Gov’t to clamp down on tax evaders in the hospitality sector BY OLIVIA ROSE LONG running tax evaders in the vacation villa rental sector will now be compelled to pay taxes following an amendment to the Tourism Accommodation Ordinance. This comes as the Government continues to actively engage operators of the sector to collect revenue in a bid to regularise and level the playing field for all accommodation providers in the Turks and Caicos Islands. The clamp down on tax evading operators in the hospitality sector stemmed from a myriad of complaints from the owners of the Regent Grand and other hotels about the tax evasion practice of some villas, condos and private homes in the TCI. Coupled with this, the Chamber of Commerce and the Hotel and Tourism Association also met with Government and called for greater oversight and regulatory practices to be implemented. Updating media on his ministry’s efforts to regulate the sector, Tourism Minister Ralph Higgs at a recent press conference said: “Consistent with our manifesto we’ve made tremendous strides on making amendments to our Tourism Accommodation Ordinance which

will see almost a revolutionary approach in the way we do business. “We’ve made these amendments to accommodate the advent of the new age of doing business, Airbnb and other online booking agencies.” “This new amendment will allow the Tourist Board to go out and monitor and regulate all of the properties serving guests across the length and breadth of our country and would enable us through the Ministry of Finance to enter into a formal arrangement to collect and remit government taxes. “This would level the playing field, and some of our more traditional accommodation providers would feel very pleased that now the playing field is levelled and everyone who provides business or accommodation in our country is collecting and paying government taxes.” Last April, Minister Higgs revealed the Government’s plan to sign a memorandum of understanding with Airbnb to secure entry opportunities for local businesses which may seek to enter into this segment of the hospitality sector. Cabinet also granted approval for the Ministry of Finance, Investment and Trade to begin discussions with Airbnb on a memorandum of understanding to stop tax evasion.

“My ministry has advanced the Vacation Rentals by Owner (VRBO) and Airbnb policy. “Significant progress has been made in this area through a number of productive fact finding meetings with key stakeholders including Airbnb as an organisation and through the findings of a consultation carried out in the TCI by a VROB specialist from Europe, who has helped with the implementation of VRBO policies in a number of Caribbean jurisdictions. “As you are probably aware, there is an urgent need to regulate VRBO, Airbnb, Flip Cay and similar organisations conducting business across our Islands.”

Minister Higgs emphasised that the policy and regulation are also designed to protect government revenue and establish enforceable quality assurance standards across all spectrums of available accommodation. Premier Sharlene Cartwright Robinson further revealed the Government had already sent legislation aimed at regulating the businesses to the Attorney General’s Chambers for implementation over the next four years. “We want to do that from two standpoints and that is to make sure that we are not losing revenue and to make sure that the industry

is regulated, but also in the issue of national security. “We want to know who is renting where and given the recent unsettling environment as it relates to crime, we want to know where people are in this country. “It is important to know where tourists are in these stand-alone villas and heavily bushed not well lit areas. “We want to be able to protect our product and protect tourists who continue to rent under the RBOs. “I don’t want to give the impression that all of them are illegal or unregulated but it is an industry that has to be managed and managed better.”

Beach access review to be conducted BY OLIVIA ROSE THE GOVERNMENT will soon be conducting an assessment of beaches across the Turks and Caicos Islands to distinguish public access. This was revealed by Tourism Minister Ralph Higgs just over a week before a heated row which erupted on New Year’s Day on Taylor Bay beach over public beach access. A video of the incident which went viral on social media sparked nationwide condemnation of private

beach claims and a lack of proper demarcation. Speaking at the Government’s year end press conference held on December 20, at the Hilly Ewing building in Providenciales, Minister Higgs pointed out that the critical assessment is ongoing. He said: “We will be momentarily releasing a report of that assessment which will identify clearly our beach accesses across the length and breadth of our country. “Will identify those which are suitable for any sort of development

and we will earmark some that will not be subjected to any commercial development.” He stressed that since the Government assumed office, his ministry placed a moratorium on further development and removal of beach accesses and ordered a full review of beach accesses. Following years of high land sale, obstructed beach accesses and unregistered easement, this review is designed to ensure that there are sufficient quantities of beach accesses for unimpeded public use.

– Residents joined Taylor Bay beach protest BY DELANA ISLES BUNDLED up in warm clothing and sheltered under a big tent on Taylor Beach several residents danced to Jack Nasty’s impromptu hit single ‘The Beach Belong to We’ as they protested the illegal erection of a gate that cut access to a public beach. The protest action which was organised by former premier Michael Misick was sparked by an altercation between a Chalk Sound homeowner and a local man who had taken his family to Taylor Bay beach for a New Year’s family fun day. Wellington Williams, a young entrepreneur, was accosted by the homeowner and asked to leave the beach in an encounter he subsequently described as racial profiling. Since posting the video he shot of the incident to social media many residents and officials have spoken out against the action to cut off access to the public beach, with Misick taking the decision to protest in the form of a beach party on the same beach. Beach goers were also given the opportunity to sign a petition appealing to the Government to address the issue of beach accesses being demarcated across the entire territory. The Weekly News caught up with the former premier on Saturday and he shared his thoughts on the issue. “Today we are having a beach fun day protesting the actions of a gentleman who last week Monday on New Year’s Day basically tried to chase Turks Islanders off the beach, this same beach. “And so we decided to come here and have a fun day and to illustrate that no beach in this country is private and we are not going to allow not even an inch of our beaches to become private or persons to believe that the beach is private.”

Misick said he believes the actions were racially driven as there were tourists on the beach at the time of the incident who were not asked to leave. “Racism in none of its forms will be tolerated in these Islands and when people come and live amongst us they have to respect our laws and respect our people.”

He continued that the illegal erection of the gate that prevents people from accessing the beach is something that should be rectified immediately and called on the Government to have it removed. Over the weekend, the former premier had also posted what appeared to be an application to the Department of Planning seeking

permission to erect a fence and gate on the property. From the image posted by Misick, that permission was denied, and attempts to find out if there has been an appeal of that decision have so far been unsuccessful. He explained that the gate was built illegally, after which the homeowner sought to regularise his illegal action

by applying for planning permission and that permission was denied. Despite this denial, the illegal gate remained and was locked when beachgoers arrived on Saturday to stage their protest. Misick said that someone subsequently opened the gate and CONTINUED ON

Former TCI jurist is Trinidad’s new president, Paula Mae Weekes

TCI appellate court judge is Trinidad’s new president RECENTLY appointed Judge of the Court of Appeal of the Turks and Caicos Islands Paula Mae Weekes will soon become Trinidad and Tobago’s first female president. In February, 2017, the Justice Paula-Mae Weekes was sworn in by Governor John Freeman for a term of three years. But recently Justice Weekes was nominated by her government for the position of President to the Republic of Trinidad and Tobago. This was announced by Trinidad minister Stuart Young at a press conference in Port of Spain last Friday. Following the announcement, opposition leader Kamla PersadBissessar met with the prime minister Keith Rowley and other government members on Friday to discuss the nomination. It was not contested. When the Trinidad and Tobago government approached Weekes on the matter, she agreed to be nominated as a candidate for presidency. Weekes will replace president Anthony Carmona who completes his term in office on March 18. This will make her the first woman to lead the twin sovereign island in the southernmost part of the Caribbean. On Wednesday, at the opening of the TCI law year, Chief Justice Margaret Ramsay-Hale congratulated Weekes on her new

post. “I was very pleased to announce that Paula Mae Weekes was joining our Court of Appeal last year as the first female court of appeal judge. “I regret to announce that Madame Justice Weekes has been appointed as the President of the Republic of Trinidad and Tobago, easy come easy go. “I am devastated by the loss. It just goes to show how right I was to recommend her for consideration on the Court of Appeal; she is an exceptional jurist and a woman of exceptional character. “We are honoured to have had her in our court even for so brief a time and we wish her every success,” the Chief Justice said. Madame Justice Weekes is a former Justice of Appeal of the Judiciary of Trinidad and Tobago where she served for 11 years until her retirement in 2016. She was appointed a Puisne Judge of the Supreme Court of Trinidad and Tobago (Criminal Jurisdiction) in 1996 where she presided for nine years before being elevated to the Court of Appeal. Prior to her appointment to the bench, Justice Weekes served with the Office of the Director of Public Prosecutions for 11 years and in private practice from 1993. (Delana Isles)

Yes, it conjures up visions of some belligerent flinty eyed rancher manning his barbed wire fence and threatening to shoot trespassers. It also doesn’t help when the Government insists beachfront properties have boundary limits to the edge of vegetation causing problems with erosion and accretion which can affect land values. There needs to be a differentiation between actual ownership and right of enjoyment. It’s simple. The owner of beachfront boundary has a beach boundary midway between the high and low tides; which is of course variable. But the public have a right to use that beach based on the concept of ‘time immemorial’ used by the public since anyone can remember. End of story.

Government responsibility

Was it, or was it not private property that they had to cross to get to the beach? If they crossed private property, the beachgoers are in the wrong. The Government is ultimately responsible for providing clear beach accesses to the people. Did the PNP ‘give away’ the access to Ashcroft? Will the PDM government make it right? Maybe not!

Passing the buck

Beach access issues have not only angered our people but also the politicians. Royal throws the whole PNP mess at the feet of the brand new Government. It is his mess which he enjoyed while in power. The resorts had agreed to citizens’ beach access when they came in under the PDM. Under the PNP the deals were revisited and the people lost. Remember Mike and his brothers are accused of laundering $1.3 million gleaned from our largest resort and put through Misick law and realty firms. That cost the resort owner multi millions in fines.

Some of my rights sold out by the PNP now have them in court. We do not know what other rights we have lost. Beach access is one. Only time will reveal the rest. The PNP is responsible for this confusion. Someone obviously told these expats that the beaches were theirs. Our people take these expats at face value. They think that they ‘love us and take our interest at heart’. They embrace them at the time of sale because they want our beautiful beach properties. The politicians get kickbacks. Now kickbacks come to bite them in the Rass. I think these people are racists.

This might have been subtle but with a racist USA president, all the colours of the white racist Americans are brightly shining. Signage needs to be put in place at once and proper walkway installed to give the people their path to the beach. All non-approved gates need to be removed at once.

Public must act

It seems like some expat residents are really getting out of hand and under a PDM Government, the party of Jags McCartney, the party that was known for protecting the rights of TC Islanders. What a shame! The current woman leader is not up to the job. And because the Government would not protect them the people must now take matters in their own hands. Beaches must remain public in the TCI. And the Government must ensure that there is public access to those beaches. Not only Taylor Bay is breaking the law; there are accesses that have been secretly closed in the Bight and in Leeward Estate. The Government, or the people must act now.

TCI looking to tap into Germany’s tourist market

THE GOVERNMENT is now looking to access one of the world’s largest outbound travel markets, Germany, in an effort to diversify tourism in the Turks and Caicos Islands. Tourism Minister Ralph Higgs recently revealed the ambitious plans for his ministry at the Government’s end of year press conference. Most Germans have a high annual leave allowance of up to 30 days - Germans spend more than €82 billion each year on travel. The TCI can take advantage of this viable tourist market in a more calculated manner, said Minister Higgs. “This year we were able to make tremendous strides in extending our niches markets and our new source markets for tourism. “In an effort to extend our source markets we made tremendous outreach and progress in the German market. “Recently I met with German

government officials to promote tourism in that market. This is also part of a strategic strategy that will serve us well in the post Brexit period.” He went on to say that the German economy is the largest in Europe and Germans are the largest outbound travellers from all of Europe. “It is my Government’s belief that in the post Brexit period we should have good solid relationships with mainland Europe.” Turning his attention to other strategic measures implemented by the Government to further boost the territory’s tourism, Higgs said that a number of top wedding producers were hosted in the TCI in the latter part of 2017. This helped to promote the wedding and honeymoon market and to position Turks and Caicos as the premier wedding and honeymoon destination, he said. Last April, Higgs spoke favourably of the wedding and honeymoon initiative, which he said is in keeping with the Government’s

‘Change’ document. “We talked about diversifying sites and attractions and our offerings, and to this end I am pleased to say we will be hosting in the fall a

they were able to access the beach. However, he stated that this is not good enough: “We want no barrier or control mechanisms that stop people from accessing public beaches. “I think this is an era of citizen action - we have a situation in this country where we have a weak Government and an unworkable constitution so citizens are going

to have to begin taking matters into their own hands - in a peaceful manner. “Whether its beach access, gratuity, changes to the constitution or any other issue that arises, we have to begin to take action in our own hands to begin to ensure that these things happen.” He said the petition basically says that all of the beach is public and calls on the Government to make

sure that there is access to all of the beaches on the island, not only Taylor Bay. “Not only public access but we want also areas to park and other facilities like bathroom, because as the island is growing and people are building homes on the beaches it is becoming an issue because people think the beach is private.” Misick noted that what is being allowed to happen in relation to the

beach access issue could potentially be bad for tourism as many people who are renting villas are advertising private beaches and when tourists come here on vacation they expect to have a private beach when in actuality the beaches are not private. “It’s false advertising because it’s public,” he maintained. Also in attendance at the protest were former premiers Rufus Ewing and Oswald Skippings.

“I am so pleased that we have two other former leaders that are here, honourable Skippings and honourable Ewing out there lending their support with a combination of tourists and residents alike who are here supporting this initiative. “We are not going to rest until this matter is rectified even if we have to be back here the next Saturday and the next Saturday, sunshine or rain,” Misick said.

Chief Justice defends herself against attacks ON WEDNESDAY (January 10) Chief Justice Margaret Ramsay-Hale once again defended her decision to depart from recent tradition of other chief justices not to reside in the nation’s capital of Grand Turk. The chief justice has come under attack on several occasions since her ascension to the post in 2014 for choosing not to reside on Grand Turk and thus, in the minds of some, leaving the capital without a sitting judge. Ramsay-Hale has instead chosen to travel to the island as the need arises; but this decision was recently criticised during a local radio

TCI culture: Pumpkin soup day? CULTURE is the heartbeat of a country with origins in its history, heritage, stories, myths, experiences and ways of being. It shapes character, behaviour and the tastes of individuals. We know of persons who eat certain kinds of food because of their parents’ choice, choose certain company because of the values they learn at home and are members of certain religious groups because of the way they were shaped. All this is culture at work. Jean Charles, a contributor to Caribbean News Now, in a recent article talks about pumpkin soup as an important tradition in Haitian culture. He states that Jean Jacques Dessalines, the Haitian father figure, ordered that pumpkin soup be used to celebrate January 1, Haiti’s Independence Day, and made available to all. Previously, it was reserved for the French colonists exclusively. Pumpkin soup, according to Charles, became not only the traditional breakfast meal for January 1, but is also the usual Sunday morning breakfast in most Haitian homes. The soup became a symbol of freedom. He also notes that pumpkin soup is made of yellow pumpkin, cooked slowly, with vegetables such as potatoes, cabbage, carrots and goat meat, chicken or beef. Pumpkin soup is also special to the TCI. Is this because of our

islands to conduct hearings and trials. She also stated that there is no good reason for persons who reside on the most populated island of Providenciales to have to travel to Grand Turk for trials or hearings, as it is a costly enterprise for witnesses, lawyers, jurors and all others involved in a Providenciales matter. “For those who say that it was done before, I say that just because a thing was done before does not make it the right thing to do now, and while it might have been justified at one point in time because of the number of cases in Provo, it not justifiable now. “In 2017 five criminal matters to be heard in the Supreme Court arose in Grand Turk, of course in Provo there were 63 men and women were accused of crime.” She noted that although in keeping with recent tradition, people want a judge to reside in Grand Turk it is not a proper allocation of the court’s resources. historical connection with Haiti? Has Haitian cultural tastes influenced the TCI palate or is pumpkin soup our distinctive creation? Is our love for pumpkin soup a heritage from the former American settlers who came here after the American revolution? But could it not be that TCI pumpkin soup is our creation with a special TCI flavour? Or is it that we took bits of its ingredients from those who are a part of our history and added our own unique taste to it? Whatever the case, TCIs will tell others that pumpkin soup provides energy, strength, a special healing element and is nourishment for the soul and body. Pumpkin soup here has the ingredients of some vegetables such as potatoes, cabbage, carrots, and some even include meat as a special treat. In this case, it is nearer to the way it is prepared in Haiti. When it is being prepared, it is

constantly stirred to keep the contents from sticking and to ensure it is not too thin or thick. If it is becoming too thick water is added and the stirring process continues. Some of us would have our own way of preparing this delicious dish, but the pattern is uniquely TCI. During the recent hurricane season, pumpkin soup became a staple for many of us. But since we can now get the ingredients in small packs it makes it easier to prepare. It is also quicker, although we add limited bits of veggies to it. But what has happened is that the nature of pumpkin soup has changed. Surprise, surprise, TCIs now find they can have their pumpkin soup without meat, without losing its flavour. It even provides a more ‘righteous’ taste. Should the TCI then declare a particular day of the week as ‘Pumpkin Soup Day’?

Judge Robert Shuster leaves judicial bench BRITISH Judge Robert Shuster who joined the TCI Supreme Court in March 2015 will soon proceed on leave as his contract comes to an end. Shuster who has attained the age limit for judges in the Turks and Caicos Islands, 70 years, was commended by Chief Justice Margaret Ramsay-Hale for his sterling record and his rigorous approach to his work on the local bench as she wished him and his wife success in their future endeavours. “The jurisdiction benefitted from Mr Shuster’s rigorous approach to his work which saw trials dispatched and the

avoidance of unnecessary engagement of the court process in matters,” the chief justice stated during the opening of the Supreme Court for 2018. Before taking up the post in the TCI, Shuster served on the courts of Tonga, Fiji, and Sierra Leone, and is best known for a 2010 sentence in which he ordered two teenage boys in Tonga to be whipped. His appointment to the local bench was met with widespread protest from the legal and civil society in the Turks and Caicos Islands. No replacement has been announced by the Governor’s Office.

Law year opens with usual pomp and ceremony AS IS customary, the new year heralds a new opening of the courts with an official ceremony, held this past Wednesday (January 10) in Grand Turk and attended by judges, lawyers, members of parliament and other special invitees. Commencing with a church service at the St Mary’s Anglican Church on Front Street, attendees were led by a procession of Royal Turks and Caicos Islands Police officers and band along the road and to the Supreme court where an

inspection of the guard was carried out by Chief Justice Margaret Ramsay-Hale. In her address at the official opening of the law year, Attorney General Rhondalee BraithwaiteKnowles remarked that 2017 was a very active legislative year with 21 ordinances being passed through the House of Assembly while the executive arm of government made 82 pieces of subsidiary legislation in accordance with the Government’s legislative agenda.

Highlighting the importance for the rule of law in the Turks and Caicos Islands, the attorney general noted that the presence of members of the executive and legislative branches of government at Wednesday’s opening shows strong support for the work of the judiciary and is testament to their commitment to work closely with and ensure that the viability of the court system throughout the Islands. Braithwaite-Knowles officially

moved the motion for the opening of the Supreme Court, seconded by the Director of Public Prosecution Jillian Williams. In her address to the court, Williams outlined that the DPP must institute, conduct and supervise prosecutions and related proceedings, a role of which is independent of the police force and other related agencies, noting that her department intends to continue their work along these lines throughout the year.

Remarks were also brought by president of the local Bar, Jonathan Katan who commended the work of the various legal and government departments during the challenging months of 2017, as well as from Senior Counsel Ariel Misick QC. The chief justice in her address to the court noted that 2017 was a difficult year for everyone but observed that it also presents many opportunities for change and growth. (Delana Isles)

Procrastination is killing the premier Dear Editor, On December 29, 2016, Premier Sharlene Cartwright Robinson was sworn into office with the entire pomp, ceremony and circumstance attendant with her office. She came in with all of the hopes and dreams of a significant number of Turks and Caicos Islanders riding on her coattails! The populace was sold a bill of goods that were contained in their manifesto called the ‘Change Document’, but they were hopeful and euphoric! But as Hon C Washington Misick likes to say: “You may campaign in poetry, but you have to govern in prose!” Over the past year, the people have come to realise that there are light years between rhetoric and reality. We have all seen that there is a great difference between talking a great game and playing a great game. We have all seen that opportunity, after opportunity has been lost and there is no clear indication that anything will be gained. We have a saying in surveying that ‘time used in reconnaissance is never lost’!

The premier and a significant number of her team had four years to audition as members of the opposition. They had four years to observe up close the contortions the Hon Dr Rufus Ewing and his crew had to go through in navigating the various constitutional, legislative and policy positions put in place by the interim administration. They had access to all of the Public Accounts Committee information and lest you forget, the current premier was the chairman of that committee. You will recall how she berated and chastised the public servants for not doing what they were supposed to do, or what she expected them to have done. During those same four years, the premier would have been privy to every policy initiative of the Rufus Ewing led administration through the work of the Administration Committee which followed every policy directive made and the rationale for each one. There cannot be any excuse whatsoever for their inability to as she said to hit the ground running from day one.

They seem, from the way that they have conducted business so far, to not have read the dossier that was created. We cannot forget that the premier, both at home and abroad has touted herself as being “the best man for the job”! To date, we have not seen any of the prowess that she has espoused during her days in the opposition or on the campaign trail! Her legislative agenda has been totally atrocious. Her attendance at the House of Assembly has been only to meet the constitutional deadline of six weeks, but not to advance the agenda of the people who put their trust, hope and dreams in her hands. It was expected that the premier would have immediately begin the rolling back of some of the egregious pieces of legislation or policies put in place by the interim administration. She technically had the oomph to do so. First of all she was heard to say on a number of occasions the Dr Ewing was not getting anything done because the PNP did not enjoy the confidence of the British because of what took place prior to the suspension of our Constitution.

So if she were right, that was not a hurdle that she had to jump. There is also the debt obligation that Dr Ewing had to deal with, which she had not to face. The $176 million bond was paid off and through restructuring, there was only a residual and very manageable amount of some $32 million that the banks in TCI vied aggressively to finance, TCIG having obtained a BBB+ rating from Standards and Poor’s. She met as she, in a statement to the House of Assembly a working surplus of some $76 million and a number of capital projects that had already been through the process, some being “noted in Cabinet” and quite a few, the contracts having already been awarded. I will just remind you of two that were stalled by the premier’s direct intervention: airport terminal in South Caicos and the clinic in Bottle Creek. Both of those projects would have injected much needed capital into those economies and provide job opportunities for those citizens. By the premier’s own account, in her 12 months in office, no major or any capital project has been noted by

Cabinet. When that happens, we know that some activity is on the horizon. You can take your pick as to why nothing has been done from the litany of incompetence, laziness or just plain and simple ‘dunciness’! We are now at an impasse where a meeting of the House of Assembly cannot take place because the premier cannot get approval from the UK for a supplementary expenditure that should have been a breeze if she had followed a small part of the blue print left. Remember this! Never in any of the years of restraints and austerity around the neck of the Rufus Ewing government, was there a rejection. There were ways to maneuver through the morass, and this has not been learnt by our current premier and minister of finance. The premier lost what Hon Derek Taylor likes to say a “golden opportunity” given her by the declared state of emergency following the hurricanes Irma and Maria. During that period, all bets are off. Civil service questions and answers THE WORD on the street is discontent with the one year old PDM administration because of problems within the civil service. Anyone trying to obtain anything from the public service from a birth certificate to a land title transfer has encountered problems. There have been complaints that civil servants arrive late to work, take lengthy lunch hours and leave early. Others in key positions take prolonged trips and their operation goes on hold while they are gone. On returning they have lost track of the unresolved issues they abandoned. The civil servants themselves claim they are underpaid. This may be true if one compares the job description with the pay scale. Based on performance many are overpaid, some underpaid.

How did we arrive at this point? During the Michael Misick administration the ranks of the civil service swelled to 3,200 people. One out of four Turks and Caicos Islanders was a civil servant. They depended on Mike for their job. They were and remain a huge voting block. The civil service consumed $78 million per year in the Misick years. $78 million was six out of every $10 the Government obtained through

revenue. This left $4 for police, local justice, border control, medical care and medications, roads, causeways, maintenance of public buildings, scholarships, all levels of education, etc. We ended up deep in debt. In 2010 Rufus Ewing began to reform the Civil Service Association (CSA), a union of civil servants. In January 2011, he became head of that organisation. From 2008 to 2011 Governor

Wetherell and the UK Foreign and Commonwealth Office (FCO) decided the civil service staff must be reduced. To make this painless he offered a ‘golden handshake programme’ based on years of service. About 750 volunteered to leave or retire from the service and were paid bonus checks. The result of this programme was that the long term civil servants, some with 20 years of service and in depth experience, quit. If you volunteered to leave and take the generous payment you could not return to the civil service for at least five years. Attrition further reduced the ranks. In August 2012 Anya Williams became the deputy governor, directly responsible for managing and reform of the public service. She has the authority over the public service and has had the ear of the governors. She sits in Cabinet meetings.

Elected Government cannot cause the discharge of any civil servant without documenting over a period of months the employee’s poor performance. The Government risks the loss of votes from the disgruntled civil servants and their families. This whole affair is the responsibility of: 1) The British FCO and its governors. 2) The Progressive National Party including their leaders Michael and Washington Misick. Also, Rufus Ewing and Anya Williams. Where do we go from here? It took Derek Taylor the first four years of his eight years to correct four years of the Washington/ Misick mess. How long will it take today’s PDM to correct 13 years of Michael/Rufus/Washington/ British administration?

The Caribbean thinks of climate resilience

Dear Editor, As time and age advance, and with it one’s private and professional life progresses, one might come to the conclusion that most things we do in life, in business or even in politics are just a bunch of nonsense. What is worse that we keep doing it for no good reason at all, and are continuing to create more nonsense. Some will put the blame on the boss or the government, some on the weather, others on their childhood, their mother-in-law or a recession. Great arguments that underline some of the nonsense even more. Climate change and resilience are trendy right now. It is almost like wanting to blame nature for what nature is and how it functions. I’ve got some news for you. Extremely old news. It may take at least 10 digits to put a number on it. There is scientific evidence that forms of life on Earth appeared about 3.5 billion years ago. One year more or less doesn’t make a difference. There are people who may believe that it is what it took to create true human perfection. Just imagine that it took an evolution that long to inspire some members of the human species to decide on putting together committees to figure climate resilience out. That’s a main topic in the headlines nowadays. Just as a side remark, did you know that French soft cheese takes about four weeks to ripen?

Anyway, to describe the mission of such committees in some straight forward wording: find out what we recently messed up and how we can quickly fix it again. The answer is so darn simple that it almost insane: any material or process that was not created or influenced by man, and still exists, has proven to be resilient, in some cases over millions of years. The next question may be, what would have survived or flourished if it wasn’t affected by human action or influence? There you will find some valid answers of what to keep, copy and protect, and what to avoid. Some prefer looking for an easier solution, like we need more insurance and more financial assistance, or handouts to survive when catastrophes happen. The correct answer is again so senseless simple. One is provided with two features for the use: brains and hands. As for the hands, we all know that some hands are bigger than others, and that some are used to do work, and some are used to be held up and receive. As for the brain sizes and functions, let’s not even get started discussing it. The answers to problems are usually quite simple and straight forward. But in order for them to be recognised and accepted, human brains and behaviour have an annoying delaying effect.

the Procurement Ordinance is jettisoned. She could have spent the money necessary to rebuild the schools and other government infrastructure. Bearing in mind, the hurricane insurance money to the tune of some $14+ million were in the bank account of TCIG within two weeks of the hurricanes as well as by her own admission, the government had a surplus of over $101 million. Contracts could have been awarded to whom she chose. I might have been ticked off as to the selected individuals, but I would have eventually satisfied if the contractors were Turks and Caicos Islanders and we got value for money! Now the premier is trying to

lower expectations by quietly saying that the $101 million were projection, when we know for a fact that that was money in the bank! The premier has now micromanaged herself into a corner and has allowed the governor, the two unelected members of Cabinet and those with standing invitations to dictate the pace to the chagrin of the people of this country. Shame on you! You have lost your way. You are all mouth and no teeth! All bark and no bite! Where we are now, through no fault of ours, but by the express do nothingness of the premier and minister of finance, is a classic reality of what Devon Williams likes to say: “Trying to run a dump truck in a NASCAR race!” Royal S Robinson

In 1997, I was asked by the Intergovernmental Oceanographic Commission of UNESCO to promote ‘1998, The International Year of The Oceans of the UN’. The mission was to create awareness for the world’s oceans. At that time, climate change was already discussed. Scientists had recognised all the indications. They had computer models of the effects of rising sea levels. Why wasn’t something done about it already at that time? For one, scientists typically have to prove things first and beyond any doubt; reasonable doubt is not even good enough. One cannot prove something when it didn’t actually happen. That is like wisdom from the law and order professions. Politicians will not take action unless scientists can prove something.

They fear for their credibility and to be fried to a crisp if they cannot justify their decision without proper evidence. Now, after those 20 years, one can at least say that tremendous progress is made, and climate change is about to be proven. The time has now come to think about action for becoming climate resilient. And of course, on a smaller scale, like here in the Caribbean, a committee may be assembled of persons who must start thinking first, about what they actually need to be thinking about. Keep your fingers crossed for 1) seeing a plan of action and 2) enjoy experiencing the implementation. If I would ask Mother Nature for her opinion about all this, she might respond with: “You people think you are ‘Living the life of Riley’ and you believe you are ‘Hot Stuff’.

“In my eyes you are really only lallygagging and dilldallying along through your limited time of life. “From my overall perspective, you are as unimportant as a miniature ship in a bottle. “Mama Nature will adapt and survive. I always did. And you? So, listen to Mama Nature and learn from Mama Nature and don’t try to have things your way.” Ding-dong! “Mama Nature….,” I would ask with a sigh, “Why such harsh words?” To which she may respond with the determination of a moving bulldozer: “Well, that is what it often takes to make you people halt for a moment and to forget your private interests, your shortcuts and your personal convenience and comfort before you get going.” Cdr Slabbaert

Why intentionally discourage investment? – Open letter to the Government My name is Robin Vandeveer and I am the majority shareholder in Trade Wind Industries Limited (TWI), the owners and operators of the Caicos Conch Farm. I am writing to you today directly, to hopefully receive a direct, honest reply to a question that needs to be answered: Why is your Government intentionally delaying or refusing to honour TWI’s development agreement to farm conch and fin fish? I was encouraged in 2010 by then Governor Gordon Wetherell to invest in a conch and fish farming project in the TCI. I was proclaimed by the TCIG to be an “accredited investor”, and the project was deemed by the Governor’s Economic Advisor Mr Brian Titley, to be excellent for the growth of and the diversification of the economy of the TCI. The project is expected at maturity to produce more than 100 ‘living wage’ jobs for locals and provide a sustainable food source as well as contributing more than $11 million annually into the TCI economy. Since investing in the Conch Farm in 2010 I have paid off Conch Farm debts to the bank, NHIP, NIB, former employees and vendors. I have invested nearly $20 million in cash to pay debts and provide operating capital and legal fees

while TWI’s marine biologist and fish husbandry biologist successfully demonstrated proof-of-concept and developed fin fish broodstock in five distinct species of local fish (grouper, snapper, amberjack, pompano and cobia). The Conch Farm’s project was illegally obstructed, and the development agreement unlawfully breached in 2012 by the direct actions and slanderous comments of former governor Ric Todd which precipitated a costly arbitration proceeding against the TCIG and Crown. The final result of the binding arbitration was that TWI won the case, and is entitled to farm fish. Former governor Ric Todd admitted under oath during the arbitration proceeding that he was wrong and had insufficient knowledge of the project before making public statements and wrongfully slandered TWI. Attorney General Rhonda Lee Braithwaite-Knowles, admitted under oath during the arbitration proceedings that she was wrong, that she failed to review the business plan that was sent to her, that she was misinformed by Rebecca Astwood, that she misunderstood the project and that the cause and ultimate responsibility for the expensive arbitration was her fault. The TCIG Government

acknowledged and admitted during the arbitration proceeding, and the arbitrators confirmed, that TWI has the rights to farm fish. Your Government is legally bound to honour the 2010 Development Agreement with TWI, the 2017 Development Order with TWI, and the decisions of the arbitrators. Yet, for some reasons unknown to TWI, the TCI Government, after wasting nearly $10 million of taxpayer’s money and squandering more than five years of TWI’s valuable time enduring a useless and unnecessary arbitration, still refuses, almost two years after the conclusion of arbitration, to give the necessary directions that would allow TWI to proceed with this project. My question is: Why doesn’t this Government want more than 100 new jobs, a permanently sustainable food source, a contribution to the local economy exceeding $11 million annually, and specifically, who, or what persons or what entity benefits from the efforts of the TCIG to obstruct and or prevent this project? Crown Counsel and Senior Crown Counsel appointed THE ATTORNEY General’s Chambers on Thursday (January 11) appointed Chassidy Swann as the new Crown Counsel and Shayone Handfield-Gardiner as the Senior Crown Counsel. A release from the chambers stated that Handfield-Gardiner who previously held the position of Crown Counsel within the Attorney General’s Chambers, holds a LLB and a recently earned Master’s Degree in Law from the University of Leeds. Commenting on her appointment she said: “I am humbled, yet proud to be working in a country where young women are encouraged to break glass ceilings and take on roles that were once only reserved for middleaged men. “Given the great leadership of our attorney general, I am delighted to have been appointed as the Senior Crown Counsel in the International Division of the Attorney General’s Chambers.” She said that having worked in the chambers since 2010, it is her “earnest desire” to continue to contribute to the ever-evolving demands and obligations of the legal industry. “The law, like any living organism, must change or be updated as our communities improve. “The same way lawyers are meant to continuously update themselves to meet the demands of the legal profession. It’s against this backdrop that I decided to return to the United Kingdom to read my LLM in

Sources say SIPT trial a long way from over THE CROWN’s case in the Special Investigation and Prosecution Team (SIPT) trial of Michael Misick and several others will not be coming to a close any time soon, the Weekly News has learned. Information reaching this publication has suggested that the SIPT’s case against the former premier and his seven co-accused will not end before April or May of this year. Sources close to the trial also revealed that many are disgruntled at the numerous adjournments and delaying tactics being employed by some involved in the case, and that numerous concerns are being expressed about the judge’s apparent failing health. The trial which was set to resume on January 21 will now recommence on February 5, after the judge was said to be undergoing surgery for an injury. The trial which began in 2015, was to have at least reached its half way mark last July/August 2017 with

the prosecution presenting the last of its evidence against the defendants, but delays upon delays have made that initial estimation of the end of the Crown’s case an impossibility. “Good and steady progress,” as prosecutor Andrew Mitchell QC had described the trial progression to Weekly News in 2016, has now come to a virtual standstill as the TCI public continues to foot the bill of the very expensive legal undertaking. BACKGROUND Following the recommendation in Sir Robin Auld’s Commission of Inquiry 2008-2009, the Special Investigation and Prosecution Team (SIPT) was set up to look into allegations of corruption at the highest levels of government in the Turks and Caicos. The Special Investigation team began its investigations in April 2010 and the first charges were brought in September 2011. Helen Garlick was appointed as the Special Prosecutor and she

led a team of investigators and lawyers which was charged with the responsibility of undertaking an independent criminal investigation. As a result of this investigation a number of individuals have been charged and sent to trial on all the charges against them following a sufficiency hearing before the Supreme Court in April 2012. The trial commenced on December 8, 2015, at the Supreme Court annex in Providenciales. Those facing trial are former premier Michael Misick, former minister Floyd Basil Hall, former minister McAllister Eugene Hanchell, former minister Lillian Elaine Boyce, former minister Jeffrey Cristoval Hall, attorney Clayton Stanfield Greene, Thomas Chalmers Misick, Lisa Michelle Hall, and Melbourne Arthur Wilson. Special Prosecutor Helen Garlick retired last year and the trial is now being overseen by the Director of Public Prosecution, Gillian Williams.

Enid Capron Primary School receives 50 computers BY OLIVIA ROSE STUDENTS at Enid Capron Primary School will now have the tools to advance their technological skills, thanks to a donation of 50 computers. Last Friday, January 5, the Turks and Caicos Hotel and Tourism Association (TCHTA) reaffirmed its commitment to making a positive difference in the community through the major presentation. The exercise was spearheaded by Island Destinations Travel Group Foundation and other travel partners from North America as part of a ‘Tourism cares’ initiative. The computers along with accompanying headsets, a server, a printer, backpacks and care packages for each of the 641 students were donated to the Five Cays school’s IT laboratory. TCHTA’s chief executive officer Stacy Cox said the computers are a much-needed asset that will further advance the school’s technological efforts as well as provide teachers

with resources for a 21st century learning experience. She said: “We hope that these computers will go a long way in enhancing students’ academic achievements, and facilitating further avenues for research and learning throughout this academic term and in the years to come.” More than 20 North American agents, including the COO of Island Destinations Travel Group Foundation and the president and CEO of Signature Travel Network, were on-hand for the presentation. The agents were visiting the island to attend the Signature Summit event, and spent the weekend attending activities at several resorts. During the donation ceremony, remarks were delivered by Karen Malcolm, Minister of Education, Youth, Sports and Library Services. Attendees were treated to music by the ECPS Band, as well as a tour of the school’s facilities. TCHTA board members and The Source Group also distributed breakfast to all students.

Valerie Jennings protests opening of law year LOCAL protestor and Grand Turk resident Valerie Jennings staged a one-person protest on Wednesday (January 10) as the legal luminaries celebrated the opening of another law year. Jennings’ plight is not unfamiliar to many in the Islands as she has previously protested what she deems unfair treatment by the British in making her job redundant and allegedly refusing to pay her several millions of dollars she believes is owed to her as severance. Last July she again made the news when she went on a two week hunger strike as a form of silent and nonviolent protest. Armed with her placard, Jennings who suffers muscular dystrophy protested what she sees as the lack of justice in the Turks and Caicos Islands and her inability to find a job in the territory. “There is no justice in the Turks and Caicos Islands, look around you so many lawyers and everybody seems to be pro-British, the British

seems to have everybody on their side. “How are Turks and Caicos Islanders going to be treated fairly in our country, and on top of that we have all of our court systems top heavy with all of these foreigners so who are we getting justice for in this country? “There is no justice in this country for us, I have been crying out for justice in this country for almost nine years now, my job was made redundant and I can’t get a job in my own country and they hire foreigners to work here and send me home to die.” Jennings complained that she is being shunned all over, and protested that the local media seems to be afraid to help champion her cause as well. Last year she penned a letter to the media stating that she has raised her concerns with the Queen of England, the Governor, Baroness Anelay of St Johns, Premier Sharlene Cartwright Robinson and the Opposition leader requesting an urgent sit down to discuss several

Have you not noticed that is exactly what your beloved members of parliament did? Whilst you are busy being PDM or PNP, they are busy ignoring your phone calls, reading your Whatsapp messages and not responding, ducking your visits at their offices, throwing the note you gave a friend to pass on to them in the trash. In addition, busy looking the other way pretending they are talking on their phones when they see you in a public place. In fact, have you not noticed that they even seem to have forgotten the location of the party’s headquarters? When last have you seen one of them there?

THE PUBLIC is invited to attend the third annual National Honours and Awards Ceremony in Grand Turk. The ceremony, which was set to coincide with the observance of National Heritage Day on October 9, was postponed due to the hurricane aftermath. It will now be held at the Parade Grounds, Grand Turk, on Saturday, January 20, at 11am. The National Honours and Awards programme recognises 37 Turks and Caicos islanders in six different categories. These are the order of Turks and Caicos Islands, the patriotic award Cayos medal, the long service award, the meritorious service award, national young achiever’s medal for their stellar contribution to the territory’s development. The committee has reviewed the nominations submitted from throughout the Islands and carefully selected the honourees in each of the six categories.

My fellow party supporters it is time for you to take the party blinders off your eyes accept and see things as they are. It is time to firstly, be faithful to country and your people. The elections are over and it is time to love country over party and Government. There will be plenty time for you to take your political hats off the shelf and wear them, return to your party at the same time your dearly loved MPs does - election season 2020. For now, let us hold ALL our elected MPs’, most especially those that form the Government, feet to the fire. Last year, late veteran politician and social activist Paul Stephenson Higgs who was one of the first political representatives for North Caicos was conferred posthumously the highest honour, the Order of Turks and Caicos Islands. The other award given posthumously went to the composer of the TCI’s National Song, this ‘Land of Ours’ the late Rev Dr Conrad Howell. Reverend Howell received the patriotic award Cayos Medal along with Bill Archie Clare, Mervin Cox, Mark and Barbara Pankhurst for demonstrating a keen sense of national consciousness and for rendering exceptional sacrificial service to the islands. The long service medal was awarded to 19 people for their outstanding and exemplary public service to the territory and its people for a minimum of 20 years. Among those receiving this award were tourism lecturer Blythe Clare, veteran fireman George Penn, captain Lyndon Gardiner, captain Harold Williams and captain Richardson Arthur.

The Meritorious Service medal was granted to Edison Brooks, Lee Sutton, Marion Williams and Clifford Gardiner for their sacrificial and meritorious service in a field that is inherently challenging or has performed a brave or humane act whether in the Islands or abroad. The National Young Achievers medal was granted to six youths between the ages of 12 and 25 for performing exceptionally well on a national, regional or international level in the areas of culture, academic, performing arts and sports. Among the young achievers were, entrepreneur and popular designer Wellington Williams, former junior tourism minister Willandra Elliot and PTV’s broadcast journalist Nadidja Parker. The Honours and Awards Ordinance provides that an honour or award may be revoked if an awardee allows persons to whom the award was not granted to wear his insignia or commits an act the committee sees as bringing the honours system into disrepute.

In a press release issued on Wednesday (January 10), the department said that due to the recent and continuous rainfall throughout the Turks and Caicos Islands the mosquito population is booming. It stressed that the Vector Control Unit continues to monitor and treat mosquito breeding sites. However, premises owners have a role to play in eradicating

the breeding sites by checking buildings for anything that could hold water. “Treat standing water on your premises by using cooking oil or any other environmental friendly oils to prevent mosquito breeding,” the statement said. “Have all debris removed from their premises and disposed at the public landfill/solid waste disposal sites on your respective island. “With the removal of the debris from your premises it will reduce mosquito breeding and prevention of mosquito borne and other vector borne diseases such as zika virus, chikungunya and dengue fever.” The Environmental Health

Department is urging people to follow the steps below to discourage the growth and reproduction of mosquitoes: -Check around buildings for anything that could hold water. -Inspect homes and yards weekly. -Turn containers over or cover them. -Get rid of or cover old tires. -Properly dispose of all garbage or refuse. -Cover boats, children’s pools, etc. -Clean rain gutters and make sure they are flowing properly. -Check screens for holes. -Tightly cover water drums and rain barrels.

Smelly coastal seaweed growth caused by climate change A BLOOM of foul smelling sargassum seaweed which has accumulated on Grace Bay is the result of climate change and shifting ocean currents. According to a Government press release the seaweed is a natural part of marine and coastal processes and provides habitat for more than 250 animal species. “Although sargassum poses no threat to humans and provides food and habitat for birds and smaller animals, decaying mounds of seaweed may create eyesores and offensive odours,” it read. “Sargassum blooms were rare throughout the Caribbean region prior to 2011, but climate change and shifting ocean currents made blooms much more common; currents and

winds then transport the sargassum onto shorelines. “The Turks and Caicos Islands Government acknowledges that the current quantities of sargassum that have washed ashore may pose a frustration to resorts and visitors along Grace Bay, and would like to assure resort managers that we seek to act in the best interests of our valued visitors and our environment.” The release stressed that the use of heavy machinery including raking tractors and trucks compromises the stability of the beaches. “To preserve the stability and beauty of Grace Bay Beach, we recommend that resorts utilise wheelbarrows and manual rakes to

Jamaicans relieved tsunami didn’t hit but say alert system needs improvement JAMAICANS are thankful that a tsunami did not hit the Caribbean after one of the strongest earthquakes in modern times struck the region, but are urging authorities to improve their disaster alert systems. The magnitude 7.6 earthquake struck off the coast of Honduras on Tuesday night, shaking the mainland and setting off tsunami warnings for Puerto Rico, the Cayman Islands, Cuba, Jamaica and other Caribbean islands as well as on the coasts of Mexico and Central America. The warnings and advisories were cancelled about an hour later. “What a mighty God! Have mercy upon us oh Lord we pray. Jamaica land we Love!!” said one Facebook user sharing the sentiments of many others who believed that the island was spared from the wrath of the tsunami by the grace of God. “ I will say this here! The earth is mourning for the evils worldwide! No matter who you are… the safest place in the world is to be in JESUS CHRIST. C&W parent completes Caribbean split-off CABLE & Wireless parent company Liberty Global announced last week that it has completed the separation of its Latin American and Caribbean businesses – including the Cayman branch of Flow – into a separate entity called Liberty Latin America. The move was made in part to lessen Liberty Global’s tax bill in the U.S., according to U.S. Securities and Exchange Commission filings, which stated that the separation will consist of a number of transactions that are “intended to qualify as tax-free spin-offs for U.S. tax purposes.” Liberty Global, which predominately operates in European markets, has also touted the move as a way for the Caribbean and Latin American businesses to raise capital independently, and for its shareholders to invest directly in higher-growth Latin American markets. “I see tremendous opportunity to bring world-class technology, innovation and scale to our operations, expand our network coverage, and deploy exciting new service offerings to our residential and business customers,” said Liberty Latin America CEO Balan Nair. “In a region that is currently served by a highly fragmented range of operators and with customer penetration rates roughly half

of more mature markets, we see significant prospects for longterm growth both organically, as well as through strategic M&A.” Liberty Latin America stock was trading on the Nasdaq Global Select Market at around $21 per share as of Tuesday. The new entity serves a total of 6.4 million homes and 3.7 million mobile subscribers, according to its announcement. Liberty Global originally agreed to purchase C&W – which operates telecommunications services throughout the Caribbean – in November 2015 for US$5.3 billion as a way to increase the company’s global footprint. Liberty Global’s Latin American and Caribbean businesses operate in more than 20 jurisdictions under the consumer brands VTR, Flow, Liberty, Más Móvil and BTC. In addition, Liberty Latin America operates a sub-sea fiber network throughout the region connecting more than 40 markets. The conglomerate expects to generate annual revenue of roughly US$3.7 billion, but recorded operating losses of around US$202 million during the third quarter of 2017. Bahamas ministers feel more discussions needed on marijuana decriminalisation CABINET ministers on Monday conceded that marijuana use has had a “devastating” impact on communities in the country, but agreed the Bahamas has reached a point where discussions must take place focusing on whether decriminalising the drug should be a consideration for the government. While shying away from revealing his personal position on this issue, former deputy commissioner of police, now National Security Minister Marvin Dames said it is easy to decriminalise marijuana but the discussion will have to focus on regulating and managing its use. This discussion, juxtaposed against how other countries around the world are handling marijuana use, will direct national discourse, Mr Dames said. However Deputy Prime Minister Peter Turnquest had a different view. He told reporters he does not subscribe to this train of thought,

adding the Bahamas must chart the way for itself. He said whatever steps the country takes should align with its own traditions, culture and values. A third Cabinet minister, Dion Foulkes, said he preferred to reserve his personal position until after the Minnis administration makes a collective decision. A town hall meeting organised by CARICOM’s Regional Commission on Marijuana on Friday night drew strong positions from those attending. Attendees were greatly in favour of marijuana decriminalisation and legalisation. How representative the audience was of Bahamians’ views at large was a question that lingered after the event. It was also on the sidelines of this event that Foreign Affairs Minister Darren Henfield said no reasonable person can deny the Bahamas must scrutinise laws that criminalise

people possessing small amounts of marijuana. State Minister for Legal Affairs Elsworth Johnson also emphasised that to ensure the conversation about legalising or decriminalising marijuana persists, proponents of change must organise themselves to make the government pay attention. Mr Dames said on Monday: “This is a discussion as I said before, that this is where the world is going and we in certainly the Bahamas will too have to look at our position and that will have to be clearly thought out. But we are at the right place. We are now having those discussions to see where the people of this nation will expect for us to go.” Asked to reveal his personal position on the issue, Mr Dames said: “I have some thoughts on it but when we discuss it as a Cabinet, most certainly we’ll come back with our

position. But I said before we have to come to this point in this country where we begin to debate issues like that. There’s no hidden agenda or no secret. This is what democracy is all about. “But at the end of the day whatever direction we go we as a government will have to ensure that we are fully prepared. We have been monitoring what has been taking place throughout the United States. Canada is a little ahead of us but at that point as well where they are contemplating it and certainly the Caribbean as well. So this is a global discussion that is currently being had.” He was also asked what he saw as a former police officer in communities where marijuana use was prevalent. “Well a devastating one, a devastating one. But we have to look at that in different sections in different phases. For a very long

time now . . . I’ve seen discretionary options used by officers and certainly the courts in respect to young people for many years found in possession of small quantities of marijuana. But like any other business whether it’s the illegal lotto business or whether its marijuana, one of the key focus would have to be how do you regulate (and) how do you manage it.” From a revenue generation stand point, Mr Turnquest said the discussion will have to go beyond the cash factor. “There is a saying something about what is it to benefit the world and lose your soul? Something of that nature,” Mr Turnquest said. “I think this is one of those kinds of considerations. So it’s not purely an economic discussion. We have to look at the social side. “We have to look at how this will affect our communities and network productivity.

California mudslides death toll rises with over a dozen missing HUNDREDS of rescuers are combing wreckage in Southern California for those missing after mudslides that have killed 17. Another 28 injuries have been reported in Santa Barbara County following the deluge that overwhelmed an area scorched by wildfires last month. NIGEL Farage, the most prominent campaigner for Britain to leave the European Union, says he is warming to the idea of a second Brexit referendum. Farage, the former leader of the UK Independence Party, said it would silence “once and for all” the voices of those who oppose Britain’s departure from the EU and want it to be stopped. “The Cleggs, the Blairs, the Adonises will never ever, ever give up,” he said, referring to prominent “remain” campaigners such as former Prime Minister Tony Blair. “They wil go on whingeing and whining and moaning all the way through this process so maybe, just maybe, I’m reaching the point of just thinking that we should have a second referendum on EU membership,” Farage told the UK’s Channel 5. It was the first time since the referendum that Farage has suggested he might support a second

vote. Previously he has insisted that the result of the 2016 referendum had to be respected. “I think if we had a second referendum on EU membership, we’d kill (the issue) off for a generation. The percentage that would vote to leave next time would be very much bigger than it was last time round and we may just finish the whole thing off and Blair can disappear off into total obscurity,” he added. The UK voted to leave the European Union by a 52%-48% margin in 2016. The issue has dominated British politics ever since. Since the vote, some prominent opponents of Brexit have suggested it should be reversed. Blair, the former leader of the Labour Party, has argued that the electorate were not given a full picture of the consequences of “leaving the largest free trade bloc in the world.” He has argued for voters to be given the opportunity to reconsider once the full details have been determined.

Mayor of London warns of Brexit ‘lost decade’ THE Mayor of London, Sadiq Khan, has warned that a hard Brexit could lead to “a lost decade of lower growth”. He said a no-deal outcome, in which the UK left both the EU customs union and single market, could cost the country half a million jobs and £50bn in lost investment by 2030. Mr Khan said the findings came from research he had commissioned from analysts Cambridge Econometrics. He called on the government to alter its strategy in talks with Brussels. “This new analysis shows why the government should now change its approach and negotiate a deal that enables us to remain in both the single market and the customs union,” Mr Khan said. “It’s astonishing that the government has failed to do any proper impact assessments on what Brexit could mean for our economy.

“Their complete lack of preparation is irresponsible, leading to fears that they are putting party politics ahead of the national interest.” The London mayor’s comments came ahead of a meeting between Theresa May and business leaders from the UK’s financial services industry, as the government attempts to secure a Brexit deal that will include the sector. The prime minister will meet with Barclays chief executive Jes Staley and Goldman Sachs International boss Richard Gnodde, among others, on Thursday afternoon. Chancellor Philip Hammond will also attend after returning from Berlin, where he described financial services as pivotal to a “bespoke” trade deal. Kremlin officials are preparing to entice voters to participate in a largely perfunctory election this March by offering iPhones and iPads to young people as prizes in a competition for polling station selfies, according to Russian outlet RBK. The plan, which reportedly runs through regional election commissions and will include a large promotional campaign, is still in its beginning phases ahead of election day, March 18. MALAYSIA’S government said Saturday that it has approved a new attempt by a private company to find the wreckage of Malaysia Airlines Flight 370, nearly four years after its disappearance sparked one of aviation’s biggest mysteries. The Houston, Texas-based company Ocean Infinity dispatched a search vessel this past week to look in the southern Indian Ocean for debris from the plane, which disappeared March 8, 2014, on a flight from Kuala Lumpur to Beijing with 227 passengers and 12 crew members. The governments of Malaysia, China and Australia called off the nearly three-year official search last January. The Australian Transport Safety Bureau’s final report on the search conceded that authorities were no closer to knowing the reasons for the Boeing 777’s disappearance, or its exact location. “The basis of the offer from Ocean Infinity is based on ‘no cure, no fee,’” Malaysian Transport Minister Liow Tiong Lai said Saturday, meaning that payment will be made only if the company finds the wreckage. “That means they are willing to search the area of 25,000 square kilometers (9,653 square miles) pointed out by the expert group near the Australian waters,” he said. However, he said, “I don’t want to give too much hope ... to the (next

of kin).” He said his government was committed to continuing with the search. He did not offer other details. Ocean Infinity said in a statement that the search vessel Seabed Constructor, which left the South African port of Durban on Tuesday, was taking advantage of favorable weather to move toward “the vicinity of the possible search zone.” In the initial search for the plane, a 52-day surface search covered an area of several million square kilometers (square miles) in the Indian Ocean west of Australia,

before an underwater search mapped 710,000 square kilometers (274,000 square miles) of seabed at depths of up to 6,000 meters (20,000 feet). They were the largest aviation searches of their kind in history, according to the Australian Transport Safety Bureau (ATSB). Despite other methods such as studying satellite imagery and investigating ocean drifts after debris from the plane washed ashore on islands in the eastern Indian Ocean and the east coast of Africa, the 1,046-day search was called off on Jan. 17, 2017.

The settlement worth $15 million to $20 million came just ahead of the estranged couple’s 10-year anniversary, the source said. Their prenuptial agreement required that Weinstein pay $300,000 in spousal support for each year of the marriage if it lasted less than a decade. If the marriage had passed 10 years, that figure reportedly would have jumped to $400,000. The couple’s assets, which will be divided, include a West Village townhouse estimated to be worth $15 million and a Hamptons estate recently listed for $12.4 million. They also have homes in Connecticut and Los Angeles. Chapman, 41, is expected to get primary custody of their children, ages 4 and 7. The deal was finalised late last year. The source said both sides had hoped to keep the terms secret. Attorneys for both Weinstein, 65, and Chapman declined to comment. Chapman has yet to file papers making the divorce official. He apologized but denied any non-consensual sexual encounters occurred. He was fired from the Weinstein Company that month. On the legal front, he is battling multiple lawsuits in Manhattan and Los Angeles regarding his alleged misconduct. Last month a former Netflix associate producer filed a $10 million lawsuit against Weinstein. An unidentified actress filed a separate $14 million case against him in Toronto. Last week, a judge rejected an effort by Weinstein’s first wife, Eve Chilton, to get a $5 million prepayment on future child support on the grounds the embattled film producer likely won’t be able to pay in the years to come. “He’s going to have very little left,” Chilton’s attorney Bonnie Rabin argued in a hearing. “(There) are lawsuits not in four to five states, but perhaps four to five countries.” (NYDailynews)

Middle-aged can reverse heart risk with exercise, study suggests THE new year is a time when many plan to shape up after the excesses of the festive period. Now there is good news for those who fear it might be too late in life to improve their fitness. People into late middle age can reverse or reduce the risk of heart failure caused by decades of sedentary living by exercising, a study has found. But there is a catch - it takes two years of aerobic exercise, four to five days a week, researchers said. The study, published in the journal Circulation, analysed the hearts of 53 adults aged 45-64 who were healthy but had no history of exercising regularly. Research has shown that sedentary behaviours - such as sitting or reclining for long periods of time increase the risk of heart disease. The study’s participants were divided into two groups, with one following an aerobic exercise routine that progressed in intensity over the two years and another doing yoga, balance training and weight training three times a week, also for two years. The aerobic exercise group showed an 18% improvement in their maximum oxygen intake during exercise and a more than 25% improvement in “plasticity” in the left ventricular muscle of the heart both markers of a healthier heart. However, the benefits were not seen in the second group. Dr Benjamin Levine, lead author of the study and the founder and director of the Institute for Exercise and Environmental Medicine, a joint programme between Texas Health

Resources and UT Southwestern Medical Center Dallas, Texas, said: “The key to a healthier heart in middle age is the right dose of exercise, at the right time in life. “We found what we believe to be the optimal dose of the right kind of exercise, which is four to five times a week, and the ‘sweet spot’ in time, when the heart risk from a lifetime of sedentary behaviour can be improved - which is late-middle age. “The result was a reversal of decades of a sedentary lifestyle on the heart for most of the study participants.” Dr Levine told the BBC the takehome message from the research is that exercise needs to be a part of people’s personal hygiene, like teeth brushing. “It’s not something that gets added

on to the end of the day: You brush your teeth, you change your clothes, you eat food and drink water. “You do these things for personal hygiene. Exercise is equally important. You need to find ways to incorporate it into your daily activities.” Dr Richard Siow, vice-dean for the faculty of life sciences and medicine at King’s College London and director of ageing research at King’s, told the BBC the study was valuable in that shows we can delay cardiovascular ageing. He said it provided further evidence that “we can, in a way, rejuvenate or make the cells in the heart, and also in the blood vessels for that matter, resemble younger cells through an exercise programme”.

The study, published in the British Journal of Psychiatry, looked at 134 mothers with post-natal depression. Early recovery is seen to be crucial to limit effects on mother and baby. Post-natal depression is estimated to affect one in eight new mothers. Previous studies have indicated singing can help improve the mental health of older people and those with dementia, but this is the first controlled study of its effect on postnatal depression. The women were placed into three groups: one took part in group singing another took part in in creative play sessions a third group received their usual care, which could include family support, antidepressants or

mindfulness The singing workshops saw the mothers learning lullabies and songs from around the world with their babies and creating new songs together about motherhood. And those with moderate to severe symptoms of post-natal depression reported a much faster improvement than mothers in the usual care and play groups. All the groups improved over the 10 weeks, but in the first six weeks the singing group had already reported an average 35% decrease in depressive symptoms. Principal investigator Dr Rosie Perkins said the study, although small, was significant because it was important to tackle the symptoms as quickly as possible. “Post-natal depression is debilitating for mothers and their families, yet our research indicates that for some women something as accessible as singing with their baby could help to speed up recovery at one of the most vulnerable times of their lives,” she said.

How alcohol damages stem cell DNA and increases cancer risk DRINKING alcohol produces a harmful chemical in the body which can lead to permanent genetic damage in the DNA of stem cells, increasing the risk of cancer developing, according to research published on Wednesday. Working with mice in a laboratory, British scientists used chromosome analysis and DNA sequencing to examine the genetic damage caused by acetaldehyde, a harmful chemical produced when the body processes alcohol. Their findings offered more detail about how alcohol increases the risk of developing 7 types of cancer, including common forms such as breast and bowel cancer. It also showed how the body seeks to defend against the damage alcohol can do. “Some cancers develop due to DNA damage in stem cells. While

some damage occurs by chance, our findings suggest that drinking alcohol can increase the risk of this damage,” said Ketan Patel, a professor at the Medical Research Council Laboratory of Molecular Biology, who co-led the study. The World Health Organization’s International Agency for Research on Cancer classifies alcohol as a Group 1 carcinogen, citing “convincing evidence” it causes cancer in humans. A study published in 2011 found that alcohol is responsible for around 4 percent of all cancer in Britain – equating to around 12,800 cases a year. In Wednesday’s study, published in the journal Nature, Patel’s team gave diluted alcohol to mice and then analysed the effect on the animals’ DNA. They found that acetaldehyde

can break and damage DNA within blood stem cells, permanently altering the DNA sequences within these cells. This is important, Patel said, because when healthy stem cells become faulty, they can give rise to cancerous cells. The researchers also looked at how the body tries to protect itself against damage caused by alcohol. The first line of defence is a group of enzymes called aldehyde dehydrogenases or ALDHs, Patel explained. These break down the acetaldehyde into acetate, which cells can then use as a source of energy. In the study, when mice lacking a critical ALDH enzyme were given alcohol, their DNA suffered four times as damage compared with mice with a properly functioning version of the enzyme.

Reports directly to the CED Director, the Business Advisor works directly with start-up and existing entrepreneurs to diagnose business health, provide guidance on business operations, provides confidential, one-on-one counselling and coaching in all areas of business, including market feasibility, business planning, financing, marketing, peer to peer mentoring and human resource development. The Business Advisor will also assist clients under the TCI Government’s Micro, Small and Medium Enterprise (MSME) Program regulations.

Provides technical assistance to MSME clients in research and development of business plans, marketing plans, loan proposals and related business development requirements. 3. Provides advice and assistance in the establishment and maintenance of business and financial records, in compliance with relevant regulations, guidelines and standards. 4. Liaise with Invest TCI staff and other relevant partners on matters to meet the objectives of the TCI Government MSME Program. 5. Utilizes Neoserra Data Base to document client activity in an accurate, timely and comprehensive manner, and utilizes the data base software to manage business caseload and produce reports. 6. Develops, promotes, coordinates and delivers business management training programs in a variety of topics. 7. Collaborates with public and private sector stakeholders to achieve the objectives of the CED. 8. Participates, as assigned to promote local business and economic development within various sectors. 9. Communicates with the business owners in a professional, patient, ethical and sincere way. 10. Stays aware of global and national market trends and the changing needs of MSME sector. 11. Encourages businesses to utilize the various programs offered by the CED. 12. Director of Housekeeping JOB SUMMARY:

The Director of Housekeeping is responsible for directing, planning, organizing and developing of the overall operation of the housekeeping and laundry departments, to ensure exceptional levels of guest service and satisfaction with cleanliness and comfort of guest facilities. These includes: guest rooms, laundry, public areas, storage areas and other work areas. Responsible also for the selection, training and development of all housekeeping and laundry employees. SUMMARY OF RESPONSIBILITIES:

Australian rugby pay parity is ‘a great day for women’s sport’

The Jamaican 100m and 200m world record holder – the fastest man on earth, regarded by many as the greatest sprinter of all time – could form a formidable, lightningfast strike partnership with PierreEmerick Aubameyang, if he can convince Peter Stöger to give him a chance when he gets put through his paces in March. The 31-year-old, who is a declared Manchester United fan, is keen on a career in football, and Dortmund already stated in 2016 that they are willing to give him a chance to show what he has got. Now, a date has finally been fixed. “In March, we’re going to do a trials with Dortmund and that will determine what I do with that career, which way it goes,” Bolt told the

Daily Express. “If they say I’m good, and that I need a bit of training, I’ll do it.” The eight-time Olympic gold medallist admits to being daunted by Dortmund’s offer of a trial, as he seeks to realise a boyhood dream. “It makes me nervous,” he said. “I don’t get nervous but this is different, this is football now. It’ll take time to adjust but once I play a few times I’ll get used to it. It was the same when I started track and field. CHANGE is afoot in Australian rugby. In December, Raelene Castle became the game’s first female chief executive and now Australia’s men and women’s rugby sevens teams will start on the same pay. An entry level salary of 44,500 Australian dollars has been set for both men and women’s sevens players following negotiations between the Rugby Union Players’ Association (RUPA) and Rugby Australia (RA). There was a further boost for Australia’s women with the agreement that players representing the 15-a-side team will receive Test match payments for the first time. The announcement comes as part of a new collective bargaining agreement (CBA) that Australia Sevens co-captain Shannon Parry called “a great day for women’s sport.” The agreement, effective immediately, will run through to the end of the current broadcast deal in 2020. RUPA President Dean Mumm said the new arrangement was a bold step forward. “Securing this agreement has been a priority for all parties and provides the certainty and stability to put recent challenges behind us,” Mumm told reporters. “This agreement allows all parties

MAY THERE were several competition finals in May, while Akia Guerrier continued her dominance on the track for new school Kansas State University, but the main sports news for the month happened in rugby when the TCI Flamingos defeated two Caribbean nations in 15s. The much-improved Flamingos first defeated the Dominican Republic 24-15 in Provo before travelling to the Bahamas to beat the national team 26-19. That victory

was TCI’s first win against a full member of World Rugby (formerly IRB). TCI’s captain Sean O’Neill said that it was his proudest moment on the rugby pitch. In the Americas’ rugby rankings for the month, TCI climbed to 18th from 22nd, which had placed us higher than 20 other rugby nations in the region. In football, TCIFA’s Executive member Oliver Smith was voted in to serve another term on the FIFA Appeals Committee. Smith would later officially become the general secretary of the local FA. Also in football, Shinaydine Pluviose won the Garden City Community

In Provo, the Clement Howell High School Eagles claimed overall victory in the PABA High School League, while the Five Cays Knights retained their PABA Night League title after three consecutive victories in a best-in-five final against the Five Cays Flyers.

Akia Guerrier broke her 200M outdoor record in May with a sub 24-second performance. The 23.91s run eclipsed her 2017 CARIFTA Games’ time of 24.01s. In the 4X100M, Guerrier, the lone freshman in the team, helped her school to a surprising second place finish and an overall title at the Big 12 Outdoor Track and Field Championships. The 4X100M team, which clocked 44.77s, made the final of the NCAA Outdoor Track and Field Championships a few weeks later after registering 44.27s.

Tanesia Gardiner copped a silver medal for her outstanding performance in the 800M at the first North American Central American and Caribbean Games (NACAC) Age Group Championships.

JUNE Delano Williams and Ifeanyi Otuonye both registered solid performances in June. Williams ran a season best en route to victory in the 400M race at the All Comers meet in Jamaica. At the event, the Grand Turk born beat Jamaica’s national record holder Rusheen McDonald after posting a time of 45.92s. Given that Williams competes for Great Britain, his time did not register as a TCI record. Otuonye equalled his national long jump record while competing at the Altis Invitational. His 7.88M leap earned him a top five finish. Eleven-year-old Tanesia Gardiner was also outstanding in June. In the inter-high school rugby tournament, Wesley Methodist and TCIPS claimed overall victories. In the U15 division, Wesley Methodist defeated HJ Robinson 3-1 in the final. Merrone Thomas from the winning team had claimed the MVP award. Meanwhile, TCIPS were the U19 winners. They defeated HJ Robinson 8-6 in an exciting final. Stanley Haven from the Grand Turk school was adjudged the MVP of that competition. In sailing, TCI finished as the top Caribbean Islands in the Hobie race of the America’s Cup Endeavours. Their performance earned them a bronze medal.

Meanwhile in golf, it was all Brooke Rivers, who defended her U14 age division title at the Caribbean Amateur Junior Golf Championships. The 12-year-old finished with rounds of 84, 81 and 77, which included three birdies and several pars. Veteran sports administrator, Rita Gardiner received the Commonwealth Games award for long service in July. Gardiner, who has had four decades of service, opted to share the award with fellow local administrators. To conclude next week

Over 50 golfers register for this weekend’s Ryder Cup OVER 50 golfers competing for either the International or the North American teams have registered for this weekend’s 25th Provo Golf Club Ryder Cup, which is sponsored by Sotheby’s International. The North American team will hope to repeat last year’s victory, while the International side will look to add to their 16 previous wins. According to information from the club, the course is in great shape and the competition should be competitive and fun.
