countries, is the first FIFA president to ever visit the TCI. Infantio, who was on his way to a summit meeting in the Caribbean, took the opportunity to pay a courtesy call on TCIFA officials, including the president Sonia BienAime, Governor John Freeman, Deputy Governor Anya Williams and Minister of Sports Karen Malcom. Bien-Aime said the president’s visit marks a momentous day in history for the TCIFA. She said: “This is definitely history in the making, not only for TCIFA but Turks and Caicos Islands on a whole.” Bien-Aime expressed immense gratitude to president Infantino and FIFA for the organisation’s continuous support to the development of the sport locally. “I am proud, and I am thankful for the support that has contributed to the TCIFA and our region. With all of the assistance they have provided, it makes all of our successes possible.” She added: “The growth and development of football in the Turks and Caicos Islands has been rapid and constant in both the numbers and quality of the players.” She further pointed out that the visit signals a keen sense of interest and renewed commitment by FIFA to football in the TCI. “This landmark visit by president Infantino is a testament of the support of FIFA and its relationship with the TCIFA. “It will go miles in continuing the support and in cementing that relationship.”

PREMIER PARTNERSHIP President Bien-Aime spoke about the Government’s malaise and apparent indifference to the sport of football in the Turks and Caicos Islands. “If we are to fully maximise the potential of president Infantino’s visit and what FIFA can contribute to the Turks and Caicos Islands, we need the partnership and support of the Government.” She said that the TCIFA invited Premier Sharlene Cartwright Robinson to participate in the historical event and requested a meet and greet at her office as well, but the premier was unable to attend. “With the attendant opportunity it offered to create long and meaningful relationships between the TCIFA and FIFA while there were ministers of government present and we appreciate, and embrace their attendance, the TCIFA were denied the courtesy and decency of a response from the premier to any of the emails sent to her. “I view this conduct as a clear indication of the lack of regard by the premier firstly towards the president of FIFA and the office he holds, but also reflects how the Government views football and sports in general and the significant role it plays in nation building.” President Infantino addressing those gathered on the football field expressed his excitement to be present at the TCIFA in the midst of hundreds of smiling faces. “I’m extremely pleased and happy to be here. Soon after being elected I promised Sonia I would come, and I

Among those highlighted were Bengt Soderqvist and KH Capital, key partners involved in the donation of the parcel of land that is currently the home of the TCIFA. President Infantino, a former member of FIFA’s Reform Committee and UEFA General Secretary, was elected president of FIFA in February 2016 at the 66th FIFA Extraordinary Congress, with a mandate to reform football governance and increase investment in football development. Under his leadership, FIFA has introduced new initiatives an upgraded a number of programmes to help support the development of their member associations. Additionally, President Infantino announced an array of new development projects in the works for associations like TCIFA that will support player development from a very young age.

PNP leadership up for grabs – Washy to step aside for ‘young blood’ BY DELANA ISLES AT ITS upcoming convention, the Progressive National Party (PNP) is expected to vote for its next party leader who will take the party to the 2020 elections. Current PNP party leader, Charles Washington Misick will be stepping aside to give the young people of the party a chance to lead, he told the Weekly News in an invited comment this past week. The statement follows an impromptu announcement Misick made during a press conference on December 19, 2017, when he first indicated his desire to ‘step aside’. At the time the seasoned and outspoken politician was remarking on a recent controversial government bill that appears to grant more powers to the sitting governor. “As the leader of the party and as someone who has no interest in running for an election again, I believe part of what’s happening in TCI is because we are our own worst enemy. “We had a constitution in 1986 that was far superior to the one we have at the moment. “The constitution we inherited, part of it was thrust upon us and part of it is as a result of representation made by our own people that curtails the power of the politicians. “Representation was made by people (citizens and voters of these islands) that have actually dumbed down the constitution to some extent, but now the little power we do have we seem to want to give it away,” Misick said at the time. On Thursday, Misick - who has a unique knack of turning any conversation into a history lesson told this publication that he is ready to turn his interests to more personal and business matters. Thus, leaving the day to day politics to the younger generation. “I will continue to do the best

that I can particularly in the period of transition and provide guidance. “But at this stage I am really not able to give the kind of time to the party that is required and so I think it is in the best interest in the party that I exit and give someone else an opportunity to build on a strong foundation for the upcoming elections.” Misick said that he is currently not able to give his complete attention to party matters as is needed, and that young and fresh blood is needed to take the PNP to the next level. A FRESH START At the upcoming convention, which is slated to be held in June 2018, Misick said he expects to be transitioned out of the leadership of the party and an election held to select a new party leader. However, while he will no longer serve as leader of the PNP, he will remain the leader of the opposition until said transition is made and completed. He will continue to represent his constituents who elected him to the House of Assembly up until the next elections. Misick is quite firm that he is done with day to day political life and definitely will not be contesting the 2020 elections. There are speculations and indications of interests in the role, but no one has as yet publicly come forward to indicate their interest in taking up the mantle and possibly taking over the reins of the conservative party founded in 1976. Potential ‘hopefuls’ include the current party chairman and appointed member to the House of Assembly, Royal Robinson. Robinson has been active in politics for several years, and became an elected member for North Caicos West several years ago. He was awarded the position of Minister of Health and Human

Services on January 9, 2009, when Premier Michael Misick announced a Cabinet reshuffle. Shortly afterwards, he mounted an unsuccessful battle against former home affairs minister Galmo Williams and former deputy premier Floyd Hall to become the next premier of the TCI after Michael Misick announced his exit as premier of the Islands. Another potential is current elected member for Grand Turk North, George Lightbourne who served as Minister of Home Affairs in the Rufus Ewing Government. Next potential hopeful is Porsha Stubbs-Smith, current elected member of the House of Assembly representing her constituents in The Bight. Stubbs-Smith, who served as Health and Tourism Ministers in the Ewing administration, had to battle PDM representative George Pratt in court in early 2017 for her seat in the house after Pratt challenged her win. Next there is the young and vibrant 34-year-old Akierra Missick, current elected member for the Leeward and Long Bay constituency and former deputy premier under the Ewing administration. Undoubtedly there will a number of other party stalwarts who will make a bid for the PNP party leadership this June, as the year progresses. WASHY Charles Washington Misick, born in 1950 in Bottle Creek, North Caicos, is the eldest son of the late Charles Misick and Mary Misick. He attended the Government All Aged School in Bottle Creek, now the Adelaide Oemler Primary School, under the tutelage of head master Raymond E Gardiner, now deceased, who is regarded as one of the greatest teachers in the Caicos Islands. After leaving school, he joined

the Royal Turks and Caicos Islands Police Force for a brief period after which he attended the College of Arts, Science and Technology now the University of Technology in Jamaica earning a Diploma in Business Administration with an Accounting Major. He also became a Member of the Association of Accounting Technicians in the UK and holds a leadership certificate from the Kennedy School of Government from Harvard University in the USA. Misick has served in the following capacities in the business community in the TCI: Chairman of Prestigious Properties (1995) Ltd; Coopers and Lybrand – Chartered Accountants Jamaica 1974-1977; past president of the Turks & Caicos Real Estate Association; past president of the Turks and Caicos Chamber of Commerce and member of the Consultancy Group on the 1981

Companies Ordinance. He was also the Governor’s Appointed Member of the Legislative Council, 1988. He became the TCI chief minister from April 1991 until January 31, 1995, serving as Minister for Economic Development, Physical Planning, Finance and Tourism. He served as leader of the opposition until 2003 and also distinguished himself by serving as joint president of the local branch of the Commonwealth Parliamentary Association and Chairman of the Public Accounts Committee. Most recently he was re-elected to the House of Assembly as an atlarge member in the 2012 elections and served as Minister of Finance, Investment, and Trade in the Rufus Ewing administration. He is also a Justice of the Peace, a Seventh Day Adventist and is married with six children.

PROTESTING BEACH BLOCKAGE A spirited protest was staged on Taylor Bay in Providenciales last week by some locals and officials after it was learned that public access to the beach had been cut off by certain residents of the area. Protesters signed a petition appealing to the Government to address the issue of public beach accesses and vowed to press for the opening of other beach accesses on the island which have been closed to the public. Any further thoughts on this?

They need to get it done. Remove the gates and obstacles preventing residents and visitors from gaining access to our beaches.

Governance needed

The beach is public and always has been public. Beach access was sold during Washington Misick’s administration many years ago. In February 2017, the current PDM Government placed a moratorium on all development on beach accesses and is doing a complete review on all beach accesses

throughout the country. It was a Planning Board appointed by this current PDM Government that denied this homeowner’s application to close off the Taylor Bay beach access. Reading some of the postings on social media, both planning and the police have told the offending homeowner in the past that he has no right to deny anyone beach access. Therefore, a petition is not needed but governance is. Planning should fine and prosecute the homeowner, if his appeal to the Planning Board’s decision is unsuccessful if he continues on the same path. The protesters should have done their

TCI police presence ‘extremely limited’, US warns its citizens IN ITS first warning for 2018 to citizens of the United States visiting other countries, the US Government has strongly criticised the Turks and Caicos Islands Police Force and emergency personnel. The level two warning was issued on January 10 and advises US citizens to exercise “extreme caution” when visiting the territory due to crime. “Violent crime, such as armed robbery, shootings, and home invasions, is common,” the advisory read. “Police presence and emergency response are extremely limited.” The warnings come at a time when the territory is still reeling from a flood of bad press generated following a number of serious assaults on and shooting of US tourists to the TCI in 2017. The advisory further cautioned US

tourists: “If you decide to travel to the Turks and Caicos Islands avoid walking alone and at night; do not answer your door at your hotel/residence unless you know who it is, do not physically resist any robbery attempt, enrol in the Smart Traveller Enrolment Programme (STEP) to receive alerts and make it easier to locate you in an emergency and follow the Department of State on Facebook and Twitter.” Up to press time, the TCI Commissioner of Police James Smith had not responded to a request for a response to the United States’ criticism that his officers’ presence around the TCI are extremely limited. research before allowing themselves to be manipulated by Mike. Mike made it clear that everything was for sale in our country under his leadership. That included over 2,500 acres of land in Middle Caicos which included our caves. Mike, and the other two failed leaders, Skip, and Rufus, appeared on the beach promoting misinformation because they want to revive their nonexistent political careers. Let’s not forget that none of these gentlemen resolved the Taylor Bay issue while they were the government. Most recently Rufus in 2016 when the gate was illegally built.

Formalised

Maybe they should also gather together and protest the non-payment of civil servants what they are long since due and this Government still refuses to pay, having already cursed out the previous government for the same thing. Yes, the beach access issue should be formalised through parliament and not left to raise problems or any doubts.

Buffer strips

Unlimited access to all beaches has long been Turks and Caicos Islands law. Surveys were adjusted to show strips of land between the water and the Crown or private land owners water front parcel(s). Often the private land owner had to surrender a piece of his land to create these buffer strips. After receiving the 2006 constitution, the Misick administration assigned lot numbers to some of these buffer strips and sold them. Within three years the constitution was revoked because of liberties taken by Misick and his merry men. It is unclear where the ownership and existence of buffer strips now stands. No doubt this was not on the governor’s agenda until now.

Private or not?

The big question still remains: Is that ‘access’ private property or not? If so, the owners have every right to block it.

The solution would be for the Government to take possession of it and pay fair market value. If it is not private property, then all can pass!

Send racists home

I’m not at all surprised. I am not a racist but I know that there are a lot of closet racists here and one day it will be known. I told someone years ago there will be big problems between the black and the white people here one day. Some people think that Turks and Caicos Islanders are weak. They would not do this in other Caribbean countries but they see a weakness in the Government here. I believe that most of the white people here do not even shop from local people. The people see it all, and they are getting angrier and angrier. Some of these people must go back home. For the sake of the Islands.

Free for all

While it is good to stand up for our rights, first we must know all the true details. Too many scrupulous deals were made and there is no telling what was actually granted. But I can agree, all beaches as I know in the TCI are free for all to enjoy. However, getting to them is a mess that both government parties had a part in creating. Besides, why would any Misick who has been in power have anything to say? They sold a lot of land in this country and are holding claim to that much more.

Companies and charity get waiver on duties and fees from Gov’t OCEAN Vibes, Mission of Hope and Club Med TCI have all been considered for a waiver of customs and duties and other fees for the replacement and repairs to hurricane damaged property. This was disclosed by Cabinet on January 12 in its weekly post Cabinet media release. Deputy Governor Anya Williams, who was acting in the capacity of Governor in his absence during the January 10 meeting, approved the waiver of customs import duty under Section 71 of the Customs Ordinance. This was on the importation by Ocean Vibes of a 48 foot catamaran marine vessel and marine engine turbocharger to replace the company’s boat and engine which were damaged during the recent hurricanes.

Williams was advised by her Cabinet members to also approve the waiver of warehouse storage fees on the import of hurricane relief materials by the Mission of Hope Charity in accordance with Regulation 4 of the Customs (Government Transit Shed and Queen’s Warehouse Rent) (Amendment) Regulations 2016. As a result of the recommendation for waiver, Cabinet members called for a review to be made to the warehouse fee structure. Meanwhile, the acting governor was also advised by her members to grant conditional approval to Club Med for a 50 percent waiver of customs duties in respect of building materials, furnishings, fixtures and equipment which are necessary for the restoration of the resort but which have not yet been imported into TCI in line with the TCIG Refurbishment Policy.

First Caribbean suspends operations in South Caicos BY OLIVIA ROSE NO BANKS will be operating in South Caicos after CIBC First Caribbean suspended its services to the hurricane ravaged island. This week the bank announced that customers will have to take a ferry or flight to complete their banking at either the Providenciales or Grand Turk branch. On Thursday (January 18) a statement from CIBC First Caribbean said that weekly visits by staff to provide banking services through its agency there will be suspended with immediate effect. Country head Larry Lawrence explained that following September’s storms the bank

undertook a comprehensive review of its premises and facilities across the TCI. “Our premises consultants have advised that the facilities on South Caicos are not fit for use by either our employees or our clients,” he said. “The bank also has some safety concerns around the temporary alternative accommodation provided as a short to medium term measure immediately after the hurricanes.” He said the decision was not an easy one, but one that is crucial. “This is not a decision that we have come to lightly and we sincerely regret that this action has become necessary, but it is with regard to the safety of our staff and clients.” He added that “clients on South

Caicos are invited to travel by ferry to Providenciales to conduct their banking. “Persons visiting Grand Turk may also use that opportunity to do their banking at our branch located there. Additionally, they can use our online banking services. “We sincerely regret any inconvenience these new arrangements will cause to our clients in the TCI. “We commit to providing the best possible service to our clients from our remaining locations,” Lawrence said. South Caicos was one of the hardest hit islands during the hurricane is recovering at a slow pace.

The exemption order will allow importers to import the selected goods into the Turks and Caicos Islands duty free. What goods are listed under the current customs order?

Selected furniture, namely: sofa, love seat, accent chairs, cocktail table, sofa table, end table, bed frame, bed headboard, bed footboard, dining room table, dining room and chairs, mattress, box spring, dresser and mirror, nightstands and chest of drawers. Your letter to the collector must be accompanied by the following: proof of ownership of the property, or long term residence there, proof of damage to the property, proof of damage to the furniture and appliances, and invoices for good replaced/purchased. Who qualifies under the order?

Only individuals qualify under the order. Businesses and companies do not qualify.

When does the order expire?

Do I need to bring hard copies to the office or may documents be scanned and emailed?

What happens if my goods are shipped before the order expires but arrives after the order expires?

What can be used to show proof of ownership of property?

The current customs order expires on March 31, 2018, at 11.59pm.

In order to qualify for this customs duty exemption the goods must be ‘landed’ in the Turks and Caicos Islands before the expiry of the order on January 31, 2018. Landed means the date that the vessel or aircraft arrives in the Turks and Caicos Islands. Who do I contact to benefit from the customs order?

To benefit from this customs order a written request must be submitted to the collector of customs, requesting the exemption and producing documents stipulated in the order.

As proof of ownership of property, you may submit a copy of the register page for the property, which is obtained from the Land Registry. What may be used to show long term residence at the property?

A sworn affidavit to that effect, lease or utility bills.

Does the exemption cover the 7.5 percent customs processing fee?

No, the exemption is a full duty exemption ONLY, which

means that you will pay 0 percent duty, but the 7.5 percent customs processing fee must be paid in full. What happens if items acquired abroad are not shipped in my name?

In your letter to us, you must indicate that the goods belong to you but was consigned to another individual, and produce documents requested. What happens if the land documents are in my wife’s name, but the items are shipped in my name?

In this case, you would apply in the usual way stating this in your letter, and producing a copy of your marriage certificate. What happens if I have items which are not on the exemption list?

If you have imported items not on the exemption list, they will not be duty free, and you will have to pay the full duty rate. What happens if I am granted the exemption but some of the items arrive in a later shipment?

Once you have been approved for the concession and items are short shipped, you will not have to be processed again, and you will not have to pay again. Your broker will use the same letter and follow the procedure for short-shipments. You must ensure that the department is notified of a short shipment either directly or through your broker. What happens if I am renting an apartment, but the furniture and appliances belong to me, would I be covered by the order?

Yes, if you are able to satisfy the concessions desk that you are the owner. What happens if I have multiple shipments? For example, Rooms to Go shipped my furniture on January 13, Brandsmart shipped my appliances on January 24, and Home Depot shipped my ceiling fans on February 14?

Each shipment will require approval. This means that request will be made in each case. Once I have received approval what do I do then? Your approval letter must be submitted to your broker (if you have one), who will attach it to you customs declaration, so that you pay zero percent duty.

‘Five Cays is not being neglected’ - Astwood BY OLIVIA ROSE AS RESIDENTS of Five Cays continue to bemoan the deplorable state of roads and the lack of proper garbage disposal services, Member of Parliament Sean Astwood said the community is not being neglected by the Government. During a ‘vox pop’ conducted by the Weekly News several disgruntled residents voiced their frustration with the unsightly aesthetics of their community. Many said the streets are not only lined with debris and covered with huge potholes but some of them are virtually unusable during the rainy season. Coupled with this, many main thoroughfares such as Granny Hill Road are completely without street lights which pose a threat to those who work at nights.

Dispelling the notion that Government is ignoring the needs of the community due to its large Haitian population, Minister Astwood said addressing the critical concerns of his constituency remains high on the Government’s agenda. Astwood, who has for years criticised the previous administration’s lack of concern and blatant disregard for the people of Five Cays, said the Government will deliver on its promises to the people. In an exclusive interview with the Weekly News on Wednesday (January 17), Astwood revealed that several roads are scheduled to be graded and paved very soon. He explained that last year the Government budgeted repairs for the Matilda Way circle, Granny Hill among other sub-division roads and subsequently tendered the bidding

first quarter of 2018. Astwood urged the people of Five Cays to not despair as tangible evidence of the Government’s commitment to improve the community will soon be visible. Turning his attention to the garbage, Astwood said that a massive clean-up, similar to the one conducted after hurricane Irma, is in the pipeline. “You will continue to see more frequent garbage collection, and you will also see vector control trucks spraying to prevent and/or reduce the number of mosquitoes.” He called on residents to do their part to ensure their environs are clean and litter free as well. Five Cays was one of the hardest hit communities in Providenciales during hurricanes Irma and Maria. The storms destroyed many homes and left streets littered with debris.

Post Cabinet meeting statement GOVERNOR John Freeman chaired the meeting of the Cabinet on Wednesday (January 17) at the Hilly Ewing Building in Providenciales. All ministers were present except the deputy premier. At this meeting Cabinet: -Noted the recommendations of the Procurement Board to award a contract in line with the Public Procurement Ordinance 2012 as follows - TR17/30 Supply of fencing materials for the TCI Ports Authority. -Approved the waiver of import customs duty on furniture and appliances which qualify under the list of approved items in the Customs (Import Duty Exemption) (No.3) Order which were imported by a number of applicants to replace items damaged by the hurricanes and which were paid for before but not received by the deadline of 31 December 2017 as stipulated in the Customs (Import Duty Exemption) (No.3) Order.

-Advised the governor to approve, subject to amendments being made, the draft Liquor Licensing (Amendment) Bill 2018 for forwarding to the House of Assembly for Approval. -Advised the governor to approve amendments to the Micro, Small, Medium Enterprise Development Ordinance 2015 subject to compliance monitoring of approved concessions being conducted by Invest TCI and summary reports being prepared for Cabinet. -Received an up-date by the Minister of Education, Youth, Culture and Library Services on the re-opening of schools in TCI following the September hurricanes and on plans to re-open those that remain closed or are still in need of repair, including support from the private sector. -Received an up-date by the Minister of Home Affairs, Transportation and Communication on discussions with Digicel and FLOW on plans to restore IT and telephone connectivity on Grand Turk and

other islands in TCI which continue to suffer severe communications disruption following the September hurricanes. -Received feedback from the governor on a meeting which he chaired on January 16 involving the Department for Disaster Management and Emergencies (DDME) and other agencies involved in TCI’s disaster management response. The meeting discussed hurricane preparedness priorities to be addressed ahead of the 2018 hurricane season as well as a revised TCIG command response structure and implementation timescales to ensure that TCI is fully prepared for this year’s hurricane season. The governor undertook to forward to ministers a list of priority hurricane preparedness issues drawn up at his request by DDME for urgent consideration. -Discussed the issue of access to the beach at Taylor Bay. -Received an update from the premier on action taken following the fire at the control

tower at Grand Turk airport on January 14. -Received an update from the premier on measures to repair and restore facilities at Grand Turk airport following damage as a result of the September hurricanes. -Received an update from the Minister of Tourism, Environment, Heritage and Gaming on problems of banking and ambulance services on North and Middle Caicos. The minister further requested an update on the situation regarding vector control on North and Middle Caicos and the temporary clinic on North Caicos. -Received an up-date from the Minister of Tourism, Environment, Heritage and Gaming on problems encountered by a visiting overseas film crew. -Received an up-date from the premier on the forthcoming National Honours and Awards ceremony in Grand Turk in Grand Turk on January 20. PRISONER REMAINS ON REMAND FOR ATTEMPTED RAPE OF PRISON GUARD

Lorand Prospere, who is charged with indecently assault and common assault on a female prison officer, had his trial adjourned to early February. Prospere’s attorney Finbar Grant was away from the jurisdiction when his matter was called on Friday, January 12, and as such the hearing was postponed. The accused remains on remand until his next hearing. The incident for which Prospere is charged occurred on April 23. Prospere is accused of pushing a female prison guard to the ground, punching and choking her before trying to tear off her clothing as he attempted to kiss and grope her. Prospere was restrained by other prisoners and guards who rushed to the woman’s defence.

NORTH CAICOS TEEN JAILED FOR ROBBERY

SEVENTEEN-year-old Devano Handfield has been sentenced to five years in prison for two robberies he committed in 2017. Last December the teen pleaded not guilty to the offences and was remanded to prison until his a pre-trial scheduled for January. When he appeared in court last week, he changed his plea to guilty and was sentenced by the judge. Handfield robbed a convenience store at the end of the South Dock road in Providenciales last year.

JITNEY BANDIT PLEADS FOR MERCY

Elvis Smith, who admitted to four counts of robbery on jitney hire cars and wounding one of its drivers last year, is now pleading with a judge to show him mercy. Last week when Smith appeared before the court, represented by attorney Lara Maroof-Misick, he tried to persuade the chief justice not to sentence him to prison. Instead, he pleaded for her to send him overseas for treatment as he has a serious drug problem which he said caused him to commit those many robberies and wounding on the Haitian jitneys drivers in Providenciales. No decision was given at the time and Smith’s case was adjourned until the new week.

MANSLAUGHTER ACCUSED TRIAL DELAYED

Clayton Morris and Jermaine Fulford Jr, both of whom are out on bail for a joint manslaughter charge, will return to the Providenciales Supreme Court later this week for their sufficiency hearing. Both are charged with the killing of ‘Haitian Fresh’, a young man who met an untimely death allegedly at the hands of the two men following an altercation in the Kew Town community in 2017. They are represented by Lara Maroof Misick and Mark Fulford, respectively.

Police have not yet captured 27-year-old Andrew Washington Parker who escaped from lawful custody last December 13 while he was being held by police in connection with a series of serious offences. Parker has evaded capture by escaping to neighbouring Haiti, according to sources. However, another man whom Parker was accused to have committed the offences with, Shavest Musgrove has been charged with the crimes and appeared in court last Friday. Musgrove is charged with multiple counts of rape, kidnapping, robbery and a slew of other offences. His matter was adjourned for plea and direction hearing in February while he remains on remand. He is represented by Oliver Smith.

More than 2,000 court cases heard in 2017 BY DELANA ISLES IN PROVIDENCIALES and Grand Turk the courts saw 2,286 cases being filed with a total of 1,608 being completed in 2017. These statistics were revealed by Chief Justice Margaret Ramsay-Hale on Wednesday, January 10, during the opening of the 2018 Supreme Court in Grand Turk. Reading from a report presented by the Chief Magistrate Tanya Lobban-Jackson, Ramsay-Hale stated despite the wilting conditions and days lost because of the two hurricanes, the volume of cases which were dealt with by the court was still greater than that of the previous year. “For example 942 criminal cases were filed in 2017 compared to 716 the previous year, a difference of 226. Of that number, 771 were completed. “Of the 468 traffic cases which were filed, 436 were completed.” She said that there were slight increases to the number of civil and

domestic cases filed. In the main, criminal and traffic cases continue to dominate the lists. 2017 saw a total of 2,286 cases filed (in all categories) between Providenciales and Grand Turk up to December 15 and of that number 1,608 were completed In terms of trends, the chief justice noted that there is a steady flow of cases for the offence of unlawful entry, and there is no significant decrease over the previous year. There was, however, an increase in fraud and deception cases over the previous year. She said that the co-operation with the police, the Mental Health Department and the prison has been tremendous. She noted that there have been some shared concerns including the lack of suitable facilities to remand juveniles and those suffering from mental illness and expressed the hope that, with the passing of the new mental Health Ordinance which came into effect December 1, 2017,

Huge drugs bust, burglaries and assaults mark start to 2018 A 40-year-old man from Haiti and a 35-year-old man of Nassau, Bahamas, were arrested and charged with possession of cannabis and possession of cannabis with intent to supply, after a stop and search was conducted in Five Cays, on Monday, January 8. Officers of Tactical Unit seized about 15lbs of suspected cannabis at a street value of $68,000. Further investigations revealed that both men entered the territory illegally and were also charged with offences of illegal entry. On Tuesday, January 9, a 40-yearold man from the Bahamas was arrested and charged with one count of burglary and one count of taking a motor vehicle without authority. He was taken before the magistrate court and has been remanded into custody until January 23, 2018. A 52-year-old man from Providenciales was arrested and later charged on December 13, in relation to a series of burglaries, following reports made between November and December 2017 by different

complainants. He was taken to court and is currently remanded in police custody to return to court on January 23, 2018. Police are asking the public to come forth with any information they may have in solving a serious assault that occurred on Saturday (January 13) at about 6am. Grand Turk Police responded to a report of a seriously injured man lying in the roadway behind the Cockburn Town Medical Centre. The 34-year-old was taken to the hospital and later flown out for further medical treatment. Investigations are also still underway into a fire that occurred at the Grand Turk Control Tower, following a 911 report on Sunday (January 14). As investigations progresses, more information will be provided. Detectives of the Royal Turks and Caicos Islands Police Force have been investigating the cases in line with the Commissioner of Police Crime and Policing Plan.

Grand Turk man dies from suspected drowning DETECTIVES of the Royal Turks and Caicos Islands Police Force are investigating the circumstances surrounding the death of a 31-year-old man from Grand Turk. Details of exactly how the man died have not yet been revealed, but police told press that at about 5.48pm on Thursday, January 11, they received a report of an alleged drowning near the Close Hall Road beach area. Emergency medical technicians were dispatched to the area and attempted to revive the man. He later died at the Cockburn Town Medical Centre. Police Commissioner James Smith and members of the force have extended sympathy to the family and friends of the deceased.

Ex-prisoner change programme to be rolled out soon BY OLIVIA ROSE THE ‘CHANCE for Change’ programme, aimed at giving former prisoners an opportunity to get their lives back on track, will be rolled out soon. It will assist ex-convicts with getting a job in private sector companies and help them to re-enter into society. On Wednesday, January 10, Cabinet approved the launch of the registration process for the programme in 2018-2019 and discussed budgetary issues related to the initiative. Minister of Home Affairs Vaden Williams told the media last year that efforts were being made to forge partnerships between several private sector entities and the prison. He said: “We are also exploring the possibility of extending the farm at the prison so we can supply Grand Turk and the island of Salt Cay with various food items.”

Premier Sharlene Cartwright Robinson has continuously pleaded with employers and members of the community to give those who have served their time in prison a second chance at leading a law-abiding and productive life. She has consistently called for increased rehabilitative initiatives to be put in place so as to help exprisoners with their re-assimilation into society so as to prevent reoffending. “We are very quick and very easy to lock up and enforce the law but there is very little public education, rehabilitation and prevention. “What we can do as a government, we are committed to doing that, and we are focusing quite a bit of our efforts this year on rehabilitation and ensuring that we reduce the repeat offender ratio.” She pointed out that the majority of people who are locked up in Her Majesty’s Prison are repeat offenders. She added that the community

has a very important role to play in ensuring that it does not aid and abet criminals by alienating them, thereby forcing them back into a life of crime to sustain themselves. “When young men or young women are released from prison, as employers and as citizens we do not embrace them; and sometimes by our lack of action and lack of support they are forced back into a life of crime. “We need to accept responsibility and recommit ourselves to ensure that no young person, or no person who has served their time in the Turks and Caicos Islands is left behind, kicked out or booted out of society forever,” she said. She added that the Grand Turk prison is bursting at the seams and that something needs to be done to keep people out of jail. “That should tell us something as a people that we are quite content to sit leisurely by on occasions and watch our young men go to jail and not be in uproar about it.”

Tito Forbes appointed new compliance and enforcement officer BY OLIVIA ROSE SEASONED immigration officer Tito Forbes has been appointed as a compliance and enforcement officer within the Ministry of Border Control and Employment Services. According to a press release issued on Thursday (January 18), Forbes in his new role will be responsible for the strategic oversight of the Immigration Department’s Enforcement Unit. His new position comes at a time when there are growing concerns about crime and increased instances of work permit abuse by employers and employees. Forbes’ role will require him to liaise with other law enforcement agencies in the Turks and Caicos Islands on issues of mutual interest, and to lead and assist in directing the Ministry of Border Control’s Border Enforcement Team. Commenting on his appointment he said that he will continue to ensure the law is upheld. “I am deeply honoured by this appointment and the ability to serve in this capacity. “I am aware of the challenges of the role and also of the wider issues, but I will do my best to vigilantly serve the people of the Turks and Caicos Islands.” The newly appointed Director

He was afforded the opportunity to participate in a number of training programmes both locally and internationally including: The Personal Safety Training (PST) where he received a certificate as a PSP trainer in the United Kingdom.

TCI Hospital launches ‘The Diamond Challenge’ for employees EMPLOYEES at Turks and Caicos Islands Hospital are being pitted against each other in an incentive-based competition for a prize pool of $3,000. The aim of the contest is to spotlight the most exemplary quality improvement initiative introduced over recent years. ‘The Diamond Challenge’ was announced this week as the healthcare organisation prepares for another accreditation assessment in June 2018. Accreditation is an independent assessment of a health care organisation’s performance against internationally recognised standards of best practice. The Turks and Caicos Islands Hospital has been accredited at the Diamond level since March 2012, which is the highest level achievable under the ACI Qmentum International Accreditation Programme. A full-site survey is carried out every three years by independent overseas assessors to retain accreditation status. The Diamond Challenge will span five months and conclude between May 28 and June 1. Cash prizes of $1,000 will be issued to winners in three categories: Best Quality Improvement Initiative for building a Culture of Safety

and Best Quality Improvement Initiative towards Safe Medication Practices. The winner(s) of the Best Overall Quality Improvement Initiative will receive a trophy and cash prize. Hospital employees may enter individually or as a team of no more than five people. However, initiatives must show elements of the team dynamics. The quality improvement initiatives submitted must have been implemented between the years 2015 and 2018 and must show measurable impact or evidence of improvement in the practice environment. Submissions will be in poster format with strict guidelines, success factors, supporting literature/research and evidence coupled with a fast paced three to five minute in-person presentation before a diverse panel of judges. The primary objective of the competition is to recognise healthcare professionals and encourage teams to evaluate and audit the output of their respective quality improvement initiatives in conjunction with the company’s strategic plan to continuously improve the delivery of healthcare services. The winners will be revealed on June 8.

Underage rape cases first to be heard for 2018 THE FIRST Supreme Court jury trial for 2018 commenced on Tuesday (January 16) with a woman accused of raping a child. The matter was called before Justice Joan Joyner in the Providenciales Supreme Court. The accused is Josianne Elienne who pleaded not guilty to the charge last year and was placed on remand at Her Majesty’s Prison in Grand Turk. She is accused of unlawfully engaging in sexual intercourse with a young boy. Elienne who has been standing

jury trial throughout the past week, and is being represented by attorney Ashwood Forbes. In the other case of unlawful sexual acts, Haitian man Steffan Prospere has pleaded guilty to the accusations against him. He has admitted to having unlawful carnal knowledge of a female child. Prospere was granted bail for his crime and is expected to be sentenced soon. He is also represented by attorney Ashwood Forbes. (Delana Isles)

PR executive Takara Bain lends her expertise to police force WELL known TV anchor-woman and former TCI Hospital and Digicel point lady, Takara Bain has taken her media savvy to the Royal Turks and Caicos Islands Police Force’s media relations department. Last week the announcement of Bain’s new post was revealed by former media relations officer Kevin Clarke who has been serving ably in that post for the last three years. Bain brings a wealth of experience and impressive educational background to her new position. The Grand Turk native holds a Baccalaureate Degree in Radio, Television and Internet Media from Lynn University in Boca Raton, and is currently pursuing an MBA in Marketing. Bain boasts extensive public relations and communications skills, starting her career as a radio

personality and news anchor for Radio Turks and Caicos. She has since held the position of journalist and anchorwoman for WIV Channel 4 news, public relations and marketing manager for the TCI Hospital and most recently, head of marketing for Digicel TCI. Commenting on the new hire, acting Commissioner, Trevor Botting said: “Ms Bain brings a wealth of experience to the role having worked in public relations, journalism and marketing for more than ten years. “Her addition to the RTCIPF team is just one of the ways we plan to strengthen our community engagement and overall communications internally and externally.” Botting added: “The strategic priorities for the RTCIPF include enhancing our engagement with our

Move-a-thon TCI attracts international runners A CRISP, cool morning; a brisk breeze is blowing and the moon is high and shining bright before it gives way to a beautiful sunrise. This was the backdrop of Move-a-thon TCI 2018. The event was held on Saturday (January 13) and the word from everyone present was that it was another smashing success. This five kilometre, 10 kilometre and half marathon fundraising event is in its seventh year and is the first local athletic event in each new year. It is held every second weekend in January and is seen as a way to help participants kick start their new year’s resolutions of living a healthier lifestyle. For the first time in the Turks and Caicos Islands’ history, international runners came in to run a full

marathon. Organiser of the event and registered dietitian Tamika Handfield said: “Adding the full marathon was daunting yet very exciting. “We are pleased to show that sports tourism can be a reality in our ‘beautiful by nature’ country.” Runners in the full marathon, took to the streets at 5am, while participants in the 5km, 10km and half marathon distances began at 6am. As in previous years, Move-athon TCI was held at the Children’s Park in the Lower Bight. Before the participants left to walk, run or cycle the various distances, personal trainer from Graceway Sports Centre, Adina Ciurar, provided a stretching/warm-up session for everyone. Once they returned from

the route, health professionals from various medical disciplines were set up and ready to disseminate free medical information. “This year, with the help of our corporate sponsors and participants, we were able to raise quite a bit of funds. “It is still too early to give a figure, but we will do so as soon as we can,” Handfield said. All of the funds raised during this event go to help Nutrition in Demand to continue its mandate of raising awareness to the importance of health and healthy eating. This is done through a variety of projects: workshops, nutrition education and culinary classes, KidFit - an exercise programme geared toward children, summer

camps and writing informative articles and blogs for newspapers and magazines. “We believe knowledge is power. I am extremely disappointed that you have chosen to continue ignoring the e-mails, letters and requests from TWI and me as the majority shareholder, for the TCIG and your PDM Government to honor the terms and conditions of the 2010 Development Agreement and the 2017 Development Order between the TCIG and Trade Wind Industries (TWI). The root of this problem seems to be that nobody in your government has taken time to read the 2010 Development Agreement, the 2017 Development Order or the decisions of the Arbitration Panel. If they had they would know that the TCIG is once again in breach of the Development Agreement and Development Order and the Arbitrators binding decisions. Has it not occurred to anyone in your government that this is exactly the same TCIG behavior that prompted the TCIG to lose the previous arbitration at a cost to the TCIG of over ten million dollars in legal fees and penalties? Has it not occurred to anyone in your government that your continued refusal to honor the TCIG’s obligations in relation to TWI will prompt another round of litigation for not honoring the decision and directions of binding Arbitration? In November of 1994, TWI and the Caicos Conch Farm submitted an expansion proposal to the Washington Misick, PNP government, requesting approval to farm fin fish and stone crab. A January 13, 1995 Executive Council Meeting “approved TWI, Ltd’s proposal in relation to fin fish and stone crab mariculture”. That was the first TCI Government YES to TWI farming fish. On March 9, 1995, then Chief Minister Derek Taylor, sent a letter to TWI advising of his government’s intent to ratify the decision of the previous administration’s Exco decision to “also allow TWI the opportunity to develop commercial subsea farming of fin fish and stone crab”. On May 28, 2010, former Governor Gordon Wetherell signed a new Development Agreement with TWI explicitly approving the farming of conch, fin fish and stone crab. That was the third TCI Government YES to TWI farming fish. In March 2016, during the Arbitration between TWI and the TCIG over TWI’s right to farm fish, the TCI Government confirmed in writing that TWI had the rights to farm fish. That was the fourth TCI Government YES to TWI farming fish. In March of 2017 the PDM Government of Sharlene Cartwright-Robinson approved TWI’s 2017 Development Order authorizing TWI to farm fish. That was fifth TCI Government YES to TWI farming fish. In March of 2017 Governor John Freeman approved TWI’s 2017 Development Order authorizing TWI to farm fish. That was sixth TCI Government YES to TWI farming fish. Each of those six TCI Government approvals prompted me and other TWI shareholders to continue financing the project with a total investment since 2010 of nearly 20 Million Dollars. Honorable Premier, with all due respect, how can it be that now in 2018 your government has reasons, which you will not share, for breaching the 2010 Development Agreement, the 2017 Development Order and the directions of the binding arbitration panel? Please give us a prompt, reasonable explanation for this extremely contradictory and financially damaging behavior from the TCI Government.

I am sure you must agree that it is not proper to comment any further on the contents of your email and I wish to express my regret at the approach that you unfortunately feel that you must take. I recognise that your "fight" has been long and I sympathise with you but you must appreciate as an Investor and businessman that there must be a different approach. I note the presence of an email sent to me published as an Open Letter in a local newspaper and am concerned and confused about your approach to achieve what you desire "a way forward". My Government has no long or sullied history with you, or at least we thought. Nonetheless it appears that my approach to meet with TWI representatives to hear your concerns directly and to address them through my Office has seemingly resulted in an antagonistic approach. I will therefore have to refer this matter to the Attorney General's Chambers to address your concerns arising from the Agreements. I note that your brief e-mail response to me only addresses the penultimate paragraph of my January 14 e-mail to you where I complain about the TCIG’s failure to honor its obligations to TWI, but you seem to have completely ignored paragraphs six through twelve where I objectively demonstrate the contractual obligations that the TCIG is failing to fulfill. A letter of Comfort from the Premier to counter-act eight years of government obstruction, slander, litigation and unreasonable delays and to convince the public, shareholders and investors that the PDM Government supports the project and has begun a new day in partnering with responsible developers. This is the standard worldwide. 2. A memo from the Premier or Minister of Agriculture & Aquaculture to DEMA (who have not yet been notified that the arbitration between TWI & the TCIG is over) updating DEMA on TWI's rights and entitlements to farm fish. DEMA is TWI'S first stop to select and agree on an off-shore site so TWI can apply to Planning and identify the off-shore farm site location. 3. Three PRC's for Key Personnel (as articulated in the 2010 Development Agreement). TWI's marine biologist and CEO have been refused work permits multiple times requiring appeals. The shareholders are asking the TCIG to provide the 2010 Development Agreement specified PRC’s assurances so that KEY PERSONNEL, the Marine biologist, the fish-husbandry biologist and the CEO, cannot be arbitrarily refused a work permit or deported and the business consequently bankrupted. 4. Change of Name (assignment of DA and DO to “CAICOS CATCH LTD” as permitted by the Development Agreement) To associate our brand with the Turks & Caicos Islands. In return for granting these four simple requests so that TWI can restart the project, TWI will agree to waive our 15 year, 7.5 % Customs & Processing Fee exemption (initial value of $ 2,250,000.00 to the TCIG on $30,000,000.00 worth of building materials, equipment and accessories) and agree not to object or take issue with Leeward Channel dredging that is approved and performed pursuant to TCI Planning Department Environmental Regulations and Procedures. Currently I have nearly twenty million dollars invested in TWI and I and the other investors are contemplating providing another fifty

two million dollars to farm fish for sale and to replenish the local conch and grouper populations in the TCI. The TCIG has spent nearly eight years and over ten million dollars attempting to obstruct the redevelopment of the Caicos Conch Farm and its development of fin fish farming, despite giving official government approvals during the same period. Without some sort of objective demonstration of support from you the Premier or the TCIG, a request that is common with developers and investors throughout the world, there is no confidence or security that the TCIG supports the project and will not obstruct or delay the project again in the future. One can only conclude that if the Premier and TCIG are unwilling to demonstrate publicly and objectively that they support the TWI project, it is obvious that they do not. Why would the premier of the Turks & Caicos Islands reject a project with a sustainable food source that comes with 100 new living wage jobs, eleven million dollars injected annually into the local economy, and a diversification of the TCI economy which is so desperately needed. Who could possibly benefit by that rejection? Certainly not Turks & Caicos Islanders. Please, there is still time for you to promptly respond to me to prevent a costly mistake for TWI & the TCIG and to turn this lemon into lemonade that all Turks & Caicos Islanders can enjoy and benefit from. The Caribbean needs incubators! Dear Editor, Wow, why, what? Is there an upcoming baby-boom? Is it related to this year’s carnival? Why don’t they distribute contraceptives? Those are questions that I don’t have answers for. But I had something else in mind anyway. I believe that the Caribbean needs ‘Business Incubators’. Unemployment rates in the region are too high, especially among young people. There is no such a thing as opening up a can of jobs. The problem does not get enough attention. Well, attention maybe, if one considers ‘talk-talk’ to be attention. In some cases, measures are taken, like providing extended education for young people. However, how does having another education certificate help, if one is still not able to find employment, because jobs are just not available. There is a distinct difference between providing a job and keeping persons entertained for another one or two years. Yet, it is meant well, so one should not criticise too much. The basic thinking behind it is not wrong but it is not creating jobs. Jobs are created by businesses.

Then let’s create businesses. Start-ups. Some young talented persons or spirited members of an earlier generation may be able to get an operation going. So, let’s make special loans available at attractive soft conditions. That’s positive thinking. It may work well if the operation is retail related because a turnover of products could bring revenues fairly quick. What about the entrepreneurs-to-be who are into offering services that need more lead time to bring in revenue. Some professionals in their own right are just not typically salespersons to market their services. Their activities may be valuable but are too specialised for a quick start. Just imagine how their start-up funding may be used. First renting an office space; usually one or two months rent deposit is required. Buying office furniture and equipment. Acquiring telephone and internet connections. Secretarial services may be needed. Every start-up may have different needs. Listing all those may look like dramatizing things. Thus, I stop here. One thing should be mentioned though is that the young entrepreneurs may lack some experience in running an operation,

like marketing, accounting or other skills. What if a Business Incubator was available? A facility that would have space to accommodate several startups. The individual units would be fully furnished. Telephone connections through a central system. Wifi signal throughout the building. Central secretarial services. In principle one facility administration takes care of all, including things as hiring services ranging from cleaning to accounting. Management training could be included in the incubator concept. It would be a truly professional and motivating environment to operate from. Since there are several start-ups with different services in the same building, it is very well possible that the incubatees could cooperate and initiate joined activities. The model of the incubator can be shaped to the needs of a particular territory, or for the typical professional needs of a certain group of start-ups. Taking part in the Business Incubator should in principle be free. Of, course there will be conditions and agreements before being accepted. The funding for the facility could be provided by a government agency

(eg. Development Authority), Chamber of Commerce, or an International Development Bank. An incubator could be part of, or associated with a college or university. In 2009, a Caribbean Business Incubator Association was launched by representatives from 10 independent Caribbean countries. Some had business incubation programmes, other were preparing implementation of such programmes. It was in the line of thinking being a part of a CARICOM Single Market and Economy. The organisation announced that it was member of a global organisation of more than 300 incubators in 86 countries. But the organisation is not operational anymore. The association is dormant due to lack of funding. On a local level, the idea of a Business Incubation deserves a closer look. The idea of a Business Incubator is not new. It is a catalyst tool for economic development. It can be part of the solution to develop new native businesses that encourage self-employment first, and when the new operation is successful and grows, it can provide employment for others. A bit of a multiplying effect.

Business Incubators can be shaped for any need or size. They could be as big a technology parks. Let’s not go too far though with our imagination and keep both feet on the ground considering where we are. But then again, when reaching out for the stars, one will not end up with a hand full of mud. Mind that my columns should only be considered as ‘food-forthought’. I’m old and wise enough to know how I myself would handle a circumstance if needed to. But who am I? Yet, an old fox knows more tricks to get a rabbit out of a hole than a puppy with a degree. I just do my writing to help others with ideas. Caribbean territories should focus more on the potential of entrepreneurs as drivers of economic growth and play an important role in job creation. A study has shown that there is no specific geographic trend in terms of where innovative entrepreneurs can be found. There is no evidence either that developed countries have a higher rate of novel product-market combination. So, let’s get going here.

Pup tent? YES we have slept in tents. From little one man pup tents to big boy scout affairs. All in my youth. Royal Robinson is brave enough to claim his group is a “big tent” party. Does the PNP now meet in a tent? Maybe because the PNP stole the people’s land their headquarters building sits on. While their party, rich in lawyers, could not overcome poor British AG Huw Shepheard returning that land to the people. When former premier Rufus threw sour grapes, insulting Shepheard, he sued the TCI Government and our people had to pay him off. The argument over beach access is just another part of the mess left by 13 years of British/

The PNP rhetoric demonstrates the low opinion the ‘progressive’ party has for the intelligence of our citizens. Washy chimes in with a long statement that adds up to one simple fact - the people know that beach

access, like everything else in the TCI, was a minor item for sale under the PNP. Proceeds of the sale of the people’s important land sites ended up in Misick pockets. Then we have Mark Fulford who made history last year losing the PNP long held seats in North-Middle. Mark smiles from the pages of

this paper seemingly admitting beach access is another mess that happened in the long PNP years. The PNP chairman Royal lays the mess at Premier Sharlene’s feet. Because she won! Our people know that is always what happens. Once a PDM Skip inherited PNP Normans illegal mess. PNP Washy’s mismanaged mess ended up with PDM Derek. No surprise the Mike-Rufus PNP messes all ended up on the PDM Sharlene’s table. The thinking people want to know where was Britain when the whole mess was being created? Where is justice? No wonder all the former British large rich territories from the USA to Australia went independent. All Britain has left are the little territories with limited resources.

The TCI is one that is rich in potential. The TCI’s independence has been side tracked by British Labour Party and Conservative Party alike. Labour let the PNP make the latest mess and Tories want to exercise control without knowing why. TC Islanders get it. Sure, the PNP sold our people’s beach access under British noses. Our folks’ beach access was always part of the original PDM agreements. PNP party spokesman Royal Robinson is clearly doing a comic act. After 13 years of wallowing in the proceeds of PNP messes, Royal tries to lay the blame for his party’s mess at the feet of the party that took away his power. More sour grapes. Royal has read the figures and knows they lost the election because their tent was not big but worn and torn. Mike, the ‘extradited’, left the tent behind. Rufus could not erect the tent. Royal now has only his own little pup tent left.

Sowing the wind and reaping the whirlwind Dear Editor, When you see things that unfold in front of your eyes, the one thing that you must always take into consideration is its probable root cause. In this case, the genesis of the difficult procurement regime and constitutional impasse are rooted in legislative framework, perpetrated upon us by the interim administration and its agent’s provocateurs. Some of the rationale for where we are today, in part, can be laid at the feet of the PNP administration prior to the suspension of our 2006 Constitution. I have said that the reaction to the perceived or real wrongdoing by Whitehall was akin to taking a sledgehammer to kill a fly. This notion is very true when we look at what happened in the British parliament when the “expenses scandal” erupted or when legislators were found in bed with their pages, both male and female. Their parliament was allowed to continue and the various institutions of good governance were allowed to work. Some of the offending parliamentarians went to goal, a few were censured and others were not elected; either because the party did not run them or they merely were not victorious at the polls. Now, let’s get back to my central theme of the TCI’s position to date. The current Premier, Hon Cartwright Robinson - might not have been the architect of some of these draconian measures, but she sure as hell was part and parcel to the contracting team that built the edifice. Having gotten her hand soiled in the process, the Honorable Premier cannot now cry foul, nor plead ignorance owing to the fact

her presence at the Consultative Forum - where the various pieces of egregious legislation were passed. During the Dr Rufus Ewing administration, she should have been contemplating ways and means of dismantling those offensive pieces of legislation - as she was privy to them operationally, ex post facto their impact on how business was allowed to be carried on. As Chairman of the Public Accounts Committee, Hon Cartwright Robinson had the numbers presented to her on a regular basis. If you can recall her grilling senior civil servants and the staff of statutory bodies, you must have come away with the understanding of what was going on or what should have happened. As this situation has now unfolded and in the climate we are currently in, we can only conclude that the premier was putting on a show and auditioning for her current job. However, her performance in the job to date clearly shows a lack of practical ability to translate what she should have learnt over those four years. It is evident that this premier is very good at pointing out problems, but is least competent at creating, least alone implementing solutions to them, as a true leader would. In this PDM administration, it is all too obvious that she treading water and is way in over her head. What is more, it can be opined that her past performances were nothing more than bluster without any substance or an appreciation to the detail that was right in front of her eyes. Maybe, she is now unable to see the tree for the forest! We are in a peculiar financial quandary because the premier did not adhere to her own advice and

admonition. We are coming up fast on the constitutionally set time of six week maximum between House of Assembly meetings, having last met on December 15, 2017. We know that many of the government schools and other institutions are still in a state of disrepair following on from the two major storms of this past September. Money has to be rearranged by the premier and minister of finance to allow for some infrastructure to be repaired or replaced. A supplementary expenditure piece of legislation has to first be laid in the House, an Appropriations Committee has to meet to discuss and make recommendations to the full House for a debate and passage of the bill.

When we consider that payment of a bill in this financial year must be suspended at least three weeks before the end of the financial year, March 31. This means that by the first week of March. How much of that money do you really believe will be spent before we run out of wiggle room? It is important to note here that the Procurement Ordinance requires that certain steps are taken before a contract is awarded, prior to work being carried out. My dear premier in now between the proverbial ‘rock and a hard place’, and that position is entirely of her own making; first by being the contractor of those pieces of legislation, secondly by seemingly learnt nothing in opposition or understanding the gravity of the

office she now holds. Having now had one year at the helm, the premier should now have the ‘balls’, as ‘Good Morning This Morning’ said on a radio call-in show; she has to go on a rampage of repealing these offensive pieces of legislation and policies. Premier Cartwright Robinson does not have the baggage, as she has repeatedly claimed of Dr Ewing, so she can with a straight face put forward these repeal bills using the mechanisms of the House of Assembly rules. Government uses bait and switch tactics Dear Editor, Thank you for affording me a small space in your newspaper. Earlier this week, I read with great excitement and enthusiasm, a press release by TCIG, ‘Final work permit to be upheld’. I said to myself that this is really a great initiative led by the Government and the Ministry of Immigration and Border Control, as they seek to continue building the Turks and Caicos Islands for TCI residents and Belongers. With so many unemployed Turks and Caicos Islanders and under-employed Turks and Caicos Islanders, I figured the time is now that the Government begins bringing forth that change they campaigned about, protecting jobs and supporting TCI people in the work force, especially when it comes to top and middle management positions. In recent years, so many Turks and Caicos Islanders made huge sacrifices in going away and educating themselves to return home and make their contribution. When they return home, employers either tell them they’re not

qualified or they have no experience. Having too experienced this some 13 years ago, I find it to be very discouraging and de-motivating. How would one get the experience or be qualified with the ongoing renewal of work permits without any succession plan by the organisations. The ministry and/or the minister aren’t short of fancy catchy phrases. It was just a few months ago, that the whole country was frightened, some with great anticipation as he announced all illegals and expired work permit holders had to vacate the country within a certain period or face deportation. He then went on a nationwide campaign, from radio stations to TV stations announcing this. While quite a number vacated voluntarily, there was never an increase of staffing in his ministry to beef up enforcement and from my recollection there was possibly only two joint operations with traffic stops and immigration pickups. There was no enforcement in place. My belief is, while this might be somewhat different, here we go again.

Where is the increase in manpower? Where is the enforcement? While I applaud the minister/ ministry for this new/not so new initiative, I urge you to increase manpower, bring back SPICE and start enforcing, instead of randomly feeding the public using ‘bait and switch’ tactics. At the end of the day, if you’re not building the Turks and Caicos Islands for its residents and Belongers, then for whom are you building it? Dameko Dean

Resorts donate $60,000 to displaced primary school BY OLIVIA ROSE OSETA Jolly Primary School, which suffered immense damage during hurricane Irma last September, has received a sizeable donation from The Tuscany and The Venetian to get students and teachers back on track. On Friday, January 12, the resort group presented a cheque for $60,000 to the Blue Hills school which has been relocated to the Gustavus Lightbourne Sports Complex pending critical repairs. Jai Tolani, a representative from The Venetian, in the presence of Minister of Education Karen Malcom said that it is an honour to

contribute to the recovery and rebuilding process of the school. He explained that while many other schools in the TCI suffered damage, Oseta Jolly was in dire need of the assistance since the school is fully displaced. He said: “We feel very honoured that we are a part of this school…when my wife and I came to visit the school we were actually shocked to see what the teachers and the students were going through and their working conditions.” Tolani said that a decision was subsequently made to reach out to the school’s principal in an effort to identify the needs of both teachers and

students. “The board of Tuscany and the Venetian and me decided that it was the best thing to actually give furniture and desks to the teachers so that they can better equip themselves to teach. “Going forwards my wife has made a commitment and we will make sure that we honour that.”

Speaking to the Weekly News, principal Rachel Handfield said the donation is timely and will be used to refurnish classrooms and staffrooms. She said: “As we all know hurricane Irma give the entire country a heavy blow, which affected all aspects of the country including education.

“Oseta Jolly Primary School was the only school that was displaced. “We were challenged with furniture prior to this, but more so after the hurricane because furniture was destroyed from the entire grade six - and that grade has three classes. “Apart from that, we had other grades where furniture

was damaged. “And so the contribution of the $60, 000 to help us with furniture is really timely and is definitely needed. It will be used to not only purchase furniture for students but for staff as well.” The furniture is expected on island mid-February. No date has been set as yet for the school’s reopening.

My understanding of the slogan, as it refers to our people, is that it is natural for us to be beautiful, it’s in our DNA, it’s in every fibre of our being. While we have been blessed with such beauty, it takes some effort to maintain over the years. Let’s talk about the tools that can be used by women and men. The fellas are probably thinking, what could I possibly use that a woman would use to maintain beauty? The answer, skincare products! Indeed, both men and women should have a regular skincare routine in place, as early as the teenage stage of life. It is also a known fact that

persons who have a youthful glow in their golden years have maintained a simple skincare routine from their teens or early 20s. If you haven’t done that yet, it’s not too late to start. I am going to break it down so that we can understand the process better. BASIC STEPS TO SKINCARE Step one: Know your skin type. There are generally four skin types: sensitive, dry, oily and combination. This means that every individual has a different skin type based on genetics and also external factors beyond our control (i.e. weather, location, air pollution, etc). The types are very selfexplanatory so you can assess your own skin first thing in the morning to determine your type. If you’re still not sure, you can seek assistance from your local doctor or dermatologist. Step two: Cleanse your skin. Now that you’ve determined the type of skin you have, it is time to cleanse. It is always best to purchase items that are labelled with your skin type and not to just use any body soap for your face. Personally, I have dry skin due to the fact that I have eczema. This is a common condition that many people suffer from that causes skin to be affected by external irritants or allergens. It flares up from time to time based on diet, climate, and other external factors. (This will be covered in a separate discussion in the future). I personally prefer a gentle cleanser/exfoliant for this step. Your face will feel clean and refreshed. Step three: Moisturise your skin. Contrary to popular belief, everyone needs to moisturise his or her skin. I find that people with oily skin, usually think that they do not need moisture due to the oil the skin already produces. However, it is advised that after cleansing, all skin types should moisturise while the skin is still damp to lock in the moisture. For oily persons, you can use an oil-free moisturiser to prevent clogged pores. Step four: Protect your skin. This is a step that probably most people of colour assume does not apply to us. Well, you my friend are

totally incorrect. Every day exposure to the sun can cause severe damage to the skin. Statistics show that the sun can damage your skin in only 15 minutes. This means that before you leave the house in the morning, you must protect skin and not only if you are going to the beach. We are in constant contact with the sun in these beautiful islands. We must ensure that we are protecting the largest organ that we possess - our skin! There are some others additional steps in your skincare routine that helps with dead skin removal, clogged pores and manages other skin conditions however we just want to start with the very basics. I want you get this simple routine down. If you don’t have anything to start with, I recommend that you visit your local drugstore, beauty supply store or grocery store and look the products that suite your skin type and budget. If you are not sure, you can contact your local doctor, dermatologist, aesthetician or skin expert that you trust to guide you along the way to better and healthy skin. Together we are going to put our true beauty on display and prove that Turks and Caicos Islands (inclusive of its inhabitants) are ‘beautiful by nature’.

DR ARMANDO Sardi, a respected and renowned surgical oncologist and medical director of the Baltimore Mercy Medical Centre, is on a five day visit to the Turks and Caicos Islands to consult with healthcare providers. The visit follows the release of alarming cancer statistics by the TCI Hospital last November, which indicated that a significantly large number of cancer cases have been diagnosed over the past year. Dr Sardi arrived in the TCI on Wednesday (January 17) and is scheduled to meet with a variety of stakeholders from the ministry of health personnel, TCI Hospital, NHIP, Turks and Caicos Medical Association and members of the TCI Cancer Society and Foundation. Health officials will be engaging Dr Sardi in reviewing existing strategies, developing new ones, as well as formulating interventions targeted at reducing the burden of cancer in the Turks and Caicos Islands. On Thursday, Dr Sardi met with Premier Sharlene Cartwright Robinson and the Minister of Health, Agriculture and Human Services Edwin Astwood to discuss the issue of cancer in the TCI during a meeting at the Hilly Ewing building in Providenciales. The Government has expressed that they share the concerns of the general public in relation to the number of cases of cancer being diagnosed in the TCI. Last November, the hospital revealed that there have been 47 new cancer patients since October 2016, increasing the total number of people diagnosed at the facility from 259 to 306. This means that from their statistics, an average of four new cancer patients are being diagnosed every month at the facility. The statistics are garnered from the hospital’s cancer registry which was established in January 2014. That registry consists of cases diagnosed and recorded on the hospital database since the facility opened in April 2010. The recent statistics pinpoint breast, prostate and colorectal cancer as the most common cancers diagnosed at the hospital. Globally, cancer is the second leading cause of death with nearly one in six deaths worldwide attributed to the disease with the incidence of cancer expected to rise by 70 percent over the next 20 years. According to the World Health Organisation (WHO) around one third of deaths from cancer are due to the five leading behavioural and dietary risks: high body mass index, low fruit and vegetable intake, lack of physical activity, tobacco use, and alcohol use. In recent times, the Ministry of Health has taken a number of steps to address cancer in the TCI including the development and implementation of a non-communicable disease

action plan; promoting healthy lifestyles through various media and activities to educate the general public about steps they can take to live healthier lives; development of national cancer screening guidelines; development of the Tobacco Control Bill which was approved in 2016 and development of a nutrition policy which will address risk factors associated with diet. Breast cancer in women and prostate cancer in men remain the two most common cancers diagnosed at the TCI Hospital with colorectal cancer becoming more common in both men and women. Improper diet including high sugar intake and carbohydrate food products, obesity, smoking and lack of physical activity has been proven to have a direct correlation with the disease. According to the hospital these statistics are limited to patients who have been diagnosed by TCI Hospital medical teams as there are likely to be other people diagnosed who may have opted to seek treatment at an alternative treatment facility. Of the 306 total cancer cases recorded, 204 of these persons are currently receiving treatment, support and/or follow-up cancer management at TCI Hospital Oncology Department, the hospital disclosed. They stated that the current cases consist of 64 those who have or had been diagnosed with breast cancer, 51 people diagnosed with prostate cancer and the remaining 89 people represent a combination of 33 different cancers. The remaining 102 patients on the hospital’s cancer registry who have been diagnosed by the healthcare facility are persons who have passed away from cancer or other illness/ disease(s). People aged between 60 and 69, followed by those between 50 and 59 make up the highest number of cancer diagnoses recorded at the hospital. Of the persons who fall within the 60 to 69 age bracket, 30 percent are prostate cancer and 25 percent are breast cancer, while for those between the 50 to 59 age group, 51 percent of the total number is breast cancer diagnoses.

UK newspaper ties EU blacklist to Brexit U.K. newspaper The Independent has linked the annual review of the EU tax blacklist, and the potential inclusion of Cayman and other offshore territories that were until now left off the list, to the outcome of Brexit negotiations between the European block and the U.K. Citing separate unnamed sources from Brussels, the British newspaper said, contrary to public statements by the European Commission that the blacklist would follow objective criteria unrelated to Brexit, officials now privately acknowledge the EU may use the tax blacklist as leverage. In December, the EU Council of Finance Ministers named 17 countries it considers uncooperative in tax matters. Another 47 countries, including the Cayman Islands, were included on a list of countries and territories that had given a firm commitment to remedy any shortcomings by the end of 2018. According to The Independent, officials said while the U.K. had protected its offshore centers in the past, this would not continue in the future and the EU would “go after them.” Another unnamed source criticized the position of the British government on its overseas territories

as running counter to public opinion in the U.K., which largely condemns tax avoidance by multinationals through these centers. In response, the chair of the Treasury Select Committee, Nicky Morgan, acknowledged to The Independent that the use of this type leverage is conceivable, especially if trade negotiations were not going well, but it was unlikely if the talks produced positive results. However, she added, “We certainly don’t want our trade talks to be jeopardized by the action or lack of action by an overseas territory.” Another unnamed British government source said that the U.K. was at the forefront of fighting tax evasion and avoidance, and supported the EU blacklist. EU officials will meet in February to discuss potential sanctions for blacklisted countries and evaluate several Caribbean countries that were not assessed because of the damage and disruption caused by last year’s hurricanes Irma and Maria. In particular, the Turks and Caicos Islands and Anguilla had to address outstanding questions to avoid a blacklisting, the U.K. newspaper noted.

Meanwhile Reuters reported that eight countries will be removed imminently from the blacklist after they gave guarantees they would comply with EU tax rules. They include Panama, which earlier this week formally signed up to the OECD’s automatic exchange of information program known as the Common Reporting Standard. The other seven countries that are expected to be removed from the EU blacklist are South Korea, the United Arab Emirates, Barbados, Grenada, Macau, Mongolia and Tunisia, Reuters said. The Cayman Islands complied with most EU requirements, except certain fair tax rules stipulating that countries should not have tax regimes that facilitate offshore structures which attract profits without real economic activity. The Cayman Islands government has given guarantees that it will further assess the fair taxation criterion and work with EU officials to address this issue by December 2018. According to EU documents, this could mean that Cayman will have to introduce as yet undefined “substance requirements” into its legislation. (Cayman Compass)

House of Lords rejects public beneficial ownership registers AN attempt to push British overseas territories to create publicly accessible beneficial ownership registries for companies, if necessary through an order in council, has been rejected by the U.K. House of Lords. In its debate of the proposed Sanctions and Anti-Money Laundering Bill, the upper house of the U.K. parliament on Wednesday voted down an amendment to insert a clause into the bill that would have required the responsible minister to issue an order in council to force all overseas territories to implement a publicly accessible register of beneficial ownership of companies by Jan. 1, 2020, if they had not done so already. The clause defined public registers as broadly equivalent to the U.K.’s own register of persons of significant control. Cayman has established a beneficial ownership registry that is accessible by law enforcement and tax authorities during the course of active investigations. However, it is not open to the public. Baroness Stern, who had tabled a similar amendment during

the debate of the U.K. Criminal Finances Bill, said with each leak or hack, such as the Panama Papers and Paradise Papers, the argument for transparency becomes stronger. While she acknowledged that not all owners of offshore companies have something to hide, she said those that do are well served by anonymous shell companies. Lord Collins of Highbury, who moved the amendment, said setting the highest standards and taking the lead is the way to reach international agreement. The proposal received significant pushback. The Earl of Kinnoull said he disagreed with the amendment “wholly.” He noted that the overseas territories have their own legislators and the U.K. would not normally legislate with regard to devolved matters. “Were we to legislate without even to consult with those parliaments, it would be wrong, just as it would be wrong with regard to Scotland and Wales.” He also argued that none of the overseas territories were cited for a lack of transparency by the recently published EU tax blacklist and

graylist. The amendment would jeopardize goodwill and undermine the continual progress the overseas territories had made on the issue. “This amendment is constitutionally wrong and unjust and causing unwarranted aspersions with a number of our loyal overseas territories,” he added. Lord Ahmad of Wimbledon, the Foreign and Commonwealth Office minister, emphasized the efforts made by the Cayman Islands and other territories in establishing centralised registries and providing beneficial ownership information to U.K. authorities. Rather than impose new requirements on overseas territories without their consent, the U.K. should focus on the existing cooperation and the progress that has been made, he said. In cooperation with the U.K. government, the overseas territories had passed their own legislation and made technological investments. And as a result, “They are already meeting international regulations.” Changing the rules again “would be unacceptable,” he said.

Bodies recovered after small plane crashes in the Bahamas TWO bodies have been recovered and four other people are feared dead after a small plane in which they were travelling went missing after takeoff from the airport on the Bahamian island of Andros on Wednesday morning. Three men, two women and a teenage girl were on board the Piper Aztec plane when air traffic controllers lost radar contact with the aircraft shortly after 8 a.m., after leaving Andros for Nassau. “It gained altitude to appear on the

radar. Unfortunately it turned around to return, we believe to San Andros for some reason, we don’t know why,” Minister of Transport and Aviation Dionsio D’Aguilar reported. “Unfortunately, it never made it back to San Andros Airport and initial indications are that the plane indeed crashed and the six souls on board have been lost. It’s a very tragic and sad event.” By late evening, two bodies had been recovered by the Coast Guard. (Caribbean360)

Bahamas government supports CARICOM’s condemnation of Trump PRESS Secretary Anthony Newbold said the Minnis administration supports CARICOM’s condemnation of the disparaging comments US President Donald Trump reportedly made about Haiti, Africa and El Salvador last week. He could not say, however, whether the administration had any input in drafting the statement or if it knew beforehand that CARICOM, which represents Caribbean interests, intended to make the statement. He was asked about the matter this week after Progressive Liberal Party (PLP) leader Philip “Brave” Davis complained the administration should have released a separate statement condemning Mr Trump’s remark, not hiding behind CARICOM’s statement. Mr Newbold did not respond directly to Mr Davis’ assertion, saying: “He’s the leader of the opposition, he can voice his opinion, but he’s the leader of the opposition.” He continued: “Government of The Bahamas stands with the position taken by CARICOM. I didn’t have that conversation with the PM (on the Bahamas’ involvement in the statement), but that is the position

that The Bahamas government will take.” According to US reports, President Trump questioned during a recent meeting at the White House why the country is “having all these people from shithole countries come here?” He suggested the country should bring people from countries like Norway, not Haiti. In a statement over the weekend, CARICOM said: “CARICOM condemns in the strongest terms, the unenlightened views reportedly expressed. “Of additional concern is this pattern of denigrating Haiti and its citizens in what seems to be a concerted attempt to perpetuate a negative narrative of the country. “We are especially saddened that such a narrative emerged around the time of the anniversary of the devastating 2010 earthquake, which took so many lives of citizens in that country. “The Caribbean Community expresses its full support for the dignified statement of the government of the Republic of Haiti in reaction to this highly offensive reference.

Deadly storm causes Dutch and German transport chaos THREE people have been killed by falling trees or debris in the Netherlands as a fierce storm tears across northern Europe. Storm-related accidents killed three people in Olst, Vuren and Enschede. Gusts of up to 140km per hour (90mph) caused transport chaos. Flights are slowly resuming after being suspended at Amsterdam’s Schiphol airport - one of the busiest in Europe - and trains have been halted in three big regions of northwest Germany. Dutch Twitter users have posted photos of trucks and trees blown over by the gales. Many trees have come down on railway lines. Police temporarily closed the centre of Almere, a city with about 200,000 residents lying just east of Amsterdam. They tweeted an alert warning people to stay at home because of risk from the storm. Dutch people in the storm’s path are using the hashtag #coderood to tweet photos of the storm damage. A national transport website, VID, reported 17 trucks blown over by the strong winds. The Dutch Railways (NS) and operator ProRail said overhead power lines had been damaged by

the wind, as well as some railway tracks. An alert on the NS website said: “A hurricane-force storm is raging over our country and causing a lot of damage to the rail network and stations. “NS and ProRail therefore have to stop the train service until further notice. Only Arriva trains in Groningen and Limburg can continue running.” High winds have also toppled trees and caused structural damage in western regions of Germany, where the storm is called “Friederike”. The national train operator, Deutsche Bahn, has suspended rail traffic in North Rhine-Westphalia (NRW), neighbouring RhinelandPalatinate state and Lower Saxony. NRW - the home of major Ruhr industries - is Germany’s most populous state. Trains still running elsewhere in Germany have cut their speed because of the strong winds. Dozens of flights are also being cancelled in Germany - at Cologne/ Bonn airport every fourth flight has been scrapped. An emergency siren wailed in the city of Duisburg, warning residents that they should stay indoors, German news website WDR reported. (BBC)

THE European Commission president has said he would be ‘happy’ for the UK to rejoin the EU after Brexit. Jean Claude Juncker said that even after leaving the EU in March of 2019, they could apply to rejoin under Article 49 of the Lisbon Treaty – if the Government or the British people want to ‘find a way out’ of Brexit. It comes just one day after Donald Tusk, president of the European Council, said he was open to a ‘change of heart’ from the UK. Juncker described Brexit as a ‘catastrophe’ and a ‘lose-lose situation’ for Britain and the EU. Addressing the European Parliament in Strasbourg on Wednesday, he said: ‘Mr Tusk said that our hand remains outstretched. ‘The British people, the British Government, may wish to find a different way out of the Brexit situation and we are very much willing to deal with them. ‘We are not throwing the British out, we would like the British to stay, and if they so wish, they should be allowed to do so.

Brexit is set to happen in March of 2019, unless the UK changes its mind.

India tests-fires Agni-V, a nuclear-capable ICBM INDIA has successfully test-fired a long-range intercontinental ballistic missile (ICBM), the country’s Defense Ministry said Thursday. The nuclear-capable Agni-V is believe to be India’s most advanced ICBM. It was fired Thursday morning India time from Abdul Kalam island off the coast of the eastern state of Odisha, the ministry said in a tweet. It called the test a “major boost” to the country’s defense capabilities. India is believed to have around 120 to 130 nuclear warheads in its arsenal, according to the Federation of American Scientists, compared to several thousand for the US. Vipin Narang, an associate professor of political science at MIT who studies nuclear proliferation, said Thursday’s test did not demonstrate any “new capability, (this) was simply a developmental test before India inducts it into operational range.” Narang said it’s possible India’s armed forces were testing the canister the missile is launched out of, as well as its ejection, flight performance and accuracy -- a “regular technical test in that regard.” Ajai Shukla, a New Delhibased defense analyst and former Indian army colonel, said the country has been “gradually

Lynn Robinson ran 3000 miles last year, by August she had reached 2017 miles, her initial goal.

AUGUST When 2017 started, long distance runner Lynn Robinson was hoping to have complete 2017 miles by December 31. It meant that she would have had to run over five and a half miles per day to accomplish the feat. The 49-year-old however completed the task in August after several big runs. The most exciting moment in team sport last November happened in softball, when the Turks and Caicos defeated defending champions of the World Baseball Softball Confederation (WBSC) Co-Ed Slow Pitch World Cup, the Bahamas. The 15-14 victory was the high point of our team’s run at the World Cup, which was held in Plant City, Florida. Also outstanding was national footballer Marco Fenelus’s Golden Boot performance, which led his team, Tatung, to the Taiwan Football Premier League title. The 25-yearold scored a whopping 38 goals during the season.

Infantino impressed by football development in the TCI – Bien-Aime calls visit ‘history in the making’ – Blasts premier for no-show FIFA’s President Gianni Infantino, who seemed impressed by what he say both administratively and on the football field during his stopover on Wednesday, said that visiting the Turks and Caicos has been on his agenda since the 2016 elections. The most powerful man in sport indicated that his visit fulfills a promise he made to TCIFA’s president Sonia Bien-Aime, who is also a Council member of FIFA. “I am extremely pleased and happy to be here. Soon after being elected I promised Sonia I would come, and I came.” Infantino added: “What I see here is the essence of why we all love football. This is the reason why we invest a lot of our time and energy in the sport. Football is something that gives back. It teaches you how to win, teamwork, how to depend on others, but most importantly, how to have fun, and enjoy your passion.”

The courtesy call by the 47-yearold is the first ever by a FIFA president and Bien-Aime acknowledged it. “This landmark visit by President Infantino is a testament of the support of FIFA and its relationship with the TCIFA. It will go miles in continuing the support and in cementing that relationship”. Bien-Aime, who called the moment history in the making, said she was disappointed that the premier did not share similar sentiments in sports. “If we are to fully maximise the potential of President Infantino’s visit and what FIFA can contribute to the Turks and Caicos Islands, we need the partnership and support of the Government. National swim team set for UANA Cup in Florida FIVE TCI swimmers are currently in Florida for the inaugural UANA Cup 2018. Jack Parlee, Alex Maclaren, Georgia Greatrex, Caylen Castillo and Lillian Taylor will test themselves against formidable agegroup competition from 27 countries within South and Central America, as well as the Caribbean. (The Union Americana de Natacion, or UANA, is the regional governing body for aquatic sports in the Americas.) The five swimmers will compete in the 50M freestyle, 50M breaststroke, 50M butterfly, 50M backstroke, 200M freestyle, and 100M breaststroke at the event at Coral Springs Aquatic Centre, which was scheduled to start on Friday. Team Coach Jessica Soderquist said, “The countries competing have long-established competitive swim programmes and impressive pool facilities, but our swimmers have shown the attitude and commitment to their training that it takes to go far with the sport. I’m very excited to see them race this weekend.”

Handfield and Gardiner win medals for St Augustine University NATIONAL athletes and schoolmates Kivarno Handfield and Devante Gardiner helped the Saint Augustine’s University to a solid performance during Monday’s JDL Fast Track in Winston-Salem, NC. Handfield finished second in the high jump after registering a best jump of 2.08M, while the younger Gardiner finished third in the 200M. It was the 25-year-old’s second best indoor performance to date. Last month, the senior broke the national record with a jump of 2.10M. He had shared the previous record of 2.04M, with Simpson Penn (2011 and 2012). The sophomore, Gardiner clocked 22.21s to claim third in the 200M and 7.07s for a fourth place finish in the 60M.
