attacking legitimate tax regimes. Officials there said it was “unjustified” and “wholly lacking in fairness and credibility” to place Cayman on the list of 21 jurisdictions. Cayman found itself on the latest blacklist coming from a European country last month and the local government has said the only reason appears to be because the corporate tax rate here is lower than any EU state. The move is also fueling concern that constant appeasement by the Cayman government of onshore countries is not working. In a short statement from the premier’s office on Friday, officials said that despite the unjustified move, Cayman would continue the longstanding commitment to global standards and working with the international community to improve their effectiveness. “The Cayman Islands government regrets the unjustified ‘blacklisting’ and rejects it as wholly lacking in fairness and credibility. It is unfortunate that The Netherlands has chosen to attempt to divert criticism of its own tax practices by attacking the legitimate tax regimes of other jurisdictions,” the statement read. “This ‘blacklisting’ does not take into account Cayman’s demonstrated adherence to international standards for tax transparency, or participation with the OECD’s BEPS Inclusive Framework, and ignores our engagement with the EU’s Code of Conduct Group over the last two years to address their concerns regarding economic substance,” officials added. The listing comes less than three
weeks after new and far-reaching legislation was steered through the Legislative Assembly to meet the demands of the wider European Union and prevent Cayman from being blacklisted by all member states in the list produced by the EU last year. The laws pave the way for offshore exempt companies domiciled there to have a greater substance and to do actual business in the Cayman Islands. But many have said that the constant appeasement of jurisdictions such as Cayman and other offshore financial centres labelled as tax havens is not preventing onshore, larger countries from continuing to attack their financial industries. Anthony Travers, the former chair of Cayman Finance and an outspoken advocate for the offshore sector, is one of a number of people who believe the policy of appeasing isn’t working and the blacklisting should not come as a surprise. “The difficulty of attempting to deal with the EU and the OECD in relation to their ridiculously entitled ‘harmful’ tax practices initiative, whether through the introduction of economic substance legislation or howsoever, is well illustrated today by that paragon of tax avoidance techniques The Netherlands which, when I last looked, was a member of the EU, now introducing its independent ‘black list’ including the Cayman Islands,” he wrote on his website following the publication of the Dutch list. Travers, the chair of the Cayman Islands Stock Exchange Board, said the government’s appeasement was rendered more difficult “when dealing with a multi-headed hydra comprising, it seems now, the EU, the OECD and each independent EU jurisdiction”. He has suggested that “someone, anyone, explaining precisely what
is ‘harmful’ about Cayman Islands tax structuring” would be a better place to start, as the EU and the OECD must believe that the Cayman Islands investment vehicles will be “harmful” unless taxed twice or otherwise rendered uncompetitive through what he described as the “entirely novel and entirely fanciful economic substance initiative”. No one has the slightest idea what this means, Travers wrote, except that for Cayman it cannot possibly mean anything good, as he accused the EU of making up the rules as it goes along. “And since a satisfactory explanation cannot, as a matter of logic or international tax law, be forthcoming, we should ask how precisely a policy of appeasement is intended to achieve an outcome that does not secure the EU and OECD objective,” he added. The decision by The Netherlands to create its own blacklist comes ahead of the anticipated review of the wider European Union blacklist update, which is now expected to be revised in February. Although the government believes the laws it passed last month should ensure that Cayman is not blacklisted, there are no guarantees that the jurisdiction will not be on a new grey-list, or watch list, as the EU seeks to monitor how the new laws work. The ongoing pressures and threats from blacklisting, which would have a negative impact on the offshore sector, are being weighed against the increase in costs for the industry. And as government seeks to balance these issues, it is also engaged in a direct battle with the United Kingdom and its demand that the jurisdiction introduces a public beneficial ownership register, following the passage of Sanctions and Anti-Money Laundering Bill in the British parliament.

No more Styrofoam at Sandals and Beaches resorts from next month AS of February 1, Sandals Resorts International (SRI) will eliminate all Styrofoam from its 19 Sandals and Beaches Resorts across seven major Caribbean islands, in a continued effort to protect the environment. “As we enter the New Year, it’s incredibly important to our Sandals family that environmental sustainability remains a key priority,” said SRI’s Deputy Chairman Adam Stewart. “After eliminating plastic straws, stirrers, laundry bags and gift shop bags last year, we’re choosing to eliminate Styrofoam from our resorts. We’re proud that many of the islands in which we operate are also making this shift to ensure that future generations can enjoy the beauty of the Caribbean.” The elimination of Styrofoam is particularly important in the Caribbean region, where marine wildlife across the more than 700 islands and coastlines is abundant. According to Environment America’s Wildlife Over Waste campaign, scientists have found plastic
fragments including Styrofoam in 86 per cent of all sea turtle species, 44 per cent of all seabird species and 43 per cent of all marine mammal species. SRI said that the Sandals Foundation, its philanthropic arm, continues to amplify efforts to reduce pollution in the Caribbean and educate communities on the dangers pollution poses to the environment, health and tourism. “Eliminating Styrofoam is yet another way we’re reducing our environmental footprint and improving the health of our Caribbean communities,” said Heidi Clarke, Executive Director of the Sandals Foundation, . “Education is critical, and that’s where the Sandals Foundation comes in. We want to keep our islands clean and beautiful for citizens, visitors and marine wildlife alike.” In the coming year, Sandals Resorts International will also explore opportunities to eliminate other plastic across its resorts by September 2019. Jamaican minister admits schoolchildren are being fed imported GMOs

JAMAICAN schoolchildren are being fed a steady diet of genetically modified foods, with the full knowledge and consent of the State, exposing them to potential nutritional deficiencies and, in the process, marginalising local farmers, Audley Shaw, minister of industry, commerce, agriculture and fisheries, admitted this week. “We feeding our children in our School Feeding Programme imported genetically modified flour and rice, when we can produce the foods that are of higher nutritional value, whether it is pumpkin, sweet potato, gluten-free cassava and gluten-free breadfruit,” Shaw said.
“We fooling around with our School Feeding Programme and our children are not getting adequate nutrition in schools. As a result of that, we have to start feeding our children grains, give them nutritious foods, and guess what the good news is? That we can produce it here.” The World Health Organization defines genetically modified organisms (GMOs) as products such as plants, animals or microorganisms in which the genetic material (DNA) has been altered in a way that does not occur naturally, by mating and/or natural recombination. Shaw’s comments came during an address at Blast Off 2019, the annual
motivational seminar of the Jamaica Association of Insurance and Financial Advisors at the Jamaica Conference Centre in downtown Kingston. The agriculture minister used the occasion to declare that he would bring the matter to the attention of the relevant authorities with a view to having the situation corrected as a matter of urgency. “I am putting forward a proposal to the prime minister and the minister of education that we cannot have the slogan ‘Grow What You Eat and Eat What You Grow’ and not start with our schools. Unacceptable! I am going to change that,” he declared.

Bermuda ahead of game on EU taxes – expert Peter Turnquest said the government has worked hard to align itself with standards set by the EU, and he said the EU has been very clear about those standards.
Netherlands never raised any tax haven concerns, says Bahamas minister THE Netherlands never contacted the Bahamian government regarding its concerns on tax matters before adding The Bahamas to its blacklist, deputy prime minister and minister of finance, Peter Turnquest, said last week, adding that The Bahamas is concerned about this kind of unilateral action by a country. Turnquest, who was speaking at a press conference at the Office of the Prime Minister, said the action by the Dutch is tantamount to a country, on its own accord, applying a different standard to tax matters than those of the European Union (EU), a body of which it is a part. “We’re always concerned when we see this kind of unilateral action,”
Turnquest said. “The fact of the matter is we’ve been working very hard to meet the standards promulgated by the EU and OECD (Organisation for Economic Cooperation and Development). “The instance of countries unilaterally deciding that they want to change the rules or to apply a different standard, is always of concern to us because it goes against the very tenets of a multilateral approach. “It is disappointing that we get this kind of premature response from the Netherlands. We don’t have on record at this point them having reached out to us to have a discussion regarding their concerns.”
Another Trinidadian captured fighting for ISIS ONE of the men who appeared in an Islamic State in Iraq and Syria (ISIS) video speaking about life in Trinidad and Tobago has been captured fighting with ISIS in Syria. Several international news agencies, including the BBC and New York Times named him as 35-year-old Zaid Abed al-Hamid, the Trinidad Guardian reported. Al-Hamid is believed to have dual US and Trinidadian citizenship. The New York Times reported that his name appears in a database of 130 Trinidadians who joined the Islamic State that is maintained by Simon Cottee, a senior lecturer in criminology at the University of Kent who tracks the group. Hamid had been identified as an extremist since at least 2011, the report said. According to Cottee’s database, Hamid joined the terrorist group on April 6, 2014, along with his wife and his three children, the Guardian reported.

He appeared in an ISIS video, sitting by a stream, speaking about how his family could not practice their faith in Trinidad. According to the New York Times, a similarly spelled name — Zaid Abdul-Hamid — appears in a cache of ISIS registration forms indicating that he provided a reference for a recruit from Trinidad and Tobago when that recruit joined the group in 2014.
TOUGH new European Union rules designed to combat tax avoidance can be turned to Bermuda’s advantage, a top manager at professional services firm KPMG said this week. Will McCallum, a KPMG managing director, said turmoil caused by the Economic Substance Act, passed by Parliament last year to bring the island into line with an EU attempt to combat companies with only a technical base offshore, could help to attract more business. More than 40 jurisdictions were required to pass legislation, and low or no-tax zones were warned they could be put on a “blacklist” by March if they failed to tackle European Code of Conduct Group concerns over tax avoidance by multinational companies. Mr McCallum told The Royal Gazette: “This is a pretty significant change, it’s not just Bermuda, it’s all the British Overseas Territories, Crown Dependencies and a number of other jurisdictions. “One tangential goal here is that it really does feel like Bermuda can come out ahead on this. “At a minimum, Bermuda has already come out ahead in that it’s
passed its legislation, and most of the jurisdictions have, but if we were in a situation where we had not passed our legislation and others had — not having this legislation in place and ending up on a blacklist in March is just unacceptable, untenable, can’t happen. “Now that Bermuda Inc is in a position where the world has changed a little, getting us all together in a room, walking through the implications to certain industries, providing a broad outline of the rules, making sure everyone is aware as to what the response is — I think there’s a real benefit there to everyone.” Economic substance means firms must show a physical presence, employees and revenue-generating activities. Mr McCallum was scheduled to speak on the subject on Friday at an information session organised by KPMG. Mr McCallum said the first task was to ensure businesses already based on the island knew what was needed to avoid penalties or unwarranted attention from the EU. He admitted: “We will probably
lose a few entities from Bermuda but if you look across the other jurisdictions, they’re in the same boat. “Entities in all these jurisdictions need to assess their circumstances, determine whether they meet the substance requirements in that jurisdiction, if they don’t, either leave or liquidate.” Mr McCallum said business leaders would consider infrastructure, access to talent, premises and operating environment when they weigh up their options. He added: “It’s kind of hard to imagine across all these jurisdictions a better place than Bermuda for most of them. “If you look at the depth of our infrastructure, the service providers, the quality of the regulator, the quality of our local law and legislation, our courts — we stand really at the front of the pack in that regard.” Companies affected by the new rules are those that conduct “relevant activities”, which includes insurance, banking and fund management. Mr McCallum said: “It’s better the talent base already exists in that jurisdiction — accountants, lawyers, actuaries, bankers, people with financial experience.
Brooklyn lawsuit aims to revive protection for Haitian immigrants ATTORNEYS representing a group of Haitian plaintiffs argued that the Trump administration was motivated by racism and a political agenda more than actual evidence when it decided to end Temporary Protected Status for tens of thousands of Haitian immigrants. The program, known as TPS, has allowed Haitians to remain in the U.S. since a devastating 2010 earthquake. Opening arguments were made in federal court in Brooklyn today before Judge William F. Kuntz, who was appointed by President Obama in 2011. The lawsuit is one of several moving through federal courts that challenge the Trump Administration’s decision to end TPS for hundreds of thousands of immigrants, including 59,000 Haitians. TPS is designated for nationals coming from countries hit by civil war and natural disasters. In October, a judge in San Francisco temporarily blocked the administration’s actions, citing the president’s remarks denigrating immigrants, including his widelyreported comment that Haitians, Mexicans and others were “people from shithole countries.” That remark has figured prominently in the Brooklyn trial

When the plaintiffs’ lead attorney, Howard Roin, referred to the president’s “s-hole comment,” using an abbreviated form so as to seemingly not violate court decorum, the judge interrupted and instructed him to say “shithole.” “Use the term,” Judge Kuntz said. “This is grownup land.” At the same time, the judge overrode an objection from the government lawyers, who seemed uncomfortable with any mention
of the president’s inflammatory remarks. “Excuse me!” the judge replied. “He’s making opening arguments.” Roin also argued for the plaintiffs that the president’s racial animus heavily informed the administration’s decisions, and that the Department of Homeland Security “simply deleted inconvenient facts” about the true conditions in Haiti in order to make a case that the country had dramatically recovered from the earthquake.

Corbyn demands election to ‘break deadlock’ LABOUR leader Jeremy Corbyn has stepped up calls for a general election “at the earliest opportunity” to “break the deadlock” over Brexit. In a speech, he said a new government would have a fresh mandate to negotiate a better withdrawal deal with the EU. He told Theresa May: “If you are so confident in your deal, call that election, and let the people decide.” The Conservatives said Labour did not have a plan for Brexit and were “playing politics”. Mr Corbyn has resisted growing calls from within his own party to get behind another EU referendum, insisting an election is still his top priority if Theresa May’s Brexit deal is rejected by MPs next week. The UK is set to leave the European Union on 29 March. The withdrawal agreement between the UK and EU - covering things like trade, expat citizens’ rights and setting up a 20-month transition period - will only come into force if MPs back it in a vote. Labour is set to vote against Mrs May’s deal next Tuesday and if, as widely expected, it is defeated, they are expected to start moves to trigger a general election. Asked if this would happen immediately, Mr Corbyn said Labour would “table a motion of no confidence in the government at the moment we judge it to have the best chance of success”. If a majority of MPs back a no confidence motion, the government will get 14 days to try and win another confidence vote - if it can’t do that, a general election will be

held. Mr Corbyn said: “Clearly, Labour does not have enough MPs in parliament to win a confidence vote on its own. So members across the House should vote with us to break the deadlock.” Northern Ireland’s Democratic Unionist Party, which is also against Mrs May’s deal, has said it will back her in any confidence vote. As debate on the Brexit deal resumed in the House of Commons for the second of five days, it emerged that some of Mr Corbyn’s Leave-supporting backbench MPs have been speaking to Theresa May about backing her deal if she can guarantee environmental standards and rights for workers.
But Mr Corbyn said Labour did not “endorse or accept” a reported offer from the government to adopt an amendment to protect workplace and environmental rights. “It’s already been quite clearly and emphatically rejected by the TUC and leading trade unions. They say it simply doesn’t guarantee the protections that we are seeking.” Labour MPs on the anti-Brexit side of the party are calling on Mr Corbyn to get behind the campaign for a new EU referendum - something polls suggest is supported by the majority of Labour members. Mr Corbyn has said his preferred option is to trigger a general election and, having won it, seek to delay Brexit in order to negotiate a better
deal with Brussels, which he says would see the UK in a permanent customs union with the EU and with a close relationship with the single market. This policy, together with a “radical” Labour government would kick start economic growth, and “allow a renaissance in our manufacturing sector, which will create good, secure jobs and help restore pride and prosperity to parts of our country that have been ignored for too long”, he argued. If Labour is not able to get a general election, Mr Corbyn said all options were “on the table, including the option of campaigning for a public vote”. Asked if a fresh referendum would be in Labour’s election manifesto, he said: “Our policy would be to negotiate urgently with the EU as and when we take office, but clearly a general election must come first in order to do that. “Policy-making is made by the Labour Party in a democratic form and that policy will be put together and put into a manifesto in any election that’s coming up.” He said he understood the concerns of younger voters, who polls suggest overwhelmingly backed another referendum on staying in the EU, but he also understood those who had voted to leave the EU and he wanted to bring the country together. In a speech to Labour activists at an electrical products manufacturer in Wakefield, West Yorkshire, Mr Corbyn said Theresa May would forfeit the right to govern if she cannot get her Brexit deal through
the Commons. “A government that cannot get its business through the Commons is no government at all. It has lost its mandate so must go to the country to seek another.” Mr Corbyn vowed to heal the divide between Leave and Remain voters, saying the “real divide” in the UK was between the “many” who “do the work, create the wealth and pay taxes” and the “few” who “set the rules, reap the rewards and so often dodge taxes”. He said: “People across the country, whether they voted Leave or Remain, both know that the system isn’t working for them. Some see the European Union as a defence against insecurity and hostility. Others see the European Union as part of an establishment that plunged them into insecurity and hostility in the first place. “But it’s the failed system rigged against the many to protect the interests of the few that is the real cause of inequality and insecurity, whether in Tottenham or Mansfield. “And the real solution is to transform Britain to work in the interests of the vast majority, by challenging the entrenched power of a privileged elite. “That is how we can help to heal the referendum’s deep divisions.” The government has lost two Brexit votes in two days. The first defeat limits the government’s financial powers in the event of a nodeal departure. The second forces the PM to announce new plans within three days if her deal fails in the Commons. (BBC)
$1 trillion is leaving Britain because of Brexit BREXIT hasn’t happened yet but it’s already shrinking the United Kingdom’s financial services industry. Banks and other financial companies have shifted at least £800 billion ($1 trillion) worth of assets out of the country and into the European Union because of Brexit, EY said in a report published Monday. Many banks have set up new offices elsewhere in the European Union to safeguard their regional operations after Brexit, which means they also have to move substantial assets there to satisfy EU regulators. Other firms are moving assets to protect clients against market volatility and sudden changes in regulation. The consultancy said the figure represented roughly 10% of the total assets of the UK banking sector, and was a “conservative estimate” because some banks have not yet
revealed their contingency plans. “Our numbers only reflect the moves that have been announced publicly,” said Omar Ali, head of financial services at EY. “We know that behind the scenes firms are continuing to plan for a ‘no deal’ scenario.” EY has tracked 222 of the biggest UK financial services companies since the Brexit referendum in June 2016. Britain is scheduled to leave the European Union in just 81 days, but Prime Minister Theresa May still needs to win support in the UK parliament for the divorce deal she struck with the rest of the European Union. Parliament is due to vote on the deal next week. If May ultimately fails to push the agreement through, the chances of the country crashing out of the European Union without a deal will soar.
The Bank of England said the fallout from that scenario would be worse than the 2008 financial crisis. For financial institutions, a nodeal Brexit would be a nightmare. The country’s agreements with EU regulators would cease to exist and banks would find themselves in a legal vacuum, meaning they would be unable to continue doing some of their business across the bloc. While the European Union has said it will implement some steps to avoid a complete meltdown, it said its contingency plan is only a shortterm solution aimed at protecting its own interests. “Financial services firms have no choice but to continue preparing on the basis of a ‘no deal’ scenario,” Ali said. EY said that the companies it tracks have already created around 2,000 new jobs elsewhere in the European Union in response to
Brexit. Deutsche Bank (DB), Goldman Sachs (GS) and Citi (C) have already moved parts of their business out of the United Kingdom. Dublin, Luxembourg, Frankfurt and Paris were the most popular destinations. EY said financial companies were likely to move more assets and create more jobs in other European cities over the coming weeks. “The closer we get to March 29 without a deal, the more assets will be transferred and headcount hired locally or relocated,” Ali added. London has been Europe’s undisputed financial capital for decades, and is home to the international headquarters of dozens of global banks. The financial services industry employs 2.2 million people across the country, and contributes 12.5% of GDP. It generates £72 billion
($100 billion) in tax revenue each year, according to the City of London Corporation. The UK economy has already suffered from Brexit. Inflation spiked and consumer confidence dropped, hurting the country’s retail sector. Business investment has fallen dramatically, as companies put plans on hold because of the uncertainty. Major manufacturers, including Airbus, have warned they may have to quit the United Kingdom if there’s a no-deal Brexit. German engineering group Schaeffler is closing two plants in the United Kingdom because of the uncertainty. The latest evidence of the pain came on Monday, when the UK Society of Motor Manufacturers and Traders said new car registrations in the country fell 6.8% in 2018. PRESIDENT Donald Trump has walked out of a meeting with Democratic leaders as negotiations broke down on the 19th day of a partial US government shutdown. Nancy Pelosi and Chuck Schumer stuck by their refusal to fund his USMexico border wall, prompting Mr Trump to call the meeting “a total waste of time”. Democrats again accused the president of throwing a “temper tantrum”. The first payday since the shutdown began is due on Friday for 800,000 federal workers, who will go unpaid. Mr Trump has demanded $5.7bn (£4.5bn) to build a steel barrier, which would deliver on a key campaign pledge. But Democrats - who control the House of Representatives - have refused to back the funding. It was certainly brief, at only 14 minutes. The president hosted the Democratic leaders in the Situation Room, the conference centre in the West Wing basement. Mr Trump posed a direct question to House Speaker Nancy Pelosi about whether she would fund the wall. His tweet following the meeting reflected the outcome of that - he said “byebye” and left: Mr Schumer, the top Democrat in the Senate, confirmed the exchange,

Kevin McCarthy, Republican leader in the House of Representatives, said he found the Democrats’ behaviour “embarrassing”. On Tuesday, Mr Trump delivered his first televised Oval Office address to the nation, where he described the border as a humanitarian and security crisis. Opposition presidential candidate Tshisekedi lands surprise win in Congo OPPOSITION candidate Felix Tshisekedi has secured a surprise victory in the Democratic Republic of Congo’s presidential election, according to the country’s electoral commission. The results came early Thursday in the Central African country, after nearly two weeks of speculation and reports of irregularities in the December 30 vote. If deemed legitimate, this would be the country’s first democratic transition of power since it gained independence from Belgium in 1960. The election had always been
a three-horse race. The other two contenders were former Interior Minister Emmanuel Ramazani Shadary, the preferred successor of President Joseph Kabila, and businessman Martin Fayulu. After the results were announced, Fayulu said he categorically rejected the outcome and called for the release of the name “of the person who really was our people’s choice.” His comments were echoed by French Foreign Minister Jean-Yves Le Drian, who said the election results did not match what was witnessed during the vote count.
SCOTLAND’S first minister has denied conspiring against or colluding with Alex Salmond over the sexual harassment allegations against him. Nicola Sturgeon was speaking after Mr Salmond claimed some people wanted to “remove me as a political threat”. Opposition leaders also questioned why she had met her predecessor after the allegations were made. On Tuesday, Mr Salmond won a legal battle against the Scottish government over its handing of the claims. He strongly denies the allegations, which are the subject of ongoing police inquiries. The allegations were made by two women to the Scottish government in January of last year. Ms Sturgeon admitted earlier this week that she had met Mr Salmond on three occasions after this, and had spoken to him on the phone on a further two occasions. The claims were made public in October, when details of the investigation were passed to the Daily Record newspaper. Facing further questions from
Alex Salmond and Nicola Sturgeon spoke on five occasions after sexual harassment allegations were made against him.

Green Book wins three Golden Globes for portrayal of Jamaican pianist GREEN Book, the comedy drama about Jamaican-born classical pianist Dr Don Shirley, was one of the big winners at Sunday’s Golden Globes in Los Angeles. The film took home three trophies from its five nominations. It won Best Picture – Musical or Comedy; Best Supporting Actor Mahershala Ali; and Best Screenplay written by Peter Farrelly, Brian Currie and Nick Vallelonga. The film was also nominated for Best Actor – Motion Picture Musical or Comedy (Viggo Mortensen) and Best Director (Farrelly). According to Jamaica Music Museum curator Herbie Miller, the win by Green Bookagain highlights the global recognition that Jamaica and Jamaicans continue to attract. “Shirley was always proud of his Jamaican heritage, just like [another] talented pianist Wynton Kelly who was born in Brooklyn, New York, to Jamaican parents, but always saw himself as Jamaican. This is despite his very urbanite lifestyle where he rubbed shoulders with the greats of music and society in general. The likes of music greats Sarah Vaughn, Cole Porter and Billy Strayhorn and former United States President John F Kennedy were all his close friends and associates,” he continued. While the film is being lauded by critics, Dr Shirley’s family does not share the same sentiments. They are distancing themselves from the way he’s been presented on the silver screen. The film is named after The Negro Motorist Green Book by Victor Hugo Green, informally called the Green Book, a mid-20th-century guidebook for African-American travellers to help them find motels and restaurants that would accept them. Spacey pleads not guilty, and his attorneys want key texts to be preserved ACTOR Kevin Spacey appeared at a Nantucket courthouse and a plea of not guilty was entered on his behalf, in connection with accusations that he allegedly groped an 18-year-old busboy at a bar on the island. Spacey, the 59-year-old Hollywood actor, was arraigned on a charge of indecent assault and battery, a felony charge that comes with up to five years in prison. Prosecutors asked that he stay away from the alleged victim and his family, and the court agreed. Defense attorneys asked the court to preserve cell phone data and other text messages from the victim from the date of the incident until six months afterward, which defense attorneys said would be “likely exculpatory” for Spacey. The next court appearance is scheduled for March 4. The judge agreed to waive Spacey’s right to appear at that hearing at the downtown Nantucket courthouse, but he must be reachable by phone. The charge stems from an incident in July 2016 at the Club Car, a restaurant and bar on Nantucket. According to the criminal complaint, an 18-year-old busboy at Club Car told Spacey that he was 23 and befriended the actor, known for his roles in the film “The Usual Suspects” and the Netflix series “House of Cards.” The busboy’s shift ended at midnight, after which he changed his clothes and began talking to Spacey. According to the complaint, the busboy told police Spacey bought him a number of alcoholic drinks,

Mysterious radio signals from deep space detected ASTRONOMERS have revealed details of mysterious signals emanating from a distant galaxy, picked up by a telescope in Canada. The precise nature and origin of the blasts of radio waves is unknown. Among the 13 fast radio bursts, known as FRBs, was a very unusual repeating signal, coming from the same source about 1.5 billion light years away. Such an event has only been reported once before, by a different telescope. “Knowing that there is another suggests that there could be more out there,” said Ingrid Stairs, an astrophysicist from the University of British Columbia (UBC). “And with more repeaters and more sources available for study, we may be able to understand these cosmic puzzles - where they’re from and what causes them.” The CHIME observatory, located in British Columbia’s Okanagan Valley, consists of four 100-metrelong, semi-cylindrical antennas, which scan the entire northern sky each day. The telescope only got up and running last year, detecting 13 of the radio bursts almost immediately, including the repeater.

There’s a Link Between the Size of Your Belly and the Size of Your Brain BELLY fat has long been thought to be particularly bad for your heart, but now, a new study adds more evidence to the idea that it may also be bad for your brain. The study, from the United Kingdom, found that people who were obese and had a high waistto-hip ratio (a measure of belly fat) had slightly lower brain volumes, on average, compared with people who were a healthy weight. Specifically, belly fat was linked with lower volumes of gray matter, the brain tissue that contains nerve cells. “Our research looked at a large group of people and found obesity, specifically around the middle, may be linked with brain shrinkage,” lead study author Mark Hamer, a professor at Loughborough University’s School of Sport, Exercise and Health Sciences in Leicestershire, England, said in a statement. Lower brain volume, or brain shrinkage, has been linked with an increased risk of memory decline and dementia. The new findings, published on Wednesday in the journal Neurology, suggest that the combination of obesity (as measured by body mass index, or BMI) and a high waist-to-hip ratio may be a risk factor for brain shrinkage, the researchers said. However, the study found only an association between belly fat and lower brain volume, and cannot prove that carrying more fat around the waist actually causes brain shrinkage. It could be that people with lower volumes of gray matter in certain brain areas are at a higher risk of obesity. Future studies are needed to tease out the reasons for the link. DANGEROUS FAT Belly fat, also called visceral fat, is fat that’s stored deep within the abdominal cavity. It’s tied to greater
health risks than subcutaneous fat, or fat that’s stored just under the skin. Previous studies have linked visceral fat with a higher risk of heart disease (including heart attack and stroke), Type 2 diabetes, high blood pressure and premature death, according to the Mayo Clinic. Some previous studies have also found a link between visceral fat or a high waist-to-hip ratio and lower brain volume, but these studies tended to be small and did not look at the combined effect of BMI and waist-to-hip ratio. In the new study, the researchers analyzed information from more than 9,600 people living in the United Kingdom, with an average age of 55. Participants had their BMI and waist-to-hip ratio measured, and underwent an MRI to determine their brain volumes. The study found that people with both a high BMI and high waistto-hip ratio had the lowest brain volumes, compared with people who had just a high BMI (but not a high waist-to-hip ratio) and people of a healthy weight. Specifically, people with both a high BMI and high waist-to-hip ratio had an average gray matter volume of 786 cubic centimeters, compared with 793 cubic centimeters for people with a high BMI but not a high waist-to-hip ratio; and 798 cubic centimeters for people of a healthy weight. The findings held even after researchers took into account other factors that can affect brain volume, including age, smoking and high blood pressure. Though the study didn’t look at potential mechanisms linking visceral fat and brain shrinkage, one hypothesis is that this type of fat is thought to produce inflammatory substances that may play a role in brain atrophy, the researchers said.

Kanter: ‘Besides America, I don’t feel safe anywhere in the world’ NBA star Enes Kanter has said he has received “hundreds and hundreds of death threats” almost every day since he announced on Friday that he would not travel to London with the New York Knicks for fear of assassination. A critic of Recep Tayyip Erdogan, President of his native Turkey, Kanter told CNN’s Hala Gorani that the only place in the world he felt safe was the US. “First, I would love to go to London,” the New York Knicks center said Wednesday. “It’s just very sad because I’m scared of my life because Erdogan’s operation in [a] foreign country. The operations are very famous [for] hunting down people who are speaking out against the government.” Asked when he anticipated he would feel safe to travel outside of the US, Kanter -- who is set to become a US citizen in two years’
time -- said: “First, I would love to say I appreciate all the New York Knicks fans and our American people that show me all the support because now I feel like an American because I’m here, I’m going to become an American citizen in 2021, but right now, besides America, I don’t really feel safe anywhere else in the world.” According to ESPN, following the Knicks’ win against the Los Angeles Lakers the 26-year-old called Erdogan a lunatic, a maniac and a dictator and said he would not be playing the Washington Wizards in London on January 17. The basketball player, who has previously referred to Erdogan as “the Hitler of our century,” has said he felt London presented a threat because of the large number of Turkish communities in the city. “There are lots of crazy supporters of his,” he told the BBC earlier this week.

Sri Lanka corruption: ICC launches 15day amnesty as investigation widens

The win at Etihad Stadium was the largest winning margin in the semi-final of the competition, and the widest victory in the tournament in more than 32 years - since Liverpool beat Fulham 10-0 in a second-round first-leg tie in September 1986. It was also the first time in more than 31 years City had scored nine goals in a single match - they beat Huddersfield Town 10-1 in a secondtier league encounter in November 1987, and it matched Guardiola’s biggest win as a manager - equalling Barcelona’s 9-0 thrashing of L’Hospitalet in the Copa del Rey in December 2011. “It is not easy to play this type of game against a lower team,” added Guardiola, whose side are set to face either Tottenham or Chelsea in February’s final. “We made good runs in behind and we took it seriously. After the second and third goal, it was easier, we were faster and quicker. “We have to play the second leg. THE International Cricket Council has announced an unprecedented 15-day amnesty as part of its investigation into corruption in Sri Lanka. The amnesty, which will run from 16-31 January, is the first of its kind held by cricket’s world governing body. Failure to report an approach, incident or information can result in a ban from cricket of up to five years, but those who come forward during the ICC amnesty with information on corrupt conduct, which they had previously failed to report, will not be charged. Last year, former Sri Lanka international players Sanath Jayasuriya, Nuwan Zoysa and Dilhara Lokuhettige were charged by the ICC’s anti-corruption unit as part of a wide-ranging investigation. Alex Marshall, general manager of the ICC’s anti-corruption unit, said: “This is the first time the ICC has held an amnesty and it is in response to the very specific challenges we face in Sri Lanka. “Allowing retrospective reporting of alleged approaches to engage in corrupt conduct will assist in our ongoing and wideranging investigations, as well as enabling us to continue to develop a comprehensive picture of the situation there.” The amnesty will apply to anyone who comes under the ICC’s and Sri Lanka Cricket’s anti-corruption codes.

Under those codes, players are obliged to “report, without delay, full details of any approaches, incident or information that they receive to engage in corrupt conduct”, and failure to do so is a serious offence. Former Test captain Jayasuriya, 49, was charged last October with two breaches of the ICC’s anticorruption code. Jayasuriya, also a former chairman of selectors and an ex-Sri
Lanka government minister, was accused of failing to co-operate with an investigation and “concealing, tampering with or destroying evidence”, but issued a statement saying he had always acted with “integrity”. Sri Lanka bowling coach Zoysa, 40, and former all-rounder Lokuhettige, 38, were separately charged with breaches of the codes relating to match-fixing. (BBC)
Spain arrests 15 people in tennis match-fixing investigation LAW enforcement officials in Spain have arrested 15 people in an investigation into tennis matchfixing by an Armenian criminal gang. Spain’s Civil Guard said 83 people were implicated, among them 28 players from the ITF Futures and Challenger tours. One of the players competed at last year’s US Open, it said. EU police agency Europol said 11 house searches had been carried out in Spain in which 167,000 euros (£151,000) in cash were seized, along with a shotgun. It added that more than 50 electronic devices, credit cards, five luxury vehicles and documentation related to the case were also seized. Forty-two bank accounts have also been frozen. “The suspects bribed professional players to guarantee predetermined results and used the identities of thousands of citizens to bet on the
pre-arranged games,” Europol said in a statement. “A criminal group of Armenian individuals used a professional tennis player, who acted as the link between the gang and the rest of the criminal group.” The Civil Guard added that “once they got the bribe, the Armenian members went to the places where the matches were being played to make sure the player went through with what they had agreed, making the most of their imposing size”. “Fifteen people have been detained, among them the leaders of the organisation, and 68 others have been investigated.” None of those investigated has been named. The Civil Guard said the organisation had been operating since at least February 2017, while Europol said at least 97 ITF Futures and Challenger matches had been
fixed. The investigation started in 2017 after the Tennis Integrity Unit (TIU) grew concerned about “irregular activities” relating to pre-arranged matches in the tournaments, Europol added. A joint BBC and BuzzFeed News investigation uncovered suspected illegal betting on tennis matches in January 2016. Last month a final report into corruption in tennis by the Independent Review Panel said there should be no live streaming, or scoring data provided, at the lowest tier of professional tennis. The ITF Futures and Challenger tournaments are below the top-tier ATP and WTA Tours. The International Tennis Federation estimates there are 14,000 players trying to make a living from the sport, half of whom do not make any money at all. (BBC)

Also in Basketball the Maranatha Blizzards won the PABA High School League final owing to a 2-1 victory against the CHHS Eagles. The tournament was played at the Graceway Sports Centre.
MAY In May, the TCI Flamingos had their greatest moment of the year when they whipped the BVI 63-12. The victory, which was the biggest-ever international rugby win, had lit up the Meridian Field. It was the home team’s fourth win in four tries. In athletics, Delano Williams ran a blistering 20.99s to win the Jamaica Invitational. It was the Olympian’s second consecutive victory for the year. TCI was well represented at the Makos Invitational Meet in Nassau, Bahamas with both the TCI Aquatics Swim Club and the SURFside Ocean Academy winning medals. The TCI Aquatics Swim Club claimed three medals in their second international meet. Lenin Hamilton Jr won a silver medal in the 200M freestyle, while Tajhari Williams swam his way to two bronze medals in the 50M backstroke and the 200M freestyle. Alex Maclaren led SURFside. Although CARIFTA brought moments of joy, April also belonged to senior national athlete Ifeanyi Otuonye. The then 23-year-old leaped over 8M (8.03M) for the first time in his career. It was a jump he had anticipated achieving for years, and one which was accomplished at the Commonwealth Games in Australia. Track and field was not only about CARIFTA and the Commonwealth Games in April of 2018. Helcy-Ann Sauver had led her school to the SIAC Conference title. The then freshman

At the administrative level, basketball had a major change four months into last year after Sydwell Glasgow won the TCI Basketball Federation elections. He took over from longstanding official Calvin Williams who stepped down after almost three decades at the helm.

Seven swimmers, from the ages of 8-15 competed at the meet for SURFside. Meanwhile in hockey, the Scotiabank Red Wings and the WB Financial Penguins joined the Villa Del Mar Flyers as champions of the 2018 Provo Hockey League (PHL). The Red Wings won the Novice Division, while the Penguins were crowned the Bantam Division champions. The Flyers had won their Midget Division Championship series against the Gansevoort Gators earlier in May.
JUNE By June, Ken Reyes had broken his national 800M record for the third time. The new record had led him to a second place finish at an All Comers Meet in Jamaica. At the start of 2018, Reye’s record stood at 1:52.52, but in March, he lowered it twice. First, he clocked 1:52.41 at the Digicel Grand Prix final, before shaving off two seconds in his silver medal performance at Champs 1:50.28s. The Jamaica College student ran 1:50.01s at All Comers. Also in athletics, Yanique Haye-Smith finished with a bronze when she competed in the Cayman Invitational Meet. The ace hurdler had ran under 56s for the first time in her career. Her 55.74s eclipses her previous best of 56.10s. Ifeanyi Otuonye who jumped 8+ metre earlier in 2018 proved that it was no fluke when he better his PB at the USATF San Diego Association Championship in the US. He eclipsed his Commonwealth Games jump of 8.03M with a leap of 8.07M. In basketball, TCI’s Rising Stars’ player Shadarno Clarke decided on a university. The 6’7’’ forward who was outstanding for the Galilean Christian Academy Eagles signed a letter of intent with the Campbellsville University-Harrodsburg in Kentucky, USA. In other b-ball news, Team Black emerged victorious in the TCIBF 3-on-3 basketball competition, which was played at the Lower Bight Basketball court.
The HAB Sonics won the 2018 Mallory McComish 20 and Under Basketball competition.
JULY In July, more than 100 swimmers competed at the 9th annual “Race for the Conch” Eco-Seaswim. Dan Redmond finished first in the one-mile event with a time of 21 minutes and 40 seconds. US Masters swimmer Eny Jones, who travelled for the meet, finished ahead of all other participants in the 2.4 mile race. In basketball the HAB Sonics, led by a game high 19 points from Jameel Damon surprised the Blizzards with a 48-42 point win in the final of the 2018 Mallory McComish 20 and Under Basketball competition. In football, TCI’s most decorated official, Sonia Fulford returned as president of the Turks and Caicos Islands Football Association when the FA held elections in July. The FIFA Council member, who is also an executive member of the CFU and CONCACAF, ran unopposed. In darts, TCI claimed victories over Brazil and Belize when we competed at the Caribbean Cup/Americas Cup competitions. Youngster Olimeisha Williams also finished third in the junior competition at the Americas Cup and second in the Caribbean Cup. The 15-year-old, who had also won a bronze two years
prior, defeated several top players across the region.
AUGUST Haye-Smith ended her European tour in August with six gold medals and a silver in seven races. She won the 200M and 400M in Germany and Australia, the 400M in Luxembourg and the 400M hurdles in Belgium. In Canada, our male sprinters broke a six-year-old national 4X100M relay record, while competing at the NACAC Senior Athletics Championships. Ifeanyi Otuonye, Colby Jennings, Devante Gardiner and newcomer Emmanuel Agenor ran the race. In football, TCI’s U14 team drew against home team DR, but lost to St. Lucia and St. Martin in the Caribbean Football Union Boys 14 Challenge. At the local level, the Academy Jaguars won the Provo Premier League title in August, after a dominant performance and to show his support FIFA’s president Gianni Infantino took the time to send them a heartfelt congratulation message.
