Church to propose curfew to help curb youth violence

BY DELANA ISLES CHRISTIAN leaders in the Turks and Caicos Islands are preparing a proposal for the Government to put a curfew in place to help curb the increasing incidents of violence and criminal acts by young people.

This is according to Deputy Premier and minister responsible for youth affairs in the country, Akierra Missick.

Missick’s announcement came following statements in the House of Assembly on Monday (July 20) by elected member for Grand Turk South and Salt Cay, Edwin Astwood who called on the Government to do more for the young people of Grand Turk.

The member was very concerned at what he reported to the House was the high incidence of violence and vandalism by young people in the

He told members that almost every night there are fights and people vandalising vehicles parked on the streets.

Driver crashes into power pole A MAN was the victim of a single vehicle accident on the South Dock Road in Providenciales on Saturday (July 18).

According to a police press release, shortly after midnight, emergency services were called to the area.

Initial investigations suggest that a Dodge Durango, being driven by a man believed to be in his 20s, left the roadway in the vicinity of Bar Walkin’s gas station and crashed into a power pole.

The driver and only occupant

of the car sustained minor injuries following the crash.

He was taken to Cheshire Hall Medical Centre where he was treated for his injuries and later released.

A crime scene was established and investigations into the cause of the crash are continuing.

Anyone who may have witnessed the accident can contact Chalk Sound Police Station on 941-8067.

“Almost every night, you hear about something with the police, or a confrontation with the police, this one is in the hospital again beat up, this one car windshield get out when you park your car – something must be done.

“I don’t like the direction my community is heading and we have to step in and try and assist as much as we can,” the member urged.

In her response to Astwood’s concerns, Missick agreed with the member, however she stated that something cannot be done by the few people who have demonstrated a willingness to save the young men in the TCI. She said it has to be a community effort.

“I have actually had discussions with two members of the Christian faith and they are actually preparing for the Ministry of Home Affairs along with the Ministry of Youth the possibility of a curfew.

“I told them I wasn’t too sure about how it would work but as the Minister of Youth I will sit and listen and read the proposal.

“So to my colleague once we have that in hand we will review it – this is to be led by the churches in conjunction with the police and various community activists,” Misick advised.

During his contribution in the House, Premier Rufus Ewing agreed with the member that more needs to be done for the community on several fronts.

The Youth Minister also took the time to offer congratulations to Darron Hilaire Jr, who recently spearheaded a ‘Manpower’ event.

Manpower, an organisation targeting young people and which is aimed at bringing solace to grieving families, celebrated its second year with a community meeting, vigil and walkathon earlier this month.

Missick, along with the Premier, and several other Government and Opposition members joined in the weekend activities held by Hilaire’s organisation.

Ryan Pinder, Member of Parliament, Commonwealth of The Bahamas

Bahamian politician to headline FSC seminar in TCI THE FINANCIAL Services Commission (FSC) in partnership with the Bahamas Institute of Financial Services, is holding a three day seminar on Trust Administration this August 10 to 12.

The event, which is slated to be a comprehensive and practical seminar on trust administration, will be held at the Regent Palms in Providenciales and will feature noted speakers such as Ryan Pinder, Member of the Bahamas Parliament, a release from the commission read.

The three day seminar is in alignment with the continuous commitment of the FSC to provide assistance and promote capacity building for the Financial Services Industry.

It will provide participants with practical insight and analysis of trust concepts and offer a number of case studies involving simple and complex issues in the administration of trusts.

The various sessions are specifically designed to assist trust practitioners and financial services professionals in developing in-depth knowledge and understanding of trust law

and administration for the Turks and Caicos Islands and trusts generally.

In addition to Pinder, participants will have a chance to hear presentations from the head of wealth management, chief legal officer of Deltec Bank and Trust Limited and Christine Archer, regulatory compliance manager of Scotiabank (Bahamas) Limited.

Pinder is also the former Minister of Financial Services in prime minister Christie’s Cabinet.

Day one will provide an overview of existing types of trusts as well as the specific structures supporting them.

Day two will address financial planning and legal structures for trusts and participants will move into discussing and analysing case studies.

The final day sessions will start with a case study before delving into the principles of trust accounting and discuss regulation for trust companies.

Public meeting on building height increase this August 5 THE TOWN hall meeting on building height previously scheduled for Wednesday (July 22) has been postponed until Wednesday, August 5.

The meeting is being held by the Ministry of Finance, Investment and Trade along with the Ministry of Infrastructure, Housing and Planning on the proposed increase in the height allowed for buildings in the TCI, from seven to 12 storeys.

The meeting will be held at the Gustarvus Lightbourne Sports Centre at 7pm, same as before.

The TCIG has apologised for any inconvenience the postponement

caused.

In a release on Thursday (July 23), the TCIG explained the reasons behind the proposed increase.

“The Turks and Caicos Islands Government recently embarked on the initiative to increase Building height and density. The main objective is economic benefit, job growth, and stimulation of the construction industry, auxiliary services and tourism related businesses.

“This move by the government will bring the much-needed increase in bed count to support the projected upsurge in airlifts to meet the demand of year on year rise in

tourism arrivals.

“Towards this end, the recommended building height increase is 12 stories (up to a maximum of 140 feet) as opposed to 7 stories (up to a maximum of 90 feet).”

The release further stated: “Your views are important to us and if you wish make a written representation, you may do so prior to the meeting with the heading "PUBLIC CONSULTATION BUILDING HEIGHT" in email at publicconsultation@gov.tc or in writing at Premiers Office, Hilly Ewing Building, Providenciales between 8am to 4:30pm.”

Dispute over unsatisfactory meals at GDT wellness centre

ELECTED member for Grand Turk South and Salt Cay, Edwin Astwood has raised concerns about the meals or lack thereof provided to the senior residents of the Grand Turk Wellness Centre.

During brief statements in the House of Assembly on Monday (July 20), Astwood brought the issue to the House’s attention, sparking denials and explanations from the Government benches.

The PDM member said that on Sunday (July 19), he visited the facility and was aghast at what he found there.

“I can say that this visit wasn’t a happy one and it wasn’t a joyous one. A lot of the stuff, I will not comment on at this time, but I must say something has to be done down there.

“There must be some more funding, especially when it comes to rations.

“I came [got there] right after breakfast and I didn’t want to talk to any staff, I didn’t want anyone to get into any trouble but I uncovered that what the elderly people are eating on a daily basis is not good and what they have to go through.

“More funding must be put in place,” Astwood told the House.

He added: “I am appealing to the Minister of Health to please look into this, to really take care of these people at the wellness centre and if you have a chance just talk to some of them.

“It’s troubling to me when they have to start by saying ‘if others scared to talk, I ain’t scared to talk, I’m gonna talk’.

“I wonder why people have to be afraid to talk; so it’s very troubling to me.”

He said he will not go into details at this time, but that something has to be done.

“The funds must be made available so that those persons can be properly taken care of.”

Home Affairs Minister George Lightbourne in responding to the member’s concern said: “In relation to the meals at the wellness centre the member is absolutely correct and that folks at the wellness centre are being fed what I consider to be not only inadequate but in my opinion unsuitable.”

Lightbourne, who is known to freely speak his mind on issues of concern since he was minister of another ministry, said that he enquired about the situation because

it was also brought to his attention.

“The response I got and I must correct him [Astwood] that it is not because of the lack of available funds, it’s a diet being implemented by management and I think for all intents and purposes whether they meant/mean well or whatever, I think it is wrong to adjust persons to a diet that they haven’t been accustomed to all their lives.”

The minister said that health professionals attached to the centre need to be mindful that some of the residents are not accustomed to the diet imposed on them after eating a certain way for decades.

“I know that we have health interests and believe that a nutritionist can tell us that we must eat X, Y and Z, but if I have been accustomed to a certain diet for 70 and 80 years and now you’re feeding me oatmeal and grapefruit juice or whatever it is then that in itself will take a toll on persons and rather than helping them and assisting them, it might do the opposite, it might actually make them worse.”

Lightbourne stated it is a management issue that ought to be addressed.

However, the minister’s explanation was refuted by the

Premier and Minister of Health, Rufus Ewing.

“With respect to the Wellness centre I would say for a fact that Honourable George you are wrong with regards to the diet and the nutrition. I think at some stage of our lives it is never too late to eat healthy.

“The very presence of eating oatmeal lowers your cholesterol and prolongs your life, so I don’t see the change in diet basically creating any hardship on an individual.”

Ewing did however agree with Lightbourne that there is no budgetary component to the issue, as the budget for the centre is well spent and not under budgeted at all.

He implored Astwood to “tell the good story that we are extending the wellness centre to make it a better environment for them and focus on the physical, psychological and mental aspect of it.”

But the PDM member stuck to his original complaint when contacted by the Weekly News on Thursday.

He maintained that what the residents are being fed is not enough for a balanced diet.

“To be honest, I don’t know why they cannot get the proper rations.

People there said that they haven’t eaten food in a while.”

Astwood, who did not want to disclose where he got the complaints from during the House meeting, told this publication that he received complaints from both residents and staff at the facility about the state of affairs there.

He said he was a bit reluctant to say where he got the information from on Monday, because he did not want anyone to suffer any sort of victimisation.

“I am saying it is a matter of budgetary allocation, but the Government is saying that is management and it’s just their diet, but it is budget, you can’t give people cream of wheat day to day and then again in the evening for supper, there are other foods that can be prepared in a proper way as well as a lot of other things.”

He said some of the residents did not want to talk, but a few of the outspoken ones eventually told him about their situation.

The member reiterated that he knows it is not a management issue, but a money issue.

Only last week, Ewing, Lightbourne and other Government officials travelled to the capital to turn the sod of a new complex for the centre.

Cuba and the future of Caribbean tourism

THIS week, Cuba and the United States reopened embassies in each other’s country, signalling the restoration of full relations between the two countries.

It has been said that Cuba is now poised to become the new darling of Caribbean tourism, thereby impacting the tourism potential of her neighbours in the region that also rely on tourists dollars.

What impact, if any, should we anticipate for the TCI?

Just don’t follow Washy’s advice

If we take the development route Washington Misick is pushing (12 stories, high density development) we will reduce our value and end up competing with the likes of DR, Puerto Rico and Cuba.

Who do you think will win that challenge?

Puerto Rico is already on its knees and prices there rock bottom (check the news).

However, if we build carefully and in accordance with the highly successful very low density, high end brand we have already established, Cuba and the others will never be a threat to us.

Why would we want our whole country to follow the financial advice of a guy who has failed with at least two golden opportunities to develop successful resorts?

Only a fool would follow him to yet another bankruptcy. Should we gamble our country future on his whim?

No, we should take advice from those who have proven successful already and who have already contributed significantly to our economy.

Visit all the successful developers and listen to their collective voice. They are the ones who took us through the good and bad times. They are the one whose advice we must follow. They are the ‘TCI Resorts Economic Council’.

Use their talent. Their livelihood depends on the success of the whole country. They won’t steer us wrong.

No impact on TCI

I don’t think that there would be an impact. We still have the quietest, most beautiful beaches.

Yes, there would be curiosity, but have you seen the price of the cruise/tours - $3,000, and that too will pass.

It will be a problem

It may take a year or two but soon Cuba will be a big player. A much larger destination with 10 million people.

In the past, 50 years ago they had a huge tourist industry. Now the Castro regime is coming to a close and Cubans are hungry to resume where they left off.

Our Canadian friends have been touring

Cuba in recent years. Cuba is close to the US and will not have our huge departure tax.

Our high end ethic may spell our demise as the economy in the USA is stagnant and may soon decline.

The signs are all there. Perhaps we will not be able to afford all our obligations if arrivals here drop off.

Cuba has deep water ports for cruise lines and yachts, beauty by nature, beauty by history, famous cigars, great food and beautiful Spanish girls.

They have comprehensive healthcare much more in depth than what our Canadians supply us. This will be a problem.

The shine will wear off

I believe that Cuba will take some tourism business for a while, by people from the US who are curious about what they have been forbidden for so long.

After a year or two, the thrill will wear off.

Remember, that it is only the US citizens that have not been travelling to Cuba.

The rest of the world has been there. It is cheap. Almost no high end trade there. If the huge multinational resorts were going to set up there, they would have by now.

If we maintain and improve our high end profile (and not litter our beaches with 12 and 29 story hotels) we will be fine and we will prosper.

TCI need not panic

The impact should be real and positive if the Turks and Caicos Islands rise to the occasion and do not panic owing to certain realities.

The realities are critical in that Cuba is just getting back in to the game of global finance and monetary transactions.

It has been over 60 plus years since Cuba was the mecca of the rich, safe haven to billions of bootleg monies and the getaway for the mafia.

More so, they need to learn how the rule of law must function and what property rights are all about.

Global, Asian and institutional investors still cringe at the idea that ‘revolutionary legality’ still reigns in Cuba and the fundamental regard for personal property rights must still be something the Cuban system needs to get used to.

That fear alone will temper the eagerness with which new money rushes to Cuba.

President Obama’s decision, however, to open the doors to Cuba was brave, bold and innovative.

Cuba feeds itself, they have high skills and low wage rates. The TCI must plan and should have been planning for this a while back even before the interim government.

The TCI remains unique, still emerging globally, almost still unknown and it is on some of these factors that the islands can fight to keep itself relevant as Cuba emerges.

No need to fear or panic, the TCI can compete if it tries, but it has to try.

We need to preserve ‘Beautiful by Nature’

If we start transforming Grace Bay beach and other beautiful spots in the TCI, into replicas of Miami Beach, then the once forbidden, much more exotic Cuba is going to take a bite out of our tourism business.

Of course if the dolphinarium comes on line, that will be another huge, international black mark on our reputation too.

Bit by bit we are definitely losing our ‘Beautiful by Nature’ reputation, and becoming another ordinary destination.

We live in a country where a protest by the taxi drivers can change a law, and where people who have lived here longer than most voters, are not allowed to vote.

The TCI will get what it deserves. That makes me very sad.

No worries for the TCI

Cuba will definitely have effect not only on the TCI but the entire region, including Central and South Americas for novelty and curiosity reasons to a great extent.

However, as far as sun, fun and beaches are concerned, the TCI surely will not have to worry!

As we all know it, the best beaches in the entire world are right here in the TCI, and no opinion or view can change that, and for confirmation, ask Conde Nast, the world’s travel evaluator.

Our jobs, collectively, are to maintain quality, developed care, and deliver the best place to want to go and stay, right here in the TCI, which has been and must remain the ideal destination of choice.

Cuba will eventually have to compete

Cuba will see a surge of American tourists for

a short time, but after the novelty wears off Cuba will have to compete for visitors like everyone else.

And Cuba has a long way to go to reach the level of the TCI. The bigger concern is that the TCI will become too complacent in its success and not invest to keep up with high end-tourist ‘big picture’ demands like green power, healthy reef initiatives, personal safety, low resort density, social services and poverty alleviation.

Visitors from North America and Europe are becoming increasingly sensitive to these kinds of progressive action in their choice of vacation destination.

At the same time, we have to avoid the highly annoying and disconcerting aggravations that also negatively impact the visitor experience like substantial added fees to services, high taxi fare structure, trash along the roads, ubiquitous use of plastic bags, absence of public transportation, and dangerous boats in Grace Bay. In today’s tourist environment, the good reputation achieved by the TCI can quickly flip or reverse into long term decline.

A real challenge

Cuba-America relationship is good for the Cuban people, they have suffered long enough.

It’s sad to say many Caribbean countries (including us in the TCI) may welcome the move but not in terms of how it affects their tourist industry.

Cuba will take a big bite in the industry. It is the nearest turn around country to Miami where so many cruise ships sail from and having been denied that opportunity to visit freely. Thousands of tourists would now be glad to go.

Things might well be cheaper there too, so our TCI Tourist Department needs strategies to deal with this new challenge.

Do not relax. It is real.

Not the only game in town

It’s true we have beautiful beaches and seas, but we are not the only game in town.

Already there are other examples of islands with these attributes in the region.

It’s good that we have a thriving tourist promotion going for us and full credit to them, but it is a bit far-fetched to say we are unique.

Other locations have more lush and beautiful vegetation.

Cuba will open up and will have a big impact. Especially if it is cheaper.

We are a very expensive destination. Also we will be in deep trouble if the powers that be don’t get a handle on the rising crime here.

Taylor continues to address the needs of Leeward PDM seat caretaker Ezra Taylor continues to serve the constituency that had given him a near victory in 2012, a release from the party this week announced.

Over the past few weeks, he has conducted two community outreach initiatives with more in the works.

Mindful of the increased number of robberies in the Leeward and Long Bay Hills areas, Taylor began a door to door campaign with a member of

community policing.

This gesture was well appreciated and residents were thrilled to see this partnership, the party said.

“I believe that all leaders and those willing to serve must be hands on in addressing the crime situation in these Islands particularly here in Provo,” Taylor is quoted in the statement.

“Leeward and Long Bay Hills have experienced an increasing

Premier heads to JMC meeting in Bemuda RUFUS Ewing joined with the leaders of several other overseas territories during an international conference in Bermuda this week.

The Premier and Minister of Border Control and Employment, Ricardo Gardiner, left on Wednesday (July 22) to attend the Pre-Joint Ministerial Council Meeting.

The meeting this week precedes the Joint Ministerial Conference (JMC) that is slated to take place in November.

It is a planning session that allows attendees to have candid discussions on matters of priority affecting the overseas territories that should be included on the agenda for the JMC. Premier Ewing, in a correspondence to the UK Minister of the Overseas Territories, James Duddridge, made known the TCI Government’s areas of priority.

He said they are financial and economic sustainability, social development and border control and security.

The Premier also informed the minister of his keen intention to meet with him for further discussion on this and other matters.

response to the country’s request for a constitutional review which remains outstanding, and matters of diplomatic protocol and reciprocal courtesies at border check points for local and visiting diplomats.

Among the other overseas territory leaders expected to be in attendance at the two-day meeting in Bermuda are Dr Orlando Smith, premier of the British Virgin Islands, and Alden McLaughlin, premier of the Cayman Islands.

During the two-day meeting, the territory leaders are also expected to make a unified statement on their approach to beneficial ownership, which will be forwarded to the United Kingdom thereafter.

“Whilst I welcome and embrace volunteerism, the Government must place greater resources in this area and enforce the laws.

“This remains a health risk but for me it has also become an embarrassing issue and one of national pride or rather lack thereof.

Taylor is looking forward to continuing to serve the people of the Leeward and Long Bay Hills communities, the release assured.

According to the party, Taylor has, over the years continued to speak to the issues and address the needs of the community through his vibrant team conducted clean ups, address the issue of feral dogs that continue to plague the communities, brighten the Christmas for the children, placed trash bins in frequently used beach areas, donate and install seating area in the increasingly popular Long Bay Beach, conduct walk throughs and meet and greet its residents.

Names of TCIG scholarship awardees published THE MINISTRY of Education has published the complete list of recipients of the 2015 scholarship and grant awards to complete tertiary level studies.

The Scholarship Advisory Committee met during the period of June and early July to

review all applications received on or before the application deadline of April 30.

The following awardees were successful based on the identified priority areas, grade point averages and other policy related criteria.

The Education Advisory Committee will meet again in August to consider other applications for local scholarship awards, for the Turks and Caicos Islands Community College (Associate level) or A-level institutions.

More than 100 get educational scholarships Beware of strangers offering jobs on Facebook A TOTAL of 105 people have been given educational scholarships by the Ministry of Education, Youth, Sports and Library Services.

It is all part of the 2015 Scholarship Awards Programme which is a Government initiative aimed at the development needs of the Turks and Caicos Islands.

This year the Education Advisory Committee received and considered 159 applications for studies at local, international and regional universities at the tertiary level in the priority areas of health, education, science, engineering, liberal arts and skills development.

Akierra Missick, Deputy Premier and Minister of Education, said: “This year, my Government continued its thrust toward the development and upgrade of teachers and senior leaders within schools. “$200,000 was earmarked for this purpose and 28 teachers were awarded scholarships to upgrade to the Bachelor’s level, at the Turks and Caicos Islands Community College (TCICC), online and within the

region.

“The ministry, Government and I would like to congratulate all the recipients and encourage them to continue working hard in order to take full advantage of the opportunity afforded to them.”

The awardees will commence tertiary level studies during the September to December terms at universities in the United Kingdom, Caribbean and TCI Community College.

A number of grants were awarded to people to complete studies that have already been started in the US and Canada in priority areas only.

Studies available for completion in the Turks and Caicos Islands, University of the West Indies or UK which offer the benefit of home fees (or reduced fees) awards were highly recommended.

The Education Advisory Committee will meet again in August to consider applications for local scholarship awards, for the TCICC (Associate level) or A-Level institutions.

Award letters can be picked up at the Ministry of Education, Grand Turk or the Department of Education, Providenciales.

THE FINANCIAL Crime Unit is advising the public to beware of strangers contacting them on Facebook offering them employment opportunities.

In a public statement this week, police cautioned that these unscrupulous individuals will lure their unsuspecting prey in by adding them on the social media site and then commencing friendly conversations.

“Thus far, we have seen where persons are offered to conduct surveys on behalf of these strangers, mainly to provide feedback on money transfer services operating here in the Turks and Caicos Islands.

“Once you accept their proposal and employment opportunity, the fraudster will request your personal information and also your bank account details in order for them to transfer money to your account.

“The money that is transferred to you is for you to conduct your survey.

“Once the money is transferred to your account you will be given

information and instruction to transfer the money to a third party.

“You will also be asked to provide feedback on the services of that money transfer agency as part of your survey.

“The fraudster will instruct you to deduct your commission from the monies transferred to your account.

“The monies that are transferred to your account are stolen funds and on most occasions are stolen from another customer of that same banking institution,” police said.

People are also being asked not to follow any links emailed to them asking them to update their banking information, even if the emails appear to be coming from their bank.

If followed, the information entered will be seen by hackers who are phishing for information, and who will then transfer cash from your account.

If you are a victim or know anyone who has been affected you can contact the Financial Crime Unit on 941-4450, police advised.

Samantha Williams-Glinton to be laid to rest August 8 – Many still in shock at her sudden passing

THE PASSING of Samantha Williams-Glinton, a senior public prosecutor in the Office of the Director of Public Prosecution (DPP), on July 12 has left many in a state of shock and mourning.

Williams-Glinton, who sadly passed away at the Cheshire Hall Medical Centre, will be laid to rest on Saturday, August 8, at 10am at the Paradise Baptist Church in Five Cays.

Bishop Coleeta Williams will be officiating at Williams-Glinton’s home-going service.

There will also be a memorial service on Friday, August 7, at the Abundant Life Ministries at 7.30pm.

Representatives from the DPP, the Government, the Opposition and the civil service all offered condolences to the family and friends of the deceased woman last week.

A statement from the DPP read: “Mrs Samantha Williams-Glinton, senior public prosecutor, was a fearless supporter for the protection of women and children of abuse.

“She was a skilled criminal advocate - able to present even the

her memories of the late prosecutor.

“We were deeply saddened when we learned of the sudden passing of Samantha Williams Glinton, a senior member of staff of the Director of Public Prosecutions Office.

“The death of such a brilliant, young, productive Turks and Caicos Islander is a tragic event to a fledgling country as ours.

“Mrs Glinton though young had already touched many lives positively in these Islands and as such has left an indelible mark.

“Her professional contributions to her chosen field is above all to be celebrated having attained the level of Senior Prosecutor so early in her career.

“With a vivacious personality, her passion for life and her career was unmatchable.”

She added that having known Samantha all of her life, she finds her passing to be an extremely difficult experience.

“I have very fond memories of watching her grow up on the Island of South Caicos, interacting with her as her Sunday School teacher and as

an older youth in our church and as an older youth from the South Caicos community who pursued the same profession and then as adults.

“I can say as many of us have said already, that this is a major loss for us and our home Island of South Caicos which has over the years suffered some deafening blows and by extension, these Islands.

“Sam was an outspoken and opinionated person who let you know what she felt, whether you liked it or not. Her strong personality and confidence radiated from her.

“To say that she will be sadly missed is an understatement.”

The party leader and other members offered sincerest sympathy to the deceased woman’s husband, Officer Tomiko Glinton and her parents Sonia Greene Williams and Colin Williams.

In a statement on the sad occasion, the Government also extended condolences to Tomiko Glinton, and Williams-Glinton’s family on her passing.

“She was a true mentor for us at the Office of the DPP. Her presence will truly be missed, the memories she left will live on forever.”

The Turks and Caicos Islands Civil Service, also joined their voice to the chorus of condolences.

“Samantha was an ardent and devoted civil servant. Having joined the civil service at a very young age, she had a deep passion for her profession and very quickly excelled to a very senior rank within the Department of Public Prosecutions,” said Deputy Governor, Anya Williams.

“Her passing is indeed a loss to the civil service and the entire Turks and Caicos at large.

“At this time we extend sincerest sympathies to her husband Mr Tomiko Glinton, her parents Colin and Sonia Williams and the entire Williams and Green families.

“May God truly comfort you in this your time of bereavement.”

Residents team up to help beautify Kew Town

BY DAISY HANDFIELD WHILE many rested during their weekend off from work last Saturday (July 18), a few community minded souls were hard at work in Dock Yard, Providenciales, cleaning up the garbage in the area.

The initiative was a partnership between the TCI Haitian Organisation and the Environmental Health Department.

Founder of the TCI Haitian Organisation, Donald Metellus, told the Weekly News this week that what they did was to move old cars, the garbage and other items in efforts to have the area cleaned-up.

Metellus explained that despite the fact that the organisation put on this clean-up, the Health Department had the area under scrutiny and will ensure that residents play their part in keeping the area clean.

Metellus said that there is another clean-up planned for Saturday, August 15, in Five Cays.

He also mentioned that up to Wednesday (July 22), participants were still visiting the Dock Yard area

The clean-up saw a large number of residents joining forces to clean up the area

to remove more of the abandoned vehicles from the area.

He said he was impressed with the turnout for the clean-up and was looking forward to seeing more collaboration from community members.

Kenrick Kneely, said that staff were there showing their support and showing how serious they were about what they wanted to accomplish in the area.

He said: “After this clean-up is done in Dock Yard we have spoken to

Environmental Health officials confirmed that there was a major clean-up in the area about two years ago, and that they were saddened to see the area in its current state.

During the event, Director of the Environmental Health Department,

various members in the community already for the morning.

“We will be back here in the next week or two conducting inspections again and anyone whose premises is unsatisfactory, there will be no excuse for them.”

Somebody has to do the job Dear Editor, The other day I overheard a conversation about how most of the construction sites are full of Haitians, Dominicans, and other nations.

Most people won’t answer the question but I’m willing to. Do you think that I spend my whole life going to school in Provo just to go work in construction?

I’m not saying that I wouldn’t do it but not in Provo. For all the dirty jobs that we wouldn’t do somebody has to do it.

Why do TIs get mad because of the number of different nations

working and then they complain about not getting a job?

Nobody just sits and bam you get a job. You have to walk in the sun, you have to settle with rejection and keep trying.

I had a conversation with a Dominican and he told me that sending all the Haitians out of DR was stupid, because he’s working construction here but he won’t go to his country and do it.

I’ve known people who got jobs and then quit right after they got paid. Then they have the guts to complain about other nations who

are willing to work.

I’ve also experienced something where a guy got fired from his job by someone at the labour offices so they could put a Turks and Caicos Islander in his place.

The funny thing is that he was in the job for years and the new guy quit after two weeks. Right after he got paid.

Be honest to yourself. Just because you’re a TI shouldn’t mean that you shouldn’t acknowledge the truth.

There’re hardworking TIs out there, but there’re also those who aren’t. Respect needs to be earned. It

It’s not Christianity that’s in crisis RAULSTON Nembhard, a priest, has written an article describing the crisis in Christianity in his country.

He states that ministers from the traditional churches are alarmed at their declining membership, and then poses two questions.

Why have those who have left their pews done so? And, what are the evangelical churches offering that lure members of other churches to them?

He notes that one answer is that the preaching or worship from the traditional churches no longer appeals to many members who wish to experience a style of worship which is freer.

He then says that the church ought to be concerned with the quality of Christian it is producing, and that the real crisis in Christianity is the gap between belief and what is practiced.

Between what is said in the pulpits and what is seen in the daily interaction of people.

Most importantly, he argues that there ought to be a difference in the behaviour of the person who professes faith from the one who does not.

I think that the priest raises some important issues, but I do not agree that Christianity is in crisis.

People often say there is a need for more liveliness in some churches.

They mean they would like to see more spunk, energy and motivation in the preaching, and freely move about and jump around in joy throughout the service.

I attended a black church in the US once and members left their pews, walked briskly throughout the service clapping and singing, and shouted encouragement to the pastor. Evangelicals see this as liberation from structured ways of operating.

The other issue is having a belief and expressing it in our behaviour.

Some of us profess to be people of faith, but it is not reflected in how we greet and speak to each other, or think about each other.

We think that Christianity involves only being part of a congregation on

a particular day and attending meetings throughout the week.

Even at the expense of spending more time at these events than with those nearest to them. We seem more interested in rituals than the substance of Christianity.

Christianity is loving others as we do ourselves, doing to others what we wish them to do to us, being kind and compassionate, and not witnessing falsely against others.

It means comforting others, being humble, merciful and promoting peacefulness.

It is a way of life, where we think and act in new ways that uplift and bring abundance to all.

It is not in crisis. It is the people of faith who need to actively live and be what they profess.

The main industry in Provo is tourism. Think about all those hotels that are built. Once upon a time they were nothing but bushes and plans.

Someone had to make the plan, someone had to lay the first brick, and someone had to lift the cement.

If you were to build a house with only TI employees, I mean no mixed Tis, how long would it take?

Everybody is important. From the contractors to the labours to the businessmen and garbage men Like they say you can’t appreciate your money until you work for it.

Everybody needs money.

The same way you need to do something I need to do it too. So it’s not right to catch feelings when you can buy a loaf of bread and I can buy a loaf of bread and a pack of cheese.

It’s not the pack of cheese that’s important it’s the endless hours I spent in the sun to earn that extra.

The joint pains and stiff muscles are nothing when I get the extra cheese. I know I need so it’s my right to work for it.

Horrible airport experience in Provo Dear Editor, My family and I have withdrawn our application for a business licence and decided to spend our winter months somewhere other than Providenciales.

When we were leaving Provo (our last trip in May), unfortunately we had a terrible experience at the airport.

I’m not sure why, but it seemed as though someone was trying to send us a message to ‘get lost’.

A security guard was standing by the ticket counter and as soon as I received my ticket, a very tall/large woman security guard came and took my passport, boarding ticket and small carry-on bag and when she returned with the items, my boarding pass was stamped in red!

When we proceeded through security, I had a nice pat down and my carry-on luggage was emptied and gone through.

Then they wiped down my bag and said it had traces of an illegal drug on it. I nearly fell out.

I calmly explained to the security personnel that I’m sure there was a mistake, because I hadn’t been anywhere near drugs.

They repeated the test and once again said there were traces. Of course, they found nothing illegal -

because there was never anything in my bag to begin with!

They finally dismissed me and we went to wait for our flight.

Then, when our flight was called, and as all the passengers were boarding - the same security guard pulled me out of the line and said they needed to go through my luggage again.

Drew stopped to wait with me while they were searching my bag, and another guard told him to “board the plane now”. He was not allowed to wait with me.

Thank goodness, once again, they found nothing in my bag and I was able to join him on the plane before it left without me. Of course, by this time I was nearly hysterical.

The whole scene was crazy, and I still can’t believe it happened.

I’m terrified of flying back to Provo for fear that my name is on some sort of list and I won’t be allowed on the island.

The time we’ve spent in Provo has been the greatest - and I’m heartbroken to see it come to an end - especially this way.

REAL TALK

My position on political independence for TCI HAVING shared my homework on political independence, I am now ready to share my position and my opinion on the topic as it relates to the Turks and Caicos Islands.

Let it be known to every Belonger of this country and readers of this column that I, Jasmin Salisbury Walkin, am OPPOSED to political independence for the Turks and Caicos Islands and these are my reasons: 1. The world is a much different place than it was when countries in the British Caribbean pursued independence between 1950 and 1980.

We were recovering from a major world war and the focus of European nations and the USA was not on developing third world countries.

It was about strengthening peace and building cooperation around the world.

Race relations were at an all-time low and Negroes were considered less than the other races and denied basic human rights and opportunities because of their skin colour.

For these reasons, black Caribbean leaders saw independence as a way to empower the black race.

Today the leader of free world and the most powerful head of state is a black man, so the world is different.

In the words of former Jamaican prime minister, PJ Patterson: “This is black man time now!”

Moreover, the same reasons why those black Caribbean leaders fought to take control of their countries from white colonial leaders, they gave it back to their children by selling out their independent countries for money and power and forgetting the reasons they were originally elected was to empower their people and not to oppress them.

2. Those countries had resources and a plan for the social and economic empowerment of their people and they were still met with struggling economies and growing social ills.

This country has yet to implement a sustainable plan for social and economic development for its people.

What do you think will happen to us without a plan?

3. Independence in the British Caribbean is a false state of being.

You should not be fighting for regional cooperation if independence was such a great decision.

The successful independent countries don’t need the rest of the world to cooperate with them; the rest of the world needs them to cooperate.

4. Some of the leading supporters of independence for the TCI are aware of its dark realities and I have heard them say: “No country is truly independent.”

If that is the case, why are you fighting for something that is not real? It means then you are hiding

The main reason why this country is still a paradise in the Caribbean is because it is not an independent country.

Check out the countries that boast of low crime rates and growing economies; the majority of them are British overseas territories.

It cannot be a coincidence that these countries have a British head of state and oversight of their power hungry politicians.

Whenever their local leaders decide that they no longer want to serve but rule and begin to lead their countries toward the paths of economic and political instability, the oversight from the foreign office is an avenue for recovery and return to stability.

I need not discuss this point any further because every sensible and honest Belonger can say: “Thank God for British intervention in 2009.”

6. Do our politicians and civic leaders understand what independence would mean for this country?

I highly doubt it. In the last 39 years since ministerial government in this country, how many milestones have been set and met that placed our people in the preparation stages for independence?

Where is the national development of our youth and labour force? How advanced is your tertiary institution?

How much money are we paying for tertiary education overseas?

How many leadership jobs in the public and private sector are still in the hands of expats?

How much in-house training and development of skills have taken place in this country?

Who are the mechanics, plumbers, electricians, architects and hotel general managers in this country?

Are the majority Belongers?

Yet we are ready for independence right?

Who has the majority of ownership in this economy? Who is holding on to multiple jobs, is it our people or expats?

Yet we are ready for independence? Who should we

blame for our lack of preparation for self-determination? Is it the expats? Is it the British?

We blame the people we put our trust in to make decisions on our behalf. Many of whom are now telling us “it’s time for independence”.

7. Independent countries want what we have. The two main elements of this country which separate us from the rest of the Caribbean are the US currency as our official currency and access to a British passport.

The expats who migrate here from other struggling independent countries and seek to be naturalised in TCI, do so because they want to continue making US money and would like an internationally recognised non-visa restricted passport.

Can you tell me why some Belongers are trying to throw those two benefits away and become another small, struggling, frustrated independent state in the Caribbean?

My position on independence for the Turks and Caicos Islands is based on those seven points above.

I have 100 more points, however I don’t want to abuse the opportunity given to me by this paper, your reading attention span, and the fact that my busy schedule would not permit me to share them with you.

Before you decide your position on the topic, think on these things.

COMMENTARY

Mortgaging our children’s future THE PNP Government has committed the citizens of the TCI, young and old, to pay back a tremendous debt.

‘Rufuscare’ hospitals cost $120 million, three times the estimated cost. Thirty beds cost the TCI a principle amount of $4 million per bed.

Add the interest we will pay over the 20 year life of the mortgage and the people will pay double or $240 million.

Then there is the Rufuscare InterHealth Canada secondary care deal - $32 million per year.

Over a 20 year period this will cost us $640 million.

The third debt will be the refinancing of the current British backed loan - $170 million to pay off the outpouring of funds PNP

spent 2003 to 2009.

Spent for non-productive jobs and lucrative contracts the proceeds of which are already forgotten. We now have to pay back what was spent.

With the British guaranteed loan we paid low interest, three and a half percent; with the BBB+ rating we must pay at least five percent starting April 2016.

Washy applied for a better rating but was refused. The PNP may have to agree to an adjustable interest rate.

By raising taxes on everything and short-falling education and primary health, the PNP accumulated about $100 million in the sinking fund.

However because of non-existent collateral and high risk, portions of the sinking fund must be held in

Reserves to be used if the TCIG cannot make a payment.

Therefore we will probably have another loan balance of $70 million for at least 10 years. Under the best of circumstances this will commit the TCI’s taxpayers to another annual payment of at least another $10 million a year or $100 million

over the next 10 years.

Putting it all together the PNP has committed the TCI to payback $1 billion dollars over the next 20 years.

One billion dollars that could build and equip schools, trade schools and colleges.

When children reach driving age will they have safe roads to drive on?

In 20 years those now in school will

be 25 to 38-years-old.

Will children becoming adults stay in TCI or will they leave?

The PNP Government’s already sold out the TCI’s future!

With little to no development under a party known to get into investors pockets we cannot count on an expanded economy.

Will Beaches buy the Alexandria or build a resort in Cuba where concessions and building costs are much more inviting.

Who can negotiate better deals for the hospital mortgage or lower costs for healthcare? Certainly not the PNP who have already mortgaged our children’s future.

With fat salaries and honorariums in their pockets does the PNP care?

Most recently on Wednesday (July 22) Stan Hartling, CEO of the Hartling Group spoke with over 60 young professionals at the Regent Palms; while on May 23 Yvette Marcelin, local attorney and partner at Twa Marcelin Wolf, gave an inspiring speech to attendees in the first of a series of workshops.

This was followed by a session at the Edward C Gartland Youth Centre on June 20, to educate members on setting up businesses, trademark, copyright law, legal compliance, finance, marketing, and professional growth and development.

That event, branded ‘Too legit to quit’ was held in conjunction with the Revenue Control Department and was spearheaded by Khyla Callender and Florice Forbes of the Revenue Department.

During Wednesday evening’s event Hartling delivered a wealth of experience and knowledge to the room filled with hungry young minds seeking advice and mentorship from the former ‘Developer of the Year’ as named by Caribbean World Home and Living Magazine in 2009.

He took an unconventionally relaxed approach with his presentation, moving from behind the podium to the front of the room and speaking directly to the young hopefuls about his earliest experiences as a youth in Canada, simply making the jump from line staff to the kitchen by proving himself through sacrifice, his strategic decision to qualify as a Chartered Accountant, and the energetic drive that first paired him with partners in development that would ultimately lead him to the Turks and Caicos Islands.

Hartling admitted that yes, capital is often a necessary component in accomplishing entrepreneurial goals, but he first defined his meaning of success as: “Going to bed and feeling good about what I’ve done,

and where I’m going.”

Warning the younger entrepreneurs about the pitfalls of pursuing financial gain at all costs, Hartling encouraged each individual to: “Pursue what you truly love, believe that the thing that feels too fun to be work can be, and should be the entrepreneurial path you pursue.”

He also advised attendees on the importance of investment, good work ethic, patience, integrity, negotiation, debt, assets, and liabilities.

Grand opportunity Hartling reminded the YCA audience of mostly 18 to 35-yearold professionals and small business owners that they are a generation faced with some of the ripest entrepreneurial opportunities just about anywhere.

“You’re a part of how this country is coming together. You have some of the most amazing opportunities in the world,” he said.

Fielding questions from the audience for over an hour, Hartling expounded on his talk giving advice on the guts it takes to shoulder a project under less than desirable circumstances using the rising Shore Club development on Long Bay for reference.

“Spearheading that project through the Commission of Inquiry was the pinnacle of frustration and difficulty for me in my development career.

“I had to stand my ground, weather that storm and rely on a reputation and relationships that had been built well before that.”

He further cautioned: “Take your time; build your reputation, build strong relationships with your partners with small projects first.

Integrity is everything in business.”

Hartling had further advice for professionals balancing a career with their entrepreneurial endeavours: “The earlier you are in your career, although you’re excited, take your time. Be honest with yourself. Be honest with your boss.”

He went on to say: “Use as little of your own money as possible – be creative with your proposals and business plans.”

During his presentation, he also projected a power point slide show of a series of quotes that spoke to his experiences as a professional and

entrepreneur; a few of which are as follows: “Money is the by-product of successful actions.”

“Don’t just know the price, know the value.”

“Nothing is easy and nothing is free.”

“Give first – receive later, accept the cost of proving what you can do.”

“Are you doing something that’s preparing you for the direction you want to go?”

“Successful people do what unsuccessful people are not willing to do.”

“God doesn’t require you to succeed; He only requires that you try.”

“Don’t wish it were easier, make it better.”

Meanwhile, during her presentation on May 23, Yvette Marcelin shared her story of success and perseverance to 30 hopefuls.

Delivering her remarks at a brunch event held at the Regent Village Conference Centre, Marcelin shared personal insight on what it takes for young locals to climb atop the corporate ladder.

She encouraged the room of students, professionals, and entrepreneurs to expand their horizons, value integrity, substance, and experience.

Marcelin petitioned young locals to assert: “We’re here! We’re present!

And we ain’t going nowhere!”

The question-and-answer portion of the event saw queries from attendees on gaining international work experience, workplace discrimination, self-confidence, and family life balance.

Joey J Higgs, the young local CEO and proprietor of Nathan’s Cheesecakes who sponsored an array of delicious cheesecakes for the May brunch, had this to say of the event: “Ms Yvette Marcelin as guest speaker left an impressive, ever changing impact on my life as well as my business.

“As a small business owner coming up, I’ve gotten the chance to learn a lot of what it takes to start a business and endure, and what it takes to keep going.

“I’m glad that I made the choice to attend.”

While at the June 20 event with the

Revenue Department at the Edward C Gartland Youth Centre, attendees received two hours of substantive education and personal feedback on business licensing and taxation issues within the Turks and Caicos Islands.

The intimate group of 15 had unfettered access to the knowledgeable officers of the Revenue Department who fielded their questions on an individual basis.

annual Windvibes held on Long Bay Beach, professional kiteboarder Hope Levin had this to say of the two hour workshop: “I was really happy to have attended the recent business licence workshop that the YCA hosted.

“Khyla and Florice from the Revenue Control Unit had a very informative presentation and it was a great opportunity to meet young future business owners of the TCI.”

Incompetent appointees Dear Editor, The Turks and Caicos Islands has become the boneyard for obsolete and incompetent UK civil servants, police officers and political bureaucrats who have outlived their usefulness to the Queen.

Former Attorney General Huw Shepheard and former Governor Ric Todd are just two examples of the UK’s defective rejects.

One need only look at the almost total absence of prosecutions by the Integrity Commission in a sea of corruption to know that it too is staffed with incompetent do-nothings and UK rejects.

Even a deaf, dumb and blind moron could find dozens of instances that should be investigated and prosecuted by the Integrity Commission but not here in the TCI. Our Integrity Commission sees no evil, hears no evil and speaks no evil.

The current Governor of the

TCI is Peter Beckingham who can only be described as a ‘nice guy’.

But, there has been no significant improvement in the economic or political landscape of the TCI since Governor Peter Beckingham was appointed.

Financial investments in the TCI have changed little during Beckingham’s tenure but crime has increased and well-placed sources know that corruption has continued to expand under the soft touch of Peter Beckingham.

Consequently, the FCO is now looking for Beckingham’s replacement and the people of the TCI should begin preparing themselves for the next defective reject to arrive from the UK with an assortment of obsolete and incompetent assistants to support the failure of his efforts.

Hospital staff and visiting students trained in CPR

By Daisy Handfield IN ATTEMPTS to provide better service for customers, the Cheshire Hall Medical Centre has provided cardiopulmonary resuscitation (CPR) training for their staff and visiting students.

A press conference was held at the Providenciales hospital on Friday (July 17) to speak to organisers of the course and to the students who took part in the initiative.

At the end of the day, TCI Hospital Life Saver Training Centre welcomed six Basic Life Support (BLS) instructors and six Advanced Cardiac Life Support (ACLS) instructors.

During the media briefing, regional faculty member for the American Heart Association, Gustavos Flores explained that in many jurisdictions it is required for all healthcare providers to complete a continuous education programme every two years.

He said: “This, like any other cycle motor skill, relies heavily on the technical knowledge that physicians and nurses and other critical care providers have, but also has a strong cycle motor component that requires frequent practice and testing.

“So it is, not only because guidelines change, but because it is a regulatory process in many jurisdictions around the world.”

Car collision leaves man hospitalised

BY DAISY HANDFIELD A MAN was taken to Cheshire Hall Medical Centre shortly after a traffic incident near the Max Mini Mart store in Providenciales on Wednesday (July 22).

According to police press liaison officer, Kevin Clarke, a silver Chevrolet Malibu car was heading south out of the Max Mini Mart store on Airport Road at about 8.15am when it collided with a white Ford Ranger truck that was heading east on the same road.

The 42-year-old driver of the truck was rushed to the hospital by ambulance shortly after the accident.

The car received damage to its

front bumper and the white truck received minor damage.

The car was driven by a man in his late 20s, who was travelling with a baby on board.

The baby suffered no injuries and is doing fine.

Shortly after the accident, residents took to social media page, Facebook, to voice their opinions on what the Turks and Caicos Islands needs in order to decrease the number of accidents that are occurring regularly on Providenciales.

One person suggested that the issue could be solved with the implementation of street lights in specific areas of the island.

“With the amount of accidents I see on the roads in Provo, it’s time we start looking to put in the unthinkable (stop lights) even if it’s going to be just at intersections.

“I’m all for one at the Blue Hills corner where Shut Up and Drink [bar] was and one at Glass Shack.”

Another person suggested the closing off of the Glass Shack median, which they considered to be a more cost effective solution.

They also emphasised how this point is very popular for accidents.

“I think they need to close off the break in the median at Glass Shack.

“Very cheap, very easy, and will save lives.”

Braithwaite-Tennant, said that the training was set up for staff and visiting students to get them up to date with CPR procedures.

“This is an excellent programme; the last time that I updated the community about what we were doing we were actually applying for training centre status through the American Heart Association.

“I can proudly say that we have that now, in addition to what we have done.

“At that time we had six instructors training at the basic life support level, now today I can proudly say that we have six instructors trained at the advanced cardiovascular life support level.

“So, we have increased our local capacity level from instructor level and as well Turks and Caicos Islanders can proudly say they have a training centre, American Heart Association affiliated.

“This is quite a proud moment for us,” Braithwaite-Tennant said.

One of the students, who is a TC Islander and is studying at Ashville College in the United Kingdom, Candace Smith, said that the courses were very important to her.

She said: “For today’s training I was just a bystander as I am currently an Observership student.

“I am not exactly qualified to perform CPR, however I got to witness a lot of the procedures in the new risk for Advanced Cardiac Life Support and it was not only very informative, but hopefully in the future it will be of great use.”

Gov’t promotes senior staff

AS PART of its 2015/2016 recruitment drive, the Government has promoted several civil servants to new senior positions.

Amin McCartney has been promoted from the post of Head of Secretariat within the Ministry of Home Affairs to Deputy Secretary within the Ministry of Tourism, Environment and Culture.

McCartney has been a civil servant for 15 years and has a background in statistics, having attained certification in social and economic statistics and demography as well as a Bachelors in Finance.

Althea Malcolm-Been has been promoted from the post of senior press and protocol officer within the Office of the Premier to the post of director within that office.

She joined the civil service in August 2013 after having spent 16 years with Lime Turks and Caicos where she held the post of vice president of retail sales and services.

Tiffany Thomas-Brown has been promoted from Deputy Director to the role of Director in the Social Development Department.

She holds a Bachelor’s degree in Social Work from Wilberforce University and a Master’s degree in Social Work from Florida International University and has been a member of the civil service since 1999, when she joined as a clerical officer-welfare assistant.

In a press release on Tuesday (July 21) Anya Williams, Deputy Governor and Head of the Civil Service, said: “Profound congratulations is extended to these three individuals on their new senior promotions, having gone through a rigorous testing and interview exercise they have emerged as the top candidates from a wide field of applicants and are most worthy of these new appointments.

“I extend best wishes to them and look forward to positive results from their various portfolios.”

Digicel relaunches broadband and television services

The company made the official announcement on Wednesday (July

22) during a press conference at the Blue Haven resort in Providenciales.

The opening prayer was brought

by Pastor Pedro Williams from the Jericho Baptist church, who spoke words of encouragement and prosperity for the company.

First to take the podium was Minister of Home Affairs George Lightbourne who congratulated Digicel Play on the relaunch of their services on behalf of his ministry and the Telecommunications Commission.

CRIME BLOTTER Police nab two for separate offences

ON MONDAY (July 20) police arrested 33-year-old Jawain Williams of North Caicos for using an offensive weapon so as to cause fear and possession of an offensive weapon.

The charges stemmed from a report that was made on Wednesday, July 1.

Williams remains in custody.

On that same day, police also apprehended 22-year-old Lorand Prospere of Five Cays for possession of offensive weapon.

The charge stems from a stop and search that was conducted by officers on Sunday, July 19, during which time a red handle, silver blade knife was found.

He too remains in police custody.

Several charged with weekend offences

OVER the past weekend, police arrested and charged a number of people for various offences.

Among those arrested is 52-year-old Thorbon Prospere of North Back Salina, Grand Turk, who was apprehended and charged for burglary.

The charge stemmed from a report that was made on Friday, July 17.

Prospere remains in police custody.

Also arrested were Chandra Hamilton, 35, and Kinardo Penn, 31, of South Back Salina for possession of cannabis.

The charges were laid following a search warrant that was executed at the home of both people where officers found the suspected illegal drug.

Both were later bailed, and appeared at the Grand Turk Magistrate’s Court on Tuesday (July 21).

Forty-one-year-old Rashawn Astwood of Over Back, Grand Turk, was also arrested and charged for possession of cannabis.

Astwood was charged following the recovery of 54 grams (street value of $540) of suspected cannabis by police executing a search warrant at his home.

He was bailed and later appeared at the Grand Turk Magistrate’s Court Tuesday (July 21).

Another man, William Richard Penn Jr, 21, of the Bight, Providenciales was arrested and charged for possession of cannabis.

The charged was laid after officers found 27 grams (street value of $270) of suspected cannabis in his possession.

Penn was set to appear in the Providenciales Magistrate’s Court #1 on Thursday (July 23).

Man pleads guilty to cultivation of marijuana LAST FRIDAY (July 17), William Richard Penn Jr appeared in the Magistrate’s Court and pled guilty to the charge of cultivation of cannabis.

Penn was arrested last week Monday (July 13) after a 12.30pm search of his home in the Bight by police unearthed the illegal drug.

During the search police located and seized three large flower pots containing 18 suspected cannabis plants.

As a result, the 21-year-old man was arrested.

The Chief Magistrate Clifton Warner has scheduled the date for Penn’s sentencing on Friday, August 21, after the man pled guilty to the offence.

Another admits to illegal drug possession, fined

ALSO in the Magistrate’s Court, 23-year-old Derrickson Missick of Kew Town pled guilty to possession of controlled drugs and was fined $1,200.

The charge is in connection to a search warrant that was conducted at the home of Missick on Wednesday, July 15.

During the search 21 grams of cannabis (an estimated street value of $210) was found.

Missick has been ordered to pay the fine by Friday, August 21, or spend four months in prison.

Man arrested for assault

A 41-year-old man of Five Cays, Providenciales, has been arrested on suspicion of assault occasioning actual bodily harm.

The arrest is in connection to a report that was made at an earlier date.

The man is presently in police custody while investigations into the matter continue.

Disorderly conduct lands man in jail

A TURTLE Cove resident was on Friday (July 17) arrested on suspicion of disorderly conduct on a liquor license premises.

The man, name undisclosed, was also charged with breaching the peace.

Police arrested the 48-yearold man following a report of his behaviour.

Man arrested for reported assaulted

THIRTY-two-year-old Delano Ferguson of Five Cays, Providenciales, has been arrested for assault occasioning actual bodily harm.

Ferguson was arrested in connection to a report that was made earlier.

After police concluded their investigation, Ferguson was then charged for the offence.

He has since been granted bail and appeared in the Magistrate’s Court on Wednesday, July 22.

Missicks arrested for ganja possession

DARRISON Missick, 23, and Derrison Missick, 22, of Kew Town, Providenciales, have been arrested for possession of controlled drug, namely cannabis.

The arrests are in connection to a search warrant that was executed at the homes of both people.

They were formerly charged and are to appear before the Magistrate’s Court on Friday, July 17.

He said: “It is indeed a pleasure for me to be here today as this launching represents a very significant step in the process of my Government’s aspiration and technological advancement, which is being established in our country and a vibrant and competitive informed telecommunication and vibrant market place.”

Following several months of work and a $8 million investment, Digicel Play’s network rebuild includes the installation of over 30km of fibre optic cable, 11km of coaxial cable and the doubling of its international bandwidth capacity.

On the TV side, the substantial investment and upgrade means a much-improved user experience with a sharper, more consistent and reliable picture quality, a world class, easy-touse electronic television guide and a whole host of top new channels.

At the event, Minister of Education Akierra Missick reiterated Lightbourne’s words, commending the company for their work in the community.

She said: “The telecommunications contract that we have with Digicel through Turks and Caicos Islands Government provides access to internet services at our various campuses across the chain of islands in the Turks and Caicos Islands.

“We are also looking forward to the pledge that Digicel made on supplying each individual campus with a smart board so that we could test out connectivity matters and see if we can integrate the two campuses of the TCI Community College.”

Unity Concert to kick start Premier’s Cup this weekend CHECKMATE Inc recently announced that the run-off to select the members of the Turks and Caicos Islands National Team to participate in the Premier’s Cup Domino Tournament has been completed.

Lots of costumes to choose from

Carnival reintroduced to the Turks and Caicos Islands

BY DAISY HANDFIELD IN AN effort to revive carnival in the Turks and Caicos Islands, local businessman and director of WE Carnival, Daryll Williams, will be hosting a four day event from July 31 to August 3.

The event will see a line-up of international and soca performances as well as several other activities.

In an interview with the Weekly News on Wednesday (July 22), Williams said that he has no intention of changing the format of the carnival, but did have plans to make it more modern and hopefully grow it into an international event, primarily on the island of Providenciales.

“I looked at how I could take the local talent and try to highlight them on an international stage; I mean that’s one of the weak areas.”

Williams emphasised that in his opinion, the local talent had a lot of potential and that they should be further in their careers than where they are presently.

“I think that we have a lot of potential here also because from what I have seen and what I have heard produced, we can market international artists from our country also.

“Carnival setting is a way of trying to find talent from the musician standpoint or the producing standpoint,” Williams said.

Leeward and Long Bay community meeting notice RESIDENTS of the Golf Course, Leeward, Leeward Palms, Long Bay Hills and Flamingo Crossing communities are being invited to a meeting on Tuesday, August 4.

The meeting is being hosted by elected member for the district, Deputy Premier Akierra Missick.

The meeting will update community members on the infrastructure works projects within the communities such as roads works, street lights, parks and update on community policing programme.

The director said that the event will kick start with a jouvert party at the Executive Tours junk yard on the Airport Road in Providenciales on July 31 under the theme, ‘Break of Dawn Junkyard Jouvert’.

He explained that in French jouvert meant - break of dawn.

This night will also feature soca artist, Denice Belfon, who is expected to rock the crowd with her dancing skills.

On August 1 there will be a float parade, displaying floats from all of the islands.

This event will start at the Downtown Ball Park at 4pm.

Leading into the night, a soca madness session will feature four bands, one international artist and two DJs. On August 2 there will be an island Junkanoo Rush through the Grace Bay strip which starts at about 5.30 pm.

The event concludes on August 3 which is Emancipation Day, with a celebration at the Kids Park in the Bight.

There will be performances from an international artist and local bands, all free to the public.

According to Williams, there are high expectations from the local community for the event.

What started as a group of 15 girls has blossomed to a group of 40 who meet each Friday at 5.30pm at the Church of St Monica.

North Caicos District Commissioner appointed A NEW District Commissioner (DC) has been appointed in North Caicos, it was announced on Thursday (July 23).

Cynclair Musgrove will take up her new role in leading the effective delivery of Government services on North Caicos on Tuesday, August 4.

She will join a team of DCs with responsibility for islands across the TCI, including South Caicos, Salt Cay and Middle Caicos.

The recruitment process for the latter two islands continues.

Deputy Governor Anya Williams, head of the TCI civil service, said: “Cynclair has a tremendous track record of community involvement and action on her home island of North Caicos.

“A former teacher, she has worked closely with schools events such as career days, talent shows and hosting the National Spelling Bee. “Cynclair has also supported civic organisations and community groups, including hosting and producing island festivals, pageants and other cultural affairs such as the National Aids Debate and Miss TCI pageant.”

The duties of a DC, all of whom report to the Director of the Premier’s Office, include overseeing the various Government Departments on each island, including the ‘One Stop Shops’, working as an ex-officio member of their local District Board to receive ideas and suggestions, and help to resolve

They must also perform duties as the local Justice of the Peace, coordinate each island’s Disaster Management Programme, including hurricane preparedness and response, as well as tsunamis, earthquakes and other emergencies.

Managing the maintenance and minor repairs programme for Government buildings and properties as identified in collaboration with the District Boar, is also on their agenda.

As is working closely with the police to ensure that effective protection is afforded against lawlessness and disorder and analysing labour and immigration trends on their island, and collaborating with the appropriate ministries and departments to find solutions to any issues identified.

Millipedes crawling around the house NOW you wonder if I’m talking about millipede or centipede.

Millipedes are similar to centipedes, millipede have two pairs of legs per body segment where centipede have only one pair of legs per body part.

But both have one thing in common, they will both give you goose bumps.

The common millipede that we find in the Turks and Caicos Islands is dark brown and reaches one to one and a half inches when full grown.

They are round and elongated, with many small legs.

A common description is, “little

black worms crawling on the concrete walls”.

When dead or disturbed, they tend to curl into a tight coil.

Millipedes do not bite or pose any danger to humans. Supposedly, but really don’t take my word for it, just don’t trust them.

They feed on rotting organic matter such as leaves and wood and rarely feed on tender green leaves and roots.

They spend almost all their time in moist areas, such as under rocks or dead woods and in lawn thatch.

Movement into houses often

is sudden and sporadic, and you probably notice that invasions often take place shortly after a period of wet weather and end as suddenly as they start.

Because millipedes require high moisture, they usually die in a home within a day or two. Chronic problems are associated with damp conditions.

Measures taken to dry out moist areas usually are sufficient. The hard body of the millipede, however, remains intact for a considerable time after it is dead.

Because millipedes cause no damage in homes other than a minor annoyance, the best way to handle infestations is to wait a few days for the problem to subside, and then

vacuum the bodies that remain.

Remove debris and other favourable habitats from around building foundations to help reduce problems and seal or caulk openings around the house to reduce future millipede problems.

Where problems are persistent and severe, insecticides may help reduce invasions.

These may be applied around the house. Pyrethroid insecticides (eg, bifenthrin, cyfluthrin, lambdacyhalothrin, permethrin) are recommended for this use.

Garden baits that contain carbaryl (Sevin) may also be used to control millipedes in gardens.

Insecticides with these active ingredients are widely available at

the nursery, sold under various trade names.

Usually only shaded sides of the home need treatment. Whole yard treatments are unnecessary and not recommended.

However, most sod webworm and white grub treatments applied to lawns will also control millipedes.

When millipedes damage garden plants several practices can limit injury. Ripening fruit should be lifted off the soil, on mulch or other surfaces.

Fruit that is overly ripe may be left in the garden to divert and concentrate feeding by millipedes.

Similarly, millipedes can be concentrated under fruit rinds or moistened newspapers.

POLICE SAFETY TIPS

Safety tips for water recreational activities WHILE there are so many areas to discuss about water safety, let’s discuss how to stay safe while boating, sailing, or jet skiing.

There are a number of things to keep in mind that can help make sure that both you and your family have an awesome experience while enjoying the many recreational activities in the Turks and Caicos Islands.

One of the best ways to ensure a fun day is to make sure that all of your equipment is fully operational and well maintained before you even leave your home.

Many boats and other vessels have been sitting idle for a really long time, now is the time to check their operational status

and not while out on the water.

Also make sure that the trailer used to transport them is well maintained as well so that you don’t experience a breakdown along the way.

Always wear your life jacket or at a minimum have them readily available.

Unfortunately, many boaters have their ‘personal flotation devises’ stored away in a compartment that they could never get to in a true emergency.

Not only is it important to have them immediately assessable, but please make sure you have practiced getting to them and everyone onboard is familiar with the emergency process.

save your entire life tomorrow!

Always file a float plan! Let someone know where you are planning to go and about what time you expect to be back.

That way in case you don’t return on time, searchers will have an area to start looking.

Make sure you have a VHF marine radio or cell phone in case you have an emergency and need to call for help.

Keep in mind that some areas will have a very poor cellular service.

Keep all of your electronic equipment (especially cell phone) protected from water damage by containing them in waterproof packaging.

Plastic Free July check in PLASTIC Free July is now over half way through and so this note serves as a reminder to those who decided to take up the challenge and for those who are a little late off the starting block but can still make a difference.

For some it might have been a difficult challenge, especially when it comes to the excess and unnecessary packaging of food and other goods, however, the ‘Top 4’ items shouldn’t have posed too much of a hassle to avoid.

Single use plastic bags ought to be the easiest to avoid but it’s amazing how many people still use way more than they need to and of course the checkout staff don’t help the problem when bagging the goods.

Getting into good habits by remembering your reusable bags and also letting the staff know you don’t need a bag before they start packing will help.

Also avoid plastic produce bags, especially for the larger items such as bananas, oranges, avocados and loose potatoes.

Reusable bags can very easily be made from old t-shirts with no sewing needed, and when dirty, you can throw them in the wash with the rest of your laundry.

Plastic straws are a no brainer and the sooner restaurants and bars stop automatically putting them in drinks, especially glasses of water, the better.

When ordering your drink kindly ask the server to bring your drink without a straw, and if you really do need one, why not purchase a steel or glass straw?

Takeout coffee cups should also be an easy habit to break as not only are you avoiding the plastic lids but also the Styrofoam cups that many hot drinks come in which can cause many health problems.

Plastic bottles, especially containing water, are another easy one to avoid as these are extremely unnecessary in many areas of clean drinking water. And bottles of water are getting smaller.

The little mini ones that are

unfortunately used by at least one local water company really serve no purpose at all and only continue to pollute our fragile planet even further.

Many bars and restaurants will gladly serve tap water and if not, take your own reusable bottle.

Trying to avoid plastic while shopping can also help to make healthier food choices as you will be more likely to buy ‘real’ food such as fresh fruit and vegetables instead of ‘food like’ processed products.

Toilet paper can be purchased wrapped in paper rather than plastic and using laundry detergent from a cardboard box will avoid plastic bottles.

The website www. plasticfreejuly.org gives many useful ideas on how to make a change along with a great book, ‘My plastic free life’ by Beth Terry.

Make a change and make a difference. After all, we need the planet much more than the planet needs us.

Office ergonomics: Tips to create a safe and productive office MOST office workers would agree that their jobs require a delicate balance of key elements, including keyboarding and answering the telephone.

Repeating these tasks each day places tremendous strain on our muscles and joints.

Improper design and set-up of office space can compound these daily stresses and lead to repetitive strain injuries.

Increased activity not a sign of big quake in the making, seismic unit says THE University of the West Indies Seismic Research Centre says while the increased seismic activity in the Eastern Caribbean isn’t enough, on its own, to suggest something menacing is coming this way, there could be destructive earthquakes in the region in the future.

Well over a dozen earthquakes have been recorded around the same general area since last Thursday – between 97 km and 174 km northeast of Barbados – with the largest 6.4 magnitude quake in the morning felt by residents of that Barbados, St. Lucia, Dominica, Martinique, Guadeloupe, St. Vincent, and Trinidad.

Having had to field questions from many residents about whether the increased seismic activity is a precursor to a much larger and destructive quake, the Trinidadbased Seismic Research Centre used its Facebook page to respond to those concerns over the weekend.

“We live in a seismically active part of the world and earthquakes, both of the size and frequency which we are currently experiencing northeast of Barbados, are not unusual and do not by themselves suggest anything more menacing is coming,” it said.

“However, this region has had

larger events in the past and we do expect to have large and possibly damaging events in the future, so please learn more about this hazard and take action to build your resistance to earthquakes.”

It further pointed out that when a large magnitude earthquake occurs, it is normally followed by a large number of aftershocks.

“This is simply the earth adjusting to the stress changes that resulted from the earthquake,” the centre

explained.

And it says the region has been experiencing more aftershocks then it has made public, acknowledging that only tremors larger than 3.8 magnitude have been posted online.

In response to other questions posted by Facebook users, the centre also said there was absolutely no relation between the earthquakes and the underwater volcano Kick ’em Jenny located 8 km north of Grenada. (Caribbean360)

More than five million people registered to vote in Haiti MORE than 5.8 million people have been registered to vote in the elections to be held in the Frenchspeaking Caribbean Community (CARICOM) country later this year.

General Director of the National Identification Office (ONI), JeanBaptiste Saint-Cyr, said that the General Electoral Roll (LEG), sent to the Provisional Electoral Council (CEP) has 5,848,000 registered voters, an increase of just over one million voters compared to the last elections.

The three rounds of elections will begin on August 9 for a new parliament with more than 2,000 candidates.

Saint-Cyr told a news conference that he wanted to dispel any doubt regarding the delivery of National Identification Cards (CIN) so as to allow citizens to elect their representatives.

He said deliveries of the cards were being made and that in order to effectively meet demand, 209 offices have been added to the 140 already existing across the country.

But Saint-Cyr said that while the CIN cards are being distributed, persons whose names were not

Baha Mar’s application for Chapter 11 bankruptcy refused in the Bahamas BAHA Mar’s ongoing Chapter 11 bankruptcy proceedings in the United States will not be recognised in The Bahamas, a Supreme Court judge ruled on Wednesday morning.

Justice Ian Winder, who had required time to consider his decision after a six-hour hearing on Monday, took only a minute to also dismiss the motion by the Cable Beach resort’s CEO, Sarkis Izmirlian, to get an approved extension for its debtorin-possession (DIP) financing approval by the Delaware court to take effect.

The judge said he would release his written ruling on the matter within two weeks.

Justice Winder is also hearing the government’s winding up petition against Baha Mar, which was filed last week, on July 31.

Baha Mar said it was “disappointed” by the Chapter 11 ruling. “We respect Justice Winder’s ruling and look forward to understanding his reasoning, but we are nonetheless disappointed by the result,” a statement from the resort said.

“We do not believe today’s ruling, for which the Government strenuously argued, assures the necessary protection of the assets of Baha Mar, and we do not believe that it is best for the over 2,500 current employees of Baha Mar.

“We note that the stay granted by the US Bankruptcy Court remains in effect, and takes on increased importance in light of this ruling, as all parties must still address that prohibition on the exercise of remedies. Nonetheless, we are continuing to do everything we can through direct discussions with the relevant constituencies and stakeholders to ensure the survival of Baha Mar.” The government said it welcomed the decision, a statement from Bahamas Information Services saying that it has been “vindicated”.

“Our Government has argued firmly that a Bahamian Court, supervising the work of an independent liquidator, is best suited to oversee the restructuring, completion and opening of the resort should Baha Mar, China Construction and Exim Bank be unable to reach an out of court agreement,” the release, issued by Deputy Director Elcott Coleby, read.

“Our objectives continue to be the prompt completion and successful opening of the Baha Mar project. We are confident today’s decision will encourage all parties to focus on these goals. It is a matter of the greatest national importance for the resort to open as soon as possible, under private ownership and operation.”

MORE than half the Island are against increasing Bermuda’s population to stimulate the economy, according to a new poll.

The survey commissioned for The Royal Gazette shows that 54 per cent of the Island disagrees with the proposition of growing numbers to help ease the Island’s financial woes.

Bob Richards, the Minister of Finance, as well as a string of highprofile economists, have repeatedly pointed to a connection between flagging population figures and Bermuda’s struggle to combat the effects of the recession.

Thousands of expatriate workers have left the Island in recent years in a period that has seen the economy shrink by about 10 per cent.

But in the poll, carried out by Global Research between July 1 and 10, just over one in three, or 34 per cent, said they agreed with the comment: “Bermuda should try to increase its population to help

improve the economy.”

Some 41 per cent gave their answer as “strongly disagree”, with a further 13 per cent saying they “somewhat disagree”. Twelve per cent said they neither agreed nor disagreed.

A breakdown of the results by race shows 43 per cent of whites agreed, compared with 27 per cent of blacks.

Among blacks, 45 per cent said they strongly disagreed.

Older people were more likely to agree with the idea of population increase, with 51 per cent of those aged 65 and older saying yes, compared with 20 per cent of 18- to 34-year-olds. In February this year, Don Mills, chief executive officer of a Canadian market research company involved in a pioneering Bermuda business confidence survey, said the declining population was the second most important business issue flagged by corporate decision makers.

Global warming is ticking time bomb for the Caribbean, expert says A LEADING geothermal expert warns that the small island states in the Caribbean face “a ticking time bomb” due to the effects of global warming and suggests a shift away from fossil fuels to renewable energy is the only way to defuse it.

President of the Ocean Geothermal Energy Foundation Jim Shnell says to solve the problems of global warming and climate change, the world needs a new energy source to replace coal, oil and other carbonbased fuels. OGEF’s mission is to fund the R&D needed to tap into the earth’s vast geothermal energy resources.

“With global warming comes the melting of the icecaps in Greenland and Antarctica and the projection is that at the rate we are going, they will both melt by the end of this century,” Shnell told IPS, adding “if that happens the water levels in the ocean will rise by approximately 200 feet and there are some islands that will disappear altogether.

“So you’ve got a ticking bomb there and we’ve got to defuse that bomb and if I were to rate the issues for the Caribbean countries, I would put a heavyweight on that one.”

It has taken just eight inches of water for Jamaica to be affected by rising sea levels, with one of a set of cays called Pedro Cays disappearing in recent years.

Scientists have warned that as the seas continue to swell, they will swallow entire island nations from the Maldives to the Marshall Islands,

inundate vast areas of countries from Bangladesh to Egypt, and submerge parts of scores of coastal cities.

In the Caribbean, scientists have also pointed to the likelihood of Barbuda disappearing in 40 years.

Shnell said countries could “essentially eliminate” the threat by turning to renewable energy, thereby decreasing the amount of fossil fuels or carbon-based fuels they burn.

“The primary driver of climate change is greenhouse gasses and one of the principal ones in terms of volume is carbon dioxide,” he said.

“For a long time a lot of electricity, 40 per cent of the electricity produced in many countries, would

come from coal because it was a very inexpensive, plentiful form of carbon to burn.

“But now countries have seen that they need to move away from that and in fact the G7 just earlier this month got together and in their meeting, the leaders declared that they were going to be 100 percent renewable, that is completely stop burning carbon, coals and other forms of fossil fuels by the end of this century. The only problem is that for global warming purposes that’s probably too late,” Shnell added.

Shnell was among some of the world’s leading renewable energy experts who met here late

last month to consider options for renewable energy development in the Caribbean.

The Martinique Conference on Island Energy Transitions was organised by the International Renewable Energy Agency (IRENA) and the French Government, which will host the United Nations International Climate Change Conference, COP 21, at the Le Bourget site in Paris from Nov. 30 Dec. 11 2015.

Senior Energy Specialist at the World Bank Migara Jaywardena said the conference was useful and timely in bringing all the practitioners from different technical people, financial people and government together.

“There’s a lot of climate funds that are being deployed to support and promote clean energy…and we talked about the challenges that small islands, highly indebted countries have with mobilising some of this capital and making that connection to clean energy,” Jaywardena told IPS. “They want to do it but there isn’t enough funds and remember there’s a lot of other competing development interests, not just energy but nonenergy interests as well. Since this conference leads to the COP in Paris, I think being a part of that climate dialogue is important because it creates an opportunity to begin to access some of those funds.”

“As an example, for Dominica we have an allocation of 10 million dollars from the clean technology

fund to support the geothermal and that’s a perfect example of where climate funds could be mobilised to support clean energy in the islands,” Jaywardena added.

Shnell said Caribbean economies are severely affected by the cost of fuel but that should be an incentive to redouble their efforts to get away from importing oil.

“The oil that you import and burn turns right around and contributes to global warming and the potential flooding of the islands, whereas you have some great potential resources there in terms of solar and wind and certainly geothermal,” he said.

“What we’re advocating is the mixture of those resources. We feel it would be a mistake to try to select one and make that your 100 percent source of power or energy but it’s the mix, because of different characteristics of each of them and different timing of availability and so forth, they work much better together.”

He noted that wind and solar are intermittent while utility companies have to provide power all the time.

“So you need something like geothermal or hydropower that works all the time and provides enough energy to keep the grid running even when there is no solar energy. So you need to have a balance of your resources but it is quite possible to have that balance and still make it 100 percent renewable and do without fossil fuels altogether,” Shnell said.

BTC roaming rates were ‘12x higher’ than Caribbean THE Bahamas Telecommunications Company’s (BTC) controlling shareholder on Tuesday said it had little choice but to slash roaming rates that were 12 times’ higher than the Caribbean average, a move that caused a 9 per cent slump in its total mobile revenues.

Phil Bentley, Cable & Wireless Communications (CWC) chief executive, revealed that BTC was “performing as expected” even though its mobile roaming revenues dropped 40 per cent year-over-year for the three months to end-June 2015.

Unveiling CWC’s first quarter results for the year to end-March 31, 2016, Mr Bentley said the need to prepare for mobile competition, and cut BTC’s roaming and other rates, had resulted in flat cellular revenues for the group as a whole.

He predicted that BTC would still face its first mobile competitor before the 2015 year-end, even though the Government and its advisers have yet to select the winning bidder.

“We were flat on mobile overall,” Mr Bentley told a conference call with London-based investment analysts on Tuesday.

“We’ve got some good momentum

in the Caribbean, where revenues are up 10 per cent, but we did know, and have flagged, that BTC in the Bahamas would be down simply because of the new international roaming agreements we’ve been putting in place with international carriers.

“So actually the Bahamas is performing as expected in that regard.”

Roaming allows BTC customers to use their mobile phones abroad, while also permitting foreigners tourists and those here on business to do likewise in the Bahamas.

For roaming to occur, BTC must have agreements in place with foreign mobile carriers whereby each allows the other’s customers to use their respective networks when abroad.

It has become an increasingly essential service for mobile carriers to offer, and Mr Bentley revealed just how uncompetitive BTC’s roaming rates were compared to the rest of the Caribbean - something unlikely to have endeared this nation to millions of tourists and visiting businessmen/ investors.

Illustrating just why monopolies are bad for business and consumers,

Mr Bentley, in response to an analyst’s question, said: “BTC’s roaming is about 12 times’ the price of the rest of the Caribbean.”

Asked whether CWC was planning similar roaming rate cuts throughout the rest of its Caribbean business, Mr Bentley replied that prices were already “at a very much lower level” in this region.

“We knew we’d have adjust the roaming rates down,” Mr Bentley added in relation to BTC. “There’s absolutely no chance of that being applied elsewhere.”

BTC’s loss of lucrative mobile roaming revenues was one factor behind the company’s rush to further downsize its workforce by between 150-200 jobs - a move driven by the need to right-size the carrier’s cost structure prior to competition’s arrival.

Leon Williams, BTC’s chief executive, told a Bahamas Society of Engineers (BSE) luncheon earlier this year that foreign carriers were using the imminent arrival of a Bahamian mobile competitor as leverage to force roaming rate cuts.

They were also pushing BTC to change its billing mechanism from ‘per minute’ to ‘per second’, which

will also cut roaming revenues.

Mr Williams said BTC anticipated losing between $25-$30 million in annual roaming revenues as a result of all this, producing a significant hit to both its top and bottom line.

This, combined with the likelihood that a new mobile operator will quickly seize at least a 30 per cent market share, equivalent to $80-$90 million of BTC’s revenues, produced the downsizing haste as the company moves to align costs with a smaller top-line.

Mr Bentley, though, made no mention yesterday of the angst and uncertainty that BTC’s protracted workforce reduction exercise has caused among staff.

He did, though, predict that BTC would face competition in its most lucrative market segment by yearend.

“In terms of the Bahamas and the new entrant, we still don’t know who it’s going to be and when it’s going to be,” Mr Bentley told analysts.

“We’re still forecasting later on in this calendar year, a new entrant will start to offer alternative service to BTC.” The Government, though, has already missed the May deadline

it had initially set to announce the preferred bidder for the Bahamas’ second cellular licence.

With the winner likely to need five-six months at least to roll-out its network and start delivering services, there must be significant doubt that the new entrant - even if selected - will start competing with BTC before year-end.

Just two contenders, BISXlisted Cable Bahamas and Virgin Mobile (Bahamas), remain in the race following completion of the liberalisation process’s first round, which assessed bidders on their technical and financial competencies, and whether they could meet the conditions specified in the Government’s Request for Proposal (RFP) document.

Digicel, one of the leading contenders, withdrew from the process just before the Government’s Cellular Liberalisation Task Force announced the bidders who had made it through to the second round.

That involves a ‘spectrum auction’, where the contenders attempt to outbid each other in purchasing the spectrum frequencies necessary to operate a nationwide mobile network.

Japanese newspaper acquires Financial Times JAPANESE newspaper Nikkei will acquire The Financial Times from London-based publisher Pearson PLC, the companies confirmed Thursday.

The move comes as Pearson is seeking to focus on its larger education unit that sells textbooks and online learning tools for students and teachers.

Nikkei, which traces its roots back to 1876, confirmed that it agreed to pay 844 million pounds, or about

$1.3 billion, for FT Group, a division of Pearson.

The deal does not include Pearson’s 50% stake in The Economist Group or its London property. The companies expect the deal to be finalized in the fourth quarter.

“Pearson has been a proud proprietor of the FT for nearly 60 years. But we’ve reached an inflection point in media, driven by the explosive growth of mobile and social,”

Pearson CEO John Fallon said in a statement. “In this new environment, the best way to ensure the FT’s journalistic and commercial success is for it to be part of a global, digital news company.”

FT Group had 24 million pounds of operating profit in 2014, or about $37.3 million.

Sales totaled about 334 million pounds, or $519 million.

Entertainment DJ Neil Fox appears in court for nine sex offences DJ NEIL Fox has appeared in court accused of nine sex offences over a period spanning more than 20 years ahead of his trial later this year.

Westminster Magistrates’ Court heard how three of the six complainants made claims against him having first been approached by detectives.

His barrister Jonathan Caplan QC asked for details of conversations between police and the women to be revealed.

Mr Fox denies the offences, alleged to have taken place between 1991 and 2014.

The 54-year-old DJ - known as Dr Fox - faces seven charges of indecent assault and two of sexual touching without consent.

HOLLYWOOD actor Jake Gyllenhaal says some actors are taking “dangerous risks” for their craft.

The star told the BBC another actor had once asked him for advice on whether they should take drugs for a role.

“Someone came to me and said, ‘I’m going to play a drug addict should I try the drug?’ and I was like, ‘no’,” he said.

Gyllenhaal has dramatically lost weight for some of his roles, but said it was “with a watchful eye of an expert”.

The actor shed most of his body fat for his current role in boxing movie Southpaw, out this week.

A gruelling training schedule saw him work out for six hours every day for six months to get down to 175lbs (79kg) - 15lbs (7kg) less than his normal weight.

For his Bafta-nominated role in last year’s Nightcrawler, Gyllenhaal dropped 30lbs (13.6kg) for the part of gaunt paparazzo Lou Bloom.

He previously admitted he lived on a diet of kale salad and chewing gum, while running 15 miles every night to get into character.

The actor is not alone in dramatically changing his body shape for roles.

Sandra Bland spoke of previous suicide bid - Texas sheriff A US woman who died in police custody three days after being arrested told a guard she previously attempted suicide, according to the sheriff in Texas.

A coroner’s report said Sandra Bland, a 28-year-old AfricanAmerican, hanged herself but her family doubt this.

She was arrested on 10 July over a confrontation with a policeman who pulled her over for a traffic offence.

A video of the incident shows the officer appearing to threaten her with a Taser and say: “I will light you up.”

Both state officials and the FBI are investigating her death.

Sheriff Glenn Smith, whose Waller County jail was where Bland was held, told the AP news agency on Wednesday that during the booking process she said she had tried to kill herself in the past .

He said Bland’s comments were made after she was asked a series of questions that are posed to every person who is detained at the jail in Hempstead, about 60 miles (100 km) northwest of Houston.

Mr Smith said another guard also spoke to Bland. She told him she was upset but not depressed, according to the sheriff, and both jailers insisted she appeared fine at the time.

She was found dead in the cell three days after her arrest and officials say she hanged herself.

Cannon Lambert, the lawyer representing Bland’s family, said relatives have “no evidence” that

A number of breaks were spotted in the original video that the DPS posted on to YouTube, prompting many people on social media to question the authenticity of the entire film.

But a DPS spokesman insisted it had not been edited and that the glitches were a result of a technical error. The original video was later removed and another version was posted online.

Officer Encinia, who has been on the force for just over a year, said he was kicked during the arrest. He has been put on administrative leave.

US charges Charleston ‘gunman’ with hate crimes THE man accused of killing nine black churchgoers in Charleston faces dozens of federal charges, including hate crimes.

The US Department of Justice has indicted Dylann Roof on 33 federal charges, including nine murders, three attempted murders and gun charges.

Mr Roof specifically sought out an African American church for his crimes, US Attorney General Loretta Lynch said.

The 21-year-old could face the death penalty if convicted.

“Racially-motivated violence such as this is the original domestic terrorism,” Ms Lynch said.

Mr Roof is accused of killing nine black parishioners after joining their bible study at the Emanuel AME Church in Charleston on 17 June.

Pictures later emerged online of him holding the Confederate battle flag, sparking a backlash against the emblem, which to many is a symbol of slavery.

The government is charging Mr Roof under a hate crime law that bans the use of force to harm individuals based on race.

He is also charged under another hate crime law that bans use of force to prohibit religious freedom and worship.

Conferring with victims’ families about possible use of the death penalty will be “an important part of the decision-making process”, said Ms Lynch.

The palace said it was “disappointing that film, shot eight decades ago... has been obtained and exploited”.

The newspaper has refused to say how it got the footage but said it was an “important and interesting story”.

The black and white footage, which lasts about 17 seconds, shows the Queen playing with a dog on the lawn in the gardens of Balmoral, the Sun says.

The Queen Mother then raises her arm in the style of a Nazi salute and, after glancing towards her mother, the Queen mimics the gesture. Prince Edward, the future Edward VIII, is also seen raising his arm.

The footage is thought to have been shot in 1933 or 1934, when Hitler was rising to prominence as Fuhrer in Germany but the circumstances in which it was shot are unclear.

A Palace source said: “Most people will see these pictures in their proper context and time. This is a family playing and momentarily referencing a gesture many would have seen from contemporary news reels.

Five family members stabbed to death in Oklahoma home

FIVE family members were found dead in an Oklahoma house Wednesday night, and two teenage relatives were arrested nearby as suspects in the brutal killings, police said.

The victims include adults and juveniles, and all of them were stabbed to death,Broken Arrow Police Sgt. Thomas Cooper told the Daily News.

Police found the five victims in a Broken Arrow home, about 15 miles southeast of Tulsa, after responding to a hangup 911 call around 11:30

p.m., Cooper said. Officers also found an injured child in the home, who was taken to a hospital and is in critical condition. Another child was found in the home unharmed, Cooper said.

The two male suspects, ages 18 and 16, were quickly tracked by a police K9 and arrested behind the home, Cooper said. He said they had fled from the house out the back door.

The victims and the suspects all lived together in the home, Cooper said.

LORD Prescott has criticised Tony Blair’s intervention in the Labour leadership contest, telling the former prime minister to “calm down”.

Mr Blair urged against a lurch to the left and said people who said their heart was with Jeremy Corbyn should “get a transplant”.

One of the women gave birth to twins, while six have given birth in just the last two months, including a baby boy born last week.

“To know I’ve helped people who have suffered for so long, desperately wanting to have a baby, has been my biggest motivator,” he told the newspaper. “I also feel incredible knowing that I will have 10 babies out there continuing my genes. But I don’t feel like I need to know the

babies or stay in touch with their families — I just provided the sperm.

The proud papa stumbled onto the idea by accident and began a Facebook page called “Drama Free UK Sperm Donors” last summer. He quickly found several willing women who would foot the bill for him to travel. Then, at a hotel or the couple’s house, he provides a sperm sample the women use to privately insert with a syringe, he told the Birmingham Mail.

The results, he says, have been stunning.

“It’s not about the money. I have helped people to make a family, something they have truly longed for,” he told the paper as he noted that he’s been tested for sexually transmitted diseases. “You can’t beat the feeling that gives you.”

His run as a daddy with no strings attached may be coming to an end as Kilpatrick plans to stop his practice.

He’s willing to provide more sperm for prior clients who want multiple children and is now focusing on having a child he plans to care for himself.

U-15 footballers’ tour of Canada “was an exceptional experience” – Opines Coach Shearer THE recent Under-15 male football team’s tour to Canada was extremely important for our young football side opines head age division coach Philip Shearer.

In an invited comment Shearer pointed out that small island footballing populations do not promote the best competitive games.

“In a small island environment playing games against new and challenging opposition become impossible. Familiarity has its advantages in training, but nothing beat competitive games against different opposition, on new pitches in a foreign setting. Away games are the norm for kids in larger countries like the

USA, Canada or the UK. For the TCI we either have to invite teams or go on tour.”

TCI held their own in Canada against a number of clubs. They opened with a 3-0 loss to Bermuda Brasilia, but won against Oakville 4-3, before whipping Glen Shields 7-0. Game four was a 4-3 loss to Guelph Academy.

Cole Nickson led the scoring with eight goals, including four goals against Glen Shields while Mackenson Cadet finished with six goals, including a hat-trick against Glen Shields.

Shearer added that the side was reminder about the real importance of team work, fitness, concentration, coordination, preparation

and performance on tour.

“There is no place to hide.

One has to perform on the day. Back to back games are also a new experience. The more travelling and games these boys play, the better they will be. Simple as that.

Our tour to Canada from a playing point of view was an exceptional experience.

We have a good thing going and these boys are at the very centre of it.”

Along with Shearer, Benneth Williams, Alvin Parker and Stuart Gray also assisted with the tour.

World Youth Championships was eye opener for Guerrier ONE of TCI’s top athletic prospects Akia Guerrier feels that the World Youth Championships, which she attended last week, was an eye opener to the experiences of high level competitions.

Guerrier, who dominated at the school level and made her mark with the CARIFTA team, competed at the World Youth Championships in Cali, Colombia for the first time and she felt some pressure at the starting blocks.

“You can get really nervous out there when the crowd is silent and your race is about to start.

However the adrenaline you feel when coming out of the blocks I must say, gives you life. And all you have to do is run. It was indeed the most highly levelled race I’ve been in, considering it was “world” youths. So you have athletes from all over the world.”

Guerrier, who finished eighth in her heat with a time of 25.68s, had the fastest reaction time (0.146) in her heat and the second fastest reaction time for all the heats. She was less than a second off the qualification mark.

Guerrier was the first TCI female who made the qualification time at the U-18 championships.

The youngster is also set to represent the TCI at the Pan American Junior Games in Edmonton, Canada (29 July - 3 August) and at the Commonwealth Youth Games in Samoa (5 - 11 September).

GTFI Inc. Fishing and Golf tournament:

“My Boat” dominates, catches 151.5 pounds of fish “MY BOAT” captained by Ralph Dietsche captured first place after tallying 151.5 pounds of fish in last weekend’s Grand Turk Fishermen’s Tournament.

My Boat, which won the Calcutta, also picked up the second and third largest fish prizes on Saturday.

Edwin Dickenson captain of “Ma Berry” won the prize for Saturday’s largest fish and largest legal poundage overall for day one for a 28.3 pound Mahi Mahi.

Sunday’s largest fish and the largest fish overall in the tournament went to “Screaming Reels” and Captain Damian Noyes with a last minute 42 pound yellow fin tuna picking up the TCI Lotto $1,000 bonus prize.

The second and third largest fish went to “My Boat” again on day two, with “My Boat” also picking up the largest legal poundage overall for Sunday with two

beautiful wahoo of 35.8 and 20.5 pounds respectively.

Both days fishing were concluded with the ever popular fish auction, where spectators got the chance to directly participate in the excitement and bid on some fresh fish bargains and raise money for the schools.

Lively bidding resulted in over $1,700 being raised off the fish auctions alone.

Over $12,000 was paid out in cash, prizes and Calcutta winnings to contestants.

The “GT Liquor / Wine Cellar” small boat awards went to: Sydney Garland of “Sea Squat,” with Lyndsey “Zuess” Butterfield of “One Love” second and Tim Dunn of “Crystal Seas” third.

Along with the fishing the “Turks and Caicos Banking Company” golf tournament ended with Sharon Simon taking the top prize. Estelle Watts finished second and Wally Rennick third.

GTFT Inc. is a registered Not for Profit company, run by volunteers that uses the annual game fishing tournament as a fund raising vehicle for local good causes.

This year, both Ona Glinton and Eliza Simons primary schools will benefit with new equipment and building projects.

In their inaugural year (2013) the tournaments raised enough funds to build a new shade gazebo and landscaped garden area for residents of the GT Geriatric and Special Needs Unit. In 2014 the group acquired a new “twin server, 30 screen smart client computer suite” for the H J Robinson High School I T Department.

Lions defend their PABA Summer League title THE Lions defended their PABA Mallory McComish Summer League title when they grounded the high flying Flyers in the final clash last Saturday at the Gus Lightbourne Sports Complex court.

The game ended 69-60. Third place went to North Caicos Spartans, who represented their island very well, while the junior South Caicos Harbour Boys also made a strong statement by finishing fourth out of eight teams.

TCI voted as most exciting team at NACRA U19 Championships – Players also benefit from scholarship and contract offers TURKS and Caicos junior rugby players walked away from the 2015 North American and Caribbean Rugby Football Union (NACRA) U19 Championships with a number of accolades.

In their final clash against the Cayman Islands for the Plate title our teenage boys were almost victorious, but ended up losing 29-26 in the close encounter. TCI who had defeated Bermuda in the Plate semi-finals 17-11 are now fifth in NACRA’s new ranking. Their performance in the US resulted in a two placement jump.

Adding to that, our juniors were voted as the “most exciting team” at this year’s Championships, given

that both fans and officials enjoyed watching our enthusiastic running rugby.

After their on-field exploits, some of the youngsters were offered rugby scholarship by the rugby coach of the Louisiana State University (LSU). Up to press time Scotty Glinton, Kaddis Simmons and Hendriks Joseph were discussing the scholarship terms with the university.

Additionally Franco Mompremier and Lincoln Outten were offered contracts with semipro rugby clubs in Trinidad and Tobago. Both are considering their next move, since Outten also has an opportunity to play in France.
