Government to ensure primary healthcare for all – Premier Ewing

THE GOVERNMENT will focus heavily on the provision of primary healthcare that will ensure universal health coverage and access of healthcare to all. This means that everyone will receive the health services they need without suffering financial hardship when paying for them. That is according to Premier Rufus Ewing who is also the Minister of Health and Human Services. His remarks were made in the House of Assembly on Wednesday (January 27) during his ministerial speech. Premier Ewing outlined several policies and plans that are aimed at improving healthcare for the populace. These are, the national health

strategic plan, the national action plan for prevention and control of non-communicable diseases and health promotion in the Turks and Caicos Islands and the draft national pharmaceutical policy. He said: “Mr Speaker, as the Premier and minister with responsibility for health services I can speak to the evolution of healthcare and the plans for expansion of agriculture within these islands. “In 2006 the Turks and Caicos Government developed a healthcare strategy to extend the benefit of state funded healthcare to all residents in the Turks and Caicos Islands rather than only Turks and Caicos nationals. “Recommendations were made to improve the health infrastructure at both the primary and secondary care levels to establish an effective

mechanisms for management and procurement of health services locally and overseas. “The healthcare renewal strategy would strengthen the foundation of affordable and sustainable healthcare.” He noted that the strategy will be based on several pillars which are: Improving the local delivery of secondary and tertiary services by the construction of two state of the art hospitals. The upgrading of primary healthcare services and facilities, the development of a healthy lifestyle initiative. The establishment of a national health insurance plan and a health financing mechanism and the development of a health sector regulatory mechanism including the formation of a health regulatory agency or health regulatory authority which would govern and monitor any sector of healthcare delivery in the TCI “By April 2010, two new state of the art hospitals were constructed and operational through a public private partnership between the Turks and Caicos Government and IMS Health Canada Ltd. “Possible services now offered

were extended well beyond that offer in 2010 with the inclusion of services such oncology, orthopaedics, neonatal and adult high dependency care in much extended visiting consultant program to include services such as ophthalmology, urology that are much demand today.” The Minister of Health pointed out that although the provision of secondary care services has improved significantly on the Islands there is much more room for improvement. “The ministry continues to strengthen its capacity to monitor, evaluate and implement value for money, quality of services improvement strategy through the contact management unit and service review board. “The critical audit report had recommended closure of the Grand Turk hospital but this Government had made a policy decision that closing the Grand Turk hospital is not an option and neither is the reduction and the scaling down of the vital in house services or visiting services such as ophthalmology.” He noted that wherever healthcare deficiencies exist they will be corrected. “Mr Speaker, while it is important to fund and ensure the provision of

high quality secondary locally and tertiary healthcare services locally and overseas, such acts cannot continue to be at the expense of primary healthcare. “The National Health Insurance Plan (NHIP), a social health insurance programme that embodies the principles of solidarity and equitable access was implemented in 2010. “This plan was designed to improve universal health coverage and universal access and we led the way in this region with the implementation of this plan.” The Premier noted that many other countries such as the British Virgin Islands and the Bahamas are implementing similar social health insurance and financing plans. Premier Ewing acknowledged that while they are many issues relating to the national insurance plan which his administration is now addressing, the plan is still looked upon as a best practice plan. The health minister revealed that in March of this year he will be presenting to the Medical Association of the Bahamas, sharing the successes, pitfalls and lessons learned as the Government positions itself to implement their own national health insurance plan.

Local man to be charged with captaining illegal vessel BY DAISY HANDFIELD A TCI man is currently in police custody and waiting to be charged for captaining an illegal vessel with five Haitian passengers on board. The boat, which was attempting to enter the Turks and Caicos Islands illegally, was captured by the marine branch of the police

force, five miles out from South Dock, Providenciales, at about 3am on Tuesday (January 19). Police press officer Audley Astwood on Wednesday (January 27) said that the local man who has still not been identified by police, was the captain of the 20 foot boat equipped with a 15 horse power engine.

Aside from the captain, the illegal vessel was carrying one woman and four men. It is alleged that the man was attempting to enter illegal people into the TCI in exchange for money. This was the first illegal vessel to be intercepted by Boarder Control this year.

Developer paid Misick $6m for land on ‘island that time forgot’ BY JOHN TONER A MEGA rich foreign investor gifted former premier Michael Misick millions of dollars as part of a corrupt partnership to hold some of the most prized land in TCI, court heard on Wednesday (January 27). Misick allegedly accepted a phoney $6 million loan from

Slovakian businessman Mario Hoffman that was never repaid as part of secret dealings to secure land at Salt Cay. Fellow former minister McAllister Hanchell also benefited from the deal to the tune of $2 million dollars in the form of a loan which was also never repaid, the court was told. On top of those payments it is

alleged that $750,000 was paid into PNP accounts and dished out in various sums to the benefit of Misick, Hanchell, Floyd Hall and Lillian Boyce. The prosecution also claimed that Michael Misick’s brother Thomas Chalmers Misick acted as the former premier’s “personal banker” moving corrupt payments around on his behalf. The payments related to securing the ownership or long term lease of almost all the land on Salt Cay, known as the island that time forgot. Lead prosecutor Andrew Mitchell QC told the SIPT court: “Salt Cay represented an opportunity for Michael Misick and McAllister Hanchell to make money. “They entered into a relationship with a developer, Mario Hoffman, that can only be described as corrupt and over three years, even in the context of this case, they received quite large sums of money. “Thomas Chalmers Misick was Michael Misick’s personal banker in relation to Salt Cay and millions of dollars of criminal property was moved through accounts to his benefit and the benefit of Hanchell. “The payment of the bribes appear to coincide with concessions being granted in terms of value of land and duty. “The development agreement at Salt Cay can be described in one word, madness. “The relationship between Michael Misick, McAllister Hanchell and Mario Hoffman taints the agreement and the sale of land. “Here we have a $6 million discount obtained on the sale of land and days later a loan of $6m is given to Mr Misick.” The transactions allegedly resulted in 122 acres of Crown land being sold to the developer at a knockdown price meaning that the TCI Government lost $6.83 million. The court heard that Hanchell and Misick were also both given support to obtain Centurion American Express credit cards, which are reserved only for the extremely wealthy, by Hoffman. Using the cards they allegedly went on extravagant holidays all over the world to places including London, Paris, New York, Miami

and Dubai. They are also said to have enjoyed lavish shopping sprees with their wives in high end designer stores across the globe in stores including Jacob and Co and Dolce and Gabbana. The prosecution say that between January 2006 and January 2009 Michael Misick and his then wife LisaRaye McCoy were able to spend $4.8 million on their card. In the same time period it is alleged that McAllister Hanchell and his wife spent $1.1 million on theirs. During his submissions Mitchell mentioned one of the lawyers present had told him they were once lucky enough to hold one of these cards and there was laughter in court as QCs jumped to their feet to deny being that person. Judge Harrison even said with a wry smile: “I have never heard so many protests at once.” As Mitchell proceeded with his opening there was some disquiet in court as the name of one of the attorneys present, Mark Fulford, was read out as being the recipient of a cheque from a PNP account. Ralph Thorne QC told Judge Harrison: “Mr Fulford is not before this court for any matter and it is

important to defend the honour and integrity of our colleagues, his name being called is a concern of mine. “In presenting all these cheques with all these names my learned friend is swinging a cudgel and all its way will fall, he must not bring these names down.” Fulford is not charged with any crime and there is no suggestion he has acted illegally or improperly. During the course of day eight of the prosecution opening the court heard that as part of the dealings surrounding land on Salt Cay a Belonger named Earl ‘Super C’ Ingham, who had known Misick and Hanchell for years, lost land he had been leasing for six years without explanation. It was also claimed by the prosecution that Misick and Hanchell swore at and intimidated the chair of the Planning Board after the board turned down proposals to relocate a planned dock on Salt Cay. An urgent meeting of the Planning Board was demanded by Hanchell and days later the plans were approved, the prosecution said. All the defendants deny all the charges against them. The trial continues.

Letters show Sandals ‘covering their backs’ BY JOHN TONER LETTERS shown to the SIPT trial show Sandals International trying to distance itself from allegedly corrupt payments made to the PNP. Correspondence drafted by Jamaican law firm Patterson Mair Hamilton and sent to Chalmers Misick and Co solicitors claimed that management of Sandals International did not knowingly pay money to the firm for the benefit of the PNP. However Chalmers Misick and Co hit back in a

responding letter saying that the contributions were in fact “political” and claiming that management did know that money was being sent. The correspondence back and forth happened against the backdrop of the Commission of Inquiry and Malcolm Bishop QC, representing Thomas Chalmers Misick, said that this letter from Sandals was an attempt to “cover their backs” as investigations were taking place. The defendants deny all the charges against them. The trial continues.

Improving food security is a Government priority BY OLIVIA ROSE IMPROVING food security in the Turks and Caicos Islands is high on the Government’s agenda. Premier Rufus Ewing told the National Assembly on Wednesday (January 27) during his ministerial speech that in 2012 the Government embarked on a policy to deepen and transform, and further develop the agriculture potential of the Islands. He said: “Its overarching commitment is moving towards the sustainable development of the country as it progresses towards selfsufficiency. “The development and transformation of agriculture are very important.” He noted that the vision is to make agriculture an integral part of the transformation and development of the Turks and Caicos Islands and the country’s economy and to improve food security. The mission therefore, is to develop agriculture by employing the technology and research available in the field to increase production, increase direct linkages between agriculture and other striving factors of economy whether public or private sector. “And the sustainable use of the environment, the promotion of inter-governmental cooperation, the creation of a well-regulated food safety and quality system and the production of niche marketing and value added products through quality driven agri-processing and

manufacturing,” he said. Ewing pointed out that the draft agriculture development plan and policy are set against an assessment of the state of agriculture and the general economic environment for the Turks and Caicos Islands. “Tourism is the main economic driver of the Turks and Caicos Islands, its success serves as a pull factor on agriculture development because of the guarantee of better wages, the high quality of service, environmental and aesthetics.” The Premier underscored the fact that the Turks and Caicos Islands was impacted by the global escalation in food and fuel prices in 2008 and was exacerbated by the financial crisis worldwide. “Agricultural production and related industries in the TCI range from not very developed to nonexistent. “The Turks and Caicos Islands food security is primarily met by importation. “The country is predominantly a net food importer with the total import of agriculture goods averaging $45 million over the last five years. “This is not a good position to be in. “In this regard, agriculture development becomes a tool for economic diversification and food import substitution.” He further emphasised the role agriculture plays in the future of the Turks and Caicos Islands’ economy.

Improving food security

“Agriculture and by direct reference both aqua-culture and mari-culture must play a greater role in the future of the Turks and Caicos Islands economy. “There needs to be a transformation of our total dependence on foreign food supply, of the agriculture system being employed, of the average farm size of the land used tenure. “Human development infrastructure, the improvement

of market accessibility and the availability of technical human resources. “The policy and plan objectives are one, to increase agriculture production in these islands, two, to raise the social economic standards of farmers, three, to improve food security and maintain and safeguard the environment.” It was noted that these broad objectives outlined in the draft

agriculture policy could contribute to the reduction of the food import cost while strengthening food and nutritional security among the population. The agriculture policy also has the potential to improve the level of sectoral linkages, employment, it could assist in the reduction of rural household poverty, and it could maintain environmental protection and improve food safety.

Shore Club developer addresses criticism BY DAISY HANDFIELD

CEO of the Hartling Group Stan Hartling addressed negative comments made on social media after the chain of resorts extended job interviews to people the Bahamas for the newest luxury resort development, The Shore Club. Hartling recently offered Turks and Caicos Islanders that reside in the Bahamas the opportunity to apply for vacancies at the new resort. In an interview the CEO said that he wanted to be very clear that nothing was changing in the company’s focus on the people in the Turks and Caicos Islands and that he wanted to apologise for any way that the information may have

misled that. He said that sometimes things are done with great intent but taken the wrong way. “The intent was this, when we had to do a big hiring one time, it is a different story because there are so many roles to fill. “When we had the situation where some of those roles could not be filled, locally, then most any company is going to some form of outside labour at that point. “We wanted to be proactive and say that.” Hartling said that although the advertisement in the Bahamas may have been taken out of context, the company has taken measures to correct it.

“The first thing we have done in the moment, we have suspended that job fair. “I think it is the right thing to do because it shows respect for people’s feelings and it’s the right thing to do.” Hartling said that for years the Hartling group has been dedicated to promoting Belongers first, youth and education but one must also consider the fact that the company has also invested lots of money in advertising job fairs to which desirable interest was not attained. Hartling concluded that hiring will continue to take place later on in the year. Concerned resident Trevor Cooke said that if the Shore Club is

aiming at certain executive type of person within the industry or middle managers they are not in the TCI. He said that he understood, but in his opinion the TCI has sufficient people who could take up the employment opportunity that was being provided by Shore Club. According to Hartling in a

previous interview, the development will provide job opportunities for about 200 to 250 people. The resort occupies nine acres of land and 820 feet of beach frontage. The luxury resort community includes 38 condos in two lowrise buildings and six, six-bedroom villas.

PDM opens process for selection of candidates BY OLIVIA ROSE THE PEOPLE’S Democratic Movement (PDM) this week announced the opening of its process for candidate selection in preparation for the upcoming general elections. This announcement was made by Leader of the Opposition Sharlene Cartwright-Robinson on January 25 in the House of Assembly when parliament opened for the first time for 2016. During her presentation she said: “This is 2016 and we know that elections will be held this year and we wish in this forum to announce the official opening of the application process for candidacy on a PDM ticket. “We know that within short order these Islands will vote for and experience a better Government, one whose strategy is simply to use its powers to ensure that we engage in people centred development, simply where people come first. “Today we invite the voting public and prospective candidates to join the winning team as we seek to fill the eight seats on that side of the House. Be quick, be keen and be ready!” According to a release from the party, the prospective candidates are required to join an island branch in their respective constituencies. The party’s constitution makes provision for the selection of candidates and qualifications for elected office in section 24 but

namely: a) Be members of the party in good standing b) Be registered voters and c) Satisfy the qualifications for membership of the legislature as laid down by the Constitution of the Turks and Caicos Islands. “Additionally, prospective candidates for elections shall be either: a) recommended to the candidates committee in writing by the branch of the party in the constituency concerned. “Or b) recommended to the candidates committee by an affiliated member of the party or c) An individual member of the party in good standing who applies in writing to the candidates committee.” The Opposition leader also extended best wishes to the people of the Turks and Caicos Islands during her speech. “Sympathies to those who have lost loved ones. We have mourned with families and I join the Premier in extending sympathy to those he listed and also Mackey’s family and the late Rev Nelson Forbes. While we mourn, we also celebrated with families.” In this vein she acknowledged the accomplishment of British West Indies Collegiate and its student Ashcah Wildish who was recently topped the world in A-level mathematics. “I say congratulations to her, her family and school again. Indeed global greatness has come from one of the smallest corners of the world.” Meanwhile, during her address,

Electors list published on Friday TURKS and Caicos Islanders will be given the opportunity to view the 2016 Preliminary Electors List from Friday (January 29). Supervisor of Elections Dudley Lewis will post the list at 82 locations across the Turks and Caicos Islands. After the publication registered voters will have 14 days to scrutinise it and make any claims or objections. Electors can make claims on their own or on behalf of others, as set out in form three in schedule one of the Elections Ordinance. Similarly, objections can be made as set out in form four in

schedule one. An elector who is off island for the next two weeks may appoint an agent to act on his or her behalf as set out in form five in schedule one. The agent must produce a sworn affidavit that they are acting on the claimant’s behalf. All forms can be obtained from Elections Office in Grand Turk and Providenciales and the District Commissioner’s Officers. Foreign investor knew about land discounts BY JOHN TONER THE CANADIAN investor who bankrolled the North West Point development knew that Belonger discounts were used to purchase the land on his behalf, the SIPT court heard. David Wex, a property developer based in Toronto, Canada, even had the Belongers used to purchase the land sign indemnity agreements to prevent him being chased to pay back the discount. TCI law requires Belonger discounts to be paid back when land is sold on to a non-Belonger and Wex was “anxious” to avoid that, the court heard during sessions on Friday (January 22) and Monday (January 25). Lead prosecutor Andrew Mitchell QC told the court: “On the face of it this was a Belonger purchase but the Crown submit this land was going straight on to a developer. “The defendants should have made sure that the land was sold directly to Mr Wex so that the Government felt the benefit of the $7 million. “If a Belonger acting honestly buys that land and sells it at a profit to a non-Belonger straight away then the Government is going to reclaim that money. “At North West Point they

recognised that there was an opportunity to pocket $3 million quick profit. “The moving of the titles and the way the transfer is directed was done to deceive the type land registry, the Government and therefore the Crown. “Mr Wex wanted indemnities to prevent the discount granted to the Belongers being recovered from him and the four Belongers must have been fairly comfortable with this arrangement to have entered into it for ten years as they did. “Mr Wex knew he was paying a market value and knew they were getting a discount.”

None of the foreign investors involved in the land deals being investigated by the SIPT have been charged in the trial. The Crown said that the purchase of land at North West Point was facilitated by Melbourne Wilson who knowingly arranged for four Belongers to obtain it on the false pretence of commercial development. It is alleged that the land purchased by the four Belongers, Earlson Robinson, Jeffrey Hall, Oliver Hall and Samuel Been, was immediately transferred through several companies and into the ownership of Wex without any

money being invested into the land by them. Once Wex purchased the land through a company he part owned called Blue Resorts Limited, money was then passed through several other companies with $1,000,000 that was intended for Earlson Robinson ending up in the bank account of his sister Lillian Boyce. The money was never deposited into an account in the name of Earlson Robinson. Boyce was interviewed during the Commission of Inquiry on four occasions about her involvement in the deal at North West Point and denied she had used her position to

obtain Crown land for her brother and said she did not discuss it with him at any point. During interview she said she was simply holding the million dollars and had made no plans for it. She also said that after arranging to “borrow” $600,000 of it from her brother, Michael Misick contacted her and asked to borrow money from Robinson as well, something to which Robinson agreed. Melbourne Wilson was also interviewed and denied any knowledge of how $200,000 sent to him by Wex and claimed that there was never an intent to sell the land. Ralph Thorne QC, representing former premier Michael Misick, again raised objections to the admissibility of details in Mr Mitchell’s opening and aired concerns that alleged criminality was perhaps being presented as fact. He said: “I have my concerns that some of this will not be admissible in law. Here is Mr Mitchell giving the world at large a picture that my client has taken payments that originate in criminal activity. “At this point in his case he is not in a position to make this submission and must not lead the court to that conclusion, he is delivering himself of matters as if they have been proved.”

Valentine’s Day selloff cost Gov’t $16.5m BY JOHN TONER THE SALE of land at Juniper Hole during the Misick government was so heavily discounted it cost the TCI $16.5 million, the SIPT court heard on Thursday (January 28). Two plots of land at Juniper Hole, sometimes referred to as Juniper Point, covering 840 acres were deliberately sold for a paltry $7.5 million on Valentine’s Day in 2008, it is alleged. The land was sold to Juniper Hall Developments Ltd, a company Clayton Greene allegedly had an interest in, which was backed by a foreign investment firm from Miami known as Arch Properties Group. A smaller 800 acre plot on the same site had been valued at $24 million the previous year by the then appointed Government land valuation officer Shabaan Hoza, the court heard. Despite this, Cabinet agreed on

January 30, 2008, to sell the plots of land for $15 million after receiving correspondence from the developer claiming that the project was a joint venture with Belongers and therefore qualified for Belonger discount. The $15 million was to be paid in a deposit of $7.5 million with the balance due within three years, it was said. However when papers were drawn up and signed on February 14, 2008, for the transfer of land, the clause requiring the second payment of $7.5 million had disappeared. This meant the company acquired the land for just $7.5 million, less than a third of its original potential value. Former deputy chief minister Floyd Hall and attorney Clayton Greene backed proposals from Arch Group for a hotel and mixed usage development at Juniper Hole as early as August 2005, the court was told.

Lead prosecutor Andrew Mitchell said: “What you will see is that the Cabinet agreed that the land would be sold for $15 million by an initial payment of $7.5 million and the remaining $7.5 million to be paid within three years. “Fifteen days later when the charge for the land was being sent, what you would expect to see is the

condition that the balance is paid within three years. “Instead the land has been sold for $7.5 million on the basis that the remaining $7.5 million would only be payable if the land is later transferred to a non-Belonger. “A substitute charge has been put in and the entirety of the land has been sold for $7.5 million despite

Cabinet papers saying otherwise.” The allegations surrounding Juniper Hole relate to conspiracy to defraud the Government and the prosecution are due to further detail the alleged conspiracy in the coming week. All defendants deny all the allegations against them. The trial continues.

Beaches resort granted ‘unprecedented’ concessions including $1.4m in stamp duty BY JOHN TONER THE BEACHES resort complex was given widespread “unprecedented” concessions by the Misick government during an expansion project, the SIPT court heard on Tuesday (January 26). Dr Jeffrey Pyne made payments “on a daily basis” to Prestigious Properties, a company which Michael Misick had a 20 percent stake in, totalling $1 million, it is alleged. Between 2006 and 2007 to Chalmers Misick and Co attorneys, a firm run by Michael Misick’s brother Chalmers, for the benefit of the former premier, the prosecution said. Money was also allegedly paid to the PNP to reduce their overdraft and for the benefit of Michael Misick and others as well as to pay for air charter costs. The payments allegedly took place during the course of the resort expanding onto two 1.5 acre plots to the rear of the existing site. The SIPT prosecutors say that concessions on import tax for a range of construction and entertainment products were granted, as well as keeping down the cost of the stamp duty due on the new land being purchased. After being served with a production order Misick and Stanbrook attorneys released

correspondence showing that the original amount of stamp duty owed was $2,407,012.57 but that a revised total of $1,000,000 was agreed. In May 2006 the Crown land parcels were transferred to Beaches for $768,277 at a price reduction of over 50 percent which saved them an amount in the region of $862,000, the court heard. Lead prosecutor Andrew Mitchell said: “The minister has the right to

exercise his discretion on stamp duty but the Crown would say that that right has to be exercised in the best interests of the country, not due to undue payments or pressure. “We know that the relationship between Michael Misick and Sandals is tainted by payments being made to Prestigious Properties.” The tax and import concessions were of concern to the attorney general who wanted to have them

independently assessed but that request was turned down. Governor at the time, Richard Tauwhare, was concerned that the concessions “went too far” and brought it up with Michael Misick who told him the concessions should be encouraged as Beaches was the biggest tourist resort on the island. In 2007 payments of around $500,000 were made to the PNP account and subsequently distributed

to various individuals through Misick and Stanbrook, it was alleged. Mitchell continued: “The development agreement was seen as unprecedented and with remarkable concessions. “A political decision made with integrity is accountable at the ballot box, a political decision made with secret payments being given to political beneficiaries is criminal. “These payments are bribery to secure advantage which results in loss to the Government because of stamp duty and by virtue of land. “It is a conspiracy by Michael Misick and his brother to defraud the PNP and use their account to launder the proceeds of bribery.” In March 2006 as Beaches continued with their pursuit to build and expand their hotel and resort, including the construction of their Italian Village, a payment of $500,000 was made to Chalmers Misick and Co, part of which was used to pay for the wedding of Michael Misick and LisaRaye McCoy. A payment of $129,000 went to Preston Bailey Entertainment and Set Designs, $33,000 was paid to Primetime Omnimedia who filmed the wedding and $30,000 was sent to Sky Juice who catered the event. The defendants deny all the charges against them. The trial continues.

Trusts Bill 2015 passed BY OLIVIA ROSE THE TRUSTS Bill 2015 which seeks to repeal and replace the current trust ordinance was on Wednesday (January 27) passed in the committee of the whole, in the House of Assembly. Attorney General Rhondalee Braithwaite-Knowles who moved the motion said: “The current trust ordinance has now been superseded by a number of important credentials and commercial development. “Several jurisdictions have modified their trust laws to keep pace with these developments; there is therefore a need to update our legislation in this regard. “Mr Speaker, this bill builds on the current trust ordinance and many of the provisions remain the same. “It is our view that new trust legislation is better than amending the current trust ordinance and there was a strong feeling during consultations that the new ordinance should be an update of the existing ordinance rather than take a completely new approach.” The Attorney General noted that the bill has received the full support

of the Association of Licensed Trustees which is eager to see the bill passed and enacted. “Mr Speaker, trust is an equitable obligation by a person called a trustee to deal with property which he has control, the trust property, for the benefit of another person. “Mr Speaker, there are three parties to a trust, the settler – the person who creates the trust for the benefit of the other person, the trustee – the individual of entity who holds the legal interest in the asset of a trust for the benefit of another person, and thirdly the beneficiary – the individual who holds the beneficial interest in a trust property and for whom the trust was created.” AG Braithwaite explained to the assembly that in order for a trust to be created there are several factors that must be present. “First there must be three certainties, the certainty of intention - words must be used indicating an intention to create trust, the certainty of object - it must be clear for whom the trust is created and then certainty of subject matter - it must be clearly stipulated what property is to be held in trust.”

The Attorney General further divulged the formal requirements which may be laid down in legislation for the creation of the trust to be satisfied. She added that the property must be transferred by the settler to the trustee in accordance with the formal process or method laid down in law. “So for example if it’s a motor vehicle, passing from one person to another changing its title, or if its land the method that is laid down in law. “The trust property is vested in the trustee for the benefit of the beneficiary and not himself, unless he himself is a beneficiary, I should point out that the settler himself can also be a beneficiary under the trust.” She underscored that a trustee is appointed to safeguard the property applying the interest of the trust instrument ensuring that the property is put to good return. “Therefore a trustee is not a custodian, but a businessman, Mr Speaker, there several reasons why a person may create a trust, so as to provide for a spouse after the settlers death. “To protect assets from being dissipated by a financially

irresponsible spouse or children, for investment purposes, for charitable purposes, to enable property to be held for minor who may be capable of holding a legal estate. “Mr Speaker, whatever the reason for the creation of the trust the responsibility and duties of the various parties to the trust, specifically the trustee, are important to ensure that the legal and beneficial ownership of the property under the trust are protected and preserved in

accordance with the trust instrument and trust law.” Braithwaite-Knowles noted that clause seven of the bill details the power of the court in relation to a trust. “Mr Speaker part two of the bill contains clauses eight to 57 and sets out the provisions suitable for a Turks and Caicos trust.” Clause nine of the trusts bill stipulates how a trust may come into existence.

Human traffickers could face ten years behind bars – Trafficking in Persons Prevention Bill passed BY OLIVIA ROSE THE TRAFFICKING in Persons Prevention Bill 2015 was on Wednesday (January 27) passed in the committee of the whole in the House of Assembly after two days of intense debate. The bill encountered several

snags as Opposition members thoroughly questioned and voiced their scepticism on several clauses in the bill when it was moved by the Minister of Border Control and Labour Ricardo Don Hue Gardiner. According to the standing orders, any motion or bill presented in the assembly have to be seconded by

another member and then a vote taken for them to be approved. Deputy Premier Akierra Missick seconded the motion. The objective of the Trafficking in Persons Prevention Bill 2015 is to prevent and combat trafficking in persons in the Turks and Caicos Islands.

Elections: Do they matter? WE OFTEN think of elections as a routine occurrence which selects a government, changes it or reinstates it for an additional term of office. Here it is more like a ritual rather than a serious social event which determines the future of a country and its people. Seeing elections as a ritual trivialises the process, deprives it of meaning or purpose and causes a hissing of the teeth and shrugging of the shoulders, because of some feeling they serve no real purpose which makes their lives different or better. This is why it is said that some elected members do not take their responsibilities seriously. For these persons elections become a strategy to gain power and influence, and earn a salary and other benefits they would not normally get. So when elections are contested, is this a farce? When we hear things like wanting to represent the people and do good for the country, is this mere political antics? And does this mean elections don’t produce what is required of them and elected members cannot deliver on their promises because the system is not structured to make this happen?

And that some elected members have neither the will, nor political skills to bend the system to work for the people? Have we then been deceived about what elections are for? And do they then matter? What about elections as a serious social event designed to choose competent people with the political wisdom to bring about fundamental change for the citizenry of the country? For me this is what elections are for and why they matter. At elections citizens get the opportunity to participate in their country’s affairs, frame a government that represents the general will and hold it to account in terms of the social contract where an agreement is made between the public and its representatives to enact policies which serve its interests. If a government fails to live up

to the terms of the contract, it is removed through the democratic process. But elections are also about realising a vision of the country and the strategies that take it in this direction on behalf of all, through their consent. The electoral process is further about what kind of country we want, the quality of life we desire and the construction of a cultured society where each respects the other and opportunities are created equally for everyone. And everyone has a contribution to make. When we begin to see elections as an opportunity for further progress socially and economically, we will realise they are not only fundamentally important but that they matter far beyond what we initially thought possible.

The bill will see penalties of unlimited fines being imposed or a term of imprisonment for a maximum of ten years being levied against those found guilty of offences under the bill. As the House of Assembly convened for the first time for 2016, three days next were devoted to the first reading of amendments to the Elections Ordinance and the Political Activities Ordinance; as well as second and third readings for the Trust Bill, the Trust Companies Bill and the Trafficking of Persons Prevention Bill. Minister Gardiner said: “Mr Speaker, this bill entitled the Trafficking in Persons Prevention Bill 2015 is a very important bill legislation that if we as a country are to move into the arena with other civilized countries it is something that we ought to do. “Not necessarily because we are a country that is ripe with human trafficking but because Mr Speaker we live in a world where anything is possible and those things can happen. “And so Mr Speaker this is an important legislation that we are bringing to the House and seek the agreement of the House to bring into the law, is something that I would certainly recommend most sternly that we take action on.” He went on to divulge the bill before the House of Assembly pointing out several pertinent provisions. “Mr Speaker, this bill seeks to make provisions for the prevention and the suppression of trafficking in persons and in particular to create the offence of trafficking in persons to protect and assist victims of trafficking in persons having regard to their human rights. “To facilitate the investigations of trafficking in persons and as well as to provide for the effective investigation with individuals and entities involved in trafficking in persons. “Mr Speaker, the protocol to prevent, suppress and punish trafficking in persons especially, women and children, supplementing the United Nations convention against transnational organised crime forms the basis of this bill. “And the bill not only covers the criminalisation of trafficking in persons and related offences but also a different aspect of assistance to victims and the establishment of corporations among Government

and non-governmental organisation to provide for the assistance of victims. “The bill further seeks to ensure full compliance with the FATF recommendations and to the criminalisation of trafficking in persons.” In bringing clarity to specific jargon encrypted in the bill the minister zeroed in on the term ‘abuse of a position of vulnerability’. He pointed out that “the phrase abuse of a position of vulnerability means such abuse that a person believes he has no reasonable alternative but to submit to the labour or service demanded of a person. “It includes but is not limited to taking advantage of the vulnerabilities resulting from one the person having entered the country illegally or without proper documentation, the person being pregnant, the person being mentally incapacitated, the disability of the person the person addiction to any dependence producing substance. “The person’s minor status or his/ her infancy or the person’s social economic circumstances, or political status. “Mr Speaker, a child is intended to mean possibly 19 or 18 years, coercion includes threats of serious harm to or physical restraint against the person amongst some other things including the abuse or threatened abuse of the legal process. “Debt bondage means the status or condition that rivals with a pledge by a person of his personal service or the personal service of the person under his control as security for a debt owed or claimed to be owed including debt incurred or claimed to be incurred after the pledge is given by that person.” He drew particular reference to one clause in the bill which speaks to servitude under duress. “Servitude, sexual explicit conduct, slavery, Mr Speaker, trafficked persons in particular, sexual exploitation which means compelling the participation of the person in prostitution. “The production of child pornography or other pornographic material or any other sexual activity, as a result of them being subjected to threat, coercion, and abduction as a result of narcotic drugs, force, and abuse of authority or fraud.” He further explained that the CONTINUED  12

Students pursue unique studies in USA on Gov’t scholarship BY OLIVIA ROSE ONE student on scholarship in the United States is currently pursuing optometry which could make her the first Turks and Caicos Islander to obtain a doctoral degree in optometry and another in aeronautical studies with a special distinction in commercial piloting. This was revealed by Deputy Premier and Minister of Education Akeirra Missick after a supplementary question was posed by the Leader of the Opposition Sharlene Cartwright-Robinson. Robinson during the first sitting of the National Assembly for the 2016 year asked the Minister of Education to stipulate how many students are currently away on Turks and Caicos Government scholarships studying in the United States of America and their disciplines. In response to the Opposition Leader’s question Minister Missick said: “Mr Speaker I am pleased to share with this honourable house that there’s one student who is currently away on a full scholarship in the United States of America and that person was the recipient of a national scholar and given the fact that the person is a national scholar their scholarship amount was used and their selected school was one in the United States. “That student is studying

aeronautical science with a specialisation in commercial piloting. It is for four years.” She explained that when the board considered this application knowing that it was a school in the United States evidence was shown that this was a specialised area of study. Missick added: “As of September 2015 one partial scholarship was awarded to a student to pursue a doctoral science degree in optometry for the period of four years.” The Education Minister highlighted that this student had independently funded her pre-med degree in biology.

“And given that this will be the first Turks and Caicos Islanders to obtain a doctoral science degree in optometry and the student was published doing their undergraduate degree in the world of biological molecular studies through the eyes and hands of undergrad students. “The board is of the view that this area was so specialised that support should be given to this young Turks and Caicos Islander as we will benefit from their hard work on completion of their degree.” The biology student, former Miss Turks and Caicos, Ashley Smith in a recent Facebook post noted that she

received a copy of ‘World biological molecules, through the eyes and hands of undergrad students,’ a publication she contributed to. She noted how proud she was to be chosen by her biology teacher at Barry University (BU) to contribute to the publication. According to information on Amazon, the book was written by undergraduate students majoring in biology and chemistry. Based on one of the biomedical research activities they completed in academic labs, each author (student) wrote one essay or story in nonscientific language. These very personal and meaningful essays and stories not only reflected their critical thinking ability, understanding of important biological molecules and creativity, but also showed their extracurricular activities, campus life, and their general knowledge of the world around them. Minister Missick explained that another student was accepted to a school in the United Kingdom, however the length of term was for four years including her foundation year. The student was then accepted into a school in the United States which would only require her to complete her degree in two years. “It was decided by the board that this is the most economically viable

result and having the student return to the Turks and Caicos Islands in their area of specialisation. “So in closing Mr Speaker there is one full scholar, who is a National Scholar, one partial scholarship and a two year grant provided through the United States.” Additionally the minister notified the House that a policy decision was taken to assist students with grants who are pursuing a course of study whether it is in the physical classroom or online setting. “These are one time grants or financial aids to person who wish to study areas and certain disciplines and this includes online studies.” She pointed out that 18 students were awarded one time grants of $10,000 in the last round of scholarships. In 2015 the Ministry of Education, Youth, Sports and Library Services awarded 105 people with educational scholarships under the 2015 Scholarship Awards Programme which is a Government initiative aimed at the development needs of the Turks and Caicos Islands. The Education Advisory Committee received and considered 159 applications for studies at local, international and regional universities at the tertiary level in the priority areas of health, education, science, engineering, liberal arts and skills development.

Bay beach. One wonders what one or two storey resorts on Middle and North Caicos could bring. With the present group in power that live, drink and gamble in Provo the family islands are ignored. Will Big South which has been all but abandoned by the Government and the airlines change their voting ways and emerge into the 21st century? It is time to turn away from progressive ideals which end up enriching the leaders while homogenisation of the general population gives us a bunch of low paid civil servants and people on the dole. It is time to get back to work! Many already facing this reality have moved to Britain or the United States.

Twelve years late we have finally opened a needed high school. Opened in the minister’s home district to win votes. Many have been preaching trade schools for years. We have imported all kinds of half trained technicians while our own youth wonders where education based on the three Rs and sports will take them. At good old Lincoln High School we not only had college preparation and sports but classes teaching music, electricity, welding, machining and cabinet making. Class size was about the same as Clement Howell High School. Without different thinking and a different government will the TCI’s youngsters continue to be frozen out?

ordinance is intended to apply to offences whether or not they are committed in the Islands or if the trafficked person is being received into the Islands. He went further pointed out that the bills also implies whether the person is being trafficked on or through the Islands and even if the offence is committed abroad where the person affected is in the Turks and Caicos Islander. “Or a British overseas territory citizen by connection with the Turks and Caicos Islands or a permanent resident. “So Mr Speaker if a Turks and Caicos Islander or a permanent certificate holder commits any of these offences in the United States or Canada, or anywhere else in the world, this ordinance will attach to them and they are liable to be punished under this ordinance. “This ordinance would also attach to a person who is on-board a vessel or aircraft that is registered to the Islands in the same way as it would do should that person physically be present on the Islands.” Opposition Appointed Member Clarence W Selver during his contribution to the bill said that extensive public consultations will be needed in an effort to educate the public on its provisions and consequences of the bill. “I think among the bills that we might have passed that provide for penalty, I haven’t seen one in quite some time that has more serious implications for person whether they are aware or unaware as to what their actions could cause them if they are charged and found guilty with some of these offences. “Mr Speaker, although this bill does not have a large number of clauses it is a weighty bill, when this bill is applied and enforced in a real

practical way. “And for that reason Mr Speaker I would hope that minister would not rush to pass this bill without public consultation because they are many persons which this would apply to who are unaware that we are today debating this bill.” According to the US State Department 2015 Trafficking in Persons (TIP) report, the Turks and Caicos Islands is a destination country for men, women, and children subjected to sex trafficking and forced labour. According to local experts, the large population of migrants in the TCI from Haiti, the Dominican Republic, and Jamaica are vulnerable to sex trafficking and forced labour, with stateless children and adolescents especially at risk. Local stakeholders, including law enforcement officials, have reported specific knowledge of sex trafficking occurring in bars and brothels and noted trafficking-related complicity by some local government officials was a problem. The report further pointed that anti-trafficking legislation introduced in 2012 remained pending. The absence of specific legislation prohibiting trafficking as defined by the 2000 UN TIP Protocol; the absence of victim identification, screening, and protection procedures; and limited awareness of human trafficking on the part of officials and the public continued to hinder anti-trafficking efforts, the State Department said. In a sitting of the House of Assembly last year opposition leader Sharlene Cartwright-Robinson blasted the Government for not doing enough to combat this issue. She called out the Government for being silent on multiple reports that include the Islands among countries where there exists forced sexual labour.

Students to be given experience in healthcare BY DAISY HANDFIELD ORGANISER of the Turks and Caicos Islands Clinic Exploration Programme (TCICEP), Dr Jameiko Harvey, is preparing for the fifth annual summer initiative. The programme aims at creating awareness for youngsters on the wide range of careers available in both the public and private health sector in the TCI. In an interview with Harvey on Thursday (January 28) he said that the programme is a combination of courses that he did while he was

abroad studying at dentistry school. The chief dental officer in the Ministry of Health said that students will be given first-hand experience. This will not only allow them to make informed decisions on a career in health, but also will prepare them for the world of work and provide relevant experience for their resumes and university applications. “In turn the health sector benefits through the provision of an additional supply of human resources to assist with meeting the demands of providing high quality healthcare to our citizens,” Harvey said.

He said that TCICEP forms part of the Ministry of Health, Agriculture and Human Services (MHAHS) initiative of targeting and exposing secondary school students to various careers available within the health sector. Harvey told the Weekly News that this year the Ministry of Health, Agriculture and Human Services was also expanding its partnership to include the TCI hospital. He said: “The MHAHS recognises that young people are the future of our nation and is very pleased with the success of the programme in

TCSPCA runs a successful spay and neuter clinic in Grand Turk

Animal charity spays and neuters dozens of pets THE TURKS and Caicos Society for the Prevention of Cruelty to Animals (TCSPCA) kicked off the new year with a very successful spay and neuter clinic in Grand Turk. From January 16 to January 22, 81 dogs and cats were spayed or neutered plus several specialty operations were performed including three mass removals, along with numerous heartworm tests and 50 core vaccinations. The clinic was run in collaboration with the Department of Agriculture under the guidance of chief veterinary officer Dr Mark Butler and assistant animal health officer Dujohn Fulford. Minnesota based veterinarian Dr Paul Anderson from Kindest Cut and IPAW together with highly qualified IPAW vet technicians Lauren Hofland and Alyssa Dehne performed and assisted with the surgeries. Accommodation for the volunteer vet team was provided by the Salt Raker and The Osprey provided rooms for the TCSPCA representatives from Providenciales. According to a press release from the charity: “The very successful clinic would not have been possible without a very generous last minute donation from Donna Brooker who offered the use of her office building across from the clock tower to set up

the clinic and recovery area. “The donated building proved to be a perfect space for the clinic and thanks to Fortis TCI who went beyond the call of duty the power was turned on in a very short amount of time. “Special mention should also be made to the TCIG Planning Department for taking care of the administration work in record time.” Loyal supporter of the TCSPCA spay and neuter programme, John Thomas, founder of the Potcake Project once again purchased roundtrip airline tickets from the states for the vet team. Much needed daily help came from many volunteers who manned the phones, arranged surgical appointments, handled the paperwork and documentations for all the procedures and help educate animal owners on how to take care of their pets. The iconic TCSPCA animal van, usually seen in Providenciales, was buzzing through the streets of Grand Turk all week long and acted as a billboard for the TCSPCA publicising that much needed vet care was accessible for pet owners. The bus driven by TCSPCA executive director Susan Blehr and assisted by Providenciales volunteer Peter Halstead was very busy transporting animals to and from the clinic and helped the vet team to

move around the island to do house calls. The TCSPCA spay and neuter programme is a crucial part of animal control in the TCI and pet owners from all local communities are making appointments for their animals to have the surgery and to keep their vaccinations up to date.

Every year in the TCI hundreds of stray dogs of all ages are euthanized or suffer a sad life in the bush. These high numbers are the result of unplanned litters that could have been prevented by spaying or neutering and the removal of stray dogs from the roaming population. palms. Unfortunately, there is no cure for Ganoderma. A palm affected with Ganoderma will slowly decline over a period of time. The fronds will be droopy and will eventually hang limp. Ganoderma can occur in any palm, but it is most commonly seen on royal palms. DECLINE DUE TO DEPTH OF PLANTING Palms are very sensitive to the depth at which they are planted. Planting as little as two to three inches too

deeply can result in a slow decline of the palm. If left uncorrected, the palm will eventually die. It is usually a very slow process, sometimes taking two to three years before the palm dies. When palms are planted too deeply, the root system stays too wet. The palm will appear sparse and thin on top. Mulching too deeply can also cause this decline.

METHOD • Combine one tablespoon of soy sauce, sherry, two teaspoons of corn starch, and chicken in a large bowl; toss well to coat. • Combine the remaining two tablespoons of soy sauce, remaining two teaspoons corn starch, broth, oyster sauce, and honey in a small bowl. • Heat one teaspoon of oil in a large non-stick skillet over medium-high heat. • Add chicken mixture to pan; sauté for

three minutes. Remove from pan. • Heat remaining one teaspoon of oil in pan. Add onion, celery, and bell pepper to pan; sauté for two minutes. • Add ginger and garlic; sauté for one minute. Return chicken mixture to pan; sauté for one minute. • Stir in broth mixture. Bring to a boil; cook for one minute, stirring constantly. Remove from heat. Sprinkle with green onions and cashews. • Rice pilaf: Heat one tablespoon of canola oil in a large saucepan over

medium-high heat. • Add half a cup of chopped onion and two teaspoons of grated peeled fresh ginger to pan; sauté for two minutes. • Stir in one cup of water, half a cup of long-grain rice, and quarter of a teaspoon of salt; bring to a boil. • Cover, reduce heat, and simmer for 12 minutes or until liquid is absorbed. • Remove from heat; stir in two tablespoons of chopped fresh cilantro.

Change group formed to focus on TCI issues BY DAISY HANDFIELD THE TURKS and Caicos Islands Patriots is a group of concerned individuals who have united to reach political affiliates through panel discussions and seminars to inflect positive change in the TCI. In an interview with one of the key members of the group, Jamell Robinson on Wednesday (January 27), he said that their mission statement is to bring about change through unity, love and nation building through leadership, integrity, fraternity and education. He said: “The TCI patriots is just a group of concerned citizens, primarily made up of young people and we want to get the dialog going for change in this country. “We are essentially change agents and we have seen what has been happening for a the longest while, so rather than complain to people we have decided that why not organise ourselves together and do something about it.” Robinson emphasised that they are not a political organisation, nor a non-profit organisation, just a group of individuals exercising their constitutional rights for freedom of assembly as well as freedom of expression. “In a nutshell, we are just a group of people who want to see better for the Turks and Caicos Islands,” Robinson

said. He said that the group is not measured in terms of numbers. “For us numbers do not matter. It is about dealing with issues, finding solutions and trying to implement these solutions. “Whether it is on a smaller scale where we can do that

On July 6 to 8 the students will participate in a first response course in emergency care and treatment in disaster. They will also participate in a Cardio Pulmonary Resuscitation hands-on workshop presented by the

TCI hospital along with a hands on workshop with the Environmental Health Department. Students studying abroad, studying at the TCI Community College and upper class men from the various high schools will rotate through selected health facilities. There will be a maximum of one or two students at each site per week. Each student will complete at least 40 hours

of volunteer service during the period of July 6 and August 5. Harvey concluded by stating that the programme is mainly meant to make career decisions a bit easier for youngsters in the TCI, giving them the opportunity to get the adequate teaching from local and international professionals. The programme will finish with a dinner reception and awards presentation on August 6.

Zika will reach all countries in the Americas, PAHO warns THE Pan American Health Organization (PAHO) has warned that the Zika virus will continue to spread and reach all countries of the region where Aedes aegypti mosquitoes are found. The virus has already been confirmed in 21 territories. PAHO noted that the mosquitoborne virus is new to the Americas. But since Brazil reported the first cases of local transmission of the virus in May 2015, it has spread to Barbados, Bolivia, Colombia, the Dominican Republic, Ecuador, El Salvador, French Guiana, Guatemala, Guadeloupe, Guyana, Haiti, Honduras, Martinique, Mexico, Panama, Paraguay, Puerto Rico, Saint Martin, Suriname and Venezuela. “There are two main reasons for the virus’s rapid spread: the population of the Americas had not previously been exposed to Zika and therefore lacks immunity, and Aedes mosquitoes — the main vector for Zika transmission — are present in all the region’s countries except Canada and continental Chile,” the organization said in a statement issued this week. “PAHO anticipates that Zika virus will continue to spread and will likely reach all countries and territories of the region where Aedes mosquitoes are found.” To prevent or slow the spread of the virus and reduce its impact, PAHO

Short-term interim government likely in Haiti – US official Haiti is likely to install an interim government to transfer power to a new president, a senior US official said yesterday, after the Caribbean nation called off an election, days before current President Michel Martelly is due to leave office. The United States’ Haiti Special Coordinator Kenneth Merten said Washington wanted to see new elections quickly and opposed a long transitional period, but acknowledged elections were unlikely to be held before Martelly’s February 7, departure date. “Realistically speaking,” Merten told Reuters, “We may be looking at some sort of temporary solution until there is a handover to a new elected president. Our fear is that we go into a situation that is open ended.” “In our analysis that is a dangerous place to go,” Merten said. Opposition parties want Martelly to leave on February 7, as mandated by the constitution,

although some in his party would like him to remain in office to oversee the elections until his fiveyear term ends in May. Haiti was due to choose Martelly’s replacement on Sunday, but the twoman race was postponed indefinitely after opposition candidate Jude Celestin refused to participate over alleged fraud that sparked antigovernment protests and violence. Some candidates have called for an unelected transitional government to take Martelly’s place for a longer period of time, harking back to a violent two-year period after a coup in 2004. “What is not a good thing is seeing people out on the streets and creating disruption and intimidation, that is not acceptable in our view,” said Merten, who was the US ambassador to Haiti at the time of the 2010 earthquake and presidential election that brought Martelly to power. Scotiabank (Bahamas) shrugs off Baha Mar’s collapse Baha Mar’s collapse into receivership will “not have a significant impact” on Scotiabank (Bahamas) 2015 financial results, even though its equity stake in the project has effectively been written down to zero. Bruce Bowen, Scotiabank’s senior vice-president for the Caribbean, told Tribune Business that observers would be “hard pressed” to find any fall-out from Baha Mar in its financial statements, due to the bank having provided for it in earlier years. “The majority of the impact was taken several years ago,” Mr Bowen said. ‘We were very conservative on it. “Anyone looking at our statements will be hard pressed to find it.” He was backed by Scotiabank (Bahamas) managing director, Sean Albert, who added: “It was not a significant impact [in 2015] relative to our capital. “The bottom line is that we were conservative in managing that experience.” Scotiabank took an ownership stake in the $3.5 billion Cable Beach development several years ago, after it agreed a partial ‘debt-for-equity’ swap with Baha Mar’s principal, Sarkis Izmirlian and his family. The bank provided around $200 million in debt financing to finance the 2005-2006 acquisitions of the then-Radisson and Wyndham hotels, plus the Crystal Palace casino, from their respective owners, the Government and Philip Ruffin. With the repayment deadline

causing some concern for both sides, Scotiabank ultimately ended up accepting a part-repayment of the principal it was owed, and converted the rest into an equity stake in the $3.5 billion development. However, Baha Mar’s fall into Chapter 11 bankruptcy protection, and subsequently into courtsupervised provisional liquidation and then receivership by its $2.45 billion Chinese financier, has effectively wiped out the value of all equity stakes - including those belonging to the Izmirlian family and Scotiabank. Mr Bowen said the greatest impact from the Baha Mar debacle for the bank had been the effect on confidence among the Bahamian private sector and consumers. He added that the Bahamas still possessed strong economic “fundamentals” compared to many countries in the Caribbean, given its better sovereign credit rating higher per capita income levels; strong governance; and sound financial system. “The book of business is really growing after several years of gradual decline,” Mr Bowen told Tribune Business of Scotiabank (Bahamas). “There’s a lot of opportunity in the small and medium-sized businesses. We’ve invested a lot into the small business platform, where clients can borrow up to $500,000, and we’re trying to streamline and make very efficient the process of applying. It’s an important area of the economy and we’re looking to grow that.

Airlines offering refunds on tickets to countries affected by Zika virus SOME airlines, including those serving the Caribbean, have started offering refunds to passengers who had been booked to fly to countries where cases of the Zika virus have been confirmed. United Airlines, American Airlines and British Airways are allowing passengers to back out of travel. So far, the mosquito-borne virus has surfaced in Barbados, Bolivia, Brazil, Colombia, Ecuador, El Salvador, French Guiana, Guadeloupe, Guatemala, Guyana, Haiti, Honduras, Martinique, Mexico, Paraguay, Panama, Puerto Rico, Saint Martin, Suriname and Venezuela, even though international health authorities have indicated that Zika will likely spread to all countries in the Americas. British Airways said pregnant customers with flights to Sao Paulo

and Rio de Janeiro in Brazil, or to Mexico City or Cancun (Mexico), could change their booking free of charge, delay their journey or choose an alternative destination. American Airlines is offering pregnant passengers a full refund if they provide a doctor’s note showing they are unable to fly to: San Salvador (El Salvador), San Pedro Sula and Tegucigalpa in Honduras, Panama City and Guatemala City. Meantime, United Airlines said it is giving any customers who are traveling to the affected regions the opportunity to rebook at a later date or receive a full refund. The Caribbean Tourism Organisation (CTO) and Caribbean Hotel and Tourism association (CHTA) have said there are already reports of travel cancellations in the Caribbean due to Zika.

FORMER Free National Movement Senator John Bostwick II was Tuesday ordered to pay a $15,000 fine for possession of ammunition or face 15 months behind bars in the Bahamas. The 44-year-old lawyer, who was convicted of the criminal charge last month, faced up to seven years in prison when he appeared before Magistrate Andrew Forbes for sentencing on Tuesday afternoon. His lawyer, Wayne Munroe, QC, argued that a custodial sentence would further punish his client whose legal career was in jeopardy by the conviction concerning possession of ten live rounds of ammunition. The bullets were found in the former senator’s luggage during a check by security at the Grand Bahama International Airport in May 2014. Magistrate Forbes noted that while there was no evidence of use or intent to use the ammunition for harmful purposes, it did not negate the fact that a .22 magazine clip “can work in a rifle or a handgun.” “The court does note that firearms, and by consequence, ammunition, have a very serious impact on the country as a whole. Anyone in possession must

offer an explanation for why you’re in possession,” the judge said. “I too, like most members of the public, am concerned by young men using weapons for retribution and in some purposes, undermining the rule of law.” Magistrate Forbes believed that the seriousness of the offence and prevalence of firearm related offences, balanced against Bostwick’s lack of antecedents and previous good character, warranted a fine of $15,000.

When asked for a reaction to the decision, Mr Munroe told reporters: “It’s a reasoned decision and that is all the magistrate is supposed to do. “As I said, it’s about time people begin to understand that you have to tailor things. Crime is not about numbers. Crime is about people and so a magistrate will consider the person who he is sentencing . . . “And as he alluded to, Mr Bostwick has already filed prematurely, an appeal, but he still had to finish his part of the process.”

St. Vincent PM says region losing out because of failure to act on marijuana

Annual tourist arrivals to Jamaica surpass population size MINISTER of Tourism and Entertainment Dr. Wykeham McNeill says Jamaica has been welcoming more visitors every year than the size of its population. For the past two years, the island has seen around 3.5 million tourists annually – two million stopover visitors and 1.5 million on cruise ships -, which is a million more than the number of people living in the country. “Bringing in more people than our current population is no ordinary feat…and we are not done as yet,” McNeill told JIS News. He said there are currently 2,500 new hotel rooms under construction,

adding that never in the history of the country have so many rooms been built simultaneously. In addition to the current boom, McNeill said, there are about 7,000 more rooms that are in the pipeline. And the minister assured that every effort will be made to ensure that many Jamaicans are employed during the construction phase of this planned expansion. He pointed out that with all the new rooms coming on stream, more than 10,000 jobs will be available, and he has urged Jamaicans to get themselves certified to meet the demand.

ST VINCENT and the Grenadines Prime Minister Dr Ralph Gonsalves has warned that the region could be left behind due to its failure to act cohesively on the issue of marijuana. He warned that negligence or refusal to move with urgency and good sense could result in outside forces taking advantage of such inaction by imposing “ignoble covenants” on states. Dr Gonsalves issued the stark warning this week during a lecture at the University of the West Indies (UWI), Cave Hill Campus in Barbados, where he noted that the marijuana business is evolving from illegality to decriminalisation, particularly in respect of medical use and small quantities for recreational and religious purposes. The Vincentian leader, an advocate of a Caribbean Marijuana Commission, urged UWI to take the lead by conducting much needed research. “I want to see serious research about what is happening in the region, and we need the provision of appropriate policy advice for the general public and policymakers. If we don’t do that with marijuana the

Leaving EU ‘would cut UK migration by 100,000’ - Migration Watch NET migration to the UK could fall by about 100,000 a year if Britain votes to leave the European Union, pressure group Migration Watch has estimated. The group, which advocates tighter immigration controls, says in the event of a “Brexit”, the government should introduce work permits for EU citizens. Such a move would cut net migration - the difference between the number of people arriving and leaving - from 180,000 to 65,000 a year, it says. Pro-EU campaigners dismissed the claim. The UK is set to have a referendum by the end of 2017 on whether or not it should remain a member of the European Union. The Migration Watch report looks at possible migration policies that could be introduced should the UK vote to leave the EU, and what the impact on overall migration figures. The report suggested the key change could be the introduction of work permits which would limit EU nationals entering the country to higher-skilled workers, their family members and students, while lowskilled workers would not be granted entry. There would be no need for restrictions on EU citizens coming to the UK as students or tourists, the authors concluded.

OECD deal on corporate tax avoidance signed by 31 nations RULES to stop companies using complex tax arrangements to avoid paying corporate tax have been agreed by 31 OECD members. They will make it harder for firms to hide money in tax havens or play one country’s tax authority against another. Firms such as Google, Amazon and Facebook must now pay tax in the country where the profits are made. The move follows public anger at the tax practices of some multinationals. Google’s deal to pay £130m to the UK’s HM Revenue and Customs in back taxes for the past decade has seen it widely criticised for not paying its fair share of corporate tax. The agreement between 31 nations, including France and the UK, is about sharing information rather than a new law or tax. OECD Secretary-General Angel Gurría said the agreement would have “an immediate impact in boosting international co-operation on tax issues, by enhancing the transparency of multinational enterprises’ operations”. The agreement was hammered out at a meeting of the G20

last year, after growing anger at the ways in which large multinationals were minimising tax. The new rules mean that international companies will have to tell the country they operate in what they make in that nation and how much tax they pay. That information will be available to every other country that has signed up to the agreement. The row over Google’s £130m payment has led to European MPs calling on the Chancellor, George Osborne, to explain the “very bad deal” that UK tax authorities have struck with search giant. The French finance minister, Michel Sapin expressed his concern. ‘It’s great that Google resolves its problems in the UK, but Google also has to sort out its problems in France,” he said. “French law applies in France and that’s what we are looking at with Google. However we do not want to reach a one-off agreement, agree on a lump sum. We are looking at what activity a particular company has in France, so that we can request a fair amount of tax. Not more nor less than other companies.”

ISIS planning ‘special forces-style’ attacks in Europe, report says Europe should be prepared for more of the ruthless and coordinated attacks that ISIS carried out in Paris last year, officials say. The militant group is planning more large-scale, “special forces-style” assaults that don’t even necessarily need to be coordinated from Syria. That disturbing scenario was laid out in a report by Europol - Europe’s law enforcement agency -- released Monday. The report, entitled “Changes in modus operandi of Islamic State terrorist attacks,” paints a picture of a terror group whose methods keep evolving and whose threat is two fold: Coordinated attacks and lone wolf operatives. “The Paris attacks, and subsequent investigation, appear to indicate a shift towards a broader strategy of [ISIS] going global, of them specifically attacking France, but also the possibly of attacks against other Member States of the EU in the near future,” the report said. At a campaign event in Iowa, a voter asked Ms Clinton if she would consider appointing Mr Obama to the Supreme Court if she is president. She noted that the next president could appoint up to three Supreme Court justices, ABC News reports. “Wow, what a great idea. No one has ever suggested that to me,” she said. “I love that, wow. Japanese economy minister quits over bribery claims

Sweden ‘to expel up to 80,000 failed asylum-seekers’ SWEDEN expects to expel up to 80,000 asylum-seekers whose applications have been rejected, its interior minister was quoted as saying. Anders Ygeman said that charter aircraft would be used to deport the migrants over several years. “We are talking about 60,000 people but the number could climb to 80,000,” Swedish media quoted him as saying. Some 163,000 migrants applied for asylum in Sweden in 2015, the highest per capita number in Europe. Of the approximately 58,800 cases processed last year, 55% were accepted. Earlier on Wednesday, Greece’s government responded to allegations in a draft European Commission report that it had “seriously neglected” its obligations to control the external frontier of Europe’s passport-free Schengen zone.

Greek government spokeswoman Olga Gerovasili accused the Commission of “blame games” and said it had failed to act on a programme agreed last year to relocate tens of thousands of migrants and refugees stranded in Greece. Europe is struggling to deal with a crisis that has seen tens of thousands more migrants arrive on Greek beaches, undeterred by cold wintry conditions. The UN says more than 46,000 people have arrived in Greece so far this year, with more than 170 people killed making the dangerous crossing. Cleveland officers sacked over shooting that killed two POLICE officials in Cleveland, Ohio, have fired six police officers who shot more than 100 rounds into car and killed an unarmed black couple in 2012. The fired officers include Michael Brelo, a patrolman cleared of manslaughter charges over the incident last year. Six other officers are facing suspensions ranging from 21 to 30 days.

The shooting followed a highspeed chase that involved 62 police cars and more than 100 officers. Steve Loomis, president of the city’s largest police union, said he would contest the firings and suspensions. “This is unprecedented... it’s absolutely politically motivated,” said Mr Loomis. “This discipline is not supported by fact.”

JAPAN’S Economy Minister Akira Amari has said he is resigning amid corruption allegations. Mr Amari unexpectedly made the announcement at a press conference in Tokyo on Thursday. But he again denied personally receiving bribes from a construction company, as had been alleged by a Japanese magazine. The development will be seen as a significant blow for Prime Minister Shinzo Abe. Mr Amari, who has been minister of state for economic and fiscal policy since late 2012, has been widely described as one of Mr Abe’s most trusted members of parliament. As Japan’s lead negotiator for the Trans Pacific Partnership (TPP) agreement, Mr Amari was expected to travel to New Zealand next week to sign the agreement. He was also regarded as the architect of Abenomics - Mr Abe’s plan to pull the world’s third largest economy out of deflation. “This is possibly the biggest scandal the Abe administration has faced,” said the BBC’s Mariko Oi. “His resignation will probably raise even more questions over Mr Abe’s economic policies - or Abenomics,” our correspondent added. “It may also raise further opposition within Japan to the TPP.” Mr Amari will be replaced by

Sondra Earle-Kelly has been charged with aggravated domestic violence after the assault at her home in Rock Hill. The victim said he was watching TV in the living room when EarleKelly “came in and asked him to go to bed with her,” reported The Charlotte Observer. When he refused, Earle-Kelly exploded in a rage and began throwing ceramic figures at him. The victim told officers that relentless Earle-Kelly “kept coming at him, assaulting him with whatever she could pick up.” Earle-Kelly then picked up a pair of nunchucks and began hitting him several times in the face and head. The police report said the victim had blood “all over him” when he answered the door, and officers discovered blood on the walls of the house. Kelly told officers she didn’t

Bill Cosby wins defamation case BILL Cosby has won a legal case against a woman who sued him for defaming her, when he denied her allegations of sexual assault. A Pittsburgh federal judge dismissed the case “with prejudice” meaning it cannot be amended and refiled. Renita Hill filed the claim saying she had been “emboldened” by the actions of Mr Cosby’s other alleged victims. Seven women are suing him, claiming he portrayed them as liars when they went public with their accusations. Mr Cosby filed a counterclaim, alleging their claims were only for financial gain. The 78-year-old is also seeking unspecified monetary damages and said the women inflicted emotional distress. Ms Hill’s defamation case

Ms Hill’s legal representative, George Kontos, said he would be appealing the decision, adding he strongly disagreed with the judge’s reasoning. “The basis of his opinion is these are constitutionally protected, ‘pure’ opinions,’’ said Mr Kontos. “But, looked at as a whole, they contain all sorts of innuendo and undisclosed facts.” Mr Cosby has not responded specifically to Ms Hill’s allegations that he drugged and assaulted her several times after they met on the TV show Picture Pages in 1983. She claims she was 16 at the time and the abuse continued for four years. She also says Mr Cosby helped pay for her college fees and travel to cities where he was performing. Mr Cosby has repeatedly denied all accusations against him made by more than 50 women. He has, however, admitted in court proceedings that he obtained and gave women sedatives over the years, but he maintained the women took the drugs willingly. At the end of 2015, prosecutors in Pennsylvania charged the comedian with an alleged sexual assault in 2004. It was the first time Mr Cosby had been charged with any offence after months of accusations.

for any of the four acting categories. It was the second straight year all of the nominees were white. The academy has long faced criticism that most of its voting members are white men. Protesters complained about racism in Hollywood outside the 1996 Oscar ceremony. And this year’s slate of nominations led to calls for a boycott of the Oscar ceremony. For his part, Obama says diversity in the arts is good business. It also has an important role to play in American society, he said. “I think that when everybody’s story is told, then that makes for better art; it makes for better entertainment; it makes everybody feel part of one American family,” Obama said. All of the work that relates to this beer is done in the TCI, from the chilling, filtering and straight down to the carbonation before it is packaged and sold to customers. During an interview, cofounder of Turks Head, Serge Tuyssuzian said that his company was started in 2001 and has been

producing beers ever since. He added that he then partnered with CEO for Gilley’s Enterprises, Galmo Williams in 2007 and branched off into the production of the Bambarra rum. Galmo Williams also spoke, stating that he believed that there was still more work to be done with the Turks Head beer. However, he feels as though the beer has improved tremendously in the last three years. He also gave insight on a project that he was working on which will be launched

in the summer to target the local population. “More and more local people are drinking our local beer and I’m convinced,” Williams said. He said that for those who have never tried the Turks Head brand and are looking for something fresh and local, they should definitely go ahead and give it a try. One attendee said that he enjoyed drinking the Turks Head beer and that he was proud that it was something that was produced directly in the Turks and Caicos Islands.

Academy reforms spark backlash SINCE the Academy of Motion Picture Arts and Sciences said it was altering membership rules in response to an outcry over the diversity of its voters and nominees, another uproar has erupted around Hollywood. Many academy members are protesting that the new measures unjustly scapegoat older academy members and imply they’re racist. Fiery letters have poured into the academy. Trade magazines are littered with critical op-eds from members. Meanwhile, civil rights leaders and others say the academy’s actions didn’t go far enough. More steps are needed, they say, to make

the Oscars and the industry more inclusive. Reforms meant to calm a crisis seem to have only further enflamed it. This year’s Feb. 28 Academy Awards are looking less like a glitzy gala and more like a battlefield. “We all have to calm down a bit. The conversation has become unduly vitriolic,” says Rod Lurie, the writer-director of “Straw Dogs” and “The Contender” and a member of the academy’s directors’ branch. “Nobody in the academy should dignify any accusations of racism,” Lurie said in an interview, “but there obviously are biases that are created by the demographics of the

academy.” The typically slow-moving academy acted swiftly last week, holding an emergency meeting of its Board of Governors. In the wake of a second straight year of all-white acting nominees - and calls for a boycott of the Oscars broadcast the 51-member board unanimously voted to revamp membership rules in an effort to change the makeup of the largely white, male and older association of some 7,000 exclusive members. Though Oscar voting was previously for life, it will now be restricted to members who have been active in the industry within the past

A CHILDREN’S novel has been named Costa Book of the Year for only the second time in the prize’s history. The judges said Frances Hardinge’s Victorian murder mystery The Lie Tree would “grip readers of all ages”. Hardinge beat bookmakers’ favourite, debut author Andrew Michael Hurley’s gothic horror The Loney, to win the £30,000 prize. The previous children’s novel to win was Philip Pullman’s The Amber Spyglass in 2002. Receiving the award, a clearly surprised Hardinge said: “It is a fantastic time to be writing children’s fiction and YA (young adult) fiction. “For those people who might be hearing this who think that children’s and YA fiction is not their thing please do come and explore - there’s a beautiful jungle out there.” The Lie Tree, the author’s seventh novel, tells the story of Faith Sunderly whose family have left England for a remote island to escape a scandal. Zika virus could become ‘explosive pandemic’ US scientists have urged the World Health Organisation to take urgent action over the Zika virus, which they say has “explosive pandemic potential”. Writing in a US medical journal, they called on the WHO to heed lessons from the Ebola outbreak and convene an emergency committee of disease experts. They said a vaccine might be ready for testing in two years but it could be a decade before it is publicly available. Zika, linked to shrunken brains in children, has caused panic in Brazil. Thousands of people have been infected there and it has spread to some 20 countries. The Brazilian President, Dilma Roussef, has urged Latin America to unite in combating the virus. She told a summit in Ecuador that sharing knowledge about the disease was the only way that it would be beaten. A meeting of regional health ministers has been called for next week. The gas giant is one trillion kilometres away, making its orbit 140 times wider than Pluto’s path around our Sun. Only a handful of extremely wide pairs of this kind have been found in recent years. Details appear in the Monthly Notices of the Royal Astronomical Society. The planet, known as 2MASS J2126-8140, is between 12 and 15 times the mass of Jupiter. “We were very surprised to find such a low-mass object so far from its parent star,” said

Dr Simon Murphy from the Australian National University (ANU). “There is no way it formed in the same way as our solar system did, from a large disc of dust and gas.” This system is nearly three times the size of the previous widest star-planet pair. The star and its planet were found by a survey of young stars and brown dwarfs in Earth’s neighbourhood. Once team members discovered they were a similar distance from the Earth - about 100 light-years - they compared the motion of the two through space and realised they were moving together.

New foldable battery takes cue from Chinese calligraphy SCIENTISTS in China have developed a flexible, rollable, foldable battery inspired by traditional Chinese calligraphy involving ink on paper. Worldwide demand for flexible electronics is rapidly growing, because the technology could enable such things as video screens and solar panels to bend, roll and fold. These flexible electronics require batteries that are equally flexible to power them, but conventional batteries are too rigid and bulky to be used in flexible electronics. Chinese scientists, however, have developed a flexible lithium-based battery that is based on Chinese brush painting. Lithium-ion batteries power most portable devices, from smartphones to tablet computers to laptops. However, so-called lithium-air batteries could, in principle, hold five to 10 times as much energy as a lithium-ion battery of the same weight. This means that lithiumair batteries could theoretically give electric cars the same range as

Caffeine doesn’t cause heartbeat irregularities: Study

A LATEST study that has appeared in the Journal of the American Heart Association has discovered that caffeine doesn’t lead to heartbeat irregularities, though it has been heard so in the past. The University of California San Fransisco researchers assessed the coffee, tea and chocolate consumption of 1,388 healthy men and women over a 365-day period. In this time span, the participants

were told to wear a portable device that monitored their heart rhythm the whole day, 24X7. The researchers found that 61% of participants said that they consume over one caffeinated item per day, but the heartbeat monitors didn’t find extra heartbeats in the participants who ingested higher amounts of caffeine. As a result of this, researchers concluded that caffeine intake hardly affects heartbeat.

Australian Open: Djokovic beats Roger Federer to reach final FOR so long Roger Federer has dished out punishment in some of the biggest matches in tennis. A few times it’s happened in the Australian Open semifinals. In 2007 he pummelled Andy Roddick at a time when the American probably thought he could finally get the better of the Swiss at a major. Then in 2010, Federer needed a mere 90 minutes to dispatch JoWilfried Tsonga. But on Thursday at the year’s first major, it was Federer taking the punishment for much of the affair. Indeed the manner of his defeat by Novak Djokovic, or at least the first

two sets, brought back memories of the 2008 French Open final when the 17-time grand slam champion managed to claim four games against Rafael Nadal. In giving Federer the run around -- winning 6-1 6-2 3-6 6-3 at Rod Laver Arena -- Djokovic became the first man in the Open Era to make six Australian Open finals. Remarkably Sunday’s showpiece will be the Serb’s 17th straight final. The bad news for the other two semifinalists who play Friday, Andy Murray and Milos Raonic? Djokovic is a perfect 5-0 in those Australian Open finals.

MANCHESTER City clawed back a first-leg deficit to beat Everton and set up a Capital One Cup final date with Liverpool after a thrilling game at the Etihad. Everton looked on course for Wembley when Ross Barkley’s brilliant run and 20-yard shot added to their 2-1 advantage from the first leg in the 18th minute - but manager Roberto Martinez was left nursing a burning sense of injustice after an enthralling encounter turned on a controversial decision. Fernandinho’s deflected shot put City level on the night before the break but Everton still had the edge. That was until City substitute Kevin de Bruyne, who was later taken off with a serious-looking knee injury, turned home Raheem Sterling’s cross with 20 minutes left. IN the dog-eat-dog world of competitive tennis, “sympathy” doesn’t feature in the dictionary. at the Ball Park in Providenciales. In the two-day, four-team, tournament the British West Indies Collegiate won third place after defeating the Raymond Gardiner High School 20-4.

The teams battled in a roundrobin format before the two best teams reached the final. Wanda Ariza was named the most valuable player (MVP) and the best pitcher.

In the second period, Burey completed his hat-trick after a cross went straight in and then Mackenson got his goal after a defensive mix up. The two continued to run riot for the Academy side with Grand Turk looking a bit ragged. A fourth goal came from Burey after a brilliant mazy run and a second then came for Grand Turk via Veona Andre as a late consolation.

THE Turks and Caicos Islands Rugby Football Union’s Rugby Development Officer, Brennan Guy and two players from the TCI U-19 team, Reeko Misick and Tyrese Taylor visited North Caicos last Friday to provide free “Get into Rugby” training sessions. The sessions are being offered to all schools in an effort to spread the game at the junior level. Hubert James Primary School was the first school visited, where 42 children (from various classes) took part in the training session. The new players had a great time learning about the game of rugby from passing, positioning and tackling to the values the game stands for: integrity, respect, solidarity, passion and discipline. According to information from the TCIRFU, the students and teachers also expressed genuine interest and enthusiasm for more rugby training sessions within their school. “TCIRFU would like to thank the teachers and pupils of Hubert James

Primary School for their warm welcome, enthusiasm and support during the sessions. TCIRFU looks forward to returning to the school in the near future.” The second school visited on the trip was the Raymond Gardiner High School where around 20 pupils took part in the training session. The students and teachers were also very welcoming and showed a lot of passion for the game, with the students demonstrating some serious natural talent and playing ability. The TCIRFU is hoping that schools use the sessions to get themselves prepared for the annual Inter-School Tag Rugby Festival, which will take place on April 16th at the Meridian Field in Provo. Guy, who is spearheading the sessions, is schedule to return to Canada in April.

Forbes to sign with OKC team

NATIONAL football captain Billy Forbes is expected to sign a two-year contract with the recently formed Rayo Oklahoma City soccer team on Monday to play in the North American Soccer League. Forbes was a key figure in the San Antonio Scorpions before they were sold in December and rebranded to play in the United Soccer League. The 24-year-old took a few weeks to weigh his options, before choosing the new team. “I feel pretty good about it. The contract gives me better options,” the national goal scorer told the Weekly News. Among those options is the chance to represent the national team

in international fixtures. Forbes said that most of the teams in the NASL were interested in him, but he made his decision based on what he felt was best for his future. A big pulling factor was the decision to appoint former Scorpions coach Alen Marcina to lead the Rayo team. “I feel like Rayo OKC is the right move for my career. I know the coach (Marcina) there; he was my coach at the San Antonio Scorpions. I work with the coach for the last two years in San Antonio so it was an easy decision for me.” MAJOR LEAGUE SOCCER Forbes said that he was hoping to

make the jump to Major League Soccer and the Seattle Sounders FC and the Houston Dynamo showed interest, but neither had international spots for him. The humble forward, who had built a large fan base in San Antonio was grateful for his time with the Scorpions and even penned a touching letter which he recently shared with fans via social media. In the letter Forbes thanked the club, his teammates, the fans and the media in San Antonio and said that the memories gained from his time with the club, will never be forgotten. Rayo’s first ever soccer camp starts February 8th.

Former NHL player makes impact at PHL hockey camp FORMER NHL player Zenon Konopka of Konopka H ockey was instrumental in teaching the game when he recently participated in a Provo Hockey League (PHL) camp for players 4-16 years old. According to information from the PHL,

the retired Canadian professional ice hockey player Konopka was a true sportsman. “Everyone had a great time and we had a lot of fun.” The 35-year-old also refereed and coached some of the games while he was in Provo.

GT Stallions whip Hustlerz in PABA Night League THE Grand Turk Stallions collected their championship rings and then blew away the Hustlerz by 22 points when action continued last Friday evening in the Provo Amateur Basketball Association (PABA) Night League. Playing at the Downtown Ball Park, the defending champions muscled their way to a 91-69 point win. The Police Badgers, another top side in this season’s tournament, defeated the Kings 10189 in a high scoring clash.

UNDEFEATED The South Caicos Harbour Ballers remain undefeated after the Knights forfeited their game. The Ballers are now 9-0. The Knights did show up, when they competed against the Steelers—they claimed a 75-41 point win. In the High School League, the BWIC Spartans defeated the TCIPS Lions while the Eagles suffered their first loss of the season after Wesley Methodist Sting Rays edged them out 31-30.
